I Pray That No Other Family Goes Through Divorce Because Nobody Wins- Thabo Kawana

I have seen the frenzy in the media over our decision to go our separate ways with my partner, its doing rounds on social media after a seemingly dedicated search conducted at the High Court registry yesterday.

My phone too won’t stop ringing as countless people keep calling and sending messages espousing different emotions. Different in that words of encouragement coming from those in the know and shock from the many who knew nothing at all.

Ordinarily, such matters are private and personal and one needs not comment publicly but unfortunately, among the ramifications that come with public life and/office is that one loses their private life completely.

My only request to us all is that in this public ridicule, insults, aspersions and formed opinions, let them all be directed at me, I am the public figure. Let’s leave my partner and children out of this because they are private individuals whom I have endeavored to protect and not involve in my public life.

Yes it’s true, my partner and I have mutually decided to go our separate ways after realizing that our union was not working. We have stayed apart for over three years and as you may be aware, divorce is a final stop after several other interventions to retrieve the union prove futile. That is why at this stage, our differences are dubbed “iretrieveble”.

Many are asking me why, what happened? My answer is that we have decided to keep the reasons private and hoping pipo can respect our decision.

Others are asking is it because of your new job? The decision to go our separate ways was arrived at three years ago, way before my appointment. It’s sad that pipo think it’s because of my three months old appointment. The two are completely unrelated.

We as a people have seen couples where because it didn’t work and they tried to force themselves on each other and in the end, death has been recorded in such unions with one partner ending in the grave whilst the other ends up locked up for life if not sentenced to death. Ramifications? Children remain orphaned and suffering.

Again here, the public says “why didn’t they just divorce instead of killing”?

For us we chose to mutually separate, remain friends and co-parent our children hoping to give them the best of both worlds as parents alive than dead and incarcerated.

What we have before Court is a consent judgement, where two consenting adults have mutually agreed to go their separate ways in a peaceful, respectful and civil manner void of conflict, drama and GBV.

My appeal to both young and old couples is that divorce is never a good thing and/experience, where you can resolve matters, please do. Where you can’t, try again .

My prayer is that no other family goes through divorce because in divorce, nobody wins.

Please don’t and never resort to violence or killing. Life does and will always go on.

In what investigators are calling a domestic dispute, an American man of Nigerian heritage was stabbed at a Miami high-rise.

Christian Obumseli, 27, was fatally stabbed at the One Paraiso luxury building at 3131 Northeast Seventh Avenue in Edgewater on Sunday night, April 3. Miami police are investigating.

Christian Obumseli and his girlfriend, Courtney Clenney, 25, had a violent confrontation before he was stabbed, according to police.

According to authorities, he was transferred to Jackson Memorial Hospital and eventually died.

A woman who police said was Obumseli’s girlfriend Clenney had called 911 to report the incident. Clenney was detained and taken to a mental institution, police said.

Family members told WFOR-TV that Obumseli had recently moved to Miami with his girlfriend.

The friends said Clenney, an OnlyFans model and Instagram influencer, was known to hit Obumseli whenever they had an argument.

“We’ve seen her hit him. I’ve never seen him hit her,” Ashley Vaughn said as she shared photos she took with Obumseli and Clenney while they were all hanging out together.

He died at the hospital and investigators are still trying to figure out what happened and if Clenney acted in self-defense.

But Ashley Vaughn said she doesn’t believe Obumseli would ever try to hurt Courtney Clenney.

“From what we’ve personally experienced between the both of them, we believe that Christian wouldn’t put her in a position where she would need to stab him to protect herself,” Vaughn said.

One neighbor says that he has a clear view of the couple’s apartment and said a week before the stabbing, things were off and that Clenney was the one getting physically abused.

“I could not tell if it was open-handed or closed-handed, but he was swinging at her,” he said.

Police say in the past three months, they’ve responded to multiple disturbance calls at the couple’s apartment.

Their mutual friends are still trying to process what went wrong.

“Even though we really lost Christian only, it feels like we lost Courtney at the same time. We didn’t think this is how far it would have gone,” Tahki Banks said.

Following the stabbing, Clenney was detained and while at the police station, she was threatening to kill herself.

Officers took her to the hospital where she was hospitalized under the Baker Act, and at the moment, she is not facing any charges.

Ukraine: UN relief chief joins call for probe after ‘horrifying’ visit to Bucha

Martin Griffiths was in Bucha and in Irpin, both located outside the capital, Kyiv, accompanied by the country’s Deputy Prime Minister, Olha Stefanishyna.

Mass graves and destruction


The relief chief described the visit as “horrifying”, said UN Spokesperson Stéphane Dujarric, speaking during his daily briefing in New York.

“He saw a mass grave with bodies wrapped in plastic, dozens of apartment blocks and houses destroyed, and burned-out cars in the street,” said Mr. Dujarric.

Recalling that the world is already deeply shocked by the images coming out of the area, Mr. Griffiths echoed the UN Secretary-General’s call for an immediate, independent investigation to guarantee accountability.


Humanitarian pause needed


From Bucha, Mr. Griffiths travelled to Kyiv, where he met with Prime Minster Denys Shmyhal and other senior officials, including the Defence Minister and the Vice-Minister for Foreign Affairs.

He listened to their views and concerns, and also sought ideas for making progress with establishing a humanitarian pause, together with safe passage for aid deliveries and evacuations.

Prior to visiting Ukraine, Mr. Griffiths was in Moscow where he had also discussed these topics with Government officials on Monday.

The humanitarian affairs chief reaffirmed the UN’s core commitment to helping protect civilians and reaching all in need of aid, as quickly as possible.

“He also said that, after its temporary relocation, the UN will reestablish its humanitarian presence and leadership in Kyiv, which Ukrainian authorities warmly welcomed,” Mr. Dujarric added.

Scaling-up support


UN agencies and humanitarian organizations have dramatically scaled up operations in Ukraine over the past six weeks. Some 160 partners are now present in all 24 regions of the country, known as oblasts.

Humanitarians have reached at least two million people with assistance, and convoys have been mobilized to reach thousands in some of the hardest-hit areas, including Sumy, Kharkiv and Sievieredonetsk.            

Additionally, a $1.1 billion appeal to support people inside Ukraine, launched last month, is now nearly 60 per cent funded.


Peace is the remedy: WHO


Meanwhile, the World Health Organization (WHO) has underlined commitment to support the country in addressing immediate challenges and future reconstruction needs.

“The life-saving medicine Ukraine needs right now is peace,” said Dr. Hans Kluge, WHO Regional Director for Europe, speaking during a press conference from the western city of Lviv on Thursday – World Health Day.

Health under attack
WHO reported a grim milestone on Thursday, having verified more than 100 attacks against health care since the war began, killing 73 people and injuring 51 more.

Of the 103 attacks so far, nearly 90 have impacted health facilities, while 13 affected transport, including ambulances.

Due to the conflict, half of all pharmacies in Ukraine are also presumed closed, while some 1,000 health facilities are in proximity to conflict areas, or in changed areas of control.

Standing in solidarity


Dr. Kluge expressed solidarity with Ukraine, and its health workers, who continue to deliver care in the face of immense suffering.

“I stand with our Director-General, who on behalf of WHO, has consistently called on the Russian Federation for a humanitarian ceasefire immediately, which includes unhindered access to humanitarian assistance for those in need,” he said.

WHO’s work in Ukraine is centred around three principles, starting with keeping health facilities operational.

More aid on the way
Teams have delivered more than 185 tonnes of medical supplies to the hardest hit areas, including besieged Sumy, reaching half a million people with materials to support trauma, surgery and primary health care.

Another 125 tonnes are on the way, and items such as wheelchairs, communications aids for the blind, and other assistive products, are in transit.

WHO is also working with neighbouring countries, and across the entire European region, to ensure millions fleeing the fighting can also receive care and that health systems can manage the influx.

Conflict must end
Prior to the war, Ukraine had been making “excellent progress” against challenges such as tuberculosis, HIV and moving towards universal health coverage.

Dr. Kluge stressed the importance of not losing this momentum.

WHO is preparing to redeploy teams throughout the country as access and security improves, he said, underlining commitment to being present during the current humanitarian response and in post-conflict rebuilding.

“Health requires peace, well-being requires hope, and healing requires time,” said Dr, Kluge, adding “it is my deepest wish that this war comes to an end swiftly, without further loss of life. Tragically, this is not the reality we see.”

Pinkett Smith went on to confess during a Red Table Talk special in 2020 that she had previously had an extramarital romantic relationship with August Alsina. She famously referred to the situation as an “entanglement” as she spoke with Smith.

The couple’s relationship has faced increased scrutiny after Smith slapped Chris Rock onstage at the Oscars in reaction to the comedian’s joke about Pinkett Smith’s shaved head. Pinkett Smith has spoken publicly about suffering hair loss due to alopecia.

After slapping Rock at the Oscars, Smith returned to his seat beside Pinkett Smith as he warned the comedian to “keep my wife’s name out your fk mouth.”

‘Secret Service said I couldn’t go’ – Trump reveals he wanted to march with his supporters to the Capitol during January 6 attack

Donald Trump wanted to march on the U.S. Capitol with his supporters on January 6 last year but was stopped by his Secret Service, the former president has claimed in a new interview.

Trump, who was impeached by the Democratic party led House of Representatives over his alleged role in egging his supporters to storm the Capitol building.

In a new interview with the Washington Post, Trump spoke about the Capitol attacks while shrugging off the furor surrounding the seven-hour gap in White House phone logs on the day of the attack.

According to Trump, he would have joined his supporters ‘in a minute’ if not for the advice of his Secret Service.

‘Secret Service said I couldn’t go. I would have gone there in a minute,’ Trump told the Washington Post on Thursday, April 7, in an interview at his Mar-a-Lago resort in Florida.

The billionaire business man also took aim at lawmakers investigating his daughter Ivanka over the events of January 6, claiming he offered to shield her with ‘privilege’ but she did not invoke it.

According to Trump, the eight-hour interview between Ivanka Trump and the House Select Committee to Investigate the January 6th Attack on the US Capitol was a ‘shame and harassment’ .

He said the House Select committee never reached out to him personally but was vague about what would happen if it did, stating ‘It depends what the request is.’

Trump also denied suggestions that he destroyed call logs or used burner phones in the hours between 11:17 a.m. and 6:54 p.m., and did not say who he spoke with during that period aside from Rep. Jim Jordan (R-Ohio) and House Minority Leader Kevin McCarthy.

‘From the standpoint of telephone calls, I don’t remember getting very many,’ Trump said.

‘Why would I care about who called me? If congressmen were calling me, what difference did it make? There was nothing secretive about it. There was no secret.’

Trump then touted the ‘tremendous’ crowd size at his White House ‘Stop the Steal’ rally before the riot took place, praising its organizers..

‘The crowd was far bigger than I even thought. I believe it was the largest crowd I’ve ever spoken to. I don’t know what that means, but you see very few pictures. They don’t want to show pictures, the fake news doesn’t want to show pictures,’ Trump said.

Trump denied regretting encouraging people to attack Capitol hill that day, nor did he admit to charging up the crowd with inflammatory speech.

‘I said peaceful and patriotic,’ he pointed out, without reportedly mentioning his other remarks.

Trump then placed the majority of the blame of the attacks on House Speaker Nancy Pelosi.

‘I thought it was a shame, and I kept asking why isn’t she doing something about it? Why isn’t Nancy Pelosi doing something about it? And the mayor of D.C. also. The mayor of D.C. and Nancy Pelosi are in charge,’ Trump told the Post.

He added that he ‘hated seeing’ the riot and ‘assumed they were taking care of it’

‘But I believe when you see massive election fraud, I can’t imagine that somebody who won the election based on fraud, that something doesn’t happen?’

‘How has it not happened? If you are a bank robber, or you’re a jewelry store robber, and you go into Tiffany’s and you steal their diamonds and get caught, you have to give the diamonds back.’

Trump dismissed the notion that he would face a primary challenge in 2024 from current and former allies like Florida Governor Ron DeSantis, ex-Vice President Mike Pence and ex-Secretary of State Mike Pompeo.

‘If I ran, I can’t imagine they’d want to run. Some out of loyalty would have had a hard time running. I think that most of those people, and almost every name you mentioned, is there because of me. In some cases, because I backed them and endorsed them,’ Trump claimed.

Of DeSantis, he said: ‘You know Ron was at 3 percent, and the day I endorsed him, he won the race … As soon as I endorsed him, the race was over.’

‘I have a good relationship with Ron, I have a good relationship with all the names you mentioned. Would they run against me? I doubt they would run against me. I doubt it.’

A prospective juror for the sentencing of the Parkland Florida school shooter Nikolas Cruz stunned the court as she told the judge she wouldn’t be able to serve in the jury because she is married and has a “sugar daddy” who she needs to see everyday.

In October 2021, Nikolas Cruz had pleaded guilty to 17 counts of first-degree murder and 17 counts of attempted murder related to the school massacre.

However, the death penalty trial was delayed after the prosecutors said they needed more time to interview mental health experts anticipated to testify on behalf of the High School killer.

The three-step jury selection process, which started on Monday, April 4 is supposed to last two months, followed by a four-month trial to see if the offender, Cruz receives life in prison without parole or the death penalty.

During the jury selection process, Circuit Judge Elizabeth Scherer asked whether she had missed anyone with questions or concerns.

“Did you have a question?” she asked a prospective juror, who was regarded as “Miss Bristol.”

“This is a whole entire month. First of all, let me clarify myself, July 2 is my birthday, July 4 is my son, and the 18 is my other son,” Miss Bristol explains.

Judge Scherer asks; “Don’t talk too fast; we have to be able to understand … so you said that the July, there [are] dates in July that you’re not available? What are those dates?”

“July 7, July 4, and July 18 … And again, I need to figure out something,” Bristol responds before saying that she has a “sugar daddy that I see every day.”

“I’m sorry?” Scherer asks, seemingly perplexed.

“My sugar daddy,” Bristol reiterates.

“OK, I’m not exactly sure what you’re talking about, but we’ll…,” the judge interjects.

Bristol continued: “I’m married, and I have my sugar daddy. I see him every day.”

Still a bit confused, Judge Scherer, told Miss Bristol that she would come back to her, and she was ultimately dismissed from the trial.

Folks on Twitter didn’t hesitate to make light of the woman’s sugar daddy predicament.

Patriotic Front (PF) Member of the Central Committee Raphael Nakachinda has said that Zambia’s economy is as good as nonexistent ever since the UPND took over the governance of the country.

Speaking at a media briefing in Lusaka today, Mr. Nakachinda said barely 8 months of the UPND governance, the country’s economy is a national disaster as the cost of living has become extremely high for an ordinary citizen to afford.

“And if you may recall, we told the Zambian people that soon they will come back to us to thank us for quickly pointing out that this government has no direction” Mr. Nakachinda said.

And the PF Chairperson for Information and Publicity said it is regrettable that the country’s democracy is under threat in the new dawn government.

He said that UPND government under Mr. Hichilema are using intimidating tactics to silence people who are critical to their way of running the country.

Mr. Nakachinda said that all Zambians are equal stakeholders and no one should be intimidated for expressing their freedom of expression.

“Zambia has always existed, but it looks Zambia was born the day HH was elected.

“We have had Presidents in the past, Presidents just like governments come and go, there shall surely be others and another is surely coming after HH is gone in 2026″, he added.

The PF Member of the Central Committee said that President Hichilema should not start blaming Zambians who are questioning him for failure to fulfill on his campaign promises.

He advised President Hichilema to learn from his Malawian counterpart who he said over promised and scored nothing which resulted in widespread demonstrations in that country.

“He swallowed his pride by first dissolving the cabinet and openly apologized to the Malawian people.

“We should not be shy to borrow the Bemba saying that ‘INSONI EBUNTU.’ nga naufilwa kuichefya,” Mr. Nakachinda said.

And commenting on the arrest of Economic and Equity Party President Chilufya Tayali, Mr. Nakachinda charged that his arrest his an indictment on President Hichilema.

He recalled that in 2015, while in opposition; Mr. Hichilema claimed that he used to receive copies of sensitive security intelligence briefs before the commander in chief President Lungu then and yet no one arrested him.

Mr. Nakachinda has appealed to the international community to take keen interest in what is happening in the country instead of only focusing in their business interests.

The United Nations General Assembly voted has just passed a resolution to suspend Russia from the Human Rights Council. The voting result was 93 in favor, 24 against and 58 abstentions.

A draft of the resolution says the General Assembly may “suspend the rights of membership in the Human Rights Council of a member of the Council that commits gross and systematic violations of human rights.”

The draft resolution adds that the council has “grave concern” regarding reports of “gross and systematic violations and abuses of human rights” and “violations of international humanitarian law” committed by the Russian Federation during its invasion of Ukraine.

The General Assembly needed to vote in favor by two-thirds to remove Russia from the UN Human Rights Council. The measure suspends Russia’s membership in the Council and would launch a review of the matter if the UN deems it appropriate.

The United States ambassador to the United Nations made a case for seeking the suspension of Russia from the Human Rights Council in front of the UN Security Council on Tuesday, something she and other UN member states have been pushing.

In response, the deputy Russian ambassador to the United Nations, Gennady Kuzmin, called on member states to reject the resolution, saying it would set a “a dangerous precedent.”

“Today is not the time nor the place for theatrics, or these kinds of extremely theatrical performances like the one presented by Ukraine. In fact the draft resolution we are considering today has no relationship to the actual human rights situation on the ground,” Kuzmin said.

The Russian representative said the vote on suspending Russia from the Human Rights Council “is an attempt by the United States to maintain its dominant position and total control to continue its attempt at human rights colonialism in international relations.”

Patriotic Front Media Director Antonio Mwanza has charged that there is no investor Confidence in the country under the current Government.

Speaking on Live Radio Special Programme, Mr Mwanza said this is despite President Hakainde Hichilema dubbing himself as the Chief Marketing officer of Zambia.

He said President Hichilema has since made 12 international trips with no investor coming into the country.

“There was a lot of talk about Investor confidence. The President dubbed himself the Chief Marketing officer of this country, he made 12 international trips with Zero results,” Mr Mwanza said.

He added that the Zambian People are dealing with government full of fake promises.

Meanwhile, Mr Mwanza has bemoaned the Propaganda of labelling the Patriotic Front members as thieves.

He said the New Dawn Administration has failed to run the corruption fight because they accuse people of being corrupt without having evidence.

Mr Mwanza said digging people’s homes with the hope of finding hidden money is ploy to paint bad picture on the Former Ruling party.

He said seven months since the New Dawn took office, people have been accused of being corrupt but no one has been charged or arrested.

He said the issue of trying to blame other people for failure to provide a service should come to an end.

He said it is therefore not right for Minister of Health Sylvia Masebo to say that Politics has taken centre stage in her Ministry.

President Hichilema’s salary, Can he explain why he has managed to do away with it

President Hakainde Hichilema has not received a salary since he was elected in August 2021. He says a salary has never been his motivation for seeking public office. According to him, he has not received his salary because he simply didn’t pay attention, as he has been too busy trying to better the lives of the people. While it is commendable that for the first time, we have a Head of State who is prepared to work for Zambians pro bono, the decision not to receive a government salary cannot be a personal one. It is a policy issue. This is because the salaries of constitutional office holders are fixed and approved by Parliament.

President Hichilema should state clearly that he does not desire a government salary so that the allocation can be frozen for the next five years. That would enable the Ministry of Finance channel the funds to other needy areas, including the paying of hundreds of civil servants currently not on payroll because the government has no money. But the idea that President Hichilema has been too busy to worry about his salary is most troubling, as it suggests that as President all his needs are met by the State or his personal income is so high that the government salary is nothing in comparison. Whichever is the case, President Hichilema has exposed a serious contradiction in the remuneration of our heads of state. This is that, while they are entitled to a government salary, they may have easy access to government funds or receive donations in cash from well-wishers.

In 1993 it was discovered that an unscrupulous individual was drawing President Frederick Chiluba’s presidential salary from a bank account in Ndola. We have also witnessed other former presidents either reducing their official salary or donating huge amounts of money to so-called worthy causes, schools, churches and health facilities or youth and women’s empowerment ventures. In 2019, for example, former president Edgar Lungu took a 50% pay cut and a year later demanded that his cabinet colleagues donate 20% of their salaries to the government to help the government meet its debt obligations. The decision, which was clearly unconstitutional, was predicated on the assumption that cabinet ministers and senior civil servants received hefty salaries, which should be shared with ordinary citizens. It was a cheap way of hoodwinking the Zambian people into thinking that our political leadership was empathetic to the plight of the Zambian poor.

While I dare not question the morality of President Hichilema forgoing his salary, as the first Zambian president to do so, I am interested to understand, whether he has access to government funds outside his official salary. He may be a very wealthy man, by Zambian standards, but there are many wealthy heads of state in Africa who receive official government salaries. So the question of declaration of his assets, especially his commercial interests may not easily go away. Zambians may wish to know whether their president has another way of earning an income other than his official salary.

It will also be important for President Hichilema to pay special attention to his salary, as unscrupulous individuals will begin to draw it, since he does not need it – others will see an opportunity to pocket it, as was the case with Chiluba’s salary. But as far as I am concerned, President Hichilema should not shun his salary. It is his entitlement, and he is at liberty to use it in anyway he pleases, including donating it to charity. Not receiving the government salary gives the impression it is unnecessary; its too little compared to what he is worth or there are many other official revenue streams in State House that he can draw on. While I commend President Hichilema’s declared selfless service to our country pro bono, I am acutely alive to the temptations in that highest office, given his extensive commercial interests.

In the interests of transparency and in adherence to our Constitution, I will urge President Hichilema to come out clean and declare that he does not desire to receive a government salary during his presidency. Such a declaration should be followed by a policy pronouncement that will be gazetted by Secretary to the Cabinet to the effect that the salary of the President will be frozen on his instructions and the funds allocated to other causes. We don’t want to hear of a presidential slush fund or so-called presidential initiatives, as another way of siphoning public funds to private pockets. It is my hope President Hichilema will raise the bar on probity and integrity in the office of President during his tenure.

DEBASING POLITICAL DEBATE IN ZAMBIA

I am increasingly becoming concerned about how political debate in Zambia has become polarized between the so-called 2.8 and 1.8 million – referring to those who voted for UPND and PF respectively in the 12 August 2021 presidential elections. This is a false binary that is stifling open, intelligent, and coherent political debate on national issues.

This situation is particularly dangerous for the segment of Zambian citizens who are generally ideologically non-aligned with any political party but exercise their right to vote for a party that they believe may better serve their interests at any point in time. Such citizens, as an integral part of the over 18.4 million population of Zambia, can fluidly vacillate between the 2.8 and the 1.8.

Social media, with its hitherto unknown political punditry, has only served to heighten such divisiveness, helping to perpetuate the impression of a real dichotomy. In part, this is a quintessential character of Zambian politics, seen at various snapshots in key historical moments.

Ingrained ‘winner takes all’ attitude

Take, for example, UNIP’s mobilization of Zambians into a One-Party State in 1973, effectively banning political dissent in favour of a form of intra-UNIP democracy. While the reasons for this may have been to promote national unity and development, they disregarded the discursive or contentious character of politics, whether pre- or post-independence.

Fast forward to 1991 in which largely former UNIP members, aided by the significantly changed global geopolitics, morphed into the Movement for Multiparty Democracy (MMD), with its mantra of economic liberalization, and nothing else in between. This – again – was a false binary, pitting the MMD against anybody else who harboured differences inherited, in some cases, from the good parts of UNIP. Not everything was bad about UNIP, but the totalizing narrative of liberalization, privatization and commercialization pushed out alternative voices, and a significant segment of society moved along with that metanarrative. The consequences of that political singularity were to manifest themselves subsequently, despite the different intra-party ideological complexions that the MMD took on.

The end of the honeymoon with the MMD in 2011 ushered in the Patriotic Front (PF), whose hegemonic agenda became one of empowering citizens at the expense of everything else, including economic prudence. It was thus not surprising that the ideology of ‘more money into your pockets’ was taken literally to mean dishing out hard cash to party cadres to reward their ‘patriotism’, not to the nation, but to the party. The PF forgot all those Zambians ‘in-between’ who belonged to different social and political formations – anguished families, beleaguered youths, ill-treated civil servants, stifled NGOs, persecuted political parties, the disrespected intelligentsia, the scorned diasporas, etc.

And then UPND happened in 2021, and here we are, reducing the complexity of the Zambian experience of over 18.4 million people to the simplicity of a numerical difference between 2.8 and 1.8 million voters.

Why we must be concerned

Aside from what I have noted above, here is why this is a problem.

• It oversimplifies political debate: In general, the 2.8 and 1.8 may represent opposites, but the truth lies somewhere in between them. Politicians on both sides would do well to seek out this middle ground and leverage it for the benefit of their side. Indeed, an alternative political movement could emerge to capitalize on the weaknesses of both the 2.8 and 1.8. It would not be an easy task, but it represents an opportunity for uniting the country.

• It stifles dissent: Democratic politics thrive in an environment that promotes dissent within the boundaries of the civic virtues of respect for the worth and dignity of each person, civility, integrity, self-discipline, tolerance, and compassion as well as civic commitments to human rights, the common good, equality and the rule of law, among others. For this reason, any ruling party would do well to promote the repeal of laws which stifle such dissent, and Zambia is awash in such laws. Here, the point might be made, in relation to Chilufya Tayali’s incarceration, that the report of the ZLDC (Zambia Law Development Commission) review of the Penal Code and of the Criminal Procedure Code makes an illuminating observation: “The African Commission has said that any restrictions to freedom of expression should be the exception and are only allowed if a clear causal link can be demonstrated between the expression and the risk of harm to a legitimate interest. The authorities should not use laws, such as those concerning sedition (inciting others to rebel), against journalists or others who simply criticize government policies or publish well-documented accounts of corruption in government circles…” Of course, I am not privy to any other such details as surround Tayali’s imprisonment, but I’m making a general comment on freedom of expression and the need to repeal laws that hinder it. Not to do so is to reject what Chantal Mouffe refers to as ‘agonistic pluralism’ to indicate that ‘a well-functioning democracy calls for a vibrant clash of democratic political positions.’ In other words, Zambia, as a democracy, must be treated as a more pluralistic space which does not place ‘too much emphasis on consensus’ but allows for ‘democratic contestation.’

• It reduces political discourse to a zero-sum game: Nurturing democracy means much more than winning or losing an election. That is just its simplistic numerical representation. On the contrary, democracy is about promoting deliberative, and not vindictive, politics. Society must win – at all costs. While on this point, it might be recalled that President Hakainde Hichilema has encouraged an all-society vision of democracy, rather than that of a single party. This is not to say that party ideologies or manifestos do not matter; they do, to the extent that they advance the aim of our multiparty democracy. This ‘zero-sum game’ political reductionism can be seen in the United States of America, for example, where reality becomes sandwiched between two opposites: the Republican Party brand of conservativism and the Democratic Party brand of liberalism. The truth lies somewhere in between, but giving vent to such a zero-sum game means that the rest of the world has lost out an what used to be a shining model of democracy.

• It stupefies otherwise intelligent people: The desire – sometimes for reasons of economic self-preservation – to speak over and above everybody else makes us come across as insincere and unprincipled. Indeed, it is this quality that, often, results in the near worship of our political leaders and our own ways of reasoning as infallible. In the long run, this is an untenable position and certainly one that is out of sync with democratic politics, and even peaceful co-existence.

• It obscures facts. Misinformation and disinformation thrive in an environment where political debate is feared, and political compliance elevated. Establishing facts is more likely to happen in contestation than in conformity. Good political leaders learn more from contests than from concords.

To conclude: it seems to me that the country will be better served if we suspend our loyalty to either the 2.8 or 1.8, and instead transfer it to the 18.4. Therein lies the long-term survival of the 2.8 and 1.8 ensemble!

Chishimba Kambwili says President Hakainde Hichilema should consult his Rwandan counterpart Paul Kagame who was on a two-day visit to Zambia why his government has chosen to subsidise the price of fuel.

“Around Luanshya, and the other day in Kitwe what people are saying and the way people are complaining is not too good for a government. The government is supposed to be a father and when an extraordinary situation presents itself, make extraordinary decisions. Look for money,” he urged the UPND government. “There are things you have budgeted for that are not a matter of life and death but these will die of hunger.”

In an address on Monday, Kambwili, a PF member, said he was so sure that President Kagame had told President Hichilema that Rwanda was subsidising the price of fuel.

“Kagame uko na landa balacita subsidise fuel (Kagame has said that they subsidise the price of fuel). South Africa is subsidising. What about you (President Hichilema). What is so difficult? Is the IMF going to be telling us how to govern?” Kambwili asked. “They are telling us that by June we will be done [with IMF programme on board] things will be alright. The IMF programme is a three-year programme. That money will be disbursed in three years not by June.”

Kambwili cautioned the UPND from what he called lying to Zambians.

“Stop lying to Zambians as if they don’t think. Who told you Mr Nkhoma that the IMF programme is ending in June?” Kambwili said in reference to economist Noel Nkhoma who recently held a press briefing in Lusaka to talk about the increase of fuel prices by the Energy Regulation Board (ERB). Nkhoma is member of the ERB board. “Do the right thing to cushion the poor from the imminent suffering and hunger that will besiege this country.”

Kambwili said the UPND should not manage the economy at the expense of the poor.

“We don’t know whether people will start eating sweet potatoes or even roots. Me, I pity you (UPND). Don’t be capitalists. Don’t run the country strictly like a business where you want to see profits. In running the country, you must balance between keeping your macro-(economic) parameters in check and also the living standards of the people,” he said.

“I plead with you subsidise fuel so that people can have a breather. People are suffering. Your ministers get a lot of money. The state buys the President everything and (Anthony) Bwalya, the presidential aide for press, stop telling Zambians to persevere. You are telling Zambians to persevere. Yes, Zambians do persevere. They have persevered many times but this is an extraordinary situation.”

Kambwili said if the price of fuel would not be subsidised this month, it may shoot up to K33 per litre of petrol and diesel.

“Please those in government, don’t be arrogant. Don’t overlook advice. This is what happens to a lot of governments. By the time you realise you are already out of government. I have said, we don’t want you (UPND) to fail but please have mercy on your people. Subsidise fuel and get your cadres out of the equation,” he urged.

“The way government has behaved in the past five days it is like you are trivialising the issue of increase of the price of fuel. The [UPND] IPS (information and publicity secretary) for Lusaka Province was addressing the nation about the price of fuel. You also went and got the (party) chairman for energy in your party to come and address the issue of fuel. You go and get Mr Nkhoma to address the issue of increase in price of fuel. Don’t make mistakes that others have made.”

Kambwili called for separating the government from the party.

“The issue has to do with the government and we want communication from government and not from the party. Statements from cadres is making it worse. Making you (UPND) look disorganised because when you look at statements that IPS made, what Mr Nkhoma and chairman for energy said, they are uncoordinated statements,” he noted. “Mr Nkhoma says ‘we have to fulfill the conditions of the IMF’. The other says, ‘our manifesto says we shall charge cost reflective prices’. Come on UPND, you can do better.”

Kambwili said the issue of fuel should be handled by the chief government spokesperson Chushi Kasanda or the line minister Peter Kapala.

“Where is the chief government spokesperson in all this equation? Where is the official statement?” he wondered. “Stop political party members from speaking on behalf of the government. That is also a form of caderism.”

Kambwili said the complaints over fuel from residents of Luanshya and Kitwe was not good for government.

DEMOCRATIC Party president Harry Kalaba says government should use Constituency Development Fund or money mean other sectors to cushion fuel situation in the country.

He said the government was not aware of the fuel crisis when the plans were made adding that there is nothing wrong with making adjustments.

Speaking when he featured on Prime TV’s Oxygen of Democracy on Monday, Kalaba predicted the rise in the prices of mealie meal, cooking oil and other commodities if nothing is done.

“There is a myth being propagated heavily by government that they have increased the fuel pump prices because of the crisis happening in Russia [Ukraine], but countries buy their fuel from different places,” he said.

“Last time I checked, we were getting our fuel from Saud Arabia and they have not increased their fuel pump price. Now we want to use the war happening in Russia to do that! This government has increased fuel from the time they formed government three times. Two times they increased, there was no war in Russia but they increased and told us they have removed subsidies. So where is this myth coming from of wanting to justify the fuel prices by the war?”

Kalaba added that the government should realise that the energy sector is at the centre of the economy.

“You cannot be stiff necked to behave as if we are in an ordinary situation,” he said.

Kalaba also proposed that the government reviews mineral loyalty tax, use CDF or other funds to cushion the economic situation in the country.

“Government should realise that the energy sector is the epicentre. [Finance minister Situmbeko] Dr Musokotwane was economic adviser, minister. So as minister ask him, all this time, why didn’t Musokotwane propose removal of subsidies? Why didn’t he advise that time that we should remove subsidy on fuel? Why just now? It tells you now that it is not his mind working on the subsidy of fuel. They have not advised the President properly and adequately. If you don’t manage petrol properly, fuel and cooking oil prices will rise. Everything will go up and that will be a problem. Review mineral loyalty tax, use CDF and other funds to cushion the situation,” he said.

“They didn’t know that there was going to be this crisis and there is nothing wrong with making adjustments. Instead of releasing all this money for CDF, it will give us time to plan and see how we are going use the remaining money. We can take the rest of the funds, used to subsidise fuel just to see how things would be cushioned in the next five months. And see how the situation could be stabilised. That’s how governments work. Its job is to help its citizens.”

And Kalaba said the government should have left CDF the way it was as the decision to increase it needed to be studied first because the disbursement of the funds was not practical.

He said what the government should have done was to give spending agencies in provinces more revenue adding that to put all money is CDF is not practical as it is not possible to expend all of it.

Kalaba said he would be shocked if the government maintained the K25.7 million because it is impractical in most of the constituencies.

He said that were so many things the country could have been doing with the money they have locked up in CDF.

“Don’t celebrate before you see the practical side of it. To release the money is one thing and to spend is another thing. Some of the decisions being made needed to be studied first before being implemented. Understand the methods before you jump on it. Colleagues of mine and MPs that have been in government can agree that the idea is not practical,” he said.

“To put all resources in CDF is a costly experiment. You will see what will be in the next budget. I will be shocked if they maintain the 25.7 million CDF because it is impractical in most of these constituencies. It will be hard for it to be expended the way it is supposed to be expended. Wishful thinking tells us that K30 million will be able to help us. But how are you going to disburse it. You need to be practical. And there are those youths you have told to get funds from CDF, that is why we have the department of social welfare. That is why you have all these various government departments. What they should have done was not to reinvent the wheel. The President and finance minister said the jobs are in CDF. I don’t agree. I think the jobs are in manufacturing. The real jobs are relying on us creating our own sacks, peanut butter, shoes than getting a huge chunk that you have not even thought about carefully.”

Lusambo, wife seek High Court help on which court they should appear for trial

KABUSHI PF member of parliament Bowman Lusambo and his wife Nancy Manase have petitioned the Lusaka High Court to determine whether or not their prosecution under the Economic and Financial Crimes Court violates the due process of the law and whether it is discriminatory.


They argue that their prosecution under specific courts like the Economic and Financial Crimes Court is discriminatory, as it seems to have been created for a specific group which should be punished for financial crimes under fast-track courts.
Lusambo and his wife request that the matter be referred to the High Court pursuant to Article 28(2) of the Constitution for a determination on whether the due process of the law will be violated if they are prosecuted under the Economic and Financial Crimes Court, and whether they will be discriminated against.


This is in a matter where Lusambo is facing 10 corruption related charges among them one count of corrupt acquisition of public property, five counts of possessing property suspected to be proceeds of crime, three counts of tax evasion and one count of conspiracy to defraud.


Lusambo is jointly charged with his wife Nancy for possessing four houses in Silverest Gardens, Chongwe which were suspected to be proceeds of crime.


When the matter came up for commencement of trial before magistrate Faidess Hamaundu, the accused’s lawyer Makebi Zulu said they should be subjected to undergo trial in the same courts as other accused persons and not specific courts as it was against the law.
He said Statutory Instrument No. 5 of 2022 issued by the Chief Justice establishing the Economic and Financial Crimes Court goes against Article 11(a) of the Constitution which provides for equality before the law.


“Our prayer is for the reference of this matter to the High Court to determine whether or not the constitutional special courts does not tolerate due process and protection by the law and whether the same are not discriminatory,” Zulu said.
The couple’s other lawyer Jonas Zimba submitted that the question raised was a noble one in order for everyone to learn judicial precedence in relation to Economic and Financial Crimes Court.


“The history in our jurisdiction as regards to the creation of this court (EFCC) stems from an executive pronouncement made by the republican president as reported by the Zambian observer with a banner headline Bally goes for thieves on September 12, 2021. On January 13, 2022 the executive pronouncements of September 12 was held by the ministry of justice in the daily nation paper,” Zimba said. “The understanding of this is that there are those who have already been convicted and should simply be punished by fast tract courts for economic crimes. One would ask if at all there would be fairness as regards to such trials before such courts. I am inclined to delve into detailed arguments on my exposition to that point to the reason that that is within the province of the High Court.”


Zimba said the subordinate had no provisions that dealt with fast-track courts for economic and financial crimes.
“This matter should be referred to the High Court for interrogation of Article 11(a) chapter 1 of the constitution. The question is neither frivolous nor vexatious as it is a noble question ought to be interrogated by the High Court,” said Zimba.
In response, Anti-Corruption Commission (ACC) prosecutor Daniel Ngwira argued that the essence of the application was that it sought the determination of the High Court on whether the designation of the Economic and Financial Crimes court was in conformity with Article 11(a) of the Constitution.


“Under Article 28(a) the only time the subordinate court may refer the matter to the High Court is where it is being alleged that any provisions of Article 11-26 have been violated,” said Ngwira.


“The defence has not argued that any of the said provisions have been violated. Article 11 which guarantees the protection of the law has not been violated because matters tried under the penal code or other written law ought to be tried in conformity with the criminal procedure code. This application is frivolous and vexatious and as such it should not be granted.”
And Martin Mayembe argued that the issue relating to the establishment of the Economic and Financial Crimes Court was of no relevance as Chief justice Mumba Malila enacted the court by powers vested in him under Article 133(3) of the Constitution and Section 3 of the High Court Act.


“This court at the High Court is designed to hear appeal cases from the subordinate court sibling. We submit that the application is misconceived,” said Mayembe.
In response, Zulu said there was merit in his application, as the State in one breath was saying the defence had not complied with Article 28(2) and also argue that Article 11 (a) had not been violated.


“Such an argument requires this court to determine Article 11-26. The accused persons are entitled to the due process of the law. The creation of a special system which the state does not deny is what we intend to challenge,” he said. “Where the state argues that it’s okay to set up such systems both in the High Court and subordinate, we argue that it isn’t and is discriminatory. A flesh of those arguments are not for this stage of the application but should be reserved for the High Court. The mere fact that they have an argument against our position means that there is merit for our question to be determined.”
Magistrate Hamaundu adjourned the matter to April 12 for ruling.
And speaking after the court session, Lusambo who mainly spoke in Bemba, said that rearing cattle was different from leading people.


“Ukuteka ing’ombe nokuteka abantu fyalipusana sana. Elo ukukwata impyia tekutekafye ing’ombe iyo. Elo ngamwabwesha icalo pakukwata indalama kano wateka ing’ombe ninshi muleonaula icalo. Ifwe kumwesu tulima impwa tatuteka ing’ombe iyo. (Rearing cattle is different from leading people. And one cannot only make money by rearing cattle, no. And if you reduce the country to a situation where you can only make money by rearing cattle you are destroying it. Where I come from, we grow egg plants, we do not rare cattle),’’ said Lusambo.

TEACHER UNIONS A PURE HEADACHE TO TEACHERS

ANY genuine desire to improve teaching and learning must necessarily be concerned with the environment in which teaching occurs.

One of the primary functions of teacher unions is to act as the vehicles by which teachers’ concerns about the conditions of teaching and learning reach the attention of policy-makers.

In a context where teachers by definition have little formal authority to participate in policy discussions, and where educational decision-makers have limited knowledge about dynamics of educational practice, teacher unions’ role is critical.

In addition to playing the bridging role, teacher unions are sites where new policy ideas are developed. They can be settings for educational experimentation and innovation, research, teacher leadership, and teacher learning, thus increasing the capacity of educational systems more broadly.

Yet in our country, government officials develop educational legislation, teacher unions are absent from the table. Often established after, and even in reaction to, formal educational systems, teachers’ organisations are not always viewed as legitimate decision markers, and they often are perceived as working in opposition to official educational priorities.

During the Leonard Hikaumba era, unions were understood as critically important to educational quality and had broadly positive working relationships with Government and local education employers.

It’s noted that virtually all top performing countries on international educational measures have strong unions – that is, unions that play an active role in educational decision-making and participate in setting the educational reform agenda.

In these jurisdictions, union influence is more or less taken for granted and unions are recognised for providing unique resources.

Through the reports of their teacher members, unions provide important system feedback on the actual conditions of teaching and learning “on the ground.”

In some context, teacher unions provide necessary infrastructure for educational systems where such capacity does not. And some unions are capable of fostering innovation, bringing needed new educational practices into being.

Teacher union-government collaborative relations are of significant value to attempts to advance educational quality.

Teacher unions are supposed to be a source of innovation and ideas, and their efforts to advance teacher capacity are directly relevant to the conditions of teaching and learning. Teacher unions themselves, policy-makers and education international all must play their part in establishing, maintaining and promoting union-government relationships.

Zambia has had a checkered history of teacher union-government relations, with alternating periods of labour strife and relative harmony.

There has also been unique proliferation of these teacher unions whose missions and visions still remain un-understood by their clientele. This development has seen many if not all teachers lose cognisance of these supposed middlemen in wage consumption.

As if that is not enough, the teacher unions have purely failed to play their role as expected by the teachers. Because they have fixed their eyes not on the plight of the teacher but on the little that the teacher earns, they no longer know how to bargain or negotiate for the teacher’s better conditions of service.

Many are the times they have only appeared before Government just to append signatures to approve what Government has thought of giving to its people and they turn to the teacher and say it is a collective agreement.

Our unions must understand that “God sees evil but bides his time.” They easily forget that this teacher they have failed to represent well is their employer.

Government spoke of 12 percent increment across the board all they did as per tradition was to say nothing but append a number of signatures and called it a collective agreement. Do you really understand what the difference is between 12 percent for someone in salary scales K, L, M and those you survive on in salary scales I going below?

These teacher unions to be honest have lost favour in the sight of the teacher. The best they can do is to merge and carryout some introspection or better still try to rebrand as some organisations are doing because teachers don’t see any of the aforementioned qualities in the unions.

My appeal to the listening government of the new dawn is to strongly intervene by making sure that we have only one teacher union that speaks the mind of an ordinary teacher and also ensure that all the monies received by these unions from teacher contributions are channelled to the national treasury.

I suggest so because this money will still be able to get back to the teacher in form of improved conditions of services. The move will also eradicate the feeling of being demi-gods in our deaf union leadership.

We understand that there are statutory instruments that support their existence in whatever form but as long as they have defied their main essence of existing, it will be worthwhile to have union coffers take part in the rebuilding of our economy.

Zimbabwe introduces Z$100 note – but it still can’t buy a loaf of bread

Zimbabwe will introduce a new Z$100 note imminently as the local currency continues its rapid exchange rate slide.

The new note is worth about US$0.68 cents at the official rate, but as little as US$0.30 cents on the widely-used parallel market – not enough to buy a loaf of bread.

Finance minister Mthuli Ncube made the announcement through a statutory instrument published Tuesday.

Reserve Bank governor John Mangudya immediately tried to calm fears the move would stoke inflation, which is already one of the highest in the world.

“It’s not going to cause inflation because we are not printing any new money. Individuals and businesses can only access cash based only on what they have in their bank accounts,” Mangudya said.

The Zimbabwe dollar was reintroduced in June 2019 after a decade of dollarisation, but Zimbabweans shun it if they can help it. The currency has slid in value against the United States dollar. At the official foreign exchange auction on Tuesday, one United States dollar was trading for Z$145 – and double that on the thriving parallel market.

Citizens Coalition for Change deputy leader and former finance minister Tendai Biti, speaking in parliament on Wednesday, told the government to abandon the currency.

“The cost of basic commodities like cooking oil, bread, milk and rentals is rising. Equally, the consumer basket has now gone up. For a family of six, it is now in excess of Z$120,000. Only yesterday the official exchange rate was 145, but in shops the parallel market rate is now close to 300. Why don’t you not just dollarise?” the Harare East MP said.

Ncube said the new Z$100 note would be brown in colour.

“On the front side the dominant feature shall be the logo of the Reserve Bank of Zimbabwe (three balancing rocks), with the visually impaired recognition feature to the left, latent image showing the denomination, windowed security strip inscribed ‘RBZ’ with colour shift from red to green, watermark with highlighted inscription ‘RBZ’ and see-through of Zimbabwe bird looking to the left in perfect register,” he said.

“On the back side, there shall be an impression of Great Zimbabwe monument and the baobab tree, gold coloured iridescent band showing the denomination of the note and see-through of the Zimbabwe bird looking to the right.”

Zimbabwe introduced a Z$50 note in July last year, adding to the existing Z$20, Z$10, Z$5 and Z$2 which are now worthless and burdensome to carry.

Russian soldiers facing prison sentences’ for ‘staging a mutiny and refusing to fight in Ukraine

Around 60 Russian paratroopers are expected to be sentenced for staging a mutiny and refusing to fight in Ukraine, according to reports.

The men, who came from Pskov, Russia’s main airborne forces headquarters, could now face jail time for their disobedience.

The refusenik troops had been sent to Belarus as part of the invasion force, but were ordered back to their base in Pskov in disgrace after their mutiny.

Some have been fired and labeled “cowards,” while others are facing the Russian equivalent of a court-martial, which will almost certainly result in jail time.

One of Defence Minister Sergei Shoigu’s deputies is said to have been dispatched to Pskov to deal with the insubordination.

Even though Ukraine stated the forces were elite paratroopers, this has yet to be proven.

Russian opposition outlet Pskovskaya Guberniya reported: ‘About 60 servicemen from Pskov refused to go to war on Ukrainian territory, according to our sources.

‘After the first days of the war, they were first brought to the Republic of Belarus, and then they returned to their base in Pskov.

‘Most of them are currently being dismissed, but some are threatened with criminal cases.’

It is the latest of several cases of Russian troops refusing to obey Vladimir Putin’s orders to invade Ukraine and ‘deNazify’ the country.

An earlier captive Russian soldier from Pskov, Vladimir Safronov, 23, told his Ukrainian interrogators about problems with rations, and how his officers were looting the civilian population.

‘Things are bad with food, we are constantly saving it,’ he said.

‘Very often we have a situation that a ration for one person is shared between two people.

‘We are eating mostly what we find inside [civilian] houses [in occupied Ukraine].

He said: ‘There is a lot of looting, I’ve personally seen it.

‘I don’t support it, it was mainly senior sergeants and the commander who did it…

‘I saw civilians who were hiding, people who were unable to evacuate, who lived in constant fear.

‘I felt awfully sorry for them, it was scary to find them.’

Diego Maradona’s daughter has insisted that the Argentina jersey set to sell at auction for £4million this month is not the shirt he was wearing when he scored his famous double against England in the 1986 World Cup quarter-final.

This comes a day after it was announced that former England midfielder Steve Hodge was putting the shirt up for sale in a ‘dedicated online action’, with it also going on display in Sotheby’s London showroom on Bond Street during the April 20-May 4 bidding period.

Maradona’s daughter Dalma told Radio Metro: ‘That ex-England player thinks he’s got my dad’s second-half shirt but there’s a confusion. He has the first-half top. I wanted to explain that to people so that whoever wants to buy it knows the truth.’

When asked who has the second-half shirt, she added: ‘My mum hasn’t got it. I know who has but I’m not going to say who’s got it so as not to expose that person.

‘All I can say is that the one that’s being auctioned is not the one my dad scored his goals with.’

Sotheby’s responded to Dalma’s claims on Thursday, insisting they were ‘false’.

A spokeswoman said: ‘There was indeed a different shirt worn by Maradona in the first half but there are clear differences between that and what was worn during the goals.

‘Prior to putting this shirt for sale, we did extensive dilligence and scientific research on the item to make sure it was the shirt worn by Maradona in the second half for the two goals.’

She added: ‘This object has clear provenance, it is being consigned by the man that kicked Maradona the ball on the Hand of God play.

‘Maradona acknowledges the provenance himself, in his book ‘Touched by God’, and he recalls giving it to Steve Hodge.

‘It’s been in the National Football Museum for 20 years, where countless people have seen it. There has never been a claim that it’s not the shirt.’

Sotheby’s hired an expert outside firm to Photomatch the shirt that is being auctioned which had found ‘multiple conclusive matches’ to the one Maradona scored his two second-half goals with.

A catalogue note for the item states: ‘Sotheby’s worked with Resolution Photomatching in order to match the shirt to both goals examining unique details on various elements of the item, including the patch, stripes, and numbering.

‘Resolution Photomatching was able to make a conclusive photomatch to the celebration following ‘The Hand of God’ goal.

Maradona scored two of the most memorable goals in World Cup history to knock the Three Lions out at the quarter-final stage in the 1986 tournament in Mexico.

During the quarter-final, the late great former Argentina captain rose above Peter Shilton to punch his side into the lead at the Azteca Stadium and the officials failed to spot that he had handled the ball.

At the time, the forward described the goal as being made “a little with the head of Maradona, and a little with the hand of God”.

Britney Spears rejects paying mum’s $600,000 legal fees accrued during the battle to end her conservatorship

Britney Spears has refused to pay $600,000 to foot her mother’s legal fees, accrued during the battle to end her conservatorship.

The singer, 40, was freed from the conservatorship governed by her family back in 2021.

Last week, Britney slammed her mother Lynne Spears and called her worse than her negligent on-screen Crossroads mum.

Now, she has rejected a proposal to pay her legal fees.

Shortly before Britney’s conservatorship termination, her mother applied for payments totalling $663,202.84 from her daughter’s estate for costs incurred during the process.

But in court documents obtained by the PA news agency, lawyers for Britney said her mother had not been an official party involved in the conservatorship.

Lawyers argued that Britney had “continuously and generously” supported her mother financially for years and there was no legal authority for her to help her anymore.

“Lynne Spears and her counsel seek payment of legal fees and costs — from Britney Spears — of more than $660,000,” stated the documents, filed by her lawyer Matthew Rosengart on Tuesday, April 5, in Los Angeles.

“Britney Spears opposes the Petition in its entirety.”

The filing continued: “Britney Spears has for decades been her family’s sole breadwinner, supporting her entire family.

“It warrants noting that Lynne Spears has for at least a decade resided in a large, expensive house owned by Britney Spears in Kentwood, Louisiana, for which her daughter has also continuously – and generously – paid Lynne Spears’s utilities, telephone services, insurance, property taxes, landscaping, pool work, pest control, repairs, and maintenance, totalling approximately $1.7million (£1.3m).

“The Petition cites no authority at all to support the conclusion that a conservatorship estate (or, in this case, a former conservatee’s estate) can be held financially responsible for the attorney’s fees of a third party like Petitioner here.”

Lynne Spears’ November filing said she was requesting the fees for helping her daughter out of her “crisis” and “achieve independence from her conservator father James Spears”.

Lawyers for James Spears, aka Jamie Spears, have also called for his daughter’s estate to continue paying his legal fees, saying he had “stepped up” and kept “opportunistic and wholly self-interested parties at bay”.

The judge is yet to make a decision regarding Lynne Spears’ legal fees and further hearings in the case are scheduled for July.

How Idi Amin Renamed Colonial Roads, Lakes & Mountains So As To Decolonise Uganda

On December 17, 1972, former president Idi Amin made a proclamation that led to the renaming of some of Uganda’s physical features such as national parks, lakes and roads.

The promulgation was made on national radio and television following a campaign he had started codenamed “Uganda’s economic war” in which he expelled Indians, Israelis and the British. Amin told the nation that he had decided to rename those physical features because their colonial names were insignificant to independent Ugandan.

“I have decided that Queen Elizabeth National Park shall henceforth be known as Rwenzori National Park and the Murchison Falls as well as the Murchison Falls National Park shall henceforth be known as Kabalega Falls and Kabalega National Park,” he announced.

“Kabalega is a name that is very important. The king of Bunyoro determinedly fought the British who were advancing into Uganda from Sudan and several battles routed them. It was only after the British had been on alliance with a neighbouring local king that Kabalega was finally subdued. Names like Kabalega have much more meaning for the people of Uganda than names like Murchison which are foreign and of whose origin and significance not many people in Uganda are aware of.”

Lake Albert was renamed Lake Idi Amin Dada while Lake Edward was renamed after his friend the president of Zaire, Mubutu Sese Seko. Lake Victoria was given back its Kiganda name, Nalubaale.

“In addition, we have decided to change the names of a number of roads in Kampala as follows,” Amin said.

“1. Prince Charles Drive becomes 25 January Avenue to signify the date of the birth of the second Republic of Uganda. You are aware that the battle for our nation was commanded from the command post which lies on the new 25 January Avenue and it is only fitting that a place that important in our country should be served by a road whose name has a real meaning in our national history.

2. Queen’s Road becomes Lumumba Avenue. As the people of Uganda and Africa know, Patrice Lumumba is one of the greatest Africans that have ever lived. He strongly fought against the imperialists and Zionists for the freedom of Africa. It was due to his courageous and uncompromising stand against these evils that he was assassinated. He was a strong national and international leader. It would be a good thing for all Africans to follow the teachings, practices and principles of Patrice Lumumba.

3. Salisbury Road becomes Nkrumah Road. Kwame Nkrumah as again you will be aware was another great African who tirelessly struggled against imperialism for the liberation of the whole of Africa. He was a firm advocate of African Unity and a great pan-Africanist. He greatly contributed to the founding of the Organisation of African Unity. We must honour his memory.

4. Rosebury Road becomes Nasser Road. Gamel Abdul Nasser fought the imperialists and Zionists until his death and that is why they always hated and feared him. We know that the fire of his teachings and beliefs still blaze strong in the whole of Africa, the Arab world, Asia and Latin America. We must remember his courageous stand for the freedom of Africa and the Arab world.

5. Hunter Road in Bugolobi becomes Luthuli Avenue. The late chief Albert Luthuli also courageously fought against the racists of South Africa and they kept him in jail for many years. He died an unnatural death and the circumstances of his death are still a mystery. He was awarded the Noble Prize in 1961.

6. Borup Avenue becomes Malcolm X Avenue. Malcolm X was a strong Afro-American political leader who bravely exposed and resisted the activities of the imperialists. He was assassinated because of his beliefs.

7. Kings Road in Nakasero will be Sukano Road. Dr Sukano was for many years president of Indonesia having guided that nation to independence. He was a strong anti-imperialist leader and he convened the first non-aligned conference which was held at Bandung.

8. Kings Avenue becomes Nehru Avenue. Pandit Nehru was the first prime minister of India which he led to independence in 1947.

He was imprisoned by the British rulers of Indian.

9. Harcourt Avenue becomes Kimathi Avenue. Dedan Kimathi was a very courageous nationalist and freedom fighter who as a Mau-Mau leader physically and for many years fought imperialism in Kenya until he was slain in battle.

10. Stanley Road becomes Akii-Bua Road: John Akii-Bua as you know was the first Ugandan to get a gold medal at the Olympic Games when he completed first in Munich in august this year. His performance was a world record. Which I know will stand for a long time.”

At the official renaming of Queen’s Road to Lumumba Avenue on January 18, 1973, Amin said: “It is time we took stock of ourselves with a view to restoring our cultural heritage, human dignity and respect which has hitherto been denied to us by forces of imperialism and their agents.”

“To fight against the forces of imperialism and Zionism; and to succeed in this fight, we must believe and practice true nationalism as our guiding principle.”

He also warned Africans never to forget that imperialists were in Africa for their own selfish interests and not for African interests.

“In addition, we have decided that subject to consultations with Kenya, Mt Elgon will be known as Mt Masaba. Although most of Lake Victoria is in Uganda, we shall make immediate consultations with our neighbours Kenya and Tanzania with a view to agreeing on a new name for Lake Victoria,” he said.

Because of that technicality, the name Lake Victoria remained unchanged. But later when the Kenyan government accepted Amin’s proposal, Mt Elgon was changed to Masaba Mountain.

“The changes in the names of roads, national parks and mountain I have announced tonight are only the beginning of what must be a concerted campaign to make similar changes in respect of all roads, institutions, etc. bearing colonial and imperial names in Uganda,” he said.

“I want to ask all urban and local authorities and institutions to make immediate arrangements to change meaningless foreign names of roads, streets etc. in their areas and to replace them with meaningful African or other names as indicated above. The proposal should be submitted to the Cabinet for approval before any road or institution is renamed.”

As a result of this decree, districts such as Rukungiri, Mbale and Arua have a road named Republic road or street after the Second Republic of Uganda.

It was also after this decree that roads in Uganda were named after Ugandans. In Rukungiri District, for instance, a road was named after Karegyesa, a former minister and Member of Parliament.

In Jinja District, many roads such as Nadiope, Luba (Lubas) and Gabula were named after local leaders and politicians.

Unfortunately, when Amin fell in 1979, most of the colonial names were reinstated.

Subject: Leave soldiers out of political hooliganism

I have followed with grave concern the statement issued by one Chilufya Tayali and subsequent media publication regarding an illegally obtained military signal, which borders on mutinous conduct by the soldiers involved and the former.

Tayali’s conduct and that of the soldiers believed to have met with him to complain about their conditions of service further borders on mutiny as the soldiers are clearly disobeying and disregarding superior orders as communicated by the command.

The law is very clear in this regard where inciting a mutiny could earn, in this instance Tayali up to 25 years imprisonment and if the mutineers shed blood, the offence could escalate to a coup attempt, which carries a death sentence.

Tayali displayed a military signal – a classified military communication on delayed reviewed salaries for soldiers.

There is no ambiguity in Section 48 of the Penal Code, where it states that, any person who advisedly attempts to seduce any person serving in the Defence Forces or any member of the Zambia Police Force from his duty and allegiance to the President; or to incite any such persons to commit an act of mutiny or any traitorous or mutinous act; or to incite any such persons to make or endeavour to make a mutinous assembly is guilty of a felony, and is liable to imprisonment for life.

The questions that beg for genuine and explicit answers are: how did he get this classified communication?

Who gave him this classified communication? What authority did he have to address soldiers and giving them assurances? What did he mean when he made those assurances? Who is he working with?

Whoever gave him the classified communication is an enemy agent or saboteur of the state. So, he has a lot of explaining to do because he has no mandate to address troops on conditions of work.

I also wish to advice those sympathising with Tayali that we should not take clowns and professional beggars and misguided publicity seekers to incite military upheavals.

Those speaking on behalf of Tayali and defending his mutinous conduct should tread very carefully because they may be misconstrued to be his sponsors and may have to answer a few questions also.

Tayali, his friends and sponsors must keep political hooliganism out of the military barracks because once hell breaks loose, the military will spare nobody.

Payments to soldiers are a process that follow procedures. Breaching these procedures or inciting disorder can amount to inciting mutiny, espionage or even sedition.

Supporting such display of dangerous talk by seducing those serving in the Defence Force can propel national security into free-fall to the perils of bloodshed and tears.

The Way People Are Complaining Is Not Too Good For Government – Kambwili

CHISHIMBA Kambwili says President Hakainde Hichilema should consult his Rwandan counterpart Paul Kagame who was on a two-day visit to Zambia why his government has chosen to subsidise the price of fuel.

“Around Luanshya, and the other day in Kitwe what people are saying and the way people are complaining is not too good for a government. The government is supposed to be a father and when an extraordinary situation presents itself, make extraordinary decisions. Look for money,” he urged the UPND government. “There are things you have budgeted for that are not a matter of life and death but these will die of hunger.”

In an address on Monday, Kambwili, a PF member, said he was so sure that President Kagame had told President Hichilema that Rwanda was subsidising the price of fuel.

“Kagame uko na landa balacita subsidise fuel (Kagame has said that they subsidise the price of fuel). South Africa is subsidising. What about you (President Hichilema). What is so difficult? Is the IMF going to be telling us how to govern?” Kambwili asked. “They are telling us that by June we will be done [with IMF programme on board] things will be alright. The IMF programme is a three-year programme. That money will be disbursed in three years not by June.”

Kambwili cautioned the UPND from what he called lying to Zambians.

“Stop lying to Zambians as if they don’t think. Who told you Mr Nkhoma that the IMF programme is ending in June?” Kambwili said in reference to economist Noel Nkhoma who recently held a press briefing in Lusaka to talk about the increase of fuel prices by the Energy Regulation Board (ERB). Nkhoma is member of the ERB board. “Do the right thing to cushion the poor from the imminent suffering and hunger that will besiege this country.”

Kambwili said the UPND should not manage the economy at the expense of the poor.

“We don’t know whether people will start eating sweet potatoes or even roots. Me, I pity you (UPND). Don’t be capitalists. Don’t run the country strictly like a business where you want to see profits. In running the country, you must balance between keeping your macro-(economic) parameters in check and also the living standards of the people,” he said.

“I plead with you subsidise fuel so that people can have a breather. People are suffering. Your ministers get a lot of money. The state buys the President everything and (Anthony) Bwalya, the presidential aide for press, stop telling Zambians to persevere. You are telling Zambians to persevere. Yes, Zambians do persevere. They have persevered many times but this is an extraordinary situation.”

Kambwili said if the price of fuel would not be subsidised this month, it may shoot up to K33 per litre of petrol and diesel.

“Please those in government, don’t be arrogant. Don’t overlook advice. This is what happens to a lot of governments. By the time you realise you are already out of government. I have said, we don’t want you (UPND) to fail but please have mercy on your people. Subsidise fuel and get your cadres out of the equation,” he urged.

“The way government has behaved in the past five days it is like you are trivialising the issue of increase of the price of fuel. The [UPND] IPS (information and publicity secretary) for Lusaka Province was addressing the nation about the price of fuel. You also went and got the (party) chairman for energy in your party to come and address the issue of fuel. You go and get Mr Nkhoma to address the issue of increase in price of fuel. Don’t make mistakes that others have made.”

Kambwili called for separating the government from the party.

“The issue has to do with the government and we want communication from government and not from the party. Statements from cadres is making it worse. Making you (UPND) look disorganised because when you look at statements that IPS made, what Mr Nkhoma and chairman for energy said, they are uncoordinated statements,” he noted. “Mr Nkhoma says ‘we have to fulfill the conditions of the IMF’. The other says, ‘our manifesto says we shall charge cost reflective prices’. Come on UPND, you can do better.”

Kambwili said the issue of fuel should be handled by the chief government spokesperson Chushi Kasanda or the line minister Peter Kapala.

“Where is the chief government spokesperson in all this equation? Where is the official statement?” he wondered. “Stop political party members from speaking on behalf of the government. That is also a form of caderism.”

Kambwili said the complaints over fuel from residents of Luanshya and Kitwe was not good for government.

In 2018, a wholly owned subsidiary of CDC Group PLC, the UK’s development finance institution, formed a company called; Zambian Transmission LLP.

The purpose of the new company was to make a binding offer to purchase all the ordinary shares in the share capital of CEC for a cash offer price of $450million ( US$0.2338 per share).

The purchase offer was based on the anticipation that ZESCO would renew and extend the Bulk Supplier Agreement to CEC to 25 years and at similar favourable terms as the current Agreement scheduled to expire in 2020.

When ZESCO expressed concerns that the earlier agreement was exploitative and a revision needed to be done to both the period and tarrif rates, CDC pulled out of the deal to buy CEC.

NEW BULK SUPPLIER AGREEMENT

On Wednesday, both ZESCO and Copperbelt Energy Corporation Plc jointly announced they had reached an agreement for the bulk supply of electricity.

Recognizing that ZESCO is incurring costs of up-to $40million a month in current Power Purchase Agreements from Independent Power Producers, it is imperative that the details of the Bulk Supplier Agreement entered into, are made public.

1. What’s the duration of this Agreement? 5 years? 10years? 25 years? 50 years?

2. What tarrif charges or rates will ZESCO charge CEC? How much will CEC pay ZESCO per Kilo Watt, at peak and during normal or standard schedules.

3. What period is given to CEC when it falls into arreas? What are the details of the termination clauses?

4. In making a bulk supply of electricity available to the distribution system of CEC, will these assets be maintained by CEC or ZESCO and who meets some of the irrecoverable cost?

It is imperative that we ask these questions as it is common knowledge that CDC Group has been hanging in the shadows since 2018, waiting for this Agreement to snap up one of the most profitable African companies.

The value of CEC should never be based on an exploitative and unfair business relationship with ZESCO.

ZESCO is our public company, formed for the development and benefit of the people of Zambia.

If you are a farmer, one of your biggest challenges is the high cost of inputs/chemicals, these are mostly imported. If importing 1000kg of fertiliser is USD1000, at K18/dollar, it will cost K18,000 in kwacha. If kwacha appreciates to K9/ dollar, farmers will spend K9000 to get the same quantity of fertiliser.

If you are a manufacturer and you want to produce goods that will compete on the market, you will most likely need to import better manufacturing equipment. If a machine costs USD100,000, at K18/dollar the kwacha equivalent is K1,800 000. However, if kwacha appreciates to K9/dollar, then manufacturers will only spend K900,000.

Clearly for an import dependent economy like Zambia that also imports inputs and equipment, the unfavourable exchange rate pushes the cost of production up. This makes it hard for local manufacturers to thrive. This explains the importance of strengthening the currency to our economic recovery agenda.

Manufacturers, farmers, small scale miners, players in the hospitality industry all need capital to grow their entreprises. Heavy government domestic borrowing pushes interest rates up. Borrowing at high interest rates, importing equipment and inputs at an unfavourable exchange rate and competing with big continental players makes it hard for local firms to survive?

If the cost of production is high and the cost of imports is also high, this leaves the prices of goods and services high and generally pushes up the cost of living.

How can we strengthen the kwacha? The inflow of dollars into the economy has been slow due to low export growth and low capital inflow? On the other hand government keeps losing more dollars through debt repayment and expensive import of fuel and agriculture inputs.

Should government significantly reduce domestic borrowing? The domestic budget is exhausted by debt service and wage bill, implying that government has to borrow to fund the rest of the budget. External borrowing in international markets at commercial rates is very expensive, right now we are struggling with eurobonds.

Should government significantly lower tax rates to promote production and lower the cost of living? Out of a revenue of K98.9 billion, K78.6 billion goes to debt service and the rest to the wage bill, if tax rates are reduced, the immediate impact is to lower domestic revenue as the economy adjusts, this implies that government has to borrow to cover the huge deficit, and increased borrowing brings us back to the same problem we are trying to resolve.

Should government increase funding to entrepreneurs? This can only be financed through increased borrowing which has a counterproductive effect.

As long as debt is not addressed, we will keep going round circles. This is why the first step to economic recovery lies in dealing with our debt. This is where IMF becomes key. An IMF deal will help us get debt restructuring, attract capital inflow and enable us access very cheap concessional loans including the USD1.4 billion under the extended credit facility.This will increase supply of dollars on the market. Restructured debt will reduce loss of dollars through debt service and this will strengthen the kwacha and enable our farmers, manufacturers, small scale mining firms and other entrepreneurs import at a low cost. Restructured debt will also reduce domestic borrowing as government will now have funds released from reduction in debt service outlays, this will push down interest rates and enable the private sector to have access to cheap credit to expand production. Debt restructuring will also free funds to speed up dismantling of arrears to boost economic activities.

At the centre of Zambia’s economic recovery is the IMF deal and debt restructuring. Given that we have reached staff level agreement in seven months and remain on track to IMF board approval, we have taken the most important steps to economic recovery despite the cost of production and living going up in the short term. There is no more headroom to simply borrow and keep fuel prices and cost of living low. We have to take the steps explained above, otherwise we will end up worse off.

The greatest achievement by the new dawn government is reaching the IMF staff level agreement. The increased CDF allocation, expanded free education and mass recruitment into civil service are good but they will need a thriving economy to be sustained. There is no need to fear any IMF conditionality because Zambia in its current state does not have money to sustain any subsidy for a long time if our debt crisis is not addressed. IMF deal by itself is not development neither does it guarantee development, but it gives us the breathing space and access to opportunities needed for domestic solutions to succeed.

In conclusion, the cost of living might be high but the only way to sustainably reduce it is to address underlying problems; restructure debt, attract capital inflow, access concessional borrowing, strengthen kwacha, lower cost of production, lower cost of living. Other benefits include sustained growth and job creation.

I had applied for a Visa to go to a certain European country and they have denied me the Visa that I won’t come back to Zambia if I go there. Now, I know we have issues in Zambia, but leaving the country for good is certainly not one of my plans. At least not now, I still have hope that Bally will FIX IT lol…

I also understand that there is one key document that I didn’t attach which I should have attached, so that was the main reason they used as not showing proof for wanting to come back, hence their decision. That you go to their countries and start accessing public funds and you stay for good. I didn’t even know that people actually do that. All I wanted was two weeks in Europe away from praise singers, but looks like we are stuck together with the Sopranos.

They say there are no permanent enemies in politics, so Praise Singers I really need a favour from you guys to shout at these people. And this will also be the last time applying for a Visa with so much humility as an ordinary citizen just wanting to visit another country. Because sincerely, if they knew who I was and that I have you all to fight with everyday, they would know that I wouldn’t give that up to go live a boring life in a foreign country for the rest of my life without even a job there… So they think I can leave NDC to the rebels? Lol. I really should have told them all those stories. I took away all the politics from the application, BUT that’s what I should have used. Lessons learnt. Anyway, ba New Dawn and President HH, please work hard at bringing back some of the key embassies in Zambia again. This thing of applying for a Visa to another country in another country is very hectic.

First time to have a Visa denied in my life and the biggest worry for me is the reason given. Anyway, lesson learnt and will never apply as a humble citizen again, lol… I love my country very much and I have a lot to live for here, CAN’T leave for good because I believe I have the gift, grace, passion, expertise and experience to help develop my country and not run away from the problems that we are facing… Let me get back to the Praise Singers I see what’s bothering them today.

RTSA REVOKES TEN PSV DRIVING LICENCES, GIVE THIRTY DAYS ULTIMATUM TO THREE TRANSPORT OPERATORS

LUSAKA, 7th April 2022

The Road Transport and Safety Agency (RTSA) has with immediate effect revoked driving licences for ten passenger Public Service Vehicle (PSV) drivers for violating the provisions of the Road Traffic Act No. 11 of 2002.

This comes in the wake of the conclusion of the investigation process surrounding the conduct of the affected drivers, which in the view of the Agency, have proved that the drivers failed to advance reasonable causes or responses as to why their licences should not be revoked for putting the lives of the passengers and
other road users in serious danger.
The RTSA is exercising Section 68(1) (a) of the Road Traffic Act No. 11 of 2002, which empowers the Agency to revoke a driving licence, if in the opinion of the Director, the conduct or character of the holder of such a licence is rendered to be unfit to drive such a vehicle from the point of view of the safety of the public.
The affected drivers include, Timothy Shawa of Kalahari Trans Zambia Limited, who on 14th February 2022, while driving a fuel tanker truck along the Great North Road failed to stop at a railway crossing and collided with a goods train resulting in the loss of two (02) lives.

The Agency has also revoked the driving licence for Andrew Musa for abrogating Statutory Instrument No.76 of 2016, which prohibits the movement of Public Service Vehicles at night, and subsequently causing a road traffic crash in which seven (07) people died.

The other affected drivers are Shepherd Ganya, Webby Siame, Sanalami Mwanza, Boyd Chewe, Lazarus Katota, Matanda Lungu and David Mwansa all whose driving licenses have been revoked for being habitual offenders of the offence of exceeding speed limits contrary to the Road Traffic Act No. 11 of 2002. According to the Global Position System (GPS), monitored by the RTSA, the affected drivers violated speed limits on several occasions driving at speeds of between 120 km/h to 220 km/h against the prescribed speed limit for PSV buses on highways which is 100 km/h, thus posing serious danger to the passengers and other road users.

And the RTSA has also revoked the PSV driving licence for Bwalya Mwansa for driving in a dangerous manner on 11th February 2022 by overtaking several trucks on a solid line on the Great North Road, a stretch that had heavy traffic, without regard to other road users, thereby risking the safety of the passengers.

Further, the Agency has given three (03) passenger transport operators a thirty (30) days ultimatum, effective 6th April 2022, to put in place effective measures for monitoring the movement of their buses, including the aspect of speed monitoring through GPS, adherence to SI No. 76 of 2016 and SI No. 51 of 2021 which restricts the movement PSVs at night, between 22:00 hours and 04:00 hours, ensure strict adherence to the RTSA’s Fleet Safety Management Policy and all the terms and conditions under which the Road Service Licenses were granted.

After thirty (30) days, a team of RTSA officers will check compliance with the foregoing directive, failure to which, the Agency will have no option but to suspend the Road Service Licences.

The affected operators include Nicpro Trading and Transport Services, P Mwansa Bus Services and Magodi Lodge Limited trading as FM Bus Services.

7 EX-ZAMMSA EMPLOYEES DRAG INSTITUTION TO COURT DEMANDING COMPENSATION FOR HARSH AND INHUMANE TREATMENT

SEVEN former Zambia Medicines and Medical Supplies Agency (formerly Medical Stores Limited) workers have dragged the institution to court demanding compensation for the harsh and inhumane manner in which they were treated after being subjects of investigations since August 2018, without a logical conclusion.

This a matter in which Jordan Mumba, former assistant manager customer service centre; Norbert Mulilo, assistant manager customer service centre; Sebastian Nchimunya, inventory officer; Kendrick Kabunda, checker; Samuel Mushiba, assistant manager inventory; Floyd Mumba, assistant distribution coordinator and Davies Ponde, distribution coordinator have sued the institution in the Lusaka High Court Industrial Relations division seeking damages over breached employment contracts through indefinite suspension among others.

According to the affidavit, Mumba stated that on 28th August 2017, the group of employees was isolated from other MSL employees and handed over to the Zambia Police who subsequently confiscated their personal mobile phones for alleged forensic investigations, adding that their gadgets were seized without search warrants.

They stated that they wrote to the employer complaining about the manner in which they were isolated and how the investigations were being done in addition to the manner in which their phones were seized.

They stated that in response, MSL, through then managing director Chikuta Mbewe stated that the police were in constant touch with him over the said investigations and directed that any grievances on the matter could be directed to him.

Mumba added that since August 27, 2017, the complainants had been subjected to prolonged investigations, treated in a discriminatory manner by the company who further denied them freedom of movement.

He added that they were a subject of threats, intimidation, and manipulation and labelled as thieves.

The seven employees were on June 18, 2019 suspended from work indefinitely with restrictions not to travel outside the jurisdictions of Lusaka and put on half salaries over alleged diversion of medicines and medical supplies from the institution.

Mumba stated that after the group, through its lawyers, wrote to the institution and copied the labour commissioner, the Attorney General and the Ministry of Health on June 28, 2019, over the manner in which they were suspended from work without following the due process and procedure of the disciplinary code, the suspensions were lifted and they were told to exculpate themselves over the alleged loss of stock for the period 2014 to 2017.

Mumba further stated that on July 9, 2019, the employees were again indefinitely suspended from work over the same allegations and again put on half salaries and a travelling ban was imposed.

They stated that as a result of the unfounded allegations and the unfavourable situation created by MSL, the employees tendered in forced resignation letters which were readily accepted by the company.

Mumba further stated that on February 4, 2020, they were summoned to appear before the Zambia Police antifraud unit at Lusaka Headquarters without MSL exhausting the internal company disciplinary procedure and had since been told to be appearing before the police to answer to the said allegations of theft of HIV test kits and medicines.

He added that despite the investigations being carried out by various agencies such as DEC, Zambia Police, USAID investigator general, UNDP/Global Fund, the task force on pilferage of medical supplies without success, the investigations report released by the Global Fund did not mention any of the complainants in their findings.

“That we have been advised by our lawyers and very believe the same to be true that we have been constructively dismissed due to the respondent’s behaviour which has been deliberately and carefully calculated to frustrate us as demonstrated above. That we have been advised and verily believe the same to be true that the conduct of the respondent towards the complainants was in clear breach of their respective contracts of employment, the Zambia employment code and in bad faith and as such the complainants have suffered mental torment, anguish, embarrassment and shock as a result of the respondents conduct,” read the affidavit in part.

In the notice of complaint, the seven aggrieved are seeking a declaration that they were constructively dismissed and that there was failure on the company’s part to observe basic rules of natural justice.

They are further seeking an order of the court for damages to compensate the complainants for the harsh and inhuman manner in which they were treated causing undue embarrassment, physical and mental torture and distress to them.

The complainants are also seeking damages for breach of respective employment contract, interest and any other relief the court may deem fit.

As the burden of state sanctions begins to bite, Russian tycoon and Chelsea owner Roman Abramovich has denied going cap in hand to wealthy US friends for financial assistance.

His spokesman made the statement in response to claims in the United States that Putin’s erstwhile confidante was imploring wealthy friends, including Hollywood director Brett Ratner, for £765,000 ($980,000) loans to help him pay his workers after being sanctioned by London and Washington.

Chelsea Football Club owner Roman Abramovich, who has been accused in the United Kingdom of being a close buddy of Putin, is claimed to have sought large loans from his celebrity pals to keep his workforce, which is said to cost him £600,000 each week.

The news, which was initially revealed by media outlet Page Six, was debunked by Abramovich’s spokeswoman, who claimed they had not been solicited for comment.

Abramovich has ‘neither communicated with, nor solicited for contributions from these individuals,’ according to a spokeswoman for radio station City AM.

They stated, “We have contacted the primary source Page Six because they did not reach out to us prior to publishing.”

According to Page Six, Abramovich solicited Rush Hour director Brett Ratner, as well as members of the Rothschild family and other Hollywood and Silicon Valley acquaintances. Following the seizure of his assets in the United Kingdom and the United States last month, the oligarch is alleged to have made approaches. It is believed that no one has consented to give him the money.

‘Roman is asking some of his closest prominent pals to allow him borrow $1 million,’ a source told the outlet. He claims he has never missed payroll for his workforce, which is $750,000 each week, and that he can’t pay them because his assets are frozen.

‘He has asked Hollywood producer and director Brett Ratner and the Rothschild family, among others, for money, but – while they are good friends with Roman – they have refused to give him money because either they do not have it in liquid cash, or it is unclear what the legal ramifications would be.’

UK hails new dawn govt’s free education policy

The United Kingdom Minister for Africa Vicky Ford has applauded the Zambian government for fully implementing the free education policy to enhance access to education for vulnerable children in country.

Ms. Ford says access to education has accorded children an opportunity to fulfill their potential and develop their abilities.

She says her government will for this reason support Zambia’s implementation of her free education policy to enhance access to quality education for children especially the girl-child.

Ms. Ford , who is on a familiarization tour of schools in the country, stated that United Kingdom is also working with government to construct secondary schools in areas which are underserved.

She said this when she addressed pupils and various stakeholders at Mulola primary school in Chongwe district which she visited to assess the challenges being experienced by girls at the school.

Mulola primary school becomes the 100th school supported by the British council’s climate connection program aimed enabling school going children to take action against climate change issues.

And Education Minister Douglas Siakalima who accompanied Ms. Ford and her delegation implored parents in the Chongwe to stop marrying off their female children at an early age as adding that the practice is detrimental to the lives of girls.

Mr. Siakalima said the girl child should be encouraged to get educated to allow them to access equal opportunities to develop their livelihood as their male counterparts.

He said government is cognisant of the challenges that hinder girls attaining education adding that it is currently implementing various programs to address these challenges.

“Government and various stakeholders are have ensured that the girl child has equal access to education and other opportunities as the boys.

This has been made possible through the implantation of the re-entry policy, equal opportunities during enrollment, financial support through .

“ The keep girls in school’ program, provision of sanitary kits and inclusion of comprehensive sexuality education in the school curriculum among others,” Mr Siakalima said.

He also said the free education policy is expected to reduce drop outs and also improve attendance as well as performance levels for the girl child.

Mr Siakalima called on communities to take advantage of the decentralisation policy which government has actualized by ensuring that they prioritise support for school activities which can improve access to education for the girl child through their ward development committees.

Movement for Democratic Change, Vice President Leornard Hikaumba says the UPND alliance is intact and that its’s objective is ,not about jobs but to put in place a government that will be responsive for people’s needs because the past regime had drifted away from serving people’s interests.

Speaking during a press briefing held at the MDC secretariat this morning, Vice President Hikaumba wished Mr Lucky Mulusa, well in his political journey saying it was his democratic right to do so.

Mr Mulusa who served as MDC Secretary General, recently tendered in his resignation letter to the party citing the absence of an appointment into Government as well as being side-lined by both the MDC hierarchy and the UPND-Alliance.

“As MDC we are very happy to have been part of the UPND Alliance in achieving its objective of forming Government in order to rid Zambia of her numerous, cultural, social and political and economic challenges and we shall remain intact” said Mr Hikaumba.

He stressed that the MDC was proud to be part of a Government, whose major objective has been to roll out unprecedented development despite inheriting a broken economy.

Adding that the MDC will continue supporting President Hichilema as he continues to deliver to the people’s needs and to rebuild and reunite Zambia.

He emphasized that it was regrettable that a number of people from the opposition expected the MDC to dump the UPND-Alliance when the numerous achievements by the New Dawn in its first seven months in office were unparalleled and unprecedented.

Mr Hikaumba who also served as Zambia Congress of Trade Union and Civil Servant Union of Zambia President said failure by PF to pay retirees and employ trained teachers and health personnel was hurting.

He noted that the payment of retirees benefits, increament and mainstreaming of social cash transfer, the payment of Zambia Railways workers’ outstanding arrears; the release of Equalization Fund to all councils, were achievements too good to be ignored.

He said the re-introduction of free education from grade 1 to grade 12, the increase in CDF funds from K1.6 million to K25.7 million, as well as the on-going recruitment of 11, 200 health workers and 30, 000 teachers were some of the achievements the past regime failed to actualize in its 10yrs stint at the helm of power.

He stressed that the MDC was proud to be part of a Government whose major objective has been to roll out unprecedented developmental to Zambians.

Mr Hikaumba says the MDC will continue supporting President Hichilema as he continues to deliver to the people and to rebuild and reunite Zambia.

“ we are here to deliver and the alliance is ready to take Zambia to the final destination which is the Zambia we want, it will be painful to the people because we inherited a chipute and the pus should be removed to relieve people of the pain resulting from unsustainable debt, corruption and breakdown in the rule of law, we are on course ” said Ms Dante.

She appealed to women and youths in MDC to take a lead and ensure that the alliance is sustained.

“Ki Kaonde” is a Bantu language spoken by the Kaonde people of Zambia. The Kaonde people are mainly based in the North Western region of Zambia. It is through their language “Ki Kaonde” that the Kaonde people teach proverbs to the younger generation. These proverbs are an important part of Kaonde culture because it is through these proverbs that elders of the society pass down their norms, beliefs and way of life to the younger ones. The proverbs teach the younger ones important lessons that are vital for living in a cohesive society.

The following are some examples of Kaonde proverbs:

1. “WAKOLWA MUNDA YE ULWA NAKINZHILO”

The meaning of this proverb is “The one who has a troubled stomach is the one who should struggle to open the door to go and relieve himself”. The message in this proverb is derived from the fact that when a person develops a stomach upset in the middle of the night, it is up to him to get up and unlock the door so that he can go out of his room and go to relieve himself. The message behind this proverb is that when a person faces difficulties, he should not wait for other people to assist him come out of the difficulty but instead the person who is facing the difficulty must take initiative to find their own solutions to their difficulties. This proverb emphasizes the importance of taking responsibility.

2. “FUKAFUKA UJA TWABAKULU TALALALA WAJAMO KUBULWA.

The meaning of this proverb is “When you kneel you will eat with elders, if you keep standing you will have nothing.” The teaching which is at the centre of this proverb is that when you humble yourself you will learn a lot from the elders but when you are rude you won’t gain any knowledge. This proverb shows the younger generation the importance of respecting elders.

3. “KWENDA KWA KOLOKOFWA, NE NZUBO YANJI MUNYUMA”

The meaning of this proverb is “When a snail moves, it always moves with its house (the shell) on its back.” This proverb is derived from the fact that snails always move with their shells on their back where they can seek shelter. The teaching behind this proverb is that when a person wants to undertake a mission or task, they need to be adequately prepared before starting in order for them not to be stranded on the way in case something goes wrong.

4. “WAJA WAJA WATELA TEMBWE, TWEMBWE YE MWINA NYAMA.”

The meaning of this proverb is “When someone keeps mentioning “Tembwe” as he eats meat, then it entails that “Tembwe” is the owner of the meat”. The idea expressed in this proverb is that a person should always be thankful and remember the person who gave them something. In the religious context, this proverb teaches that one must thank God (Tembwe) as one is enjoying all the wonderful things that God has provided.

5. “KANWA KAALOBEELE MUTWE”

The meaning of this proverb is “The mouth put the head in trouble”. The message in this proverb is that a person should be careful of what he says in order to avoid problems. The aim of this proverb is to emphasize the point that people must avoid talking carelessly.

6 . “MANSUNSU KEECHI AKILA MUTWE NE”

The meaning of this proverb is that “shoulders cannot go above the head”. The idea in this proverb is that the young should not disregard the authority of the old. This proverb is used to rebuke young people who try to question the authority of elders.

7. “KABWA WAJA MANYI WASHILA BAANA MFIKA”.

The meaning of this proverb is “A dog that steals food from someone’s pot will put its puppies in trouble.” The message behind this proverb is that when a person creates a bad reputation for himself in a community, this bad reputation will affect him and also his children. If it so happens that this person dies, his children will suffer because of the bad reputation he created. Any opportunities which could have been given to the children may be weighed down by the bad reputation that the parent has. This proverb teaches people to live in harmony with people.

8. “BASHIKOMBWE BABIJI KECHI BALAALA KIKUMBI KIMO NE”.

The meaning of this proverb is “Two roosters cannot sleep in the same cage.” The aim of this proverb is to express the idea that a community or a society can only have one leader at the top at any given point. It teaches that there cannot be two leaders occupying the same top spot at the same time. It emphasizes the importance for people to respect the person who has ascended to the top position of leadership.

9. “MU MUCHIMA WAMUKWENU MUNKUNDWE”

The meaning of this proverb is “Your friend’s heart is a wilderness”. The lesson behind this proverb is that you cannot tell what another person is thinking. It aims to teach people that they need to be cautious with the people who are around them because one can never know another person’s hidden evil intentions.

10. “BITOBALA BYO BIFWANA”

The meaning of this proverb is “That which is sweet often causes death”. The aim of this proverb is to teach people that too much of anything can be dangerous. It reminds people that they need to moderate some of the habits they indulge in so that they avoid the damaging effects that come out of excessive habits. The proverb is usually used to encourage younger people to control certain habits.

11. “MU KWENDA MU KUNANGA, MALUBUKILO KU MUSANZA.”

The meaning of this proverb is “Wherever you travel to, your home will always be there for you to return to”. The aim of this proverb is to remind people to always remember their home and the place where they come from no matter where they travel to.

12. “UYUKA MISONGO YA KIWELE KYOVWE MO BEKELA JIZHIBA JIMO.”

The meaning of this proverb is “Only a hippo can know the pains of a crocodile because they live in the same river.” This proverb expresses the idea that only a person who lives with you and has an eyewitness of what you are going through can give a credible testimony about what you are going through. The aim of the proverb is to discourage outsiders from involving themselves in other people’s private issues.

13. “KUYA NSHIMBA KUKEYA MAMBO.”

The meaning of this proverb is “The place where the wild cat often goes, is the place where trouble will come from one day.” The message behind this proverb is teach people that if they frequently go to a particular place, one day they will bring home trouble from that place. It aims to advice young people to refrain from frequently visiting places which are risky.

14. “KUBOKO KULONDA KUBOKO KUKWABO.”

The meaning of this proverb is “a hand follows a fellow hand”. It teaches that a good action is always reciprocated. The aim of this proverb is to remind people to do good to others as you want them to do good to you. It emphasizes the lesson that people will treat you the way you treat them. .

15. “MUNDA MU KYABU”

The meaning of this proverb is “A womb is a bridge”. The symbolism behind this proverb is that a family consists of both good and bad people and so a family should not be condemned for the mistakes of one person.

16. “BICHI BIJI PAMO BYOBISHENKANA.”

The meaning of this proverb is “Trees that are together are bound to brush against each other.” This proverb teaches that it is normal for people who live together to have misunderstandings and quarrels once in a while. The proverb is reminder to the members of the community that disagreements are part of communal life and these disagreements shouldn’t be taken to heart.

The prosecutors under the National Prosecutions Authority (NPA) and Police are not helping the country on a number of cases.

Firstly, investigative wings must continue to have and overhaul, including police under criminal investigations.

How does someone arrest you for theft and money laundering and end up in a noble? Theft and money laundering are the easiest charges to prosecute.

One is arrested for merely failing to explain the source of money in the case of money laundering.

One is arrested immediately it is established in investigation that there is appropriation of a property capable of being stolen, and I see no reason why such a case would end up in a nolle.

The aforementioned charges are usually so vivid and are not like murder or treason where you start probing the jurisprudence of treason and murder in order to justify theft and money laundering respectively.

Is it not surprising that under this DPP , there are so many cases being discontinued?

Further, it is not about the DPP; the DPP usually plays a supervisory jurisdiction and usually innocent. The prosecutors who do the actual donkey works of appearing in court to prosecute are killing cases by writing defective reports for further instruction from the DPP and the DPP would do very little if prosecutors or investigative wings are deliberately bringing defective cases.

I have always said, if you want to kill a case, take a defective report to NPA.A suspect or counsel for the defendant will relish on a defective charge. Thus, any Person put in the office as DPP DPP won’t proceed with a defective matter…they will discontinue the case.

So we address such matters by cleaning the investigative wings and also probing the competence of prosecutors in the Queen’s Language, Legalese and later on in investigations, further level of education. Allegiance of investigative officers alone cannot suffice.

The Movement for Democratic Change MDC has said it did not become part of the UPND Alliance because of being after jobs but to ensure that the country is liberated from among other things, a broken economy, polarized country on tribal lines and misgovernment by the former Patriotic Front regime.

Speaking at a press briefing this morning, MDC Vice President for Politics Leonard Hikaumba said the party will continue being in the alliance with the UPND as it would be petty moving out of this alliance, the first to ever succeed in this country on the basis of not being given jobs by the presidency.

“It is being petty moving from the alliance because jobs are not given. We are not after jobs but liberating the country. As MDC, we shall see to it that this is done because we have a partner in UPND that is ready to listen” he said.

Mr Hikaumba said the primary objective of the UPND Alliance was not to give jobs to alliance members, but the majority 2.8 million voters in the August elections wanted a better economy, enjoyment of their freedoms, unity and a prosperous Zambia.

“We joined the alliance to liberate the country from people we had entrusted, but there was misgovernment. So many things were going so wrong because at no time did we see a country so polarized and divided. Some of us were even scared to mention our names as that came with a lot of hostility” Mr Hikaumba said.

He said never before did the country see so much recklessness in expenditure and management of national affairs as it were under the PF regime and one wonders what would have become of the country had they continued for another 5 years.

Mr Hikaumba also said there is need for Zambians especially those in leader’s to emulate President Hakainde Hichilema who has forgone his salary for 8 months, a clear demonstration that he is not after money but to serve the country.

And Mr Hikaumba said the party received the resignation of its former Secretary General Lucky Mulusa, who did not indicate reasons for stepping down and the leadership has since wished him well in his future endeavors as he has a right and freedom of association to a political party of choice.

The MDC Vice President was flanked by MDC Deputy Secretary Ambassador Joyce Musenge, Central Province Chairman George Kangwa, Copperbelt Chairman Shine Mukosha, Eastern Province Chairman Jacob Mwanza and Lusaka Province Chairman Donald Chilufya among other senior party leaders.

Speaking at the same briefing, UPND Media Director Ruth Dante said the party is very proud of the alliance which agreed on one principle of delivering the country from a broken economy among others.

Ms Dante said the UPND Alliance is there to deliver on its promises to the people of Zambia and therefore, the pain people are currently going through is for a purpose which is to free them from abject poverty imposed on them by the PF.

She said nothing will break what the UPND Alliance stands for going forward.

Those who booed Lungu are yet to pay the price -Lusambo

THOSE who booed Edgar Lungu are yet to pay the price, says Bowman Lusambo.

He says the country is where it is because of poor leadership that does not care about the living standards of its people.

Lusambo stressed that the people who booed former president Edgar Lungu at Heroes Stadium during President Hakainde Hichilema’s swearing-in ceremony are yet to pay the price.

He said only God knows the price fit for them.
“We are now at a crossroads because as you can see, the people in the compounds are dying of economic situation that is at its lowest point. And this is all because of the bad leadership we have in the country, called UPND. They do not have a plan in all sectors of the economy,” he said.

“One of the promises President Hakainde made was fuel prices and he was there with his calculators. The reason the country is here is because we don’t have leaders who are sincere. They told us that the reason why fuel is expensive is because of middlemen who were getting K3. We expected him to remove middlemen so that the fuel can be cheaper.”

Speaking on Muvi TV’s Special Interview programme, Lusambo said if people do not realise that the country has poor leadership, it would be very dangerous for the country.

He said if the increase in fuel prices was really because of the Russia-Ukraine war, the country would have seen its leadership cushioning the standards of living of Zambians.

Lusambo said when in opposition, the UPND told people that the reason fuel was expensive was because of middlemen.

He said it was expected that the UPND government would remove middlemen and cushion the prices which they have not done.
Lusambo charged that fuel prices increase should not be attributed to war but to the poor leadership the country has in UPND.

He said the country should expect “bigger” increments than seen today.

Lusambo charged that the International Monetary Fund “is coming to finish Zambians”.

“Economic situation is at its worst because the leadership has no plan to develop the economy. They had no plan to develop the country. If they are saying it is because of Ukraine, the country would have seen leadership by cushioning the standard of living for the people. We are now at a crossroads because as you can see, the people in the compounds are dying of economic situation that is at its lowest point. And this is all because of the bad leadership we have in the country called UPND. They do not have a plan in all sectors of the economy,” he said. “If you have a government that is a caring government today, and you have a situation in Russia and Ukraine the way it is, and affecting Zambians, that is where you can see leadership. Today we would have the President addressing us, that they are reducing fuel which is affecting us. Because of leadership from [former] president [Edgar] Lungu, the country was not [put on] lock down during the pandemic. The cause is not the war it is bad leadership that the country has. Lusambo said UPND ministers “are just for decoration as they have no answers to the critical questions in the country”.

“All those ministers you are seeing are just for decoration. We have seen the behaviour. They are not working and have the same answer from the Vice-President [Mutale Nalumango] to all ministers which is ‘when funds are available’. They don’t have answers and were not ready to govern,” he charged.

“They don’t have answers to the many questions asked by the people.”
Lusambo further said the shortage of medicines in hospitals is a big concern that required the President to visit health centres in compounds and not going to the Ministry of Health.

He said by visiting health centres in compounds, President Hichilema would have had first-hand information on what people are really going through.

Lusambo said the Ministry of Health was stuck because they have realised that the old suppliers “are just Zambians chosen to supply medicines on merit”.

“So today, we may end up having substandard medicines in the country if we are not careful,” he said.

Lusambo said the new dawn administration should not mess things up for the PF which he said was bouncing back to power in 2026.
“The issue of medicines is a very big issue and we saw the President going there. He was not supposed to go there. He has powers to delegate and he is the President but he should not have gone to Ministry of Health. He was supposed to go to Mtendere clinic or any other clinic in the compound to get the firsthand information from Zambians that are going through this. The situation is real as they do not even have cannulas in these clinics. The priority was not going there but go in compounds to check on the situation. Some of the suppliers had done it for more than 40 years but they [UPND] wanted their own people to supply medicines. The Ministry is stuck because they realised that suppliers are Zambians chosen to supply medicines on merit,” he said. “Technocrats are like wives at home. If you don’t treat them well, they can even kill you. They behave like wives, if you don’t take better care of your wife she may end up killing you. If you don’t keep them well, they can even start refusing to iron your clothes. They have been there and seen governments come and go. Technocrats if you take them like that Hakainde will just come out without even constructing a pit latrine, if you are playing with them. They will frustrate him if he frustrates them. Don’t underestimate technocrats. If you want to see the worst government, it is coming in the name of UPND. My advice to the new dawn is that we don’t want to come and find things messed up when we come [back] in 2026. Who can vote for UPND who have no vision? If the President wanted, let him dissolve parliament ‘tichayeko ka’ (we play) a friendly. Today the most unpopular MPs are UPND ministers. They are just messing up the country and the system. They have no capacity to fight technocrats. The UPND was supposed to work with technocrats. That’s why us we want to respect the civil service.”

Meanwhile, Lusambo said the new dawn should include privatisation in the fight against corruption.

He said they should review the all process as they are fighting against corruption.

This week, Kenyan President Uhuru Kenyatta signed a supplementary budget for the fiscal year allocating an additional 35 billion shillings (roughly €250 million) for the country’s fuel subsidy program.

In Rwanda, the government further adjusted its fuel subsidy intervention to cushion Rwandan consumers against increased cost of living.

In South Africa, from January, energy subsidies more than tripled from 2017 to stand at ZAR 172 billion (USD 10.4 billion).

This month, Nigerian Finance Minister Zainab Ahmed announced that she will tap US$ 2.2 billion to help fund petrol subsidies.

The world over, UNDP estimates that an astounding US$423 billion annually is spent to subsidize fuels for consumers.

In all these conversations, leadership is being epitomized.

Sensible leaders are taking charge by stepping in and ensuring that their country’s poorest are protected. Ours are blaming everything and everyone for their failure to act.

Down here, we have a leader who conveniently wants to blame his failure to provide leadership on all manner of global factors. He sends his Press Secretary to parrot some gibberish that even my grandmother in Masaiti cannot even understand and yet her bus fare just went up.

We are in this predicament because our self anointed Economic Manager is in sixes and sevens. He has no idea whether he is going or coming. We warned Zambians that Hon. Situmbeko Musokotwane & Co. have surrendered our economic sovereignty to the boys and girls in Washington and they are the ones rushing the show, we only have Zombies for Ministers who can’t even act.

Admittedly, they don’t have headroom to act. This is a consequence of poor foresight.

The first act of this government was to allocate a hefty tax holiday for the mines in a period that even a small Jerabo in Kitwe knows is a time for record high copper prices. In a time when Zambia should be cashing on a windfall from the mines, we are left scrambling for scraps.

In their thinking, our leaders gave their western capitalists mining investors tax holidays in order to attract fresh large scale investments in the mines, as we speak almost 9 months later, there has never been a single dollar brought in the sector.

In no time, Zelensky and Putin will sit and talk, the war will be over but we can assure the Zambians that our economic fortunes will be far from over. After Ukraine-Russia conflict, this team of failures will jump on another global issue to blame for their obvious ineptitude.

It should be stated here that there has never been a time when the world ever fell as silent as the grave, there is always some issue brewing somewhere and our new friends in government ought to understand this. The late Rupiah Banda presided over record GDP growth rates at the height of the global economic crisis of 2008-2009. Our beloved Edgar Chagwa Lungu was confronted with the worst climate change crisis and the pandemic but as the latest ZamStats figures have shown, he managed to steer the ship to an impressive 3.6 GDP growth in 2011.

So what’s the excuse? It’s plain incompetence on the part of those governing the nation today. As they still bask in the glory of their victory of August last year, we wish to warn them that there has never been a leader in the history of the earth who has managed to rule over hungry people, even Moses had to ask God for Manna for the starving Israelites.

Driver is killed in fireball after crashing into gates of Russian embassy in Romania

A man has crashed his car into the gates of the Russian Embassy in Bucharest before it burst into flames, killing him.

The man, identified locally as father’s rights activist Bogdan Dr?ghici, posted a message of support for Ukraine two days before his death.

According to the reports, a man sprinted over toward the flaming wreckage but the fire was too intense for him to enter the vehicle and save the driver.

His vehicle rammed into the gate at about 6am, police said, but did not enter the embassy compound.

Romanian media reported Dr?ghici ‘doused himself in petrol before setting his body on fire’ and accelerating into the Embassy wall.

In a furious Facebook post two days ago, Dr?ghici wrote: ‘I’m Ukrainian too! Let’s all be Ukrainians until this horrible war which threatens all humanity is over!

A city police statement said: ‘This morning, around 06.00, a car left the road and hit the fence of a diplomatic mission.

‘The driver died and the intervention of fellow firefighters was needed to to extinguish the fire manifested in the car.’

He was sentenced yesterday to 15 years in prison for sexually assaulting a minor, but was in the midst of an appeal.

Dr?ghici was under ‘judicial control’ and banned from leaving the country till May 26, 2022, but was able to walk free pending the outcome of his appeal.

The Russian embassy said none of its employees were injured, and expressed condolences to the family of the driver.

They said: ‘We must state with regret that whatever the motives of the driver, there is no doubt that he committed this act under the influence of an explosion of anti-Russian hysteria in connection with a staged provocation in the city of Bucha.’

AMB. MWAMBA REPORTS ZESCO POLE TENDER TO ACC AND ZPPA

Former Ambassador to Ethiopia and Opposition Patriotic Front Presidential Aspirant, Amb.Emmanuel Mwamba has reported to the Anti-Corruption Commission a tender issued by ZESCO for the supply and delivery of 40,000 wooden poles.

ZESCO has shortlisted 10 foreign companies from Zimbabwe and South Africa to supply and deliver the poles.

In a letter dated 6th April 2022, Mr. Mwamba said the use of direct bidding for a tender requiring collasal sums of money was being motivated by corruption.

He has also requested the Zambia Public Procurement Authority to order a cancellation of the tender as it was not transparent or objective and irregularly issued.

He said the action to exclude ZAFFICO, Copperbelt Forest Company and other Zambian companies was not justified.

He said the tender was being driven by motives of corruption as the method used to single-source the foreign suppliers, was dubious.

He said the use of direct-bidding or single-sourcing is used in emergency circumstances and the supply of wooden poles to ZESCO did not warrant such a method.

Mr. Mwamba also wondered why local suppliers were denied an opportunity when on the list of the foreign ten (10) suppliers that ZESCO has shortlisted, it has middlemen on it.

Mr. Mwamba delivered the letter to the ACC and signed an official statement of complaint.

Dear Sir; TENDER FOR THE SUPPLY AND DELIVERY OF 40,000 ZESCO POLES MOTIVATED BY CORRUPTION

I refer to documents released by ZESCO dated 22nd March 2022 referenced MD/PROC/LP/0965/2022 and their public statement issued on 31st March 2022 titled; “ZESCO MOVES TO DISMANTLE NEW CONNECTIONS BACKLOG”.

I also refer to the statement issued by the Minister of Energy Hon. Eng. Peter Chibwe Kapala issued on 30th March 2022 titled; “AVOIDING MIDDLE-MEN IN PROCUREMENT IN THE ENERGY SECTOR.”

The above information reveals that ZESCO intends to award a tender for the purchase and supply of 40,000 wooden poles to dismantle the backlog of 67,000 outstanding new power supply connections.

To this effect, ZESCO has shortlisted and issued a tender to ten (10) foreign companies using the method of direct-bidding (also known as single-sourcing).

CONCERNS

1. The use of direct bidding for such a big tender which will use huge public resources raises deep concerns as the process is not transparent, objective and cannot be justified.
ZESCO as a state-owned enterprise and one of Africa’s largest utility companies, is expected to adhere to best practices and the use of transparent but effective ways and methods in its public spending.

2. On the wooden poles both ZAFFICO and Copperbelt Forest Company have similar capacity to produce and supply ZESCO with the wooden poles. Infact, information shows that ZAFFICO produces 5000 poles a month. If given time, ZAFFICO can produce the whole lot by December 2022 which is ZESCO’s target.

3. The exclusion of local suppliers on the pretext and justification that they are not a direct source of wooden poles is unfounded. A quick search on the 10 shortlisted companies shows that some companies on the list are middle-men, or shop owners and others only have wood treatment plants as they source the raw material of timber from Zambia, Zimbabwe, South Africa, and from Eswatini and Brazil.

4. Infact, Zambian entrepreneurs can arrange similar logistical arrangements to supply ZESCO with the Poles at the right quantity, time and price if given a fair chance and opportunity.

5. The attempt to show that this procurement is urgent and required direct bidding to the exclusion of Zambian companies, and on the pretext that it will be cheaper for ZESCO is defeated by the presence of middlemen on the list and the exclusion of both ZAFFICO and Copperbelt Forest Company.

It is therefore envisaged that both your institution and the Zambia Public Procurement Authority (ZPPA) will stop the process, investigate the underlying concerns before a public and acceptable tender can be issued which affords business houses in Zambia and elsewhere equal chances to the benefit of ZESCO and the country.

Husband Divorces Wife Over Her Comment On Gym Instructors Photo

A married nurse has been divorced by her husband for merely liking the photos of an Engineer and Fitness trainer, Imasiku Mwiya.
Imasiku’s photos, who’s also a lecturer at Natural Resources & Development College (NRDC), were posted on 8th, 2021 in Zambia Reports page.

Natasha Mulenga hit the Love button on the pictures and went on to comment “Aya ndiye ma type ya bamuna zoona which loosely translate that ‘these are the real type of men,”


The comment was seen by the husband to Natasha and this marked the genesis of marital problems between the two.
According to a testimony given in Court by the husband to Natasha, Mr. George Banda, his wife has been disrespectful in their marriage. Banda says his wife has a tendency of admiring men on social media and even leaving comments that suggests she is in love with them, which breaks his heart.


He says the comment his wife Natasha Mulenga made on Mwiya is not the first one adding that, she had previously wrote “”Oh my gosh! Such are the type of men we want. Not some men, only a voice is what will tell you that this person is man.”
This narration caused laughter in court.


However, in defense, Natasha says her husband is inferior and a jealous person who is making her life difficult. She told the court that normally, Banda doesn’t want her to even be on social media because he thinks she is there to chat with other men.
“My husband is jealous. He is generally inferior and this is making my life difficult. Imagine he doesn’t want me to be on social media. He doesn’t want me to go out of the house and associate with other people. I have even stopped going to church because he says there are men who admire me and he just becomes a beast when I defy his orders and go to worship.” She said.


Meanwhile, Banda says he came across the comment of his wife on Fitness trainer, Imasiku Mwiya pictures when he was comfortably watching highlights of Manchester United vs Leicester City, adding that he got irritated by the comment his wife put of the photos because that amounts to saying she is admiring to sleep with him.


He asked the court to grant him divorce of his wife because he can’t continue to live with a woman who has clear lust for another man. On the other hand, Natasha did not object to the plea of her husband.
They were divorced.

New Congress Party (NCP) Peter Chanda has reported Barbara Musamba Mumba to police for accusing former president Edgar Lungu of plotting to overthrow President Hakainde Hichilema.

Ms Mumba charged in a video that is making rounds on social media that some members of our country’s Defence Forces, are working with Lungu and Lusaka businessman Valden Findlay to overthrow President Hakainde Hichilema.

She said in the same video that she would only trust president Lungu when he is either behind bars or dead, “that is when I will know that the man is not plotting evil.”

And in the letter to the Commission, pastor Chanda said the remarks Mumba made are likely to cause a breach of peace and endangers the national security especially that Mumba has cast a serious distrust on the standing of our country’s Defence Forces.

The opposition leader added that the accusations are constituting criminal libel against the former president and Findlay as well as the institutions of government.

He added that the remarks are implicating President Hichilema, in an orchestrated plot to commence arbitrary arrest and detention of persons based on her information.

Pastor Chanda added that the remarks are likely to raise discontent or disaffection among the people of Zambia and also incite violence against the named people and and Defence Forces.

The opposition leader also said the remarks are promoting feelings of ill-will or hostility between different classes of the population in Zambia, especially among active political players.

Meanwhile, Pastor Chanda has written the British High Commission concerning the accusations UPND member made against former president Edgar Lungu.

The opposition asked the United Kingdom to not create a safe haven for delinquents like Mumba who he accused of illegal stay in the UK.

“An online search for her information strongly suggests Ms. Musamba Chama is an illegal Immigrant who arrived in UK as a visitor at a time when your jurisdiction was still using the paper visa, overstayed in United Kingdom on an expired Visa. We have also searched records of her citizenship in Zambia and our search has yielded no positive result as regards her national identity,” he said

The Director of Prosecutions has entered into what observers perceived to be controversial Nolle Prosequi to discontinue cases.

Here are some;

1. On August 10th 2013, the DPP entered a Nolle Prosequi in favour of UPND Leader, Hakainde Hichilema. This was in a case in which Hichilema was charged with one count of defamation of President Michael Sata contrary to the Laws of Zambia.

2. On March 2013, Mazabuka Central UPND member of Parliament, Garry Nkombo and seven others who were facing a murder charge walked to freedom after the Director of Public Prosecutions, Mutembo Nchito discontinued the case against them.

2. On August 17, 2017, the Director of Public Prosecutions entered a Nolle Prosequi in which Mr. Hichilema was accused of Treason.

3. On 4th September 2017, the DPP entered a Nolle Prosequi in the case of Hichilema’s Deputy Press Secretary Brian Mwiinga. Mwinga and nine others were arrested for allegedly obstructing the police from arresting the UPND president on 10th April, 2017.

4. On 7th March 2021, the DPP entered a Nolle Prosequi in the matter in which UPND Leader, Hakainde Hichilema and his former Vice President, Geoffrey Bwalya Mwamba were charged with they were charged with seditious practices and unlawful assembly.

COMMENT

The cases against the KCM Liquidator were all ill-fated from the start. A quick perusal of the powers granted in the appointment by Court Order and the law show that the Liquidator has wide discretion on how he deals with the company property.

Further the monies he received were agreed with the Official Receiver for his renumeration as prescribed by the law. He is entitled to pay himself and to pay himself first.

Infact, to this effect, all audits conducted established that he paid within what he was entitled to.

KCM as a private company did not complain that there was money missing.

In these circumstances what option is the DPP left with?
