FAZ IN K9M CASH SURPLUS, REVEALS KAMANGA

FOOTBALL Association of Zambia president Andrew Kamanga has announced that the association posted a surplus of K9 million in 2022.

Kamanga disclosed during his remarks at the 2022 FAZ annual general meeting held at the Government Complex on Saturday that majority of the revenue was generated from the sales of the Kopa replica jersey which stood at over K2 million.

And director of sport at the Ministry of Sport John Zulu says he is happy with the governance record being implemented by the FAZ administration which is not a common feature in most sports associations.

“…On the revenue side of business, we posted a surplus of nine million, forty-one thousand, five hundred and fifty-one kwacha. Part of the revenue was generated from the sale of KoPa replicas which fetched K2, 700, 779,” Kamanga said.

Kamanga also informed Dr Zulu who was representing sports minister Elvis Nkandu as guest of honour that the new improved Kopa jersey would be launched in a few weeks ahead of the FIFA Women’s World Cup and the senior men’s national team’s remaining AfCON qualifiers.

“Guest of Honour Sir, I am proud to announce that we will be launching the upgraded version of the KoPa jersey in the next few weeks. It is anticipated that the upgraded KoPa jersey will provide part of the build-up for the 2023 FIFA Women World Cup which kicks off in July 2023 and the June round of Africa Cup of Nations qualifiers,” he said. “Having launched the home grown KoPa replica in 2018, we are proud of the initiative that has been fully embraced by the Zambian public. With the upgraded KoPa strip we expect that the public will continue to be the greatest ambassadors of the brand. The new consignment will comprise, playing kit, replicas for sale, training kit and other casual strips for sale to the public.”

Kamanga said his executive will continue to offer financial and material support to lower division clubs in the provinces around the country to spur football development.

“Fellow councillors, we will continue to support football development through financial support for lower division clubs who continue to receive a financial grant and equipment. In the meantime, our support through a grant to the sponsored league will also remain in place as part of our commitment to the development of the game,” said Kamanga.

And Nkandu in his speech read for him by Dr Zulu reaafirmed government’sresolve to support all sport.

“I have repeatedly said that we will not just support teams at tournaments but invest in preparations. The New Dawn government reiterates its support towards sports in the country. As government we have retained our support for the senior Men’s National Team that is on course for qualification to the 2023 Ivory Coast Africa Cup of Nations to be played in January 2024. Our expectation is that the Chipolopolo will be among the 24 teams at the AFCON. We also wish the Under-17 Men’s National Team that is on its way to Algeria for the Africa Cup of Nations,” said Nkandu. “We cannot over-emphasise the importance of having all national teams participating at international competitions. The New Dawn government recognizes sports diplomacy as one of the ways of promoting Zambia’s image on the international stage. Many times when sports associations meet like this there are always governance issues raised. It is therefore gratifying to come to an AGM like this and note governance structures in place FAZ is not bad. For that, well done.”

FRA targets to buy 250,000 metric tonnes, far below recommended minimum national strategic reserves

Amb. Emmanuel Mwamba, a former High Commissioner to South Africa and Zambia’s Ambassador to Ethiopia, has analyzed the announcement by the Food Reserve Agency (FRA) regarding the opening of the 2023/24 Crop Marketing Season and the purchase of designated agricultural commodities. In his analysis, he expressed concern over the timing of the marketing season and the amount of crops that the FRA intends to purchase.

Mwamba noted that the FRA’s decision to open the marketing season three months earlier than usual could be a response to the current national crisis, where the country has exported almost all its crops, including the national strategic reserves. He also raised concerns about the moisture content of the crops, which can affect their storage and lead to substantial losses.

“In Zambia, farmers use natural elements to dry maize and other crops, hence the delay in opening the Crop Marketing Season. Storing maize that has not reached the right moisture content attracts molds and diseases, which results in extremely high post-harvest losses,” Mwamba said.

Regarding the amount of crops that the FRA intends to purchase, Mwamba expressed disappointment that it falls far below the recommended minimum national strategic reserves. He emphasized the need for the FRA to invest in equipment and technologies to dry crops and enter the market at the earliest possible time to meet their targets and prevent unscrupulous buyers from taking advantage of small-scale farmers.

“To secure the strategic food reserves, we have always urged the Agency to take up the responsibility of drying the crops and invest in such equipment and technologies as required. We need to avoid a situation where unscrupulous buyers take advantage of our small-scale farmers,” Mwamba said.

Mwamba also raised questions about the pricing strategy that the FRA will use and emphasized the importance of price discovery in the market, where millers and grain traders are also present.

“I am aware that the floor price, set by the Minister of Agriculture, has not been announced yet. So what scenario price and factors has FRA used? And what’s the price they are buying the crops? The farmer needs to know,” Mwamba said.

Mwamba’s analysis highlights the need for the FRA to take a proactive approach to ensure that the country’s strategic food reserves are adequately maintained. It also emphasizes the importance of transparency and price discovery in the market to ensure that farmers receive fair prices for their crops.

Former Miss Rwanda Jolly Mutesi has revealed how Facebook rapist Thabo Bester and Dr Nandipha Magudumana tried to lure her to Cape Town for a fake $3m per annum presenting opportunity on a Netflix show.

The fake show would be alongside reality star Kylie Jenner and musician Drake.

Mutesi, who is also an entrepreneur and a former Miss Rwanda 2016, was approached through Arum Holdings, which listed Magudumana as CEO and Bester, under the alias of TK Nkwana, as chairman.

Mutesi took to Twitter after reading about Bester in the media, and detailed how she had received an invitation to come to South Africa last September for a $3m deal.

“To the few that know me very well know that I am an introvert but very big at networking because I believe that your network is your net worth. So last year, I received an invitation to go to SA as a possible candidate to host a Netflix show alongside Kylie J & Drake,” said Mutesi.

Mutesi questioned why they had chosen her, to which the company responded saying that they needed an East African for the show and she apparently was the right profile.

Mutesi said she was sceptical despite her excitement over the opportunity, which would potentially give her a huge platform to launch herself to the world and show her potential, as well as a three-year contract where she would paid $3 to $4m per year.

“As a hustler that believes in the holy Bible, my instincts told me to look through it with a fine tooth comb. I requested the company profile, official invitation and hotel booking, presented it to authorities to seek advice and help me to know how legit it was.

“The due diligence was done and I was advised not to go because everything found about the company was screaming scam,” said Mutesi.

Mutesi also expressed her gratitude to the Rwandan Embassy in South Africa for saving her life from the unknown intentions of the duo.

Mutesi cautioned young people in the limelight and those aspiring to be in the limelight to always do their research on all the opportunities presented to them.

Japan’s population decreases as one city turns to ChatGPT

ChatGPT has been used to create student essays, write wedding vows, and create stirring sermons for pastors and rabbis in the five months since its introduction.

A Japanese city is now using the AI chatbot for yet another purpose: aiding in the management of the government.

A spokesperson from the municipal government told CNN the nationwide population crisis was a factor they considered when implementing the use of ChatGPT.

Aging Japan’s population has been rapidly falling for years, with the country’s leader warning recently that “time is running out to procreate,” and that Japan is “on the brink of not being able to maintain social functions.”

Yokosuka is no exception. The city’s population of 376,171 is expected to keep shrinking, the natural causes exacerbated by the departure of major manufacturers and insufficient tourism, according to the government site.

In the face of these population problems, the city turned to ChatGPT to enhance efficiency and establish a better workflow within government operations, said the spokesperson.

With ChatGPT handling rote administrative tasks, “staff can focus on work that can only be done by people, pushing forward an approach that brings happiness for our citizens,” said the news release.

It added that the government anticipates the tool will be “used widely among our staff.” No confidential or personal information will be entered into ChatGPT, it said.

But not every government has been as welcoming to ChatGPT.

There have been widespread data privacy concerns, prompting Italian regulators to issue a temporary ban on the chatbot last month as they investigate how its parent company uses data.

Some big companies, including JPMorgan Chase, have clamped down on employees’ use of ChatGPT due to compliance concerns related to employees’ use of third-party software.

The scramble by rival tech companies to develop their own AI tools has also highlighted the ways AI can spit out racist, sexist and harmful content.

But at least in Yokosuka, government leaders are focusing on the positive – with the news release saying it has high expectations for the roll-out.

At the bottom of the document, a single line read: “This release was drafted by ChatGPT and proofread by our staff.”

This Monday, Yokosuka City, in the Kanagawa prefecture in central Japan, declared that it would start utilising ChatGPT to assist with administrative duties. According to a press release posted on the local government’s website, the chatbot could be used by all staff to “summarise sentences, check spelling errors, and create ideas.”

People flee Sudan’s capital as violence ravages the city

Both Sudanese citizens and Western personnel are desperately attempting to leave Khartoum, the country’s capital, where fierce fighting between opposing factions is overrunning hospitals with victims and numerous attempts to bring about a ceasefire have failed.

Six days of violent clashes and confrontations between the Sudanese military and the Rapid Support Forces (RSF) have destabilised the streets of Khartoum and other nearby cities.

By Thursday morning, many residents trapped in the middle of the clashes appeared to have lost faith in an immediate resolution. There was an increase in the number of people at bus stops, trying to leave Khartoum and escape the fighting, according to witnesses.

“Yesterday (Wednesday), I decided to leave Khartoum together with my wife and four of my children at any cost,” Muhammad Hammam told CNN in an interview, as he recalled his success in escaping from the Al-Nasr neighborhood, east of the Nile, to the city of Atbara, northern Sudan.

“Death surrounded us from all directions, so I said it would be better for us to die attempting to cling to life while trying to survive instead of dying by a stray bullet at home or maybe dying of hunger or thirst,” he said.

Up to 20,000 refugees from Sudan’s Darfur region have fled to Chad in recent days, according to a statement from the UN Refugee Agency.

But escaping is no simple task. The capital’s international airport remains out of service, according to a source in a Sudanese army, who claims the airport’s control towers were destroyed by RSF bombings. CNN is reaching out to the RSF for comment.

The ongoing fighting and closed airport have hampered efforts to evacuate US diplomatic staff. A senior US official told CNN Thursday that an evacuation was not imminent as the situation on the ground remained too volatile. Americans in the country have been urged to shelter in place.

The US Defense Department said it was deploying “additional capabilities” nearby Sudan to secure the US embassy in the country and assist with a potential evacuation, if the situation calls for it. It includes hundreds of marines who are already in Djibouti, a US defense official told CNN, with aircraft capable of bringing in ground units to secure an embassy.

US President Joe Biden had “authorized the military to move forward with pre-positioning forces and to develop options in case – and I want to stress right now – in case there’s a need for an evacuation,” National Security Council spokesman John Kirby said Thursday.

Hammam said the attempt to flee was interrupted by a street war that broke out in his neighborhood by the warring factions. “My wife, children and I remained lying on the ground until yesterday morning,” he said.

Bus tickets out of the conflict zone were around five times more expensive than before violence broke out, he told CNN. “Praise be to God, we escaped death. However, my children live in real terror. They will never forget the sound of ammunition and exchange,” he said.

The RSF and Sudan’s armed forces have been battling for power for since Saturday, and numerous attempts to pause the violence have proven futile despite expressions of support from each side.

Eyewitnesses said Thursday that reinforcements for the paramilitary RSF were on their way to Khartoum when army forces confronted them with warplanes and ground forces.

The UN has called for a ceasefire for at least three days after recent fighting to mark Eid celebrations, Secretary General António Guterres said during a press conference on Thursday.

“As an immediate priority, I appeal for a ceasefire to take place for at least three days marking the Eid al Fitr celebrations to allow civilians trapped in conflict zones to escape and to seek medical treatment, food and other essential supplies,” Guterres said.

But Sudan’s army leader Abdel Fattah Al Burhan told Al Jazeera that RSF troops need to withdraw from the cities if there is to be any truce, which the RSF pushed back against, saying they “will not withdraw or give up their right” to defend themselves, in a statement to CNN.

The World Health Organization (WHO) says the death toll in Sudan as of Thursday has risen to 331, with another 3180 injured, according to spokesman Tarik Jašarević in a statement to CNN.

A water and electricity crisis has continued in Khartoum, with food shortages in shops and pharmacies closed, eyewitnesses say. Fuel is also in short supply with gas stations shut since Saturday.

Intisar Muhammad Khair told CNN that she and her daughters were stranded for four days in her three-storey house in the center of Khartoum, until they managed to escape during Wednesday’s truce. “(This was) after I lost hope of survival and began prayers and supplications that we die in decent fashion, especially when our stocks of food and water had run out,” she said.

“The most dangerous thing that frightened us was the presence of an armored vehicle of the RSF under our house,” she said, adding that she “saw corpses dumped in the streets and military vehicles burned” as they made their escape.

With gas stations closed, those with fuel in their vehicles have had greater opportunities to flee the danger. “So many people can’t drive out because they don’t have petrol but for us, thank God, we took the car that has petrol,” Hadeel Mohamed, a 28-year-old architect, told CNN after leaving the city.

“We packed our bags and the few necessities and that and we left. We went inside the neighborhood we did not take the main streets,” she said.

“There are very few people now, the whole neighborhood left. Everyone with a family has left.”

She said many in the city have felt unprotected by the armed forces as they engage in combat with the RSF. “The army started a war in a city where citizens are, and didn’t release a statement prior to the citizens saying ‘you need to be aware some clashes will happen,’” she said. “That kind of left us saying: ‘who are you and who are you fighting for really?”

At least nine children have reportedly been killed and more than 50 injured amid the ongoing fighting in Sudan, according to a statement from UNICEF Executive Director Catherine Russell on Thursday.

“We have received reports of children sheltering in schools and care centers while fighting rages around them, of children’s hospitals forced to evacuate as shelling moves closer, and hospitals, health centres and other critical infrastructure damaged or destroyed, limiting access to essential and lifesaving care and medicine,” Russell said.

Sudan’s Doctor’s Union has meanwhile said that 52 hospitals are out of service in the capital and adjacent areas, equating to about 70% of hospitals in the region.

Nine hospitals were bombed, and 19 were subject to forced evacuation, according to the union.

The union also said that five ambulances had been attacked by military forces, and others were prevented from transporting patients for treatment and delivering aid. Attiyah Abdullah, general secretary of the Preliminary Committee of Sudan’s Doctors Union, said in an interview that there are “very few hospitals still in operation, and those that are, are on the edge of collapse.”

As facilities run low on supplies, the violence is blocking aid from being delivered to hospitals, Save the Children Sudan country director Arshad Malik told CNN on Thursday.

Malik said that while the hospitals were without blood bags used in transfusions and short on diesel to power generators, Save The Children is relatively well stocked in the city but transport and access were the problems.

“We have the supplies, and we have the emergency support staff. They are ready, but they are stuck at home for now. We will see if they can move and give the supplies to different hospitals,” he said.

“Children are seeing bullets and mortars hitting their houses,” Malik added. “There is constant fighting and shelling around them.”

RSF leader Mohamed Hamdan Dagalo, also known as Hemedti, is vying for power against Sudan’s military chief Abdel Fattah al-Burhan, with forces loyal to each man battling violently for control.

Hemedti is commanding his troops from the city’s Hai Al Matar neighborhood, which is close to the military headquarters, a high-ranking military official and an eyewitness told CNN on Wednesday. The military official chose to remain anonymous as they were not authorized to speak. The eyewitness, who saw Hemedti’s convoy, requested anonymity out of fear for their safety.

A latest attempt to strike a ceasefire for 24 hours was quickly upended late on Wednesday, when clashes erupted north of Khartoum. Each faction previously accused the other of breaking another failed truce on Tuesday.

Sarovar Premiere Hotel says it secured CCTV video footage showing former presidential spokesperson Amos Chanda allegedly confessing to having burnt a 398-paged court record relating to a matter he was an accused person.

Sarovar Premiere Hotel chief security officer Anthony Mtonga who took witness stand before the Lusaka Magistrate’s Court says he transfered the said video footage onto a flash disk and has kept in his possession.

In this matter Chanda is facing two counts of theft and destroying court evidence, an act contrary to the laws of Zambia.

Testifying ahead of the court hearing moving to the alleged scene of the SELF-INCRIMINATING confession, Sarovar Premiere Hotel on May 24,
Mtonga said before presiding magistrate Ireen Wishimanga that he secured the said video footage.

He said in the video footage of Chanda at the hotel, he was conversing with a known person who also visibly used an audio recorder to record the said conversation.

Mtonga said Chanda was recorded confessing to destroying court documents that were to be used as evidence before the court in another matter he was facing.

However, Chanda’s lawyers argued that there was no need for the court to move to Sarovar Premiere Hotel as the said footage was not authentic, in that it was recorded using CCTV, which automatically deletes after 60 days.

They further argued that the incidence Chanda is being accused of occured about 6 months ago.

But magistrate Wishimanga in passing ruling on this matter, decided that it was only right that the court moves to the actual site and see a demonstration and set up of the said camera room at Sarovar Premiere Hotel.

In this matter, it is alleged in count one that Chanda between May 12, 2020, and October 1, 2022, in Lusaka, jointly and whilst acting together with others unknown, stole a case record No. CRMP/001/2020, the property of the Government of Zambia.

And in count two, Chanda between the same dates, knowing that the case record No. CRMP/001/2020 is or may be required in evidence in judicial proceedings, wilfully did destroy it, with intent thereby to prevent it from being used in evidence.

The court record in question relates to another matter in which Chanda was jointly charged with Intelligent Mobility Solutions board chairman, Walid El Nahas, and former Road Transport and Safety Agency (RTSA) director Zindaba Soko, but a nolle prosequi was entered in that particular case.

Mixed feelings over Nelson Chamisa’s CCC party asking aspiring candidates to declare loyalty to “The Creator”

There are mixed feelings from the public surrounding the opposition Citizens Coalition for Change (CCC)’s “Candidate Credentials and Track Record Form” dubbed CS100D asking aspiring candidates to declare loyalty to “The Creator”.

CCC leader Nelson Chamisa yesterday made public the form which is being used to process applications by aspiring election candidates.

On page 3, the form demands that the applicant should “Provide details of your proven loyalty to: Citizens/Citizens Movement, Country and The Creator”.

Critics have accused the party of not being inclusive by seemingly failing to accommodate people of other religions by stating that a candidate was supposed to be loyal to “The Creator”. They suggested that the party should have left that part open in order to facilitate people from other religious institutions.

General Secretary of the Zimbabwe Council of Churches (ZCC) Reverend Kenneth Mtata said that religious loyalty does not make one a competent politician, just as the lack of religious loyalty does not make one a bad politician.

Accordingly, the prominent pastor advised CCC not to make it a requirement that a candidate needed to be loyal to “The Creator”.

“There is some discontent among some Zimbabweans today because Citizen Coalition for Change CCC, asked its aspiring candidates to declare their loyalty to the party, country and to ‘The Creator’ (section 2.8 of the Credentials and Track record Form CS100D),” he said.

“My contribution to this debate as both a theologian and pastor committed to the role of the church in the public sphere is inspired by the awareness that without adequate nuance, the role of religion in the political sphere can become a huge problem, as we recently witnessed.

“Religious loyalty for example, does not make one a competent politician, just as the lack of religious loyalty does not make one a bad politician. Ethics in the public sphere cannot be derived only from religious loyalties.

“This guff is indicative of the deep policy and ideological deficiencies the CCC will need to address if it is going to be a credible alternative to the ruling party.

“I hope this contribution is taken for what it is; a desire to contribute to a healthy and vibrant multi-party democracy that aims at a peaceful, united, just and prosperous Zimbabwe!”

Pro-democracy activist Makomborero Haruzivishe, however, came to the CCC defence saying that the Constitution of Zimbabwe voted by people recognises that the” Almighty God” exists.

“So in the 2013 Constitutional Referendum 3,079,966 Zimbabweans voted YES (that is 94,49% of those who participated) for a constitution that has ‘Almighty God’ mentioned twice in the PREAMBLE.

“In the Zimbabwean national anthem, we twice ask the Almighty to bless our land and we also beseech God to bless our native land.

“All meetings, be they burial society, political rallies, community events (weddings, funerals, nhimbe, mugwazo etc) or even in schools, we pray to our CREATOR for guidance.

“In courts, we hold the Bible and swear to the CREATOR before testifying. That is the law of Zimbabwe. Refusal is contempt of court which can result in a custodial punishment.

“All government officials; councillors, members of parliament, senators, ministers, the president; hold the Bible and swear to God their oath of office,” he said.

But prominent student leader Nancy Njenge asked how one could ‘prove loyalty to the Creator’ in a form.

She asked: “…….. However, I think it’s inappropriate to make it a requirement to ‘prove loyalty to the Creator’. How? And how is that inclusive of all citizens, atheists included?”

Economist Henry Jaji also defended the main opposition party and said:

“The CCC candidate vetting form has a section that emphasizes “loyalty to the creator” and this has sparked some debate. While it’s crucial to respect diverse beliefs, including atheism, we need to consider the broader context.

“Zimbabwe is a nation of rich cultural and religious diversity, with a vast majority (~97%) of its citizens identifying with some form of faith, as per the 2022 Census report. (Source: Zimbabwe National Statistics Agency). This means that for many Zimbabweans, spirituality is a vital aspect of life.”

He added that, rather than interpreting the CCC’s form as discriminatory or imposing religious beliefs, one has to see it as a reflection of a widely-held cultural value.

“This doesn’t diminish the importance of secularism in politics, but it acknowledges the context in which our political systems exist. The CCC, like any political party, has the right to establish core principles that resonate with its target demographic.

“In addition, when the phrase is viewed in a broader context, it is not merely about religious beliefs, but rather about upholding moral and ethical principles that benefit society as a whole. Demonstrating loyalty can take various forms, such as advocating for social justice, caring for the environment, and promoting equality.

“Whilst remembering that the CCC is an entity that seeks to represent the aspirations of many Zimbabweans (majority of them identifying with some sort of faith), let’s focus on nurturing shared values and unity, transcending religious boundaries and embracing our collective humanity. Together, we can make a difference for the common good,” Jaji said.

Yesterday, I was visited by a group of four teachers.They all looked excited.Before I could finish greeting them, one of them said, Mr Mupishi,we know your articles have a relatively wide coverage.We are here to request you to convey our message to the Zambian people at large,that, indeed we’re now in the champions league!

One of the teachers,a history teacher narrated that what President Hakainde Hichilema is doing has never happened before in this country and therefore,we cannot say we’re back but we’re now in the champions league!
He said it was unprecedented that a sitting government,full of bitter political opponents, can come up with national programs that would benefit every citizen regardless of his or her political affiliation!

He said KK and his UNIP were biased towards UNIP supporters.He went on to say UNIP had violent youths called “vigilantes”.

The history teacher told us that those who were opposing UNIP,were regarded as “traitors” and “ba kachepa” whom time and again vigilantes would lift them by air towards meeting their fate.

The history teacher lectured us that opposing UNIP and KK then was treason and many of such people died in the process.He told us to read the history of Adamson Mushala,Musakanya,Kapwepwe,Nkumbula,Miyanda and others to understand how lethal UNIP was towards it’s opponents.

Our lecture took us through the “chwela days of the blues… the MMD.He reminded us that members of the fallen UNIP suffered at the hands of newly elected MMD members.

He told us that persecution of UNIP members led to deaths,force deportation of UNIP Stewart’s and eventually declaring KK stateless and subsequent arrest. He said equally during the MMD, distribution of national resources was skewed towards MMD supporters.

Our lecturer said there came a political party that perfected the art of political hooliganism, the art of distributing national resources based on their political party’s preferences, the art of syphoning national resources through dubious government contracts, the art of packing the civil service positions with their political party cadres…. the mighty Patriotic Front party! Upon ascending into power, never had this country witnessed such kind of political vegeance against the former ruling party members.

MMD as a political party was stripped off it’s assets, it’s vehicles seized and parked to be vandalized at police stations across the country.Many members fled the country in fear.

He said during the PF regime, everything was starting and ending with the PF.To join the civil service, one has to be a member or pretend to be a member of the PF or know someone from the PF..To get a place in a government school, one needed PF connections.

To get a government contract, one needed to know someone from PF Secretariat.To trade within CBDs one needed the support of the “commander”.

Lawyer accused of murdering son admitted attempting suicide because she had nothing to live for

THE Lusaka lawyer who survived a suicide attempt after allegedly administering a poisonous substance which killed her son, aged two, told her older sister that the child drowned in a bathtub.

A Judge heard yesterday that Namwene Phiri told her sister Esther Phiri that after her son drowned, she felt she had nothing to live for and decided to end her life too.

Esther, 41, a Information Technology specialist, narrated that her sister told her that she tried to pray for her dead son hoping he would wakeup but to no avail.

“She told me that the baby drowned in the bathtub and when she noticed that, she got the child and tried to resuscitate him.

“She tried to pray for him to come back to life but it didn’t happen. So, she decided to take doom which she had mixed with some domestos so she could end her life.

“She felt she had no purpose to continue living because the son she was living for was dead,” Esther testified in the case her sister is charged with murder which happened on February 15,2022.

The witness also spoke about the purported suicide note which police found at the crime scene, Namwene’s house.

“My sister told me that she had written the letter on the 14th[of February] and that she would do this when she was depressed.

“She would write things. She wrote the letter when she was feeling depressed but did not go through with it,” Esther said.

She also gave a history of how Namwene grew up a traumatized child because of physical and mental abuse at the hands of their aunty.

“She was abused mentally, verbally, physically by my late aunty who was married to my later mother’s younger brother. Our parents died when we were very young. Our father died when the accused was a year old. Our mother died when my sister was three years old.

So, we were taken up by mother’s brother who was then chosen as administrator,” Esther said.

“When she[Namwene] was 12 years old, she ran away from home to live on the streets in 2003.

“I recall i was a student studying at Evelyn Hone College when my uncle came to inform me that my sister had run away from home. They had been looking for her but couldn’t find her,” she testified said before breaking down.

She also told the court that towards the end of 2004, Namwene, who once checked in at YWCA seeking refuge shelter to avoid the physical abuse from home, attempted suicide by consuming a panado overdose.

She further narrated that Namwene eventually completed school at Chipembi Girls Boarding School and enrolled to study law at the University of Zambia.

But during this period, Esther noticed that her younger sister was battling depression and anger issues.

“She would suffer from depression and she was also seeking therapy and she was also a patient at Psych Health Zambia,” she said.

Esther also narrated Namwene, whom a psychiatrist diagnosed with a personality disorder before trial, was a loving parent to her late son, Ayden.

“She was a loving and caring mother and i was amazed how she took care of him single handedly. She was a very good mother to Ayden,” Esther said.

Namwene’s high-school and university mate Auxilia Lifalalo also testified and told the judge how her colleague had a temper.

“We went to UNZA together. We did have a few of our moments, arguments, her temper was quite on a different level. It was high,” Ms Lifalalo said.

Judgement will be passed in July.

My name is Margaret Nzala and I live in
Kambili Village in Mungule. I am not sure of my exact age.

When I was young I had a problem of
Conceiving so I only had a child in my late 30’s.

My husband died when my only son was six months old. I used to clean toilets at one of the tarvens in Msisi township in order to put food on the table and to pay for my son’s education.

My son completed his secondary school level of education by the grace of God.There were times when he was sent away from school for failing to pay school fees.I also remember there was a school term when his school shoes got spoiled so he had no option but to start wearing my only pair of shoes. Luckily I had an old pair of slippers commonly known as “tropicals” which I started using.

My son managed to get good results at grade 12 and was given a scholarship to study in Russia.

About eight months after he left Zambia, he started renting a small house for me which atleast had running water and electricity, and every month he would send money for my upkeep and rentals.

My son stayed in Russia for four years and when he came back to Zambia, he quickly got himself a job and I moved from Msisi township and started living with him in a three bedroom house in Kabwata.

At first my son was caring, he made sure I never lacked anything in my life.

Problems started soon after he met a girl and married her. His wife made it clear the very first day she moved in the house were I was staying with my son that she no longer wanted me there. She started complaining to neighbours that I was a very careless old woman who was fond of keeping the house dirty. She then started mistreating me and hiding food from me.

And a few months after their wedding, my son was transferred to Kitwe.
His wife was against the idea of me moving to Kitwe with them so my son decided to rent a one room for me in Jake compound.

My son only paid rentals for me for only four months and cut all communication ties with me.
The landlord then evicted me from his house due to non payment of rentals.

Left with no place to live I contacted an old friend of mine who invited me to live with her in Mungule area and that was how I found myself here.

I have not heard from my son for almost a year now,a few months ago I heard rumors that he is now rich and empowering his wife’s family.

I have been struggling in all areas of my life and my health is now failing me.

I hope and pray that one day my son will come back to his senses and help me while I am still alive.

The temporal setbacks such as our loss in the just ended 3 local government by-elections will not dampen our revolutionary spirit as we endeavour to grow our party into a strong and popular formation.

This is because we fully understand the illegalities that characterised not only the just ended ward by-elections in Chililabombwe, Lupososhi and Serenje, but other by-elections since the UPND formed government in 2021.

Zambians know that the UPND again sponsored violence, intimidation of political competitors as well as voters and engaged in many electoral malpractices such as vote buying.

The UPND also behaved as if they were above the law and even disregarded basic arrangements to facilitate peaceful campaigns such as the agreed timetable facilitated by the Electoral Commission of Zambia (ECZ).

Our leader Dr. Fred M’membe and other members were attacked in Serenje and locked up by the police leaving the UPND members who perpetrated the violence scot-free.

In Chililabombwe, our members were also attacked by the UPND and the police were forced to lock up our members only to release them after the campaign period elapsed.

Against this background, our party will not make the mistake of not celebrating the strides we are making in popularising the socialist agenda. The main cause of our celebration is not the good votes our party received in the just ended by-elections but the interest of our people in the socialist programme.

Therefore, our party under the revolutionary leadership of Comrade Dr. Fred M’membe will not relent. We shall continue to engage our people peacefully and with a lot of respect so that more Zambians can appreciate the difference our party would make when given an opportunity to govern.

We know that with growing dissatisfaction with UPND by our people caused by unfulfilled promises and mediocre leadership, the UPND will become even more violent and notorious in breaking the law. We also know that the UPND will continue to use the by-elections as platforms to project a false impression of popularity.

With the police and the ECZ behaving as lapdogs of the ruling party, we think that free and fair elections will continue to elude us. Despite this seemingly hopeless situation, our party will not be discouraged.

Our members will not be intimidated. Instead, they are determined to continue pushing and all of us are ready to pay the price of opposing a corrupt and violent regime. It is aluta continua.

Govt Starts The Transfer Of 51,500 Civil Servants From Govt To The Local Authorities Following Revised National Decentralisation Policy

STATEMENT BY HON. CHUSHI KASANDA, MP, MINISTER OF INFORMATION AND MEDIA AND CHIEF GOVERNMENT SPOKESPERSON ON THE DEVOLUTION OF FUNCTIONS FROM THE NATIONAL GOVERNMENT TO LOCAL AUTHORITIES FOLLOWING THE ISSUANCE OF CABINET OFFICE CIRCULAR NO.2 OF 2023.

Following the approval of the Revised National Decentralisation Policy by Cabinet, and in accordance with the provisions under Article 147 of the Constitution, which was operationalised through Government Gazette Notice No. 1123 of 2021, Cabinet Circular No.2 of 2023 has been issued to facilitate the commencement of transfer of devolved functions from the national Government to the Local Authorities.

Subsequent to the issuance of the circular, eight (😎 functions under the six (6) devolving sectors; Ministry of Transport and Logistics, Ministry of youth, Sport and Arts, Ministry of Tourism, Ministry of Home Affairs and Internal Security, Ministry of Health, Ministry of Fisheries and Livestock will be transferred to the Local Authorities in a phased manner in 2023, while the accompanying human resource will be attached from the Central Government to the Local Authorities. The attached civil servants will be maintained on the Central Government payroll and will continue to enjoy their existing terms and conditions of service.

In Phase One, which is from 1st January to 31st April, 2023, two functions from the Ministry of Transport and Logistics will be transferred to the Local Authorities.

The functions are:

  • Pontoons, Ferries, Jetties and Piers; and
  • Harbours.

In the same phase, the function of Community Sport will be moved from the Ministry of Youth, Sport and Art to the Local Authorities.

Phase Two will run in the period from 1st May to 31st August, 2023, and the following functions will be moved from respective Ministries to the Local Authorities:

  • Vehicle licensing will be moved from the Ministry of Transport and Logistics;
  • Cultural Matters will be moved from the Ministry of Tourism; and
  • District Archives will move from the Ministry of Home Affairs and Internal Security.

From 1st September to 31st December, the period being the Phase Three in the transfer of functions approved for devolution in the year 2023, District Health Services including Ambulance Services will devolve from the Ministry of Health to the Local Authorities, while Veterinary Services will move from the Ministry of Fisheries and Livestock, to the Local Authorities.

In line with the theme of the recently approved Revised National Decentralisation Policy, which is “Realising Local Development Through Citizen Participation,” Government deems these milestones in the Decentralisation Reforms as facilitators of citizen – driven local governance and development.

The transfer of these functions is aimed at improving delivery of respective services to the people, and improving citizen participation in local governance and developmental issues.

Government has, to this effect, provided mechanisms for the smooth movement of accompanying human resource, operating assets and financing, with clearly spelt out work relationships and the duo administration system involving Civic and Civil Administration, earmarked as the forms of administration at District Level, providing for collaboration between the Chief Executives of Local Authorities and the District Administration, in the execution of Government policy and programmes.

Civil Servants in the devolving functions will be moved on attachment from the Central Government to respective Local Authorities by the Civil Service Commission. The employees will, however, be maintained on the Central Government payroll and continue to enjoy their existing salaries and conditions of service.

This transfer of functions translates into an estimated 51,500 workers moving to the local authorities broken down by sector as follows:

  • Fisheries and Livestock – 756 employees
  • Health – 50,549
  • Transport and Logistics – 99
  • Youth, Sport and Arts – 7
  • Tourism – 101

The vision of the revised National Decentralisation Policy is to have “Citizen – driven local governance within the unitary State for sustainable development.” The milestone attained through the increased allocation of the Constituency Development Fund (CDF), the approval of the Revised National Decentralisation Policy and the issuance of Cabinet Circular No. 2 of 2023 provide renewed impetus towards the country’s aspiration for a devolved system of governance, which is centred on the promotion of citizen’s rights to participate in local governance and development.

These achievements empower the citizens to hold their representatives accountable for service delivery and local development.

Government is committed to ensure the implementation of the National Decentralisation Policy as provided for under Articles 148, 151 and 152 of the Constitution of Zambia.

MY WIFE THANDIWE ZULU

I met Thandiwe Zulu in 2005 during UCZ church conference at St Paul’s church in Kabwata.
She was one of the participants from Chipata. A church friend introduced me to her and that’s how we became friends and later we got married in 2006 after I paid K4,000 lobola. We had a white wedding which was colourful, and in 2007, God blessed us with twins; David and Dorcas.


About 3-month after we got married, I asked Thandiwe to come up with a business proposal. I wanted to empower her. I was against the idea of her just staying at home without doing anything.


Thandiwe told me she wanted to do business of buying women clothes from South African for resell here.
I was then working as an accountant at a private school in lusaka.


I got a loan and I gave her the capital K25,000 rebased and it was a lot of money that time and that’s how she started travelling to south Africa.


Within 4 years, her business grew, she would travel to South Africa twice a month. She then stopped dealing in women clothes and started supplying electronic appliances and groceries to Indians the entire Lusaka.


She started making a lot of money about K150,000 rebased per month. My salary (K4,500) was peanuts to her. Then suddenly I noticed that she was becoming too excited with her new found fame. She suddenly became disrespectful towards me. She used to tell me off in front of my friends. She stopped doing house chores and doing my laundry.


At first when she started her business, she would go on her business trips for a week but now she started going for a month and some times even for 6-weeks and she would threaten divorce whenever I questioned her as to why she had taken long to come back from her business trip.


Things got worse when I stopped work. The owner of the school where I was working died and his children failed to run the school, so the school was shut.


Thandiwe and I had to move from the big school house to Nipa flats. Thandiwe paid rentals for the new flat.
She became so unruly. She told” me she wasn’t ready to feed a grown up man like me.” She started spending nights out with ministers and mps. She would come back the next day looking fresh but would refuse to sleep with me.


I continued to stay with her because I did not have any place to go to. Then I started hearing rumors, that she was cheating on me with a Nigerian national. When I asked her about the rumours, she confessed that it was true and that she no longer wanted me in her life. She told me I was not man enough as I was a broke man who depended on women for survival.
I was shocked. I felt like hitting her hard but I managed to control my temper.


I left our house and went to Sikanze police camp to watch a soccer match involving Nhwazi vs Konkola Blades.
I was still hurt inside. I could not understand her behavior after all I did for her.


When I got home after the match, I found my cloths at the doorstep of our house and the door was locked. It was embarrassing. Neighbours came out of their houses to see what was going on. I could hear people making fun of the whole situation.
I just got my things and went to my uncle’s place in Lilanda. I walked from Nipa to Lilanda.


When I reached Lilanda I explained everything to my uncle and the next day my uncle summoned Thandiwe and her relatives.
Surprisingly Thandiwe and her relatives came to the meeting with K4,000 lobola I had paid, they even added a K2,000. We were told that the marriage was over.


I begged Thandiwe to rescind her decision for the sake of our twins but she refused. I begged her to stay with me but all in vain. I loved Thandiwe so much, She was the first woman I dated and subsequently married.
I was heartbroken. I cried like a small child crying for his mother.


I managed to find a room for K150 in Chibolya. I started applying for jobs but the response was not favourable. My neighbour Amos was a bus driver so, one day he asked me to be his bus conductor for a day as his conductor was not feeling ok that day. I accepted his offer and that’s how I became a conductor and sometimes i used to work as a luggage loader at inter city.


I only stayed with my uncle in Lilanda for a week. He was a council retiree and he was looking after more than 7 orphans and dependants. I started making a bit of money and eventually I forgot about Thandiwe.


Two-years passed without hearing from her. My twins started staying with my young sister a teacher within Lusaka. Then one day in 2010, we met at intercity bus terminus when she was coming from South Africa. She came out of the bus together with a light skinned guy. She was looking very attractive and happy. I could tell the guy she was with was her boyfriend. They looked beautiful together.
I then approached them and offered to carry their luggage,well that was my new Job.Thandiwe ignored me, I could tell that she did not want her man to know about us. I could tell that my presence made her feel uncomfortable. She was now high class. I was not comfortable either. I was dirty and tidy and I had a lot of beards.


She did not greet or say a word to me. There was a red Jaguar waiting for them just near Juldan motor ways offices at intercity. Her man instructed me to take the luggage to the car and paid me K20. After this was done, they jumped in the car and speed off.
I felt bad that day. I still loved Thandiwe but she hated me to the core. I could not understand why she betrayed me. I continued working as a bus conductor and as a luggage boy.


One day in 2011 before late President Micheal Sata became president, while transporting passengers from Chelstone to Town I was invited to church by one of the passengers. It happened that It was my birthday and at night when we were about to knock off the driver and I offered the passengers a free ride. The passengers were happy and a woman called Lucy invited me to her church at CHRIST EMBASSY at YMCA in Chilumbulu road.


I did not want to disappoint her so I went to her church the next morning. I was welcomed at church and that’s how I joined the Christ Embassy Church. I continued going to church and after a month, there was an announcement in church for all those willing to join the Zambia Police Service. We were told to see one of the senior elders. After the church service Lucy and i went to see the church elder. He told us to give him both our academic and professional documents.


Lucy had his number, so that same week we gave him our documents. Lucy and I became best friends and through her help I moved to Kabwata where she helped me rent an inside bedroom. I stopped being a bus conductor and concentrated on my church work.
About a month after I applied to join the Police service, a break through happened in my life.The names were published in the newspapers and Lucy and i were selected to go for training at Lilayi Police Training College.


We went for training for a year and after the pass out I was posted to Force headquarters while Lucy went to work at Central police.
I married Lucy a year after our pass out. I owe her my life. I started raising up fast in ranks because of my trade. I had a diploma in ZICA.
When Sata became president, I was promoted and sent to work in foreign mission in Russia in 2012 to 2014 when he died where I was for two years.


When President Lungu became president in 2015, I was recalled and promoted to a senior security position.
Lucy and I are still together and we have 2 kids together plus my first twins 4. She has been so supportive.
I have decided to share my story because in August 2021 during the preparation of the inauguration ceremony of President HH, there were a group of prisoners who were cleaning the surrounding at heroes stadium. Thandiwe was one of the prisoners. I recognised her and went to greet her. She was puzzled and confused when she saw me being saluted by almost all police officers present at the stadium. She did not understand even correctional officers supervising her and other 100 other prisoners were saluting at me.

I went straight to where she was cleaning and said hi then she knelt down started crying but I left without saying a word to her. Even correctional officers (prison warders) did not understand why a dirt a poor dirty female prisoner who was jailed for stealing biscuits in Shoprite worth K250 was shedding tears at the sight of a senior police officer. Without explaining to anyone, I jumped in the police vehicle and my police driver drove me to State House. To God be the glory!!

Uganda Govt lawyers advise Yoweri Museveni not to sign anti-gay bill

Lawyers for the Ugandan government have advised President Yoweri Museveni not to sign a draconian anti-gay bill passed by parliament last month as he met with ruling party lawmakers on Thursday to discuss the controversial legislation.

The Anti-Homosexuality Bill 2023, which calls for harsh penalties against anyone who engages in same-sex activity, has been roundly condemned by the international community and rights campaigners.

Museveni has faced widespread calls to reject what has been criticised as among the world’s harshest anti-gay legislation.

Under the bill, anyone who engages in same-sex activity could face life imprisonment while repeat offenders could be sentenced to death, according to activists.

Lawyers for the government have advised the president to send the bill back to parliament, according to a letter sent by the deputy attorney general to the speaker of parliament on Thursday and seen by AFP.

The move came as the European Parliament voted to condemn the bill and urged EU states to find a way to pressure Museveni into not implementing it, warning relations with Kampala were at stake.

MEPs urged the European Commission to “use all necessary diplomatic, legal and financial means to convince the president to not sign the law.”

In the letter to speaker Anita Among, deputy attorney general Kaafuzi Jackson Kargaba said that the government’s legal team has recommended that the bill “be returned to Parliament for reconsideration”.

The government wants to “ensure that once the Bill is assented to, it stands the test of time without being struck down by Court as being unconstitutional”, Karaba said.

The inclusion of the death penalty in particular would leave the bill open to legal challenge in a country that has effectively ended the use of capital punishment, he said.

The bill was passed in a chaotic late-night parliamentary session and many of its hastily drafted clauses are open to interpretation, with Kargaba warning that some of its provisions are “too broad or vague”.

Such provisions “need to be revisited before the Bill is assented to by His Excellency the President to avoid the Bill being challenged in Court on grounds of unconstitutionality upon coming into force.”

– ‘Deeply troubling’ –

Museveni summoned lawmakers from the ruling National Resistance Movement on Thursday to discuss the bill, with the party’s chief whip Denis Hamson Obua confirming the meeting to AFP before it got under way.

Sources close to Museveni’s office earlier told AFP that they expect the president to reject the current draft of the bill and return it to parliament for reconsideration.

Last month, the White House warned Uganda of possible economic repercussions if the legislation takes effect.

The UN High Commissioner for Human Rights Volker Turk also urged Museveni not to promulgate the bill into law.

“The passing of this discriminatory bill — probably among the worst of its kind in the world — is a deeply troubling development,” he said after the March parliamentary vote.

But many of Uganda’s neighbours are also cracking down on gay rights, with politicians in Kenya and Tanzania for example warning against any efforts to raise awareness of LGBTQ issues.

Homosexuality was criminalised in Uganda under colonial-era laws but since independence from Britain in 1962 there has never been a conviction for consensual same-sex activity.

Putin confirms he will attend BRICS summit in SA despite arrest warrant

Russian President Vladimir Putin has accepted an in-person invite to attend the 15th BRICS summit in Durban in August, despite the International Criminal Court (ICC) issuing a warrant for his arrest.

South Africa’s BRICS Sherpa, Professor Anil Sooklal, yesterday confirmed that Putin, along with all other heads of state, had accepted the invite from President Cyril Ramaphosa.

The ICC, of which South Africa is a full member, issued a warrant of arrest against Putin and urged 123 countries who are signatories to the Rome Statute to arrest him.

This is for alleged war crimes related to the abduction of children from Ukraine.

Sooklal said Ramaphosa had sent out invites to the leaders of Russia, Brazil, India and China.

“All of the leaders, including President Putin, have accepted the invitation and they are all looking forward to attending the summit in person in South Africa in August.

Sooklal said he was in Moscow two weeks ago where he met the Russian BRICS Sherpa.

“They are preparing to attend the summit and South Africa is preparing to host an in-person summit in August.”

Dr Noluthando Phungula, of the Institute for Pan African Thought and Conversation at the University of Johannesburg (UJ), said Ramaphosa’s government had a tough decision to make on what to do as soon as Putin arrived on South African soil.

“On the decision to extend the invitation, South Africa is well within its rights as an independent and sovereign state to participate as it wishes on the geopolitical landscape.

“There are many factors at play, but it would seem the long-standing relations between the two states during the liberation struggle have influenced South Africa’s stance to extend the invitation. South Africa is currently facing a serious energy crisis and has requested Russia to expand its nuclear power station, which Russia has also promised to finance,” said Phungula.

She said as one of the signatories to the ICC, and in theory as a member of the court, South Africa was obliged under Article 86 of the ICC statute and domestic law, as compliance with ICC orders is written into South Africa’s Constitution, to co-operate fully by arresting the Russian president as soon as he steps off the plane and to send him to The Hague for trial.

“We have heard from the Minister of International Relations that Pretoria is seeking legal counsel.

“Despite which way it goes, there will be consequences for South Africa. In 2015, after the failure to arrest former Sudanese President Omar al-Bashir, the country faced much criticism from the international community for its failure to make the arrest.”

Phungula said the country attempted to withdraw from the Rome Statute soon after the controversy, but had then decided against that withdrawal.

“The case presents a complex geopolitical dilemma for South Africa.

“Pretoria needs to balance its ICC obligations, domestic responsibilities, historically friendly relations with Russia and prospects and ambitions within the BRICS grouping carefully to avoid unfavourable repercussions.”

Unisa Professor Emeritus of International Law André Thomashausen said that countries such as the US, China, Russia, India and Israel had not given their consent and support to the Rome Statute and the powers of ICC to arrest and prosecute could not be applied to heads of state of those major nations that had not adhered to the statute.

“Signatories of the Rome Statute, like South Africa, cannot apply ICC warrants against heads of state of non-signatories because the non-signatory states never waived their absolute rights of sovereign immunity and equal sovereignty, he said.

“The real purpose of the ICC warrant is to frustrate and derail the BRICS summit,” Thomashausen said.

DA leader John Steenhuisen has said that the country has a legal obligation to execute the arrest warrant issued by the ICC against Putin.

He said if Putin was in South Africa then it was obliged to, according to the rule of law and the Constitution, execute the arrest warrant.

The Presidency and the Department of International Relations and Cooperation had not responded to requests for comment at the time of publication.

1. Congratulations to the UPND candidates who won in these bye elections are in order regardless how they won;

2. Congratulations also to PF, Socialist Party and other political parties that availed themselves in these local elections;

3. For losing opposition parties, you have also gained either bye introducing your party, consolidating party mobilization or just by learning more on how to tackle campaigns;

4. For Socialist Party and PF, it’s clear that you must think of possible political marriage or coalition in future if you are to battle and conquer UPND without serious headaches and challenges;

5. In 2021 when PF won the bye election in Luangwa district, it was a mark of rare achievement for an opposition in many aspects and set ups;

6. To start with, bye elections are a political popularity test for known local candidates and not political parties or party presidents;

7. In bye elections, voters choose between and among their own local relatives, friends and neighbors competing on different party tickets;

8. Generally, this gives the ruling party most advantages in terms of financial, political, economic, logistical, material and incumbency strength than anyone;

9. The probability of losing for a party in power are 2 out of 20 while chances of winning stands at above 75% regardless of terrain and place;

10. With a bye election looming, a ruling party can do a lot of magic and miracles ahead of time for the people;

11. It can reduce electricity, distribute charity donations to all orphans, employ youth at a local plant, declare a village as a district, start building a chief’s palace, local clinic or ZCCM can just open a new mine, etc;

12. The opposition can mainly campaign by promising using verbal words to win local hearts and support with little or no serious financial and material backing;

13. In bye elections, elections have nothing or little to with national political and economic dynamics. It’s about local issues & choice of the local people competing on the ballot;

14. In Presidential and General Elections to the contrary, everything changes and it becomes a complete different story;

15. Between 2019 and before 2021 August, PF was winning with a big margin in almost all bye elections in UPND’s Western and North Western provinces. It was sure but false political conquest for PF;

16. Some even predicted that ECL will win by more than 40% in Western and North Western provinces against HH;

17. But some of us knew that we just needed to work harder coz the pre test of bye elections have little or nothing to with presidential candidates or elections;

18. In August 2021, HH won by more than 94% in North Western province while ECL only got about 5% total votes. It’s that’s where UPND murdered PF’s Jackson Kungo at a polling station, generally voted and counted a selection (not election) for themselves;

19. In like manner, the April 2023 outcome of these local elections have nothing to with possible national voter pattern or likelihood of HH’s likability or political popularity; and

20. The sitting president is on his own and will be judged by voters on his own ballot paper as a solo candidate against his peers at national level at the right time.

ACC’s case against Bowman Lusambo and wife collapses, seeks to amend indictment

The Anti Corruption Commission has made an application to the Lusaka Magistrate Court to amend its original charges slapped on Bowman Lusambo and his wife Nancy, in a last ditch attempt to resuscitate a case which was collapsing.

The ACC had arrested the former Lusaka Province Minister along with his wife Nancy on March 9th 2022 on charges of being in possession of property reasonably suspected to be proceeds of crime.

Over nine witnesses have since testified in the matter and Magistrate Faides Hamaundu had ordered the ACC to conclude their case at the next hearing.

But in a bizarre move, ACC through its Investigations Officer Mulenga Mulenga has applied to change the indictment from being in possession of property reasonably suspected to be proceeds of crime to include being in possession of suspected proceeds of crime.

And Mr Lusambo has condemned the application by the ACC describing it as an abuse of the court process.

He said the ACC is trying to find a way of salvaging a court case which has no legs to stand on.

Mr. Lusambo has since challenged the leadership at ACC to examine their actions and wether what they are doing is in line with Justice and the rule of law.

“Attempting to amend an indictment mid way into trial is a desperate attempt by the ACC to save their faces. They know that the existing indictment whichnjs before court is a manufactured one and doesn’t have any prosecutorial chances. This is an abuse of the court process and shouldn’t be allowed,” Mr Lusambo said.

And in a related development, Green Party President Peter Sinkamba says the move by the ACC to restrict property and people’s bank accounts as they investigate suspected corruption amounts to political witch hunt.

Mr Sinkamba said in an interview that there is need to come up with a policy that will stop Law Enforcement Agencies from restricting Bank accounts and seizing property suspected to be proceeds of crime before investigations are concluded.

Mr. Sinkamba says the move by the ACC is wrong and has exposed their ineffectiveness in fighting corruption saying this could have been done when the suspects were drawing allowances.

He said the ACC is using a very lazy method of fighting corruption which should not be encouraged.

Lusaka, 19 April 2023–AN expert state witness from ZICTA has told a Lusaka magistrate that the court must believe his scientific report which shows that the recording of Amos Chanda occurred at 02:55 am and not 22:00 pm as stated by a DEC officer who claimed to done the recording.

Jeff Sitali, 38, the manager for cyber security and specialist consumer education at ZICTA told Principal Resident Magistrate Irene Wishimanga that he carried out digital forensics and established that the device given to him by the DEC contained recordings done on 30 September 2022 at 02:55 am in the morning and not at 22:00 hrs as stated by DEC senior investigations office Jones Siansamba.
Responding to defence lawyers’ direct questions as to who the court must believe between him and Siansamba, Sitali said his report was an expert version drawn using incorruptible mechanism, and therefore the court must believe what was contained in his report.

The lawyers asked the witness to confirm that 02:55 am was earlier that 22:00 hrs under the Zambian time zone, Sitali answered in the affirmative.

Asked to confirm that it was not possible to record an event that has not occurred, the witness said it was not possible. He was then told to state whether it was him telling lies before court or it was Jones Siansamba from DEC, the witnes said he was telling the truth.

The defence lawyers asked Sitali to confirm whether the voices in the purported recording can be identified to point at Amos Chanda, but he said he can’t identify the voices and that he infact he did listen to the recordings at all he just downloaded them.

Asked to confirm whether his expert report talks about theft and destruction of evidence as the indictment says, Sitali said the report did not make any such reference at all.

The witness also admitted that the report he submitted before court was not conclusive because he had sent back to DEC for further review and DEC has not to this day, responded to him.

Another state witness, James Habasimbi, a waiter at Sarova Hotel, told the court he did not have any evidence that Amos Chanda ever joined a conversation with two others at Sarova on 30 September 2022.

“I do not have any evidence that Mr Amos Chanda joined table 24 but it was the table Mr Chanda’s friends booked,” Habasimbi said.

He was said the table was not booked by mr Chanda but his friends and that he did not fully remember whether it was table 24 or 22.

“The receipt before court is for table 22 but I served table 24 where Mr Chanda sat. Yes this receipt is wrong because it say table 22 but I served drinks on table 24,” he said.

Trial continues on April 21.

DEC has seized Kamono Farms Ltd funds amounting to K766, 552.49 cash, K15, 531,722.99 in bank accounts and K38, 611.04 in various mobile money accounts

3 KAMONO FARM INITIATIVE DIRECTORS, CHAIRPERSON AND TREASURER ARRESTED FOR FRAUD AND MONEY LAUNDERING AMOUNTING TO MORE THAN k130 MILLION

THREE Directors , the chairperson and treasurer of Kamono Farm Initiative Limited have been arrested and charged with fraud and money laundering amounting to more than K130 million.

Those charged by the Drug Enforcement Commission (DEC) are Fanwell Zulu, Enock Chibutu, Maxwell Masempela, Mirriam Soko and Matimba Chongo.

DEC Public Relations Officer Hussein Khan said the suspects are charged for providing banking business or financial services without a licence, conducting a money circulation scheme and prevention of money laundering.

“Particulars of the matter are the suspects all of Kamono Farm Initiative Limited and Kamono Cooperative Society Limited jointly and while acting together with other persons unknown on dates ,but between January 1st, 2021 and September 30th, 2022 provided banking business and financial services to members of the public without a licence from the Bank of Zambia by fraudulently collecting deposits amounting to K134,865,286,” he said.

Mr Khan said Kamono invited members of the public to invest in their various agricultural schemes which resulted into the collection of the funds purporting that they would get returns when in fact not.

He however said the production levels at the farms could not generate such returns.

“Further, they engaged in money laundering involving proceeds of crime by receiving and possessing cash at hand amounting to K766, 552.49, and funds in various company bank accounts amounting to K15, 531,722.99 as well as in various mobile money accounts amounting to K38, 611.04,” he said.

Mr Khan said that the Commission has seized these funds and frozen the accounts and that the suspects are on bond and will appear in court soon.

“The Commission would like to set the record straight that according to its investigations Kamono was a money circulation scheme perpetrated by unscrupulous individuals to defraud members of the public of their hard earned funds by promising unrealistic returns on investments. The Commission would also like to advise members of the public to be weary of such schemes as they may lose their money,” he said.

If anyone in PF was in love with the young lady , and abused his power to allow her access to state resources with impunity , such political authority must be exposed for the nation to know what these political pundits did to this great nation .

She was a journalist until she got appointed aa a human resource officer at the ZBS . Such an appointment and recognition must have come with value addition considering that she must have been recommended to serve the people of Zambia by a leadership . How did she in a short time become a successful business young lady ? .

We understand she had very well paying contracts given to her in govt , this was advantaged on very serious govt contracts , it is believed one of the jobs awarded was from the SANO hydro power project in kafue , the wealth should not have attracted investigations if there are no strings attached .

Why is her wealth attached to the PF regime ?, this means she got easy ways through the leadership of the PF party , so she carries the pathogens which relate to plunder of national resources , but how did she manage to get through all these barriers if the leader of PF had no insight of the beautiful lady ?. Who was responsible for her fame and access to huge finances ?.

Many stories are meant for tomorrow because after comfisticating the $57 thousand dollars and ZMK 65 million from her house and another ZMK 117 million , the seizure of three houses that were valued at ZMK 6 million each , we thought it was done , the nation is told there is more behind the curtains , the recent revalations that 14 cars were registered systimatically and in a aerial order without questioning by RATSA meant that the institution that was registering was under very serious instructions .

How many of such young ladies that are still walking to freedom who have not been investigated but have the levels of similar wealth using the same means in the PF party ?, What do people want again to come and do in govt ?, is this republic a show house for every jack to be in and out because zambians don’t exist to see this plunder of resources until a govt is out of power ? .

Zambians should not tolerate this culture of looting resources , even by the venture of a young lady’s beauty was a passport to have access to the treasury under PF , we should never entertain such passive leaderships , they must never claim to serve zambians , they have no shame even after voting them out they seem to have courage of the Hyuna . Zambia’s ANTI-CORRUPTION Commission (ACC) Final Charges Against Faith Musonda

April 16, 2023 /Zambia/ — The Zambia Anti-Corruption Commission (ACC) has finalized the consolidation of charges against Faith Musonda, a businesswoman who was arrested in June 2022 for allegedly possessing K117 million in cash without a valid source of income. The ACC has charged Musonda with 15 counts of possessing property reasonably suspected to be proceeds of crime.

The ACC has said that it will proceed with the prosecution of Musonda as soon as possible. The case has attracted a lot of public attention, and many people are hoping that the ACC will be able to secure a conviction against Musonda.

Musonda has denied the charges against her, and her lawyers have said that she is innocent. They have also said that the ACC’s investigation into Musonda was politically motivated. She is currently out on bail of K10 million. The case against Musonda is scheduled to be heard in the Lusaka Magistrates’ Court on May 10, 2023.

MAFINGA Member of Parliament Robert Chabinga is incensed that mealie meal is fetching K400 despite Millers obtaining cheap maize from the Food Reserve Agency (FRA).

In an interview with ZANIS, Mr. Chabinga urged millers in Muchinga Province to emulate the Zambia National Service (ZNS) by selling mealie meal at an affordable price to retailers who will in turn pass on the benefit to consumers.

The Law Maker said Mafinga District is one of the districts that has been hit by a shortage of mealie meal.

Mr. Chabinga stated that there should be no reason for millers to sell a 25 kg bag of mealie meal above K150, when the Food Reserve Agency (FRA) was selling a 50kg bag of white maize at K200.

Mr. Chabinga said currently mealie meal in Mafinga District is fetching at K410, which he described as a challenge for most residents as they cannot afford to buy the commodity at such an exorbitant price.

“The price of mealie meal in the district has affected residents in that most families cannot afford to buy a 25 kg bag of mealie meal which is being sold at K410,” said Mr. Chabinga .

The Mafinga lawmaker noted that the high price by some millers is causing traders and some individuals to also peg mealie meal at exorbitant prices.

A check by ZANIS confirmed that a 25 Kg bag of mealie meal is fetching between K350 and K450 in the district.

Mr. Chabinga stated that millers are getting the maize at a subsidised price, hence there was no need for them to sell at a higher price to traders, especially in areas that have no milling plants such as Mafinga District.

He appealed to investigative wings to up their game and bring to book millers and some individuals who are selling mealie meal at a higher price when FRA is selling Maize grains at an affordable price.

Mr. Chabinga observed that the maize offloaded by the Food Reserve Agency (FRA) to be sold to communities in Mafinga District has not reached the intended beneficiaries as most of the roads in the district are cut off.

“The only maize that the district had was at Tendele FRA shed which cannot reach Muyombe Chiefdom due to the bad state of the road,” said Mr. Chanbinga.

He appealed to Government to ensure that investigations are conducted on people who are trying to let down President Hakainde Hichilema.

We had fruitful discussions with the Grain Producers and Traders of Zambia, comprising the Zambia National Farmers’ Union, Grain Farmers, Grain Traders, and Water Harvester Associations.

We discussed issues related to food sufficiency, availability, and affordability, emphasizing that these are matters of national security. We urged our colleagues to view the problem of grain or mealie meal shortages as an opportunity to work together towards finding a lasting solution, rather than blaming each other.

Zambia’s favorable geographical position as a landlinked country surrounded by 8 neighbours and its hydrological conditions make it well-suited to becoming a breadbasket for the region and the continent. As such, we encouraged farmers to explore the option of growing early maize to increase crop production.

We also emphasized the importance of water harvesting as a means of enhancing year-round crop production, particularly for crops such as wheat and maize.

CARITAS ZAMBIA STATEMENT ON THE NON-DISCLOSURE OF ZCCM-IH DEAL

Caritas calls on Government to divulge all the pertinent details regarding the ZCCM-IH deal.

Caritas Zambia challenges government to disclose the full details of the deal signed with Kansanshi Copper Mines if there is indeed nothing fishy about the conversion of the shares Zambians hold in the mining giant via ZCCM-IH.

We have taken note of the press release by
ZCCM-IH minority stakeholders in which they are claiming that certain elements of the KMP Royalty deal have been concealed.

In the same media statement, the minority shareholders share their frustrations with regulators and watchdog institutions like the Anti-Corruption Commission who they turned to in the hope of getting answers but to no avail.

Caritas Zambia is concerned with non-disclosure of this Agreement by the parties involved in the transaction.

We call upon the Government through ZCCM-IH and Kansanshi Copper Mine PLC
to disclose the terms of the agreement in the spirit of upholding transparency and accountability in the mining sector.

Poor levels of transparency and accountability in the management of the natural
resources is responsible for widespread under-development in mining-affected communities.

Mining operations characterised by opaque, exclusive, and lack of accountability and
transparency, deprives mine-hosting communities the true benefits that are due to them.

The main source of corruption in the mining industry over the years has been the lack of openness in the sector’s management and administration, which has deprived Zambians of the benefits.

Communities are unaware of whose benefits are established on their behalf due to the near￾impossibility of having access to compensation documentation and contracts, as was the case with the ZCCM-IH agreement.

As a result of this systemic form of information exclusion and document
hiding, there is a serious risk of corruption and improper reward administration in the mining
sector. Numerous investigations, court judgements, and research studies reveal that opacity increases the likelihood of elite capture. As a result, both the management of community benefits and the long-term profitability of the entire mining value chain suffer.

If the ZCCH-IH deal is going to be to the Zambian people’s benefit, then why are they being kept in the dark about it? We contend that the only reason the ZCCH-IH agreement with FQM is being kept a secret from the people of Zambia is because it most likely benefits a select group or individuals.

We demand that the government follow the law and make available to the people of
Zambia all documents related to the ZCCM-IH agreement.

We want the utilization of mineral
resources to benefit Zambians. We have become weary of witnessing the extreme levels of corruption and lack of transparency that have left many mine-affected communities mired in abject poverty, barred from growth, and with no possibilities for the future.

Despite holding the most expensive commodities in the world, mining regions across the nation remain destitute and have questionable prospects for prosperity and opportunity.

The most horrifying illustration of this reality is the widespread theft of mining earnings by public servants, traditional leaders, and business representatives. Corruption is a major enabler of the resource curse.

If policymakers, oversight agencies, and industry leaders don’t set the example by
prioritizing transparency and accountability in the management and administration of contracts and arrangements, systemic looting of mining proceeds will continue.

We are expectant that the government will act honorably and divulge all of the pertinent details regarding the ZCCM-IH deal.

These details should include the identities of the agencies and beneficial owners that stand to benefit from the agreement, as well as the nature of the benefit and the total amount of money to which those entities are entitled.

DESPITE the court declaring James Bwalya fit to dance to the music of his alleged crimes which include the abduction, rape and trafficking of 13 women among other grave charges, his lawyer Osborne Ngoma insists the 22 year old lad is not healthy enough to sit through court sessions and listen to the State present evidence against him and his partner in crime, Matthews Sikaonga.

After several days of limping in and out of the Lusaka High Court and giving some sort of credence to testimonies of medical experts that he was unfit to stand trial, Judge Charles Kafunda ruled yesterday that Bwalya was healthy enough for prosecution.

Judge Kafunda observed that the psychiatrist who declared Bwalya unfit to undergo trial had the right to form his own expert opinion, but it is the duty of the Court to scrutinize the findings and form its own conclusions.

But the ‘abductor’s’ lawyer Osborne Ngoma said his client will petition the High Court’s decision to brush off the medical report indicating that he’s unfit to stand trial, in the Constitutional Court.

In this matter Bwalya and his co-accused Matthews Sikaonga are charged with 54 counts of aggravated robbery, assault occasioning actual bodily harm, prohibition of trafficking in humans for purposes of sexual exploitation, rape and abduction.

At the last session Dr Patrick Msoni a psychiatrist told the Court that according to the mental assessment he conducted on Bwalya it was established that the latter has an anti-social personality disorder and is not fit to stand trial.

State advocate Bob Mwewa had disputed the findings of the psychiatrist and requested the Court to order that Bwalya stand trial because he has no mental illness.

Ngoma argued that the findings that Bwalya has a conduct disorder is an expert opinion which was made by a qualified psychiatrist that his client is not fit to stand trial.

In response Mwewa suggested that the Court makes its own determination as opposed to merely adopting the psychiatric report or in the alternative seek a second opinion.

Ruling on the matter judge Kafunda said Section 160 of the Criminal Procedure Code (COC) is clear that the instances on which Bwalya’s ability to make a proper defense would be questioned is when he is of unsound mind or has a disability which would render him incapable of making a proper defense.

“The opinion of an expert such as Dr Msoni is his own opinion only, as it is the duty of the Court to come to its own conclusion based on the findings of the expert witness,” he emphasised.

“The question as to the accused’s fitness to take plea and to be tried is one that is determined by the Court after taking into consideration the evidence on the Court’s record.”

He directed that the symptoms outlined in the medical report which were exhibited by Bwalya such as deceitfulness, impulsivity and lack of remorse do not render him mentally unfit to stand trial as pictured under Section 160 of the Criminal Procedure Code (CPC).

Judge Kagunda said notwithstanding the anti-social personality disorder which Bwalya was diagnosed with, the latter does not have hallucinations and delusions as he is well oriented and his memory for recent and previous events was not impaired.

“Bwalya is in a reasonable position to appreciate the charges against him and the proceedings in which he is arraigned. For the foregoing I that Bwalya is mentally fit to Stand trial,”judge Kafunda ordered.

He further directed that Bwalya and his co-accused will take plea after he is declared physically for by a physician upon the expiration of his two-weeks bedrest.

Judge Kafunda ordered that the accused’s review should be conducted between May 3 and 5 and the report should be presented before Court by a medical personnel on May 8.

“If declared fit both accused person’s will take plea. Thereafter, the court will proceed into trial, if the plea will be not guilty. Should there be need by the parties to seek any other new direction, the such arrangements should be made between now and May 8, 2023,” ordered judge Kafunda.

That was how I went through her WhatsApp chat and found the chat with my husband and to my utmost shock, my husband was begging her not to reveal his identity for now. And my sister had agreed with him.


I have confronted them and they have been begging me. They have been crying and begging me for forgiveness. They said they have regretted it so much.


My husband said that the weight loss I noticed was because of his worrying over this. I’ve been taking care of my sister and pampering her even since I found out she was pregnant not knowing that it’s my husband’s baby. I’m so hurt.

22 YEAR OLD NDOLA WOMAN FACES FIVE YEAR JAIL SENTENCE FOR HOUSE BREAKING AND STEALING

A 22-year-old woman of Ndola has admitted to breaking into three households and going away with properties all together valued at K20,000.

Judith Mulenga who was arrested with Joyce Mofya has since been sentenced to five-years-imprisonment, while Mofya pleaded not guilty.

In sentencing Mulenga, Ndola Magistrate Brian Simachela described Mulenga as a dangerous criminal, who should not be underated.

Mulenga has been charged and convicted with three counts of house breaking and theft.

According to a statement of facts read by State Prosecutor John Simagesi in the first incident, Caleb Mumba left home around 06:00 hours and when he went back home around 14:00 hours, he found his property, which included a plasma television set all together valued at K4,650 missing.

On February 10, in another incident, Geoffrey Mwape also left him for work with his wife and when they returned home, his locking system was damaged with properties, among them one plasma television set and other things all together valued at K3,000 stolen.

Mr Simagesi states that on another date, a teacher, Wanga Kamanga found his television set and other property all valued at K7,050 while at church.

In mitigation, Mulenga while in tears begged the court for forgiveness.

“I am a single mother of two and I have learned a lesson.I will never steal again,” she said.

In sentencing Magistrate Simachela described Mulenga as a dangerous young woman who should not be underrated.

“It is shocking that a young woman like you can engage themselves in criminal activities. I am glad you admitted the charges without wasting my time. The offences you are charged with are serious offences and attracts hard labour,” he said.

In the first count, he sentenced Mulenga to three years simple imprisonment.

“In count two I sentence you to two years simple imprisonment and in count three I sentence you to five years simple imprisonment. All the sentences will run concurrently from the date of arrest,” he said.

He then adjourned the case for Mofya to May 10, as date for commencement of trial.

TWO people who don’t work for Sarova hotel summoned me to the CCTV room and asked me to mention Amos Chanda as one of the people who sat on a dinner table “of interest” to them, a DEC witness told Lusaka Principal Resident Magistrate Irene Wishimanga today.

James Habasimbi,33, a waiter at Sarova Hotel said: “me l am just a waiter and I know nothing about this case before court. All I know is that Mr Amos Chanda is a public figure and he comes to the hotel.”

And that day, 30 September 2022, which they asked me to recall, I served people on table number 24 and that is where Mr Chanda sat.

But the bill which management told me to submit before court is for table number 22, he narrated.

“I can’t remember who sat on table 22 whose bill is here before court but I served table 24,” he said, prompting defence lawyers to ask him to comfirm that 22 and 24 were different and that Mr Chanda never sat on table 22, to which he conceded.

“Other people will explain why they asked me to come here but I don’t know anything about this case and I don’t know the third person who sat with Mr Chanda.”

“Two people, a man and a lady came to the hotel and asked me to mention Mr Chanda. They were going through CCTV footage for Sarova hotel and said they needed me to identify the table where Mr Chanda sat. These two are not Sarova workers but they spoke to management to let me come here.”

But I don’t know anything about this case and why I am here, he said. He also said none of the bills were signed by Mr Chanda but by his friend.

He also said since the area by the poolside was crowded and a live band was playing loud music, he did not hear any specific voices of people.

“It was busy and I can’t remember all the people I served that night,” he said, promoting lawyers to ask “but in all this funfare, you could still hear and remember Mr Chanda?”

“Yes, I was told to remember him!” Habasimbi said.

The witness also said he didn’t have any evidence to link Amos Chanda to any offences that were alleged before court, insisting that as a waiter, his job was to serve clients but hotel management instructed him to testify against Amos Chanda.

I was on duty on 30 September but I was summoned on October 28 and instructed to identify Mr Amos Chanda and record him as having sat on table 24. “They, (management) also gave me this bill to come and tender it before court.”

Defence lawyer Timmy Munalula thanked the witness for being truthful because telling lies in court was a serious offence.

Remain truthful and I just want to thank you for that because here they cage for lying, Munalula said, but still censured the witness for failing to explain his presentation of a bill for table 22 for people who booked table 24.

Another defence lawyer Agrippa Malando asked the witness to state which drinks he served Mr Chanda and to tell the court whether he has any evidence to prove that the accused indeed sat on either of the tables he mentioned.

The witness said he did not have any other evidence, other than the fact the bill for table 24 was signed by Mr Chanda’s friend.

Another defence lawyer, Benjamin Mwelwa asked the witness to confirm whether he had any documentary evidence to support his testimony against Amos Chanda to which responded negatively.

“Apart from a receipt for drinks signed by Mr Walid, I have nothing else.”

The lawyer further asked whether the said Walid was before court to which he responded in the negative.

“Why then do you link a food and drinks bill for Walid to Amos Chanda?” asked Mr. MWELWA, and Habasimbi said “as I said, I am just a waiter who was asked to identify Mr Chanda.”

The Director of Human Resources and Administration was fired. He was accused of, among other reasons, giving himself leave days which he was not entitled and gross misconduct. The company summarily dismissed him without subjecting him to a disciplinary hearing because – it was argued – there was no such procedure in its Code for disciplining top executives.

The fired Director sued in the High Court arguing that his dismissal was unlawful and wrongful as he was not given an opportunity to be heard contrary to the provisions of the Employment Code Act.

Simply, he denied the charges of gross misconduct, dishonest and abuse of office over his leave days. He explained that the leave days were in fact approved by the CEO.

But the High Court threw out his case saying he was rightly fired even though the procedures were not followed. The High Court Judge found that the Director was rightly fired because the offence of abuse of office and misconduct were punishable by instant dismissal at his institution.

Dissatisfied with the outcome, he launched an appeal before the Court of Appeal where three Judges analyzed his case and found that the High Court Judge badly erred in the manner he handled the case.

“In the absence of a disciplinary committee, the learned Judge constituted himself as one when it was not his role to do so,” the Court of Appeal observed.

“The findings that the appellant abused his office and was dishonest were findings that ought to have been made by a disciplinary tribunal and not the court.”

Having found that the Director was wrongly and unlawfully fired, the Court of Appeal felt that it would be unwise to reinstate him in the position because it may create a hostile atmosphere.

“…we hold that the appellant is entitled to damages for wrongful and unlawful termination,” the three-man panel ruled.

He was then awarded twenty-four (24) months’ salary as damages for wrongful dismissal and twelve (12) months as compensation for unlawful dismissal.
“We also award the appellant interest on these monetary awards…” the Court ordered.

Case citation – Maxwell Zeffinati Phiri v Rural Electrification Authority (Appeal No. 108/2021) judgement delivered last week on 6th April 2023.

This is an important case for Human Resources practitioners as well lawyers doing employment law. The gist of this judgment is that employees must be subjected to a disciplinary process before being fired.

Note – this is not legal opinion on the subject matter but a brief summary on the case.

Copperbelt Province Minister Elisha Matambo has cautioned the Constituency Development Fund (CDF) beneficialies not to share the money but to invest it so that it grows.


The Copperbelt Province Minister said once the money grows they will be able to invest it into other ventures for the betterment and improvement of their living standards.


Hon Matambo was speaking today at the hand over ceremony of CDF grants for 101 corperatives in Chililabombwe on the Copperbelt Province.


He hailed the advent of New Dawn Government under President Hakainde Hichilema for increasing the Constituency Development Fund (CDF) saying that the funds has helped to empower youths , women and all citizens regardless of where one comes from.
He further outlined many positive achievements that government under President Hakainde Hichilema has scored under one year and seven months ranging from increased Constituency Development Fund ( CDF) , students Meal Allowances reinstatement, paying of retirees, ending carderism and violence adding that…the just signed NAPSA Pensions Amendment Bill 2023 which allows for partial withdrawal of pensions signed into law is a game changer for many people in the country.


He added that Chingola-Kasumbalesa road which is under construction is another milestone that the new Dawn Government has scored on the Copperbelt Province among other achievements so far.


He urged those who didnt get the CDF grants not lose hope because there are so many other windows of opportunities available in different ministries.


And Mines Minister Paul Kabuswe who is also Chililabombwe Area Member of Parliament thanked President Hakainde Hichilema for making such a bored decision to decentralize CDF funds for betterment of all citizens.


” Please don’t be an armchair critic take a step and be counted because CDF is not a hoax but real.” He said.
Hon Kabuswe was speaking as guest of honor during the disbursement of 101 CDF grants for women and youths corperatives in Chililabombwe on the Copperbelt Province signalling more better days in the quest of bringing Copperbelt Province to its economic glory days.


He disclosed that so far about 20 projects are going on in Chililabombwe Constituency alone .
He also encouraged parents to take a leading role in encouraging their children to take advantage of bursaries and free education policy that government under President Hakainde Hichilema’s pragmatic leadership is rolling out around the country.

Once upon a time before all these other people did reality shows in zed, I started recording a reality show about my real life, struggles and successes as an artist and proposed it to Zambezi magic. I quit at some point when I met God and decided to focus on my relationship with God.

In 2018, their commissioning editor contacted me to do the reality show, the money was good at almost 1million kwacha for a season to be shot in 2 months. I was reluctant because I was now christian and did not want to do any of the crazy stuff I used to do. They assured me that I would have full control of the story and that if God was a big part of my life, they were willing to include that side, after all, the majority of their audience was christian anyway.

They proposed a group of producers for me to work with and I picked the one who was a musician because I thought he would understand my needs as an artist.

When I met this man, he kept telling me about how dstv does not allow talking about god. He asked me to write the draft about my story, it included the story of my conversion to Christ and other things , interestingly one of the stories was visiting my father’s grave 🤔. Anyway I assured him that the team in south Africa were ok with it. But he wasn’t. He tried in all forms and ways to mess with my project including giving me 60pin out of the project and the rest for himself. I realised this working relationship would be difficult and told him I was not going to manage.

Next day I decided to email the team in south africa about it. They responded with an email attachment. This Zambian musician had taken MY LIFE STORY and patented (legally registered) it as HIS OWN ati he wrote it. He had written to Zambezi magic commisioning editor to say that he owned my story, that he did not want to work with me and that if they produced a show with that story line, he would sue them. Zambezi’s reaction was they refused to have anything to do with me, literally blacklisted me… Yet they continue to work with him.

That son of Satan – I say this Becoz I know he is a devil worshipper, he may have done this to me but Zambezi is not exactly innocent in this. They had contacted me and knew the story BEFORE they engaged him to work with him. So they KNEW he was lying yet they blacklisted me and have worked with him for years.

I went mad just like bianca, but fortunately, I had family and friends. They are the people that saw me lose it, and thankfully no fb Livestream then. after 2yrs in the dark no business or work I thought this was my big break.

To that man, and your fellow devil worshipper friends in the industry God will not be mocked, how dare you steal his story meant to help other people reach salvation. I have forgiven you and handed you over to God, may vengeance be his. I often ask that I do not see when God decides to punish people because of how terrible his wrath is, but for you, I have requested a front row seat. According to Stormy Daniels, the porn star at the centre of Donald Trump’s indictment, his wife Melania will undoubtedly leave him.

The 44-year-old adult performer made the assertion on Wednesday morning’s episode of Australian radio programme Kyle and Jackie O.

The former first lady, 52, was questioned by host Kyle Sandilands about whether Daniels, whose real name is Stephanie Clifford, had ever gotten in touch with her to talk about her alleged affair with Trump, 76. Daniels responded that she hadn’t, but added, “She knows how to find me.” I might be asked to give a testimony at her divorce hearing.

Sandilands questioned, “You think they’ll get divorced?” Daniels replied, “Yes, I guess so.”

She later backtracked slightly, saying she didn’t wish to ‘speak for another woman or to know what she’s thinking’, but noted Melania’s silence ‘speaks more than words’.

Daniels added that Melania’s absence at her husband’s arraignment in New York City on April 4 – which saw him plead not guilty to falsifying business records related to his alleged role in hush money payments to the former stripper during his 2016 presidential campaign – was particularly telling.

‘She hasn’t said anything. Silence sometimes speaks more than words and she was not with him at his arraignment,’ Daniels explained to hosts Sandilands and his co-host Jackie Henderson.

Melania and Trump married in 2005 after eight years of dating. They welcomed their son Barron a year later – months before his alleged sexual encounter with Daniels.

Daniels’ claim about the Trumps’ marriage comes just two weeks after the ex-president was charged in criminal court in Manhattan with 34 felony counts related to allegations he orchestrated hush-money payments to her.

He reportedly paid her $130,000 ahead of his 2016 U.S. election bid to suppress publication of their alleged sexual encounter in 2006.

Former Playboy model Karen McDougal is also reported to have received hush-money to cover up her own alleged encounter with Trump.

Trump also faces criminal investigations in Washington for trying to overturn his 2020 election loss and mishandling classified documents, and a separate criminal probe in Georgia about his attempt to overturn his defeat in that state.

Daniels’ claim about the Trumps’ marriage comes just two weeks after the ex-president was charged in criminal court in Manhattan with 34 felony counts related to allegations he orchestrated hush-money payments to her.

Trump, the front-runner in the race for the Republican nomination in 2024, denies having an affair with Daniels but has acknowledged the payment.

The next hearing in the case is set for December 4.

So yesterday we woke up to a New Diggers article of the 2022 Financial Intelligence Centre (FIC) annual report, which had just been released and it had revealed suspicious financial transactions amounting to ZMW 6.1 billion perpetrated by among others prominent influential persons (PIPs).

Immediately this article was out, the PF propagandists went on the offensive saying that, because this was a 2022 report, it means that the suspicious transactions were done under the United Party for National Development ( UPND) Government and not the Patriotic Front (PF). In fact, Honourable Alaxander Chiteme, this morning, said that “just in 2022, 6.1bn in the FIC report a number that has never even recorded during the so called criminal organization.” Another PF supporter said, “Corruption under UPND has increased by 40% in 2022 according to the FIC Report.”

Clearly, there has been hyped excitement from the opposition that the 2022 FIC report indicts the UPND rule. HOWEVER I HAVE VERY BAD NEWS FOR YOU BA PF. This is not the case.

Going through the report and reading the Scope of the Study, will clearly show you study period, and that the data which was collected and analysed in the study covered the period 1st January 2016 to 31st December 2020. Now who was the president between those two dates? Edgar Changwa Lungu. Which party superintended over these suspicious transactions? The Patriotic Front.

This study mostly followed international trade used to disguise thefts and corruption. The FIC study adopted the Financial Action Task Force (FATF)’s definition of TBML as the “process of disguising the proceeds of crime and moving value through the use of trade transactions in an attempt to legitimise their illegal origins or finance their activities” (2020). The scope of the typology was restricted to international trade in goods.

The study excluded analysis of trade in services due to the difficulty in estimating the fair value and the lack of a standardized definition of services.

Further, the typology excluded the consideration of domestic trade for the following reasons:
(a) domestic trade is less regulated and large in terms of number of transactions. Therefore, the time and resources available to conduct the typology were insufficient; and
(b) the high level of informality in the economy evidenced by high cash usage and non-registration of businesses at company registry and for tax purposes, would have made it difficult to obtain data on domestic trade.

Levy Mwanawasa’s House Cannot Be Sold Without Govt Authority- Lawyer Dickson Jere

THE retirement house for former President Levy Mwanawasa cannot be sold without treasury authority as it is being built using taxpayers money, lawyer Dickson Jere told the Court.

This is a matter in which two money lenders Esther Chipasi and Osuman Mustapha sued former First Lady Maureen Mwanawasa demanding for eviction and possession of the former President House which is under construction by government.

But D. Jere of Messrs Dickson Jere and Associates who is acting for the Mwanawasa family argued that the money lenders cannot take possession or sale the house which currently belongs to the state.

“They (applicants) have not given full disclosure to this Court and the nature of the transaction. It was a loan agreement of K2.1 million Kwacha but the lenders are demanding USD 2 million dollars in interest, which is very unconscionable,” Jere told the Court.

Three housing units, meant for workers, have been completed and occupied by the Mwanawasa family but money lenders want them to be paying rent instead. Jere argued that the family cannot be evicted without a State authorization and Court Order.

“That the three housing units in Lot No. 2480/M Chongwe are government property subject to the provisions of the Public Finance Management Act No. 1 of 2018 and therefore requires Secretary to the treasury to authorize any disposal,” Jere told the Court according to court records obtained.

“That the applicants (money lenders) herein have no ownership of Lot No. 2480/M as it is subject to the Benefits of Former Presidents Act, Chapter 15 of the Laws of Zambia,” Jere further told the court in the preliminary issues raised.

The lawyer wondered why University of Lusaka which claimed to have bought the land were not before Court when they were the ones who were trying to take possession and evict the family of late President Mwanawasa.

“Had they (UNILUS) done just a little bit of due diligence, they would have realized that that property cannot be sold. It is currently occupied by the Mwanawasa family by virtue of another statute, in this case the Benefit of Former President,” Jere told the Magistrate Court.

He also raised an objection to the jurisdiction of the Magistrates Court saying it has no powers to determine such a matter that involves the estate in the value of over USD2 million.

But lawyers representing the money lenders Paul Norah and Advocates insisted that Mrs. Mwanawasa has failed to buy back the property and therefore their clients sold it to UNILUS.

When the matter came up for Ruling on Friday, the money lenders through their lawyer abandoned the matter by filing a notice of discontinuation of the case before the Court could make a determination.

UNILUS has now sent certified bailiffs to evict the family of Mwanawasa from the government property that is still under construction and at roof level.

Under the law, government is mandated to build a house at the place of the former President choice with housing units within for the government workers servicing the former Head of State.

Once the house is completed, it is then officially handed over to the former President and his Family. Government is yet to complete and hand over the House to Mwanawasa and currently paying rentals for the First Lady until the House is complete and handed over.

Lusaka, 19 April 2023–AN expert state witness from ZICTA has told a Lusaka magistrate that the court must believe his scientific report which shows that the recording of Amos Chanda occurred at 02:55 am and not 22:00 pm as stated by a DEC officer who claimed to done the recording.

Jeff Sitali, 38, the manager for cyber security and specialist consumer education at ZICTA told Principal Resident Magistrate Irene Wishimanga that he carried out digital forensics and established that the device given to him by the DEC contained recordings done on 30 September 2022 at 02:55 am in the morning and not at 22:00 hrs as stated by DEC senior investigations office Jones Siansamba.
Responding to defence lawyers’ direct questions as to who the court must believe between him and Siansamba, Sitali said his report was an expert version drawn using incorruptible mechanism, and therefore the court must believe what was contained in his report.

The lawyers asked the witness to confirm that 02:55 am was earlier that 22:00 hrs under the Zambian time zone, Sitali answered in the affirmative.

Asked to confirm that it was not possible to record an event that has not occurred, the witness said it was not possible. He was then told to state whether it was him telling lies before court or it was Jones Siansamba from DEC, the witnes said he was telling the truth.

The defence lawyers asked Sitali to confirm whether the voices in the purported recording can be identified to point at Amos Chanda, but he said he can’t identify the voices and that he infact he did listen to the recordings at all he just downloaded them.

Asked to confirm whether his expert report talks about theft and destruction of evidence as the indictment says, Sitali said the report did not make any such reference at all.

The witness also admitted that the report he submitted before court was not conclusive because he had sent back to DEC for further review and DEC has not to this day, responded to him.

Another state witness, James Habasimbi, a waiter at Sarova Hotel, told the court he did not have any evidence that Amos Chanda ever joined a conversation with two others at Sarova on 30 September 2022.

“I do not have any evidence that Mr Amos Chanda joined table 24 but it was the table Mr Chanda’s friends booked,” Habasimbi said.

He was said the table was not booked by mr Chanda but his friends and that he did not fully remember whether it was table 24 or 22.

“The receipt before court is for table 22 but I served table 24 where Mr Chanda sat. Yes this receipt is wrong because it say table 22 but I served drinks on table 24,” he said.

Trial continues on April 21.

Copperbelt Trade and Development Forum – CTDF Executive Director Vincent Lengwe says his organisation’s objective and honesty analysis has revealed that the NAPSA Amendment Act of 2023 is not the best policy direction.

Mr. Lengwe said this is because the Act contradicts or abrogates the basic principles of the International Labour Organisation (ILO) Social Security Minimum Standards Convention No. 102.

He said the core principle of social security safety nets such as NAPSA was to mitigate socio-economic destitution such as involuntary unemployment or old age, and must not be misconstrued as an anti-dot or temporal pain killer against the high cost of living or poverty.

Mr. Lengwe said currently, the unemployment rate in Zambia is still at alarming levels with a national poverty incident rate of over 60% coupled with a high cost of living.

He said the jubilation and excitement by NAPSA beneficiaries most of whom are unemployed must not therefore be misconstrued as a sign of achievement but rather as indicator of destitution and vulnerability among both the working class and the unemployed.
Mr. Lengwe said the 2023 NAPSA Amendment Act is clearly taking away the future of vulnerable workers.

“Further, the mandate of NAPSA is to ensure that the pension fund is guaranteed by investing member contributions towards socially viable investments which it has successfully implemented over the years such as; the road infrastructure from Ndola to Solwezi, solar energy, real estate e.g Levy Business Park, ECL Business Park, Northgate houses, Kalulushi Housing Complex etc,” he said.

Mr. Lengwe said the NAPSA partial payments will therefore not only subject beneficiaries to future destitution but it will also compromise government’s ability to sustain the fund.

“In view of the above, NAPSA or any other national social security scheme must not therefore be used as a political instrument to curb the high cost of living as it is not only sustainable but a departure from the objectives of managing pension funds,” he said.

Mr. Lengwe said though the partial payments are not mandatory for every eligible beneficiary, the only NAPSA amendment that the New Dawn government should have focused on was involuntary unemployment excluding serving employees who are evidently tempted to fall into the trap of forfietting or compromising with their future pension.

“If the New Dawn government is really committed about eliminating the poverty vulnerability among the working class, the best roadmap was to reduce the cost of living, ensure decent wages and eliminate casualization or labour outsourcing,” he said.

Mr. Lengwe said the perception of incapacitating NAPSA from investing on behalf of its members and taking this responsibility to individual members will have devastating future impact on the vulnerable employees together with their families.

Did you know that 2 years back, a night of passion ended in tragedy at a hotel in Dar es Salaam, Tanzania, after an 80-year-old elderly gentleman died in his 33-year-old lover’s arms?

David Mluli Mzee Makerege, an 80-year-old pensioner, died in the arms of his 33-year-old girlfriend, Neema Kibaya, at the Mbezi Garden Hotel following a night of passion. According to the police report, Mr. Mluli collapsed and died suddenly while in room number 22, where he had a secret rendezvous with the sultry Ms. Kibaya.

Police Investigation
The hotel manager, Newton Mkonda, informed the police of the sudden death of a client at the hotel who had occupied room number 22. The police arrived at the area and found Mr. Mluli’s body along with Ms. Kibaya, who told the police of the love relationship she had with the deceased.

Preliminary investigations showed that Mr. Mluli could have died from a natural death. The police found no signs of any form of confrontation between him and any other person prior to his death. Mr. Kingai, the Kinondoni Regional Police Commander, stated,

“There were no direct physical signs that could have been noted as doubtful with exception of his underwears getting wet before he passed away.”

Post-Mortem Examination
Medical experts at Mwananyamala Hospital were ordered to conduct a post-mortem examination as soon as Mr. Mluli’s relatives showed up. “Post-mortem protocols demand the presence of a relative of the deceased who has to identify the body before burial preparations,” said Mr. Kingai.

Sources said that the two arrived separately at the hotel, with Mr. Mluli arriving first before his companion. They also suggested that Mr. Mluli could have died from exhaustion, being too old to match a young and energetic woman in a marathon horizontal gymnastic match.

This secret rendezvous between the elderly gentleman and his young lover ended in tragedy. The circumstances of his sudden death were investigated but the results were not released to the public.

MATERO PF member of parliament Miles Sampa says he is willing to organise a therapist to counsel former PF secretary general Davies Mwila so that he comes to terms with the 2021 general election defeat.

In an interview with #Kalemba, Sampa said Mwila needs to come to reality by first accepting that the PF was defeated.

Sampa said Mwila also needed to look at the reasons behind the PF loss and start all over again.

Sampa’s remarks come after Mwila was quoted saying him (Sampa), Geoffrey Bwalya Mwamba (GBM) and Chishimba Kambwili are were not toleligible to contest the PF presidency.

He said Mwila should find another reason to disqualify him as president and not the duration he has been in the party, because he rejoined the PF in 2017.

He questioned Mwila capacity of speaking on the matter because he resigned as party secretary general, making him a toothless ordinary party member.

“He will do well to keep quiet for now. I accepted that we lost elections; I was stabbed when I tried to fight for the presidential votes and it took me three months to accept and recover that we are in opposition and we have to act like opposition,” Sampa said.

“Now my friend Davies Mwila doesnt seem to have accepted that we lost… in his mind he still thinks he is in charge. I will organise a therapist to take him through counselling so that he comes to terms that he lost, and he comes to terms that he is no longer SG (secretary general).”

Sampa added that he has been in the PF for six years now and that Mwila, along with other party officials, welcomed him into the party that he later went on to become Lusaka Mayor, on the PF ticket in 2018.

“Mwila is failing do Maths! He is not thinking properly and also I don’t know in what capacity he is speaking; he is not the SG of PF – he resigned. He is just an ordinary member. So, he is speaking as who?” Sampa wondered.

“It’s not for him to say what he feels; actually, he is is behaving indisciplined.”

Sampa, however, said Mwila’s disillusionment ought to be contextually understood.

“We need to understand him; he was all powerful – recognised at events after the president. But now I think when he goes for events, no one even recognises him,” said Sampa.

“What he needs is counselling. We should all empathise and help him out. I am willing to find him a counsellor, a therapist, to help him…”
