SP RALLY POSTPONED DUE TO HEAVY POLICE PRESENCE

….as party MCC rubbishes the Public Order Act

Socialist Party (SP) Member of the Central Committee Faston Mwale has announced that the much anticipated rally that was supposed to be held in Kitwe today has been postponed due to the heavy presence of the police at the venue who are geared to ensure that it does NOT go on.

The rally was scheduled following a request from Kitwe miners and marketeers who are “fed up with lies from the UPND government.”

Despite the resistance from the New Dawn Adminsitration, people have continued yearning for the message of hope from Dr Fred M’membe.

Scared of their own shadow, the UPND regime, which has lamentably failed to achieve its major campaign promise of fixing the economy has continued abusing the police for their political expedience.

Despite giving an excuse that there wasn’t enough man power to police the rally, close to 200 police officers showed up at the venue today.

Explaining what transpired today, Mr Mwale said “as early as 6:00 hours this morning, the whole field was taken up by the police. There are over 150, or I can say between 150 to 200 police officers who have been deployed to ensure that the rally does not proceed. So, I am informing all members, all sympathizers, all supporters that the rally is not proceeding as planned.”

“As you can see in the background, there are police vehicles, police themselves who have been deployed to ensure that the Socialist Party does not proceed to hold the rally.”

He also blasted the incumbent regime saying what transpired today is the law of the jungle.

“The UPND has intrumentised the police to ensure that democracy doesn’t not thrive. So the Public Order Act has been abused to ensure that democracy does not thrive in Zambia. They are having rallies one day after another but they cannot permit other political parties to hold their rallies,” he said.

“So this is what is happening and it is coming to the fact that we have always stated that the UPND is not fitting into the multiparty political dispensation.”

In 2020 fix, I faced a dilemma at the ballot box, choosing between two major parties: the ‘Parte of Fellows’ and ‘Up N Down.’ My palm TV became my guide through this absurd election season.

Three characters had campaigned heavily: Corn Areas, the former Mini star of Information; Comical Taboo, known for his comical stint as a Porous Secretary; and Ford Car Part, an influential Peer Relator. My palm TV, advised me to make my choice based on these factors:

Up N Down Party:
Their name alone hinted at volatile fuel and dollar rates, favoring the “Ups” (the elite) over the “Downs” (ordinary fellows).
Their “loo of low” only allowed one opposition political rally per year.
Street vendors were forcibly moved without alternative arrangements.
Corruption was rife with the ill-gotten wealth benefiting the elite, and foreigners.
The mining sector at Sugar life and Car Senseless suffered with focus on shares in companies, while neglecting infrastructure development.
Well-connected fertilizer individuals enjoyed lucrative contracts
The celebrated Comical Disbursement of Funds (CDF) was taken over by the Party of Fellows (PF).

Former Ruling Party (Party of Fellows):
Known for connecting with the grassroots and accumulating debt to support their loyal supporters.
They had a pervasive presence and a reputation for unruly behavior, land selling and extortion.
Most of their leaders were cunning lawyers who cleverly used campaign messages of sense (CMS)

After pointing out the absurdities in both parties, my palm TV concluded that the more things changed, the more they stayed the same. It advised voting for a third force. The only snag was that candidates like Fred May Bay, Hurry Car Rubber, Sown Term Ball, and Docked Nervous had failed to raise nomination fees.

Here were two political devils, with their own unique horns of mischief: a song by Ndani Crazy called 2.8 Alebwelelapo was playing from afar!

Police Arrest And Detain 4 Socialist Party Northern Province Leaders

POLICE ARREST AND DETAIN 4 SP NORTHERN PROVINCE LEADERS

Police yesterday arrested and detained four Northern Province Socialist Party leaders in Luwingu.

The Socialist Party leaders, on their way to Luwingu, stopped at in Lubushi Ward, Mpalapata area, of Lunte Constituency to greet and encourage the party Ward leaders.
While there, a known UPND official was seen and heard making calls to the other UPND leaders. Immediately the SP leadership were about to leave Police arrived and picked them.

Those detained are:

  1. Matilda Lungu, SP Northern Province chairperson,
  2. Lwembe Gift, acting Provincial Secretary,
  3. Simuyemba Simon, Provincial Youth Vice Training Coordinator, and
  4. Kennedy Kabwe, Lunte District chairperson.

They were released this afternoon after being charged with “conduct likely to cause the breach of peace”.

What type of multiparty political dispensation is this that Mr Hichilema is trying to establish in this country where the opposition is not allowed to organise its structures; where opposition provincial party leadership is not allowed to meet few district, constituency, ward and branch leaders even indoors?
What type of multiparty democracy is Mr Hichilema trying to establish in Zambia without the freedom to assembly and hold political rallies?

This is certainly not a recipe for multiparty democracy but tyranny and dictatorship. And it must be tenaciously resisted, even in the cool salons of political manipulation.

Under Mr Hichilema, Zambia is hurtling rapidly towards a country with “one leader, one party, one ideology, one media”. Only him and his minions should speak and be listened. Everyone should sing praise to glorious leadership. All of us should do nothing but watch on him on stage performing. This is very dangerous. And we won’t allow it. We struggled for this pluralism, for this multiparty political dispensation. I was personally involved in it with Akashambatwa Mbikusita-Lewanika, Mbita Chitala, Vernon Mwaanga, Edith Nawakwi, among many others dead and alive. Mr Hichilema was not anywhere near this struggle.

The fundamental value we must have is a respect for diversity and acceptance of pluralism. Gone are the days when everyone was supposed to think the same way, belong to the same political party, and support the same programme.

Mr Hichilema is behaving like a Northern Rhodesia colonial governor. Probably even the colonial governor was better than Mr Hichilema because he would allow some rallies of UNIP. In the two years Mr Hichilema has been in power he has not allowed a single opposition rally. It’s only him and his minions who are allowed to hold rallies and party meetings. What type of selfishness is this?
The conduct of this tinpot dictator will soon become embarrassing even to his American, British and European masters.

Luapula Constituency Member of Parliament Hon Chanda Katotobwe has praised Ambassador Anthony Mukwita for writing China in Africa: The Zambian story book saying the writing of the book brings out the very essence of intellectualism which is to document issues.

Hon Katotobwe, who is also Tomorrow Investments Ltd Founder and Board Chairperson, says this thought provoking book initiates discourse, which will brew ideas that blossom and propel development.

Speaking during the launch of the book, the Luapula Constituency lawmaker says the society will often appreciate the pedestals built as a result of this discourse and may even forget the first person who initiated this conversation which poked many minds but posterity will always decorate such intellectuals who leave behind indelible data for the benefit of the future generations.

“Notable publications of Ambassador Anthony Mukwita include: Against all Odds – centered on Edgar Lungu’s humility. This documented humility contributed to ECL’s ascendancy to Zambia’s presidency following the death of late President Michael Sata,” said Hon Katotobwe who was the guest of honor.

“The simplicity which was captured in the book marked Lungu’s presidency against the common expectation and view that a president should be seen to have self-importance. Bees chase family searching for stolen cows in Bulawayo

In a suspected case of witchcraft, a Bulawayo family were last week followed by a swarm of bees while they went out in search of their stolen seven cows that went missing around June 2023.

The family managed to identify some of their cows along Airport Road in the outskirts of the city center last week Friday.

Speaking to CITE, the victim Nyasha Rugube said, together with his wife, he rushed to the plots outside the city when they received a call from the herd boy who had managed to identify some of the cows.

“We lost seven cows around early June and we have been looking for them. We recently managed to locate them around Airport Road. The herd boy identified the cows while he was on his way from the city centre, so we had to quickly rush there,” Rugube said.

“We arrived at the area around Airport Road and managed to identify three of our cows. When we were about to go with the cows, a strong tornado appeared, after that a swarm of bees appeared and we had to run to the car. Some of the bees entered the car but we managed to kill them. We then took our cows and left.”

Rugube said the following day, he had to go back hunting for the person who was heading their cows as he had escaped the previous day upon seeing them.

“The following day I went back to look for the guy who had run away the previous day who was actually heading the cows, we located him and called the police,” Rugube said.

“The owner of the plot is Triffin. She is the one on the clearance document of these cows, but the cows were sold by his son called Oscar. It’s either they are stealing together, or Oscar was using his mother’s papers to get leverage of selling the cows.”

Rugube said the cows were cleared in one of the police stations in the city centre and police managed to arrest Oscar who was hiding in one of the cottages in the plot.

“When we were about to leave the premises heading to the police station, Oscar said he wanted to say goodbye to his children. The police told him there was no one in the main house, but he was adamant that his children were inside the house,” Rugube said.

“One police officer allowed him to go to the house and when we entered the house where Oscar claimed his children were, we saw a swarm of bees on a sofa. The bees didn’t sting us, but we just quickly rushed out. When police asked him about the bees, Oscar told them they were his security team.”

Rugube said he assumed those same bees they saw in the house, were the same ones that chased them.

“So, we assumed that bees we saw the previous day were the same bees which were on the sofa, he didn’t even deny it,” said Rugube.

Meanwhile, Rugube said they managed to get a tip-off that some of their cows were along Solusi road.

“We got a tipoff that the other cows were along Solusi road, we identified two cows in one of the abattoirs there. Upon probing further, those people were forthcoming with information and told us who sold them the cows and everything. One of our cows was also slaughtered there but the seller took the meat and everything,” said Rugube.

He said one cow is still missing and they will continue their search and approach village heads along Solusi road.

Contacted for a comment, Bulawayo Provincial Police Spokesperson Inspector Abednico Ncube confirmed the arrest of a man for stock theft although he could not release more information about his identity.

“Complainant had lost a herd of seven and three were recovered where a suspect was arrested,” said the inspector.

Inspector Ncube said stock thefts cases especially on plots along Nkayi road and Harare Road are being recorded.

Chamisa stuffed CCC with unpopular, filthy rich cronies, says secretary general

SELF-PROCLAIMED Citizens’ Coalition for Change (CCC) secretary general, Sengezo Tshabangu, has labeled the party a clique of self-righteous and filthy rich politicians, who manipulated the candidate selection process ahead of the 2023 harmonised elections.

He warned the imposed and unpopular candidates face ouster at an impending party elective congress.

Tshabangu’s latest affront follows CCC deputy national spokesperson, Gift ‘Ostallos’ Siziba’s terse response Wednesday to a letter he wrote to Speaker of Parliament, Jacob Mudenda, claiming to have recalled Members of Parliament (MPs) whom he alleged were no longer members of CCC.

“…(his) statement is self-serving and seeks to perpetuate undemocratic malpractices… Ostallos was, together with a small group of misguided elements, responsible for manipulating the candidate selection process, undermining internal party democracy.

“This small self-appointed group of party members are responsible for the mess the party seeks to correct now,” said Tshabangu.

“… through congress, the party leaders will be selected in due course and the party Constitution shall be adhered to.

“As the party engages on this noble journey to cleanse itself of undesirable elements and practices, it is disappointing to note some unscrupulous individuals continue to create confusion to the general public, rendering themselves authority to mislead party members and dragging the party into disrepute,” he added.

Tshabangu insisted the chaotic process held on June 18 this year to choose CCC candidates to participate in harmonised elections was fundamentally flawed and money exchanged hands to overturn results produced from an engagement led by the Candidates Independent Selection Panel (CISP).

“Ostallos and his self-appointed friends put aside the list of democratically elected party candidates as announced by CISP.

“They replaced these popular and legitimate candidates with their girlfriends, family members, and virtually anybody who bid highest price for inclusion to this closely knit group of corrupt and now filthy rich individuals.

“Ostallos and his now filthy rich group of friends should be warned, that we are coming for them. We are determined to restore democracy in the party, with the same vigour we seek to bring about democracy in Zimbabwe and indeed in Africa.”

What sparked the latest furore was Tshabangu’s letter to Parliament dated October 3, 2023, purporting to recall CCC MPs alleging they had ceased to be party cadres.

Tshabangu is a former MDC-T and People’s Democratic Party (PDP) official believed to have signed letters that produced CCC double candidates in the just-ended harmonised polls.

Man United legend Sir Alex Ferguson’s beloved wife Cathy dies aged 84

Lady Cathy Ferguson, the wife of former Manchester United manager Sir Alex Ferguson, has died aged 84.

The couple married in 1966, spending 57 years as husband and wife, and had three sons, including Peterborough boss Darren Ferguson.

“We are deeply saddened to confirm the passing yesterday of Lady Cathy Ferguson,” a statement from the Ferguson family said.

“The family asks for privacy at this time.”

Flags at Old Trafford have been lowered to half-mast as a mark of respect, and the men’s and women’s teams will wear black armbands in their fixtures this weekend.

Manchester United said in a statement: “Everyone at Manchester United sends our heartfelt condolences to Sir Alex Ferguson and his family on the passing of Lady Cathy, a beloved wife, mother, sister, grandmother and great-grandmother, and a tower of strength for Sir Alex throughout his career.”

Cathy and Sir Alex, 81, met in 1964 while they were both working at a typewriter factory.

For 27 of their years together Sir Alex was manager of Manchester United, and Cathy is said to have played a key role in persuading him not to retire in 2002.

Writing in his autobiography, Ferguson said she had told him: “One, your health is good. Two, I’m not having you in the house. And three, you’re too young anyway.”

When Sir Alex did announce his retirement 11 years later, he said: “My wife Cathy has been the key figure throughout my career, providing a bedrock of both stability and encouragement.

“Words are not enough to express what this has meant to me.”

Several clubs paid tribute to Cathy on social media.

Manchester City posted on X: “Everyone at Manchester City sends their condolences to Sir Alex Ferguson and his family at this very difficult time.”

Arsenal offered their “heartfelt condolences”, adding: “May Lady Cathy rest in peace.”

Sir Alex’s former club St Mirren said: “Everyone at St Mirren Football Club sends its deepest condolences to Sir Alex Ferguson and family following the sad news of the passing of Lady Cathy Ferguson.”

Aberdeen, another of Sir Alex’s former clubs, also sent their condolences, while Peterborough said: “Everyone at Peterborough United Football Club offers our sincere condolences to Darren Ferguson and his family on the passing of his beloved mother, Lady Cathy.”

“I don’t see myself trying again” – Nadia Nakai gives up on love after AKA death

Rapper Nadia Nakai says she believes that the love train has passed her, after the brutal killing of her boyfriend, South African rapper Kiernan “AKA” Forbes earlier on this year.

Nakai was dating AKA when he was gunned down outside a restaurant in Durban alongside his friend and well-known chef, Tebello “Tibz”’Motsoane.

In a recent interview with US outlet, The Shade Room, Nakai said she believed that she had found the one for her in AKA before he was brutally taken from her.

“I don’t think so, I feel like I’ve found the love of my life, and the devil took him, and honestly, when I look around… when I go into these clubs, and I go into these spaces and I look at the men that are around he was, like, the last of a dying breed for me.

“I feel like guys right now are not about chivalry. They’re not about being the man in the relationship, they are not about leading their household.

“They are not about that stuff anymore, you know… [Some] are okay with their women working their butts off to look after them and themselves. They are just ratchet beings,” she said.

Nadia said she believed AKA was her Prince in shining armor, after a number of failed relationships.

“Unfortunately, I’ve kissed multiple frogs, and then I got my Prince [AKA], and then things changed. So, I don’t see myself trying again. I don’t see it happening.

“But I don’t want to close the doors because I’d like to be open because maybe God still has a plan for me, I’m hoping. But I think God knows my heart because I have these battles where [I’m like], ‘I don’t want it!’

“Then, I’m like, ‘God, please. I don’t want to be alone.’ But, like, also, ‘No, screw this.” Then, ‘God, please, I just want to be able to have kids.’ You know, there’s kind of that battle,” she said.

Nakai also expressed doubts about whether she would even become a mother in future, despite the fact that she wanted a family. The rapper has forged a close relationship with AKA’s daughter, Kairo.

“I do, but I just don’t see how. I would love to have kids. I would love to have my own family set up. I’m alone a lot of the time. When I’m at home, I’m by myself.

“I live alone, it’s just me and my dog. And, if I am not working, I am at home. So, it’s, like, I would love to come home to, like, a situation. You know? But I don’t see that happening,” she said.

Burna Boy’s mother says Afrobeats megastar is still ‘a work in progress’

Burna Boy has had an incredible year. The Nigerian megastar made history as the first African musician to headline a sold-out stadium show in the US, as well as the UK. Meanwhile, his latest album, I Told Them…, shot into the top 10 in charts across the world.

However, according to his mother, Burna Boy has not yet fulfilled his potential.

“I admire the diligence, the hard work but he’s still a work in progress,” Bose Ogulu, who also manages the Afrobeats singer, told the BBC’s Nyasha Michelle.

“There are many more milestones to attain. We need to not just step down and look at what we’ve done, but keep doing more.”

Affectionately dubbed Mama Burna by fans, Ms Ogulu rivals Kardashian matriarch Kris Jenner for the title of ultimate “momager”.

Mama Burna learnt the trade from her own father, who managed late Nigerian icon Fela Kuti. Away from music, she’s also an accomplished businesswoman and linguist.

“I ran a language school for 18 years. I quickly understood the power of languages and the power of culture,” Ms Ogulu, who on Sunday joined the likes of Stormzy, Mohamed Salah and Mo Farah as a Best of Africa award-winner.

In order to manage Burna, Ms Ogulu had to step away from the language school – a decision she says she was confident in making.

“I have known since he was probably 13 or 14 that he was going to be great at something. I had already seen him in the studio, I had already watched him form a high school band,” she said.

“From when he was in JSS3, which I think would be Year 9, we started trading studio time for grades. I would say: ‘OK, if you make a B or an A in this, I’ll pay for studio time during your mid-term’.”

However, she “wasn’t prepared” for Burna Boy to drop out of university in order to pursue his burgeoning music career.

She said: “That was my problem, like ‘OK you can do this, but you’re almost there. How about you just finish this degree programme’.

“That’s where the African in me came out. Together his father, my father and I sat down and told him the consequences of doing it his way and he was like: ‘That’s fine’.”

Burna Boy has since won a Grammy and toured the world with his music, so the gamble has clearly paid off.

So where do the mother-son duo go from here?

“If we’re doing four stadiums, let’s do 10,” Ms Ogulu said.

“There’s always a higher level to get to – and that should be our focus.”

Teachers to take Mnangagwa to court over his unilateral legislative agenda

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) is planning to drag President Emmerson Mnangagwa to court for failing to include amendments to the Public Service Act (PSA) in his legislative agenda announced on Tuesday this week during the official opening of the 10th Parliament.

Mnangagwa, in his State of the Nation Address, said that 17 bills would be tabled for debate while four other pieces of “obsolete” legislation would be repealed.

The current PSA which restricts civil servants’ collective bargaining efforts for their wages and working conditions was left out.

Under the PSA section 19 civil servants are restricted to take industrial action if they are not satisfied with wages and their working conditions.

ARTUZ leader Obert Masaraure said the act infringes on civil servants’ right to to call for better livelihood. Against this background, the union has already initiated legal proceedings to challenge the current PSA.

“We will not allow the government to continue violating our constitutional rights,” Masaraure said.

“The Public Service Act currently on strike, doesn’t provide for collective bargaining and doesn’t capture the right to a fair wage.

“All these rights clearly captured in the 2013 Constitution particularly section 65,” added Masaraure.

Last year in February, the government threatened to fire striking teachers if they failed to return to work.

Masaraure further castigated the government’s ultimatum and 20% salary increase advocating for a need to set up a collective bargaining legislative mechanism which guaranteed they received satisfactory salaries and working conditions.

“As things stand, employers unilaterally fix conditions of service without going through collective bargaining.

“We will fight tooth and nail for the right to collectively bargain and we will leave no stone unturned and no turn unstoned.

“We will force the issue onto the legislative agenda, until we achieve our goal.

“We can’t afford 5 more years of poverty,” said Masaraure.

The union’s decision to take legal action is a significant escalation of the dispute over collective bargaining rights.

If ARTUZ is successful in its legal challenge, it could have far-reaching implications for civil servants across Zimbabwe.

It would mean that civil servants would finally have a legal binding voice in determining their own wages and working conditions.

For years, teachers have been calling for an improvement of their wages due to inflation which has taken a toll on Zimbabwe’s ZWL currency. They want to be exclusively paid in the stable United States dollar.

But the government remained adamant and continues to pay them in through the volatile currency.

African Development Bank head Adesina receives Gambia’s highest national honour

The Gambia’s President Adama Barrow has conferred his country’s highest national award, the Grand Commander of the Order of the Republic of The Gambia, on African Development Bank Group President, Dr. Akinwumi Adesina.

The honour is in recognition of Adesina’s leadership role and contributions to development in The Gambia and Africa.

President Barrow bestowed him with the honour during a ceremony held in Soma on Monday. Adesina was on an official visit to the West African nation, the first by an African Development Bank president since The Gambia joined the Bank Group nearly 50 years ago.

The official citation recognised Adesina’s leadership in increasing the Bank’s share capital from $93 billion to $208 billion in 2019, the highest in the Bank’s history since its inception in 1964; financial innovations; enhancing the Bank’s effectiveness and impact; his innovative and transformational policies as Nigeria’s former Minister of Agriculture, including the introduction of an electronic wallet for farmers and the effective ending of corruption in the country’s fertiliser sector.

The citation noted that in 2022, the African Development Bank was ranked the Best Multilateral Financial Institution in the world by Global Finance; and the Most Transparent Financial Institution in the world by ‘Publish What You Fund,’ for its sovereign operations.

The citation also commended the Bank-convened 2023 Feed Africa Summit which brought together 34 Heads of State and Government, development partners, global and regional private sector players, and farmers for transformative actions for food self-sufficiency in Africa. The summit, co-hosted by the Senegalese government, mobilized more than $70 billion to-date.

In his acceptance speech, Adesina said, “Sometimes, I wonder what I have done to deserve such an award. The honour you have bestowed on me is not just personal. It reflects the long partnership that the Bank has had with The Gambia.”

“My life is useful only to the extent that it helps improve the lives of others. Nothing more,” Adesina told The Gambian government, “The African Development Bank will stand beside you, be around you, and support you strongly, and we will continue to see the fruits of our marriage.”

Adesina, a 2017 World Food Prize Laureate, recalled working as a rice researcher in The Gambia and said the Bank would support the country in its ambition to become self-sufficient in rice.

The Bank Group has committed $32.4 million to an ongoing programme to boost rice value chains, aiming to produce 200,000 additional tonnes of paddy rice by 2028 and reduce imports to zero.

In recent years, the African Development Bank Group has funded several projects in The Gambia. Forbes has released its annual list of the 400 wealthiest people in the United States of America. Last year, America’s richest collectively lost $500 billion but they have gained it all back.

They are now collectively worth $4.5 trillion, according to Forbes, tying a record set in 2021. The business magazine explained that half of the gains were a result of rebounding technology stocks. Net worths were calculated using stock prices from September 8, 2023.

Only three Black men made The Forbes 400 list: Robert F. Smith, David Steward and Michael Jordan. There was no Black woman on the list.

Ranked number 89, Smith stands out as the wealthiest Black person in America with an estimated net worth of $9.2 billion. Smith founded the private equity firm, Vista Equity Partners, in 2000, which focuses exclusively on investing in software companies. The Denver native and philanthropist made headlines when he paid off the student debts of Morehouse’s graduating class in 2019.

Forbes estimated Steward’s net worth at $7.6 billion, putting him in 121st position on the list. The self-made billionaire started his entrepreneurial journey from a humble background and worked his way up the ladder to become successful. Born in Chicago in 1951, Steward grew up in segregation with his seven siblings, and at one point, he was the only Black boy in his school. His father worked as a janitor, mechanic, and trash collector.

He founded IT provider World Wide Technology (WWT) with a shoestring budget and with seven employees. Today, the company is one of the largest Black-owned IT providers in the U.S. with more than 20 locations across the world. The company provides services for both the American government and private organizations.

WWT notes that it has more than 8,000 employees and generates more than $14.5 billion in annual revenue, according to Bloomberg. The technology services provider specializes in cloud capabilities, data center, and virtualization, security, mobility, and networking technologies along with voice, video, and collaboration solutions.

Steward is also the founder of Kingdom Capital, a values-driven private investment firm with a focus on early-stage companies with technology-based health and medical solutions. What is more, the billionaire is also the author of two books — Doing Business by The Good Book, published in 2004, and Leadership by the Good Book, published in 2020.

Jordan ranked 379 on the list with an estimated net worth of $3 billion, according to Forbes. He joined The Forbes 400 following the sale of his stake in the Charlotte Hornets. This has seen his net worth hit $3 billion, up from $1.7 billion, according to Forbes, making him the richest basketball player of all time.

Jordan’s arrival on The Forbes 400 makes it the first time a professional athlete has ranked among America’s wealthiest individuals.

A Palestinian businessman was yesterday shot dead by two assassins riding a motorbike in a movie-style Cape Town gunfight.

Authorities have identified the man as Shafiq Nasser, aged 38. He owns several businesses, including Naser Constructions. The two assailants gunned him down near the intersection of Bosmansdam and Omuramba Roads in Cape Town’s Montague Gardens area. Nasser had returned from a trip abroad on 3 October 2023 in the evening. The assassins ambushed and killed him while he was going to a business meeting.

Surveillance footage showed two men on a motorbike stopping beside his Mercedes G-Wagon at a traffic light. When the light turned green, they executed a U-turn, pulled up next to the vehicle, and opened fire on Nasser. The businessman took out his firearm, and a gunfight ensued, spanning over 500 meters.

Nasser sustained gunshot wounds to his head and cheek during the gunshot exchange. At the time of the incident, the police found him with a substantial amount of money, which he had reportedly withdrawn from a bank before the attack.

In a video trending on social media, the tragic scene looked like an action movie set. The nasty gunfight between Nasser and the two assassins on a bike resulted in a multiple-car accident on the road. Nasser’s black Mercedes-Benz collided with a small truck and two other cars and overturned.

Hon Nakacinda said there is hunger in certain parts of the country due to shortage of food.

Meanwhile, Hon Nakacinda said he does not expect Vedanta Resources to change its ways once it assumes operations at Konkola Copper Mines.

He said “You can change someone geographically, but you cannot change who they are”.

Hon Nakacinda said the perfect example of such a scenario is President Hakainde Hichilema and his UPND Government.

“Zambia is a perfect example as the country changed the location of President Hakainde Hichilema whose history is known since privatisation into State House. It has only amplified who he was.

One of the reasons why we have had disaster in the Agriculture sector is because of wanting to have short cuts undertaken in terms of procurement and proceeses. I can tell you that two three seasons, we have had a tender process in the Agriculture sector in terms of procuring inputs and so on cancelled several times, only to end up with single sourcing. Those who were contracted, you can trace them to the people who are in power,” he said.

And Hon Nakacinda is taken aback with what he termed as fraudulent awarding of money to people connected to the UPND.

He said what is transpiring is tolerating daylight robbery of resources.

“Look at how they are awarding themselves money fraudulently , there are cases that were stopped by a nolle, a nolle implies that a matter has not really been concluded, there is no court that has pronounced the matter either by acquital or otherwise, but an attorney general is forced to sign a consent Judgement. We are here as the Zambian people tolerating daylight robbery.

We have the Constitutional court that pronounced itself that the removal of Mutembo Nchito was properly undertaken. How can the Attorney General want to overrule the decision by the Constitutional court. I will be surprised if Mr Nchito will want to receive that money because it stinks corruption. Do we have honest people or we have people who want to look everything through their corruption,” he said.

Tayali gives State 7-day ultimatum to recover Lungu’s benefits

ECONOMIC and Equity Party leader Chilufya Tayali has asked government to stop paying former president Edgar Lungu his retirement benefits until he states his position on whether he is engaged in active politics or not.

Tayali has given government a seven-day ultimatum to reclaim all the money paid to Lungu as part of his retirement package for participating in politics after he tumbled in the presidential race and his resignation as captain of the sunken PF boat.

According to a letter addressed to the Attorney general Mulilo Kabesha by Tayali’s lawyer Joseph Chirwa dated October 4, 2023, the EEP leader is aggrieved that the office of the Secretary to the Cabinet is promoting an illegality by paying Lungu when he has trashed his statesmanship.

“The office of the secretary to the cabinet has failed to discharge its duties as it has continued to facilitate an illegality in contravention with the Act on benefits of former Presidents,” Chirwa said.

“Our client is of the firm view that this amounts either to dereliction of duty and/or breach of statutory duty as the law is clear that Former Presidents who are politically active should not access their benefits.”

Tayali said Lungu’s participation in politics after his resignation as PF president in 2021, has been confirmed by several members of the PF central committee that he is still party president as they did not accept his resignation.

“The said MCCs have insisted that Lungu was and is still Party President for the PF. Judicial notice may also be had that in defence to several suits against the current top PF leadership, the PF has insisted that there is no vacancy in the office of the party president as Lungu was and is still its President until he hands over power at its (PF)elective General Conference,” Chirwa said.

“In the same vein, our client insists that entries at the office of the Registrar of Societies in respect to the leadership of the PF remain unchanged and show that Lungu was and is still Party President. This is corroborative evidence supporting the statements by MCCs individually and severally as a Central Committee that President Lungu was and is still PF President.”

He further stated that submissions in court documents in litigation involving the PF also indicated that Lungu is still steering the PF boat.

He admitted the soaring cost of living, but expressed hope owing to the fact that President Hichilema acknowledged the situation and that his government has revealed all plans and programmes put in place to improve maize production.

Meanwhile Mr Mulemwa said the teacher and health worker’s recruitment, free education policy, Community Development fund, increased social cash transfer , payment of pending retirees and empowerment programmes government put in place, have assisted to mitigate against poverty levels while he rebuilds the economy and brings in investors.

“Take the much-talked-about increased CDF, which has not only turned the local communities into a hive of activities, transforming many people’s lives, creating life-saving skills training, local-based jobs, and business opportunities, but also turned local communities in construction sites because of the ongoing massive infrastructure developmental projects being rolled out across the country,” he said.

He challenged the opposition to look back and look at the times when opposition and Zambians were not free to speak out because cadres would pounce on them.

“Zambians are enjoying more freedom of expression now and the media are free to feature opposition political party members without facing any harassment from either cadres or Police.“ said Mr Mulemwa.

Meanwhile, Mr Mulemwa has described President Hichilema, as a visionary and focused leader, who has not been moved with opposition rhetoric hate and accusation against him.

Cop involved in Senzo Meyiwa case withheld crucial evidence for years

A police officer called in to testify this week, allegedly withheld evidence that placed the men suspected of killing slain South African footballer Senzo Meyiwa at the scene of the crime for ‘four or five years’, denying crucial information to investigators that have been trying to solve the case for the past decade.

Muzikawukhulelwa (Muzi) Sthemba Sibiya, Bongani Sandiso Ntanzi, Mthobisi Prince Mncube, Mthokoziseni Maphisa and Sifisokuhle Nkani Ntuli are standing trial for premeditated murder, attempted murder, robbery with aggravating circumstances, possession of firearms without a licence and possession of ammunition.

Police constable Sizwe Skhumbuzo Zungu came under scrutiny this week for allegedly withholding information which could have helped solve Meyiwa’s murder much earlier.

Zungu reportedly saw two of the suspects carrying guns on the day of Meyiwa’s murder but did not affect an arrest or report the incident.

Despite a meeting with his commander, General Vincent Leshabane, who said he would conduct his own investigations into Meyiwa’s killing, in 2018 or 2019, Zungu did not disclose any information on the suspects, as he did not believe they had committed the murder.

While cross-examining Zungu, defence lawyer Advocate Zandile Mshololo focused on a Zungu had with police officers Colonel Joyce Buthelezi and Warrant Officer Meshack Makhubo.

Zungu disclosed that he had not divulged anything as his superiors seemed focused on Kelly Khumalo’s family.

“What did you tell Colonel Buthelezi? Did you tell what transpired on the 26th? That’s what I want to know,” Mshololo said.

“Colonel Buthelezi did not ask me a lot about the suspects… her emphasis was more on the Khumalo family. I said to her I’m not related to Khumalos and that they are unknown to me,” Zungu responded.

“Did you tell Colonel Buthelezi that you had important information about the suspects in this matter?” Mshololo asked.

“I told her that I knew the suspects. She did not ask about the description… there isn’t much that I relayed to her. Colonel Buthelezi didn’t have much interest in the suspects but she had the inclination to ask me about the Khumalo family,” Zungu said.

With the case once again postponed, Zungu’s cross-examination is set to continue on Monday, with time granted for the defence to access information from one of the accused’s phones and prepare for a new witness to take the stand.

The Senzo Meyiwa trial has been subject to a number of postponements over the last few years.

Only this year, the trial, which resumed this week after another lengthy layoff, has been postponed for a judge falling sick, the defence requesting all photographs gleaned by law enforcement officers and the unavailability of legal representatives involved in the case.

LUSAKA – President Hakainde Hichilema has challenged Africa to invest in Digital Transformation for economic growth.

President Hiichilema said African countries should not just invest in digital transformation but also accelerate the digitalization agenda.

He said that investing and accelerating digital transformation has potential to propel economic development not only to the African continent but beyond.

He noted that if African leaders can acknowledge the importance and the value that digital transformation has to an economy, it will allow people to work longer hours thereby improving economic growth.

President Hichilema said this when he officially opened the 2023 Digital Government Africa Summit in Lusaka which is being held under the theme: Transforming governments for the digital age.

Mr Hichilema however, disputed statements that embracing digitalization will bring about job losses.

He acknowledged that some jobs will be affected but that this will spur economic growth where people will be working from 08 hours to 24 hours as opposed to the old way of working hours from 08: 00hours to 17: 00hours.

“ Dear delegates, I have a number of examples that I can give on how Zambia has transformed by using technology. We have one Open Border Post here in Zambia which had difficulties in clearing some trucks. I must mention that after installing and embracing new technology there, we clear more trucks than we expected. President Hichilema stated.

Mr Hichilema said embracing technology will help reduce inefficiencies that come with digital challenges.

President Hichilema also urged African leaders to also find ways and means of embracing technology especially on road blocks unlike doing it manually where police officers physically inspect vehicles.

He said physical checkups of the vehicles on road blocks delays traffic thereby slows productivity hence the need for technology to be developed for road blocks.

And Tony Blair Institute for Global Change Executive Chairperson, has urged African leaders to be innovative, focused and determined if a digital transformed Africa is to be achieved.

Mr Blair who is also United Kingdom former prime minister said Africa should also draw and come up with a workable implementation plan for the digital agenda.

He said a strong digital infrastructure and identity is paramount in the effective implementation of digitalization.

Mr Blair urged African leaders to take advantage of the youths and involve them to help offer different innovation ideas in line with digital transformation.

“Africa has vibrant youths who are innovative. Please give them a chance and utilize them. Am telling you they will offer and share ideas that will help develop a digitally advanced Africa,” Mr Blair stated.

Speaking at the same event, Minister of Technology and Science Felix Mutati announced that Zambia has effective October 5 gone live on Starlink, a license that will offer improved internet services in the country.

Mr Mutati said Starlink will help close the digital gap that exists between the urban and the rural areas in the country.

Meanwhile, Home Affairs Minister Jack Mwiimbu said from the time the summit commenced yesterday, many agreements were derived pertaining to digital governance.

Mr Mwiimbu said the delegates agreed that collaboration and partnerships with different private sectors should be embraced if Africa is to be digitally transformed.

He said delegates also agreed that digital literacy programs should also be implemented for the citizens to be well informed of the importance of technology especially for those in the rural areas.

And Smart Zambia National Coordinator Percy Chinyama said over 40 countries have been represented at the summit.

Mr Chinyama said going forward delegates discussed that more bilateral and multilateral meetings in line with digital transformation should be held in order to foster digital transformation in Africa.

Famed music producer Dr. Dre was on the cusp of quitting music while making his classic album The Chronic, according to an excerpt from the book The Streets Win: 50 Years of Hip-Hop Greatness, released on Oct. 3.

According to Rock the Bells, legendary hip-hop recording artist LL Cool J coauthored the new tome, which contains stories from esteemed hip-hop artists who have made their mark over the past 50 years of hip-hop. The book contains anecdotes from MC Lyte, Grandmaster Flash, Big Daddy Kane, Slick Rick, KRS-One, Nas, and many others. One that stands out is the story of Andre Young, aka Dr. Dre, almost giving up his career in the early 1990s due to issues he was facing at that time.

This moment took place while he was just getting started on his solo project The Chronic and was fighting with N.W.A member Eazy-E and his former manager, Jerry Heller. Dre had already exited the famed group, having been the second person to leave after Ice Cube left in a dispute over money. Cube broke out with a successful project, AmeriKKKa’s Most Wanted, and Dre was prepping to become a solo success as well.

“In 1992, I had just bought a new house. Eazy-E and Jerry Heller were trying to starve me out and refused to pay the money they owed me. I was driving on the 101 freeway headed to the studio and, on that drive, I was thinking about quitting. I had been working on music for ‘The Chronic’ for at least a month, and everything I was doing either sounded like what I had already done or not as good as what I had already done. “A week later, I started making the best music I had ever made. That moment was crucial to helping me solidify my determination to be a success. It also confirmed that I possessed everything I needed, and all I had to do was stay patient and persistent. If I had listened to that little thing that told me to quit, my entire life would be different now,” he recalled.

A domestic affairs manager, also known as housewife, of Lusaka has been made to dance to the bitter music of justice after she was fined K3000 for insulting her husband’s admirer.

For her mischief, Ruth Banda, who is just one birthday away from being 40 years old, has raked up a hefty bill of K3000 in the Lusaka Boma Court which she will pay her husband’s alleged girlfriend.

As heard before court, the source of Ruth’s trouble was her mouth which, instead of using it for to produce bedroom music for beloved husband, instead chose to misuse it by insulting any woman who dared to look at him.

Specifically in this matter, Ruth found her husband at a local corner bar in Chaisa sipping his cold Castle Lite as the barlady, Maureen Phiri, 27 looked on.

However, what annoyed Ruth was that Barlady Maureen was throwing ‘tupendelo’ bottle tops at her husband as if to encourage him to swallow his beer with smiles.

Without hesitation, Ruth burst into a hot temper and baptised the barlady in an ocean of insults alleging that she was nothing but a commercial sexual practitioner who wanted to win over husband with ‘tupendelo’ love.

The insults did not sit well with barlady Maureen who sued Ruth for compensation over insults.

Testifying as witness in favour of his wife in the matter, Noah Shikita, 48 who is a driver confirmed that Maureen indeed had feelings for him and would throw items at him to attract his attention.

“This woman likes me, that’s why there’s all this, mostly when my wife starts shouting at her I leave the market and I just get reports from family members,” he said.

After hearing both parties, Magistrate Lombe Chibesakunda condemned Ruth to pay Maureen on the basis that, while she may have legitimate complaints over husband’s ‘tupendelo’ friendship with the barlady, she had no right to insult her.

Gospel singer Pompi says he avoids sharing his private life online because it can be toxic.
Pompi also says he is enjoying fatherhood amidst his souring musical career.

In an interview with Diamond TV’s Chimweka for On The Table, the ‘Polepole’ star says he is a proud father, who has set important boundaries meant to safeguard his parental and marital principles in order to keep his marriage healthy.

“It’s family first, we don’t feel entitled to share our lives with the public because we didnt marry the public and also for mental health and health of family, when you open up your home to the public too much it can become toxic and they start to throw their opinions and start giving you marriage counseling on Facebook,”.

He says he is grateful and blessed to be a parent and enjoys his new title as a father with his wife Esther and baby equally doing very well.

When it comes to international musical travels, Pompi says he has equally created boundaries, and does not stay out of the country for more than 5 days, in order to strike a healthy balance between work and family.

“Family is a priority for me, everything else follows so it’s those clear boundaries that help”, Pompi says, with emphasis that as a man, one has to make sure that he is working with the sound mind.

When he featured recently on Diamond TV, pompi explained that it is important for him to also give Esther the room so that she has time with the baby, and also to heal from the whole experience as going immediately back to the industry is demanding.

“Of course she will be doing what she needs to do especially that she is a media personality but for both of us, family comes first before anything else” he further shares.

Pompi feels opening up to the public beyond a certain boundary can become too toxic and can invite varying public opinions inform of marriage counseling on Facebook.

He explains that Esther’s pregnancy was not even planned to be kept away from the public, but justified that not everything is suppose to be posted or shared, but appreciated his family and the media for respecting their privacy.

“What’s crazy is what us as gospel artist have grown to accept, we have accepted that we are not going to flash achievements because we want a place of equality, aspiration in regards to principles of your life and how it’s lived” he further explains.

He has appreciated his fellow Gospel artist, Ephraim who he says despite tremendous achievements, does not boast on social media.

He says Ephraim despite being an industry giant who takes his whole family to Disney Land ,for example,will never post such for the public eye.

“We have just accepted that we can’t package ourselves in that way and sell that but it’s fine, at the end of the day, we just make sure that the standard is set and the truth eventually just always finds a way to come out” he notes.

Pompi has also shared his disappointment about failure to get support or accolades for certain achievements.

He recalls that despite calling the media to celebrate an amazing achievement, when his wife Esther came back after sharing a stage with American band , Cold Play, only two media channels showed up to give support.

Plot to recall CCC MPs as “Zanu-PF launches crude hunt for 2/3 majority”

A former MDC-T Matabeleland North provincial chairperson and PDP official Sengezo Tshabangu, believed to have signed letters that produced opposition Citizens Coalition for Change (CCC) double candidates during elections claiming he was the party’s interim Secretary General, has written to the Speaker of Parliament and Local Government Minister purporting to recall CCC MPs and councillors.

While the CCC has no structures, Tshabangu is claiming to be the party’s Interim Secretary General and intends to recall 15 CCC MPs and 17 councillors.

The ruling Zanu-PF, in the 2023 harmonised general elections, failed to achieve the two-thirds majority it sought in Parliament, winning 136 of the 209 National Assembly seats contested, with the CCC managing 73.

The CCC performed better than in the 2018 election when it contested as the MDC Alliance as it gained 10 more elected seats while Zanu PF lost nine.

Zanu-PF, in 2018 garnered 145 seats, gaining a two-thirds majority against the then-MDC Alliance’s 63 seats.

The CCC has however advised the public to disregard Tshabangu’s letter. The party further advised its MPs and councillors to continue to discharge their responsibilities.

“It has come to the attention of the Citizens Coalition for Change that there are letters purportedly written by a person designating himself as interim secretary General circulating on social media claiming that the Citizens’ Movement has recalled named councillors and members of Parliament.

“Members of the public are advised to disregard these with the contempt they deserve. The CCC party has neither recalled nor does it intend to recall any of its recently elected deployees.

The purported author of the two letters, Sengezo Tshabangu is not and has never been a member or official of the CCC party since its inception. He’s last known parties are MDCT and PDP.

“He is renowned for being the proxy of fielding fake CCC double candidates in Bulawayo and Matebeleland North. The Citizens’ Movement is taking action against this impostor and all his contacts.

“This deplorable behavior by Zanu PF is a response to their defeat in 2023 and rejection by Zimbabwe and a pathetic attempt to respond to the exercise of our freedom of association in not attending the official opening of parliament yesterday (03 October 2023).

“Meanwhile, our deployees in local authorities and Parliament should continue to discharge their responsibilities as mandated by the electorate in the just ended elections.”

Exiled former cabinet Minister Walter Mzembi believes that Tshabangu is being sent by Zanu-PF to help the ruling party to achieve the two thirds majority they craved in Parliament.

“The cruel and crude hunt for a 2/3 majority begins. It will take all forms, shapes and modes. Be careful where you eat what you eat, watch your rearview mirrors, be super careful on the road, who you date and sleep with, this is in addition to these recalls,” he said.

Zanu-PF wants a two thirds majority in order to pass laws and critical decisions without the approval of the opposition.

Its thought this will also allow President Emmerson Mnangagwa to amend the constitution to allow him to run for a third 5-year term.

SELF-EXILED former Zanu-PF national political commissar Saviour Kasukuwere claims President Emmerson Mnangagwa’s administration is out to grab his ConCorpia Farm in Mazowe, Mashonaland Central province, following a foiled bid to contest for presidency in the just-ended harmonised elections.

Kasukuwere, who has sought refuge in neighbouring South Africa since the November 2017 coup which toppled long-time ruler Robert Mugabe, claims his properties are being targeted for takeover by government.

He claims a recent “suspicious” veld fire which razed a citrus plantation at the farm was part of efforts to force him out of the property.

Kasukuwere is currently locked in a bitter legal wrangle over ownership of the farm with a war veteran identified as Ephanos Madzimunyi who has “invaded” the property.

The former Cabinet minister also accuses police of refusing to enforce an eviction order granted by the High Court.

But national police spokesperson Assistant Commissioner Paul Nyathi last week said they were not aware of the alleged arson.

“I am not aware of what you are asking and what has been happening,” he said.

However, Kasukuwere’s spokesperson Jaqueline Sande said the inferno was a result of lawlessness and failure by government to uphold the rule of law.

“The burning of that property is a result of the lawlessness and failure of Mnangagwa’s government to uphold the rule of law,” she said.

Sande also confirmed the invasion of the farm by an unlawful occupant who is currently occupying a portion of the citrus plantation.

“He has made it very difficult for operations to continue and there is failure to maintain the place he has occupied which has resulted in the burning of the entire citrus plantation.

Sande also said Zesa cables, electric polls and the irrigation equipment were destroyed while the entire citrus crop was lost to the fire.

“This is a direct result of the failure by Mnangagwa’s government to uphold the rule of law and enforce the court order which ordered the unlawful occupant to vacate the premises.

“When president Kasukuwere tried to enforce the court order through the Messenger of Court, the office did not get the support from the police that is required in order to evict this man, who is violent, and who has got weapons on him at all times.

“As a result he has continued to occupy that portion of the land to destroy and in the end that is how the fire erupted and caused the damage to all the property on the premises.

“The Bindura police refused to enforce this order, in spite of this order having been issued by the High Court. So if orders are to be ignored, it shows that there is impunity and there is lawlessness in the country,” she said.

Kasukuwere was barred from contesting as an independent presidential candidate in the August 23 harmonised elections.

His appeal at the Supreme Court was also unsuccessful.

‘A man is a man and a woman is a woman’ – Sunak goes after trans community in UK

In June, PinkNews, a British news outlet specializing in LGBTQ+ coverage, accused Sunak of ridiculing trans women. The outlet released what it claimed was a surreptitiously recorded video of the prime minister engaged in a conversation with conservative MPs.

In the video, a man purported to be Sunak is heard making a jest about Liberal Democrats party leader Ed Davey, suggesting that he has been occupied with trying to “persuade everyone that women unquestionably possess male anatomy.”

“You all know I’m a big fan of everybody studying maths at 18, but it turns out that we need to focus on biology,” the man in the video said.

A spokesperson for the prime minister defended those comments, saying it was “a joke aimed at a political opponent rather than a specific group.”

“We now have a British government and a prime minister that has said that it doesn’t recognize trans people,” Willoughby said. “If you don’t acknowledge a group of people exist, then obviously that group of people don’t have rights.”

More than 2,800 potential transgender hate crimes were reported between September 2001 and February 2022, according to data from the Metropolitan Police Service in Greater London. The number of reported incidents significantly increased starting in the mid-2010s, jumping from 75 incidents in 2013 to 428 in 2021.

Sisi of Egypt faces an unexpected electoral challenge

Egyptians are really interested and caught up in the exciting beginning of their country’s presidential election campaign, which started earlier than expected.

He also said that everyday Egyptians have had a hard time registering their support for his candidacy at public notary offices. Some people say that they were assaulted by supporters of the government.

People who want to run for office need either the support of 25,000 signatures from people in 15 different areas, or the support of 20 Members of Parliament who are likely to vote for Mr Sisi.

He won the presidential elections in both 2014 and 2018 with 97% of the vote. In 2019, the constitution was changed to allow him to stay in power for two more years and run for a third term. People voted and agreed on this change.

Mr Sisi’s time as leader has involved stopping the Muslim Brotherhood completely. They were previously the strongest opposition group in the country, but their leaders are now imprisoned or living outside of Egypt.

Activists say that many people who criticize the government have been put in jail. Most of them are Islamists, but there are also non-religious activists, including many who were involved in the 2011 uprising that removed President Hosni Mubarak from power.

Mr Sisi used to be viewed as someone who would bring stability to Egypt after a long period of trouble, and he was able to show himself as a powerful leader. But, he has become less popular as the country’s economic problems have gotten worse.

Egypt, which relies on importing a lot of wheat, was severely affected by the consequences of the war in Ukraine after struggling with financial difficulties for many years. The value of the currency has decreased three times since the beginning of last year, and it has lost more than half of its value compared to the dollar. In August, prices increased a lot, almost 40%.

The president has been saying in his speeches that this year’s election is an opportunity to start over and make new beginnings. “We are about to start a new government that aims to finish the process of keeping the state alive and reconstruct it based on modern principles and democracy,” he announced.

Mauritius court declares gay sex legal

This decision is made when there is more hate towards gay people and stricter laws against them in some African countries.

Uganda’s President Yoweri Museveni signed a law in May that is against homosexuals. This law says that people who have sex with children or rape someone will be punished with death.

Many people in Uganda and other African countries believe that homosexuality is not a part of their African culture and goes against their religious beliefs.

This case in Mauritius was brought by Abdool Ridwan Firaas Ah Seek. He argued that the law against same-sex relationships violated his basic rights, such as the right to freedom.

The highest court in Mauritius said that the law was not based on the beliefs and customs of the indigenous people of Mauritius, but was instead passed down from British colonial rule.

The judges said that the decision to implement this was not based on what the people wanted, but was forced upon Mauritius and other colonies by the British government.

This decision means that individuals cannot be arrested for engaging in gay sex anymore, but the law still needs to be officially removed by the parliament in order to make it legally accepted.

In legal documents, the state said it wasn’t being unkind to the LGBT community, but the laws can only be changed by parliament when society is ready for it.

Mauritius became independent in 1968, but continued to prohibit gay sex.

Religious groups are strongly against getting rid of it.

Abdool Ridwan Firaas Ah Seek stated that the decision would allow upcoming generations in Mauritius to comfortably and openly accept their sexuality without the worry of being taken into custody.

The Human Dignity Trust (HDT) stated that it brings an end to over a hundred years of discrimination against LGBT individuals in Mauritius.

The ruling told African countries that still make same-sex relationships illegal to get rid of these laws.

In Mauritius, the law says that having gay sex can lead to being put in jail for up to five years. However, the HDT says that this law is mostly not followed anymore.

There are 64 countries around the world where being gay is against the law, and almost half of them are in Africa.

Student who ‘tapped airport worker’s arm’ in Dubai sentenced to a year in prison

A student from the United States has been given a one-year prison term for touching a customs official at an airport in Dubai.

Elizabeth Polanco De Los Santos, a 21-year-old student at Lehman College, was taken into custody while waiting for her next flight at Dubai International Airport in July.

De Los Santos came to the city while she was returning home from a trip to Istanbul. After getting off the plane, she was stopped by airport security.

According to the NGO Detained in Dubai, customs officials told De Los Santos to take off her medical waist trainer. She had to wear it because she had surgery earlier this year.
Detained in Dubai said that De Los Santos couldn’t remove the device on her own. Two women security guards made fun of her and talked in a different language, and they didn’t want to assist her when she was trying to remove the object and hurting.

De Los Santos said, “I softly touched her arm to lead her away, then I desperately began crying to my friend for assistance,” to the NGO.

The whole situation made De Los Santos feel embarrassed and violated, according to Detained in Dubai.

Detained in Dubai said that De Los Santos was made to sign a paper in Arabic and then she was told that she was not allowed to leave the country.

‘Elizabeth originally planned to just pass through Dubai for six hours, but she has been stuck there for several months now and has had to spend $50,000 on various expenses and paying lawyers,’ explained Radha Stirling, the CEO of Detained in Dubai.

Earlier this week, De Los Santos was given a punishment of one year in jail and told to pay 10,000 Emirati dirham for the incident that happened in July.

Officials in the UAE planned to send De Los Santos back to her home country after she paid a fine. However, customs officials objected and took legal action before she could leave.

‘Either they want to put her in jail or they want to force her to pay them money,’ Stirling said in simpler terms.

Detained in Dubai said they were in contact with De Los Santos’s representative in Congress, Ritchie Torres from New York.

The US State Department did not respond to a request for comment about the situation.

Rishi Sunak reported to police for his joke during Tory party convention

US provides Kyiv with 1.1 million rounds of ammo it seized from Iran

The US military sent about 1. 1 million bullets taken from Iran last year to Ukraine.

The US Central Command (Centcom), which is responsible for operations in the Middle East, has said that they took possession of the bullets from a ship heading towards Yemen in December.

Ukraine’s friends from the West recently said that it’s becoming hard for them to make enough bullets for Ukraine because Ukraine is using them up quickly.

Centcom states that the Iranian rounds were taken to Ukraine on Monday.

They included bullets that were 7. 62mm size and were used in rifles and light machine-guns from the Soviet era.

Although the number is important, it only makes up a small portion of the many rounds of ammunition that have been given to Ukraine by its allies.

The US has given over 200 million bullets and grenades.

The US navy took control of Iranian weapons from a ship called MARWAN 1 on December 9th.

The US government got ownership of them in July using a method called civil forfeiture. This method allows the government to take away someone’s property if they suspect the person is involved in illegal activities.

In this situation, someone made a complaint against Iran’s Islamic Revolutionary Guard Corps, which is part of Iran’s military and has the job of protecting their government.

The US said it is working with allies to stop Iran from sending dangerous weapons to the region, using legal methods.

Frontline soldiers Putin recruited from Russian jails plotting to overthrow him

A bunch of Russian fighters, who were sent to the most risky places on the frontlines, have decided not to fight for Vladimir Putin as a way to show their dissatisfaction with the terrible conditions they have to endure.

The groups called ‘Storm-Z’ squads are made up of a combination of prisoners from Russian prisons and soldiers who have been demoted as a form of punishment for being accused of being either drunk or on drugs.

Their job is not complicated, as told by five fighters and eight people who have worked closely with or next to them. These men are sent to the most dangerous war zones.

And it is very likely that they will face a certain outcome.

“Ignoring the storm, these soldiers are expendable,” said a regular army member from unit number 40318 was sent to the city of Bakhmut in eastern Ukraine in May and June, where there was a lot of fighting.

He said he didn’t listen to a commander who told him to leave a group of injured fighters behind. The commander wanted them to get medical help on the battlefield.

The commander ordered to leave their own soldiers behind, and it’s unclear why. The commander said it shows that Storm-Z fighters are thought of as less important than regular troops by officers.

A group called Storm-Z, who were brought together from prisons in Russia, have decided that they do not want to continue fighting in Ukraine.

The soldier, who didn’t want his identity revealed because he was afraid of getting in trouble in Russia for talking about the war, said he felt sorry for the men. He explained that if the commanders find out that any of the soldiers have been drinking alcohol, they will be quickly sent to the Storm squads.

But the harsh way they are mistreated caused a rebellion among a group of Storm-Z fighters who decided they had reached their limit.

Three months ago, there was a group of about 150 men who belonged to unit number. The number 22179 was badly hurt, tired and only about 20 of them were still alive.

Only a few survived and shared their story, and those men were proof of that. On June 28, they made a video to explain why they won’t keep fighting.
A soldier said: ‘After the really tough fights, after all the things we saw, these are the people who are still here.

On the place where we were fighting, we didn’t receive any bullets or weapons. We didn’t receive any water or food. The people who got hurt were not taken away. Even until now, the bodies of the deceased are decaying.

We must follow terrible orders that are not worth doing. Now, they came and told us, “Hey, we have to go to the front. ”

Storm-Z units are controlled by the Russian defense ministry. They are made up of people in trouble with the law or the military. These people choose to fight in exchange for a promise that they will be forgiven for their crimes.

They are considered helpful because they can be used as replaceable soldiers, as stated by Conflict Intelligence Team, an independent group that is monitoring the war.

These squads have been in some very intense fights, and some of the members were given medals for being brave. However, the media hasn’t said anything about how these squads are made, or how many people they have lost in battles.

Artyom Shchikin, a 29-year-old man from Mordovia in central Russia, was in jail for robbing someone. He had been given a two-year sentence in December 2021. While he was in jail, recruiters from the defense ministry visited and asked the prisoners if they wanted to go fight in Ukraine. This information comes from court documents and two of his relatives.

He decided to join because he wanted to erase his criminal record and make money for his family to renovate their home. He was supposed to be released in December, but he wanted a fresh start. His family confirmed this.

Three Storm-Z fighters claimed that they were promised to be paid around 200,000 roubles (£1,675) per month, but in reality, they were receiving only half of that amount on average.

In May this year, Shchikin was given a job in a prison unit in the 291st Guards Motorised Rifle Regiment and sent to the Zaporizhzhia region in southern Ukraine. There, Kyiv’s forces are trying to get past the Russian defenses.

Shchikin’s family last spoke to him on June 18. According to the relatives, two survivors from Shchikin’s squad told them that a few days later, their unit was attacked by Ukrainians.
According to the family, three friends who were in a trench with him passed away, one lost his hand, and Shchikin himself is now missing. They haven’t found his body.

Shchikin’s family members said that when they asked the defense ministry about what happened to him, they either didn’t get a response or received unclear answers.

‘They were part of a team called Storm. ‘ They don’t think anyone will hurry, said a family member.

After the soldiers rebelled and refused to keep fighting, two fighters informed their families that things had gotten better. However, they were uncertain about when they would be able to leave the military.
In Russia, a soldier can only be sent to a special unit for punishment if they are found guilty by a military court.

None of the people interviewed said that the soldiers involved in the Storm-Z units had gone to court.

Last week, the soldier from group number. 40318 said that there were no legal proceedings or trials involved in these transfers.

The Geneva convention is a collection of global rules for war. However, it does not include regulations for soldiers getting punished by their own group.

Several Russian individuals have been asked to share their thoughts on the matter, but they declined, including an officer from unit number. 40318 is a number, and there is a person who works for the main office of a group called the regimental headquarters.

The Kremlin didn’t answer the questions and told us to ask the Russian defense ministry. The defense ministry hasn’t replied to our request for a comment.

Russian officials have not said anything publicly about the situation involving the Storm-Z squad, who decided to stop fighting.

Ukraine’s government has mentioned that they release certain prisoners if they agree to participate in the war.

The relative of a soldier who was part of the revolt, a man from Siberia who chose to join Storm-Z while in prison, mentioned that she was very worried about updates from the battlefield.

She said, “Please let this finish quickly, oh God. ”

Last week, it was revealed that Putin has enrolled 130,000 new soldiers, including some who are only 18 years old.

The African Parliamentarians Network Against Corruption (APNAC) Zambia Chapter is concerned with reports that government has awarded a tender to “close friend” of a named minister.

We raise this concern in view of the media reports that the Ministry of Energy chaired by the permanent secretary Himba cheelo awarded a tender to a Mr Sashi Patel who is “a close” associate to the Minister of Energy, Hon Kapala allegedly without the approval of the board.

Agro fuels was awarded a multi million dollar tender for the provision of petroleum products recently.
As APNAC, we call upon the Ant-Corruotion Commission (ACC) to take keen interest in such cases immediately and not to only investigate people when they’re out of power.

The fight against corruption has to be holistically fought if we have to make headways as a nation.

Both past and present signs of corruption have to be fought and stopped now in order to deter others from doing the same thing.

Government tender processes have to be very transparent and public officers or politicians should not be seen to have interfered in the processes.

Public officers and politicians should always declare interest on such matters in order to avoid allegations of abuse of power by those concerned or unfair awarding of tenders to those they’re aligned to.

It is saddening to read that the Tanzania Zambia (TAZAMA) tender was awarded to a close friend of Hon minister Kapala without the board’s approval.

No one has given reasons as to why the board did not approve the said tender.

That in itself is a red flag of corruption and gives us great concern as it undermines the efforts to fight corruption.

As APNAC, we are going to get to the bottom of this matter for us to know exactly what happened.

Our role is not only to complain when such things happen but to do more and provide possible solutions and push for legislation that will hopefully help in the strengthening of laws against such breach in awarding of tenders. As APNAC we shall continue to bring to light any cases or practices that border on corruption.

The above subject matter refers.
We act for one Chilufya Tayali, President of the Economic and Equity Party (EPP) (“Our Client”) kindly note our professional care and interest in this regard. We have been instructed by our client to write to you regarding the above captioned matter as we do now.

  1. Background
    Zambia is a constitutional democracy whose proper functioning is dependent on constitutionalism and the rule of law. This therefore, calls for strict adherence to the dictates of the law and the application of the law fairly, impartially and without discrimination. This can be summed up by borrowing the words of the great son of the soil in Levy Patrick Mwanawasa, Third Republican President who envisioned a Zambia where there was a “government of laws rather than men.”

The above said, Zambia held its General Elections in August, 2021 in which His Excellency, Mr. Edgar Chagwa Lungu, then sitting Republican President was defeated by the incumbent His Excellency, Mr. Hakainde S. Hichilema. In a great show of statesmanship, President Lungu conceded defeat and ceded power to President Hichilema. In another fashion of statesmanship, President Lungu wrote, in a letter of 26th August, 2021 informed the Secretary to the Cabinet of his resignation as President of the Patriotic Front (PF) and from active politics in accordance with the Benefits of Former President Act, Chapter 15 of the Laws of Zambia as amended by Act No. 21 of 1998 (“The Act”).

In a twist of events, dramatic as they were, several Members of the Central Committee (MCCs) of the PF led by its National Chairman have repeatedly announced that President Lungu is still Party President of the PF and that the party’s politburo, the Central Committee, rejected his resignation attached to his letter of 26th August, 2021. The said MCCs have insisted that President Lungu was and is still Party President for the PF. Judicial notice may also be had that in defence to several suits against the current top PF leadership, the PF has insisted that there is no vacancy in the Office of the Party President as President Lungu was and is still its President until he hands over power at its elective General Conference.

In the same vein, our client insists that entries at the Office of the Registrar of Societies in respect to the leadership of the PF remain unchanged and show that President Lungu was and is still Party President. This is corroborative evidence supporting the statements by MCCs individually and severally as a Central Committee that President Lungu was and is still PF President. The same extends to submissions in court documents that speak to the same position.

  1. Our client’s grievances
    The above said, our client notes that the Office of the Secretary to the Cabinet has failed to discharge its duties as it has continued to facilitate an illegality in contravention with the Act on benefits of formers Presidents. Our client is of the firm view that this amount either to dereliction of duty and/or breach of statutory duty as the law is clear that Former Presidents who are politically active should not access their benefits. It is against this background that our client demands the following remedial measures within 7 days of the Letter failure to which we have instructions to approach the courts of law for redress:

i. Immediate cessation of payments of benefits to President Lungu until he categorically states the he is no longer actively involved in politics as per law required. This must be supported by the necessary amendments on the entries at the Office of the Registrar of Societies and an acknowledgement letter from the PF Central Committee that President Lungu is no longer Party President; and

ii. Immediate recovery of all monies paid to President Lungu as part of his benefits from 26th August, 2021 when he supposedly resigned as PF President and retired from active partisan politics.

President Hichilema Not Satisfied With 97 Percent Reduction In Misappropriation Of Public Funds

PRESIDENT HICHILEMA NOT SATISFIED WITH 97 PERCENT REDUCTION IN MISAPPROPRIATION OF PUBLIC FUNDS

Chief Government Spokesperson Cornelius Mweetwa says President Hakainde Hichilema is not satisfied with the 97 percent reduction in misappropriated fund recorded by the Auditor General’s report on Accounts of the Republic for Financial year ended December 31,2022.

The Auditor General’s report revealed a reduction in misappropriated funds from 5 million, 171 thousand, 854 kwacha (K 5,171, 854) in 2021 to 135 thousand, 207 kwacha (K135,207) in 2022.

Speaking during his maiden press briefing as Minister of Information and Media in Lusaka, Mr Mweetwa said while the achievement is commendable, the head of state is of the view that the country can still do better.

ZANIS reports that the Chief Government Spokesperson said President Hichilema has a zero tolerance stance to wastage of public resources.

“The President has told me that he as an individual and President of the Republic of Zambia, whereas us his lieutenants are happy with this record, he says he is not happy. He wants zero queries, he wants zero misappropriation. He wants zero misapplication. He has a zero tolerance posture to wastage of public resources. That is his message to the people of the nation,” he said.

Meanwhile, Mr Mweetwa has advised the Socialist Party against proceeding with their Kitwe rally despite rejection from police on the Copperbelt.

Reacting to media reports that the party will proceed with their rally this Saturday despite law enforcement not permitting them, Mr Mweetwa said that would be an abrogation of the rule of law.

“We want to urge the opposition at all times to play by the rules of law. The law currently subsisting in this country are the laws that have been in existence. This administration presently is actively involved in the pursuit of the amendment of the Public Order Act and from the business of Parliament that was announced when Parliament opened this particular session, the Public Order Act is one of those acts of parliament or bills that are at the doorsteps of Parliament therefore in terms of the law, the law is what it is and not what it ought to be, meaning presently the law has to apply as it is until such a time when amendments have to be effective,” he said.

And Mr Mweetwa said the high price of mealie meal is being addressed by the Government.

He said the same way load shedding was successfully addressed and became history, is the same way the price of the staple food will be resolved.

It is always common knowledge that we know and always speculate whose properties they are which are being pesued by the state , but we are not informed officially who is behind the custody of this stolen wealth ,if it is because of the bill on media freedom which is the cause , then the majority zambians will forever remain ignorant of what is going on in the country .

It is sad in this country that the media has chosen to ignore these important activities that are based on corrupt people that exteenalised the wealth of this country to the safe heavens . It is very difficult to justify why media houses are not covering these issues using investigative journalism . In the past , media houses were living in fear of closure and journalists were being beaten ,but today that does not happen , but we have seen a shift by covering propagandists to maximize on business revenue collections . The people of zambia need to know who the people involved in the properties that are in far countries in the east , we have heard and seen properties of some people within African countries , business amalgamation in the transport industry with other transporters in other countries , a lot of dirty money in Zambia which is being used to open filling stations , casinos just to purify it , we have seen people building cribs ,buildings that are beyond a house more than a home in this country . Torwards election a lot of people in Zambia changed their company names , changed property names , transfer and laundering of funds , some accounts were closed others opened in different names , withdrawals were done and some money given to relatives ,children and girlfriends .

We need to be concerned as a nation that money which would have built us more hospitals , schools , universities , roads , money from which govt is supposed to provide obligatory services , like buying of enough drugs , securing future generations thought provisions of education , bursaries and infrustructure Development , money was stolen and taken out of the country , the DPP is not on holiday in DUBAI but following up what was stolen from the zambian people . We should not pretend and stay in fear of pointing out who the plunderers of this country’s wealth are , the owners are still talking to us and we are still listening to them because we don’t have information of what is going on in the country when it comes to such matters . We should we expect the president to be the one to tell the nation always , that should not be the case that is why we as a nation we are full of speculations keeping the facts under our feet .

Why did these people loot the wealth in this country and take it outside our boarders ?, they are simply criminals ,radicals who abused their various positions with impunity , some are still saying they are leaders and representing some groupings which are telling us we must still listen from them , some of these people will be going to convince people in various constituencies to vote for them . This is because in Zambia imfofmation is very confidential even when it concerns criminal cases , shame is prevented by the system . The nation is informed that the DPP is in DUBAI for negotiations to have the properties siezed and return them to the zambian people , zambians are left to wonder which properties they are and who the owners are ? , it is at this point where zambians lose it and think it is just a political strategy .

The people of zambia support this fight with all their strength and hearts , however they get disappointed on the way because they are denied from knowing what is really happening inside the gates of the corruption fight . At times zambians think the fight is just one way of enriching the officers involved , because information dissemination is very poor and none available . We can have the Same people whose properties are being recovered and at the same time hearing them being the most talkertive on the affairs of the country , that proves a missing link between those who are handling such matters and the people of zambia who are the custodians of the wealth that is being pesued , we need as country to hold hands with govt instituitions to know what is happening than alwalys waiting for the president to speak to the nation ,such trends are ancient ,the country must move with time, orderly and inclusive , zambians are always part of the governance equation of this country , and whatever is happening they need to know . Police at Villa Lucia Police post in Westwood, Lusaka, have arrested and charged two suspects for Espionage.

Police Spokesperson Rae Hamoonga has identified the suspects as William Jere, 29, of unknown house number of Makeni Konga Kanono area and Justin Banda, 22, of unknown house number of Kanyama Ligoms area.

Hamoonga tells Byta FM that Police also managed to impound a motor vehicle the suspects were using, a Silver Toyota Vitz, Registration Number ABX 7395, Engine Number 1SZ-0011086, Chassis Number SCP 10 -3001628.

He explains that this was after Villa Lucia Police Post received a report from Mongo Chinyama aged 40 of Kacheta area, who reported on behalf of Zambia Electricity Supply Corporation (ZESCO) that unknown criminals had vandalized a ZESCO transformer and stole all copper components from a transformer.

Hamoonga says the value is yet to be ascertained by ZESCO personnel.

He says this occurred between October 3, 2023 at around 23:00 hours and today October 4, 2023 at around 04:00 hours in Kacheta area.

Hamoonga says brief facts are that the reporter saw a strange motor vehicle passing through the area around 23:00 hours heading towards the direction where the transformer was mounted and some hours later, there was some strange noise where the transformer was and shortly after that, there was power outage in the area.

The Police Spokesperson says he then went outside and could not see the mounted transformer.

Hamoonga says the suspects have been detained in custody and will appear in court soon.

Ghana to construct Africa’s largest data centre at US$3 million

Ghanaian Minister of Communication and Digitalisation , Ursula Owusu Ekuful says plans are under way to construct the largest data centre in Africa costing Three hundred million dollars to be housed in Ghana.

Ms. Ekuful says the Ghanaian government is working in collaboration with Africa Data Centre Limited and says it is important to localise African data and keep it on the continent in order to promote African data sovereignty and have better governance on how data is used.

She said that proper digital infrastructure remains key in the digitisation process in Africa and governments working with the private sector, is the way to go to provide the services to the masses.

Ms. Ekuful was speaking during the Digital Government infrastructure situation analysis session during the ongoing Digital Government Africa 2023 Africa’s first Ministerial E- government Summit being held at Ciela in Chongwe.

She explained that in Ghana, the government plans on putting up 2016 cell sites to connect over four million people across the country who do not have access to digital services especially in rural areas.

Ms. Ekuful explained that “The country has mandatory national roaming meaning despite the network, one is using a client is able to connect using any cell sites picking the strongest signal to enable their device to operate. We are also moving towards connecting all government institutions across the country which include selected court houses, local government institutions, police stations and hospitals among others to enable them to receive information quickly’’.

Minister of Technology and Science Felix Mutati, explained that the Zambian government has this year put in tax incentives and concessions around digital infrastructure including the guidelines.

He said the incentives are contributing positively to digital infrastructure enhancement by the private sector in the country as can be seen through more connectivity towers in rural areas.

Mr. Mutati stated that the private sector has been connecting internet fiber across the 10 provinces in the country and seven out of the 8 neighbouring countries, as well, which has been made possible due to incentives made by the government.

“This year alone we have seen the private sector planting the development of new data centers to drive the delivery of service. The power of incentives to drive investment is crucial beyond the incentives we have worked with the private sector to remove the bureaucracy and compliance costs that were holding back the implantation of direct investments as well as provided the support for policy framework for the private sector which the government called co-location ,’’ he explained.

The Digital Government Africa 2023 Africa’s first Ministerial E- government summit is running under the theme “Transforming Governments through the digital age”.

The Summit brings together over 40 countries within the African Continent.

President Hakainde Hichilema is expected to officially open the Summit tomorrow.

LEADER of the Opposition in Parliament Brian Mundubile has accused the UPND government of “doctoring” the Auditor General’s Report for 2022 to hide their
“filth”

And Lunte PF MP Mutotwe Kafwaya has described the report as a “foolish” report done by an “illegal” Auditor General.

The Auditor General’s report on the Accounts of the Republic for the financial year ended December 31, 2022, revealed a 97 percent reduction in misappropriated funds from K5,171,854 in 2021 to only K135,207 in 2022.

The report however, indicated an increase in overpayments from K9,421,440 in 2021 to K110,384,888 in 2022.

Commenting on the revelations in an interview, Mundubile said the party had no confidence in the report because the audit was disrupted deliberately.

“We have no confidence in this Auditor General’s Report because the audit was disrupted deliberately so that the UPND can hide their filth. So, even what is being reported, we have no confidence, they will try by all means to paint a picture that there has been an improvement in efficiencies, in the management of resources and yet we know that there is a lot of things that we expect that report to reveal which will not be revealed. So, even what is being reported, we haven’t changed our position, we doubt the credibility of that report,” he said.

“They will try to paint a picture but the actual position is that there is a lot of filth that is being swept under the carpet. Why the overpayments then? Because if there are overpayments, it means somebody is taking away money which they didn’t want, why were they overpaying? It is one thing to say theft of funds has reduced but money left through other means.

When someone is owed K1 million and they are paid K2 million, money has been taken away, what is the difference? So, they are just playing with semantics. The truth of the matter is that there is a lot of filth in this government”.

He said the UPND government was afraid to look themselves in the mirror.

“I know that even as we look at it, we will be looking at a report that is doctored and that is adulterated. The moment you tamper with a constitution office like that of the Auditor General, it is a very important office, it is a watchdog institution, the moment you temper with it in the manner that it was, the confidence is lost. It is also a confirmation that the UPND government is not serious about the fight against corruption, if they were, we would have seen the removal of the PS of Agriculture, who resisted to supply documents to the Auditor General for an audit” said Mundubile.

“So, if I ask you, what audit has been done at Ministry of Agriculture when the PS refused to submit the documents within the stipulated time? The time with which he is supposed to submit is constitutional, it is given but when the documents are not submitted, what does that mean? Should we even bother to look at the figures that were submitted much later? So, it is a sad story that very earlier in the day, their very first report, UPND are not ready to look at themselves in the mirror. They were supposed to really wait to see how they are performing and how they are managing state resources but they have resisted to do that by frustrating the Office of the Auditor General”.

And Kafwaya described the report as
“nonsensical” and “foolish”

“That is a foolish report done by an illegal Auditor General. This is the only reason he is there to ensure that the government is cleaned up. Can you tell me that an audit report which does not contain the misappropriation or the mismanagement of the FISP programme at Ministry of Agriculture [can] be considered as an audit report? Can you tell me an audit report which does not consider the illegal cancellation of hunting concessions at Ministry of Tourism is a fair report for the Zambian people? Does that report talk about the payment of cadres in terms of compensation? That is a foolish report done by an illegal auditor. For me, I consider it as a foolish report! Zambians are being fooled, that is the only reason an illegal auditor is sitting in the Auditor General’s office, it is to fool Zambians,” said Kafwaya.

“That is a nonsense report, for me, that is a foolish report! The way forward is for Zambians to be the watchdog of their own country. I told you that there is nothing that will happen atAnti- Corruption now, the Anti-Corruption only does what they are told to do. This is why some of the arrests are announced, others are not announced. So, there is nothing for Zambians, Zambians have to be watchdogs by themselves. So, they need to open their eyes wide. Gold is being stolen and you come and tell me that thefts have reduced. Illegal mining is happening in KCM and you are telling me theft has reduced, are you sure? The only thing I can say it is a foolish report, it is an illegal report.”

2023 AUDITOR GENERAL’S REPORT: AN ILLEGAL ATTEMPT TO COVER A CRIME SCENE OF UPND’S CORRUPTION AND THEFT OF PUBLIC RESOURCES.

Ladies and gentlemen, esteemed members of the media, distinguished guests, and fellow citizens, I stand before you today humbled and honored to address this esteemed gathering.
Today, I stand before you as the Economic Freedom Fighters (EFF) to expose the cunning abuse of public resources and opaqueness of the UPND government. We bring to your attention the Auditor General Report for the Financial Year Ended 31st December 2022. This report reveals a blatant violation of our revered constitution by the UPND government.

1. ILLEGAL ABROGATION OF THE ZAMBIAN CONSTRUCTION

On October 3rd, 2023, which is after the presentation of the next year’s budget, the UPND government, contrary to our constitution, failed to present the Auditor General’s report for the previous year, as mandated by our supreme law. The inclusion of this crucial clause in our constitution was strategically designed to assess and evaluate the previous year’s revenue and expenditure before embarking on the new budget. This prudent measure is meant to safeguard the financial resources and other assets of our great nation.

Clause number 212 of the Zambian Constitution unambiguously states that “The Auditor General shall not later than nine months after the end of the financial year submit an audit report to the President and National Assembly on the accounts of the Republic audited in respect of the preceding financial year.” To brazenly violate the Zambian constitution is a direct affront to the citizens who trusted and bestowed power upon these office bearers, who took an oath to uphold and protect the very constitution they are now shamelessly abrogating.

This act of defiance and disregard for our supreme law indicates a persistent lack of transparency, accountability, and an alarming abuse of Zambia’s scarce resources. It is a slap in the face to every citizen who relies on the responsible management of public funds for their well-being and development.

2. FRAUDULENT OMMISSION OF K4.5BILLION CDF REPORT

Furthermore, we would like to draw attention to the Constituency Development Fund (CDF), which has been inexplicably omitted from the scope of the audit. The blantant omission of the CDF audit report is unjustified and illegal as it is not sanctioned or backed by any law. The Auditor General has no such power to choose not to report on public expenditure without express leave of the law. The CDF budget accounted for 2.7% of the 2022 National Budget, a staggering K4.5 Billion can’t just be carelessly and fraudulently be hidden and omitted from the Auditor General’s report. That is illegal as that figure is too substantial and it’s absence expunged it’s integrity thereby rendering the entire Auditor Generals Report a mere financial Report and a crime scene. Considering that the UPND government touted its achievements in increasing the CDF in the recent budget reading, it is highly troubling that the success or failure of previous years remains hidden from the public. This act of actively concealing information from the Zambian citizens is an absolute atrocity.

3. DEPARTURE FROM VISION, TRANSPARENCY AND ACCOUNTABILITY

The cunning abuse of public resources and opaqueness of the UPND government are evident at the onset of the 2022 AG Report Year Ended. The Vision of the Auditor General (AG) Statement in the previous year’s report clearly emphasized the promotion of transparency, accountability, and the prudent management of public resources. However, in the 2022 report, these crucial components were ominously removed.

The removal of the phrase “prudent management” from the vision statement, and the alteration of the mission statement from ensuring that “public resources are being used for national development and the well-being of citizens” to a vague statement raises concerns. It reveals a disturbing shift in focus and a lack of commitment to the responsible stewardship of our nation’s resources.

Furthermore, the 2021 AG Report set a specific goal to give assurance that at least 80% of public resources are applied towards developmental outcomes. Astonishingly, the 2022 AG Report completely omits any specific goal. This omission leaves us questioning the government’s commitment to ensure that public resources are utilized effectively for the benefit of our society.
The 2021 AG Report listed respect and innovation as core values. Respect, including respect for our resources, is crucial to ensure their proper utilization. Additionally, with the rapid advancements in technology, such as artificial intelligence, innovation is essential for accountability and setting targets to eliminate the abuse of public resources. However, the 2022 AG Report has shockingly removed these critical values, disregarding the importance of respect and innovation in creating a transparent and accountable government.

It is important to note that the vision, mission, goals, and core values outlined in the Auditor General’s report have been in place since the Annual Report year ended 31st December 2016. The sudden changes and removal of key components indicate a deliberate attempt to undermine transparency and accountability within the government.

As the EFF, we express our deep concern over the lack of transparency and accountability exhibited by the UPND government in the recently released 2023 Auditor General (AG) Report. It is with great disappointment that we observe a deliberate attempt by the government to hide critical details from the Zambian citizens.

In the 2021 AG Report, we found a comprehensive Executive Summary consisting of nine pages, providing specific details such as revenue collection and the failure of the Zambia Revenue Authority to reconcile and collect tax arrears. However, to our dismay, this crucial information has been omitted in the 2022 AG Report, reducing the summary to mere introduction sentences. This intentional act to hoodwink and withhold vital information is an affront to the Zambian citizens and an abomination.

4. INCREASE IN CORRUPTION AND GOVERNMENT COVER-UP

Additionally, we note with utmost concern the significant increases in percentages of various queries in the AG analysis from 2021 to 2022. The top five areas displaying alarming variances are: unaccounted for revenue (3,548%), unacquitted inputs (1,176%), overpayments (1,072%), irregular distribution of inputs (563%), and irregular payments (244%). These figures indicate a clear disregard for financial accountability and transparent governance on the part of the UPND government.

Furthermore, in particular, we would like to highlight the anomalies and inconsistencies surrounding the procurement and delivery of Urea and Compound D Fertilizer, as stated in the AG report. The EFF party filed a the first complaint with the Anti-Corruption Commission (ACC) regarding the $50 million New Dawn Government Fertilizer Scandal involving Alpha Commodities Ltd.
The second complaint was filed in with evidence in April 2022 involving $189million of misappropriation, unfortunately after preliminary investigation by ACC which revealed that high ranking UPND individuals were involved, this matter has been frozen by the ACC and declared a matter of State Secret according to the ACC official communication to the EFF President. We demanded a thorough investigation into issues such as illegal single sourcing, overpricing of the fertilizer, and alleged interference with the tender award. It is imperative that the ACC addresses these corruption allegations and holds the responsible parties accountable.

In the AG Report with reference to Procurement and Delivery of Urea and Compound D Fertilizer, in which anomalies and inconsistencies contrary to our procurement legislation occurred, Alpha Commodities Ltd is mentioned. This section deals specifically with procurement and delivery of Urea and Compound D Fertilizer during the 2022/2023 farming season.

5. PROTECTING THIEVES AND LACK OF WILL TO FIGHT CORRUPTION

Moreover, the 2023 AG Report highlights the UPND government’s failure to address outstanding issues of corruption in procurement. For instance, AVIC International Limited is flagged for “Irregular Award of the Contract” in the Ministry of Health section of the report. This lack of attention to critical procurement issues raises serious concerns about the sincerity and commitment of the UPND government in fighting corruption.

We, the Economic Freedom Fighters, demand answers and accountability from the UPND government. We call upon all citizens, civil society organizations, and international partners to join us in condemning this willful violation of our constitution and the continued abuse of public resources. The EFF calls upon the UPND government to immediately address the revelations brought forth by the 2023 AG Report. We demand full transparency, accountability, and a commitment to fighting corruption in all government affairs. The Zambian citizens deserve nothing less.

We cannot allow our country to be governed by a government that shamelessly disregards our supreme law and misuses our scarce resources. We must stand together to protect our nation’s financial well-being and ensure a brighter future for all Zambians.

I’d also like to take a moment to recognize that the role of the media in a thriving democracy cannot be overstated, and I commend your tireless efforts in keeping our citizens informed and holding those in power accountable.

Together, let us delve into the heart of our nation’s affairs, fostering a spirit of unity, transparency, and mutual understanding.
