BRINGING the International Monetary Fund (IMF) programme into the country is like shifting the war from Ukraine to come and kill the Zambian people, former Lusaka Province Minister Hon Bowman Lusambo has said.

Hon Lusambo who is also PF Kabushi lawmaker says memories are still fresh how IMF conditions grazed to the ground most companies in Zambia in the 1990s especially on the Copperbelt leaving thousands of people jobless.

He said the IMF came up with programmes such as privatisation in the country, a situation that saw most state owned companies collapsing.

He said people literally started roaming the streets to beg because their lives had been ruined by the IMF.

“For instance, in Ndola we had Dunlop and other companies. We are not opposed to the UPND employing. We are opposed to the IMF, bringing IMF is more like bringing war into Zambia to come and kill the people,” he said.

Hon Lusambo has since attributed the increase in squatter compounds to the adverse effects of the IMF programmes experienced in the 1990s.

He added that the IMF is a dirty programme that will leave most people in abject poverty than is the current situation.

“I hate IMF because the compounds we are seeing today, it is because of IMF, Kaunda and his go back to your land policy was abandoned. After the Kaunda regime, we lost a lot of jobs , because of that, people failed to go back to their various Villages,” he said.

He said the PF pursued the IMF Programme with an open eye and that President Edgar Chagwa Lungu wanted to protect the interest of the Zambian people.

Hon said the IMF deal should collapse because it has got no meaning to the Zambian people.

He has encouraged the President to go to China and get better deals that would benefit the Zambians.

Meanwhile, Hon Lusambo has rubbished alleged propaganda statements perpetrated by the UPND that it inherited empty coffers from the previous regime.

He said had that been the case, activities in the new dawn Government would have reduced.

He said empty coffers statements are a non-starter as the President Hakainde Hichilema has travelled more outside the country than in his own country even to events which do not benefit the Zambian people.

“Contrary to the word that they inherited empty coffers, we have seen President Hichilema going from country to country. Even to unproductive events which are not benefiting the people of Zambia. He went to launch a book, those are the signs that the government inherited a lot of money when they went into power,” he said.

With regards to the alleged persecution of political opponents using state machinery, Hon Lusambo said there is need for law enforcement agencies to work independently.

He said the issue of fixing political opponents must come to an end because it is not only political figures who commit offences in the country.

“When I become President, all this nonsense of following political figures will come to an end. The institutions such as Anti Corruption Commission, DEC and the police , I will let them work professionally.

“Me as President I will not even have anything to do with ACC, DEC or Police. That is why as President, I will change the Constitution so that the Law enforcement agencies will be appointed by an independent body. Not what we are seeing today, that Bowman is tall, let us fix him nooooo!!!,” he said.

AKUFUNA MUYUNDA: PROBABLY THE YOUNGEST PADDLER DURING THE 2022 KUOMBOKA CEREMONY

As The Litunga was sailing from his flooded Lealui Palace to the upper land at Limulunga, dozens of able bodied Lozi men steering the Nalikwanda, the royal barge, through the Barotse Flood Plains.

One such paddler was 33 year old Muyunda Akufuna , a Lusaka-based Climate Change and Environmental activist who was among the youngest paddlers this year.

He is the founder and Executive Director of Young Volunteers for the Environment (YVE), a non governmental organization which is fighting to protect the environment in Zambia.

He founded YVE in 2011 and the organization has drawn it’s membership from among young activists from across Zambia.

Akufuna endured the nine hours journey deep in the Barotse Flood Plains and his physical stature helped him overcome the demands of the paddlers.

When Akufuna and his fellow paddlers arrived at Nayuma (landing bay) last night, they were received with loud ululations as it is not easy to paddle for so many hours.

He and others paddlers later performed the Kushowelela at Namoo (main arena), a victory dance for having beaten the ravages of water and the numerous channels they had to navigate on the way.

I must mention that every Lozi man, including myself, aspires to one day paddle The Nalikwanda and we count it a privilege to be chosen among a lucky few.

But who is this young paddler and where does he come from in Barotseland?

Akufuna is a Zanaco youth award winning climate change philanthropist.

He is a pan-africanist who is passionate about people and the environment and is currently studying for his Masters of Science in Environmental Management at the University of Lusaka.

His first name Akufuna is a Lozi name which means “they are troubling themselves”.

The name comes from Liyala village in the Barotse Flood Plains which is located near the Leauli Royal Village.

Akufuna Muyunda Ananyatele comes from the village called Nasaya in Siwito area under Chief Nalubutu.

His grandfather was the immediate past Chief Nalubutu, Gilbert Muyunda Ananyatele.

The name Akufuna is praised and sung in Luyana language as follows:

“Imbeti nanwe wa Liyala, imatambula noma nene wa sanopa, alikupatila nowela, ali ku munzi waye, alikupatila onge ali ku Liyala waye.”.

The simple translation to this song is that Akufuna was an advisor to the king.

When he puts on a genet skin, then he is on a mission to go and advise the King.

And when he puts on a leopard skin, then he is in his village Liyala

Akufuna the young paddler is also on that same mission, he paddled yesterday and his role is to serve the King.

In a few years time, I will also be ready to paddle the Nalikwanda.

Once I do that, I will now be fit to be called a Lozi man.

Yesterday, Akufuna paddled with prominent people such as State House Permanent Secretary Dr Oliver Kalabo, former Western Province Minister Nathaniel Mubukwanu, Luena Member of Parliament Mubita Anakoka and Nkeyema District Commissioner Mayankwa Mukubesa.

Who are Putin’s daughters? What we know about his family

Russia’s President, Vladimir Putin, has always been guarded when it comes to questions over his family.

In 2015, during one of his marathon news conferences, he dodged questions about his daughter’s identities.

“My daughters live in Russia and studied only in Russia, I am proud of them,” he said. “They speak three foreign languages fluently. I never discuss my family with anyone.”

“Every person has a right for their fate, they live their own life and do it with dignity,” he added.

He might not want to name them, but others have. The latest round of US sanctions has targeted Maria Vorontsova, 36, and Katerina Tikhonova, 35.

“We believe that many of Putin’s assets are hidden with family members, and that’s why we’re targeting them,” one US official said.

While little has been officially confirmed about President Putin’s family life, documents, media reports and the occasional public pronouncement are enough to provide a portrait of the pair.

The two are the daughters of President Putin and his ex-wife Lyudmila. The pair married in 1983 when she was a flight attendant and he a KGB officer. Their marriage lasted 30 years, spanning Mr Putin’s rapid rise to the top of Russia’s political system.

In 2013, they split. Mr Putin said “it was a joint decision: we hardly see each other, each of us has our own life”. She said he was “completely drowned in work”.

Their eldest, Maria Vorontsova, was born in 1985. She studied biology at St Petersburg University and medicine at Moscow State University.

Mrs Vorontsova is now an academic, specialising in the endocrine system. She co-wrote a book on stunted growth in children, and is listed as a researcher at the Endocrinology Research Centre in Moscow.

She’s also a businesswoman. BBC Russia identified her as co-owner of a company planning to build a massive medical centre.

Mrs Vorontsova is married to Dutch businessman Jorrit Joost Faassen, who once worked at Russian state energy giant Gazprom, although they have reportedly separated.

People who have spoken to her since the Ukraine invasion say she supports her father, and has cast doubt over international reporting of the conflict.

Compared to her sister Katerina Tikhonova has been much more in the public eye, not least due to her talents as a rock n’ roll dancer. She and her partner came fifth at an international event in 2013.

That same year, she married Kirill Shamalov, the son of a long-time friend of President Putin. Their wedding was held at an exclusive ski resort near St Petersburg. Workers there said the couple arrived on a sleigh drawn by three white horses.

Mr Shamalov was sanctioned by the US in 2018 for his role in Russia’s energy sector. The US Treasury said that “his fortunes drastically improved following the marriage”. The pair have since split.

Following the invasion of Ukraine, two Russian activists were arrested for occupying a luxury villa in Biarritz said to be owned by Mr Shamalov.

Ms Tikhonova is now in academia and business. She made a brief appearance on Russian state media in 2018 to talk about neurotechnology and also at a business forum in 2021. In neither cases was her relationship to the president mentioned.

Neither woman is said to spend a lot of time with President Putin.

Mr Putin also has grandchildren. He mentioned them at a phone-in in 2017, but did not say how many he had or which of his daughters had them.

“Regarding my grandchildren, one is already in nursery school. Please understand, I don’t want them to grow up like some kind of royal princes. I want them to grow up like normal people,” he said. -BBC News

Defiant Thokozani Khupe attends her first meeting as a CCC member

Former MDC-T president Thokozani Khupe has attended her first meeting as a Citizens Coalition for Change (CCC) member despite being initially ‘physically blocked’ by angry security details at the Macdonald Hall in Bulawayo.

Nehanda Radio understands it took the intervention of party leader Nelson Chamisa to have Khupe allowed into the venue.

“Today I attended my first meeting as a CCC member addressed by President Chamisa in Bulawayo Macdonald Hall #KhupesaysVoteforCCC,” she tweeted defiantly.

Disgruntled party members who spoke to Nehanda Radio said “she is not a member of the Provincial structures so we do not know why she is attending this meeting.”

Former MDC-T president Thokozani Khupe has attended her first meeting as a Citizens Coalition for Change (CCC) member despite being initially blocked by angry security details at the Macdonald Hall in Bulawayo.

Khupe joining the CCC has not gone down well with the majority of party supporters who blamed her for the loss of MPs and councillors who she recalled as MDC-T leader.

The MDC Alliance lost the Harvest House HQ in Harare and state funding from the Political Parties Finance Act after Khupe and then Douglas Mwonzora got the power to do so from allegedly Zanu PF captured courts.

A few weeks before the by-elections that she caused, Khupe made a major U-turn, deserting Mwonzora and then declaring her support for Chamisa.

Party supporters remain unconvinced and allege she is joining Chamisa’s CCC to cause more confusion ahead at the bidding of President Emmerson Mnangagwa’s government.

Former Foreign Affairs Minister Walter Mzembi, currently in exile, praised Khupe for her decision.

“Political maturity at play here and the virtue of submitting to the authority of others. With this humility the people will exalt you where you belong, Bravo 👏,” he tweeted.

Political commentator Brighton Musonza disgreed tweeting;

“Naaaa! For me there is a whole load of lack of principle in Zimbabwean politics. People should be guided by shared ideological beliefs. And not hopping from party to the other just to be accepted. Dislodging Zanu PF is not an ideology.”

I’M not a dictator, I want things done, says President Hakainde Hichilema.

Addressing the AGRITECH Expo Chisamba 2022 yesterday, President Hichilema said Public Private Partnership Dialogue for Development “will be our way of working going forward. Call me any name you want, it’s Okay”.

He also warned that the Ukraine war is bad for the world, “it’s bad for us”.

“This government will not run away from its weaknesses. When it is failing, tell us in the face. Don’t shout at us, just tell us. We have ears, we will hear and listen. When you fail, we will tell you. But we will do it together. How lucky would you want to be to have someone occupying the Presidency who is like you? Use that opportunity,” President Hichilema told the farmers. “I went to Ministry of Health and I saw some of the social media critics saying the ‘President is micromanaging ministers, he is disturbing ministers. He is a dictator’. I’m not a dictator. I want things done. There are not medicines in the hospital, we must get medicines in hospitals because the patient needs the medicine.”

He said he had agreed with the Zambia National Farmers Union to attend the field day event in Mpongwe.

“But I just won’t come to the field day. I want us first to use our brains just to sit and agree, to have consensus on how we can revolutionalise agriculture. And what is missing, government side, private sector sector side, and who else, cooperating partners – technology. Affordable capital. We will pull all that together. Let’s work together in partnership from this month. And any challenge that we face, we must resolve together…

That is not dictatorship. No,” he said. “If we have produced a product that is not selling and the market is in Angola, that platform Mr president [ZNFU’s Jervis Zimba] that problem will be itemised that HH will be travelling to Angola to unlock this market, so that these goods are moved. I will move at your instruction.”

On the ongoing Russia-Ukraine conflict, he said it was bad for Zambia.

“Ukraine is bad for the world. It is bad for us. Cost of fuel has gone up. It means farming costs have gone up. It means we may produce mealie meal which is not affordable to our poor and also to DRC as I said (exports). So we have to address those exogenous variables. But the best way of addressing those variables is to improve, increase our capacity to absorb shocks,” President Hichilema said. “An alternative to wheat growing to Ukraine is Zambia. So the global community must work with Zambia to reduce heavy reliance on one source of wheat, potatoes and else. This country is a special country. This country is second to none. Let us make it happen together. We cannot do it alone as Zambians. We’ll do it with partners. And I want to say to the partners, exhibitors, everybody who is here today, citizens, small operators, Mr president, must be brought into the mainstream of our agriculture support programme. A guy who irrigates an acre is important to us. We must provide to them. The one who is on rain-fed, we must provide for them. Once they produce nothing must go to waste. Public Private Partnership Dialogue for Development will be our way of working going forward. Call me any name you want, it’s Okay. After two, three years, we’ll be all happy that we did it.”

And President Hichilema observed that there was no structured way of working to yield agreements on how to resolve problems in the sector between government and stakeholders.

“I disagree strongly that agriculture must be viewed from a point of view of FISP (Farmer Input Support Programme), fertiliser, seed. It cannot be. It is bigger than that. We will work together to evolve rapidly from political FISP to an agriculture commercial business driven – fully fledged agriculture supply programme, ASP (Agriculture Support Programme),” he said. “We want water harvesting. Small to large irrigation to be brought in this ASP. Value addition to be put together. We want to deal with the issues of importing that which we can produce. As you are aware, I was speaking to the Minister [of Agriculture, Reuben Mtolo]. I was saying we haven’t shut the importation for onions? I won’t say what he said in his answer. I said minister ‘that answer is not good enough’. If they are in transit, we can check the export-import documentation and agree the last onion to reach us will be in 30 days. After 30 days there will be no onion coming here. So that we don’t punish the traders because it is not their fault. We will deal with that, in this instrument correctly together. We want to see the financial product laid on this sector properly. We are working to lower cost of capital overall.”

President Hichilema said there was no excuse for citizens to go hungry when the country was well endowed with natural resources.

“This is a well-endowed country. We are land-linked. Good soils, water bodies are all over. Climate Change is here. We can put in mitigation measures. In this country, we must agree that it should be a production centre. This country should be the processing centre, value addition. This country should be the packaging, repackaging centre. This country should then be the trade centre around agriculture for domestic consumption and export market. There is no way that Zambians must go to bed without food. Truly there is no reason,” he said. “You raised questions in your speech, why should this be like this way? I am here to tell you that you and I are one. Private sector, farmers and government, we are one. We have heard the list of questions. Now we must work together to find the answers to those questions. We as government has been looking around, understanding the sector. As a farmer myself, I farm around here.”

President Hichilema said the government was elected to reconstruct the country.

“Remember we were elected on the ticket of change. The intention was to reconstruct the country. That is the ticket that brought is into government,” noted President Hichilema.

HH should offload the pressure

Bishop Timothy Chisala, the Overseer General of All Nations Church International, says government should have the courage to tell the people that “ifintu nafipena”.

“It is always important to get back to the people in times of challenges. We want to see this new dawn government to succeed because they were voted overwhelming by the people. But if ifintu nafipena (the situation is bad), the government should come and tell the people. Speaking to the people gives hope in times of challenges unlike when there is no communication. Remember, there were promises that were made and clearly, the UPND through President Hakainde Hichilema knew the challenges the country was facing and promised through their 10-point plan to have solutions. So, today it is the solutions that we are waiting for,” says Bishop Chisala. “The people of Zambia do not want to now hear that this and that was caused by the PF. We already know what the PF did and they collapsed the economy. But we don’t want to hear that story again and again. The PF is gone and it is in history. The UPND are in the driving seat and they are the ones we are crying to. Challenges in the Church are addressed by the presiding leader. It is not to blame the one who was there. That is why there is change. Change comes because people want to see new things.

If we did not want new things, we could have continued with PF and complaining every day. But we did not want to continue complaining and that is why people voted for a voice that will speak for them and give them solutions… We need to be addressed and told about the challenges of the high cost of living. Basically, people voted to have a reduced cost of living. To have three meals in a day. That is the desire of the people which the UPND promised. We want cheap mealie meal, the basic needs of the people.”

Bishop Chisala is raising very pertinent issues. And it will be wise for the UPND leadership to introspect over these concerns, observations; treat them as positive feedback, which it is, and come up with appropriate answers. They do not have to respond with kneejerk rebuttals but a checklist – package – informed with their policy programmes anchored in their 2021-2026 manifesto. Where is the 10-point plan? They won the elections based on their campaign promises. And it is neither too early nor late to get back and explain what they are at vis-a-vis the manifesto and what the new dawn is currently implementing. We also note that Cabinet ministers and other senior party officials seem timid to explain what their government has achieved, what is in the pipeline or indeed challenges they are facing in actualising their campaign pledges. This certainly is exerting undue pressure on Hakainde Hichilema. Put the other way, people are now looking to Hakainde to speak because his lieutenants are not doing enough!

But it shouldn’t be the President alone to explain government policy and head winds the administration is confronting. The captain has a crew which we suppose is fit and proper – capable – to do their jobs. Explain why people can’t afford three meals a day, why is the cost of living and cost of doing business skyrocketing? UPND is in charge. Spare Zambians of the failed PF regime references. Everyone knows why PF had to go. Most PF leaders are having their day at police, Anti-Corruption Commission, Drug Enforcement Commission and courts of law. They have some explanation to do there. As for the UPND, they need to wholly own the leadership mantle and provide the necessary leadership. If things are not going to plan, don’t shy away from the citizens. Explain the challenges you are encounterin These are desperate times, the flock needs direction. Don’t leave it alone in the wilderness. In fact, Hakainde will lessen the pressure on his shoulders by offloading! He didn’t create the challenges the country is facing but he’s now leading this beleaguered ship. Share the burden; communicate – people are seeking solutions to the problems facing the country!

After all, it is said that “in the middle of every difficulty lies opportunity”.

And Leonard Saffir guided that, “In crisis management, be quick with the facts, slow with the blame.”

While George Stamatis states that, “In any crisis, clear, consistent, calming, compassionate messaging from local, state/provincial, and national leaders is pivotal to people coming together to overcome adversity.”

Uebert Angel buys multi-million dollar building in New York City

Serial property investor Prophet Uebert Angel and his wife Beverley literally took a small bite out of “The Big Apple” after purchasing a multi-million dollar three-storey building in New York City.

The conference facility to be known as the New York Hippodrome is reportedly 13000 square feet with air rights to go to 37000.

Explaining the purchase on Instagram the self-styled businessman/preacher said “it was of paramount importance that we made our presence felt and known in the world’s most prestigious and major commercial, financial and cultural centre – NEW YORK CITY.”

“Procured a few millions of USD, the facility will be known as the NEW YORK HIPPODROME in keeping with many of our properties in the M.I.C.E category (Meetings, Incentives, Conventions and Exhibitions) #WondersWithoutNumber”, he wrote.

Appointed Presidential Envoy and Ambassador at Large by President Emmerson Mnangagwa in March last year, Angel has been on a roller coaster of investments and property purchases he says shows he is leading from the front.

He is building the 6 400-seater Harare Hippodrome which will become the largest conference centre in the country beating the Rainbow Towers (HICC) Conference Centre in Harare which has a capacity of 4500.

There is also the Beethoven Hotel with 40 executive rooms in Harare’s Braeside suburb.

The projects do not end there, he is also building the first transit hotel in Zimbabwe, two miles from the Robert Gabriel Mugabe International Airport in Harare.

The Mozart Hotel and Conference Centre is expected to cater for a variety of people like pilots, airline staff and other patrons who live in cities outside Harare and want to make use of a hotel near the airport.

Attempts to estimate his wealth have not met much success. One state media article several years ago quoted Forbes Magazine estimating his worth to northwards of US$60m, but he was quick to deny this amount while still refusing to pin a figure.

Being a Christian and a church leader among other things he says church leaders must not rely on offerings from their congregation but should rather start businesses that are capable of financing their churches and ministries and also employ the less privileged of their society.

The New York Hippodrome, Harare Hippodrome, Beethoven Hotel, and The Mozart Hotel and Conference Centre are all set to earn him more money once operational.

Famous gospel musician Sinachi Nwachukwu brutalised by husband before her death — Singer alleges

Famous Nigerian gospel musician Osinachi Nwachukwu’s passing on Friday, which shocked many, has sparked controversies with new claims made about her marriage.

The singer, who shot into the limelight with the hit “Ekwueme“, which has been watched 72 million times on YouTube, died in an Abuja hospital.

She was a lead singer at the Dunamis International Gospel Centre. She was featured in several popular gospel songs like “Nara Ekele” by Pastor Paul Enenche (Dunamis, Abuja) and “You no dey use me play” by Emma.

Her family and husband, Peter Nwachukwu, who doubled as her manager, are yet to issue a statement.

However, close friends and associates have suggested that her violent union led to her untimely death.

On Saturday, her colleague, Frank Edwards, alleged that the late singer had an abusive husband, who regularly brutalised her before she died.

Mr Edwards made the remarks in an Instagram live video.

Frank Edwards said on several occasions, the late singer’s husband was in the habit of publicly insulting his wife, and he abused her on several occasions.

Recounting an encounter with the singer, he said, “One time in a studio, this man slapped her in the studio just because she wanted to record the song in Igbo against his will. She does not do anything on her own.”

“She would say, please beg my husband. She was at his mercy. I didn’t know the intensity of what she was going through; I didn’t know how somebody would be jealous of their wife or claim to love.

“There are a lot of stories where people told her this and that, but what I know was that the control was too much. The other time somebody wanted me to get her for an event, and I contacted her, but she said ‘beg my husband.”

The singer also alleged that the late singer’s husband was controlling and would take the money she made from events. He, however, said the singer was secretive about what she was going through in her marriage.

“She couldn’t even tell people what she was going through. I only got to know because Aunty Joy contacted me to promote her song. That was when I got a glimpse into what was happening,” he said.

“It’s crazy,” he lamented.

“People have tried to invite her for their programmes, but she will keep telling them that they must beg my husband first,” he said.

Further narrating his experiences about the late singer’s marital hurdle with her husband, he said a former Managing Director of the Niger Delta Development Commission, NDDC, Joy Nunieh, once gifted the singer a studio in Abuja. Still, her husband never allowed her to use the studio simply because it was built without his permission.

Mr Nwachukwu could not be reached for comments Saturday. A message sent by PREMIUM TIMES to the Dunamis Church was not responded to also.

Demand for Justice
Crying out for Justice, Edward said he would go all out on social media for the first time in his career until justice was served.

“I have never had any reason to have a court case with anyone because I am a child of God, but you see this case, it won’t just go like that because she was a blessing to the world.

“I usually don’t get involved in things like this, I keep my family and personal stuff off social media, but this one hurt me,” he said.

He also said Mrs Nunieh, a lawyer, has promised to take up legal action against Mr Nwanchukwu.

The gospel singer also advised women in abusive marriages to take a long walk.

He said: “My advice is even if you are not a wife, if you are being physically abused, go back to your parent’s house.”

“I am not a married man, but I cannot advise anyone to stay where they have been physically abused. You might not get a divorce immediately. Just leave to save your life.”

In the ongoing Ukraine war, Russian President Vladimir Putin has lost his ninth colonel, as a tank commander becomes the latest senior Russian officer to be killed.

Colonel Alexander Bespalov was laid to rest in the closed Russian city of Ozersk on Friday, according to a local statement, who said he was killed “during a special military operation in Ukraine,” a word Moscow uses to avoid mentioning “war.”

ACTING PF president Given Lubinda says his name will not be on the ballot paper at the party’s convention.

He says he has opted to focus on ensuring a smooth leadership transition.

And Lubinda says the PF was not aware of a meeting where the visiting UK Minister for Africa Vicky Ford met opposition officials.

Lubinda said while he might have presidential ambitions but was focusing on a bigger picture of ensuring a united and peaceful transition from Edgar Lungu to the next party president

“There is even nothing to think about. I have said that president Edgar Chagwa Lungu put me in a very difficult position when he appointed me vice-president and acting president of the party because he put me in a position which is crucial in ensuring that there is a party for people to even talk about and that is primary on my mind,” he said. “I am sure that even now, there are some aspirants who have been complaining about the decisions which are being made and wondering are they decisions to favour one from another.”

Lubinda said if not handled well there was not going to be a party to talk about after the convention.

“I have been put in an awkward position by being acting president of the party. I am not denying myself a chance I think I must look at the bigger picture. I can’t think only about myself as being president of the party without thinking if there will be a party. I may have ambitions to become president but president of what? A disintegrated party? I would rather spend my energy organising the party so that I become a member of a strong party than concentrating on my selfish personal interests and ending up president of a disunited party,” he said.

And Lubinda said there was no meeting that was held with Ford or the British High Commission delegation as stated by Ford when she appeared on Hot FM on Thursday.

“I am with the administration here. I am with the secretary general of the party and none of us received any invitation to such a meeting. She might have met the opposition but that did not include PF and they must not use the PF,” said Lubinda. “So when they say opposition, who is opposition in Zambia if it is not PF. Can it be Socialist Party? Can you say a person has met opposition when they meet the Socialist Party or they met DP and don’t meet PF with 60 members of parliament?”

GBM says he is ready to spill the beans once he is taken to court by the Joint Investigative Team.

Mr Geoffrey Bwalya Mwamba was yesterday questioned with his wife, Chama, at the Ministry of Home Affairs headquarters.

He said he was excited about the arrest and court proceedings following a warn and caution statement recorded because a lot would be revealed.

He said the six-hour interrogation from 09:00 to 15:00 was lengthy and very exciting in that most of the documents that were presented before him didn’t have his signature.

And Zambia Police Spokesperson Rae Haamonga said the team recorded a warn and caution concerning a conflict of interest contrary to Section 28(2) as read with subsection (3) of the Anti-Corruption Act number 3 of 2012 and Section 73 (1) as read with Section 77(1) of the Public Procurement Act No. 12 of 2008.

Mr Haamonga said it was also alleged that Mr. Mwamba was in possession of property reasonably suspected to be proceeds of crime Contrary to Section 71 of the forfeiture of proceeds of Crime Act No. 19 of 2010.

“Mr Mwamba has further been warned and cautioned for the offence of fraudulent false accounting contrary to Section 326 of the Penal Code Act Cap 87 of the Laws of Zambia. This is in relation to various contracts awarded to a company known as Curzon Global Limited by the Ministry of Defence in 2013 when he was Minister of Defence amounting to US$7, 121, 359=00 where he allegedly had an interest,” he said.

Mr Haamonga said the team had also warned and cautioned Mr. Adolphus Mubanga aged 58 of Plot No. 11438 Makeni, in Lusaka, a country representative for Curzon Global Limited for the offence of being in possession of property reasonably suspected to be proceeds of crime contrary to Section 71 of the forfeiture of proceeds of Crime Act No. 19 of 2010.

And speaking to the media shortly after a warn and caution statement was recorded on unspecified charges, Mr. Mwamba, who was accompanied by his lawyer, Mr Bonaventure Mutale, said he was excited about the court process because a lot would be revealed.

Mr. Mwamba said he was not shocked to be questioned, alleging that the government was out to get those in the PF regime, which he said was common whenever there was a change of government.

“Since they have taken a warn and caution statement, we should expect an arrest and then go into court which I am quite excited about. In fact, I would like all the media houses to come and listen to that court process because it would be a very exciting one,’’ he said.

Mr. Mwamba said his wife was the first to be questioned for 1 hour 30 minutes but the investigations were focused on him.

He however said despite being quizzed, he stood for the truth.

He said his family was not shaken by the allegations because the truth would set them free as it was not the first time they were faced with such a situation.- Daily Nation

Former Home Affairs Minister Stephen Kampyongo has advised ministers in the new dawn administration to let off their hands in the affairs of civil servants for the sake of productivity in government.

The former cabinet minister has signed out the recent impromptu visit by minister of health Sylvia Masebo at Lusaka’s Chipata level one hospital where she took a swipe at some health personnel who were alleged found pressing their mobile phones, that such a move and remarks by the minister of health is a clear intimidation to the health workers.

He says there is no proof pointing to any of the nurses or doctors who were playing with their phones while on duty hence it was wrong for the minister to conduct herself in such a manner which demeans a noble profession like that of nurses.

He adds that the minister should quickly come to the realization that this is 21st century where most of the works such required by health workers and other professionals can be done online hence the embarrassment on the health personnel was uncalled for.

Mr. Kampyongo says surprisingly the minister went on making wild allegations of medicines are getting missing in clinics and hospitals when in fact government knows very well that there are no such drugs in the facilities to be stolen by health workers as alleged by the Minister.

He has since advised the minister not to allow her political emontions to penetrate into the operation of the civil service as she is prisiding over a very sensitive ministry which requires a sober minister as opposed to someone who maybe overzealous.

Mr. Kampyongo says UPND ministers should not dare civil servants whose life span to the system is longer than that of a minister and any other politician.

ACTING Chairperson for Parliamentary Committee on Budgeting and Planning Brian Kambita says his committee is concerned with complaints that Zambia has the highest tax regime for airport fees in Africa.

Acting Chairperson for Parliamentary Committee on Budgeting and Planning Brian Kambita says these concerns by tour operators among others need to be addressed to attract more tourists.

Kambita notes that there is need for a multi-sectoral approach between the Zambia Airports Corporation, the Ministry of Finance, and the tour operates to harmonies the non-tax revenue in the tourism industry to boost the Sector.

Parliamentary Committee on Budgeting and Planning which is touring three provinces Southern Province, Lusaka, and Copperbelt to get the first-hand information on non-tax revenue in the tourism sector said Zambia is among the most expensive destinations in Africa.

Acting Chairperson for Parliamentary Committee on Budgeting and Planning Brian Kambita said this when the committee visited the Zambia Airport corporation at Kenneth Kaunda International Airport that the visit to the institutions to ascertain how the country can benefit from the non-tax revenue.

And Kafue Member of Parliament (MP) Mirriam Chonya said the concerns of Zambia being the most expensive destination is a thorny issue and has the potential to affect the tourism industry.

Chama South lawmaker Davison Munga’ndu pointed out that although the Harry Mwaanga Nkumbula airport is better than the airport on the Zimbabwean side, the latter records more arrivals of tourists than Zambia because of high airport fees.

Munga’ndu lamented that in the past five years he has been in parliament under tourism committee, concerns of high fees have yet to be addressed.

He questioned the benefit of having better infrastructure, charge high fees, and yet there are few arrivals on the Zambian airports.

Malole Member of Parliament Robert Kalimi said Zambia Airport Corporation’s failure to use the first secretaries in embassies to help them to conduct a study on the high fees being charged by other countries for them to be competitive is not helping matters.

However, Zambia Airports Director corporate Strategy and Planning Cosam Ngoma said diplomatic engagement is one of the issues in their strategic plan to address the issues of high fees so that the corporation can operate effectively.

Zambia Airports Corporation acting CEO Maggie Kaunda, on her part , said the Ministry of Transport is working on reducing the landing and parking charges for the corporation to be competitive on the international market.

She also highlighted the problems being faced by the corporation as limited air traffic, volatility of the aviation industry, fluctuations of the exchange rate, old ground equipment.

Kaunda said the strategic plan for the Kenneth Kaunda International Airport is to apportion part for their vast land for the Economic Zone to encourage investment.

“The other plan is to expand the list of countries that can obtain visa on arrival and to promote of domestic tourism to grow the industry, “ she said.

The Acting Chief Executive officer noted that the aim of the corporation is to increase its income base to reduce on high fees being charged for parking and landing so that it will benefit travelers in the long run.

National Airport Corporation planning and Business Development manager Josiah Mvula disclosed that the ministry of Transport and logistics has come up with measures to reduce the landing and parking by 25 percent and ten percent, respectively.

Mvula said the plan is to reduce from parking fees from 5 dollars per to 10 dollars per day.

Earlier the Parliamentary committee on budgeting and Planning paid a courtesy call on Lusaka province Permanent Secretary Robert Kamalata and highlighted that non-tax revenue in the country is too low.

Kamalata said the province is at times overshadowed in handling activities because it hosts all the government Ministries which at times takes even the activities that the province is supposed to do.

DEBT RESTRUCTURING: Zambia-China trade, investment and debt!

  1. AFRICA-CHINA RELATIONS

According to the Chinese Embassy in South Africa, China has remained Africa’s largest trading partner for 12 consecutive years. According to the latest data released by the General Administration of Customs of China, the total bilateral trade between China and Africa in 2021 reached USD 254.3 billion, up 35.3 percent year on year, among which, Africa exported USD 105.9 billion of goods to China, up 43.7 percent year on year. While this is good, the downside of it is that Africa largely exports raw materials to China while China largely exports manufactured goods to Africa.

Since 2000, China-Africa cooperation has increased significantly. In 2019, China’s stock of direct investment in Africa reached USD 49.1 billion, an increase of nearly 100 times since 2000. CABC chairman Wang Licheng said total Chinese direct investment in Africa probably surpassed US$56 billion by the end of 2020, because some firms did not register their investment with the ministry, and reinvestment was not included.

Africa’s Chinese debt has also grown significantly. According to the Economic Times, Chinese debt to Africa exceeds USD140 billion.

  1. ZAMBIA-CHINA RELATIONS

Since Independence, Zambia has maintained very strong ties with China. Bilateral trade volume between China and Zambia stood at USD 5.07 billion in 2018. Zambia has a trade surplus with China which has seen the figure grow significantly from USD 1.25 billion in 2015 to USD 3.13 billion in 2018. Like the case with other African countries, Zambia mostly exports raw materials to China. By the end of 2018, China’s direct investment stock in Zambia accumulated to over USD 3.6 billion. Zambia’s debt to China has also significantly increased over the years and is well above USD 3 billion.

As we step up copper production, it would also be important to note that China remains one of the largest importers of copper. In 2020 the top importers of Copper ore were China (USD33.9 billion), Japan (USD8.51 billion), South Korea (USD4.22 billion), Germany (USD2.03 billion), and Spain (USD1.8 billion).

  1. DEBT RESTRUCTURING

In 2018, the Chinese Ambassador met former President Edgar Lungu, during that meeting he expressed the need to actively engage the Chinese government and creditors in the process of debt restructuring. President Lungu promised to constitute a team of ministers and send them to China to discuss debt restructuring.

The new dawn government has reiterated its commitment to strengthening Zambia-China relations. President Hichilema met the Chinese Ambassador to Zambia and discussed- bilateral tade, investments and debt.

IMF conducted a debt sustainability assessment which is key in debt restructuring negotiations. With IMF support, it is much easier to engage creditors aligned to the West, key among them, are the eurobond creditors where negotiations are complex due to the huge number of investers in eurobonds involved. Creditors aligned to the West are more into ensuring we have a clear debt management roadmap so that we don’t slip back into the habit of excessive borrowing and fail to repay them after restructuring our debt. This is where being on an IMF program is key.

The Chinese on the other hand are more into safeguarding their interests in Zambia; ensuring that their running contracts and investments are not in jeopardy. To speed up the process, it would be very important for President Hichilema to travel to China to meet the Chinese President, government and creditors and thrash out debt restructuring. From indications made by the Chinese Ambassador to Zambia, they are keen on helping Zambia overcome the debt burden and further cement Zambia-China relations.

  1. CONCLUSION

In conclusion, Zambia needs its debt restructured to reduce pressure on the kwacha arising from high external debt service outlays (paid in dollars). Debt restructuring also frees up resources for investment in supporting local solutions. It also helps us cut down on borrowing as funds are released from debt service.

Apart from debt restructuring, the IMF deal will also help us attract capital inflow and access to concessional borrowing. On China, this is an opportunity to redefine and strengthen our engagement, set investment and trade priorities.

Over the years, we have successfully managed to work closely with the West and the East and this can only get better. However, the future should be that of Zambia reducing its dependency on borrowing to finance development. We had this opportunity in 2011 but current high debt levels require that we restructure to give us breathing space to implement local solutions.

I know that towards the end of his life, Mr. Musokotwane had another marriage with the now late Lucy Sichone…

Regina Musokotwane:

It wasn’t a marriage. It was a relationship. When you marry someone there is a sign that you have married. In developed countries they wear rings but here a man has to go to your people and a ceremony takes place.

None of that took place. So I wouldn’t call it a
marriage. I would call it a relationship.

Amos Malupenga:

Since they had a child or children together, can’t we call it a marriage?

Regina Musokotwane:

No. There are men who have children from five different women, are we going to say those are marriages? I told you that Kebby was a very nice person. He didn’t want to hurt a person. And because of that, Kebby ran into a lot of problems.

That relationship with Lucy is one of those things he did out of wanting not to hurt a person. If you go through the writings of The Post where they discussed that relationship, you will not read in any of those articles where Kebby said he was married to Lucy. Even on that television program with Frank Mutubila, Frank asked him a specific question whether or not he was married to Lucy and Kebby said he was not married but the process was still going on.

The first person who took Lucy to Kebby’s relatives was Kebby’s aunt who is now late. They took her to the village. That is why I am saying some things are difficult in the African society. So aunt called the relatives when she arrived and said ‘we have brought this lady because Kebby wants to marry her’.

And they were asked, ‘does his wife know that you people are here?’ She said ‘I do not know’. So they said ‘then get back, go and tell her you are bringing this woman here’.

They came back and told Kebby that ‘this is what they told us’. About three weeks later, Kebby himself went with Lucy to the village. And they asked him at the village to say ‘now you have come yourself? Where is your wife because she should have been here?’ He said, ‘she is in Lusaka and she doesn’t know we are here’.

They said, ‘if your wife is going to bring Lucy to say you want to marry Lucy, we are going to bless the marriage because according to our custom, when your wife agrees that you take a second wife, we your relatives will go to her relatives to seek permission for their daughter to go into a polygamous marriage. We cannot agree on our own if her relatives do not agree because they are even going to charge us for the second time for inconveniencing their relative.
So that process must go on before you marry Lucy. If your wife is not aware or approving, we are not going to approve it.’

Did Kebby ask you for approval?

Regina Musokotwane:

He didn’t.

If he did, what could have been your response?

Regina Musokotwane:

I was going to allow him.

Amos Malupenga:

Are you sure about that?

Regina Musokotwane:

Yes. If you remember, The Post came and interviewed me over that issue of Lucy. Late Bright Mwape interviewed me when Kebby was still president of UNIP. I told Bright to say ‘look I have lived with this man for 30 years and it was not a joke to live with a man for 30 years. But you never know maybe I was not a good wife in those 30 years and now towards the end of his life he has found the love of his life so who am I to say no?
Life is too short to waste and I would not want Kebby to die miserable because I have refused him to marry a woman of his choice. I said if Kebby thinks Lucy is going to be a better wife in his last years of his life, please let him go ahead and marry and if he had asked me I was not going to refuse’.
And when I was saying that, Kebby was sitting next to me. I said I am not going to stand in his way.

Amos Malupenga:

Why didn’t he take advantage of your position over that matter to seek your approval?

Regina Musokotwane:

I think it was because he had no cause to marry Lucy. Why do you want to marry a second wife? You want to marry a second wife because of problems in your first marriage. The other reason he didn’t marry Lucy was that we married under the Act. If he married Lucy without divorcing me, it was going to be polygamy, which is an offence.

Amos Malupenga:

If he had no cause to marry Lucy, why was Kebby in that relationship with her in the first place?

Regina Musokotwane:

If it was a first relationship he was having, I was going to question. But Lucy’s relationship was not the first one. Kebby was a very handsome man. Women fell on his feet. How many men are going to have women falling on their feet and then they kick all of them around? You can kick one, two and three but the fourth one you cannot kick.

Kebby was in that position. He was handsome, had a good job and money. Which woman would not want to have such a man? So women came in great numbers. Some he kicked out and others he did not.

Amos Malupenga:

So you knew not only about Lucy’s affair with Kebby but many others?

Regina Musokotwane:

Of course! You mean you can fail to know that after living with someone for 30 years? I told Bright Mwape that the only thing that consoles me is that there is nothing Lucy is going to give Kebby that I have not given him. I said I have given Kebby seven children, I have given him wealth. He went as far as Prime Minister so what was next? That was the end of the road so I asked ‘what is Lucy bringing?’

Amos Malupenga:

So how did Kebby’s relationship with Lucy affect your marriage?

Regina Musokotwane:

It didn’t affect my marriage in any way. Kebby never went away from me, not even for two or three days which is unlike what many men will do in that position. I was in control of my marriage myself. I was in control of my husband.

Amos Malupenga:

Did you confront the other girls or women whom Kebby flirted with?

Regina Musokotwane:

No. I don’t think those were relationships that would make one feel that ‘maybe my husband does not love me’. These are women who wanted Kebby for what he was. Patriotic Front Acting President Given Lubinda says the Zambian People have seen that President Hakainde Hichilema deserves to be called “Bally Muntu Wabufi” in reference to his alleged deceitful nature.

Hon Lubinda said most people are despondent over the ruling UPND Government in the last eight (8) months.

“Everywhere we go people are saying the man deceived us, we voted for him over deceit. They are telling us that they regret voting for Him (Hakainde Hichilema),” Hon Lubinda said.

He was speaking when he drummed up support for PF Candidate Kennedy Katongo in the April 14th Local Government by- election in Lukutu Ward of Luwingu Town Council in Northern Province.

Other party officials present were PF acting Secretary General Nickson Chilangwa, Shiwanga’ndu MP, Hon. Stephen Kampyongo, PF MCC Mpakata Musonda, Lukashya MP Hon. George Chisanga and PF Northern Province Youth Chairman Erick Nsofu.

And Hon Lubinda is hopeful that the peace experienced during the campaigns will continue.

“I just pray that the peace that we have seen will not be betrayed by some people especially UPND. That they do not engage in violence, that they do not engage in throwing out of our poling agents because that is what they know,” he said.

The PF acting President has since implored residents in Lukutu Ward to vote for Katongo of the PF because he is the only credible candidate.

He said katongo had won but was petitioned over flimsy grounds.

He also expressed happiness by the work done by the campaign team in the area.

Meanwhile, Hon Lubinda has sent a strong message to other political parties that the PF will be the first former ruling Party to bounce back to power after five years.

“I hear that the socialist party are going round telling people that the PF lost power so they will never come back but people are disagreeing to that. There is always a first time, yes this was a first time a ruling party lost after ten years, this will be the first party that has lost power, to come back to power in 5 years. I’m happy with the enthusiasm of the people,” he said.

KABUSHI Member of Parliament Bowman Lusambo has described President Hakainde Hichilema as a chancer who used lies to assume office.

Speaking during the Round Table Talk, Friday, Hon Lusambo said despite boasting of being an internationally connected Economist, President Hichilema has failed to solve the economic challenges faced in the country since assuming office.

“There is nothing political about President Hakainde Hichilema. He is a chancer. He has no political history in the political fraternity. President HH told us that he is an Economist, but he has failed to use his career as an economist to make himself as a saviour to the people of Zambia. He said he is connected and the people will start enjoying. What we are experiencing today is extremely bad,” he said.

Hon Lusambo has wondered how the commodities in the alleged corrupt PF Government were more cheaper than the unbearable prices in the saint UPND Government.

He said it was unfortunate to hear the Vice President saying commodities have to increase before they can reduce.

Lusambo, alias The Bulldozer, said this shows that the current Government does NOT have an economic plan for the Zambian people.

Due to the alleged lies and failure to improve the economy, Hon Lusambo said President Hichilema would have resigned on what he terms as moral grounds if it were in the Western Countries.

“A Government with vision, works with midterm and long term plans. President Edgar Chagwa Lungu governed the country during difficult times. You remember the pandemic situation, the drought, he ensured that people were well taken care of,” he said.

The Kabushi lawmaker said President Hichilema’s team is like decorations because their is no coordination.

He said most Ministers in “Bally’s” Cabinet are on job on training hence the reason they needed to frequently seek audience with the President.

“All the Ministers are complaining that they are not seeing and interacting with the President. As Ministers, they are advisors to the President. So Mr Hichilema was supposed to open up himself and get feedback from all Ministers. All these Ministers you are seeing are all on job on training,” he said

Hon Lusambo has also noted a disconnection between the President and his Party the UPND.

He said the country does not know how the party manifesto is interacting with technocrats and Government.

“There is a very big gap, this means the manifesto is not yet incoperated in the system This country is in chimbwi no plan, Chipante Pante,” he said.

Politically, Zambia is highly driven by regional loyalty. Parties start out and place their hopes to grow by depending on the support from a region where a particular leader of a party comes from. When one analyses the composition of National Assembly even now, most of the Members of Parliament -save those in multicultural areas – have stood and won in their home village or town. If you are from Eastern Province, you have high chances winning an election in that area than you do in any province.

Two political parties; the Patriotic Front and United Party for National Development have shown that regional loyalty is currently a large determinant factor in the growth of a political party. However, UNIP and MMD have to be viewed and judged from their fundamental principle of establishment. UNIP was a revolution party whose aim was to attain Independence from colonists while MMD was a movement whose objective was to restore multiparty democracy. Both parties received multicultural support, regardless of who led them at formation, because their objective was the interest of all Zambians.

Now that Zambia has its Independence and there is somewhat legitimate democracy, Zambians now have diverse preferences in as far as politics is concerned. There is a paradigm shift in the growth of millennium political parties – that is those parties that came after 2000.

Take the Patriotic front for example which was formed in 2001 as a break-away from the Movement for Multiparty Democracy. Its first MP as an opposition came from Chingola, a Bemba speaking area which is largely dominated by Bembas. This is not surprising given that Michael Sata, who founded PF, was himself a Bemba. As time went by, PF increased its presence in Bemba Speaking regions. It is only after the 2011 elections which saw MMD lose to PF, when Easterners begun to slowly gravitate towards accepting PF.

Even the UPND has largely depended on the support from what others call ‘Zambezi Region’ which comprises of Southern, Western and North-Western. It is only in the 2021 elections that Hakainde Hichilema received some acceptance in other regions.

Given these consideration, any party that intends to form a strong force to challenge the UPND and the main opposition PF needs to work towards weakening the regional loyalty base for the two parties.

If media reports that Lucky Mulusa has left the Movement for Democratic Change and has gone to join Kelvin Fube Bwalya’s Zambia Must Prosper movement, is anything to go by, then, herein rests a strategic partnership. This partnership has all the ingredients to change political dynamics, on condition that it works out.

KBF comes from the Bemba-land while Mulusa comes from the Zambezi region. At the moment, KBF will have to fish from the same ponds as the PF.

Even though PF is a largest opposition going by its representation in Parliament, there is no guarantee that it shall remain so. Experience drawn from the MMD after it lost power show that although this party had second large number of MPs in Parliament, by the time it was a year after losing power, it begun to degenerate due to leadership wrangles. Currently, PF has ten people wanting to replace Edgar Lungu and all of them come from the Bemba speaking regions. What is not guaranteed is how the former ruling party will hold together once a leader is chosen. If there are divisions and breakaways, the general membership and sympathizers will lose hope. These will become the real targets for KBF or any party that may be appealing.

As for Mulusa, his influence rests in North-Western where he comes from. He is presented with an opportunity to inflict on the UPND. It must be pointed out that such a combination has existed before but did not give any meaningful effects. However, if this KBF-Mulusa marriage somehow gains momentum, then, both UPND and PF need to worry.- NewsMakers

1. There has been much pomp and fare about current recruitment efforts for 11,000 medical personnel and 30,000 teachers, earmarked for the 2022 fiscal year. The new dawn administration has sought to portray this intended recruitment as a major score on their part. But what is there to score about a Government recruiting civil servants? Between 2016 and 2021, the size of the civil service grew by approximately 160,000, which translates to an average annual increase of 32,000. So if the previous regime was employing an average of 32,000 civil servants per annum and the new regime intends to employ 41,000 (11,000 + 30,000), what’s the major difference here, which an entire Republican President should be citing as a major accomplishment of his administration?

2. It is also worth noting that the new dawn administration’s intended recruitment of 41,000 civil servants is unlikely to be an annual event for each of the next 5 years that they will be in power, but rather it appears to be a once-off event. I very much doubt that in the 2023 fiscal year, the new dawn intends to recruit another set of 11,000 health workers and 30,000 teachers. So if we are to look at the expansion of the civil service cumulatively, we need to compare the 160,000 cumulative number under the previous regime against the 41,000 cumulative number under the new dawn. So far, the new dawn is behind by 119,000 (160,000-41,000), that is even assuming that they will indeed see through their current efforts to recruit 11,000 health workers and 30,000 teachers.

3. Truth be told, we do not know how many civil servants the new dawn administration will employ in their 5 year period in office from 2021 to 2026. So far there is nothing to celebrate about their intended recruitment of 41,000 civil servants for the 2022 fiscal year. If we are to objectively ascertain whether the new dawn outperformed the previous regime in terms of civil servants recruitment, the best time to do that would be in 2026. At that time, if the new dawn continue to employ an average of 41,000 civil servants per annum, they would have recruited approximately 205,000 (41,000 x 5 years) which we could then say is higher than the 160,000 achieved by the previous regime in the past 5 years.

4. However, if on the other hand the new dawn administration only hires 41,000 civil servants in this 2022 fiscal year and then decide to effect an employment freeze thereafter, it means that by 2026 their cumulative total number of civil servants hired will only be 41,000 which will be far less than the 160,000 hired by the previous administration. So, right now it is premature for Bally to be over the moon celebrating the planned recruitment of 41,000 civil servants. There is nothing monumental or worth celebrating there. Unless if one is really short of victories to celebrate. Which appears to be the case with Bally.

5. Perhaps if Bally achieved real success such as constructing the planned Livingstone – Ndola dual carriage way, then he would have something tangible to celebrate about. I personally find it embarrassing when a Republican President keeps on boasting about performing routine activities of Government such as employing civil servants or releasing money to buy drugs in hospitals. Those are the routine activities of Government sir. No need for boastful celebrations about such trifles. Only small-minded people celebrate trifles.

6. For Zambia to develop to its rightful level, we need a big-minded President with big dreams for this nation. A President who will only engage in boastful celebrations when he/she achieves significant milestones for the nation, such as flagging off an electric car assembly plant, or reducing the cost of living by half in one year, or launching our own satellite into space for cheaper and faster internet, or paying off half of our national debt in a year, or reducing the cost of borrowing from financial institutions to single digit, or constructing a dual-carriage way from Livingstone to Solwezi, or having the first indigenous Zambian dollar billionaire etcetera. Those are the kinds of successes which a big-minded Republican President is supposed to celebrate. Not routine activities like employing civil servants or the treasury releasing money for procurement of medicines. For the benefit of this nation, perhaps Bally should stop being small-minded and try to be big-minded.

I have all the hope. People are being unfair to judge HH7 when he has not done even a 1/4 of his 5year term.
History has taught how everyone laughed at Mwanawasa just to start praising him at the end. Just look at the good that HH7 has done.
To me the freedom everyone is enjoying is the greatest measure of success. Just imagine how people were being beaten in broad day light as people watched in fear!

The CDF money that has taken our youths into skills centres. The boarding fees from CDF that is helping kids in Secondary school. This is real here in Constituencies. Those who value school and skills training are getting scholarships.
The fuel issue is not of his making. It is a world issue. Show me any single country in Africa or the world over where fuel is less than US$1.4 per litre pump price unsubsidized.

Part of the money that was being used to subsidize fuel has gone to CDF and the benefit has spread to a school child who does not drive.
Look at the teachers who are being employed without corruption! Do you know that PF Cadres got filthy rich charging innocent souls to get a job, some girls were even being molested being promised jobs which they never even got!

The Zambian Constitution was drafted by people who knew that for a person to be judged as having failed or succeeded as president in office, a term of 5 years is required at least. But we hear even learned people, including those who are in a Law making body, saying HH7 has failed. What kind of hurt & hate speech is this???

My sincere appeal to all those that have so early started judging HH7 in just less than 8 months of his 60 months is that please, let HH7 drive for the 60 month journey that the mandated Zambian voters gave him. You are free to kick him out on Thursday, 13th August 2026. Remember, HH7 said he will raise the bar and so far I have no reason to doubt him.

Government recovers K21 million from youth empowerment programme in 7 months

GOVERNMENT has so far recovered K21 million from the Youth Empowerment Fund since September 2021.

Addressing journalists on Friday, Youth Sports and Arts minister Elvis NKandu said the new dawn government did not find any recovered funds by the previous administration.

“My ministry, working with various stakeholders, has improved the monitoring, evaluations of all empowerment programmes at the ministry. And this process is aimed at recovering all funds disbursed through youth empowerment programmes,” he said.

“The recovery plan is aimed to help all the beneficiaries of various youth empowerment programmes. And I am glad to inform you that since September 2021 we have recovered K21 million. We found nothing; there was no recovery of whatsoever, but the months that we have been in office since September we have recovered K21 million, and this should now be given to those that deserve.”

He said the ministry was still facing challenges in recovering some of the funds.
“There is no positive change that does not come with challenges. We have challenges because some people thought that those were not loans but grants because they sang very good songs for the previous regime. But I am afraid to say that those were loans and they should pay back,” Nkandu added.

“Those that have not been paying, please start paying so that tomorrow when we visit you… We know your language that ‘they are victimising us because we belong to this political party’. Belonging to another political party is another and paying is also another, so just pay, that was not a grant.”

NKandu also disclosed that the ministry has since reviewed implementation modalities of the youth empowerment programme.
He said the ministry has now developed new guidelines in order to facilitate effective implementation of the programme.
Some of the guidelines will allow youths to easily access the free application loans through the district and provincial levels.
All applications will be appraised by the district and provincial appraisal committees.

“We are doing this so that we avoid corruption. For us, transparency is the corner stone for our government. These provincial committees will really help us as government to make sure that the people that are going to be given these empowerment funds are really being scrutinized,” said Nkandu.

“People complained that we have not disbursed these empowerment funds for the past seven months. But we wanted to first review the guidelines because the guidelines were so prohibitive to some extent and very discriminative and we wanted to make sure that this was done away with.”

The first level of empowerment is between K100,000 and 300,00; the second level will be between K300,000 and K500,000.
Level three is above K500,000 and all loans above K500,000 will need an incubation company as collateral and the equipment will be procured by the ministry.
20 per cent above K500,000 will be given in cash as operational costs.
All cooperatives that applied for fuel tanker empowerment should have a minimum membership of 30.

President Hakainde Hichilema says he has done his part in as far as job appointments are concerned and that the rest, rests with Ministers, Permanent Secretaries, District Commissioners, Mayors and Council Chairpersons.

The Head of State wonders how and why people expect him to start meddling in the appointments of junior officers as he has eyes to handle such issues.

He says it is now the duty of those he has appointed to help others also get jobs including other opportunities from government.

President Hichilema says as Head of the Executive, he has given powers to these constitutional officer holders to to deal with those who were making other peoples lives difficult.

He says all those who were seen politically victimising others should be dealt with.

The President has meanwhile cautioned against victimising civil servants who discharged their duties diligently.

He has also ordered that moving forward, all security recruitments in the police, Zambia Air Force (ZAF), Zambia National Service (ZNS) and Zambia Army should be inclusive to all citizens not a particular grouping or children of ministers and senior security officials.

President Hichilema further says contracts such as those to clear roads under routine road maintenance should be an exclusive of the local people and not foreigners.

With regards to student scholarships, the Head of State cautioned those responsible for discharging such funds against awarding students who are from well to do families.

President Hichilema has also disclosed that his government has set aside some money specifically for women employment under the village banking system.

The Head of State has further assured the nation that his government is committed to ending poverty at all cost as this was the reason why his administration was elected into office.

Among the Ministers the President specifically directed to take charge of their ministries included, Infrastructure Minister, Charles Milupi, Local Government Minister Gary Nkombo, Small and Medium Enterprises Minister Elias Mubanaga, Western Province Minister Kapelwa Mbangweta, Transport and Communications Minister Frank Tayali, Information and Media Minister Kasanda Chushi and Agriculture Minister Reben Mutolo Phiri.

The meeting was also attended by party Secretary General Batuke Imenda, His vice, Getrude Imenda, Party National Chairman Steven Katuka and the party’s National Youth Chairman Gilbert Liswaniso.

The President is in Mongu to attend the 2022 Kuomboka Traditional Ceremony.

In the past few weeks we have been shocked with the utterances by the forgetful and shallow minds who say that if Zambians had voted for Chagwa in August then we couldn’t have been in some crisis such as Fuel increments! We remain wondering, who brought Zambia to the current poor status of the Economy? Why should we forget how Mr. Chagwa Lungu and his failed regime ruled this Country? We have nothing to point at when it comes to what Mr. Lungu achieved and we had no intention to waste more time to write this article, but for the sake of those who are too forgetful or who want to mislead Zambians, we have no option, but to write something.

REMINDER ON THE FAILED PROMISES BY CHAGWA AND THE PF:

1 . Creation of 500, 000 Jobs.

2 . Revamping Mulungushi Textiles.

3 . Promise of Lower taxes.

4 . Stocking Hospitals with enough Medicine.

5 . Promise that the Debt Contraction was within manageable levels.

6 . Promise that the Euro Bond would be used to revamp Nitrogen Chemicals of Zambia.

7 . Promise that the Euro Bond would be used to modernise Zambia Railways.

8 . Promise on the fight against Corruption.

9 . Promise that they knew and would bring to book the Master minds of gassing.

10 . Promise that they would order and reduce the cost of fuel by purchasing from cheaper sources such as Saudi Arabia.

The above are among the numerous promises given by Mr. Chagwa and his failed regime. Unfortunately, NONE of them was implemented!

11. Handing over of the Black mountain to the Youth and Women.

12 . Improving the payment of Bursaries to Students.

13 . Ensuring that all Civil Servants are allowed to operate regardless of ethnicity and political affiliation.

14. Bringing back All Civil Servants who were fired on Political lines or ethnicity.

15 . Ensuring Freedom of Speech.

The above are among the many PROMISES offered and FULFILLED by BALLY and the New Dawn Administration within 7 Months of being in Power. We can’t add any more as our followers and all Zambians are able to compare and contrast for themselves.

WAY FORWARD:

1 . We request ALL UPND Members to be proud of having President Hakainde Hichilema who has scored more than his precedeccors. Which President scored what President and his Government have scored within 7 Months?

2 .. We request the general Public to be real and never be forgetful! There is nothing to point at in terms of Chagwa ‘s works that you may start remembering him for!
Lets follow the works of President HH and the New Dawn Administration and advise them accordingly where possible.

3. AS IMPLEMENTORS TEAM, WE SHALL CONTINUE PUBLISHING THE WORKS OF BALLY AND THE NEW DAWN ADMINISTRATION SO THAT THE PUBLIC MAY BE ENLIGHTENED OR REMINDED.

Surely, there is nothing that Chagwa and the PF did achieved in the 7 Years of their god ( Lungu) that we may put to record apart from leaving a record of high Cadrelism, Violence and Corruption! President Hakainde Hichilema can’t be matched with Chagwa and even if he were to step down now, he will go down in the records of Zambia and Africa at large as being the President who scored more Points within 7 Months of his rule! Indeed, there are setbacks such as Fuel increments and the high cost of living, but these require more time and patience on our side.

We are certain that by the end of his term, President HH would have gone beyond what PF and MMD did in their rule ( 30 years when combined).

All the best to Bally as he continues to lead this great Nation!!! He needs each one ‘s support so as to record every success we need!

KABUSHI PF member of parliament Bowman Lusaka says corruption charges slapped on him by the Anti-Corruption Commission (ACC) will not deter him from contesting for the PF presidency.

And Lusambo yesterday conducted a one-man protest outside Hot FM Radio where visiting UK Minister for Africa Mary Ford was been featured.

Lusambo, who is currently fighting for his Kabushi seat in the Constitutional Court after his election was nullified by the High Court, said his name would be on the presidential ballot at the PF convention.

“What I am waiting for is to go to the convention and the party members will choose the next president of the PF. I have told Zambians that at the end of my tour of duty I will retire as the former president of the republic of Zambia,” Lusambo, currently before the Financial and Economic Crimes Court facing 10 counts of corruption related charges, told The Mast.

“I want to be a revolutionary president who can rebrand the party. PF has good policies for this country and we are still on top of things. If elected as leader of a pro-poor party, I want to uplift the living standards of the people. Continue creating jobs for our people. We will continue protecting Constitution from abuse. We want our people to get back to eating three meals a day. We want to promote businessmen and women. We want agriculture to create jobs not what is happening where we have a government in power that has no plan.”

Lusambo said he was not afraid of his competitors, most of whom are his seniors in politics.

“In the bible when Abraham was asked ‘how many righteous people could you have in your country’ he answered ‘if we have five righteous people, my family and I, we are here’. If they will be three I will be there. If there will be two, I will be there. If there will only be one, I will be the only one. That is the stance I have taken. If there will 10 giants, I will be there,” he e said.

“Being investigated doesn’t mean I am guilty. We are still waiting for the UPND government to tell us what we have stolen from the Zambian government and the answer is none. We have not stolen anything. The proceeds of crime word is a borrowed word. Very soon we will take it to parliament when constitutional reforms come up. It is supposed to go because it is just bringing divisions in the country and weak politicians like Hakainde Hichilema is using it to fight political opponents. The suspected proceeds of crime happen in countries where there are drug barons, where people can be having money whose source is not known. Zambian people have seen how Bowman has travelled, how he started his businesses. They know he can afford to buy a car and be president of a political party. That offence of suspected proceeds of crime is misplaced. Those are misplaced charges. How can you tell (Joseph) Malanji that his assets are proceeds of crime? Are you crazy? Malanji started business when Hakainde had not much money than him – a person who walking barefoot. It’s a joke naimwe!

What Hakainde Hichilema was supposed to do is to come to the people of Zambia and say ‘sorry people of Zambia, things which I told you about, these people that they stole is not true. They actually didn’t steal anything otherwise everything is intact and whatever they have, they worked for these things just like the way I seized my opportunities’.”

Lusambo said he has acquired his money through work.

“I have worked more than Hakainde Hichilema in the private sector. I was working for GTV, Cash Crusaders and Carnival Furnishers. I was working for nuclear sounds. And I was getting a salary and getting a commission and at the end of the day they gave me gratuity. When Hakainde was buying cows, we were buying blocks to build,” he said.

Lusambo revealed that former president Edgar Lungu had encouraged him and others to aim for the top position of the PF.

“My president has been encouraging each and every member of our party to work hard so that one day they could be the ones to govern the country,” he said.

And Lusambo yesterday caused discomfort among a delegation of the UK High Commission when appeared with a placard trying to seek Ford’s attention as she was coming out of the Hot Media building after featuring on Hot FM.

Lusambo, who failed to attract Ford’s attention as she went to the car, shouted “I am honourable member of parliament. I hope you can see this. This is the thing which is happening here. I hope you can see this. Hon minister, democracy is under threat …you take this message. This is the real thing. Take this message,” the placard carrying Lusambo shouted after Ford.

After failing to stop Ford, Lusambo flaunted the placard that read, “The Zambian Speaker is impartial. Parliament is not independent. Speaker is killing our democracy. There is no corruption fight but political persecution.”

Following the Patriotic Front Central Committee decision to consider holding the Extraordinary National Conference and creation of the Planning Sub-Committee to spearhead preparations, I now address you and through the media platform, the PF Family at large to give an update on the planning process so far.

As PF National Chairman and Chairman of the Central Committee Planning Sub-Committee I wish to inform you that the Planning Committee has held meetings and submitted a Report to the National Executive Committee for authority to undertake a consultation process with all the PF Leadership at Provincial, District, Constituency and Ward levels. In addition as the consultations are done, the Planning sub- Committee will invite submissions from well-
wishers and other stakeholders that have interest in the affairs of the Patriotic Front.

Kindly take note that the Consultations will take into account issues of the rebranding of our Party, to make it more desirable as the alternative to the current Government.

Ladies and Gentlemen it is imperative that going forward the operations of the Patriotic Front Party take a united front in order to emerge stronger taking into account the concerns of the members, friends of the Party and other interested Stakeholders.

The consultations will take the form of information sharing on the following:

  • Party Standing Orders
  • Party membership,
  • Party and Members litigations,
  • Members harassments within and outside the Party
  • and other related matters that needs to be dealt with.

The Consultation process is aimed at making the Extraordinary National Conference, legitimate, transparent, credible and its outcome acceptable to the general membership and players. We further trust that these consultations will give ownership to the Party leadership at all levels and general membership. It is our belief that we will all apply our energies and minds at creating and building an organization that endeavors to create a sense of ownership and belonging amongst its members, an Organisation that is still focused on service to the people through pro-poor policies as stipulated in our 2021 – 2026 manifesto that is relevant today more than ever.

In conclusion, I wish to reiterate that as we plan for the Extraordinary National Conference, the Party will engage in a consultative process within the Party leadership at different ranks as well as other stakeholders and PF Party extended family. The Patriotic Front remains the largest opposition political party that finds favour and hope in a lot of Zambians, and it is for that reason that we are magnanimous enough to embrace the challenges we are facing as a united front.

THE ZAMBIA-IMF-CHINA DEBT CONUNDRUM

In opposition, Mr. Hakainde Hichilema on numerous occasions boasted that he had capabilities of clinching debt restructuring within weeks of becoming Head of State. He claimed, his finance and economics credentials were so strong that he would easily manage to put all the creditors in one room and get them to agree to restructure our debt. Mr Hichilema sang that song too many times that it even became believable.

Now with almost 10 months in office, President Hichilema doesn’t even know whether he is going or coming over the debt issue. Debt is a subject that he has been avoiding for some time now because not only has he failed to convince the creditors even after getting the IMF on his side but because actually foreign debt has increased by 4% under his watch.

We should have Vicky Ford, the UK Minister for Africa to thank who revealed during the Hot FM Breakfast Show that the G20 Global Debt Restructuring Framework through which Zambia is hoping to benefit is moving slowly because of one creditor. We have it on good authority that the creditor Madam Ford spoke about is China and there are no surprises there.

Since assuming office, President Hichilema has naively chosen to play isolationist politics with China. It is baffling that a man who claims to fully understand how the global finance architecture operates could undertake such a suicidal mission to ignore China when that country holds two thirds of our foreign debt stock.

Now China is not coming to the table, without it, the IMF and other multilaterals won’t manage to achieve anything and President Hichilema now has an egg on his face. The man who told us that he is such a respected negotiator now has to rely on Minister Ford and the UK government to plead with China on our behalf to get some commitments on debt restructuring.

It is clear that the man went into State House to be remote controlled by western capitalists and he is now beginning to realise that real power has shifted and now rests with the East. If President Hichilema wasn’t that gullible, he would have taken the presidential challenger and embarked on a trip to China to lobby support from Beijing for us to move forward over the debt quagmire. In his gullibility, his first international trip was to New York and Washington to pander to the interests of his backers who are now stuck with him and can’t move forward without China.

Our advice to President Hichilema, take a trip to Beijing now and go and engage President Xi Jinping. The boy from Kapiri you appointed as your Foreign Affairs Minister is misleading you over the role of China in Zambia’s economy. You sent him to China a few weeks ago and he came back with nothing.

Mr. President, those boys and girls from the IMF will not save your already unpopular presidency, lessons in economic and political history are plenty of leaders who lost power after they went to bed with the IMF.

It should be stated in no uncertain terms that the only true friend we have in the global South is China. Mr President, it is time to cut your huge ego and go and break bread with President Xi.

Lusambo’s ‘baby mama’ submits that DNA tests on her 4 children may be tampered with

A Ndola-based woman who claims that Kabushi PF member of parliament Bowman Lusambo fathered her four children has submitted that there is a high likelihood that the Deoxyribonucleic Acid (DNA) test to ascertain the children’s parternity may be tampered with.

Mercy Cowham, in an affidavit filed in the Lusaka High Court in support of Lusambo’s application for the four children to undergo DNA tests, stated that while she did not wish to oppose the application for a paternity test, she was deeply concerned about the safety and security of the DNA samples and where they would be taken for testing as there was a high likelihood that the same may be tampered with given the media attention this matter has attracted and the many parties interested in the outcome of the case.

“In the premises, to ensure protection of DNA samples and entire DNA testing process, I am of the view that the same should be a court supervised DNA test where neither myself nor the plaintiff will know the laboratory chosen to conduct the DNA test, except the court and the results will only be communicated directly to the court,” Mercy stated.

She added that she was agreeable to a paternity test to be carried out as it would help prove that Lusambo is the father to her children.

“I am willing to contribute towards the expense of the DNA test which expense can be communicated to the parties by the court once the court has appointed the institution(s) that will conduct the DNA test,” Mercy stated.

And Mercy stated that it was not true that Lusambo did not know her at all because they have known each other for a very long time now.

“I have been in an on and off sexual relationship with the plaintiff from 2014 to date and it was during this time that the four children I have with the plaintiff were conceived,” she said. “During the subsistence of our relationship, the plaintiff and I would meet at Ngweshi Lodge in Ndola but sometime in 2017, the plaintiff rented a house for me in Kansenshi and Ndeke area in Ndola and he would occasionally visit me.”

Last month, Lusambo filed an affidavit in support of an application for a paternity test.

He stated that a DNA test was the only sure way that the parternity of the children would be ascertained and prayed that the order for DNA be granted in the interest of justice.

Govt Must Clarify Which Subsidy Was Removed- Isaac Mwanza

A subsidy is a sum of money granted by the state or a public body to help an industry or business keep the price of a commodity or service low. So can we say that fuel was subsidised when it had some taxes under the PF regime? A tax makes fuel expensive, and as such, it is not a subsidy when it is added.

UPND Spokesperson said it was one of the conditionalities by the IMF for the Zambian Government to remove subsidies. Question is, did the IMF ask Government to remove taxes that would make fuel cheaper? What exactly was the subsidy which was removed then?

Zambians cannot continue guessing which fuel susbisy was removed by Government in which the country was able to save $809 million dollars Minister Musokotwane had told the nation about.

Just recently, Vice President Nalumango told Parliament that government is not considering reintroducing subsidies which were removed to cushion the fuel rishing prices.

So if the Vice President, and many others who are opposed to the reintroduction of the removed subsidies meant to lower fuel prices believe what they are saying, the subsidies they are referring to are not taxes that would increase fuel prices, once reintroduced.

No one knows which subsidy was removed that helped us to save money for free education, social cash transfer, etc. I don’t think that even my good friend Anthony Bwalya believes the story that there was a subsidy which made fuel cheaper, which was removed.

The biggest trouble we have is that we have an extremely beautiful Chief Government Spokesperson who cannot clarify issues. No wonder the Spokesperson for the Ministry is one now taken up the role of Chief Government Spokesperson. This is an issue the Minister should have been making the public understand which subsidies were removed such that when they are reintroduced would lower the prices of fuel.

In my view, government has not removed any subsidies that made fuel expensive. Government removed taxes that were making fuel expensive then.

We are going to be very greatful that as GBM goes to court he tells the nation what he knows more about the gassing of the people of Zambia this past year , if he is going to spill the beans which information is he likely to say which is more important than what we went through as a country . I take particular interest on statements that come from people like GBM because I do not only reflect on one single statement but the many issues that surround their being whether good or bad because we have tried to remind each other that we must be very careful as individuals the way we exercise politics on a personal level and the effects we cause on others for us to defend ourselves in the future .

We have tried to remind many politicians , senior citizens , the clergy , members of different political parties that politics of harm and hate has got factorable negativities that are always welcome to remind , I recall the statement made by MR VJ MWANGA in reference to what we don’t know about tomorrow , he said and I quote , ” former president RB (mhscriep,) was my junior in govt service but he went on to become president of Zambia “, careful the way you treat others because you don’t know what they will be tomorrow ” end of quote. What we are reminded is that every situation in life has a lesson to learn from , what happens around us teaches us many things , when you are on the side of good things you should know that fate awaits you , there is time to smile and time to cry , it is not president HAKAINDE HICHILEMA who designed the rule of nature .

GBM should stand firm and defend his innocence without borrowing any statement words to defend himself outside court , when leaders are found wanting on cases of such mature ,they rush to the ordinary citizens for sympathy and help ,but when they are enjoying their undeserved fortunes they even send us pictures while shopping in south Africa around the most expensive malls .We understand that falling from the top tree experiencing the gravity causes pain down there , but that just reminds similar people that even those who are down there do not get used to belong there , it is the means which are very difficult to meet . When you’re a leader remember if the Marx theory was applied for just one hour to equalise the feeling of emptiness and challenges , they can’t endure like us . We urge GBM to remain composed and allow the processes of natural justice to prove him innocent if at he is .God bless mother Zambia .

Former Mbabala MP Ephraim Belemu Files For Divorce

FORMER Mbabala Member of Parliament (MP) Ephraim Belemu has asked the Lusaka High Court to dissolve his marriage to Sylvia Mushipe as it has broken down irretrievably.

But the wife has applied that the Lusaka High Court halts divorce proceedings pending hearing and determination of her application for Wilful neglect, saying that Mr Belemu, has financially neglected the family since he moved out of the matrimonial home in 2012, just after been elected Mbabala MP.

According to a divorce petition filed in the Lusaka High Court, Mr Belemu said he and his wife, an accountant, married on May 16, 1998 at the Registrar of Marriages in Lusaka.

He said they have four children between them.

The petitioner said he and his wife have lived apart for a continuous period of at least five years immediately preceding the presentation of the petition.

Mr Belemu stated that they been sleeping in separate bedrooms since 2013 after a mutual agreement and the wife subsequently left the matrimonial home.

However, Ms Mushipe who had filed an application for willful neglect on December 21,2021 and obtained an order of injunction stated that the court stays the divorce proceedings.

She stated that despite having been granted an interim injunction, Mr Belemu has continued to dispose of property , among them, the Land cruiser BAE 9746 which he advertised on social media.

She adds that the husband has also sold property no. L/27362/M, in Silverest, Lusaka to Isaac Chipampe and Mercy Chipampe.
Ms Mushipe said the petitioner had hardly been providing for the children.

“ I have four school going children who urgently need maintenance and support which the petitioner has hardly been providing for, leaving everything to me since he moved out of the matrimonial home in 2012 almost immediately upon been elected as MP for Mbabala constituency. He has been in and out until finally he moved out altogether,” she said.

She said that since she filed the application for Wilful neglect, Mr Belemu has provided for two of the children although she still has to meet their other needs.

In 2011 and in his own wisdom, late President Micheal Sata transferred me from Lusaka as Provincial Minister to Southern Province in the same capacity. About the same time, he also appointed in other 9 Provinces to be led by Ministers whose great great grandmothers umbilical cords were not buried in those provinces.

Based in Livingstone, my first role was to visit all chiefs in the province. One trip to Siavonga and back took me two days. In a phone call with President Sata I explained my movements to far districts and challenges. “Southern province is vast. Maybe we must centralize the provincial office to Choma and then Livingstone can be left to specialize on its status as the tourist capital ”.

A week later just heard it announced on radio. Choma was my new domicile as provincial minister.

Next few weeks l ventured into Choma with stakeholders to find a location to have the new provincial headquarters built. Various areas were suggested but I settled to recommend the old Choma airport land area. Pilots in the past had already condemned it as a danger geographically. Turns out my tour to the site and accompanied by my then PS Inutu Suba would be to this old airport site.

A day later I was transferred back to Lusaka at MOF.

Yesterday and 10 years later, it was amazing to me to see the fruits of what I was part of conceptualizing with President Sata. The new Southern province Government administration office block is complete at the old airport land in Choma and I gather it will be launched next few weeks.

This building will be left behind standing by us all and left behind by our grand children’s generation.

It’s called sustainable development and that such projects is what should preoccupy all in the Nation.

Muchinga Province Mpika Constituency Member of Parliament Francis Kapyanga says that the situation of TAZARA workers salary arrears is still current, pressing and unattended to.

Hon Kapyanga says that this month ticks the calendar to mark 5 months of unpaid salaries for these hard-working citizens. While this in itself is something that shouldn’t happen in a society that respects another person’s hard work, it has become a norm for TAZARA workers and my mind fails to be at ease at the thought of this ordeal.

“I’m appealing to the government of Zambia, a government that was built on the promise of meaningful economic growth and service to all to pay TAZARA workers their 5 months salary arrears – no economy grows on the foundation of unpaid salaries to an active labour force,” He said.

“What should be coming to our minds every time I bring the TAZARA issue on our tables is “what do these people eat, how do they take their children to universities and colleges?” In a time as this, when the cost of living is skyrocketing, these people actually pay for transport to get to work which has significantly increased and they still don’t get paid. “

The Mpika Constituency MP said that One of the things that should be done going forward is to act on the resolutions made by the TAZARA council of Ministers on 19th October 2019 to finance the recapitalization of TAZARA by the two governments which includes the putting of TAZARA workers on the government payroll.

He said the resolution was acted upon promptly by the Tanzanian government and something we keep staring right into the eyes and do nothing about.

“I have since taken a formal complaint to the Ministry of Transport and Logistics making an urgent and heartfelt request to the minister in charge to look into this matter and bring it to halt with a lasting and sustainable solution.” He added

“My commitment to the workers of TAZARA is complete with regard to every detail, it is not superficial or partial and this is why for me, paying them today is not enough but knowing that they will be paid every month for all the years each one of them shall dedicate themselves to the industry.

A cargo jet slid off the runway during landing and snapped in half while engulfed in smoke.

The DHL cargo plane was landing at San Jose’s international airport in Costa Rica yesterday, April 7, when the incident happened.

The airport was shut down as a precaution but no crew were injured as a result of the crash.

Hector Chaves, director of the Costa Rica Fire Department, explained how upon landing the aircraft skidded, turned and broke in two, exposing its cargo.

“Units mobilised to remove the pilot and co-pilot,” he said.

“Then they applied foam to prevent a spill and now they are working on an earthen dike to avoid any fuel from reaching the drainage system.”

The Boeing 757 had initially taken off from Juan Santamaria Airport just west of the capital to fly to Guatemala City, but decided to return after detecting a failure in the hydraulic system.

DHL spokesperson Daniel McGrath said at the time the company was working with airport staff to move the plane so flights could resume.

He added an investigation had been launched to determine the cause of the incident.

Mr McGrath further said both pilots were unharmed, but one was undergoing a medical check as a precaution.

A white student is being sued by a black high school teacher for ‘harassing and ridiculing him by leaving a banana in the doorway of his classroom’

A white tenth-grade student in Virginia is being sued by a Black high school history teacher after the student was caught placing a banana in the doorway of his classroom for months.

Joel Mungo, a veteran history teacher at Menchville High School for 21 years, said he first observed a banana at his classroom doorway in October 2021.

‘A banana was left at my door.’ Mungo told WAVY 10 that the banana was nicely placed in the doorway.

Mungo initially dismissed the experience as a coincidence until it became a recurring occurrence, with the banana appearing in the same position at least once a month.

‘It was certainly a premeditated conduct,’ Mungo determined after six occurrences.

Mungo is one of the school’s few black teachers in a largely white Virginia high school.

Mungo approached school officials, who dredged up CCTV footage of one of his white 10th-grade students strolling down the corridor with the fruit in his hand.

Mungo claimed that after catching the offender, he gave the pupil an opportunity to confess, but he denied any culpability.

‘I gave the pupil the opportunity to confess.’ “Hey, did you do this?” I inquired. He responded, “No,” as if he didn’t know what he was talking about. “OK, go down to the assistant principal,” I said. He only has one Black teacher. He has a total of six teachers. Mungo informed WAVY 10 that no other teachers were engaged.

When Mugo contacted the parents, he said they were initially ’embarrassed,’ but that after the student was suspended for two days, they got ‘irate.’

Mungo stated he took a day off work because he was so upset by the scenario.

‘The year is 2022. It’s absurd to have a hate crime only for the sake of having one. ‘I was sick to my stomach,’ he admitted.

Mungo is now pursuing legal action as a result of the bigoted behavior.

‘I’m really fed up with the bigotry that exists in our society, particularly in our educational institutions.’ The bomb threats, nooses, and bananas are coming from HBCUs and other campuses, and now it’s spreading to public schools,’ he said.

‘It’s time to speak up and tell them that this will not be tolerated.’ I’m sure I’m not going to put up with it. It’s up to you to speak up. You can’t let it go on because it’ll simply keep going on,’ Mungo continued.

Attorney Ali Shahrestani, Esq. told Newsweek that Mungo would probably have a greater case against the school than the student himself in his forthcoming complaint.

Belarus’s president admits his troops have carried out ‘special operation’ in Ukraine

President Alexander Lukashenko has admitted that Belarusian troops have carried out at least one ‘special operation’ inside Ukraine.

The tyrant, who allowed Moscow’s forces to invade the former Soviet republic from Belarus on February 24, said that his forces burst into Ukraine to ‘free truckers’ allegedly captured by ‘scoundrels’.

According to Belarusian state media, Lukashenko said: ‘It got to the point that these scoundrels began to capture our people there, primarily drivers… that happened to be there at the time.

‘I warned the Ukrainians that we would be forced to carry out an operation to free these people. We carried out such a special operation and freed all our people.’

Lukashenko also repeatedly chose to use the word ‘war’ when meeting with security officials, even though Putin’s regime has criminalised the use of the word to describe the conflict.

According to Mail Online, the Belarusian authoritarian runs Europe’s most eccentric dictatorship outside of Russia, which has launched a sweeping crackdown on anti-war dissent since Kremlin forces first attacked Ukraine.

Lukashenko complained that Minsk is not a participant in rounds of peace talks between delegations from Kyiv and Moscow, which have been held in Belarus and Istanbul.

He said: ‘We are working on the basis that this war is just over the fence from our country and it affects the situation in our country in the most serious way. Therefore there should not be any separate agreements behind Belarus’s back.

Lukashenko added: ‘There can be no negotiations without Belarus. If you dragged us into this – primarily Western countries – then Belarus’s position naturally should be heard at talks.

‘We don’t proceed from the fact that we’ve been put into the same basket together with Russia.

‘No. We proceed from the fact that this war is just over the fence of our country. And it is most seriously affecting the situation in Belarus. This is why there can be no separate agreements behind Belarus’ back.’

The country’s president also said that Belarus was deemed an ‘accomplice of the aggressor’ without any evidence to back up claims, Belta reports.

Lukashenko added Belarus does not want a war at its border and once again stressed the need for negotiations.

He said: ‘We don’t need this war, because we can end up suffering the most as a result of this conflict, the conflict between the two Slavic peoples.

‘I have been saying this from the very first day of this confrontation between Ukraine and Russia.

‘We once again offered Russia and Ukraine a safe place for negotiations.
‘Our initiative was heard, appreciated, and accepted. Belarus hosted three meetings of Russians and Ukrainians where they charted ways towards a peace deal.

‘However, professional actions of our military and diplomats went unnoticed in the West.

‘Belarus was declared an accomplice of the aggressor for no good reason. This was immediately followed by new sanctions.’

Belarus has allowed Russian troops to use the country bordering Ukraine as a rear base and has hosted three rounds of peace talks close to the border with Ukraine.

In early February Russia was reported to be massing nuclear-capable missiles along with 30,000 troops in Belarus, NATO had warned.

At least 30 people have been killed and more than 100 wounded in a Russian missile strike on a railway station in eastern Ukraine.

Ukraine’s state railway company said two Russian rockets had struck the station in Kramatorsk, which is used to evacuate civilians from areas under bombardment by Russian forces.

“Two rockets hit Kramatorsk railway station,” Ukrainian Railways said in a statement.

It later added, “According to operational data, more than 30 people were killed and more than 100 were wounded in the rocket attack on Kramatorsk railway station.”

Regional governor Pavlo Kyrylenko said thousands of people were at the train station at the time of the strike, preparing to evacuate to safer regions as Russia focuses its troops in eastern Ukraine.

Reuters news agency said it could not immediately verify the information. Russia has not yet commented on the reports of the attack and the death toll. Moscow has denied targeting civilians since invading Ukraine on Feb. 24.

Three trains carrying evacuees were blocked in the same region of Ukraine on Thursday after an airstrike on the line, according to the head of Ukrainian Railways.

Ukrainian officials say Russian forces have been regrouping for a new offensive, and that Moscow plans to seize as much territory as it can in the eastern part of Ukraine known as Donbas bordering Russia.

China Is Delaying Zambia’s Debt Revamp, U.K. Says

Zambia’s reorganization of as much as $17.3 billion of external debt is being delayed by a single foreign creditor, according to U.K. Minister for Africa Vicky Ford.

“We’ve got one creditor that seems to be — one international creditor — that seems to be taking a bit more time to make a decision,” Ford, who is visiting Zambia, said in comments broadcast on Hot FM radio Thursday in the capital, Lusaka. “I discussed that with the foreign minister as well last night, and I know that he has been working incredibly hard to try and speed up that process.”

Zambia, which became Africa’s first pandemic-era sovereign defaulter in 2020, has been seeking to restructure its dollar obligations under the Group of 20’s Common Framework, a set of guidelines that the most powerful countries drafted to mitigate debt crises in poorer states. Under those rules, Zambia first needed to reach a preliminary bailout deal with the International Monetary Fund, which it did in December.

Disagreements among official creditors or prolonged negotiations with private lenders could delay an eventual restructuring deal and IMF approval into the second half of this year or even into 2023, Fitch Ratings said this week.

Zambia’s $1 billion in Eurobonds due April 2024 have fallen 6% this year to trade at 74 cents on the dollar by 3:43 p.m. in London.

Zambian Finance Minister Situmbeko Musokotwane on Dec. 15 asked bilateral lenders to form an official creditors committee as soon as possible. That’s yet to happen, even as the IMF and World Bank have since completed a debt sustainability analysis that sets the economic criteria used in negotiations for debt treatment.

Ford didn’t identify the creditor that she said has been delaying the process, and Musokotwane declined to name it when asked at a briefing on Thursday.

“I am afraid I can not release that because there are diplomatic issues that we are following,” he said in Lusaka. “Mentioning the name obviously does not help.”

Out of Zambia’s total $17.3 billion of external public-sector debt, commercial and state-owned Chinese lenders account for $5.5 billion, making the nation by far the biggest source of Zambia’s loans, according to Finance Ministry data. Zambia owes $3.3 billion in Eurobonds and interest arrears since it defaulted at the end of 2020 and stopped servicing almost all other international loans. It also has a $147 million debt to Russia’s export-import bank.

Puzzling Plans


The Chinese Embassy in Lusaka didn’t immediately respond to emails seeking comment. Chinese creditors were “puzzled” about Zambia’s restructuring plans, the nation’s ambassador to Zambia, Li Jie, said in November.

Zambia had been targeting a deal with creditors in the first half of this year, in order to have its $1.4 billion deal with the IMF concluded by June. There has been behind-the-scenes work to establish an official creditors committee co-chaired by China and South Africa, Eurasia Group said in a note to clients last week.

South Africa is still finalizing its delegation for the creditor committee for Zambia, the National Treasury said in reply to emailed questions on April 4.

Ford said she’d be discussing with the IMF and World Bank how to expedite Zambia’s debt treatment at their spring meetings in Washington from April 18 to 23.

“I’m really encouraging them to say: How can we get this process going faster?” said Ford. “Because the longer it’s going, the more that overhang of uncertainty is going to impact on people here.”

Zambia managed to raise K23.8 billion against a projection budget of K23.4 billion in the first quarter

Minister of Finance and National Planning Situmbeko Musokotwane has announced that the country managed to raise total revenues and grants amounting to k23.8 billion against a projection budget of k23.4 billion in the first quarter of the national budget implementation.

Dr Musokotwane says Zambia also recorded tax revenue amounting to k19.1 billion while non-tax revenues and grants amounted to k4.5billion and k195.1 million, respectively, within the same period under review.

Speaking when he officiated at the economic and budget implementation performance review symposium for the first quarter, Dr Musokotwane says income tax collections and insurance premium levy were above target, while value-added tax (vat), custom and excuse duties and export duties were below target.

He disclosed that non-tax revenue collections and grants were below target by 13.6 per cent and 57.2 per cent, respectively.

Dr Musokotwane said that total expenditures during the period under review amounted to k33.5 billion against a target of k33.2 billion and that the total financing was k10.1 billion relative to the target of k9.8 billion.

Dr. Musokotwane further revealed that about k5.3 billion was borrowed from the domestic market through the issuance of government securities, k4.1 billion was drawn from the special drawing rights allocation and k730.1 million was a carryover from 2021.

Speaking at the same event, minister of Energy Peter Kapala assured that the new dawn government will ensure that all players in the petroleum world market are happy to play their role in sustainable supplies of fuel to the economy and to the Zambian citizens at manageable prices in view of geopolitical tension in Europe that is having spiral effects on the global economy.

And Bankers Association of Zambia chairperson Mizinga Melu urged the government to prioritize the integrated payment system especially as the country is moving toward a cashless society using digital means, and Jesuit Centre for Theological Reflection (JCTR) Executive Director Alex Muyebe commended Government for the progress made in addressing the country’s debt situation, while Zambia Chambers of Commerce and Industry president Chabuka Kawsha said the various progressive implementations will boost investor confidence in the country
