CRIMINALS ATTACK AIRTEL MONEY BOOTH ATTENDANT

CRIMINALS, armed with screw-drivers, almost killed a defenceless Sydney Mwansa of New Kanyama residential area, Lusaka, on Monday, March 21, 2022.

Mwansa recounted that he met the near death occurrence around 15:00 hours, while at his AirtelMoney booth along Mumbwa Road, near Lubona Butchery.

He narrated that a mini-bus stopped near his booth to let a passenger withdraw money from his booth.

“But before even a transaction could be completed, I saw a group of three men armed with screw drivers and short round bars,” Mwansa said.

“Immediately, they pierced the screw driver into the mini-bus tire and began pointing at the bus conductor with screw-drivers, threatening to injure him.”

Mwansa said seeing what was happening a spit distance from his ‘office,’ he was fraught with fear.

“(While) trembling with great fear, I said to the three guys that ‘you guys, what you are doing is wrong!’ Instead, they shifted their anger on me and violently dragged me out of my AirtelMoney booth, hit me with a screw-driver, punched me, kicked my entire body and took me to their office where they continued beating me until I collapsed,” Mwansa recounted.

The victim added that the assailants, who even have an office, robbed from him K4, 900, an Infinix phone and a laptop bag.

“A medical report was issued and a docket successfully processed. The officer asked me to lead them to where they could find the three criminals and since I already involved my colleague to check where they were exactly, I told the officers that I know where you are going to find these guys,” said Mwansa.

“But the officers told my driver to go to Lumumba police. When we reached at Lumumba police, the officers I was with directly entered in their colleague’s office and began to chat. Momentarily, they called [on phone] the leader of the three guys who robbed and assaulted me.

They had a chat with him and thereafter, they said to me that let’s go and check if these criminals are still there. I really feel hopeless right now and I don’t know the next step I should take.”

SADC TO HONOR KK, 8 OTHER FOUNDING LEADERS

General News SADC to honour KK, 8 other founding leaders
The Southern African Development Community (SADC) will honour Zambia’s first republican President, Kenneth Kaunda, for his legacy of fighting to end colonialism and apartheid in the region.

ZANIS reports that SADC Chairperson, who is also President of Malawi, Lazarous Chakwera, said Dr. Kaunda will be honoured alongside eight other founders of SADC by constructing a modern museum at the regional bloc’s secretariat in Gaborone, Botswana, for their critical role in the attainment of political freedom for the region.

The eight other founders include Tanzania’s Julius Nyerere, Mozambique’s Samora Machel, Robert Mugabe of Zimbabwe, Jose Eduardo Dos Santos of Angola, Sir Ketumile Masire of Botswana and leaders of Eswatini, Lesotho and Malawi.

In his message to commemorate the 2022 SADC Liberation Day which falls on March 23, and published on the SADC website, President Chakwera said plans are already underway to provide due recognition to the founders of SADC.

“Through the commemoration of the Southern Africa Liberation Day, we recognise the great contributions and sacrifices made by the founders of SADC to bring about political freedom, thereby laying a solid foundation for regional integration, cooperation and socio-economic development in the region,” said President Chakwera.

Mr. Chakwera said SADC will construct a modern museum at its secretariat in Gaborone, Botswana to curate the legacy of its founding fathers.

“Concomitant with the commemoration of the Southern Africa Liberation Day, we are implementing the mechanism in honour of the founders of SADC, which contains a number of activities, all aimed at providing due recognition to the founders for their contributions,” he said.

He explained that meeting rooms at the SADC Secretariat have already been named after the founding fathers.

SADC was initially formed as the Southern African Development Coordination Conference (SADCC) in Lusaka on April 1, 1980 by Angola, Mozambique, Zimbabwe, Malawi, Tanzania, Botswana, Lesotho, Swaziland and host, Zambia, to fight for a common cause of political and economic freedom for the people of Southern Africa.

SADCC later transformed into SADC on August 17, 1992 in Windhoek, Namibia to focus on regional integration and economic development following the accomplishment of total liberation of the region from colonialism and apartheid.

Since its formation 42 years ago, the regional grouping’s membership has grown from the original nine members to 16 namely Angola, Botswana, Comoros, Democratic Republic of Congo (DRC), Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Tanzania, Zambia and Zimbabwe.

At the 2018 summit in Windhoek, Namibia, SADC instituted the Southern Africa Liberation Day, commemorated on March 23, to celebrate its political liberation and remembrance of heroes and heroines of the liberation struggle.

President Chakwera said SADC is committed to preserving the history of the Southern African liberation struggle by documenting it.

PF is is still strong and unshaken on the Copperbelt province- Nathan Chanda

0

Opposition Patriotic Front (PF) Copperbelt Provincial Chairman Nathan Chanda says the former ruling party is still strong and unshaken in the province.

Mr. Chanda, the losing Parliamentary candidate in Roan Constituency, said all the PF structures on the Copperbelt are intact.

The former Luanshya Mayor said the PF had retained 99 percent of its members on the Copperbelt after the last August General Election defeat to the United Party for National Development (UPND).

Mr. Chanda, however, acknowledged that some people whom he accused of being opportunists have left the PF.

He described the PF’s loss to the UPND in the 2021 General Election as a passing phase.

Mr. Chanda said the PF will bounce back in Government in 2026.

He said people still believe in the PF ideologies and have faith in the former ruling party.

“Secretary General (Nickson Chilangwa) we also want to assure you as Copperbelt that coming from what we went through, loss of the last year’s elections as people of Copperbelt reflected on all the things that would have led us to the loss and a lot of our people here on the ground they are still with faith and believe that PF come 2026 shall bounce back into Government. I have said this because I am not speaking like a coward. There are some politicians who just want to harvest where they did not sow, opportunists,” Mr. Chanda said in Ndola.

“Those who like jumping to sweet things only but there are some politicians like us who started in opposition with Mr. Sata. This is a passing phase, one day Kalebalika kuntanshi. So as you can see Copperbelt PF structures are still intact. There are those who are being lured and one or two who just like good things but 99 % of our people are still PF. They still believe in our party. I am just asking all on the Copperbelt, let us unite, let us reconcile and love one another pantu umunwe umo tausala nda. Twende babili nao temwenso, cinchi wababili te cinci wababili,” Mr. Chanda said.

Meanwhile, Mr. Chanda has welcomed the PF Central Committee’s decision to appoint Kalulushi Member of Parliament Kampamba Mulenga as National Chairperson for Women.

He said the PF on the Copperbelt will support and work closely with Ms. Mulenga in the best interest of the party.

Mr. Chanda hailed the role of women in politics and thanked PF women on the Copperbelt for supporting his leadership.

“We are happy as Copperbelt to have hard working women. These mothers have been supporting our Copperbelt Provincial Executive Committee; we are here because of them. I just want to assure you that as people of Copperbelt we have got every confidence in your leadership and that of the Central Committee. We are happy over the decision to give us Madam Kampamba Mulenga. We will support her and work with her because where a woman touches things work. There is no country or organisation which can achieve its social and economic development without the full and active participation of the women and the youth. And these which you have demonstrated ba ninefwe nakuno through our new Chairperson for Women we are saying thank you and job well done,” Mr. Chanda said.

Ms. Mulenga called for unity in PF and praised the efforts of women in the party.

“I agreed to work with the women because it is a woman who knows how the village is doing. Women are eager to work in PF especially here on the Copperbelt. We will not look back because God is gracious and merciful; there is always a second chance. I am assuring you that love and unity can make us bounce back into power in 2026,” she said.

WHY IS THE IMF SUDDENLY JITTERY ABOUT THE NEW DAWN?

WHY IS THE IMF SUDDENLY JITTERY ABOUT THE NEW DAWN?

By Nkonkomalimba Kapumpe

1. $50m fertilizer scandal where fertilizer worth $250 per tonne in Dubai is single sourced for $1,407 per tonne through a UPND cadre. Worse still the lack of any effort at all to punish this illegality.

2. Expansionary budget which has seen increase of CDF and a ballooning cabinet, too many PS’s with no offices, too many senior employees at State House and the proposed recruitment of 30,000 teachers and 11,200 health professionals they have lost confindence in this regime.

3. Unprecedented K2,400,000 consent by Attorney General awarded to an ally of the President fo le wrongful detention.

4. Reports of torture of a murder suspect as well as a trumped up charge of murder slapped on a political opponent.

5. Leaked audio recordings of senior State House and Government officials plotting to kill democracy whilst implicating the President and Vice. A recording which has not led to any disciplinary actions.

6. Another deliberate ploy to weaken the opposition and kill democracy by suspending majority opposition members of parliament from the house by a partisan speaker who metes out the maximum punishment on first time wrong doers.

7. $230m oil supply contracts awarded to another ally of the President who purchased the red treason prison jacket. This is regardless of the fact that the man in question has never supplied fuel anywhere before neither does he know where to buy it from as his background is farming and selling toner catridges, pencils and compact discs.

8. Constant diverting of funds released by treasury under one expenditure but repurposed to unplanned expenditure for example there is no budget line for police officers to line the streets in the morning, lunch time and evening everyday for the Presidents safe passage, in fact the resources spent on route lining and fuel for the motorcade alone so far is enough to have built a new official presidential residence.

Some Things HH Said In Campaigns, I Would Never Say Them – Kalaba

0

By Fanny Kalonda

SOME of the things President Hichilema said when campaigning, I would never say them because I have been in government before and understand how it operates, says Democratic Party leader Harry Kalaba.

Kalaba said President Hakainde Hichilema made promises without proper understanding of the governance system.

Speaking when he featured on Pan African Radio’s ‘People’s debate programme’ yesterday, Kalaba said President Hichilema was speaking from a wishful point.

He said he understands that President Hakainde is a good man but new in government therefore needs more time to understand how government operates.

“He spoke about governance without knowing how governance operates. He is new and he first needs to settle down. Some of the things he said, I would never say them because I have been in government before,” Kalaba said.

He has urged the Ministry of Health to clearly state how many health workers and auxiliary staff would be employed from the 11,200 promised to the people.

Kalaba said the government should have indicated that from the 11,200 there would be auxiliary staff and that not all would be health workers.

He said if the government employees less than 11,000 health workers, then it would have duped the country.

“I have nothing against free education. They should have phased it so that some of the finances would have been taken to other sectors. First of all, there is nothing wrong with employing drivers.

There is nothing wrong with employing mortuary attendants or cleaners because doctors and nurses should be able to work in clean environment. But there is everything wrong with wanting to make the number 11,000 part of auxiliary staff as we call them. They are not part of the main body.

So while we acknowledge, realise, that it is okay to employ all these people, they should have told us the provisions for the employment of these,” he said. “They should not mix the 11,000 health personnel because the way we understood it, it was nurses, doctors, clinical officers, environmental specialists.

Those are the health workers we thought. But these others like drivers should be different from the 11,000 health workers, because that is what they said.

They did not tell us that they were going to employ those others, no! So they also need to tell us the number they are getting from the 11,000. Then we have been duped. Again it’s job on training. They did not know the difference. At the end you can employ only 2,000 health workers and the rest will be ancillary staff.”

And Kalaba said former president Edgar Lungu is the only one who can explain what he meant by his statement on hypocrisy.

“You know the best person who can interpret what he meant on hypocrisy is the president himself. I think it would do well to call president Lungu and ask him what he meant by his hypocrisy comment. It would not be good to be speculating here. So we want to know what he meant by hypocrisy.

Is it the way it was handled?” said Kalaba. “But if president Lungu meant hypocrisy in the sense that there is a lot of lying around and a lot of people not speaking the truth, then he was spot on because there is a lot of lying around. If that is what he meant, then I agree with him. But I think the best person we can hear from is the president himself.”

Uganda, Tanzania to Become Oil Economies

0

ANALYSIS
By Giza Mdoe
Tanzania and Uganda are gearing up to become the region’s oil economies with the latter signing a mega oil pipeline deal to transport Uganda’s oil to its port of Dar es Salaam.

The East African Community (EAC) is one of the fastest-growing economic blocs in the World. The pre-pandemic period saw the Economic Commission for Africa note that East Africa was actually the fastest growing economy compared to other regions on the continent.

As of 2016, the EAC bloc registered an impressive growth rate of 5.5% which was at the time projected to increase to 6.0% in 2017 and 6.3% in 2018 respectively.

In fact, at that time, the World Bank’s Global Economic Prospects Report projected that Tanzania will post 7.1% growth, Kenya and Rwanda 6%, Uganda 5.6% and Burundi 2.5% in 2017. Then the global pandemic struck, everything changed.

For example, in Tanzania, a country that was leading the bloc in economic growth and was enjoying a projected 7.1% growth, estimates done in December 2020, showed the country’s Gross Domestic Product was expected to grow by a mere 2.1 per cent in 2020.

Thanks to strategic government Fiscal and monetary policies, the country was able to cushion its economy from any further drop and the Tanzanian economy showed exceptional resilience with a GDP growth of 4.1 per cent in 2021.

Venturing Into Oil Production & Export

To maintain and grow this annual percentage rate, the country must diversify its sources of revenue internally, regionally and in international trade. In this regard, Tanzania has shown its prowess. In its latest economic endeavour, the country has embraced a future as an oil economy by partnering with oil-rich Uganda for a mega oil pipeline deal.

Uganda was estimated to hold about 0.2% of the world’s total oil reserves. The country boasts an impressive 2.5 billion barrels of proven oil reserves ranking 31st in the world. The country’s oil reserves are actually over 200 times its annual consumption giving it unprecedented leverage for export.

With exploration well underway on the shores of Lake Albert in Uganda’s Hoima District, estimates project the first of a potential 1.4 billion barrels of oil will be pumped out as of 2025.

Investment flows in the country, and region in general, are largely attributed to capital investment in the oil, gas and manufacturing industries. Let us focus on oil investments. As mentioned, Tanzania has partnered with its landlocked neighbour Uganda for the construction and management of the East African Crude Oil Pipeline Project (EACOP).

The EACOP is a 1,443km pipeline that is been constructed at a value of 3.5 Billion USD. These funds are been directly injected into the economies of Uganda and Tanzania effectively increasing their FDI by over 60 % during the construction phase alone.

The magnanimous project is been constructed and operated through a shareholding approach among several stakeholders including the government of Uganda through the Uganda National Oil Company (UNOC), the government of Tanzania through the Tanzanian Petroleum Development Corporation (TPDC), France’s Totalenergies and China’s CNOOC.

It is expected that through the East African Crude Oil Pipeline, the region’s East Africa’s oil potential. It will effectively attract investors and companies to explore the region’s oil potential. Further still, as new infrastructure projects commence in line with the pipeline, it will greatly contribute to the enhancement of the central corridor between Uganda and Tanzania.

Another obvious and direct benefit from the pipeline is the creation of short term (2-3 years) employment for both highly skilled and, semi-skilled professionals as well as casual labourers. Similarly, the project will also open up business opportunities and spur the development of local content.

Then there is the development and maintenance of the pipeline infrastructure that will also build the technical capacity of both countries. In this regard, local content participation will also be enhanced as well as the transfer of knowledge, that will enable involved companies to develop and be fitted for future large projects.

All along the pipeline will be service roads that will have to be upgraded to facilitate access for maintenance work on the pipeline. By so doing the roads will increase the movement of goods and people and thus develop the local economies everywhere the pipeline passes.

Criticism Over An Oil Economy In East Africa

There is an African saying that goes something like this, ‘it is the tree that has fruit that stones are hailed at.’ The saying is a basic rebuff against critics; the stones are the criticisms and the tree is the victim, the fruits are the ‘goods’ that the critics are targeting the victim for.

In the case of Uganda and Tanzania, critics argue that investing an oil economy may not be beneficial to the region. Why? Well there are several purported reasons including the fact that the world at large is shifting to a green economy

For example in a BBC article titled; ‘Why Uganda is investing in oil despite pressures to go green’ that was published earlier this month, it is argued that:

” A group of more than 50 non-governmental organisations from Uganda and neighbouring Democratic Republic of Congo released a statement after the FID was signed this month, saying the investment would have been better directed to cleaner and greener industries instead of worsening the climate change impact across the world”.

The article points to an alleged “… fear that the huge infrastructure development that has been constructed just for the oil industry – such as an airport with a 3.5km runway – could end up as white elephants if the oil export does not work out.”

“If energy transition [away from oil] takes root, there is a risk of stranded assets; where some of the investment you make in the oil production infrastructure does not provide a good return to the country,” says Paul Bagabo, the Uganda country lead for the Natural Resource Governance Institute.

However, the article balances the criticism quoting the Uganda National Oil Company Chief Executive Proscovia Nabbanja, arguing that the project is viable and that for “every dollar we invest, we return 10”.

The Chief Executive is also of the view that ‘talk from wealthier nations about moving away from oil is unfair to countries like Uganda which should be able to benefit from their resources.’

It remains to be seen how it will all pan out, whether production will commence in the three years and if the returns will be as lucrative as estimated and whether the global move to green economies and clean energy will actually affect the expected benefits of the East African Crude Oil Pipeline Project (EACOP).

A petition to expel Putin’s rumored girlfriend from Switzerland has received 63,000 signatures

0

More than 63,000 people have signed a petition demanding that Vladimir Putin’s rumored mistress be expelled from Switzerland. As Putin’s conflict in Ukraine continues, Olympic gymnast Alina Kabaeva, 38, is said to have been transferred to a private chalet in Switzerland early this month.

According to Mail Online, Kabaeva is commonly thought to be Putin’s mistress and the mother of four of his children, whom he has never publicly acknowledged.

Citizens from Russia, Belarus, and Ukraine signed a petition two weeks ago urging Swiss authorities to expel Kabaeva from the country and deport her back to Russia.

Over 63,000 people have signed the petition, which depicts Kabaeva as the “preferred wife of the insane tyrant and war criminal Putin.”

‘It’s past time you reconnect Eva Braun with her Führer,’ the petition stated emphatically.

‘Despite the current conflict, Switzerland continues to host a Putin regime collaborator.’According to Mail Online, the West has not yet sanctioned Kabaeva, who, in addition to being Putin’s suspected secret partner, is also chairman of the board of directors at National Media Group, a large Kremlin-obedient TV and newspaper conglomerate, with a salary of nearly £8 million a year.

‘We, the residents of Russia, Belarus, and Ukraine, who are currently suffering greatly, have joined forces to appeal to the Swiss authorities,’ read the petition.

‘The public has just learned that the Russian political and media figure, and former athlete, Alina Kabaeva, is hiding the consequences of the sanctions imposed on the Russian Federation in your country.’

The petition continued: ‘She is the favorite wife of delusional dictator and war criminal who has been treacherously attacking Ukraine over the past weeks.’

The petitioners questioned why, ‘given the volume of sanctions placed on Russia’, Swiss authorities continue to host her and her family at a time when Putin ‘is destroying the lives of millions’.

The petition tells the Swiss: ‘For the first time in modern history, your country has violated its neutrality, which it did not even do vis-à-vis Nazi Germany in the 20th century, and joined the sanctions against Putin and his surroundings.

‘And now you are allowing his favourite mistress and her children to hide within the borders of your state.’

There is as yet no independently verified evidence that Kabaeva, a former pro-Putin MP, is hiding in Switzerland, where she is thought to have given birth to the Russian President’s children.

The petition calls for the Swiss authorities to ‘investigate very carefully the legal basis on which she is present in your country, and to check ‘the cleanliness of the funds used for the purchase of real estate in Switzerland, of which this person uses’.

UPND Still Has No Plan For Reducing Cost Of Living 7 Months Into Office – Sean Tembo

UPND STILL HAS NO PLAN FOR REDUCING COST OF LIVING 7 MONTHS INTO OFFICE – SEAN TEMBO

1. As Patriots for Economic Progress (PeP), we are concerned that 7 months into office, the UPND administration still does not have a plan for reducing the cost of living. It is beyond debate that one of the main reasons why Zambians from all corners of the country overwhelmingly voted for UPND on 12th August 2021 is because of the high cost of living which prevailed at the time and which the UPND promised to reduce. However, the cost of living is now higher than it was on 12th August 2021.

2. As Patriots for Economic Progress, we hereby advise the UPND administration to consider withdrawing the IMF Bailout Loan application and instead adopt a home-grown economic turnaround plan. Such a home-grown plan should focus on three things: number one, creating a conducive business environment for local enterprises to thrive and prosper, such as access to reasonably priced capital, removal of onerous regulatory burdens etcetera. Secondly, the economic turnaround plan should address the issue of domestic revenue mobilization by immediately suspending the de facto tax holiday extended to mining houses, and ensuring that the country benefits from current high prices for copper on world markets through maximum collection of tax revenue from the mines. Thirdly, the home-grown economic turnaround plan should address liquidity shortages in the economy by dismantling domestic arrears and paying off all suppliers and contractors who are currently owed by Government.

3. As Patriots for Economic Progress, we further wish to advise the UPND administration that governing a nation is a collective undertaking for all citizens. Therefore, if the President and his cabinet do not have sufficient ideas on how to turnaround our economy and reducing the cost of living, they should not be shy to convene an Economic Indaba at which submissions can be received from various Zambians of different backgrounds. Such an Indaba will assist the UPND administration with fresh new ideas on how best to exploit our huge economic potential for the benefit of the Zambian people.

4. One thing that is certain is that it is unacceptable for Zambians to continue to be subjected to a high cost of living when they were promised the opposite. The Zambian people deserve better.

Thank You and May God Bless the Good Citizens of the Republic of Zambia and Our Ailing Nation.

Yours Sincerely

The New Dawn Government has failed to rule the nation-Nickson Chilangwa

0

Opposition Patriotic Front (PF) acting Secretary General Nickson Chilangwa is challenging the UPND to call for early elections saying the New Dawn Government has failed to rule the nation.

Mr. Chilangwa, the Kawambwa Member of Parliament, has further alleged that the 2021 general election was stolen from the PF through rigging.

He said the UPND has failed to rule Zambia owing to high mealie meal prices and weak Kwacha.

He said the campaign promises made by the UPND and President Hakainde Hichilema have backfired because they were founded on lies.

Mr. Chilangwa said President Hichilema should apologise to the people of Zambia for failing to fix the economy, mealie meal prices and the Kwacha in hours after assuming office as promised during campaigns.

He charged that the UPND Government lost popularity within three months of forming Government.

Mr. Chilangwa said the UPND is not guaranteed of winning the next election because it has failed the people of Zambia within months of forming Government.

“I am challenging the UPND to call for early elections because they have failed to run the country. They said mealie meal will be K50 and Kwacha will appreciate against the dollar. Have these things happened? He lies as if he has been bewitched; look at him carefully when he speaks. There is nothing to envy in the UPND. If the bedrock of the President are lies then you are in trouble. Zambia is in problems because of deceit by the UPND and Hakainde Hichilema. It’s not me talking but himself through his campaign promises, is mealie meal K50 as promised? Has Kwacha gained against the dollar? He did even say give me five years to change things but hours. He was saying 10:00 hours to 14:00 hours,” Mr. Chilangwa said during the launch of the PF Women Movement on the Copperbelt.

“If what you promised Zambians were lies Mr. Hakainde Hichilema go back to the people and apologise. When you make a lie you must go for confession. I thought when he went to Rome to meet the Pope he confessed but I think he just went to pose for pictures. I was expecting him to go for confession in Rome. I have never seen a Government that loses popularity this early. Just three months people have lost confidence in this Government,” Mr. Chilangwa said.

He claimed that the UPND will be a one term Government.

“The UPND will end up very badly. Zambia will not allow UPND to carry on in this fashion and I can tell them the reason why. Can I tell you the reason why the UPND will not go far? It is a secret I won’t tell you but let me give you a leakage. It is the women on the Copperbelt that will make sure UPND doesn’t last in Government. Bana mayo ba ku Copperbelt tabasuminishe ubuwelewele ukukonkanyapo mu Calo cesu. Bana mayo say twakana ubuwelewele. Hakainde kuya bebele,” he said as the women cheered him on.

Mr. Chilangwa further alleged that the 2021 general election was stolen from the PF through rigging.

“We didn’t lose the elections they just stole from us and I want to say this, we know the tactics that UPND used to win the vote. They never won the elections genuinely and we know the people that helped them to rig the elections. They think we don’t know, they think we are fools. Ba UPND nga baume ok I will challenge them nga baume bakalande ati ama elections yakabeko nombaline kaili nabakwata 2.8 million voters. Let’s see if that 2.8 will be seen again,” Mr. Chilangwa said.

Mr. Chilangwa was on the Copperbelt at the weekend to officially introduce newly appointed PF National Chairperson for Women Kampamba Mulenga to the party women in the province.

JOE MALANJI ARRESTED, AGAIN, FOR ACTIVITIES INVOLVING K10 M AND $700,000

DEC Arrests Joseph Malanji

PRESS STATEMENT BY THE CHIEF GOVERNMENT SPOKESPERSON ON THE DECISIONS MADE BY CABINET AT THE 6TH CABINET MEETING IN THE YEAR 2022, HELD ON MONDAY, 21ST MARCH, 2022

His Excellency the President of the Republic of Zambia Mr. Hakainde Hichilema called for the 6th Cabinet Meeting in the Year 2022, held on Monday, 21st March, to discuss general policy issues.

Engaging the Public and Private Sector to foster Private Sector and Economic Development.

Cabinet approved the Public – Private Dialogue mechanism aimed at fostering private sector development, inclusive growth and economic development in the country.

The Public – Private Dialogue mechanism will provide a Forum at which the Public and Private Sectors will freely engage on policy issues that will facilitate the socio-economic transformation. It will not only provide a platform at which stakeholders and beneficiaries will be sensitised on policy issues, knowledge sharing, advocating for change, increasing ownership of the country’s transformation agenda and improving transparency in decision making, but also facilitate the exploring of medium and long-term co-financing opportunities from Private Sector, Government and Development Partners.

The Public – Private Dialogue which will be referred to as the Forum for Public and Private Engagement, will be anchored in the Office of the President and will be chaired by the President, Mr. Hakainde Hichilema. To ensure effective operation of the Forum for Public and Private Engagement, a Secretariat will be established in partnership with key private sector umbrella organisations to set the Agenda for the Forum and lead coordination and day-to-day activities.

The implementation of the proposed Public – Private Dialogue mechanism will unlock and create investment opportunities in the country and will further accelerate social economic development, resulting in job creation, increased access to income and social services. It will further enhance communication and outreach to beneficiaries and stakeholders, hence ensure success and ownership of the development initiatives.

Cabinet is convinced that the proposed Public – Private Dialogue mechanism, if well implemented, will systematically address the many policy, institutional, legal and regulatory barriers to investment and also to provide an enabling environment for the private sector and general economic development for the good of the Nation at large.

“DR. SISHUWA SISHUWA WANTED LEVY NGOMA’S JOB BUT HE WAS NOT GIVEN, SO HE IS BITTER, BUT TELL HIM TO STOP BLACKMAILING THE PRESIDENT HOPING TO GET A JOB” – SOURCE

Unexpected caller appeared on my phone and I was bewildered. I composed myself and picked the call:

“Hello….😮”

Hello, responded the deep voice but certainly not the President.

“BaTayali, you are a public lawyer of the public court, so you should be helping in giving the correct information and put things in perspective for the benefit of the general public.”, stated the strange caller.

“Yes, of course, but unless you people in the high offices give us that correct information…..”, I retorted.

“You see….you are talking about those vehicles which were seized by the Task force…….”, the conservation continued but I will not disclose ALL the details for now.

However, the caller explained to me how the vehicles came in the Country and who is behind them.

The caller went on to express displeasure about a number of utterances and writings by various people which include Dr. Sishuwa.

“………for example Dr. Sishuwa, he is busy writing negatives about this regime and directly attacking the President in a bid to draw his attention when he submitted his CV to be appointed as Political Advisor”. revealed the caller.

“That’s like blackmailing the President and he will never get a job from this President because he doesn’t fall for cheap malice spread in the media.

We have claimed to be angels and we have made mistakes in a few issues here and there, but those who have been with us to know how to engage not using emotions

If he (Sishuwa) means well…., he would have engaged us, he has our numbers, including that of the President.”, suggested the caller.

“Before he was busy sending text messages complaining of how he was badly treated by President Lungu’s govt, but now he wants to come out like this Govt is worse than that of President Lungu ” complained my caller.

“What people should know is that, the President will not be coerced or blackmailed into giving people jobs because they are attacking him.”, stated the caller.

The caller told me many other things especially on President Lungu and his “Holier than Thou” attitude, when he should be silent and enjoy his retirement other than stirring up the hornet’s nest.

I will discuss some of the points raised in my 20:00hrs live broadcast. I advise the PF and all those advisers of President Lungu to stay tuned.

President HH is turning out to be a major disappointment- Sishuwa Sishuwa

Zambia’s democracy is still under attack

But now by President Hichilema, the man who vowed to rescue it.

When Hakainde Hichilema won Zambia’s August 2021 election, many hoped the assault on democracy that had characterised his predecessor Edgar Lungu’s rule would come to an end. While in opposition, Hichilema had presented himself as a reform-minded politician determined to restore the rule of law, launch an anti-corruption campaign, strengthen democratic institutions, and protect human rights.

Nearly seven months into his five-year term, however, the new president is turning out to be a major disappointment. A pattern of worrying developments suggest that democracy is not returning to Zambia despite what many seem to believe.

Maintaining the anti-democratic status quo
Since taking office, Hichilema’s administration has shown little appetite to change the laws that enabled the authoritarian tendencies of his predecessor.

These include the law on defamation of the president, which makes it an offence to publish “any defamatory or insulting matter…with intent to bring the President into hatred, ridicule, or contempt”. This crime, punishable by up to three years’ imprisonment, has been widely interpreted and used to deter legitimate criticism. It has undermined media freedom, led to the arrest of critical voices and, especially under Lungu, created a culture of self-censorship.

Another such law is the Cyber Security and Cyber Crimes Act, which was hurriedly enacted by the Lungu administration on the eve of last year’s election. It violates the right to privacy by allowing the authorities to tap ICT devices, effectively turning everyone into a suspect, and confiscate electronics without proper procedural safeguards.

Finally, the Public Order Act (POA) requires any person who intends to convene a public meeting to “give police at least seven days’ notice” and other details. This colonial-era law has been used by successive administrations to restrict the rights to assembly and free speech. Under Lungu in particular, opposition meetings and demonstrations were repeatedly curtailed under the pretext of this act. Violations are punishable by up to six years’ imprisonment.

In opposition, Hichilema vowed to repeal the first two of these statutes immediately and reform the POA on assuming office. Under Zambian law, repealing an act of parliament requires a simple majority, and the governing United Party for National Development (UPND) holds 99 of the National Assembly’s 164 seats. In power, however, Hichilema has shown a studied disinterest in fulfilling these promises.

Undermining the media

Under Lungu, numerous critical media outlets were shut down. The Post, Zambia’s leading independent newspaper since the re-introduction of multiparty democracy in 1991, was forcibly closed in June 2016, less than two months before a general election, under the pretext of a disputed tax bill. Prime TV, the country’s leading private television station, was forcibly closed in April 2020 in the “public interest”, although no specific charges were laid out.

Hichilema’s administration is yet to close any media stations, but it has overseen four worrying developments.

First, the government has introduced a 16% Value Added Tax on newspaper sales, for both print and electronic copies. This move is widely seen as targeted at three private newspapers, since state-owned publications face no consequences for failure to meet their tax obligations. With the economy performing poorly and media outlets already struggling, this move threatens to raise the price of newspapers out of the reach of more Zambians and collapse the industry.

Second, the government has continued with the Lungu-era harassment of the private media. This January, the private TV station KBN published a leaked audio of a phone conversation between Hichilema’s political aide, Levy Ngoma, and permanent secretary in the Ministry of Home Affairs, Josephs Akafumba. In it, the two were heard plotting to use state institutions to undermine the opposition Democratic Party ahead of a by-election. Ngoma suggested the scheme was sanctioned by the president and vice-president.

Authorities initially claimed the audio was fake. When this failed, they accused the journalists of having tapped the pair’s phones. Instead of interrogating Ngoma and Akafumba, police arrested the reporters who had leaked the conversation. In what has become characteristic fashion, Hichilema, who no longer holds press conferences and has adopted Lungu’s unwanted legacy of addressing the country through press aides and on airport tarmacs, spoke through deafening silence.

Third, officials have intimidated independent media. Last month, the UPND MP Heartson Mabeta threatened News Diggers, arguably the most influential private newspaper, with closure after the publication ran a story quoting the UPND secretary general saying the party did not sign a contract with anyone to guarantee them employment. In a country reeling with record unemployment, the public backslash was huge, especially after the paper published the recording of the interview. Mabeta accused the newspaper of malice and warned that it risks meeting same fate as The Post if it did not change course. No one from the government or the UPND distanced themselves from the MP’s threats.

Fourth, the UPND has emulated its predecessor’s legacy of denying coverage to opposition parties in the state-run media. In opposition, Hichilema pledged to stop this culture by transforming the state media into genuine public platforms, establishing legal safeguards for editorial independence, and reviewing legislation that undermine their governance structures and leave them vulnerable to political interference. In power, however, it has been business as usual.

Assaulting free speech
As under Lungu, the assault on free speech under Hichilema has gone beyond just the media.

In December 2021, for instance, police arrested opposition Patriotic Front (PF) official Raphael Nakacinda after he advised the oft-traveling Hichilema to “put your buttocks down” and address the high cost of living. In January 2022, police arrested Morris Lungu, a 42-year-old taxi driver, on a charge of defamation for saying that “if there is a president who is a fool, it is the one who is there”. And, last month, 24-year-old Saliya Laisha was arrested following allegations she accused Hichilema of having sacrificed six youths, who died in unclear circumstances while on a boat cruise on Lake Kariba, “so that he can work well as has failed to do so”.

These arrests on charges of defamation have a chilling effect on even those who are not targeted as they show the costs of criticising officials. Many would prefer to self-censor than risk months or even years in protracted legal cases. The casualty is free speech and poor citizen participation in governance.

Dismantling the opposition

Given how opposition parties were continuously obstructed by Lungu, it was expected that Hichilema would behave differently. This has not been the case so far.

On 15 March 2022, for instance, the Deputy Speaker of the National Assembly banned 30 opposition lawmakers from parliament for 30 days. This followed their peaceful protest in November 2021, when the PF MPs noted that the finance minister had referenced constitutional provisions that no longer exist and asked for these anomalies to be corrected. When this request was rejected, the lawmakers converged in front of the Speaker’s mace, leading to a suspension of business for about 20 minutes. On resumption, the finance minister corrected the error and the debate proceeded peacefully.

Two MPs from the ruling party, however, then asked the Speaker if it was acceptable for the opposition MPs to remain in parliament when they had “intentionally disrespected it”. They claimed, without evidence, that “the only permissible means for Members to express displeasure was by walking out of the House”. The Speaker’s decision, reserved to a later date, was finally delivered on 15 March.

Protests are a commonplace tactic in multiparty democracies, and the form they can take is hardly prescribed anywhere. To treat the action by the PF MPs as a major offence highlights Zambia’s new slant towards repression in which any dissent is prohibited. The Deputy Speaker has the authority to reprimand lawmakers for misconduct, but she failed to establish how their protest amounted to contempt rather than legitimate protest, and why the first-time offenders warranted the maximum punishment of a month-long ban and suspended salaries.

If the 30 MPs challenge their suspension, the matter is unlikely to be decided before the expiry of the ban due to the slow pace of the courts. In December 2021, for instance, 9 PF MPs filed an urgent legal challenge to the Speaker’s decision to ban them from taking their seats before election petitions in their constituencies are resolved. The Constitutional Court only ruled on the matter today, three months on, siding with the PF complainants. The Deputy Speaker may well have factored these timings into her calculations.

The ongoing suspension of 39 of the PF’s 51 MPs suggests an organised effort to weaken the main opposition or intimidate it into submission. It also means there is effectively no opposition party in the National Assembly currently.

The suspensions also appear to be motivated by a desire for revenge. In June 2017, the then PF-aligned Speaker suspended 48 UPND lawmakers for boycotting Lungu’s state of the nation address. At the time, Hichilema and the UPND condemned the move as a brazen assault on democracy.

The recent onslaught on democratic rights under Hichilema has not attracted much outrage. This is largely because broad sections of civil society and international (mainly Western) actors support the new government, think it is too early to criticise the new administration, or simply consider the PF as undeserving of sympathy given its own terrible record on similar issues. When Shebby Chilekwa, a PF member and suspect in a murder investigation, recently complained that he had been tortured by the police while in detention and showed his scars, not even major human rights bodies expressed outrage.

Another example of the UPND undermining the opposition occurred this January. Days before the Kabwata parliamentary by-election, a candidate from a small opposition party, the United Progressive Party (UPP), announced his “withdrawal” from the race under highly dubious circumstances. Given the UPP had nothing to gain from this surprise move, many speculate the UPND induced this move for two reasons.

The first would have been to facilitate a new election date when Hichilema would have been available to campaign for his party’s candidate. Some argue that the president’s failure to dedicate ample time to a previous by-election in October 2021 cost the ruling party the seat. The second reason suggested was to allow the UPND to change its relatively unpopular candidate, Andrew Tayengwa, following internal party opposition to his rule.

As it was, any possible plan almost failed to come to fruition as the Electoral Commission refused to postpone the by-election, arguing that the UPP candidate had not resigned – a move that would have required re-organising the election – but merely withdrawn from the race. A few days later, however, the electoral body claimed to have received a letter from the UPP candidate, who had otherwise disappeared, categorically stating he had indeed resigned from the party. The Electoral Commission postponed the poll to 3 February.

For this delayed by-election, the UPND re-adopted Tayengwa – perhaps afraid its ruse would be too obvious otherwise – but deployed Hichilema alongside several cabinet ministers to literally camp out in Kabwata constituency. The ruling party narrowly beat the PF, while the UPP failed to run, explaining that it had expended its resources in the previous campaign.

This episode suggests that as well as pressuring state institutions to directly get involved in an internal party matter – the same tactics once used against the UPND – the ruling party is instigating divisions within opposition parties and over-stretching their meagre resources in the same way the PF did while in government. Opposition parties with little power are potentially being used to manipulate electoral law to suit Hichilema’s party. Again, the UPND is using the same tactics as the PF, but without the consequences of criticism from civil society and international actors.

Weakening civil society

Over the years, Zambia’s democracy has benefited from a robust and effective non-state sector capable of checking the power of the government. Such actors assumed principled positions that aligned with those adopted by the UPND when in opposition. The election of Hichilema has affected the effectiveness of civil society in two main ways.

The first is that many of the critical voices from academia, civil society and the church who spoke truth to power under Lungu have failed to remain impartial since Hichilema’s election. Previously neutral voices have become part of the choir of praise or gone silent. Others have been co-opted into government through appointments to parastatal boards, public bodies such as human rights commissions, or presidential advisory entities. One or two have applied for positions that can only be conferred by the president and are therefore unlikely to speak out unless their bids fail. Some remain in the long queue for appointments to public office, including diplomatic service.

The second is that previously effective civil society organisations that were seen as having aligned themselves to Lungu, such as the Law Association of Zambia, now lack legitimacy to critique the actions of Hichilema. The result is a weakening civil society and the ironic situation in which the PF, the party that almost collapsed the country’s democratic institutions, finds itself slowly becoming the new defender of the public interest.

Hichilema has shown himself to be out of his depth on many key issues. He only appears positive in contrast to the disastrous Lungu, but as memories of the PF’s terrible record fade, the new president’s shortcomings may dawn on more people. If the public become disenchanted with the UPND, voters are more likely to see the PF differently, especially if the former governing party manages to resolve its leadership question and comes out of its elective conference united. If Hichilema’s political position becomes threatened, he may resort to bribery, repression, or both. Unless civil society wakes up soon or new progressive voices emerge, Zambia’s democracy may return to the same position it was in under Lungu.

Nurturing corruption

Hichilema has demonstrated a lack of commitment to fighting corruption in three main ways.

The first is the lack of example. Despite being elected a platform of anti-corruption, accountability and transparency, Hichilema has so far failed to disclose the value of his assets. Along with Lungu, he is the only major party nominee and president to do so.

This is especially concerning as Zambian presidents have generally used state power to accumulate wealth. In less than 16 months in power, for instance, Lungu’s net worth grew from K10.9 million ($0.62million) in 2015 to K23.7 million ($1.34 million) when he ran for re-election in 2016. He refused to reveal his net worth ahead of last year’s vote, perhaps due to fears that knowledge of his opulence would increase calls for the removal of his immunity if he lost the election. Although there is no evidence to suggest Hichilema has started stealing public funds or using public office to promote his private interests, his reluctance to publish his net worth is concerning given his extensive business interests.

The second is that over six months in office, Hichilema’s anti-corruption strategy has been chaotic at best and non-existent at worst. The grand corruption of the Lungu era is well known yet not a single member of the former regime has been taken to court on serious corruption charges. Hichilema continues to accuse PF leaders of having presided over a corrupt administration, but mostly to delegitimise the opposition party’s reputation rather than to signal plans to prosecute those who looted public funds. Moreover, members of the kleptocratic networks that were deeply involved in high-level corruption under Lungu have since transitioned and cultivated new allies in the governing party.

The third is that Hichilema has ignored accusations of the corruption in his own government. When opposition parties presented evidence showing executive involvement in an inflated fertiliser contract awarded to one of the president’s business associates, for instance, Hichilema kept quiet. The president has also backtracked from his commitment to delink the presidency from the Industrial Development Corporation (IDC), the holding company of all parastatal bodies in the country. In opposition, Hichilema condemned Lungu and, earlier, Michael Sata for their failure to amend the IDC Act, which allows the president to chair the board of the parastatal, providing opportunities for patronage or corruption and undermining corporate governance. In power, Hichilema no longer sees anything wrong with this arrangement.

Failure to tackle political violence

Under Lungu, political violence around election was commonplace. The perpetrators were usually PF supporters, while UPND supporters were typically the victims. The police rarely arrested PF cadres but were quick to unleash brutality on opposition members, occasionally culminating in fatalities.

Again, Hichilema pledged to end this culture of political violence, but if the two by-elections since his election are any indicator, very little has changed. The polls in both Kaumbwe, Eastern Province, Kabwata, Lusaka, featured violent activities that saw suspected UPND cadres beat opposition supporters. As under the PF, none of the culprits were arrested even when the victims identified the perpetrators and formally lodged reports to the police. The political violence in Kabwata was even preceded by clear threats of violence from senior UPND members, none of whom has been arrested or reprimanded by the party’s leadership.

The false narrative of democratic resurgence

Although it may have slightly improved under Hichilema, Zambia’s democratic trajectory remains most concerning. Based on its early track record, the Hichilema administration has shown a lack of willingness to make structural changes to strengthen accountable, democratic governance. As a result, Zambian institutions will remain as susceptible to manipulation as they were under Lungu.

The recent narrative of a democratic resurgence in Zambia does not adhere to the reality, one that has seen the intimidation of independent media, the arrest of critics for insulting the president, the use of state institutions to undermine the opposition, the weakening of civil society, and the continued corruption in government. Contrary to what many are saying, Zambia is not returning to democracy. Not yet.

Which Cows Did Zambians Vote For?

0

By NewsMakers Editor

Over the weekend, the former ruling Patriotic Front (PF) leadership was in Ndola meeting members of their women league. The PF Acting Secretary General Nickson Chilangwa who holds a very senior position in the party was in attendance. At that function, they were singing a song asking why Zambians shunned the boat and opted to vote for cows.

We do not wish to put words in the mouth of PF but when this song is analyzed beyond what the surfaces suggests, clearly, by questioning Zambians why they voted for cows, they were referring to the ruling United Party for National Development (UPND).

It is shameful that senior leaders of the PF are the ones who were in the forefront of singing and dancing to this useless tribal song. When did UPND and its leaders become cows?
In case some people do not know, the PF and its members have always referred to UPND as a party of cows. This may obviously arise from the fact that the leader of UPND, President Hakainde Hichilema owns cows, he is a Kechama, but when the PF talk about it, there is always tribal connotation to it.

Quiet plainly, PF has not yet learnt that no matter how they play their tribal politics, Zambians are moved past tribalism as a determinant factor in politics. If indeed Zambians were influenced by tribal politics, Hichilema would not have won the elections.

People are concerned more with who is providing solutions for their needs. At the moment, it seems PF is a cluster of muddled politicians who have nothing to offer other than cheap tribal talks. But for a party that is the main opposition by virtue of representation in parliament, this is a missed opportunity for them to remain relevant. The PF had better focus on providing sound checks and balances to the ruling UPND in a more sober manner. There are quite a lot of wrong things happening in this country but the party that stands on the right pedestal to serve the people by keeping the ruling party in check, has deflected itself from being a meaningful party.

Talk of shortages of drugs in hospitals, rising prices of food, electricity, fuel and other essentials. Talk of failure by the ruling party to meet its promise to employ teachers and nurses! Talk of the scarcity of cash in circulation. Talk of late or non-delivery of farming inputs to farmers. Talk of fertilizer supply scandal. Why has PF paid so much blind eye to all these and indeed many other issues the directly affect the people whom they want to have us believe they serve?

There is no need for PF to continue on that failed path of tribalism. It failed to get the re-elected and it shall never get the elected. What will help them salvage their political fortunes are real checks and balances.

African Life Financial Services Ltd wants the Court to commit Nawakwi to prison

By Mwaka Ndawa

FDD leader Edith Nawakwi has conceded to having committed African Life Financial Services Limited to paying 23 of its employees their terminal benefits following their transfer from Anglo American Corporation.
Nawakwi claimed that she made the utterances in public interest on behalf of the employees who died without getting their benefits, including those who approached her to seek alms.

She clarified that she was not appointed as a spokesperson by employees of African Life Financial Services Limited, neither was she appointed as an administratrix of the deceased employees.

African Life Financial Services Limited wants the Lusaka High Court to commit Nawakwi to prison for misrepresenting facts when she alleged that it was liable to pay its former employees US$300,000 (about K5.3 million) when the same claim was a subject in an active court case.

African Life said Nawakwi’s utterances during a press briefing were calculated at prejudicing the general public against it.
This is in a matter where Dickson Mtonga and 22 other security guards sued African Life Financial Service Limited in 2014, demanding US$300,000 and terminal benefits owed to them following their transfer from Anglo American.

During a press briefing last year, Nawakwi alleged that former workers of Anglo American were not paid their dues before their transition to African Life in 2000, whilst the case was pending determination.
When the matter came up for hearing of the contempt application before judge Susan Wanjelani, African Life Financial Services Limited executive director Munakupya Hantuba asked the court to penalise Nawakwi for commenting on active court proceedings.
He said in February 2021, the matter became a subject of public discussion by the alleged contemnor who publicly debated the merits and demerits of the case.

Hantuba said he issued instructions to his lawyers Malambo and Company to institute contempt proceedings against Nawakwi.
“While the process of exchanging court documents was ongoing, yet again the alleged contemnor publicly debated the matter before court and in both occasions, the affidavits that we presented before court are also backed by recorded videos of the live interactions the alleged contemnor engaged with the public,” said Hantuba. “I took it that her utterances were pre-judicial and requested the lawyers to protect the integrity of the court process. This court needs protection from the utterances made by the alleged contemnor. I am seeking that appropriate punishment be meted on the alleged contemnor.”
During cross examination by Nawakwi’s lawyers, Hantuba confirmed that he was also an employee of Anglo American and was transferred to African Life together with the 23 security guards but none of them was entitled to any benefits.

He agreed to having knowledge about the transfer sum of $300,000.
“I am a shareholder in the company that has interest in the defendant’s company. Menel Limited has 51 percent shares in African Life. Valentine Chitalu and I are the only shareholders,” Hantuba said.
In her defence, Nawakai who is former minister of finance said she was involved in the negotiations of the privatisation process prior to the transfer of many mining assets including the transfer of pension funds to Saturnia Regina Pensions Fund by mining firms.

“I wish to comment that in my occupation as a politician I have interacted with former employees of Barclays Bank, KCM, formerly BP Zambia, Anglo-American which was transferred to African Life. I was making these remarks as a politician in the interest of the public and those who have passed on and many people who come to ask from us politicians for medical fees,” Nawakwi said.
“I sated that of the 53 employees transferred on top of the list is Bryson Habazunka, who is now shareholder and CEO of BC Benefits Consulting Services Limited, a company which is a custodian of assets for Saturnia. Number two on the list is Hantuba who is the shareholder of Menel Company (Menel Management Services).”
During cross examination by Hantuba’s lawyer Kamuwanga Phiri, Nawakwi denied being appointed as the spokesperson of the security guards.

Asked if she was aware that politicians were bound by the law, Nawakwi responded in the affirmative.
She denied being appointed as the administratrix of the estate of the deceased employees in order to speak on their behalf.
Nawakwi confirmed that BC Benefits Consulting Services Limited was a separate entity from African Life and that Hantuba owned shares in African Life through Menel.
She further claimed that she was not aware that the matter was a subject for litigation when she made the utterances.
“I was not aware of the main matter my lady. I was not commenting on the matter but on the fact that Bryson and Hantuba were together with the employees, the question is whether they were paid or not,” said Nawakwi.
Judge Wanjelani has reserved judgement for May 16, 2022.

The Speaker Was Careless To Bar The 9 PF Mps From Parliament – Amb. Emmanuel Mwamba

THE SPEAKER WAS CARELESS TO BAR THE NINE PF LAWMAKERS FROM PARLIAMENT – MWAMBA

… says the Concourt decision to allow the nine PF lawmakers back into Parliament until the final determination of the petitions is good for democracy.

Lusaka … Tuesday, March 22, 2022 (Smart Eagles)

Patriotic Front Presidential hopeful Ambassador Emmanuel Mwamba says the Speaker of the National Assembly Nelly Mutti was careless in her decision to bar the nine PF members of parliament from attending Parliamentary sessions.

The Speaker of the national assembly recently suspended nine PF lawmakers from attending sessions and drawing salaries on account of election nullification by the High Court despite appealing.

And today the Concourt Judge Palan Musonda ruled that members of parliament whose seats have been nullified by the High Court but have appealed should remain in parliament.

And featuring on Millennium TV this evening, Ambassador Mwamba said it is shameful that the speaker made such a decision.

He said the law stipulates that one is Innocent until proven guilty.

” The Speaker was careless in her decision especially that she is a lawyer of many years and very qualified to be a judge. Her decision was political,” he said.

And Ambassador Mwamba said the Concourt’s decision to allow the nine PF MPs attend sessions promotes democracy.

“The PF members of parliament appealed because they felt their petitions were improperly handled and their seats unfairly nullified. The Concourt will make the final determination in these matters and we will accept the ruling,” Ambassador Mwamba said.

” The MPs have a right to exhaust the due processes of the law because it is provided for in the constitution and it is part of the judicial system. The decision is good for the young democracy and strengthens the institutions in the country,” he said.

And asked if the same decision was going to be made if the PF was in power, Ambassador Mwamba said President Hichilema was acquitted several times by the same judicial system.

” If the institutions were compromised the country would not have produced an opposition President. The same decision was going to happen even during the PF. The institutions were not compromised because President Hichilema was acquitted several times and assertions that the judicially was compromised under PF was just propaganda,,” Ambassador Mwamba said.

Musokotwane Appeals to European Union to help Zambia get the $1.4 billion IMF bailout

0

Minister of Finance and National Planning Situmbeko Musokotwane has appealed to the European Union to support Zambia’s quest to access the Extended Credit Facility (ECF) for 2022-2025 to help restore macroeconomic stability and spur economic recovery.

Dr Musokotwane said the EU has a critical voice on the IMF Board which is cardinal to helping Zambia access the US$1.4 billion bailout package announced in December 2021.

The Minister said the staff-level agreement Zambia reached with the IMF is enabling the country to engage its creditors to restructure its debt.

Dr Musokotwane said the government wants to restructure payments with Zambia’s creditors under an arrangement that will allow the country to continue with debt servicing that will not undermine and affect economic activity in the country.

“As our case goes to the IMF and World Bank, please I appeal to you to give Zambia that it requires,” said Dr Musokotwane.

The Minister of Finance made the appeal to eight EU Ambassadors represented during the launch of the Multi-annual Indicative Programme (MIP) in Lusaka, namely the Czech Republic, Finland, France, Germany, Ireland, Italy and Sweden.

ZANIS reports that the Multi-annual Indicative Programme is a framework and road map that will guide and shape development cooperation between the European Union and Zambia over a seven-year period from 2021 to 2027, with a mid-term review scheduled for 2024.

The MIP sets out strategic priorities for the EU-Zambia partnership bordering on EU’s interests and values and Zambia’s development priorities under the 7NDP.

Dr Musokotwane assured the EU Ambassadors that Zambia is making the necessary reforms required to restructure and nationalize the debt and bring investments to the country.

The Minister of Finance said its cardinal that Zambia resolves her economic indebtedness brought about by excessive borrowing over the past few years.

He explained that the over-borrowing has made it difficult for the government to invest in socio-economic sectors such as employing teachers, health workers and creating jobs amidst the rampant closure of companies.

“Very soon, we shall be engaging the people we owe so that we have to agree how to restructure this debt. Hopefully, we should be done with that by May, so far it looks promising. The next step will be to approach the IMF Board during our mid-term review,” said Dr Musokotwane.

Dr Situmbeko praised the European Union for continuing to be one of Zambia’s largest donors.

The Minister of Finance noted that the EU has financed many development projects in various key sectors of the economy ranging from rehabilitation of the valuable Kariba Dam, construction of roads across the country, improvement and supply of piped water to some communities and technical assistance to the implementation of electoral reforms.

Dr Musokotwane however appealed to the EU to assist Zambia create jobs for the majority of the country’s youths who are unable to find employment after coming out of schools, colleges and universities despite possessing an array of valuable and desirable skills.

He noted that the labour market is being flooded annually with about 400,000 job seekers and warned that failing to create jobs for youths will make them lose faith in democracy and social order.

“There is a serious problem in the country, a serious problem of jobs especially for the young people …we don’t have the time…otherwise the issue of creating jobs is paramount, whether we are talking about the 8NDP or areas of cooperation” said Dr. Musokotwane

Dr. Musokotwane said creating jobs in Zambia and the rest of Africa will help stem the tide of economic refugees entering Europe to seek a better life.

He said investors should be able to find human capital in Zambia for their investments to pay off rather than resorting to hiring foreign labour.

The Minister of Finance expressed optimism that the objectives of the Multi-annual Indicative Programme and the country’s 8NDP will help bring out fruitful socio-economic benefits from the partnership between the EU and Zambia.

Dr Musokotwane said he looks forward to the EU’s impeccable track record of development cooperation being enhanced through the seven year Multi-annual Indicative Programme.

Russia refuses to rule out use of nuclear weapons

0

The Russian government has refused to rule out the use of nuclear weapons while admitting that president Vladimir Putin has yet to achieve any of his military goals in Ukraine since the invasion began in February 24.

Putin has previously hinted at using nuclear weapons against nations that he saw as a threat to Russia.

Back in February, the Russian President said in a televised statement, “No matter who tries to stand in our way or all the more so create threats for our country and our people, they must know that Russia will respond immediately, and the consequences will be such as you have never seen in your entire history.”

Putin then said in a meeting with Russian defense officials that “officials in leading NATO countries have allowed themselves to make aggressive comments about our country, therefore I hereby order the Minister of Defense and the chief of the General Staff to place the Russian Army Deterrence Force on combat alert.”

But in an interview with CNN’s Christiane Amanpour on Tuesday, March 22, When asked under what conditions Putin would use Russia’s nuclear capability, Dmitry Peskov, Putin’s chief spokesperson (pictured top left), replied, “if it is an existential threat for our country, then it can be.”

When asked what Putin thought he had achieved in Ukraine since the invasion, Peskov answered:

“Well, first of all, not yet. He hasn’t achieved yet.”

The spokesman also claimed that the “special military operation” which is the Kremlin’s official name for Russia’s invasion in Ukraine — was “going on strictly in accordance with the plans and the purposes that were established before hand.”

Peskov then added that the “main goals of the operation” are to “get rid of the military potential of Ukraine,” to ensure Ukraine is a “neutral country,” to get rid of “nationalist battalions,” for Ukraine to accept that Crimea — annexed by Russia in 2014 — is part of Russia and to accept that the breakaway statelets of Luhansk and Donetsk “are already independent states.”

Russia’s war with Ukraine is now in its fourth week.

Why KBF Is A Threat To HH, PF And Other Parties

0

The Candidates’ Comment

The registration of Zambia Must Prosper (ZMP) has ignited talk in the political circles. Long before ZMP – whose brains behind it is lawyer Kelvin Fube Bwalya (KBF) – was registered, we offered our views that, considering the Patriotic Front (PF) insist on doing things the same way they did which led them to lose an election, this party is heading to immolation.

If hyenas were drivers of a wagon and led it to the sea, it is perhaps foolish for anyone to trust the same hyenas again just because they are now painted with spots to make them appear different. Characters that cost PF an election are still the very one who are in the forefront trying to dictate things at the helm. They are the ones appointing this one and that one into this and that position. As opposed to subjecting whatever positions they have to competition, they are merely appointing people into positions even when these appointees have no influence and following anywhere. A close scrutiny of the recently announced appointees by the PF shows how stupid they are. You can’t make appointments based on the fact that you sleep with someone and expect that your party will go anywhere. Some of those appointees are bedmates of elements in leadership positions. Ultimately, PF is now like a brothel where to get appointed, one has to open their legs for someone. Further, PF is still embroiled in succession frenzy which is most likely going to leave them divided and weakened. Anyone who has some cash in the bank account feels they can be President even when most of them have no influence anywhere. Most of these elements are power hungry, self-centered, and ignorant, crooks and dull. Even if you elected them as party leaders, they have no leadership traits to take their party anywhere.

As things stand, UPND faces no real opposition. If you look around among existing parties, it is only Sean Tembo – as small as his party appears – who has taken providing checks and balances to UPND seriously. Albeit, Sean still has a task to grow his membership and followership.

Harry Kalaba’s politics are too flat. Saboi Imboela still has leadership wrangles which seem too delicate. Chishala Kateka is too flat and fails to galvanize the necessary support. Fred M’membe is practicing politics that are difficult to comprehend by a common Zambian. While he is knowledgeable and appears to be a leader, his politics are still largely extraneous. You can’t make any forbearing influence in Zambian politics by spending your time writing essays about this and that Socialist leader. Of course we know Fred is difficult to advice but he cannot have the monopoly of wisdom and intelligence on everything. We are restrained to discuss about other political parties because they are also inconsequential. This is not to say all these parties cannot improve. If they all can work on their weaknesses, indeed, they can grow from infancy.

We believe Kelvin has come at the right time. The political environment is too fertile for him to make a serious impact and mount a challenge for Hakainde. If Kelvin wants, he can do things that others are doing and remain a one man party with handful followers who are loyal to his pocket. If Kelvin is coming on the political scene with an attitude that he is in an alliance with Hakainde, he must forget making any political impact.

UPND is currently enjoying massive support but treading on a dangerous path. UPND has become home of thieves and its leaders have become arrogant, greedy and selfish overnight. It has frustrated most of those who fought hard to be where it is and has awarded the elite, rich people while ordinary members remain worse off than they were before they won elections. Worse still, it is not a secret that Hakainde has failed to honor most of his campaign promises. Of course praise singers can say all the nonsense they want but to those who are honest, they know that Hakainde has reneged.

On the other hand Kelvin has laid down very clear and intelligent policies that will respond to most of the challenges this country is facing. His plans have been well documented in his books and are clear for all to understand. Is Kelvin the messiah Zambians have been looking for? Time will tell. We wish him the very best and we shall be here to see what comes out of Zambia Must Prosper.

Educated Lady Sues Her Lover Who Dumped Her And Married Their Maid

0

By GHETTO VOICES reporter

A Mr. Joseph Chitulika of Chalala area in Lusaka has dumped his girlfriend whom he dated and cohabitated with for 4 years, only to settle for a maid who worked for him.

Much to the shock of the deserted and disheartened career lady who works for one of the leading banks in Zambia as a Commercial Manager, she only discovered through her friends that her longtime lover paid a bride price to the family of the maid who works for them.

The career lady holds a Master of Business Administration (MBA) from University of Lusaka. After learning of the development that her lover paid bride price for their maid, she confronted him and he admitted that he could no longer pretend that he loves her anymore.

This prompted the career lady to sue Mr. Chitulika for the ‘lost time’.

According to an affidavit submitted by the lady before the Lusaka Local Court seen by Ghetto Voices, she wants the court to award her compensation it reckons adequate, against Chitulika.

Meanwhile, during oral submission, the lady told court that she has been keeping Chitulika and supporting him financially in his business before it grew to where it is. She says she suspects her lover has been having an intimate affair with their maid for some time now. The lady says each time the maid did something wrong and whenever she wanted to shout at her or better chase her, Chitulika would always passionately defend her saying she deserved leniency.

“Sometimes I would travel out of the country leaving him alone. I think they even used to have sex from our bed while am out” she said while concluding her oral submission.

Chitulika argued drawing his facts from the example of artist Kay Figo in the case Kayula Bwalya vs John Van 2012 where the plaintiff wanted the court to grant her compensation against the respondent who dated her for five years but ended up not marrying her.

According to the facts of the case, Kayula Bwalya claimed that since she had been cohabiting with Van for that long, she deserved compensation from his property because that constituted marriage. The court dismissed her claims.

And Chitulika argued in defense that to the contrary, he did not need to compensate her because as far as he was concerned he was not married to her under the Marriage Act as prescribed.

In his oral defense, he admitted that he has paid bride price to marry the maid because he finds her attractive not only physically but including her personality.

“This lady is a know it all. She thinks just because she holds an MBA then she can reign over me anyhow with arrogance. I began growing cold feet about her when she started coming out like being educated and her dating me was like doing me a favour. She sends me to fetch her water to drink and sometimes even to do simple things which she can do herself all in the name of being more educated and having more take home than me. She can’t wash, cook or do any chores. For me I just can’t be with such a person. Am okay with this same maid because she is cultured” Chitulika said.

Having listened to both testimonies, the court dismissed the lady’s claims in favour of Chitulika while relying on the Kayula Bwalya vs John Van 2012 case whose facts are similar in principle.

We Have Serious National Issues Requiring Discourse- Amb. Emmanuel Mwamba

0

By Amb.Emmanuel Mwamba

In this politically charged environment, it is easier to fall for mass propaganda designed to cause public outrage and divert attention from serious discourse and issues that the country needs to discuss.

Recently we were fed with clear examples of propaganda that wakes and incites public outrage.

In many cases, the Law Enforcement Agencies have been at the centre of this charade.

1. That 30 Brand new fuel tankers abandoned at Levy Mwanawasa Stadium in Ndola. (Ministry of Youth & Sport dismissed the story as bogus and false).

2. That a Ward Councillor bought a Commercial Bank for K300million. (Bank of Zambia quickly reacted and dismissed the lies and false allegations. BOZ also took time to educate us on how a bank is formed, registered, established and sold).

3. That 48 houses belonged to senior people in PF or a daughter to the First Family (But Charles Loyana, an accountant at the Ministry of Finance, and owner of the infamous 48 (51) houses in Chalala and his wife Susan Sinkala were arrested and charged by the Anti-Corruption Commission over corrupt practices involving concealment and possession of property suspected to be proceeds of crime valued at over K 37 million after a two year debate.)

But here is where the discourse should be and some of the issues we need to know;

1. Critical shortage of medicines and medical equipment in hospitals. Will someone pay for the loss of lives, financial loss and anguish caused to families and our people? How can the Minister and her team refuse to procure any drugs and equipments for the last six months believing in what appears to be a futile re-invention of processes and a bogus cleaning up exercise? And all this done at the expense of life which is sacred?

2. Abuse of public resources, unfair dismissals, and mal-adminstration going on at ZESCO-Sad that a new team, appointed to “clean up” and renew hope in the professional running of one of Africa’s largest utilities, is clearly disappointing so soon. Similarly appointees tasked to run state-owned enterprises, are doing worse than the condemned previous managements.

I guess it is the realsisation that the more things change, the more they remain the same.

3. Cost of living skyrocketing- clearly the economy is in a deep coma, as fuel, food and goods prices are rising everyday, and no discernible solution appears to be offered.

4. Recruitment of 30,000 teachers and 11,200 health workers- 3 months on, this has been greeted by contradictory and conflicting statements than actual work towards the recruitment. The recent celebration that an advertisement will be published in the Daily Mail on Monday was not to be.

5. Government Payments to contractors, suppliers, providers of goods and services- they have criminalised all contractors and suppliers, alleging that they are all PF, or PF sympathisers and they supplied “air”.

While workers have continued to lose jobs, sites closed, business owners running bankrupt from their contracted bank loans and overdrafts, with no solution in sight. Yet it something that would take a simple audit to establish facts and malfeasance and seperate genuine contractors from bogus ones.

6. ZRA failing to meet monthly targets- one of the best performing agency even during the most difficult and economic turbulence, seems to have hit a transition snag. Like ZESCO, new managers are blaming everyone else except self.

7. The rising and troubling corruption cases in the New Dawn Government- From the fertiliser scandal, to Ministers and senior government officials accused of collecting money from business entities, the new corruption is being treated like past Presidents have done; “Report and take evidence to Law Enforcement Agencies (LEA)”. Even when it is reported, the LEA say they are busy with the old corruption cases!

8. Accidents and Suicides- as media reports show, a sudden rise in fatal traffic accidents. Another issue of rising cases of suicides especially those affecting young people. Whats the cause? What should be done? How can we handle the social crisis. How can we mainstream mental health as part of health care.

The Levels Of Theft And Corruption During Pf Shocking And Disgusting – Romeo Kangombe

THE LEVELS OF THEFT AND CORRUPTION DURING PF SHOCKING AND DISGUSTING – ROMEO KANGOMBE

“From ghost houses to now ghost vehicles shows shows that people were stealing for fun”– Kangombe.

Sesheke Member Member of Romeo Kangombe has described the levels of corruption and theft under the Patriotic Front regime as shocking and disgusting at the same time. Honourable Kangombe was reacting to the recent recovery of 31 abandoned vehicle by the joint investigation wings. The vehicles were found in Makeni area in Lusaka.

Not long ago the Anti-corruption Commission(ACC) arrested and charged Margaret Chisela also known as Faith Musonda for being in possession of K65million, $57,000 and a house, property suspected to be proceeds of crime contrary to the Laws of Zambia. Faith Musonda surrendered the properties to state in exchange for her freedom.

Yesterday the Anti Corruption Commission arrested Patriotic Front acting President Given Lubinda for corruption involving $532,000. A number of Patriotic Front members are under arrest facing corruption and criminal charges.

“The Patriotic Front is criminal organisation full of corrupt, greedy and arrogant criminals who have no heart for the people. The Levels of corruption and theft involving Patriotic Front members is very alarming and disgusting at the same time. Imagine you steal public resources and purchase vehicles which you later abandon? It’s like they were stealing for fun” said Romeo Kangombe.

“You can’t have a political party where everyone is facing corruption and criminal cases. The acting President Lubinda is under arrest for corruption, The two secretary generals Davis Chaka and Mumbi Phiri are facing attempted and Murder charges respectively. Everyone including ward officials are under investigation, no doubt this is a criminal organisation. Typical of any thief, we have seen high levels of arrogance and sturboness from PF who are even daring investigative wings but their days are numbered. The law will soon catch up with them” added Kangombe.

Romeo Kangombe has appealed to law enforcement agencies to make sure that cases involving corruption are disposed in a shortest time possible.

“Justice delayed is justice denied. The public want stolen resources recovered as soon as possible so that we can provide social basic needs to our people like bursaries for students and clean drinking water” said Kangombe

WE’LL DIE…if we don’t stand up – Kampamba Mulenga

By Charles Tembo

PF national women’s chairperson Kampamba Mulenga says in five years of UPND, Zambia will be in intensive care unit.

Mulenga, who is also Kalulushi PF member of parliament, says she feels lazy to be in parliament because UPND ministers do not have answers.

“The cost of living has skyrocketed beyond imaginable levels. The PF used to take good care of the Zambian people. When you go at the hospital, there are no medicines. Instead of sorting out the problem, the President [Hakainde Hichilema] is just busy travelling around the world. Women make revolutions in a country. If we don’t stand up, we will die in this country. I even feel lazy to be in parliament these days because these ministers fail to give us answers,” she said during the launch of the party’s women’s movement in Ndola on Sunday. “How can a country be developed using CDF (Constituency Development Fund)? Just in these five years, we will be in ICU. To give them another five years, we will be dead. If we don’t change government in the next four years, we will die and go back to colonial days. Let us go back to the old politics. We are the freedom fighters us as women.”

Mulenga said the people of Zambia are still happy with the PF hence “no defections” from the time the party lost power.

“There is even no defections because people are happy with PF. Leaders, when we go to the convention, let’s not say ‘me I want this person’. We will fall. Let’s go with the one the people will vote for,” said Mulenga. “We will only have one candidate. Whoever, they will give us is the one we will go with.”

Meanwhile, acting PF secretary general Nickson Chilangwa asked President Hichilema to stop running the country like his personal farm.

“I bring you greetings from president Edgar Lungu. Does it pain you to miss him?” Chilangwa asked. “When I told president Lungu that I am going to see the women on the Copperbelt, he said ‘greet the people because I miss them’.”

Suddenly, Chilangwa got emotional and went on to attack President Hichilema and the UPND.

“A person who is your husband and beats (you) up every day and in the night he wants to ukutonya ibele (cuddle with your breasts)? What nonsense?”

He claimed that President Hichilema failed to evacuate former president Rupiah Banda, who succumbed to colon cancer on March 11 and was put to rest last Friday at the presidential burial site, Embassy Park.

“When he was sick, president Edgar Lungu could release the presidential chopper and let him (Banda) use it for treatment. But this man…where on earth can a former president die in the house? He requested to be evacuated, but he (President Hichilema) said use a bus,” Chilangwa charged.

And Chilangwa said the PF knows the tactics that the UPND used to win the elections.

“We know the tactics the UPND used to win the elections. We know who they used. Look at him when he is lying? I heard some woman in parliament saying the shortage of medicine in hospital is caused by the PF. What sort of foolishness is this?” he charged.

Chilangwa said President Hichilema should stop running the country like his personal farm.

“Stop behaving and running Zambia like a personal farm. This is not your company. Stop running Zambia like your personal farm and we should not be intimidated. We are here for a long war. This nonsense should come to an end now,” said Chilangwa. “Hakainde Hichilema if what you promised the people of Zambia…go back to repent. I thought when he went to meet the Pope, he was going to repent. Alas he just went to take pictures. I have never seen a government that loses popularity in three months!”

And Bowman Lusambo said whether the UPND likes it or not ‘kuyabebele’ (they’re losing) in 2026.

“Copperbelt has hot politics. If we are united there will be fire in the country. 2026 whether they like it or not UPND kuyabebele. PF and Edgar Lungu left things on the ground. If there is a president in the entire world, President Hakainde Hichilema is a liar number one of a president,” said Lusambo. “We will walk together with you (Kampamba) because we know what we want to do in 2026.

When you go to Luapula, let me know. I want to escort you in all provinces. I will move with you because we know what we want to do in 2026.”

Former Chifubu PF member of parliament Frank Ng’ambi said he was convinced that the UPND “stole” the 2021 elections.

“The 2021 elections, the UPND stole the elections. We won. If they think that the PF is finished, let them wait for the elections. Going forward, we will be winning all the elections which will be held in the country,” said Ng’ambi.

Copperbelt Nathan Chanda said the party had reflected on the loss it suffered in 2021.

He said the PF was still 99 per cent intact on the Copperbelt.

Chanda said the PF was just passing through a phase that would change and will bounce back in 2026.

While party information and publicity chairman Raphael Nakacinda said the weakest government ever in Zambia is that of President Hichilema.

He claimed that President Hichilema has nothing to tell the Zambian people.

“He does not know what to do. Everything is the PF when he wakes up in the morning. He is moving up and down, yet we worked and Edgar Lungu is home just watching him. We need to be strong. A liar will always look for people to fight,” he said. “Even if he does something to us, we will continue to speak for the people. Today, now Hakainde has made a deal to give KCM to his friends that is why he now wants to remove the liquidator Milingo Lungu [Milingo has since resigned his position in KCM]. Zambia is now looking for the PF.”

Nakacinda charged that President Hichilema had taken bloggers to stay at State House.

“Milingo will now resign very soon because they have squeezed him much. Now they want to bring that Indian man they borrowed money from for their campaigns…We are strong us here. Here where I have come with binoculars to see, I know if they arrest us, you the women will bring me food,” said Nakacinda.

PF acting secretary general Nickson Chilangwa says President Hakainde Hichilema should stop running the country like his personal farm.

Man Cries Out After Mystery Lady He One Night Stand With Keeps Making Love To Him In His Dream

0

A young man, name undisclosed, is getting worried over his one-way dreams with a mystery lady he had a one-night stand with at a club.

Seeking advice from readers, he revealed that he is constantly having sex in his dreams with the lady since their meeting.

Narrating how all his girlfriends have broken up with him owing to his every-night predicament, the embattled young man penned down his full story.

In his words: “Good day, pls post and keep me anonymous. I went for a friend’s party nearby and surprisingly I met one sweet girl. I was even happy I saw her because it was beginning to get boring for me. My friend and I followed for the party was already high and he entered one corner with a girl, so I was kind of lonely, pressing phone and just looking at different beautiful yanshes while my Tom boy was getting hard on his own accord.

“We sat down and drank, soon I started feeling the music the deejay was blasting. She told me to come join her in the pool that she wants to swim, I refused and stood by it because I know that my Tom boy will disgrace me last last. She went in alone, came out and started twerking on my boy. This girl is bomb.”

“I mean she got the beauty and the curves to make a man empty his bank account. Next she started touching my boy, I was getting too charged and me I am not a slacker, so my finger just found his way to her pun. She asked if my house was far, I said yes but I drove. That was how we went to my car and had the best S3x yet!”

“Although it was raw because no condoms at that moment (don’t judge). After that night, I have never set my eyes on her again, We never exchanged numbers and I would want a rematch or possibly date her. I have never set my eyes on her again but I see her in my dreams having s3x with me every night,” he said.

It’s been four months now, I get wet dreams every night and I wake up wet. I always look forward to sleeping at night because I know I must see her and we must have s3x M in my dreams which is usually sweet.

“Problem is it’s been 4 months now and I see her every night in my dreams, I wake up wet all over with my Soren splashed on my bed. Three girls have broken up with me because of it, so I am getting bothered now. I no longer enjoy S3x with another girl. Is this love or punishment. How do I find someone from internet. I don’t even know her full name. She told me her name is dear. Pls help.”

Sri Lanka deploys troops as fuel shortage sparks protests

Soldiers guard a fuel station in Colombo on March 22, 2022. Sri Lanka ordered troops to petrol stations on March 22 as sporadic protests erupted among the thousands of motorists queueing up daily for scarce fuel.

Sri Lanka ordered troops to petrol stations Tuesday as sporadic protests erupted among the thousands of motorists queueing up daily for scarce fuel.

The South Asian island nation is grappling with its worst economic meltdown since independence in 1948, with rolling electricity blackouts and essential goods such as food and cooking gas also in short supply.

Authorities said soldiers were deployed after angry crowds blocked a busy street in Colombo and held up traffic for hours because they were unable to buy kerosene oil on Monday.

“Tempers are getting frayed as queues get longer,” a top defence official told AFP on condition of anonymity.

“A decision was made last night to call out soldiers to reinforce the police. This is to discourage any unrest.”

Footage of Monday’s incident shared on social media showed a group of angry women blockading a coach carrying tourists to protest shortages of kerosene needed for cooking stoves.

The troop call also follows the stabbing murder of a motorcyclist by another driver after a dispute over his place in a long queue for fuel outside the capital.

Three elderly people have dropped dead at fuel queues since Saturday, police said, adding that numerous petrol stations saw people camping overnight to wait for diesel and gasoline purchases.

Military officials said soldiers were deployed at pumping stations of the state-run Ceylon Petroleum Corp, which accounts for two-thirds of the fuel retail business in the nation of 22 million people.

President Gotabaya Rajapaksa’s office announced a summit of all political parties on Wednesday to discuss the economic crisis, but opposition groups said they planned to boycott the meeting.

Sri Lanka’s financial crisis stems from a critical shortfall of foreign currency, leaving traders unable to finance imports.

A Russian court on Tuesday found jailed Kremlin critic Alexei Navalny guilty on embezzlement charges that could see his prison sentence significantly extended.

Russian opposition leader Alexei Navalny is seen on a screen via a video link during the verdict in his embezzlement and contempt of court trial at the IK-2 prison colony in the town of Pokrov in Vladimir Region on March 22, 2022.

A Russian court on Tuesday found jailed Kremlin critic Alexei Navalny guilty on embezzlement charges that could see his prison sentence significantly extended.

“Navalny committed fraud — the theft of property by an organised group,” judge Margarita Kotova said, according to an AFP reporter present at the trial.

Navalny, President Vladimir Putin’s most vocal domestic critic, was jailed last year on old fraud charges after surviving a poison attack with Novichok nerve agent that he blames on the Kremlin.

The trial on Tuesday concerned additional embezzlement and contempt of court charges and Navalny had been tried at the prison colony outside Moscow where he is already serving a two-and-a-half-year sentence.

Navalny appeared in the makeshift court wearing his black prison uniform, with journalists watching via a video link.

He listened closely as judge Kotova read out the verdict, sometimes smiling, an AFP reporter said.

Investigators accused Navalny of stealing for personal use several million dollars’ worth of donations that were given to his political organisations.

Navalny’s poisoning in 2020 with Novichok, a military-grade nerve agent, and arrest on his return from rehabilitation in Germany last year, sparked widespread condemnation abroad, as well as sanctions from Western capitals.

After his arrest, Navalny’s political organisations across the country were declared “extremist” and shut down, while many key aides fled Russia fearing prosecution.

Neymar has been revealed as the highest-paid footballer in France, beating Lionel Messi with a staggering £41m-a-year salary.

French publication L’Equipe have released estimates of monthly salaries across the country’s top tier.

Mauricio Pochettino’s side dominates the list with the top 14 spots occupied by PSG players, showing the gulf between his side and the rest of the league.

Brazil star Neymar, who joined PSG from Barcelona for £198million back in August 2017, is still the division’s top earner, earning around £3.4million a month before tax. This equates to a yearly gross salary of just under £41m a year.

The second on the list is his teammate, Lionel Messi, who joined the club in the summer following his emotional exit from Barcelona.

The 34-year-old world superstar, who was once the highest earner in world footballer, now makes around £34m-per-year at the French giants.

Kylian Mbappe, 23, who is in the final few months of his current contract, earns £22m-a-year.

Mbappe is expected to leave the club at the end of his contract, with Real Madrid the most likely team to sign him on a free.

WE ARE LIVING IN A COUNTRY OF HYPOCRITES – HON. LUBINDA

… as ACC formally arrests and releases him on police bond.

Lusaka … Monday, March 21, 2022 [Smart Eagles]

Patriotic Front party acting President Hon. Given Lubinda has been formally arrested and charged by the Anti Corruption Commission of Zambia and released on bond.

Hon. Lubinda has been given five counts of acquiring properties reasonably suspected to be proceeds of crime.

And addressing journalists after he met his bond conditions, Hon. Lubinda said he is happy that he has been charged and arrested as this will give him an opportunity to clear his name.

He said it is good that President Hichilema has heed his advice to have suspects exonerate themselves instead of calling them thieves without any proof.

Hon. Lubinda wondered when it has become an offence for one to have Dollars in the bank accounts.

Meanwhile, Hon. Lubinda said the country is full of hypocrites who say one thing and do the opposite.

He said the UPND Government has failed to govern the country and all they know is to blame the PF for their failures.

” There are no medicines in hospitals and all they are doing is blaming us that we stole. We left medicines in hospitals. We have been in Government and we know how to govern, if they have failed let them come and ask us we will help them at no fee at all,” hon. Lubinda said.

” The UPND are major hypocrites who says one thing in the morning and do the exact opposite in the evening. That’s why Zambians must be very careful with the UPND because they dont mean what they say. We told you fuel prices will increase and here we are the prices have gone up,” he said.

And Hon. Lubinda said time for reckoning for President Hichilema will soon come because he will not be President forever.

” President Hichilema’s time is coming, he should not think he will be President for good and if he thinks he can manipulate the constitution to make himself life President like he has done in UPND, that won’t happen,” Hon. Lubinda said.

About The Instruments Of Power: Use And Abuse- Sean Tembo

ABOUT THE INSTRUMENTS OF POWER: USE AND ABUSE

By Sean Tembo – PeP President

1. When Hakainde Hichilema won the presidential election last August, there was total euphoria among his supporters. However, for me l decided to utilize the opportunity of the celebrations to warn him of the potential pitfalls of his impending presidency, much to the chagrin of his supporters. At that particular time, most Zambians did not want to hear about what could go wrong with an HH presidency, they wanted to only hear about what will go right. And so they labeled me a prophet of doom, a bitter man, a jealous man. But l was undeterred in my counsel to then President-elect Hichilema, because l saw it as my duty, responsibility and obligation. However, other people have a talent of couching their counsel in layers of diplomacy, but unfortunately God did not bless me with any such a talent, and so l just often say it as it is. The naked truth.

2. The first piece of advice that l extended to then President-elect Hichilema was on how to turnaround our ailing economy, reduce the cost of living and potentially create jobs. I told the President that it is better to be inward looking rather than outward looking. That his focus should be on three things; firstly creating a conducive environment for Zambian businesses to thrive by reducing barriers to trade such as high costs of borrowing, unreasonable regulatory burdens, etcetera. Secondly, that he needs to seal revenue leakages in tax as well as non-tax revenue so as to boost domestic revenue mobilization which he would then use to meet our debt service obligations. Thirdly that he needs to avoid an expansionary budget until such a time that the economy stabilizes. That you cannot go on a spending spree if you don’t have the money.

3. The second piece of unsolicited advice which l extended to then President-elect Hakainde Hichilema was on the impending fight against corruption which he would obviously subsequently launch against the outgoing regime. I advised the President that since the outgoing PF regime also happens to be the main opposition political party now, there will be a thin line in the eyes of the observing public between a genuine corruption fight and retribution and vengeance aimed at weakening the main opposition political party so as to elevate himself from President to King. I further advised the then President-elect that in order for his impending corruption fight to have credibility, he needs to do two things; firstly ensure that he does not rush to arrest people without evidence and secondly that people who are arrested are prosecuted on a timely basis so that they can be acquitted or convicted.

4. With regard to my first piece of advice on the economy, of course it is common knowledge now that the President did not only disregard it, but proceeded to do the exact opposite. Instead of being inward-looking and focusing on creating a conducive local business environment as well as sealing revenue leakages, the President decided to be outward looking and proceeded to solicit for an International Monetary Fund (IMF) bailout loan. When l told the President that IMF conditionalities would make the lives of our people unbearable, him and his supporters including quasi economists like Chibamba Kanyama vehemently argued that the IMF of the 1990s is not the IMF of now. That the Fund had ceased to impose harsh conditionalities such as removal of subsidies and austerity measures. That l have nothing to worry about. Of course what followed is the largest fuel increment and impending increment in electricity tariffs. Energy being a key production input, the subsequent trickle down increase in the cost of living has been unbearable for most Zambians.

5. Additionally, instead of creating a conducive local business environment by reducing the cost of borrowing and increasing liquidity, Bally has done the exact opposite. He has increased the Monetary Policy Rate (MPR) thereby increasing the cost of borrowing and has also increased the amount of Government domestic borrowing (treasury bills and government bonds) by more than 40 percent over the past 7 months, thereby crowding out the private sector as banks, pension funds and insurance companies prefer to lend to government than to an SME. He has also halted payments to local suppliers and contractors, under the guise that he is doing an audit, thereby wiping out liquidity in the economy and causing huge job losses. Instead of sealing revenue leakages in tax and non-tax revenue, he has decided legitimize tax revenue leakages in the mining sector by extending a de facto tax holiday, such that despite copper prices being at an all-time high at the moment, we as a country have nothing much to show for it.

6. With regard to the second piece of advice which l extended to then President-elect Hakainde Hichilema, on treading carefully with regard to the fight against corruption as well as any other alleged crimes committed by the previous regime, it is evident that the President and his Government have no regard for finer issues such as credibility. They have gone on a spree to arrest all vocal members and supporters of the previous regime even when the charges that these individuals are slapped with do not make sense. For instance, how can Mumbi Phiri and Shebby Chilekwa both be charged with murder when the murder in question involved a firearm and the victim is said to have only been shot once? Did they both put their fingers on the trigger and pull at once? The most that one of them can be charged with is perhaps accessory or conspiracy. But these lesser charges are bailable and it is clear that the ploy is to keep these individuals behind bars as much as possible even if the State will eventually amend the charge sheet. That is not justice. That is vengeance and retribution.

7. And then we have this new infestation of the charge of being in possession of property reasonably suspected to be proceeds of crime. When you look at section 71 of the Forfeiture of Proceeds of Crime Act No. 19 of 2010, you can clearly see that this law contravenes the Constitution. Specifically, when you look at sub-section (2) which says that it is not necessary to prove that a crime took place for you to be convicted of the charge of being in possession of property suspected to be proceeds of crime. There just has to be suspicion, that’s all. Additionally, the law does not define what constitutes legitimate suspicion. It just says suspicion. So all the State has to do is suspect, and then the burden is on you the accused to prove your innocence! Clearly, this section of the Act also contravenes the constitutional presumption of innocence until proven guilty.

8. But instead of the new dawn administration amending this section of the Act so as to make our laws fair and equitable, they are instead utilizing it to try and exterminate their political opponents. Suffice to mention that this law was actually enacted by the MMD regime in 2010. This law was in place when the PF were in power, and we all know that the PF was quite a vengeful regime as well, but they did not abuse this law to the extent that President Hichilema and his administration are abusing it today. Take for instance the recent charge laid against PF Acting President Given Lubinda under the same section 71(1) of the Forfeiture of Proceeds of Crime Act No.19 of 2010. Given Lubinda is being charged for having reasonably small amounts of $100,000, $50,000 and a house in Kingsland. Suffice to mention that Lubinda has been in gainful employment as an MP for Kabwata for the past 20 years, during which time he obtained 4 gratuity payments from the National Assembly. Lubinda has also been a Cabinet Minister for the past 10 years during which time he earned various amounts of per diems during his many travels out of the country. Additionally, Lubinda was an accomplished businessman even before he became an MP in 2001. Are we saying that it is unusual for such a person to have $100,000 in their bank account? Not under their bed, but in a bank account? How many new dawn ministers have houses in Kingsland City? If Lubinda had $20 million in his bank account, then even my eye brows would be raised. But $100,000? Come on.

9. If the previous regime wanted to abuse section 71(1) of the Forfeiture of Proceeds of Crime Act, President Hakainde Hichilema would have been the first target when he was in opposition because nobody understands how he accumulated his wealth. Between the two main economic activities which President Hichilema undertook; which is privatization and cattle rearing, it is unlikely that cattle rearing can explain the source of his wealth. I mean, how many other people keep cattle and how many have so far become filthy rich out of it? My point here is that the previous regime had a stronger basis to apply section 71(1) of the Forfeiture of Proceeds of Crime Act on Mr Hichilema but they chose not to. Hopefully because they knew that it was a bad law. Of course the PF should also take the blame for not making any attempts to amend this law.

10. My submission is that if President Hakainde Hichilema’s corruption fight is going to earn credibility in the eyes of right thinking members of the public, it needs to be premised on more than a loophole in the law. If the previous regime stole money, we want them to be brought to book. Isn’t it a wonder that almost everyone in the previous regime who has so far been charged, has been charged under the loophole of section 71(1)? Malanji, Bowman, Max and now Lubinda? They fail to prove any crime committed, but they want to take away people’s property on the basis that they are proceeds of crime? Tell us what that crime is first then prove that crime in court and then it will be morally right to take away people’s property. If a cattle farmer was able to build a multi-million dollar mansion and no one took it away from him, then why do you want to take away a $260,000 house in Kingsland City which is owned by a 20 year Member of Parliament and a 10 year Cabinet Minister? President Hichilema must stop this vengeance and retribution immediately. I for one will support any genuine fight against corruption by the new dawn administration. But what l will not do is to allow HH and his Government to continuously exploit a weakness in the law to try and decimate and destroy the opposition so as to elevate himself from President to King.

The New Dawn Government Is Trying The Best To Make ZESCO Limited Clean

0

The New Dawn Government Is Trying The Best To Make ZESCO Limited Clean:

There may be some levels of slowness to clean ZESCO Limited but the MD is trying his best despite facing challenges from some senior Patriotic Front Party cadres still holding positions like Call Centre Manager Chanda Mweemba, Senior Manager Customer Service Kennedy Chisanga, Senior Manager IR Isaac Chisanga, most drivers at Transport Department who drove vehicles to and from PF campaigns and some or most of the vehicles have not been retained to date.

Many PF cadres were on ZESCO Limited payroll but were not actually working or found there, while some or most were stealing money. Under customer service, some centre manager at Levy ZESCO Limited customer service centre such as Bwalya Mangamu could use cashiers to steal company money and she is still there at call centre even after being fired, but she is back on payroll because of her connections to Professor Nkandu Luo and through her influence Chanda Mweemba, Kennedy Chisanga etc who are malicious PF cadres have kept a person with a criminal record at call centre at Head office right under the nose of the Managing Director (MD).

There are those that need to leave ZESCO Limited and there are some that don’t need to go. Those that are sabotaging system may frustrate the government’s efforts and in the end will make Zambians think ZESCO Limited is still failing or still is like it was in PF.

What is happening now is the prominent PF cadres still holding big positions have started frustrating people under them in various ways and going against people’s conditions of service but sadly the one being blamed or insulted is the Managing Director and the new dawn government. The longer these cadres are kept the more people under them will be frustrated and more damage they will cause in the corporation as they have failed to work with the government of the day. They were used to corruption or syphoning money, so frustration will make them frustrate everyone from internal to external stakeholders.

The greatest propagandist Joseph Geobbels, the Minister of Propaganda for Adolf Hitler once said, “when a lie is repeatedly told, it graduates to truth in the eyes of those whom it is directed to”.

Lies about Zesco being championed everyday have far-fetching effects if left unchecked.

The ‘False Evidence Appearing Real’ modus operandi is being used to discredit the new leadership at Zesco. These narratives must be soaked in context if we have to arrive at the more just and true conclusion.

Zesco is in debt and faces myraid challenges today not because of its current leadership. Most of the challenges are inherited from the previous systems being Patriotic Front Party.

This ultility company has over the years been used by successive regimes to finance party activities and to award sycophants.

For example, during the PF administration, party cadres who never worked at Zesco were drawing salaries from there. The PF cadres who drew money from Zesco were houses at Mukuba House adjucent to Intercity. Some of them were domiciled at the PF Secretariat.

Further, relatives of those who held power were employed in various strategic positions which requires engineering and mechanical expertize. It is no wonder that, a Degree holder in Social Work was employed as Head of Engineering.

This is what the propagandists are not telling Zambians. Few truths are being mixed with many lies to change the narratives to suit goals and settle scores.

There’s little wonder that no day can pass without one reading about this and that imaginary and perceived scandal at Zesco whose aim is to assault the personality of it’s managing director Victor Mapani.

Since taking office, Mapani has done nothing but to set the ultility company on a right path. He had to reorganize the human resource in order to redirect it into achieving and delivering it’s mandate. This involved stoke taking the available labour and aligning it to the required skills and expertise. Why should a person who has knowledge in Social Work find themselves heading an engineering department? Why would party cadres feed from Zesco?

If such persons happens to be Bembas by tribe or related to any former government official, the propagandists would rather such a person is left not touched. If fired, then, Mapani is purging some Zesco employees on tribal lines?

There’s nothing petty than this. The fact is, Zesco has to be realigned and redirected towards it’s objectives. The ultility company has suffered enough molestation at the hands of the politicians and to be specific the PF.

We must not forget that when the PF obtained a 750 million Eurobond, $255 million was injected in Zesco. What is the success story of that investment during the reign of PF?

That money has not achieved anything. Why? Because it was used strategically to feed PF cadres who were installed in the ultility company even when they do not qualify for the jobs they were hired for.

PF Leaders Have Not Just Insulted Zambians But Also Continued On Tribal Politics As Observed From Their Ndola Meeting

0

PF LEADERS HAVE NOT JUST INSULTED ZAMBIANS BUT ALSO CONTINUED ON TRIBAL POLITICS AS OBSERVED FROM THEIR NDOLA MEETING

PF leaders have decided to continue on the path of insulting Zambians and dividing the Nation on tribal lines. As the saying goes ‘when you repeat a mistake, it’s no longer a mistake but a decision’.

The song which PF leaders composed and sung during their Copperbelt PF Women meeting in Ndola yesterday calling Zambians ‘BUPUBA’ meaning ‘foolish’ for voting them out, is an insult to Zambians. Mr Lubinda as their current leader must apologize to Zambians on behalf of his fellow batch of unrepentant PF friends. They have further decided to continue dividing Zambians in the same song stating that ‘Zambians voted on a cow instead of a boat’. This part of their song is centred on regional politics. We ask Mr Lubinda to unreservedly apologies to Zambians or expect the end of PF as Zambians now have a responsible government we are all proud of.

We would also like to advise PF leaders to stop this type of politics centred on insulting Zambians and tribalism because Zambians have rejected such politics as they demonstrated in the previous general elections and Kabwata Constituency by election.

Further, we would like to remind PF that Zambians are happy with the Performance of the Republican President Mr Hakainde Hichilema and his team of capable ministers who are delivering on the campaign promises.

For many years now Zambians have struggled with high school fees and the UPND Government has delivered free Education up to Grade 12, with additional financial support in form of CDF based bursary to the vulnerable and poor students who can’t make it on allocated GRZ education support schemes in specific institutions at both college and University levels.

Further, PF must also know that Zambians are happy that today they do not need to be politically aligned to participate in any business or CDF projects, because the UPND is treating every Zambian as equal. Whereas under PF, everything was preserved for PF Cadres and their leaders.

Just in case Mr Lubinda and his batch of unrepentant friends have forgotten, they Assembled without a Permit and without observing pandemic restriction guidelines but no one used POA on them like they abused it themselves against Zambians.
Today, Zambians are enjoying freedom of assembly, speech, movement, and association, which they never enjoyed under the PF brutal regime.

The so called PF rebranding based on insulting the same people from whom they will need votes is a missed political call and no Zambian can entertain Mr Lubinda and his PF clique.

What we expect from PF is to provide checks and balances that will add value to Zambians not insulting citizens. Mr Lubinda and his team can do better by apologizing to Zambians for dividing us, gassing us, brutalizing us, abusing our national resources and many more evils they committed on Zambians than insulting Citizens for their decision to free themselves from a failed state PF created.

Our Republican President Mr Hakainde Hichilema is currently on the path of rebuilding and reuniting Zambians. Therefore if PF can’t do developmental based politics, then they should just quit politics as no Zambian will allow an evil grouping like them to bounce back to power.

PRESIDENT HICHILEMA MOURNS KATETE DC, MICHAEL MATEBELE

as Chieftainess Kawaza describes Matebele as a hero who spearheaded development

The late Katete District Commissioner, Michael Matebele who died in a fatal car accident on Wednesday 16th March 2022 was this afternoon put to rest at Lusaka’s Memorial Park cemetery.

Speaking during burial, Special Assistant to the President for Political Affairs, Hon Levy Ngoma who represented President Hakainde Hichilema, described late Matebele as a great leader who wanted development for his district.

Mr Ngoma said President Hichilema was devastated with the loss of the DC and asked the bereaved family to look to God for strength during the trying moment.

Senior Chieftainess Kawaza of the Chewa speaking people in Sinda and Katete district has described Matebele as a hero who spearheaded development in the chiefdom.

“We worked very well with District Commissioner Matebele and within a short period of time he was able to visit a lot of traditional leaders to discuss the vision as espoused by the New Dawn government. If Mr Matebele was to be buried in Eastern Province, you would be surprised how much people loved him but because of distance a number of people couldn’t travel,” said Chieftainess Kawaza.

And Eastern province Minister Hon. Peter Phiri described the late DC as a hardworking civil servant who served his country diligently.

UPND Eastern Province chairman Johabi Mtonga says the province has lost a gallant leader whose major interest was to see Sinda develop into a powerful economic hub.

“Matebele was Lozi and us as Easterners, we were proud to show the world that Zambia is united beyond party lines. Matebele played a big role in the victory of UPND and I personally will greatly miss him because I relied on him,” said Mr Mtonga.

Speaking through a representative, the wife to Mr Matebele described him as loving husband who loved his family dearly.

In attendance was UPND Deputy Secretary General, Hon. Gertrude Imenda, Lusaka Province Minister Sheal Mulyata, Permanent Secretary for Special duties at Cabinet Office Patrick Mucheleka, Eastern Province Deputy Permanent secretary, Princess beauty Undi Phiri, UPND Chairperson for Communication Felix Ngoma, District Commissioners, Senior Government officials as well as other senior UPND party officials.

PF Should Not Take Our Tolerance For Granted – Katuka

PF SHOULD NOT TAKE OUR TOLERANCE FOR GRANTED -KATUKA

…says Lungu should be grateful that HH is so tolerant and respects us him as 6th Republican President

UPND National Chairman, Stephen Katuka has scorned at assertions that the UPND-led Government was full of hypocrites who practiced the opposite of what they preached.

On Friday, 18th March, 2022, 6th Republican President, Edgar Lungu, in the company of his wife, Esther, stole the limelight when he made false allegations against the UPND regime by accusing them of being “hypocritical” and hell-bent on spurring “unjustifiable” vengeance against members of the past regime.

But Mr Katuka charges that if the current situation were to be reversed, Lungu’s political opponents especially President Hichilema would be languishing in prison on tramped-up, unsubstantiated and flimsy political charges.

Mr Katuka observes that the best the former president would have done was to express gratitude to President Hichilema for recognizing him as former President.

later alone reaching out to him when all other Zambians were scolding him for plunging the nation into total chaos and political mayhem.

Mr Katuka was speaking in an exclusive interview at the UPND secretariat this afternoon.

He said he recalled how President Hichilema was forced to watch the proceedings for First Republican President, Kenneth Buchizya Kaunda on State television as the unruly and intolerant PF regime threatened to burn him alive if he turned out for the funeral, recently.

Mr Katuka further charged that Mr Hichilema was unceremoniously hounded out of the Cathedral of the Holy Cross during the funeral for the Mama Betty Kaunda (Kaunda’s wife) by an unruly, heavily weaponized PF thugs, forcing him (HH) to return to his home immediately due to the brutality that PF perpetuated.

He argued that it was irresponsible and unreasonable for Mr Lungu to accuse the Head-of-State of unleashing the Police, late alone having a hand on the pursuit of those who allegedly “stole and robbed the country of her ‘meager resources'” on those in the former ruling party, adding that the current crusade against looters and criminals was being carried out by police and not under instigation of Mr Hichilema as alleged.

And Mr Katuka has called on Mr Lungu to sober up and be appreciative for being accorded the recognition that would have evaded Mr Hichilema had he still continued at the helm of the country’s leadership, noting that the frantic efforts by the Head-of-State has forgotten and forgiven him for being the infamous “President General” who could not allow other political leaders to be in an area where he was (either on the ground or in the air) whilst he was in power.

Man who spent 23 yrs in prison for a 1994 double murder he didn’t commit sues for $93m

0

Lamonte McIntyre, a Kansas man who was imprisoned for 23 years for a double murder he didn’t commit, is seeking $93 million in damages from the county where he was convicted and a former police officer.

McIntyre and his mother allege the Unified Government of Wyandotte County and Kansas City, Kansas, is behind the actions of former detective Roger Golubski. McIntyre’s mom, who is seeking $30 million, alleges that Golubski coerced her into sex and then framed her son McIntyre for a double homicide in 1994 because she rejected the detective’s later sexual advances, the Associated Press reported.

McIntyre and her mom also in their lawsuit accuse Golubski of abusing Black women for years and using them as anonymous “informants” to clear cases, according to KCUR News. Golubski has denied the allegations while a judge on Thursday set a November 7 jury trial for the lawsuit.

The state of Kansas paid $1.5 million to McIntyre in 2020 after the Attorney General’s office decided that he was wrongfully convicted in the 1994 double murder case. McIntyre, who was 17 at the time of the conviction, served 8,583 days (approx 23 and a half years) for the murders of Donald Ewing and Doniel Quinn. He received two life sentences for the murders but in 2017, a judge vacated the sentence and freed McIntyre.

McIntyre sued the state of Kansas for wrongful conviction and sought compensation two years after coming out. But the state initially refused to budge. The office of state Attorney General said in 2019 that it found “the record of prior judicial proceedings … insufficient” to warrant any sort of compensation for McIntyre.

Kansas, in 2018, passed a law to award compensation for the wrongfully convicted – a sum of $65,000 for every year served. McIntyre supported efforts to pass the 2018 law and at the time, told local news: “I’m not angry. I’m frustrated because I don’t like to see this kind of injustice happen to nobody.

“We are going to help innocent people come home. But we also want to make sure they are sound and on solid ground once they get here.”

Now 45, McIntyre, who was also awarded a certificate of innocence in 2020, has been diagnosed with post-traumatic stress disorder, according to the lawsuit. “As a result of depression and anxiety, Lamonte has problems sleeping,” his lawyers state. “He experiences nightmares. During the day, he is also hypervigilant and anxious.”

His mother underwent psychological treatment for 17 years and has also been diagnosed with PTSD, per the lawsuit.

Videos of Russian shoppers fighting over sugar in supermarkets have gone viral

Videos of Russian shoppers fighting over sugar in supermarkets have gone viral, showing just how scarce the staple food has become in the economic fallout from the war in Ukraine.

In videos coming out of towns and cities across Russia, crowds of people are shouting, jostling and climbing over each other to grab the last bags of sugar in barren shops.

Some stores have imposed 10kg rations per customer, and there have been reports of people attacking anyone they think is panic-buying. In one scuffle in the northern city of Severodvinsk, a man with five packets of sugar in his shopping basket was punched five times in the face during a confrontation with an angry shopper.

Russians who remember the turmoil of the last few years of the Soviet Union know only too well the importance of grabbing rare goods when you see them, particularly in a crisis. Sugar is usually bought in bulk by Russians who are going to preserve large amounts of fruit, or make samogon, high-proof moonshine popular in the countryside.

“It’s a madhouse,” one shopper in the southern Russian city of Volgograd told a local media outlet last week. “The shop assistants say sugar is re-stocked every now and again, but it’s immediately snapped up — people are deliberately standing watch in order to buy it all.”

Sugar shortages have been the first major material consequences of the Kremlin’s decision to invade Ukraine felt by many ordinary Russians. It’s been caused by a cocktail of factors that include government attempts to regulate prices, skyrocketing demand and a crash in the value of the Russian currency. Although Russia imports a relatively small amount of sugar, the gyrations in the value of the ruble mean foreign companies are suddenly unwilling to sign contracts with their Russian counterparts.

Similar shortages are almost inevitable as Western sanctions and the continuing fighting in Ukraine isolate Russia from the global economy. Inflation in Russia is rising rapidly and a cost-of-living crisis is looming.

Sugar shortages are not confined to one particular region or Russia’s major cities — there have been reports of empty shelves as far away as the island of Sakhalin, a Russian territory in the Pacific Ocean. Some neighbouring countries that import Russian sugar, such as Kazakhstan, also have a sugar deficit, and rising prices and supermarket scuffles to go with it.

The shortage of sugar is already being felt by sweet manufacturers and confectionery outlets, with brands such as Ferrero Rocher set to ramp up prices by 20 percent. “Our suppliers don’t have any sugar,” Arthur Borodin, the administrator at a vegan cake shop in St. Petersburg, told VICE World News. Even though the shop only needs 40kg of sugar a week, they haven’t been able to find a supplier.

Russian officials insist there’s no sugar deficit and that the crisis is an artificial one, caused by consumer panic-buying and unscrupulous manufacturing and distribution companies hoarding sugar in an attempt to push prices higher. Even so, the government last week imposed a temporary ban on sugar exports.

“Of course not everyone can cope with their emotions, but if you know the real information, then you understand that there is absolutely no need to run around the shops to buy toilet paper, buckwheat, sugar, and so on,” said Dmitry Peskov, Russian President Vladimir Putin’s spokesperson, on Friday.

Russian law enforcement agencies have warned that they are investigating companies in regions suffering from sugar deficits.

The cost of sugar went up as much as 31 percent last week, but it’s not the only thing becoming hugely expensive. With an exodus of foreign businesses and Western sanctions expected to lead to shortages of foreign goods, the price of imported cars and household items, like hoovers and televisions, has also shot up more than 20 percent since the war began.

Despite an emergency rate hike and the imposition of currency controls, it looks unlikely the authorities will be able to bring inflation under control. Prices in Russia rose 4.3 percent, more in the two weeks following the invasion than the government hoped they would over the entire year. Predictions for Russia’s annual inflation rate now range from about 15 percent to as high as 30 percent.

Those currently experiencing difficulties getting sugar are at the sharp end of what is likely to be a protracted and painful economic crisis. Yevgeniya Buldakova, head of a boutique chocolate manufacturing company in St. Petersburg, said she was still receiving sugar deliveries, but that her suppliers had raised prices about 8 percent since the start of the war. Judging by the lack of sugar in local shops, she believes her company will soon face shortages. “We’ve had no problems yet, but I think we will do soon,” she said. – VICE

THE RIGHTEOUS PEOPLE SHALL PREVAIL IN THE END – DR FRED M’MEMBE

Every day brings more sanctions from the United States on how to better strangle Russia. Yves Smith, a financial analyst, believes that sanctions could have disastrous consequences and that excluding a major resource-producing country from the global supply chain would wreak havoc on the already pandemic-stressed supply chains.

Furthermore, the Western business press’ fixation on the hollowed-out financial system, which ignores the real economy, may lead to overlooking the long-term consequences of economic sanctions:

  • The US has prevented Russia’s central bank from using $300 billion of its foreign exchange reserves. There are many countries that have significant foreign exchange reserves. Can they trust that the US will not do the same with them if they disagree with US policies? Non-Western economies, which make up the vast majority of the world, may view these moves as an alarm bell and begin a process of moving away from the US dollar.
  • Buyers of Russian oil have been unable to open letters of credit from Western banks to cover purchases. Letters of credit from the bank of the buyer are the standard practice in commodities trading as they guarantee the seller’s bank that payment will be made in full and on time. There will be a major fall-out affecting the international trade process if letters of credit are unacceptable.
  • Russia and Ukraine provide about 40 per cent of the global supply of fertilizer. As Russia cannot use the Black Sea for logistics purposes and others cannot use letters of credit to pay for fertilizer, the impact can be devastating, especially for poorer nations.

A lack of fertilizer means a huge reduction in grains output, and that spells famine. Couple that with a reduced output of wheat from Russia and Ukraine for the international market, and the human toll will be devastating.

  • Russia may block raw-materials exports in response to the currency and SWIFT sanctions. This threatens to rattle key materials’ supply chains, including cobalt, palladium, nickel, and aluminium. If China decides to see itself as the next nation being threatened and joins Russia in a common protest against US trade and financial warfare, the Western economies are in for a serious shock.

Russia is a major producer of sapphire substrates – the thin plates made of artificial stone, which are used in every chip-making process in the world, including those made by AMD and Intel.

Russia also accounts for 100 per cent of the world’s supply of various rare earth elements used in special chip etching chemistry, as well as 70 per cent of the world’s supply of neon gas, an inert gas that is also used in the semiconductor lithography chain. Should Russia retaliate, what impact could that have on the global hi-tech industry? China could definitely benefit from their relationship with Russia vis-à-vis these minerals to support their hi-tech industry.

Russia, contrary to the propaganda of Western media, is an economy rich in natural resources, and it ranks among the world’s top six economies in terms of purchasing power parity. China’s real economy is the most developed in the world, accounting for 28 per cent of world manufacturing and high demand for energy and agricultural imports.

As a result of the wave of sanctions imposed by the West, the complementarity and engagement of the Chinese and Russian economies will only deepen, and there are huge opportunities for cooperation between China and Russia in areas like the digital economy and defense. Russia will not be easily crushed by economic and financial sanctions if this pattern continues.

The intensified US sanctions will be a long and protracted war that will not achieve its goals, and Russia will not be the only country to suffer. The US sanctions are a pyrrhic victory but will accelerate and deepen the Russian and Chinese economies’ independent development in hi-tech, finance, and trade de-dollarisation.

According to a Credit Suisse analysis report released on March 7, the current crisis is unprecedented since President Nixon decoupled the dollar from gold in 1971, and that once the crisis (war included) is over, the hegemony of the dollar will be weakened, while the Renminbi will strengthen significantly, supported by a basket of real commodities.

This analysis could be interpreted as a prognosis of the situation by the Western financial community. Once again, contrary to the Western media propaganda, the draft resolution entitled “Aggression in Ukraine” did not receive overwhelming support at the Eleventh Emergency Special Session of the UN General Assembly on March 2.

Governments representing more than half of the world’s population either voted “no” or abstained, a choice which obviously does not mean “yes.” Both India and China, together representing more than 25 per cent of the world’s 7.9 billion people, abstained from the vote.

“It is almost black humour to look at US attempts to convince China that it should join the United States in denouncing Russia’s moves into Ukraine. The most enormous unintended consequence of US foreign policy has been to drive Russia and China together, along with Iran, Central Asia, and other countries along the Belt and Road initiative,” stated Michael Hudson.

Sanctions are and will continue to hurt Russia, that is true. Other countries have also been the victims of US sanctions. The US has had sanctions for more than 60 years against Cuba, where the people have not only survived, but continue to support revolutionary movements across the globe, especially in the area of medical assistance and education for poor countries.

Venezuela has been sanctioned, and her people have suffered. But they continue to work towards regaining some sense of economic normalcy. Iran has been sanctioned. But today Iran looks to a partnership with China and Russia to develop their economy and provide an alternative for other politically independent nations. North Korea has also been sanctioned.

They have had a very difficult time, but they are still standing. People around the world realize that the US stick of sanctions is not as invincible as they claim, and that the fight against US hegemony is, despite the hardship, not hopeless.

Countries with sixty-five per cent of the world’s population have not endorsed the US-led sanctions. Perhaps this time the US has overstepped its bounds.

The world is probably witnessing the defeat of the US’ quest for unipolar hegemony. Not today, not tomorrow, but the time is coming. As Mao said, this is a protracted war, and the righteous people, though they cannot win quickly, shall prevail in the end.

KBF has registered a political party called Zambia Must Prosper

KBF REGISTERS OWN ZMP PARTY FOR 2026

By Emmanuel Chilekwa
21 March 22

KBF’s Zambia must Prosper has on 17th March 2022 bee been registered at Registrar of Societies. KBF, known as the Game Changer, has been in alliance with the ruling party just a few months prior to the August 12 polls last year.

KBF entered the UPND Alliance with ZMP as a mere pressure group. But 7 months on, he has decided to solidify his political future whose course he can determine as the driver.

In the run up to last year’s polls, KBF sold his ZMP development master plan to the voters, which among many included “every youth will either be in school or at work.”

Given the unending promises of the New Dawn Government, it’s everyone’s guess whether they have capacity, direction or commitment to achieve the many unreachable “romantic” promises they dished out to the gullible new youthful voters which helped them land in power after quarter century of trial and error attempts at the ballot.

It’s now clear that 2026 is likely to have KBF as Presidential candidate. His candidature will pose take aways from both UPND and the PF ballot base.

Among all the political candidates, it is only KBF who has produced a blue print ” Zambia Must Prosper” which outlines what he would do, in what timeline and expected results in black and white. Most of the political parties have unclear or wishy-washy grey and ostensibly, half baked promises and unattainable pledges. As for the ruling party UPND, even the deaf, dumb and blind can succinctly and clearly point out that they lied their way to the top. It’s a pseudo success as they’re lost in practice.

In the last 7 months, KF has inordinately been ice-mute and silent like he doesn’t exist or live in Zambia. He has chosen the path of loud silence, leaving many wondering whether he’s the same outspoken KBF who has always been a man who doesnt mince his observations.

Generally, the suffering of the people has gone through the sky but KBF has been silent, partly due to the fact that he helped to usher in the impotent then opposition party, UPND into power.

KBF now has inside knowledge of both the UPND and opposition PF. In fact, ZMP is the unified, screened and amplified vision of the PF founding father Michael Chilufya Sata.

Any genuine political pundit can only dismiss KBF at own peril. PF dismissed KBF and were punished as his contributions in UPND helped galvanise the UPND opposition vote in Northern, Luapula, Muchinga and Eastern Provinces to dislodge the PF from their 10 year reign.

It appears the UPND has also pirated the then PF arrogance and hyena stupidity of 2021. Whilst KBF helped the UPND to get power, they have since shunted him to the wire with no prospect of being in charge where it matters.

UPND believes it has suddenly become an invincible party.

So the registration of ZMP just signals the focused foresight of where KBF is heading. However, if suddenly the UPND decides to coerce him into the mainstream governance strata, such an pseudo panacea is unlikely to derail KBF from top contending zeal as a leader eyeing Plot 1.

The sidelining of KBF has actually helped galvanize KBF’s political bench as he has patiently waited for a good 7 months to the time of registering his own outfit.

Being an intelligent natural orator, thinker, planner, shrewd strategist, only the PF may claim to understand what help and damage KBF can do if he is in your camp or on the side of your conpetitors.

Now the ruling party UPND has an added insider contender worth “Watching out”. Given the way the UPND has shown open impotence, their propensity to become even more restricted and more ineffective has just but increased.

The ground is slowly but surely beginning to be a wait and see terrain.

Mr Lungu Is The Biggest Hypocrite; He Should Avoid Opening Old Wounds

MR LUNGU IS THE BIGGEST HYPOCRITE; HE SHOULD AVOID OPENING OLD WOUNDS

21 ST MARCH 2022

Mr. Lungu should never open old wounds that he and his brutal regime inflicted on innocent Zambians. He must instead allow those wounds to heal and bring the peace of mind to the Zambian people. We find the utterances of “hypocrites” from Mr. Lungu as a direct provocation to the Zambian people who are adapting a new life under the New Dawn Administration.

We are aware that Mr. Lungu is deeply troubled by his conscious on the way his regime looted national resources and brutalized innocent Zambians. The fact that Mr. Lungu chose to be antagonist at the funeral clearly shows that he did go there to mourn but to cause confusion and later blame it on President HH and the UPND. How can Mr. Lungu be asking for dialogue which he never wanted? The three Church Mother Bodies and the Commonwealth begged him for dialogue but he arrogantly refused. Is he not the one who is a hypocrite?

When the Commonwealth sent its Secretary General and later Professor Ibrahim Gambari to initiate dialogue PF chased them away and told them off that there will be no dialogue. We believe Mr. Lungu is not now asking for dialogue to cover up the numerous atrocities the PF regime committed agnist the Zambian people. If that is the case, he is a free man to dialogue with the Anti Corruption Commission/Drug Enforcement Commission, the Police, the Magistrates/ Judges and the Prison Officers. There is no way dialogue will be held to discuss the criminal activities committed under his rule of terror.

Mr. Lungu, you kept on shouting One Zambia One Nation but you allowed your Ministers to continuously preach hate speech and tribalism, dividing Zambians. You introduced the National day of prayers and yet on the other hand you promoted stealing of National resources through Ubomba mwibala alya mwibala. Your cadres were busy butchering people but you kept quiet and protected criminals. Look at what you have done to our once prosperous mining industry, total disaster. If this is not hypocrisy, then just keep what you know to yourself. Stop opening old wounds they are more painful than fresh ones.
