PATRIOTIC Front (PF) party Member of the Central Committee in Charge of Information and Publicity Hon Raphael Nakacinda has said the Zambian people are eager to hear whether President Hakainde Hichilema, Vice-president Mutale Nalumango and others are going to swear an affidavit to dispute in court that they never met KCM Provisional Liquidator Milingo Lungu to reach a settlement that gave him immunity from further prosecution in his alleged corruption case.

This comes after President Hichilema through a Facebook posting on his page disputed the allegations that he met with Mr. Lungu to negotiate on his corruption case involving KCM.

But Hon Nakacinda said for Mr. Lungu, all the documents are in court through sworn evidence that he did infact meet with the President Hichilema, Mrs W.K Nalumango, State House Principal Private Secretary Bradford Machila, the Attorney General and the Solicitor General.

It was recently disclosed that Mr. Lungu did infact meet with the above mentioned persons in a case that later resulted into a nolle prosequi by Director of Public Prosecutions Lilian Siyunyi but the former KCM Provisional Liquidator was re-arrested by the Drug Enforcement Commission (DEC) suggesting a violation of the earlier agreement when he met with the President and others.

And appearing on the Round Table Talk show, Friday night, Hon Nakacinda said the Operation Binoculars had zoomed that the meeting to reach a settlement was indeed held last year in October.

“After we zoomed from last year October, we gave President Hichilema an opportunity to demonstrate whether he means well and if what he is doing is in the interest of the Zambian people, that is why we did not criticize him,” Hon Nakacinda said.

Arising from the development, Hon Nakacinda has noted that the UPND purported fight against corruption is marred with a lot of jealous against the PF and those who are perceived to be affiliated to the party.

The former Minister of Water Development and Sanitation has charged that the UPND are capitalizing on the poverty mentality of most Zambians to push the purported corruption agenda as many Zambians can rarely imagine a fellow black having a lot of money acquired genuinely.

“Are you telling me that HH is the only wise man in this country who tells us that he has the money that he has because he seized opportunities?

“Is he the only one who has eyes for these opportunities and the rest of us are just useless who cannot think? This is laughable!” Hon Nakacinda said.

He said the days of mandatory explanation of one’s wealth in Zambia is long gone thanks to the MMD for liberalising the economy to give equal chances to all Zambians with ideas to make money and wealth without discrimination.

“That is how my elder brother from Namwala who confessed of having a very poor upbringing can now be counted among the richest people,” Hon Nakacinda added. “The question that has made him very bitter from the Zambian people is how he managed to make so much money and wealth through the privatisation process yet no body seized any of his properties from him.”

He has wondered what standard the UPND is now using today to grab properties from PF officials like Hon Bowman Lusambo even without the law enforcement agencies completing investigations.

And Hon Nakacinda said records are there that shows that Mr. Lungu in his capacity as Provisional Liquidator for KCM was entitled to 10 per cent of the $1.2 billion dollars generated during his tenure yet the UPND are branding the Money he legally paid himself as corruption and are pursuing him for amounts less than a million kwacha.

Hon Nakacinda has since advised President Hichilema to conduct himself like a typical Head of State who is supposed to wish prosperity for his citizens and stop trying to gain approval from people by any means possible even through wrong channels.

I found $2.7bn Zesco debt- ZESCO Boss Victor Mapani

ZESCO managing director Victor Mapani says he found the power utility with a debt of US $2.7 billion.

Meanwhile, Zesco workers say change is “sweet” stressing that, “we now know a mark of a true leader in our MD just like we do in President Hakainde Hichilema.”

Responding to a Mast press query, Mapani, who replaced Victor Mundende, said when he took over in December 2021, Zesco had a backlog of 67,000 customers awaiting power connection from as far back as 2016.

“[I] found a debt of about $2.7 billion. We have a maintenance backlog of the distribution system for the past four years (over 85,000 poles needing replacement) lines and transformers. This has created a pressure as there were no materials procured and the money was not there demanding $108 million dollars,” he said.

Mapani, an engineer, said in the medium to long term, he desires to be able to “proudly, efficiently deliver electricity and other energy services to all Zesco’s customers prudently, leave Zesco financially stable and ensure customer satisfaction”.

“That is our style,” he said. “…Firstly, I do this with a team of leaders together with me. I selected a new team. So, it’s team work because Team Work Works (TWW). Working as a team, everyone achieves more.”

Mapani added that he deals with thorny issues head one irrespective of “what, who is or are behind them”.

“I apply the ETF formula which is Equity, Fairness and Transparency (EFT) and prudence as well as ensuring that Effectiveness, Efficiency are applied by all for all processes to attain Excellency (EEE),” he said.

Mapani indicated that he would be available for media interviews next month.

Workers, who sought anonymity, said past poor governance of Zesco had annoyed Mapani.
The sources said Mapani has combined the managing of Southern and Western provinces under one system known as South-West Region to be under one regional manager to save costs.


“The manager director is a down to earth man. He has refused all the fuss and splendour associated with our past MD. He sometimes drives himself and has reduced the huge entourages,” the source said. “During a meeting with Zesco workers when he came for the Kuomboka traditional ceremony, he was surprised that some casual workers in Mongu have been working for over 15 years and were actually laying power lines as linemen. He said this was inhuman and ordered that they be employed and trained as they risked being electrocuted.”


The source added that Mapani also ordered that a 4×4 Land Cruiser be given to Senanga for operations as workers there worked late hours using a non-4×4 vehicle sometimes starting as early as 04:30 hours up to about 23 to 24:00 hours.
“Strangely this revelation in the meeting came from a security guard,” the sources disclosed.
Another source noted that Mapani also directed that vehicles be given to Mazabuka and Choma area managers saying the revenues generated from the areas was so high for the officers not to have vehicles.


“I can tell you that revenue from Choma and Mazabuka can pay all of us in Zesco. So our directors should not think that Zesco is in Lusaka or Lusaka is Zesco,” the source said. “Change is sweet because we now know a mark of true leader in our MD just like we do in President Hakainde Hichilema. He (Mapani) is a great man committed to making Zesco relevant to the public.”

The source, beaming with pride, added that Mapani had also directed that all Zesco vehicles apart from operations, generation and security, be parked at least by 16:30 hrs.


In December 2021, Zesco magazine quoted IDC head corporate communication Namakau Mukelabai saying Mapani has extensive experience in the energy sector having worked in various power utilities and quasi-government institutions in Zambia and abroad.
“The IDC and the Zesco board are confident Engineer Mapani will execute his role diligently and undertake key reforms that will make Zesco a profitable enterprise,” said Mukelabai.

Poverty, Wealth- the Conflicting Two Sides

Zambians have a love-hate relationship with poverty, money and wealth.

This story attached typifies the true reflection of the Zambian society.

Institutions that criminalize wealth and a society that displays abhorrence against it.

1964-1991

In 1964, Zambia’s first President, Kenneth Kaunda inherited a relatively wealthy country with a growing middle-class.

But it went all downhill beginning 1968.

With policies promoting indigenization, Zambianisation and localisation of most of businesses and national assets as a route to creating a prosperous society, something was lost along the way!

Instead of empowering Zambians and the Zambian economy with wealth, it spawned poverty and destitution – clearly the opposite of the intention.

And when Kaunda enacted a leadership code, that prohibited leaders from owning or having businesses, enterprises and or holding private equity or interest in companies, things went haywire!

Leaders were also barred from owning property where they would extract or derive income such as rent.

The Code covered a broad spectrum of leaders and public officials that included; Not only Members of the Central Committee, Ministers, District Governors but also, heads of state agencies, institutions, state-owned enterprises, and institutions of higher learning.

However, they were allowed to own small-holder farms or plots other than their own home. This was to help with the agrarian revolution.

Under these conditions, Kaunda believed that leaders and public officials would not abuse their authority or the measures would inculcate a sense of civic commitment by the ruling elite.

To fight economic, trade and financial crimes, Government enacted the Special Investigations Unit on Economy and Trade (SITET).

This unit morphed into literally a terror unit that resulted in thriving private businesses nationalized or shut on flimsy allegations such as over pricing or hoarding of goods that would allegedly influence high market prices.

Under these pseudo-socialist settings were a spirit of an unbroken cycle that fostered long stay in employment for the small group of workers until the age of retirement and until one got repatriated back to their village after a last lumpsome payment.

The effect of these measures were high deception of those keen to cheat the system in order to supplement their meagre incomes and a terror group of law enforcers that literally criminalized wealth and wealth creation and publicly embarrassed and humiliated those caught offending or breaking the strict leadership code.

Businessmen hid their money under pillows and the few that could externalise it, did so.

It was a code of poverty!

Underlying these actions, were a society that abhors wealth, that believes strongly that the rich are a circle of wizards and a coven of witches that prey on their unborn infants, cause death of their children, and bring bad luck and sufferings to relatives friends and neighbours.

The foundation of all this is partly in established superstitions steeped in tradition and a religion that celebrate the poor and preaches against the rich and their wealth.

The import of these measures invited fear of retirement in many, as those that did retire were shortly after that recorded dead of possible depression.

They left high flying lifestyles and settled back in the village where they couldn’t cope, and couldn’t face reality seeing their urban socialized children reduced to a life of a bare existence of the villager.

With the economy speedily deteriorating, two markets, a real market with empty shelves and shortages of essential goods and another, a black market with plenty of goods and with street Bureau De Change of Foreign exchange.

Infact, the black market became the only reliable market!

Cholera outbreaks emerged for the first time since the 1950s.

1991-2022

In 1991, came liberalisation of the economy, the abolition of both the terror group-SITET and the dreaded Leadership Code.

The result was an out-pouring display of wealth, business deals, and ingenious entrepreneurship.

Wealth and prosperity was for the first time, celebrated.

Posh cars littered the streets of the cities, luxury goods that were previously prohibited, flooded the country and Apple fruits, Coca-Cola and other previously opulent goods yearned for that symbolized wealth or a successful lifestyle to ordinary people, were available and abundant on corner streets and markets.

Shopping Malls, open restaurants and boutiques, shops that stocked the goods of this new society emerged.

But this came at a price…public officials cut corners, the spirit of wealth without hard work creeped in, get-rich-quick schemes, theft, fraud, plunder of public resources became the easy route to instant wealth without hard work.

A new religion that celebrated wealth also emerged with success.

It was invaded by con-artists and false prophets.

Like every “successful” society, the gap between the rich and the poor widened, beneath the veneer of prosperity, lurked a growing number of the poor.

After the early 30 years of an enforced poverty mentality and another 30 years of accepting and admiring wealth, Zambians should by now settle for a middle ground.

Poverty, whatever its perceived honour in religion, culture or tradition, must be eradicated.

On the other hand, wealth and prosperity must be embraced but its root must be founded on hard work, entrepreneurship and innovation, not on theft, embezzlement or plunder of public resources.

Let us make Zambia a prosperous country for all.

Lusambo accuses President Hichilema of instructing ACC to cage him over Easter holidays

Former Lusaka Province Minister Bowman Lusambo has revealed how President Hakainde Hichilema personally instructed the Anti-Corruption Commission to have him detained over the Easter holidays.

Reacting to ACC Spokesperson Queen Chibwe who said Mr Lusambo has been elusive, the Kabushi MP said he had been aware of the plot by the ACC to detain him for a longer period without a charge.

In an interview, Mr Lusambo stated he has never been elusive and has always presented himself to ACC or any investigative agencies for interrogation whenever called upon.

He has since charged that the move to place the ACC, Drug Enforcement Commission and the Financial Intelligence Centre at State House has compromised the fight against corruption.

Mr Lusambo stated that President Hichilema instructed ACC Acting Director-General Silumesi Muchula to ensure that he was put behind bars at Chimbokaila for the entire duration of Easter.

He said President Hichilema was agitated following a lone protest to UK Minister for Africa Vicky Ford on the deteriorating human rights situation in Zambia and instructed the ACC to have him detained without charge.

Mr Lusambo said he became aware of the manoeuvres by the ACC to circumvent the law and inconvenience him during Easter after receiving information from people close to Mr Muchula.

“President Hichilema wanted me to be taken to Chimbokaila for seven days right into Easter. The ACC led by Silumesi swung into action on the pretext that they are revoking my Bond issued after the initial arrest, I am not sure why Silumesi would insist on revoking my Bond when the matter is now in court and the Magistrate has now converted that Bond into Bail and even extended it?”

He added, “On Wednesday, April 13th 2022 between 10:30 Hours and 11:30 Hours, on a long phone call which I was able to access, Silumesi revealed details of the entire operation to throw me to Chimbokaila for no apparent reason. He told my friends that it was President Hichilema who instructed them to have me detained over Easter because the President was agitated that Bowman is causing so much noise, especially after the Vicky Ford protest.

“These people wanted to revoke a non-existent Bond as a way of caging me. That Bond was converted into Bail the day I appeared before Magistrate Hamaundu. On the same phone call, Silumesi claims I am interfering with Witnesses when they have never availed any list of Witnesses to court, so how am I going to guess that out of 18 million Zambians, this one and that one are ACC witnesses?”

Mr Lusambo warned the ACC Acting Director-General not to abuse his office by carrying out unlawful instructions.

“Silumesi knows that what the President asked him to do was illegal, even his officers that camped at my house the entire Wednesday last week looking for me told me that they didn’t agree with the entire operation because the allegations of witness tempering were bogus and that even the entire case was weak. I challenge him to deny if he never spoke to someone on Wednesday last week and confirmed that it was HH who wanted to lock me up,” he said.

“In that phone call, Silumesi was telling my colleagues that this whole operation was supervised by State House and that even the people who were looking for Bowman were OP Officers and not ACC officers but how can he as Acting D.G allow his unit to be so infuriated. I heard him claiming that they were so sure they would get me on the same Wednesday before close of day as they were closing in my location because they were monitoring all my phone calls. Silumesi was boosting that once they get me, it would please President Hichilema.”

He added, “My lawyers were in constant touch with the ACC. They asked them to avail the reasons they wanted me at their offices so that they could prepare my response but Silumesi was dodgy because all he wanted to have access to me so that he could carry out the orders to look me up to seven days at Chimbokaila hoping they would break me.”

Mr Lusambo further accused the ACC of moving in to seize his residence after they failed to arrest him.

“This was just a reaction. Even though Queen Chibwe knows that the house they claim to have seized is not part of the charges in court, they tried to attach that house on the court papers on two occasions but they always remove it because they know I built it using my personal funds even before I became a Minister. The issue of seizing my house only came up after they failed to locate me. They need to be professional and sincere about their work, carrying out illegal instructions won’t help them.”

The Kabushi MP has since appealed to the international community to take keen interest in the manner the UPND administration is going about the fight against corruption.

“What we have here is not the fight against corruption, we have a President hell bent on crushing his perceived political rivals on the pretext of fighting corruption and the international community and Diplomats serving here in Zambia should take notice of this before we breed a full-blown dictator,” he said.

PATRIOTIC Front (PF) party Media Director Antonio Mourinho Mwanza says he can never join the ruling UPND even when given an opportunity to serve.

This follows minor setbacks by the opposition PF which has seen few of its individuals jumping ship and joining the ruling party.

Mr Mwanza said his role is to ensure that government is held accountable until it delivers.

“Those that are defecting are exercising their constitutional rights to belong to any Political party. I have two primary goals. To hold this government accountable on what they do and what they do not do as well as to make sure that the Patriotic Front emerges stronger in 2026 than what it was in 2021,” he said.

And Mr Mwanza has described the ruling UPND as a “Confused” Political Party without direction.

He said the UPND is a political party where one does not know what Government position is.

He said this can be seen from different statements that come from the UPND leadership on topical issues.

“There are too many statements coming from different officials. On the issue of fuel, President Hichilema said they removed subsidies in order to provide for free education, his Vice President said they removed subsidies because they have to increase in order to reduce.

“The Minister of Finance said there are no fuel subsidies, Minister for Southern Province Cornelius Mweetwa said they removed subsidies because it was one of the conditionality given by IMF, Minister of Energy Peter Kapala said there are no subsidies but tax waivers and the Chief Government Spokesperson Chushi Kasanda said the increment of fuel was due to Russia Ukraine war,” he said.

Mr Mwanza said the truth of the matter is that subsidies were removed in 2013 during the reign of the late President Micheal Sata.

He said what is there are tax incentives on fuel which the current government is planning to remove in June this year.

Mr Mwanza said that companies risk closing after June because the cost of doing business will be high.

He added that it is ironic that amidst the various challenges the country is facing, Cabinet has only sat Six (6) times in over 279 days.

“President Edgar Lungu and the PF Government cared for the people of Zambia and introduced Tax waivers on Fuel. The Ministry of Finance and energy have said they will not renew this tax waiver by June. There will be more problems in Zambia because the cost of doing business will be high,” he said.

Challenging the Powers of the JCC to Hear and Determine the allegations against the DPP

Reading through social media that some people are now challenging the powers and jurisdiction of the Judicial Complaints Commission (JCC) to HEAR and DETERMINE THE ALLEGATIONS lodged AGAINST THE Director of Public Prosecution (DPP) makes very sad readings and invokes questions. Which law premises such challenges.

Firstly, it is important to be clear that a person qualifies to be appointed to the office of the DPP if that person is qualified to be appointed as a judge (Art 180(2)(a). In essence, the DPP is a judge and is subject to all conditions of service and disciplinary procedures applicable to and on a judge.

Therefore, the removal of the DPP from the Office is on the same grounds and procedure as applied to a judge (Art 182(3). Art 144 guides that the removal of a judge may be initiated by the Judicial Complaints Commission (JCC) or by a complaint made to the Judicial Complaints Commission, based on the grounds specified in Article 143.

Art 143 specifies the grounds on which a judge or DPP can be removed as mental or physical disability, incompetence, gross misconduct and bankruptcy. Art 144 guides further that the JCC shall, where it decides that a prima facie case has been established against a judge, submit a report to the President which the President must act upon it within 7 days by suspending a judge.

After the suspension, the JCC is given 30 days to hear the grounds specified in the charge sheet against a judge or/and DPP and make recommendations either that the allegations are unsubstantiated or substantiated. If the charge (s)/allegation(s) are substantiated, the JCC recommends to the President for the immediate removal of the DPP/Judge from office.

If not substantiated, the JCC recommends for the judge’s immediate revocation of his/her suspension.
The Constitution further defines a Judicial officer in Art 266 to mean *a magistrate, local court magistrate, registrar and such officers as prescribed.

Art 236 establishes the JCC and spells out its functions among them enforce the code of conduct for judges and judicial officers; ensure that judges and judicial officers are accountable to the people for the performance of their functions

Other functions are to receive complaints against a judge [who includes the DPP] or judicial officer, as prescribed; hear complaints against a judge or judicial officer, as prescribed; make recommendations to the appropriate institutions or authority for action, among other functions.

From the foregoing, it is clear that the JCC is constitutionally and legally mandated to hear and determine all allegations against a judge or the DPP. These powers of the JCC are not only limited to the enforcement of the code of conduct for judges and judicial officers, no but as outlined above.

Therefore, it is strange to read that some people are questioning the loci standi of the JCC to hear and determine the fate of the DPP based on allegations against her/him.

THE Patriotic Front party has charged that the current government does not have a plan to reduce the cost of living.

Speaking on Phoenix FM’s ‘Let the People Talk’ radio programme, PF Media Director Antonio Mwanza said the Zambian people should brace themselves for hard times once the current regime removes tax waivers on Fuel in June.

Mr Mwanza said this is because the prices of commodities are expected to skyrocket owing to the sharp increase in fuel prices in the mentioned month.

And the Media Director has questioned the rationale behind the New Dawn Government’s decision to grant tax holidays to Mines which are making super profits while seeking an IMF bailout package which is lower than the amount it could have made from taxing the mines.

“The current Government has given tax holidays to the mines that are making super profits when the price of Copper are at a record high of 11,000 $. They give tax breaks to the wealth foreign employers. They give $1.6:billion dollars tax free to the mines but they are going to the IMF to ask for $1.4 Billion,” he said.

Meanwhile, Mr Mwanza said the UPND Administration should stop boasting that it has provided free education when the prices of Commodities remain high.

He said Parents now spend more than they were paying just on transport and buying food; a situation that needs urgent attention.

“Our friends are claiming that they are providing free education but the parents are spending more to send their children to school. Prices of Commodities have doubled in the New Dawn Administration,” he said.

Mr Mwanza has since urged the Government to find ways and means that will help lower the Cost of doing business.

He said this would be key in promoting employment creation in the private sector.

“This Government is saying it wants to create jobs when the cost of doing business remains high,” he stated

WE’RE not going to run this country through treachery, misinformation and taking advantage citizens, says governance activist Brebner Changala.
He warned that, “we are sliding into anarchy if we threaten constitutional office holders.”
Changala has challenged President Hakainde Hichilema to address the nation to explain the Director of Public Prosecution debacle.
“What Ministry of Justice was doing yesterday (Wednesday press briefing) was fire-fighting. What we wanted here is if the President and indeed the State House staff at one point were in a meeting with Milingo Lungu (former KCM provisional liquidator). Was there any contact between these two parties? And indeed who initiated the meeting for Milingo and the Head of State? Anything else will fall into place. We are not going to run this country through treachery, misinformation and taking the citizenry for granted,” Changala when he featured on Hot FM’s Breakfast Show yesterday. “Many of us who had risen to condemn the DPP [Lillian Siyunyi] have taken a back seat in shame because we were not privy to the under current that was flowing which was exposed by a court document which was filed by Milingo and this must be sorted out before the fire-fighting. When the justice minister [Mulambo Haimbe] came to address the media where was the [chief] government spokesperson [Chushi Kasanda]? Secondly, President of the Republic of Zambia, he has gone below media radar. He cannot be dictated to. The man has been out of the media and so we don’t know what is going on. He is the only man that can give a strong and clear statement on this debacle.”


Changala said State House must be truthful about the issue.
“No. We are playing words there. The President has never met Mr Milingo for the purpose of discussing immunity! So he met Milingo for other purposes? That is English. The truth of the matter is they met and when they met can they tell us what did they meet to discuss that made Milingo meet the Minister of Finance [Dr Situmbeko Musokotwane], the Vice-President [Mutale Nalumango] and meet the President in one room. Were they discussing family issues?” he asked.


“We have to have that clarified. You see the Minister of Justice overstepped his mandate. My worry is they are playing with the DPP. If they succeed they will engage another judge who they don’t want and also put him under pressure. They are going to abuse the Judicial Complaints Commission (JCC) knowing very well that they have leverage over… When did they realise that there have been lapses in the Office of the DPP? What has caused them to wake up from slumber and see those lapses other than the Milingo debacle? There was nothing else that they were going to tell the people of Zambia that will justify their shortcomings.”
Changala charged that Haimbe was indirectly instructing the JCC to find the DPP wanting.


“We have walked this route before. We had a case of Mukelebai Mukelebai. We had a case of [Meebelo] Kalima. We had a case of Chalwe Mchenga who is now a judge [Court of Appeal]. We had a serious dramatic case of Mutembo Nchito in which I participated at first then took a step back when I realised the State’s intentions were not in good favour of the constitutional office that Mutembo Nchito was holding,” he said. “Unfortunately, I am seeing this repeating itself. Look at the names of the people that have been meeting the DPP trying to negotiate her exit? What has been the motivating factor that she (DPP) must exit before the Milingo debacle came?”
Changala said it seemed there was desire by the State to fix individuals using the issue of KCM.


“There has been this desire to find a case in the DPP so she can vacate office whereas the DPP enjoys security of tenure. We are seeing a well-orchestrated manoeuvre to remove the DPP from office by one section of a group of people inspired by the leadership of a political party, in this case the UPND. Zambia is bigger than the UPND. Why is that serious minded civil society when they realised that the DPP was under threat they have either taken a back seat and stopped talking? For those who are talking they are urging everybody to be cautious. We have a legitimate concern,” warned Changala. “If this pattern continues, this country will slide into anarchy. For the next victim, my worry is it will be a judge of the High Court. Court of Appeal or indeed the Supreme Court judge! They will just organise some mob and they will be all over ZNBC talking about the removal of that judge and that judge. We should not support that. I strongly speak as a good friend of the new dawn administration. We are sliding into anarchy if we threaten constitutional office holders.”
Milingo has has petitioned the State and its agents in the Constitutional Court over his re-arrest on allegations that he bought a house using tainted money when they entered into a pact to exempt him from prosecution after he rendered the mining firm’s account records and relinquished his position.


Lungu, who claimed to have negotiated for his freedom with President Hichilema’s principal private secretary, legal advisor, Attorney General, Solicitor General, the Administrator General and the Director of Public Prosecutions, said his re-arrest had no legal effect owing to the discontinuance of his criminal proceedings by the DPP.


He said the Drug Enforcement Commission’s decision to re-arrest him for possessing property suspected to be proceeds of crime was in breach of the agreement he signed with the State’s agents as it was unreasonable and an abuse of criminal proceedings to seize his property arrest, charge and prosecute him for acts that KCM had not complained of.


But Haimbe said President Hichilema and his government have no stratagem to compromise with criminals to pervert the course of justice.
Haimbe has cast off the DPP for abandoning the prosecution of Milingo Lungu for theft of K4.4 million and laundering the same and entering into a pact to exempt him from prosecution. He explained that Siyunyi made unwarranted decisions that were not in public interest as they were single sided and urged the JCC to speed up hearings of the complaints against her so that she can exculpate herself.


“We wish to end all public speculation which suggests that the presidency has interfered with the DPP’s functions in any way by issuing instructions to grant immunity to any person facing criminal proceedings in Zambia. No such instructions have ever been issued as doing so would be abhorrent to the principle of the new dawn government to protect institutions of governance and the rule of law,” Haimbe told the media. “We wish to make it clear for the avoidance of doubt that any action taken by the DPP in the exercise of her office has been done by her, in her sole discretion and in the purported exercise of her constitutional madate. It is not the policy of the new dawn government for the President to meet and negotiate with any person that is in conflict with the law for purposes of subverting the course of justice.”
He said the blunders made by the DPP need to be probed by relevant authorities.


“The public sentiments have by and large questioned the manner in which the DPP has conducted herself in relation to the prosecution of certain individuals, among them the former provisional liquidator of KCM Milingo Lungu,” Haimbe said. “We are alive to the fact that these matters are at various stages within the court system and as such they are subjudicae and not subject to discussion on their merits. In relation to the investigative, arrest and prosecutorial roles the ministry expects investigative commissions and those entrusted and bestowed with prosecutorial duties to operate within their statutory established legal mandate.”


He said though the DPP enjoys discretion in the exercise of her duty, her functional and institutional independence ought to be guided by public interest, administration of justice, integrity of the judicial system, and to prevent and avoid abuse of the legal process.


“There have been significant lapses on the part of the DPP which require thorough, independent and fair investigation by relevant bodies,” said Haimbe. “We are aware that various citizens have approached the Judicial Complaints Commission with complaints against the DPP. As custodians of public interest and given the importance of matters at hand, the ministry urges the JCC to expedite its consideration of the complaints before it so as not only to afford the learned DPP a platform on which to explain her actions but to also put an end to public speculation over these very important issues.”

THE CONTROL OF BANK ACCOUNTS OF A STATUTORY CORPORATION LIES WITH THE BOARD AND MANAGEMENT – FORMER POSTMASTER GENERAL

Defense in the case in which former Postmaster General McPherson Chanda and former ZamPost Finance Director Best Mwaichi and former Director of Operations Isaac Kamwimba are facing 13 counts of theft by public servant amounting to over K335m of social cash transfer funds begun yesterday 21st April, 2022 in the Financial Crimes Court sitting at Ndola before Magistrate Kaunda Sakuwanda.

Opening the defense former Postmaster General McPherson Chanda as witness informed the Court that according to section 8.3.A of the contract signed between ZamPost and the Ministry of Community Development and Social Services (MCDSS), the Ministry’s first responsibility was to avail Payment Schedules of beneficiaries to ZamPost in a timely manner and ZamPost’s obligation was to pay the beneficiaries within 72 hours in line with those Payment Schedules or Instructions. Chanda informed the Court that as earlier confirmed by prosecution witnesses, the payment schedules which were the only instructions on which basis ZamPost could pay were delayed and sent to ZamPost by the Ministry several weeks after the Ministry had sent funds to ZamPost.

Chanda told the Court that as earlier stated by the first prosecution witness Director Social Welfare Kennedy Mumba, when the first transfer of social cash transfer funds amounting K27.3m was received by ZamPost on 28th September, 2017 the Ministry of Community Development informed ZamPost that they were still updating the data for beneficiaries. As a result the Ministry only sent the payment schedules 1 month later at the monthend of October 2017. The defense witness told the Court that during this period when payment schedules were not available, social cash transfer funds sent to ZamPost were not payable to any beneficiary as there were no payment instructions for ZamPost to know who the beneficiaries were. Pending receipt of the payment instructions ZamPost Management decided to move the funds from the Corporation’s main operations account and placed them into a 7 – days fixed deposit account. The witness further said after the funds matured the funds reverted to ZamPost with interest and since payment schedules were still not available, Management decided to roll – over the funds into another 7 days fixed deposit until the payment schedules or instructions were received.

Chanda further told the Court that when the payment schedules were finally received it was observed that against funding of K27m, the payable amount from the schedules sent by the Ministry was only K13m which left excess funds of K14m. ZamPost Management therefore distributed K13m to the paying Post Offices and transferred the K14m excess from its main operations account into a 14 days fixed deposit.

The witness said later, on 14th December 2017 ZamPost received additional funds amounting to K64.6m from the Ministry but the funds were not accompanied by payment schedules which were only made available a month later in January 2018. The witness told the Court that during this period, given the absence of payment instructions for beneficiaries, ZamPost Management decided to move K50m of those funds from its main operations account into a 14 – days fixed deposit account which was rolled over twice upon maturity as payment schedules were still not available.

In evidence Chanda presented a letter written to ZamPost on 28th February, 2018 by the Permanent Secretary at Ministry of Community Development in which, by copy, the Director Social Welfare was being instructed to send payment schedules with immediate effect against funds sent 2 and 1/2 months earlier on 14th December, 2017. The witness told the Court that ZamPost was, therefore, in custody of social cash transfer funds whose payments to beneficiaries could not be made for over two months.

The witness informed the Court that in considering to place the funds into fixed deposits on short term basis Part V of the Public Finance Act of 2004 gave the power for the “Control of a Statutory Corporation” to the Board of Directors which was in turn delegated to Management.

He said sections 18 to 23 of the Public Finance Act of 2004 which required obtaining authority from the Secretary to the Treasury did not apply to bank accounts of statutory corporations as they applied to Government Bank Accounts. The witness cited the requirements for the authority from the Secretary to the Treasury under sections 18 to 23 as covering the following actions: opening and closing of bank accounts, obtaining an overdrat from the bank, transferring funds from one account to another, placing idle funds into an investment and transferring accrued interest on bank accounts to the Consolidated Fund.

He told the Court that these provisions did not apply to Statutory Corporations as the authority for these functions was vested with the Board.

The witness further said the definition of bank account in the 2004 Public Finance Act was “a bank account opened by Government into which public monies are deposited at a bank”.

The witness said it was evident that bank accounts of parastatals or Statutory Corporations are not opened by Government and were thus not included under sections 18 to 23 which were earlier cited by the prosecution witness.

In closing his defense Chanda said the decisions made to place funds did not delay payments to or deprive any beneficiaries as the placements were made in the absence of schedules which delayed for as long as 2 and half months.

He said when ZamPost had custody of funds pending receipt of schedules, there was no legal prohibition to place the funds into a fixed deposit and generate interest income for the Corporation and for the beneficial shareholders being the Government of the Republic of Zambia to whom distributable profits from ZamPost would accrue whether as retained earnings or dividends.

Chanda further said, as cited by prosecution witnesses, no social cash transfer funds had been stolen at ZamPost and it was impossible to steal K335m when total funds received during the period amounted to K98m.

He lastly cited the immunity clause in Section 90 of the Postal Services Act which grants immunity against prosecution to the Postmaster General and postal officers for anything done or omitted to be done in good faith in the course of performing their functions under the Postal Services Act of 2009.

In cross examination lead prosecutor Daniel Ngwira from the Anti – Corruption Commission asked Chanda to show the Court whether there was any single charge alleging that he had stolen K335m.

The witness said the total sum of the charges amounted to K335m and it was the figure announced by the Anti Corruption Commission to the public.

The prosecutor however insisted that there was no such charge. Chanda was further asked whether he understood the term “theft by converting”. Chanda however told the Court that he was not a lawyer but by placing the funds into short term placements ZamPost did not convert or change the purpose of the funds as they were not payable in the absence of schedules whether they remained on the main operations account or placed in the 7 to 14 days fixed deposit accounts.

Their way of handling serious matters!

We are here today, yesterday day we weren’t here obviously for obvious reasons. They say when bees are calm in the beehive, let them be, no wise man will deliberately get near and provoke them because at that point, they may just wake the sleeping and calm bees which can obviously affect many if not carefully handled.

The Milingo Lungu saga has exposed certain things that the public may not have been preview to. The public was not aware of some of the documents flying around however someone deliberately out of arrogance and drunkeness with power, decided to do what they did, dated the media and addressed the people of Zambia in their usual style, refuted some allegations and indeed even warned some section of staff around the Presidency. Wow!

Where are we today, documents started flying around to prove those that came out strongly to discuss this matter which in my view was not going to be where it is today. Followed is a presser which in my opinion was nothing but an event of drama with much noticeable shame attached to it. It has provoked some citizens and known members of the club, it has brought about thess people rising against the State and those bestowed with power. Citizens are now questioning the highest office on issues surrounding the agreement and immunities given to Mr Milingo Lungu, a man who was quiet in the first place. Though cadres are seemingly standing firm without shame to blame it on the DPP…

The lawyers have handed in a very strong affidavit at our courts, they say what happened is this and that. Names have been mentioned, not simple names, but big names, names that we can simply say is the Presidency. The petitioner in this case Mr Milingo Lungu has vehemently said he knows who he met, his lawyers have even further said that they can prove that before the courts of law, they say they stand firm of what Mr Milingo Lungu has said.

As the matter was seemingly getting watered down following some other events, we are greeted this morning by a another alert involving the Head of State himself who has said will actually use the influence of the holiday hangover of watching his animals and interacting with his family over the Easter holiday to refute the claims that someone met someone among many things. He has actually stated on his page that he never met anyone or gave anyone immunities as alleged. Maybe his His interactions with animals and his people during Easter seems to have destructed him from reading the agreement signed between the state through the office of DPP and Mr Milingo Lungu. He is clearly telling us that he is disassociating himself from the office of the DPP which is part of the state.

What then shall we system? We seem to have amartures at the highest and respected office in this country, we have had serious scandals allegedly to have associated with State House, issues of the leaked audio, issues of DPP and the like. All this is happening now and seems it will not end here.

My worry is, just like State House refuted issues of agreements and immunities and later binding evidence came out, what if these people have serious proof that indeed meetings and those attending it really happened and were present therein? What will happen to the Presidency? The President and those involved? What if there were recordings to that effect? Will this affect the petitioner or indeed those in the defense mode? Was silence on the matter going to be something to go by? Could we have reached here if this matter was done with honest between the parties and both honouring their pledge without provoking each other?

I am candidly worried, I am basically paturbed at the unfolding of issues around what we are reading on social media and some sections of the media both print and otherwise. This is simply appalling and if not handled well, we shall remain a shell of shame and embarrassment as a country. We are a laughing figure as a nation in the region and beyond. I feel State House and the State have not proffesionallly handled these matters well, I see carelessness and lack of tact and seriousness by those deployed at State House and Government.

What can I say? Nothing at all, I can only speculate, I just pray that these issues as alluded to above will not land us in a situation of shame. Anyway let’s wait for the presser by the Head of State on Monday while we are waiting for the reaction and undoubted response from the petitioner himself and his lawyers who seem to be standing on firm grounds on this matter.

China committed to joining Zambia creditor committee -IMF Chief Georgieva

(Reuters) – China has committed to joining Zambia’s creditor committee, International Monetary Fund managing director Kristalina Georgieva said on Thursday, amid complaints from Zambia’s finance minister about delays to its debt restructuring.

People’s Bank of China governor Yi Gang said that China intended to co-chair the committee, two sources with knowledge of the International Monetary and Finance Committee meeting told Reuters.

Zambia became the first pandemic-era default in 2020 and is buckling under a debt burden of almost $32 billion, around 120% of GDP.

“We were very pleased to hear from Governor Yi Gang… a very specific commitment to join the creditor committee on Zambia and work expeditiously for debt resolution,” said Georgieva at the International Monetary Fund (IMF) Spring Meetings.

She added that he had also committed to the Common Framework debt restructuring process, launched by the Group of 20 (G20) leading economies in 2020 in response to the pandemic.

Zambia’s finance minister Situmbeko Musokotwane said at public events on Thursday that the debt restructuring process had “stalled” and that the Zambian team had “come here to complain”.

An IMF spokesperson said that they did not have any more details of Yi’s statement, noting that it was at a closed door meeting.

“This augurs well, for coordination, in resolving debt for various African countries,” Zimbabwe’s finance minister Mthuli Ncube tweeted of the Chinese position.

Ethiopia and Chad also signed up to the Common Framework more than a year ago and have yet to receive debt relief.

“China is a very significant lender to many of these low-income countries, and China needs to participate, along with the Paris Club and private creditors,” U.S. Treasury Secretary Janet Yellen said at a press conference before Georgieva’s.

“I’ve called on China to specifically for example participate right away in a meeting for Zambia, that wishes to undergo debt restructuring. And I am hopeful that China will agree to play a more constructive role.”

China and Chinese entities held $5.78 billion of Zambia’s debt at the end of 2021, according to the most recent Zambian government data.

Has Maurice Jangulo Become The New Dawn’s Rasputin?

HAS MAURICE JANGULO BECOME THE NEW DAWN’S RASPUTIN?.

That every throne attracts its own rogue is exemplified by how long myths and truths have persisted about one Grigory Rasputin since the days of Russian Emperor Nichholas II.

According to Albinko Hasic, writing in a publication in 2016, the life and death of Grigory Rasputin is shrouded in mythology, as a mystic healer, political saboteur and renegade monk.

What is relevant to this discussion is that Rasputin wormed his way into the household of Tsar Nicholas II by promising, largely via Tsarina Alexandra, that he could cure their sick son of hemophilia.

He proceeded to use his new position to attract to himself many dubious benefits, resulting in many believing that he had the Russian royal court spellbound by some special powers.

The amount of press that Alfa Commodities owner Maurice Jangulo is getting, and the government’s failure to explain why he was given a fertiliser contract worth $50 million and paid immediately, without open tender, is beginning to suggest he has a strange hold on the New Dawn government, especially as regards his near mythical qualifications as Zambia’s fertiliser supremo now seemingly destined to hog the lucrative government fertiliser supply contracts space.

Like Rasputin promised Tsar Nicholas II and Tsarina Alexandra a cure for their son, Jangulo is reported to have assured President Hakainde Hichilema and the Ministry of Agriculture that he had capacity to end the immediate fertiliser supply problems plaguing Southern Province, and thereafter ensure steady, efficient supply countrywide.

To kick off his fertiliser supply coup, it is understood he “recommended” the single sourcing of a private company, known as MVC Consultants, to conduct a forensic audit of the government fertiliser supply contracts of the past decade, and especially the last contracts given by the previous government, zeroing in on the Fertiliser Support Programme for 2021/2022 season.

So far there the government has given no credible information to prove there was a transparent process to engage this firm to do the audit.

But there is a letter by Ministry of Agriculture Permanent Secretary Green Mbozi to all Provincial Agricultural Coordinators to give MVC Consultants unfettered access to the data they sought.

‘’…This serves to inform you that the Ministry has engaged MVC Consultants to help with monitoring of the Farmer Input Support Programme (FISP) programme implementation for the 2021/2022 season.

The consultants are currently in the field in all provinces following up the implementation of FISP. You are all being urged to support the consultants’ activities as they carry out their work.

This is the audit that Socialist Party President Fred M’membe said was manipulated by Jangulo to point accusing fingers at all the other major fertiliser suppliers of greater capacity than his own Alfa Commodities.

That some of them were found not to have completed delivery of their consignments was used to “blacklist” all of them, including those that had delivered on their contracts, and still have not been paid in full for their work.

By this hatchet job Jangulo is said to be angling to position himself to be installed as the chief fertiliser supplier to the government, despite the miniscule capacity of his company Alfa Commodities.

Testimony of this is the fact that Alfa Commoditoes has struggled to supply the 37, 000 tonnes contracted for Southern PRovince, and resorted to buying the commodity from some of the same “discredited” competitors.

Some of this fertiliser supplied by Alfa Commodities has been found to be substandard and underweight.

M’membe and others have asked the government to explain this matter but the Ministry of Agriculture has remained silent.

Part if the explanation sought is why Alfa Commoddities has been allowed to supply fertiliser to the government at $1,407 while the competitors the audit sought to discredit supplied at $1,000.

The failure of government to explain these facts has now led to speculation that Jangulo is now the power in the Ministry of Agriculture, and is running the fertiliser power axis running from Alfa Commodities, Permanent Secretary Mbozi (said to have also been recommended by Jangulo) and State House.

The sooner the government comes out with credible explanations about this contract, the better for all concerned.

Otherwise speculation and innuendo regarding the power of Jangulo will continue to grow, much like Rasputin in the Russian royal court.

Because of his constant presence in the royal court, whispers grew that Rasputin was acting as a puppet master over the royal couple, wielding great power as an adviser, helping in appointing his own church ministers and other public officials.

If Jangulo and Mbozi both once worked together in high profile agribusiness operations would you blame those suggesting that the former recommended to latter for his current job, which is critical in processing the much sought after fertiliser contracts?

A minor point in this saga may be the actual timing of the signing of the contract between the government and Alfa Commodities, a point being canvassed to give the New Dawn government a minor escape route.

But this would be minor indeed, considering that in the only explanation Minister of Agriculture has given thus far, he stated categorically that the government decided to give a contract to Alfa to supply 37,000 tonnes.

Rasputin’s behavior and influence came to symbolize everything negative in Russian politics and society at the time.

Just like Rasputin, Jangulo, much like Kaizar Zulu in the Patriotic Front government, is emerging as a symbol of the kind of dealings that give Zambian governments a negative portrayal and a bad name.

Much like the tale of his murder, the aftermath of Rasputin’s death has been mythologized over the years.

According to legend, after Rasputin’s poisoned and shot body was thrown into the ice-cold river, he was fished out by a group of passersby, who found that he was still alive when they dragged his body to the shore of the river.

However, the truth is that after Rasputin’s already deceased corpse was thrown into the Malaya Nevka River, it took days for the police to find the body because the water had already frozen in the sub-zero Russian winter.

Jangulo too, is coming back from some kind of business death or failure. He was at the helm of what should have become Africa’s largest fertiliser supply company called Nyiombo.

Details of the plunder of that firm, the birth of Zambezi Airlines, and the eventual demise of both, is one whose facts are the subject of a different discussion.

THE State says the documents that Lusaka businessman Harry Valden Findlay and his co- plaintiffs want DEC director general Mary Chirwa to produce before the High Court are shielded from disclosure to the public.

It says Chirwa cannot testify in the plaintiffs’ case tomorrow, as they are trying to sabotage the ongoing investigations against them in relation to the K386 million that was erroneously paid to one of the business accounts by the Ministry of Finance.
On April 11 this year, the Lusaka High Court subpoenaed the Drug Enforcement Commission (DEC) boss to testify in a matter where Findlay, his wife Dessislava and his four companies have petitioned the State for seizing their accounts on the pretext that Findlay was a crook and committed fraud, among various financial crimes.

Findlay, his wife’s law firm and businesses want Chirwa to produce an Anti-Money Laundering Unit Investigation report on the payments received by one of his companies from the Ministry of Finance, among other documents.

Judge Susan Wanjelani granted the plaintiffs leave to issue a writ of subpoena ad testificandum and duces tecum to Chirwa.
A subpoena ad testificandum is a writ ordering a person to attend a court, and duces tecum is a type of subpoena that requires the witness to produce a document or documents pertinent to a court proceeding.

Chirwa is tomorrow, April 22, expected to appear before judge Wanjelani at 10:30 hours to aid Findlay’s case by giving evidence and producing relevant documents.

“You are commanded in the President’s name to attend before the High Court for Zambia at Lusaka before judge S.M. Wanjelani on 22nd April, 2022 at 10:30 in the fore noon and so from day to day until the above cause is tried, to give evidence on behalf of the Petitioners and also bring with you and produce at the time and place aforesaid the following documents:
1. Anti-Money Laundering Unit Investigation Report on the payments received by D. Findlay and Associates from Ministry of Finance.
2. Joint Task Force investigation team report on the payments received from Ministry of Finance to D. Findlay and Associates; and
3. Such other documents that are relevant to the Investigations on the payments received by D. Findlay and Associates from Ministry of Finance,” read the summons.

According to summons for an order to set aside subpoena duces tecum and ad testificandum, the office of the Attorney General has opposed the subpoena on reasons that its agent cannot testify in favour of ‘culprits’.
“The subpoena is mala fide, abusive and oppressive as it seeks the Drug Enforcement Commission director general, an investigative agent of the State, to prematurely and prejudicially reveal information and testamentary intentions in relation to ongoing criminal investigations against the petitioners,” the State said. “The anti-money laundering unit investigations report sought to be produced are protected by the public interest immunity to obviate jeopardising ongoing criminal investigations.”

The State added that the subpoena was inept as there was no such body as the joint task force investigations team under the Zambian laws.

– Briefly in very simple terms explain the steps being taken. E.g. Employment, Business, Local Debt, Business not only for UPND but Zambians and improvements.

– DPP issue? This is very tricky. If he is not ready to go after the DPP in full. Let Him support the office of the DPP and state that it’s an independent office. And let him state that in democracy and our justice system we do not agree on certain approaches but we endeavour to have the corrupt prosecuted.

He can simply say the state will continue to engage citizens that are corrupting in the recovery of assets. Mentioning Milingo should be avoided ..you wait for the question and answer. Did you meet him yes over KCM updates ..then explain the importance of KCM to the nation and why regular engagement is important.

– IMF update, there is enough ammunition now. Waste a lot of time here. You even ask friendly journalist to concerate here. It’s better to be attacked on solutions you are offering.

– Police, you mention or recommend a few changes to the police to respond faster to community, more training for police officers in respect to human rights and professionalism. And to show Zambians that you know every detail ..you mention they stop getting involved in collections kaloba. Mention also the recent kidnapings condeming it and end by encouraging the police to bring to book the criminals.

– And if he really wants to sink in, let him reshuffle some people or fire some. It’s should not be very brutal but firm and kind.

I think the above issues will even tackle other concerns. You concerate on the person holding the stick and not the stick; then he won’t pick another stick.

MR MUDENDA GETS BLIND OVER TEACHER RECRUITMENT IN LUKULU

It is believed that Mr Mudenda a former student of Chalimbana University travelled all the way from Magoye of Mazabuka District in Southern Province to Lukulu in search of good lucky charms for the ongoing Teacher recruitment but got his face deformed in the process. On his fateful day, Mr Mudenda approached a Witch doctor by the name of Mukomena of Kakuyu village after being directed to by his long time female friend who got employed in the last Teacher recruitment without a connection (Chipego).

It is believed that Miss Chipego who is a teacher now at Kawama Primary School in Shivuyunji District of Lusaka narrated to Mr Mudenda how Dr Mukomena of Lukulu helped her get employed after many attempts of applications in the previous regime.

In interview with Mr Kashina who happens to be a Youth Advocate for Lukulu, Mr Mudenda narrated that he started of from his area of residence on 15th April after receiving a message that gave him the hope he has been waiting for in his entire life. Before reaching Lukulu, he had to meet with Chipo at Situmbeko for more information concerning the same thing. After being fed with the information he wanted, Mr Mudenda narrated that he had no time to waste but to board into a bus that was headed to Mongu town as he was going to drop off in Kaoma and connect to Lukulu the following day.

On 16th April at around 14:00, he arrived in Lukulu. He had to call the Witch doctor to come and pick him because he was not familiar with the area. The doctor sent his henchman man who came and picked his customer at old Lukulu new market where he was having his lunch. They travelled using an oxcart to Kakuyu and the expedition took them 4hrs to the destination. After supper they had a talk and the work started. He was told sleep naked under a bed whilst holding a white mug cup that contained some roots with black liquid stuff.

The following morning at 05:00, he was told to drink the same black liquid stuff and on every sip he was told to do some incarnation by mentioning all that he wanted to do. After that, the witch doctor rub him with with some whitish stuff at his face, chest and feet.

Mr Mudenda narrated that on his fateful day, Doctor Mukomena put a fire in a small hut. He put a big black old pot on the fire that contained roots and a skull that looked like that of a human. The pot started scalding. The doctor started dancing whilst looking in to the pot. He told me to close my eyes and put the charge money in the pot. I got confused because he didn’t mention the amount. Due to curiosity, I asked him how much should be that? He looked at me and shouted, just do the needful. I sank my hand into my bag and got a sum of K5,000 and put it in the pot, because that was what I prepared for after a tip by Chipo. We were able to communicate well because I was familiar with Silozi language due to the fact that I stayed in Kazungula for many years.

The doctor told me to remove my shirt and handover to him my papers. Because I was dressed by then. I did as I was commanded. As I was seated, He told me to stretch my legs close my eyes again. Within a short time I just felt a hot substance near my legs. The doctor held my head and pushed it down towards the hot pot and covered me with a stinking blanket. The atmosphere was unpleasant because it was very hot in their as eyes sweating heavily. He told me to speak to myself all that I wanted for the recruitment, of which I did.

He uncovered me and got back the pot on fire. After 5 minutes, he told me to bent again and he covered me with blanket with the pot between my legs. This time around, I felt my face as if it was dropping off. My eyes started dripping, I was failing to breathe properly. What happened next I never knew, only to be told I’m in a hospital and I couldn’t see (I lost my sight).

As we speak now, Doctor Mukomena is under police custody together with his henchman, whilst Mr Mudenda is pleading to well wishers to take him back to his home in Magoye as someone assisted him to send his papers to the DEBS via post office because time was elapsing for applying.

HH DECLARED FREEMAN OF NAMWALA TOWN

President Hakainde Hichilema has been declared Freeman of Namwala Town.

The declaration was made by Namwala Town Council during an Extra Ordinary Full Council Meeting which was held at Naminwe Ranch in Namwala on Wednesday, 20th April, 2022.

Namwala Town Council Chairperson, Mr. Abel Moonga said that Namwala Town Council during its Third Full Council Meeting held on Tuesday, 19th April, 2022 in the Council Chamber at the Civic Centre, resolved to declare Mr. Hakainde Hichilema, President of the Republic of Zambia and son of Namwala as Freeman of the Town.

Mr. Moonga says that this declaration was in pursuant of the provision of the Local Government Act No. 2 of 2019 Section 30(1), which states that “A Town Council may admit to the status of honorary freeman of the town a person of distinction who has rendered eminent service to the town”.

The Council Chairperson said that the works being noted were:

  1. That President Hichilema had helped a lot of vulnerable members of the community, some with agricultural equipment and oxen, others sponsorships to schools and with assistance to pay their medical bills.
  2. That the President Hichilema had been involved in the construction of health posts and schools.
  3. That President Hichilema was incarcerated as an opposition leader on behalf of the Community in Namwala and Zambia.

President Hichilema said that Namwala was the first town to honour him with the status of Freeman of the Town in Zambia. He expressed his gratitude at the decision taken by Namwala Town Council said that this was a pleasant surprise as he had taken only some days off to rest, and never expected to be honoured in such a manner.

The President said that he would work together with Namwala Town Council and the other 115 councils in the country to uplift the living standards of the people. He also said that increasing CDF allocation from K1.6 million to K25.7 million was another initiative of Government to take the money to the local people in the constituencies so that they could make their own decisions on the development priorities and be able to support those decisions using CDF.

The President said that this was the first time since independence that a government had been able to deliver so much money and more importantly had allowed local people to decide who deserved a bursary in their communities.

Mr. Hichilema said since Namwala had honoured him with the status of Freeman of the Town, he expected the district to take the lead in using CDF properly. He emphasised that CDF was not for Councillors, MPs, Ministers or the President, but that CDF belonged to the people, who expected to be provided with clean water, health service facilities and desks for their children who were sitting on the floor.

President Hichilema said that as leaders, they were put in office to work for the people, to unite the people and not to divide, to include and not to exclude. Mr. Hichilema said that he would not allow lawlessness under the UPND government and that no one would be marginalised or victimised.

The President urged everyone to develop the Zambia by utilising the abundant natural resources that this country was blessed with.

Africa Parliamentary Network Against Corruption (APNAC) Zambia Chapter notes with sadness two unfortunate and embarrassing incidents that have occurred in our country lately.

These Include:

• The suspicious images which went viral on social media where the Foreign Affairs Minister Stanley Kakubo was seen in the company of some Chinese nationals at unknown location.

• The revelations by a Mr. Milingo Lungu, through court documents, that he met State officials as well as President Hakainde Hichilema and others who allegedly offered him immunity over cases he stood charged.

These two incidents are disturbing to APNAC.
First, we have taken note of the Chinese flag on one vehicle present on the pictures which went viral on social media.

To our understanding, the Ambassador accredited to Zambia by the People’s Republic of China has not yet submitted credentials to President Hakainde Hichilema. To this effect, we reasonably believe that the use of the Chinese flag on the vehicle in question is highly suspicious and abrogates diplomatic etiquette in all senses. Although the Foreign Affairs Minister Stanley Kakubo has offered an explanation to that effect, we as APNAC remain very suspicious and want a proper explanation from Government of who really was using the Chinese Ambassador’s vehicle on that day and we equally challenge the Chinese embassy to disclose who was using that vehicle in the absence of the substantive ambassador?

Secondly, it is unheard of for a government to offer immunity to persons who face criminal charges before court. Just like many people and organisation, APNAC is very disappointed that the Minister of Justice Mulambo Haimbe failed to address the issue alleged by Mr. Milingo Lungu in its conclusive terms. The Minister of Justice went to divert people’s attention by pushing an agenda that we have now believed is a political project of the United Party for National Development (UPND) government to hound out the Director of Public Prosecution from office.

It is very clear now that this administration has no intention of fighting corruption in its literal meaning and sense. These allegations made by Mr. Milingo Lungu are too serious that one expected government to say something on whether or not there was a meeting between the President with his team and Mr. Lungu. We are very disappointed with this administration for demonstrating that they can interfere with judicial system in order to achieve their desired agenda.

We are now convinced that even their calls for the DPP to leave office are motivated by their appetite to ensure that any form of corruption which involves them, is never prosecuted.

Ethiopian Men Volunteers To Fight For Russians In Ukraine

Hundreds of Ethiopian men are lining up outside the Russian embassy in Ethiopia in hopes of fighting for Russia in the war against Ukraine.

Several hundred men were seen registering their names with Ethiopian security guards outside the Russian embassy. While the men were not seen entering the establishment, they were asked to provide proof of previous military experience, as first reported by Reuters.

A man who came out of the embassy later told the Ethiopian men that they would be contacted when they were needed, adding that Russia had enough forces in Ukraine for now.

Droves of Ethiopian men went to the embassy after a social media post claimed fighters who would join the war could receive a payment of $2,000.

The Russian embassy later issued a statement dismissing claims that it was recruiting foreign fighters to join the war. The embassy said the men who were queuing outside the mission only wanted to show their solidarity with Russia.

The Ethiopian Foreign Ministry praised the Russian statement, saying it refuted the “unfounded reports of recruitment for the Russian Armed Forces.”

Rumors of Russia recruiting fighters in Ethiopia come after the Kremlin in March announced it would recruit 16,000 fighters from the Middle East to take part in the war in Ukraine.

Since Russian President Vladimir Putin first announced the start of the invasion of Ukraine on Feb. 24, Ethiopian Prime Minister Dr. Aboy Ahmed has remained neutral and urged both sides to exercise restraint.

“We express our concern at the escalating rhetoric that risks further intensifying the issue and call upon all concerned to explore the multiple pathways to reach an understanding,” the prime minister said.

Ethiopia has neither condemned nor voiced support for Russia amid the war. However, the country refused to vote on a UN General Assembly resolution condemning the invasion of Ukraine.

Despite the administration staying neutral, many Ethiopians have voiced support for Russia, which they see as a friendly nation. Additionally, thousands of Ethiopian military personnel were trained in what was then known as the Soviet Union. Since the war began in February, many Ethiopians have been calling and emailing the Russian embassy to voice their support, the press attache for the embassy in Addis Ababa told VOA News.

Mpika Member of Parliament Francis Kapyanga says he is prepared to sponsor “Praise Singer” Jackson Chomba for leadership lectures in Mpika district.

“Am very ready to sponsor him to come to Mpika and tour Mpika with me so that he can have a clear picture of who Kapyanga is on the ground. In my constituency Jack can’t even win any seat. He needs to come and learn from one of my Councillors on how to work and how to remain mature as a leader,” he tells Chete FM news.

In the latest reaction to the UPND Councillor who has shrugged off the “failure” tag, Mr Kapyanga has wondered how a person of Mr Chomba’s caliber was elected.

“Am very shocked that Jack Chomba [is] actually serving in the position of Councillor. You know Jack Chomba is someone that I know and no one would actually expect him to have been elected. I want to advise my brother that let work speak for him and not those stunts he is making,” says Mr Kapyanga.

“Jack will never speak against anything, he’s one of the praise singers that are well-known even on social media. How will he leave his role of praise singing and put on a different jacket of speaking for the people,” he added.

Meanwhile, Mr Chomba who is Old Fife Ward Councillor he’s disappointed that a lawmaker has taken the stance of dividing efforts to work in unity.

“Let him go and repair those streetlights in Mpika in that dual carriageway not coming here, talking about what is happening here in Nakonde. That nonsense! The time of politicking is long gone, this is time to provide service to the people.”

The feud springs from the statement Mr Kapyanga made on Tuesday night on radio that opposition Ward Councillors will perform better than the ruling because they can speak out.

“Some of them acquired those positions through dubious means, that much we know and some of the leaders that contested, they were just buying adoption letters. I cannot get lectures from Kapyanga. He is too young and he’s got a lot g way to go as far as leadership is concerned,” he claims.

PASTOR JIMMY K SWINDLED OUT OF K300,000

A POPULAR media personality and businessman, Jimmy Kumwenda, also known as Pastor Jimmy K, has narrated in the Lusaka magistrate court how two women swindled him out of K300, 000.

This is in a matter in which Walyuma Makwele, 47, and Lizzy Kapito, 60, both businesswomen of Lusaka pleaded not guilty to one count of obtaining money by false pretences, one count of forgery and one count of uttering false documents.

Mr Kumwenda told the court that it was July 7, 2021 when he got involved with a businesswoman namely Wally who told him she was a procurement officer at Mikalile Lodge in Chamba Valley.

He testified that the lady told him she was getting a tender to supply hotel amenities such as shower gels, lotion, soaps among others.

“I and my business partner got interested in the business deal after giving us a good explanation. She said to meet the demand of the order the business input was K300, 000 and the income was K537, 000. “We got interested and agreed to the terms, everything was processed and date stamps of Mika Lodge were issued,” he said.

He said he then requested that they should have a Memorandum of Understanding (MOU) agreement between him, his business partner and Makwele.

“We then told her to give us a week to organise the money, as we had opened a WhatsApp group for easier communication. And when the money was ready we informed her that the money was ready and she gave us a number that we should contact Lizzy Kapito and made all payments,” he said. Mr Kumwenda narrated how they were offered receipts without letterheads after making both cash and bank transactions.

“We questioned her receipts and decided to write our own receipt of payments where she signed, and after that we asked how the goods were going to be delivered She said she had a truck as she had been supplying hotel amenities for a longtime,” he said.

He told the court that after the lady promised them to deliver the goods, they waited for a while and did not see any progress. He said it was excuse after excuse when they tried to contact them.

“We decided to contact Mr Mikalile, the owner of Mika Lodge who informed us that Ms Makwela was no longer their employee as she was fired under similar circumstances that’s when we realised that we were duped,” he said. It is alleged in count one that on July 4, 2021 in Lusaka, Makwele did forge a document namely Mika Lodge Limited purchase order number 860. Trial continues on May 27.

The Patriotic Front Party has cautioned the New Dawn Administration against continuing to feed the Zambian people propaganda.

This comes after a Press briefing held by Justice Minister Mulambo Haimbe stating that the Presidency has never at anytime interfered with the functions of the office of the Director of Public Prosecutions and that it had not ordered any instructions to grant immunity to any Persons facing criminal proceedings in Zambia.

In the matter whether the office of the DPP had acted within the confines of the Law and in the Public interest,(Issues surrounding the Nolle Prosequi) Hon Haimbe said that initial assessments showed there were significant lapses on the part of the DPP which require independent and thorough investigations by relevant bodies.

And PF Information and Publicity Chairperson Raphael Nakacinda said it was reckless for Justice Minister Mulambo Haimbe yesterday to try and do a Public Relations stunt which ended up with him having contradicting statements with the Presidential Spokesperson Anthony Bwalya on matters involving Milingo LUNGU and the Director of Public Prosecutions (DPP).

Hon Nakacinda said it is interesting to hear the Justice Minister saying that the DPP did what she did on her own when evidence before the court shows the matter was compromised by the Executive because of the meeting that was reported to have been held with Mr Lungu.

He says had the DPP continued with the Prosecution, it would have been an abuse of the Judicial System because there was a reported settlement which was made.

Meanwhile, Hon Nakacinda has wondered why STATE House is making contradictory statements on the purported meeting with Mr Milingo Lungu.

Hon Nakacinda said after the Binoculars raised issues about the mentioned meeting, State House responded through Bwalya that President Hichilema never met milingo but “we are going to deal with traitors around the President”.

He has challenged the Presidential Spokesperson to state who the traitors are and why they have been classified as such.

“Are they traitors because the information that was private has leaked to the public, Or they are traitors because they doing things against the instructions of the President,” he said.

Hon Nakacinda said what is baffling is that yesterday during what he termed as sham of a Press briefing alongside Justice Minister, Mr Bwalya stated that President Hichilema never met Milingo for anything that would jeopardise the judicial process for those who have allegedly committed financial crimes.

“What was he trying to imply, isn’t it that there was a meeting but why was he refusing that the President never at any time meet Mr Lungu.

The Former Minister of water development has noted that desire to tell lies have made the UPND Administration not to perform.

Hon Nakacinda has also advised President Hichilema to check the people around him because they are leading him into a ditch.

“All of us have a duty to ensure that the President performs but these people have mishandled the President and brought about embarrassment the issues emanating from that office,” he stated.

Political activist Brebner Changala has said that he has taken a back seat in shame together with other Political activists that had condemned the Director of Public Prosecution (DP) Lillian Shawa Siyuni after she wrote the Drug Enforcement Commision (DEC) Director General Mary Chirwa demanding an explanation after Milingo Lungu was re-arrested following a Nolle Prosequi.

Speaking to the Hot fm Red Hot breakfast show crew this morning, the 21st of April 2022, Mr. Changala said political activists including himself condemned the DPP because they were not privy to the underhand current that was flowing which has since been exposed by Court documents which have been filed by Milingo Lungu hence their condemnations of the DPP.

“We have walked this road before, we had cases of former DPP Mukelabai Mukelabai, DPP Muchenga and DPP Mutembo Nchito,” said the political activist before going on to accuse the mINister of Justice of indirectly inciting the JCC to find the DPP wanting.

“What has been the motivating factor that she must leave office before the Milingo Lungu debacle came in?” asked Mr. Changala.

The outspoken political activist also warned that should the State succeed in the “game” they are playing with the DPP, they are going to abuse the Judiciary by putting under pressure Judges they may not like.

Further, Mr. Changala called the press briefing that was held on Wednesday the 20th of April 2022 by the Minister of Justice, the Attorney General and the Presidential Spokesperson as “fire fighting” and accused the panelists of not responding to the real issues.

“We are not going to run this Country through treachery, misinformation and taking the citizenry for granted,” said Mr. Changala.

Mr. Changala also called the response by the Presidential Spokesperson that the President had never met Mr. Milingo Lungu for the purpose of subverting the course of justice a “play of words” because the statement clearly shows that the Republican President could have met with Mr. Milingo Lungu for other purposes.

Furthermore, Mr. Changala accused the President of going below the media radar because has been out of the media for quite a long time.

“The Country doesn’t know what is going on. President Hichilema is the only Man that can give a clear and strong statement on this debacle,” said Mr. Changala.

WE ARE not scared to defend the institutions of democracy even from State House itself, says Chama Fumba.
Fumba, popularly known as Pilato, says “if the UPND have decided to cut deals with those that robbed us, we will ignore the UPND and regard them as enemies of the people.”


In a Facebook statement yesterday, Fumba said he has been wrong before, not one time, but many times and he is not scared of being wrong again.


“We are not scared to stand up for the decency of our people whose dreams have been shuttered by corrupt practices in this country. We are not scared to scream at criminals even when our government has surrendered. The millions of our young people did not vote for them to be fooled by those they trust. We have lost so much already. We are not willing to lose anymore. We have been insulted way too much by those that stole from us. We will not allow any more of that. We are a bruised people. We will not surrender now not even tomorrow,” he said. “If the UPND have decided to cut deals with those that robbed us, we will ignore the UPND and regard them as enemies of the people. If this is the path they have decided, we will do exactly and even more of what we did to the PF. We defend ourselves and our humanly dignity. Those that are cutting deals with suspects, are doing so in their personal capacities. People voted for change, not of political colours. Democracy should mean more than just changing the names of suspects. If voting doesn’t change our reality, what else will?”
Fumba said he would not surrender or go to sleep.


“We will not relent. We will not surrender. We will not go to sleep. We will do what is within our power to defend ourselves from criminals and from those that are cutting deals and fools us with rhetoric,” he said.
Fumba said he was not ashamed to be wrong.


“I have been wrong before, not one time, many times. I am not scared of being wrong again. As a matter of fact, I grew up believing that my own existence was wrong. Every time I spoke in public, I did so because I wanted to be less wrong not to be correct. It is not my business to prove people wrong for me to be right. I don’t want to be right simply because the other person is wrong. My petitioning of the JCC [Judicial Complaints Commission] was done with the understanding that the DPP’s [Director of Public Prosecutions] office was operating under the influence of external forces which at the time was from Mr Lungu Milingo’s lawyers. My argument was and remains that the current DPP misconducted herself when she acted to protect a suspect instead of the Zambian public,” he said. “I also argued that the current DPP acted on instructions or influence to enter into a nolle in favour of Mr Milingo. This argument is premised in my understanding that the DPP’s office is an independent office and is insulated from outside influence. This holder of this office is trusted with the power to represent the interests of the people to an extent that he or she is protected by the law from interference.”


Fumba said the revelations that State House entered into an agreement with a suspect and went ahead to instruct the DPP to enter into a nolle prosequi, “is even more worrying because again the DPP has allowed her office to be influenced by State House”.


“This again is a problem. If the DPP acts on instructions from State House today, what will be our conclusion tomorrow when another nolle is entered into? What integrity is remaining with the DPP’s office? What will inspire public confidence in that office? Is the DPP’s office only there to prosecute poor people and not the wealthy? Is the judicial system in this country only to punish the economically punished individuals? If State House and the DPP are quick to cut deals with rich suspects, then what is the option for poor suspects?” said Fumba.

The Patriotic Front says the New Dawn administration is so obsessed in wanting to vilify, abuse and humiliate Citizens just because they were associated with the former ruling Party(PF).

Speaking when he featured on Hot FM’s Hot Seat Radio Programme, PF Information and Publicity Chairperson Raphael Nakacinda expressed sadness that the vindictiveness of the ruling party has now led them to start exhuming dead bodies on the Pretext that millions of dollars were buried as opposed to a dead person.

Mr Nakacinda has since questioned the real motive behind the exhuming of the late Suzyo Nyika’s body in Lundazi when state agencies and health authorities declared him dead.

“We had state agents close to 100 police officers and about 100 prisoners went to exhume the body of Suzyo Nyika in a Village in Lundazi under the Pretext that he faked his death and that the all burial ceremony was meant to hoodwink the mourners and that the burial ceremony was that of a million of dollars,” he said.

Hon Nakacinda said that contrary to what was peddled, it was found that indeed a body twas buried and not millions of dollars.

“To what extent are our friends in the ruling party wiling to go on this journey of vindictiveness to a point that even the dead are not spared contrary to our Christian values and culture,” he said.

Community house/statehouse debate – is this a real issue now?

The demand by some section of the citizenry that president HH must move to statehouse has gained so much momentum. I have been wondering whether this is an issue we should spend so much time on as a country or not. To start with, statehouse, also called plot one, is meant to be the official residence of the republican president. Being plot 1 of the land, it is expected that it would provide the residence of the highest standard, in terms of comfort and safety, on the land. The head of state obviously deserves this kind of comfort and safety.

Does the current statehouse provide this kind of environment? Most unlikely. I say so because president RB is on record for complaining about the state of statehouse and actually made some significant moves to construct new statehouse. President sata had some hard times moving to statehouse as he is on record for complaining about the state of statehouse. I also understand that President lungu barely lived in nkwazi house as he spent most of his presidency at state lodge. This should not be surprising considering that statehouse was constructed in the more than 60 years ago and the level of maintenance of the 1st house does not appear to match the level of deterioration. President HH has opted to continue staying at his community house because statehouse as confirmed by previous heads of state is no longer able to serve its purpose – provide the highest standard of safety and comfort to the first family. It appears community house is currently serving that purpose very well. Infact, now that we have a president who has a home providing the level of safety and comfort statehouse was supposed to offer, the country has an opportunity to use this time to either refurbish or complete overhaul the current nkwazi house just like RB wanted to do 10 years ago.

Does the country have resources to build a new statehouse now? Izt a priority? The real question before us now should not be whether HH should move to statehouse or not but whether the state should commit resources now to build a new statehouse. Brebner changala in his article agrees that statehouse is dilapidated but still insists that the president should move to statehouse and live like the Zambian people he chose to serve. Moving to statehouse and living like ordinary Zambians in the same sentence is oxymoronic. A president living in a dilapidated house contradicts the very essence statehouse was founded. Statehouse is supposed to be the country’s first house and has never been meant to provide an environment similar to people that voted for the president. Statehouse has always provided the best facilities in terms of comfort and safety to the head of state unless things have changed under HH. To demand that president HH moves in statehouse in its current state is highly hypocritical and unreasonable. As a matter of fact, what the president HH has done should actually be highly commendable. Instead of committing resources to build new statehouse or overhaul statehouse now and maybe demand that the state provides alternative accommodation during this period, HH has offered his community house to provide shelter to the 1st family for free. We should just accept that the country currently has no habitable house for the president and therefore should have been paying for alternative place to provide safe and comfortable residence for the head of State. By living in his community house, HH has done the exact contrast to what the former head of state has done, who despite having own residence, has opted to make the state foot his accommodation bills simply because he is entitled to a presidential retirement home even when he has his own.

The freedom of speech we are enjoying now, thanks to president HH, should be applied to provide proper checks and balances not this issue we have been on for months now. CDF is being released and we would do well to get involved so that there is transparency and accountability in the application of those resources. In the meantime , regarding statehouse, we can use the next five years of HH’s presidency to build and fully renovate statehouse to make it habitable again. This way we would not put so much stress on the already stressed treasury thanks to the pf regime.

The meaning of this proverb is “When a small plate with food is given out, it should come back with food”. Serena Williams and Lewis Hamilton join Sir Martin Broughton’s bid to buy Chelsea from Roman Abramovich, ‘pledging £10m each

Serena Williams and Lewis Hamilton have reportedly teamed up with Sir Martin Broughton’s bid to buy Chelsea, with the stars prepared to invest in buying the Stamford Bridge club.

According to Sky News, the seven-time Formula One champion and the 23-time Grand Slam winner are prepared to pledge £10million each to the deal. Chelsea is expected to be sold for around £2.5bn.

Broughton, the former chairman of British Airways and Liverpool FC, has apparently been in talks with the duo for weeks.

Despite the fact that Hamilton supports Chelsea’s London rivals Arsenal, Sky News said the formula 1 driver would ‘play a formal role in Chelsea’s future efforts to promote diversity, equity and inclusion’ if Broughton’s bid ends up being successful.

Chelsea, the current Champions League holders, have been up for sale since March shortly before Russian owner Roman Abramovich was hit by sanctions from the government due to his ties to Russia president Vladimir Putin.

Hamilton, 37, has spoken openly of his Arsenal fandom on several occasions. In 2018, when legendary coach Arsene Wenger announced he was going to leave the club, Hamilton said in an interview with Sky Sports: ‘I’ve had the privilege of meeting him a couple of times.

‘He asked me to go and train with the team, which I have not managed to do yet, but he was always really welcoming and it was cool to meet ‘our team’s’ boss. I’ve supported Arsenal since I was five.’

And in 2020, he revealed how his friends keep him up to date with Arsenal’s fortunes if he can’t watch a game due to his racing schedule.

Chelsea and Arsenal played each other in the Premier League on Wednesday night at Stamford Bridge, with Arsenal winning 4-2. It was the first Chelsea game where only season ticket holders and away fans were allowed into Stamford Bridge as part of the sanctions placed on Abramovich.

‘I think that’s really cool for athletes to own something. Steve Pagliuca, the owner of the NBA team Boston Celtics, is leading a rival bid to buy Chelsea and also owns a stake in the Italian Serie A team, Atalanta. Manchester United has named Ajax manager Erik ten Hag as their new manager, succeeding interim Ralf Rangnick, who will leave at the end of the season.

The 52-year-old has agreed to a three-year contract with a one-year extension option.

According to United’s website, he said: “It is a great honor to be named Manchester United manager, and I am looking forward to the job ahead.

“I am well-versed in the history of this great club as well as the passion of its supporters, and I am motivated to build a team capable of delivering the results they deserve.

“It will be difficult to leave Ajax after these incredible years, and I can assure our fans of my complete commitment and focus on bringing this season to a successful conclusion before I move to Manchester United.”

John Murtough, United’s football director, added: “During the past four years at Ajax, Erik has proved himself to be one of the most exciting and successful coaches in Europe, renowned for his team’s attractive, attacking football and commitment to youth.

“In our conversations with Erik leading up to this appointment, we were deeply impressed with his long-term vision for returning Manchester United to the level we want to be competing at, and his drive and determination to achieve that.

The football stars join Wayne Rooney and Patrick Vieira as the latest players to become part of the Premier League’s Hall of Fame, taking the total up to 16.

Their selection was based on a public online vote and the Premier League Awards Panel, with the Hall of Fame recognising the best players to have graced the league since its inception in 1992.

Former Manchester United shot-stopper Peter Schmeichel becomes the first goalkeeper inducted into the Hall of Fame after winning the Premier League in five of his seven seasons at Old Trafford.

Schmeichel kept 128 clean sheets in 310 Premier League appearances and remains the only goalkeeper to have won the Premier League Player of the Year for the 1995/96 campaign.

The Dane, who also had spells with Aston Villa and Manchester City, managed to register one Premier League goal too.

One of Russia’s richest men, Oleg Tinkov, has criticized the country’s “massacre” in Ukraine and called for an end to the “crazy war”.

Writing in a profanity-littered Instagram post, Tinkov said he does not know “any beneficiary” of the conflict and that about 90 percent of Russians don’t support the war..

Russia’s war Ukraine began on February 24 leading to the death of thousands of Ukrainian civilians, and millions leaving the country.

Tinkov was among 65 individuals and entities sanctioned by the United Kingdom on March 24 for “supporting Russia’s illegal invasion.” He owns 35% of Tinkoff Bank’s parent company, TCS Group, and is worth about $3.5 billion, according to Bloomberg Billionaires Index.

The Russian entrepreneur, claimed that Kremlin officials were in a state of shock that they would no longer be able to spend their summers in the Mediterranean.

“I don’t see a single beneficiary of this insane war,” he wrote.

Sanctions on Russia have slashed $300 billion worth of Russia’s reserves and plunged the economy into a deep recession. While Western companies have exited the country, and the European Union has closed its airspace to Russian airlines and aircraft.

“The Kremlin’s civil servants are in shock that not only they but also their children won’t go to the Mediterranean this summer. Businessmen are trying save what’s left of their property,” Tinkov wrote.

Referring to the Z symbol written on Russian tanks that has become a sign of popular support for the war in Russia, Tinkov said there were “idiots that write the letter Z but there are about 10% idiots in all countries. 90% of Russians are AGAINST this war.”

Switching to English at the end of his post, he called on the West to “give Mr. Putin a clear exit to save his face and stop this massacre.”

“Please be more rational and humanitarian,” he added.

He’s not the only Oligarch that has called for an end to war in Ukraine.
Oligarchs Mikhail Fridman and Oleg Deripaska spoke out against the conflict in late February following Russia’s invasion.

Fridman, wrote in a letter to staff that he wanted the “bloodshed to end.” Deripaska said in a post on Telegram: “Peace is very important! Negotiations need to start as soon as possible!”

ECONOMIST Yusuf Dodia says the country needs to be careful with who it is getting advice from on resuscitating the economy.
In an interview, Dodia said Zambia should approach economies that were doing well and had been in the same situation before.


“If we look at the consultants who are coming from Europe, they are coming from economies which are bankrupt. Economies which are in recession. I don’t understand why we keep running to Europe for support or advice when countries like China, Thailand, Indonesia, Malaysia that are doing so well,” he said. “And yet we don’t see any value in talking to those economies for them to assist us. To give us advice. To give us support on developing our own economies. So, to me, that doesn’t make sense. I think that as a nation, we should be looking at successful nations who are role models of the world saying that how did you manage to come out of poverty and take your country into being prosperous nations? What lessons can we learn from you?”
Dodia said Zambia had little to learn from the West in economic matters.


“We have a lot to learn from countries like China, Indonesia, Malaysia and Thailand. These are countries that have had terrible pasts. History of poverty, and today they are amongst the world’s top producers. There is something we should be able to learn from them,” he said.
And Dodia has urged the UPND government to explore other alternatives apart from the International Monetary Fund. He said the Fund was not giving Zambia advice in the country’s best interests.


Dodia said the IMF package and the whole support programme was not very meaningful to Zambia.
He said the IMF should instead be pushing Zambia to start harnessing the potential from the country’s export earnings.
“I think government should be looking to other alternatives apart from the IMF because the IMF are not really giving Zambia advice in Zambia’s best interest. Clearly, it does not make sense for the IMF to be coming to Zambia offering us a $1.3 billion special drawing rights facility and then a $1.4 billion staff level facility to help us finance our budget, to help us meet some of our commitments,” he said. “And I say it’s unreasonable for them to do that. What they ought to be doing as an organisation that is supposed to be assisting Zambia to restructure the economy, they should really be pushing us as Zambia to start harnessing the potential from our export earnings. Zambia is exporting $40 million a day of copper, $1.2 billion a month. Why should we be borrowing from the IMF $1.3 billion when we are producing as a nation $1.2 billion?”


He called for a law that could improve the country’s earnings from copper exports.
“Now, this money may not belong to the Zambian government but belongs to the mining industry. But if a regulation is put in place, and a law put in place, that when the copper is exported to the tune of $1.2 billion, that export earning comes into Zambian banks,” he suggested. “Once it’s in Zambian banks, it can be used by the people of Zambia. Can be used by the government of Zambia while sitting in Zambian banks. But unfortunately, this money is not coming to Zambia. It is going in foreign banks. But we are borrowing from institutions who are also borrowing the same money that would have been in Zambian bank accounts.”
Dodia insisted that Zambia should be talking to China and not to the IMF.


“And if Zambia is talking to the IMF, they should be inviting China to the discussion table to come up with a solution. So, I think the IMF package and the whole IMF support programme is not very meaningful to Zambia. And it is very clear because we have seen that even the Chinese government who are our biggest creditors are saying why is Zambia discussing with the IMF on debt challenges when China is a significant player in this,” said Dodia. “So clearly, we are misguided to follow the IMF than to look at programmes with more resources like copper mining resources that are being exported from the country. Meaning we don’t have access that comes with … export sales. So, in my view, I think that this is something we ought to be thinking about – harnessing export earnings by bringing those export earnings in Zambian banks and allowing Zambians to have access to those earnings to be able to grow the domestic economy.”

SON of the late Geoffrey Hambulo, Mulundu, has appealed to the High Court against the decision of magistrate Felix Kaoma to dismiss the matter in which he dragged Edith Nawakwi to court for holding on to his father’s property and moving farm machinery from his premises in Makeni to her private farm in Chisamba.


Mulundu, on behalf of his siblings, had lodged a complaint against Nawakwi for interfering in the affairs of the estate of his late father.
Nawakwi was facing a charge of intermeddling, contrary to the law.


Particulars of offence were that Nawakwi between December 2021 and January 2022 moved a planter, shearer, folk lifter, cutter and Baileigh from the estate of the late Hambulo to her farm in Chisamba.


She is alleged to have declined to hand over keys to the properties forming part of the estate between January 12, 2022 and January 25 this year and told tenants occupying the flats at her residence on Luwato Road, Roma township Lusaka, to ignore Mulundu and Mweemba’s letters of administration issued by the court so that she could collect rentals.


Nawakwi is on the same dates alleged to have claimed her husband’s farm as her own and verbally abused the administrators.
Nawakwi, whose case was allocated to magistrate Kaoma following the recusal of magistrate Nthandose Chabala, could not take plea as magistrate Kaoma dismissed the complaint on reasons that Mulundu’s confirmation as administrator for his late father’s estate was being challenged before the High Court.


However, according to the notice of appeal, Mulundu seeks to contest the magistrate’s decision before the High Court on four grounds and that other grounds of appeal will be availed to the court upon further perusal of the case record.


According to the grounds of appeal, the appellant argues that under all the circumstances of the case the dismissal of the complaint is unsafe, unsatisfactory and against the weight of evidence.


Mulundu said the trial court misdirected itself in law when it dismissed the complaint on grounds that the complainant ought to be an administrator of the estate in order to sustain the proceedings.


He said magistrate Kaoma wrongly and without any lawful justification found that the complaint was prematurely before court since his appointment as administrator has been opposed.


“The trial court having correctly ruled that the charge be amended misdirected itself in law and facts when it dismissed the complaint instead of staying the proceedings pending litigation in the High Court,” said Mulundu.

Suspended Lusaka lawyer Jonas Zimba has dragged the Attorney General to court over what he alleges as a plot to remove DPP Lillian Siyunyi

SUSPENDED Lusaka lawyer Jonas Zimba has asked the Constitutional Court to nullify the complaint and proceedings before the Judicial Complaints Commission lodged against Director of Public Prosecutions (DPP) Lillian Siyunyi.

And Mr Zimba in his affidavit in support of originating summons filed in the Constitutional Court, wants the court to determine whether the DPP can be subjected to the procedure under the Judicial Code of Conduct Act when she is not a judicial officer.

Mr Zimba has cited Attorney General Mulilo Kabesha in this case.

He also wants the court to determine whether Article 236 of the Constitution as read with Article 180 (7) of the Constitution confers jurisdiction on the JCC to try the DPP for any of the allegations that may be brought against her under Article 181 of the constitution as amended under acts number 2 of 2016.

“By virtue of the reliefs in one and two above, it be declared that the complaint and proceedings before the Judicial Complaints Commission Commission are void ab initio and therefore a nullity,” he said.

Mr Zimba stated that he has followed closely the debate on how the DPP ought to be removed from office.

“There is provision under Article 182 (3) of the Constitution which speaks to the fact that the DPP shall be removed using the same procedure as a judge,” he stated.

Mr Zimba stated that a judge is subject to the Judicial Code of Conduct Act which is Act number 13 of 1999.

He stated that under the said Act, a judge is a judicial officer and this is contained in Section 2 of the said Act.

Mr Zimba therefore, wants the court declare that the complaint and proceedings before the Judicial Complaints Commission against the DPP are void ab initio and therefore a nullity.

The DPP recently entered a nolle prosequi in favour of former Konkola Copper Mines KCM provisional liquidator Milingo Lungu in case he was accused of theft and money laundering involving K4.4 million.

Following his acquittal via a nolle, Mr Lungu was re-arrested and charged with possession of property reasonably suspected of being proceeds of crime.

This development led to a cross section of people to call for the removal of the DPP after she wrote a letter to the Drug Enforcement Commission (DEC) director general, questioning Me Lungu’s re-arrest.

A week ago, civil rights activist Chama Fumba popularly known as Pilato lodged a complaint of incompetence and gross misconduct to the Judicial Complaints Commission (JCC) against Ms Siyunyi.

According to the complaint, Mr Fumba has accused Ms Siyunyi of interfering with the functions of the Drug Enforcement Commission (DEC).

He stated that Ms Siyunyi without consulting the DEC entered a nolle prosequi discontinuing the matter against Mr Lungu.

The Anti-Corruption Commission (ACC) has issued a Gazette Notice No. 604 dated 4th April, 2022 notifying named parties to claim 71 motor vehicles that the Commission has impounded failure to which the said vehicles will be forfeited to the state.

We wish to inform our members and the general public that we are carefully studying the list of the impounded motor vehicles and we shall vehemently contest all seizures of vehicles and any other properties that legitimately belong to the Patriotic Front.

It is important to note that the Law is very clear: no person, institution or authority has a legal right to question a political party to disclose its source of funding,thus we find the action of the Anti- Corruption Commission of Zambia and other investigative wings of Government to continue questioning and harassing members of the Patriotic Front with regards to the funding of the Patriotic Front to be utterly unconstitutional and absolutely ultra-vires.

It is equally strange that out of all the registered political parties in Zambia, only the Patriotic Front is being illegally questioned about its source of campaign funding. Further, only the Patriotic Front is having its properties being confiscated. We wonder why no UPND or any other political party’s vehicles are being impounded as we have not seen any disclosure of how they acquired their vehicles. This is purely a witch-hunt and a gross misapplication of the law.

Honestly, how can anyone think that a Party as big as the Patriotic Front; a Party that has been in existence for more than 20 years; a Party that has been in power for 10 years cannot afford to own a vehicle or a property? What kind of warped thinking is that?

The UPND is using state institutions and abusing state power to try to wipe out the Patriotic Front from Zambia’s political space. They are using and abusing ACC, DEC and other related Government institutions to cripple financially and materially cripple the Patriotic Front and to label and paint the entire party as a criminal and corrupt organisation.

However, we will not cow down or falter in our efforts to pursue justice and reclaim what rightfully belongs to us.

We have a solemn duty to protect and defend democracy and the rule of law and we will do anything within our powers, legally so, to defend and protect the Party and ourselves from this wanton abuse of state power.

Instead of wasting taxpayers’ money and wasting man-hours of the innocent employees at DEC, ACC, Zambia Police and others, the UPND must concentrate on giving honest answers to the Zambian people concerning the Kakubo, Milingo scandals among many others.

This Government of dealers are using the so called fake fight against corruption to try to distract the Zambian people from holding them accountable for their failure to deal with the many economic challenges Zambians are facing under their failed leadership. We challenge the UPND to concentrate on delivering the many promises they made to the people of Zambia and to stop using the Patriotic Front as a cover up for their failures.

I have been wrong before, not one time, many times. I am not scared of being wrong again. As a matter of fact, I grew up believing that my own existence was wrong. Every time I spoke in public, I did so because I wanted to be less wrong not to be correct.

It is not my business to prove people wrong for me to be right. I don’t want to be right simply because the other person is wrong.

My petitioning of the JCC was done with the understanding that the DPP’s office was operating under the influence of external forces which at the time was from Mr. Lungu Milingo’s lawyers.

My argument was and remains that the current DPP misconducted herself when she acted to protect a suspect instead of the Zambian public. I also argued that the current DPP acted on instructions or influence to enter into a nolle in favor of Mr Milingo.

This argument is premised in my understanding that the DPP’s office is an independent office and is insulated from outside influence.

This holder of this office is trusted with the power to represent the interests of the people to an extent that he or she is protected by the law from interference.
The revelations that state house entered into an agreement with a suspect and went ahead to instruct the DPP to enter into a Nolle, is even more worrying because again the DPP has allowed her office to be influenced by state house.

This again is a problem. If the DPP acts on instructions from state house today, what will be our conclusion tomorrow when another Nolle is entered into? What integrity is remaining with the DPP’s office? What will inspire public confidence in that office?

Is the DPP’s office only there to prosecute poor people and not the wealthy? Is the judicial system in this country only to punish the economically punished individuals? If state house and the DPP are quick to cut deals with rich suspects, then what is the option for poor suspects?

We are not scared to defend the institutions of democracy even from state house itself. We are not scared to stand up for the decency of our people whose dreams have been shuttered by corrupt practices in this country. We are not scared to scream at criminals even when our government has surrendered.

The millions of our young people did not vote for them to be fooled by those they trust. We have lost so much already, we are not willing to lose anymore. We have been insulted way too much by those that stole from us, we will not allow anymore of that. We are a bruised people. We will not surrender now not even tomorrow.

If the UPND have decided to cut deals with those that robbed us, we will ignore the UPND and regard them as enemies of the people. If this is the path they have decided, we will do exactly and even more of what we did to the PF. We defend ourselves and our humanly dignity.

Those that are cutting deals with suspects, are doing so in their personal capacities. People voted for change, not of political colors. Democracy should mean more than just changing the names of suspects. If voting doesn’t change our reality, what else will?

We will not relent. We will not surrender. We will not go to sleep. We will do what is within our power to defend ourselves from criminals and from those that are cutting deals and fools us with rhetoric.

The Cost of not moving to Nkwazi House: ZESCO to now spend over K1 million to install standby power unit at Community House

The failure by President Hakainde Hichilema and his family to move to State House will cost ZESCO over K1 million as the financially crippled power unity now has to build a new dedicated power unit to feed Community House with uninterrupted power supply.

An assessment by experts from the security and defence wings recommended that Community House be fed from an independent and dedicated power line to avoid supply disconnections that have occurred in the New Kasama area in the recent past.

The experts stated that President Hichilema and his family cannot be exposed to power cuts as it raises the chances of security breaches.

ZESCO has now been tasked to construct a new dedicated feeder line from the nearest Sub Station in the Lusaka MFEZ to suspend it Community House to guarantee 24/7 supply.

A team of senior Engineers constituted for this assignment recently travelled to ZESCO Israel to shop for materials required to undertake the project.

“The instruction is that Community House be fed separately to avoid the First Family going without power, unfortunately, power cuts are inevitable due to several factors and Community House has suffered a few of such in recent past prompting this action to be fed independently but this is coming at a huge cost,” a source from ZESCO Head office revealed.

He added, “We have a number of Sub Stations servicing Lusaka Division but what is going to happen is that we will build a mini station next to the residence so that we don’t subject the President and his family to the risks that happen when we tap from the main stations for mass distribution, what we are building his a single line just to service Community House like the way State House itself is serviced.”

The source said State House was built and connected to a dedicated line that also services Arakan Barracks and the University Teaching Hospital for security reasons.

“It should be appreciated that there is a reason State House sits where it does today. The City Planners considered a number of factors including the security of the First Family and ZESCO had to build infrastructure dedicated to service State House, in the history of that residence, one can count the number of times power has been cut because of that dedicated installation,” he said.

He added, “The First Family could have their reasons for staying put but the Head of State must consider that as a Corporation, we are now spending on projects that were not even budgeted for, this organisation is bleeding financially and we cannot continue spending money that is not even there.”

The source also wondered why huge amounts of money is being spent on a private property.

“As far as we know, Community House is a private property. As ZESCO, we are now spending public resources building power infrastructure to service it 24/7. What will happen when President Hichilema leaves office? Are we going to decommission the infrastructure at Community House?”

The source also disclosed that currently, there is a team of dedicated Engineers on standby at Kabwata Office 24/7 to respond to any emergencies arising from Community House.

“Before this new infrastructure is set up, we have had to keep a good number of Engineers on standby to respond to anything that might come from Community House and these people have to be paid allowances on top of their salaries, it’s a huge cost to the Corporation and should not be allowed to continue,” the source said.

I know the Anti-Corruption Commission (ACC) plans to arrest me once I avail myself for what they term as tempering with witnesses that I am not even aware of because they have not been called by the courts of law but I am ready for them, former Lusaka province minister, Bowman Lusambo has said.

The ACC said yesterday during a first quarter press briefing said that they have engaged Mr. Lusambo’s lawyers as he had been elusive to avail himself for questioning on other allegations leveled against him.

But Mr. Lusambo who was still out of the country told the Daily Nation in an interview that he was not scared of whatever plans the ACC had laid for him because the witnesses they alleged he tampered with were not known.

Mr. Lusambo said he has never failed to avail himself before the ACC and would not do so this time around because he was ready to defend himself.

Mr. Lusambo said he was not shaken by the said fresh allegations because his biggest allegation was the seizure of his house on accusations that it was built from proceeds of crime.

“The biggest allegation was my house which the ACC seized in absentia. Which other allegations can they fail to tell the nation, they just want to silence political heavy weights like me but there is no one who can silence me, that is not how you deal with Bowman Lusambo,’’ he said.

ACC spokesperson, Queen Chibwe said Mr. Lusambo has been elusive so the commission was making efforts through his lawyers to ensure that he avails himself for questioning.

And Ms. Chibwe has refuted media reports that Mr Lusambo was still occupying his seized house in Lusaka’s Chamber Valley.

She said the reports were not true because Mr Lusambo has had no access to the properties from the time they were seized.

Ms. Chibwe said the implications of the seizure notice served on Mr. Lusambo was that the ACC has taken total control of all the properties until investigations are concluded.

She warned that if Mr Lusambo sneaked into his house, he would be committing an offence and would face the consequences.

“We would like to emphasise that the particular property is now in hands of the ACC and we have placed police officers to man and safeguard them and so no one shall be allowed to enter the promises until investigations are concluded,” she said.

Ms Chibwe also dismissed reports that the ACC sent officers to South Africa in an effort to seize properties suspected to be linked to Mr. Lusambo.

She said the reports are a total fabrication intended to mislead the public and bring the name of the ACC into disrepute.

And Ms Chibwe disclosed that the animals at Mr. Lusambo’ house are unhealthy and would be relocated to a more suitable environment.

She said they were working with the Department of National Parks and Wildlife which examined the wild animals and found that they were unhealthy and needed to be relocated.

“The wild animals include seven Impalas, two Axis Deer, two zebras, two puku and two water bucks,” Ms Chibwe said.

Government Position On DPP Irreconcilable – Isaac Mwanza

The position taken by Government on the Director of Public Prosecutions is irreconcilable and depicts selective interpretation and application of constitutional provisions, says Governance activist Isaac Mwanza.

Justice minister Mulambo Haimbe yesterday said government and State House had no hand in the immunity given to former KCM liquidator Milingo Lungu as Director of Public Prosecutions Lillian Siyunyi acted on her own.

“It is clear that Government is confident that the Judicial Complaints Commission, appointed by the President as Head of Government, will adopt its position and remove the DPP. Government position on the DPP is anchored on the provision of Article 180(7) of the Constitution which makes the DPP not subject to direction and control of any person or authority,” Mwanza stated.

“For Government to conclude based on Article 180(7) that the DPP, who is the Chief Prosecutor for Government, acts unilaterally, without influence from Government is untenable because this same provision exist in the amended Constitution for other constitutional office holders and Commissions yet the decisions by the same offices are influence and entirely adopt the Government position.”

He added: “For example, the Attorney-General, who is the Chief Legal Advisor for Government daily receives instructions from Government, and the Government sees nothing wrong with that even when the Constitution states, in Article 177(4) that: ‘The Attorney-General shall not be subject to the direction or control of a person or an authority in the performance of the Attorney-General’s functions.’”

He stated that Attorney General, who is not subject to control and direction of any person or authority, was himself yesterday at a press briefing in which Government was turning public opinion against its own Chief Prosecutor.

“Since the DPP cannot be sued in own capacity, I wonder then how the Attorney-General can defend the DPP if we attempt to sue the DPP, since the DPP cannot be sued in her own name for official functions,” he stated. “We have lots of Commissions such as the Civil Service Commission, which daily receive instructions from Ministries before they can perform certain functions such as advertising jobs yet the the Constitution, in Article 216(b) states that ‘A Commission shall be independent and not be subject to the control of a person or an authority in the performance of its functions’’.”

Mwanza stated that Government’s position is therefore irreconcilable in view of the amendments made to the Constitution that extended to the Attorney-General and Commissions, a provision which the Constitituon had only applied to the the DPP before amendments.

“The removal of the DPP will then require, in the first place, interpretation of Article 177(4) and 180(7) by the Constitutional Cour as they apply to both the Attorney-General and DPP, both of whom act on behalf of the same Government, one as Chief Legal Advisor and another as Chief Prosecutor,” stated Mwanza.

ARMED robbers raided former Bank of Zambia governor, Christopher Mvunga’s house, looking for money supposedly printed while he was at the Central Bank.

The robbers broke doors to gain entry and tied up the workers demanding access to the man believed to have been printed by Mr Mvunga while he was Bank Governor.
And Mr Mvunga, the former Bank of Zambia governor believes he is being hunted by political enemies after armed robbers raided his house with intentions of allegedly eliminating him because they believed he has money he printed while at the Bank of Zambia.

Mr Mvunga was on Monday night raided by, professional armed robbers who wanted money because “they believe social media reports that I had money printed at the central bank.”

“These people will get me killed over money that I do not have. I don’t have money because I have not been paid,” Mr Mvunga said.

“I resigned, so I was never paid. But these people want me killed by publishing false things,” he complained.

Mr Mvunga said in an interview that he was only saved from an uncertain ending because he was not at home that particular night as he went with his wife who was not feeling well at the farm.

He said that the robbers left all the valuables in the house because they were after the alleged printed money.

He narrated that the robbers told his workers that they wanted the money he had allegedly printed for himself during his time as Bank of Zambia governor.

Mr Mvunga said that the robbers were covered from head to toe in black cloths and gloves and they told his house maid that they wanted him so that they could get the money and kill him.

He said that the people propelling the propaganda that he printed money for himself were just putting his life in danger because everyone thinks that he had a lot of money.

Mr Mvunga said he resigned from his position without getting paid and he wondered why people were spreading rumours that he had a lot of money.

“I don’t have any money on me. I am broke,” he said.

He said he had reported the matter to Bauleni police but it seemed that they were not getting any help from there.

Mr Mvunga said that his life was in danger because of the narrative doing rounds on social media. He has advised the new dawn administration to ask the BoZ if he had printed any money rather than putting his life in danger.

Morever, he said, BoZ has a policy that no money gets printed during an election period.

“With all those systems in place, how can someone believe that one person could get money printed,” he said.

Mr Mvunga explained that the armed robbers broke the doors and tied his workers while demanding to know where he was.

Having failed to find any money, the robbers left and the workers called to alert him.

Meanwhile, Police spokesperson, Rae Hamoonga confirmed receiving the report but could not give details by press time. He said the report was made to Bauleni Police by a guard at Mr Mvunga’s home.- Daily Nation

World Bank Chief David Malpass accuses China of delaying Zambia’s debt restructuring process

President of the World Bank David Malpass has accused China of delaying the debt restructuring process for Zambia.

And Mr. Malpaas has called for a new process for restructuring debt burdens for developing nations amid concerns about a lack of transparency over how much they owe to China.

Mr. Malpass said on Bloomberg Television’s Surveillance Tuesday that it is important for China to get on board for Zambia’s debt talks to move forward.

He said it is in China’s interests to have an improved system, given the prominence of their lending, and noted that Beijing is interested in participating.

“But the system has been one where — that has allowed transparency to go down and down.”

“In many cases, there are non-disclosure clauses in the debt contracts that leave it unclear” that payments are being made “often times to China,” Mr. Malpass said.

“The devil is in the details.”

Mr. Malpass noted that China remains outside of the Paris Club, the main institution where debt-restructuring talks occur.

The Group of 20 is making “some progress” in trying to broaden that out, he said.

G-20 finance chiefs were scheduled to meet later Wednesday.

Among the issues Malpass listed was some countries delaying addressing debt problems until a point of crisis, such as — in the case of Sri Lanka — the need to pay for food.

There’s also an imbalance between what the poorest countries are expected to pay — some $35 billion of debt service this year alone — versus the fresh foreign-aid flows that are coming in, Malpass said.

Among the issues discussed at the Wednesday IMFC session was a call for China to convene a creditors’ committee for Zambia.

“That would be a very helpful step” given how Zambia stopped paying creditors about a year ago, but lacks any pathway to debt resolution now, Mr. Malpass said.

“The world needs to have a resolution process for debt that’s more robust than we have right now and starts earlier,.”

“There really needs to be a change,” he said. “The world was set up under the old debt composition, where China wasn’t a big player,” he said.

The International Monetary and Financial Committee, the main steering panel of the IMF’s member countries, “heavily” discussed the subject of debt resolution at a session on Wednesday morning, Mr. Malpass said.

The meeting is one of a slew that are part of the spring meetings of the World Bank and International Monetary Fund this week in Washington.

“It’s not all transparent as far as what the amounts are” that are owed to China, Mr. Malpass said.

As far as official, government-to-government lending goes — a category that excludes categories such as private-sector bank credit — China now makes up 65% of the total, Mr. Malpass said.

The World Bank chief said “we’re working to avoid” the circumstance where assistance being sent to developing nations simply gets onpassed to China in the form of debt servicing.
