Leader of Opposition in Parliament Brian Mundubile has announced that a Motion of Censure will be moved against Eng. Charles Milupi for telling lies in Parliament.

This is in relation to Eng. Milupi’s explanation on the floor of the House in his capacity as Acting Finance Minister that he had tendered a copy of a deposit slip of the K65 million which had reportedly gone Missing.

Hon Mundubile has told the media that Milupi committed a very serious offence against the rules of the house.

“He went against the order of Madam Speaker who told him to bring a deposit slip. He lied to the whole nation. He came with a bundle of documents, that did not contain the deposit slip. He has joined a list of Ministers whom we will censure for lying in Parliament. The minister has had an opportunity to come to the floor of the house twice and the deposit slip was not there. He thought from the bundle of documents he brought we were not going to go through,” he said.

And Hon Mundubile has wondered why the mysterious deposit slip has eluded everyone.

He said the only explanation that can be given is that the Money has allegedly been stolen by the UPND.

The Leader of Opposition mentioned that it is the reason Finance Minister Dr Situmbeko Musokotwane took leave and avoided embarrassment by trying to defend how the K65 Million was used.

“What is clear is that that sixty-five million was stolen. What the Investigative wings must do is to swing into action, the stories about the money going to the students is a lie.

The finance minister would have been caught up in trying to justify the 65 million as opposed to trying to negotiate Zambia’s debt. Hon Musokotwane continue on that trajectory. On that one hon Musokotwane we salute you; we have hope that there are one or two honest people in the UPND,’’ he said.

Meanwhile, Mufulira Central Lawmaker Hon Golden Mwila said from the various unsatisfactory explanations given, it is easy to conclude that the money was not spent for its intended purpose.

He said the opposition MPs will ensure that there is accountability on how the money was spent.

“Why the Anti-Corruption failed to avail the bank statement of the K65 Million before the Auditor General but it only took the Minister a few days to present it to parliament.

Whenever you see confusion like this just know that there is something fishy about it. The Zambians must know. This is not the PF matter but one raised by the office of the Auditor General,” he said.

…delivering development to the people cannot be business as usual, says Dr. Musokotwane

Lusaka, Thursday, 15th June, 2023

To ensure the continued implementation of the 2023 national budget, the Ministry of Finance and National Planning, in May, 2023, released a total of K14.9 billion.

Of this amount, K688.2 million went
towards implementation of various developmental programmes and general operations, K314.9 million for road infrastructure, K8.2 billion for debt service (domestic and external) and other liabilities, K3.7 billion for the public service
wage bill, and K1.9 billion for transfers, subsidies and social benefits.

From the K1.9 billion under the transfers and subsidies category, some notable expenditure items that got funding in May, 2023, include:

1) Social Cash Transfer programme, K731.9 million;
2) Operations of hospitals and other Government Grant Aided Institutions, K266.8 million;
3) Public Service Pension Fund (PSPF) financing gap and grant, K185.6 million;
4) Operations of public universities, K115.1 million; and,
5) Local Government Equalization Fund, K111.6 million.
In the same month, we released K688.2 million to facilitate effective public service delivery under various public institutions, notable among which were the following expenditure items:
1) K317.3 million for general operations of Ministries, Provinces and other Agencies (MPA’s); and
2) K51 million for TAZAMA workers’ salaries.

Under the capital expenditure category, government released K314.9 million, which funds went towards road infrastructure programmes.

In the month under review, we also spent K3.7 billion on costs relating to the Public Service Wage Bill
(Personal Emoluments) for various public service workers.

In line with our commitment to reduce indebtedness, K7 billion was released in the same month for payment of both domestic debt and external debt. In addition, we released K1.2 billion for dismantling of arrears owed to suppliers of
goods & services.

Commenting on the May 2023, budget releases report, Finance and National Planning Minister Dr. Situmbeko Musokotwane, MP, has noted that some areas of the country are lagging in the absorption of Constituency Development
Fund (CDF), thereby leading to delays in the empowerment of citizens and interruptions in the implementation of constituency level developmental programmes.

“This is why, in addition to our issuance of Treasury and Financial Management Circular No. 7 of 2022 (which devolved requirements for contracts to be cleared by Directors of Finance in respective Ministries and Provinces in line with the Public Finance Management Act No. 1 of 2018, Section 4 (3)), we have further streamlined the contract approval process and delegated the mandate of clearing CDF related contracts to Directors of Finance in local authorities.

We expect the measure to speed up implementation and ensure that empowerment funds are in the hands of our people, who are
clearly eager to work hard and develop their constituencies,” Dr. Musokotwane has said.

CABINET APPROVES KEY BUDGET PRINCIPLES

Cabinet has approved the key budget principles that will guide the formulation of the 2024 – 2026 Medium Term Budget Plan and the 2024 National Budget as set out in the Budget Policy Concept Paper.

Acting Minister of Information and Media Hon Makozo Chikote in a statement issued to the media says as outlined in the Concept Paper, looking at the Macroeconomic, Fiscal and Financing Objectives for the period 2024-2026, government intends, among other measures, to increase Gross Domestic Product (GDP) and also sustain inflation to single digits.

Hon Chikote says in the case of Domestic Revenue Mobilisation and Financing Strategy, Cabinet agreed to enhance domestic resource mobilisation and that priority will be placed on enhancing compliance as well as accelerating the implementation of the Electronic Invoicing System.

“In order to ease the debt service burden, it is in the interest of Government that going forward, consideration will be on concessional financing while at the same time, accelerate the dismantling of domestic arrears to unlock liquidity in the economy. In terms of Expenditure Policy, Government intends to ensure fiscal consolidation and to direct resources to areas that will facilitate growth of the economy while protecting social spending. During the period, Government will place emphasis on the implementation of the Decentralisation Policy which was recently launched by His Excellency the President, Mr. Hakainde Hichilema as doing so, will enhance socio – economic development among the citizens especially at the Constituency and District levels,” he said.

The Medium-Term Budget Plan 2024 – 2026 is the blue-print on how Government resources shall be allocated during this period and it is a reflection of the New Dawn Government’s aspirations and policy direction, to bring about sustained economic growth and prosperity for the nation.

“African Continental Free Trade Area (AfCFTA) Youth Symposium: Cabinet approved the hosting of the African Continental Free Trade Area (AfCFTA) Youth Symposium from 19th to 21st July, 2023 in Lusaka. The AfCFTA Youth Symposium will draw participants from all the 53 Member States of AfCFTA. This will provide a platform for Zambian youths to create networks and gather information on trade-related opportunities under the AfCFTA,” he added.

“Africa Music, Art and Cultural Exhibition: Cabinet approved the hosting of the Africa Music, Art and Cultural Exhibition to be held in Lusaka from 20th to 23rd June, 2023, in order to promote Zambia’s cultural and creative industries and at the same time, market Zambia’s art, culture and heritage both nationally and internationally. The event will bring together African youth and students, youth-led organisations, chambers of commerce of different countries, key movie industry actors, content creators, music artists, local and international universities, development partners and technology companies. This will promote and give young people a platform to advertise and showcase their innovations, inventions and businesses to an audience in pursuit of investors and partnerships.”

Hon Chikote also disclosed that Cabinet approved the hosting of the 76th Executive Committee Session of AARDO in Lusaka from 19th to 23rd June, 2023.

“The AARDO programmes focus on youth empowerment and entrepreneurship, poverty alleviation, women empowerment, decentralisation and sustainable agriculture. Zambia is the coordinator for Southern Africa Regional Office of the AARDO,” he indicated.

“Appointment of Boards:…Public Service Pensions Fund Board of Directors: Cabinet approved the appointment of a nine (9) Member Public Service Pension Fund (PSPF) Board of Directors. The PSPF is a creation of an Act of Parliament under Cap 260 of the laws of Zambia, Act No. 35 of 1996. The appointment of the Board of Directors will, therefore, ensure proper financial and administrative management of the Pension Fund in accordance with the requirements of the law.”

The Minister said Cabinet, in winding up deliberations for the day, also approved a nine (9) Member Livestock Development Trust Board which is a Statutory Institute under the Ministry of Fisheries and Livestock, established under the Land Perpetual Succession Act Cap. 186 of the laws of Zambia.

Why I do what I do

Whenever I hold our elected public leaders to account, some in our country – largely those whose ability to reason is never beyond an adhominem attack – are quick to accuse me of working to advance sectional interests or a particular viewpoint of my paymasters. Perhaps they cannot imagine being motivated to do anything except for material gain. This is regrettable: I have never claimed nor received a single ngwee from a politician for my activism, something I am sure those in opposition and in power today would be happy to confirm.

It is my belief that intellectuals must act out of conviction, based on understandable reasons and the intrinsic value of their actions, not out of anticipation of material gain, political or personal favours. I do what I do out of a deep conviction, motivated by the belief that if knowledge is worth acquiring, it is also worth sharing; that the acquisition of specialist knowledge should result in its application to causes and communities that need it most. Zambia’s intellectuals, though few in numbers, have a duty to publicly share their knowledge and expertise on issues of public interest. Zambia lacks a public intellectual culture, and I provide regular media commentaries in the hope that in my own modest way I could contribute to the creation of one.

I am extremely grateful for the education I received at the University of Zambia (UNZA), courtesy of a government loan that I only managed to repay last month, but I remain conscious and indeed outraged that such opportunities remain so limited for my fellow citizens. One of the reasons that explain this dearth of opportunity is corruption coupled with lack of accountability. Another is incompetent leadership. It is incumbent upon those of us who have received a good education to share the fruits of such benefits as far as we can with others. For me, one way of doing so is by holding elected leaders to account so that they can provide a range of basic services such as increased educational opportunities and improved healthcare. I also periodically return to my former schools in rural areas to share with today’s pupils my experiences and the opportunities ahead.

I do not often mention my own background in my public commentaries mainly because I do not think it is relevant, even when some people out there, who themselves know nothing of my life and family history, assume that I was born into privileged circumstances, or that I write to advance sectional interests of my unknown paymasters.

I was, in fact, born in Nalitoya village in rural Senanga, one of the most impoverished parts of the country. The nearest public school I attended, Luandui Primary, was about 17 kilometres away from home in Nalikwanda constituency, another rural backwater. Later, my mother relocated to Kapulanga, an impoverished slum in Mongu where no one should live let alone raise a child. Here, I largely succeeded due to the kindness of other people, whose generous efforts – alongside those of my mother, who brewed native beer for a living – enabled me to complete my secondary school education.

I know all too well the realities of grinding poverty and illiteracy, especially among rural folk, and this makes me even more determined that it should not be mere chance that rescues people. This background explains why I hold to account elected public officials. The government policies and the actions of our ruling political elites that condemn many of our fellow citizens to poverty, disease, superstition, ignorance, hunger, want, and ill health must be opposed. I have been doing this and intend to do so with every fibre of my being, as long as I live, and to do so without seeking any financial reward or personal benefits.

Zambia has a great resource in its people, people who are denied the opportunities to develop and exercise their talents by the circumstances of their birth. To be born in rural Zambia today is to be condemned to generational poverty, as the chances of overcoming so many barriers that militate against the rural child are remote. I escaped by chance and through the kindness of strangers. Some of the most determined, hopeful, and passionate people l ever met are those l went to school with, in rural Zambia. The hopes and aspirations of many of these former schoolmates have been dashed by a system that does not know that they exist, one that does not care about or value them. Remove the opportunities l got, l am the neglected rural child. Give them the opportunities that l received, they are me and even better.

I attended Oxford, thanks to the Rhodes Scholarship that entirely financed my master’s and doctoral studies, but I am, like many Zambians, a child of struggle and adversity. My father – whom I never got to see even on a picture – died when I was only weeks old. My mother, a rustic self-made visionary who neither stepped a foot into a school classroom nor ever enjoyed the advantage of a formal job, raised me by herself until 2010 when, owing to a lack of adequate public health facilities in rural areas, she succumbed to a treatable illness while I was still a student. My own personal experiences – a rural child, raised by a single parent, and whose life can be shattered or transformed by their place of birth and the decisions of those entrusted with public service – are sadly common to many, many Zambians.

There is an abundance of potential among rural kids, but it cannot be unleashed by a national leadership that prioritises the selfish striving for personal gain over the selfless pursuit of the public good. This is why we must hold our elected public leaders to account. If we keep quiet when corruption happens, when public services are not delivered, when those entrusted with serving our collective welfare prioritise private or foreign commercial interests, then only a tiny number of people will succeed in escaping poverty. Those of us who have escaped owe our success to those who are left behind. We cannot afford to ignore the injustices of the society we live in. We must question anything and everyone, especially if they are leading us or making claims to want to lead us.

Zambians silence over “abductions” shocks PF

THE PF has expressed shock that Zambians and diplomats are silent and minding their own business when members of the former ruling party are being “abducted” everyday.

Lately, the PF has been branding any police arrest of their members as an abduction or state harassment.

On Wednesday evening, Police apprehended PF presidential aspirant Emmanuel Mwamba in Lusaka’s Woodlands area and detained him at Emmasdale Police Station.

Zambia Police Service acting public relations officer Godfrey Chilabi then announced in a brief media statement that Mwamba was in custody but promised to avail details of his detention later.

However, police sources told Kalemba Mwamba had been datained in connection with the the circulation of a forged letter purportedly written by President Hakainde Hichilema and meant of the country’s intelligence chief, Friday Nyambe.

Upon hearing that police officers had apprehended Mwamba, his party comrades mobilised and went on the search for him.

The group led by PF national women’s chairperson Mulenga Kampamba and included Mporokoso member of parliament Brian Mundubile, went to Force Headquarters were Mwamba had been kept briefly before he was taken to Emmasdale Police Station.

There, Kampamba who is also former information minister in the Edgar Lungu regime wondered why the diplomatic community was silent when the country had been rocked by “abductions”.

“What is surprising and questioning is where the International community is during the occurrence of such events, why are they quiet and not speaking for us the people?

“I was once minister of information in this country and I would have the European Union, US Government and several ambassadors approach us at the doorstep of our offices whenever something wrong transpired in the country. But where are they now? Especially that people are now being abducted,” said Mulenga.

She added that the arrest of Mwamba is something that can be grouped as an abduction because the police had not allowed anyone from his family or lawyer to meet him since his arrest.

“Allow Mwamba to speak out because everyone has a right to defend oneself no matter the level of criminality. Allow even Mwamba’s Lawyer to meet him, even during interrogations.

“people is this country are being abducted anyhow and being taken to places they don’t know. This is why we need the international community to come in as an independent operator, this is our appeal, can you begin to speak for us,” said Mulenga.

Mulenga further said that the matter of freedom and justice in the country is not just a concern of being in opposition but that of being a Zambian.

Mwamba’s urged Zambians to wake up from their deep slumber’ and come to the realisation that the country was under captivity.

“Today it may be us at the police station, and tomorrow, it can be anyone else. Let us not just wait for the donor community, even us as Zambians need to stand up and speak for ourselves.

Whoever acts as President does not attend the National Assembly- Thabo Kawana

Good evening dear DAZ members, I have noted with great concern debate around the leave of absence from the National Assembly by Her Honor the Vice President raging on.

Kindly allow me to take us back to school a little in civics 101.

The President of the Republic of Zambia does not sit in the National Assembly of Zambia. When he does so, the National Assembly changes it’s name to Parliament.

That is why the President opens Parliament and not the National Assembly.

On the other hand, when Parliament is sitting and in motion, it is called the National Assembly and Govt is led by the leader of Govt business in the House who is The Republican Vice President. The opposition are led by leader of the opposition.. In all this time, the President does not go to the National Assembly unless on special occasion to either open Parliament or a special address to Parliament as was the case with the late President Mwanawasa over removal of immunity of the late Former President Chiluba.

So now that President HH is out of the Country on a global mission together with other African Heads of State to seek peace between Russia and Eukraine, Vice President Nalumango is Acting as Republican President of Zambia. Meaning as Acting President, she now can’t attend the National Assembly.

Meanwhile, to lead Govt Business in the House in absence of the Vice President now is the Defense Minister Hon Lufuma who is now acting as leader of Govt business as Vice President Nalumango takes leave of the house to act as President until further notice.

The further notice is until when the President returns and she no longer acts as President reverting to her substantive position as Veep and leader of Govt business in the House.

So there is nothing sinister here and it is just but standard practice that whoever acts as President does not attend the National Assembly even when it’s a cabinet Minister acting as President then that Minister will not attend the National Assembly for the duration he/she acting as President.

So colleagues, I repeat just as on many other issues raised before. The issue here is that there is no issue.

Dear Sir,
I hope this letter finds you in good spirit.I know you’re away from the comfort of your own house on national duty in the countryside checking on government projects, specifically the CDF programs.I have been following keenly how you’ve been encouraging council officials, including other district officials to diligently serve the people within their localities.I have also been following how you have been passionately reprimanding those council officers whose performance in service delivery was below par.

Sir, I have also read and heard comments both on social media and mainstream media against what you are doing just because you are not a civil servant.

It is such comments Sir that prompted me to pen this open letter to you.Sir,I strongly believe that countries have been destroyed not by bad citizens doing harm to their own countries but by good citizens who choose to remain quiet when seeing bad citizens doing bad things to the country to which both are entitled.

Secondly, countries have also been destroyed and lagged behind because a few concerned citizens who are going beyond their limits to try and improve the welfare of their countries are being ruthlessly criticized and discouraged by a few disgruntled citizens with their own selfish agendas and yet the majority of the citizens choose to remain mute.

Sir, I’m not going to be among those who will choose to remain quiet when I see a few individuals, doing alot for the good of our country.

I’m writing this letter to remind and encourage you that what you’re doing is the true definition of “servant of the masses”.

You’re doing what every right thinking Secretary General of a ruling political party should do.

Sir, you’re a Chief Executive Officer of a political party that went out there in the same countryside you’re touring today to campaign to the same people you’re visiting today that once they vote for your political party, you’re going to introduce free education, you’re going to build extra classroom blocks, you’re going to build those broken bridges.

Now that the people after listening to your message, voted and ushered your political party to form government,do the people expect you to sit back and watch from a distance? When the promised new classroom block is not being built, the people will simply say the UPND party lied to us, and who is the CEO of UPND, it’s yourself Sir!

It was you leading a group of like minded people and not civil servants, who were going round the country promising citizens of a better life when they vote for you.Civil servants are employed by your government to execute your political party’s promises to the people.

The people in government are accountable to you as a Chief Executive Officer.Even the President is accountable to you as a Chief Executive Officer of the ruling political party on which ticket he stood.In other advanced countries, sitting Presidents, Members of Parliaments that are not towing their political party’s beliefs are recalled to the party’s secretariat and reprimanded even dismissed!
Sir, you’re a Chief Supervisor of government deliverables on behalf of the masses.If the sitting government doesn’t seem to be delivering to the citizens expectations, it’s your political party that gets punished and not civil servants.

Sir,no one should tell you that you’re not supposed to go out there and check for yourself how the government you employed is performing! It is both your duty and mandate to monitor how your political party members in government positions and political party ranks are performing.Their KPIs are deliverables to the citizens you were promising during your campaigns.

Finally,I want to remind you Sir that you’re a custodian of everything that UPND holds and stands for. In an event that the UPND is sued,it is you,in your capacity as CEO they’re sueing and not anyone else,

Fred M’membe Pioneered Zambia’s Darkest Period In His Harmful Tribal Campaign Against The Tongas- Laura Miti

FRED M’MEMBE PIONEERED ZAMBIA’S DARKEST PERIOD IN HIS HARMFUL TRIBAL CAMPAIGN AGAINST THE TONGAS

As a prelude to me sharing, again, my unsolicited thoughts about Socialist Party President, Fred M’membe, I thought I should say that I am unlikely to stop, speaking about him, every so often. I am like that when, in my estimation, something or someone impacts my good old Zambia.

I would like to assure Dr M’membe, though, that, as always, my comment will, to my mind at least, be fair. It will be based only on what is in the public interest and is in the public arena. No rumours and certainly no personal slights.

Point is it is none of our collective business what Fred or any other politician for that matter, has for breakfast or the colour of his living room walls. What is ours to comment on is the public Fred and how his history impacted Zambia. Importantly, we must interrogate how what we know about that history, as well as his present, may affect Zambia. This is a citizen national duty – to use our brains and muse about everyone who impacts that which is ours together.

All that to say, no matter how shrilly protesting voices screech, there are issues that, for me, make Fred a very dangerous person to want power. I say so on the basis of the Fred we have known publicly.

It does not need debating is that the only way society can judge what a person’s future is likely to be, is by,
interrogating their known past. It is why prior convictions come into play when an accused person is tried for a crime. And why all employers ask for references. If they are serious about recruiting the best, that is.

So back to Fred! Unfortunately for him, there are issues that the former owner and Managing Editor of the Post Newspaper was responsible for that he cannot avoid confronting in his current incarnation. These are matters that suggest to us how Fred yields power and influence.

I will set some out below:

1. The Post Newspaper and, therefore, it’s Managing Editor, who had final say on what the paper published, carried out vicious personal attacks on individuals, leaving people battered and humiliated. In the way of the current Watchdog and other faceless online publications, the Post had no qualms about influencing politics by savaging individuals personally.

Examples are:

1. How cruelly former Vice President George Kunda’s illness was reported. I will leave it there.

2. UPND founder, Anderson Mazoka’s illness received similar unfeeling attention.

3. President Mwanawasa was a “cabbage” because of the unfortunate car accident he had had.

4. The country was treated to details (true or not) of former President Lungu’s health.

5. As for Rupiah Banda! Goodness! The butchering he got that had nothing to do with anything that could be called fair comment, after President Mwanawasa died, was alarming.

Then we move on to the more troubling stuff:

6. The Post carried out a vicious and nationally harmful tribal campaign against the Tonga that was the beginning of the dark period we suffered in the decade between 2011 and 2012. (This, for me, was Fred’s greatest and unforgivable sin against Zambia.)

7. He has shown a frightening inconsistency in his positions that seem to be decided only by self-interest. Having maligned Former President, Michael Sata, for years, Fred seemed to have decided that the PF Leader he was the only one who could help him punish Rupiah Banda for contesting elections, and thus preventing Fred’s preferred candidate – Peter Mangande. (I always agreed, by the way, that Mr Mangande would have been way better for Zambia than RB, but to attack him for wanting an office with his grasp was inexplicable.) Anyhow, the issue is the dizzying 180-degree turnabout Fred then made on his public view of Michael Sata. He went on a sanitisation campaign that would put bleachplus the strongest disinfectant known to man to shame. He successfully became kingmaker of a man he had suggested was the political pits.

8. Related to 7, is the simple question of how a politician, who has lived an unapologetic capitalist life, with attendant accumulation of wealth and expansionist business strategies, now says he is a life long socialist.

9. With President Sata in office, Fred M’membe was in the wonderfully untouchable space that those close to Zambian presidencies can inhabit. He became arrogantly lawless. The Post did not pay taxes nor remit other statutory deductions like NAPSA, at a time when it looked, to all observing, that the paper was enjoying its most profitable period. Because of that, he gave a tyrannical regime the excuse to close (for political reasons) a paper that was an important and needful space for critical discussions, and that held much of Zambia’s recent history.

10. This one disturbed me. Fred and one or both of the Nchito brothers (can’t quite remember) stormed out of a court presided over by a judge they did not like. They got away without even a reprimand for something that should have landed them in jail for contempt. They, as friends of the sitting President, were, I guess, not subject to established rules. Lunte Member of Parliament Mutotwe Kafwaya has told the UPND Government to stop fooling people regarding the handling of the K65 Million which was confiscated from Faith Musonda.

On Tuesday, Acting Finance Minister Charles Milupi said the money was deposited into Control 99 and later transferred to the Ministry of Education.

Speaking on 5FM’s burning issue, Hon Kafwaya said when the money hits control 99 it becomes a consolidated fund and cannot be segregated.

He said there is no way one can go to control 99 and single out Faith Musonda’s money.

Hon Kafwaya mentioned that the Minister also lied that he had submitted the deposit slip.

“Stop fooling people, when money go to control 99, it becomes a consolidated fund. All the money which is in there, there is no way you can say bring Faith Musonda’s money then you take to students, you can’t be cheating people like that. Stop ubufi, The Minister misled the nation that he had submitted the deposit slip. Ba Minister balisa ukubepa ubufi on the floor of the house.

Control 99 is the ministry of Finance account held at the bank of Zambia, it is known as the consolidated account, that is where all the money goes. Here is a Government which is good at telling lies, they will tell you that the money went to control 99 and later on say that it went to students,” he said.

He said his suspicion is that the UPND have allegedly squandered the money meant for the Students.

“Stop Ubufi, My suspicion is that Balilya ba UPND indalama, they have eaten this. That is my suspicion,” he said.

He has also bemoaned suspicious bank statements which were displayed on the floor of the house.

“A bank statement is showing just one figure, mwaingila 65, mwafuma 65, balance yashala 00. Where have you ever seen a bank issuing statement in one day. The transaction shows the money entered on 3rd March and came out on 3rd March…Fyabufi fye,” he said

Hon Kafwaya said most of the pronouncements being made by the Government are blatant lies.

He said the UPND have only done well in telling lies and harassing the Patriotic Front Party.

He has therefore encouraged the UPND Government to stop lies and concentrate on cushioning the livelihood of most people in the country.

We need to be ashamed in the country when a private media house published headline news that suspected stolen money siezed by govt has gone missing , this kind of news goes international because of the online activities . The govt is the custodian of all resources of the country .

The govt is the custodian of all the revenues of the country , we have the treasury managed by institutions like the BOZ in collaboration with the ministry of finance , surely the govt can embazzle ZMK 65 million recovered from suspected plunderers . This govt is not going to handle matters of such nature the way the known private media house published it .

We need to evaluate some news information so that we can responsibly use relevant platforms to provide opinions and reasons . The govt is in charge of all financial supporting programs which require funding time to time ,and the country is always notified with billions that are being allocated for different line ministry engagements , surely can the UPND misapply ZMK 65 million ?.

These are matters being used to demean a govt , we are very optimistic that order and discipline has returned in Zambia , we have seen sanity returning in this country , how can a govt that has managed to increase numbers of University student bursaries , paid retirees that were waiting for over five years to get their pension dues , free education is funded consistently , CDF next year will be at ZMK 57 million per constituency , and we have 156 of them in this country , how can one say ZMK 65 million is missing ?.

The media freedoms are very important in a democratic country like ours ,but business to cover news in the most conspiracy way should be considered fort crimes as it has the potential to breed anarchy in the country . Court orders state to retain 32 dismissed cops on payroll

THE Constitutional Court has ordered the state to retain 32 dismissed police officers on the payroll.

In this matter, the 32 police officers dragged the state to the Constitutional Court, seeking a declaration that the government’s decision to remove them off the payroll without paying them terminal benefits was unconstitutional and contrary to the provisions of Article 189 (1)(2) of the Constitution of Zambia.

The 32 cited the Attorney General as the respondent.

But in a consent judgement entered between the petitioners and the State and endorsed by three Constitutional Court judges, it has been agreed that the petitioners will also be paid all their withheld salary arrears.

“The petitioners and respondent herein having agreed on the terms and consenting that Judgement be entered on such terms as hereinafter provided, it is hereby agreed and adjudged as follows: that the petitioners herein shall be retained on the payroll pursuant to the provisions of Article 189 (1) and (2) of the Constitution of Zambia (Amendment) Act No. 2 of 2016, pending the payment of their terminal benefits; that the petitioners herein shall be paid all their withheld salary arrears with interest at six per centum (6%) from the date of filing the petition up to the date of the consent judgment and thereafter at the average lending rate as determined by the Bank of Zambia up to the date of full and final payment, in line with the case of Luke Mumba and another and the Council of the University of Zambia (2022/CCZ/0012). The respondent shall pay the petitioners costs of and incidental to this action, to be agreed upon or taxed in default of agreement,” read the consent judgement.

In their petition, the petitioners said they accordingly stopped working on October 6, 2022, after their employment was terminated effective September 28, 2022.

They stated that they received their October and November 2022 salaries but have not received their December salaries, let alone their pay slips via emails, which salaries were being paid between 20th and 22nd of every month.

The petitioners submitted that they have not been paid their pension benefits contrary to Article 189 (1) of the Constitution and have regrettably been removed from the payroll before payment of their pension benefits contrary to Article 189 (2) of the Constitution

CHINGOLA WOMAN ARRESTED FOR KILLING HOSPITALISED CHILD BY ADMINISTERING SUBSTANCE, “ANOINTING OIL” GIVEN BY STRANGER

A 28-year-old woman of Chingola District on the Copperbelt has been arrested for murder after she allegedly administered poison to her 2 years 11 months baby who was admitted in hospital.

The Suspect who has been identified as Sara Kabaso aged 28 of Mikloni Compound in Chingola, was reported by Kabwe Mulenga a nurse at Nchanga Hospital where the child was receiving treatment for a fractured leg.

Copperbelt Police Commanding Officer, Peacewell Mweemba has confirmed to Mafken FM radio that, the incident was reported to Nchanga Police Station at 23:30 on the 14th of June, 2023, by Kabwe Mulenga a nurse at Nchanga Hospital after discovering that Kabaso had given her daughter a suspicious liquid to drink before she died.

Mr Mweemba explains that, according to Kabaso whose child was admitted on 13th June at Nchanga Hospital, the following day around 10:00 decided to go home after being relieved by her aunt and upon reaching Chingola Town Center main bus station, she discovered that she had lost her transport money.

He says Kabaso therefore, decided to go back to the hospital and on her way, she claims she met a woman of God who called her, prayed for her and gave her a bottle of mojo containing a liquid substance which she was told was anointing oil, and was advised to give to the sick baby when she was alone.

Mr Mweemba says Kabaso narrated that, when she reached the hospital, she made sure she was alone and at about 20:00 she gave the said anointing water to the baby.

He further reveals that, when the nurse on duty was conducting her rounds in the ward, she detected an unusual smell, leading her to query the baby’s mother who then revealed the events that had unfolded.

Despite the nurse’s efforts to resuscitate the infant, she unfortunately, did not survive.

Mr Mweemba says the empty bottle was picked from the bath room where it had been left and was taken to the police station together with the mother of the deceased who has since been detained for murder, while the body of the deceased has been deposited in Nchanga North hospital mortuary awaiting post-mortem and toxicological examination.

Sudan conflict: West Darfur governor killed after genocide claim

A governor from Sudan’s Darfur region has been killed hours after accusing the paramilitary Rapid Support Forces (RSF) of committing genocide.

In a TV interview, Khamis Abakar had asked for international intervention to stop violence in West Darfur he blamed on the RSF and its Arab militia allies.

The conflict that erupted two months ago between the RSF and army has inflamed ethnic tensions in Darfur.

The army said the RSF abducted Abakar and executed him, which it denies.

He is the most senior official known to have been killed since the conflict began in April.

Video footage circulating on social media appears to show a group of armed men, some wearing RSF uniforms, detaining the governor of West Darfur state on Wednesday.

But the RSF blamed “outlaws” for his death, saying its fighters had tried to protect Abakar by taking him to their headquarters in El Geneina, the capital of West Darfur.

It was then overrun and the governor kidnapped and “assassinated in cold blood”, the RSF said.

Black African and Arab communities in Darfur have long been at loggerheads – with the worst violence erupting two decades ago when non-Arabs took up arms accusing the government of discrimination.

In response the government armed Arab militias, known as the Janjaweed. They were accused of widespread atrocities and ethnic killings, described as the first genocide of the 21st Century.

The RSF was born out of these Janjaweed fighters – and now they and other Arab militias have again been accused of targeting African communities, going on the rampage in El Geneina.

The city is a symbol of black African power in Darfur and many people from the Massalit ethnic group live there.

“Civilians are being killed randomly and in large numbers,” Governor Abakar told Saudi-owned Al-Hadath TV on Wednesday, saying the army was doing nothing to help those under attack.

Last week he told BBC Arabic’s emergency pop-up Sudan radio service that the killings were especially targeting his Massalit group: “El Geneina city has been attacked from three directions: east, south and west.

“These people have been attacked in their homes and displacement camps. People are targeted… on a daily basis, based on their ethnicity.”

In a statement condemning his killing, the army said Governor Abakar had been one of the leaders of former rebel groups that signed the historic peace agreement in 2020 that brought rebels into the then-transitional government.

In his BBC Sudan Lifeline interview, the governor said that the whole of West Darfur – one of five states in the gold-rich Darfur region – faced a “tragic” situation.

“All the vital facilities in the state have been totally destroyed. Hospitals are not operating. Water sources have been utterly destroyed.

“I am calling on the international and regional community to interfere immediately in West Darfur to save those who are remaining alive in the state,” he said – a plea he repeated in his last interview.

On Tuesday, the UN’s envoy to Sudan, Volker Perthes, said most of these attacks did appear to have been committed by Arab militias and the RSF which “could amount to crimes against humanity”.

Last week, medical aid charity Médecins Sans Frontières (MSF) said estimates suggested that at least 500 people had been killed in El Geneina alone.

Abakar told the BBC more than 2,000 people had also been wounded, trapped in the city and unable to get treatment.

According to the UN, more than 100,000 people have now fled the fighting in Darfur across the border into neighbouring Chad.

We have been reliably informed that the Police in collaboration with UPND cadres drafted into State House security intend to abduct me in the similar manner that they did to Mr Emmanuel Mwamba yesterday.

These people are determined to violate the law by handling law enforcement matters arbitrarily and without regard for human rights and dignity. Clearly, they have no respect for the laws of the land and our people.

In this country, the procedure is that if the police want someone, the normal process is to send a call-out to that individual but out of desperation and total disregard for our laws, Mr. Hakainde Hichilema together with the deputy Inspector General of Police at State House, Mr Fanwell Siandenge, who we are informed is working in cohorts with known UPND cadres co-opted into State House security has decided to handle law enforcement issues in a gestapo style.

They have now resorted to abducting politicians and private citizens who they see as a threat to their wrongdoings. The manner in which they are treating those they don’t seem to agree with politically is not the best way of dealing with people in a civilised society. Zambia is not a failed state, unless they want to make us one through such primitive actions.

But just like the lies Mr Hichilema made to seek office, this too shall backfire on him because our people are more resolved than ever before to fight this injustice and abuse of power.

And for those being used to perpetrate this injustice against their fellow citizens, my message to them is that they are definitely not the first Zambians to occupy those offices and they certainly won’t be the last. So let them be more concerned about their lives after office because there is nothing permanent in life.

Well, as we have repeatedly pointed out, it is a well-known fact that throughout history, those who administer or control the criminal justice system hold the power with the potential for abuse and tyranny.

Therefore, the exercise of power must be a constant practice of self limitation and modesty.

The truth be told however much PF stops zambians from expressing their experience in Zambia under the PF regime , we are told to shut up each time we try to remind the people of zambia what we went through , some people rise in anger and use all sorts of terminologies when we say exactly what the PF party did to zambians .others say we are dividing the country when we make reference to how brutal people were in PF , we have continued to respond that the nation was divided by PF ,and when we requested PF members to observe the need for peace ,love and unity they never listened and today they are telling us to observe unity in the country if we talk about corruption and their true character , without forgetting gassing and many other issues which happened during the reigns of the PF regime .

When we listen to PF members ranting that they have rebranded and are bouncing back , it becomes interesting in the nation . They said and argued that free education is unattainable , so do they want to come back and revok the policy , because it was not in their vocabulary and it will never be . When a persons reforms he inder goes a process of transformation , can anyone tell me of any person who is now transformed in PF ?, can anyone claim this party has gone through transformation to rebrand and be a govt of the republic of zambia again , may be in hell or other planets .

We no longer wish to have a political party that forms govt and focuses on pooring the nation because of individuals who have publicly stated their desire to be in govt is to ensure their Business contracts from govt are awarded with impunity because of abuse of authority of office , relations and friendships that do not add value to the country in terms of national development , we can’t forget how companies owned by known people invioced billing govt when they did not do any works for the country , we can’t forget how billions of kwacha were allocated to pay political company owners in order to dish money in constituencies as rich pundits ,when the majority zambians remained helplessly forgotten . Zambians should never return to this episode no matter how many people are going to be made blind , the three that will remain with sight must save the country from these unforgivable sinners . Dear, Mr President,

I hope you are doing fine today, and thank you for taking your time to read my letter.

I understand you have policies that contain reasonable projects aimed at eradicating escalating unemployment levels among the youth.

As a country, we need to be thankful and grateful for the 59 years of independence.

Mr President, I write this letter with a broken heart and deep frustrations. The moment young people graduate from the various colleges, they have nothing to do and become part of the statistics that contribute to unemployment figures.

Worse off are those who dropped out of school at various levels, as they struggle to break the cycle of poverty.

These groups of people are languishing in the streets, sipping cheap alcohol dubbed kachasu. And the cost of living is too high; I must say things are becoming unbearable.

Mr President, all these problems among the youth in Zambia can only end if they have access to some sort of employment.

Unemployment among the youth is a big challenge, which over the past 59 years has presented a lost opportunity for national economic development.

Persistent youth unemployment has been embedded in our system over the decades, and it has been escalating with the growing population figures.

I am pleased you know the extent of our challenges based on your commitment to increase the number of the recruits in our country

Your Excellency, we love the efforts you show with your government; the 30,000 teachers recruitments, 11, 000 health workers, 5,000 defence personnel, ZAWA, the Police, ZRA, and many other employment opportunities.

Unemployment has been there for a long time, and there are a lot of challenges in reducing it.

But if you asked me, I believe it can be addressed. What is needed is political will, an ingredient that has been lacking among our previous political leaders.

While some of the youthful job-seekers have the required academic and professional qualifications, it is unfortunate that most companies hide behind lack of work experience when refusing to employ us.

Now, if all companies want experienced hands, where will those just coming out of colleges get the experience if no one wants to employ them?

There is also a need to integrate entrepreneurship education into our schools’ core curriculum. This is paramount to combat youth unemployment.

It would be ideal for you to mobilise entrepreneurs and business professionals to become role models for the youth and make them active participants in entrepreneurial programmes.

It is also imperative to support young entrepreneurs who have viable ideas and skills to create innovative initiatives with soft loans and other necessities.

Mr President, investment in youth employment will support the needs of a competitive and successful economy for many years to come. It will provide knowledge transfer from the aging workforce.

I need not say that young people bring creativity, flexibility, high energy and an understanding of new and emerging technologies.

It is said that an idle mind is a devil’s workshop; as such keeping the youth in unemployment will tempt them to channel their knowledge and energies into negativities that will frustrate your development agenda in the long term.

I’m just an ordinary Zambian youth, aged 25, who is simply overwhelmed with problems which unemployment poses to us.

KABWE- United Party for National Development (UPND) Secretary General Batuke Imenda is elated by the Constituency Development Fund projects being undertaken in Kabwe District of Central Province.

Mr. Imenda says it is delighting to see infrastructure development taking shape following the disbursement of the increased Constituency Development Fund that currently stands at K28.3 million.

This came to light today when Mr. Imenda toured Bwacha clinic where a modern maternity wing has been constructed using the CDF at a total of of K798,000.

“We are very happy to see such a modern facility constructed using CDF and that the local people themselves are deciding what and where to put infrastructure,” Mr. Imenda said.

Mr. Imenda said the quality of the infrastructure can be sent from the materials used from the bottom to the top.

Meanwhile, Sister in Charge Valerie Mambwe paid gratitude to the New Dawn Government for providing funding in form of CDF to construct a modern maternity wing.

“As personnel, we are really delighted and motivated that we shall soon be working in a conducive environment.”

The Sister in charge said the maternity wing has running water which is essential in effective and efficient delivery of the newborn and general health of the mothers.

Ms. Mamabwe said the room currently being used as maternity wing is too small and the privacy of mothers is highly compromised.

Another nurse at Nakoli Health Centre which has also seen the construction of a maternity wing Sharon Mbomena said the facility will enable residents to access maternity services without travelling long distances. The maternity wing has been constructed at a total cost of K460,000.

She disclosed that Nakoli situated in Kabwe Central Constituency has a population of 15,000 hence the maternity wing will go a long way in meeting the health needs of expecting mothers.

Mr. Imenda also inspected the School Hall and ablution block for Girls at Highridge Secondary School done at a total cost of K886,000.

President HAKAINDE HICHILEMA recently directed that every public health clinic, at a minimum must have a maternity wing with running water as money has been allocated for this.

The National Trustee further expressed happiness on how the Constituency Development Funds has completed the construction of some schools that were on foundation for a longtime.

“As UPND National Trustee, I would like to express my gratitude on how the Constituency has benefited and utilized the Constituency Development Funds CDF.Am happy to note that the local leadership is swiftly responding to the presidential directive of taking development across the country.You and I can attest that UPND policy direction means well to all the people regardless of one political affiliation,” Said Mrs Chivube.

She further commended president Hakainde Hichilema for spearheading decentralization approach to development adding that this noble cause will make the country a different place.

” I would also want to thank my top leadership and our president Hakainde Hichilema for his continued support towards CDF utilization as evidenced through the recent allocation of 156 CDF monitoring motor vehicles to all the Constituencies in the country,” said Mrs Chivube.

She called on the community leadership to help government realize it’s plans of taking development across the country.

Mrs Sikwibele added that she was surprised to witness how New dawn government has completed all the constructions in a small period of time that started a longtime ago

“As the area councillor,I would want to commend the UPND government for championing investment in education.This classroom block started in 2005 but it was not completed untill when the New dawn administration took over power.This clearly demonstrate that the party is walking it’s talk ,” said the councillor.

Harvard Medical School’s Morgue Manager Charged With Selling Body Parts

HARVARD MORGUE MANAGER CHARGED WITH SELLING BODY PARTS

The manager of Harvard Medical School’s morgue and three others have been charged with buying and selling stolen human remains.

Cedric Lodge allegedly took “heads, brains, skin and bones” from cadavers donated to Harvard University’s medical school and sold them online.

According to the indictment, he and his wife, Denise, sold body parts to buyers in Pennsylvania and Massachusetts.

The scheme allegedly ran from 2018 to 2021.

Prosecutors allege Mr Lodge used his position as the manager of the “Anatomical Gifts Program” at Harvard Medical School to dismember cadavers donated for medical research.

Harvard students use donated bodies to study and practice medical procedures. When the school finishes using the cadaver, they are often cremated and the remains returned to their families, or buried in the university’s medical cemetery, according to the indictment.

Mr Lodge and his wife are accused of harvesting, selling and shipping body parts from these donated cadavers instead.

“At times, Cedric Lodge allowed [others] to enter the morgue at Harvard Medical School and examine cadavers to choose what to purchase,” according to a statement from the US Attorney’s Office.

Katrina Maclean of Salem, Massachusetts, and Joshua Taylor, of West Lawn, Pennsylvania, allegedly bought body parts.

According to the charging statement, in October 2020, Ms Maclean purchased dissected faces for $600 (£473) that she intended to have tanned into leather.

Ms Maclean is the owner of a store called Kat’s Creepy Creations. Social media accounts for the business show she specialised in up-cycling dolls into gothic, blood-soaked, horror novelties. It is unclear if the cadaver parts were used in her products. The indictment alleges she stored and sold human remains at the store.

Mr Taylor allegedly made 39 electronic payments to Ms Lodge for stolen body parts over the course of four years, totalling more than $37,000 (£29,226). The indictment included a grim reference to a PayPal memo for a purchase of $1,000 (£790) that allegedly read, “head number 7”.

“Some crimes defy understanding,” said United States Attorney Gerard M. Karam in a statement. “The theft and trafficking of human remains strikes at the very essence of what makes us human.”

Both Cedric and Denise Lodge refused to answer reporters’ questions after making an initial appearance at a New Hampshire federal courthouse on Wednesday.

All four defendants have been indicted on conspiracy and interstate transport of stolen goods charges. If convicted, they each face up to 15 years in prison. [BBC]

Let me begin by conveying to my leaders that not everyone who opposes them is paid to do so, or to say and write what they do. Zambia still has patriotic individuals who speak out of conviction and principle.

I have become a pen warrior because I can refine my thoughts better with a pen than with my mouth. Those who are unable to read can continue listening to Mr. Ground at their own risk.

As things stand, I have nothing to lose. Losing power was painful, and I empathize with President Lungu. I understand how he felt that day at the stadium while handing over the box.

With that being said, let me move on to today’s post. Let’s look at the rebranding checklist:

1. Conduct extensive self-evaluation:
a. Acknowledge the negative perception and public sentiment towards Patriotic Front (PF).
b. Identify the specific areas where corruption and brutality have been prevalent.
c. Develop a genuine commitment to reform and transform the party’s image.
d. This picture must not have the former President and the song Alebwelelapo must be thrown into the dust bin of history.

2. Establish a code of conduct:
a. Formulate a comprehensive and transparent code of conduct to govern party members’ behavior, ensuring ethical standards are upheld. The cadre tulyemo mentality must be thrown into the dust bin of history.
b. Prioritize accountability, integrity, and respect within the party’s structure.

3. Leadership accountability:
a. Implement strict mechanisms for holding leaders accountable by establishing an independent oversight body.
b. Encourage transparent communication channels for party members to voice concerns or report corruption.

4. Public apology and acknowledgement:
a. Publicly apologize for past wrongdoings and shortcomings, acknowledging the party’s involvement in corruption and brutality.
b. Outline the party’s commitment to change and provide reassurance that lessons have been learned.

5. Engage with civil society organizations:
a. Foster collaboration and partnerships with reputable civil society organizations working towards good governance.
b. Seek their advice and involve them in the rebranding process to regain public trust.

6. Promote accountable and transparent governance:
a. Implement anti-corruption measures by updating party rules and regulations to discourage unethical practices.
b. Publicize financial records and make them easily accessible to members and the public.

In the bustling world of Zambian politics, where giants roam and schemes are concocted, a small and unassuming figure has emerged within the ranks of the Patriotic Front (PF). Meet Dr. Mwelwa he calls himself the “The Pen Worrior” , a humble party member whose unyielding commitment to truth and transparency has become a thorn in the side of the party’s leadership.

Just like the tiny mosquito that buzzes incessantly in the night, Dr. Mwelwa has managed to keep some of the PF’s leaders awake with his unwavering dedication to singing the tune of truth. Despite his unassuming stature, he possesses an uncanny ability to expose the skeletons hidden in the party’s closet.

With a high-pitched voice that carries the weight of authenticity, Dr. Mwelwa fearlessly raises his concerns about manipulation, lack of sincerity, and lack of accountability within the PF. His mosquito-like persistence in addressing these issues has left some of the party’s leaders tossing and turning in their beds, unable to swat away the inconvenient truths he unveils.

Mzee Mwelwa’s relentless pursuit of honesty has become a thorn in the side of those who prefer to maintain the status quo. His biting critiques and sharp observations have drawn attention from both the party faithful and the general public, for he is not afraid to shed light on the dark corners of the PF’s governance.

Like the mosquito that spreads disease, Dr. Mwelwa ‘s words carry the potential to infect the minds of the masses, instilling doubt and raising questions about the party’s intentions and actions. The leaders, once so self-assured, now find themselves itching with discomfort as they scramble to defend their positions.

Some party members have attempted to swat Dr. Mwelwa away, dismissing him as a mere nuisance. They underestimate the power of his tiny voice and fail to recognize that his persistence in speaking the truth cannot be easily brushed aside. For every attempt to silence him, he multiplies, gathering support from those who appreciate his unyielding commitment to holding the party accountable.

In this grand political theater, where power and influence dominate, it is the tiny yet mighty mosquito-like figure of Dr. Mwelwa who reminds us that even the smallest voice can disrupt the slumber of the mighty. The PF’s leaders find themselves tossing and turning, trying to find respite from the uncomfortable truths he uncovers.

As the tiny mosquito continues to sing its truth-laden tune, the PF’s leadership can no longer ignore the sleepless nights it endures. The party must reckon with the fact that it is the collective buzzing of these “mosquitoes” that can lead to significant shifts in public perception and, ultimately, the fate of the party itself.

So, let us not dismiss the power of the small, for in their persistence lies the potential to create waves of change. May the mighty mosquito of the Patriotic Front continue to sing its truth-filled melody, reminding us all that even the tiniest creatures can make the mightiest leaders lose sleep.

Archbishop Banda’s indecorous conduct – using liberty for a cloak of maliciousness – a recipe for chaos

If a medallion for being indecorous, uncouth and churlish was to be awarded in Zambia it would not skirt Lusaka Archdiocese bishop Alick Banda’s recent incongruous spat on President Hakainde Hichilema.

No matter the gravity of the grievance, it is inappropriate for anyone especially of the stature of an archbishop, to demonise, ridicule and to trivialise the President the way he and his priest did of a man who was popularly elected by the people. Lest a misunderstanding occurs, Archbishop Banda, is leader of Lusaka Archdiocese, more or less a district commissioner not of the Copperbelt, not of Chipata, not of Kasama, not of Mansa but one of the leaders in the Catholic Church, a provincial minister.

At the Archdiocese of Lusaka annual youth pilgrimage at the Marian Shrine, Bishop Banda, recently said priests were not jokers and accused the President of being a liar, a statement which has incensed many people across the country. Similarly, he warned people ignoring messages from the priests as doing so on their own risk, pledging in the same homily to defend all priests. He also urged the youth not to be intimidated by anyone for doing what is right. He crowned his homily with a quote from Jerome, recognised by the Catholic Church as the patron saint of translators, librarians and encyclopedists: ignorance of scriptures, ignorance of the word of God is ignorance of God. The Bishop forgot Jerome also said: “The face is the mirror of the mind, and eyes without speaking confess the secrets of the heart.” Jerome’s work included the translation of biblical texts into Latin from Hebrew, Aramaic and Greek, particularly of the Bible – the vulgate – for which he received sainthood.

Even as a bishop his understanding of the scriptures is mightily sketchy. David’s conduct towards King Saul is a living example of how to treat those in authority. On two occasions, he refused to harm Saul: “The Lord forbid that I should do this thing unto my master, the Lord’s anointed, to stretch forth mine hand against him, seeing he is the anointed of God.” (I Samuel 24:6; 26:11, KJV).

President Hichilema was elected by 2.8 million Zambians to serve them. The voice of the people is the voice of God. The verbal abuse he has been subjected to by the Catholic prelates is unbiblical and certainly ungodly to any standards.

The Bible in 1 Peter 2:13-17 overrules them. “Submit yourselves to every ordinance of man for the Lord’s sake; whether it be to the king, as supreme…and advises in verse, (16) as free, and not using your liberty for a cloak of maliciousness, but as the servants of God.”

Evidently, “the cloak of maliciousness” is apparent in those warning the President not to tango with the Catholic Church, in reality telling him to abdicate. “Put them in mind to be subject to principalities and powers, to obey magistrates, to be ready to every good work; to speak evil of no man, to be no brawlers, but gentle, showing all meekness unto all men,” (Titus 3:1-2).

What should be the example to give to the youth? Of Jerome, a man, to which Jeremiah says “cursed is the man who trusts in man and makes the flesh his arm” (Jeremiah 17:7), or Jesus Christ who preached to render to Caesar what belongs to Caesar (Matthew 22:15-22) and submitted to paying the tribute (Matthew 17:24-27) and, therefore, obedience to the authority.

Bishop Banda’s snuggle with former president Edgar Chagwa Lungu; the postures when they are pictured together, has turned him into a brawler and betrays his intentions towards Mr Hichilema, bitter that somehow the President has corked the genie that provided his extra stipend. From the time Mr Hichilema was sworn in on 24 August 2021, Bishop Banda had been his vociferous critic. The Chawama diocese priest, Anthony Salangeta’s distasteful remark, condemning the President’s use of a graph to illustrate Zambia’s economic trend since the seventies, only came in to stoke the hatred and odium he felt for him.

The graphs are used to strengthen arguments. They are mathematically grafted or pictorial, a fact, Fr Salangeta is aware of. They are prevalent in the Catholic churches. The route to the Calvary and pictorials depicting Jesus’s suffering from being arrested to his crucifixion and burial, so-called 12 steps are unmistakable. Like all small men, Fr Salangeta seemed to have been on cloud nine when he received Mr Lungu in his church that he cast caution to the wind in his welcome to show Zambia and the whole world that he is able to attract a former president.

When did Bishop Banda become a champion of the poor and needy, and a ferocious critic of the government? Certainly, not long ago when Mr Lungu and Patriotic Front (PF) ran roughshod this country he was mute. The insight could be traced from an article, Step by Inevitable Step: Lungu’s strategy march to 2021 and beyond by Zambia’s political commentator Sishuwa Sishuwa of December 4, 2018. The article explained how president Lungu had been pressed to start discussions with Mr Hichilema but the talks stalled on finding suitable and impartial facilitators. Mr Hachilema was suspicious of holding the talks under the Zambia Centre for Interparty Dialogue (ZCID) which he viewed as pro-PF and insisted either the Commonwealth or the churches. But Mr Lungu was also not comfortable with the churches. At the time of this dispute, the most influential church body – the Zambia Conference of Catholic Bishops (ZCCB) – was led by Telesphore Mpundu, who as the Archbishop of Lusaka, had been outspoken. He criticised human rights abuses by government, condemned Hichilema’s arrest and denounced the police and judiciary for failing “to stand up to political manipulation and corruption.”

Archbishop Mpundu, wrote Sishuwa Sishuwa, had described Zambia under Lungu as a “dictatorship in all except designation.” Under this barrage, Mr Lungu was reluctant to have the ZCCB oversee the talks. It was suspected that PF began manouevres to get the Bishop out of the way.

Curiously, Bishop Mpundu was retired in January 2018, just two months after he had been re-elected as ZCCB president, officially discharged on medical grounds. But well-placed sources in the Catholic Church allege that the Zambian government lobbied the Vatican’s pro-nuncio to have the critical archbishop quietly retired.

As the proverb says ubushiku bwaluba umukote ne cimbwi cinya imfwi (meaning the day an old man goes missing and the hyena releases white staff), the hyena automatically becomes the suspect. It seemed so when the Vatican chose Alick Banda, hitherto Archbishop of Ndola, to replace Telesphore Mpundu months after Mr Lungu had interacted with him in a fund raising walk in Ndola.

Archbishop Banda was less critical of the government and Mr Lungu. He quickly distanced himself from the statements of his predecessor and instead criticised Mr Hichilema for refusing to accept the 2016 elections.

“With a favourable leadership now at the helm of the influential Lusaka diocese and ZCCB, Lungu feels confident enough to proceed with the church mediated talks. Hichilema who originally demanded that Zambia’s church bodies oversee dialogue, has been backed into a corner, while Lungu is already being praised for ‘conceding’ to his opponent’s request,” wrote Sishuwa Sishuwa.

Ever since they became close companions. Bishop Banda closed his eyes and ears to the atrocities of the PF, refused even to sign the Pastoral letter condemning government abuses. The turncoat he had become, he only resurfaced when Mr Hichilema was installed as President with heightened venom.

Apologists want to separate Archbishop Banda and Fr Salangeta’s vitriolic attacks from the Catholic Church. This is a difficult undertaking. Once delivered as a homily, it becomes an official discourse, a stand of the church. Clearly both men expressed the stand of the Catholic Church, hence the warning. The Vatican is not new to such altercations and fighting with them is regarded as a challenge which the Church must win and totally eliminate the enemy.

Relying on history, President Hichilema is expendable if deemed that he was standing in their way. The Church would not feel any qualms getting rid of one pest and setting up another. They have the means and executioners. It began in the Reformation with the founding of the Society of Jesus by Ignatius de Loyola in the 1540s. Known as Jesuits, its position in the Roman Catholic Church was solidified during the Council of Trent, 1546 to 1563, convened with one goal in mind – how to stop the Protestant Reformation which began in 1517 when Martin Luther, a German friar, nailed 95 theses on the Wittenberg Chapel.

These challenged, among other things, the heinous doctrine of indulgences taught by Rome that declared a man could save himself and loved ones by dropping enough coins into the Catholic Church’s coffers.

“Luther’s great teachings that the Bible only is the standard for all doctrine and practice, and that a person is justified before God through faith in Jesus Christ alone, sent thrills through the hearts of thousands throughout Europe and shock waves through the halls of the Vatican,” writes Bill Hughes in The Secret Terrorists, Truth Triumphant publications 2002. The Council of Trent was convened as a Counter Reformation, and the Jesuits would be the chief tools of Rome to undo and destroy every trace of Protestantism wherever it was found.

Avron Manhattan writes in The Dollar and the Vatican, Ozark Book Publishers, 1988, page 26: “The Vatican condemned the Declaration of Independence as wickedness and called the Constitution of United States a Satanic Document. This is simply the Declaration of Independence and the Constitution, were filled with Protestant declarations that are absolutely intolerable to the Jesuits in Rome,” quotes Hughes.

Recall the Catholic Church’s rejection of the declaration of Zambia as a Christian Nation. Imagine the following as part of the Jesuits Oath, as quoted by Hughes:

I do further promise and declare, that I will have no opinion or will of my own, or any mental reservation whatever, even as a corpse or cadaver, but will unhesitatingly obey each and every command that I may receive from my superiors in the Militia of the Pope … I furthermore promise and declare that I will, when opportunity presents, make and wage relentless war, secretly or openly, against all heretics, Protestants and Liberals, as I am directed to do, to extirpate and exterminate them from the face of the whole earth; and that I will spare neither age, sex or condition; and that I will hang, burn, waste, boil, flay, strangle and bury alive these infamous heretics, rip up the stomachs and wombs of their women and crush their infants heads against the walls, in order to annihilate forever their execrable race. That when the same cannot be done openly, I will secretly use the poisoned cup, the strangulating cord, the steel of the poniard or the leaden bullet, regardless of the honour, rank, dignity, or authority of the person or persons, whatever may be their condition in life, either public or private, as I at any time may be directed so to do by any agent of the Pope or Superior of the Brotherhood of the Holy Faith of the Society of Jesus – Edwin A. Sherman, The Engineer Corps of Hell; or Rome’s Sapper’s and Miners, Private Subscription, 1883, pp 118-124.

Evidently, Mr Lungu has no known denomination. Like a bee he sits on any flower as long as it can find nectar. But Mr Hichilema is a Seventh Day Adventist (SDA), an elder, a Protestant church well known for its caustic criticism of the Catholic Church through writings by its founder Ellen White and other authors.

Over six million people were killed during the Inquisition in Europe. In 1482 Pope Sextus appointed a council to take command of the Inquisition in Spain which was systemised and routinely used to elicit confessions. Later the Jesuits and Dominican Order joined hands to enforce the Counter Reformation. Alarmed at the killings, monarchs in Europe united to expel the Jesuits from their countries. Finally, in 1773, Pope Clement XIV issued the document Dominus ac Redemptor and dissolved the Society of Jesus altogether. Eleven other Popes lost their lives in trying to do so. Pope Clement XIII was poisoned on the eve of signing the order.

The Order was re-established in 1814 and the first assignment was the famous Congress of Vienna in 1815 dubbed the Unholy Alliance. Two more congresses followed. The first was at Verona in 1822 and later Chieri, Italy, at the Jesuits College near Turin in 1825. Notably, at the Chieri gathering, plans were discussed for the advancement of Papal power world-wide, destabilising of governments which stood in the way and for the crushing of all opposition to Jesuit schemes and ambitions… “What we aim at, is the Empire of the World…

“We must give them [the great men of earth] to understand that the cause of evil, the leaven, will remain as long as Protestantism shall exist, that Protestantism must therefore be utterly abolished…Heretics are the enemies that we are bound to exterminate…

“Then the Bible that serpent which with head erect and eyes flashing threatens us with its venom while it trails along the ground, shall be changed into a rod as soon as we are able to seize it,” wrote Hector Macpherson, The Jesuits in History, Ozark Book Publishers, 1997, appendix.

For over 1,260 years, aka Dark Ages, the Bible was hidden from the public including priests. Death awaited those who dared and for many years it was not read in Catholic Churches except missals until recently. Hence it is still a difficult task to explain the word of God, a vacuum filled by the homilies and philosophical quotations.

President Hichilema’s achievements so far are unprecedented, much more than a lump of nshima, that he is been derided for. Decentralisation, a source of frustration for successive governments, his administration has fulfilled it. Councils and municipalities will now bear the rod of development, thereby fulfilling PF’s own slogan – more money in the pocket.

At the point of being banal, children who had no hope for education are now able to attend free education from Grade One to 12; restored meal allowances and increased bursaries at universities; over 30,000 new teachers recruited, plus 4,600 others confirmed; over 11,000 health workers employed.

Retirees are thankful that they have received their dues after years of waiting while prospective NAPSA pensioners can claim partial payment. Unimagined is increase of Constituency Development Fund (CDF) from PF’s K1.6 million to K28.3 million. Today, if Archbishop Banda and Fr Sangaleta went to the filling station they will fill their tanks at K24 and K21 per litre for petrol and diesel, respectively, free of subsidy while PF deliberately kept prices low amid millions owed to the Oil Marketing Companies (OMCs).

President Hichilema has realised no meaningful development can take place in a befuddled atmosphere, shackled press and hence laws which inhibited progress are being repealed. Infrastructure such as roads and buildings which were not started or completed were being done everywhere regardless of the area. Load shedding is no more.

It is difficult to itemise all development. What else, therefore, do the priests in the Catholic Church want done? From their utterances Zambians must deduce that security and the President’s life is at stake. Fr Salangeta started the spark stoked by Archbishop Banda and the PF are ensuring the wick is continually replenished. Will Zambians allow a working President’s life end in a poisoned chalice, the steel of the poniard or the leaden bullet? Or will the Catholic Church moderate its attacks in view of the latest Pope Francis’ caution to bishops fanning embers of divisions to stop. It remains to be seen.

As Paul beseeched the Romans, it is time Zambians began to “mark them which cause divisions and offenses contrary to the doctrine which ye have learned; and avoid them; for they that are such serve not our Lord Jesus Christ, but their own belly; by good words and fair speeches deceive the hearts of the simple.

TP Mazembe legend Rainford Kalaba has revealed why he is no longer an option for Chipolopolo call-ups pointing the finger to FAZ president Andrew Kamanga.

Featuring on ZedPodCast, a YouTube talk show, Kalaba says he learned through former Chipolopolo coach Sven Vandenbroeck in 2018 that there was something wrong he had done that he was not aware of.

He said he has never retired from playing for the national team neither had he announced his retirement from active football.

The 2012 Africa Cup of Nations winner says he still had an active contract with the Congolese giants and was looking at remaining in the game for another two years or so before he could officially call it quits.

Regarding featuring for Chipolopolo, Kalaba says, “I can’t come to the national team when I have not been called.

“They [FAZ] never call. The last time they called is the last game I played with Mozambique [in 2018]. My national team call up brought politics.

“Sven called me back and again it brought politics.

“I was very shocked after we lost in Mozambique; then he called me to his [hotel] room and asked me what’s wrong?

“I asked him, ‘what do you mean coach?’

“He said, ‘No, I have been told a lot of things about you but I haven’t seen anything that they told me. Do you have a problem with the current FAZ?’

“I said no, I don’t have any problem with him [President]. So it kept me… eh, that’s why they don’t call me.

“May be there are some things they hide to the Zambian people. They need to come out and say it.

“The FAZ Executive… they need to come out and clarify everything because they damaged my name to other coaches to say Kalaba is indisciplined.”

Although Kalaba does not expressly state Kamanga’s name on the show as the reason behind his national team call up ban, he indirectly confirms speculation that the FAZ leader has vowed never to have the midfielder in national colors again.

Response To The Minister of Finance Statement To Parliament Regarding The Alleged Missing K65 Million

RESPONSE TO THE MOF STATEMENT TO PARLIAMENT REGARDING THE ALLEGED MISSING K65 MILLION

1. First of all l want to thank the Minister of Finance, through his Acting, for issuing a statement on the floor of Parliament on Tuesday, 13th June 2023 regarding the alleged missing K65 million. This statement to Parliament is a follow up to a media statement issued by MoF on 5th June 2023 on the same matter. Therefore it was my expectation, and l believe the expectation of many other Zambians, that the Ministerial Statement to Parliament would provide more information and better clarity than the previously issued media statement by MoF. However, instead of answering the many questions that exist on this K65 million debacle and hopefully putting the matter to rest once and for all, the Ministerial Statement to Parliament has raised more questions than existed before.

2. For starters, it is worth noting that the Ministerial Statement to Parliament was not issued out of the Minister’s own volition, but rather as a response to a raging scandal that was first broken by News Diggers Newspaper who published contents of a Draft Management Letter issued by the Office of Auditor General (OAG) to the Anti Corruption Commission in which the OAG said the K65 million did not reflect in the Consolidated Fund Account (Control 99) held at BOZ. Therefore, in his Ministerial Statement to Parliament, the Minister should have addressed the specific query raised by OAG.

3. Kindly note that the OAG did not say the K65 million was not transfered to Control 99, but that the K65 million did not reflect in Control 99. These two issues might appear synonymous to an untrained eye, but they are not. They are actually very different. A payment might be transferred from one bank account to another and yet not arrive where it is supposed to reach. The only evidence that a payment sent to Control 99 actually reached Control 99 is if it reflects on the account statement of Control 99. According to the Office of Auditor General, they looked at the account statement of Control 99 and the K65 million was not reflecting. The OAG in their query did not say the K65 million was not transfered to Control 99, but merely that it did not reflect in Control 99.

4. Therefore if the Government in general, and the Minister of Finance in particular want to put this matter of the alleged missing K65 million to rest once and for all, they need to produce proof, not that the K65 million was transfered by ACC to Control 99, but that the K65 million actually reflected in Control 99. That means the Ministerial Statement should have simply said “the K65 million reflected in Control 99 on 5th March 2022 at 13:56 hours and here is an exerpt of the bank statement from Control 99 showing the credit of the K65 million”. And then he should have shared with Members of Parliament a copy of the Control 99 bank statement which shows the date and time when the K65 million reflected. Then the matter would have been put to rest once and for all.

5. But instead, the Minister decided to dwell on irrelevant issues such as what the K65 million was used for. The OAG did not raise an audit query that the K65 million was not properly used, so the Minister telling us what the K65 million was used for is irrelevant and possibly designed to crowd up the matter. The OAG query was very specific; that the K65 million did not reflect in Control 99. Therefore, the Minister was being evasive by addressing a query about usage of the K65 million which the OAG did not raise, while ignoring the query about the K65 million not reflecting in Control 99 which the OAG raised.

6. If you pay particular attention to the Minister’s statement to Parliament yesterday, you will notice that he was also very selective in the provision of details. For instance, he gave us the account number for the Kwacha and Dollar Consolidated Fund Accounts (Control 99) as 0011000370317 and 0011000371614 respectively which we all know and is therefore irrelevant, but he failed to give us the account number for the ACC Asset Forfeiture Kwacha and Dollar Holding Accounts maintained at the same Bank of Zambia and where the K65 million is alleged to have been deposited and subsequently transfered out of.

7. If the Government in general and the Minister of Finance in particular are sincere and honest, we challenge them to publish the ACC bank account number at BOZ where the K65 million was initially allegedly deposited and subsequently transfered to Control 99. But your guess is as good as mine. They can never publish that account number because the K65 million was never deposited there in the first place, and neither was it ever transfered from there.

8. Just like they can never give you a date and time when the K65 million reflected in Control 99, or a printout of the bank statement for Control 99 showing a credit of the K65 million because it never reached Control 99, just like the OAG determined. The only way the Minister can share a bank statement for Control 99 showing the K65 million is if he creates a forgery, but even then we shall be able to tell that it’s a forgery. The Minister and his Government will however continue to provide us with all the other irrelevant details except for the actual details that we need to prove that the K65 million was deposited by ACC in their bank account at BOZ and subsequently transfered to Control 99. They are simply bullshitting us.

LUSAKA – The Ministry of Finance and National Planning says the Anti Corruption Commission on 3rd March 2022, transferred an amount of
K65,332,446.00 from their Kwacha holding ACC Asset Forfeiture
Kwacha Holding Account at Bank of Zambia to the Ministry of
Finance and National Planning Consolidated Fund Kwacha
Account No. 0011000370317 (Main Control 99).

The Ministry further, says another amount of USD57,950.00 was transferred from ACC Asset
Forfeiture USD Holding Account at Bank of Zambia to Ministry of
Finance and National Planning Dollar Account No. 0011000371614
(Main Control 99 USD) on 3rd March 2022.

The two transfers were the
funds which were forfeited to the State by Ms. Faith Musonda as per
the provision of Section 80 of the Anti-Corruption Commission Act
of 2012 bringing the Kwacha equivalent was
K66,368,812.21.

Rendering a ministerial statement on the floor of the House this afternoon, Acting Finance and National Planning Minister Charles Milupi said the forfeited funds were then transfered to the Ministry of Education upon its application of a supplementary budget line under the University education provision.

The acting Minister said the K 66 million formed part of the K73 million which was provided from the
general revenues to meet the Supplementary requirement for the
Ministry of Education.

Mr Milupi revealed that the Supplementary was duly presented and approved by the National Assembly through a Supplementary
Appropriation Bill which was assented to by the President Hakainde Hichilema on 3rd August 2022.

Members of Parliament then took turn on points of clarity with Speaker Nelly Mutti advising the Ministry to avail before the house a deposit slip into the forefiture kwacha and dollar accounts for the ACC at ZANACO bank since the said transactions were cash deposits.

This followed an intervention from Lumezi Independent MP Munir Zulu who wanted to see the hard copy deposit slip of the cash transaction to which Mr Milupi said Government had nothing to hide and will present the slips in due course.

Former State House Special Assistant to the President for Politics, Zumani Zimba has applied for bail before the Lusaka High Court.

Zimba, Marlone Banda,Potipher Gwai and Given Phiri have applied to be admitted to Bail pending Trial.

They have cited Article 18(2)(a) of the Constitution, and provision of Section 123 of the Criminal Procedure Code and the Anti-Terrorism Act no 6 of 2018 by Act. No. 6 of 2023.

And of the co-accused, Given Phiri has revealed how he was beaten, tortured and slapped by named senior criminal investigations officer from Service Headquarters in order to implicate former President Edgar Lungu and Christopher Zumani Zimba over gassing allegations.
This according to sworn affidavits filed in the Lusaka High Court on Case No; HPBA/16/2023 in the case of the People Vs Given Phiri, Marlone Banda, Potipher Gwai and Chris Zumani Zimba.

He named the officers led by Officef Simunza Uyoya.

He said that the officers told him that the investigations were heavily funded and were interested in making progress on the allegations that the gassing incident were perpetrated by President Edgar Lungu and Christopher Zumani.

And Given Phiri has narrated how in January 2020 in his quest to buy gold and red mercury has landed him in the allegations that he was involved in gassing incidences.

He narrated that he was called by a lady from Kabwe who had traveelled to Sinda informed him that two Mozambicans were selling red mercury and gold for a sum of K50,000.00.

He said he then travelled to Eastern Province with his friend, Marlone Banda using a Toyota Mark X for the business deal.

He said in the car,they had used oil after servicing the car,hand sanitisers,medicine for cough mixture and his perfume.

He said they travelled to Sinda was to meet the lady Sarah Chibwe so that she could lead them to the two Mozambicans selling gold and red mercury.

They were led to Sinda Police Station where the two Mozambican were being held as the Ms.Sarah Chibwe had allegedly tried to grab the items from the items from the two Mozambicans.

He said at the Police Station they were asked to show proof that they came from Lusaka and they surrendered toll gate receipts.

They learnt that the previous day,they was a serious incident were the two Mozambicans were beaten by a mob and were rescued by Police.

It emerged that Sarah Chibwe went with two police officers to the lodge were the two Mozambicans were staying and attempted to get the gold and red mercury by force.

When the Mozambicans resisted and attempted to ran away, they chased them screaming that they were gassers and that’s how the members of public gave chase and beat them.

He said after learning about the confusion, they decided to leave and the two Mozambicans were left in Police custody.

He said when they reached the Petauke Police Check point, were after a search,they found the used oil, hand sanitisers and his perfume. The Police accused them of being behind the reports of gassing incident in Sinda and were taken to the Police Station.

He said to prove that they were carrying harmful gasses,the Police sprayed it on their faces. Nothing happened.

They were them transfered to Chipata Police Station as the incidences and reports of gassing were serious.

They were later transferred to Lusaka.
He said after the verification of the details of the incidence and proof that the used oil, hand saniters and perfume, they were released.

He said he was therefore surprised that the on 23rd March 2023, he was called by the Police and detained on allegations that he was involved in gassing.

He said the Police have been interrogating him and they took them to Sinda District were police confirmed that no one was ever gassed in the district.

They were later released on Police bond.

However they were later picked up. He said after the last prolonged detention, the Lusaka High Court granted them harbeus Copus for their release.

But it’s on that day that Mr. Zumani was brought, detained and they were charged with possessing articles of terrorism.

“The Cyber Security and Cyber Crimes Act: A Double-Edged Sword for Zambia”

The Cyber Security and Cyber Crimes Act was supposed to be a tool for safeguarding Zambia’s digital space and citizens from cyber threats. However, just a few months after its enactment, it is becoming increasingly clear that it may be a double-edged sword that could do more harm than good.

The Patriotic Front government passed the law without paying attention to the concerns raised by opposition parties and civil society organizations. They were adamant that they knew better and did not need any advice. As it turns out, they should have listened.

The law looks good on paper, with provisions for the establishment of a Computer Incidence Response Team, a National Cyber Security Advisory and Coordinating Council, and the protection of persons against cybercrime. However, the problem lies in the implementation of the law.

The law gives the government sweeping powers to monitor and control online activities, which, if abused, could lead to the suppression of dissenting voices and the infringement of citizens’ fundamental rights.

Already, we are seeing the negative effects of the law on the freedom of expression space in Zambia. Members of the opposition and civil society activists are being arrested and charged under the guise of cybercrime. This is undoubtedly a ploy by the government to silence any opposing voices and maintain a grip on power.

Furthermore, the law’s provisions for the registration of cyber security providers and the collection and preservation of evidence of computer and network related crimes could result in the invasion of privacy and abuse of power.

It is essential to note that laws should not only be made for the current government in power, but also for future governments. The enactment of this law without proper consideration of the possible consequences to citizens is a clear example of lack of foresight.

In conclusion, the Cyber Security and Cyber Crimes Act could have been a valuable tool in safeguarding Zambia’s cyberspace and citizens from cyber threats. However, the manner in which it is being implemented is far from ideal, and the law may end up doing more harm than good. It is imperative that the government reconsiders their implementation strategy and considers the possible consequences before proceeding with further enforcement.

Uncle Limbani needs gastric bypass surgery!

A few weeks ago, we shared a story of how comedian Henry BJ Phiri, alias Uncle Limbani, was promised fans that he would lose 30 kgs. I wish I was here to report that he was half way to meeting this target or some ‘ice cream and rainbows’ news like that, but I am not, well, not exactly. He actually suffered a stroke less than a week after that article was published. If you are active on social media, you might have noticed that he was admitted to Maina Soko Hospital and he even managed to shoot some short videos, making light of his situation, to his followers’ amusement. Now, while many of us watched those videos, laughed and carried on with our day like nothing happened, his reality is different.

Phiri’s quest for weight loss is no longer just a peripheral project to keep his word to his fans, reality has now caught up with him that he NEEDS to do it to preserve his life. I caught up with him after he was discharged from the hospital and he reflected on how his lifestyle had led him to where he is today – needing to undergo a gastric bypass surgery. I must state from the onset that I love his honesty and vulnerability; it is not an easy conversation to have but he opened up because he wants to ensure others don’t suffer the same fate due to lack of knowledge.

So, how did he pack on all of those kilos? He admits that he used to excessively eat and drink, thinking he was living a good life.

“I used to eat excessively Mukosha I will tell you, we love eating here to an extent where we don’t buy meat from the butchery, no, we go to the farm and pick a whole c0w. We go to the farm and pick a whole p!g and we thought ‘ah, ti kudya bwino’ kanshi ti zi paya (we are eating well, not knowing we are k!lling ourselves). There’s a family chef who cooks and I love cooking myself so he would cook for me nshima in the morning, nshima pa lunch and nshima in the evening,” he admitted.

“In a week, you find different friends come at home and we drink through and through. And as we are drinking, we don’t drink on empty stomachs, ninshi ti shoka (we’d be roasting some meat). And the weight just keeps piling.”

One thing I know is that habits like heavy drinking are sometimes symptomatic of some undealt stress or depression. Now, I am sure some of you are going, what the actual heck is this lady going on about? Henry BJ Phiri is one of the happiest people I know. So, I will ask you a question; is he happy though? But I will do you one better and tell you, I actually asked him whether he is ever happy like most people assume, and he told me:

“One of the things which people need to understand about us so called comedians is that if anyone is listening carefully, when you see comedians doing stuff on social media or even embarking on a tour, if you look at it critically, there is something which is causing them to do that. We do all this comedy to self-heal and if the audiences get to laugh along, that is good but otherwise, it is self-healing. Thank God for social media because there, you crack a joke and you see the reaction by likes and you feel a bit healed but when you go to perform in a hall and people leave, you go back and feel extremely lonely. People think ‘oh, he is a happy guy’, not knowing you are burning inside, you are crumbling inside, you are gone.”

Prior to suffering a stroke, Phiri underwent some personal turmoil which made him resuscitate a terrible habit he had managed to nip in the bud back on 2012, sm0king. He admits to sm0king about two or three packs of cigarettes a day.

“I developed a bad habit, I was smoking excessively, where you light a cigarette with the one that you are about to put off,” he recalled.

“Some doctors in India, after doing their own analysis, have diagnosed me with m0rbid 0besity grade 3 which is very dangerous for my health and so I have been recommended for an operation in India this month end. The whole operation is going to cost about $5,200 but for me to travel with an accompanying bed sider, I will need an extra $2,000 plus. I would appreciate any support towards this.”

As he continues mobilising resources for surgery, Phiri has quit sm0king and drinking. Of the two habits, he says sm0king is the harder one to kick, but he is holding strong and he has so far lost 10 kgs!

“I used to have trouble sleeping because sometimes I couldn’t find a comfortable spot on the pillow. Sometimes I would just use my hand because my breathing would be affected but now with the excess weight going off, I am enjoying my sleep,” he said.

“I am happy, I am on the mend and the beauty is that I am not doing it for anyone else but for myself.”

He has also gone a step further to establish an organisation aimed at sensitising people on how to avoid obesity at all costs.

“We have established the Watatu Foundation and it will have an obesity prevention component, this one is going to be talking out our lifestyles, our eating habits and just increase the awareness on obesity and non-communicable diseases like BP and so on because there is a lot that I have noticed people don’t know about 0besity, people don’t know about BP and so on. So using the talent that God has bestowed upon us and the platforms that we have, we are going to do more sensitisation through radio dramas, TV, community based campaigns and many other platforms like social media that are available to us to disseminate information,” Phiri said.

“When we spoke to some doctors, they said they were able to do this procedure here in Zambia but there was just one component which was missing and it was costing about $25,000 and as Watatu Foundation, we are going to fundraise to buy that component so that this facility can be accessed here. I am not discouraging others that are losing weight by adjusting their lifestyles but my challenge is that personally, when I start dieting, once in a while when I have a relapse, the weight comes back three-fold which becomes dangerous. But with the surgery, once it’s successful, I’ll still have to abide by the guidelines and it is a new lifestyle but I know it will work better.”

Watatu is also working with one of the local hospitals to bring an 0besity expert from India to Zambia.

“This expert in India has about 25 obesity patients here in Zambia who travelled to India at those col0ssal amounts I have mentioned. And we have had a discussion with some hospitals here in Zambia and there’s a likelihood this man will be stationed here in Zambia to save more people from 0besity and these lifestyle d!seases, that could be exciting to you as well Mukosha. Already, the hospital has been identified and we’re just in the process of closing all the procedural requirements, due diligence to him coming to work here; immigration and all these other procedures. We hope the powers that be will be very flexible to accommodate this specialist,” said Phiri.

Watatu’s motto? “Mind over matter”. I like it. When I am day dreaming about that moist chocolate cake, or when you are craving that ice-cold beer or whatever it is you’re hooked on, this motto is a reminder that we can manage to resist those temptations by controlling our minds.

A community scout at Kanele Wildlife Camp in Mpika District shot at his boss in the early hours of Sunday with an AK-47 as he tried to scare away elephants during an operation.

According to Muchinga Province Police Commissioner Kaunda Mubanga, the now victim Lottie Ng’uni, 51, an Officer of the Department of National parks and Wildlife based at Kanele Wildlife Camp on Sunday booked out for patrols to Muchinga Camp around 04:00 Hours with Four others.

“The now victim Lottie Ng’uni, Mwila Banda, Kellie’s Kalima, Kennedy Kalimba and the reporter Timothy Mwila went fir patrols to Muchinga Camp, Kennedy Kalimba was just given a lift while Kellies Kalima was driving a Toyota Land cruiser white in color Registration Number ABV 1172.” HEe says.

The ZWNP Officer, who was the team leader in the operation decided to sit at the back of the vehicle with two others.

” Mwila Banda was the only one who was armed with an AK-47 rifle with 21 rounds of ammunition.” He adds.

On the way they met a group of elephants with small calfs advancing towards the vehicle.

The situation made the driver to drive fast and later heard a gun shot behind but did not stop thinking the elephants were following them.

Kennedy Kalimba who was behind started banging on top of the vehicle untill the driver stopped only to discover Officer Ng’uni had been accidentally shot at by Mwila.

When asked, Mwila explained that he wanted to cork the rifle gun whilst the vehicle was cruising to scare away elephants but due to speed coupled with the bad road he accidentally shot at their team leader.

The Officer is currently recieving treatment at Chilonga Mission hospital as the bullet penetrated from the left side of the lower abdomen to the right side.

At the time police visited the hospital, the victim was in theater undergoing an operation, the AK-47 with 20 rounds of amunition was recovered and kept as exibit.

Paris St-Germain are prepared to sell Kylian Mbappe this summer rather than risk losing him for free in a year’s time, after he told the French club he will not renew his contract.

The France forward’s current deal expires at the end of next season, with the option of another year.

As the saying goes, “truth is bitter.” This was certainly the case when the apostle Paul asked the Galatians if he had become their enemy for telling them the truth. It seems that some truths are harder to swallow than others.

But what if the truth is being drowned out by the raucous cries and insults of a self-proclaimed joker called Mr. Ground? Can a party full of intellectuals and educated individuals be reduced to listening to such folly?

Apparently so, according to recent reports. A certain Mr. Ground has been making waves among the ranks of Patriotic Front Party, with his nonsensical rants and crude insults. Meanwhile, party leaders and strategists are scrambling to figure out how to rebrand their image and gain back the people’s trust.

Here’s the catch: how can they hope to achieve this when their own members are sharing audio recordings of Mr. Ground’s ridiculous tirades? It’s like trying to put out a fire with a bucket full of gasoline.

The sad reality is that politics has devolved into a game of who can shout the loudest and who has the deepest pockets. It’s no longer about serving the people, but about how much you can take from them.

The PF politics have become like a high-consuming truck that can’t move without fuel – in this case, the almighty kwacha. Leaders and commanders must be paid to move, and no one can campaign without cash in hand.

So how can rebranding work when the very foundations of the party have been reduced to greed and the love of money? Perhaps it’s time to take a step back and reevaluate what it means to be a patriot. Is it about lining your pockets and pleasing your own interests, or is it about serving the people and upholding justice?

Mr. Ground may have his place in the circus of politics, but it’s up to the educated and intelligent members of the party to steer it back on course. Let’s hope they can rise to the challenge, for the sake of their own conscience and for the good of the nation.

Musokotwane Provides Clarification on Forfeited K65 million by Faith Musonda

Minister of Finance and National Planning, Dr. Situmbeko Musokotwane, addressed the issue surrounding the forfeited K65 million by corruption suspect Faith Musonda during a parliamentary session. The matter gained significant attention after News Diggers Newspaper published a story claiming that the forfeited funds had gone missing.

In his ministerial statement, Dr. Musokotwane clarified that on February 25th, 2022, the Anti-Corruption Commission (ACC) was instructed to transfer the forfeited funds into the consolidated accounts (Control 99) at the Bank of Zambia. The disbursement of the funds was carried out as follows: K73,172,516.00 was allocated to the Ministry of Education under a budget line called University Education.

Dr. Musokotwane emphasized that the transfer of the forfeited funds followed the mandate given to the Minister of Finance by the Public Financial Management Act Number 1 of 2018 and the Forfeiture of Proceeds Act Number 19 of 2010. He highlighted that the ACC complied with the Ministry’s request and transferred the funds on March 3rd, 2022, into the Consolidated Fund (Control 99). The transferred amount was K65,332,446.00 in Zambian Kwacha, which included an additional K1,036,366.21 equivalent to USD57,950.00 at the exchange rate of ZMW17.8883/USD.

The Minister of Finance further provided hardcopy documents of the transmission transcript for both the Kwacha and Dollar funds transferred on March 3rd, 2022. He confirmed that the funds were transferred from the ACC Asset Forfeiture Accounts at the Bank of Zambia to the Ministry of Finance and National Planning Consolidated Fund Accounts.

Regarding the utilization of the funds, Dr. Musokotwane explained that the Ministry of Education had applied for a supplementary provision of K73,172,516.00 under the budget line “University Education Provision.” This supplementary provision included the total forfeited funds of K66,368,812.21, along with an additional K6,803,703.79 provided from the general revenues to meet the Ministry of Education’s supplementary requirement.

The supplementary provision was presented to the National Assembly and received approval. The Supplementary Appropriation Bill, reflecting the approved supplementary estimate of expenditure, was subsequently assented to by the President of Zambia on August 3rd, 2022. To support his statements, Dr. Musokotwane provided hardcopy documents of the transmission transcript for the transferred funds, as well as a copy of the approved supplementary provision for the Ministry of Education.

DELAYS IN ARRESTING A POLICE OFFICER WHO DEFILED A GIRL BELOW THE AGE OF 16, WORRIES MBAO

Northern Province Minister Leonard Mbao has instructed police command in Northern Province to bring to book a police officer who defiled a girl below the age of 16.

Mr. Mbao told the Zambia News and Information Services in Luwingu district that he is disappointed to note that a police officer who defiled a girl under the age of 16 in March this year has not yet been arrested.

He said his government will not protect wrongdoers or criminals but to report such cases to Zambia police.

Mr Mbao explained that sexual intercourse with a child under the age of 16 is a criminal offence under section 138 of the penal code chapter 87 of laws of Zambia.

He lamented that a police officer is not above the law so he should be arrested and taken to court.

Mr. Mbao further explained that section 138 (1) states that any person who unlawfully and carnally knows any girl under the age of 16 years is guilty of a felony and is liable to imprisonment for life.

Meanwhile, an officer from the Social Welfare Officer in Luwingu explained that the case has taken too long and wondered why police have not arrested the culprit.

The source said when the incident happened, the girl was immediately taken to the hospital where health examinations were conducted but police have ignored the findings of health doctors.

The officer said the police officer has since been transferred from Luwingu where the incident happened to an unknown place.

Meanwhile, the child who was defiled by a said police officer is in the hands of the department of social welfare in Kasama.

And some Luwingu police officers who declined to be named revealed that the docket was opened in March 2023 when the incident was reported but the matter has not been taken to court.

Efforts to get a comment from the provincial police commissioner Gloria Mulele failed as the phone went unanswered.

SOCIALIST PARTY WOMEN’S LEAGUE CALLS UPON LAURA MITI TO RESIGN AS HUMAN RIGHTS COMMISSIONER

We join the many growing voices in the country calling for Laura Miti’s resignation as Human Rights Commissioner. She should instead assume her rightful place as a UPND cadre.

She is no Human Rights Commissioner, at all.

Today, we have a Human Rights Commissioner who thinks she’s at liberty to attack both female and male opposition party presidents, our esteemed leaders, as and when she wishes and pleases. And when they respond, she wants to play the victim card and bring the women question into play. It won’t do. It won’t work.

These are the people who are reducing our important institutions to nothing. These are the people who are using the government machinery to attack the opposition, and later to cry foul.

We have noted with great concern how Miti consistently forgets what her role is. And tracing her write-ups since UPND won, there is no doubt Mr Hakainde Hichilema made a wrong appointment. It is clear to us that Miti is a UPND cadre. They should deploy her as such.

She is a cadre and should stop wasting taxpayers’ money attacking opposition party leaders.

The name “Amai Doti” was coined by Comrade Saboi Imboela, President of the NDC in response to Laura Miti’s attacks on her. Why would a fellow woman call Laura Miti “Amai Doti?”

Our only conclusion is that it is because of her cadreism role. Since she was appointed as commissioner, it is clear she has become drunk with power and thinks she can tarnish people’s images as and when she wants to.

She should know that as the women’s movement, it is women such as Miti who have let us down in terms of our fight for justice, equity and peace.

We can see through her that patriarchy truly equally resides in women. She attacked Comrade Saboi, and in response, President Saboi labelled her “Amai Doti”! Was this a women’s issue?

As the Socialist Party Women’s League, we will no longer sit back and watch while Laura Miti attacks President Dr Fred M’membe. Unprovoked, she has persistently gone after Dr M’membe.

And we will not continue to watch Miti bring our institutions of governance into disrepute. She can’t continue to use taxpayers’ money to destroy the reputation of our institutions.

We understand that she dislikes the late President Sata and our leader Dr M’membe, but what she should know is that there are people who also don’t like her; that she will get back what she throws at others.

Dr M’membe has offered women within and outside the party massive support, and we thank him for the unwavering support and contribution to the visibility of women in our party and multiparty dispensation.

In a highly patriarchal society dominated by male chauvinism, it hasn’t been easy to advance the Socialist Party National Congress’s resolution of fielding not less than 50 percent women at both local and parliamentary levels for the August 2021 elections.

Dr M’membe has, however, demonstrated leadership, saying the resolutions of the congress must be implemented in every province and at every level.

Today as a party, we can proudly reveal that the adoption of women so far is the result of proposals pushed by Dr M’membe to the Central Committee and adopted by it. He has closely guided the implementation of the National Congress’s resolution on gender equity. And today, the Central Committee is composed of 50 percent women.

We are also aware that Dr M’membe has a long history of championing and defending women and their causes.

In the early days of the Post newspaper, he worked very closely with Laura Harrison to defend and champion women’s causes.

He also worked very closely with Lucy Sichone, promoting and defending her at every turn. He worked very closely with Emily Sikazwe at Women for Change, developing very strong bonds of friendship that extended to family ties, where today the two are as brother and sister.

Dr M’membe is also a friend to many Catholic nuns in Zambia and has supported their work in various ways.

There are also many chieftaincies in this country that count on Dr M’membe as a reliable friend and ally.

When he was editing The Post, Dr M’membe supported and defended women’s rights and their struggles in so many ways. Women dominated the last Post management.

The deputy managing director was a woman, the managing editor was a woman, the general manager of finance was a woman, and the marketing manager was a woman. Nearly all key positions at The Post were held by women.

The former Vice-President of the Republic of Zambia, Madam Inonge Wina, at some point in her life received support in all sorts of ways from Dr M’membe. He worked closely with Maureen Mwanawasa and earned her great confidence. He has also been a great friend and supporter of Dr Christine Kaseba.

Many, many women in our politics have enjoyed Dr M’membe’s help.

In the Socialist Party, we women have enjoyed great support, solidarity and encouragement from Dr M’membe, helping us to be where we are, both in the party and in national politics.

Most of us are the product of his promotion and defence of women’s rights.

In addition, Dr M’membe’s writing on women’s issues – as well as their backing and defence – are well documented.

We have no doubt that with him as president of the Republic of Zambia, the position of women will certainly change for the better.

We, the women in the Socialist Party, believe that Zambia has no better supporter of women’s rights than Dr M’membe.

With a leader like Dr Fred M’membe we have no doubt that we will make progress as women on many fronts, including producing a female president, and breaking the chains of patriarchy that are embedded in our society.

Former Lusaka Province Minister Hon. Bowman Chilosha Lusambo has accused the UPND Government of violating the human rights for perceived Political enemies.

This came to light when he featured on the HoT Seat radio programme in Lusaka today.

Hon Lusambo said the rule of law is now questionable under the current Government.

He has cited what he terms as unfair treatment of Chris Zumani Zimba as one of the cases in point.

“The issue to do with detention, the young man has been in detention for more than 10 days. The police took Zumani to chimbokaila, without appearing in court. The issue to do with rule of law and human rights is questionable in Zambia,” he said.

Meanwhile, Hon Lusambo has called upon the Human Rights commission to visit the prisons and hear it first from the victims of human rights violations.

He has also encouraged incumbent President Hakainde Hichilema to learn from his predecessor in pushing the agenda on enhancing Human rights in Zambia.

“President Edgar Lungu was having meetings with the Human rights commission on how to enhance human rights in Zambia. That man Lungu has experience in the Governnance of the country, that is why i have been advocating for HH to visit Lungu. The reason we are now seeing HH commenting on the Church because he has got no advisors,” he said.

And Hon Lusambo has encouraged the Inspector General of Police Graphel Musamba not to be used by Selfish politicians.

He said while it is difficult to execute duties under the current difficult conditions, rendering a diligent service to the nation is important.

“The police are professional men and women who are operating under difficult conditions in the new dawn regime. It is difficult them not to do the right thing because of the pressure of the politicians in power,” he implied.

The recent arrest of Dr. Chris Zumani Zimba, the former State House political advisor, and three other individuals in Lusaka has raised serious concerns about the administration of justice in Zambia. The charges of terrorism against them demand a fair and transparent legal process, which includes the provision of bail and timely court appearances. However, the failure to grant police bond or bail and facilitate their court appearance not only undermines the principles of justice but also raises questions about the cooperation between the police and the courts in upholding the rule of law.

The Importance of Police and Court Collaboration:

In any democratic society, the police and the courts play integral roles in maintaining law and order. Collaboration between these two institutions is vital to ensure justice is served efficiently and fairly. The police are responsible for conducting thorough investigations, gathering evidence, and making arrests, while the courts are entrusted with the responsibility of adjudicating cases and delivering impartial judgments. It is essential that these institutions work hand in hand to uphold the principles of justice.

Dr. Chris Zumani Zimba, a well-known political figure, was arrested last week on charges of terrorism. While it is important to address any potential threats to national security, it is equally crucial to guarantee that the rights of the accused are respected. The principle of “innocent until proven guilty” should guide the treatment of individuals accused of crimes, regardless of their social or political status.

Failure to Grant Bail:

The denial of police bond or bail (if he is taken to court) to Dr. Zumani Zimba and his co-accused is a matter of concern. The right to bail is enshrined in the legal systems of many countries, including Zambia. According to Section 22 of the Constitution of Zambia, every person charged with an offense has the right to be released on reasonable conditions pending trial, unless there are compelling reasons to believe that their release would jeopardize public safety or the administration of justice. Denying bail without valid justifications raises doubts about the adherence to due process and the presumption of innocence.

Court Appearance and Timely Trial:

Equally troubling is the failure to ensure the timely appearance of the accused before the court. Prompt court appearances are essential to prevent prolonged pretrial detention, which can infringe upon an individual’s rights and contribute to overcrowding in prisons. Article 18(2) of the Zambian Constitution guarantees every person who is arrested or detained the right to be brought promptly before a court of law. This provision underscores the importance of expeditious proceedings to prevent any undue suffering or violation of fundamental rights. And where the police refuse to give bond, the prompt court appearance can help the accused get bail.

The Laws of Zambia on Terrorism:

While it is crucial to address the issue of terrorism to safeguard national security, it is equally important to ensure that legal definitions and procedures are clear and fair. The Zambian Penal Code provides a framework for addressing acts of terrorism. Section 90 of the Penal Code defines terrorism as any act or threat of violence intended to intimidate, coerce, or cause terror among the public or a section of the public. However, it is crucial that this definition is applied judiciously and in accordance with the principles of justice and human rights.

The arrest of Dr. Chris Zumani Zimba and the denial of bond or bail, along with the failure to provide a timely court appearance, raises concerns about the commitment of the Zambian authorities to uphold the principles of justice and due process. It is essential that the police and courts collaborate effectively, respecting the rights of the accused and adhering to the provisions of the Zambian Constitution. The pursuit of justice should be carried out in a manner that is transparent, fair, and respects the fundamental rights of all individuals.

Dr. Chris Zumani Zimba has now been moved to an unknown location, thereby endangering his life and violating his human rights even further.
