Aliko Dangote is set to become Africa’s first $30-billion man

Nigerian billionaire Aliko Dangote is set to become the first African and Black person in history to lay claim to a $30-billion fortune as his $19-billion petroleum refinery nears completion.

The 650,00-barrel-per-day refinery is slated to be commissioned before the end of the first quarter of 2023, and could give a shot in the arm to Dangote’s fortune.

According to insiders at the Dangote Group who spoke to Billionaires.Africa on the condition of anonymity, the Nigerian billionaire plans to list Dangote Refinery and Petrochemical Ltd. by the first quarter of 2024 at a market capitalization of anywhere between $20 and $25 billion.

Dangote is expected to own a 90-percent stake in the company pre-listing, which could give a minimum $18-billion boost to his fortune and push his net worth well above the $30-billion mark, making him the first black billionaire to reach this milestone.

Dangote became the first African in modern history to lay claim to a $20-billion fortune in 2013, nearly 10 years ago, when the market capitalization of his cement business crossed the $20-billion market cap mark.

According to figures tracked by the Bloomberg Billionaire Index, Dangote, who is presently worth $19.1 billion, ranks as the world’s 82nd richest man. The billionaire derives the bulk of his net worth from his 86-percent stake in publicly traded Dangote Cement, as well as from other holdings in salt and sugar manufacturing companies, among other assets.

With a net addition of at least $18 billion expected from the $19-billion integrated petrochemical refinery complex minority-owned by the Nigerian National Petroleum Company (NNPC), Dangote is expected to see his wealth increase from $19 billion to well over $30 billion.

Dangote is the founder and chairman of the Dangote Group, a leading manufacturing conglomerate on the African continentw sugar, salt, oil, fertilizer, and packaged food production.

The Dangote Petrochemical Complex is made up of the Dangote Oil Refinery and the Dangote Petrochemical Plant. The Dangote Petroleum Refinery is located in Ibeju-Lekki, Lagos, to the southeast of the Lekki Free Trade Zone (FTZ) on a land area of about 2,635 hectares (six times the size of Victoria Island).

In August 2021, the Nigerian government approved the sum of $2.76 billion for the state-owned petroleum company, the NNPC, to acquire a 20-percent minority equity stake in the Dangote Refinery.

The state-of-the-art facility will not only enhance the refining capacity of Nigeria but also strengthen the country’s position as a major player in the global oil and petrochemical industry.

The official commissioning date of the refinery has not been announced yet. However, the group has announced that operations at the refinery are expected to commence this year.

According to the Organization of Petroleum Exporting Countries, the Dangote Oil Refinery will account for more than half of Africa’s medium-term refining additions, which are estimated at 1.2 million barrels per day; the refinery, with a capacity of 650, 000 barrels per day, is the largest of all the refinery additions expected across Africa in the medium term, according to OPEC.

The $19-billion project is a strategic move by Dangote and the Nigerian government to strengthen the country’s downstream industry and become a net exporter of refined petroleum products and petrochemicals by 2026.

The anticipated launch of the refinery is poised to not only fulfill Nigeria’s entire demand for refined products, but also generate a surplus for export, thereby establishing a market worth $11 billion annually for Nigerian petroleum products.

The complex will also produce 4 million metric tonnes of jet fuel per day, 65 million liters of premium motor spirits (petrol), 15 million liters of diesel, and 3 billion standard cubic feet of gas.

Unique celebration of Epiphany with water, colour and prayer in Ethiopia

Aboard canoes, motorboats and kayaks fashioned from papyrus stems, the faithful converged on a lake in central Ethiopia to celebrate the Orthodox holiday of Epiphany, known locally as “Timkat”.

Lake Ziway, 120 kilometres (75 miles) south of Addis Ababa, is at the heart of annual celebrations in this region to mark the baptism of Christ, one of the holiest days on the Ethiopian Orthodox calendar.

The festivities began Wednesday afternoon, as high priests of the church departed from monasteries situated on five of the lake’s islands, flanked by clergy draped in red, blue, white and gold.

The priests held aloft the “tabot”, replicas of the tablets on to which Christians believe the Ten Commandments given to Moses were inscribed.

From the islands, the priests boarded boats laden with crosses and other icons and journeyed to the centre of the lake, where they performed rites surrounded by the faithful.

Devotees dressed head-to-toe in white, crammed into whatever vessels they could find, including traditional boats crafted from papyrus known as “tankwa”.

For two hours, the boats circled the “tabot” as those aboard sung and clapped their hands, before the procession returned to shore of the lake, also called Tembel.

There, a loud celebration began with songs, drums, bells and horns, before an all-night prayer vigil.

– ‘It is unique’ –

On Thursday, the priests returned to the lake to bless the water and on the banks, the fervour and meditation of the evening ritual gave way to smiles of joy.

Devotees rushed to the shore where a priest sprayed the crowd with now-sanctified lake water using a hose.

Some worshippers opted to just plunge their faces directly into the lake, while children splashed and played in the shallows.

Tariku Tadesse travelled from Addis Ababa with his wife and two children to attend the ceremony for the first time.

“I chose to come here because first it’s not far from Addis and also because it is unique. The ceremony starts and finishes on the water,” the 45-year-old father said.

Local authorities would like to see their region promoted through the Timkat celebrations, which have firmly put Gondar, a city in the country’s west, on the tourist map.

Shaken economically by the pandemic, and two years of destructive war in Ethiopia’s north, tourism remains a source of hope for many looking ahead to a brighter future.

“Bringing back tourism is very important,” said Nega Wedajo, deputy director of the Regional Tourism Commission.

“The situation has improved. Now the tourism industry will take off. We are ready.”

DAUNTING CHALLENGES AHEAD: IS HH ALIGNED?

Zambia is facing daunting economic challenges. The bird’s eye-view points to an increase in the cost of living, loadshedding that is crippling industrial performance, shortage of medicines in hospitals and slow delivery of agricultural inputs, a threat to food security.

The Kwacha has continued to lose value against major currencies, a situation that threatens macroeconomic stability, particularly on inflation, interest rates and economic growth. Critical issues with potential positive impacts remain unresolved. These include problems around Konkola Copper Mines and Mopani.

Zambia qualified for the International Monetary Fund (IMF) programme (Extended Credit Facility) that should signal economic stability in the medium to long term. However, the sovereign risk still hangs over our shoulders as we seek to restructure the external debts.

Looking ahead, there is little optimism by many an economist about Zambia continuing with economic resilience the way it did in 2022. The external environment continues to be problematic. The geopolitics (Russia-Ukraine war), instability in the global financial markets,the pandemic problems, slow growth in China and climate change seem to now have an impact on the Zambian economy.

On the other hand, Zambian citizens seem impatient about solutions that will reduce the cost of living, a prospect that may be farfetched without a strategic approach to resolving the problems. These are issues that I am sure President Hakainde Hichilema is fully aware of. It is a question of whether he is properly aligned with practical solutions.

IS THERE A STRATEGY?

Many believe the New Dawn government does not have a strategy that should help solve these problems. I have followed closely the actions of the President and his team and can confidently state that the strategy is very clear and we know about it.

My understanding is that government seeks to resolve the problems by firstly, creating the appropriate environment for the private sector to thrive. The private sector has a way of answering a country’s problems: unemployment, inflation, subdued growth, poverty as well as beefing up government coffers through taxation.

Under this strategy, government seeks to induce high domestic and foreign direct investment. This message has been well articulated by the Minister of Finance, Situmbeko Musokotwane in the 2023 national budget. The mining sector is central to all these initiatives and explains some fiscal policy considerations. (There has been an argument the deteriorating exchange rate is a result of the concessions given to the mining companies. My counterargument is that even when these concessions were non-existent and mineral loyalty taxes non-deductible for corporate income taxes, the exchange rate still deteriorated!)

Second, government believes a disciplined approach to financial management will be enough to accumulate resources for social investment. Third, enhancing international partnerships would help restructure Zambia’s high external debt.

Forth, given that the first three can take time to consolidate and bear fruits, government is focused on executing low-lying fruits that provide immediate relief to citizens (expanding social cash transfers, employing thousands into the civil service, enlarging empowerment funds, including decentralizing Constituency Development Funds).

In short, government has a strategy, anchored by the 8th National Development Plan. It is now a question of whether it is the appropriate strategy that answers to current problems and those ahead of us.

WILL IT PLAY OUT?

Economics is not a science of one plus one is equal to two. You can lay out strong policies and possess a robust economic master plan. Unfortunately, if you are dealing with economic agents, whose behaviour is unpredictable, you should always anticipate some level of disappointment. For example, if there is no firm contract with the existing and prospective mining companies that they should increase investment with relaxation of fiscal policy, the mines may still not invest at anticipated levels.

The President has been aggressive in wooing domestic and foreign investment for Zambia. Whatever the level of investment, we still rely on those boardrooms to make the final decision. Is this a gamble? Not really. Given where we are coming from, Zambia should make significant breath-taking decisions to get the private sector to respond. Genuine private sector that sinks in long term capital requires significant assurances and evidence of robust policy change to invest in any economy, especially one that has experienced numerous policy reversals.

If there are any Zambians who thought the mining companies or any other prospective investors would jump into the country upon change of leadership, I encourage them to think again. A lot of things must happen in this country to win the confidence of investors and the President has shown signs of understanding what is to be resolved, such as ironing out rigidities associated with investment lead time.

But there are encouraging signs things are playing out. The expected visits by the United States Treasury Secretary Janet Yellen and the IMF boss, Kristalina Georgieva-Kinova this month are signals Zambia is doing something right to win the confidence of international business decision makers. Having worked at the IMF, I know exactly what went on behind doors to get that visit from the head of the institution.

Some will argue that links with the USA government and the IMF are of an imperialistic nature and not useful for Zambia. In every relationship, what matters is the preparedness of each counterparty to negotiate fruitfully for itself. Let us leverage these opportunities to make a difference for Zambia now and in future. (Unfair) historical circumstances cannot always be used as the basis to reject new opportunities.

EVENING OUT

Zambia has a lot of problems, many of them of a legacy nature. Though the problems seem insurmountable, they are manageable. There has been a lot of learning from the distribution of agriculture inputs, shortage of medicines and loadshedding. I expect that Zambia will be different going forward.

The alignment the President and is team require is to fulfill the promises in a strategic manner. There is about three years remaining in the current mandate, not long enough to change many things but good enough to demonstrate that a strategic approach to issues will deliver economic growth. The culture in the public service has to change; private sector should respond, and the President will need to remain firm and focused.

Not an easy road ahead but seems President Hichilema thrives in challenges. There are certainly no quick fixes to problems of this magnitude.

20 Katete Residents Implicated In The Severe Beating Of Police Officers Finally Granted Bail

20 KATETE RESIDENTS IMPLICATED IN THE SEVERE BEATING OF POLICE OFFICERS FINALLY GRANTED BAIL

The Chipata High Court has overruled the decision of the Katete Magistrates’ court by granting bail to all the 20 residents of Katete’s Kamwaza village who are implicated in the severe beating of police officers and setting ablaze of a police vehicle.

Chipata resident judge Mercy Makubalo granted each of the accused bail in their own recognizance with two sureties who are of fixed aboard ascertained by either a headman or chief.

The accused met the bail conditions yesterday.

Katete magistrate Mary Musongole denied the accused bail in November on account that the situation in the area was still volatile.

The accused who are represented by Joseph Chirwa of Ferd Jere and company are charged with riotous behaviour, arson, malicious damage to property, 18 counts of assault of police and one count of assault.

The police vehicle which was set ablaze during the fracas is valued at 68, 000 United States Dollars.

Prior to the beating of the police, the accused are alleged to have demolished six houses belonging to Stephen Banda who is also headman Chinzu before demolishing the house of Sinikudya Banda and that of his mother at Joweni village in chieftainess Kawaza’s area.

After denying the accused bail last November, magistrate Musongole stated that the accused would remain in custody until they appear before the High Court.

She stated that the new Act number 12 of 2022 states that when a juvenile is charged with an adult, the matter should be referred to the High Court.

Out of the 20 accused persons, four are juveniles.

The release of suspected murderers by police sparked the confusion in Kamwaza area.

After the release of the suspects, the local people ran amok and destroyed houses belonging to the suspects and the people who were allegedly protecting them.

The police rushed to the area to control the situation but they were overpowered by the irate villagers who pounced on them before destroying a police vehicle.

The police then sent a reinforcement which arrested 20 villagers who were allegedly behind the mayhem.

LUSAKA – We have difficulties responding to opposition Patriotic Front presidential aspirant, Brian Mundubile’s sentiments because he is incoherent and tells blatant lies in order to gain relevance from his blind followers.

Just this week, Mundubile in a mafia style, with very little regard for the truth lied that the Republican President Mr Hakainde Hichilema was delaying the enactment of the Zambia Media Council (ZAMEC) Bill. He alleged that the Head of State was reneging on his commitment to the media law reforms.

We know that the media fraternity will meet in March to decide whether they go ahead with ZAMEC Bill or allow the status quo of no regulatory umbrella body.

Therefore, it is a lie by Mundubile to attribute the delay or absence of ZAMEC Act to President Hichilema. The Head of State has made it very clear that he will go by what the media wants as opposed to his government imposing a regulatory mechanism to the sector.

For someone vying for a position of president for the largest opposition party in the country, Mundubile is expected at all times to consult people around him who understand pertinent issues such as the media regulation.

Some of his colleagues vying for the presidency of the party might help the former parliamentary Chief Whip to understand issues of importance before opening his mouth.

In case Mundubile will be shy to consult Mr Emmanuel Mwamba about media reforms, there is a difference of opinion about the self-regulation of the media in the fraternity.

While some media personalities are for statutory self-regulation, others feel self-regulation without parliamentary statute is the best.

Statutory self-regulation under the PF was aimed at strangling the media, such as the Post Newspapers, Muvi TV and Prime TV Zambia.

President Hichilema and the UPND are very clear and consistent that the media should decide their fate.

This is the reason when Kokoliko radio and Mufken were invaded by some youths, the UPND called for their arrest and the party keadership called for a disciplinary session.

We also know that Mundubile was not a very young person when this advocacy work started under the Movement for Multi-Party (MMD) government. The Patriotic Front government found this issue was highly active, but decided to turn a blind eye on it.

We are sure that this man still remembers how the media were harassed and humiliated under the instructions and watch of the PF leadership.

Ba Mundubile, have you already forgotten how President Hichilema was forced through a roof-top of the Sun Radio station on the Copperbelt.

United Family International Church (UFIC) founder, Prophet Emmanuel Makandiwa has said the BMW 7-Series he bought reportedly for the cost of US$300 000 was cheap to him, bluntly telling critics that what may be expensive to them is affordable to him.

Responding to stinging criticism for purchasing a luxurious BMW 7-Series reportedly worth US$300 000, the flamboyant preacher said he has never bought an expensive car nor built an expensive house in his life.

‌Makandiwa said apart from being a church leader, he is also a successful businessman.

“How do I respond to people when someone asks, ‘What do you think of a prophet who buys an expensive car? ”

“If I had to tell you what to say, you are not the right person to defend me. I would rather have that person ask me because I have never in my life bought an expensive car. If it was expensive, I would not have even bought it.

“I don’t know what is wrong with people, I have only bought cheap cars, I have only built cheap houses.

“The problem is it is expensive to you. It’s your money that you want to use to buy what I have bought.

“So, the term expensive, whose term is that. I am smart enough to know when the product is expensive and I will not buy it because I can’t.

“Have I stopped sending my children to school because of a house that I have built? So vara rekuti expensive ririkubva kupi,” he said.

Makandiwa warned people to mind their own business.

US expresses concern over persecution of opposition members in Zimbabwe

The United States Embassy in Harare has expressed concern over the Zanu-PF regime’s continued persecution of the opposition in the country saying this was creating an uneven environment ahead of the 2023 harmonised general elections.

This comes after the arrest of 26 members of the opposition Citizens Coalition for Change (CCC) including two MPs, Costa Machingauta and Amos Chibaya for holding what the regime deemed “an unsanctioned meeting” in Budiriro, Harare on Saturday.

Machingauta was only arrested on Tuesday over the Saturday meeting.

The US embassy in Harare believes that the continued arrests and suppression of the opposition will not usher a peaceful and inclusive election.

“We note with concern the events of January 7 and 14 that have targeted opposition members and supporters. As Zimbabwe approaches its 2023 general elections, the U.S. Embassy continues to urge peaceful and inclusive political processes,” the embassy said in a statement on Twitter.

Confirming the arrest of Machingauta, the CCC, in a statement said the meeting was private and its members were innocent.

“We’ve received a report that our MP, Hon Costa Machingauta has been arrested in connection with the Budiriro internal party meeting which was held at his private residence on Saturday, bringing the number of the dragnet arrest to 26. They are innocent,” read the statement.

It is said that, before making arrests, the law enforcement agents fired teargas at an opposition party gathering in Budiriro before arresting 25 of its members including MP Chibaya.

Police spokesperson Commissioner Paul Nyathi said it was an “unauthorized meeting”.

“It was an unsanctioned gathering according to the local authorities who is the officer commanding Budiriro. I am receiving numerous reports that people were beaten, we will release a full statement in due course,” Nyathi said.

The country is set to hold elections either in July or August. But the wave of politically motivated violence is increasing in both urban and rural Zimbabwe, rising ahead of the 2023 elections.

Two weeks ago, suspected Zanu-PF thugs viciously assaulted elderly men and women and interrogated them for attending a gathering of the CCC in Murewa.

A video which has since gone viral shows Zanu-PF thugs accosting villagers and flogging them ruthlessly with logs for convening the meeting.

Patriotic Front PF Member of Central Committee Hon Stephen Kampyongo dated the people of Mutale Munkonge in Kapanda ward of Lukashya constituency to drum up support for the PF candidate Amos Chishala in the Friday Kapanda ward by election.

Hon Kampyongo was accompanied by fellow people member of central committee Hon George Chisanga who is also Lukashya Constituency Member of Parliament along with PF provincial, district, constituency and ward officials.

While on his campaign trail today, Hon Kampyongo cautioned the ruling UPND against agitating violence during the campaign as they did when they hacked brutalized PF officials and hacked innocent villagers yesterday.

He told them to live by the tales of their Party President who is also head of state whom he says has been on rampage claiming to end violence and yesterday’s show is testament that the UPND has continued to practice their Mapatizya and Mufumbwe formulas of violence into the ruling.

Hon Kampyongo further challenged the UPND to instead focus on explaining to the people of Kapanda the good that has come with late delivery of farming inputs to them as well as cancellation of contacts for feeder roads in the ward as opposed to brutalizing them.

He affirmed that no amount violence and intimidation will sway the people of Kapanda from teaching President Hichilema and his government a lesson through the ballot on Friday for all their bad governance since they’ve been in power.

Hon Kampyongo tipped the people of Kapanda ward to remember how UPND cadres have been going round grabbing and stealing the very little fertilizer that they have received very late as they go into the ballot box on Friday by voting for the PF candidate.

And Hon Kampyongo who is immediate passed Minister of Home Affairs has wondered why the Zambia Police command is reluctant to deploy police officers to man the ward that is having a by election.

Hon Kampyongo insisted that by now police officers should have already been deployed to Kapanda to keep vigil as voting day is within site as opposed to the status quo.

He wondered if it is a deliberate ploy by the UPND to allow themselves to move their violent cadres from Lusaka in the ward to terrorize people and intimidate them.

He has since urged the police command to deploy enough man power to man the ward before the voters are defeated by the fear of being brutalized and assaulted by Lusaka based UPND cadres who have been brought into the area.

KALE, KALE BWANGU: SHIKULU TIE SMILES BACK HOME AFTER ACQUITTAL

AMID smiles while thanking God, 81-year-old Tie Mwape has been acquitted in a case he was charged with trafficking in psychotropic substances, a non bailable offense.

After being in custody since November last year, Mwape was set free by Lusaka magistrate Davies Chibwili after finding him not guilty of trafficking in 68 grammes of marijuana.

The court found that the prosecution team failed to establish the exact quantity of the marijuana found on him.

Further, the court found that it was not determined as required by law whether the marijuana found with the accused had more than 0.3grammes of over 0.3 percent of Delta-9-tetrahydrocannabinol (THC).

Tetrahydrocannabinol is the principal psychoactive constituent of cannabis.

The accused was charged with trafficking in psychotropic substances without authority, allegations which happened on November 26 last year at the accused’s house in Kavumba Village, Waterfalls, Lusaka.

When taken to court, the accused admitted but later changed his plea at the advice of Legal Aid Board lawyers Douglas Njolomba and Petronella Kafumbe.

Evidence, adduced by four witnesses, is that on the material day, Chelstone Police Station officers were investigating a case of possession of suspected stolen property.

The officers were led by a suspect to Mwape’s house to check for the suspected stolen goods but the search did not yield results.

However, during the search, the police officers found some suspected drugs in the accused’s house.

But during the search, the investigators discovered 11 balls of suspected marijuana, a development which prompted them to apprehend Mwape.

The police officers later handed over Mwape to the Drug Enforcement Commission for further investigations in connection to with suspected drugs found at his house.

But during trial, the court heard that the public analyst did not conduct a test to find out if the 68grammes of marijuana had over 0.3 percent of Delta-9-tetrahydrocannabinol (THC) as required by law.

The court also heard that the quantitative value of the drugs was not proved on grounds that there is not equipment to use for the same.

Delivering judgement, magistrate Chibwili found that the prosecution did not prove beyond all reasonable doubt two important elements of determining the weight and percentage of THC.

He acquitted the accused and reminded him that his release was based on technicality because the drugs were found with him.

“It is not that you were not found with the psychotropic substance, it is just that the state did not establish certain ingredients,” magistrate Chibwili said.

Outside court, Mwape, who was represented by Legal Aid Board lawyers Petronella Kafumbe and Douglas Njolomba, smiled as he was embraced by a horde of sympathisers.

He told journalists he was grateful to God for being released and happy to go back home.

Mines and Minerals Development Minister Hon Paul Kabuswe has disclosed that his ministry has been reorganising itself to set the base run way owing to so many challenges that where found it was not possible to take off with the new dawn administration.

He said Mining in Zambia was so mild with so much irregularities that his team has been fixing such as reorganising artisanal mining to ensure that apart from Copper and Gold all other minerals are considered such as Lithium, Manganese and many more.

He said President Hakainde Hichilema’s agenda especially the opening of battery manufacturing in Ndola where Zambia and DRC signed an MOU it was not to sale the country’s mineral rights as others are misquoting it but value addition and job creations.

He said his team has re-organised from the run way setting of the base that its not possible to just get into government and start doing things without understanding what is supposed to be done. Patriotic Front – PF presidential Hopeful Greyford Monde has argued that some of the trips President Hakainde Hichilema has been undertaking are unnecessary.

Hon Monde said the rate at which the President is flying out of the country is worrisome.

He accused President Hichilema of loving to fly around saying he would go wherever he wants to at any point.

The PF presidential hopeful said the Head of State needs to stay in the country and provide homegrown solutions to the problems citizens are grappling with.

Hon Monde lamented when he featured on 5FM radio yesterday that the Presidential trip is very expensive.

“I think some of these trips are very unnecessary. And given the rate at which the President is flying out of the country, I think it is now becoming worrisome that even those that hopped, first of all he had promised that he would not be everyday on the move. Just this January, he has been to three countries now. So you can see at what rate we are going….,” he said.

“At least that I know that the President is not really necessarily required to be out there. And I think that let the President stick home, let him sort out the problems at home. And the solutions are actually home.”

He further argued that if there is need for any sort of exhibition to investors in the diaspora, the President can use his ministers to do so.

“A serious investor who wants to invest in the country can easily file in and get a meeting with the President. Business is in Zambia, why go and negotiate with the people outside Zambia when the market is here. The business is here. A serious investor will fly to Zambia and understand what is the climate for Zambia. The situation we are in is now I think the President loves to fly. So he will go anywhere he wants to go,” he said.

NEW Heritage party president Chishala Kateka has called on the new dawn administration to think through issues before they are implemented.

And Kateka is saddened that people are openly calling President Hichilema a liar which she says means the people on the ground are losing confidence in the word of their leader.

She noted a lack of transparency in the new dawn administration as they only come clean on issues when pushed into a corner.

“I am really saddened by the fact that we now have people openly calling the President a liar. And when we do that, when we have a president that is labelled a liar, it means that the people on the ground are losing confidence in the word of the leader,” she said. “It is like a father in a home lyonsefye (every time) he lies and he never does what he says and when you have a situation where the all nation stops believing what you say, then we have an issue. When we have a nation, I saw the President saying ‘oh our border with Angola is 1,500 kilometres long’ and I am thinking, why did someone not check those figures for him so that he gives the correct information? His support team are supposed to feed him that information. So obviously, somebody is going to jump on that and say you see the President always tells an untruth.”

Kateka said she was not impressed with the performance of the new dawn administration so far as there seems to be no direction of where they are going.

“When he says something, the President must make sure that he sees the things through in order to give the Zambian people confidence that we are being led by a person of his word, a man of his word,” she advised. “I am sure a lot of people will be alert to what I am saying because we expected that when these people go in we are going to see, but we are not seeing this well thought out plan. As a matter of fact, you can go on the street ask someone, where do you think we are going as a nation and they will say, ‘awe katwishi (we don’t know)’. You don’t get that sense that these people are taking us from point A to point whatever. You are just confused because what we expected and what we are seeing are two different things. And I think that is what has confused a lot of us. I suppose because they raised our expectations so much in almost everything. Our expectations were so high. We as the New Heritage Party, we have not been impressed. Let’s think through, so the idea may be good but you need to think through how you execute some of these things. My biggest criticism of the UPND, is that they do want to succeed but they don’t think things through so that they are able to implement the things in a manner that will work just because they first of all want to do away with everything that was done by the previous governments so that we can say that oh yeah, you see?”

Speaking when she featured on the Millennium TV’s Pulse Nation on Thursday, Kateka noted that there is a mismatch between economic indicators and the situation on the ground.

“The average Zambian person, what is important for me, is can I put food on the table. Am I paying less for my roller meal than before? So those are things that matter to the Zambian on the street,” she said. “The best people to tell you whether prices have stabilised are down there. I am surprised at the speed at which mealie meal has gone up from whatever it was to K210 in a short time. That is not stability, it’s not stability. Stability means prices are around the same. But they have been rising. People are not happy with the prices, I can tell you that.”

Kateka said there is need for the new dawn administration to look at the bigger picture and not focus on competing with the PF.

“But we have got to think of the bigger picture. We need to think about the system. We need to think about the Zambian people. It is not a fight between you and the previous person who was sitting there. There is got to be continuity,” she said. “So I keep saying, it’s important to think through issues. You should know if you feel that working with these people will be detrimental to us, get rid of them. Just like there was a time, a short while ago when the President was saying, ‘no, my ministers’, why are you keeping them? Who is to blame, is it us the Zambian people? No, it is you the appointing authority. So when you talk about governance, you have got to bear in mind the fact that it is not just the policies that you put in place and the plans that you put in place that matter. It is the team of people that you have around you that matters. So you need to make sure that you put the right people in the right positions so that they can do the right things.”

Kateka said Zambians need to be told the truth.

“Tell Zambians the truth. Leadership is about preparing people so that when you tell them that guys we need to sacrifice and they say, how much. But where you begin to make promises and things like that, you are not preparing them. You are not leading them. The MMD were able to do wonders within a short period, six months… we are not saying things should be perfect but by now we should have seen the trajectory of where we are going,” she said. “If they fail, we are not going to be better off. There is scripture in Daniel which says ‘pray for the nation which I have sent you to for in its success, you will succeed, with its prosperity, you will have prosperity’. So their performance affects all of us. The reason why we become angry is where we see these people messing up because they are messing our lives. They are messing the lives of Zambians. That is why we get upset. We are not like them because they used to point and say ‘no they have failed’. If they fail, all of us are going to suffer. It is our prayer and hope that they succeed and get things right.”

Kateka noted that UPND leaders are deflecting the problems that the country is going through.

“You need to own the problems and resolve the problems. If you can’t accept the responsibility, then you should have not taken that responsibility. The reason we put you there was because of these problems and those you inherited. It is not inspiring confidence in the Zambian people,” said Kateka.

What is the exit plan for the newsroom when the electricity load management story finally goes to bed?

This should be the thinking of newsroom managers if they are looking at the water level statistics in dams, rivers and other electricity generating machines.

I can’t speak for politicians as regards the power load management story, as they enjoy their own freedom of expression.

Therefore, equating the political talk to journalism practice; the latter which is my craft, is suicidal.

While politicians will go miles on end justifying black as white, the newsroom is about balance, verification, story context, timeliness and nose for news, among others too old to remember.
This is the reason that since the electricity load management started on 4th January, this year and the stories followed, I have kept an eagle’s eye view.

Some stories have comprised not only blatant PR but also accusing fingers, mainly from some opposition politicians who are quick to point at their target in the race to State House; President Hakainde Hichilema.

“Load shedding is unacceptable, President Hichilema must resign,” so the screaming headlines have gone with kickers; “He has failed”.

Well, while journalists can’t swim in the same pool as politicians of bad mouthing the President or any other Zambian citizen without justification, they have the unenviable task of delivering the message, as messengers, even if President Hichilema or any other Zambians don’t like it.

For politicians, taking advantage of the repeal of the Criminal Defamation of the President clause in the Penal Code, their journey ahead allows them to jump into the next topic, worthy the value of time or not.

For the media, like years gone by since the electricity load shedding and management story became an annual ceremony, such as the Kuomboka or Umutomboko ceremonies, the episode is about to go into the factory default mode.

In the next few weeks or so, Kariba Dam will be back to normal power generation and so will be the two Maamba Collieries coal fired plants, as mother appears promising.

Therefore, what is the exit plan for the newsroom over the electricity load management story?

When the implementation of the load management broke out on 4th January, the Kariba Dam water level was at 475.60 metres, forcing Zesco to reduce the generation capacity of 1080 megawatts to less than 400 megawatts.

As of 16th January, the Kariba Dam water level rose to 475.83 metres following the inflow of water from the Zambezi River and other tributaries, such as the Kafue River, according to the Zambezi River Authority press update.
More river and rain waters from North Western and Western Provinces are competing to rest in the body of Kariba Dam.

Remember, the Kariba Dam is designed to operate between levels 475.50 metres and 488.50 metres.

Assuming by next week, the dam would have received 476 metres of water and the plant gears up to normal operations?

What will be the next story after the 150 megawatts Maamba Collieries machine kicks into the national grid, according to Energy Minister Peter Kapala?

The other coal fired plant of 150 megawatts at Maamba Collieries is already in operation.
The total electricity needs for Zambia stands at 2,500 megawatts although the country has an estimated installed capacity of 3,500 megawatts.

For politicians, in their freedom of expression, the end justifies the means whether with facts or in order to create perceptions as gaining numbers for that important day of voting is the ultimate goal rather than balance.

The exit plan for politicians over the load management story is therefore to move on to the next ‘elephant in the room’ topic, but what about for the media?

There are always two sides of a coin; the bad and the good.

Will the exit plan of the media on the electricity load management story comprise the good ending?

In the last two weeks, the 12 hours electricity load management story staggered into two six hours with breaks has taken journalists to saloons, bar owners, wielders and small scale restaurant operators.

The small scale business people’s displeasure over lack of electricity for many hours is an open secret.

“How are we going to feed our children without electricity,” is the common lamentation.

But as power kicks back into the system and I await the next episode of electricity load management, I exit to read the news attributed to President Hichilema’s trip to Abu Dhabi that 2000 megawatts may sooner rather than later hit the Zambian national grid using solar energy.

Gen. Mark Milley, chairman of the Joint Chiefs of Staff, traveled to the edge of the ongoing conflict in Ukraine to meet with President Volodymyr Zelensky’s top military official on Tuesday.

Milley spoke with Gen. Valery Zaluzhny for two hours, a military spokesman told The Washington Post. The meeting between the countries’ top military officers comes after the Biden administration reportedly made a “substantive” change in its aid to Ukraine, sending more offensive weapons to Zelensky, who is seeking to capitalize on Russia’s apparent setbacks in recent months.

“It’s important that two very important military officials look at each other in the eye when they talk about very important topics. It makes a difference,” U.S. military spokesman David Butler said, according to the Post.
Milley reportedly left a U.S. base in Poland that American troops use to funnel aid to Ukraine and traveled close to the Ukrainian border for the meeting. The officials kept the meeting a secret until it had concluded, citing safety concerns, and no photography was allowed at the meeting. The rendezvous marked the first time Milley and Zaluzhny met in person.

On Monday, Milley visited the new joint military training program in Germany, where U.S. troops are instructing Ukrainian forces and preparing them for more offensive warfare against Russia. The expanded training of Ukrainian forces began on Sunday, and Milley hopes it will result in 500 Ukrainian soldiers hitting the battlefield in the next five to eight weeks.
“This is not a run of the mill rotation,” Milley said Monday as he overlooked the training, the Associated Press reported. “This is one of those moments in time where if you want to make a difference, this is it.”

The military leaders of the U.S. and Ukraine met as Russia announced that it will increase its military to 1.5 million people and create new structures along its border with Finland. Russia’s move is a response to a “proxy war” the country believes the U.S. and its allies are waging in Ukraine, according to Kremlin spokesman Dmitry Peskov, Bloomberg reported.
Along with expanded training for Ukrainian forces, the Biden administration announced earlier this month that Zelensky’s forces will receive 50 Bradley Fighting Vehicles along with long-range rocket systems. The administration’s announcement came less than one month after Zelensky visited the White House and begged Congress for more aid.
National Security Council spokesman John Kirby said the weapons and vehicles included in the latest aid package will help the Ukrainians shift to warfare in the open farmlands of the Donbas region, the eastern section of Ukraine annexed by Russian President Vladimir Putin last September, Bloomberg reported.

MOSCOW APPOINTS ‘TOP TANKMAN’ AS UKRAINE WAR COMMANDER AS RUSSIAN T-90 BRACES FOR CLASH WITH EUROPEAN TANKS.

With the prospect of facing Western tanks in Ukraine as Poland and the United Kingdom reportedly finalize on sending its Leopard-2 and Challenger-2 Main Battle Tanks (MBT), Russia has appointed its top tankman its military chief to direct operations.

Chief of General Staff General Valery Gerasimov is a career armored corps officer. His transfer comes in the backdrop of Russia’s T-90M being inducted and the introduction of the modernized ‘M’ version of the Ka-52 ‘Alligator’ attack helicopter. Moscow appears to be preparing a classic tank war in Ukraine.

Polish, German, and British leaders have symbolically announced approval for sending the machines. Still, they have not gone ahead with it owing to four factors – permanently souring already tense ties with Russia, waiting for one European country to make the first move, awaiting a nod from Washington, and depleting their ammunition stockpiles.

STAKES.
Following Polish Prime Minister Moraweicki’s clarification that Poland would not hand over tanks to Ukraine “without a broader coalition,” pressure built on Germany to remove its veto on countries wanting to transfer German-origin weapons.
While these countries can transfer only between 10 to 15 tanks, far less than the 300 Ukraine’s military chief General Valery Zaluzhny has said would be needed, they are hoped to make some sweeping tactical gains on the ground. This allows any negotiated settlement to be more on Ukraine’s terms than Russia’s.
Gerasimov’s appointment comes against this backdrop, where Russian T-90 and T-72B3 could exchange fire with Leopards and Challengers in the east.
He assumes an operational command after a decade of heading the Russian military as its Chief of General Staff and one of its senior-most armored corps officers, having served since the time of the former Soviet Union. Gerasimov rose through Russia’s tank forces ranks and graduated from the Military Academy of the General Staff in 1997.

BUT WHO WILL SEND FIRST?
But the politics surrounding the Leopard-2 and Challenger-2 transfer is more intriguing. Last week, The Guardian reported Britain is considering sending around 10 Challenger-2s to Ukraine, which the UK later confirmed.
This was followed by Germany’s Vice Chancellor Robert Habeck publicly supporting approving requests from other countries, such as Poland, to send the Leopard 2.

This indicates an attempt to build pressure on Germany, which has supplied nearly 2,000 Leopard-2s to 13 European countries.
Apart from Poland, these include Spain, Greece, Turkey, Hungary, and Slovakia. Germany has sent Ukraine an unspecified number of Marder Infantry Fighting Vehicles (IFV), Gepard tracked anti-aircraft gun system and the IRIS-T surface-to-air missile (SAM) platform.
But there has been no sign of the United States sending its M1A1/2 Abrams MBT, which Biden administration officials have indicated is unlikely.

STEEL ON STEEL
Ukraine uses old Soviet-era T-72s donated by Poland and the Czech Republic last April, another Soviet-origin T-64, and the locally developed T-80. Since April, the Czech Republic transferred at least 40 T-72M1 tanks in return for being replenished with German-origin Leopard-2A4 tanks, part of a circular deal.


The first 14 replacement tanks arrived in the Czech Republic in late December last year. Poland was reported to have received Challenger-2 tanks from the UK to “backfill” its inventory, as was announced by then Prime Minister Boris Johnson in late April last year.
Thus, Russian T-90 and T-72B3 could exchange fire with Leopards and Challengers in the east. The Leopard, particularly, has been adjudged capable of taking on Russian armor with its sloped turret and a powerful Rheinmetall RH-M 120 mm smoothbore gun. \
Capable of firing the Armor-Piercing Fin Stabilized Discarding Sabot (APFSDS) and High Explosive Anti-Tank (HEAT) rounds, experts believe it can penetrate the T-72’s frontal armor at a distance of 2,000 meters.

Russia is preparing for the clash, heavily advertising the T-90M, the latest version of its most powerful tank. Since December last year, it announced new batches of tanks reaching the Luhansk People’s Republic (LPR), Central Military District (CMD), and PMC Wagner units.
Russian Telegram channels have recorded tank crews boasting about the T-90M ‘Proryv’ (meaning ‘breakthrough’) and challenging the Western machines.
The Russian Army, meanwhile, has received ten upgraded Ka-52 Alligator attack helicopters of the ‘M’ variant. The Ka-52M has a new GOES-451M electro-optical targeting turret with increased range, stronger landing gear wheels, improved cockpit ergonomics, and better adaptation to night vision goggles. It can also carry the latest LMUR missile.

If you wanted to hang on to your land in Bronze Age Greece, you could do worse than marry your cousin.

A team of international researchers analyzing the genomes of ancient human remains has discovered that, unlike in other European societies of the period, first cousins in Minoan Crete and Mycenaean Greece frequently married each other.

Experts from the Max Planck Institute for Evolutionary Anthropology in Leipzig, Germany, together with an international team of partners, analyzed more than 100 genomes of Bronze Age people from the Aegean.

The team behind the study, published Monday in the scientific journal, Nature Ecology & Evolution, say their findings provide “exciting insights” into the social order of the Aegean Bronze Age.

By analyzing the DNA of people buried in a tomb under the courtyard of a house in a Mycenaean hamlet,on the Greek mainland, the researchers managed to reconstruct the family tree of its inhabitants from the 16th century BCE.

Archaeologist Professor Philipp Stockhammer, one of the study’s lead authors, told CNN: “We wanted to have a look at how were people buried together genetically related and about what you can learn about the relevance of the genetic relativeness for the structure of society.”

“We managed to construct the first family pedigree for the Mediterranean. We can see who lived together in this house from looking at who was buried outside in the courtyard.

“We could see, for example, that the three sons lived as adults in this house. One of the marriage partners brought her sister and a child. It’s a very complex group of people living together.”

Even more surprising was the discovery that around half of those living on the islands married their cousins, while the proportion on the mainland was about a third.

“It’s not 100%, but not everybody has a cousin,” Stockhammer said.

“People have studied thousands of ancestral genomes and there’s hardly any evidence for societies in the past of cousin-cousin marriage. From a historical perspective this really is outstanding,” he added.

Stockhammer and his colleagues believe such unions were down to economics, to prevent family land from being divided.

A two million- year-old trunk from a larch tree still stuck in the permafrost within the coastal deposits. The tree was carried to the sea by the rivers that eroded the former forested landscape.

He explained: “All of the driving force is to unite the land within the family. If you look at what people were growing, it was grapes and also olives for olive oil, but both grapes and olives might need to be at a certain place for decades.

“If you marry in your family it means that you focus on staying in the same area.”

He said that, by contrast, in other parts of Bronze Age Europe, women often traveled hundreds of miles in order to marry. Resources in those areas would have been more plentiful, he explained.

“In Greece, there’s not much space to grow things and things that you plant need decades to grow,” he said.

“We can completely see the cousin to cousin marriage from the genomic evidence. It’s too many people doing it to say it’s pure chance – but it isn’t 100%. I would say it was quite a strict practice.

“It’s an unwritten rule because everyone has done it.”

Stockhammer explained the significance of the discovery, saying: “With this knowledge we are basically forced to rethink the social organizations in this period and societies that were behind these amazing works of art and architecture.

“It’s a society where we have written records about palace administrations but we are now able to say something about the normal people.”

Chilubi Member of Parliament Hon Mulenga Fube says the former ruling party Patriotic Front will make history in Zambia as being the first political party to bounce back to power in 2026.

Hon Fube says most people have realized that they made a mistake of entrusting the UPND with state power.

He said it is not a secret that the UPND under President Hakainde Hichilema has failed to deliver their campaign promises.

He was speaking in an interview with Smart Eagles in Lunga District, Luapula Province, where he is with other MPs to drum up support for the PF Itala Ward candidate Boniface Chalwe ahead of this Friday’s ward by-election.

“On 12th August 2021, UPND with the help of America managed to make a hole into the PF boat but the boat is repairable. That’s why PF has taken the boat to China for proper mending in readiness for 2026 polls. The boat will sail with more speed once the hole is repaired,” he said.

“The belief that former ruling parties don’t return back to power is a fake one because of different circumstances and under which the ruling parties are kicked out of power. The UPND will be the first ruling party to serve one term if the political trends in the country is to be studied and appreciated.”

He said it is clear that the consciousness of Zambian voters is getting higher every poll year.

“The UPND shouldn’t forget that UNIP and MMD ruled 27 years and 20 years respectively. PF ruled half the period MMD stayed in power but improved the country’s infrastructure 5 to 10 times what MMD did,” he boasted.

“PF has left a strong legacy, which even the propaganda of UPND won’t manage to water down. PF ruled for 10 years and it’s clear with the current political landscape that UPND is headed for a crush in 2026.”

Not under the president like president HAKAINDE HICHILEMA , no one is going to play with the presidency of a sober and well exposed leader of a country who understands wastage from an informed position . We have seen how PF members tried to misdirect FISP fertilizer for theft , a few carders were cought unparkaging fertiliser and repackaging it in small packages of 5kg , as a demonstration of what farmers were recieving for the year 2022 /23 farming season ,we thank the security wings for apprehending the PF carders , we are also seeing a similar conspiracy where they place a price tag of mealie meal indicating a very higher price of over two hundred .we saw how they posted pictures indicating that there was too much water at lake Kariba ,and so govt should not have announced the hours of load shedding. They came together to denounce the export of electricity ,which they did start and they never stopped even when the problem was worse than now .

We saw how young leaders of political parties were used and made to defame the president just to show the international community and the world over that in Zambia we don’t have any human rights , many zambians did not realise why suddenly the opposition were very eager to champion the issue of GAYSIM in Zambia . Most policies in Zambia and a lot of of sectors require grants and other aid funds to support the good performance of a govt , so the opposition have realised president HAKAINDE HICHILEMA is scoring internationally and our relations with great countries has brought and opened the required window for support . They want president HAKAINDE HICHILEMA to fail so that the gay issue is a scheme to dent the UPND govt . We should recall that after imploying teachers and medical persons , Some leaders said president HAKAINDE HICHILEMA is a lier to the international community that he was going to employ such a number of civil servsnts , after the president reaffirmed that zambia was going to have free education in addition of these unprecedented decisions after five govts .

Let’s also reflect that PF members have been vocal that zambians are suffering there is no money in circulation because the UPND govt can’t pay the local contractors , in the media it appears a very genuine claim , but in reality it is a criminal move by PF leaders and their members to claim for money they did not do any service for the country . Zambians may recall that 90% of the contractual jobs were given to PF members . This means most of these contractors asking for payment of their companies are PF members wanting to use the people as their shield for political mileage .

PRESIDENT HAKAINDE HICHILEMA is going to be hated for doing the correct thing and it is my belief that the president will continue to have the people’s support . The UPND govt instituted an Audit on the local debt about the contractors and what they did to demand for such colossal sums of money from govt , prio before elections a zmk 10.4 billion was allocated to pay companies that were to do the feeder roads in the country , mostly from the PF strongholds , an estimated zmk 2.4 billion was paid out to companies owned mainly by PF members as an upfront to work on feeder roads before elections , this money can be catigorised as having been shared and stolen because no job was done by any company in the country to do feeder roads .

We have seen PF members saying there is hunger in Zambia , they have seen it now because when we told them , they said join PF and live better ,they did not know that they were going to experience the same damaged economy their leaders had blinded them with handouts . President HAKAINDE HICHILEMA is an excellent leader who is not moved by CRIMINALISED publications intended to decieve zambians and syphon state resources for no job done , zambia is in safe hands . RELEASE RESULTS OF AUDITS, PAY LOCAL SUPPLIERS AND CONTRACTORS

Patriotic Front Presidential Candidate, Amb. Emmanuel Mwamba has called on government to settle the outstanding payments due to contractors and suppliers.


Reacting to the announcement by the International Monetary Fund(IMF) that its President, Ms. Kristalina Georgieva will visit Zambia, Mr. Mwamba said government focus and efforts have been spent on resolving its International and foreign debt, totally neglecting its domestic debt.


He said the local debt of K76.8billion was too huge to withold from the local economy and has destroyed companies, small and medium enterprises.


Mr. Mwamba said it was clear that government was determined to impoverish its own citizens by withholding payments for public works done by the private sector and supplies of goods submitted to government ministries and agencies.
Mr. Mwamba stated that the excuse that the local debt was being audited was no longer tenable as the consultants were given two months to do the work and submit reports.


He said Government should not be allowed to willfully bankrupt local businesses for flimsy and unfounded reasons such as the entities were associated with the former ruling party, the Patriotic Front.


In July 2022, Ministry of Finance appointed; EY Advisory Services, PwC, Client Focus Solutions Chartered Accountants; CYMA Chartered Public Accountants and Management Consultants and Mark Daniels Chartered Accountants to audit the local debt accrued by government.
The areas of focus included value-added tax refunds, fuel arrears, farmer input-support program arrears, salaries and road contract arrears and General Goods and Services arrears.


The exercise was expected take two months to complete and at the end of which the consultants were expected to submit their final reports.
He called on Governmentto release the audit reports and pay the suppliers and contractors.
The audit exercise gobbled K16.8 million.


And Mr. Mwamba has expressed concern at the delays for government to obtain the much publicised $1.3billion IMF Bail-out.
He said it was clear that the bail-out depended on the agreement by creditors to restructure or write-off Zambia’s debt.
He said Zambia, like Chad and Ethiopia owed China more money than any other creditors and the Creditors Committees so far established in these countries faced challenges to resolve the issues.


He called on President Hakainde Hichilema to heighten diplomatic engagements with China to help resolve the debt crisis.
“All these visits to Newyork, Washington or Dubai have yielded nothing but mere Memoranda of Understanding. A visit to China will however resolve the current biggest economic crisis brought about as a result of the foreign debt”, said Mwamba.


Mr. Mwamba said it was clear that even the proposed meeting of Creditors Committee due to take place in India on the sidelines of the G20 Meeting was a meeting for mere consultations as it was outside the Common Framework for Debt Treatment, a multi-lateral mechanism for debt restructuring and debt forgiveness.


He said without hokding a formal creditors’ meeting will further delay the issuance of the IMF Bail-out package to Zambia.
Mr. Mwamba called on the Minister of Finance to concentrate on mobilising local resources through collection of fair and just taxes especially from the mining sector than chasing the wind provided by IMF.


He said Government was running the country on accumulating more debts as seen in national budget financing through treasury bills and government bonds whose debt had risen to K203 billion ($11.9billion).


He warned that the growing budget deficit will destabilise any measures to grow the economy and must be plugged by raising adequate domestic revenue especially through the mining sector.

CHAZANGA WOMAN WEEPS AS SHE TESTIFIES IN COURT HOW ARM WAS AMPUTATED AFTER A SELF PROCLAIMED DOCTOR INJECTED HER WITH FAKE FAMILY PLANNING DRUG

A 31-YEAR-OLD woman of Chazanga Township, Lusaka, wept as she testified how she experienced excruciating pain in her arm which was later amputated after a self-proclaimed doctor injected her with a purported family planning medication.

Nancy Musonda further narrated that after the ‘doctor’ injected her, the side effects of the drug caused her infant to suffer diarrhoea after being breastfed.

She was testifying in a case Shaderick Ng’andu, 58, is charged with maliciously administering of poison with intent to harm.

On August 12, 2022, Ng’andu, with intent to injure, allegedly administered a noxious drug on Ms Musonda and caused her grievous bodily harm.

Yesterday, Ng’andu appeared before Lusaka magistrate Crispin Hampungani and denied the charge.

In her testimony, the victim said on August 11 last year around noon, her neighbour called her and introduced her to the accused who was being referred to as doctor HH.

“My neighbour told me that Dr HH supplies family planning injections to everyone in the area,” Ms Musonda said.

Ms Musonda, who was in her shop at the time, then asked Ng’andu if he had family planning medication which can last for three months.

In response, the accused said that the medicine was available at K20.

“He then excused himself and when he came back, he put medicine in the Syringe and injected me,” the woman said.

Ms Musonda paid K20 for the medication.
“After he injected me, I started feeling pain. I later breast fed my son and he had diarrhoea. I then went home,” she said.

Ms Musonda said the pain persisted the following day and the baby started vomiting.

“The pain continued and I stopped going for work until I decided to go to the clinic where they prescribed neutralising medication for me,” she said.

The witness said the pain never stopped.
“I was advised to go to Kanyama clinic where they cut the wound and told me I should go back so that it could be cleaned,” she said.

The court heard that after several visits to the clinic, her arm burst open and she fell unconscious.

“When I woke up. I found myself at University Teaching Hospital where I discovered my arm was amputated,” she said and wept.

In cross examination, Ng’andu claimed that Ms Musonda could have been drunk and decided to finger him in connection with the allegations.

Trial continues on February 20 this year.

NIGERIA ELECTIONS: HOW SOCIAL MEDIA INFLUENCERS ARE SECRETLY PAID BY POLITICAL PARTIES

(BBC) A BBC investigation has discovered that political parties in Nigeria are secretly paying social media influencers to spread disinformation about their opponents ahead of general elections in February.

The BBC’s Global Disinformation Team has spoken to whistle-blowers working for two of Nigeria’s political parties, and prominent influencers who have described it as “an industry”.

The whistle-blowers say parties give out cash, lavish gifts, government contracts and even political appointments for their work.

We changed their names to protect their identity. “Yemi” is a prominent strategist and “Godiya” a politician.

“We’ve paid an influencer up to 20m naira ($45,000; £37,000) for delivering a result. We’ve also given people gifts. Other people prefer to hear: ‘What do you want to do in government, be a board member, be a special assistant?’,” says Godiya.

Situation rooms are commonplace in the run-up to an election. It’s where political parties strategise, develop plans and monitor their campaigns’ success. But in the rooms the whistle-blowers described to us, there was another function: following how false narratives assigned to influencers were performing.

Strategist Yemi says fake stories are developed to improve their candidates’ chances: “You can deliberately misinform in a suitable way for you.”

The BBC has spoken to multiple influencers who have confirmed that payment in exchange for false political posts is widespread.

One influencer who asked not to be named – with almost 150,000 Facebook followers – told us he is paid by political parties to post completely false stories about political opponents. He says he does not do it openly but rather plants false stories through other micro-influencers he hires.

Separately, Rabi’u Biyora is a major influencer known for supporting the governing All Progressives Congress (APC) party.

He told us he was “wooed” by an opposition party to stop promoting the APC’s candidate, and give his support to their candidate instead.

Posts on his Facebook timeline confirm he did just that. He told us he did not receive gifts of any kind to do so. But we discovered a Facebook post from 2019 in which he said he received a car and money from a party in exchange for his support on social media.

We put this finding to him, but he stopped responding to us.

Tactics:

With an estimated 80 million Nigerians online, social media plays a huge role in national debates about politics. Our investigation uncovered different tactics used to reach more people on Twitter. Many play on divisive issues such as religious, ethnic and regional differences.

In July, influencers widely shared posts associating Kashim Shettima, the APC’s candidate for vice-president, with members of the Islamist militant group Boko Haram.

This false narrative gained momentum on Twitter and was shared thousands of times, spilling onto WhatsApp and other platforms.

Using reverse image search, we found that those in the picture with Mr Shettima were nomadic Fulani parents whose children he had enrolled in secular schools in 2017, not members of Boko Haram.

IS THE JUDICIARY STILL ON TRIAL?

INTRODUCTION
In a must-read periodical article published by the Zambia Law Journal in 2011 titled “The Zambian Judiciary on Trial: the Politicisation of the Judiciary or the Judicialisation of Politics?” Dr. Mumba Malila, S.C., now his Lordship the Chief Justice of the Republic of. Zambia, introduces his first chapter by acknowledging that there existed a widespread public perception that the Zambian Judiciary had lost its independence, or was otherwise compromised. This public perception was based on a belief that the Judiciary had conspired with the executive arm of government to entrench a culture of impunity for government officials involved in corruption and abuse of taxpayer’s money.

Over a decade later, the tide has turned in the opposite direction, with a growth in perception that the Judiciary has now been weaponised against government officials, opposing politicians and citizens in general. This is the theme for our discussion.

WEAPONISING THE JUDICIARY?
According to the 2011 publication by Dr. Mumba Malila, the judicialisation of politics, and with it the politicisation of the Judiciary which occurred since the advent of multi-party democracy in 1991, had seriously affected the independence of the Judiciary in the negative. This author wonders whether a similar conclusion about our country’s Judiciary, now presided over by the self-same Dr. Malila as Chief Justice of the Republic of Zambia, would be reached at this point. I think the perception has changed and shifted to what some claim – whether true or not – that the status has moved from the judicialisation of politics to weaponisation of the Judiciary or judicialisation of the weaponry. Let me explain.

After two decades of the State losing court battles in the fight against corruption, including an era in which the country was said to have been turned into a courtroom, the Rupiah Banda government enacted the Forfeiture of Proceeds of Crime Act on 13th April, 2010.

The Act now provides an easy route for the State to secure convictions of former and serving government officials and persons accused of financial crimes. Such convictions are based on nothing more than suspicion – a state of conjecture or surmise where proof is lacking – that an accused person could possibly have committed a crime and gained some pecuniary advantage in form of money or real property, namely land, a farm, mine or housing or other items of value.

Under the Act, the State doesn’t need to prove that a crime was actually committed and proved beyond reasonable doubt, as required by a long-standing principle of criminal law. The accused is easily sent to jail on the balance of probabilities that what they possess may have been acquired from some unknown and unproven crime, which violates the constitutional right to be presumed innocent until proved guilty before a court of law.

The Constitution itself was, I don’t know why, crafted to provide for “certain instances” when the prosecution can require an accused person to prove that they did not commit a crime in order to acquire the property which is being alleged to be the proceeds of crime.

In this instant case of the Act, the burden of proof remains with the accuser, to prove him/herself innocent once the State proves its suspicion on the balance of probabilities. Once the courts finds the accused person with the case to answer, the accused person should never opt to exercise the option of remaining silent. It can be fatal. They ought to give some sort of explanation to prove their innocence.

The promulgation of the Act was the beginning of what some members of the public allege to have been the executive weaponizing the Judiciary against former and serving government officials and persons alleged to have committed financial or economic crimes.

Since 2010, the growing culture by the executive has been to use the weapon in its hands to deal with government officials and, especially, those who have served in government but are now opposing politicians and even private citizens who have nothing to do with government or politics, but are perceived as encroaching on the territory of those who wield power – more recently, the case of James Ndambo is illustrative of this trend.

Successive leaders have, to a large extent, moderately used this weapon but there have been cases, of course, in which politicians smelt the stink of this law when they crossed paths with those who had political power. Investigations and prosecution would be ordered against fellow power brokers perceived as being a threat to their position of power.

More recently, sentiments from a certain section of society are that the judicialization of political power, i.e. the abuse of political power to harass perceived or real competitors through weaponised legislation, has been actualised through the formation of the Economic and Financial Crimes Courts, whose expectation is that they shall speedily convict those brought before it through the very convenient Forfeiture of Proceeds of Crimes law.

Shortly after the formation of the Economic and Financial Crimes Court, the self-same Dr. Mumba Malila, now in his capacity as Zambia’s Chief Justice, designated specific subordinate courts to handle alleged economic and financial crimes on a fast-track basis. It is now being alleged that some magistrates, many of whom have considerable experience serving on the bench, were transferred from Lusaka to apparently pave way for what His Lordship the Chief Justice has termed as “carefully identified magistrates” to preside over these courts.

Of course, the public was not told what criteria constituted this “careful selection” in view of the fact that all judicial officers and judges are presumed to serve only the Constitution and the law regardless of demeanour. From the knowledge available in public domain, none of these carefully selected magistrates were known to be experts or to have had more specialised training in financial and economic crimes than their colleagues who were transferred to make way.

It is a sound assumption that all adjudicators (Judges or magistrates) of the same class are equal, and none may therefore be considered to be more suitable than any other at any level. Our Chief Justice now seems to contend that good adjudicators can be identified by “careful selection” and duly declared to be better adjudicators than others.

In other words, if one seeks a fair trial, then by default, the magistrates who serve on the Economic and Financial Crimes court are the best, having been “carefully identified and selected” for their qualities by the powers that be. All other magistrates are to be treated with caution, having failed to pass the careful scrutiny which would have qualified them to serve on the Economic and Financial Crimes court?

It is entirely logical to make the argument that, from that moment, His Lordship the Chief Justice Dr. Malila, has publicly declared the clear intention of the Judiciary to implement the program of the Executive branch on fighting corruption and ill-gotten wealth under the banner of these financial crimes’ courts. In his own words, “it is not business as usual.” Indeed. The political establishment wanted the fast-track financial crimes courts for their own purposes; Chief Justice Dr. Malila obliged and delivered.

The unusual judicial business can be discerned from reading a couple of His Lordship’s the Chief Justice’s speeches, delivered this far: the Judiciary has stepped into the corruption fight as a special case, and this determination by the Judiciary, is demonstrated by the Judiciary moving very rapidly in establishing some subordinate courts which are presided over by “carefully identified” magistrates to secure convictions and win the corruption fight.

In future, some statistics ought to be done on how many cases were taken before these courts using the very convenient but questionable legislation which the Supreme Court had found to be constitutional in the Liato case. As we now know politicians, this same law will in future be utilised against those that may be serving in government today. Its a never-ending cycle.

During the 2023 Ceremonial Opening of the Lusaka High Court Criminal Session, His Lordship the Chief Justice Dr. Mumba Malila, S.C. expressed his concerns to Judges and, by extension, to Judicial Officers about delays in the judicial process. In his own words, he said:

“The pace of disposal of many of these matters has admittedly been slow, which has provoked the impatience of the people whose resources were allegedly stolen. They are agitated by the tardy prosecution process. They want results quickly…”

The Chief Justice is concerned with meeting timelines, rather than the requirements of court processes which may delay the work of his financial crimes court. On the other hand, the State, who is the complainant on behalf of the people, wants to see verdicts in the financial crimes’ courts delivered speedily and prays for convictions.

Fair enough, but here is the worrying aspect. Is His Lordship the Chief Justice saying to the courts that they must now act as demanded by the public who are agitated by the tardy prosecution process? The Chief Justice says the people want results quickly. So the public and the courts should never mind what the legal process requires, and the Judiciary shall do as the people demand, not as the processes require?

It has always been my believe that the Judiciary serve justice under law, and not the people as such. Do we, as a public, assume that when a criminal matter is presented before the Judiciary as “The People v. Citizen Z,” then the people must always win because the Judiciary declared itself as having been employed by the people? Do we forget that we the people are also being claimed by the political classes as being their employer?

Are we to assume, then, that there is some collusion between the Judiciary and the politicians in their joint claim of being employed by the people? In those circumstances, can Citizen Z expect justice from a Judiciary which is expected by the public to owe its loyalty not to the constitution and the law, but to a fickle public?

The old maxim that “the wheels of justice grind slowly” is being seen as an impediment to swift convictions regardless of the facts or the law and should therefore be cast out of the path to swift convictions as demanded by the people, who according to the Chief Justice, are the victims whose money has been stolen.

But justice comes about by establishing the facts as required by the law, and this is established through the judicial process with its many rules which ensure that justice is not only done, but is seen to be done.

With the clock ticking so fast, it is expected and will become inevitable that our Chief Justice Malila may come under intense pressure to show and deliver results to the executive, which represents the people whose resources were allegedly stolen. The expectations are that the Judiciary ought to assist the executive by securing convictions and commensurate sentences. His Lordship, the Chief Justice Dr. Malila himself thus states:

“… no matter how long it takes, the courts are expected at the appropriate moment to deliver their verdicts. I expect that if these individuals are found guilty on the evidence, the courts will apply the full rigours of the law.”

But Chief Justice Malila does not end there. Speaking more like a member of the executive arm whose duty it is investigate corruption and bring suspects to book, he goes on to warn current leaders serving in government today as well as the civil servants, of what awaits them:

“I am also expectant that the criminal conduct, if any, of those currently mismanaging in any way the financial affairs of the State, stealing in various forms from the public purse or flouting procedures and causing financial loss or property – in short those engaged in criminal conduct, must know that they may be continuously undergoing surveillance and scrutiny by our law enforcement agencies and will be brought to justice as soon as prima facie evidence of criminality is established.”

As I loudly read out these remarks to my colleagues while we were taking a warm beer at Kawama, one colleague lamented, “these are hardly the words of a neutral judge who expects the State, in its prosecution of alleged offenders, to present convincing evidence on the basis of which, during trial by an unbiased court, the court will reach its verdict.”

Another one added, “this is fighting talk by an apparently neutral referee who, by his words, has already come to the conclusion that those brought before the courts, are guilty as charged unless they, the accused, can convince the court that they are innocent.”

Going by the words and tone of the Chief Justice’s speech quoted above, the author believes the courts may be disinclined to treat the accused as being innocent unless they prove themselves innocent. Whether the accused can expect a fair trial, is a moot point.

More as a reminder to the carefully identified magistrates and judges, and in a tone usually known among those who instigate and prosecute corruption cases, Chief Justice Malila told the gathering at the High Court:

“I must state from the outset that this corruption war will not be won overnight but with what the French call volonté politique (political will) and the support and participation of all persons of goodwill, who are in this case the victims of the vice in one way or another, it will be won someday.”

Volonté politique from the lips of the Chief Justice! Mon Dieu! Surely not! The Judiciary does not, should not need political will to perform its noble role of delivering justice to all – prosecution or defence or public.

This hymn of political will, should best be sung exclusively by the Executive and not the Judiciary, let alone the Chief Justice himself, one of the judges in the people’s last line of defence of our rights, the chief officer of our country’s justice system, to whom aggrieved appellants, especially accused persons, will one day stand before him.

With his own words, our esteemed Chief Justice may be revealing his prejudices ahead of his adjudication, and through his speeches to his fellow adjudicators, he foists his opinions and his prejudices upon the entire Judiciary.

THE CASE OF DR. KATELE KALUMBA & OTHERS

In the relatively distant past, Dr. Mumba Malila (as he then was) had been part of the government of President the late Levy Mwanawasa who had appointed him as Attorney-General. In that capacity he rendered opinions to the government and, as admitted by himself, had joined the rather populist anti-corruption crusade which, the course of its execution, suffered some substantial setbacks.

Dr. Malila had continued the prosecution of former President the late Dr. Frederick Chiluba, Mr. Faustin Kabwe, Mr. Aaron Chungu, the UK law firm of Messrs. Meer Care and Malik as well as two other UK law firms, in the London High Court. However, the decision of the London High Court could not be enforced in Zambia – the Zambian Courts refused to register it in the absence of a law establishing a mutual obligation on the high Court of Zambia and it’s counterpart the high court for England and Wales, to enforce the decisions of the two high courts in each other’s country or legal jurisdiction.

In 2022, it is Dr. Mumba Malila sitting as Chief Justice and one of the three judges who, almost a decade later, who confirmed the jailing of Mr. Faustin Kabwe, Mr. Aaron Chungu, former Finance Minister Dr. Katele Kalumba and his Permanent Secretary Mrs. Stella Chibanda by then Magistrate Mr. Edward Musona. This conviction of Dr. Kalumba and his fellow accused persons by the Subordinate Court was well before Dr. Malila was appointed to the bench.

As it turns out, two of the Supreme Court Judges who heard and passed the verdict to imprison Dr. Katele Kalumba, that is, Chief Justice Mumba Malila himself and Honourable Mr. Justice Jones Chinyama, were both actively involved in the earlier prosecution or sentencing of the four appellants during their trials at the subordinate court of these four appellants; Dr. Malila was the Attorney General and Mr. Justice Chinyama was a Magistrate, at the time, between 2006 and 2010.

As Senior Resident Magistrate, Hon. Jones Chinyama handled the cases where the former President Frederick Chiluba, Faustin Kabwe and Aaron Chungu were the co-accused on charges they were facing, involving the theft of US $500,000 from the government. The two business executives were found guilty of theft and possession of public funds and were each imprisoned for three years each.

On the other hand, Dr. Chiluba was acquitted on the basis that the State had failed to prove the cases against him, and also noting that Dr. Chiluba, as President of the Republic was not subject the rules which governed the conduct of public officers. He was not a public officer. The then Magistrate Chinyama had, however, found Dr. Chiluba’s co-accused, that is, Access Financial Services Limited former directors Aaron Chungu and Faustin Kabwe, guilty.

Clearly the two judges should not have sat to hear and determine the appeal, in this case as they were largely prejudiced and biased because of their previous roles in these matters. It is reasonable to extend the requirement of a neutral arbiter to a dispute, that is, that no one shall be judge is his own case, to those who had previously prosecuted or heard and pronounced themselves on the matter.

BLIND OR AGITATED JUDICIARY TO PUBLIC COMMENTS?
In Chapter IV of his 2011 article, Dr. Malila discussed the question of why the Zambian Judiciary cannot afford to ignore comments about its independence and integrity. Among all arms of Government, it is the Judiciary which must actually adopt the Voltairean principle, “I wholly disapprove of what you say but will defend to the death your right to say it.”

And when opening the 2023 Criminal Session, Chief Justice Malila urged judges to determine cases based on evidence and the law, and not to allow themselves to be influenced by external pressures and factors such as political statements or indeed their own prejudices.

While the Chief Justice is not far from the truth when he stated that there is indeed a risk of push back against the anti-corruption efforts by powerful persons and sometimes by the very individuals being called upon to account or by their proxies, the greater risk though is that of “push forward” of corruption cases even when the evidence is insufficient, is not cogent, is scanty or even non-existent, as appeared to be in one case I closely followed in the new Financial Crimes Courts.

The internal ‘push forward’ in these cases could be motivated by the need for courts to be seen to be doing something in the so-called fight against corruption. It is not inconceivable that some in the Judiciary may want to be seen singing the same hymn with the executive under the guise of fighting corruption, by convicting persons through the use of an easy Forfeiture of Proceeds of Crime law, under which possession of property reasonably suspected to be proceeds of crime is sufficient to secure a conviction. After all, it may be reasoned that these cases do not require proof beyond reasonable doubt but just suspicion.

The role of the courts is to dispense justice in a fair, impartial manner and without prejudice. This is what we mean when we say Justice is blind. Judges and Magistrates must fairly make decisions based only on the information presented to them, rather than based on personal experiences, or who they like most. The courts are supposed to protect the rights of the people without being influenced by outside forces or the singing, grievances, and recitations by the complainants.

The moment the executive or even the top Judge himself begin to lecture Judges and Judicial Officers, asking them to open their eyes towards what is happening outside the courtroom, in the public sector, or to the public purse and telling them that they have a duty and must restore what was allegedly stolen, is the time when we asking Judges to remove their blindfold. In simple terms, it is asking judges and judicial officers to use our prejudices, likes and dislikes when hearing cases or in passing their verdicts.

It is a fair opinion to state that Chief Justice Dr Mumba Malila is clearly attempting to align the attitude of the Judiciary to the wishes of the Executive branch whose motivation in its pursuit of those accused of corruption can no longer be the conduct of fairer trials and impartial assessment of evidence but merely getting convictions for political expediency and wining international accolades.

Will we see, under the leadership of Mr. Chief Justice Malila, the Judiciary becoming the guardian of the executive branch or the Judiciary becoming the security guard of the Treasury, and not the guardian of citizens’ rights and liberties, including the right of accused persons?

But His Lordship did not forget to also sternly warn the public against what he termed irresponsible criticism, when he said:

“We will not condone baseless attacks aimed at ruining the judiciary with regard to current reforms taking place.”

Dr. Malila said the judiciary was not flattered by criticism which was vicious and irresponsible and would not condone such behaviour. He said the judiciary welcomed constructive criticism and would always adopt well balanced views regarding the performance of the institution.

It is becoming apparently clear that the three powerful arms of government are positioning to insulate themselves from vicious public criticism. The Legislature is in the habit of summoning members of the public who criticise it and subject them to reading apologies they don’t not write themselves.

When a person refuses to read such apology written on their behalf, whose wording they don’t agree with as did Hon Raphael Nakacinda, then they are told to wait for other stern action to be taken. Hon Cornellius Mweetwa suffered some suspension for refusing to apologise but Nakacinda may be unluck because the Judiciary, which itself is warning the public against vicious criticism, may be asked to send him to prison.

I agree with Dr. Malila that the public must offer constructive criticism to the Judiciary. Afterall, the Judiciary is accountable to the citizenry whose judicial power they exercise. But vicious criticism is also not to flatter the Judiciary. Those who use vicious criticism are people that believe options have run out for communicating its messages or the Judiciary is ignoring public comments regarding its performance.

Among the three arms of government, the Judiciary is supposed to be a leader in protecting the right to expression as it did in the case of Roy Clarke whose sharp criticism of the executive, through satire, had earned him deportation which the court reversed. Even though freedom of expression is not absolute, the Judiciary must protect this freedom of expression to the biggest extent possible.

CONCLUSION
It is the conclusion of this author that Dr. Malila has joined the executive in grieving on how corruption cases are taking long, and is now reciting the same verse in warning public officials. Is this the subtle way of asking his carefully selected magistrates at the financial crimes courts and Judges to take note of these external factors even as they hear cases and deliver their verdicts? Is our celebrated Dr. Malila telling Judicial Officers and Judges that they must remove the blindfold?

There can be no due process, no rule of law, no justice without neutrality from our adjudicators or when adjudicators are enjoined to be part of the executive’s anti-corruption drive, largely expecting them to convict or to order that people’s properties be taken away based on the weapons we have put in the law and gifting it to the State, who have now found an easy weapon in the law which doesn’t require them to prove the real crime that could have been committed before convictions can be made and peoples properties taken away in a country with an informal economy.

Several high-profile lawyers, leaders, and NPOs have threatened Eskom CEO Andre de Ruyter and Public Enterprises Minister Pravin Gordhan with legal action following their failure to provide a stable power supply to the country.

“`The letter issued to De Ruyter and Gordhan on Monday, was addressed by Mabuza Attorneys and at least six other law firms – Buthelezi Vilakazi Inc, Makangela Mtungani Inc, Mketsu & Associates Inc, Mphahlele & Masipa Inc, Madlanga & Partners Inc and Ntanga Nkuhlu Inc Attorneys.

The legal team has received the backing of United Democratic Movement leader Bantu Holomisa, Build One SA leader Mmusi Maimane, policy analyst Lukhona Mnguni, the Inkatha Freedom Party, the National Union of Metalworkers and several NPOs.

The legal team said their clients instructed them to demand that loadshedding be stopped with immediate effect and, if not, a full explanation of why the government could not stop it.

Alternatively, they also demanded a specific timetable for when loadshedding would end, and the reasons for the timetable.

They said the state should develop and make publicly available a clear plan to end loadshedding, which must include the resources available to ensure it was realised.

*Lastly, the lawyers demanded the 18.65% increase granted by the National Energy Regulator of South Africa (Nersa) should not be implemented, pending the determination of the court challenge their clients intended to institute.*

Eskom and Gordhan have until 20 January to respond to the letter to avoid legal action.

_"If we are compelled to bring proceedings which we hope to avoid, papers shall be lodged on 23 January 2023 for urgent relief," the lawyers stated._

"It cannot be disputed that the state, as represented by the ministry of public enterprises and Eskom, has not taken any reasonable measures to provide vulnerable South Africans with adequate and reliable energy, whether electricity or any other alternative forms of energy.

*"In so doing, the state has contravened its duty to provide energy as imposed by the Constitution, national legislation, and contract."*

On Monday afternoon, Eskom announced Stage 4 loadshedding would be implemented at 05:00 to 16:00 from Tuesday, followed by Stage 5 loadshedding at 16:00 to 05:00 from Wednesday.

The embattled power utility said over the course of this week, 14 generators were expected to return to service, helping to ease the pressure on the power system.

Eskom bought an additional 50-million litres of diesel on 6 January 2023.

But the legal team said in its letter that the state had failed to manage the grid responsibly, resulting in material breaches of the constitutional rights of citizens.

“Eskom is an organ of the state. The Constitutional Court has affirmed its role to supply electricity to ensure the economic and social well-being of the people.“`

“It affirmed further that Eskom cannot unilaterally reduce the bulk electricity it supplies. This ruling does not only apply to the supply of electricity to municipalities, but equally to Eskom’s general obligation to transmit and deliver electricity to the nation as a whole.”

Since Eskom implemented Stage 6 loadshedding last Wednesday, many small businesses have buckled under its strain, courts have come to a halt, and hospitals, schools, and households have been left without stable electricity supply for eight to 12 hours a day.

According to the lawyers, some of the biggest problems caused by loadshedding and leading to the closure of SMMEs included the lack of internet or Wi-Fi, staff morale, and productivity, ATMs being out of order, loss of planning due to unplanned outages and the inability to trade.

“Small business report that loadshedding is tough on their operations and can be mitigated only by long-term solutions such as the installation of solar panels, and generators, devices which they can ill afford.”

Some SMMEs have also reported their equipment had been damaged due to power surges.

Besides its impact on businesses, traffic has also worsened since most traffic lights stopped working during loadshedding, and security concerns were raised.

“`”As security systems turn off when the power does, it leaves businesses vulnerable to all sorts of attacks, and has even caused businesses to get more insurance coverage,” the letter stated.

“We are instructed that the prejudice is due to only the unreliable electricity supply and the protracted power outages occasioned by the ever-increasing number of hours per day that they are left without power.”

The lawyers argued loadshedding also disrupted teaching and learning after it was reported some schools had not been built in a way that let the flow of natural light into the classroom.

Therefore, without generators, many schools and pupils were left in the dark.“`

The legal team argued loadshedding had significantly affected hospitals and healthcare workers. It also contributed to the backlog of some surgical procedures.

“When loadshedding happens, many public hospitals lose the ability to provide proper healthcare services. Even though many do have generators to provide backup power, it is still not a sustainable option.

“Frequent blackouts also affect medical equipment as health equipment has been upgraded and requires an uninterrupted power source, they get damaged as continuous power cuts occur.

“Consumables such as pharmaceuticals, medications, and vaccines that require cold storage are also a concern as they are unable to be kept at the appropriate temperature during loadshedding.”

The safety of healthcare workers was also compromised because those who finished late or started in the early hours of the morning were vulnerable to criminals.

Municipalities also battled rampant cable theft, with instances drastically increasing over the festive period due to loadshedding.

Meanwhile, Ramaphosa called an urgent meeting with opposition political leaders on Sunday night as part of the government’s plan to address the ongoing Eskom crisis.

At least three political leaders, who were at the meeting, told News24 that the latest proposals in the government’s most recent attempt to address the energy crisis included a plan for National Treasury to take over Eskom’s debt.

To improve the generation capacity, which appears to be the significant contributing factor to the current power shortages, Ramaphosa and Gordhan are said to have agreed that Eskom’s debt – which is over R400-billion – should be transferred to the National Treasury.

“There was consensus that the debt is moved to Treasury because whenever there is a cashflow problem at Eskom planned maintenance is the one that suffers,” Al Jama-Ah’s leader, Ganief Hendricks, told News24

He added that while Ramaphosa said it would benefit the country if Treasury took over the debt, Finance Minister Enoch Godongwana would make the final decision.

Hendricks said Gordhan had also proposed that each province have its own grid instead of the entire country relying on only one.

“[H]e came up with a proposal that there must be mini-grids … so that if one collapses like now, there are another eight that are working,” Hendricks said.

The plan was to get about 2 000 municipalities across the country to be grouped into regions and placed in charge over different grids.

“`Speaking to News24, energy economist Lungile Mashele said the proposal to have nine grids was feasible since numerous countries run on multiple grids.

She was, however, quick to add that the improvement of transmission capabilities was not going to help as the country still struggled with generation capacity.

Another shortcoming of the proposal, according to Mashele, was that it could create a situation where those who can generate electricity may transmit it through a possibly privatised grid, and this could lead to uneven power outages among provinces.

Another proposal was that Eskom be awarded a wholesale licence to purchase diesel, two political leaders who preferred to remain anonymous told News24.“`

They said Gordhan called for closer monitoring of how the power utility buys diesel, and added that the country could not afford to pay more than the retail diesel prices.

In December, the power utility said it had spent R11-billion on diesel in just 10 months and asked for another R20-billion for more diesel.

AN UNKNOWN man of Buchi township in Kitwe has died after he was allegedly hit by a stray bullet, while another is on the run after the duo attempted to sell a motor vehicle in Kitwe that was stolen at a Police Station in Chingola where it was parked for purposes of safety and security.

Copperbelt Police Commissioner Peacewell Mweemba confirmed the incident which happened today around 11:00 hours in Buchi Township and said a manhunt has since been launched for the other suspect.

Mr Mweemba said the Anti-Robbery Squad in Kitwe received information that there were two unknown male persons who were selling a Toyota Corolla, Silver in colour without registration numbers.

He said the informant was suspicious because the motor vehicle they were intending to sell had no number plates, but had insurance, road tax and certificate of fitness discs displayed on the windscreen and he decided to inform the police.

“Acting on the information, police rushed to scene and the two suspects upon spotting the police scampered in different directions. A team of officers separated and each gave chase to the two criminals who were ordered to stop but failed to heed despite firing several warning shots in the air as they continued running.

“In the process, one of the two was hit by a stray bullet in his left shoulder and fell down. He was later picked and rushed to Kitwe Teaching Hospital where he was pronounced dead upon arrival,” Mr Mweemba said.

He said the suspected stolen motor vehicle was recovered and upon searching inside, a church tithe card with a name and phone number was found in the car belonging to Redemption Shalom Church Lulamba Congregation.

“The number was called and it was established that the owner of the car was Micheal Muzolo who said he had on Monday night parked the said vehicle at Chiwempala police station in Chingola for safe custody but the following day when he went to pick the car, he discovered that it was stolen, ” he said.
Mr Mweemba said the matter was then reported to police and a further search in the car revealed a set of number plates hidden under the front passenger seat and matched with the discs on the car.

The opposition Patriotic Front (PF) in Lunga District of Luapula Province has boycotted an all stakeholders briefing by the Electoral Commission of Zambia (ECZ) scheduled to take place at the local District Administration this afternoon.
The briefing was called by ECZ to brief political parties and other stakeholders pertaining to the holding of the upcoming Itala ward by-election slated for Friday 20th January, 2022.


But the PF in the area said they were not going to participate in the briefing following the allegations of electoral malpractice regarding the transportation process of ballot papers to the area.


The party said it has information that the process of transporting ballot papers for Friday’s by-election was taken over by the ruling UPND with ECZ relegated to only playing a minor role of escorting the papers instead of taking the lead as mandated by law.
And area Member of Parliament Hon Chanda Katotobwe said it was unheard of in the history of Zambia for the transportation process of election ballot papers to be led by a political party.


Hon Katotobwe said this when he led other PF senior members who included three other PF Members of Parliament Hon Emmanuel Tembo (Feira), Hon Golden Mwila (Mufulira) and Hon Fube Mulenga (Chilubi) in campaigning for the party’s candidate Borniface Chalwe.
“The information that the UPND took over the transportation of ballot papers from Lusaka to Samfya all the way into Lunga district is disappointing on the part of ECZ,” he said.


Hon Katotobwe said he is disappointed with ECZ for not involving the PF as a major stakeholder in observing the movement of the ballot papers but allowed the UPND to take over the whole process.


He said the party wants the election to be free and fair in all aspects hence it cannot be part of the briefing which suggests connivance between the ECZ and the UPND to rig the elections in favor of the ruling party.


Hon Katotobwe has since challenged the UPND to level the playing field if their claims of being popular in the PF’s stronghold could be substantiated instead of using underhand methods that are not only undermining the credibility of the electoral body but also detrimental to the growth of democracy which the country has enjoyed over the years.


And Hon Katotobwe led the campaign trail to the District Administration to raise his concerns with the District Commissioner over the incompetences of the electoral body.


The Luapula lawmaker expressed disappointment that ECZ has done nothing to fill the vacant office of the Chairperson of the Conflict Resolution Management Committee which is cardinal in the electoral processes after the former Chairperson who is a Catholic priest was hounded out of the office by the UPND for suspecting him of sympathising with the PF


Meanwhile, the Chief Adminstration Officer at the Council Longa Silwenga who is also acting as the Returning Officer for the by-election was at pains to deny the allegations that the transportation of ballot papers was led by the UPND as he could neither confirm nor refute them.
Itala Ward has about 1, 192 registered voters and Friday’s by-election was necessitated following the resignation of former area Councillor Moses Mumba last year.

UPND is Making us Stronger, People are trooping back to PF-Davies Mwila

FORMER PF secretary general Davies Mwila says people are now trooping back to the former ruling party because the new dawn government has failed to deliver.

In an interview, Mwila said the UPND was making PF stronger every day.

“They’ve been regretting and they’ve been telling the leadership of PF that we are better off having PF than UPND because it’s like leaders don’t listen to the people that are crying. People are complaining and they are quiet. All the four corners of this country, people are complaining. The roads are not good, there are no medicines in hospitals, the prices of goods are up, mealie meal, the price of fuel, the price of fertilizer, the FISP programme has been a flop. People have been complaining and no one is listening. That’s why people are saying PF is better than the UPND. So our friends are not listening and because they are not listening, they will see what will happen in 2026 because people have decided,” Mwila said.

“PF has been united, PF is getting united in the sense that our friends are failing the Zambians. They’ve failed to deliver and it’s not the people who are making us strong, it’s the UPND themselves by failing to deliver. So people are trooping back to PF.

So that’s what is happening and I have said that if the UPND were delivering, we were going to remain with very few people in the party, but because they are failing, because of their failure PF has taken advantage and we are getting stronger.

And that’s why they are not even allowing us to hold meetings because they are scared. But people I can tell you that they’ve decided that they don’t need the UPND again”.

Mwila said with the prevailing situation in the country, UPND would be a one-term government.

“Looking at what is prevailing in the country, our colleagues are a one-term government. We are getting stronger, the party through the secretariat is going round all the provinces to audit all the structures before we go to the general conference. So as a party we are very much geared to make sure that we elect a new leader who will take us to 2026 general election,” he said.

Meanwhile, Mwila said the UPND government was a one-man show.

“It’s worse off because we told the Zambian people that you can’t elect people that have never been in leadership. Someone who has never been a Councilor, he has no experience. So this is what is happening because President Hakainde Hichilema has no experience. Where has he worked? Nowhere. He’s never been a Councilor, he’s never been an MP, he’s never been a minister, so where does he start from? I’m told that UPND government is a one-man show, he works alone and all the cabinet ministers and permanent secretaries fear him, they don’t talk. Even in cabinet meetings, we are told that he speaks alone. And all the appointments you have to wait for the President, things can’t move, ” said Mwila

IF WE had interrogated the current leadership enough and sought an explanation to the open statement of “Bally Will Fix It,” we would have avoided the current situation we are faced with today, Citizens First Party (CFP) president Harry Kalaba has said.
He notes that it is apparent from his lack of action that “he is all bark and no bite” and that Zambians are in for a “long remaining three years filled with incompetence at the heart of government”.
Kalaba says it is shocking that people who misled President Hakainde Hichilema concerning load shedding are still in office.
Addressing the media yesterday on current load shedding, Kalaba highlighted serious weaknesses in the UPND government that are too evident to ignore.


He reminded President Hichilema how while in opposition he used to claim that a lot of the challenges the country was facing were because of a lack of leadership.


“The recent admission by the Zesco board chairman [Vickson Ncube] that they misled the President has further shown the extent of the problem. Never in my living years have I seen an individual admit that they misled the Head of State and remain in post. Despite his taking on of the blame, we know that the chairman is far removed from the day-to-day operations of Zesco, which begs the question was he too misled by the management of Zesco? It is shocking that given the embarrassment that has befallen the President following his numerous comments, first on how he would end load shedding prior to being elected and second that he had ended it within eight months of being in office, so many of the people who told him it was over remain in office. The list of people who could have misled the President is endless. The Minister of Energy [Peter Kapala], the permanent secretaries at Ministry of Energy, his advisers at State House and the entire Zesco senior management who are all still in their positions. When one looks back regarding Zesco, it seems the President has been misled for a long time,” he said. “He claimed that Kafue Gorge Lower (KGL) had been abandoned in 2019 and his government resuscitated it and claimed that the financial problems related to other Independent Power Producers had been resolved and yet this was far from the truth. The President even implied that they had now started exporting power which seemingly had never happened before until he got into office. This is either truly a lack of information or the President is a man who likes to reap where he did not sow. With all the intelligence and resources surrounding the President, where is he getting this information that is tarnishing his presidency? The export of electricity did not start with his presidency nor did it start during the PF regime. This is something that has been obtaining from the time Zambia signed the power sharing agreement over 20 years ago.”


Kalaba said the current power crisis leaves many questions unanswered as the problem and the possibility of load shedding was known by engineers early last year.


He said it would seem that individuals in the current government were so desperate to claim that load shedding had ended that they ignored all the warning signs.


Kalaba charged that the current water levels of Kariba dam show serious recklessness on the part of those who manage the electrical system.


“The Kariba Dam was meant in part to provide storage of water to allow for continuous generation of electricity even in years when there was low rainfall. Given what is pertaining today, the dam has now lost its storage capability as every year the water that will flow into the dam will be used for generation in the current year and will in the foreseeable future lead to load shedding annually,” he noted. “To put this into perspective, in 2015 when Zesco decided to load manage leading to eight hours of load shedding, the dam was just over 20 per cent full. However, this time round, on January 1st 2023 when Zesco announced that it would finally commence load shedding, the dam level was 0.83 per cent, rising from a low of 0.77 per cent on December 30th 2022. While the use of the water in the Zambezi River is not solely on Zesco, this act of allowing it to get to this level without intervention is criminal. As stated earlier, this problem was known before and the assertions by the board chairman that he should have been more vigilant with his hydrologists implies that he was unaware and makes for very sad reading. The long 12-hour load shedding could have been averted by two to three-hour periods starting mid-year.”
Kalaba recalled that early last year, Zesco managing director Victor Mapani claimed that Zambia had a surplus of over 1,000 megawatts.
He noted that the claims were defended by the Ncube this week adding that the conduct shows a significant lack of understanding of electricity generation on the part of both senior officers.


“Energy experts were in shock when the Zesco MD made such a claim as it was known that there was insufficient water to produce that amount of energy nor was the Kafue Gorge Lower project completed. Many watched the Zesco MD gloat in front of the President at the meeting of heads of parastatals about how he had solved all of Zesco’s problems and was the shining light at that meeting. Eight months on, it would appear that he lied his way through the gathering. One wonders why the President is failing to censure him. Is he a true embodiment of the extent of the President’s compromise that he seems to fail to take corrective action against him?” he wondered. “Zesco is financially worse off today than it was a year ago and its staff numbers are significantly higher today than they were before President Hichilema assumed office. While some might argue that this has no direct bearing on generation, the reality is that it does. More money spent on human resource affects what is available in the purse to invest in new generation and reduces your ability to seek tariff increases based on efficiency. In its current form, Zesco has no capacity to solve Zambia’s power problems as bankability for new projects will be impossible in the short to medium term.”


Kalaba recalled that the President constituted a taskforce comprised of the same people who have created the unprecedented level of load shedding.


He wondered what the taskforce would achieve arguing that one cannot solve a problem with the same mindset that created it.
Meanwhile, Kalaba said there have been serious delay in the last 16 months regarding projects that had been started in the previous regime for reasons that are unclear resulting in missed opportunities and ultimate cost escalation.


He said it is no secret that President Hichilema is now making voters wonder about his ability to make big decisions.
“As we continue to speak about individuals remaining in post, we are reminded that early in the President’s term, a director general of a key institution was accused of sharing images that were against the law, the images were clear enough to make an easy deduction on who the person in the images was, alas the President has failed to take action and that person remains in post,” Kalaba said. “If we are to draw a parallel from the former president [Edgar Lungu] with his perceived love for fun and social engagement, he was however decisive in making the decision to drop one of his cabinet ministers when images emerged of him in a compromised manner. This President has however failed to take any action.”


On FISP, Kalaba said the programme has been a disaster under UPND.
“To add to the indecision, it is no secret that the Farmer Input Support Programme (FISP) has been a disaster in the 2022/23 farming season with many areas still not having received inputs as of today. Again, everyone at Ministry of Agriculture and all those involved still remain in post. The Ministry of Health also continues to have its own share of problems with a minister weakened by a potential corruption scandal and inadequate medication in hospitals and yet all we have seen is business as usual,” he noted. “As we speak the country is faced with a possible food shortage and we have seen the price of mealie meal increase to a high of K217 for a 25KG of breakfast meal. The country is importing wheat for the first time in over 15 years. The drugs for treatment of foot and mouth disease and Contagious Bovine Plural Pneumonia are in short supply putting livestock farming at high risk. These and many more truly begs the question, what will it take for the President to act?”


Kalaba said it is easy to deduce that the President is a very indecisive and compromised leader who cares less about the people of this country.


He added that it is apparent from his lack of action that “he is all bark and no bite” and that the Zambian people are in for a long remaining three years filled with incompetence at the heart of government.


“While others have taken time to defend the President and allocate blame on those around him, we in the CFP are cognizant of the fact that the President is an appointing authority and therefore the people surrounding him are a reflection of himself or at the very least represent his aspirations and that will explain why most of them are still in post besides the marked flaws in their performance and at worst even embarrassing the President to the point where all the funny memes today is making a mockery of the President,” he said. “President Hichilema must learn from the experience others had who paid the ultimate price for holding on to questionable people and their inability to let them go when the writings were on the wall. Our commitment is to the citizens of Zambia.”
And Kalaba boasted that his “progressive” party does not believe in making empty promises to the citizens but rather seeks to provide solutions that are transformational in nature.


He said empty rhetoric and baseless promises are what has led the country to be where it is today.
Kalaba advised Zambians to start scrutinising leaders, including those in opposition.


“If we had interrogated the current leadership enough and sought an explanation to the open statement of…he ‘will fix it’ we would have avoided the current situation we are faced with today. And if he fails to fix the challenges and keeps lumping the blame on the previous regime we shall certainly fix him through the ballot,” said Kalaba. “I also want to serve notice on the naysayers that the Citizens First is not an opposition party but a shadow government that is working on building and maintaining its state of readiness ahead of 2026. Ours is not to oppose but to provide alternative solutions and answers to the challenges that the country is faced with.”

We wish to condemn in the strongest terms Mr Kelvin Bwalya Fube’s vulgar and distasteful language which he used against President Hakainde Hichilema, in the Diamond TV interview that was carried live.

His use of words such as irresponsible, liar, incompetent, circus referring to the President of the Republic of Zambia is in itself irresponsible, offensive and has the potential to ignite lawlessness, and we don’t want and will not support that against our political adversaries.

We appreciate the excitement by the opposition over their newly found freedom of speech but let them exercise this right responsibly, while bearing in mind that President Hakainde Hichilema has law abiding supporters who must not be pushed too far.

Who is a liar between a President who promised to employ 41,000 teachers and health workers and did so within a year of becoming President, and a person who woke up a Judge at night to sign dubious papers, to usher in the most corrupt and reckless government in the history of Zambia?

Who is incompetent between a President who has brought down a runaway inflation to a single digit and a man who was suspended by the Law Association of Zambia for being crooked?

Who is irresponsible between a President who has eradicated political violence and thuggery and a man whose party thrived on bloodletting, brutality, corruption and theft of public resources?

Which leader flourished in a circus between a President who uses a commercial airline to foreign lands and a President who flew dozens of musicians abroad at a huge cost to taxpayers, a leader that was ushered by a man who woke up a Judge in the middle of the night?

Mr KBF must not throw stones in a glass house because we are capable of exposing him even further than this. Let him exercise his checks and balances with sobriety and maturity and let him take this as a friendly reminder. We will not tolerate anyone insulting the Republican President under the guise of freedom of speech.

Names Of People Have Come Out In The Investigation Involving The Sharing Of About K533 Million From The Ministry Of Finance

HOW MOF K500M LOOT WAS SHARED

SOME names of people have come out in the investigation involving the sharing of about K533 million from the Ministry of Finance.

On January 7, 2022, The Mast published a story in which new information had emerged which revealed that about K533 million was looted from the Ministry of Finance and not K100 million as earlier reported by the same newspaper in August 2022.

On August 24, 2022, The Mast published a story where a Transparency International – Zambia investigation revealed that a cartel at Ministry of Finance (MoF) siphoned money amounting to K100 million between 2019 and 2021 using fictitious events to draw allowances.

Corroborated evidence and information from whistleblowers within the ministry showed various names of officers in the Ministry of Finance.

At the time, names were withheld of people who had seemingly engaged in an intricate network of fictitious and organised activities.

According to the evidence, this loot seemed to be spreading tentacles to strategic ministries, commissions, and agencies.

According to sources close to the investigation, MoF senior staff that included then secretary to the treasury Fredson Yamba, Accountant General Kennedy Musonda, controller of internal audit Chibwe Mulonda and assistant director internal audit David Kajokoto seemingly engaged in money laundering.

The sources explained that once funds were obtained from MoF’s Treasury Single Account (TSA) loans and investments – a special account that is dedicated to the Government of the Republic of Zambia (GRZ’s) repayment of loans including the Eurobond and financing of investments, the funds were transferred to the respective individuals’ bank accounts through Real Time Gross Settlement (RTGS) system.

Once this money was pulled into these peoples’ accounts it was then laundered into Bank of Zambia treasury bills through deposit accounts in order to conceal its nature and origin.

“The matrix was that apart from receiving monies directly, Yamba, Musonda, Mulonda and Kajokoto would receive monies which on IFMIS showed junior officers’ names, but information technology was manipulated to pull funds into Yamba, Mulonda, Musonda and Kajokoto’s bank accounts,” the sources narrated. “When the junior officers were interviewed by investigative wings, they were like, ‘I’m not aware I had monies raised in my name’.”

The sources disclosed that money drawn would have a description, “security and audit operations”, which made IFMIS operators believe the money was meant for high level state security operations.

The sources further said the Anti-Corruption Commission (ACC) in their investigations searched the above named MoF senior staff and discovered that Yamba in one year obtained sitting and daily subsistence allowances estimated to be K100 million and later shared over K300 million.

After investigation, the ACC established a case of defrauding government with double payment of gratuity.

According to the public finance management Act of 2018, even officers who processed such payments are liable.

The investigation further revealed that Mulonda obtained over K100 million, while Kajokoto obtained over K50 million.

On the other hand, Musonda obtained about K69 million from the transactions.

Another source revealed that by July 2022, there were only two months before the restrictions on the money in the Bank of Zambia treasury bills could expire.

The ACC had earlier placed restrictions on Chibwe, Musonda, Kajokoto, and Yamba’s bank account and BoZ treasury bills.

However, despite all the evidence linking the investments in treasury bills to the allowances that were siphoned from MoF, the ACC has been dragging its feet for unknown reasons.

The sources said then ACC director general Gilbert Phiri had a full report on the same but they wondered why he could not effect arrests and take the matter to court.

“This was quite frustrating to the officers that were carrying out the investigations because their superior did not seem to be interested in this public matter,” the sources said.

They disclosed that trends in allowances on Yamba together with Kennedy Musonda, and Mulonda would be on all trips to North-Western Province, Western Province, and the Copperbelt Province – “all happening either the same day or same week”.

The sources also revealed that in some instances, these officers never even travelled.

The sources said around September 2021, controller of internal Audit Chibwe Mulonda issued a circular to the effect that no internal auditor outside MoF would view the Integrated Financial Management System (IFMIS) transactions of MoF.

The sources said this was against the original design of the IFMIS where an internal auditor of any ministry or government terminal could view transactions of any government ministry.

They said the restriction was met with an uproar from internal auditors countrywide.

And the sources said in August 2021, Bhaitonie Namwaanga, one of the first staff to train and implement IFMIS, wrote to Yamba expressing concern that internal auditors’ roles in the system were deleted.

They explained that shortly after receiving the report from Namwaanga, Yamba was caught up with other issues and was relieved of his duties by President Hakainde Hichilema.

The sources said the biggest concern was that critical information and transactions were deleted from the system.

They said IFMIS was designed to keep logs on time to show who logged in and what they did in the system.

The sources said ACC later received reports on this sabotage from the Ministry of Finance, but the Commission still failed to act.

They further explained that on the other hand, when current secretary to the treasury Felix Nkulukusa received the same report from Namwaanga, he despised the officer, saying the man knew nothing.

Ask your western friends to lift sanctions on Zimbabwe, Bowman Lusambo urges HH

Former Lusaka Province Minister Bowman Lusambo has advised President Hakainde Hichilema to use his strong relationship with western powers to ask them to lift sanctions imposed on neighbouring Zimbabwe.

Mr. Lusambo said it is unfair that Zimbabwe is still subjected to harsh trade sanctions by the US and its western allies which has caused a lot of pain on ordinary Zimbabweans.

He said President Hichilema who appears to be a darling of the West should prevail over his new friends and have them struck Zimbabwe off the sanctions list.

Mr Lusambo said the sanctions were originally targeted at late Zimbabwean strong man Robert Mugabe which make them irrelevant in present day Zimbabwe.

“Those sanctions have reached their Sell-By-Date, they are expired and should be lifted immediately. Our comrades in Zimbabwe have suffered for so long,” he stated.

He told a media briefing at his residence in Chamba Valley over the weekend that the Zimbabwean economy has been strangled for so long by the sanctions and should now be allowed to breathe.

“President Hichilema wines and dines with these people. We know they like him, so let him use that leverage to ask that Zimbabwe be excused for now. In Africa, when your neighbours house is on fire, yours is next. We should allow Zimbabwe to breathe now,” he said.

Mr. Lusambo also urged Zimbabweans to safeguard their democracy and sovereignty as they go to the polls later this year.

“We ask our brothers and sisters in Zimbabwe not to make the Zambia mistake, let them not hand over power to puppets of the West. Kenya did well to say No to western imperialists by voting for comrade Ruto, Zimbabwe should protect itself by maintaining Zanu-PF in power,” he said.

Mr. Lusambo said Zimbabweans should follow keenly the happenings in Zambia where people have now realised that voting for the UPND was a big mistake.

“Zimbabweans please don’t think comrade Mnangagwa is a bad man, he is not a bad man, even comrade Chamisa isn’t a bad person per se but he only been used by the bad people in the West to come and destroy Zimbabwe the way Hakainde Hichilema is destroying Zambia,” he said.

TWO Ndola mother’s have been left in a state of trauma after their babies were allegedly swapped at the Ndola Teaching Hospital (NTH) by unknown people.

Both mother’s in the situation claim that the bigger baby weighing 4.4 kilograms is theirs and have refused the other weighing 3.4kilograms.

Hospital authorities in collaboration with police have since taken a Deoxyribonucleic acid (DNA) test to determine which baby belongs to who.

Copperbelt police commanding officer Peacewell Mweemba said police in Ndola received a case of suspected child swapping which occurred on Friday the 13th, last week.

Mr Mweemba said Danny Kiprios, 35 a father to one of the newly born infants complained that the baby boy his wife Majory Kiprios, 25 gave birth to was swapped by unknown people.

“Brief facts are that on January 13th, last week at about 10:00 hours, the wife to the complainant gave birth to a baby boy at the above mentioned Hospital through ceaserian section. She was shown the baby boy who weighed 4.4kg. Thereafter it was taken to the nursery.

The newly born baby was given a tag placed on the baby’s hand bearing its mother’s details. On January 14th, the next day after she recovered, she was taken to Post Natal ward. Mrs Kiprios asked for her baby boy. She was given a baby who appeared to be of a less weight to the baby she was shown first,” he said.

Mr Mweemba said that according to Mrs Kiprios she claimed that her baby boy was with another mother named Violet Mulenga aged 26.

“Both mothers Mrs Kiprios and Ms Mulenga, claim that they did not give birth to the baby boy who weighed 3.4kg. Both are claiming for the same baby who weighed 4.4kg at birth. The dispute was brought to the attention of the hospital management, who discovered that the tag on the small baby’s hand had a birth weight of 4.4kg.

The tag on the big baby was tight and read 3.4kg, which clearly indicated that the tags were swapped on the two babies. The hospital management decided to take swabs for DNA, which was collected by Dr. Petrenko Vladimir from the mentioned mothers and the babies in question,” he said.

He said that the collection of DNA samples was done in the presence of the team of investigators from Ndola Central Police Station and relatives to the affected parties.

“The same DNA specimen is likely to be taken to Zambia Police Service Headquarters’ Forensic Department for determination of the rightful parents to each of the babies in dispute. Logistics are being prepared for one Police officer and one hospital official to travel. The concerned parties have been assured to be availed with Forensic results as soon as possible,” he said.

PF presidential hopeful Mutotwe Kafwaya has advised President Hakainde Hichilema not to be careless in what he says.

Hon Kafwaya said when he featured on Radio Christian Voice that everything that the President says must be guided.

He wondered how a President could be misled by a board chairperson for ZESCO who he referred to as “a person so low” regarding governance issues.

The Lunte Member of Parliament said the President must be guided in whatever he says.

“The President cannot be careless… Did you hear the Board Chairperson for ZESCO saying we misled the President? Who is s board chair to go and speak into the President? Who appoints the board chair? How does a board chair bypass the Minister to go and speak with the president? Why should a President listen to a board chair when he has a minister?” He wondered.

“You allow a person so low, a board chair is a person so low in governance… to go and mislead the President, where did he gain the access to mislead the President? How does a board chair who is appointed by the minister gain access to the President?”

The Lunte Lawmaker said the said board chairperson would have been fired if he was the minister.

“If I were your minister, I would fire you immediately without apology. That guy would not have been a board chair if I was a minister. Wabasangile kwisa ba President? Who gave you authority to mislead the President?” he questioned.

Hon Kafwaya complained against the many contradictory statements made regarding the water levels in Kariba and the load shedding issue in general.

He said he would handle the governance of the country differently if he was Republican President.

“The President told the country that this Kariba thing is leaking, board chair comes and tells you no its not leaking, the minister says load shedding yalatampa , some CEO says there will be no load shedding, the President just the other month says we have ended load shedding, one guy says the PF drunk all the water in Kariba. They finished the water, and this guy speaks for the President. Whatever he says belongs to the President,” he said.

“All that is embarrassing President Hichilema. You’re in massive problems as a government if you can’t stick to your lane. These things I assure you, they can’t happen in my administration. With the entire cabinet supporting me, I should be able to make sensible decisions. I should be able to speak to the people on matters that affect them in a good way.”

News is emanating from the field of estate agents in Lusaka that a number of estate agents who are greedy and crooked have now gone beyond their crooked means by using black magic.

It has been reported that a good number of agents are now seeing witch doctors who are helping them in finding more ways of scamming their unsuspecting clients.

One of the informers , also an agent reported that he was invited by a fellow agent who had been initiated into a group of agents who use supernatural powers received from their witchdoctors to scam their clients.

He said his friend told him that the magic starts working immediately the agent communicates with the client or just when the client meets the agent.

He says when there is contact between the agent and the client, an overwhelming authority subdues the client and immediately the clients succumbs to the agent and is controlled like a zombie without the client realizing. Meaning that if the agent has a property to offer the client and the client has money to pay, the client will automatically pay for that property whether they like it or not.

Its like the client falls into a trance and lose their power of fair or normal judgement of the situation at hand.

The client will pay for the property whether it is dilapidated or not and only realize after the transaction is complete and usually after signing the contract with the landlord, and by this time it’s too late, the agent will have been paid his commissions and is covered and protected by the contract signed.

Victims of this scam usually suffer alone embarrassed to tell the story or understand what really made them do a bogus decision.

The informer even said that at one meeting one of the big guys in the group bragged and said “Taenda kumanzi” (we have gone to the waters) meaning they could be connected to the marine world as he was told that they often go to water bodies.

He said clients have been duped into buying properties they never wanted through these powers or even pay for wrong houses. He said the interest of these scammers is to get the money in the hands of the client at whatever cost and now they are using magic.

He advised that clients should involve prayers or ask for prayers before embarking on a mission like of buying a house or rent and should be accompanied where likely by someone.

He said this trend is secretly on the rise and people should be on the lookout for shoddy agents who may be hoodwinked on scamming them using magic.

UPND cadres this afternoon disrupted a peaceful meeting that was held at Mpatuka village in Lunga District, Luapula Province.

The meeting that was chaired by Luapula Constituency Member of Parliament Hon Chomba Katotobwe, was meant to drum up support for Itala Ward PF candidate Boniface Chalwe ahead of this Friday’s ward by election.

As Hon Katotobwe was addressing the residents of Mpatuka village in Itala Ward, the UPND cadres provocatively approached the meeting place for the former ruling party and raised their banners high.

As if that was not enough, the determined UPND cadres started throwing stones at the people who had gathered to hear a message of hope from their area MP.

Two people were seriously injured in the process.

Elderly women would be seen struggling to stand up and run for their dear lives.

The meeting did not proceed as the UPND cadres refused to move and allow their political opponents have a peaceful meeting.

This prompted the PF leadership that was in the area to engage the police deployed in the ward to maintain peace and harmony.

Some of the notable leaders present at the meeting included Chilubi MP Hon Mulenga Fube, Feira MP Hon Emmanuel Tembo, Mufulira Central MP Hon Golden Mwila, former Lunga District Commissioner Rosemary Chimbini, Luapula PF Provincial Chairperson Francis Musunga among others.

Meanwhile, Hon Fube said he is aware of the tactics by the UPND to intimidate the residents of Lunga because they have already sensed a huge loss.

He said the PF is determined to ensure that they retain the seat that was created after the area councilor resigned after been recruited a teacher late last year.

And Hon Katotobwe encouraged the people to send a strong message to the UPND by voting for the PF candidate saying, this would entail that the people are not happy with the UPND administration.

He said up to now, the people are still waiting for the promises made by the UPND before forming government in 2021.

Hon Katotobwe also took time to receive defectors from the UPND who sited lack of leadership in the UPND.

Mulenga Lumbe, who represented the defectors, said the agriculture sector is in a mess and that’s why they decided to join the PF which remains the hope for the people of Zambia.

Started the day with a very heartbreaking and sad situation. A mother brought a very sad and disturbed 6 year old to me this morning for counseling and to help her open up. The mother is a fish trader so she went at one of the borders and was there for 4 months, she left her 6 year old daughter with the biological father who is a carpenter. Immediately the mother left, the father took advantage of the mother’s absence and the very night he sexually abused the daughter.

The 4 months the mother was away he literally made the daughter the wife, according to the little girl the father would sexually abused her 2-4 times a day and he would make her do the most obscene things. He would force her to shave his private parts, armpits and force her to massage him. He literally made her a wife and would force his 6 year old blood daughter to sleep naked on the same bed with him every night in all the 4 months the mother was away.

She narrated that the first night he came to her room she creamed for help and she pooped due to fear and he beat her up with a belt, worse made her eat her own poop and warned her never to shout again. After the abuse he made her wash the bloody blankets and clothes. He would lock her inside the house and threaten her with a knife if she told anyone or shouted for help. When the mother returned, she noticed that the daughter was so withdrawn and extremely sad.

She questioned the daughter but she didn’t not say anything for fear of being killed by her father. After a week the mother decided to go for church on a Sunday but left her chitenge and decided to go back and collect it that’s when she found the husband sexually abusing the 6 year old daughter on their matrimonial bed. She quickly ran out of the house and alerted the family and neighbours. The family came and sat them down trying to negotiate that the issue be sorted out internally. The mother is devastated and doesn’t know what to do! She is in a state of shock and panic.


I really feel sorry for the little girl so innocent and so young to see the eyes of the devil.
So much rape and defilement going on in homes it is so rampant that if a door to door Research was done the government would set an alert and start a very serious campaign against rape and defilement for the sake of the girl children, unfortunately even the boy child is being sodomized, the work is bigger than what we imagine.

So many monsters on the streets preying on our babies and they are rooming very free on the streets after the act of rape and defilement and It has become very scary.
Parents and guardians should really check the statistics before they trust their girl children with any man!!

The UPND Government has no moral right to claim to be better than anybody, Socialist Party (SP) Spokesperson Frank Bwalya has said.

Mr Bwalya said this is because cadrerism, Violence and other ills the Zambians detested have continued transpiring under the UPND leadership.

He has cited the incident in Chingola where UPND cadres stormed a radio station and stopped an opposition leader from appearing on a paid for programme as a case in point.

Mr Bwalya was speaking today when he featured on Millennium TV’s Pulse Nation Programme.

“Maybe the correct term for them to use is a lesser evil. The UPND has not done well, when they were in the opposition, they were also guilty of crimes. I was badly beaten and attacked in Monze in 2016, by Some Members of the UPND. The people who would be closer to Mr Hakainde Hichilema. In short the UPND has no credentials,” he said.

He adds that the UPND must not relax to think that they have done something in the area of cadrerism.

And Mr Bwalya has charged that Political Violence is usually sponsored or done in order to earn some sponsorship.

He expressed disappointment that the issue to end Violence does not recieve the necessary attention from the Head of State.

Mr Bwalya said it would take some time for the current crop of leaders in Government to stop Violence because they are usually the sponsors.

“At the moment it is not the opposition sponsoring Violence, it falls on the ruling party. If Money is not flowing in to ferry cadres from Lusaka into Luangwa, the Violence would not be there. It requires leadership at the top level. When the President was elected he promised to end political violence. We believe the right person to end this is the President, just by a mare Pronouncement,” he said.

Meanwhile, Mr Bwalya said the socialist party does not desire to see President Hichilema to fail.

He said this is the more reason that the party offers checks and balances so that the Government can do the right things.

“We want President Hakainde Hichilema to perform because the people are going to benefit,” he said.

THE Patriotic Front (PF) party Chairperson for Information and Publicity Hon. Raphael Mangani Nakacinda has charged that President Hakainde Hichilema’s movements are shocking because they have not produced any meaningful results.

Hon Nakacinda’s remarks comes in the wake of President Hichilema’s continuous foreign trips which has seen him get the nickname “VASCO DA GAMA” due to his movements.

Recently, President Hichilema travelled to Angola where he held bilateral talks including ones pertaining getting fuel from Angola.

And Hon Nakacinda has questioned the rationale behind pleading for fuel from Angola when Zambia’s oil refinery Indeni was closed by the current Government.

“The dividends of his travels are yet to be seen. It is shocking for the President to travel to Angola where he goes to engage in bilateral discussions including pleading to start getting fuel from Angola whilst back home, he closed the only refinery Zambia had the Indeni,” he said.

Yesterday, the President also travelled to the United Arab Emirates, Abu Dhabi where he is expected to hold further bilateral talks.

But Hon Nakacinda has predicted that President Hichilema’s trip to Abu Dhabi will not yield any positive results.

He said the Zambian people are being robbed off opportunities for them to work and utilise their skills by signing bilateral agreements.

“Our people here are yearning for opportunities for them to work and utilise the skills. But all those opportunities are being robed from them. The President has gone to Abu Dhabi, we are not sure what he has gone to export there. I am sure he has gone to export more jobs.

“The Mentality you expect of a the head of state is that you would guarantee protection of jobs in the country and opportunities for people to make money. When those opportunities are taken to other countries as a way of signing agreements, it is very unfortunate,” he said.

He said the President’s Global trotting has seen him beating the record of his last five predecessors by travelling more on foreign trips.

Priest’s Lover Cleared Of Involvement In Priest’s Murder: Real Killer Arrested Through Stolen Mobile Phone

A nurse based in Ndola has been cleared of any involvement in the murder of her lover, a Catholic priest, last September. The real killer, Danny Makina of Kitwe’s Kapoto area, was arrested after a stolen mobile phone led police to his whereabouts.

On September 18, 2022, Father Mbebe was found dead with his car stolen, lying a few kilometers away from his lover’s house in a pool of his blood with a brick, suspected to be the weapon used in the crime besides his body. A quick police investigation traced the priest’s last hours on earth to Justina Luchele, who is said to have been his lover. Justina, a nurse at Arthur Davies Children’s Hospital in Ndola, was then arrested and detained to help with investigations.

However, five months down the line, the nurse has been vindicated and can resume her duties of checking patients’ vitals and administering injections and cannulas while donning her immaculate white uniform after police released her from detention.

According to Copperbelt Police commanding officer Peacewell Mweemba, investigations instituted into the matter through Michael Chilufya Sata toll plaza, revealed that Father Mbebe’s stolen car passed through the toll gate around 21:42 hours on September 17, last year, the day the deceased was murdered and robbed. The vehicle was driven by a lone driver whose identity could not be clearly captured by CCTV of the toll plaza.

But further investigations led to the recovery of the stolen phone on December 12, last year which was sold to Sofia Mulumbi of Kalulushi. Mulumbi revealed that she just bought the phone from a man identified as Ronald Kashipe who eventually led to the apprehension of the prime suspect Makina. After a thorough police interrogation, Makina admitted murdering Father Mbebe. Makina also revealed stealing the motor vehicle, a Toyota Corolla VVTI reg No. ACV 8334 silver in colour which he later sold to a Congolese National who is also a businessman based in Kasumbalesa, Mweemba disclosed.

Makina is currently in police custody after he pleaded guilty to the murder. A docket of murder and Aggravated robbery has been opened. The police are urging anyone with any information that may assist investigations to come forward and contact the nearest police station.

Fellow citizens.

Earlier today, we joined fellow Global leaders and other delegates in attending the official opening of the Abu Dhabi Sustainability week here in the United Arab Emirates (UAE).

The conference is focused on ensuring increased investment in renewable energy as an alternative to traditional sources such as wood fuel and hydro, that has been adversely affected by negative effects of climate change.

It was also a great honour to meet and hold bilateral talks with His Highness Sheikh Mohammed Bin Zayed Al Nahyan, President of the United Arab Emirates.

We thanked His Highness for his leadership in ensuring that Zambian institutions partnered with their UAE counterparts in multimillion dollar investments in the Energy, Agriculture, Mining and Technology sectors.

In expressing gratitude between our two countries and on the need to further deepen our existing relationship, Zambia shall open a permanent Embassy in the UAE to address the increased trade and opportunities between our countries for the benefit of our citizens.

The rapid development of the UAE, particularly in recent years, is a huge lesson for countries such as ours on how we can improve the quality of life for our citizens using our local resources while tapping on outside capital, skills and expertise.
