MALANJI DIDN’T CARRY ANY EXTRA BAGS FROM TURKEY

…apart from Two small pilot bags and a big Brown one that he normally travelled with testifies Ministerial Driver at Foreign Affairs

Lusaka, Wednesday, November 29, 2023 ( Smart Eagles)

Former Foreign Affairs Minister Joseph Malanji’s Ex-driver has told the Lusaka Magistrate court that he did not see anything sinister about the Two small pilot bags and a big Brown one that his Boss travelled with to and from Turkey.

In this matter, Malanji and former Secretary to the Treasury Fred Yamba are jointly charged with willful failure to comply with procedure relating to procurement, and being in possession of property reasonably suspected to be proceeds of crime.

This afternoon, the State presented Malanji’s Ex-driver Christopher Pomboloka, 56, to testify what transpired between 27th and 31st December, 2020, when then Foreign Affairs Minister travelled to Turkey.

In his testimony, Pomboloka said he assisted Malanji with the loading of his laguage in the Car as he was headed for the Airport on December 28th, 2020.

He told the court that he loaded one heavy brown bag and two small pilot bags on the vehicle when the two left for the Airport.

“On 27 December, 2020, I was at the office with Hon Malanji and we knocked off around 17:00hrs and I drove him Home. He then asked me that tomorrow morning on 28th December, 2020, you should pick me at 6am because I have a trip to Turkey,” Pomboloka testified.

“When I got to his Home around 6am on 28th December, 2020, I found him ready to leave. He brought out 3 bags, 1 big suitcase, with 2 small bags with handles and wheels. And he told me to put in the vehicle. I picked the big Brown heavy bag and I picked the two smaller Pilot bags and put them in the land cruiser. After that, Hon Malanji came out of the House and asked me to drive him to the Kenneth Kaunda International Airport. We got there at around 06:45hrs at Zambezi VIP Lounge.”

He further explained that upon his return from Turkey, Malanji was with the same bags he had travelled with, weighing the same.

“24:05hrs on 31st December, 2020, I started the vehicle when Hon Malanji arrived at the vehicle with protocol officers, the big brown bag and the two small black bags that he had travelled with. Hon Malanji asked that I open the bonnet so that the 3 bags can be loaded and we started moving, and got to his Roma Home around 24:30hrs and when he came out, he asked me to take the bags in the house. I started with the big Brown bag then the two small bags,” He said.

During cross examination by the Defense, Pomboloka confirmed that the the same bags Malanji travelled with are the same ones he came back with .

He also confirmed that he had no idea on what was contained in the bag. He also said there was nothing sinister about the bags that Malanji traveled with.

He said Malanji would normally carry the big brown bag and the smaller one on his International trips as Foreign Affairs Minister.

Pomboloka has been a driver at Ministry of Foreign Affairs for 30 years. He worked with Malanji from 2019-2021.

Previously, Malanji had been accused of carrying $4.6 million in several big black bags from Ankara when he traveled to Turkey between 27th and 31st December, 2020.

Opposition Parties Agreeable To Feature Edgar Lungu As Presidential Candidate And Fred Mmembe As Running Mate Under PF In 2026 To Beat HH, Says Raphael Nakachinda

By Zambia Eagle

OPPOSITION PARTIES AGREEABLE TO FEATURE EDGAR LUNGU AS PRESIDENTIAL CANDIDATE AND FRED MMEMBE AS RUNNING MATE UNDER PF IN 2026 TO BEAT HH, SAYS RAPHAEL NAKACHINDA

We have so far reached consensus as opposition political parties to feature former President Edgar Lungu as the Presidential candidate with Fred Mmembe as running mate under PF in 2026 elections and defeat President Hichilema, says PF’S Edgar Lungu function Secretary General Raphael Nakachinda

Speaking to some PF cadres outside the Lusaka Magistrate Court where they went to offer solidarity to Esther Lungu, Nakachinda said all formalities have since been concluded and the nation will be informed soon.

He claimed this will be a big movement that is supported by the clergy around the country to beat Hakainde Hichilema in 2026.

“I can confirm to you that all opposition parties have agreed to back the candidature of the Edgar Lungu and Fred Mmembe ticket under the PF ticket. As you may know Fred M’membe’s Socialist Party ideologies and those of the PF are basically the same. And comrade Fred Mmembe is not knew to the PF. He was part and parcel of the PF until some small misunderstandings after the demise of Michael Sata. But those differences have now been buried and have agreed to work together for the good of the country in 2026,” Nakachinda told the PF cadres.

He said they are currently working on modalities for power sharing at lower levels including the potential cabinet once they form government in 2026.

“As you know, we are many of us in this thing. We have bena Harry Kalaba, bena Sean Tembo, Kelvin Fube Bwalya (KBF), Chishala Kateka, Saboi Imboela, Chishimba Kambwili, GBM, and others. Then we have to bring all our lower organ political party structures under the PF umbrella across the country. But the goodness is that most of these leaders have all come from the PF leadership of Michael Sata so it is not a problem at all,” Nakachinda said.

Nakachinda later noticed the presence of some journalists in the group he was talking to and said he did not want to be quoted in the meantime as that would be premature because talks were still ongoing.

Nakacinda lodges complaint against Miles, Ng’ona for perjury and other offences

ALEBWELELAPO project coordinator Raphael Nakacinda has continued to camp at the Courts as he tries every trick in the book to dislodge PF president Miles Sampa from his seat of authority, this time around by lodging a complaint against him.

Nakacinda has filed a complaint against Sampa and his Secretary General Morgan Ng’ona before the Lusaka Magistrates’ Court and wants the to be tried for perjury, attempts to commit an offense and forgery.

Allegations in count one and two are that Sampa on October 26, this year filed an affidavit in the principal registry of the Lusaka High Court purporting that he was President of the PF and a letter purpoted to have been issued to the Registrar of Societies which he claims was issued by the PF secretary general when infact not.

In count three it is alleged that Sampa and Ng’ona on October 25, 2023 attempted to change office bearers at the Registrar of Societies by presenting a list names when they had no authority to do so.

In count four the duo on the same date alleged to have made a false document tamed minutes of the extraordinary general conference held on October 24, 2023 purporting that it was issued by PF when in fact not.

In his complaint Nakacinda said that Sampa held an illegal convention at Mulungushi International Conference Center on October 24, 2023.

He claimed that Sampa and Ng’ona submitted purpoted minutes on a forged letter head at the Registrar of Societies requesting to change the office bearers of PF.

Nakacinda indicated that Ng’ona signed the letter purporting that it was an original headed paper from his office of secretary general yet it was fake.

He alleged that Ng’ona is not on the list of office bearers for the party that have been submitted to the Registrar of Societies.

Nakacinda said Sampa was illegaly instated as the Captain of their boat and he has gone round posing as president.

He accused Sampa of defaming him and others who hailed from the MMD by labelling them as hijackers, thieves and fraudsters which has lowered their image in the right thinking members of society.

The binoculars carrying politician added that Sampa and his successor Ng’ona have committed perjury, impersonation, forgery and attempts to commit an offence when they lodged documents at the Registrar of Societies to change office bearers of the party and ought to be prosecuted.

When the case was called before magistrate Keegan Litiya yesterday Sampa and Ng’ona were not before Court.

Lawyer Jonas Zimba who has been engaged to privately prosecute the duo said the two were notified of the proceedings yet it was not before Court.

He said having instituted the case by way of complaint he had written to the Director of Public Prosecutions Gilbert Phiri requesting for authorization to privately prosecute the two.

Zimba requested for an adjournment to December 6 for mention and possible plea.

Why is it that, it’s only UPND cadres and sympathisers who are being compensated?- Antonio Mwanza

COMPENSATIONS, COMPENSATIONS!!!

By Antonio Mourinho Mwanza, SP Deputy General Secretary

Social media has been awash with a debate concerning the numerous compensations that some people have been awarded following their complaints of injustice against the State. Some people have argued that the compensations are too exorbitant and selectively and exclusively being given to UPND cadres and sympathisers; others have argued that the State is setting a very wrong and dangerous precedence that it will fail to contain; yet others have been to the extreme, claiming that no one deserves to be compensated because according to them, “their are a lot of other people who suffered at the hands of the police since UNIP, yet they have not been compensated, so why should others be compensated”.

Here is my two ngwee:

1. It is only proper and just that any citizen who is abused or unjustly treated must be compensated. The nature and amounts of the compensation should be subject to litigation.

2. Perpetrators of State abuse and injustice must personally be held liable and punished. This would send a strong signal to deter would-be offenders.

However, here are some questions that beg serious answers;

1. Why is the Attorney General entering into consent judgments in favour of the complainants without even litigating or defending the State? Why is the Attorney General not contesting the cases? Why is he not defending the State and the Taxpayers money? Is it because the complainants are UPND members and UPND sympathisers?

2. Why is it that, it’s only UPND cadres and sympathisers who are being compensated? And these compensations are being done so generously and so expeditiously; why isn’t Government compensating many others whose cases have been in courts for longer periods of time?

3. Why is the State accepting to pay hefty legal
fees to the lawyers representing the plaintiffs? Is it because most of these lawyers are UPND lawyers or supporters of UPND?

4. What precedence is Government setting and is the State ready to deal with the ramifications of the precedence it is setting?

5. What is Government doing to bring the perpetrators of abuse and injustice to book?

6. How is Government intending to deal with the many cases of Opposition leaders that they are arresting on a weekly basis, on frivolous and vexatious trumped m-up charges? How will the State deal with these matters when the victims begin to sue for compensation?

Addressing Capital Flight and The Kwacha Conundrum

Addressing Capital Flight and The Kwacha Conundrum

By Daimone Siulapwa

In exploring into the persistent struggle of the Kwacha against the US Dollar, a crucial overlooked aspect demanding our attention is the pervasive issue of capital flight and its profound repercussions on the Kwacha’s stability.

Primarily, the prevailing imbalance in our economy heavily favoring foreign interests poses a formidable obstacle to steering our economic trajectory.

The core of the Kwacha’s perpetual challenge against the US Dollar lies in the unbridled exodus of capital from our nation.

Monthly, substantial sums of dollars exit the country as profits for foreign-owned enterprises and illicit foreign business operators.

This drain on our economic resources perpetuates a cycle where a significant portion of the wealth generated within our borders benefits foreign entities rather than contributing to the growth and development of Zambia.

This predicament extends beyond well-known corporations such as Shoprite, Choppies, Pick & Pay, Spur, and myriad other foreign businesses saturating our malls and streets.

It encompasses the seemingly inconspicuous grocers, pubs, goat sellers, street vendors and traveling traders dealing in a spectrum of goods, such belts, sandals, carpets and more.

Hailing mostly from Tanzania, Burundi, Egypt, Zimbabwe and Kenya, these individuals operate without legal documentation, not only evading taxes but also silently repatriating profits in millions of dollars each month.

Moreover, the glaring reality that 80% of Zambia’s business economy is in foreign hands, with only 20% retained by locals, creates an imbalance that hampers our ability to shape and control our economic destiny.

This lopsided ownership structure creates an environment where decisions affecting our economy are often made by entities with interests misaligned with those of the nation.

With such a dangerous scenario, it goes without saying that every month, 80% of formal and legal businesses send their profits to safe havens outside the Zambia.

To break free from this economic bind, it is imperative to reverse the current scenario by implementing measures to empower local businesses.

A key strategy involves borrowing from successful models employed by countries like Botswana, China, America, and Russia.

These nations have recognized the importance of reserving certain businesses strictly for their citizens, thereby fostering a more balanced and self-sufficient economy.

Reserving specific industries exclusively for citizens is a pivotal strategy embraced by successful nations. This not only serves as an economic tactic but also ensures fairness and equal opportunities for local entrepreneurs.

The unrestrained competition with foreign enterprises, particularly those with large capital bases, places our citizens at a distinct disadvantage.

Policies aimed at reserving certain sectors for Zambian citizens foster local talent, incentivize entrepreneurship, and ensure that the majority economic benefits remain within the nation’s borders.

Botswana stands out as an exemplar in citizen empowerment initiatives. By strategically reserving key sectors for citizens, Botswana has forged a more inclusive and robust economy.

Zambia can draw inspiration from such success stories, tailoring policies to suit the unique needs and challenges of its economic landscape.

At the heart of the matter is the acknowledgment that as long as foreign entities exert considerable control over our economy, our nation’s journey will be fraught with challenges.

Achieving economic self-determination mandates a concerted effort to rebalance ownership structures; ensuring decisions concerning our economic future prioritize the interests of Zambians.

To propel the nation forward, policymakers must enact and rigorously enforce reforms promoting local ownership and economic empowerment.

These reforms should be crafted to gradually shift the ownership ratio, affording Zambian entrepreneurs an equitable chance to thrive in their own country.

This strategic approach aligns seamlessly with the advocacy for checks and balances, fostering a more equitable playing field for all citizens.

THESE COMPENSATIONS ARE A DAYLIGHT LOOTING OF STATE RESOURCES- HON KAPYANGA.

………says consent Judgments are a misplaced priority by Government and worser than scammers claiming to have “impiya shabalanda”

Lusaka……… Wednesday, November 29. 2023. [SMART Eagles]

The Insatiable Appetite for Compensating UPND Cadres through Consent Judgments is a misplaced Priority worser than Scammers claiming to have ‘impiya Shabalanda’, Mpika Lawmaker Hon Francis Kapyanga has said.

Hon Kapyanga described the compensations as a strategy meant to siphon state resources to empower the UPND Members and Cadres.

He said it is worrisome that at a point people need basic services, the money is being used to compensate a few individuals.

“He says in the past two years, a number of UPND aligned Members compensated through Consent judgement has increased.

He said what is surprising that on some of the Judgements, they are dealing with cases which were discontinued by the DPP through a nolle prosequi and not an acquittal.

“The monies being given to the cadres, the money they are spending to buy off councillors are monies that can be used to buy essential commodities. It is disappointing that people such as Mumbi Phiri who were detained for a long period of time have not been compensated. We have those who killed our brother Kungo, most Zambians who have been abused by state agencies have not been compensated,” he explained.

In another development, Wusakile Member of Parliament Pavyuma Kalobo says Government must reverse the Mineral Royalty to ensure the country benefits from its mines.

He said the incentives given to the Mines are hindering the growth of the Kwacha.

Hon Kalobo said the Local Curency is suffering because of the bad decisions made in the Mining Sector.

He said non of the companies benefiting from the policy are investing in copper mining.

“All the proceeds from the minerals must come into Zambia. Look at how the Kwacha is suffering. We need to tax the mines and get what Zambia deserves,” he said.

Meanwhile, Chama North Member of Parliament Yotam Mutayachalo has called for a strong trade union that speaks for the welfare of the employees.

Hon Mutayachalo said trade unions must wake up and start representing workers amid the increase in the cost of living and general prices of goods and services.

He said this in reaction to the recent threats by the Judicial Workers and Allied Workers Union to down tools if their proposals are not met by the Emoluments commission.

“The threat by Judicial Workers to go on Strike is valid. It does not make sense for the emoluments commission to be determining parameters on negotiations,” he said.

Also Present during the briefing was Hon Kampampi Mulenga, Hon Cliff Mpundu and Hon Anthony Kasandwe.

Tupac’s Brother Reveals the Reasons Behind the Shakur Family’s Hatred Towards Diddy

0

In a recent article, Tupac Shakur’s brother, Mopreme Shakur, opened up about the strained relationship between the Shakur family and Sean “Diddy” Combs. Mopreme revealed that the family has a deep dislike for Diddy, stemming from the events surrounding Tupac’s death and their perception of how Diddy handled the situation.

According to Mopreme, the animosity began when Tupac was shot multiple times in 1994. At the time, Shakur believed that Diddy, his then-friend and collaborator, had knowledge of the attack beforehand. This suspicion only intensified when Tupac was fatally gunned down in 1996, as Shakur’s family alleged that Diddy failed to protect him or provide adequate security.

Mopreme explained that the family’s anger towards Diddy comes from their belief that he had a hand in Tupac’s murder or, at the very least, knew about it in advance. While Shakur’s mother, Afeni, initially did not hold any ill feelings towards Diddy, she changed her stance after she started investigating her son’s death more closely. Mopreme stated that the family even confronted Diddy about their suspicions, but felt that he was not forthcoming with the truth.

Furthermore, Mopreme discussed the infamous song “Hit ‘Em Up,” in which Tupac verbally attacked numerous individuals, including Diddy and his close associate, The Notorious B.I.G. Mopreme clarified that while the song may have caused tensions between the two parties, its creation was a result of the escalating feud between Tupac and Biggie, and Diddy’s association with the latter.

Mopreme emphasized that the Shakur family’s dislike for Diddy extends beyond just their personal experiences with him. They also believe that he represents the commercialization and exploitation of hip-hop, which Tupac vehemently opposed. According to Mopreme, Tupac saw Diddy as part of the corporate machinery that disregarded the true essence of the genre in favor of financial gain.

In conclusion, Mopreme Shakur revealed the reasons behind the Shakur family’s despise for Diddy. Stemming from suspicions surrounding Tupac’s shooting and subsequent murder, the family believes that Diddy may have been involved or had prior knowledge of the tragic events. Furthermore, their resentment is exacerbated by Diddy’s association with The Notorious B.I.G. and the perceived commercialization of hip-hop that he represents. The family has confronted Diddy about their suspicions but feels that he has not been forthcoming with the truth, leading to a strained relationship between the two parties.

EXPEDITE THE KCM VEDANTA TRANSITION PROCESS…. submit the remaining legal framework in the Zambian court, Banda urges Mines Minister

EXPEDITE THE KCM VEDANTA TRANSITION PROCESS

…. submit the remaining legal framework in the Zambian court, Banda urges Mines Minister

Lusaka… Thursday November 30, 2023 (SMART EAGLES)

The Advocates for National Development and Democracy (ANDD) says in order to solve the challenges contractors and suppliers are facing at Konkola Copper Mines, it is profoundly important that government expedites the Vedanta – KCM transition process so that Vedanta takes full control of operations of KCM.

The organization says this will accord the investor an opportunity to commence implementation of its strategic and corporate investment commitments.

Some contractors at Konkola Copper Mines (KCM) have shut down operations at the mine due to the huge debt owed to them.

ANDD Executive Director Samuel Banda says due to the challenges at the mine, the contractors can no longer sustain their operations as a result they have downed tools.

Mr Banda says this is the reason why his organization has been calling on government to expedite the transition process so that Vedanta can quickly take over the operations of KCM and clear off the debt owed to the contractors and suppliers.

“Reports from the President of the Association of Mine Suppliers and Contractors Costa Mwaba that some contractors at KCM have shut down operations due to the non payment of debt owed to them by KCM makes sad reading and it is a clear indication that KCM need urgent recapitalization. Stakeholders are lookin up to Vedanta Resources to save KCM and resuscitate it. As ANDD, our position is that government in the interest of revamping KCM, increase copper production, restoring national economic development, clearing off the debt that KCM is owing, the Minister of Mines and Minerals Development Hon. Paul CC Kabuswe through ZCCM-IH should expedite the transition process of the handing over of KCM to Vedanta,” he said.

“We want government to hasten the process of withdrawing the provisional liquidator at Konkola Copper Mines to allow Vedanta Resources to set up the board of directors. We want to indicate that from the reports, KCM is actually in intensive care unit and Vedanta Resources the legal owners are ready to start operating and resuscitate the mining firm but they can only do so after the transition process.”

Mr Banda called on the Minister of Mines to finalize the remaining legal frameworks to allow Vedanta Resources to fully take over KCM.

He said the government should engage the provisional liquidator to submit the scheme of arrangement in the Zambian court and submit other legal documents in the London court of arbitration in order to speed up the transition process.

Mr Banda said it’s prudent that Vedanta Resources quickly takes over KCM to start implementing its investment commitment such as injection of US$1 billion for mine recapitalization and development, clearing off US$250 Million that KCM is owing to the suppliers and contractors, improvement of working conditions for employees.

“We want to indicate that small and medium enterprises (contractors and suppliers) are very important stakeholders in the mining sector because they play a pivotal role in promoting national economic and social development. Actually there is no country that can develop without the involvement of SME’s. In this regard Vedanta Resources should be well commended for the allocation of 250Million USD to clear off the debt that KCM is owing to suppliers and contractors,”he concluded.

He said the suppliers and contractors will be helped a lot when Vedanta takes full control of the operations of KCM hence the need to promptly finalize the transition process.

Presidential election in the DRC: a Katumbi supporter killed in clashes

0

A member of the party of opponent and presidential candidate Moïse Katumbi was killed Tuesday in the east of the Democratic Republic of Congo in clashes with supporters of the ruling party, we learned from reliable sources.

Lawyer and father of six children, Dido Kasingi “was killed” in the attack on Moïse Katumbi ‘s procession which arrived in Kindu, capital of the province of Maniema (east) for his campaign, declared Hervé Diakiese, door -spokesperson for Ensemble pour la République, during a press conference in Kinshasa.

The dead man was the youth president of this political group. Mr. Diakiese accused the governor of Maniema, Idrissa Mangala, of being the instigator of this tragedy and demanded his “immediate suspension” and his placing “at the disposal of justice”.

Witnesses told AFP that the clashes had opposed members of Ensemble pour la République, Mr. Katumbi’s party, and members of the Union for Democracy and Social Progress (UDPS), the ruling party.

“The attackers stoned the procession (of Katumbi) from the grounds of the residence of Governor Idrissa Mangala,” maintained Mr. Diakiese, believing that it was a “clearly premeditated attack”.

Reached by telephone by AFP, Governor Mangala declared that this incident “follows the barbaric behavior” of Mr. Katumbi’s supporters. Dido Kasingi “was not killed by the demonstrators, he was mowed down by a vehicle” from Mr. Katumbi’s procession passing during the “altercation”, he added.

Questioned by AFP, the mayor of the town of Kindu, Augustin Mulamba said that this tragedy occurred following “clashes” and “stone throwing” between supporters of Moïse Katumbi and those of the president’s UDPS. Felix Tshisekedi.

Mr. Tshisekedi arrived in the evening in Bunia, in the province of Ituri (north-east). “What brought me here is the election of December 20, trust again, give me the second mandate in order to pursue our various projects,” he declared in a rally.

Ituri has been plagued by violence since 2017, and 1.7 million residents have fled their villages there because of massacres perpetrated by different armed groups since then.

Hervé Kazadi, a resident who came to listen to Félix Tshisekedi, said he trusted him last, unlike Jean Pierre Ombani. “What we expected from him was to take stock and tell us what he has concretely achieved, because there is still insecurity, the armed groups are not disarmed, the roads are in poor condition “, this teacher told AFP.

DRC elections: EU Cancels Election Observation Mission Due to “Technical Issues”

0

The European Union announced on Wednesday that it was cancelling its election observation mission in the Democratic Republic of Congo, citing “technical” reasons.

On Tuesday evening, the EU had stated that its election observers who had arrived in the DRC had been unable to “deploy across the country for security reasons”, making their mission “impossible”.

“Due to technical constraints beyond the EU’s control, we are forced to cancel the election observation mission,” said European Union diplomatic service spokeswoman Nabila Massrali in a statement released on Wednesday.

She added that essential telecommunications equipment had not been made available to the observers deployed in the country ahead of the December 20 polls.

“The EU encourages the DRC authorities and all stakeholders to continue their efforts to ensure that the Congolese people can fully exercise their legitimate political and civil rights in the forthcoming elections,” added the spokeswoman, quoted in the statement.

She added that “the EU is examining other options with the Congolese authorities, including the possibility of maintaining a mission of electoral experts to observe the electoral process from the capital”.

The Democratic Republic of Congo, a vast Central African country with a population of almost 100 million, is due to hold legislative and presidential elections on December 20th, in which incumbent President Félix Tshisekedi, 60, is seeking a second term.

Mr. Tshisekedi came to power in the last elections in 2018. At the time, many observers, including representatives of the Catholic Church in the DRC, felt that the elections were marred by irregularities.

This European electoral observation mission, the first in the DRC for over 10 years, was announced in early November by the EU’s head of diplomacy, Josep Borrell. “The coming months will be decisive for the consolidation of democracy in the DRC and for bilateral cooperation between the DRC and the EU”, he said.

For almost 30 years, the DRC has been shaken by violence from armed groups in the east of the country, where peacekeeping troops from the UN and the Community of East African States (EAC) are deployed.

The violence is currently peaking with the return of a former rebel movement, the M23 (“March 23 Movement”), supported by neighboring Rwanda, according to numerous sources.

President Tshisekedi’s government has decided not to renew beyond December 8 the mandate of the EAC force deployed to combat the M23.

Meanwhile, the UN peacekeeping mission in the DRC (Monusco), present in the country since 1999, declared last week that it had signed a plan with the government to withdraw its 14,000 peacekeepers deployed in the country.

Kenya High Court quashes housing levy

0

Kenyans will continue paying the Housing Levy albeit for the next one month, after the High Court suspended an earlier judgement that found the law unconstitutional until January to allow the government to move to the Court of Appeal.

The court suspended their judgment until January 10, 2024, after the Kenya Revenue Authority (KRA), attorney general and Speaker of the National Assembly Moses Wetang’ula pleaded with the judges to grant them a stay, for at least 45 days.

“We have no doubt this court has jurisdiction to grant orders of stay pending appeal even after declaring a certain decision unconstitutional,” Justice David Majanja said in a short ruling.

Justices Majanja, Christine Meoli and Lawrence Mugambi ruled that they were of the view that they do not have the last word on the matters at hand.
“The respondents are also entitled to exercise the right of appeal, to the court of appeal and even the Supreme Court. We are inclined to grant the stay for a temporary period, pending the filing of the formal application at the Court of Appeal,” Justice Majanja said.

In the earlier decision, the three-judge bench dealt a blow to President William Ruto’s housing programme after declaring the Housing Levy unconstitutional for being discriminatory and creating unequal principles.

The judges ruled that Section 84 of the Finance Act, which amends the Employment Act to introduce the Housing Levy violates the principles of taxation for making distinction between formal and informal sectors, thus creating unequal and inequitable principles.

The court added that the enactment of laws must be supported with a rational explanation but in the case of the Housing Levy, the government failed to explain the imposition of the levy or a legal framework to anchor the fees.

All employees, whether on permanent and pensionable terms or contract-based engagements, started contributing to the Affordable Housing Fund in July 2023, when the act came into force.

“An order is granted prohibiting the respondent from collecting or charging or otherwise charging on Affordable Housing Act based on section 84 of the Finance Act and all prayers on the consolidated petition not specifically granted,” Judge Majanja who read the ruling said.

The court, at the same time, said the Finance Act, 2023 is a Money Bill and the argument that the concurrence of both Speakers of the National Assembly and Senate was required before the law was enacted, does not stand.

Although the judges found that there were anomalies in the passage of some sections contained in the Finance Act, they were not serious about negating the law.

In the process, the judges upheld the 16 per cent VAT on insurance premiums, the digital asset tax, and the betting tax, saying they were constitutional and within the mandate of the Parliament.

Justices Majanja, Meoli and Mugambi said it was wrong to argue that amendment of section 2 of the Finance Act on Income Tax Act, which imposes taxes on entertainment, interferes with the function of the county governments.

According to the court, the amendment does not affect the functions of the county governments as argued by Busia Senator Okiya Omtatah and other petitioners in the case.

Senator Omtatah had argued that both speakers should have considered whether the Bill concerned counties and if so, whether it was a special or ordinary bill and resolved the questions before the Finance Bill was enacted.

The judges ruled that looking at the evidence presented before them, the public participation conducted by the National Assembly was sufficient.

In early August, the government backdated the Housing Levy deductions to July 1, 2023, and appointed the Kenya Revenue Authority (KRA) as the collection agent.

That was after the Court of Appeal overturned an order suspending the implementation of the Finance Act 2023 after Treasury Cabinet Secretary Prof Njuguna Ndung’u argued that the government was losing billions of shillings as a result of the freeze.

In a statement on August 2, 2023, the State Department for Housing and Urban Development said the levy would be payable by the employee and the employer at the rate of 1.5 per cent of the employee’s gross monthly salary as outlined in the Finance Act 2023.

Famous Chinese chef vows never to prepare egg fried rice again

0

Egg fried rice is a popular and easy-to-make dish in China. It is light, delicious, and is known all over the world as a symbol of Chinese food.

In the past few years, the stir-fry dish has become a controversial topic for China’s online nationalists, especially in the months of October and November.

People are feeling very emotional this week. A famous chef had to say sorry for making a video on how to cook a dish.

Wang Gang, a famous chef with over 10 million online fans, said in a video that he will never make egg fried rice again.

Wang said sorry for the video, which was posted on Weibo on November 27, to calm down the angry comments.

Furious nationalists said Wang made fun of Mao Zedong’s son’s death in a video. Mao Anying died in a US air strike during the Korean War on November 25, 1950.

Wang made a video about cooking egg fried rice. But some Chinese people get upset when anyone talks about this dish around the time Mao Anying died or on his birthday, October 24th. They think it’s done on purpose to insult and make fun of Mao Anying.

However, when nationalist users criticize mentions of egg fried rice by famous chefs and online influencers, they end up spreading the rumor that their government is trying to stop.

Some stories say that Mao Anying, who was a soldier, did not follow orders to find a safe place during the bombing. Instead, the hungry man cooked egg fried rice on a stove. The smoke from the stove showed his location to enemy jets.

Yang Di, a military officer who worked with Mao when he was young, mentioned that version of events in his memoir. Yang Di worked at the commander’s headquarters. Chinese officials have said many times that the information is not true.

Under leader Xi Jinping, the Chinese government has stopped people from saying bad things about national heroes or questioning the official story about them. In 2018, the country made it illegal to say bad things about national heroes and martyrs. If you do this, you could go to jail for up to three years.

In May, a former journalist, Luo Changping, was sent to prison for seven months for disrespecting soldiers who died in the Korean War. He made a joke on social media about Chinese soldiers in a movie, suggesting they were not very smart.

In 2020, on the 70th anniversary of Mao Anying’s death, the Chinese Academy of History, which was started by Xi to correct untrue views of Communist Party history, said that the story about egg fried rice was a very bad rumor.

The academy said on Weibo that spreading rumors about Mao Anying’s sacrifice is making it seem less heroic. “In simple words, they are cruel and mean in their hearts. ”

Yang’s memoir was criticized for being full of mistakes and not able to be proven true. The post used accounts from other people who were there and secret messages to say that Mao Anying was killed because the enemy heard radio signals from the telegraphs at the headquarters before the air raid.

Even though officials said it wasn’t true, people keep talking about the argument over egg fried rice. Some people on the Chinese internet celebrate November 25 as the “Egg Fried Rice Festival” or “Chinese Thanksgiving” because they think that if Mao Zedong’s son had survived the war, he would have become the leader of China and created a family dynasty like in North Korea.

In 2021, a person on the social media site Weibo in Nanchang got in trouble with the police for saying that “the best thing to come out of the Korean War is egg fried rice. ”

2Thank you for the delicious egg fried rice. “We would be like North Korea without it,” the post said.

Wang posted a video of egg-fired rice, and people were upset because it was not the first time he did something that offended Chinese nationalists. The video was posted two days after the anniversary of Mao’s death.

In 2018, Wang shared a video on October 22 showing how he makes egg fried rice at home. Two days after, on Mao Anying’s birthday, the Communist Party’s People’s Daily newspaper shared Wang’s video. The action made people surprised and caused people to accuse the party’s main newspaper of being corrupted.

In 2020, Wang shared a video of himself cooking Yangzhou fried rice with extra ingredients like ham, shrimp, peas, and carrots. This made some people very upset. Wang said sorry very quickly.

“I didn’t know about this situation until I saw everyone’s comments on the video I posted today,” he wrote in the comments. “I’m just sharing the yummy food with no other intentions. ”

After many people got upset on Monday, Wang said sorry and explained that his team put out the video without him knowing.

This video has made a lot of people upset and had a really bad impact on everyone. “I’m sorry again,” he said after removing the cooking video. “I have been dealing with personal stuff lately and couldn’t take part in releasing the video. ” “This was the worst thing I ever did. ”

Wang, who is 34 years old and comes from a small village in Sichuan province, said his grandfather fought in the Korean War and stayed in North Korea for six years.

He said he admired his grandpa and always wanted to be a soldier since he was little. But when he tried to join the army at 17, he didn’t pass the physical exam. “I think soldiers are very special,” he said.

But Wang’s opponents are not giving up easily.

“Maybe it was just by chance the first time. ” Someone commented that they don’t think it’s possible for Wang to make perfect egg fried rice every single time by chance.

Some people wanted Wang to be banned from Chinese social media. Others wanted the government to punish him for insulting national “heroes and martyrs,” citing a law from 2018.

However, some people have supported Wang, saying that he has shared egg fried rice on other occasions in the past.

“You don’t have to say sorry. ” “Someone on Weibo said that society owes you an apology,” in support of Wang.

“Let’s just say no more eating or cooking egg fried rice in November, or maybe we should just stop making it part of Chinese cuisine altogether,” said another person who agrees.

Hu Xijin, who used to be in charge of Global Times and is well known for promoting nationalist ideas, warned that a lot of people don’t know about the rumors concerning Mao Anying. He asked people to be more understanding when talking about certain things related to Younger Mao’s birthday and death anniversary.

“Being kind and understanding to each other and not making this a controversial issue is a way to honor and protect martyr Mao Anying’s brave spirit. ” “It will help the problem slowly become less of a problem and lessen the harm caused by the rumor,” Hu wrote.

If we don’t do something, the rumors could become stronger with each new controversy.

On Tuesday, Wang took down the video where he said sorry and stopped people from leaving comments on his Weibo page.

Broken System: The UPND’s Greed And Organized Looting Of Public Funds Worsens- Fred M’membe

BROKEN SYSTEM: THE UPND’s GREED AND ORGANIZED LOOTING OF PUBLIC FUNDS WORSENS

The trend of paying UPND members huge sums of taxpayers’ money without the Attorney General, Mr Mulilo Kabesha, putting a defence confirms the greed, corruption and looting of public funds by Mr Hakainde Hichilema’s puppet regime.

Ever since the UPND took office, the Attorney General, previously a losing UPND candidate for Kabwe Central Constituency, has been entering consent judgments and throwing compensations and awards to the ruling party members like confetti at a party.

The connivance, collusion, and systematic looting of public money in this shameless, corrupt, and excessively greedy scheme is clear and obvious to anyone with conscience and a sense of patriotism.

Not so long ago, Mr Kabesha agreed to pay five of Mr Hichilema’s treason co-accused K6.4 million each. He further agreed to pay a sum of K1,000,000 as costs.

Another consent judgement was entered and damages awarded in respect to the four UPND members who were allegedly assaulted by Kaizar Zulu, a citizen who is not a law enforcement officer.

There are many similar cases of consent judgments and compensations being given to UPND members and those linked to the presidency.

As we have said before, this is nothing but organised looting of public resources, which unfortunately has been sanctioned by State House.

In its history and fight for liberation, this country has seen its leaders and their supporters suffer at the hands of those in charge of government at any given time. For instance, Kenneth Kaunda, Simon Mwansa Kapwepwe, Harry Mwaanga Nkumbula and many others suffered severe pain, trauma and abuse during the pre- independence period.

Peoples’ homes were torched, petrol bombed, with some kept in detention for many years by the colonialists, but they were never compensated by the UNIP government upon coming into power.

Equally, to bring back multi-party democracy in this country, many people suffered in all sorts of ways under the UNIP administration. They, too, were never compensated by the MMD when they took over office in 1991.

Successive MMD administrations also did a lot of wrong things to many people in this country, some of whom included politicians, journalists, and activists like Lucy Sichone (MHSRIP). These people were never compensated by the State or indeed the PF government upon assuming office.

Arising from the facts highlighted above, we ask the following questions seeking honest answers: what is so special about Mr Hichilema and his group? How can a person like William Banda who caused so much pain and anguish to so many citizens during the UNIP and MMD era, today be top on the list of those to be compensated when his victims have never been compensated?

We know for a fact that certain identifiable law firms owned or linked to some government officers and UPND connected lawyers are beneficiaries of these awards. That is why the trend has worsened in recent weeks. What a shame? Nangu kwiba teifi? Mulekwatako insoni. Ninsala yashani mwakwata kanshi?

Surely, is Mr Hichilema and his corrupt puppet regime thinking through some of these decisions and actions? What do they take Zambians for? Do they think Zambians can’t read through them? They can’t see the systematic looting taking place? Where do they think this excessive greed and corruption will lead them to?

This government is so reckless and heartless. They keep looting whilst hospitals have no drugs, the cost of living is getting worse every day, and the people keep sinking deeper in poverty and squalor. This leadership is a joke!

In October 2022, I raised an alarm at this trend of paying UPND members huge sums of taxpayers’ money without the Attorney General putting a defence.

Below is the article l wrote on this page nearly a year ago and which was subsequently published by Lusaka Times on 10 October 2022. It is unchanged and perhaps is more relevant now than it was at the time of its publication.

“Organised Looting of State Resources: Why is AG eager to award huge monetary damages to UPND members?

By Fred M’membe President of the Socialist Party

In March 2022, 15 UPND cadres who were accused of burning Lusaka’s City Market took the State to Court demanding K8 million in compensation for false imprisonment and malicious prosecution In May, a UPND cadre who was accused of attempting to assassinate former President Lungu sued the State demanding compensation for false imprisonment and malicious prosecution amounting to K5 million.

In August this year, four UPND cadres sued the state in the Lusaka High Court seeking damages for false imprisonment under the PF on a charge of possession of offensive materials and weapons. This month, October, 22 UPND members who were arrested for unlawful assembly in April last year have sued the State in the Lusaka High Court demanding special damages for unlawful detention.

There are other suits too numerous to mention but the ending has usually been the same: consent judgements between the suing parties and the Attorney General followed by payment of huge sums of money from the treasury to those that had sued.

Why is Attorney General Mulilo Kabesha, who himself has known ties to the UPND, eager to award huge monetary damages through consent judgements to UPND members in all cases where such members, represented by UPND-aligned lawyers, have sued the state for malicious imprisonment unlawful detention or wrongful prosecution that occurred under the PF? Isn’t this a form of organised looting of state resources? What is preventing the Attorney General from defending the public interest by way of allowing these cases to proceed to trial where the petitioners’ claims can be put to the test or challenged? How does the public even know with certainty that these claimants exist and that they are not hired people masquerading as UPND cadres who are being used to reward party cadres or mobilise financial resources for the party?

Where is the new dawn they keep singing about? How different is this organised banditry from what the PF did with Lewis Mosho over the Shoprite case? Those who have followed these cases may note that so many have been filed, but usually only one at a time. A new one is only started after the existing case has been disposed of via a consent order. To our knowledge, not a single one of these cases has ever gone to trial. Why? Is the UPND indirectly fundraising for the party or ‘empowering’ its cadres using state resources?

There is a wider lesson here: the cost of appointing party loyalists to key government positions, the same thing that happened under the PF. The only difference is that the PF were more transparent about this practice. The UPND is doing the same but make it appear like they are hiring non-partisan professionals who are apolitical or not UPND-aligned. This is merely a smokescreen. Like the PS without portfolio Patrick Mucheleka at the Cabinet Office, Levy Ngoma, the Special Assitant to the President for Political Affairs, holds a position in the UPND leadership. How can these civil servants be expected to rise above their party interests in cases where these are threatened? Is it surprising that Levy, alongside the Home Affairs PS Josephs Akafumba, was implicated in a telephone scandal in a matter that involved the interests of the UPND as party and which had nothing to do with the public interest?

And even when the public complained about Levy’s conduct and abuse of state resources to advance the interests of the UPND, nothing happened to him because he was, as he said in the leaked audio, acting in furtherance of the interests of the ruling party and on the instructions of his principal. (And by the way, how far has the police gone with the investigations into the leaked audio scandal? It has been nearly ten months now! Or is the Inspector General of Police waiting for members of the public to share their findings on the case before Mr Lemmy Kajoba can claim credit and praise himself?)

The issue we raise of appointing party functionaries to important government positions that require independent-minded professionals is not a small matter. It is an important issue that is likely to assume even greater significance when appointments to the office of the Director of Public Prosecutions and the leadership of both the civil service and the Electoral Commission of Zambia are made. Those in doubt that party functionaries will likely be appointed to these positions should wait for the long-delayed but the imminent announcement of the new DPP, ECZ CEO, ECZ chairperson and deputy chairperson and Secretary to Cabinet.

When one looks at positions such as Special Assistant to the President for Legal Affairs, Minister of Justice, Attorney General, Solicitor General, ACC Director General and even Speaker of the National Assembly, one will realise that these public positions are all filled with individuals who are linked to the UPND and possibly members. How can these be expected to retain fair or independent judgement and defend the public interest in matters that involve or affect UPND members? Can these officials really rise above their possible partisan interest and allegiance to the UPND since its potential loss of power would denote their own removal from these positions?

One just has to listen to the Minister of Justice whenever he speaks on issues of public interest that affect his party. He sounds like a UPND Secretary General! Can the current ACC Director General sanction the investigation of Maurice Jangulo’s company in relation to the procurement of fertiliser when Maurice has strong ties to the appointing authority, with whom the DG has very close client-patron ties stemming from their time in opposition? Is it any wonder that the ACC has never found any single case of corruption in this government? We know of the corruption involving some of the presidential aides at State House. If the ACC does not know, then they are simply not up to the challenge. If they know, how come they have not summoned those involved for interrogation? The only time the ACC should be taken seriously is when they start to touch members of the inner circle of this government. Look at the contradictions coming from the Attorney General’ office on the honeybee scandal! Why isn’t the ACC getting involved in this matter? Isn’t it because some of the culprits involved in the behind the scenes negotiations pertaining to honeybee are their colleagues at State House, even though some praise singers will falsely claim that it is actually State House that blocked the payment to honeybee?

Some of these officials we have mentioned above run law firms that are still doing business with government. Like their principal who has not only refused to publicly reveal his assets and declarations in the spirit of transparency but made it clear that his businesses are still doing business with the government, they don’t see any conflict of interest in their dealings. Take the current cases, for example. Those suing the State for malicious or wrongful prosecution are UPND cadres. Those representing the litigants are lawyers connected to the UPND. Those who have the responsibility to put up a fight on behalf of the state and in defence of public interest are connected to the UPND. Those deciding the huge amounts to be awarded to the petitioners are officials connected to the UPND. Doesn’t a consent order in this case benefit everyone involved: the cadres, the lawyers, the officials, and indeed the party, if some of these resources end up there? We are not saying those suing have no case. We are asking a simple question: can these officials really vigorously defend public interest against the ruling party members making the claims, even if these cases go to trial?

Zambia, we have been duped! These people in power today are not who they claim to be. They say one thing in private and another in public. They are wolves in sheep’s skin. The other problem is that many in civil society have been co-opted. With the exception of one or two people such as Brebner Changala, John Sangwa and Archbishop Telesphore Mpundu, those from civil society who held to account or criticised the excesses of the previous administration are now serving in government bodies. With food in their mouth, they can no longer speak. Whenever they speak, it is to lead the choir of praise in such sycophantic fashion that they end up doing a disservice to those they support. Since they are incapable of embarrassment, one can only be embarrassed on their behalf. It is sad to see people with previously illustrious careers in civil society reduced to the role of praise singers.

The same problem of co-optation is noted in relation to Zambia’s public intellectuals. This group was instrumental in promoting progress and to political change prior to the 2021 election. By intellectuals, we do not mean those who display their educational attainments for anyone to see. We mean men and women attached to a university who have acquired a certain level of education that enables them to produce, disseminate and apply new knowledge to the analysis or resolution of the problems of society. Intellectuals who use this specialist knowledge to comment on public issues in their areas of specialisation through mass platforms such as newspapers, television or radio stations are called public intellectuals. Those who merely confine themselves to teaching and research in a university are called academics.

In many societies, especially those that place a premium on thinking, public intellectuals are role models. Since intellectuals play powerful legitimising role, their criticism of the government has implications for the standing of the government in the eyes of the public. In Zambia, intellectuals have been frustrated by poor conditions of service and their expertise has generally remained unsolicited and often underutilised. This may explain the extreme penchant, among our intellectual elite, for opportunism and willingness to be silenced in return for an appointment on a government board. So, when a few stand out and condemn injustices, that is worth celebrating.

Before 12 August 2021, there were several intellectuals who risked their careers and even lives to express outrage against the many wrongs that were happening under the previous government. There was Dr Grieve Chelwa from University of Cape Town, whose opposition to the economic reform measures sponsored by the IMF and World Bank was conveniently ignored and often frustrated. There were others like Ms Felicity Kayumba, Dr O’Brien Kaaba and Dr Pamela Sambo found in the School of Law at UNZA whose constant criticism of the judiciary and the executive were thought to be a matter of principle, not sheer opportunism. One or two such as Dr Julius Kapempwa and Dr Cleopas Sambo from the School of Humanities and Social Sciences provided illuminating insights that raised public awareness and fed greater understanding of the government’s policy failures.
And who can forget the courageous voice of Dr Sishuwa Sishuwa who was subjected to threats on his life, faced the threat of prosecution for sedition and was disowned by his employer, the University of Zambia, over his critical writings in both print and online media? There was also Dr Munyonzwe Hamalengwa at Zambia Open university and Professor Muna Ndulo in the United States of America who never missed an opportunity to criticise the government especially on matters that touch on human rights and the violation of the law. Even UNZALARU, the body of lecturers and researchers, at UNZA, recovered its voice and appeared to regain its lost credibility on matters of public interest such as Bill 10.

Which of these intellectuals who stuck their necks out to challenge undemocratic practices and confront human rights violations have continued with the same spirit or zeal of holding the government to power today? Except for one or two such as Dr Chelwa and Dr Sishuwa who continue to identify with the suffering of the people and have remained generally critical of the same things they condemned under PF, the intellectuals who previously spoke truth to power have become willing collaborators in the wrongs of the UPND. The record is there in the public domain for all to see. Today, most of these intellectuals have joined the incriminating silence of those who cannot speak with food in their mouth because they are enjoying the perks that come with serving on several government bodies, though they will go to great lengths to convince unsuspecting victims that it’s not about the money or that the money is actually very little.

Other intellectuals are now deathly silent and simply looking away when wrongs occur because of a certain allegiance to the party in power, one that has anointed itself with the sanctity of a religious faith. If some of the wrongs occurring in this government had happened under the previous administration, these intellectuals would have been in the forefront of speaking out against such vices. Can anyone imagine these academics keeping quiet under president Lungu if ordinary people were jailed for insulting the president, or PF cadres took turns to sue the state for malicious or wrongful prosecution under the MMD and the Attorney General rushed to reach a minimum of K500, 000 settlement with each of them and even more money paid to their PF aligned lawyers?

Those who yesterday were in the front seat of condemning wrongs and injustices whenever they occurred are the ones who are today giving legitimacy to and rationalising the wrongs and injustices of the UPND. Some within group even say, ‘things are not yet as bad as they were under PF’, as if the PF wrongs are now the threshold we must reach before raising our voice against injustices. Others shamelessly say ‘there is no county or government that is immune from wrong doers’! How can people lose their self-respect and dignity this way? Anyway, as former president of South Africa Thabo Mbeki once said, empty stomachs can be good or bad teachers. The problem with our African intellectuals is that they too have stomachs, in addition to their excellent brains.

Who will defend public interest?

ZRA raids Spax Mining over tax evasion

The Zambia Revenue Authority (ZRA) has uncovered a suspected tax evasion scheme involving fraudulent recovery of input Value Added Tax (VAT), underpayment of Mineral Royalty and non-disclosure of income orchestrated by Baba Kabaso Mulenga, the proprietor of Spax Mining Limited in Chingola.

According to ZRA Corporate Communications Manager, Oliver Nzala , the investigation had been prompted by credible intelligence which revealed a series of “concerning activities that point towards non-compliance and estimated financial losses for the government of over K8.8 million for VAT fraud”.

Nzala explained that the main allegations against Spax Mining Limited and Baba Kabaso Mulenga relate false VAT inputs.

“Investigations revealed that Spax Mining Limited has, through fraudulent means, been making false claims of Value Added Tax (VAT) inputs. The company allegedly submitted misleading information related to VAT inputs, resulting in an estimated loss of over K8.8 million in tax revenues for the country,” Nzala revealed.

Furthermore, Nzala said despite significant mineral operations, Spax Mining Limited had reportedly failed to make substantial mineral royalty payments.

He said the company had no export records to indicate that minerals have been traded or exported from the country, raising concerns about adherence to legal obligations and fair business practices.

“The search was aimed at obtaining evidence to prove or disprove the noted allegations against Spax Mining Limited and its directors.

The discoveries are pointing towards discrepancies in reported production and actual copper operations. Preliminary findings indicate the possibility of active copper extraction not accurately declared to the ZRA, contrary to the company’s declarations,” he said.

ZRA has embarked on a rigorous compliance enforcement programme to ensure that correct taxes are accounted for the benefit of all Zambians.

In this quest to enhance tax compliance, ZRA is urging all taxpayers to correctly declare their taxes. Voluntary disclosures are encouraged to correct any under omissions or under declarations. Tax evasion is a serious financial crime and the Authority will not hesitate to prosecute any taxpayer found wanting.

ZIIMA PRESS STATEMENT ON SHRINKING MEDIA SPACE IN ZAMBIA

ZIIMA PRESS STATEMENT ON SHRINKING MEDIA SPACE IN ZAMBIA

THE Zambia Institute of Independent Media Alliance (ZIIMA) wishes to express its concern with the increasing number of acts by State actors which are shrinking the space for media practitioners, and also creating an environment which criminalises the practice of critical and good journalism.

ZIIMA has witnessed a sharp rise in threats and physical attacks on journalists in the last two years the United Party for National Development (UPND) have been in government, despite the Party and Republican President Hakainde Hichilema, at the time of his inauguration, having assured the media of provision of a safe working environment.

For the record, SABC correspondent Arthur Davies Sikopo was recently summoned to Police headquarters and had his equipment confiscated; journalists at the Zambia Daily Mail, namely Stafrance Zulu, Conrad Chikweto and Chongo Sampa, were fired for taking pictures of Zambians lining up to buy mealie- meal which was in short supply at the time.

The latest case is the arrest of Thomas Allan Zgambo, who has been slapped with a charge of sedition, in a move that seems calculated to continue a campaign of intimidation against media publications critical of the UPND government. This is a step towards dictatorial rule in Zambia.

The UPND and its leadership were ushered into office in the August 2021 elections after campaigning on a platform promising enhanced freedom and democracy. It is therefore worrying to note that most of these promises have not been kept and, in fact, the opposite is fast becoming the norm. There is increasing harassment and intimidation of people working in the media, especially those identified as critical of the ruling party.

For example, in the case of Thomas Allan Zgambo, ZIIMA has noted sadly that he has been denied both bond and medical attention he clearly requires.

ZIIMA would like to advise the UPND government to reconsider the negative stance it has taken towards journalism practitioners, and work to provide an environment that enhances media freedom so that the fourth estate can contribute positively to improved governance in Zambia.

Journalists should not live in fear of reprisals from their own government for simply being critical or helping to check government excesses. Zambian society is best served by objective, critical and fair media, not by an increased number of publications singing praises of government’s every move.

Sinwdled MoneyGrow clients resort to violence, beat lawyer

A LAWYER with the athletic abilities of Bishop John General this morning turned the Lusaka High Court grounds into a running track as he attempted to escape the wrath of an angry mob of swindled MoneyGrow clients.

But despite his best running efforts that got his ankles almost hammering the back of his head, Linus Eyaa was not as lucky as the adulterous Matero Papa.

The lawyer was caught and baptised with painful slaps.

It took police officers operating in the premises of the High Court to save in the lawyer and in the process arrested six people including four men and two women.

Trouble for Eyaa began when the angry mob which was swindled in a bait and switch scheme demanded that he briefs them about the Court case involving their Cooperative and its former Chairperson but the lawyer felt unsafe given how rowdy the crowd had become.

He decided that it was instead safer to bolt from the scene and like an olympic sprinter burst in blistering run shocking fellow lawyers and court staff.

But the lawyer did not go far, the crowd was too big and too determined to catch him.

Before even getting far, the panting counsel whose blue classy suit was now drenched in his own sweat was now in the hands and at the mercy of the mob.

The group swarmed around their attorney and gave him some slaps and fists whilst dragging him towards the High Court.

In a dramatic turn of events, some of the mob members only realised later that they were beating the lawyer who was representing them.

Police officers at the High Court led by their in charge Goerge Konde swiftly saved Eyaa from having his face redesigned and teeth knocked out and placed him in an empty courtroom for safety.

The officers later apprehended six masterminds of the lawyer’s lynching among them four men and two women and took them to Kabwata police station.

Earlier when the case came up for status conference before judge Sharon Newa, Eyaa asked the Court to confirm the injunction stopping Mauden Shula from posing as the Chairperson and chief executive officer of MoneyGrow which was granted ex-parte.

Judge Newa had granted MoneyGrow an order of injunction restraining Shula from masquerading as a chairperson of the cooperative and meddling in the affairs of the company until the matter is determined.

He said the defendants assumed office and started running the affairs of the cooperative illegally without following procedure.

“In that process, they have been illegalities and threats to the office bearers of the plaintiff and announcements were made on radio to make citizens arrest. The threats to life needed to be stopped by way of injunction before the court determines whether the defendants legally took over office,”Eyaa said.

“Our prayer in the main matter is that the defendant was not duly appointed as chairperson of Money Grow and he should desist from holding out as such.”

He added that the annual general meeting held on October 13, 2023, which was called by Mauden Shula and the deliberations have no legal basis and are illegal.

In this matter MoneyGrow Savings & Credit Co-operative Society Limited has sued Mauden Shula a board member and former chief executive officer in the company for meddling in the affairs of the company and posing as its chairperson following an illegal annual general meeting he held which ushered him in as the CEO.

It is seeking a declaration that Shula is not the duly appointed chairperson of MoneyGrow and should stop masquerading as such.

The cooperative wants a declaration that the elected board on October 13, 2023 is illegal and all their actions are void ab initio.

An order restraining the defendent from holding himself out as chairperson of the plaintiff and to further restrain the defendent from continuing to interfere with the operations of the plaintiff either by himself ,agents and or servants until final determination of this matter.

We’ve lost sovereignty of our money!

0

COMMENT

We’ve lost sovereignty of our money!

The challenge of leadership is to “Be strong, but not rude; Be kind, but not weak; Be bold, but not bully; Be thoughtful, but not lazy; Be humble, but not timid; be proud, but not arrogant; Have humour, but without folly”, so said Jim Rohn.

While Amilcar Cabral guided that, “Hide nothing from the masses of our people. Tell no lies. Expose lies whenever they are told. Mask no difficulties, mistakes, failures. Claim no easy victories.”

This is what we expected from the new dawn.

And it is good that even President Hakainde Hichilema understands as he put it that, “Zambians voted for the UPND to deliver change and not lawlessness, and therefore, as party functionaries and especially as citizens that endured pain for several years, we have to do better and deliver development.”

Citizens expected better from the UPND given the menu of hope and high expectations they were fed. Hakainde and his ministers are quick to praise themselves at a slight victory. We all remember how they made noise about getting the IMF Extended Credit Facility and reaching a debt restructuring agreement with the Official Creditor Committee, even before a memorandum was inked! Then we had a turn of events with bondholders, with IMF and OCC putting spanners; and back home the kwacha and inflation are out of control, forcing the Bank of Zambia to intervene by increasing the statutory reserve ratio to 17 per cent and monetary policy rate to 11 per cent.

While Hakainde and his ministers are good at claiming easy victories, they hibernate and mask difficulties, mistakes, failures! When you consider the silence from central government about these strong measures the central bank has introduced, one can’t help but argue that BoZ is protecting the financial form of wealth of Zambia’s tiny rich class and its foreign associates.

But the kwacha cannot be and must not be expected to be strong with the current disastrous national unemployment, extremely low productivity on farms, in mines, construction, factory and other real sites of economic production. The true value of any national currency is also a reflection of the quantity and quality of national employment of economic factors of production! The Zambian kwacha needs, urgently, to have its value measured and determined by levels of employment of our national factors of production, not some abstract IMF, debtor and donor determined monetary and financial

variables! We cannot continue to have a central bank which is divorced from the fundamental question of national employment of the means of production – human and non-human – in our country! This is a recipe for costly long term national chaos and disaster, as we are experiencing, now.

BoZ must measure the value of its policies and actions on the basis of how much employment is triggered and sustained in the country by their work, not the artificially manipulated false value of the kwacha to major foreign currencies. This way, they will quickly discover that it is not the actual mathematical value of the kwacha to other currencies which matters: it is what this value does to production and productivity in Zambia which matters! This of course means a shift by BoZ from protecting the monetary value of the wealth of a tiny section of Zambians and their foreign associates to rooting their work in enhancing and advancing full nation employment and therefore promoting full production and higher productivity of all our national factors of production. This way, in synchronicity with all our economic players, BoZ can formulate and apply truly meaningful and genuinely national measures to protect our money, our kwacha, and its value. This is the essence of national sovereignty over monetary policy!

But currently, BoZ is chasing artificial externally imposed and fixed targets for the value of the kwacha. We have lost sovereignty of our money just like we have artificially and externally fixed inflation targets and other key economic variables including how much raw copper per year we must aim that foreign miners in Zambia export. This is a recipe for long term economic, social and political disaster. We have two countries in one. One tiny but rich which is dominated by

government and government policy, and the other, large and majority, on the periphery of government and government policies, generally viewed as a cost to government and foreign money. And BoZ fixates on the monetary needs of the smaller tiny Zambia. In simple terms, these fellows are working with variables that have very little to do with firming up the kwacha: managing monetary policy to stimulate full employment of the key factors of production in Zambia, including human labour! They are instead tinkering with the effects of internal extremely low employment of our economic factors! They are not focusing on monetary policies and variables which promote higher productivity on farm, in mines, in factory and other sites of production in Zambia. They are instead too sensitive to the value of the kwacha with respect to major foreign currencies! They cannot succeed to “defend” the leachate this way even for Zambians who hold their assets in financial form! It is suicidal in a country with extreme human unemployment levels to fixate on protecting the interests of a tiny minority’s financial wealth by wasting valuable foreign currencies, the way BoZ in a very chaotic and untargeted way is squandering our forex earnings from mining and a few exporters.

More than at any time in our political and economic history as an independent country, BoZ and all state institutions tasked to protect the value of our money need to target human employment, higher labour absorbing productivity on farms, in mines and factories, for both local consumption and exports, rather than their current pathological fixation on protecting the leachate from its inevitable free fall with respect to major foreign currencies.- The Mast

The Ministry of Foreign Affairs and International Cooperation wishes to inform the nation that Mr. Hakainde Hichilema, President of the Republic of Zambia, will travel to Dubai, United Arab Emirates on 29th November 2023 to attend the United Nations Framework Convention on Climate Change (UNFCCC) High Level Segment for Heads of State and Government, scheduled for 1st to 2nd December 2023.

This event will be the 28th meeting of the Conference of Parties (COP28) to the Convention and is convened under the theme “Racing for a Better World”.

President Hichilema will be attending the COP28 at the invitation of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates. He is scheduled to deliver a statement during the High-Level Segment on 1st December 2023.

Furthermore, he is expected to attend the World Climate Action Summit, the G77 and China Leaders’ Summit, as well as other high-level roundtable events focusing on key thematic areas.

On the margins of the meetings, the President will hold strategic bilateral engagements centered on crucial areas such as energy, agriculture, trade, technology transfer, infrastructure, and tourism.

The COP28 meeting will aim to assess progress in dealing with climate change, negotiate agreements, and set the direction to consolidate global climate action.

This resonates with President Hichilema’s continued emphasis on the existential threat of climate change to humanity, stressing the pressing need for decisive action to mitigate its profound impact on economies and societies, notably within Africa.

Zambia has not been spared of the negative effects of climate change with intermittent weather patterns significantly impacting food, water, and energy security.

In this regard, the President will join other world leaders at COP28 to advance sustainable development, leverage new technologies, and mobilise resources for agreed actions in order to protect countries and the environment.

President Hichilema remains committed to making Zambia a global beacon of environmental sustainability and a champion of the green economy.

The President is expected to return to Zambia on Sunday, 3rd December 2023, immediately after the High Level Segment concludes.

Help us fight greed, Nalumango pleads with traditional leaders

By Oliver Chisenga in Livingstone

THE government has told traditional leaders that it needs their guidance and support in programmes it is undertaking using the private sector, particularly in communities.

Speaking when she paid a courtesy call on senior chief Mukuni in Livingstone on Saturday, Vice-President Mutale Nalumango said the government will continue to look to traditional leaders for support.

She noted that Zambia, like other countries, is going through economic challenges hence seeking support from all stakeholders.

“We will continue to look to you, you are our parents. We need your guidance, your support as the government on the programmes we are undertaking using the private sector, particularly in the community; we need your support. If you are not there or alienate yourselves, there will be no places to do the business we need to do because we always want to encourage partnerships with chiefdoms, government, and the private sector,’’ she said. ‘’Zambia, like any other nations of the globe, is going through economic challenges but it is unfortunate that we want to make our situation worse than it is in other countries. Actually, there are colleagues on this globe who are worse off than we are, but that is no reason for us to relax because everybody is going through hardship. We have to continue to work and this thing…what we want to see in our country is develop our own industries in different sectors.”

Vice-President Nalumango said the government wants to see value addition in Zambia, stating that if this was done there would be massive job creation as stated in the Eighth National Development Plan.

She however noted that the creation of jobs and resulting economic growth cannot be realised by the government alone but with the inclusiveness of traditional leaders.

“That is the pillar in the Eighth National Development Plan. It is economic growth with job creation because if our people are working, we are able to withstand the weather of the economy. This is what we need but we won’t do it alone. We need the royal highnesses so that we can encourage inclusiveness. Whether I talk to the youths, the voice is heard differently but when you do, it is also heard differently,’’ Vice-President Nalumango said. ‘’So it is in the disseminating of information and encouraging people on what government is doing to try and alleviate the many challenges that we are going through. Nothing is insurmountable, we will look to God. You need to help us fight the vice of greed because it went so much into us that we were not looking out to our neighbours, we are looking out for self. It is a spirit we must fight together. We are always happy to be here in this palace where I feel welcome.”

Vice-President Nalumango also took time to remind the media of their importance in economic development.

“Do you know how important you are? You are so important because you can choose to build or to destroy. You have it all in your hands. Even if you say ni camera fye (it’s just a camera), even the picture you take tells a story,’’ said Vice-President Nalumango. ‘’So we all have our responsibilities. Thank you for bringing us together, your highness.”

And Mukuni said he was honoured to receive the Vice-President and her entourage.

“We feel greatly honoured when you come, we feel humbled to see you. You are number two in the country and it’s not easy to get the number two twice in a year. It should be once every five years.”-Mast

10% of Heathrow Airport to be purchased by Saudi state fund

0

The country of Saudi Arabia’s Public Investment Fund (PIF) is going to buy 10% of Heathrow airport from the Spanish company Ferrovial.

An additional 15% of its parent company, FGP Topco, will be sold to a private equity fund called Ardian, which is based in France.

Ferrovial, who has had a part of the company since 2006, said that the agreement was worth £2. 37bn ($3bn)

The deal still needs approval from the government, the company said.

If the deal is accepted, Ferrovial will stop investing in the company that operates UK airports. They started with 56% ownership but it went down to 25% by 2013.

Other companies and organizations that have a stake in FGP Topco are Qatar Investment Authority, Caisse de dépôt et placement du Québec, Singapore’s GIC, Australian Retirement Trust, China Investment Corporation, and Universities Superannuation Scheme.

The airport is not making much money this year because it owes a lot of money and the costs to borrow more money are going up a lot.

The Civil Aviation Authority has decided to decrease the fees that passengers pay for using airport facilities like terminals, runways, baggage systems, and security.

The cost per person at Heathrow airport will be £31. 57 in 2023, but the regulator expects it to go down to £25. 43 in 2024 and stay about the same until 2026.

The bosses at Heathrow wanted to raise the charges to over £40, but airlines said they should only be around £18. 50

Saudi Arabia’s Public Investment Fund is one of the world’s busiest government-owned investment funds. It has over $700 billion in assets because of its oil money. Recently, it has been putting money into sports like football and golf.

But the money is managed by a prince from Saudi Arabia named Mohammed bin Salman Al Saud. His government has been accused of doing many bad things to people’s rights.

The US intelligence thinks that Prince Mohammed told people to kill a journalist named Jamal Khashoggi in 2018. But the prince is protected from being punished in the US, and he has been asked to visit the UK by the Saudi Arabian embassy.

Kenyan parliament outlaws president’s favorite Kaunda suits

0

The Kenya parliament has decided that people can’t wear a suit named after the late Zambian President Kenneth Kaunda in the building.

The Speaker of Parliament, Moses Wetangula, said that Kaunda suits and traditional African clothes are not allowed.

Kenyan President William Ruto usually wears them for important events.

This has made the Kaunda suit popular with politicians. It’s a safari jacket with matching trousers.

The suit is called after the former president of Zambia who liked to wear them and made them popular among political leaders in sub-Saharan Africa.

The suit, also known as the Mao Zedong suit, doesn’t have a collar and often has short sleeves.

On Tuesday, Mr Wetangula said he banned the suit because new fashion trends were not following the dress code for Parliament.

He said that men should wear a coat, collared shirt, tie, long-sleeved shirt, long pants, socks, and shoes.

“Ladies can wear business attire, formal clothes, or smart casual outfits. ” Skirts and dresses should be long enough to cover the knees and look appropriate. “He said we can’t wear shirts without sleeves,”

The Kaunda suit has been worn by some Members of Parliament in the past and it has been allowed in parliament.

Mr Wetangula admitted that these kinds of suits were allowed in the past, but now it’s important to stop allowing them because they go against the rules for how to dress in parliament.

The Kaunda suit has become popular on social media in Kenya because Mr. Ruto started wearing them at official events.

The decision to not allow people to wear suits has caused different reactions on social media. Some people are confused why an African parliament would ban traditional African clothing, while others agree with the decision.

Some people made fun of the ban, saying that only the president would be allowed to wear the Kaunda suit.

“Right when you think you’ve seen everything. “I think the suits like Kaunda’s have been saved for the president,” said someone on X (formerly Twitter).

Beyond deception ,UPND Political Campaign promises are 1000 ways to die

0

By Misheck Kakonde

In the wake of the UPND’s governance, the stark contrast between promised pledges and stark realities has shattered public trust. The failure to deliver on commitments, along with the misleading depiction of achievements such as the IMF deal, has left citizens disheartened, yearning for the anticipated change. The timeless adage that “lies have short legs” stands evident, exposing the limitations of deceit in the face of tangible outcomes.

Winston Churchill’s said “the price of greatness is responsibility” resonates deeply. The current UPND administration shoulders the burden of being held accountable for veering away from the assurances extended to the Zambian people. Drawing from Theodore Roosevelt’s words, urging courageous endeavors despite setbacks, emphasizes the imperative for action over passive acceptance.

Furthermore, those staunchly supporting the government will soon awaken from their political slumber. Hunger and hardship do not discriminate based on political loyalty, the consequences of governmental actions impact all citizens, irrespective of party affiliations. Thus, it is crucial for Zambians to transcend partisan divides and embrace a profound sense of patriotism for the nation’s collective welfare.

In the realm of governance, the role of the Speaker of the National Assembly assumes paramount importance. Upholding impartiality and exemplifying honorable conduct are imperative in this position. Taking inspiration from former speakers like Amusa Mwanamwambwa could serve as a guiding light for the current Speaker in steering parliamentary affairs with integrity, transcending political biases for the greater good of Zambia.

The UPND leaders in government Plutocratic behavior is worrying, the administration should learn from leaders like Kenneth Kaunda who echoed a call for unity and collective progress, than the weekly arrests of opposition members, people with different views without evidence for arresting in trying to excite the unsuspecting Zambian citizens. Kaunda’s emphasis on unity in diversity and a shared vision for a better future can serve as a beacon for Zambians in transcending political differences for the nation’s prosperity.

Enough with the deception, it is time to for the Hakainde led administration to be honest and seek a national indaba to discuss the economic status of Zambia and find solutions to avoid this political hallucination we are witnessing.

Let’s Discuss The Continued Depreciation Of The Kwacha In The Face Of The Bank Of Zambias Efforts To Stabilize The Currency

0

LET’S DISCUSS THE CONTINUED DEPRECIATION OF THE KWACHA IN THE FACE OF THE BANK OF ZAMBIAS EFFORTS TO STABILIZE THE CURRENCY.

The recent depreciation of the Zambian Kwacha has raised concerns among economists and citizens alike, especially in the wake of the Bank of Zambia’s consecutive increases in the Statutory Reserve Ratio (SRR). Despite these efforts, the Kwacha continues its downward trajectory. The central bank has implemented successive Statutory Reserve Ratio (SRR) increases. Initially raised by 3% to 14.5% on November 6th and subsequently by an additional 2.5% to 17% on November 22nd 2023 as measures aiming at stabilizing the currency.

Bloomberg’s report on November 6th, ranking the Zambian Kwacha as the world’s second-worst performing currency, provides a broader context to Zambia’s economic challenges. The Kwacha’s position was reportedly just ahead of the Argentine Peso. Meanwhile, Argentine President-elect Javier Milei has expressed intentions to close the Argentine central bank and transition to using the USD. While the situations differ, the Argentine case highlights the potential extreme measures that nations may contemplate in response to currency challenges

The successive SRR increases marked a proactive effort by the Bank of Zambia to address the Kwacha’s depreciation. However, given the limited impact of the first two SRR increments in stabilizing the Kwacha, the question arises whether the central bank will consider a third increment. That being the case, there’s need to assess the effectiveness of the existing measures and carefully weigh the implications of further adjustments. Whether to wait for the current measures to take effect or to proactively implement additional changes is a strategic decision that requires a good understanding of economic trends.

It is possible that a few other underlying issues are overpowering the intended effects of these policy measures.

Tax holidays granted to the mining sector may be playing a significant role in the Kwacha’s depreciation. If mining companies are not contributing their fair share to the national coffers, it can strain the country’s overall revenue, leading to a weaker currency. Therefore, addressing and re-evaluating these tax incentives is crucial for a balanced economic system.

The Mast Newspaper reported on November 23rd that Bank of Zambia Governor Denny Kalyalya stated that the central bank currently does not have sufficient Forex to defend the kwacha. A shortage in foreign exchange reserves can hamper the central bank’s ability to implement effective interventions in the foreign exchange market, potentially limiting the intended impact of SRR adjustments. The reported forex challenges highlight the need for a holistic approach to economic management.

Zambia, as a major copper producer, faces challenges in realizing adequate value from its copper exports. The global copper market dynamics, coupled with potential inadequacies in negotiation and pricing strategies, could be contributing to this issue. The government should explore ways to optimize the value derived from its copper and other mineral resources, ensuring a fair return for the nation.

To strengthen the Kwacha, immediate actions are necessary. These include diversifying the economy beyond copper, implementing stricter regulations on tax incentives for the mining sector, and fostering transparency in resource negotiations. Additionally, the government can also focus on promoting tourism, agriculture and other sectors to attract diverse investments, which will reduce our reliance on copper.

Amid these challenges, the proposal to sell copper in the local currency, the Kwacha, remains on the table. While this strategy may boost demand for the Kwacha, its success hinges on navigating potential risks. Fluctuations in global commodity prices, contractual complexities in the mining sector, and market perceptions must be carefully considered to strike a balance between promoting the local currency and mitigating associated risks. This approach aligns with the idea of promoting domestic industries and retaining a portion of the wealth generated within the country. However, careful considerations must be made to ensure competitiveness in the global market and avoid potential negative impacts on export volumes. Creating a balance between the benefits and risks associated with selling minerals in the local currency is of the essence.

The challenges faced by the Zambian economy extend beyond domestic factors, emphasizing the impact of external influences on exchange rates. Understanding these global dynamics is crucial for crafting effective strategies to address currency depreciation.

The depreciation of the Zambian Kwacha is a complex issue influenced by various factors, including SRR, tax holidays in the mining sector, and challenges in maximizing value from copper and other mineral exports. By addressing these issues through comprehensive policies, Zambia can work towards stabilizing its currency and building a resilient and diversified economy.

Feel free to add your discussions on this and let’s engage objectively for the good of our country.

MY TAKE ON ZAMBIA IN THE NEXT 5 – 10 YEARS FROM NOW

0

MY TAKE ON ZAMBIA IN THE NEXT 5 – 10 YEARS FROM NOW

Authored By Mupishi Jones

Let’s be rational and objective when analyzing the current social economic decisions made by the current administration in order to project how the future of our country will look like after 5 – 10 years from today.

  1. CORRUPTION PERCEPTION INDEX.

The best way to tackle corruption anywhere in the world is to create an environment where the majority citizens buy in the idea and start regarding corruption as not only an economic evil but a cultural evil.

To create an environment where corruption is regarded by the citizens themselves as a social, economic, cultural and above all traditional shame. To the contrary, corrupt societies are those that have allowed the culture of glorifying individuals who’s wealth is indisputably obtained through the proceeds of corruption.

In Zambia we had almost reached at those levels of glorifying individuals who’s sudden wealth could not be explained and justified. These are individuals we had started referring to as “Don,abapondo,ba Director, Commander,Ba sogoleli”. However, there’s still a remnant of such corrupt individuals existing and pulling the opposite direction of the anti corruption drive.

The objective of President Hakainde Hichilema and his New Dawn Administration in the area of corruption is not to arrest anyone on mere suspicion of corrupt practices but to create an environment where society would buy in the idea of looking at corruption as a social, economic, cultural and above all traditional evil.To create an environment where anyone found wanting on corrupt practices, citizens must consider that individual as a social and society misfit!.

It doesn’t matter whether there’s being any arrests or not but the fact that we’re collectively talking against corruption everyday,is enough deterrent measure capable of reversing our corruption index perception of our country in the next 5 – 10 years from today.

Picture how our corruption perception index will be in the next 5 – 10 years from now if the current anti- corruption talk is sustained?

  1. CDF PROGRAMS
The New Dawn Administration under the auspices of President Hakainde Hichilema and Hon Situmbeko Musokotwane boldly picked it up from K1.6m per constituency per year and decisively raised it exponentially to K25.7m in their first year in office,K28.3m in their second year and K30.6m next year.

In the first two years, the WDCs priorities have been additional classroom blocks to accommodate an influx of school going children who were pushed out of class because they couldn’t manage to pay school fees but now it’s free. There’s also been a rush from the communities themselves to prioritize provision of classroom desks.

Another area of priority in these two years of CDF disbursed funds is the provision of reticulated water systems coupled with electricity either solar or hydro powered to all public institutional facilities such as health, education, marketplaces and bus stations countrywide.
This has been reinforced by the President’s clarion call of

(a) not having any child sitting on the floor by the end of 2024
(b) not having any baby born in an unsafe environment anywhere in the country!

These have been the priorities and hence the rush from the WDCs and communities.

This situation is likely to change in the next 5 – 10 years from now because the priority of the first two years would have been fulfilled.

In the next 5 – 10 years, with the CDF still guaranteed, citizens will witness within their doorsteps the direct impact of this CDF vision of President Hakainde Hichilema and his team led by Hon Situmbeko Musokotwane!

Almost everyone will have benefitted from grants and loans, local contractors and suppliers will have gained enough experience to handle any project.

In the next 5 – 10 years, more and more government projects would be executed by Zambian citizens themselves and the culture of glorifying foreign contractors and suppliers will eventually die a natural death.

The continuous flow of CDF into constituency bank accounts is enough political will to drive this agenda in the next 5 -10 years.

As we’re talking today, all the K25.7m allocated for 2022 was disbursed and over K20m from the allocated K28.3m for 2023 is sitting in all the 156 constituency bank accounts countrywide!

Challenges of the absorption rate of these funds are still existing but are slowly but surely being addressed by local authorities who are equally gaining experience of handling such funds every year.

3 BOASTING LOCAL CURRENCY

In the next 5 – 10 years, most of government institutions such as ZNS,Trades Training Institutions, Zambia Correctional services will have enough life to sustain not only themselves but the entire society.
The idea of awarding contracts to these Zambian institutions is to allow local currency to circulate and exchange more hands within the country before it finally crosses our boarders.

Hon Charles Milupi,a rarely heard Minister but surely must be commended for the background works such as sustained infrastructure deals he’s been clinching.

A good example is the Lusaka/Ndola dual carriage road which will continue to be maintained for the next 20 years after completion date. This public road will be contracted and maintained without the Zambian government spending a kwacha on it!

I see a different and prosperous Zambia after 5 – 10 years from today,do you see what am seeing?

Am I talking to constituency area MPs, the drivers of this CDF out there?,

Am I talking to local contractors and suppliers out there?

Am I talking to ZNS there?

Am I talking to Zambian Youths graduates and still training in various Skills Development programs out there?

I submit

Former NBA star Joe Smith opens up about losing his $61M career fortune

0

Former NBA star Joe Smith recently spoke about how the $61 million fortune he earned from playing professional basketball went down the drain.

After making a name for himself at the University of Maryland, the Golden State Warriors selected the then-talented Smith with the first overall pick in the 1995 NBA Draft. The 48-year-old also had stints with NBA teams including the Philadelphia 76ers, Minnesota Timberwolves, Detroit Pistons, Denver Nuggets, and the Los Angeles Lakers among others.

Per Complex, Smith amassed a $61.2 million fortune from playing professional basketball between 1995 and 2011. But Smith told VladTV that his earnings unfortunately went down the drain, adding that he was left with just $3,000 at a certain point.

He also said that despite making $61.2 million, his net earning from his 16-year NBA career was around $18 million due to deductions including taxes, agent fees, and management fees.

“It was a very low point,” Smith said in reference to losing his fortune. “Like, when I say I was in a deep, deep, deep depression, like mentally messed up, I’m telling you I was there.”

The 48-year-old added: “I bought my mom’s house in Virginia, bought a house in the bay and I bought a house in Milwaukee. Those are three houses that I bought and lost a lot of money to get them off my hands. So, that’s when the issue came on the other end too, I didn’t make anything off the houses once I had to sell them.”

Besides the houses, Smith also purchased several luxury cars. He also said his finances took a significant nosedive because of his 2011 divorce.

“That’s what really cost me,” Smith said. “I laugh about it now, but that’s what really cost me. The divorce left me with not much at all. That’s where a bulk of my retirement money went.”

Smith and his current partner also recently made the news after he was seen in a video registering his displeasure over his lover setting up an OnlyFans account. His emotions ran high during his confrontation with his five-year companion, Kisha Chavis when she made moves to film the encounter.

Chavis claimed that she joined OnlyFans to supplement her income when her multiple jobs fell short. Smith, on the other hand, believed that Chavis should have engaged in a conversation with him before making this decision.

‘Saddest’ elephant in the world passes away in a zoo in Philippines

0

An elephant, named one of the saddest in the world by activists, has passed away at a zoo in the Philippines. She spent most of her life alone in a small area.

People have shown their love and respect for Mali, who was the most popular animal at Manila Zoo for forty years.

The only lonely elephant in the country has been worrying animal rights activists for a long time.

One of them was Sir Paul McCartney, who wanted Mali to be moved to a safe place for elephants called a sanctuary.

Mali died on Tuesday and the Mayor of Manila, Honey Lacuna, told everyone in a Facebook video. She said going to the zoo to see Mali was one of her best memories as a kid.

On Friday, the vet at the zoo said the Asian elephant was in pain because she kept rubbing her trunk on the wall.

On Tuesday morning, Mali was laying on her side and taking deep breaths. The vets gave her medicine for allergies and vitamins, but she died in the afternoon. The doctors found that she had cancer in some of her body parts and a blockage in her heart’s main artery.

Mali, also known as Vishwa Ma’ali, was given as a gift to the former first lady of the Philippines, Imelda Marcos, by the Sri Lankan government in 1981 when she was almost a year old. Manila Zoo also had another elephant named Shiva, who came in 1977 and passed away in 1990. Mali was the only elephant at the zoo for a long time. During the worst part of the pandemic, Manila Zoo also helped give vaccinations to children. Mali the elephant was there to make the kids happy.

Animal lovers were angry about the bad conditions at Manila Zoo and said the people taking care of the animals didn’t have the right tools to help Mali when she was sick. The zoo staff said the elephant should stay in the zoo because she doesn’t know how to live in the wild.

“I want to join the many people who are supporting moving Mali, the lonely elephant at Manila Zoo, to a sanctuary in Thailand as soon as we can,” he said.

Morrissey, the singer from the band The Smiths, also wrote a letter to try to help Mali, but she is still at Manila Zoo.

Peta said a very sad elephant from around the world has died. “Rest well, Mali. You should have had better. ”

On X, who used to be called Twitter, Filipinos from different generations remembered how they used to visit Mali during school field trips in Manila. They were sad that Mali died without any company.

One person remembered seeing Mali for the first time 11 years ago. “When you see Mali walking, you can tell that she is very lonely. ” It made me really sad. It was said that Mali has died.

“Feeling sad because Mali, the famous elephant in the Philippines, has died. ” “I hope there won’t be any more elephants kept in zoos,” another person on X said.

During a meeting with the media, the mayor of Manila said she wants to ask the government of Sri Lanka for a new elephant to be given to the Philippine capital.

She said that the people who took care of Mali for a long time were very sad about her death. She also mentioned that they never thought about moving Mali to a sanctuary because she had been kept captive for so long.

“Even though she looked lonely, we were there for her,” Ms Lacuna said in Tagalog, her voice shaking. “She was the person who welcomed everyone at Manila Zoo. ” She is important to us and is a big part of our lives.

Joanna Parrish murder: Ex-wife of serial killer tried in UK student murder case

0

The former wife of a famous French killer is being tried for helping to murder a British student named Joanna Parrish in 1990.

Monique Olivier, who is 75 years old and already in jail for life, is accused of helping Michel Fourniret, who is now dead, commit two more murders, including one of a nine-year old girl.

Joanna Parrish, who was 20 years old, was found dead in a river close to the town of Auxerre.

The student from Leeds University was teaching English during their gap year.

She was hurt and attacked.

More than 30 years later, the trial in the Paris suburb of Nanterre is the first opportunity for her family to finally see some fairness and punishment for the person responsible. Her mom and dad, who are not married anymore, are coming.

Fourniret was given the nickname “Beast of the Ardennes” because he was found guilty of killing seven young women in 2008. Ten years later, he admitted to killing Joanna Parrish and two others while he was in prison.

In France, people are most interested in the story of nine-year-old Estelle Mouzin. She went missing on her way home from school in Guermantes, which is southeast of Paris, in 2003. People think she was the last person that Fourniret hurt. They have never found her body.

Fourniret died in 2021 before he could go to court for these three killings.

Joanna Parrish was teaching English in Auxerre when she was killed.

Olivier was found guilty in the 2008 trial for helping Fourniret with his murderous sex obsession. As the woman working with him, she gained the trust of victims who would have been more cautious if it was just a man.

In court on Tuesday, the judge asked her if she had anything to say. She replied, “I feel bad about everything that happened. ”

In the first murder, the woman picked up a stranger while she was in the van. Then she picked up another person on the road who was pretending to be a hitch-hiker.

Olivier met Fourniret in the 1980s after he put an ad in a Catholic magazine. He was in prison for rape.

They started writing letters to each other, and he confessed that he was very focused on women who were still virgins. He called young girls “membranes on legs”.

In a strange turn of events, in 1988 the two people also found a lot of gold that had been buried by a group in a cemetery outside Paris.

Fourniret found out about the treasure from someone he was in jail with. He and Olivier found it with the cellmate’s wife, who Fourniret later killed.

The couple used the money to buy a big house near the border of Belgium, and they used it as their main place to work from for many years. Fourniret and Olivier drove around France in a van and picked their victims in areas where other serial killers might have been.

Admitted French serial killer Michel Fourniret walks out of the Police Headquarters in Dinant on 08 July 2004.

This might have been a reason for why the police investigation failed. In Joanna Parrish’s situation, Auxerre was where Emile Louis lived. He was a bus driver who was put in jail in 2004 for killing seven young women.

Fourniret was caught in 2003 after trying to kidnap someone in Belgium. The next year, Olivier admitted things for the first time, and little by little Fourniret started telling the truth, even though it was often unclear and didn’t always make sense. The couple ended their marriage while they were in jail in 2010.

Just like in the 2008 trial, people in Nanterre are very interested in how much responsibility Olivier has. Her lawyer says she has a personality that follows others and did everything to make Fourniret happy. The lawyer says that the murders would not have happened if Olivier was not involved.

Finland to shut down final checkpoint at Russian border

0

Finland is going to close the last open border point with Russia on Thursday. This means that the border between Finland and Russia will be completely closed for two weeks.

The Prime Minister of Finland, Petteri Orpo, said that Russia is helping people to come to the Finnish border, even in very cold winter weather. Finland is sure they will stop this from happening.

The final checkpoint at the eastern border will close at midnight on November 30th and will not reopen until December 13th, according to Finland’s Ministry of Internal Affairs.

Helsinki is trying to stop people from crossing over from Russia more and more. This has been happening a lot since Russia invaded Ukraine last year and Finland joined NATO this year.

Finland’s Interior Minister Mari Rantanen said we need to close the whole eastern border with Russia to protect Finland’s national security from Russian activity.

The Finnish Border Guard wants to stop people from entering Finland illegally from Russia.

Finland makes sure its borders are safe and the Finnish Border Guard is ready to act fast on the Government’s new decisions.

Finland has a 830-mile-long border with Russia. The crossing was one of the only places where Russians could enter after many countries in the West closed their airspace and borders to Russian planes because of the Ukraine invasion.

Russian Deputy Foreign Minister Alexander Grushko said Tuesday that Finland’s choice to shut down all border checkpoints with Russia will hurt Finnish citizens. He also called it “unreasonable. ”

“They closed the border, what should we do. Finnish people will be in trouble,” Grushko said at a meeting in Moscow.

We can talk about smart choices and then try to find a reason behind them. “But sometimes people make irrational decisions,” he said. He also mentioned that only around 700 migrants tried to cross the border between Russia and Finland during this time.

The Finnish government said that it will close four border points with Russia to stop people from crossing the border illegally. This will happen from this week until February 2024.

On Tuesday, the interior ministry of Finland said that people are still entering the country from the eastern border even though there are restrictions.

“Since the start of August, almost 1,000 people from other countries came to Finland without a visa at the eastern border checkpoints. ” Many of them have asked for protection in Finland, the government said.

“In very special situations, the government is closing the eastern border completely for a short time. This is needed to stop something bad from happening and to keep the country safe. ” The ministry said in a press release on Tuesday.

NATO leader Jens Stoltenberg said Russia is using migrants to put pressure on Finland at their border.

“We have seen them using power, cyber attacks, and secret operations to try to weaken our democracies. ” Stoltenberg said Russia is using migration to put pressure on neighboring countries.

NATO has not been asked by Finland for help with guarding its borders. Stoltenberg said he believes Finland can handle the issue on its own.

He liked that the European Union’s border agency, Frontex, was going to send 50 guards to the Finnish border.

Helsinki stopped people from entering at the end of September 2022 because many Russians were trying to escape President Vladimir Putin’s call for hundreds of thousands of citizens to join the war. Over 8,500 people from Russia came across the border in just one day.

Earlier this year, the Finnish Border Guard started building a fence along the eastern border as a test.

Ukraine intensifies its efforts to counter Russia’s electronic warfare

0

In early November, a video from a drone showed a bomb hitting and destroying three antennas on top of a building. The person in charge of the Ukrainian drones said they destroyed a Russian electronic warfare system near Donetsk in the eastern front.

Ukraine is trying hard to keep up with Russia in electronic warfare.

This attack also shows how quickly Kyiv is trying to destroy Moscow’s technology in battle – a sign of how crucial it could be for the future of the war.

Electronic warfare, also known as EW, uses the electromagnetic spectrum for weapons and tactics. Both armies in this war are using it. It’s mainly electronic jammers that mess up GPS guided missiles, making them miss their targets.

For nearly six months, Ukraine has been fighting back against Russia. Russia has not only strengthened its physical defenses but also its electronic ones. Ukrainian soldiers on the front lines have to adjust to this quickly.

Pavlo Petrychenko, the leader of the group that flew the drones for Ukraine’s 59th Motorized Brigade, said it’s really important to destroy these systems in order to free up more land in Ukraine. The video he shared on social media is just one of many reports from Ukrainian military and media about successful attacks on Pole-21 systems in the past few months.

“At first, they messed with our communication using electronic warfare. They disrupted our walkie-talkies, radios, phones, and drones,” he said in a video call to CNN from near Avdiivka, where some of the toughest fighting in the war is happening.

“But when we got equipment from other countries, they used it to stop our weapons from working. ”

Petrychenko said that Russia uses electronic warfare to defend against the US-provided HIMARS and Excalibur 155 because they are guided by satellites.

And that’s why Ukraine has a problem. Russian jammers are causing problems for Ukraine by making their high-tech weapons from the West, which are guided by smart technology, less effective.

Smart missiles and rocket launch systems like HIMARS are more easily affected by electronic warfare than unguided weapons because they need GPS to accurately hit their targets. In the past, Russia and Ukraine had a lot of unguided weapons.

The Pole-21 system is made to block GPS signals and keep Russian things safe from drones and missiles. It’s just one part of Moscow’s increasing electronic weapons.

Jamming and spoofing GPS are techniques the Kremlin uses to confuse enemy drones or missiles. It also messes up radar, radio, and cell communications.

In September, the news agency TASS said that the Russian Prime Minister, Mikhail Mishustin, told a government meeting that they made twice as much military equipment, including EW, in the first eight months of the year.

Professionals and Ukrainian authorities say Russia has completely combined electronic warfare with its soldiers.

The top leader of Ukraine, Valery Zaluzhny, said in a recent essay that Russia is making a lot of “trench electronic warfare” equipment.

“The Russian soldiers have a lot of this equipment at the tactical level, and even though they have lost some, Moscow still has a big advantage in electronic warfare,” Zaluzhny said.

Zaluzhny said that American-made Excalibur shells have become less effective because the GPS targeting system can be easily affected by enemy electronic warfare.

Pentagon spokesperson Major. Charlie Dietz said that Russian jamming has been noticed in some American systems, like HIMARS rocket launchers, but it hasn’t stopped these systems from working.

Dietz said the department has made changes to make those weaknesses smaller. They are working hard to improve and update the systems. They are making the updates as fast as they can to fight against EW jamming.

Ukraine said it can make a lot more drones in its country this year. This has changed the way battles are fought.

The man leading this project is Ukraine’s minister of digital transformation, Mykhailo Fedorov. He wants to have the same success with electronic warfare as he did with drones, because drones are often targeted by electronic warfare.

“We are not only increasing the production of UAVs (unmanned aerial vehicles), but we are also increasing the production of electronic warfare equipment and changing the way we use it,” Fedorov said in an interview with CNN from Kyiv. “We are changing our strategy for using this technology. ”

This means not only adding electronic warfare to protect the battlefield, but doing it cleverly.

Fedorov says we shouldn’t have too many electronic warfare systems on the battlefield. Instead, he thinks we should make systems that can be controlled from far away and only target the enemy’s equipment.

If you don’t be careful, electronic warfare systems could end up causing problems for you by taking down your own drones. Fedorov said this.

In November 2022, a report from the British think tank Royal United Services Institute said that Russia had accidentally targeted their own forces in the early days of the war. This caused them to reduce their electronic warfare efforts to avoid disrupting their own battlefield communications.

The most important thing right now, according to Fedorov, is for Ukraine to get the technology to program its drones to attack the enemy’s electronic warfare equipment on a big scale.

This would change the game for drone operators like Petrychenko, who say they are trying to outsmart Russian equipment.

At the moment, their best chance is for videos, like the one of his drone strike in early November, to become really popular, said Petrychenko. With many Ukrainian soldiers on social media, any popular video like this would help them spot Russian antennas on the battlefield.

It’s obvious that this is making a big impact outside of Ukraine.

“I believe the situation in Ukraine shows us what modern warfare looks like today,” said Kari Bingen, who works at a think tank and used to work at the Pentagon. It is a future where electronic warfare abilities and strategies are combined with regular military operations.

Dietz, who speaks for the Pentagon, said the US is working on its strategies for electronic warfare and sees it as a very important part of today’s and future military battles.

Fedorov said Ukraine is putting money into electronic warfare, and they are also encouraging their own companies to make drones.

He openly says that Ukraine needs help from its Western allies for equipment and expertise.

The West has all the technology that we need. The question might be about how to use it, and it’s a very important question. We need to think about the new technology we will use in the war.

YOU CAN’T KEEP STATE SECRETS IN YOUR BEDROOM
…it’s an anathema, Nawakwi tells HH

By Fanny Kalonda

I THINK that politics in Zambia in terms of mobilisation has never been this easy because UPND are campaigning themselves out of office, says FDD leader Edith Nawakwi.

She says President Hakainde Hichilema is extremely insecure, angry and he doesn’t want any shred of competition and doesn’t want to be advised.

Featuring on Hot FM’s Hot seat programme on Thursday, Nawakwi charged that there is leadership poverty in the country.

She also said it is wrong for President Hichilema not to declare his assets “when in fact he is amassing.”

“He (President Hakainde Hichilema) has not declared his assets so we don’t know what he holds. We don’t know what his wife has. Now for him, it’s okay. He thinks it’s okay not to declare his assets but for his friend, if in fact you are a president and you travel, someone donates a K200 you can’t buy a house. Look we are in the opposition. How are we campaigning? We are campaigning by donations. I drive a VX, you think I could afford just to go to a shop floor and buy a VX,’’ she said. ‘’In this country, there is no law in any book that requires a political leader to declare the source of funding for a political party. Therefore, it is wrong for Hakainde not to declare his assets when in fact he is amassing. For me I say that the only reason he has refused to move from Community House is maybe he’s doing deals which he doesn’t want the state to see. The presidency has a certain system. In the presidential system you have people who keep diaries, people who keep documents. Now in your own house and bedroom how are state security assets being preserved? You see the President coming to work at 10:00. Is he working at his house? I mean we don’t know his routine because sometimes you are near this area you see him driving to work at 11:00. I think that we are paying for a no-show President, honestly. And it’s most unfortunate. What is it that he’s hiding which we don’t know? He has not declared his assets; he’s in his private house. He is travelling repeatedly. Is he doing transactions? Because it doesn’t tell us what he has to come up with. Is he doing transactions which are personal to his business? We don’t know.”

Nawakwi said Zambians are paying for a “no show” President who is rarely in the country.

“Have you ever seen any agreement and let alone the Vedanta agreement or whatever he has signed? We don’t know and honestly speaking, it’s the Secretary to Cabinet and their staff within State House who are the custodians of state assets. When I’m talking state assets, I’m talking about secrets. So you cannot keep secrets of the state in your bedroom. It’s an anathema. I mean are you telling me American presidents don’t have a better accommodation, they move to White House? Are you telling me that all these presidents who have lived, six of them, they didn’t have accommodation where they could stay,’’ Nawakwi wondered. ‘’Are you telling me that you are so important that your assets are a secret but he must follow me for owning an axe and say these are proceeds of crime? They follow you for even a car used in 2016. They are so petty but for them we don’t see them following up anyone else. They’re just following the opposition. So they have put the former president [Edgar Lungu] in a situation which requires that he comes back and addresses hunger. Addresses the looting which is going on in, now which is worse than under PF. And I have said repeatedly that this government will be the most corrupt government that this republic has ever

seen because they are not transparent. They’re just translucent. They do things behind our backs. We don’t know what they’re doing.”

And Nawakwi said the Pheluna Hatembo case is an embarrassment on President Hichilema.

“The insecurity in the President and the fear of competition… That kind of fear, insecurity is a worry. And this so-called Pheluna [Hatembo]

case is an embarrassment to the President himself. But this Pheluna issue is squarely on his head. He’s the one who abducted those people. He is the one who is sitting on farm 1924 and the other farms belonging to the late brothers, the Hambwalulas and the Hatembos. And these were assets mortgaged to Lima Bank,’’ she said further. ‘’They want to create a situation where all possible presidential candidates have court cases so when campaign comes you will hear that you are in Kabwe, you are in Ndola, you are at Chikwa Court.”

Nawakwi said UPND wants to think that they are the only party that are entitled to the country.

“What law have I broken to be perpetually persecuted in hospital? I’m sitting at home,

when he should let sleeping dogs lie he wants us now to tell the world that he is a collector of deceased persons’ estates. Now let me put it this way, he had said when he was in opposition that when the state security write a report to president Lungu, he sees it first. Did PF go after him and say this is espionage? What is espionage? UPND has created a new definition of espionage. For me what I know is espionage is that if I take secret information and sell to another country that’s espionage. But when I say Hakainde Hichilema is a stooge of the West that is not espionage,” Nawakwi said. “That is not a case which you can even follow because himself he has committed more felonies than anyone else will ever commit.

Because they never followed him when he said he receives state security information before the sitting president then got information, they should have picked him up and said tell us who in Office of the President gives you information. They just say let it go and say so if we follow him he’s going to cry foul as he would always do but for him if you sneeze,

espionage. You do this way, I mean look this kind of insecurity is not even giving him enough time to think about our country. That’s why we are in a state of mess that we are in. The economy is really the worst that we have ever seen. I know that the agenda right now for UPND is that they don’t want any competition.”

Nawakwi accused President Hichilema of being insecure and angry.

“I think we are all a bit worried about what the ruling party wants to bring to this country, a one party state. And for that we say that all political parties must refrain from telling the strategies that they have on air. Because then UPND says wow here they come let’s find a formula for destabilising them. You see democracy and poverty are not the same side of the coin. You can’t have this crunching hunger and continue to lie to your people, continue to be petty and think that people won’t have a change. I think that Zambians at this point in time have made up their minds that they want a change of government because here we have leadership poverty right now. There is no leadership in this country. There is leadership poverty. The people in power they don’t know what they are doing,” she said. “Hakainde Hichilema is extremely insecure, angry and he doesn’t want any shred of competition and doesn’t want to be advised. So even institutions under him are not being groomed. If you look at the case of the Registrar of Societies, the DPP, you look at the police, he’s not grooming any leaders to cement the democracy that we so much yearn for. But he is even inspiring anger in his followers and then we have this tragic incident of where police just open fire on an innocent child and this is a reflection of the bankruptcy of leadership in our country. When a leader is empathetic the followers, the people, the command around them will also show that empathy. When a leader is always angry, the people around him will think that vengeance is what Herod wants. You can sit with Hakainde Hichilema, he will be lying through his teeth.”

Nawakwi said President Hichilema has not been truthful about fuel, the kwacha and availability of mealie meal in the country.

She also expressed concern with the number of trips taken by President Hichilema.

“He has made 62 trips in two years while president Lungu made 37 trips in seven years. And you see the difference is that he’s doing two trips pay week. What time does he have to get over the jetlag, sit down and think about the mealie meal, the … in the hospitals? I noticed yesterday that his majesty’s government has given this government 1,000,000 pounds for anti-corruption fight to chase Bowman Lusambo, to collect a house there for K1 million. And yet that one million pounds could be used to effectively equip GO1 with the necessary supplies and provisions,” she said. “So the point I’m raising here is that this person has no priorities for the people of Zambia. When he has flown to Germany a week after the German President has been here I don’t know what he followed to go and do – whether he came to invite him. He would take seven days there, two days to fly, four five days to get over the jetlag. The week is over then he only has time to go to his farm, the next trip is by the corner. Truly, truly there’s a big vacuum in this republic. And we have a leadership vacuum and there’s no direction. I don’t see the economy turning around under his watch. I see us getting worse and worse and he is sinking this economic into the abyss. They perceive PF to be the competition but PF is not even the competition. The competition is the hunger in the stomachs. In this country when the people rise, they vote in earnest. You can be the most popular party but people vote and usually we are lucky people wait and plan and this one you will see to be worse than 1990.”

Nawakwi said President Hichilema does not want any competition.

“Hakainde Hichilema as an individual doesn’t want any competition and he will go to great lengths, that’s why I liken him to Herod during the arrival of Jesus Christ. He doesn’t like competition. He’s insecure. He’s just petrified about any shred of a possibility of someone rising,” she said.

Nawakwi added that Lungu’s come back was singularly inspired by President Hichilema.- The Mast

IT IS UNFAIR TO THE SUFFERING ZAMBIANS COMPENSATING HON FRANK TAYALI – K530,000

0

PRESS STATEMENT FOR IMMEDIATE RELEASE.

IT IS UNFAIR TO THE SUFFERING ZAMBIANS COMPENSATING HON FRANK TAYALI – K530,000.

The State has agreed to indemnify honorable Minister Frank Tayali an amount of K450,000 and an addition of K80,000 meant for legal fees.

In 2020 honorable Frank Tayali the Ndola Central Law Maker and the Minister of Transport at the same time was hounded and traumatized by the Zambia Police when he accompanied the then main opposition leader who is now the current Head of State. The incident took place at Police Service Headquarters where the Police pointed a gun at him.

In Zambia it remains an expected for anyone with potential ascending to the highest office going through some form of persecution and torture. This involves all those aligned to the prospective candidate. The foregoing is an expected phenomenal starting with the first Republican President His Excellency Dr Kenneth David Kaunda and all who surrounded him. We witnessed a similar situation to the late President Dr. Fredrick Chiluba, President Levy Patrick Mwanawasa, the late President Rupiah Bwezani Banda, President Michael Chilufya Sata and the same is now going on involving the immediate past Head of State Dr. Edgar Chagwa Lungu.

It is not strange neither is it a new development seeing those running for the office of Presidency being persecuted. However the New Dawn Administration have broken the record being the first Government that have gone full throttle in compensating themselves for the political attrocities suffered while in opposition. So far we have witnessed the treason suspects being compensated K 6,000,000.00 (Six million kwacha) each. We have also witnessed the renumeration of K500,000 (Five hundred kwacha) each to the suspects including the wife to Senior Chief Mukuni of Southern Province.

Interestingly all the cited cases including the recent one involving honorable Frank Tayali did not even unfold fully before Court. It is expected that only cases that have run before Court with sufficient and overwhelming evidence that the State misdirected itself could qualify for compensation. When a case end up in a Nolle – Prosequai (Discontinuation of the case by the State), chances are high that the State might reopen the case should fresh evidence be gathered.

Besides we have so many cases where our citizens ended up loosing their lives and yet families remain uncompensated. As a Country we are going through the worst economic hardships since independence! The cost of living is extremely high and yet the Government is able to compensate people who are very close to those in power.

This undoubtedly is not only abuse of power but a way of extorting and taking advantage of the situation by those in authority. It is sad that the Attorney General’s Office is being used as a rubber stamp by a few privileged individuals. By suing the State over such mundane l reasons, honorable Frank Tayali has put himself on the record to be a selfish and gluttonous leader and only looks at his own interests and not the interests of the marginalized Zambians.

As an Organization, we wish to challenge the UPND Government to immediately restore the tax and mining royalties on our minerals. The Government must also withdraw the new levies being proposed for the poor wheelbarrow pushers. We are also demanding for the full restoration of subsidies on fuel, meal meal, agriculture in puts and all essential commodities.

We can rightly confirm that the Government has a lot of money and we should not be misled into believing some rhetorics that the previous administration left empty coffers.

Fix The Mining Sector, Stop Blaming The Previsous PF Govt Over Challenges In The Mining Sector, Banda Urges Finance Minister, Hon. Musokotwane

FIX THE MINING SECTOR, STOP BLAMING THE PREVISOUS PF GOVERNMENT OVER CHALLENGES IN THE MINING SECTOR, BANDA URGES FINANCE MINISTER, HON. MUSOKOTWANE.

Lusaka… Tuesday November 28, 2023

The Advocates for National Development and Democracy (ANDD) says it is morally wrong and illogical for Finance Minister Dr. Situmbeko Msokotwane to continue blaming the PF administration that they destroyed the mining sector.

Dr Musokotwane is quoted as saying Zambia wouldn’t have had any mining company left had the UPND government handled the mining sector the way PF did.

But ANDD Executive Director Samuel Banda says what Zambians are looking for at the moment are solutions and not blame games.

Mr Banda said the UPND was voted into government because they promised to fix the country.

“It is very clear that the people of Zambia voted for the UPND on the premise that they will offer solutions to challenges the country is still facing. What Zambians are looking for solutions and not blame games. The Minister of Finance and National Planning should at all costs avoid blaming the previous government but rather find solutions to address the challenges in the mining sector as it contributes largely to the growth of our economy,” he said.

“Apparently, as a country we are facing extreme economic challenges, high cost of doing business, low liquidity in the economy and our national currency is not performing well currently trading at US$1 to K23.88 and this is largely because our mining sector is not performing effectively and efficiently both in terms of production and exports. There is also low productivity in the mining sector due to the operational challenges at Konkola Copper Mines and Mopani Copper Mines and due to the fact that the government is too slow in implementing progressive mining policies aimed at enhancing productivity in the mining sector.

A few weeks ago, the Bank of Zambia Governor indicated to the public that we don’t have enough forex to sustain the value of our kwacha.

We agree with the Bank of Zambia governor, we don’t have enough Forex to sustain our national currency value because we are not exporting enough Copper to earn Forex due to the challenges in the mining sector. Raising the Monetary Policy Rate from 10% to 11% is not a good economic intervention, that is actually acutely shrinking our domestic economy.

We expect the minister of finance and Bank of Zambia governor to implement policies that will grow the economy, improve the living standards of Zambians and reduce the cost of doing business to promote trade and commerce.

The sound economic intervention to arrest the depreciation of Kwacha is by increasing copper and other mineral production and exports to generate more forex.

Government should be proactive and invest more in the mining sector to optimize economic benefits, not just in terms of earning more forex but to create the much needed employment and business opportunities for local suppliers and contractors.

Mr Banda said in as much as ANDD appreciates the efforts by government in revamping the mining sector, they are concerned at amount of time its taking for the legal transition process of Vedanta – Konkola Copper Mines deal.

He indicated that KCM being one of the strategic national assets, it is profoundly important it begins to operate at an optimum level to increase Copper Production and exports.

“We want to advise the Minister of Finance that raising the policy monetary rate from 10% to 11% percent is not a good economic intervention to arrest the depreciation of the kwacha. We need more forex! Raising the policy monitoring rate is just harming our economy and may further result in an increase in poverty levels, cost of living as well as cost of doing business,” he added.

“This increment however, is killing small businesses who are the key drivers of our country’s domestic economy and because of high interest rates, it is painfully difficult for them to access loan facilities (financial capital) from financial lending institutions to expand thier business portfolios .

And for those with loans, they will find it difficult to repay because the interest rate has been increased and already they are struggling to operate effectively and efficiently due to high cost of doing business.

He since challenged the Minister of Mines Hon Paul Kabuswe to work closely with his Finance counterpart to ensure that they unlock KCM promptly by finalizing the Vedanta KCM transition process. Unlock Mopani Copper Mine also by expediting the negotiations process with prospective investors.

He emphasized that government should finalize the transition process at KCM so that the mine can be up and running to address some of the socioeconomic challenges our country is facing.

I’m in hospital-Thabo Kawana

I am under the weather and most of you colleagues on DAZ have rained heavy on me in my in box over how you feel I am overworking myself judging by the traffic of pipo frequenting my office.

Let me say that I am satisfied that I have lived in the goodness of God on this earth for the time God has allowed me and continues to do so.

Like I say always on DAZ, I help alot of pipo because alot of pipo help me. I hate injustice and ill treatment of the poor and vulnerable because I too was poor and vulnerable at some point in my life.

My life story is nothing but the fullness of God’s mercy, there are pipo even from here that have visited my office and expressed concern on the multitudes that come there on a daily basis and how it is unhealthy for a person in my condition.

But please understand, what I have is a public office and therefore the pipo’s office, if I need privacy then I have no business in a public office.

The President appointed me out of many millions of more able and qualified Zambians not for prestige, comfort or self fulfillment no. He appointed me together with many others to help him serve the masses, the poor, the vulnerable and the needy in our Nation.

And this task I shall continue to do until the day my grave is prepared. So forgive me colleagues, I am not starborn and not getting your advise, this is just who we are and like spots on a leopard , we too can’t change.

I think strongly also that it is a beautiful death to die serving and saving others, what’s good is my children know what sort of Father they have in me and I pray they too grow up to always want what’s best and better for others.

Yes I am admitted to hospital wr I have been since Saturday but we are making steady progress and visitors are not allowed for maximum rest and ease of undisturbed treatment.

We have been here before and we shall pull through, I don’t think God is done with us on earth but hey, just in case…..we shall go out smiling.

We have done our bit and will continue to do our bit until that day, so please don’t worry much colleagues.

Compensations under UPND is white collar plunder – Kasandwe

By Thomas Ngala

BANGWEULU PF member of parliament Anthony Kasandwe has labelled the compensations taking place under the UPND government through consent judgments as white collar plunder of public resources.

But Vice-President Mutale Nalumango argued that “there is nothing fraudulent. There is nothing like plunder”.

Kasandwe claimed that he understood how methodical and meticulous the UPND government is.

He said this could be seen in the manner that the people handling the consent judgments were appointed.

“The people of Bangweulu are worried and concerned about the growing trend of meticulous white collar plunder of public resources through consent judgments. Of late we have seen that a number of people have been awarded huge sums of money deflating the government’s needed resources,” said Kasandwe during the Vice-President’s Question Time in parliament on Friday. “My question is…now I understand how methodical and meticulous UPND is. This can be seen in a manner that the people handling this matter were appointed just to clear the ground for plundering natural resources and public resources. Madam Vice-President, why is it that only persons connected to UPND are the ones who are being awarded through questionable consent judgments?”

In her response, Vice-President Nalumango argued that the compensations are not white collar plunder as labelled by Kasandwe.

“I would like to thank the honourable member for Bangweulu who comes out with a lot of passion on the awarding of compensation for people that were wrongly detained. There is nothing fraudulent. There is nothing like plunder,” she said. “It is important to see whether the law is being followed. The law is being followed so you can’t say questionable compensation. There is nothing like that. And this is not targeted at one group or the other. Anybody can go on and bring a matter before the courts and indeed if there was something, infringement on somebody’s rights, they should be able to be compensated.”

She added that compensation is a right to every Zambian.

“That is why as government you must be careful, including today, yesterday… if today we are going to have people wrongly jailed, definitely… but those things that were done under our colleagues [the PF regime]. We should have been careful then that people should not be incarcerated, detained for no cause,” said Vice-President Nalumango. “This is a right to every Zambian and the right must be looked after. One of the important things is that the individual rights must be protected. And if you detain a person wrongly, wrongful detention, you will definitely have them compensated. As a government you must be careful and that is what lacked in the previous regime.”

KABWATA PRESBYTERIAN PASTOR GUILTY OF DEFILING NIECE

KABWATA PRESBYTERIAN PASTOR GUILTY OF DEFILING NIECE

AFTER several weeks of trial, the State has proved that a preacher of Lusaka’s Kabwata Presbyterian church repeatedly defiled his 11-year old niece.

And having been convicted yesterday, Reverend Allan Muchulu now awaits a meeting with a High Court Judge who will reward his actions by booking him for a long jail stay lasting not less than 18 years.

During trial, it was heard that from 2020, Reverend Muchulu repeatedly sneaked into his niece’s room and instead of telling her children’s Bible stories, the man of the cloth did the unthinkable.

After weeks of enduring abuse, the girl eventually confided in her aunt who in turn brought the issue to attention of the authorities.

In his defence before magistrate Mutinta Mwenya, the preacher accused his wife’s brothers of framing him for defilement because he thwarted their plans to burn their mother to death on suspicions that she is a witch.

Reverend Muchulu said he stayed with the child from September 2020 to August 2022 and sponsored her to school.

Reverend Muchulu said the girl had left his home in August 2022 and went for a holiday to her grandfather’s house upon closing school.

“When schools opened the girl didn’t come back to us, I was informed by my wife that she would not come back on reasons that my brother in law was having dreams of his late daughter who appeared in his dream accusing him of having failed to look after her and that the trend continued with his grandchild,” the reverend said.

“To my surprise in March 2023 I was arrested and charged with defilement. We never sat down as a family to discuss the issue that’s how I found myself in this Court. I stand here being very surprised and shocked that I was accused of committing such a crime our desire was to look after the child because we were family.”

He claimed that he and his wife had been supporting his mother in law after his wife’s siblings cast her off on allegations that she is a witch hence the reason he was framed for defilement.

“My wife and I have been supporting my mother in law so by getting to me they had to use the girl we were keeping in an event that I could in turn not support my wife and mother in law,” explained reverend Muchulu

“Due to the nature of my job as a pastor I have been framed because I believe it is juicy to here what a pastor has done. As far as I know I did not do what they are alleging. The girl was brilliant but at times was stubborn and she could lie a lot. It was very difficult to get the truth from this girl.”

Reverend Muchulu’s claims that the girl was a liar was supported by his wife Jessy Mwanda, a primary school Teacher at Son Shine school.

She said the girl was a petty thief and never told the truth.

Mwanda claimed that her brothers framed her husband of the crime because she refused to handover a certificate of title for their mother’s house so that her eldest brother could use it to obtain a loan.

But in her judgement magistrate Mwenya said it was an afterthought for the clergyman and his ‘backbone’ to tarnish the girl’s character by branding her a liar to merely evade the wheels of justice.

“ looking at the demeanour of the the girl she is young and I am satisfied that she is below 16 years,” she said

“I find the State have managed to prove the charge of defilement against the accused beyond reasonable doubt and I accordingly find him guilty of defilement as charged and I convict him accordingly.”

Magistrate Mwenya further committed the cleric to the High Court for sentencing.

South African singer Zahara in ICU… as family struggles with hospital bills

0

South African songbird Zahara (real name Bulelwa Mkutukana) is reportedly battling for her life at a private hospital in Johannesburg, with her close family struggling to come to grips with a liver ailment that has stretched their resources and left them begging for help from her music industry peers.

According to Zimoja, Zahara’s condition deteriorated after a week in which she was admitted in the medical ward of a Johannesburg North hospital, leading to her transfer to the ICU.

Complicating her stay in hospital is the fact that the Loliwe hitmaker is reportedly not under comprehensive medical aid, which has meant that she has not done certain tests that are crucial to determining the extent of her ailment.

A close relative of Zahara who spoke to Zimoja said they were in the process of trying to solicit help from Mafikizolo’s Nhlanhla Nciza, who reportedly took care of the singer during the infancy of her career. Zahara was initially discovered and signed by businessman TK Nciza, Nhlanhla’s ex-husband.

“We hear that she (Nhlanhla) is aware that Zahara is battling with her health and she needs to do some tests. We are trying to get her to assist her financially because when TK took her to Joburg to record in 2010, Zahara stayed with them at their home for over a year.

“As a mother, Nhlanhla will understand the situation that Zahara is in because she is the one who taught her about the hustle and bustle of the fast life of Joburg. They became so close that Zahara would tell us that Nhlanhla treated her like her daughter,” the source said.

The relative said they were now pinning their hopes on Nciza, who could help prolong the troubled singer’s life.

“This is the time when her former boss, TK Nciza should come to her rescue. He is the one who discovered her when she was still a busker in the streets and at pubs. TK is a politician and should show ubuntu by helping this girl with her hospital bills,” the source said.

Another source that spoke to Zimoja urged Nciza and others to help Zahara before it was too late.

“Do they want Zahara to die so that they can also claim they loved her? The sad thing is that Zahara’s fiance is doing his best to save her. But the family needs money because the tests she is doing run into thousands of rands.”

When called for comment, Zahara’s manager Oyama Dyobisa refused to address the matter, saying he needed to be told who the sources of the article were.

“Then go ask your sources for the comment,”he reportedly said.

Zahara’s family meanwhile has issued a statement via her X account;
