Nigerian Police declare British national wanted over plot to ‘overthrow’ President Tinubu

The Nigeria Police Force has declared a British national, Andrew Wynne (also known as Andrew Povich or Drew Povey) and a Nigerian, Lucky Ehis Obiyan, wanted over an alleged plot to overthrow President Bola Tinubu’s democratically elected government.

The spokesman of the force, ASP Olumuyiwa Adejobi, disclosed this at Force Headquarters, Abuja on Monday, September 2, 2024, in reaction to the ongoing investigation of the EndBadGovernance protesters.

According to Adejobi, the British rented a space at Labour House, Abuja, for an ‘Iva Valley Bookshop’ and established ‘STARS of Nations Schools’ as a cover for his subversive activities.

Adejobi told journalists that documentary evidence and confessions revealed that Andrew Wynne issued directives and monitored progress of the August protest.

The spokesperson added that the foreigner provided finance and operational guidance to achieve unconstitutional regime change in Nigeria.

“The Nigeria Police Force has launched a comprehensive investigation into the activities of a foreign national and subversive elements plotting to undermine the democratically elected government in Nigeria through unconstitutional regime change and orchestrating violence across the country,” he said.

“Following extensive intelligence gathering and collaboration with other security agencies, nine suspects have been apprehended, who received substantial financial backing from foreign sources to destabilize the country.

“Preliminary findings suggest they orchestrated and funded violent protests, disseminated false information, and engaged in other unlawful activities to create anarchy and justify their illegal plot to overthrow the democratically elected government.”

“Investigations have identified a foreign mercenary, Andrew Wynne (also known as Andrew Povich or Drew Povey), a British national, who built a network of sleeper cells to topple the government and plunge the nation into chaos

“He mobilized and deployed several billions of naira to his Nigerian collaborators, urging them to mobilize the public to violently storm police facilities and military barracks, anticipating a bloodbath that would instigate international condemnation of the Nigerian Government

“This acts are in clear violation of the Terrorism (Prevention) Act 2011 and other relevant laws.

”Since the commencement of investigations, Andrew Wynne has fled the country. He and one of his local coordinators, one Lucky Ehis Obiyan have accordingly been declared wanted and global hunting for them has commenced in connection with this investigation

“The Inspector-General of Police (IGP), Kayode Adeoly Egbetokun, while condemning the activities of the group, has since activated the INTERPOL tools and other global policing networks to support ongoing domestic investigations aimed at locating and apprehending the suspects at large ”The IGP assures the general public that the Force will leave no stone unturned in dealing with and bringing to deserved justice, any individual or group threatening our national security and peace or providing any movement with the motive of truncating out democratic government through unconstitutional means

“We recognize and remain committed to protecting citizens’ constitutionally guaranteed fundamental and democratic rights to peaceful assembly and free expression

“However, we advise citizens to be wary of subversive elements who weaponize and commercialize protests for personal financial and ideological benefits.”

Salah’s deal at Anfield to expire next summer

Mohamed Salah has revealed that his contract with Liverpool is set to expire next summer, and there have been no discussions about a renewal.

Manchester United manager Erik ten Hag has defended his team after a disappointing 3-0 defeat to Liverpool at Old Trafford, insisting that it’s too early to lose hope in the season.

Despite the loss, Ten Hag remains confident that his side can still compete for silverware, dismissing any notion that quick fixes or “magic” solutions exist.

Liverpool dominated the match, with Luis Diaz scoring twice within seven minutes in the first half. Mohamed Salah added a third goal shortly after the break, sealing a comfortable victory for the visitors.

The defeat was particularly disheartening for United fans, who feared a repeat of the 5-0 thrashing Liverpool handed them in the same fixture back in 2021.

………When you critically evaluate President Hakainde Hichilema (HH) from a party leadership perspective, you will conclude that he is a defined political statute in terms of control and direction strength. Despite failing and disappointing Zambians in many sectors, HH is still on top of his UPND ruling party as well as his UPND alliance government with defined political control over top officials, structures and membership countrywide. This solid leadership personality cult is evidently lacking everywhere across the chaotic, lukewarm and indecisive opposition…..

Introduction

Unlike PF which was torn apart and has been shared into “Chabayama” political pieces since the death of its founder in 2014, HH has kept UPND politically intact since 2006 and consequently pushed it into power in 2021. His personal control and leadership over the Mazoka party for more than 18 years now is brutally unshakable, in-comparable and must be admired and commended by all objective observers and analysts.

But with all such good leadership merits, what is really making HH fail to govern Zambia, betray to deliver on campaign promises and now stand politically so vulnerable and naked before voters going into 2026? Among many reasons, this article tried to scrutinize, understand and concluded that his choice and type of political appointees at state house, cabinet and top government levels are equally more responsible to explaining this unpalatable story of leadership crisis and governance failure before him. In detail, this is why and how:

1. Zambia is a presidential system with a fusion of power. This entails that a president appoints cabinet ministers from elected parliamentarians-MPs. Under such a system, you need well trained and experienced expert team of permanent secretaries to competently run sectors and cover up for the policy shortcomings of non expert cabinet ministers. But if you further appoint cadres as permanent secretaries, you create a mountain crisis in terms of public service delivery. If you pick my three comrades in Kangwa Chileshe, Thabo Kawana and Pilato as classical examples of HH’s key sector PSs versus the expert competencies of their respective Cabinet ministers, then you clearly understand why Bally has created a performance failure and crisis in many sectors for himself.

2. Clearly, President HH has created an expert deficiency at PS and Minister levels in many sectors! When it comes to the performance of sector ministries, republican president rely more on permanent secretaries with technical capabilities and expert experience. However, HH’s government seem to be in a crisis at both PS and minister levels in many sectors. Take the stubborn crises and even scandals in the ministry of health, energy, mining, agriculture, infrastructure, finance, foreign affairs or local government, it clearly shows that many PSs under HH are mere political “Bootlickers” than competent experts in their respective sectors.

3. In the UPND government, the sense of having “Yes Bwana, Yes Bwana type of Cabinet Ministers” is equally high. How many UPND cabinet ministers seem politically confident in public discourses and boldly presents themselves as co-rulers with HH? How many cabinet ministers as well as provincial ministers under HH are widely known by the masses? Personally, l cannot list more than ten. At Man City, Barcelona or Real Madrid, genius players are popular known and celebrated by their fans! Now your guess is surely mine about HH’s key cabinet appointees. We have told that ACC is investigating a sea of HH’s cabinet ministers for corruption allegations. And I presume that many of such under surveillance are vividly incompetent but HH is shielding and keeping them liked baked bans for Christmas Eve in 2026!

4. Even in Lusaka, very few people at City market, Chirundu main bus station or Feira Fish Market know their provincial minister under the UPND government. It is the same story you find in Muchinga, North Western, Eastern or Central Provinces. This is a mark of leadership mediocrity or failure. It is terribly disappointing and shameful for any government! The fact that majority cabinet and provincial ministers are only known by HH himself and their families than the masses must make Bally panic politically going into 2026. This entails that their political value to both HH and Zambians is very low. Clearly, many seem to lack assurance, confidence and capacity to rise and shine in their respective positions!

5. Once a President is surrounded by non expert advisors who merely report to him on a daily basis like Muchinga butterflies, then, that leader faces serious political challenges in terms of providing public service delivery supervision, quality control and policy oversight. State House is the highest organ of government and must be stocked with the best experts and policy advisors to manage the presidency. If you do a basic performance appraisal of the political, economic and media performance of HH’s presidency, you instantly trace higher mediocrity and dangerous incompetences everywhere. When such incompetent political liabilities are kept longer at the presidency as “useful idiots” and anointed praise singers, such a president is a step ahead into handing over power in the next election.HH is exactly standing on this point today!

6. In the US, we see President Donald Trump being proactive by avoiding “Yes yes Mr President” type of advisors ahead of November 2024 presidential elections by appointing respected and experienced experts as his presidential advisors. Last week, Donald Trump appointed Robert F. Kennedy Jr and Tulsi Gabbard, two former Democrats who have endorsed him to become part of his transition team responsible for shaping his key public policies and selecting top administration appointees if he becomes president. This is what a president who understands statecraft, sovereign management and efficient public service delivery do: they lock themselves with defined and competent experts at the “presidency” and not appease unschooled party cadres with key state positions.

7. So far, I have keenly followed and concluded that HH is still taking 2026 for Choma comedy or Mafinga jokes by entrusting key government positions to ‘Yes Yes Your Excellency” type of praise singers. The signature of “I am guided sir” type of presidential personnel is too visible under the New Dawn Administration. How can presidential advisors or PSs who are specifically employed to help a sovereign leader on technical and policy issues be “yes yes sir” type of key personnel? When you hear some of HH’s advisors, cabinet ministers and PSs speak in public, you immediately start mourning for Zambia! Even HH’s running mate and now Republican Vice President is another dangerous political liability around him if you follow her debates in parliament!

8. When you critically analyze HH’s policy blunders and near crisis speeches either during his own official press conferences, public meetings or indeed political rallies, you clearly see a higher level intellectual dwarfism and expert mediocrity in his personnel responsible for policy and technical matters. And this is how they will sink him politically in 2026 without any doubt because he has misguided himself by being surrounded with “yes yes sir” technical advisers. President HH must know that it’s Garbage in, garbage out!

9. While HH may still enjoy a handful praise singers singing for him like our flamboyant birds of Lower Zambezi as if they are collecting monthly “Tenth and Political Offerings” from Community House, the truth is that Bally has appointed and is entertaining many dangerous political liabilities, useful idiots and incompetent bootlickers both at state house, cabinet, PS and party levels. Many of these will certainly sink and bury him going into 2026 if he does not reform or reshuffle if not expel generously and urgently!

10. So, in as much as we see HH as a political failure as well as economic disaster in his three years of power, Bally has some covert political strength that should have adorned him to shine before Zambians if he had competent and confident leadership at state house, cabinet and PS levels. We are talking about a president who is in full control of his political organization and membership across the country but grossly failing in terms of public service delivery almost everywhere. This is where he needed to check his back on his top government appointees!

11. The critical question is the same. Why is HH who still has elephant’s ears, giraffe’s vision, buffalo’s power and lion’s influence over his UPND supporters countrywide pathetically failing to deliver in key areas such as agriculture, health, energy, mining, infrastructure or external affairs? In 2026, he will also realize and regret that the choice and type of political appointees you entrust in key positions at state house, cabinet, PS and parastatals levels have a bigger signature in politically sinking you out of power. HH should ask ECL, he has many examples to teach or guide him on such!

12. In 2009, I was working at the Ministry of Foreign Affairs as political secretary in charge of North and South America. My director, ambassador Kapoma as our PS and myself went to brief President Rupiah Banda before his trip for the ASA Summit in Venezuela. At state house, we found president RB with Dr. Francis Chigunta, my former lecturer at UNZA as one of his top advisors. RB did indicate the he wanted State House to be flooded by experts in different areas so that it is easy for him to engage ministers, PSs and under the performance of his government. This is what HH needed to do from 2021. But like RB and other former presidents, l see HH bringing experts in many key positions after his titanic government is completely sunk and about to disappear. It does work and even now, it is too late for HH because he only has a year to start vigorous campaigns!

Conclusion

The political appeasement of flooding known incompetent cadres and dangerous human liabilities with key government positions at PS, presidential advisors, cabinet ministers, diplomatic and parastatal levels has never helped any president to defend power anywhere but to easily lose it in the next election. Voters elect presidents to diligently work and effectively deliver for them. If that is not achieved like in the case of “Bally Will Fix It”, start preparing to go back to the farm. This is a classic testimony awaiting HH after August 2026! There is no one who has produced mangoes by planting soya beans. And president HH cannot be the first one.

Law on asset declaration is inadequate – Kaaba

SOME of our law simply requires (one) to declare when you come into office and when you leave but then what happens in between, wonders former Anti-Corruption Commission (ACC) board member O’Brien Kaaba.

Dr Kaaba noted the need for a comprehensive legal framework regarding the declaration of assets as a way of fighting corruption.

He said this during a high level public discussion forum on lifestyle audits and asset declaration mechanisms organised by Transparency International Zambia (TI-Z) and Chapter One Foundation in Lusaka on Thursday.

“When trying to frame comprehensive legislation on asset declaration there are five things you need to focus on. The first one is you need a comprehensive legal framework unlike the current situation where we don’t have a comprehensive legal framework in dealing with all the key current members in government…” he said.

Dr Kaaba added that the law is inadequate in terms of what should go into declaration “identity.”

“The second is the content and frequency of declarations. The current law is inadequate in terms of what should go into declaration identity when it covers assets and liabilities…” he said. “Some of our law simply requires (one) to declare when you come into office and when you leave but then what happens in between? That makes it difficult to use this law as a tool for checking on how people are living, whether their current way of living is consistent with their level of income or not.”

He also said the level of officials who should make declarations should also come to play.

“So you know that our laws, some of the key people who should be captured by the law are not. So the President himself is not required to declare his assets except during elections as a candidate. But then that is for purposes to run as an electoral candidate and not for the purposes of accountability and fighting corruption,” he noted. “The law does not cover military personnel, judges and other senior officials as it exists now. So there is a weakness in that some of the key people who are exposed to the likelihood of corruption… they should be covered but they are not covered by the law.”

Dr Kaaba said when one is thinking of the level of officials, they should not just be thinking about public officials.

“But also there should be a mechanism in the law for cascading the requirement when need arises… other officials who might play a key role or facilitate… such as the people in procurement or accountants,” said Dr Kaaba. “In Mauritius the law, for example, allows that the requirement for declaring assets could be extended to other officials when the need arises. So currently they extended that to prison officials. I think one of the issues they were dealing with is to do with drug cartels. People could be in prison but they continue running their businesses from prison…”

The Consortium championing the revamping of the mining sector says Konkola Copper Mines Plc will make a vital contribution towards the 3 million metric tonnes of copper production target per annum by 2031.

Consortium Chairman Samuel Banda says since the take over of KCM by the investor Vedanta Resources, there is progress at the mining firm.

Mr Banda, who is also Advocates for National Development and Democracy Executive Director, says the reopening of the mining firm has also resulted in job and business opportunities.

“As a consortium, we want to indicate that KCM, under the management of Vedanta Resources, will not just create employment and business opportunities, but will also enhance socio-economic development in our country. We also know for sure that KCM will make a vital contribution towards a 3 million metric tonnes of copper production target per annum by 2031,” he said this when he featured on Prime TV’s Day Break Programme.

“KCM, being a mining giant, will also ensure that copper production output will be increased, which will facilitate an increment in export copper trading volumes. Copper being a major export trading commodity will actually help the government also attain the 6% economic growth projection of 2025.”

He called on stakeholders to ensure that they are supportive to the growth of the mining firm.

“Once again, we want to call on stakeholders such as suppliers, contractors, the government, workers etc to support the mining vision of Vedanta Resources of resuscitating KCM. We believe that development can only be achieved through collective efforts. We urge all stakeholders to work together to transform KCM into a world-class mining giant that will contribute positively to our national socio-economic development holistically,” he added.

“We also want to urge contractors and suppliers, now that their businesses which were collapsed as a result of financial constraints when KCM was not operating optimally, to consider improving the working conditions of their employees. It’s a sad development to hear that the employees of these contractors are getting as less as K1,500. Now, considering the rising prices of these commodities and high cost of living, K1,500 cannot improve the welfare of the employees. So these employees need to be motivated to remain productive and contribute to the businesses of these suppliers and contractors.”

The Catholic Church in Zambia celebrated a historic milestone on Saturday, August 31, 2024, as the Ndola Diocese was elevated to an Archdiocese, and Bishop Benjamin Phiri was installed as its first Archbishop. The ceremony, held at Levy Mwanawasa Stadium in Ndola, was attended by dignitaries, including the Vice President of Zambia, Catholic Bishops from Zambia and Malawi, and faithful from across the country.

In his address, Archbishop George Desmond Tambala of Malawi congratulated the Catholic Church in Zambia on this achievement, noting that it signifies growth and hope for the Church in the region. He pledged solidarity and prayers from the Catholic Church in Malawi.

Archbishop Ignatius Chama of Kasama expressed gratitude to the Holy Father, Pope Francis, for establishing the ecclesiastical province of Ndola and appointing Archbishop Phiri as its first Metropolitan Archbishop. He is seeking an Order compelling the former vice President to hand over possession of Certificate of Title No. L7179 relating to Lot No. 7273/M, Lusaka, Certificate of Title No. 6167 relating to Lot No. 7290/M, Lusaka and the Certificate of Title relating Lot No. 7291/M, Lusaka.

The muscular photographer is also is seeking an order restraining Kavindele from interfering with the lawful possession and making any entries through the Registrar of Lands and Deeds on Lot No. 7273/M, Lusaka, Lot No. 7290/M, Lusaka and Lot No. 7291/M,

He wants damages for inconvenience occasioned to him by his father Enock Sr, and interest on all sums found to be due.

In his statement of claim Enoch Jr. said he was suing his father by virtue of a Power of Attorney granted to him by his grandmother on August 13, 2024.

“The Donor is the legally registered owner of Lot No. 7273/M, Lot No. 7290/M and Lot No. 7291/M all situate in the Lusaka Province of the Republic of Zambia,” Enock jr said.

“On August 13, 2024, the donor executed a Power of Attorney in favour of the Plaintiff wherein he was authorized to administer all matters relating to the properties.”



Enoch Jr. said he was authorized to execute, sign, seal with his own name on behalf of the Donor and deliver all deeds, instruments, documents, contracts and writings which may become necessary for the fulfilment of any transactions relating to the properties.

He said the power of attorney gave him authority to receive all rentals and other proceeds relating to the properties on behalf of the Donor and administer them for her.

Enoch Jr. said other conditions among others was to restrict any third party from administering the properties in any way.

He said since the acquisition of the properties by his grandmother in 2002, the Certificates of Title for properties have been in the possession and custody of his father Enock Kavindele snr.

Enoch Jr said upon obtaining the Power of Attorney, he engaged his father to hand over possession of the three certificates of title to enable him undertake his duties under the Power of Attorney based on the general and specific instructions of Maria Senda Mampata.

He said his father has outrightly refused to hand over the certificates of title despite several requests and demands to do so.

“The plaintiff has therefore been unable to undertake his duties under the Power of Attorney, which include timebound transactions, due to the defendant’s continued refusal to handover the certificates of title,” said Enoch Jr.

“By virtue of the defendant’s conduct, the donor (Maria Senda Mampata) has suffered and continues to suffer grave loss and damage.”

The Minister of Health Hon. Dr. Elijah Muchima has disclosed that donors withheld a collasal amount of $17million for purchase of medicines due to suspected acts of corruption at the Ministry.

This revelation is serious and is extremley worrying and action must be taken against the corrupt.

Corruption cannot be fought in silence or in secrecy. Details of Ministers under criminal investigations must be disclosed for the sake of transparency and accountability.

For example, the septic wound at the Ministry of Health, was allowed to fester for too long without action and clearly caused unkown nimber of loss of lives and institutional damage.

First, there has been a persistent lack of medicines, medical supplies and laboratory reagents. Further, Hospital equipment and diagnosis machines are broken down.

Despite the persistent shortages and loss of lives occasioned by lack of drugs, the previous Minister refused to buy medicines from current suppliers and manufacterers, repeatedly and publicly called them “an indian cartel”.

She also blamed doctors,nurses and pharmacists of being behind the critical shortage of drugs as they were another pilfering ring!

Then the corruption directly involving the Minister regarding the tender of the construction of the infectious disease hospital and the $70million purchase of drugs from Egypt, broke out. There was no action against her.

Further when the scandal of the 61 trucks carrying medicines worth $25million marooned at a yard in Makeni in Lusaka for seven months, the Minister thought by her usual blame-game of bureaucracy and the so-called indian cartels and passing the buck elsewhere, she would, once again escape scrutiny and accountability.

Since 2022, the Cancer Diseases Hospital has broken down and literally lie in a state of disuse. Currently 800 patients are in need of urgent chemotherapy and radio therapy and government can only evacuate to India about 20 patients per cycle -funding permitting!

Sometimes deaths as high as 10 patients are recorded per week from among those patiently waiting for their turn to be flown to India for treatment.

Secretary to Treasury, Felix Nkulukusa announced that the Ministry of Health receives priority attention and funding.

This troubled stakeholders. How can a Ministry receiving increased allocated budget funding suffer such crises and shortages?

The budget allocation for 2021 was K9.2 Billion and it was increased to K12,4 billion in 2022 representing 35% increment. 

In 2023, the total budget for Ministry of Health was K16.1 billion, representing a percentage increment of 30%, out of which K14.7 billion was from GRZ and K1.3 billion from Cooperating Partners.

Followingbthe recruitment of 11,200 new health workers, the Personal Emolument budget was allocated K7.7 billion while the Non-Personal Emolument had a total budget of K8.4 billion which is inclusive of K1.3 billion from Cooperating Partners through their direct budget support. 

It is also important to note that several donors provide off-budget support.

But despite this, the country has also suffered big disease oubreaks such as Cholera, dysentery, anthrax, syphilis as systems of diseases surveillance, prevention of outbreaks and epidemics have collapsed.

Previously, President Hichilema fired Permanent Secretaries, but the operational matters became worse and the corruption perception rose.

The ACC Deputy Director General Monica Chipanta-Mwansa confirmed that the Commission was investigating some Cabinet Ministers and senior government officials for corruption.

President Hichilema has protected the names of the suspected culprits, and todate,have not been publicly named.

Now we have learnt that cooperating partners withheld funding to the Ministry of Health.

The culprits that caused this crisis remain free, unaffected and the damage and loss of lives occasioned is treated as merely a by-the-way issue as Government continues to pretend to be fighting corruption!

Shamakamba was an incompetent ACC director general, insists Kaaba

UNZA lecturer Dr O’Brien Kaaba says, although he is not the author of the articles published by Daily Revelation, he can confirm that former ACC director general Thom Shamakamba’s legal practice, has significant flaws and has not been premised on integrity and professionalism.

Dr Kaaba charged that Shamakamba’s tenure at the Anti-Corruption Commission was characterized by incompetence, lack of confidentiality and failure to effectively prosecute cases of corruption which led to the entire Board formally complaining to President Hakainde Hichilema, about his conduct.

Shamakamba has sued Daily Revelation and Dr Kaaba in the Ndola High Court, demanding US$500 million for labeling him corrupt.

He contended that the words complained of in the Article imply that he is corrupt, receives illegal actuaries, he is a compromised person or captured by corrupt persons or institutions, incapable of fighting corruption and was in a syndicate that shields corruption.

Shamakamba wants the Court to order the newspaper company and its source to render a public apology and retract the falsehoods that he was cutting deals with Solicitor general Marshal Muchende to shield graft.

He said the apology should be widely circulated on the same platforms used to defame him.

But in his defense Dr Kaaba said he wrote two articles, under his hand on a student blog called Amulufeblog entitled “Rescuing the fight against coruption from colapse: The President must act,” and “Three things that have gone wrong with the fight against coruption and what the president must do,” published on 10* Juyl 2024 and 14th July 2024 respectively.

He said the Law Association of Zambia (“LAZ”),  had objected to Shamakamba’s appointment during ratification, as Director General of the Anti -Corruption Commission.

“The plaintiff has been subject of several disciplinary actions by the Law Association of Zambia and in no case was the plaintiff cleared,”Dr Kaaba said.

“The Law Association of Zambia Could not support his appointment as Director General
of the Anti-Corruption Commission because it never cleared him in all disciplinary matters brought before it.”

Dr Kaaba said Shamakamba has a checkered history of legal practice and has been involved in several cases of alleged unethical behaviour, including the forgery of a will.

“The current system for appointment of the Director General of the Anti-Corruption Commission is based on a “tap-on-the-shoulder” system which is shrouded in secrecy and is seriously lacking transparency and credibility, and as such cannot be termed to be “merit based””. he claimed.

He alleged that Shamakamba was not subjected to any from of competitive process in his appointment.

“It is true that the plaintiff lacks integrity and therefore, the words impugned by the plaintiff are true and amount to fair comment on a matter of public interest,”he emphasized.

“The Plaintiff inappropriately used his power as Director General of the ACC to give immunity to four(4) of the accused people involved in the Ministry of Finance scandal which was being investigated by the ACC, thereby shielding them from prosecution and justice and as a result, some of the said accused persons, despite being allegedly involved in serious acts of corruption, have retained their senior positions in government.”

Dr Kaaba alleged that Shamakamba as Director General of the ACC has been involved in serious acts calculated to undermine the fight against corruption.

“In one instance, involving a case of corruption involving a pharmaceutical company, which case was jointly being investigated by the police and the ACC and the passports of suspects confiscated, the Plaintiff as Director General of the ACC called for the file and without justifiable reason, released the passports of the suspects, thereby aiding and abetting their escape from the jurisdiction and to date the suspects are still at large; and further, in unclear and unjustified circumstances, the Plaintiff personally wrote to the Ministry of Justice to the effect that the investigation had closed and therefore, the 6 million United States dollars which was
frozen in the said mater should eb released,”he said.

“At the time the Plaintiff was appointed Director General of the ACC, a number of cases involving current senior government officials were in progress and had reached an advanced stage, but from the time the Plaintiff was appointed, no notable progress was made in these cases and as a result, persons suspected of serious acts of corruption have continued to operate with immunity and in one case, one was promoted from Director to Permanent Secretary as a result of the failure of the Plaintiff to act on alleged corruption decisively.”

Dr Kaaba said Shamakamba personally wrote to a former senior government official to promise him immunity from prosecution if only he could return about one-third of the money found in possession of the suspect believed ot be proceeds of crime.

“The concerns about the capacity, propriety and integrity of the Plaintiff are common
knowledge and have been openly canvassed by Mr Musa Mwenye S.C., the former ACC Board chairperson and the Republican President openly reprimanded Shamakamba about his lack of seriousness in fighting corruption during the launch of hte National Anti- Corruption Policy,” Dr Kaaba said.

He said  that Shamakamba has not suffered any harm as he never mentioned his name, in the two articles he published .

Dr Kaaba added that he is not the author of the article published by Daily Revelation subject of the proceedings, but that the article contains verifiable truths, is factual and relates to a discourse that is a matter of public interest.

“The Plaintiffsi not entitled to any of the reliefs sought from the Court,”said Dr Kaaba.

Revolt at MTN over CEO’s ‘female favourite’

An ugly battle is brewing at MTN over the direction Africa’s biggest mobile network operator is taking under group CEO Ralph Mupita, with executives threatening to quit en masse over his leadership style amid allegations of a lack of accountability and favouritism.

At the heart of the issue is Mupita’s close relationship with a top female group executive – others in the C-suite complain that he has improperly tried to divest them of their executive responsibilities and hand them over to her.

Multiple sources, internal and external, have confirmed that the relationship between Mupita and the woman, whose name is known to the Sunday Times, was of such concern that it was discussed at a group board meeting held in China this year.

It is also at the centre of an anonymous complaint laid by a whistleblower, which has prompted the board to appoint a law firm to investigate this and other allegations, including that a culture of fear permeates the company.

The ructions come amid a disastrous financial performance by the group, with profit plunging 80% in financial 2023 and a reported loss of almost R10bn in the half-year to June.

In response to detailed questions, MTN said: “The group board has initiated a verification exercise in response to complaints received against certain senior executives. Once the process is concluded the board will deliberate.”

Senior leaders at MTN who spoke on condition of anonymity alleged attempts had been made to transfer some of the responsibilities of Charles Molapisi, CEO for South Africa, to the woman executive. They said the head of legal affairs had fought attempts to report directly to the woman.

They said the executive committee was divided and some executives were strongly pushing back against Mupita.

“There is a culture that is causing underperformance,” said one former MTN executive. “There is leadership infighting and the group executive committee has been weakened. Two to three outliers are strongly pushing back against [Mupita] but others are scared to do so for fear of being sidelined.”

There is apparently pressure from the board on Mupita, who has a year left on his contract, with one senior manager alluding to “cause for concern to the business as the female executive now has a powerful voice in the business”.

Another source said: “The entire culture has collapsed across the group. In turn the group CEO is accusing some of the executives of plotting to oust him.” Mupita was on “borrowed time”, this source said, especially given the poor financial performance of the group.

When the Sunday Times sought to obtain comment from Mupita yesterday, Nompilo Morafo, the group chief sustainability and corporate affairs officer, said the CEO was travelling from Asia and he would be able to respond “by Monday morning”. She referred the newspaper to the board, which was handling the matter.

The board said: “MTN is not in search of a group CEO as the current contract remains in effect.”

The board is said to be reluctant to initiate conversations around the possible renewal of his contract. A meeting of its nomination committee, at which the issue was due to be raised, has been postponed for three months. It is not clear if this was meant to give the board time to finalise its investigations into the complaints against Mupita.

Some of the sources said there was such value destruction of the company that four significant investors had started to work together to oust the group CEO. Another alleged some of the big investors were also gunning for board chair Mcebisi Jonas, but this could not be independently verified.

Mupita joined MTN in April 2017 as CFO and became CEO in September 2020.

The company’s underperformance has repeatedly been raised as the main reason some investors are gunning for Mupita.

In comments accompanying the woeful first-half results, MTN said earnings had been hit by the plunge in value of the Nigerian naira and the war in Sudan.

But one insider said the business’s problems were fundamental and long-standing, and blaming the currency devaluation was “a sideshow”.

In a media briefing following the release of the results, Mupita said the underlying business was performing well despite the currency headwinds that hit the business, which were beyond the control of management.

The balance sheet was in much better position than in the past, he said. When he joined the group, 80% of the debt was dollar denominated and now it was 22%. “So we degeared and derisked the company very significantly to be able to withstand the shocks. If the balance sheet looked like it was, then we’ll be having a different story,” he said.

He said the group was going through a cycle and the investment case remained strong.

At the same media briefing, group CFO Tsholo Molefe said MTN tried to manage currency risk by localising as much as possible.

“In Nigeria it’s difficult for hedging strategy. The only hedging I can do is try and localise as much as possible. But a lot of material that we get is actually denominated in dollars.”

Another source said the board was concerned about the amount of time it takes to implement strategies. Four years ago, MTN unveiled its ambition 2025 strategy that included selling minority stakes in its fintech business, selling shares to locals in some markets, growing fintech subscribers to 100-million across all markets and attracting 10-million fibre customers. Some of the targets, including exiting Afghanistan, have been achieved, but others such as the fibre-subscriber number will likely be missed.

“Take the Mastercard card partnership; the discussions took around 18 months or so and … it’s almost two years now the rollout of the partnership is slowly starting,” an insider said.

At the half-year results presentation, MTN said it was “making good progress in the commercial rollout of our card issuance and acceptance in line with our partnership with Mastercard. We are prioritising seven markets in our card issuance road map and four markets for card acceptance during 2024.”

It is not clear when the board investigation will be completed.

Is Zimbabwe headed for another coup?

This season we are living in, it’s not a time for a hairdo. People are perching on the edge of the cliff.

There is a loud whisper drifting around, almost like a wish among many. These chaps will burst each other any time; but let them do it, we don’t quite care about it. That’s what you will hear in the dark corners of the dingy pubs.

They are referring to the gory succession politics in Zanu-PF, which, on the unwritten rule, also interchanges with the government. Let’s put it more directly. Many people feel and think that there will be another coup in Zimbabwe.

Here is the thing. President Emmerson Mnangagwa has on two occasions said that he will not extend his tenure in office beyond 2028 when his second term expires because that would be against the constitution. But even then, not many people are taking his word.

That’s because the Zanu-PF structures — well, the dominant faction and kowtowers thereof — are keeping on with the slogan that says Mnangagwa must be in power beyond 2028. Inadvertently, they are acknowledging that the president, who replaced the late Robert Mugabe through the 2017 coup, is moving too slowly with his agenda such that he would need more time to do so after 2028.

Yet, on the hand, there seems to be a Zanu-PF camp that hates that talk with a passion. This camp has been linked to Mnangagwa’s deputy, Constantino Chiwenga, who led the 2017 power transfer as commander of the Defence Forces.

They are crying betrayal. We have heard for quite a while now that this camp wanted Mnangagwa to hand over the reins to Chiwenga even before the expiry of the former’s first term between 2018 and 2023.

This reported standoff between the two coup masters is what is giving space to the feeling that there could be a coup any time.

In essence, there is suspicion that Chiwenga will lead a coup against Mnangagwa so that he can get his chance to rule and chow with chosen eaters.

In the main, two things have fed that speculation quite generously.

Unlike most of the people in the Zanu-PF and government structures, Chiwenga has not endorsed the Vision 2030 slogan that is being used to moblise for Mnangagwa to stay post-2028.

Secondly, and very tellingly, Chiwenga has spoken with a twisted tongue to apparently condemn the 2030 campaign.

Just recently, he said people must not owe their allegiance to individuals but Zanu-PF and Zimbabwe.

Those individuals, when interpreted in the court of public opinion, are Mnangagwa, Mnangagwa and Mnangagwa.

The logical thinking, then, is: If Chiwenga led a coup back then, he will lead a coup again if he is not too happy with the king.

Never mind the fallacy in that, the argument still makes sense. And, quite interestingly, there are so many rastas out there who believe that the army will any time from now do a Mugabe on Mnangagwa, in favour of Chiwenga.

We will talk about this in two different breaths. This week, let’s try to get a firm understanding of the factors and conditions that aided the 2017 coup.

That way, we will then be able to decide whether or not Zimbabwe will see another coup any time in the near-to-not-so-distant future. There is this simplistic and pretty myopic thinking that the 2017 coup was possible because the army, then led by Chiwenga, wanted and decided to do it. The truth, though, is that Chiwenga and his army might have wanted a coup as much as the Chiadzwa diamonds but it would not have succeeded if that wish and plan were not enabled by other compelling factors.

Mugabe’s overstay in power was one of the leading issues that motivated and inspired the coup. The internal — that is within Zanu-PF — and external resentment around Mugabe’s drawn-out stay in power started developing seriously from the late 1990s. That was when Zimbabwe’s economic and political fortunes started plummeting.

The likes of the late general, Solomon Mujuru, increasingly got frustrated with him because he was hurting their commercial and political interests, especially as they related to global dynamics following the introduction of sanctions at the turn of the millennium.

Mujuru led a Zanu-PF faction fronted by his wife, Joice, that pushed both overtly and covertly for Mugabe’s removal, culminating in the political sabotage or “bhora musango” of 2008 towards that year’s elections when they prodded Simba Makoni to form the ill-fated Mavambo party.

Of course, by the time of the coup, the Mujuru faction had been weakened when Joice was removed as VP in 2014 to make way for Mnangagwa and camp loyalists like Rugare Gumbo and Didymus Mutasa sent running for cover.

But what you can’t take away is the fact that the Mujuru faction had a huge following in Zanu-PF, so there was critical resentment of Mugabe in Team Gamatox, as the Mujuru camp got to be known.

There is a telling irony, though. The very architects of the 2017 coup, chief among them Mnangagwa and Chiwenga, seem to have privately hated Mugabe’s continued stay in power, but publicly and practically supported his rule.

Mnangagwa, in particular, felt it was his turn to take over from the aged Mugabe. But, in order for his dream to come true, it was necessary to keep Mugabe in the chair till the opportune time.

However, the longer Mugabe loitered in power without anointing him a successor but instead played his camp against Mnangagwa’s rivals that came to be known as G-40, the more precarious it became for the current president’s power plans.

Number two, the army factor.

In retrospect, the military-assisted power takeover from Mugabe is something that took a long time in planning before execution in November 2017.

Clearly, Mnangagwa and Chiwenga shared the same vision of having Mugabe removed. Especially on the eve of the coup when the G-40 that incorporated Grace Mugabe became increasingly publicly critical of the army.

So, there was this hugely useful readiness in the army to pressure Mugabe out. It was of particular value that Chiwenga was the CDF. He had enough power and influence to rally most of the military in favour of Mugabe’s removal.

The rank and file in the military, even if it may not have liked the idea, had no choice but to follow orders.

But then, the rank and file had already started what looked like a rebellion because of frustration caused by the economic hardships during Mugabe’s rule.

You will remember the shop lootings and the raid at the farm of then governor of the Reserve Bank of Zimbabwe by low-ranked soldiers as hyperinflation turned gunners’ salaries into trash paper, which they were battling to get from the banks, anyway.

In a way, the army was generally united against Mugabe. Fine, the likes of Perrance Shiri, then in charge of the air force, were somewhat shifty.

Shiri, as you will remember, was strategically absent from the then KGVI Barracks presser when Chiwenga announced the military’s frustration with the political situation in the country a few days before the coup.

Thirdly, the external factor. There are anecdotal indications that some powerful countries like China and Britain favoured Mugabe’s removal. There is some rhyme in that. When Chiwenga called the press conference at the now Josiah Magama Tongogara Barracks in Harare, he had just returned from China. The coincidence is informative.

And Mugabe had just kicked out major Chinese miners like Anjin and Jinan out of the lucrtaive Marange diamond fields. He had previously complained bitterly about Chinese dishonesty in the so-called mega-deals.

Britain was among the first to embrace the post-coup administration, most probably because it loathed Mugabe for his perennial anti-British rhetoric. Mugabe had become intensely unpopular locally, regionally and internationally because of political misrule, corruption and human rights abuses. Millions of Zimbabweans didn’t like him.

Sadc saw him as a burden and the local opposition would do anything at its disposal to have him out.

That is why it led the impeachment process against Mugabe. Ever wondered why Sadc never condemned the coup? The West and East had also basically become united against Mugabe.

Number five, political laxity. Mugabe was regularly briefed on the intentions and actions of the Lacoste movement.

Even G40 players like Jonathan Moyo were well aware of what was happening and warned Mugabe.

Ironically, though, they seemed not to believe their own fears because they, instead, went home to sleep soundly.

The issue is that, mainly, they never believed that Team Lacoste had the capacity to do a coup.

Mugabe later said he feared a bloodbath, considering that the army was heavily involved, but that sounds like a political statement because he could have gone ahead and reshuffled the army well in time.

When they tried to arrest Chiwenga at the airport upon his return from China, the horses had already bolted.

Then there was Mugabe’s age and his judgmental competence. This could partly explain the political laxity.

Already in his mid-90s, Mugabe’s judgment had become severely impaired and the excitable but politically blunder-some Grace had practically taken over.

He couldn’t adequately comprehend the implications of what was taking place.

Number seven, the coup plotters enjoyed not only military backing but the ability to moblise the Zanu-PF party structures.

Mnangagwa had been in Zanu-PF for a very long time and enjoyed lots of traction in the ruling party, having managed to incorporate many provincial chairpersons and other influential party leaders.

This combined well with the fact that the Mujuru loyalists had already made up their minds against Mugabe.

This would prove useful when the army used military precision to whip up popular sentiment in favour of the coup.

What Are Raila Odinga’s Chances of Clinching the Top AU Job?

Kenya’s veteran politician Raila Odinga, who this week officially launched his bid for the African Union Commission Chairmanship, now has the uphill task of convincing the majority of the African Union Members to vote for him.

Odinga will need a two-thirds majority vote to become the fifth Commission Chair, succeeding the incumbent Chairperson, Moussa Faki Mahamat, in the February 2025 AUC elections.

The electorate is composed of heads of state of active members of the continental bloc.

As the Kenyan candidate navigates the high-stakes race, he has the advantage of the support of all the East African Community Heads of State, as well as leaders from other countries such as Algeria, Angola, South Africa, and Nigeria among others.

“More to the endorsements from Heads of State, Raila’s wealth of experience will work to his advantage,” Vianney Shumbusho, who formerly worked as the Chief of Staff in the office of the Deputy Chairperson of the AU Commission, told the New Times.

Shumbusho said that Odinga’s track record of transformative leadership during his tenure as the AU High Representative for Infrastructure Development, gives him an edge over his competitors.

By design, the next top executive of the AU must come from the East African region, which has not produced one ever since the bloc was reformed in 2002, which is why all the candidates in the race are from this sub-region.

Other candidates are; Djibouti Foreign Minister Mahmoud Ali Youssouf, former Mauritius Foreign Minister Anil Kumarsingh Gayan and former Foreign Minister for Madagascar, Richard James Randriamandrato,

While Odinga’s experience and colourful résumé are important, voting patterns from past AUC elections have shown that leaders mostly rally behind candidates from their various regional blocs.

According to Con Omore, a governance and political economy consultant from Kenya, Odinga has a fifty-fifty chance at clinching the seat.

“There are a lot of factors to consider before securing the vote from presidents, including regional factors. Africa has Anglophone and Francophone regions, this will definitely come into play,” Omore told the New Times.

He added that Kenya’s relationship with African states may also be a factor to consider, with leaders potentially voting based on their relationship with Kenya.

Odinga is also banking on his agenda to set him apart from rival candidates vying for the AUC seat.

His agenda includes eight key priorities including; economic transformation, enhancing intra-African trade, Africa’s financial independence, championing gender equality, climate action, peace and security, agriculture transformation and continental integration.

For Shumbusho, prioritising peace and security as well as economic stability is key for the continent.

“There are a number of regions in Africa plagued by political instability and poverty. Based on his experience, I think Odinga has what it takes to tackle these issues which are well articulated in his agenda,” he said.

Apart from fronting Odinga as their candidate, Kenya is seemingly ‘putting her money where her mouth is’ and funding his campaign.

“The Kenyan government is underwriting Odinga’s campaign and not just putting in financial resources, but also skilled personnel and technical resources from the Ministry of Foreign affairs,” Omore said.

President William Ruto, on 27 August, announced that Odinga’s Campaign Secretariat will be led by Foreign Affairs Principal Secretary Korir Singóei and former Kenyan Ambassador to the United States, Elkanah Odembo.

It is not the first time that Kenya has fronted a candidate for the AUC top seat. In 2016, Kenya nominated the then Foreign Affairs Cabinet Secretary Amina Mohamed to contest for the chairperson of the AUC.

She however lost to the current chairperson, Chad’s Moussa Faki Mahamat.

Are there any lessons learnt from that experience?

“At the time, Amina Mohamed’s candidature was undermined by Kenya’s sour relationship with other African states. Between now and February 2025, Kenya must find a way to ensure that it maintains good relations with other African countries and especially those that are likely to tilt the vote,” Omore said.

Rwanda has also backed Odinga’s candidacy. During the launch of his bid earlier this week in Nairobi, James Kabarebe, Rwanda’s State Minister for Foreign Affairs in charge of Regional Cooperation said he was the ideal candidate, adding that his name resonates not only within Kenya but across the African continent.

It remains to be seen how or if external factors such as positions of the US, France, Russia, China and blocs like EU and BRICS, and the fallout from the war in Ukraine are likely to impact the outcome of the race for the top job at the AU Commission.

ZiG Currency Gains Public Confidence, Acceptance Rises To 91%: RBZ Governor

Zimbabwe’s local currency, the ZiG, has seen a marked increase in public confidence, with a survey showing a 91 percent acceptance rate, up from 61 percent when it was introduced in April, according to Dr. John Mushayavanhu, the Governor of the Reserve Bank of Zimbabwe (RBZ).

In his 2024 Mid Term Monetary Policy Statement, Dr. Mushayavanhu highlighted that the stability of the currency has boosted confidence in the ZiG, prompting companies and individuals to keep their funds in banks with minimal fear of losing real value.

Dr. Mushayavanhu reported that the reserves backing the structured currency, largely composed of gold, rose significantly to US$375 million in June from US$285 million. This is in contrast to the total reserve money of the ZiG, which includes Non-Negotiable Certificates of Deposits worth US$139 million.

The RBZ’s Consumer Perception Survey, conducted online since mid-April 2024, indicated a steady rise in the acceptance of the ZiG. “The ZiG currency has been fully embraced by businesses and widely accepted by the public for both transactions and savings,” said Dr. Mushayavanhu.

The survey results also showed a dramatic increase in the willingness of economic agents to be paid in ZiG, from 8 percent in April to around 80 percent in June.

He noted that public confidence in the ZiG has grown due to the increased stability and predictability of the currency. The RBZ is committed to maintaining this stability to achieve sustained low and stable inflation in the medium to long term.

The ZiG, backed by mineral commodities such as gold and foreign assets, replaced the hyperinflation-stricken Zimbabwean dollar and marked a major step towards economic stability and recovery. The ZiG/US$ exchange rate has been relatively stable, averaging between ZiG13.2 and ZiG13.8 per US$.

“The stable exchange rate has helped keep inflationary pressures in check, with inflation expectations remaining anchored,” Dr. Mushayavanhu explained. He added that the adoption of a refined foreign exchange market system based on the Willing-Buyer and Willing-Seller (WBWS) principle has greatly contributed to more stable price discovery.

To smooth out supply-demand mismatches, the RBZ has been intervening in the interbank market, using 50 percent of the 25 percent export surrender proceeds to facilitate interbank trading. Between April 8 and August 28, 2024, about US$190 million was traded through the interbank foreign exchange market.

Following an extensive education and awareness campaign on the security features and relevant information, the RBZ introduced ZiG cash into the market on April 30. The awareness campaign ensured that people across the country, including rural areas, were well-informed about the new currency.

ZiG notes and coins were released in denominations of ZiG 1, ZiG 2, ZiG 5, ZiG 10, and ZiG 20. Despite initial logistical challenges, the RBZ successfully distributed sufficient cash to banks to meet public demand. To further enhance cash access, the central bank introduced swipe facilities for ZiG at Homelink and cash kiosks at bus terminals, making coins easily accessible for commuters.

“The RBZ will continue to improve cash availability, particularly in rural areas, to ensure access for the financially excluded,” Dr. Mushayavanhu stated. The central bank has also observed that many people lack adequate electronic ZiG balances in their accounts, prompting the rollout of “cash kiosks” where they can exchange mobile wallet balances for ZiG cash.

To boost the circulation of ZiG, the RBZ plans to implement measures such as increasing the cash supply in line with demand while promoting a cashless economy. It also intends to issue more smaller ZiG denominations to address the challenge of making change, thereby preventing businesses from rounding up prices.

Additionally, the RBZ will work to streamline the distribution of ZiG, ensuring it reaches remote rural areas and informal markets to foster financial inclusion. Programs like Homelink Swipe for ZiG kiosks will be expanded to other regions to encourage broader use of the currency.

American rapper, Fatman Scoop, has d!ed after he collapsed during a concert on Friday night in Connecticut.

His family confirmed his death in an Instagram post on Saturday, August 31. He was 53.

“It is with profound sadness and very heavy hearts that we share news of the passing of the legendary and iconic FatMan Scoop,” a post on his Instagram page read. “Last night, the world lost a radiant soul, a beacon of light on the stage and in life.”

The rapper and hype man, whose real name is Isaac Freeman III, was performing at the Green and Gold Party summer concert in Hamden, about six miles from New Haven when he suffered a medical emergency on stage.

He was seen collapsing on stage as he walked behind a DJ booth. While those nearby tried to administer CPR to the performer, his hype men attempted to calm the crowd by playing more songs.

In a statement on Saturday, the town’s mayor Lauren Garrett thanked people from the crowd and paramedics who attempted to perform life-saving measures.

“On behalf of the Town of Hamden, I offer my heartfelt condolences to the family and friends of Isaac Freeman, known as Fatman Scoop,” she posted on Facebook. “He was a wonderful performer with a wide following as evidenced by the thousands of fans that came to see what would be his last performance at Hamden Town Center Park.”

The mayor said grief counselling services would be available for community members.

Scoop, whose legal name is Isaac Freeman III, has been credited as an influential figure in New York City’s hip-hop scene in the 1990s.

He has featured on popular songs including Grammy award-winning Lose Control by Missy Elliott and It’s Like That by Mariah Carey.

Scoop is also known for his sleeper hit Be Faithful, which was originally released in 1999 but garnered international success in 2003, topping the charts in Ireland and the UK.

In 2004, the rapper was featured in the UK TV series Chancers on Channel 4, which featured musicians mentoring aspiring UK artists looking to achieve success in the US.

Fatman Scoop was also a contestant on Celebrity Big Brother 16: UK vs USA, which was housed in the UK and aired in 2015. He was the third housemate to be evicted.

Manchester United manager Erik ten Hag has labelled the criticism of Marcus Rashford’s early-season form as “stupid.”

ZESCO has awarded tenders for the supply and installation of industrial generator sets to be set up in trading markets starting with Soweto, Chilenje and Nyumba Yanga markets.

This will save micro and small businesses that have been severely affected by the power crisis.

ZESCO has since announced that the sets have began arriving in the country and will be installed at public places such as hospitals and markets.

But when did ZESCO award these tenders for the procurement of these generator sets?

We saw how 17 Ministers of Health and their technical staff in Africa were arrested during the COVID-19 pandemic crisis as they used the emergency to siphon public resources.

Recently we have seen how the Disaster Management and Mitigation Unit (DMMU) is not being transparent with the utilization of funds donated for the disaster.

For example, DMMU awarded a company, Newgrowco (Z) Ltd, a tender to import and supply 50,000 metric tonnes of maize at a whopping cost of $22million without a public or competitive tender process.

We must never allow the looting of public resources under the guise of urgent or emergency response expenditure.

There are many local energy companies that could have participated in the tender to import and supply these gensets.

Further, we have been asking ZESCO; “Where are the industrial off-grid gensets you decommissioned in places like Chavuma, Chama, Lundazi, Luangwa, Kabompo, Lukulu, Mwinilunga, Zambezi districts”?

ZESCO Limited has today, Saturday, 31 August 2024 started installing diesel powered generators in Soweto Market, Nyumba Yanga and Chilenje Market as part of short term measure to the current energy crisis and to ensure that there is continuous power supply to essential services

On Friday, 30 August 2024, Ministry of Energy Permanent Secretary, Peter Mumba announced the arrival of Nine(9) out of Twenty-Three Diesel powered generators intended to be part of the short-term mitigating measures government is developing and implementing to respond to the energy crisis.

“Citizens may wish to note that the first consignment of nine (9) out of twenty-three (23) diesel generators procured have now arrived in the country while the remaining fourteen (14) are expected to arrive in the country in the coming week,” Mr Mumba said. 

The Permanent Secretary added: “The nine (9) diesel generators that have been received so far, will be installed this week beginning with two (2) at Chilenje and Nyumba Yanga markets and another two (2) to be installed at Soweto Market. Therefore, the installation of all 23 diesel generators will be completed by 30th September 2024.”

He disclosed this at the National Energy Brief held yesterday at the Energy Regulation Board Head Office in Lusaka.

Last year, on Saturday the 27th of January 2023, Vice-President Mutale Nalumango advised Zambians who could not afford to buy breakfast maize meal to go for roller meal instead.

Speaking when she officiated the launch of the Lusaka cleaning and drainage clearing campaign, Vice-President Nalumango said unlike breakfast, roller meal could be fetched at as low as K156 for a 25 kilogram bag, then. I wonder whether she could say the same thing now, about roller meal, seeing as both the price has since risen higher and we now have aflatoxin poisoning of mealie meal, and roller meal is quite suspect!

Breaming with confidence in her workingman outfit, News Diggers, on 30th January 2023 recorded her comments. “The issue of mealie meal is being resolved seriously, we have never run out of maize, so one wonders what is happening. Maybe we need a more serious conversation with millers. You are a miller drawing maize from FRA, why is your mealie meal expensive? Is it your outlet? Colleagues who are doing business in our country, particularly in mealie meal, do not make your profits too high, do not make your prices, profit beyond people. You are doing business because of the people. Be patriotic for once, be nationalists for once. You cannot buy mealie meal cheaply and then you want a profit of 50, there is no need for anybody for example in Lusaka to sell your maize even at K200, that is not acceptable because the maize price is still the same and we have maize, we are giving maize to millers,” said Mutale Nalumango.

One year and nine months later, even as climate scientists knew and had announced the possibility of drought in our region, the UPND government went on to dismantle our maize reserves and today, a combination of UPND government recklessness with our staple food and drought have combined to cause a severe shortage of maize to the point where we need to import massive quantities of maize, if millions of Zambians must not die from hunger. The prices of both breakfast meal and roller meal have of course risen beyond what they were in January 2023. And clearly we have rotten maize on the market, some with aflatoxins.

The majority of Zambians cannot afford the price of even roller meal, today. Such is the mass poverty and hunger, and contempt with which Hakainde Hichilema and his UPND government hold the mass of the Zambian people that more than 400 dogs had to die from aflatoxin food poisoning for government to concede and announce that we have a serious and deadly problem on our hands: we have maize contaminated with aflatoxins. The Veterinary Association of Zambia (VAZ) says it asked government to quickly act on aflatoxins in maize and update the nation on it more than a month ago: too many dogs were dying from eating maize contaminated with aflatoxin poison.

Government instead claims it did a few tests on mealie meal, almost half of the samples were found to contain higher than recommended levels of aflatoxins, 10 millers were named as having offloaded onto the market mealie meal and or maize products with aflatoxins, a recall of some maize products and some mealie meal from the market and a public show of destroying mealie meal containing aflatoxins has been done. The initial announcement of aflatoxin poison made by a very nervous Minister of Health Elijah Muchima glaringly did not name the culprit millers! Rising public anger at this glaring omission and open insult by the UPND government forced a reluctant announcement of the millers concerned.

The damage to public confidence in the UPND government about its willingness and  capacity to prioritise Zambian lives above profits had already been done: diplomatically the VAZ tried to deflect blame from the government by saying that government might have delayed announcing the aflatoxin poisoning in order to communicate “scientifically backed data”. I am not aware that VAZ members are not scientists concerned with the health of animals, including human beings, and that their findings of aflatoxin deaths in pets were therefore not “scientific”.

Any delay in alerting the public about deadly food poisoning in a staple food increases the numbers of people exposed to the poison, and in danger of suffering the health consequences of the poison including death. Deliberately withholding information from the public about poison contaminated mealie meal, an everyday staple food in Zambia, is conscious exposure to food poisoning of all the Zambians who would consume such mealie meal. Conscious exposure of any human being to food poisoning, even if it is by merely concealing the fact that the food to be consumed is poisoned, makes the person withholding such information complicit in the poisoning of the person who consumes the poisoned food; it is a criminal offence to knowingly let a person consume poisoned food. Should a person die after consuming poisoned food, all those with knowledge about the poisoned food who failed to alert the consumer of the poisoned food are criminal suspects in the poisoning of the consumer. This is basic and very simple logic. Now, any government which withholds information about staple food poisoning for any length of time is guilty of not only abrogating its constitutional duty to serve and protect human life, but is also directly responsible for the suffering and deaths which might occur as a result of the staple food poisoning.

Should it be proved that the bulk of the mealie meal poisoned by aflatoxins is roller meal, and roller meal is the staple of the majority of a particular economically disadvantaged Zambian, the delay in announcing the presence of aflatoxins in roller meal arguably amounts to the crime of genocide by the Zambian government. This would have been the conscious targeting by government of a particular section of our population, the majority poor who rely on roller meal, for poisoning by consciously delaying announcing publicly, what mealie meal was largely poisoned, which millers produced such mealie meal, when it was produced, which outlets it was sold from, and where in Zambia was this poisoned roller meal sold, besides Lusaka. These are self-evident facts, and truths.

The UN comprehensively defines “genocide” as any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group: (a) Killing members of the group; (b) Causing serious bodily or mental harm to members of the group; (c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; (d) Imposing measures intended to prevent births within the group; and (e) Forcibly transferring children of the group to another group.

Hakainde Hichilema and the UPND are pursuing severe social austerity genocidal measures contained in their agreements with IMF, against the majority of Zambia’s people, who are unemployed and poor. We now have almost 10 million Zambians facing acute hunger as a result of the UPND’s severe austerity measures. Poverty has shot up to more than 60 per cent of Zambia’s population and it stands at more than 80 per cent in our rural areas. The majority of Zambians have been priced out of essential foodstuffs, water, electricity, fuels, transport, rent, medicines and other basic human necessities. These are a clearly defined nation population sector which is found throughout our 10 provinces. These conditions, consciously inflicted upon these Zambians by Hakainde and his friends in the UPND and the IMF, plausibly amount to genocide. Now this is joined by staple food poisoning and government’s lackadaisical approach to disseminating crucial information to prevent mass exposure to the poisoned food.

Why are Hakainde Hichilema and his friends in government not calling for testing Zambians suspected to have been exposed to aflatoxin poisoning? They now know some of the millers who had aflatoxin maize, maize products including me alie meal and where these were sold. This way, we would all learn how caring and concerned our government is about the effects of the aflatoxin poisons in human beings, and how those so affected may deal with the poisoning. The government would then also be in a position to begin preparing for mass cancer and other aflatoxin poison diseases screening, and clinical and hospital management, in our poisoned population.

Why has Hakainde Hichilema kept a deathly silence on this matter of national poisoning of our staple food, and yet he was quick to hold a press conference to conceal state involvement in the KKI gold saga and over parliamentarian Emanuel Jay Jay+++ Banda? Instead, Hichilema is all over Zambia like a headless chicken insulting us about irrigation and our apparent national laziness. On whose behalf exactly does the UPND government and Hichilema preside over the national affairs of this country?

Nothing best illustrates the utter contempt and total disregard for the lives of the majority of Zambians who are working class and rural poor than the manner the UPND is handling the aflatoxin poisoning of our staple food. As usual, they have put profits before human lives. One, day, and perhaps very soon, they shall have to be forced to account for all this.

ZAMBIA Athletics (ZA) President, Elias Mpondela, has dismissed speculations that he has clung onto the helm of the Association for over two decades because he is receiving too much money.

In a candid interview on Hot FM’s Breakfast show two weeks ago, Mpondela asserted that he receives no financial compensation for his role and will continue serving as long as he lives.

“Retirement means death to me,” he emphatically stated.

The long-serving president, who has helmed ZA for 24 years, emphasised that while he understands the concept of retirement, it doesn’t align with his passion for athletics.

He also refuted claims that he clings to the position for financial gain, revealing that he often covers his own expenses, including personal funds for accommodation and meals during international competitions.

“When you retire you die. For me, I believe that when you retire you begin to deteriorate and I think that work is what you enjoy and is expressed in different ways of which I do athletics.  Even if I am not president tomorrow I will still be an athlete [and a] family man because that is the life that I have created.”

“And so retiring has got a lot of things but for me it’s God, if he is keeping me alive like this, everywhere he sends me, let me go and do,” said Mpondela.

Mpondela highlighted the numerous sacrifices he has made for Zambian athletics, citing the example of spending his own money during the recent Olympics in Paris where he spent 11 days.

He challenged the nation to identify individuals willing to dedicate their time and resources to the sport without expecting financial reward.

Mpondela asked those who question him about his retirement if they have a replacement for him and told them to bring one forward if at all they have one.

“One time in 2020, a replacement was brought in order for me to resign and that was my very good friend and they brought him to challenge me and I got 100 percent above him.”

“So they are all these things and also retiring, for some people, they think I am getting too much money and that is why I am staying but I don’t get paid. The pay roll is open. How many people in this country are willing to sacrifice their time and be allowed to [go through the] ridicule that I go through with my children that I have?  All of them (children) I raised and educated and are well blessed but they hear me being insulted,” shared Mpondela.

Mpondela also questioned the nation on how many people are willing to sacrifice their time and resources for something that they do not get paid for at the end of the month.

“I don’t even get any allowances, sometimes I will sit with the team and I’ll ask them to help me with fuel. Often, even my friends fail to pick my calls because they know I am definitely asking for sponsorship once they pick. So that is what I have gone through for you to see the well built team that you praise when it is representing  Zambia,” said Mpondela.

1. Archbishop of Lusaka, Archbishop Alick Banda called a Lucifer by UPND Secretary General, Batuke Imenda. This because Archbishop Alick Banda protected his priests that had spoken against government and also called President Hichilema, a liar , for failing to fulfil his promises. No action has ever been talen against Imenda.

When the Police refused to attend to complaints against Imenda, efforts were made to prosecute him privately.

The Director of Public Prosecutions (DPP) Gilbert Phiri, refused to grant Consent for a private prosecution of Imenda.

However, the council claims the shops intentended for demolition impede the construction of a shelter at the Green Market and lack proper sanitation. The DC unleashed the Police to arrest Pastor Simuchimba accusing him of being the ringleader of protectors.

The son of the late former Zimbabwean President Robert Mugabe, Chatunga Bellarmine, has been arrested in Beitbridge.

Chatunga Mugabe was apprehended for allegedly assaulting a police officer at a roadblock. The incident occurred in Bubi, approximately 80 kilometres north of the border town.

Details of the Arrest
According to NewsDay, the incident occurred early in the morning when Chatunga, who was being driven by a Chinese driver, arrived at the roadblock around 6:00 a.m. Chatunga reportedly became agitated when the police requested vehicle documents.

“He started shouting at the police, saying, ‘You are delaying us, do you know who I am?’” the sources reported.

Chatunga is said to have violently grabbed a Support Unit officer by the collar and tore off his shirt buttons during the confrontation. He allegedly brandished a knife, specifically an Okapi, but was subdued and arrested by the police.

Chief Superintendent Mesuli Ncube, the officer commanding Beitbridge Police District, confirmed Chatunga’s arrest but indicated he had limited details over the case.

“I have just heard he was arrested, but I am not in the office,” Ncube said.

Former Miss SA Chidimma Vanessa Onwe Adetshina says that she is not eager to return to South Africa because of the tribulations she faced there, instead choosing to continue exploring Nigeria where she has been welcomed with open arms.

Last week, South Africa’s Home Affairs parliamentary committee revealed that Adetshina was facing possible revocation of her South African ID, after that country’s revered investigative unit, The Hawks, deepened the probe into her mother.

After facing criticism and attacks, Adetshina pulled out of the Miss SA contest and was subsequently invited to take part in the Miss Universe Nigeria pageant.

In an interview with Cool FM in Nigeria, Adetshina confessed that she was not in a hurry to return to SA.

“I think it’s safe to say I’m not going back,” she said jokingly during the interview. “It’s been amazing. I’m not even looking forward to going back [to South Africa]. I just want to explore more. I want to stay longer and see what happens next.”

Adetshina said that she used to cry herself to sleep on some days during the height of the Miss SA scandal.

“It has been a long journey. It has been hard, I won’t lie,” she said.

“There were times when I’d literally cry myself to sleep and just wonder, ‘Why me?’ I wanted to end it. But then sometimes when difficult moments like this happen, you always need to look at the positive side of things as well.

Son Heung-min’s father is ‘indicted for child abuse charges at his South Korean football training centre’

Tottenham star Son Heung-min’s father, Son Woong-Jung, has reportedly been ‘summarily indicted for charges relating to ‘abusing young players at his South Korean football training centre’.

According to Seoul-based news agency Yonhap, prosecutors have demanded Son Senior, and two other football coaches at his training centre, the Son Academy, ‘pay an undisclosed fine’.

The coaches are also being ordered to ‘complete a training program designed to prevent further child abuse.’

Yonhap states that one of the assistants is Son Heung-min’s brother, Heung-yun, who is three years older than the 32-year-old Tottenham forward.

Son Woong-jung, 62, is a well-known figure in South Korea, having played football professionally for teams including Sangmu FC, Hyundai Horang-i and Ilhwa Chunma as a forward. He was also selected to represent South Korea’s B team back in 1987.

The outlet states that the football coaches have been accused by players and their parents of ‘physically and verbally abusing young players’ at the Son Football Academy, located in Chuncheon.

In June, Mail Online reported that Son Woong-Jung was accused of beating a student with a corner flag for ‘coming last in a race’.

Son Woong-jung has acknowledged that the incident had taken place and apologised. But he denied that the treatment of players amounted to physical abuse.

‘This incident was not corporal punishment but a mutually agreed event as part of fitness training,’ he said in a statement. The player came last in a race, he said and was supposed to be ‘hit once’ on the thigh.

The player’s parents reported the football coach to the police in March following the training camp and claimed Son senior had struck their son on the thigh with the flag on March, 9, at a training camp in Okinawa, Japan, with the injury requiring two weeks of treatment.

‘Thinking about how frightened my son must have been makes me angry,’ the father of the student said via Yonhap.

‘I decided to report the case to the police because I didn’t want to see another case like this.’

Police had forwarded the matter to prosecutors in April, with Son senior subsequently releasing a statement on the incident after attempting to settle the matter with the player’s parents.

‘We are currently awaiting a fair legal judgement based on facts,’ Son Woong-Jung said in a statement, before stating his coaching methods had failed to uphold standards relating to player welfare.

‘I will self-reflect in atonement for having insisted on my method while failing to catch up with the boundaries set by the change of times and laws,’ he said.

He added that some of the facts as told by those giving evidence were ‘not true’.

‘I swear that coaches at my academy have never engaged in any action that wasn’t based on love for our young players.

‘Much of what the plaintiff has said is not true, and we at the academy are fully cooperating with the authorities during this investigation, without distorting or covering up facts.’

One of two doctors charged in connection with Matthew Perry’s death is expected to plead guilty to conspiring to distribute the surgical anaesthetic ketamine.

Dr Mark Chavez, 54, of San Diego, reached a plea agreement with prosecutors earlier this month and would be the third person to plead guilty in the aftermath of the Friends star’s fatal overdose last year.

Chavez agreed to cooperate with prosecutors as they pursue others, including the doctor Chavez worked with to sell ketamine to Perry. Also working with the US attorney’s office are Perry’s assistant, who admitted to helping him obtain and inject ketamine, and an acquaintance of the actor who admitted to acting as a drug messenger and middleman.

The three are helping prosecutors as they go after their main targets: Dr Salvador Plasencia, charged with illegally selling ketamine to Perry in the month before his death, and Jasveen Sangha, a woman who authorities say is a dealer who sold the actor the lethal dose of ketamine. Both have pleaded not guilty and are awaiting trial.

Chavez admitted in his plea agreement that he obtained ketamine from his former clinic and from a wholesale distributor where he submitted a fraudulent prescription.

“Chavez has agreed to plead guilty to one count of conspiracy to distribute ketamine and has signed a plea agreement,” the U.S. attorney’s office said in a statement. “At his arraignment, Judge Rosenbluth will set a date for Chavez’s change of plea proceeding – or direct the parties to contact the chambers of the federal district judge assigned to the case to set the hearing date. “

After a guilty plea, he could get up to 10 years in prison when he is sentenced.

Perry was found dead by his assistant on Oct. 28.

The medical examiner ruled ketamine was the primary cause of death. The actor had been using the drug through his regular doctor in a legal but off-label treatment for depression that has become increasingly common.

Seeking more ketamine than his doctor would give him, about a month before his death Perry found Plasencia, who in turn asked Chavez to obtain the drug for him.

“I wonder how much this moron will pay,” Plasencia texted Chavez. The two met up the same day in Costa Mesa, halfway between Los Angeles and San Diego, and exchanged at least four vials of ketamine.

After selling the drugs to Perry for $4,500, Plasencia asked Chavez if he could keep supplying them so they could become Perry’s “go-to.”

U.S. Attorney Martin Estrada said in announcing the charges on Aug. 15 that “the doctors preyed on Perry’s history of addiction in the final months of his life last year to provide him with ketamine in amounts they knew were dangerous.”

Plasencia is charged with seven counts of distribution of ketamine and two charges related to allegations he falsified records after Perry’s death.

He and Sangha are scheduled to return to court next week. They have separate trial dates set for October, but prosecutors are seeking a single trial that likely would be delayed to next year.

Perry struggled with addiction for years, dating back to his time on “Friends,” when he became one of the biggest stars of his generation as Chandler Bing.

A man known as Matt Whittaker is planning for the funeral of his beloved lover, just after celebrating the delivery of their twin boys and barely one week after their engagement.

Earlier this month, first-time mother Rachael Galloway, 36, died after suffering complications just 30 minutes after giving birth to her sons Noah and Abel. Whittaker, 36, told his fiancée that ‘life couldn’t get any better’ minutes before she underwent a C-section to give birth to their twin boys.

Galloway, who lived in Carnforth, Lancashire, UK was scheduled to deliver her children via C-section at Royal Lancaster Infirmary but died despite the efforts of healthcare personnel.

A devastated Whittaker recalled: ‘She died bringing beauty into the world, bringing the boys into the world.

‘She was the best thing that ever happened to me,’ said Mr Whittaker.

‘On the Friday we got engaged, we ate our meal and I remember sitting there saying to Rachael, “Can you believe that this is our life? Life really couldn’t get any better”

Recalling the day of the operation, Whittaker said: ‘Rach was a star. Though she was nervous, she was strong as hell and kept a brave face throughout, right until the boys were born.

‘Then there were tears of joy, seeing them, knowing they were healthy, and seeing me give Noah his first feed.

‘She was so happy, so proud, so full of love. She had the world in her eyes when she looked at our boys.

“It’s a shame that was the last time she cast her eyes on them, but I hope she is still watching over them.

‘It wasn’t just her that died on that table that day, a piece of me did too and I will never get it back.

‘But I won’t let the legacy and the dreams she had for our boys die too. We have had to say goodbye to too much.’

He described Rachel Galloway as ‘the best person I ever met’ praising her intelligence, sense of humour, caring nature, and her beauty, both inside and out.

‘She saw and brought out the best in people and I’m living proof that she could see what nobody else could,’ he said.

‘I have to make her proud and ensure our boys grow up to be the gentlemen she would have been proud of.’

Mr Hakainde Hichilema and the UPND government’s response to the United Nations Special Rapporteurs of the Human Rights Council’s report on the infringements on fundamental freedoms in Zambia, is nothing but disgraceful lies.

On August 29, 2024, the UN independent experts expressed concern about multiple allegations on charges of arbitrary arrests and detentions on charges of, inter alia, unlawful assembly, espionage, hate speech and seditious practices against opposition political party leaders and members, parliamentarians, human rights defenders and activists, as well as restrictions on gatherings, meetings, peaceful protests and rallies in Zambia. They observed that since January 2022, at least 26 such cases have been brought to the attention of the experts, and that information received indicated that in some cases, arrests, intimidation and harassment stem merely from expressing diverging, and critical views whilst in others, they are intended to curtail participation in political and public life.

But in response, Mr Hichilema’s government, through the Minister of Information and Media, who is also the chief government spokesperson, Mr Cornelius Mweetwa appallingly lied about the accurate concerns raised by the UN independent experts. But what is clear is that Mr Mweetwa is trying to play smart without being clever on the report’s findings. This government has managed to lie to people who are not analytical and make them believe that they have abolished the law on defamation of the President. And yet, what they have simply done is that they have removed a law that was surplus or in excess of what they needed. Whatever was covered in the defamation of the President law they have repelled is well catered for in the cyber security, hate speech, and sedition laws. Whatever they could do under the defamation of the President law, they can still do it under these laws and are actually doing it under these equally repressive laws. So, what has changed? Nothing!

They also want to get credit on the abolition of the death penalty. But the reality is that the death penalty was a disused, defunct law. It was a law that was very  seldom used and had actually no hangings or executions had been carried out in Zambia for a very long time. People who were on death row had, in reality, become life sentence prisoners. So, what have they brought to the table that is praiseworthy? Why is this government and its leaders such extreme liars?

The undeniable truth is that this government has constrained the political and civic space. They have restricted the freedom of assembly, freedom of expression, freedom of association, freedom of speech, and many other constitutionally guaranteed rights and freedoms. There is no need for theoretical disquisition here because the victims and witnesses of this government’s infringements on fundamental freedoms are available to testify. And how many opposition leaders have they arrested for exercising their freedoms? How many court cases do they have over these infringements on fundamental freedoms? How many people from one region have they arrested for hate speech? And how many ruling UPND cadres have they summoned or arrested for holding meetings without a police permit? None. No decent leadership can deny these concerns, which we have raised over several times.             

This is definitely not the way to govern a country. But the biggest problem this country is faced with at the moment is Mr Hichilema, who has elevated himself to be worthy and deserving of nothing but praise and acclamation irrespective of the obvious blunders and weaknesses. Mr Hichilema is determined to dehumanize, brutalize, and humiliate political opponents in all sorts of ways, but he will never intimidate or break us. We are committed to carrying this cross for the sake of our country and our people. Things can’t continue this way!

We know that the ongoing arbitrary arrests, intimidation, abductions, and torture of political opponents are the last kicks of a dying horse. The rise in intimidation and human rights abuses against citizens and critics signify the end of a very corrupt, vindictive, and wicked regime. We say so because the UPND government bears all the hallmarks of a frustrated and paranoid outgoing regime.

JOE Malanji’s company bank accounts were as depleted as the Kariba Dam but became flooded with cash after he undertook a trip to Turkey in 2020, according to a meticulous investigation carried out by a top investigator of the Drug Enforcement Commission (DEC).

This was heard during a hearing in the continuing case against Malanji, a former foreign affairs minister in the Edgar Lungu regime accused of dubiously possessing two helicopters, BELL430 and a BELL 206 Jet Ranger helicopter, and houses.

In this case former secretary to the treasury Fredson Yamba and Malanji, are accused of failing to adhere to guidelines relating to the management of public resources and possessing property suspected to be proceeds of crime.

Yamba is alleged to have abrogated the law relating to the management of public property when he approved the transfer of K154,201,197 for the purchase of a chancery in Turkey.

Testifying before the Economic and Financial Crimes Court yesterday, Kwaleye Mukelabai said Malanji’s company accounts were penniless and was only flooded with cash after his Morocco and Turkey trips.

In his previous testimony, Mukelabai said Malanji had used the presidential jet to run the million dollar errands between Turkey and Morocco and Zambia as a special envoy of former Head of State, Edgar Lungu.

In yesterday’s testimony, Mukelabai contended that Malanji’s decision to write Stanbic in October 2020, requesting it to inform the Bank of Zambia (BoZ) that he would be depositing dollars in cash into his company account, was predetermined to divert public funds.

Mukelabai told the court presided over by magistrate Irene Wishimanga that during interrogations Malanji had told him that the source of the funds for the helicopters he had procured, came from the contracts the Gibson Power Systems had with China Civil engineering Construction Corporation in Lubumbashi DRC.

He said Malanji provided documents: a sub contract, some withdraw slips showing that Mass investment Limited had paid Gibson Power Systems: He also provided some receipts which were showing that he received cash from the DRC, documents showing that there were interim payments certificates, a letter written by himself to Stanbic Bank which was showing that it was from Cosmopolitan Branch.

Mukelabai said Malanji showed him some  documents from Raw Bank, showing Mass investment had made cash payments to
Gibson  Power systems.

He said the documents showing the said payments were fake as Charles Kabozya a Congolese magistrate established that, China Civil Engineering and Mass Investment never dealt with Gibson Power Systems.

Mukelabai said according to Kabozya Raw bank also discredited statement by Malanji that Mass investment made cash payments to his company Gibson Power Systems, as the seven withdraw slips and bank statements he provided legally back up his statement, were falsified.

“Mr Malanji had written a letter to Stanbic on October 15, 2020 asking Stanbic Bank to inform the Central Bank (BoZ) that, at some point in future he would be depositing US$100, 000 in cash, which would come from the contract which Gibson Power Systems had in Congo,” he said.

“To this letter he (Malanji) had attached the contract between China Civil Engineering Corporation and Gibson Power Systems.”

Mukelabai said his investigations revealed that Malanji’s companies had no business in the neighboring country neither did they make profits.

“The letter was pre-determined to divert funds.
After going to DR Congo, I established that there was no money that came from Congo,”Mukelabai said.

“The only money I traced as having been deposited as stated by Mr Malanji was the money he started depositing on December 31, 2020 when he came back from Turkey.”

He told the Court that Parliament issued documents of Malanji’s earnings between 2016 and 2021 comprising of his allowances, salaries and gratuity, which were cumulative to K5.1 million.

Mukelabai said he later extended his investigations to Civil Aviation Authority and Francis Mutukumina availed him registration documents for BELL 206 and the application was made by Gibson Air Charters

‘Black tax’ – Why some young Africans want to stop sending money back home

“Sending money back home or to your extended family is such a common African practice that I absolutely hate,” said Kenyan influencer Elsa Majimbo earlier this month in a now-deleted TikTok rant that sparked a furious debate on social media.

The 23-year-old, who shot to fame during the COVID pandemic with her comedic videos, touched a nerve when it came to discussing with her 1.8 million followers what is known as the “black tax.”

This is when black Africans who achieve a modicum of success, whether at home or abroad, find themselves having to support less well-off family members.

Giving back is seen as an intrinsic part of the African philosophy of ubuntu, which stresses the importance of the family and community rather than the individual.

The question for many is whether this is an unnecessary and unwelcome burden or part of a community obligation to help pull others up.

But Ms. Majimbo, now based in the US, is pushing back against the practice.

In the video, she said her father had supported members of the extended family for years, and now they were looking to her for help. She turned her anger on one particular unnamed relative.

“You’ve been asking my dad for money since before I was born. I was born, I was raised, I grew up, and now you’re asking me for money—you lazy [expletive]. I’m not feeding your habits.”

While some have agreed, others have taken issue with her position. It is not clear why the video was removed from TikTok, and Ms. Majimbo’s management team did not respond to a BBC request for comment.

But for many, regardless of what they might personally think, it is just not possible to refuse to help relatives because of the sense of community in which they were raised.

There can be a sense of pride in helping take care of the family, although it can become too much.

A former teacher in Zimbabwe in her 50s, who asked to remain anonymous, told the BBC that 30 years ago almost her entire first pay cheque of 380 Zimbabwe dollars went straight to her nine siblings.

“After I finished buying [school] uniforms, clothes, and groceries, I had $20 left,” she told the BBC in a voice that suggested both honour and annoyance.

Although this meant she had to buy food on credit, she said that as the eldest child, it was expected she would hand over cash the moment she began to start earning.

Her salary did not belong to her alone but to her family as well.

When she got married, her responsibilities extended even further. At one point, she had to take out a loan to pay her brother-in-law’s tuition fees after she was pickpocketed on her way to deposit a check at the bank. It took her two years to pay off.

Sandra Ajalo, a 28-year-old hairstylist in Uganda, is grateful for the help that relatives extended to her family when she was growing up.

Ms. Ajalo and her three siblings were raised by a single mother, and relatives assisted her with various things, from paying school fees to groceries and even medical expenses.

“It’s not a burden; it’s a communal helping,” she told the BBC.

But when she saw Ms. Majimbo’s video, she understood where the social media star was coming from, especially as the Ugandan was now in a position to help other family members.

“It can be straining, it can be frustrating, but we need it. No man is an island. We have to help each other however we can.”

Dr. Chipo Dendere, an assistant professor in Africana studies at Wellesley College in the US, argues that the necessity of a “black tax” is rooted in colonialism.

The system of oppression that concentrated resources in the hands of the colonial power or a tiny minority of settlers made it impossible for the majority to accumulate assets.

This “left many black families with no generational wealth,” Prof. Dendere said.

In many cases, after independence, rather than being upended, the inequalities were replicated.

Dr. Dendere added that the payment of “black tax” can often become a “never-ending cycle,” as the money sent to family members often only temporarily plugs a hole that will later reopen.

Another factor is that, unlike in richer countries, many African states are unable to pay for healthcare beyond the basics, provide a decent pension, or cover tuition fees. As a result, it falls on the most well-off in the family to fork out for these expenses, Dr. Dendere said.

“There is no pension fund from the state—we are the pension. Families are stepping in to do the job of the government.

“We give because of Ubuntu. We are forced to take care of each other.”

In 2023, funds sent home by African migrants amounted to about $95bn (£72bn), according to the International Fund for Agricultural Development, which is almost the size of the Kenyan economy.

For Africans abroad, the strain can be even greater as people expect more due to a belief that those overseas make a lot of money.

Gabe Mutseyekwa, 35, is a Zimbabwean man who has lived in Germany for over five years. He put his foot down and told his family he would stop sending monthly payments because it was preventing him from saving up for his own future.

His family did not react well, but they eventually came around.

“They realised that I was all alone and I needed to make something of myself,” he said.

At one point he sent home about €2,000 ($2,200; £1,700) for a family emergency when he was still a student doing part-time jobs.

“There needs to be a balance between bearing this financial responsibility and your personal financial health,” he told the BBC.

Many people have noted that family members can feel a sense of entitlement to your money, especially when the person is rich.

This particularly irked former Nigerian footballer Mikel John Obi. Last year, he spoke about “black tax” during his appearance on the Rio Ferdinand Presents podcast.

“When you come from Africa, when you make money, it’s not your money. It’s not just your money. You have all these relatives, cousins, whatever you call it,” he said.

He added that relatives kept having so many kids and expected him to take care of them.
While not everyone agreed with Elsa Majimbo’s rant, it seems to have touched a nerve, especially among the younger generation.

But Dr. Dendere argues that unless Africa can truly develop, “black tax will be here in perpetuity.”

They are part of about 300 soldiers from the Bear Brigade – a Russian private military company – who arrived in the West African nation in May to support the country’s military junta.

On its Telegram channel, the group said its forces would return home to support Russia’s defence against Ukraine’s recent offensive in the Kursk region.

There are fears the pull-out could embolden Islamist insurgents in Burkina Faso, who recently killed up to 300 people in one of the biggest attacks in years.

Burkina Faso has since 2015 suffered regular jihadist attacks, with more than two million people displaced in what aid groups call the world’s “most neglected” crisis.

The junta under interim President Capt Ibrahim Traoré, who came to power in a coup in September 2022, promised to end the attacks but has struggled, even after seeking new security partnerships with Russia.

With nearly half the country outside government control, jihadist groups are increasingly targeting civilians and military units.

Survivors say up to 300 people were killed on Saturday in the northern town of Barsalogho, in an attack which was claimed by an al-Qaeda-linked armed group, Jamaat Nusrat al-Islam wal-Muslimin (JNIM).

They were reportedly both civilians and military personnel helping to dig trenches to help protect the town against jihadist attacks.

The authorities have not said how many people were killed but Communication Minister Rimtalba Jean Emmanuel Ouedraogo called the attack “barbaric”.

The Bear Brigade is said to be responsible for guarding senior Burkinabè officials, including Capt Traoré, whose leadership has been threatened before.

They arrived in the same month when gunshots were fired in the Burkinabè capital near the presidential palace, heightening speculation about growing opposition to the junta leader, who claimed to have thwarted a coup attempt last year.

Videos which circulated on social media and reportedly confirmed by the group showed the Burkinabè military leader being guarded by men in uniforms featuring Russian flags.

The group says it is guarding the Russian ambassador in Ouagadougou, the Burkina Faso capital.

About 100 members of this specialised unit are set to leave the West African country, only three months after arriving.

Their sudden departure is linked to the recent Ukrainian offensive in Russia’s Kursk region.

“When the enemy arrives on our Russian territory, all Russian soldiers forget about internal problems and unite against a common enemy,” Bears Brigade commander Viktor Yermolaev told France’s Le Monde newspaper (in French).

On Tuesday, the group posted on its Telegram channel that the unit was returning to its base in Russian-occupied Crimea “in connection with recent events.”

It is not clear how the Burkina Faso junta plans to compensate for the loss of military support after the partial withdrawal of the Bear Brigade.
Burkina’s Faso, like its neighbours, Mali and Niger, is battling various Islamist groups, which operate in the semi-arid Sahel region, south of the Sahara Desert.

The military has seized power in all three countries, and formed the Alliance of Sahel States.

Why Ethiopia is so alarmed by an Egypt-Somalia alliance

A military alliance between Somalia and Egypt is ruffling feathers in the fragile Horn of Africa, upsetting Ethiopia in particular – and there are worries the fallout could become more than a war of words.

The tensions ratcheted up this week with the arrival of two Egyptian C-130 military aeroplanes in Somalia’s capital, Mogadishu, signalling the beginning of the deal signed earlier in August during a state visit by the Somali president to Cairo.

The plan is for up to 5,000 Egyptian soldiers to join a new-look African Union force at the end of the year, with another 5,000 reportedly to be deployed separately.

Ethiopia, which has been a key ally of Somalia in its fight against al-Qaeda-linked militants and is at loggerheads with Egypt over a mega dam it built on the River Nile, said it could not “stand idle while other actors take measures to destabilise the region”.

Somalia’s defence minister hit back, saying Ethiopia should stop “wailing” as everyone “will reap what they sowed” – a reference to their diplomatic relations that have been on a downward spiral for months.

Why are Ethiopia and Somalia at odds?

It all comes down to the ambitions of Ethiopia’s Prime Minister Abiy Ahmed, who wants his landlocked country to have a port. Ethiopia lost its access to the sea when Eritrea seceded in the early 1990s.

On New Year’s Day, Mr Abiy signed an controversial deal with the self-declared republic of Somaliland to lease a 20km (12-mile) section of its coastline for 50 years to set up a naval base.

It could also potentially lead to Ethiopia officially recognising the breakaway republic – something Somaliland is pushing hard for.

Somaliland broke away from Somalia more than 30 years ago, but Mogadishu regards it very much as part of its territory – and described the deal as an act of “aggression”.

Somalia fears such a move might set a precedent and encourage other countries to recognise Somaliland’s independence, geopolitical analyst Jonathan Fenton-Harvey told the BBC.

He added that neighbouring Djibouti was also worried it could harm its own port-dependent economy, as Ethiopia has traditionally relied on Djibouti for imports.

In fact in an attempt to deescalate tensions, Djibouti’s foreign minister has told the BBC his country is ready to offer Ethiopia “100%” access to one of its ports.

“It will be in the port of Tadjoura – 100km, [62 miles] from the Ethiopia border,” Mahmoud Ali Youssouf told BBC Focus on Africa TV.

This is definitely a change of tune for as recently as last year, a senior presidential adviser said Djibouti was reluctant to offer its neighbour unfettered access to the Red Sea.

Attempts so far to calm tensions – by Turkey – have failed, with Somalia insisting it will not budge until Ethiopia recognises its sovereignty over Somaliland.

Why is Ethiopia so upset by Somalia’s reaction?

Somalia has not only brought its Nile enemy Egypt into the mix, but also announced that Ethiopian troops would not be part of the AU force from next January.

This is when the AU’s third peace support operation begins – the first one was deployed in 2007 months after Ethiopian troops crossed over the border to help fight al-Shabab Islamist militants, who then controlled the Somali capital.

There are at least 3,000 Ethiopian troops under the current AU mission, according to the Reuters news agency.

Last week, the Somali prime minister also said Ethiopia would have to withdraw its other 5-7,000 soldiers stationed in several regions under separate bilateral agreements – unless it withdrew from the port deal with Somaliland.

Ethiopia sees this as a slap in the face for, as its foreign minister put it, “the sacrifices Ethiopian soldiers have paid” for Somalia.

The withdrawal of troops would also leave Ethiopia vulnerable to jihadist attacks, Christopher Hockney, a senior researcher at the Royal United Services Institute, told the BBC.

The planned deployment of Egyptian troops along its eastern border would also make Ethiopia particularly apprehensive, he added.

Egypt sees Ethiopia’s Nile dam – in the west of the country – as an existential threat – and has warned in the past that it will take “measures” should its security be threatened.

Why is the Nile dam so contentious?

Egypt accuses Ethiopia of threatening its supply of water with the construction of the Grand Ethiopian Renaissance Dam (Gerd).

This began in 2011 on the Blue Nile tributary in Ethiopia’s northern-western highlands, from where 85% of the Nile’s water flow.

Egypt said Ethiopia pushed forward with the project in complete “disregard” of the interests and rights of downstream countries and their water security.
It also argued that a 2% reduction in water from the Nile could result in the loss of around 200,000 acres (81,000 hectares) of irrigated land.

For Ethiopia the dam is seen as a way of revolutionising the country by producing electricity for 60% of the population and providing a constant flow of electricity for businesses.

The latest diplomatic efforts to work out how the dam should operate – and determine how much water will flow downstream to Sudan and Egypt – fell apart last December.

How worried should we be?

Egypt sees its military deal with Somalia as “historic” – in the words of Egyptian President Abdul Fattah al-Sisi – and a possible chance to settle scores over the mega dam.

Indeed the Nile dispute may well play out in Somalia, warns Dr Hassan Khannenje, the director of the Horn International Institute for Strategic Studies.

It could potentially lead to a “low-scale inter-state conflict” between Ethiopia and Egypt if their troops meet at the Somalia border.

Somaliland has also warned that the establishment of Egyptian military bases within Somalia could destabilise the region.

Both Ethiopia and Somalia are already coping with their own internal strife – Ethiopia with low-level rebellions in several regions and Somalia, recovering from a destructive 30-year civil war, still has al-Shabab to contend with.

Experts say neither can afford further warfare – and more unrest would inevitably lead to further migration.

Dr Khannenje told the BBC that if a conflict broke out, it could further complicate the geopolitics of the Red Sea by drawing in other players and further affect global trade.

At least 17,000 ships go through the Suez Canal each year, meaning that 12% of annual global trade passes through the Red Sea, amounting to $1tn (£842bn) worth of goods, according to shipping monitor Lloyd’s List.

For this reason, countries like Saudi Arabia, the United Arab Emirates (UAE) and Turkey have been keen to forge partnerships with African nations like Somalia that border the Red Sea.

According to Mr Harvey, Turkey and the UAE stand a better chance at mediating and finding a middle ground.

The UAE has heavily invested in Somaliland’s Berbera port and holds significant influence over Ethiopia because of its investments there.

All eyes will be on the next diplomatic push by Turkey, which has ties with both Ethiopia and Somalia. Talks are due to start in mid-September.

Nelson Chamisa: The Biblical Joshua that never was

With Zimbabwe being largely a Christian nation where religion and politics are juxtaposed, the former Citizens Coalition for Change (CCC) leader Nelson Chamisa touted himself as the Biblical Joshua saying he will lead the people of Zimbabwe to the Promised Land full of milk and honey.

Chamisa gave himself the moniker ‘Biblical Joshua’ soon after the death of Movement for Democratic Change (MDC-T) leader Morgan Tsvangirai whom he equated to the Biblical Moses following his death on February 14, 2018 before defeating Zanu-PF.

Equipped with oratory prowess, Chamisa made Zimbabweans dream again, as they had had during the Government of National Unity (GNU), with the youthful opposition leader quickly stealing hearts even as the hordes of MDC-T supporters were still mourning Tsvangirai, assuring all and sundry that indeed, ‘God is in it’.

Unlike in the biblical context however, the transition from Tsvangirai to Chamisa was full of contestation and betrayal that saw the division of the party, and ultimately the death of MDC as the main opposition brand name.

During Tsvangirai’s funeral for instance, Chamisa loyalists victimized Dr Thokozani Khupe, who was one of the MDC deputies, threatening her into unpopularity with opposition supporters who now saw her as a sellout, all thanks to Chamisa’s tricks.

Through it all, Chamisa still maintained grip on the opposition, working with former renegades Tendai Biti and Welshman Ncube who were leading People’s Democratic Party (PDP) and MDC-N respectively to consolidate a coalition movement (MDC-Alliance) that had been created by Tsvangirai.

At all rallies in the run up to the 2018 harmonized elections, Chamisa would call Ncube and Biti to the stage and ask them to confirm to supporters how Tsvangirai anointed him before his demise, giving hope to Zimbabweans.

The two would go on to reinforce claims that they were instructed to work with Chamisa as the leader of the MDC-Alliance, which some thought was a gimmick by Biti and Ncube who now sought a comeback as their respective parties were going under.

Flaunted as a youthful, vibrant and charismatic opposition leader, Chamisa however often got caught up in inconsistent statements and claims, which were mostly rubbished by allies and sympathizers as he kept assuring them that ‘God is in it’.

In many of his addresses since 2018, Chamisa has always been known for brandishing bible verses, including the fact that he was the biblical Joshua, promising to beat Mnangagwa in elections without breaking any sweat.

A rude awakening awaited come 2018 elections—the ‘Joshua’ failed to deliver on his promise as the Zimbabwe Electoral Commission (ZEC) announced Chamisa’s rival and ruling party Zanu-PF leader President Emmerson Mnangagwa as the winner.

Realizing that the much anticipated results came back negative, Chamisa pulled the rigging card, rallied supporters to sing the same hymn, a narrative he still maintains until now, despite earlier claiming that just like the walls of Jericho, Zanu-PF was as good as gone.

This was despite him coming back from losing MDC-Alliance to Douglas Mwonzora, to which he responded by creating a fresh opposition movement, Citizen Coalition for Change (CCC).

“Mr Mnangagwa is not prepared to win, he is plotting to rig. I told SADC that he stole the elections in 2018, this time I will not accept to allow him to rig the election again,” Chamisa said while addressing supporters in Harare in 2023.

Again, Chamisa’s envisioned Promised Land proved to be a pipe dream as Mnangagwa won again in 2023 dashing the hopes of poverty-stricken Zimbabweans who had seen an alternative in him.

More political mistakes cost him his new party, CCC in 2023, leading to recalls of many of his lieutenants who had been elected into Parliament and local authorities, despite him still commanding a large following.

In response to the 2023 post-election betrayal by little-known Sengezo Tshabangu, and later Biti, Ncube, Lynnete Karenyi-Kore and others, Chamisa jumped off-ship, folding into ambiguity, leaving supporters, sympathizers, and allies alike confused, while the land of honey and milk remains elusive.

Not the biblical Joshua

Analysts have said comparing Chamisa to the biblical Joshua is to overrate his capabilities as he has proven to be nowhere near the biblical figure, because many are wondering if God is really ‘in it’.

Dr Wellington Gadzikwa said the statement by Chamisa that ‘God is in it’ is a meaningless cliché he was hiding behind, adding that Chamisa should apply rules of the political game rather than hiding behind Bible verses.

“We don’t know which god he is talking about when he says that. Politics is a game that has rules and the rules of the game have to be applied.

“Chamisa cannot be the biblical Joshua unless in a cartoon series—he abandoned the people at a critical time and was not even apologetic. People had invested resources, time, emotions but he chose to go.

Dr Gadzikwa berated the Strategic Ambiguity theme used by the CCC from its infancy, saying it was Chamisa’s biggest undoing as a leader.

Political analyst Professor Charles-PFukwa said Chamisa being a good orator made him throw some religious metaphors in his speeches to appeal to Christians who constitute the majority of Zimbabweans, with a chunk of them desperate for economic change.

“Chamisa still has a long way to go until he has a chance to lead. I don’t see that happening soon but we can always wait for the ballot,” Prof-PFukwa said.

Losing grip on deployees

Despite announcing his decision to leave CCC on January 2, 2024 citing ruling party interference, Chamisa tried to influence parliamentarians and councilors elected under CCC to pull out of parliament and council, with only a paltry number complying.

Tshabangu who used Chmaisa’s ‘strategic ambiguity’ against its master facilitated the recalling of legislators, including two first and youngest female Mayors.

Chamisa attempted to maintain grip on remaining party deployees, which was in vain as their bid for reelection through by-elections failed dismally, and again, his faction lost leader-of-opposition in parliament where Tshabangu was elected to lead ahead of Chamisa loyalist Clifford Hlatshwayo.

Recently, Chamisa’s faction lost again when his loyalists instructed CCC mayors and council chairpersons not to attend the Chitepo School of Ideology seminar in Harare, an order which was ignored by all.

Only one mayor, David Coltart did not attend, because he had other pressing issues to attend to, showing that the CCC party has already bolted from the stable like a horse without the rider.

Political Scientist Dr Arthur Fidelis Chikerema said Chamisa came in when the country had no political freedom and confronted Zanu-PF when it was not fashionable to do so but he lost direction along the way.

“When he was a student at Harare Polytechnic, mingling with student leaders from UZ and NUST, by then it was not easy, the political environment at that time was so closed, and brutal under Mugabe’s ruthless regime.

“Chamisa, Biti, Learnmore Jongwe and Job Sikhala were bold and courageous enough to confront the Mugabe regime against the formation of a one party state. Chamisa rose through the ranks from youth leader, spokesperson of the main wing, organizer of the main wing. Contesting the secretary general post despite losing to Douglas Mwonzora and later being appointed third VP.

“This guy’s history is so robust to a point where everyone had conviction that he will lead a political party and Zimbabwe at large.

“Unfortunately his transition from Tsvangirai was unconstitutional and was based on personal convictions. In the MDC Alliance, distribution of posts was not clear; Chamisa was pervasive. The only thing he wanted was to consolidate power at the top, which was not fair. He should have gone to congress rather than violently taking power from legitimate leader Khupe.

“At the moment, Chamisa is not in the right frame of mind. That is why some people are saying he is a project and people don’t have faith or trust in him though he still has support,” said Dr Chikerema.

Zimbabwe will go for another presidential election in 2028, an election which will likely see Chamisa returning to try his luck again in delivering his ‘Joshua’ promise to the multitude of change-desperate Zimbabweans.

While age may still be thinly on his side, proving to the young people why they should vote for him may be a mammoth task given the circumstances surrounding his political stamina.

It also remains a mystery if Chamisa will retain the same advisors who have made him look like a political jester, bringing into question his ability to lead the country.
Great Zimbabwe University Media lecturer Dr Last Alfandika Alfandika said Chamisa should at least step aside and help create a new, dynamic political challenge.

“While he still has relevance, I believe, it may be in another capacity. If he wishes to contest in 2028, it will be an unfortunate perpetuation of a cycle of incompetence and stagnation for opposition politics in Zimbabwe,” said Dr Alfandika.

Media lecturer Dr Gift Gwindingwe weighed in saying the way Chamisa came to lead the main opposition disqualified him from being the Joshua of Zimbabwe come 2028.
“There is nothing Joshuaic in Chamisa besides duping unsuspecting citizens with high-sounding nothings,” said Dr Gwindingwe.

Political commentator Dr Nicholas Aribino said unlike Chamisa, not at any given time did Joshua abandon his people with or without the intention of coming back.

“Joshua never left his flock; a shepherd cannot leave his flock at the mercy of vultures. A leader has a responsibility to stand with his followers and a duty of care that compels him or her to lead from the front,” said Dr Aribino.

He said the opposition had to think outside the box and lay strategies to counter Zanu-PF if it so wishes for future elections, as the strategic ambiguity had proved disastrous for Chamisa and his party.

“Chamisa is damaged goods politically, if not a lost cause. He is now like a mosquito sitting on an elephant, politically speaking. Sometimes I think that he is a stage performer of the ruling party. Imagine just leaving 2m followers like that without having consulted them,” he said.

I read the Statement issued by Chief Government Spokesperson, Cornelius Mweetwa, with trepidation.

The quick onset of arrogance in these officials only matches the dictorship and abuse of human rights that they have subjected citizens of the country.

They hide in “Edgar Lungu did this, Edgar Lungu did that”, but do  far worse!

This government abuses the Public Order Act with impunity. Right now it has detained GenZ National Coordinator, Jason Mwanza and his colleague Chanda Chikwakwa, for staging a lone protest, similar to what President Hakainde Hichilema did whilst in Opposition. But for Jason Mwanza, he did this with adequate police notification as required by law.

2. This government has previously threatened members of the clergy, including Catholic Priests, Fr. Anthony Kapambwe Salangeta and even went to the extent of issueinh a police call-out for Father Andrew Chewe Mukosa.

3. Recently, a senior member of the Seventh Day Adventist (SDA), Mr. Chabe Webster, Copperbelt Conference President, resigned shortly after he gave what appeared to be strong snd scathing criticism against President Hichilema and the UPND Government. After this sermon, it is said that President Hichilema accosted the man of God in the vestry accusing him of not liking him and demanding to know who he was and where he was when he was mistreated by the Patriotic Front Government he had called patriotic in his Sermon.

4. Government has feequently threatened the media personel and bloggers.There are more people arrested for Criminal Defamation of the President, Criminal Defamation (even presidential aides take citizens to criminal courts, abusing state resources, instead of suing in their own capacity in civil proceedings).

Socialist Party President and PF Chairperson for Information and Publicity Amb. Emmanuel Mwamba are among persons arrested for alleged seditious practices for merely expressing their views and opinions.

Numerous numbers of bloggers, have been targeted and arrested.

5. Members of the Opposition have frequently faced arrests and harrasment on trumped-up charges.

6. The Opposition have not been allowed to hold public rallies save for the recnt two rallies finally approved to save face after 3 years of clamp down.
7. Corruption has reached unprecedented levels with State Chambers participation in the looting.
Instead of pledging temedial measures, the Government wishes to instead scandalise the Report.

Its immutable framework of existence is self-correcting.

When you see someone on fire, and inspired by your morality, you might have the knee-jerk reaction to put out the fire.

Should they die, even in their death, there will be immeasurable value.

It is not always wise to save people from harm.
Such an intervention on your part, utterly well-intentioned, might in fact be against God’s will.

We are told to never cease to do right.
But this does not mean that we must always intervene to stop the course of events.

Dr Canisius BANDA, you are too quiet, they say. Your silence will destroy this country.
What they don’t know is that, for now, that is how I have chosen to speak, by saying nothing.

Oh, now that you have a malignant bullet would in your head, what really do you want me to say?
When I highligted all the dangers and told you not to play Russian roulette?

Zambia is in terrible mess today.
Whichever way you look at it, things have fallen apart.

Zambia’s governance and economy are in a shambles today, a terrible quagmire.
People are suffering. The anguish in their loves is excruciating. They are squirming with disturbing economic pain, tossing and turning, turning and tossing as if in hell, the cost of living eroding all of the little dignity that had remained about them. They are like a flock with no shepherd.

But who tells you that giving governance and economic painkillers now, at this moment,is the solution that Zambia needs?
What if allowing this suffering to run its course is the required prescription?

Trust me, in the end, all things work out for good. Suffering may endure for a night but joy cometh in the morning. Nothing lasts forever.
Balance is always restored.

Yes, talk might be cheap.
But experience is priceless. It never fails.

There is a time for all things.
Now this exactly explains why suffering is a good thing.

THE NEW DAWN GOVERNMENT MUST TAKE SERIOUSLY THE UN EXPERTS REPORT EXPRESSING CONCERN WITH THE DOWNWARD SPIRAL OF
INFRINGEMENTS ON FUNDAMENTAL FREEDOMS AND TAKE IMMEDIATE REMEDIAL ACTION

The Law Association of Zambia (LAZ) has received the United Nations Special Rapporteuss’ report expressing concern about multiple allegations of arbitrary arrests and detentions on charges of,inter-alia, unlawful assembly, espionage, hate speech and seditious practices against opposition political party leaders and members, parliamentarians, human rights defenders and activists, as well as restrictions on gatherings, meetings, peaceful protests and rallies in Zambia, with a deep sense of sadness.

Regrettably, the Special Rapporteurs’ report represents the concerning trend which LAZ has on numerous times called on the Government to redress, so as to assure the free and unfettered access to the rights and freedoms citizens are guaranteed under the Bill of Rights of our Constitution.

The Constitution’s edicts require that those governing must ensure that the expressed rights and freedoms are enjoyed, not just by those who support them, but even those who express divergent views or belong to different political parties.

Even at the moment, we are aware of three youths Jason Mwanza,Chanda Chikwanka and Ezekiel Thomas Zulu who are in Police custody for merely expressing their constitutionally guaranteed right to protest.

We therefore agree with the Report’s recommendations for the Government “to deescalate tensions” in the country by upholding “”constitutionally guaranteed rights; ● create a safe and enabling environment for civic space;
●expedite legislative reforms, including the Public Order Act, the Penal Code and the State Security Act;
●ensure the functioning of the National Mechanism for Implementation and Follow-up; and instltute measures to ensure that State actors and institutions, Including the Zambia Police Service, protect human dignity and rights.”

LAZ remains able, willing and capable of supporting all progressive remedial steps so that Citizens can freely enjoy their rights as enshrined in our laws.

The press release on a matter of public interest and promotion of the rights and liberties of citizens has been issued in furtherance of LAZ’s mandate under Section 4 of the Law Association of Zambia Act No. 31 of the Laws of Zambia.

Dear Ms. Gina Romero, Ms. Mary Lawlor, Ms. Irene Khan, and the esteemed team,

As a human rights activist from Zambia and based in Canada, with a professional background in Political Science, International Development Studies, and Public Law, I appreciate your ongoing efforts to monitor and report on human rights issues worldwide. However, I must express my concern regarding the recent report published by the UN experts on Zambia, dated 29 August 2024, which I believe lacks the necessary context and balance.

The UN is a reputable organization that should uphold the highest standards of ethics in its findings to benefit the global community. However, if it relies on propaganda gathered from those with past elections grievances against the country, it risks issuing unprofessional reports. Under the previous administration, there were calls to strengthen laws against hate speech targeting other tribes to prevent situations like the Rwandan genocide and this call is highlighted in my complaint to the UN Human Rights Secretary General in 2021. Regrettably, these appeals were ignored. I, myself, repeatedly wrote to former President Edgar Lungu, but was met with death threats and evidence is there if you need it, I can provide it to you.

When the new government took office, I continued to advocate for stronger legislation on hate speech. I am pleased to inform you that, as of this letter, the Zambian Cabinet has approved measures to strengthen laws on hate speech and corruption—steps that are clearly in the public’s best interest. As a governance and development expert, I find the UN’s current assessment of the government to be unfair. While there are indeed areas that require attention, such as the Public Order Act, it is important to acknowledge the efforts made towards national unity. The current administration has made strides by ensuring that job opportunities within the government and development funding through the Constituency Development Fund (CDF) are distributed equitably—a marked improvement over the previous administration.

In 2021, I formally engaged the Office of the UN Human Rights and filed a complaint detailing severe human rights violations in Zambia. This complaint, subsequently referred to the Office of the Secretary-General, included specific cases of extrajudicial killings such as those of Mapenzi Chibulo, Vespers Shimunzhila, Obed Bwalya Kasongo, Nsama Nsama, Joseph Kaunda, Chileshe Bwalya, Kennedy Mudenda,  Frank Mugaala and several others, all of which occurred under the previous administration of individuals furnishing you with untruthful situation. I also highlighted the systematic suppression of the media, citing the forced closure of media outlets such as Prime TV and The Post Newspaper, among others. It is important to note that these closures were only reversed after a change in government. And as of today no private media has been shut down or threatened to be closed by the state.

Further, I presented evidence of discriminatory practices by the former government, which included the targeted dismissal of individuals from regions perceived to support the opposition leader at the time, Mr. Hakainde Hichilema. Specific government officials and ministers were identified as key players in orchestrating this discrimination. Instances such as the arrest of religious leaders like Bishop Kazhila during the period of unrest gassing that I brought to your attention further underscore the extent of the violations that occurred.

Your recent report does not seem to adequately reflect these serious abuses that characterized the period from 2014 to 2021 under the Patriotic Front (PF) administration of Mr Edgar Lungu. The report implies that the current government is perpetuating similar infringements on fundamental freedoms. However, it overlooks the fact that since the change in government, Zambia has conducted several by-elections without any reports of politically motivated killings by state or ruling party actors—an improvement from the previous administration’s track record, where incidents such as the killing of Lawrence Banda during a by-election were documented.

Additionally, the UN should take particular interest in the case of Shebby Chilekwa, a barber and close associate of former President Edgar Lungu, who remained protected within State House despite being implicated in the murder of Lawrence Banda. Chilekwa was only arrested and subsequently sentenced after the change of government, highlighting the previous administration’s failure to uphold justice. In contrast, the current government has demonstrated a commitment to the rule of law by holding its own supporters accountable, with the President publicly advising the police to arrest any ruling party members who commit crimes, such as attacks on opposition supporters like what happened in the past administration. This has fostered a more balanced political environment, as evidenced by former President Lungu’s ability to freely campaign across the country without harassment.

It is critical that political, legal, Human Rights and Development experts like your team and I conducting analyses for reports like these rigorously assess and filter incoming information to avoid bias. For example, the report does not mention cases such as that of Jay Jay Banda who escaped a lawful custody, a former Member of Parliament who allegedly urinated into a journalist’s mouth and attempted to set him on fire in 2016. While Banda was acquitted under the previous administration, reviewing such cases is not an infringement of human rights. Instead, it is a necessary step to seek justice for victims whose rights were violated.

Furthermore, the UN should distinguish between issues of democracy, freedom  of expression vs corruption. Zambia’s laws are explicit on corruption, and many individuals who have approached your office with unverified information are currently facing serious corruption charges. These individuals must account for their wealth accumulation, as required by Zambian law, because the country’s citizens were deprived of public resources. Addressing such cases is not an attack on democratic principles but a necessary measure to uphold justice and protect the public interest.

I urge your office to undertake a comprehensive on-ground assessment to gather accurate facts about Zambia’s current human rights environment. The current administration has indeed faced challenges, but it has made notable progress in respecting and upholding freedoms of expression, assembly, and association. Unlike during the PF rule, no opposition leaders or activists have been killed by state actors since the government changed.

The report’s omission of the previous administration’s rampant corruption and human rights abuses, which left over 20 million Zambians in poverty and stripped them of access to basic social services, is troubling. The UN must not equate the consequences of these past injustices with the actions being taken now to hold perpetrators accountable. It is vital to distinguish between efforts to enforce the rule of law and prosecute past abuses from any potential suppression of political freedoms.

I respectfully call upon your esteemed team to ensure that future reports are based on thorough investigations and verified information.

Zambia’s human rights journey from 2015 to 2021 was fraught with violations, and the current administration is working to address these issues. It is essential for the UN to support these efforts with accurate reporting, to provide a fair and just representation of the situation on the ground.

Therefore, it is essential to conduct a more thorough analysis of Zambia’s situation to fully appreciate the progress the nation has made and offer the current government any necessary support to continue improving the situation. I remain open to providing further information and assisting in any investigations to ensure that the UN’s work reflects the true state of human rights in Zambia.

PRESS STATEMENT BY THE MINISTER OF INFORMATION AND MEDIA AND CHIEF GOVERNMENT SPOKESPERSON HON. CORNELIUS MWEETWA, MP ON THE ALLEGED INFRINGEMENTS ON FUNDAMENTAL FREEDOMS IN ZAMBIA

The Government of the Republic of Zambia takes note of the statement issued by the United Nations Special Rapporteurs of the Human Rights Council, expressing concerns about the alleged infringements on fundamental freedoms in Zambia. While we appreciate the role of the UNHRC in monitoring and upholding human rights globally, we must express our deep concern and disappointment regarding the inaccuracies and misrepresentations contained in the report.

First and foremost, the assertion that members of the clergy have been arrested under this administration is not only misleading but also alarming, especially coming from a body such as the UNHRC, because it is completely false. The Government of Zambia under UPND, has no record of any such arrests, and we are perplexed as to the source of this erroneous information. Zambia has always upheld the freedom of religion and expression, and any claims to the contrary are baseless.

Furthermore, the report’s claim that State Actors have instrumentalised legal provisions to suppress the legitimate exercise of freedom of expression is equally unfounded. The Zambia Police Service, under the current administration, has been mandated to safeguard the peace and security of the country. However, we have also been very clear in condemning any excesses by law enforcement officers. The government is committed to ensuring that the rule of law is upheld, and any actions by the police are conducted within the bounds of legality and respect for human rights.

It is also important to address the report’s suggestion that there is no democratic space left for the opposition in Zambia. The UPND Government has made significant strides in upholding and protecting the democratic values of our country. We have initiated a consultative process for the review and possible repeal of the Public Order Act, a move that underscores our commitment to enhancing democratic governance and expanding the democratic space for all Zambians.
Claims relating to attacks on journalists are equally inaccurate. To the contrary, under the current administration, journalists are free to criticise the Government without fear of retribution. The media plays a crucial role in our democracy, and we are committed to ensuring that journalists operate freely and without intimidation.

Moreover, it is surprising and disappointing that the UNHRC has not acknowledged the progress made by this Government in removing draconian laws, such as the defamation of the president law, the death penalty, and the enactment of the Access to Information Law. These are significant steps that demonstrate our dedication to enhancing human rights and democratic freedoms in Zambia.

Human rights cannot be fully enjoyed in a state of lawlessness. The very concept of rights inherently creates duties for rights holders to exercise those rights responsibly and within the boundaries of the law. In this regard, we have always encouraged the police and other law enforcement agencies to exercise careful judgement when cautioning citizens who commit offences in the exercise and enjoyment of their freedoms.

We must clarify that contrary to the claims made in the report, the UNHRC Special Rapporteurs have not been in touch with the Zambian Government regarding these concerns. Had the UNHRC reached out, we would have graciously welcomed the opportunity to provide clarification and address any misunderstandings. Open and constructive dialogue is essential in ensuring that accurate and fair assessments are made, and we regret that this opportunity was missed.

Nevertheless, the Zambian Government will engage with the UNHRC to reaffirm our commitment in upholding and protecting human rights and ensuring that all citizens, regardless of political affiliation or social standing, enjoy their rights and freedoms in a safe and democratic environment.

I am prayerful and optimistic the Chief Justice CJ Dr Mumba Malila will recover fully soonest from the road accident he encounter this evening in Lusaka. He is about one of the most objective and non partisan CJs that Zambia has ever had.

Government has 3 arms of government namely the Executive, the Legislature and the Judiciary. They all independent of each other and their roles lie parallel but all intersect where needed most by all citizens first their day to day livelihood harmony and wellbeing.

Tonight accident is therefore a wake up call to re-look at the Judirary and indeed Legislature safety on and off the roads in and outside Lusaka or Zambia.

The traffic safety of the Head of the Executive and Republican  President is visibly very well organised and all motorists have to stop aside whenever encounter their convoy. Very good. Not so much for th Chief Justice and the Speaker. I see their 2 vehicles maximum security convoy to process them through the traffic off Bonaventure area where I live aswell. Their sweeper vehicles struggle through the morning and evening traffic and half the time have to use opposite late causing even bigger congestion and risks.

As happened in 1992 during the then Vice President Levy P. Mwanawasa accident on the airport road where the driver died and him badly injured, a Commision of Inquiry was instituted. Amongst their recommendation is what we see today that the officer of the Vice President has a much bigger security force convoy. Front line Motorbikes and several security vehicles surround the Veep motorcade.  

As a result of not listening or refusing to independent  results or research fingers, the Vice President of Zambia has been involved in traffic accident since the LPM event in 2992. This is as result of good recommendations now implement we from the Commision of. Inquiry that was instituted by President FTJ.

I therefore apeal to His Excellency Mr President Hakainde Hichilema to set up a Commision of Inquiry to investigate circumstances, causes and remedial recommendations embedded in the CJ unfortunate accident last night in Lusaka.

Officers of the President, Chief Justice and the Speaker have to be protected 100% from all harm and risks be it when at their residents, office and as in this case when in transit be it on the road or air transportation.
