Man says he was fired from trucking company after he refused to cut his hair 

26-year-old Drew Harvey of Crete moved to Des Moines on June 23 for a new job with TMC Transportation but he was fired because of his reluctance to have his dreadlocks cut the day after he began a training program at the company.

Harvey told the Des Moines Register, “I was one of the top performers … I was thinking my instructor might be giving me a little bit of praise for doing a good job. I was getting ready to walk into the classroom and he stopped me and said, ‘You need to go talk to HR before stepping into the classroom.’”

After discussing the situation with the vice president of HR, Harvey claimed he was given the choice to either shave off his hair or lose his job. He was informed that the nature of the business requires employees to wear hard hats and have them securely fastened. Harvey said he refused to cut his hair because of the cultural and emotional significance of it.

“I’ve seen multiple people with my skin color and different hair types conduct their jobs more than efficiently with a hard hat,” Harvey stated, stressing that the hat felt more secure once he wrapped his locs in a manner he suggested to his employers.

He continued, “Being an African American, and just understanding where my people are from, our hair is very deeply tied to our spirituality as well as our moral beliefs. I have not cut my hair since the day my father passed away four years ago. … My dad would braid it up for me.”

TMC has been accused of racial discrimination in the past. According to KCCI, Damon Mitchell was hired by the company in 2021 but was later sacked during training due to his dreadlocks.

Mitchell sued TMC and signed a non-disparagement agreement with it, prohibiting him and his attorney from discussing the case.

In Iowa, no legislation protects employees against discrimination for their hair as the Crown Act is yet to be passed. Harvey told the Des Moines Register last week that he has yet to get a job since returning home to Illinois.

“I don’t want this to continuously be a problem for people of my skin color and ethnicity,” he said. “We should not be subjected to these types of discriminatory claims.”

Harvey filed a civil rights complaint to the Iowa Civil Rights Commission on June 25. Per Iowa law, he cannot file a lawsuit until 60 days after the original complaint, the Des Moines Register stated.

Donald Trump files complaint against Harris taking over Biden’s campaign funds

Former President Donald Trump’s campaign has filed a complaint with the Federal Election Commission claiming the transfer of funds from the Biden reelection campaign to the Harris presidential campaign is a violation of campaign finance rules.

The complaint is filed against Mr. Biden, Harris, the Biden campaign, and campaign treasurer Keana Spencer.

“Kamala Harris is seeking to perpetrate a $91.5 million dollar heist of Joe Biden’s leftover campaign cash — a brazen money grab that would constitute the single largest excessive contribution and biggest violation in the history of the Federal Election Campaign Act of 1971, as amended (the “Act”).”

The Trump campaign’s general counsel, David Warrington, accuses them of “filing fraudulent forms with the Commission purporting to repurpose one candidate’s principal campaign committee for the use of another candidate,” claiming that Harris simply replaced Biden’s name with her own rather than filing her own Statement of Candidacy.

“There is no provision in federal campaign finance law for Kamala Harris to take over Joe Biden’s candidacy now by quite literally attempting to become him via an amendment of his Form 2, assuming control of his campaign by amending Form 1, and making off with all of his cash,” wrote Warrington.

Warrington also accused Mr. Biden’s campaign of making an excessive contribution to Harris, saying, “This is little more than a thinly veiled $91.5 million excessive contribution from one presidential candidate to another, that is, from Joe Biden’s old campaign to Kamala Harris’s new campaign.

This effort makes a mockery of our campaign finance laws.

“Contributions by federal candidate committees to other federal candidates are limited to $2,000. Yet, Biden for President is seeking to make an excessive contribution over approximately $91 million dollars — more than 45,000 times the legal limit.”

In addition, the Trump campaign claims that since Mr. Biden dropped out of the race before transferring the funds to Harris, he’s prohibited from keeping the contributions.

The claim is expected to face strong pushback from the Harris campaign because when the campaign was originally registered with the FEC it was called the “principal campaign committee” for both Joe Biden and Kamala Harris.

According to ABC News, the committees into which money has been raised are the same, they just have been renamed Harris for President, Harris Victory Fund, and Harris Action Fund

“Republicans may be jealous that Democrats are energized to defeat Donald Trump and his MAGA allies, but baseless legal claims — like the ones they’ve made for years to try to suppress votes and steal elections — will only distract them while we sign up volunteers, talk to voters, and win this election,” Harris campaign spokesperson Charles Kretchmer Lutvak said in a statement.

Harris’ campaign said on Tuesday it had raked in more than $100 million in new donations between Sunday afternoon and Monday evening after Mr. Biden ended his reelection bid and endorsed her.

THE Economist Intelligence Unit (EIU) says for President Hakainde Hichilema to win the 2026 election, he has to execute a serious clampdown on corruption.
It argues that continued anger towards the PF, over the debt default, should give the President political space to carry out his mandate and win a second term, “albeit nowhere near as convincingly as in 2021”
Founded in 1946, the EIU forecasts economic trends, political forces and industry developments in every country in the world.


The UK based institution combines data, analysis and forecasting to guide informed decisions by businesses and policymakers.
“The copper sector accounts for about 70 per cent of Zambia’s export earnings, and about one-third of government revenue. EIU expects the strong international demand driven by the green energy transition to bolster economic growth in the medium to long term. The President, Hakainde Hichilema, will remain in power until at least 2026 but the afterglow of the democratic transition of power in 2021 will fade as debt restructuring is accompanied by IMF-required austerity,” says the EIU in its July 17, 2024 report on Zambia’s political and economic outlook. “A clampdown on corruption will be necessary for Mr Hichilema to be re-elected in 2026. Zambia is in sovereign default, but has reached restructuring agreements with official creditors and bondholders. Officials are now negotiating with commercial creditors, and we expect a comprehensive debt treatment to be realised in the second half of 2024, forging a path out of the debt crisis for the country.”


The EIU also predicts a weakened gross domestic product (GDP) for Zambia this year due to tight fiscal and monetary policy.


“Real GDP growth will weaken in 2024, owing to still-tight fiscal and monetary policy and sharp contractions in the agricultural and mining sectors as the country grapples with its worst drought in four decades. We expect growth to strengthen in 2025-28 as increasing mining output boosts exports and fiscal consolidation supports investor confidence.

Owing to a prolonged drought and its expected effect on food and energy security, inflation will rise in 2024, to 15.6 per cent, well above the eight per cent ceiling of the target range,” EIU says. “Inflation will remain above the 6-8 per cent target range until 2026 given tight local food supply. We expect Zambia to run a current-account surplus in 2024 owing to financing inflows for drought-relief measures.

The current-account surplus will widen further in 2025-27 as copper output steadily recovers and prices rise. Zambia relies on copper exports for foreign-exchange earnings and government revenue. Copper prices are expected to rise in 2024, but years of undercapitalisation in copper mines and drought-induced production constraints will limit copper export revenue.”
On political stability, the EIU expects President Hichilema to serve out his first full term “in the absence of a credible opposition”.


“In the absence of a credible opposition, EIU expects the President, Hakainde Hichilema, to serve out his first full term, which ends in 2026. Mr Hichilema was elected in 2021 on a mandate to turn around the economy’s fortunes after Zambia’s sovereign default in 2020. This remains a voter priority. Zambia’s economic woes cannot be easily resolved, as the sovereign default has left the government with limited fiscal capacity. To reassure creditors, it is imperative that the government continue with the macroeconomic consolidation strategy set out in its US $1.3 billion extended credit facility (ECF), which was agreed with the IMF in 2022,” EIU notes. “This requires tight control over the public finances and, given pressing development needs, will rub against popular demands for state support for households, especially given high inflation early in the forecast period. Zambia is grappling with its worst drought in four decades. Officials estimate that drought relief measures will cost about US $940 million. Budgetary support- in the form of adjustmentto the 2024 national budget, an imminent IMF disbursement (valued at $575m) and funding from international partners (valued at US $500m) will finance drought¬relief commitments. The drought’s impact on household welfare will be enormous, and the government response will be short of comprehensive.”


The EIU has also noted conditions for violent protests over economic hardships going by the country’s history.
“Zambia has a history of spontaneous, brief but violent protests following periods of economic hardship, and the conditions for flare-ups in cities such as the capital, Lusaka, are present. However, donor and IMF inflows put the government in a position to prevent the collapse of safety nets, and a breakdown in political stability is not expected,” the EIU says. “Although the Hichilema administration has promised to clean up government, corruption remains a major public concern. Some media outlets and opposition groups have labelled anti-graft efforts by the current administration largely superficial. More positively, Mr Hichilema’s re-engagement with Zambia’s traditional investment and development partners will play well with sections of society that had become concerned about the growing economic role of China under the previous administration (a cause of unrest in the past).”


On election watch, the EIU claims that people’s continued anger towards the main opposition party, PF, will secure victory for President Hichilema in 2026.


“The next legislative and presidential elections are due in 2026. In the 2021 presidential election, Mr Hichilema won 59 per cent of the vote compared with 38.7 per cent for Edgar Lungu, the then incumbent. Our core scenario assumes that Mr Hichilema will successfully negotiate the final phase of debt restructuring with commercial creditors before end-2024, permitting a degree of economic recovery before the next poll,” says the EIU. “Harsh austerity measures will still be required, but continued anger towards the main opposition party, the Patriotic Front, over the debt default, should give the President political space to carry out his mandate and win a second term, albeit nowhere near as convincingly as in 2021.”

It is extremely difficult to accept the conviction of Kawambwa PF member of parliament Hon Nickson Chilangwa and Pambashe PF member of parliament Hon Ronald Chitotela for malicious damage to property and arson, respectively.

Long before their cases were concluded, voices were being heard saying it was just a matter of time, the duo were going to prison. These voices were coming from people within the UPND and State House in particular. So these convictions did not come as a surprise to many in this country. They were expected. It is clear these are part of the mingalatos and kufyanta, Mr Hakainde Hichilema and his minions at State House have been speaking about.

The issue of malicious damage to property has several times been committed by UPND cadres against us in many by elections. Our vehicles have been smashed by known UPND cadres, but none of them has been arrested and prosecuted for malicious damage to property in the way Hon Chilangwa and Hon Chitotela have been prosecuted and convicted. It would be difficult to convince anyone that these prosecutions and convictions have been carried out in a just and fair manner. There is nothing that appears to be a blind pursuit of justice here.

Hon Chilangwa and Hon Chitotela are simply victims of vengeance and retribution by those holding power today. If not, let them arrest those UPND cadres who maliciously damaged our vehicles in Kaumbwe in 2021, in Sokontwe and Gwembe, and more recently in Isoka. UPND cadres damaged our vehicles and destroyed our property with impunity. What type of justice is this?

However, they have not hidden their desire to get Hon Chilangwa and Hon Chitotela out of parliament and steal their parliamentary seats to boost their numbers in parliament. We know that their intent is to get the two-thirds majority in parliament and amend the constitution to prolong their stay in power. Mr Hichilema wants to change the Constitution to perpetuate his stay in office by removing the five-year presidential term limit and introduce a seven-year term as well as remove the 50% + 1 to revert to First Past the post electoral system to avoid a rerun, which he fears he can’t win.

But what they should know is that this country is not going to be a good place for them to live in corruptly amass wealth and enjoy themselves, unless it’s a good country for all of us to live in.

Recently, the Kawambwa magistrate court convicted and sentenced Hon Chilangwa to 60 months imprisonment for malicious damage to property. The court also convicted Hon Chitotela for arson. Hon Chitotela is awaiting sentencing.

Via a sens announcement this day, we have just learned of the dismissal of Mr Moses S
Nyrienda, Non-Executive Director of ZCCM-IH, appointed by IDC on 13 December 2021.

I would request you to kindly inform the minority shareholders of the reasons that led to Mr.Nyrienda’s dismissal at a time when the entire Board and Management of ZCCM-IH are working satisfactorily to turn the company around.

Your silence, or a response that is not substantiated, will lead us to believe that this
dismissal is suspicious.

After the ousting of competent people like General Councel Yadika Mkandawire, the
resignation of former Chairperson Dolika Banda and now the dismissal of Director Moses Nyrenda, this is a lot..!!

These Words will probably seem incongruous or even inappropriate to you, when we are
minority shareholders. But as a reminder, we are full stakeholders of ZCCM-IH. Every bad
decision, every bad interference, every bad investment has had an impact on our company and our investment and has prevented it from becoming the Zambian First Quantum.

It is therefore entirely legitimate for us to strongly denounce decisions that are going in the wrong direction for our company ant to praise them in the right way.

Especially as we are fully aware of what is happening in Zambia.

High-ranking Zambians, disgusted by a number of actions contrary to the country’s
interests, have informed us that a new clique is being installed in strategic positions in
ministries and SOEs, sacking upright people who refuse to accept their dirty tricks.

Its sole objective is their own personal interest. We are seen as the watchdogs of Zambia’s jewel ZCCM-IH, and these patriotic people do not want to see the shenanigans that have left ZCCM-IH and the country in exsanguination in past years reappear.

Kapiri Glass,Investrust bank, Mushe Milling, the political vicissitudes of KCM and Mopani, Ndola Lime have been dramatic for our company.

Regarding Ndola Lime, US$120 million went up in smoke in this scandal.

The Committee of parastatal Bodies has explicitly requested IDC to initiate the necessary prosecutions and bring the crooks to justice. Nothing has been done, even though I sent the information to all IDC managers in 2021.

As CEO of IDC which is the main shareholder
of ZCCM-IH, it is your duty to protect the interests of our company and I urge you to follow the recommendations of the Committee of parastatal Bodies.

Any investment in new shady lame ducks and any suspicious dismissals will be brought to
the attention of the Zambian people, and denounced to the international Bodies that
believe that Zambia is back on the right track.

The minority shareholders will always remain vigilant to ensure that their interests,
which are the same as those of the Zambian people, are protected.

Finally, in the light of the latest developments, I would like to inform you that our group of
shareholders is going to formalise a defence association which will have the power to take
legal action not only in Zambia but internationally, beyond the ZCCM-IH framework.

HICHILEMA’S FIGHT AGAINST CORRUPTION HAS COLLAPSED

The revelations by Dr O’Brien Kaaba, member of the Anti-Corruption Commission (ACC) board that Mr Hakainde Hichilema has dissolved without explanation, show clearly what we have been saying all along that Mr Hichilema is not fighting corruption per se. He is simply fighting Mr Edgar Chagwa Lungu and those perceived to be close to him and other political opponents.

We have said it over and over before that the real fight against corruption must start with Mr Hichilema himself and his corrupt league. We are seeing how he is protecting members of his inner circle from corruption prosecution. Those accused of corruption, who are close to him, are just being shuffled around like cards without being thrown out.

The ACC board Mr Hichilema dissolved has also confirmed that there is corruption in his league that is not being prosecuted. This cannot be said to be a fight against corruption. It’s simply a fight against Mr Lungu and those around him. In saying this, we are not saying there was no corruption in the PF government, there was but this is not the way to fight corruption. This amounts to nothing but vengeance, and vengeance has never been a legitimate tool for any just cause.

Even the fast-track courts Mr Hichilema has created are nothing but a tool for quick retribution, for quick fixing of those who surrounded Mr Lungu. It is not a tool for the fast prosecution of all economic crimes. So far, there is no single person outside those close to Mr Lungu who has been taken to those courts. This is not by accident. It was the intended purpose of those courts. They’re meant to speed up the persecution of those Mr Hichilema doesn’t like – his political opponents.

But this will backfire very badly. The Zambian people are seeing through all these schemes. No clear minded person today in Zambia believes Mr Hichilema is genuinely fighting corruption. He is just fighting Mr Lungu and other political opponents, and not corruption, but vengeance and retribution.

Mr Hichilema’s fight against corruption has totally collapsed, and he it is today being seen for what it is – a scheme of vengeance and retribution against Mr Lungu and his team, and other political opponents. It is a waste of public resources and time. It’s a sham!

A Police Officer says it is demeaning to refer to someone as blockhead but Lumezi member of parliament Munir Zulu did not mention that the people of Bweengwa are dull in an interview he gave to the media.

He said the witnesses who reported the matter to the police expressed displeasure with the utterances by the law maker that the people of Lumezi were more quick-witted than those from Bweengwa.

In this matter Zulu is charged with expressing hatred, ridicule or contempt for people because of race or color.

Detective inspector Brian Chipango told magistrate Amy Masoja that on March 30, 2024, he was assigned to investigate Zulu’s case for the subject offense.

He said he checked for his interview with the journalists on various media platforms among them the PF page.

Brian Chipango detective inspector said on March 30, 2023, he was allocated a case to handle which was bearing the subject offense of expressing or showing hatred, ridicule, contempt for persons because of race or color.

“I perused through the docket I noted that there was a complaint against honorable Munir Zulu who was captured on camera whilst giving interviews to journalists. The video was circulated on social media platforms notable among the PF.

“When I watched the video I heard honorable Munir Zulu saying; “ It’s been an interesting fight, it has moved from being an ACC issue to a police matter I won’t say much for now, we have been released on police bond. I want to tell you something am a villager from Lumezi but villagers from Lumezi are more intelligent than villagers from Bweengwa, thank you”

“Upon finishing I pressed for a preservation order through the Facebook law enforcement portal. I wrote to digital forensic laboratory at force headquarters to request them to extract the video from the Facebook page using the legal cyber tools.”

He said he interviewed five witnesses among them Prince Bill Kapinga who said they were not pleased with Zulu’s utterances.

“I went to the Electoral Commission of Zambia (ECZ) to acquaint myself with the support the accused received in his constituency, the votes he gathered. I interviewed Bob Musenga He told the accused gathered 12, 929 votes,” Chipango said.

He told the Court that during warn and caution, Zulu gave him a savorless explanation to which he made up his mind to arrest him and charge him with the said offense.

During Cross examination by Mcqueen Zaza the witness said It wasn’t part of his duty to establish the number of tribes in Bweengwa.

Asked about the race of the people living in Bweengwa, the witness said they are negroid.

Asked if there is a tribe called Bweengwa, Chipango denied.

He said less intelligent and less dull are not the same

Asked if he established the numbers of people who live in Bweengwa and whether he interviewed them regarding the remarks the witness said he did not interview anyone or establish the number of people.

“I didn’t investigate how many people live in Bweengwa it would have required many resources it would have been more like doing census. It was not necessary for me to get the number at Central Satistical Office (CSO),”he said.

Chipango said it is demeaning to tell someone that they l are dull.

Asked if Zulu said he hates the people of Bweengwa, the witness denied.

“The ingredients of the offense is the place of origin. He (Zulu) referred to the people of Bweengwa as dull but not in the video, the second element is the place of origin he compared the people of Lumezi to the people of Bweengwa,”Chipango said.

“The place of origin and nationality are different.
My nationality is Zambian and the people of Bweengwa are Zambian.”

When cross examined by Nkhula Botha Chipango said the charge sheet does not have the word dull.

Asked if he interview experts of English, the witness denied.

Magistrate Masoja adjourned the case to August 20 for mention and fixing of a date for ruling after the State indicated that it had closed its case.

Yesterday, I had a chat with a friend who is a deep PFer. We agree on a lot about what ails this country, but, as you can imagine, our views are dimetrically opposed on who is responsible for what, and who can, and should have the right to, lead us out of it.

Our intriguing conversations usually crumble on the EL question. My mind spins that one so intelligent, informed and all round analytical would be so insistent that EL made mistakes, but was not so bad a President. That, given another chance, he would do well for this country.

That was the trajectory he was on, again, yesterday.

Of course, I disagreed. Mr PF did, however, make a point that I found instructive.

It was that, like President Lungu seemed to find it impossible to deal with cadre anarchy, which was one of the biggest citizen unhappinesses under his presidency, President Hichilema is refusing to address a huge cancer around him.

The point was advanced, that I could not dispute, that President H, seems, by degrees, reluctant, scared or unable to get rid of some Ministers and other actors, who are nothing but trouble.

Thinking about it on my own later, I concluded that, yes, President Hichilema is carrying with him some people who he probably, erroneously, thinks are politcally central to his survival in office.

Just like ELwas convinced that, if he touched cadres, he would be dismantling a, negative and destructive, yes, but necessary-to-keep-him-in-office force, HH is making political expedient decisions about who he keeps in jobs.

Take his recent decision to transfer, rather than fire, Minister Sylvia Masebo, under whom troubling levels of alleged corruption in medical supplies took place.

She is moved to Lands, another Ministry that is a magnet for corruption.

What is the thinking behind keeping Ms Masebo, if it’s not that the President finds her politically untouchable?

By the way, this is not to say Ms Masebo is corrupt. It is about perception, which, most will know can be more destructive than fact. What is not in dispute is that on the performance front, Ministry of Health hs been a mess recently. No medicines in hospitals, medicine which is given to us for free by donors, then systemayically stolen😢.

There are other people even closer to the President, than even Ministers, about whom hairy stuff has been said, for years.

I keep wondering, does the President not hear the rumours flying around about the filth some of his own advisors are involved in?

Now, again, I have no way of knowing if what people are routinely accused of is true. I just know that you can’t have people believed to be enriching themselves, the way some presidential advisors are said to be, so close to the presidency.

In his position, the President can easily carry out a lifestyle audit for everyone close to him. He does mot need to wonder what is true.

But like my PF mate said – when Presidents are in office, they choose who to listen to, and many times hear only from people in a self-preserving bubble that tell him – without us you are nothing.

How a president who won by a million votes can be so threatened, I don’t know, though.

All I do know is that this government needs a major clean up.

Now, again, I have no way of knowing if what people are routinely accused of is true. I just know that you can’t have people believed to be enriching themselves, the way some presidential advisors are said to be, so close to the presidency.

In his position, the President can easily carry out a lifestyle audit for everyone close to him. He does mot need to wonder what is true.

But like my PF mate said – when Presidents are in office, they choose who to listen to, and many times hear only from people in a self-preserving bubble that tell him – without us you are nothing.

How a president who won by a million votes can be so threatened, I don’t know, though.

All I do know is that this government needs a major clean up.

KAWAMBWA member of parliament Nickson Chilangwa says he will challenge his five year conviction and sentence by the Kawambwa Magistrates Court for malicious damage to property.

Chilangwa together with his Pambashe counterpart Ronald Chitotela yesterday replaced their parliamentary titles of honourable with convict after Kawambwa magistrate Martin Namushi found them guilty of malicious damage to property and arson.

Chitotela will have to wait for months for the High Court to seal his conviction with a minimum 10 year jail sentence as magistrate Namushi lacked  the sentencing power to impose the sentence on him.

Chilangwa and Chitotela were jointly charged with Chabu Chitotela , Kalumba Chifumbe, Davy Kaniki and Chibwe Musantu for arson, threatening violence, malicious damage to property, and four counts of assault.

Chilangwa and his accomplices during the  August 12, 2021 general elections while acting together assaulted four UPND members, damaged the windscreen of their vehicle, a Mahindra, before setting it ablaze and threatened violence against them.

Magistrate Namushi in convicting the lawmakers said there was need to impose a punitive sentence on the convicts to deter would be offenders from engaging in electoral violence.

Magistrates Namushi jailed Chilangwa and four others to 60 months imprisonment with hard labour for malicious damage to property.

He acquitted a business lady Charity Musanthu of arson and malicious damage to property.

Magistrate Namushi committed the Chitotelas and Kaniki to the High Court for sentencing as the offense of arson attracts a minimum sentence of 10 years due to lack of jurisdiction.

Chilangwa Chifumbe, who is Kawambwa Mayor Chabu Chitotela, Kunda Chitotela and Davis Kaniki  have also been given 18 and 11 months for threatening violence and unlawful wounding to run concurrently.

The convicts who were found guilty on arson applied for bail pending appeal which was denied by magistrate Namushi as there were no convincing reasons advanced by their lawyer.

And Boniface Chiwala who represented Chilangwa said he will push for his client’s release in the High Court when he files an appeal challenging the sentence and will do the same for Chitotela when the High Court metes out his punishment.

The two lawmakers will have their seats declared vacant if they start serving their sentences and do not challenge their conviction and sentence on time.

Comrade M’membe; why can’t HH restructure debt like you tried over your Zambian Airways $1.6 million ‘debt’?

Socialist Party president comrade Fred M’membe correctly says President Hakainde Hichilema (HH’s) debt restructuring means that he (HH) has transferred Zambia’s debt payment obligations to his successor (Zambian Observer 17 June 2024).

He also correctly predicts that this restructuring could make President HH popular with future historians/future generations. These will ‘sonta’ saying, ‘HH of Bweengwa built all these! But ‘bo’ M’membe who took over the presidency in 2031 built nothing’.

Fantastic! So, it worries comrade M’membe that these historians will forget that M’membe will be repaying debts which HH is now ‘refusing’ to repay? Well, I only differ with him when he says HH’s restructuring is crooked ‘imingalato’ where HH is a ‘schemer’ ‘hoodwinking’ Zambians. Is comrade M’membe admitting that he was ‘scheming’ ‘imingalato’ when he tried to ‘restructure’/ defer his Zambian Airways $1.6 million payment to the state-owned National Airports Corporation (NAC)?

I enjoy critiquing comrade M’membe. He has vast knowledge and intellectual insights which many PF thief thug/UKA ‘opposition’ don’t have. He does not fear being criticised, especially by me who by his standard I am just a small puppy barking at him, the elephant. My ‘tuma’ teeth can break if I try to bite him, while he majestically keeps chewing thorns and feeling no pain.

But he needs close scrutiny. As he has done in the past, he is still going to influence discourse in this country; sometimes for public good. My general problem with him is that he selectively applies the knowledge that suits his agenda at any particular time. He can apply it differently any time.   

First, comrade Mmembe himself tried to restructure the Zambia Airways ‘debt’. M’membe owned The Post newspaper, which in turn owned 30 per cent shares in Zambian Airways, making him a director. When, example, you wanted to fly ‘his’ Zambian Airways, its ticket will include, say, a $50 for ‘his’ Zambian Airways company and a $5 ‘departure fee’. This $5 is the fee which government, through NAC, charges you for using its airport, as ‘air passage service charge’.  Zambian Airways was supposed to give this $5 to NAC.  

But ‘M’membe’s’ Zambian Airways was not timely remitting to NAC, accumulating  $1.6 million ‘debt’. By 2007, the then transport minister Dora Siliya was demanding this money. But comrade M’membe and his fellow shareholders went to ask the then finance minister Ng’andu Magande if he could favour them by deferring this payment. They wanted to ‘restructure’ this ‘debt’ so that they don’t ‘repay’ it ‘now’, but after three years. Magande had granted the permission but Dora  Siliya refused to allow the deferrement. President Levy Mwanawasa was too ill to intervene. Result? Rupiah Banda campaigned with Dora Siliya against M’membe, and won the presidential election to replace Mwanawasa. In his book, ‘The depth of my footprints, (2018) Magande complained that the likes of Cathreen Namugala de-campained his attempts at the presidency, saying he was supporting ‘crooked’ M’membe group.

Now, if comrade M’membe replies that ‘I was not using mingalato on Zambian Airways because ‘I wanted space to rebuild my repayment capacity’, then the same applies to President HH. In fact, I am only being very fair to comrade M’membe by referring to the $1.6 million as ‘debt’ when it was money used without the owner’s permission. Supposing I tell you that I am going to Chawama to collect K500 ‘cashing’ from my shop. You ask me to pass through Mr Edgar Lulu who borrowed from you a K50 to buy Jameson ‘kachasu’ alcohol.  I collect my K500 and your K50. But in my way back I drink the entire K550 at Mike’s Car Wash. Can you accept it when I tell you that, ‘mwana’ I owe you K50 so give me three years to repay you? No! I may not be arrested for ‘obtaining money by false pretences ’. But this is certainly a civil offence. I should have first given you your K50 and then come to try to borrow, not to ‘lend’ it to myself and ask you to regularise it as a ‘borrowing’. This is like raping someone and then ask her father (Magande) to allow you to pay after three years for his daughter’s ‘short time’ service you enjoyed.  Comrade M’membe ought to be fair to HH. President Rupiah Banda tried to arrest M’membe  over other issues related to Zambian Airways, HH supported M’membe, saying these are just civil case  ‘failed business’ deals’.  

Second, President HH did not incur this debt. It was incurred by PF era thief-thugs. So why burden HH with repayments? I agree that it is immoral for presidents to incur debts, MISUSE it and then hand them over to next generations, as pointed out by German-American philosopher Thomas Pogge, in his book, ‘Business as usual: What lies behind the pro-poor rhetoric’ (2010). President Kaunda handed about $7 billion debt, which MMD’s Mwanawasa/Magande cancelled through HIPC. But PF thief-thugs ate the reserves they found and left a debt of around $11.9 billion to HH to repay. 

Third, comrade M’membe must only blame HH if  he also borrows and fails to repay, or leaves no capacity to repay. Let us focus on around $2.8 billion that President HH’s government has borrowed.  Finance minister Stumbeko Musokotwane is assuring us that he is borrowing not to waste but to stimulate growth. I would like comrade M’membe to give us indications that these UPND borrowings are really used for growth or not. If he does, I will also join him into demanding UPND to use these borrowings to really boost growth. Because truly, UPND needs to either repay what it borrows or at least leave enough growth to enable repayments.

But it is not fair to say HH is a crook by deferring PF debts.

The Controlling Officer explained that the Agency received an application from Golden
Manila on 28thJune; 2022.

Further, the Agency’s first transaction with the Company was on 7th July, 2022 as the first offer of 400 metric tons of maize. The Controlling Officer further informed the Committee that the background to the maize export programme, as documented
in the records made available to the Auditor General, was that on 11th October, 2021, the
Secretary to the Treasury and the Minister of Agriculture, granted authority for the Agency to sell surplus maize intended for export, to any persons, company or business entity that had sufficient funds.



Additionally, on 5th December, 2021, the Agency published an advertisement in the Times of Zambia Newspaper, regarding the sale of maize for export.

In order to be eligible for the maize sales export program, prospective buyers were only required to submit the registration/incorporation from the Patents and Companies Registration Agency (PACRA)
(company, partnership, sole trader, cooperative etc.); the ZRA Tax Clearance Certificate and proof of payment of K1,500.00 as a participation fee.

The Controlling Officer further explained that, the Minister of Agriculture, in a letter dated 1st February, 2022, guided the Agency to reduce bureaucratic delays in the maize export program.

The Controlling Officer also submitted that despite the fact that Golden Manela Limited was based in Chamba Valley in Lusaka, this did not disqualify the Company from collecting the commodity from any district
of its choice.

The Controlling Officer further clarified that the total number of offers/contracts made to
Golden Manela were eight as highlighted in the table below.

Committee’s Observations and Recommendations

The Committee is of the view that the omission of the six maize sales contracts for Golden Manela Investment Limited from the list of contracts provided to the auditors during the audit, may have been done on purpose, in an attempt to deceive or conceal this information from the auditors.

Therefore the Committee urges the Controlling Officer to investigate these
contracts further and if the contracts were mismanaged, appropriate action, including a report on the matter to the relevant law enforcement agencies, should be undertaken.

President Hakainde Hichilema has emphasised the importance of direct community engagement through traditional leaders, noting that his role as a headman facilitates easier collaboration.

He told traditional leaders that they are fortunate to have a president like him who is also a headman noting that working with the community is easier that way.

Speaking when he met six traditional leaders from Mumbwa District at Amatheon Agri Farms in Mumbwa yesterday, President Hichilema stated that his Government continues to work with the community directly through traditional leaders like headmen.

“We continue working with the community through the riyal highness through the headman like me, you are lucky to have a president who is a headman like me,” stated Hichilema.

The President expressed displeasure with how the distribution of maize has been done within Mumbwa district.

He said Government is committed to ensuring that the 84 districts affected by the drought are supported through the Disaster Management Mitigation Unit (DMMU).

“I’m not happy about the distribution of food, we can do better, we need to checklist, I’m not happy about the way we are managing the grain bank into the buying tables. I do get feedback. I sat with the chiefs they gave me feedback in there and I have suggested that after today we checklist the challenges that we are facing and resolve them,” he stated.

“All of us in the DMMU, can we deal with those issues so that we are a bit more efficient….That food distribution for the people is not going well, we don’t want our people to suffer we must use our wisdom to take care of people.”

President Hichilema further directed the Food Reserve Agency (FRA) to pay farmers in time by prioritising Zambians before foreigners.

He added that Government workers should also be willing to work with the private sector in order for development to take place.

“People in government resist to work with [the] private sector.. [but] you are funded by the private sector, your salaries are funded by the private sector. I am from the private sector myself so why don’t you resit the president?” questioned Hichilema.

Hakainde Hichilema’s facade of fighting corruption in Zambia is slipping

It is evident that ‘HH’ is either implicated in corruption or outright complicit because he has done almost nothing about the allegations of graft made against his cabinet ministers, some of his staff at state house and even his private associates.

The government of the United Party for National Development (UPND), and its alliance partners in Zambia, began its mandate in August 2021, after winning the general elections with a landslide.

President Hakainde Hichilema, popularly known as HH, was a longtime critic of corruption in the previous regimes.

He spent 15 years as opposition leader, using anti-corruption rhetoric to gain political mileage.

Over time, this strategy paid off as he successfully convinced millions of Zambians that his predecessor, Edgar Lungu, and his party the Patriotic Front (PF) were corrupt to the core and should be voted out of power.

Hence, by 2020, Hichilema was vowing that, if elected to office as the seventh democratic president of Zambia, he would be different from the PF, and that he would put the fight against corruption at the centre stage of his presidency and government.

Unfortunately, time has revealed that HH is no different from any other average African politician who says one thing and does the opposite.

The man used propaganda and high-level, sophisticated local and international public relations experts to project an image of him as a “political saint”, a near-perfect figure who would free Zambia from the shackles of corruption.

The ploy was believable and he fooled a lot of people.

But, sadly, President HH’s mask, worn for a very long time, is coming off. And his alleged fight against graft is crumbling before our eyes.

It is evident that he is either implicated in corruption or outright complicit because he has done almost nothing about the allegations of corruption made against his cabinet ministers, some of his staff at state house and even his private associates. 

Nonetheless, a recent report by the Financial Intelligence Centre (FIC) has shaken up the UPND government.

This report, for the year 2023, indicates that corruption and the plunder of national resources has increased drastically under Hichilema and his “new dawn” government in Zambia.

In fact, the same report shows that the value of suspected illicit financial transactions rose by about 132%, from 5.8 billion Zambian kwacha in 2022 to 13.58 billion, in 2023.

This is unprecedented, so much so that it provoked an immediate cosmetic response from Hichilema himself.

He issued a statement on 10 July, saying that the findings would be investigated.

On the other hand, vice president Mutale Nalumango is on record failing to answer straightforward questions in parliament over the report, a clear sign that the regime is in disarray concerning corruption.

To make matters worse, just a few days after the release of the report, another scandal, at the ministry of health, was exposed.

It was established that the ministry, through the Zambia Medicines and Medical Supplies Agency (ZMMSA), had engaged the Unified Procurement Authority of Egypt for the supply of medicines and other medical supplies, pegged at $65 million, in August 2023.

However, out of the scheduled delivery of 74 containers of supplies, only about 13 reached the agency’s central warehouse.

The remaining 61 containers were diverted to a secret location in the capital Lusaka, the exposé showed.

Meanwhile, hospitals and clinics have experienced drug and supplies shortages since HH and his government won the elections three years ago.

This is absurd and shows gross misconduct on the part of the government.

Because of this huge embarrassment, the Zambia Medicines and Medical Supplies Agency’s director general has been suspended by the board, pending investigations.

Arguably, the same institution now wants to claim that the amount spent on this messy procurement was only $24 million, not the reported $65 million.

It is utter nonsense for the health minister Sylvia Masebo, and her permanent secretary, to claim ignorance over the undelivered drugs and supplies of such a high-level transaction.

Masebo made a statement in parliament during which she took no responsibility for this huge corruption scandal.

This is because she knew that her boss, HH, would do nothing about it, except pay lip service by promising that a forensic audit of the transaction would be carried out.

And sure enough, President HH has not fired Masebo, after this scandal — but has since transferred her to the ministry of lands.

In any civilised society, especially in a functional democracy, the president would have fired the minister of health, and everyone else involved in the scandal, without waiting for a so-called forensic audit, even simply because lives have been lost due to the “lack” of drugs in hospitals and clinics countrywide. But the president is incompetent and cannot act because he is either protecting himself or someone close to him.

Furthermore, the Anti-Corruption Commission, which is supposed to be an institution that fights past, present and future corruption, has been compromised in the three years of Hichilema’s rule. Whistleblower O’Brien Kaaba, a courageous commissioner, spoke out about the corruption of the now disgraced director general, who has since resigned, due to public pressure.

The revelations coming from Kaaba focus on corruption at state chambers (the attorney general, solicitor general and director of public prosecutions), not just the Anti-Corruption Commission. The nation has been informed that certain individuals in the state chambers are cutting corrupt deals and facilitating graft.

This has put law-enforcement agencies in an awkward position as the state chambers ought to be an ally in fighting corruption. No serious crusade against corruption can work when the heart of the legal machinery for government is contaminated.

Kaaba indicated that state chambers are also active in looking for litigants to sue the government and pre-agree to settle or enter consent orders involving huge sums of money for them to get kickbacks. The scheme has been perfected to the extent that some orders are now signed using judges outside Lusaka to avoid public scrutiny and media attention in the capital.

This explains the instances where UPND cadres who accused the previous government of illegal detention have now been given fast and fat settlements.

If Hichilema was serious about the fight against corruption, he should have dismissed his senior legal advisors and either set up a commission of inquiry or authorised a special audit into all the high-value payments authorised by state chambers over the past three years. But, of course, the man is either incompetent, compromised or complicit in these crimes.

Kaaba cited specific examples and named individuals, such as the solicitor general, as being involved in such schemes. It is alleged that the current solicitor general received a bribe amounting to $500 000 from a named company. He denies the allegations and has since sued Kaaba for defamation.

When these revelations were made public by Kaaba, the Anti-Corruption Commission’s director general was not fired by HH but resigned. Unfortunately, the board had to pay the price as the president dissolved it immediately — a senseless and unjustified move. Just before it was dissolved, the commission issued a statement confirming that they are, and had been, investigating the solicitor general.

This is interesting because the commission has refused to inform the public if this is true or not. Moreover, why is this same solici tor general still in office, if indeed the Anti-Corruption Commission is investigating him?

HH is silent over the conduct — or rather misconduct — of the solicitor general. But the commission board, which was doing the right thing, had to be dismantled. This is suspicious and the actions, or inaction, of the president raise more questions than answers. Who is he protecting by shielding the solicitor general? If anything, HH should be on the side of the whistleblower Kaaba, a university lecturer who until recently served as commissioner at the now dissolved Anti-Corruption Commission.

In the final analysis, Hichilema might have been a good opposition leader for 15 years but he’s definitely not an impressive president. Just after winning the elections of 2021, HH told the BBC he would appoint people of good character to public office. It took him two or three months to name his cabinet, claiming that he was doing things “methodically”.

The biggest problem with Hichilema’s appointments is patronage because a number of people in key positions happen to be his former personal lawyers, such as the minister of Home Affairs and Internal Security, the Director of Public Prosecution and the Solicitor General. The attorney general is the first lady’s cousin, while the president’s legal advisor is there on account of his late father who worked with HH. Thus, there are no checks and balances in a system where the key appointees are drawn from a small pool of party confidants, all of whom are considered out of their depth.

Perhaps this is part of the reason the president lacks the guts to fire any of his appointees. Instead, he asks them to resign, as was the case with the disgruntled former minister of foreign affairs.

The same scenario played out with the former director general of the Anti-Corruption Commission, who could not be saved, even by his boss, after the corruption scandals at the commission were leaked. All Hichilema did was to politely ask this fellow to resign and then accept his resignation.

In a nutshell, to take root, the fight against corruption in Zambia needs genuine and honest leadership. It is impossible for any leader or president to claim that they are fighting corruption when their own means of wealth accumulation remains a mystery. Also, for the sake of transparency, integrity and accountability, HH should have declared his assets upon assuming office, as prescribed by law.

Finally, we have to recount that on March 31, 2023, US Vice President Kamala Harris, visited Zambia and pledged $16 million for the fight against corruption. Regrettably, now we know, from an insider at the dissolved commission, that those HH entrusted to fight corruption are corrupt themselves.  How will this government account for the money from the US government for fighting graft? 

These are fundamental issues that all well-meaning Zambians should be concerned with. Otherwise, we are likely to see many more corruption scandals in the Hichilema administration.

It was not necessary for students to riot over lack of water in the university which resulted in the looting of shops in the nearby area.

Firstly, it is with utmost displeasure that we express disappointment in the unruly behavior of our intellectuals who are meant to spearhead our nation and serve as epitomes of knowledge in our societies.

In the event that caused this unruly behavior by the said group of students, there was an electrical fault on the transformers at Bulangililo Water Treatment Plant and it affected water supply to the Northern part of Kitwe. However, both Nkana Water and Zesco technical teams were on site to resolve the problem. The affected areas included: Kamatipa, Racecourse Garneton, Riverside, Parklands, Bulangililo, Kwacha East, East of Kwacha, Old Kwacha, Chimwemwe and Kawama including CBU itself.

The fault occurred yesterday in the afternoon and the combined technical team from Nkana Water and Zesco had been on site since then to resolve the problem. Due to the technical requirements of the installation and maintenance of these transformers, there was no water the whole day but was reconnected by 21:00hrs yesterday to which surprisingly, the rioting happened at 22:00hrs when water was already running.

Nkana water Co. even sent water bowsers to cushion the impact of this water outage in the institution but students still opted to riot and loot nearby shops. The big question is when the university is closed and these students are home, do they riot because of water problems in their residential areas? If No, then why at the expense of the institution and other innocent citizens?

It is then in conclusion of our investigating team,0 that this unruly behavior was carried out by students who were not ready for exams, which are to be held in a few weeks time and was a rather planned move that took advantage of the water crisis to loot shops for money and food which was not in genuine relation to the said water problem. Why should innocent citizens outside the University suffer such severe loses for an internal problem the institution?

It has also been discovered that those who incited this riot did it on political driven grounds. Let us not put the country in disarray because of political affiliation. The university is for learning  and broadening one’s intellectual capabilities and not a political play ground.

We have therefore concluded that the identified culprits must be punished accordingly and expelled from the University with immediate effect. We urge all parents to offer caution and Counsel to their children in these universities about moral and social behavior to avoid such eventualities that may even result in loss of lives.

A CHILLING tale of witchcraft and sexual predation has unfolded in the quiet community of Kagunda in Eastern Province once more as some men admit using charms to sleep with female teachers.

What seemed like a far fetched story from Nollywood stories or Zambian folktales is now just a stone throw distance away in Chipata as female teachers at the local primary school found themselves trapped in a living nightmare, their peaceful slumber shattered by invisible assailants.

Last month, female teachers of Kagunda Primary School were at the verge of running away from the school, after they were severally raped by unknown people, who used charms to sleep with them at night.

A specific incident of one of the teachers ended up calling for prayers.

One morning, she woke up to the biggest shock and surprise of her life, she had found her private parts smooth and clean, shaved by ‘good Samaritans’ while she was asleep.

But that’s not it, the people who also helped her shave her private parts also helped themselves by also having sex with her, leaving their semen on her, as proof that they were there.

This forced the area Chief, Chief Chinyaku of the Ngoni to call for exorcism prayers at the school last month, which were led by New Hope Baptist Church reverend, Johnathan Banda.

And if the prayers failed, the chief said he would call for a witch finder to locate the culprits.

The prayers were attended by the entire village and also neighbouring villages, who gathered in one place to shame and stamp on the devil with the ‘Inshalalala’ tongues.

And it was not long before the prayers were answered.

Before the reverend could even say ‘Amen’ the perpetrators had already availed themselves.

Two young men, possessed with the spirit of horniness confessed of being the lawn mowers clearing the bushes of their victims.

The two men who asked the man of God to hide their identities said they had charms that would enable them to have sex with women in their sleep.

“They asked me to burn their charms because they did not want to be embarrassed as the chief was planning to call a witch finder after teachers at the school started complaining about people having sex with them at night,” reverend Banda said.

“The two men pleaded that I [should not] disclose their identity to the Chief for fear of being sent away from his territory. One of the men confessed that he would put the charms under the doormat before having access to the women.”

And the traditional leader warned his subjects against engaging themselves in activities that harass government workers.

“Anyone found engaging in witchcraft will be banished from my Chiefdom. I am happy those two decided to surrender their charms on their own,” he said.

Last night, some students at The Copperbelt University in Kitwe ran amok damaging properties, looting and disturbing peace of the  innocent citizens simply  because there was disruption of water supply at the campus due to the fault that Nkana Water & Sanitation Company experienced  few days ago.

Our Republican President Mr Hakainde Hichilema not too long ago donated three commercial boleholes at CBU to help resolve water challenges at the highest learning institution.The three (3) boleholes that our Head of State Mr Hakainde Hichilema donated were sunk and installed with complete pumping system with 10,000 litres water tank each which comes to 30,000 litre in  total.

As we are talking students are able to draw water from the said boleholes .What is  remaining is to reticulate the  water into the hostels and other areas and CBU Management is working on the same issue.

On top of that,according to our investigation by the time the students were rioting Nkana Water & Sanitation Company had already restored the supply of water at the campus ,so the question really is what was the point of rioting and damaging properties?

Additionally,The Copperbelt University Management  also brought in a water bowelser to cushion the water challenges as a short term interventions during the period. Like we said,there was no need for some of our students resorting to destroying innocent people’s properties.

As Government,we never expected to see what we have witnessed from our students who are our future leaders.Going forward, we don’t want to see what we saw last night,such behaviour is not good and we will not encourage it because it is detrimental to development.

We are also aware that,there are some external forces trying to incite our students and  those behind such acts ,their days are numbered.We urge the police to get down to the matter as quickly as possible and avail the information to the general public what could have happened.

The New Dawn Government under President Hakainde Hichilema believes in dialogue and not resorting to riotous behaviours whenever an issue arises.We really sympathize with our innocent citizens whose properties got  destroyed during the fracas.

Joe Biden issues statement on police sho0ting of black woman who called 911 fearing an intruder was in her home

US President Joe Biden has reacted to the killing of an unarmed Black woman by an Illinois sheriff’s deputy in her house.

Sonya Massey, a mother of two, was shot de@d by Sean Grayson, who had visited her house with another deputy after she called 911 to report a potential intruder earlier this month.

The horrifying incident was caught on a body camera and released to the public.

While the deputies and Massey, 36, first had a normal conversation, things took a turn for the worse when Grayson asked Massey to drop a pot of hot water, and then fatally shot her in the face.

Body cam video shows Massey, a 36-year-old mother of two sitting on her couch, volunteering to give the deputies some paperwork and looking for her ID.

Deputy Sean Grayson then notices a pot on the stove, asks Massey to check on it, and gives her Massey permission to move it. He says they don’t need a fire in the house.

The video then shows Massey turning off the flame on the stove and picking up the pot.

“Where are you going?” Massey is heard saying. “Away from your hot, steaming water,” Grayson says.

“Away from my hot steaming water?” Massey seems to say in the video. “I rebuke you in the name of Jesus.”

“What?” Grayson says.

“I rebuke you in the name of Jesus,” Massey says.

“You’d better fing not. I swear to God, I’ll fing shoot you right in your f***ing face,” Grayson says.

He then raises his gun, a 9mm pistol, and yells at Massey to “drop the f***ing pot!”

Massey is seen apologizing and ducking for cover, at which point Grayson shoots her. Three shots are heard in the video.

Grayson did not activate his body camera until after firing the shots, Sangamon County State’s Attorney John Milhiser said. But his partner had his on and captured shots.

After the shooting, Grayson allegedly advised his partner not to give medical aid to Massey because of the severity of her injuries. When the other deputy says he is going to get his med kit just after the shooting, Grayson is heard saying: “She’s done. You can go get it, but that’s a headshot.”

Prosecutors have said that Massey did not pose any threat to Grayson.

President Joe Biden issued a statement condemning the deputy’s actions and saying Sonya Massey “should be alive today.”

“Sonya Massey, a beloved mother, friend, daughter and young Black woman, should be alive today. Sonya called the police because she was concerned about a potential intruder. When we call for help, all of us as Americans – regardless of who we are or where we live – should be able to do so without fearing for our lives,” Biden said in a statement.

“Sonya’s death at the hands of a responding officer reminds us that all too often, Black Americans face fears for their safety in ways many of the rest of us do not. Sonya’s family deserves justice,” he added.

Deputy Sean Grayson, who is white, has been indicted by a grand jury on first-degree murder and other charges.

BBC has announced plans to cut 500 jobs as it attempts to save £200 million

The BBC has announced plans to cut 500 jobs as it attempts to save £200 million to drive the “transformation” of the corporation.

Chief operating adviser, Leigh Tavaziva said it is making the changes to improve its premium video offering and digital capabilities.

It comes as the BBC is already attempting to save £500 million as part of a plan announced two years ago.

Tavaziva said “significant activity” is already underway to make the corporation “more flexible”.

She said: “In March this year we announced a requirement for an additional £200 million of savings and reinvestment plans to drive the continued transformation of the BBC.

“This will support greater investment into premium video content and further develop our digital capabilities.”

She added: “To further build our digital capabilities, whilst targeting efficiencies, over the next two years we will continue to close and transfer roles in some areas and create new roles in growth areas.

“This will result in a forecast net reduction of 500 roles in the public service by March 26, with further growth in targeted areas planned in our commercial group.

“To support these changes we will today be launching a new voluntary redundancy scheme for staff.

“Our priority remains to protect and champion the BBC’s fighting role as the UK’s public service broadcaster, for all our audiences both local and global.

“I would like to thank all colleagues for their continued efforts and commitments over the past 12 months.

“I am immensely proud of the exceptional content creativity, delivery, and innovation that our teams both provide and support every day.”

The BBC announced in March 2023 that it was to cut 1,000 hours of TV in order to save money, with half of that coming from sport.

In the same year, the corporation announced it was scrapping its in-house chamber choir, the BBC Singers, and reducing salaried orchestral posts across the BBC English Orchestras by around 20%.

In December 2022 it said that it was making £11m worth of cuts in local radio, which saw its 39 stations required to share content and broadcast less localised content.

Back in 2016, the BBC said it needed to cut £800m worth of costs, with £80m of that coming from news.

The move saw the Andrew Neil Show axed in 2020, along with 450 jobs in English regional TV news and current affairs, local radio and online news.

Kenyan protesters vow to seize country’s main airport after President Ruto pushed to end protests

Protesters in Kenya have vowed “a total shutdown” saying they plan to seize control of Nairobi’s main international airport on Tuesday as deadly anti-government demonstrations continue to ravage the East African nation..

At least 50 people have been killed during the protests and more than 400 injured, according to the Kenya National Commission on Human Rights.

Posters on social media shared Tuesday encouraged protesters to close all roads leading to the Jomo Kenyatta International Airport and cause a “total shutdown.”

Kenyan Police said in a statement on Monday night that they increased security at the airport and warned against trespassing in protected areas, saying it was an offence punishable by law.

The protests began last month after national outrage about a controversial finance bill that would have dramatically raised taxes on basic commodities.

After President William Ruto was forced to end the bill, demonstrators shifted their attention to protesting against his legitimacy, corruption in his government and police brutality.

Ruto, on Sunday, expressed frustration with the protests, declaring that “enough is enough” after failed attempts at dialogue.

The protesters have largely done their plans on TikTok, X and other social media platforms by mostly Gen-Z citizens who have refused to identify a leader, drawing anger from Ruto.

“They keep saying they’re faceless, formless. I’ve told them I’ve given a chance to everybody to say whatever they want. It cannot continue like this,” Ruto said.

He vowed to crush the protests and renominated six ministers after he fired the entire cabinet last month due to public pressure, reigniting public anger over their renomination.

“Going forward, we will protect the nation. We will protect life, and property, we will stop the looters, killers, mayhem and anarchy because Kenya is a democracy, and we want a peaceful, stable nation,” Ruto said.

Donald Trump blames US President, Joe Biden and Vice President Kamala Harris for “not properly protecting” him during a campaign rally in Pennsylvania where a gunman fired at the former president and killed an attendee.

Trump’s allies have floated conspiracy theories about an assassination plot orchestrated by the administration after allegations emerged that the Biden administration had rejected pleas from the former president for extra security.

On his Truth Social on Tuesday, July 23, Trump revived those claims by directly placing the blame on the president and Kamala Harris for the threat to his life.

“The Biden/Harris Administration did not properly protect me, and I was forced to take a bullet for Democracy,”. “IT WAS MY GREAT HONOR TO DO SO!”

His post comes after Kimberly Cheatle resigned from her role as director of the US Secret Service after widespread demands for her exit in the wake of the shooting.

She stepped down one day after she testified to a congressional committee about law enforcement failures at the rally in Pennsylvania on July 13, where one rally attendee was killed and at least two other people were critically injured.

“She never gave me proper protection, so I ended up having to take a bullet for democracy,” Trump told Fox News Digital after her resignation on Tuesday.

“Many requests were made by on-site Secret Service for more people, always with a turndown or no response,” he added. “I have the biggest crowds in history, and they should be treated accordingly.”

Trump’s claims are “absolutely false,” Secret Service spokesperson Anthony Guglielmi said hours after the shooting.

“In fact, we added protective resources and technology and capabilities as part of the increased campaign travel tempo,” he said.

But a week after the shooting, the Secret Service acknowledged that it had turned back some requests to increase security around the former president, raising fresh questions about the state of Trump’s security protections.

“In some instances where specific Secret Service specialized units or resources were not provided, the agency made modifications to ensure the security of the protectee,” Gugliemi said on Saturday. “This may include utilizing state or local partners to provide specialized functions or otherwise identifying alternatives to reduce public exposure of a protectee.”

Trump, also said he did not receive any warning of a “problem” from Secret Service agents after some rallygoers said that they saw a gunman on a nearby roof and tried to warn law enforcement.

“No, nobody mentioned it, nobody said there was a problem,” he said in the interview. “They could’ve said, ‘Let’s wait for 15 minutes, 20 minutes, five minutes, something.’ Nobody said. I think that was a mistake.”

He also appeared to float a conspiracy theory that the 20-year-old gunman who fired at him “had some encrypted phone numbers and to foreign countries.”

“You hear all different stories,” Trump told Fox News. “I would say probably he was a loner, but you don’t know that. You have to check out the phone numbers, you have to check out the phone.”

Nigeria’s president warns youth not to join ‘sinister’ protests

Nigeria’s President Bola Tinubu has urged young people not to join nationwide cost-of-living protests planned for next week, saying they are the work of “sinister” people “capitalising” on the country’s economic woes.

Organisers are said to have drawn inspiration from events in Kenya.

Protesters in the East African nation are now calling on President William Ruto to resign after winning key demands – including the scrapping of planned tax rises and the dismissal of almost the entire cabinet.

Nigeria’s last mass demonstration was three years ago, against a reviled police unit accused of extra-judicial killings.

The #EndSARS movement achieved its aim of disbanding the force but was met with a violent crackdown in which dozens of protesters were killed.

As demonstrations planned for 1 August in Nigeria draw nearer, President Tinubu has urged organisers to drop their plans.

“Capitalising on the economic hardship in the country, some men and women with sinister motives have been reported to have been mobilising citizens, particularly youths, to stage a protest,’’ he said.

The speech was delivered on the president’s behalf to a gathering of traditional leaders on Monday by the secretary to the government, George Akume.

Referring to India, which has been hit by religious clashes, and Sudan, which has been destroyed by a civil war, he added: “Let’s learn from India and Sudan’s experiences. We are a country with more than 200 million people. Therefore, we can’t afford to have this kind of situation.”

Trade union bosses are urging Mr. Tinubu to sit down with the protest organisers, and not to dismiss their concerns as “sponsored political dissent”.

“A situation where most Nigerian families are forced to eat one miserable meal a day and eating from the dustbin beckons for serious intervention by the government,” said the Nigeria Labour Congress.

But Mr. Tinubu’s camp has accused supporters of defeated presidential candidate Peter Obi of planning the protests and galvanising support on social media with hashtags such as #TinubuMUSTGo and #EndBadGovernanceInNigeria.

“Obi should be held responsible for anarchy,” said presidential adviser Bayo Onanuga in an online post.

Mr. Obi’s Labour Party has issued a statement denying this, calling the allegations a “figment of the author’s imagination” and branding the government “puerile”.

“Labour Party, Peter Obi, and our supporters are not planning any protests,” the statement continued, but pointedly added: “The people have the right to protest and it is within their constitutional right”.

Mr Obi rallied young people, mostly in southern Nigeria, in the 2023 election, but came third. He alleged that the result was rigged in Mr. Tinubu’s favour, but a court dismissed his case.

Local media say there is also opposition to the planned protests from a group of small-scale retailers, called the Self Reliance for Physically Challenged.

Traders of Nigeria, who say they “do not want to experience the turmoil and violence that occurred during the #EndSARS protests, which left deep scars on our nation.”

Across the continent in Uganda, there are similar fears from President Yoweri Museveni who warned protesters against “playing with fire” and accused them of undermining his government while “we are busy producing wealth” for the country.

Several demonstrators were arrested on Tuesday trying to make their way to parliament to protest against what they say are high levels of corruption in government.

On the same day in neighbouring Kenya, police tear-gassed hundreds of protesters in the capital city, Nairobi. Many were attempting to reach the main airport and shut down operations.

Protesters have complained about the way they were treated by the police
The recent wave of the deaths of dozens of people in Kenya, as police cracked down on protests countrywide, began with the shooting of 30-year-old Rex Masai.
The killings have further eroded what little trust there was in the police to maintain order. And as a new series of protests is about to begin, there are concerns over how the security forces will respond.

WARNING: This piece contains descriptions of violence that some readers may find distressing.

20 June saw the second day of demonstrations against a finance bill that was going to raise new taxes. The previous day of action had been without major incidents, but as the sun set on that Thursday something changed in the heart of the capital, Nairobi.

The protesters became more defiant. Police officers switched from using water cannon and tear gas to firing live bullets.

Mr Masai got caught at the wrong end of that. He was shot in the thigh and bled to death.

“His blood was all over my hands,” says his friend, Ian Njuguna, who rushed to try and help him when he fell to the ground.

But as he and another friend tried to carry him to a nearby hospital “the officer tear-gassed us [as] we were carrying our dying friend”.
“We were frantically trying to speak to him, pleading with him not to leave us.”

At least four police officers so far are to face prosecution for shooting and killing protesters over the last four weeks, amid rising calls for justice for victims of the alleged excessive use of force.
But the investigations have been tricky.

“We have encountered non-cooperation from the police and to a certain level some intimidation even to our officers,” John Waiganjo, a commissioner from the Independent Policing Oversight Authority (IPOA), told the BBC.

However, the investigation into the killing of Mr Masai has not yet resulted in the start of a prosecution, as investigators seek to gather more evidence and record statements.

Mr Waiganjo did not comment on this specific case but explained that when investigating injury or death the IPOA needs information on where the guns involved were from and the identity of the officers allegedly involved.

The BBC has verified a video filmed around the same time and likely the same place that Mr. Masai was killed, showing what appears to be a plain-clothes police officer shooting at a crowd of protesters who were fleeing along a street.

Mr Njuguna says he thought his friend was profiled by the officer who shot him because he had dreadlocks.

“He was accused of stealing a phone. There was a shop that was looted. So, they thought he was one of the looters, so they shot him – because of what? Dreadlocks,” he tells the BBC, sounding angry and frustrated.

On the night he was killed, Mr. Masai’s family says the doctor who pronounced him dead confirmed there was a bullet lodged in his thigh, with a wound visible on one side but no exit wound on the other.

“When I got to [where he died], I asked the medics to uncover my son’s body,” his mother, Gillian Munyao, told the BBC a day after the incident. She saw where the bullet had entered his leg.

After the autopsy, the family and friends of Mr Masai were shocked to learn that a bullet could not be found in his body. They suspected that it was removed at some point.

When the BBC told Mr Waiganjo of the allegation of a lack of physical evidence, he was not surprised, given the IPOA’s challenges securing items to aid their investigations.

This can derail the quest for justice despite the IPOA’s powers to compel institutions to hand over any vital information.

The BBC contacted the acting head of police Douglas Kiricho for a response to the allegations of obstructing investigations and of using excessive force against protesters.

While he acknowledged the request and instructed the police spokesperson to respond to our specific questions, no response had been received by the time of publishing this story despite multiple reminders.

The conduct of police has left many Kenyans with little faith in the system.
Unsurprisingly, the IPOA says it has struggled to get witnesses to record statements in Mr Masai’s case or the others, as people are often scared to come forward. The IPOA is using allegations shared on social media of killings, arbitrary arrests, and abductions to initiate investigations.

Looking across the weeks of protests as a whole, BBC Verify has found dozens of videos that appear to show what activists and the police oversight body say would amount to excessive use of force and violations by the police as they quelled the protests.

The BBC has managed to verify the locations and time the incidents took place by comparing landmarks we can see in the video with Google Street View imagery and satellite maps, local media reporting, and other videos showing the same events.

The videos range from shooting at unarmed protesters, beatings with batons, attacks on people offering first aid, attacks on journalists, and abductions.

In one video filmed along next to the Parliament buildings, a protester is seen walking towards the police with his arms raised. Moments later, shots ring out.
We later see him being bundled into the back of a police vehicle, with wounds on both legs, screaming.

“I haven’t done anything, I haven’t burned any vehicle… they have shot me for nothing,” he says, as he shows the wounds on his legs.

“It is not justified to use live fire or even rubber bullets on people who are unarmed, and essentially not confronting the police violently,” says Irungu Houghton, the executive director of the Kenyan branch of the rights group Amnesty International.

He argues that there is a clear legal framework for policing in the country. “You can’t go more than one page without reading the words human rights and service to citizens.”

But he reckons the problem is deep-rooted in the system: “Rather than de-escalating conversations, or essentially facilitating peaceful protests, what we’ve seen is an attempt to try and block peaceful protests. And that’s where things break down.”

He argues that policing can work if the leadership is clear that the role of the police is to de-escalate tensions.

“If demonstrations are peaceful, the police are not supposed to use any tear gas canisters or water cannons, or even live bullets,” Mr Waiganjo says.

Their role is to guide protesters along an agreed-on path, and they “can only use firearms when a person’s life is in danger”.

Asked if she was confident justice would be served, Mr Masai’s mother said: “You know how government works here but let me trust for the best.”

“I’d say to the police, in the upcoming protests, they are parents just as we are. The pain we feel should be theirs. We won’t take revenge. We leave it to God.”

Beyoncé gives Kamala Harris permission to use her song ‘Freedom’ for her presidential campaign

Vice President Kamala Harris made a big entrance during her first official visit to her campaign headquarters on Monday evening, walking out to Beyoncé’s song “Freedom.”

A source close to Harris told CNN that her team got approval from Beyoncé’s representatives to use the song throughout her presidential campaign.

Beyoncé, who is known for maintaining strict clearance guidelines around her music, gave quick approval to Harris’ campaign when they sought permission to use “Freedom” on Monday — just hours before she walked out to the song, the source added.

While Beyoncé has not officially endorsed Harris in the day since President Joe Biden announced he would not seek a second term, granting her permission to use “Freedom” as a campaign song indicates that Harris has the superstar’s support.

Neither the Harris campaign nor a representative for Beyoncé responded to CNN’s requests for comment.

Beyoncé’s mother, Tina Knowles, endorsed Harris on Sunday, shortly after Biden’s announcement.

Terrell Davis Says Race Played A Role In FBI Detention Over Request For Ice During Flight

NFL Hall of Famer Terrell Davis was arrested by FBI officials aboard a United Airlines aircraft over the weekend.

This allegedly had what appeared to be an incident that frequently occurs when black people travel.

On Saturday, while Davis and his family were traveling from Denver, Colorado, to Orange County, California, an incident occurred.

Davis, 51, shared on Instagram how he was touching a flight attendant’s shoulder to gain his attention so he could ask for a cup of ice for his son when the attendant yelled: “Stop hitting me!”

After that, the flight attendant left and didn’t speak with Davis again during the entire flight.

According to Davis, six law enforcement officers from the FBI and the local police department boarded the aircraft as it landed at John Wayne Airport, put him in handcuffs, and took him off the flight.

“I felt and still feel angry, helpless, humiliated, and ashamed. It’s impossible to undo the upsetting experience my wife, two sons, and daughter had witnessing me put in handcuffs without any explanation or due process,” Davis wrote.

Davis claimed that, after being questioned, law enforcement officials apologized and concluded that no crime had been committed.

However, according to Davis’s IG post, race played a part in his treatment – the traumatic experience for his family and his sense of helplessness throughout the incident.

Davis stated that the story would have been different if he were a white man.

“They didn’t ask me any questions. I had no chance to even explain what happened if anything happened.”

His wife intervened, expressing how frightening the situation was at the time and complaining that Terrel was never “given an opportunity to ask questions or to challenge” what had occurred.

Agents and local law enforcement in Orange County “responded to a report about an incident that had occurred aboard a flight that required further investigation, ” the FBI said in a statement.

“He cooperated with law enforcement and was released to continue his travels,” the statement added.

Although Davis’ legal team has been in contact with United Airlines, the statement did not mention Davis by name. He went on to write that;

“I refuse to remain silent about this abhorrent demonstration of injustice and appalling treatment by United Airlines.”

Terrell Davis, who spent seven seasons as a member of the Denver Broncos before retiring in 2001, is regarded by many as one of the greatest running backs in NFL history.

He has been inducted into both the Pro Football Hall of Fame and the Broncos Ring of Fame. He is also currently a partner in the financial company Alpha 1 and a successful businessman.

It is very very clear that Mr Hakainde Hichilema is presiding over a tremendously corrupt regime – the most corrupt regime in the history of this country.

We say this because there is no decent or clean president who can preside over such a very corrupt regime without being extremely corrupt himself or herself. It is very clear that Mr Hichilema is failing to resolutely deal with this corruption because it is his corruption – it is corruption coming from the works of his own hands. The corrupt people he is dealing with are people he trusts and has appointed himself. The just resigned Director General of the Anti-Corruption Commission (ACC) Mr Tom Shamakamba was his appointee. Why did Mr Hichilema appoint such a highly compromised person? – a person so unfit to head a leading the anti-corruption institution of our country! This was a person who was reporting directly to Mr Hichilema.

Further, all the Law Enforcement Agencies (LEAs) report to him. It is Mr Hichilema supervising the so-called fight against corruption, which has turned into the protection of the corrupt people that surround him and his league. We can’t have this level of corruption without the one who heads this regime being corrupt himself. The numerous business interests of Mr Hichilema that he has failed to publicly disclose and let the Zambian people be aware of are the source and incubator of all this corruption. Being in power has removed the virginity, purity that surrounded him. Zambians now know Mr Hichilema for who he truly is – a corrupt leader who can’t even disclose the dealings of his businesses with government or government connected institutions.

Mr Hichilema’s failure to disclose his business dealings and interests is a prima facie case for corruption. But its not difficult to understand why Mr Hichilema despite repeated appeals from his friends who include the US Ambassador to Zambia and the chairperson of the ACC board he has just dissolved to publicly declare his assets and business interests, Mr Hichilema has not done so to date. The reason for this is very clear: the day Mr Hichilema declares his assets and business interests, that would be the end of his presidency. The Zambian people will see him for what exactly he is, a corrupt element and bakamutamfya nga imbwa ilile amani. Zambians hate leaders with sticky fingers.

Mr Hichilema is actually in a catch-22: if he doesn’t disclose his assets and business interests, he is in big trouble. If he does so, that is the end of his presidency and the beginning of his journey to jail. So, which way should he take? Probably, he is better off at least for now, not to declare his assets and business interests, and delay his end, which will still come anyway. But for how long? It’s just a matter of time. Mr Hichilema can run, but he can’t hide. All the signs are clear that this is a vastly corrupt regime ni ba pompwe munshibila nsala, ba sendama nkwibile, ba mpelembe chibula matwi nangu mulande tabomfwa pantu ba senda ukwiba nge nchito, beba nakutulo!

YOUTH activist Michelo Chizombe argues that going by the 1991 Amended constitution, former president Edgar Lungu served a full term in office in 2014.

Chizombe says the Constitutional Court made a decision without following statutory provisions when it pronounced that Lungu was finishing up late President Micheal Sata’s term when he was first sworn into office.

He says the decision made in the Legal Resources Foundation Limited, Chapter One Foundation limited and Sishuwa Sishuwa versus the Attorney General should be quashed as it is bad at law and cannot be maintained to be used as legal precedent in determining the current case and to be used as a law report in future.

In this matter, Chizombe wants the Court to declare that Lungu’s participation in the previous presidential election was unconstitutional.

Chizombe who has cited Lungu, the Electoral Commission of Zambia and the Attorney General as respondents in the matter indicated that Lungu contravened the constitution when he participated in the August 12, 2021 general elections.

He stated that the electoral body contravened the constitution when it accepted Lungu’s nomination and allowed him to be on the ballot paper for the 2021 presidential elections which enabled him to participate.

The petioner wants the Court to pronounce that Lungu is not eligible to contest a presidential election under the current constitution as read with the now repealed 1991 Constitution (as amended).

Chizombe is seeking a combined interpretation of Sections 7 of Act no.1 of 2016 and Section 2 of the same Act.

In his answer to the petition, Lungu insists that he never held office twice.

The former president said the ConCourt has already pronounced itself on his eligibility debate when it cleared all constitutional barriers for his attempt at third term.

He said a dissenting judgement by Court president Margaret Munalula cannot be relied upon to set a precedent.

Lungu added that the Court should embrace the principle of finality in legal decisions, and consider the grim effects of setting aside a decision that was rightfully made in his favor.

But in his reply to Lungu’s answer, Chizombe said he is not relying on a dissenting judgment but wants the Court to set the record straight and decree whether a person who has been sworn in to the office of President twice can contest for a third term.

He said the wrong judgement made by the Court prior to the last election ought to be vacated as the issues he has raised were not considered in other cases.

“The first respondent’s first term was a full term according to the 1991 amended constitution and the second term was a full term and that the first term ought to be measured by the 1991 constitution and the second term ought to be measured by the 2016 constitution,” Chizombe argued.

“The petitioner has not had the opportunity to raise any of the matters in his petition before this court and has never been a party to any of the matters before this court nor has he ever been in close privity with any of the petitioners who had been before this court.”

He emphasized that the Court’s previous judgment in the three cases regarding the matter were made in ignorance of the statute provisions and should be interpreted correctly.

“The court certainly did not pronounce itself on the effect of Article 35 of the 1991 constitution on Lungu’s first term , and if it had, the court would have arrived at the determination that Lungu’s first term was a full term,” Chizombe argued.

“The answer res judicata (already decided upon), is not an absolute bar and there are exceptions to res judicata which include when a judgement is rendered per incuriam.”

He said in it’s judgement per incuriam,  the ConCourt ignored or failed to apply the relevant provisions of the law and therefore judgement ought to be vacated or ignored and it should not be considered in the determination of the current matter.

“The petitioner therefore reiterates that a combined interpretation of Section 2 and 7 of Act no.1 of 2016 ties Lungu’s first term to the 1991 constitution in which it will be measured as a full term of office regardless of its duration,”said Chizombe.

“Consequently, this means Lungu has duly served two terms of office and was not eligible to participate in the 2021 presidential elections and is not eligible to participate in any future Presidential elections in the republic of Zambia.”

Patriotic Front Chairperson of Information and Publicity, Amb. Emmanuel Mwamba has accused President Hakainde Hichilema of using lawfare and shrinking democratic space to destroy Democracy.

He cited the case of Kwacha and Kabushi seats which stolen when the State prevented Hon. Bowman Lusambo and Hon. Joseph Malanji from contesting after the seats were nullifed.

He said it was public knowledge that the Constitutional Court has confirmed this position.

He said in his quest to destroy the Opposition the UPND has given numerous Ward Councillors jobs, especially in the Ministry of Health and Ministry of Education.

The intention has been to cause by-elections and steal these seats.

He said there were more serious were the schemes to use the law, the threat or use of force against political opponents, and courts of law to destroy members of the Opposition accusing them of corruption, crimes, and hate speech.

LAWFARE

Amb. Mwamba stated that what was at stake was the use of lawfare, which is the strategic use of legal proceedings, judicial warfare, and court proceedings to intimidate or hinder political and business opponents.

He said even business entities in Zambia have not been spared. He said those deemed to be sympathetic to the Patriotic Front have been scandalised and denied government  business on the allegations that they are Patriotic Front or Patriotic Front sympathesisers.

For example, these business were accused of supplying air. He said even when audits were extensively done, including the forensic audits of debt contracted by the State, government refused to clear the debts.

He said , the Ministry of Finance refused to pay, and many businesses went bankrupt and lives have been lost.

He stated that the country has witnessed how they have singled-out Mikalile Trading and his loan given to the Zambian Government. Government has defaulted and that loan has been subjected to audits after audits, and recently, the Ministry of Education was directed to cancel the receipt of educational material from the enterprise under the loan.

What is at stake is the destruction of democracy and the rule of law.

He said Dr. Sishuwa Sishuwa has written extensively on the shrinking democratic space and the use of Law fare by President Hichilema; “How Zambia’s President is using lawfare to subvert democracy.

“Sometimes, democracy dies with a bang. But more often, democracies die slowly. In plain sight, at the hands of elected officials. Through the gradual erosion of political norms and institutions”, wrote Steven Levitsky and Daniel Ziblatt in their book “How Democracies Die.”

Mr. Mwamba was speaking at the Press Conference held by Patriotic Front, Secretary General, Hon. Raphael Nakacinda.

SOCIALIST party legal chairman Simon Mulenga Mwila says it is wicked for former Anti-Corruption Commission board chairman Musa Mwenye to make revelations that the fight against corruption was choosy, after being  axed.

Mwila says Mwenye cannot portray himself as a man of courage in the fight against corruption when he comfortably managed a board for an institution he claims is plagued by graft, yet he failed to provide solutions to stop the rot apart from demanding for lifestyle audits of public officials.

Last week the ACC board was dissolved by President Hakainde Hichilema after a former board member Dr O’Brien Kaaba ignited a tumult when he claimed that State chambers was enmeshed in corruption.

However on Sunday July 21, Mwenye penned down a mirthless article on his Facebook page reflecting on his time in office at the Anti-graft body saying those in authority failed to arrest erring government officials.

He said the push for arrests of government officials involved in corruption caused a discord between the ACC board and decision makers.

“Successive governments have manipulated the operations of the ACC by appointing a strong board to give a veneer of respectability but appointing management that is ‘user friendly’. But I am proud that the board I served refused to be intimidated, remained in position and demanded internally and publicly, both as a board and in our individual capacities, that the right thing be done,”said Mwenye

However Mwila says Mwenye has failed the integrity test.

“His revelations have come too late, if he noticed these irregularities, all he would have done is of course is told the President,”Mwila said.

“He’s not exhibited anything he’s just trying to show a that he’s a hero with some level of integrity which I feel he doesn’t have.”

He wondered why Mwenye found it complacent in a scandal-plagued institution and did not jump ship and had to wait for a board member to expose the ‘skeletons in the cupboard’.

“Why did it have to take him so long? did it have to take Dr Kaaba to make those revelations on how the board and management of ACC have been operating ? I don’t think so,”Mwila said.

“He should have done a very good service to this country the way Dr Henry Mbushi did he resigned when he noticed that this fight against corruption is not a fight against corruption actually, it’s a way of persecuting people that you perceive as your enemies and a way to cripple your political opponents.”

Mwila charged that Mwenye cannot be crowned the man of the moment in the fight against graft when he is neck deep in the waters, charging that his revelations were out of frustration.

“There’s no righteousness in what State counsel has done we respect him as our mentor but the manner in which he has come out he should have found a better way of airing his grievances,”he said.

“We will just take it that he’s done it out of frustration and it lacks any integrity, to me it doesn’t stand.”

The lawyer added that upon noticing frictions between the board and management Mwenye should have sought audience with the President if he felt he was not offered an ear within the institution.

“When he realized that the board and management are not in good terms or, they are not able to discharge the functions of the ACC that’s fighting corruption that President Hichilema has been singing about from the time he took office, I think he (Mwenye) should have alerted either the members of the public or written to the President and shown us a copy but he was quiet all along,”

“Now out of frustration he decides to be a hero and a saint that to me doesn’t pass the integrity test and I totally disagree with the manner he is doing things,” said Mwila.

There has always been a need for the commission of inquiry into governmental corruption under the PF and UPND regimes

Shortly after the United Party for National Development(UPND) defeated the Patriotic Front(PF) government in the August 2021 elections, I published the following article on the need for establishing a commission of inquiry on corruption in Zambia in my column in The Mast newspaper.

I reproduce the entire article below as it was then published. It is my thesis that the continuing reports of escalating levels of official corruption under the UPND government is partly because there was no commission of inquiry to unearth the modus operandi of corruption, its avenues of manifestation, how it can be detected and its embeddedness in the structures of escalating institutions tasked to fighting corruption, there was no methodology of fighting this cancer. There was no reckoning of what had just happened among others that had led to the unexpected change of government.

In the recent past we have seen a great deal of ferment and internal combustion within institutions tasked with fighting corruption. There have been resignations of high powered personalities in some of these institutions. There have been suits and threats of suits for defamation involving individuals within these institutions. Accountability is yearning to be acknowledged and exorcised.

Whatever the course of the fight to combat corruption takes, I lament that it must involve a serious commission of inquiry into corruption. The article below is not the only one that I have written on this topic. Here is the article I am referring to published shortly after the UPND came to power and it was entitled.:

“Prosecute individuals but also create a broad

based permanent record as memory bank on corruption in Zambia”:

Any individual act of deviance clearly defined as a crime must result in a prosecution for that crime. Corruption in Zambia is at the top of the list. However, any event, episode or period that induces national trauma and moral panic with identifiable national Post Traumatic Stress Disorder (PTSD) should result in a commission of inquiry (COI) that produces a comprehensive permanent record that would stand the test of time and to which generations upon generations of citizens would refer to in reflection on how to fight the scourge should it persist or rear its head again. Individual prosecutions and COI are not enemies or exclusive of each other. They are complimentary and serve a continuum of individual, specific and general lessons of deterrence.
Trials have served as a public shaming spectacle on the individual criminal but also a cathartic exercise on the public that vents to see criminal individuals locked away (See Sadakat Kadri, “The Trial: A History from Socrates  to O.J. Simpson”, New York, Random House, 2005 ). But individual trial prosecutions generally usually fade away in memory except for the families affected and the legal professions or unless the crime or crimes were humongous. For example, can anyone remember which individuals exactly were prosecuted and convicted for the crime of apartheid or individuals 

who were tried for the 911 episodes in the US?
Everybody however remembers that there was the televised commission of inquiry called The Truth and Reconciliation Commission which produced a report (several volumes) and can study it and comprehend in a systematic way how apartheid operated and the crimes committed under it. And how to guard against a similar happening in the future. It goes the same for the 911 catastrophe, there were congressional hearings that produced a permanent record boiled down in a publication entitled, “Without precedent”.  The torture reports on the alleged perpetrators of 911 resulted in another congressional investigation report entitled “Report on torture”. Allegations of sexual abuse of Aboriginal children by Catholic priests in residential schools in Canada resulted in a Truth and Reconciliation Commission of Canada which produced a comprehensive report. The attach on Capitol Hill in the United States was subject of a comprehensive Congressional investigation that produced a permanent record for posterity while individual perpetrators are being and will be prosecuted for their individual acts.
Zambia is fast losing an opportunity to do a comprehensive report on corruption through a COI and create a permanent record of same. Zambia is pursuing individual prosecutions for individual and general deterrence. A few years from now, no one will remember that a regime had been thrown out of power because of its governance through massive corruption. There will be no record of corruption under the old regime and what lessons the new regime would have learnt. There may even be scant records of individual prosecutions resulting in convictions. Zambia has a reputation of being a very poor record of successful prosecutions in corruption cases. The majority end up in acquittals or nolle prosequis. Zambia loses on two fronts: scanty convictions and no permanent comprehensive record on how corruption operates. There are individual seizures of property involving houses, money and vehicles but there are no systematic reports of how these were acquired and no leads as to how to prevent such corruption in the future.
The World Bank produced a book that looks at how corruption operates in various sectors: education, electricity, procurement, transport, financial services, revenue collection, forestry, agriculture etc sectors. ( see ” The many faces of corruption: tracking vulnerabilities at the sector level” edited by J. Edgado Campos and Sanjay Pradhan, Washington, The World Bank, 2007).

That is one model to follow in a COI. It is easy to fight and defeat corruption when you know how it operates sectorally. The TRC in South Africa used the individual and institutional approach: individuals were summoned or voluntarily came to give evidence and institutions like political parties, the media, the army and police, the judiciary and legal profession etc testified on their role under apartheid. Individual, sectoral and institutional aspects promote the same end, to unearth corruption. Corruption has to be fought systematically in order to defeat it systematically. In Zambia there is no record of how corruption operates that one can refer to. The reports of the Financial Intelligence Centre(FIC) are useful but they contain raw data which needs further sifting. The reports may never even be acted on. The identities of the perpetrators of corruption are not disclosed in the reports.

A comprehensive COI that will produce a comprehensive report to stand the test of time is called for. A great book on COI is entitled, “Commissions of Inquiry: Praise or Reappraise?” edited by Allan Manson and David Mullan (Toronto, Irwin Law inc.2003). It looks at different typologies, aims and results of COIs with examples from several countries. One advantage of COIs is that they tap into the various knowledge repositories of renowned experts in various fields, experts local and foreign in origin. Zambia has underutilised the vast local and foreign expertise it has in the fight against corruption. Let’s do it. Without a COI that will leave a living tree record on corruption and its modus operandi in Zambia, a COI that will raise the consciousness of Zambians to be whistleblowers because they will recognise what corruption is, the battle against corruption may be still-born and the new masters will simply adorn the shoes of the old masters with a flip of the sign on the outside door stating that the fight against corruption is on when the happenings inside the offices, go unabated from the previous regime. An COI will signal true regime change. The case is submitted.

Our beleaguered, and clearly out of depth President Hakainde Hichilema joined his friends in the West and elsewhere in the world, in condemning the attempted assassination of former US president Donald Trump.

“We in Zambia are saddened by the attempted assassination of former president Donald Trump. Extremism, anarchy, criminality, and lawlessness have no place in any society. The rest of us in the world join the USA to condemn this criminal act, and to learn lessons for the future. We wish former president a quick and full recovery,” wrote Hichilema on his Facebook wall on the day of the attempted assassination last Sunday.

Hichilema’s short statement is devoid of any sympathies for the other real victims of the attempted assassination on Donald Trump: one Trump rally attendee died, two others were injured and the loved ones and parents of the assassin – 20-year-old Thomas Mathew Crooks – who was shot dead by the US Secret Service. Hakainde Hichilema’s statement reeks of moral cretinism, acute intellectual starvation and political hypocrisy of the highest order. 

In just under three years, Hakainde’s government has fanatically and with the zeal of neoliberal extremists pursued International Monetary Fund (IMF) and Word Bank (WB) economic and social policies with their deadly austerity measures, anarchically dismantled our national food reserves among other anarchical conduct, unconstitutionally and criminally dealt with our natural resources including copper, sugillite, gold and others among other criminality, and allowed corruption and other lawlessness to prevail in our police and other law enforcement agencies, state chambers, parliament, judiciary, and the executive itself. The effects of the past three years of Hakainde’s unconstitutional, criminal and corrupt misrule have all combined and now reduced Zambia into the world’s hungriest, most impoverished, unequal country with an explosive national unemployment crisis as the fuel, electricity, water and high costs of living and doing business crises worsen. Zambia, since Hichilema and his equally morally and intellectually challenged UPND took over government has collapsed into a heap of a mountain of an economic crisis, an employment crisis, energy crisis, a fuel crisis, a water crisis, a food crisis, and many other crises, all now combining and pushing Zambia beyond a moral and political cliff, and possibly into mass civil chaos and violence. 

Sex for food has become normal, with jokes about “Room 18” concealing the nationwide hunger and social crisis pushing women into transactional sex and outright prostitution. Little girls as young as 12 are struggling to use their tiny bodies to make money for food at home. Young boys as young as 11 are becoming “junkies”. Mental illnesses are up, explosively. Suicides are up exponentially. Illicit and cheap alcohol and drug addictions are rising explosively, especially among Zambia’s young people, who are the majority of Zambians. All crimes especially violent ones, are up. Murders, gender-based violence, domestic violence, rape, burglaries, abductions and so on all are rising, and fast, as hunger and mass national poverty grips the nation.

All these national pathologies are a direct result of Hichilema and his UPND friends pathological and fanatical adherence to IMF/WB policy prescriptions and their stringent austerity measures. How much, and how long, must Zambians suffer, and how many Zambians must die, before Hichilema and his fellow morons in government realise that it is morally indefensible to pursue any economic or social theory/policy or vision at the expense of human life? No economic policy is worthy killing one Zambian in order that “future Zambians” may live in unproven prosperity. Such shallow and acute intellectual and moral poverty is what has no place in today’s world of extremely advanced AI powered science and technology, and how to predict the impact of policies on human beings. It is unconstitutional and criminal to recklessly pursue policies which are killing citizens if one took a vow to protect and defend Zambian lives and our Constitution. The UPND and Hichilema are an unconstitutional, corrupt and criminal gang using the Zambian government to pursue their own personal economic and financial interests.

It is none other than Dr O’Brien Kaaba, our former very bright, intelligent constitution defender and fighter and “public intellectual” during the Patriotic Front (PF) government days, still a teacher of law at our prime university, UNZA, and currently serving as a board commissioner (appointed by Hichilema of course) on the Anti-Corruption Commission (ACC) board who has so eloquently exploded the myths about Hichilema’s fight against corruption and the criminality going on at the ACC, other law enforcement agencies and in our state chambers.

O’Brien Kaaba has ably exposed State Chambers as being at the forefront of looting: “State Chambers are in the forefront of cutting corrupt deals and facilitating corruption. This has put all law enforcement agencies in an awkward situation as state chambers ought to be an ally in fighting corruption. No serious crusade against corruption can yield fruits when the heart of the legal machinery for government is contaminated. The level of corruption is sickening, to the extent that state chambers are the ones looking for litigants to sue the government and pre-agree to settle or enter consent orders involving huge sums of money. The scheme has been perfected to the extent that some orders are now signed using judges outside Lusaka to avoid public scrutiny and media attention in Lusaka. The president needs to do two things: a) dismiss his senior legal advisors and b) either set up a commission of inquiry or authorise a special audit into all the high value payments authorised by state chambers in the last three years,” says Kaaba in his statement elaborating on the goings on in the Hichilema government’s fake fight against corruption. “The level of corruption is sickening, to the extent that state chambers are the ones looking for litigants to sue the government and pre-agree to settle or enter consent orders involving huge sums of money. The scheme has been perfected to the extent that some orders are now signed using judges outside Lusaka to avoid public scrutiny and media attention in Lusaka.”

Is Hichilema such a dimwit that he thinks we do not know that he knows about all this, and has allowed it because members of his political party are the beneficiaries and perhaps, he too, Hichilema, is onto the racket too?

Kaaba says: “It is a mistake to expect ACC to be an effective tool for fighting corruption in its current form. It is a captured institution. The forces that are ripping off the state resources through state chambers also have their stranglehold on ACC. It is no wonder the media has been reporting that the ACC management has simply cut off the board from decision making at the ACC. If the media reports are true, the ACC is not accountable to its board but to the same corrupt elements looting public resources. This suggests the capture is so complete and corruption reigns with impunity.”

The “capture” is complete because the Head of State and appointing authority, Hakainde Hichilema, has allowed his appointees to go on a free looting spree. Kaaba knows this. Why is Kaaba not directly fingering Hichilema, the appointing authority under whose watch and nose this “sickening corruption” is going on?

O’Brien Kaaba is a decent and principled man, an intellectual and a good academic. He has impeccable credentials as a “public intellectual” especially in defence of our Constitution and against government abuses of our rights. He has a conscience, still intact, even as he works in the belly of the corrupt Zambian government beast. Like most well-meaning people, it is clear Dr O’Brien Kaaba was fooled into believing much of what Hakainde said when he was in the opposition, especially about fighting corruption and criminality in government. Well, O’Brien has now learnt first-hand, from direct experience, that Hakainde Hichilema lied about corruption and his opposition to criminality in government. Hichilema is a thoroughly corrupt man, and president. 

If O’Brien has the information he has gathered, what more does Hichilema know about this sickening rot and corruption in his government, given that Hichilema must regularly receive reports from our state security and intelligence apparatus, all law enforcement agencies including the ACC, Drug Enforcement Commission and the Zambia Police? The relevant members of Hichilema’s Cabinet also must regularly brief Hichilema about the corruption in his government. Hichilema has another layer of informers on corruption in government, past and present: all his thousands party appointees in government desirous to protect their boss.

It is irrational, inconceivable, and totally unbelievable that Hichilema may know less than what O’Brien knows about the sickening levels and forms of corruption in the Hichilema UPND government. O’Brien is too intelligent to believe that “the boss”, Hichilema, is ignorant of this sickening corruption in government. Does O’Brien truly believe that Hichilema does not know this, that “The UPND government went to town denouncing the former DPP under President Lungu’s tenure when it discovered that she had entered into settlements immunising some of the individuals accused of serious acts of corruption. This partly explains why the government instituted her removal. Yet in less that three years, the ACC has entered in more scandalous settlements with some of the people accused of the most heinous acts of corruption (sic). The media has been reporting a shocking trend where the ACC simply asks suspects to return just a fraction of the loot and keep the rest while the suspect is given immunity from prosecution. Using this mechanism, ACC is basically allowing both PF and UPND aligned officials facing serious accusations of corruption to buy off their freedom, using the same resources looted from the public. As long as one is willing to give a cut, they are let off. Are the people who think that ACC is now preoccupied with finding people with big loot, immunise them and share the loot not justified? It is clear that the provision allowing the grant of immunity is being abused.”

I don’t not think so. Dr O’Brien Kaaba needs to complete his recovery from being duped by HH: he must now publicly acknowledge that Hichilema cannot, is not, capable of leading the fight against criminality in our government. Hichilema is part of the systematic and structural corruption capitalism survives on, in government. Kaaba is too intelligent and morally sane to suffer from irredeemable and terminal cognitive dissonance. His students and admirers expect him to stay principled, consistently. This path is costly, at a personal level: is Kaaba ready to pay the personal price for principled consistent opposition to criminal governments? We shall see.

The capitalist leaders of the West and their puppets globally, and in Zambia, are moral invalids, intellectual midgets and political hypocrites! Hichilema and his UPND are extremists, anarchists, corrupt, criminals, pathological liars, and they practice lawlessness with reckless abandon, as O’Brien Kaaba has so eloquently elaborated, in his latest writing on corruption and criminality in Hakainde Hichilema’s government.

This editorial delves into the troubling implications of Jito Kayumba’s behaviour, the dysfunction within President Hakainde Hichilema’s offices and his communications strategy.

Jito when appearing on Diamond TV’s Costa programme asked, “when was the last time a Zambian president met the King?

It’s a big deal”. No Jito, it’s not a big deal for the people of Zambia. What is a big deal for the people of Zambia is the cost of living, food, electricity, jobs and businesses for Zambians and not selling our family silver to foreigners.

Perhaps it’s a big deal to Jito and Hichilema to have such photo opportunities. After all that visit to the UK was about receiving an
honourary doctorate, a visit paid for using public resources.

And Laura Miti is very right when she said “Hichilema did not pick best personal advisors, some in President Hichilema’s team are too junior in terms of experience to be of any use to him. Others are known to be plain dodgy.”

Jito is a man who fears his shadows. Sishuwa Sishuwa posted on X, (formerly Twitter),

“Recently Jito Kayumba, Special Assistant to President for Economy & Development Affairs talked about the importance of truth in public office. I asked Jito why he had lied that he was on the board of Bank of Zambia and if he would consider apologising for the lie. He blocked me.”

Jito is unable to accept the truth, that he is a liar who manipulated his CV, to impress people. Such is the calibre of Hichilema’s advisor.

In the evolving political landscape, Hichilema’s administration faces mounting criticism over its internal dynamics, particularly the *self- promotional tactics of his advisor, Jito.*

Jito’s ascent has been marked by a distinctive style of self-promotion, paired with *agressive marketing of his own role* , have overshadowed the contributions of Cabinet Ministers and other officials.

Instead of functioning as a supportive advisor, Jito often appears as a *publicity seeker than a genuine public servant.*

The President’s directive for advisors and ministers to be proactive in communications has seemingly provided Jito with an unchallenged platform to advance his narrative, regardless of its accuracy or impact on public perception. His recent media appearances, including a defence of Hichilema’s foreign visits, illustrate a tendency to prioritise self-interest over collective governance. This raises a question: is Kayumba’s self-promotion ultimately benefitting the UPND administration or merely inflating his own self-serving profile?

Central to the criticisms surrounding Kayumba is a palpable dysfunction within the presidential communications strategy, if there is one that exists.

Hichilema’s appointed Chief Communications Specialist, has been described as non-effective. One who is even unable to be a master of ceremony at presidential press conferences, leaving a vacuum that Jito has rushed to fill. The result is a chaotic narrative regarding Zambia’s foreign engagements and economic strategy, one that often lacks clarity and coherence. Instead of a unified message from the presidency, *the public is treated to a cacophony of competing narratives, primarily driven by Kayumba’s agenda.*

It would not be far-fetched to say that as far as Kayumba is concerned, *only he and Hichilema are working.* *Only the two of them know what they are doing and only the two of them are fixing it all!*

The fallout from Kayumba’s *self-promotional tactics is not limited to internal administration dynamics.* Cabinet Ministers, who are crucial in steering the nation’s policies, have expressed frustration over being overshadowed by Kayumba’s unilateral communications. This discord not only undermines ministerial authority but also reflects poorly overall functionality of Hichilema’s administration.

When Cabinet Ministers feel marginalised, the risk of a fractured government grows with potential ramifications for national policy and trust.

Public perception, too, has taken a hit. Zambians are increasingly aware of the distinction between *effective governance and self-serving rhetoric* . The growing disdain of Kayumba’s approach coupled with the President’s perceived procrastination on key issues creates an environment ripe for disillusionment. Trust in government hinges on transparency, honesty, and the competence of public officials – qualities that are at present being undermined by Kayumba’s actions.

The impact of foreign engagements:

Hichilema’s foreign trips, including a meeting with King Charles are being heralded as  groundbreaking, and according to Kayumba “a big deal”. Yet the claimed benefits, other than a photo opportunity remain largely abstract.

Unprecedented claims of funding negotiated during these visits require scrutiny and validation. The lack of clear communications regarding these foreign engagements and outcomes raises further questions about the President’s leadership style. Effective leadership is characterised not merely by high-profile meetings but the capacity to translate these engagements into actionable policies and programmes that benefit the populace. Without this translation, the foreign trips risk being little more than public relations exercise devoid of substantive outcomes, other than fillling up the walls at State House and Kayumba’s house with a photo gallery.

Hopefully, Hichilema and Kayumba are learning lessons from Kenya, that effective communications is key, not rhetoric. Gen Z, are not asleep in Zambia as well.

*It is crucial for President Hichilema to revaluate the role of advisors like Kayumba.* Self-promotion at the expense of collective governance is a recipe for disaster, threatening not only the integrity of State House but also the integrity of Cabinet Ministers and senior public officials. This begins with establishing a cohesive communications startegy that uplifts the contributions of all Cabinet Ministers while ensuring public discourse remains focussed on the nation’s priorities, and not only those of Hichilema and Kayumba. These challenges are not insurmountable, but they require a concerted effort to recalibrate the narrative surrounding the governance style. In a time when public trust is more critical than ever before, the choice is clear.

The President’s call for proactive communications has devolved into a stage for Kayumba’s relentless* *publicity.* *The President does not need ego-centric advisors who have taken self-promotion to an alarming level, positioning* *themselves not just as an advisor but as a principal spokesperson for Zambia’s economic vision!*

PeP STATEMENT ON THE CONTINUED INCARCERATION WITHOUT TRIAL OF MR. SHADRECK KASANDA AT MUKOBEKO MAXIMUM SECURITY PRISON

1. As Patriots for Economic Progress (PeP) we wish to challenge President Hakainde Hichilema to explain to the nation why, out of the six Gold Scandal suspects that were initially arrested, only Mr. Shadreck Kasanda still remains incarcerated at Mukobeko Maximum Security Prison in Kabwe, without trial, 11 months later.

2. The six Zambian suspects that were initially arrested regarding the Gold Scandal are Mr. Jim Belemu, Mr. Patrick Kawanu, Mr. Oswald Diangamo, Mr. Francis Mateyo, Mr. Robson Moonga and Mr. Shadreck Kasanda. It is worth noting that apart from Mr. Shadreck Kasanda who hails from Luapula Province, the other five suspects either hail from Southern Province or one of the Zambezi Provinces. It is also worth noting that despite the six named suspects having been together during the said Gold Scandal, the other five suspects that hail from Southern Province have long been released and they have subsequently not appeared before any Court of Law. In other words, the Gold Scandal cases relating to the five suspects that come from Southern and other Zambezi Provinces appear to have mysteriously fizzled out.

3. On the other hand, Mr. Shadreck Kasanda, who is the only one out of the six Gold Scandal suspects who hails from a non-Zambezi province, being Luapula, has been incarcerated for the past 11 months at Mukobeko Maximum Security Prison, without trial and without access to any relative or friend except his lawyer. Additionally, Mr. Kasanda’s house in Ibex Hill area was seized by the State without trial, together with all his bank accounts and household items including his personal clothes and shoes. To the contrary, none of the other five Gold Scandal suspects that come from Southern and other Zambezi provinces had their houses, bank accounts or any property seized by the State.

4. As Patriots for Economic Progress, we wish to challenge President Hakainde Hichilema to tell the nation whether his Government has a deliberate policy for selective prosecution, specifically aimed at locking up as many people from non-Zambezi provinces as possible, while shielding individuals that hail from Southern and other Zambezi Provinces from criminal activity?

5. We have found it necessary to ask the President this unfortunate question because the case of Mr. Shadreck Kasanda is not the only one. We have cases of Hon. Mumbi Phiri, Dr. Chris Zumani Zimba and others who hail from non-Zambezi provinces, who were incarcerated for prolonged periods of time on very flimsy grounds. On the other hand, we have cases of Batuke Imenda and Hon. Douglas Syakalima who hail from Southern and other Zambezi provinces where the State has refused to grant consent for their prosecution for clear criminal offenses of hate speech.

6. Therefore, it is very important that President Hakainde Hichilema answers our question as to whether his Government has a deliberate policy of unduly incarcerating as many Zambians that hail from non-Zambezi provinces as possible, while at the same time shielding individuals that hail from Southern and other Zambezi provinces from criminal activity? We look forward to the President’s answer to our question as soon as possible.

Some students at the Copperbelt University Main Campus in Kitwe in the late hours of yesterday rioted and looted, among others, COBUSU shops within the campus due to a water interruption.

Sanfrossa Manyinda Mberi reports that the students who ran amok around 23:00 got away with mostly food items and other groceries from the shops as one of their ways to vent their anger for not having running water for almost 48 hours at the campus.

Earlier, before the riots erupted, COBUSU Interim President Edgar Chiingu communicated to the student populace that the water interruption was the result of an inoperative 3.3 kV transformer that powers the five pumps at the Bulangililo Water Treatment Plant, at least as advised by Nkana Water and Sewerage Company (NWSC).

And NWSC Public Relations Manager Bivan Saluseki said the firm is working with ZESCO and is currently in the process of installing the replacement, and water should be restored soon enough.

But as a way of trying to manage the problem, three water bowsers, two of which supplied water to the students on campus and the other which supplied the lecturers and the students residing near the lecturers’s compound, were organised.

Meanwhile, despite being advised to draw water from the bowsers on campus as the issue was being looked into, the students rioted as they complained that the solution offered was not enough.

Mr. Saluseki said the works at the Bulangililo Water Treatment Plant, which have affected water supply to the north of Kitwe, are still in progress.

He said affected areas include Kamatipa, Racecourse Garneton, Riverside, Parklands, Bulangililo, Kwacha East, East of Kwacha, Old Kwacha, Chimwemwe, Kawama, Mindolo North & West, Industrial Area, Buyantanshi, Kamitondo, and Buchi Townships.

CURRENT ECZ CAN’T CONDUCT GENERAL ELECTIONS

We call on  all stakeholders to reject the Electoral Commission of Zambia’s (ECZ) roadmap to the 2026 General Elections due to multiple irregularities compromising the integrity of the electoral process.

In its current form, the ECZ lacks the credibility to conduct free and fair ELECTIONS, Infact it may play a part to rigging. The Commission is composed of UPND card-carrying members who have failed to meet the minimum requirements for ECZ membership. The ECZ has consistently demonstrated partisanship, imposing unnecessary requirements on political parties during by-elections and disregarding court rulings.

The Kwacha and Kabushi by-elections were marred by irregularities, and the ECZ’s failure to address these issues raises serious concerns about the legitimacy of the 2026 General Elections. Furthermore, the ECZ’s decision to proceed with the Kapamba ward by-election in Mpika District despite the withdrawal of the NCP candidate contradicts the Zambian Constitution, which mandates fresh nominations in such cases.

Additionally, the ECZ has imposed instructions on political parties regarding who should sign adoption certificates for candidates. There is no law that provides for such imposition; it is up to individual parties to make that decision themselves. This overreach is a clear interference in internal party matters.

Despite a tribunal ruling indicating the electoral officer’s error in disqualifying the Patriotic Front candidate in Mpika’s Kapamba ward, the ECZ failed to act, further eroding confidence in the electoral process. Moreover, the presence of ministers with large amounts of cash on election days to buy votes has been ignored by the ECZ, compromising the integrity of the electoral process. Reports indicate that ministers have been moving with trunks and bags of money, paying K1000 per vote, which is unacceptable.

In light of these irregularities, we call for the rejection of the ECZ’s decisions, roadmap, actions, and composition in totality. We demand the constitution of a new electoral body to ensure credibility and fairness in the 2026 General Elections. Stakeholders should demand the disbanding of the current ECZ which is controlled by UPND to ensure free and fair elections in 2026 and preserve the democracy of the country.

ZAMBIANS APPLAUD HH’S VALIANT FIGHT AGAINST CORRUPTION

Lusaka, (23 July 2024 )– President Hakainde Hichilema’s recent measures display his steadfast dedication to eliminating corruption in Zambia, marking a significant turning point in the United Party for National Development’s (UPND) anti-corruption campaign.

President Hichilema’s zero-tolerance stance on corruption contrasts sharply with the previous administration’s approach.

Under the PF administration, the Financial Intelligence Centre (FIC) faced intense opposition and criticism after exposing major corruption and misappropriation of public funds in 2018 and 2019 Trend Reports. Notably, then-Director General Mary Chirwa and other FIC officials were attacked, leading to a decline in the FIC’s effectiveness and morale. The PF administration mocked the FIC’s efforts and accused it of producing incomplete data.

The FIC’s 2018 report revealed financial crimes costing K6.1 billion, while the 2020 report showed corruption costing K2.2 billion. Due to the PF’s attacks,  FIC was forced to operate more quietly, facing intense scrutiny and criticism. The former president and other government entities, including the Ministries of Finance and Information, undermined FIC’s goals and demoralized its personnel.

In contrast, President Hichilema has taken decisive actions to restore integrity and transparency in the FIC’s operations.

He relieved the Director General of the Zambia Medicines Regulatory Authority (ZAMMSA) of his duties and dissolved the Anti-Corruption Commission (ACC) to bring fresh ideas and energy to these crucial areas.

He also made cabinet changes, including swapping the Minister of Health with the Minister of Lands.

These actions reflect President Hichilema’s determination to tackle corruption head-on and revitalize the institutions tasked with fighting it.

Unlike the PF administration, which undermined the FIC through government interference, President Hichilema’s policies promote accountability and transparency.

He has vowed to wage an unrelenting war on corruption, stating, “You are on your own,” to anyone involved in corrupt practices, regardless of their political affiliation.

President Hichilema’s commitment to fighting corruption is also evident in his dedication to ACC reform and ensuring the timely release of the 2023 FIC report.

With the departure of the ACC Director General and the extension of the agency’s mandate, a new chapter in the fight against corruption has begun. These firm actions are expected to reduce corruption in Zambia and rebuild confidence in the government.

As the UPND, we applaud President Hichilema for his unwavering opposition to corruption and his efforts to ensure the independence of the FIC and ACC.

While the fight against corruption is challenging, we are hopeful that President Hichilema’s commitment and decisive actions will have a significant impact on Zambia’s anti-corruption crusade.

Introduction

Today, l want to offer my expert opinion on what I have termed as “top 12 most important (powerful) opposition leaders in Zambia”.
To arrive at this list, I applied the (1) professional credibility, (2) political popularity, (3) party institutionalization and (4) political impact test model on 27 known opposition leaders in Zambia based on official records and public information. Its an article I have researched for two months.

After critical analysis, the highest to the lowest from 1 to 12 are (1) Dr Edgar Lungu, (2) Dr Fred M’membe, (3) Ms Edith Nawakwi, (4) Mr Sean Tembo, (5) Mr Winter Kabimba, (6) Mr Sakwiba Sikota, (7) Mr Chilufya Tayali, (8) Mr KBF, (9) Dr Dan Pule, (10) Mr Peter Sikamba, (11) Hon Harry Kalaba, and (12) Mr Kasonde Mweenda/ Ms Chishala Kateka. Below are the 12 in chronological order with detailed justification notes:

  1. Dr. Edgar Chagwa Lungu

He is the only living and politically active former republican president. He is a distinguished lawyer who has been in active politics since 2000. He saved as MP for Chawama, Deputy Minister at Cabinet Office, Minister of Justice, Minister of Defence and indeed PF Secretary General going into State House. Lungu is the Donald Trump, Rula de Silvia, Nelson Mandela and Paul Kagame of Zambia because he delivered in most key sectors when he rules for 7 years. He is celebrated as “Mr Sonta apowabomba” due visible his infrastructure signature projects across Zambia like Kenneth Kaunda (KK).

He enjoys regional and international influence-strong ties with Russia, China, neighboring countries within SADC and has top notch media magnate second to non. He is respected for conceding electoral defeat to secure peace and graciously handling over power to HH in 2021 even when the ballot smiled multiple malpractices and frauds. Besides HH, ECL is the only one who is “tried, tested and trusted” at presidential level. President HH fears Lungu the most for 2026 than anyone! He is a known household name across Zambia only second to HH.

ECL runs the largest opposition party in Zambia-PF with MP, councilors and party members national wide. Lungu’s PF has an established secretariat with physical office across Zambia. Lungu has available voters in millions, existing campaign materials, songs and funders at home and abroad. ECL has the largest and most powerful political social media page in Zambia where he write policy issues weekly. PF has a function website! ECL scores very high on professional profile, very high on political popularity, very high on party institutionalization and very high on political impact as the only former President!

  1. Dr Fred M’membe

He is philosophically grounded, politically opinionated and presents an elegant foot print to the Zambian politics as a veteran journalist, former Post newspaper chief editor and owner. He is vastly and well educated in accountancy, media, legal, economic planning and historical matters. With a PhD, he is the most schooled opposition leader in Zambia today.

He is courageous politician who is highly feared by the state. As his political impact is detected by his high level advocacy messages, most UPND blogs see him as state enemy while state house sponsored media outlets attack him consistently. ‘Big Fred’ as some call him has been arrested multiple times for political charges and still appears in courts today. Dr. M’membe has been consistently active and contested as president in 2021. He seems very focused, serious and determined as his party participates in most bye elections.

He runs a ‘well’ structured and funded Socialist Party (SP) with a pool of full time staff, physical offices and defined policy objectives and clear campaign manifesto that is ideologically different from the rest. He is consistent in proving checks and balances through weekly articles, policy opinions and political commentaries on social media, TV, newspaper, etc. He has regional and global political associates in China, Cuba, Russia, Venezuela, South Africa, etc and is respected as such. SP has a functional and active website! He ranks between high and above average on all four pillars under review.

  1. Madam Edith Zewelani Nawakwi

She is schooled in Agricultural Economics and Economics of Energy and Development at degree and post graduate level. She is a veteran political machine who dawned Zambian politics and is former Member of Parliament for Nakonde Constituency under MMD and former Member of Parliament for Munali Constituency under FDD. She served as Minister of Energy & Water Development, Minister of Agriculture, Food & Fisheries and Minister of Labour & Social Security. In 1998, Nawakwi was appointed the first Minister of Finance in Zambia and the SADC region by President FTJ Chiluba.

In 2001, she was instrumental in the formation of FDD under Christon Tembo. Since 2005, she has been president of FDD and she remains the first woman to lead an opposition party in Zambia and Southern Africa. In 2006, she formed the UDA alliance with HH’s UPND and Tilyenji Kaunda’s UNIP were Bally contested for the first time as president. Although among them Nawakwi was the most experienced politician and leader, she had grace to front HH. In 2011 and 2015, Nawakwi contested as FDD presidential candidate and came out seventh and third respectively.

By not contesting in 2016 and 2021, Nawakwi took away more from her profile and FDD politically. However, the fact remains that, she is only second to Lungu in terms of government experience and opposition politics. In addition, she is fearless and easily provokes government for political arrests and court litigations like many male politicians. Since 2001, FDD has retained physical offices and some active staff, volunteers. As of June, 2024, there was no active website for FDD! She has a very high professional profile, above average political popularity, average party institutionalization and high political impact as a person!

  1. Mr Sean Tembo

Purely youthful and vibrant, Tembo is schooled
in accountancy and Business Administration at bachelors and masters levels respectively. As the founder of Enosyst Associates an audit & business advisory services firm, he is a consultant who trades in Zambia and neighboring countries. In addition, he also served as Assistant Superintendent of the Zambia Police Service at some point.

Among his ever increasing followers, Tembo is openly recognized as the “most intelligent” and “solo think tank” opposition leader in Zambia by how he writes and articulates national and policy issues. He can engage at all levels of politics with eloquence, courage, grace and enthusiasm. His social media presence is consistently growing with sundry political commentaries as he is vastly versatile! He is feared by the state and has suffered multiple arrests. At court, he litigates against government on his own on many policy issues!

In 2016, Tembo led a group of 10 Zambians to create the Patriots for Economic Progress (PeP ) with the basis of four key principles of Patriotism, Accountability, Competence and Courage.In 2021, he participated in the presidential elections for the first time and got a total of 1,813 votes representing 0.04%. He has physical offices, branded utility vehicles and a pool of staff/volunteers.

Tembo is the only opposition political leader who consistently and continuously develops and presents an annual PeP Alternative National Budgets for the years 2016, 2017, 2018, 2019, 2020, 2021, to 2024. In November, Tembo released PEP alternative 2024 national budget, proposing to spend a total of over K183.4 billion for the fiscal year. Like PF and SP, PEP has a well organized and active website. All these basic details of institutionalization sets Tembo apart and among few above!
He has a high profile, average political popularity, high party institutionalization and high political impact as a person too.

  1. Mr. Winter Kabimba

He is a fearless lawyer and politician. Kabimba has vast knowledge and experience in local government services as he served for 15 years and rose to the position of Town Clerk at Lusaka city council. He worked very closely with Michael Sata as his legal advisor when he was District Governor for Lusaka and later when he was Minister of Local Government and Housing.
He was the most instrumental figure after joining Sata as his SG in 2008 to spreading party structures countrywide before 2011.

As PF SG and Micheal Sata’s right Handman, Winter proved to b a veteran politician who contributed highly in dislodging and defeating MMD and Rupiah Banda in 2011 to put Sata into State House. He was President Sata’s powerful SG who he later appointed as Minister of Justice and even acted as Republican President in some cases. This makes Kabimba highly distinguished politically too! Kabimba is among few Zambian politicians with full knowledge and physical touch of all corners of the country.

In 2014 when he was deemed as Sata’s first choice successor, Kabimba was unceremoniously dismissed as party SG as well as Justice Minister. In 2016, he founded Rainbow Party in ‘partnership’ with Fred M’membe. Later, the two split in 2018 and Winter Kabimba formed Economic Front ( EF). Some see him as a kingmaker and not a king himself.

Overall, Winter has very high professional credibility, average political popularity and low party institutionalization. In addition, Kabimba’s political impact is low as the oppressive ruling party does not see him a threat nor target him for political arrests and litigations. The search for Economic Front website proved futile!
Overall, Mr. Kabimba ranks very high on professional profile, average political popularity, average party institutionalization and average on political impact.

  1. Mr. Sakwiba Sikota

The status of state counsel is not a mere decorum on him. He is a respected lawyer above the shoulders of many legal professionals in Zambia today. He is truly learned and experienced in legal matters with an empirical profile. He is regarded among the best lawyers in the country.

Politically, he is a veteran who has been a parliamentarian twice on UPND as well as his own political party-ULP. He is one key founding member of UPND and served its Vice President for a long time under Anderson Mazoka. He acted as UPND President for nine to ten months before Mazoka’s death.

Had it not been for political tribalism in 2006-flagged as Chuundu Chaitwa and “only a Tonga can succeed a Tonga”, Sikota would have replaced Mazoka and could have been a possible Republican President today. After leaving UPND following their tribal politics and regional discrimination, he formed the United liberal Party (ULP) in 2006 and contested in Livingstone where he won as its MP plus two more parliamentary seats.

In 2008 presidential by elections and in 2011 presidential elections, Sikota and his ULP supported the Movement for Multiparty Democracy and President Rupiah Banda. Eventually, Rupiah Banda and ULP lost together.
For whatever reasons, he was seen to have gone on political sabbatical and lost grounds with many citizens. He is back in active politics and currently leading the United Kwacha Alliance as its chairman. ULP does not have known secretariat or website

Overall, he scores very high on professional profile, average on political popularity, below average on party institutionalization as well as average on political impact. Since joining and leading UKA, he is deemed as a state enemy too but they don’t have political charges for him yet.

  1. Mr. Chilufya Tayali

Tayali is a youthful Zambian civil and political activist both under MMD, PF and UPND governments. He founded Economic and Equity Party (EEP) in 2018 and became its president. In 2021, president Tayali filed and contested as Lusaka Mayor and lost. Practically, he is a solo politician, like a phantom soldier who fights dangerous wars alone.

He does not have a sophisticated political institution except his phones, apartment and other media gadgets sitted in a political war room. From his base, he aggressively, brutally and effectively checks and balances for the government of the day. His social media punch in terms of views, shares, comments and followers is decisively huge and surely awkward for his opponents-Community House for now.

Tayali is fearlessly brutal and does not take his political advocacy for lukewarm discourse! His mouth and choice of words is his brazing and fearsome political institution that makes sitting government run for their votes. Tayali’s imposition of political narratives and policy awareness is miraculously dangerous and numerically big. Facing him alone may be equivalent to fighting a resemblance of a mini coalition!

He dawns himself as “a public lawyer” and is seem to be living accordingly to his reputation. He is currently multiple political charges and court appearances as he is deemed as one of the worst political enemies of the UPND government and President HH. He is on self exile out of Zambia as a “political asylum seeker” overseas since tormented State House want him dead or alive!

Overall, Tayali scores average on professional profile, above average on political popularity, below average on party institutionalization but very high on political impact as a person!

  1. Mr. KBF-Kelvin Bwalya Fube

He is a regarded as Prominent Zambian Lawyer, kingmaker, Politician, Author, Political Strategist and Media personality. Closely associated with PF, he served as Deputy Chairperson for Elections for the ruling Patriotic Front Party (PF) and is said to have contributed significantly to the elections of both the late President Michael Chilufya Sata in 2011 as well as former President Edgar Lungu in 2015 and 2016. As someone who was never appointed into the PF government, he left and engaged more as a political strategist and advocate.

In 2021, he partnered with other opposition leaders to fight ‘his PF government and Lungu’ by promoting HH in the UPND alliance. Unfortunately for him, when HH formed government, KFB was again sidelined for the third time. What is crucially important for KBF is that, he is the only politician today in Zambia with a known legacy of having helped different leaders to become Republican Presidents-it’s a huge political achievement for anyone!

In August 2022, KBF publicly launched an agenda called ‘Zambia Must Prosper’ alongside a book by the same title. He is articulate and fearless too and is the only politician who has a personal website! However, he scores very high mainly on professional profile as he is average on political popularity. In like manner, Mr Fube is below average on party institutionalization and merely average on political impact especially that the state does not treat him as a political threat. He is not politically targeted by state house and plays armchair opposition politics like a scholar!

  1. Dr Danny Pule

He is a public figure widely known in political and religious circles in Zambia. Politically, he was MP for Bangweulu under MMD from 1996 to 2001 and served as Chiluba’s Deputy Minister of Science and Technology. In 2004, Pule resigned from then ruling MMD under Levy Mwanawasa and became a founder member the newly Party for Unity, Democracy and Development (PUDD).
In Christian cycles, Dr. Pule is the founder of Dunamis Bible Church and is among the few known televangelists in Zambia.

In 2013, he formed and registered the Christian Democratic Party (CDP) and became its leader.
In the same year, Apostle Pule formed a parallel church umbrella body known as the Apostolic Prophetic Network (APN) with a team of other preachers. Available data show that Dr. Pule has consistently been a member of the “PF Alliance” and openly supported President Lungu in 2015, 2016, and 2021 presidential elections, hence not contesting himself.

He runs both his party and church at a mega complex in Lusaka-Dunamis Christian Centre boasting of a secretariat, utility vehicles, some volunteers and media tools owing to the church. But his party has no website too! He has vast understanding and practical experience of Zambian politics from a cabinet minister as well as opposition leader as someone who has been in active politics since early 1990s. Overall, Dr Pule score high on personal profile, his is average on political popularity, average on party institutionalization but above average on political impact since he is treated as state enemy with political arrests and court appearances.

  1. Peter Sikamba

He is a Copperbelt based businessman and veteran Zambian politician since early 1990s.
As a student unionist and youth activist, he was expelled from University and officially banned. He decided to become an entrepreneur by exporting maize to the Congo. Within five years of his expulsion, he became a successful self-made millionaire earning the title ‘Playboy Millionaire’.

In 1991, Sikamba became the Deputy Secretary General for the National Democratic Alliance (NADA) and later the Secretary General of the National Conservative Party (NCP). He has been in politics than many politicians in Zambia today. From 1993 to 1994, he served on the Mwanakatwe Constitutional Review Commission rendering his technical services to the nation. In 1997, Sinkamba founded Citizens for a Better Environment (CBE). In 2004, Sinkamba became the first Zambian to be elected as an Ashoka Fellow. Ashoka is a global association of leading social entrepreneurs.

By 2013, he founded the Green Party. His party is popularly known for proposing that Zambia must legalize marijuana in order to diversity its economy and invest more revenue for national development and prosperity of citizens. He is ideologically strong and articulate national matters with both clarity and simplicity. He trades his politics more around political advocacy as well as contrastive criticism of the sitting government.

Mr Sikamba has contested twice as Green Party candidate- in 2015 and 2016 presidential elections respectively. In both elections, Sinkamba earned 1,410 and 4,515 votes respectively. In his shadow budget released in 2014, Sikamba’s Green Party claimed marijuana exports would boost GDP by over 68% by 2021 and thereby reducing dependence on copper. He trades his politics with a secretariat in Kitwe. By June 2024, the Green Party Zambia did not show any active website!

Overall, he scores high on personal profile as he is a veteran politician; he is average political popularity-mainly known for his marijuana legalization campaign. He is average on party institutionalization as well as average on political impact as he is deemed nether a threat nor an ally of the UPND oppressive government.

  1. Harry Kalaba

Harry Kalaba is a known Zambian politician who was previously associated with PF. He was PF member of parliament for Bahati between 2011 and 2019. Under President Sata as well as Lungu, he served as Minister of Foreign Affairs from 2014 to 2018 when he voluntarily resigned.
He joined Democratic Party (DP) in 2019 where he contested the 2021 presidential elections and came out third with 24,879 total votes against HH and Lungu who polled above 2.8 and 1.8 million respectively.

In July 2022, DP disowned Kalaba forcing to form Citizens First Party CF) in October the same year where he is the current president. Within 4 years, Mr. Kalaba changed three parties-PF, DP and CF. He has physical offices but with no official website like many parties. He told News Diggers in Solwezi last week that “I lost the 2021 general elections because my party did not have structures”. He faces the same problem today but vigorously mobilizing them countrywide.

Overall, Kalaba scores above average on professional profile as he is not distinguished or celebrated with a flagship career outside politics. On political popularity, the score is above average just like his party institutionalization. In addition, he is not seen as political threat by the ruling party nor being viciously targeted by UPND and thereby creating doubts. This makes his political impact to score below average especially that he lacks policy and ideological depth in his political messaging.

  1. Mr. Kasonde Mwenda/Madam Chishala Kateka

The political respect is adorned more around her personality demeanor and not experience!
Ms Chishala Kateka is a Zambian Economist and Fellow Chartered Accountant who is distinguished in her career at national and regional level. At some point, she was board chairperson of Barclays Bank and Competition Commission becoming the first female Zambian to lead the two Boards- a rare career record!

She joined active politics in 2020 by taking over and becoming the leader of the New Heritage Party previously led by Gen. Godfrey Miyanda.
In 2021, she contested in the national election as a presidential candidate but lost to HH like many others. Her party has a functional secretariat with staff/volunteers. However, they don’t have a functional website like many.

Overall, she scores high on personal profile, average on political popularity, average on party institutionalization and below average on political impact as a ‘new’ politician! She is not yet treated or seamed as a political threat by Community House.

To the contrary, Kasonde Mweenda pushes high scores on political impact-he is consistently writing and talking with well thought policy and advocacy messages. He is a well trained and commands respects among his professional peers. Mwenda is the president of the Economic Freedom Fighters party in Zambia as well as a registered consultant Architect, building inspector and author. He is a receipient of the “Heroes Among Us” award by MTN Zambia and a celebrated leader who believesin youth empowerment.

He is perceived as a threat to the UPND government due to his name and shame policy campaigns. Overall, he is above average on personal profile, low on political popularity, average on party institutionalization, above average on political impact and thereby making his overall score to square with Madam Kateka.

Hichilema is slowly building a coalition of opposition against himself

What has largely determined the legacy of successive presidents of Zambia – except Kenneth Kaunda’s – is their attitude towards corruption.

Zambians love, trust, and respect a national leader who shows clear or demonstrable will to fight past and especially present corruption, to deal decisively with the corruption of their officials or associates including those in the inner circle. This is what sets Levy Patrick Mwanawasa apart.

As I stated on Sunday on Diamond TV (for a recorded version of the programme, please click on this link: https://youtube.com/watch?v=XrPgZN4l5fE), Levy was so decisive when it came to fighting corruption that officials, including Cabinet ministers, accused of graft were dismissed long before the public complained and subsequently prosecuted. This is the leadership that President Hichilema should demonstrate if his crumbling fight against corruption is to be taken seriously.

As it stands, it would be fair to say that Hichilema’s anti-corruption fight is failing because he lacks the political will to fight corruption. This may be because the President is either involved in corrupt activities, is too close to some of his officials who are corrupt – thereby impairing his judgement and making it difficult for him to act against them – or is a captive of a network of both private and public actors who, for whatever reason, seem to be tightly holding his balls (figuratively speaking). The situation is not helped by Hichilema’s tendency to listen to only those he likes. In other words, the President has shown a rigid unwillingness to listen to even reasonable advice, especially if that advice comes from people outside his inner circle or whom he thinks do not support him.

What a pity because Hichilema, following his historic election, had a golden opportunity to wage a genuine and faceless fight against corruption, unite citizens across ethnic and regional identities and coalesce their energies for nation building, restore Zambia’s democracy, resuscitate its economy, develop a culture of meritocracy especially in the civil service by appointing competent men and women to key formal institutions, and work towards building a truly functioning country that works for everyone. Sadly, Hichilema is steadily building a coalition of opposition against himself, largely emanating from how he has handled these key issues.

Once again, I appeal to President Hichilema to reassess his priorities, place public interest above personal relationships, change course for the better, and rescue his failing presidency. Or else, this African proverb shall come to pass: “A fly that does not heed advice gets buried with the corpse”.

Robert Chabinga files in Court that Miles Sampa is not PF President

PATROTIC Front (PF) acting president Robert Chabinga has submitted in court that Miles Sampa should be removed as a defendant in the lawsuit because the former is the correct person to be sued as party leader.

However, Mr Sampa has argued that he is the correct person to be cited as defendant in the case, contending that he is the rightful PF president and his tenure runs upto 2028.

This is in a case PF secretary general Morgan Ng’ona has sued Mr Sampa over his decision to dissolve the party central committee.

Mr Ng’ona, who cited Mr Sampa as defendant, wants the court to declare as illegal Mr Sampa’s decision because he does not wield such powers since he was expelled from the party.

He is also seeking a court order staying Mr Sampa’s decision until his matter is fully determined.

But Mr Chabinga later applied to be joined to the lawsuit commenced by Mr Ng’ona as an intended defendant and has since filed summons for alteration of parties.

In the summons for alteration of parties, Mr Chabinga submits that the lawsuit in issue was commenced by Ng’ona against Mr Sampa in his capacity as PF president.

He submits that on July 3, 2024, the central committee of the PF convened a meeting at which it was resolved that Sampa be removed from his position as president and replaced with Chabinga.

“I believe true that following the change in the position of presidency, I am the proper defendant having assumed the role and function of the office of the president of the PF,” Mr Chabinga submits.

But Mr Sampa has opposed Mr Chabinga’s summons for alteration of parties insisting that he is the correct defendant because the lawsuit was commenced by Mr Ng’ona who sued him in his capacity as PF president.

“The record indicates in the statement of claim filed by the plaintiff, it was stated at all material times I was the president of the Patriotic Front party”.

Mr Sampa submits that he appointed Mr Chabinga as member of PF central committee and as leader of opposition in Parliament, October 2023.

“On June 30, 2024, I exercised my authority as president of the PF as provided under the party’s constitution to remove the intended defendant from his position as leader of opposition in Parliament”.

The Matero PF lawmaker submits that in removing Mr Chabinga from his position, he merely exercised the constitutional powers vested in him as PF president.

“The intended defendant is not the president of the PF party. That I am the president of PF elected on October 24, 2023 at an extraordinary conference in Lusaka.

“As per terms of the PF constitution, my term runs for a period of five years, commencing from the 24 October, 2023, to the 24 October, 2028”.

Mr Sampa adds that the PF constitution has no provision to remove an elected president and appoint an acting one through a purported central committee meeting.
