Nigeria says “not a dime” will be paid to kidnappers who abducted 280 kids

Nigeria’s President Bola Ahmed Tinubu has said “not a dime” will be paid to kidnappers to release over 280 school children abducted last week.

The kidnappers, who contacted the families, are demanding a ransom of 1bn naira ($600,000; £470,000).

They have threatened to kill the captives if the demand is not met.

A local chief has told the BBC about the harrowing conditions the children, aged between seven and 12, are experiencing in captivity.

Jibrin Gwadabe said the kidnappers had called him to make the demand for the release of the children kidnapped on 7 March, using the phone of the school principal who was seized along with his pupils from the small town of Kuriga in the north-western Kaduna state.

He also spoke to the principal, who told him some of the children were in a “critical condition” and “could not even stand up”.

“They are just lying down. So we don’t know – maybe some of them are dead,” he said of the children, who he said had walked for hundreds of kilometres to the kidnappers’ base with very little food or water.

Mr Gwadabe said the families were very poor and could not afford to pay the ransom. “Many of them cannot – even three square meals is impossible in some of their houses,” he told the BBC’s Newsday programme.

He said the families were feeling “terrible”, and mentioned a woman who had had four children abducted and was unable to eat or sleep.

On Wednesday, Mr Tinubu directed security forces to ensure the children are released without any payment, the country’s Information Minister Mohammed Idris told reporters.

“The government is not paying anybody any dime and the government is optimistic that these children and other people… will be brought back to their families in safety,” he said.

Kaduna state governor Uba Sani said they were “doing everything possible to ensure the safe return of the pupils and students.”

Payment of ransom was made illegal in 2022 in Nigeria.

In the past, some hostages have been released following negotiations with the authorities, but officials always deny ransom payments are made.

Often family and friends source the money, with some fundraising or selling their properties. At times politicians have been involved, especially in high-profile cases.

For years, the gunmen who are locally known as bandits, have targeted villagers, motorists on highways and students in schools, hoping to get ransom payments in exchange for their release.

In the last three years hundreds of students have been abducted.

This latest wave of kidnappings presents a major challenge to Mr Tinubu’s government, which had promised to tackle insecurity after he came to power last year. BBC News

ABOUT UKA: OUR DETAILED POSITION AS PeP

1. When the United Kwacha Alliance (UKA) was first announced a few weeks ago, a number of media houses reached out to us and sought our position as Patriots for Economic Progress (PeP) on whether we shall be joining the alliance in question. Our response was very brief, and purposefully so. We said that we support the formation of UKA and that in future we may consider joining them, but for now we shall only be with them in spirit.

2. However, about four weeks later, it has now become necessary that we state our detailed position regarding this alliance. Let me start by making it very clear that as PeP, we strongly believe that an alliance is the most sure way of unseating the UPND party from office in the upcoming 2026 general elections. Let there be no question about that. Also, there is no question that President Hakainde Hichilema and his UPND party have completely failed the Zambian people and there will be a huge appetite to remove them from office in the 2026 general elections. So as opposition, we are actually walking a slope.

3. Nonetheless, my considered view is that it is not just any form of opposition alliance that will unseat the UPND party from office. It has to be a sellable alliance that will appeal to the people. Mind you that the Zambian voter of today is much more sophisticated and awake and is not as naive or gullible as the Zambian voter of yesteryears. That means if we are going to unseat the UPND in 2026, we need to present a united opposition package that will make sense to voters. Of course if we do not unite as opposition ahead of the 2026 polls, what is likely to happen is that the votes will be split in 2026 and that will benefit the ruling party. However, even in the unfortunate event of split votes in 2026, one of us will definitely emerge as a clear favorite to the people, and that is the party that will most likely unseat the UPND in 2031. The point that l am trying to make here is that an alliance that does not make sense to the people is more detrimental to the opposition than no alliance at all.

4. So then, what is our detailed position regarding UKA? Well, let me start by saying that l have utmost respect for each of the individuals that currently make up UKA. In fact, a good number of them are my personal friends. However, l personally see the UKA project as a comedy of errors. That is largely because of the presence of former President Lungu in the alliance, as well as the model that has been adopted to create UKA whereby it is made up of leaders of individual political parties. It is a well known fact that Hon. Miles Sampa has stolen the PF party, of course with help from the ruling UPND. It is also common knowledge that the court wrangles in PF are unlikely to be resolved before the 2026 general elections, again with the help of the ruling UPND party. Therefore, by President Lungu being in UKA in his capacity as PF President, he is effectively transmitting the wrangles which are in PF into UKA. Therefore, instead of UKA providing an alternative platform to the hijacked PF, it is instead facing the same dilemma as the hijacked PF.

5. Coming to President Lungu himself, my considered view is that any alliance involving the PF has to be devoid of Former President Dr. Edgar Chagwa Lungu, if it is going to be sellable to the people. I have no doubt in my mind that the majority of the Zambian people want President Hakainde Hichilema gone after 2021, but l also have no doubt in my mind that the majority of the Zambian people do not want Former President Lungu to go back to State House. Mr. Lungu had seven years to run the affairs of this nation, and he did what he could. Apart from diehard PF Supporters, l do not think the Former President can convince any reasonable Zambian that there is something that he omitted or forgot to achieve while in office, for which he needs to be elected back.

6. Of course it has become fashionable on the world scene for former leaders to seek re-election and to in fact be elected back into office. But our local circumstances here are quite different. For starters, the Former President currently does not have a political party. Hon. Miles Sampa is officially in charge, and l have no doubt in my mind that he is working day and night to ensure that he completely destroys the PF party, of course with the guidance, collaboration and support of the Government. I would not want to delve into how the Former President lost the party to Hon. Miles Sampa, that is a discussion for another day. Suffice to say that in African politics, opposition leaders are endangered species. The ruling party is constantly working to undermine and eliminate you. For you to survive, you need to constantly think and act one step ahead of the ruling party.

7. Although Mr. Hakainde Hichilema unfortunately turned out to be the worst President that Zambia has ever had, one thing that you cannot take away from him is the fact that he was a resilient and shrewd opposition leader. As an opposition leader in Africa, you are like an Impala in the jungle, and you need to act like one. Even when drinking water, an Impala will take one sip, then look right, look left, look behind, look up, then take another sip. If you are an Impala but you have the attitude and arrogance of a lion, then be rest assured that you cannot survive for long. Unfortunately, that is the tragedy that has befallen most PF leaders. They lost the power but they kept the arrogance.

8. The other aspect is that political support is something that heavily relies on sympathy. In fact there is no greater driver for political support than sympathy. But for people to sympathize with you, they need to see you as a victim. We have all been monitoring the updates from UKA leaders regarding their attempts to register the organization and how the Registrar of Societies and the Zambia Police have been sending them from pillar to post. Ideally, that is supposed to elicit strong condemnation from various stakeholders, except for the fact that barely 30 months ago, those were the exact schemes which one of the UKA members was exacting on others. So it becomes a problem for people to condemn when someone is given a taste of their own medicine.

9. The other prominent aspect of UKA in its current form, that is worth mentioning is the inherent hypocrisy. We have people who resigned from Former President Lungu’s Government on the basis that it was a corrupt Government, proceeded to form their own party and are today rallying behind Former President Lungu. The question is; what has changed? Also we have people who were fired from Former President Lungu’s Cabinet after referring to fire tenders as wheelbarrow’s, today telling us that they worked very well with their former boss, as they are unveiled as UKA Chief Executive Officer. Really? Then we have others who are complaining about the Cyber Security and Cyber Crimes Act and yet the person who signed it into law is seated right next to them?

10. The bottom line is that as Patriots for Economic Progress, we have a very high appetite for collaboration with other opposition political parties. We strongly believe that in order to remove the UPND party from office in 2026, and deliver a better Zambia for the people, there is an inevitable need to create an alliance. But any such alliance must be one that creates synergy among the participating political parties. The total package must be one that is appealing and sellable to the people. There is no question that, as the immediate past ruling party, the PF is still very strong on the ground. Just like UNIP was still very strong on the ground in 1994 and MMD in 2014. The true value of the PF party to the political discourse of the nation will depend on how well it rebrands itself, if it rebrands itself at all. Anyway, the Future is SET ✌️✌️✌️

Patriotic Front Members of Parliament who are not praise singers have devised strategies that will help them reclaim freedoms to speak freely in Parliament.

Currently, PF Members who are Perceived to be Critics of Government poor leadership have been allegedly ignored when they want to speak on the floor of the house.

An Example of such happened during today’s sitting when Lunte Member of Parliament Hon Mutotwe Kafwaya wanted to debate after the Vice President had moved a motion to suspend standing orders to allow the Republican President to address the nation tomorrow.

In response to this, Hon Mundubile said the MPs will use force to get that freedom to speak freely in Parliament.

He said said in most cases, if the Presiding officer is uncomfortable with what a member would say, they will not be given a chance to speak.

“We will get back to that house and ensure that we violently claim the freedoms that we should have on the floor of the house. We will get back to the house, we will not say when but we will reclaim those freedoms.

It is not just about talking, our talking in Parliament or the lack of it is what has caused problems in zambia today. Our people sent us to parliament to represent them and we must do as such and speak for them, not what is currently prevailing..,” he said.

Meanhwile, Hon Mundubile has joined calls by stakeholders for President Hakainde Hichilema to Postpone Tomorrow’s SONA for another two weeks.

He said there is something wrong in the country as far as implementation of national values is concerned.

He said the country is in reverse gear based on what the clergy and the Civil Society Organisations have been saying.

In an event that SONA Goes ahead, Hon Mundubile said President Hichilema should abandon the text written by technocrats and ask for a new start that is devoid of lies, and call for a new begining focused on unity and not purging and arresting innocent people.

“A confession would do, if the President said tomorrow dear Zambians it has come to my realisation that whereby I thought I was the know it all, I have come to realise that I am human who is not immune to error. I have made mistakes to export maize and power,” he said.

He said the President must also respond to statement by OCIDA on calls for sanctions.

“Those that took time to read the letter authored by OCIDA should be concerned because it cited the Heads of Three arms of Government……When you read the letter in totality, you will realise that we have a challenge in Zambia……We would have loved some assurance from the Vice President regarding this matter,” he said.

IT’S time to own up, we are now at a crunch time and this is time for government to say we messed up, says Lunte PF member of parliament Mutotwe Kafwaya.

He says the declaration of the drought as a national disaster was emotional as there’s no scientific report the President referred to as basis for the decision.

Kafwaya expressed worry on the budget realignment and how the government would administer resources during a national disaster as UPND has failed on the accountability score.

“I read his script, there is no reference to any report. There is no reference to any stakeholder consultation. There is no reference to any cabinet decision. This is what I’m saying. If those things happened, the President has not revealed to anyone. Now based on what I saw after reading his declaration this is why I’m saying my conclusion would be that that was an emotional declaration,” Kafwaya said when he featured on Millennium TV’s Platform programme. “Do you know when this is a disaster what happens to procurement? You are literally saying no procurement procedures. No procurement procedures but we are talking about UPND government which is an expert in single sourcing even when there’s no need for single sourcing. So I am now worried about that budget realignment and how the taxpayer money is going to be administered by this UPND government which has an inclination towards single sourcing, towards direct bidding. So for me on accountability score, UPND has failed from year one. Now given this situation which I am saying the President did not demonstrate that this was a scientific decision, we’re now going to transfer power to this administration to make these procurements without a single procurement process.”

Kafwaya said there is need to look at the declaration with a sobre mind.

“Stop politicising, even your discourse to the people. It’s time to own up. We are now at a crunch time. This is time for government say, we messed up. I have been complaining about procurements in Ministry of Agriculture, you know that. But these procurements now are going to extend to the Ministry of Energy. So where does this leave us as a nation now in terms of the accountability of the nation? So I am concerned about that. Very very concerned about that. This is why for me I want a scientific process so that even in future, somebody should not come and use the words I am using that it was emotional it was a declaration that was aimed at whipping the emotions of the Zambian people. A declaration that was aimed at whipping the international community so that the international community can push in a lot of resources, which resources in the end will have no accountability. So it’s very very important and key to look at this whole thing with a sober mind,” said Kafwaya. “So part of these pronouncements that the President made as far as agriculture is concerned this carelessness on the part of the UPND government. They were careless, they were insensitive and they lacked vision. Because we all knew, everybody knows in the past, we’ve had droughts and this is the wisdom in president Edgar Lungu’s government to begin to stock maize because you can’t control when God decides to switch off the rains.”-The Mast

Knowing full well that a private letter to Mr Hakainde Hichilema, President of Zambia, will go unacknowledged and unanswered, nursing a burning desire to make a personal public statement as a bona fide Zambian citizen about Mr Hichilema and his UPND government, I have decided to write him an Open Letter, below. Two more open letters are on the way.

Dear Mr Hakainde Hichilema,

I know you are well, since as unlike millions of Zambians, hunger is not one of your problems, and your personal and family health are well taken care of by both the Zambian government and private doctors. I write to inform you about my deepest convictions and feelings about your government and yourself, now that you are past two and a half years of your first and ever only term of office.

You and your political party lied big time to win elections. You, in particular, have numerous evidence of the many important lies and promises you made poor Zambians to win elections posted on social media daily, now. You promised Zambians to lower the cost of living and doing business. You have massively hiked the cost of living and radically lowered the cost of doing business for yourself, your friends and foreign companies while punishingly raising the same, for the majority of Zambians who survive in the informal sector.

Unfortunately, you have continued to lie even when in government. The most painful lie from your UPND government is that Zambians must be happy now, because life would be far much tougher had the PF continued in government. You know very well this is not true: it is impossible to determine whether the majority of Zambians would be far worse of today, if the PF had won the elections in 2021, as there is absolutely no scientific basis for such a false assertion. You use this assertion to hide your incompetence, massive negative impact of your austerity measures on the majority of Zambians, corruption in the UPND government, and the rapid rise of the cost of living since you formed government, contrary to your false promises and lies.

Now in government, you colour your lies with false interpretations of data, such as that the economy is growing even as you know millions of Zambians are starving, unemployed and their poverty is growing! You tell dramatic stories about a better future for Zambians when everyone who cares knows the capitalism you practice cannot simultaneously make a tiny minority filthy rich and simultaneously drastically improve the lives of the majority of Zambians. People think when you speak, you mumble too much and are incoherent and inconsistent: like all pathological liars, you suffer from acute anxiety whenever you speak in public. You never concede failure, but are always defensive, especially when you are confronted about your lies.

You are vague and change your stories so frequently; it is impossible to define who you are, personality wise. You promised to reduce the prices of basic commodities, in government you defend “market pricing” of commodities even as most of these commodities now are way beyond reach of the majority of Zambians. Instead of lowering the cost of living, you have attacked the majority of Zambians who are struggling with the extremely high cost of living for being lazy, dependent on government and PF free things and money, having no entrepreneurial spirit, of poor mindset, drunkards and so on. It is mind bothering why you lie even when there is absolutely no need to do so. For example, which countries exactly want to hire you to unleash the mass hunger, economic chaos, unemployment and poverty your two and a half years in government have unleashed in Zambia? If your white, racist colonial fans lie thus to you, I expect you, as a sober man, to see through such lies easily. No country needs your skills and services, not even Zambia anymore.

You recently said, at a UPND function, that you judge your government as having met at least 7 out of 10 of all your election promises. Whom exactly are you fooling? You are making this assertion when more than 700 Zambians have died from cholera, a large number of miners died and are buried where the earth fell on them, 2,000,000 Zambians face acute hunger and your reckless exports of maize have unleashed the highest price hikes in mealie meal ever and its shortages, and now combined with the drought, threaten to cause a famine in Zambia such as we have never experienced since independence. And yet you were elected primarily to attend to the urgent matter of national hunger and lowering the cost of living. You are totally unaffected by your lies, even when you are caught out: you instead manufacture new ones on top of the old ones, like all pathological liars do.

You appear to feel victorious and enjoy a high when your praise singers, instead of warning you that you are “naked” whenever you lie go ahead instead and attack those who are alerting you to your political nudity and political pornography. Your words never match your actions, ever. You celebrated “debt restructuring” even as you knew this was not true – the job was far from done! You said Vedanta would never return, and yet they are here now, and are busy looking for other people’s money to consolidate their take-over of KCM, including by actually selling off part of the mine, through shares. I can go on, and on, illustrating and giving examples of this bad behaviour you suffer from.

Most disturbingly, you have recently begun the public process of concealing your lies, and false promises, incompetence, corruption and many other sins involved in your government’s bangling of the maize sector behind the drought. Suddenly, and without any provocation, you lie that no Zambian will die from hunger as the drought further worsens the hunger your reckless handling of the maize sector has unleashed. How do you know this as a fact that no Zambian will die from hunger? Typical of a person suffering from pseudo fantastica you have not announced any detailed, quantified, concrete, costed and time bound visible measures your government is actually planning or carrying out to ensure that non-GMO maize quickly floods Zambia to alleviate the already mounting shortages and ever rising prices of mealie meal. Instead, you have made a woolie announcement of a disaster and a list of wishes you lie will make the necessary amounts of maize available to prevent hunger.

You need to get psychological and psychiatric help: I diagnose you with possible “pathological lying” also known as pseudo fantastica or mythomania. Your lying behaviour is a sickness you must seek help for, before it is too late. As a 2020 study titled “Pathological Lying: Theoretical and Empirical Support for a Diagnostic Entity” conducted by Doctors Draw Curtis and Christian L. Hart found, you exhibit “a persistent, pervasive, and often compulsive pattern of excessive lying behaviour that leads to clinically significant impairment of functioning in social, occupational, or other areas, causes marked distress, poses a risk to self or others and occurs for longer than six months.” Today, in fact, throughout the world, the majority of capitalist and right-wing politicians like you exhibit some or all of these clinical signs, as they reduce perception of their performance into a struggle for manufactured and false “political narratives” for public consumption.

These “political narratives” are lies said many times over by politicians like you, Hakainde Hichilema, with the hope that these lies will quickly garner public traction and effectively conceal the lies and false promises you make. Donald Trump, former president of the US is a past master and excellent example of this capitalist and fascist trend among your type of right-wing capitalist politician.

It is the poor urban and rural young people and mothers you have hurt the most. As a businessman yourself, in the opposition, you promised them many quality, decent and high paying jobs and business opportunities. You promised the majority of our poor mothers who survive on street vending to protect their livelihoods and secure their trading places. In government, you accuse both of being lazy, dependent on government, without entrepreneurial acumen, with a wrong mindset, alcoholics and so on. Gone are the promises of mining licenses to youths, finance, training, business plots, you so lavishly promised when you were in the opposition.

As for street vendors your government charges them with facilitating the spread of diseases, environmental degradation, and making our towns and cities dirty. You have set your bull dogs at the Ministry of Local Government and Rural Development to demolish their trading facilities and in many cases also destroyed their meagre wares. Only a cold, insensitive and uncaring government which has unleashed mass hunger, unemployment, poverty and grotesque inequalities does this to its citizens. And yet when in the opposition you promised you would make Zambians matter the most and come first. This was all lying, isn’t it, to prize the votes off our poor youths and mothers.

Power is sweet, when one has it. But power never lasts, it ends. Will you please try and get help, urgently, for your psychological condition, before it is too late? I ask you with the deepest feelings of sympathy and empathy, any sick person deserves, from me.

I remain hopeful that you can overcome your challenges if you seek professional help.

Miles Sampa’s Political Shipwreck is A Tale of Hubris and Betrayal

In the unpredictable waters of Zambian politics, few stories captivate the imagination like that of Miles Sampa, a man whose ambition soared higher than his grasp, and now he is slowly plummeting into the abyss of irrelevance.

Sampa’s journey from a once-promising political figure to a pariah within his own party is a cautionary tale of ego,greed, miscalculation, and the consequences of blind ambition.

Sampa’s downfall began with a brazen act of political piracy, hijacking a vessel (pa Bwato) known as the Patriotic Front (PF) without a compass or a crew to steer it.

His audacity knew no bounds as he set sail on a voyage of self-delusion, convinced that the winds of change were blowing in his favor.

But alas, reality has proved to be an unforgiving tempest, and Sampa soon finds himself adrift in a sea of his own making.

The crux of Sampa’s dilemma lies in his fatal misjudgment of the political landscape.

In his hubris, he underestimated the loyalty and resilience of the PF members, who remained steadfast in their support of the party’s leadership.

Like a captain oblivious to the iceberg looming ahead, Sampa has been sailing blindly into treacherous waters, oblivious to the impending disaster.

With no mandate from the party faithful, Sampa’s grip on power is becoming increasingly tenuous.

His claim to leadership was a facade, recognized only by the echo chamber of social media and the hollow rhetoric of his own making and imagination.

Even his infamous two disciples, Mr Ground and Chama American, have now publicly denounced him as the last nail on his confin.

Furthermore, on the ground, the PF branches, from the highest echelons to the grassroots, have rejected him as an imposter, a usurper unworthy of their allegiance.

The consequences of Sampa’s folly are dire, not only for himself but for the party he sought to commandeer.

By sowing discord and division within the PF ranks, he has weakened its foundation and compromised the little integrity that was left after the 2021 catastrophic election loss to UPND.

His reckless ambition has tarnished the party’s reputation and undermined its credibility, leaving it vulnerable to the whims of opportunists and charlatans, as can be witnessed on a daily basis.

But perhaps the greatest tragedy of Sampa’s saga is the squandered potential and betrayed trust of those who once looked to him for leadership.

He was once hailed as a rising star in Zambian politics, a beacon of hope for a brighter future.

Yet, in his pursuit of power, he sacrificed principle for expediency, forsaking the very values he purported to champion.

As Sampa’s political ship sinks in his own urine, it serves as a stark reminder of the perils of vanity and ambition if unchecked.

His legacy will be one of ignominy and regret, a cautionary tale for future generations of politicians who dare to tread the same treacherous path.

In the end, Miles Sampa’s dilemma is not merely a personal tragedy but a sobering indictment of the state of Zambian politics.

It is a wake-up call to all who would seek to lead, a reminder that power without principle is a hollow victory indeed.

Until such time as leaders emerge who are guided by integrity and humility, the ship of state will continue to navigate perilous waters, adrift in a sea of uncertainty and disillusionment.

HIGHLIGHTS: GOVERNMENT ANNOUNCES MEASURES TO MITIGATE IMPACT OF ELECTRICITY SUPPLY ON ZAMBIAN ECONOMY

Today, Minister of Energy Peter Kapala updated the nation on the current electricity situation in the country and outlined the measures being implemented by Government to mitigate the impact of reduced electricity supply on the Zambian economy.

Here are the highlights from a ministerial statement.

✅Currently, the Country’s installed electricity generation capacity stands at 3,777.3 Mega Watts (MW) with hydropower accounting for 85 percent and the current peak demand is estimated at 2,400 Mega Watts.

✅The planned load management has been caused mainly by forecasted insufficient generation capacity due to reduced water levels in the country’s major reservoirs following below-normal rainfall patterns experienced during the 2023 to 2024 season due to the El Nino drought phenomenon.

✅This is also attributed to increased demand which has been growing at about 150 – 200 Mega Watts per annum.

✅The El Nino-induced drought has caused a significant impact on the region’s rainfall pattern. Zambia in particular, has experienced a severe decline in rainfall, with the Zambezi and Kafue River basins, which are the major water catchments for hydropower generation dams in Zambia, being significantly affected.

✅The Kariba North Bank power plant depends on water from the Kariba Dam Lake reservoir for its generation. For the year 2024, only 8 Billion Cubic Meters (BMC) has been allocated to Zambia for power generation due to the forecasted low rainfall pattern and this entails that the power plant can only generate up to 214 Mega Watts out of an installed generation capacity of 1080 Mega Watts.

✅Additionally, there has been a marked reduction in the level of rainfall received on the Kafue River basin in the 2023-2024 rainy season and according to the data at gauging point, water inflows have decreased by 50 percent compared to the 2022-2023 rainy season as well as to other Long Term Mean flows.

✅This will further lead to a constrained generation from the cascaded power plants on the Kafue River basin, that is the 120 Mega Watt Itezhi Tezhi Hydropower Plant, the 990 Mega Watt Kafue Gorge Power Station and the 750 Mega Watt Kafue Gorge Lower Power Station.

✅It is worth noting that the forecasted reduction in the water levels due to the El Nino drought, characterised by a reduction in hydropower generation and the growing electricity demand will result in a power deficit of about 430 Mega Watts.

✅In implementing the load management programme, ZESCO has been directed to consider the vital role played by strategic institutions such as health facilities, water utilities, industry and mining firms and security wings.

✅The load management programme will endeavour to exempt strategic institutions, where dedicated lines exist. This exemption will ensure that sensitive and critical institutions can continue to provide essential services to the communities without disruption.

✅In order to reduce rapid drawdown of the reservoir levels that could lead into longer hours of load shedding, ZESCO has commenced load shedding. As a result of the load management and load shedding, ZESCO will lose approximately USD 35 million monthly.

✅The Government has noted the need for a lasting solution that fosters the provision of affordable and sustainable energy services. In this regard, the following measures have been formulated:

SHORT TERM MEASURES.

(a) ZESCO is currently importing between 50MW to 90MW between 21 Hours and 05 Hours and is actively engaged in negotiations with Mozambique for an increase in firm power imports for an additional 120MW.

(b) ZESCO plans to gradually withdraw 120MW from the export market taking into consideration the current bilateral contracts. This plan is scheduled to run from February 2024 to December 2024. However, it is worth noting that this plan will translate into a revenue loss of US Dollar 110 million.

(c) Ndola energy power plant has a capacity of 105MW. Currently, ZESCO and Ndola Energy Company Limited (NECL) are undertaking negotiations with a view to restarting the power plant. These negotiations are expected to be completed by April 2024 after which ZESCO will purchase 105 MW from May to December 2024.

(d) The government, through ZESCO, is developing a 100MW Solar PV power plant in Kabwe. The project is underway with a scheduled duration of 10 months, aiming for completion and commissioning by the end of the year.

MEDIUM TERM PROJECTS

Renewable Energy Expansion:

  • 120 MW Solar PV Portfolio: Implementation of a 120 Mega Watt portfolio of solar PV power projects under the Global Energy Transfer Feed-in Tariff (GET-FiT) program.
  • Luapula (CX) Hydropower Project: Progressing with the development of the 271-megawatt Luapula (CX) hydropower project on the Luapula River.
  • Lusiwasi Lower Hydropower Project: Development of the 86 Mega Watt Lusiwasi Lower Hydropower Project.
  • 2,000 MW Solar PV Project: ZESCO is collaborating with Masdar on a 2,000-megawatt solar PV project.

✅Regarding the strategic programmmes and long-term projects, Government completed the development of the first Integrated Resource Plan (IRP) aimed at providing a lasting solution to Zambia’s challenges in the electricity sector.

✅The Integrated Resource Plan (IRP) is a roadmap for the sustainability of the electricity sector. It outlines a strategy for addressing these challenges through the implementation of sustainable solutions.

✅Additionally, it projects a need for additional generation capacity of 6,505 megawatts (MW) by 2026, requiring an estimated investment of USD 4.984 billion. To meet long-term demand, the IRP forecasts a total of 23,193 MW by 2050, with a corresponding investment requirement of nearly USD 31 billion.

✅The Minister of Energy further encouraged consumers to consider transitioning to alternative energy sources such as gas stoves, solar water heaters, and the adoption of efficient energy equipment such as energy-efficient bulbs to reduce on power consumption. This shift is anticipated to contribute to a reduction in the energy deficit.

One of the major weakness of our country is the love for regulation. This country has all sorts of regulations to the extent that soon breathing may get its own law.

The proposed regulation of social media by including it in the broadcasting licencing law is not just illogical but counter productive. The country needs creative and innovative population to catch up with advanced economies.

Instead of working on deregulation, government is proposing the opposite. Our economy is actually operating with a handbrake because regulation starts too early in all sectors. However, the attempt to include social media in the broadcasting act should end just where it is – at concept level.

Social media is already regulated by the Cyber Act. What exactly has the cyber act failed to do that this regulation will? Imposing additional regulation will not only amount to suffocating people’s right to hold an opinion, but will also block innovation and condemn young people to unfair competition with well established Media Houses.

Government should also remember that the informal sector of our economy remains an important pillar if resilience for our survival as a nation.
Most of all, social media remains the only true platform of free expression. One doesn’t need to book an appointment or need a favour from a media owner to express an opinion.

What makes the proposal even worse is the proposal to imprison would be offers to a maximum of 5 years! What has social media rely done for one to even think of sending a citizen to prison for 5 years just for transmitting one’s opinion?

Government should put its hands off social media. Let them actually concentrate on refining the cyber act to remove those provisions which already raised alarm from the onset of the Bill. President HH and the UPND in opposition promised the Youths of this country that the cyber act will be repealed so as to let the young people freely enjoy the cyber space.

The President was nicknamed “a Facebook President” because it was the only space he would really address his followers across the nation” without regulation but why do a 360 and worse off add another burden?

We all remember very well how he was oppressed and pushed to shut up 🤫 but because the people of Zambia can’t be fooled. They still went ahead and elected the same person who couldn’t be given coverage by government machinery.

In conclusion. The UPND should be the last organization to pull such stunts because they know very well that sending police to every opposing voice can not save you in Zambia 🇿🇲 just serve the people diligently.

Earlier today, on behalf of the Republican President of Zambia Mr HAKAINDE HICHILEMA, we were greatly honoured and privileged to officially launch a new citizens’ empowerment programme in the transport sector where we handed over 140 vehicles worth about 40 million Kwacha as loans to citizens drawn from the 10 Provinces.

The Transport Empowerment Programme is among many Government initiatives through the Ministry of Small and Medium Enterprise Development, aimed at enhancing the entrepreneurial aspect among our people.

Below are highlights from the Presidential Speech, we delivered on his behalf:

✅ The President stated that the Ministry of Small and Medium Enterprises Development and its Citizens Economic Empowerment Commission (CEEC), is part of the initiative to empower Micro, Small, and Medium enterprises and cooperatives in the transport subsector.

✅ He mentioned that through accessible financing, the Government through the Ministry of Small and Medium Enterprise Development is enabling the citizens to own many facilities as a way to empower them to participate in economic development.

✅ The Head of State indicated that programmes such as the Transport Empowerment Programme are aimed at alleviating economic challenges in households as there will be some direct jobs and other opportunities.

✅ He stated that through initiatives like the “Own a taxi, Mini-bus, and light truck loan product.” the Government was instilling hope and optimism for a better tomorrow.

✅ For other citizens to benefit, President HICHILEMA encouraged the beneficiaries and Zambians in general to develop a culture of paying back loans so that others can equally benefit from the revolving fund.

✅ The President further called for prudent utilization of the resources and urged the beneficiaries not only to better their livelihoods but also to pave the way for other beneficiaries going forward.

✅ The Head of State also urged the Ministry of Small and Medium Enterprise Development through its CEEC to continue prioritising women and youth development and empowerment initiatives.

Our Civic Duty Association (OCIDA) members and supporters have said Brebner Changala should leave the association for allegedly hijacking it and the mission for which it was formed.

And the members have requested Archbishop Telesphore Mpundu to consider retiring from the leadership of OCiDA, saying the clergyman had done is part and that it was time for him to pass the mantel.

Addressing the press in Lusaka Thursday morning, OCiDA members said in order to bring sanity and order in the organization, Changala should cease being a member of the organization, saying that his actions in recent months are tantamount to hijacking the organization.

The conveyers said in the last few months, statements have been issued in the name of OCiDA and that such statements have not been agreed upon by the members and not even sanctioned by the trustees who the legal custodians of the organization.

“Today, we are shocked that some members have without the agreement of the association written a letter to the American Embassy under the guise of Archbishop Mpundu, asking the USA Government to impose financial sanctions, Visa restrictions, and travels against some too Government officials.

It is therefore regrettable that our fellow member of OCiDA, Brebner Changala does not appreciate that for effective and efficient operations of an organization like OCiDA, order is of utmost importance. Changala has failed to live up to the expectations of OCiDA, and therefore his membership to this organization remains untenable,” read the statement from the members.

Meanwhile, OCiDA members have requested the Catholic Church to protect the name and integrity of the Emeritus Archbishop Mpundu from abuse by what they described as opportunistic individuals.

“We are disappointed that some citizens are using the name of the organization and abusing the name of Archbishop Mpundu for their selfish political motivates”.

OCiDA members stated that the overall objective of the organization is the promotion of good governance and sound management of the country’s economy, adding that OCiDA does not share the partisan position taken by Changala.

The escalating crisis of governance and democracy in Zambia under Mr Hakainde Hichilema and the UPND is tragic and most unfortunate for the country.

The dramatic rise in tyranny, ethnic bigotry, grand corruption, tribalism, and other vices under the UPND has left a deep dent on the unity, patriotism, and democracy of this country. Things are no longer the same anymore. Under Mr Hichilema, authoritarianism has returned with vengeance. The escalation of despotism is unbelievable.

It’s painful to see opposition politicians, private citizens, and other critical voices degraded and dehumanised through untold and unseen repression and hardship without any tolerance and restraint from Mr Hichilema and his administration.

It is no longer a secret that Mr Hichilema has set this country on a risky path of destruction. The thoughtless manner in which this administration has been circumventing the law and abusing state institutions in an attempt to destroy political opponents is a clear testament of the criminal intentions of this administration.

This government has literally incapacitated the rule of law and constitutional order in this country, and they are going about their daily business with impunity, without oversight or regard for the moral, political and economic effects of their actions. They have been blatant with their systematic destruction of state institutions with the single resolve of reigning with fear and terror.

All these draconian manoeuvres coupled with the high cost of living, hunger, unstable exchange rate, skyrocketing mealie meal prices, and rampant shortages have made life unbearable for many. The citizens have resigned to fate. They’re hopeless and helpless. They’re pained and frustrated with this incorrigible, manipulative, and fraudulent regime. The people are bitterly disappointed.

But for Mr Hichilema and his league, it’s pretty much business as usual. They see nothing wrong with their repressive tendencies. This is a leadership that is seriously obsessed with power and accumulation and remains distant to the hard-hitting reality facing the majority of citizens on the ground.

Mr Hichilema and his league are trying to entrench themselves without hesitation through manipulation of the law, political and economic exclusion of critics, exercise of physical violence and force, intimidation, and malicious abuse of governance systems.

Under Mr Hichilema and the UPND, a sober, unitary, and visionary solution to the country’s present challenges remains a non-starter. The realistic chance of returning to real governance and democracy under this leadership keeps getting dimmer each day that passes. Clearly, they’re a bad sample of politicians a country must never wish for.

And for democracy to thrive in this country once again, Zambians must recreate it themselves, as Mr Hichilema and his administration won’t give it to them easily. They’re resolved to destroy our democracy. They’re resolved to take us back to the painful past of the one-party rule.

Let’s bravely defy Mr Hichilema’s despotic adventures.

Disgraced and ungrateful 69 years old Brebner Changala has been removed from the OCiDA.

One of the reasons Changala has been removed is that he has been issuing statements in the name of Former Archbishop Telesphore Mpundu without the old man’s consent.

At one point Changala even lied and misled old Mpundu that the UPND government was tribal and never employed others until he was exposed that his own child and that of Kambwili were employed and undergoing military training.

Changala was ashamed but Bishop Mpundu and other members of OCiDA were surprised to learn that the man who has been accusing the UPND government of not being fair has had his children employed.

Changala wearing a hut in the picture used to say that Lucky Mulusa who has now been appointed as UKWA party SG was ever urinating for himself in the trousers and that he has failed to even build a toiled and was currently squatting in a government house around Jesmondine area.

Perhaps what the UPND government should do is to put Changala and his like minded charlatans on free government salaries as Edgar Lungu did to this group when he was President. But this is tax payers money and old people like Changala should work their backs out and survive as opposed to depending on government and clearly show that without government they cannot survive.

By the way, Changala was raised in Western province and he doesn’t even know his village properly in Mwansabombwe there but as the adage goes: He who has big buttocks, will surely and ever have their buttocks behind no matter the speed they put up.

It is inhumane for Changala to continue taking advantage of old Mpundu who is slowly losing his memory and abuse him in order for him (Changala) to be put on a government payroll or get government contracts alone.

If UPND government is tribal as Changala is dreaming after eating roller meal, how come Kawandami who is his sister is a top government official in this government?

Old habits die hard and Changala will never grow up no wonder he called Lucky Mulusa as “chembala poto”

REASONS WHY FORMER PRESIDENT LUNGU SHOULD RECONSIDER HIS PARTICIPATION IN ACTIVE POLITICS

Once upon a time Raphael Nakachinda said some wise words and I quote, “We cannot ask the former President to return to active politics unless we are very sure he can win back power”. This statement is very true, because subjecting the former President to another loss would be very damaging. ECL came back to active politics on the backdrop of reuniting the former ruling party (PF), “I will not allow the PF to die or have factions under my watch, therefore after careful and deep reflection, wide consultation and prayer, I have decided to come back to active politics” the Sixth Republican President said.

As things stand, we have continued seeing the PF slowly dying a natural death with UKA putting the final nail on its coffin. PF can only go into a ‘loose alliance’ (one which is not legally recognized), no alliance today can be registered by the Registrar of Societies with PF as part because PF is still in court. I strongly believe that the registration of UKA or indeed any other named political entity that incorporates PF as one of it’s alliance members, would be an error at law. It is like going to the bank to obtain a loan with collateral of a house whose ownership is being contested in court.

With this brief analysis, my question is on which ticket then will the former Head of State ride to appear on the ballot in 2026? And in case the other statement he likes saying is the consolation, “I am not returning to politics because I have ambitions to become President again as anyone among the opposition leaders can become President.” If this is something to go by, then the Former President will do well to revert back to his Statesman status because there is no one in that alliance worth sacrificing everything for. He would have even done better to sacrifice for Lubinda, Mundubile, Kafwaya, Monde etc than those surrounding him now.

At the moment, Zambia stands to benefit more from the wealth of his experience, wisdom, connections and influence as a statesman, an advisor to government and indeed as a symbol of national unity being the only surviving former Head of State. He should forget about bouncing back because the Kalabas and others will ride on his influence and the PF numbers to position themselves for 2026 and throw him out just before the elections. Remember the point in paragraph 2, PF in it’s current form can not form a legally binding alliance with anyone. And if there are plans to form a completely brand new political party then it makes matters even worse, how desperate will Zambians and indeed the world perceive the former President! Imagine, going across Zambia marketing ECL on a different party other than the PF, it will be laughable.

When I saw one newspaper headline where recently ECL said, “I MEAN WELL” I thought to myself that, he will surely mean well even more if he worked together with his young brother President HH especially in times like now when the Republican President has extended an olive branch to all opposition political parties to come on board and work with him.

Is Pamela Gondwe back in Zambia? A flashback moment

The immigration officer at the Zimbabwe-Zambia border on the Zambian side couldn’t believe his eyes when he saw this beautiful woman rolling down her window of a brand new silver Mercedez Benz with South African number plates.

He tapped his friend on the shoulder and whispered, “talk of the devil. Look who is showing up at our border so soon after we have been looking at the old newspapers that we have just cleaned up: Pamela Gondwe!”

“You are kidding me. I think you are thinking of that woman too much. Pamela Gondwe, forget her. She is gone and probably already married to some very poor White man to get some much needed citizenship under a different name.”

“Man I am not kidding, just look at the one who is about to present her passport to us. It is a South African passport, I can tell”.

The second officer immediately looked in that direction and nearly fell down over his table sending hot tea cascading down the floor. He also couldn’t believe his eyes. Pamela Gondwe is back in Zambia so soon after escaping with thousands of hard cash in foreign currency. He had to maintain his composure and didn’t want to betray his recognition of Pamela Gondwe who was now presenting her South African passport.

The first immigration officer also had to struggle to remain calm. As he was fidgeting with the words, he stumbled on the sentence, “welcome back to Zambia Madam, ah ah Goon, Madam Nguni.”

“Thank you, but why are you saying ‘welcome back’ this is my first time coming to Zambia.” The two officers looked at each other. One began to speak, “Ah, ah, ah, aren’t you…” When the other one kicked him on the left sheen under the table. He got the message. How can you ask a criminal whether she was Pamela Gondwe?

‘’We are used to repeat tourists so it has become a habit to say welcome back. In South Africa you say ‘beck’ or is it ‘bake’.

“I am sure I will be beck if I enjoy the place. I hear the economy is in the doldrums and I am here to inject a bit of forex. I just hope your country is not full of criminals like South Africa,” Ms Ng’uni stated as she rolled the window up and drove towards Zambia. She was alone and looked swavvy.

“How stupid can this woman be. She is mocking Zambia. She just left Zambia barely two months ago using the VIP entrance and exit at KKIA carrying thousands of forex in a suitable way and she is back already! Does she think she will not be caught because she is flaunting a South African passport in her new name and using exaggerated South African accent.”

“Man, I have serious misgivings that that is Pamela Gondwe. We just looked at her photos as we cleaned the newspapers. Look at that picture there. Does Pamela have that cleft or what do you call it, gap or parting in the centre of her upper teeth. Her facial dimples weren’t that deep when she left. Look at that photograph. Look further, there is a tattoo below her right shoulder in that picture. I didn’t see that tattoo this time around and she was wearing more or less a similar top today.”

The other immigration officer started laughing very hard. “You Zambians make me laugh. What kind of training did you do to become an immigration officer, let alone working at a border post and interdicting serious criminals, terrorists, refugees, fugitives from justice, smugglers and the rest? Man do you think Pamela Gondwe would come back and announce with telltale signs that she is back? Man you are so naïve.”

“Man you are the one who deserves further training. That woman has a gap in the centre of her upper teeth. Does that picture have that? Where is the tattoo?”

The other officer was doubling down laughing with tears streaming down his cheeks. The other officer couldn’t understand why his friend was laughing so hard. At that time they were interrupted by a tourist and they became busy processing several other visitors.

When there was a small break, the other officer asked his friend, “what is so funny about what I am telling you? Man you are crazy. I can’t believe you think that is Pamela Gondwe despite the resemblance. You know they say that in this world there are always two people or more outside of identical twins that resemble the other person. There are two or more of you out there. There are two or more of me out there. This is simply another double for Pamela Gondwe, you hear me?”

The other man started laughing again. “Banene, have you ever heard of the word ‘plastic surgery’? Do you know that tattoos can be removed. Dimples can be created or deepened or removed? How can you catch a sophisticated criminal with that naivety? The gap in the teeth could even be an illusion. Her real teeth formation could be intact behind that plastic facade. Please go back to training.”

The other officer started to ponder. Maybe his friend was right. That may be Pamela Gondwe who has transformed herself.

“Let me tell you something again, banene, criminal profiling as a science has shown that it is difficult to catch a criminal who is hiding in plain sight. Gondwe would look like a fish out of water in say Japan or Switzerland. If she runs out of money in those countries, she should have to turn to prostitution to earn a living and prostitution areas in foreign countries are dens of Interpol, the Mafia, the FBI, Mossad, KGB, CIA, M16 you name them. Tourists and diplomats frequent these places as well. Have you heard of the famous red light district in Amsterdam?These agencies look for criminals there. And for pleasure. They also recruit women there as agents to entrap big name criminals. They turn them into spies or double agents. They use their sexuality to catch and turn lonely or disgruntled diplomats into spies and betrayers of their countries. There is no more grateful woman than one rescued from poverty and prostitution by the promise of a steady income, regular apartment, travel to several countries with top tier hotel accommodation and with several passports. Now imagine if Pamela behaved like a lot of clever criminals, hiding in plain sight right here in Zambia! With that money she stole, she buys a small plot of land, build, stay out of trouble, have a poor regular boyfriend for companionship, go to movies at night and enjoy a pretty comfortable life in Zambia. Meanwhile, Interpol will be searching for Pamela Gondwe all over the world in wrong places. Do you know how many women look like Pamela Gondwe in South Africa, Malawi, Brazil, US, UK, Ethiopia, Nigeria? A lot and some of them have already been questioned by the FBI, Scotland Yard and Interpol. But Pamela Gondwe has just passed here and you think that is some one else. Hiding in plain sight my brother. Money launderers are constructing high brick fences hiding their beautiful massive mansions in plain sight.’’

“Oh my God, we have spent a lot of time speculating whether or not that was Pamela Gondwe that we forgot to alert the police. Man we are both stupid. We both deserve to be terminated from employment, you more so than me because you believe that is Pamela Gondwe yet you forgot to call the cops. I believe that is not Pamela Gondwe so I had no cause for concern.”

“Man I thought you are not as stupid as you look.” “It makes the both of us”, the other one uttered a rejoinder.

“Can I speak to the commanding officer, Livingstone, urgent,’’ called the immigration officer to Police Headquarters. “Just a minute sir, what is it in regards?’’ ‘

“Just put the Officer in Charge on the phone. I have no time for chit chat. Waunfwa?”

“Yes sir, right away.”

“Officer, we think Pamela Gondwe has returned to Zambia through the Victoria Falls/Livingstone border post. She was driving a brand new silver Mercedez Benz with South African number plates and she is carrying a South African passport. The licence plate number is the following and she is using the following name.”

“How long ago was that,” asked the Officer Commanding.

“About 40 minutes to an hour ago.”

“What! Are you crazy? You see a worldwide wanted criminal and you wait an hour to report! Zambia can literally be burnt down by smugglers while you guys are twiddling your thumbs. What were you doing for an hour? Your shift will be investigated. Heads must roll. I will send some officers to get some statements and check the scene. Don’t forget to immediately remove the film in the CCTV camera and give it to my officers. Mwanvela?”

‘’Yes Sir’’ was the answer.

As the unmarked police car raced towards The Mighty Victoria Falls, along Mosi-O-Tunya Road, the detectives saw a brand new silver Mercedez Benz that matched the description of the car the alleged Pamela Gondwe was driving but this one had diplomatic mission licence plate status and there were two men in it and no woman at all. They radioed the Livingstone police post at the exit point to Lusaka and instructed that any brand new silver Mercedez Benz with South African licence plate numbers must be stopped no matter who was driving it, man or woman. This message was relayed throughout the chain and through toll gates from Livingstone to Lusaka. Pamela Gondwe was back and must be captured. There were strict instructions not to spread any news about this on social media. Pamela shouldn’t be alerted.

The police inquired with their traffic colleagues stationed between Livingstone and Victoria Falls whether they saw the described Mercedez Benz. The traffic officers stated that the only Mercedez Benz they saw was one with diplomatic mission licence plate number but never saw one with the South African licence plate number. The mystery was thickening. Where is the Mercedez Benz bearing South African licence plate number?

The police officers dispatched another message that the described car bearing diplomatic licence plate number must be stopped at the next tollgate, that being the Daniel Munkombwe Tollgate after Choma. On being informed that some police officer had issued a directive that a diplomatic car should be stopped for investigation, the Livingstone Commanding Officer was furious.

“You idiots, I will have you fired after this. Don’t you know a diplomat’s car is foreign territory? You can’t trespass on foreign territory. Didn’t you learn that in police academy? Diplomats have immunity

from investigation and criminal charges. But let me consult the Attorney General or foreign affairs or Minister of Justice. In the meantime get a high wheeled police car from Choma to trail that Mercedez Benz and peep through to see whether there is a woman siting or lying in the back seat of the Benz. Report everything.”

“Sir, this is Choma calling. The described Mercedez Benz has been spotted cruising towards Daniel Munkombwe toll bridge but it doesn’t have diplomatic licence plate number but it has a licence plate number registered to a top RTSA official in Lusaka and there is a mean-looking man driving that vehicle.”

The mystery of the car was deepening. Are all these people talking about the same car?

Several hours later: “Kalaluka here, the Attorney General. I have talked to several lawyers here and abroad about diplomatic immunities. Professor Kenneth Mwenda gave me the most persuasive analysis. In any case that is no longer the issue. Developments have overtaken the diplomatic issue. The car with diplomatic licence plate number was seen earlier at Harry Mwaanga Nkumbula airport dropping off a woman, and some people were struck by her resemblance to Pamela Gondwe but that woman smiled so much displaying her gap in her upper teeth which Gondwe doesn’t have and that immediately shut down any conversation. That woman landed in Lusaka where a few people again thought she was Pamela Gondwe. Again her display of the gap and lack of tattoo disarmed everybody’s suscipitions.”

The Attorney General continued, “The woman got into a new Pajero without a licence plate number. These vehicles are usually given to retired prominent people or retired law enforcement top notch former high flying operatives. Since the information hadn’t reached Lusaka at the time, no action could be taken. The described Mercedez Benz crossed into Zimbabwe at Chirundu bearing a diplomatic licence plate number. From all the photos of that vehicle, it is believed to be one and the same car.’’

“This is the Inspector General of Police. Interpol compared the pictures of Pamela Gondwe with those obtained from the border CCTV camera and after a series of photographic manipulation here in Zambia and at Scotland Yard, at Interpol Headquarters in Paris and at the FBI’s finest lab in Quantico, Virginia, it has been determined that the woman who arrived in Livingstone many hours ago, is Pamela Gondwe.”

A decade at the bar: Dickson Jere reflects

Jere, who was the special assistant for press and public relations at State House to Zambia’s fourth president Rupiah Banda, would later study law at the University of Zambia (UNZA).

As per the procedure of getting to practice law in Zambia, Jere had to pass through the Zambia Institute of Advanced Legal Education (ZIALE). He passed the dreaded exams.

On March 14, 2014, Jere, a journalist who was trained at Evelyn Hone College, was among 63 lawyers who were admitted to the legal bar.

In his own words, he reflects on a few moments concerning his becoming an advocate of the High Court for Zambia.

These Four Names:

  3. Muna Sikaulu
  4. Bradford Machila.

They are all deeply connected to me on a personal level. However, they also played a role in my journey of becoming a lawyer.

Prof Mvunga, SC was my principal during my pupillage and became my boss when I joined Mvunga Associates where I worked before I setup my own firm – Dickson Jere & Associates – five years later. He wrote my first recommendation letter to support my petition to be called to the Bar.

Sakwiba Sikota was and still is, the bouncing board of ideas and consultation on my legal journey. He is the one who wrote a recommendation letter to LAZ to support my application to setup my law firm. He believed in me!

Muna Sikaulu penned the second recommendation letter for me to be called to the Bar. He vouched for my character and that I was fit to join the noble profession. In other ways, he was character witness.

Bradford Machila did the last part of the process. He was the one who appeared before the Chief Justice at my Call Day and presented me as candidate who was ready to join the noble profession. He equally vouched for my credentials and good behaviour…

On this day, when I look back, I thank the four for their roles played in my legal journey. I hope I have lived up to their expectations and never disappointed them.

I also thank God for this journey of exemplary practice with good standing. I have never appeared before the Legal Practitioners Committee (LPC) for professional misconduct or chewing client’s money thus far!

Bushiri demands apology from SA govt for unjust ‘persecution’

Prominent preacher Prophet Shepherd Bushiri has demanded an apology from the South African government, saying he and his wife had been unjustly targeted for being foreigners, hence their decision to flee the country unceremoniously.

Bushiri said this as an inquest into their extradition gathered pace this week at the Lilongwe Magistrates’ Court in his home country of Malawi.

The couple are facing charges relating to the theft of R106 million purportedly through an entity called Rising Estate that allegedly took money from congregants under the guise of investing it and no monies were ever paid out to congregants.

South Africa’s National Prosecutions Agency sent Director of Public Prosecutions, Advocate Sibongile Mzinyathi to Malawi to present evidence regarding the couple’s finances. In the process she was cross-examined by the Bushiri’s lawyer Wakona Pita.

In an eight minute audio shared on social media after a court appearance, Bushiri accused the SA government of tampering with documents presented to court by Mzinyathi.

“What happened in court yesterday is heartbreaking. The South African witness presented evidence that was tampered with.

“The document from KPMG showed that there was no money that was sent to mine or my wife’s bank accounts from a company that scammed our church members promising to trade forex for them,” he said.

The prophet also claimed that that he had never taken any money from his church members.

“My wife and I took over $5m dollars which is about R90m and paid our members who had invested in that company and lost their monies. But SA government falsely arrested us even after we opened a criminal case against that company which scammed our congregants,” he said.

Bushiri claimed that the attacks on him were caused by xenophobia and jealousy. He said he hoped an apology would follow his persecution.

“I just want to say, it’s so heartbreaking. As a man of God, I have forgiven them and their actions. I hope if they are humans that they will apologise over such behaviour.

“We are here to expose more things and to show them that actually they did all these things because I am a foreigner in South Africa.

“My ministry was growing too big, and this was part of xenophobic jealousy and more other things,” he said. Telly Africa

OCIDA WISHING ILL FOR THE ZAMBIAN PEOPLE

Even as I attempt to address a statement purportedly written by OCIDA and signed by His Grace Archbishop Emeritus Tresphore Mpundu to the American Ambassador to Zambia, His Excellency Michael Gonzales, I wish to make it clear from the outset that I exempt the signatory of this statement, Bishop Mpundu.

Given the advanced age of the Archbishop, it’s doubtful he would be so detailed and aware of the contexts and motives. We urge the authors of this letter to allow the Archbishop to rest and enjoy his retirement in peace.

The creators of this statement are well-known schemers and critics of President Hakainde Hichilema, and I dare say, critics of the Zambian people who have entrusted the President with the mandate to govern the country. They oppose peace, orderliness, and the rule of law, hence their spirited attempt to target and discredit the governance institutions and their leaders.

Even during the height of abuses under President Edgar Lungu, where many people were murdered and others maimed by state-sponsored political thugs and the police, including instances of targeting entire tribes, no one, neither OCIDA nor any civil society organizations, called for sanctions against Zambia.

The personal animosity towards President Hakainde Hichilema by the authors of this statement is deep-seated and reaching alarming proportions that threaten the peace of Zambia.

The document is a collection of falsehoods, generalizations, provides no specific evidence, and is utterly malicious.

The Zambian people are grappling with the burden of debt, having just emerged from a debilitating cholera outbreak, and are now facing the threat of hunger due to a severe drought. How can any rational individuals call for economic sanctions against a country already enduring so much?

Isn’t it coincidental that this OCIDA statement is emerging at a time when Zambia has been recognized by V-Dem as one of the top three democratizing countries in the world, following the autocratic rule of Edgar Lungu?

OCIDA must not drive this country into lawlessness by fostering division among its citizens. As they persist in their deceitful schemes, they should consider the importance of peaceful coexistence that Zambia has enjoyed since 1964.

Please set aside any personal animosity towards the President and consider the peace, unity, and future of this country. Your document, though shallow, serves as a precursor to dividing the nation. Stop dividing the people.

Chief government spokesman Cornelius Mweetwa has done a good job in making President Hakainde Hichilema look bad regarding the national drought emergency declaration and call for international relief says Michael Katambo, the former Minister of Agriculture in an interview aired live on KBNTV on Wednesday.


“At one point the President (HH) declares a national disaster on drought and a need for international help and immediately after that his spokesman Mr Mweetwa says the country is food secure and theres nothing to worry about it,” said hon. Katambo, the Masaiti lawmaker.
The former agriculture Minister said he is concerned that, “people will now not be able to know who is telling the truth between the information minister Mr. Mweetwa and President Hichilema.”


Featuring on ´The Big Hour´, the parliamentarian advised the UPND government to ´coordinate´ their statements on important issues such as ´national disasters´ so that Zambians are not confused in times of need.


Over the weekend, Mr Mweetwa bussed a media public relations team whom he exposed to some stacks of maize which he said was enough to see Zambia through an existing food crisis, contrary to the emergency declared by President Hichilema recently and an appeal for relief.
“We have enough food to last until the next season,” Mr Mweetwa said before camera´s following days of condemnation of the ruling party for selling about 1,4 million tons of emergency reserve stocks from the FRA left by the former administration of President Edgar Lungu, mostly to eastern African countries such as Kenya and the Congo DR.


“We still do not understand the logic behind selling reserve maize stocks that we built over a long period and years of planning just to start importing the same maize at a higher market price,” said Mr Katambo.


The former agriculture minister also advised the Hichilema government to start looking north to boost agriculture given the science that shows that rain patterns have moved north from the traditional southern province grain basket of Zambia.


“There´s no sense in investing in a dry and hot place where the crop will whittle, dry and die when there´s rain up north and fertile land to boost agriculture produce and reduce poverty as the plan was under President Edgar Lungu…it wasn’t discrimination what we did, it was science and expert advice we used to increase agro inputs north during our time,” said Mr Katambo.


Mr Katamboa also warned that it may take a long period of hunger and anguish before Zambia can return to becoming ´food sufficient´ after the Hichilema administration ignored the science and sold reserve stocks cheaply which it is buying back expensively.
Oxfam Zambia has warned that up to six million Zambians face starvation this year following Mr Hichilema´s decision to sell reserve food stocks that have led to long food ques and acute shortages.


The price of a 25kg bag of mealie meal is costing about K400 in Lusaka and more in rural areas, where it can be found as government imports expensive maize from east Africa where it sold it.


Hon. Katambo appealed to Mr Hichilema to follow the advice of experts in future as he tries to correct the current ills but warned that ´a hungry man is an angry man´ and that a country without food security lacks ´national security.´


He also cautioned Mr Mweetwa to tame his tongue and stop contradicting President Hichilema in issues such as national disasters.

Shadreck Kasanda in court over US$5million armed robbery charge

MINER and businessman Sedrick Kasanda has been dragged to court over alleged armed robbery involving US$5million.

Mr Kasanda, who is charged with aggravated robbery but has been bee in court for trial despite being detained for seven months, is accused of robbing an Egyptian out of US$5million.

It is alleged that on August 13, 2023, the accused, jointly while acting with other unknown people, was armed with a firearm and stole US$5million from Michel Adel Michel Botros.

It is alleged that at the time of the alleged theft, the accused immediately or after, threatened or used violence on Mr Botros to prevent the victim from resisting the grabbing of the money.

Yesterday, the accused was before Lusaka magistrate George Njobvu for reading of the charge.

He was being represented by lawyers; former Solicitor General Abraham Mwansa, Clement Andeleki and Nkula Botha.

Senior public prosecutor Michael Nundwe told the court that case was coming up for explanation of the charge awaiting a letter from the Director of Public Prosecutions to commit the accused to the High Court for trial.

“The committal letter from the DPP is not ready,” Mr Nundwe said but said the same will be ready at the next hearing on March 18.

But before the adjournment, Mr Nkula said if the committal letter to the High Court is not ready next week, the defence will make an application.

“We shall file the appropriate application before this court to determine any matters that we deem fit for the possible examination by this honourable court,” he said.

Mr Andeleki added that in the next hearing, the defence intend to move court for the necessary application because Mr Kasanda was charged with aggravated robbery by the police on September 8, 2023 but since then the committal to the High Court has not been ready.

“It is our position that the State is using extra judicial detention mechanisms to deprive the accused person of his right to fair trial and enshrined in Articles 18 of the Constitution.

“As at today, he has been in detention for seven months without committal. We thought we could alert the court on the next course or action,” Mr Andeleki said.

Mr Kasanda is also appearing in the High Court charged with Espionage, in connection with the thwarted gold scandal at Kenneth Kaunda International Airport which happened last August.

A pentecostal Papa of Lusaka has abandoned his heavily pregnant wife to marry a sweeter congregant after only seven months of marriage.

Just last October, Pastor Penias Mbewe of Miracle Pool Bedsider Church stood before a parked and unlulating congregation vowing to be with Josephine Mbewe forever, in good times and in bad times.

Soon after the marriage, Pastor Mbewe quickly got to implementing God’s command of filling this earth to the brim and ensured that his wife was the motherly way within weeks.

But before the couple’s child could even be born, Pastor Mbewe was back in front of the church exchanging marital vows with another woman, a congregant of his.

Marrying twice in the same church in a space of seven months was easy for Pastor Mbewe as his spiritual father Pastor O’Brian Kandesha who is the overseer of the congregation was at hand to bless both his marriages.

Pastor Mbewe waited for the day his wife was absent from church to have another marriage blessing.

Finding his new wife Margret Makondo juicier, the Pastor ran to the Matero Local Court to plead that his marriage with Josephine be dissolved immediately.

As for the reasons he was divorcing the woman who is just two months away from delivering him a child, Pastor Mbewe said he could no longer leave with her jealous tendencies and lack of trust in him.

In her submission, Josephine said she still loved the clergyman and would have loved the marriage to continue.

Josephine told the court thar the first few weeks of her marriage was blissful but the union became strained when her husband began spending nights out of the matrimonial home and denying her sex.

She told the court that after an investigation, she discovered that her husband had secretly
married a prayer warrior from her church.

But Pastor Mbewe who was accompanied to court by his spiritual father insisted he wanted to have nothing to do with Josephine.

Handling the case, Magistrate Harriet Mulenga upheld the claim for divorce and ordered that Pastor Mbewe compensate Josephine with K10,000 starting with K2,000 effective this month end and later k1,000 per month.

She also ordered that he maintains her pregnancy with K500 monthly until she delivers.

“What kind of men of God are you? What kind of message do you preach at your church? How can you lie to a woman you married on your own and on top of that, dump her when she is seven months pregnant? And you pastor Kandesha, how can you bless a man twice for marriage despite knowing that he is married? What you have done to this woman is not fair,” said Magistrate Mulenga.

Drake Uses 50 Cent to Hilariously Respond to Kanye West’s Latest Social Media Rant

People can have all the jokes they want about how soft they think Drake is, but one thing remains true: Drake doesn’t duck any smoke aimed his way.

Remember earlier this week when Kanye West had some harsh words for Drake (and other people) as he celebrated the success of his hit single, “Carnival”?

Well, it seems the Toronto rapper noticed and responded early Wednesday morning. On Instagram, Drake posted a video to his story of 50 Cent infamously saying, “What he say f**k me for?”

This is a direct reference to Ye’s IG post on Monday, where he wrote, “And it’s fk Drake for taking Durk right at the beginning of the Vultures role out I’ll come back to yall if I think of more fk you’s.”

It seems that Ye was not happy that Drake pulled Lil Durk for his “It’s All A Blur” tour along with J. Cole. Durk was featured on the title track of “Vultures Pt. 1” album, and it seems that Ye wanted his fellow Chicagoan to be prominently involved in the rollout of the controversial album.

Either way, it doesn’t seem that Drake is taking the shade too seriously, as Ye seemed to have much bigger problems with other people he called out in his lengthy IG post on Monday.

Before going at Drake, Kanye wrote, “fuck adidas and everybody who works there or with them Anyone who goes to school with anyone who’s parents work at adidas Just know they tried to destroy me and here we are with the number 1 song in the world Like the fake dude I saw in the lobby at the Ritz that works at Goat.”

United States leads first artificial intelligence UN resolution

The United States is leading the way in passing a new United Nations rule about artificial intelligence. The goal is to make sure this new technology is safe and fair, and that all countries, especially those that are still developing, can use it.

The resolution wants to make sure that all countries can participate in discussions about AI and have the technology to use it for things like finding diseases, predicting floods, and training workers.

The draft says AI is growing quickly and we need to agree on how to make sure it’s safe, secure, and trustworthy. It also says we need to keep talking about how to govern AI.

US National Security Advisor Jake Sullivan said the US wants to talk with countries around the world about how to deal with the effects of AI technology.

He said that the resolution would show worldwide support for basic rules for using AI. It would also show how AI can be used for good while controlling the risks.

Sullivan said that if it’s approved, the resolution will be an important step in making AI safe and reliable all over the world.

The United States started talking with 193 countries in the UN about three months ago. They spent a lot of time talking one-on-one with each country and had long discussions with all the countries together. They also listened to ideas from 120 countries. This information comes from a senior US official. All member states agreed on the resolution and it will be officially discussed later this month. The official speaking on the condition of anonymity because he was not allowed to speak publicly.

General Assembly resolutions are not legally required to be followed, but they still show the opinions of many countries around the world.

One important aim of the draft resolution is to use AI to help make progress toward reaching the UN’s development goals for 2030, like ending global hunger and poverty, improving global health, making sure all children can go to good secondary schools, and achieving gender equality.

The draft resolution wants everyone to make rules for safe AI systems. This includes countries, organizations, experts, and regular people.

European Union leaders are going to make the world’s first complete AI rules official on Wednesday. Many countries, including the United States. China and international organizations like the Group of 20 are also working on creating rules for AI.

The US wants the UN and other countries to help poor countries use digital technology and safe AI systems. It stresses that AI systems need to always respect, protect, and support human rights and freedoms.

The US Ambassador, Linda Thomas-Greenfield, remembered when President Joe Biden talked about how new technologies like AI have a lot of potential at the General Assembly last year.

She said the resolution is focused on getting countries to agree on how AI should be created and used, especially to help reach the UN’s goals for 2030.

Victoire Ingabire: Rwandan opposition leader barred from election

Victoire Ingabire, a prominent opposition figure, has had her efforts to lift a ban on her running in July’s presidential election blocked by a court in Rwanda.
She was freed in 2018 after spending eight years in prison for threatening state security and “belittling” the 1994 genocide.

In Rwanda, people who have been jailed for more than six months are barred from running in elections.

Ms Victoire Ingabire said the court’s ruling was politicised.

“The refusal of my rehabilitation is not merely a personal attack but is emblematic of the broader issues facing our nation, issues that human rights organisations and development partners of Rwanda have long criticised,” Ms Ingabire said in a statement released on X, formerly known as Twitter.

Outside court in the capital, Kigali, the 55-year-old politician said: “I don’t agree with what the judge said, and unfortunately you can’t appeal before two years.

“We are still far from a law-abiding country.”

Ms Victoire Ingabire is an outspoken critic of President Paul Kagame, who has been the dominant force in the country for three decades.

He secured more than 90% of the votes in presidential elections in 2003, 2010 and 2017 – and changes to constitution mean he could potentially stay in power for another 10 years.

The 66-year-old president has faced criticism from rights groups, which have accused him of cracking down on the opposition.

But Mr Kagame has in the past fiercely defended Rwanda’s record on human rights, saying his country respects political freedoms.

There is currently only one challenger to the president in July’s election in the shape of the Green Party’s Frank Habineza, the AFP news agency reports.

He won 0.45% of the vote in 2017.

In 2010, Ms Victoire Ingabire returned from exile in the Netherlands to take part in that year’s presidential election.

But she was arrested, prevented from standing and later sentenced to 15 years in prison. After she was pardoned in 2018, she went on to found the Dalfa-Umurinzi opposition party.

Ms Victoire Ingabire, a member of the Hutu ethnic group, had got into trouble for questioning why Rwanda’s official memorial to the 1994 genocide did not include any Hutus.

Most of the 800,000 people killed in the space of 100 days were ethnic Tutsis but Hutu moderates were also slaughtered by the Hutu extremists.

Mr Kagame’s Tutsi-dominated Rwandan Patriotic Front (RPF) rebel group – now a political party – put an end to the genocide.

Russia ready to use nuclear weapons if its sovereignty threatened – Putin

President Vladimir Putin has said that Russia is willing to use nuclear weapons if its freedom or independence is in danger. This is a strong warning to the Western countries just before an election where he is almost guaranteed to win another six-year term.

The Russian leader keeps saying he is ready to use nuclear weapons since attacking Ukraine in February 2022. In his recent speech, he warned the West that getting more involved in the fighting in Ukraine could lead to a nuclear war.

In an interview, Russian state TV asked Putin if he has thought about using nuclear weapons in Ukraine. Putin said there was no need for that. However, his comments seemed to be a warning to the West that he is willing to do whatever it takes to defend his accomplishments there.

He said that countries who don’t set limits for Russia should know that Russia won’t set limits for them either.

During the interview, Putin said that US President Joe Biden is an experienced politician who knows the risks of making things worse. He also said he doesn’t think there will be a nuclear war in the world.

He also said that Russia’s nuclear forces are ready and prepared from a military perspective.

Putin said that if Russia’s safety is at risk, they are ready to use nuclear weapons.

He also said that Ukraine and its friends from the West will have to agree to a deal on Russia’s terms in the end.

“He said that instead of giving the enemy time to prepare for war again, we should have a serious discussion about making sure Russia is safe and protected. ”

Putin said that Ukrainian drones are attacking deep inside Russia to try to stop the country’s presidential election. It starts on Friday and Putin is expected to win by a lot because he has control over Russia’s political system and has silenced any opposition.

Russian officials said that there was a big attack from drones from Ukraine on Wednesday. The military said they shot down 58 drones in six areas. A drone crashed into an oil refinery in the Ryazan region, hurting at least two people and starting a fire. South Africa Says Citizens Fighting for Israel in Gaza Will Be Arrested

South Africa’s foreign minister says citizens who fight in the Israeli armed forces or alongside them in Gaza will be arrested when they return home, deepening the rift between the nations after South Africa accused Israel of genocide at the United Nations’ top court.

Foreign Minister Naledi Pandor made the comment earlier this week at a Palestinian solidarity event attended by officials from South Africa’s ruling African National Congress party.

She also encouraged people to protest outside the embassies of what she called the “five primary supporters” of Israel and its military action in Gaza. She didn’t name them but almost certainly was referring to the United States, the U.K. and Germany among others.

“I have already issued a statement alerting those who are South African and are fighting alongside or in the Israeli Defense Forces: We are ready. When you come home, we are going to arrest you,” Pandor said, to rapturous applause from the audience.

“Don’t only come to this dinner. Be visible in the support of the people of Palestine,” she added.

In December, the foreign ministry said that the South African government was concerned that some of its citizens or permanent residents had joined the IDF to fight in Gaza and warned that they could face prosecution if they hadn’t been granted permission to do so under South Africa’s arms control laws.

Those with dual South African-Israeli citizenship could be stripped of their South African citizenship, the foreign ministry said.

Pandor’s comments represented an apparent hardening of the government’s stance.

It’s not clear how many South African citizens have fought for Israel during the current war in Gaza. South Africa has a significant Jewish population of around 70,000 people.

The South African government was a vocal supporter of the Palestinian people and a critic of Israel even before the current war.

The issue is close to the ruling ANC party and many South Africans, who for years have compared Israel’s policies against Palestinians in Gaza and the West Bank with the treatment of non-whites in South Africa during its apartheid era of forced racial segregation and oppression.

Israel denies South Africa’s charge that it has enforced a form of apartheid on Palestinians in the West Bank and Gaza, and strongly rejects the charge by South Africa in the International Court of Justice that it is committing genocide in Gaza. That case may take years for a verdict.

Israel has replied by accusing South Africa of being a representative of the Hamas militant group that attacked southern Israel on October 7, killing around 1,200 Israelis and taking 250 hostages back to Gaza, sparking the war.

Israel’s assault on Gaza has killed over 31,000 Palestinians, driven most of the coastal enclave’s 2.3 million people from their homes and caused a humanitarian disaster, with hundreds of thousands of Palestinians on the brink of starvation.

Pandor asked audience members at the Palestinian solidarity event this week to make posters with the words “Stop Genocide” and protest outside the embassies of what she called the “five primary supporters” of Israel.

US House approves bill to ban TikTok

On Wednesday, the House approved a bill that could make TikTok illegal in the whole country if the company’s Chinese owner doesn’t sell it. Lawmakers are worried that the company’s ownership is a threat to national security.

The bill was approved by 352 votes to 65. It will now go to the Senate, but it’s not clear if it will be accepted.

TikTok is a company owned by a Chinese firm called ByteDance Ltd. It has over 150 million users in the United States.

The lawmakers believe that ByteDance must do what the Chinese government tells it to do. They are worried that the Chinese government could ask for TikTok’s users’ information in the US whenever it wants. The concern comes from Chinese laws that force groups to help gather intelligence for national security.

Rep said that TikTok has been given a clear option. Cathy McMorris Rodgers from Washington. Choose to operate independently in the United States, away from your parent company ByteDance, or choose to support the CCP and deal with the outcomes. TikTok gets to decide.

The bill passing the House is just the beginning. The Senate has to agree to the rule for it to become a law, and the lawmakers in the Senate said they will carefully look at it. Senator Chuck Schumer, who leads the majority party in the Senate, said he needs to talk to the right people to figure out how the bill will move forward.

President Joe Biden said that if Congress approves the proposal, he will put his signature on it.

The House vote is going to start a new fight between lawmakers and the tech industry. Congress people have often disagreed with tech companies and their big impacts, and have argued with the leaders of these companies about how they do things. Lawmakers are focusing on TikTok, which is used by many young people, just before an election.

Both political parties opposed the bill. Some Republicans think the US should tell people if their personal information might not be safe or if there’s fake news. Some Democrats are worried about how stopping the app would affect the millions of people in the US who use it, especially those who have their own businesses.

“The solution to authoritarianism is not to become more authoritarian,” stated Rep. Tom McClintock, a Republican from California. We should not fight propaganda with oppression. Let’s be careful and go slower on this really steep and slippery slope before we make a mistake.

Before the House vote, a high-ranking national security official in the Biden administration had a private meeting with lawmakers on Tuesday to talk about TikTok and its potential impact on national security. Politicians are trying to find the right balance between keeping people safe and not stopping people from expressing themselves online.

Rep said that we have been careful about making TikTok sell off without giving power to the government to control content or go after American companies. Mike Gallagher, the person who wrote the bill, as he came out of the meeting.

TikTok has always said it can’t be used by the Chinese government. The company said it has never given US user data to China and won’t do it if asked. So far, the US government has not proven that TikTok gave this information to China. The platform is used by about 170 million people in the US.

The security meeting didn’t seem to convince many people, instead making both sides more sure of their opinions.

Rep said we have to stop our biggest enemy from getting too involved in our country for our safety. Nick LaLota had a surgery called RNY.

Repneeds to be replaced at the beginning of the sentence for the sentence to make sense. Robert Garcia, a politician from California, said that he has not been given any information that proves TikTok is a danger to national security. “He said my opinion hasn’t changed after the meeting. ”

Garcia said it’s crazy to ban entrepreneurs, small business owners, and the main way young people communicate.

“We didn’t hear anything new or special about TikTok in today’s confidential meeting. ” Representative said that these were things that occur on every social media platform. Sara Jacobs, who is a representative from California, is a member of the Democratic party.

Republican leaders have acted fast to bring up the bill after it was introduced last week. The House committee voted unanimously, with 50 votes, even though they received a lot of calls from TikTok users asking them to stop the legislation. Some offices also turn off their phones because they are being overwhelmed.

Politicians from both parties want to deal with China on many problems. The House created a special group to deal with things connected to China. Schumer told the committee leaders to start working with Republicans on a bill to compete with China that both parties can agree on.

Senators are willing to consider the bill but they suggested that they don’t want to move too quickly.

Senator said that for him, it’s not a good thing that you’re progressing quickly in technology because the past shows you’ve made many mistakes. Ron Wyden, a Democrat from Oregon.

The Republicans in the House are moving forward with the new law and are also starting to disagree with former President Donald Trump as he tries to become president again.

Trump has said he doesn’t like the plan. On Monday, he said he still thinks TikTok is a security risk for the country, but he doesn’t want to ban the app because it would help Facebook, which he is still angry at for the election.

As president, Trump tried to stop TikTok with a rule. He said Chinese-owned apps were a danger to the US. But the courts stopped the rule after TikTok said it would violate free speech and fair treatment rights.

Africa: Global South Stagnating Under Heavier Debt Burden

Kuala Lumpur, Malaysia — Much higher interest rates – due to Western central banks – are suffocating developing nations, especially the poorest, causing prolonged debt distress and economic stagnation.

US Fed-induced stagnation

After the greatest US Fed-led surge in international interest rates in more than four decades, developing countries spent $443.5 billion to service their external government and government-guaranteed debt in 2022.

The World Bank’s last International Debt Report showed most of the poorest countries in debt distress as borrowing costs began to surge. The increase has cut into scarce fiscal resources, reducing social spending on health and education.

Debt-servicing costs for all developing countries in 2022 increased by 5% over 2021. The US Fed continued to raise interest rates through 2023, compounding debt distress, while the European Central Bank warns against ‘prematurely’ lowering interest rates.

Poorest worst off

The 75 countries eligible to borrow from the World Bank’s International Development Association (IDA) – which only lends to the world’s poorest – paid $88.9 billion to service debt in 2022.

Over the last decade, the cumulative debt of IDA-eligible countries grew faster than their economies. Their foreign debt stock reached $1.1 trillion in 2022 – more than twice that in 2012. During 2012-22, their external debt rose 134%, over twice the 53% increase in national income.

Interest payments by the poorest countries have quadrupled over the previous decade to $23.6 billion in 2022. The Bank expects debt-servicing by the 24 poorest countries to jump by as much as 39% in 2023 and 2024.

Growing debt distress

Bank Chief Economist cum Senior Vice President Indermit Gill has warned, “Record debt levels and high-interest rates have set many countries on a path to crisis”. “Every quarter that interest rates stay high results in more developing countries becoming distressed…”

Without “quick and coordinated action by debtor governments, private and official creditors, and multilateral financial institutions” and “better debt sustainability … and swifter restructuring” arrangements, “another lost decade” seems unavoidable!

Higher interest rates have worsened debt distress in most developing countries. There have been 18 government debt defaults in ten developing countries in the last three years – more than in the previous two decades!

Poorest hardest hit

About three-fifths of low-income countries (LICs) are in or at high risk of debt distress. Debt service payments consume an increasingly large share of their export earnings. Over a third of their external debt has variable interest rates, which have risen sharply over the last two years.

The Bank acknowledges, “Many of these countries face an additional burden: the accumulated principal, interest, and fees they incurred for the privilege of debt-service suspension under the G-20’s Debt Service Suspension Initiative (DSSI).”

With higher Fed rates, the stronger US dollar worsens developing countries’ difficulties, raising debt-servicing costs. Besides high interest rates, falling export earnings – due to lower demand – are worsening things.

Where have all the lenders gone?

New financing for the global South has dried up with the flight of capital ‘uphill’ to the North. New borrowing has been made harder by interest rate and debt-servicing cost increases.

New government and government-guaranteed foreign loan commitments to these countries fell by 23% to $371 billion in 2022 – the lowest in a decade.

Private creditors have been avoiding developing countries and got $185 billion more in principal repayments than they loaned in 2022. It was the first year they received more than they loaned to developing countries since 2015.

New bonds issued by developing countries internationally dropped by over half in 2022! New bond issues by IDA-eligible LICs and other countries fell by more than three-quarters to $3.1 billion.

With much less private financing, multilateral development banks, especially the World Bank, loaned much more. Multilateral creditors provided $115 billion in new concessional financing to developing countries in 2022, with half from the Bank.

The Bank provided $16.9 billion more in such financing than it got in principal repayments – nearly thrice the amount a decade before. The Bank also disbursed $6.1 billion in grants to these countries, three times the amount in 2012.

Wrong medicine

As the US Fed continued to hike interest rates through 2023 while the European Central Bank still warns against ‘prematurely’ reversing the rate hikes, the prospects of early relief appear remote, threatening further devastation in the global South.

The excuse for higher interest rates remains inflation above the completely arbitrary two per cent inflation targeting rate now embraced by all too many central bankers as their ‘holy grail’.

But most recent inflation has been due to often deliberate supply-side disruptions in recent years associated with the US-led new Cold War, pandemic disruptions and geopolitically driven economic sanctions, especially since the Russian invasion of Ukraine.

Core inflation has largely receded in much of the world since mid-2022. But meanwhile, imported inflation has been exacerbated by exchange rate depreciation due to financial flow-induced refluxes¬.

No solution on the horizon

The 1980s’ government debt crises caused a ‘lost decade’ in Latin America and a quarter century of stagnation in Sub-Saharan Africa. It took almost a decade for the George H W Bush administration to resolve the Latin American debt crises with compromises around the Brady bonds.

This time, a resolution will be much more difficult owing to the varied creditors and much larger debt involved. Worse, there is little sense of responsibility in the West. Instead of seeking collective solutions, the evolving debt crisis is used to blame and isolate China in the fast-worsening geopolitical new Cold War.

AfDB Chief Criticizes Opaque Loans Tied to Africa’s Resources

The head of the African Development Bank is calling for an end to loans given in exchange for the continent’s rich supplies of oil or critical minerals used in smartphones and electric car batteries, deals that have helped China gain control over mineral mining in places like Congo and have left some African countries in financial crisis.

“They are just bad, first and foremost, because you can’t price the assets properly,” Akinwumi Adesina said in an interview with The Associated Press in Lagos, Nigeria, last week. “If you have minerals or oil under the ground, how do you come up with a price for a long-term contract? It’s a challenge.”

Linking future revenue from natural resource exports to loan paydowns is often touted as a way for recipients to get financing for infrastructure projects and for lenders to reduce the risk of not getting their money back.

The shift to renewable energy and electric vehicles has caused a spike in the demand for critical minerals, driving these kind of loans. That includes a China-Congo deal that strengthens Beijing’s position in the global supply chain for EVs and other products as it taps into the world’s largest reserves of cobalt, a mineral used to make lithium-ion batteries, in the impoverished central African country.

Adesina, whose Abidjan, Ivory Coast-based institution helps finance development in African countries, said these arrangements come with a litany of problems.

He highlighted the uneven nature of the negotiations, with lenders typically holding the upper hand and dictating terms to cash-strapped African nations. This power imbalance, coupled with a lack of transparency and the potential for corruption, creates fertile ground for exploitation, Adesina said.

“These are the reasons I say Africa should put an end to natural resource-backed loans,” Adesina said. He pointed to a bank initiative that helps “countries renegotiate those loans that are asymmetric, not transparent and wrongly priced.”

Adesina said loans secured with natural resources pose a challenge for development banks like his and the International Monetary Fund, which promote sustainable debt management. Countries may struggle to get or repay loans from these institutions because they have to use the income from their natural resources — typically crucial to their economies — to pay off resource-tied debts, he said.

Adesina specifically mentioned Chad’s crippling financial crisis after an oil-backed loan from commodity trader Glencore left the central African nation using most of its oil proceeds to pay off its debt.

A Glencore spokesperson did not immediately respond to a request for comment.

After Chad, Angola and the Republic of Congo approached the IMF for support, the multilateral lender insisted on the renegotiation of their natural resource-backed loans.

At least 11 African countries have taken dozens of loans worth billions of dollars secured with their natural resources since the 2000s, and China is by far the top source of funding through policy banks and state-linked companies.

Western commodity traders and banks, such as Glencore, Trafigura and Standard Chartered, also have funded oil-for-cash deals, notably with the Republic of Congo, Chad and Angola.

Standard Chartered didn’t immediately respond to an email seeking comment, while Trafigura pointed to its 2020 report called “Prepayments Demystified,” which says that “trading firms are enabling production that would otherwise not be possible — thus underpinning economic growth, job creation and the generation of fiscal revenues in the countries concerned.”

Adesina said there was no “fixation” on one country as being behind these types of loans when asked about criticisms over China’s lending backed by oil; critical minerals such as cobalt and copper used in electric vehicles and other products; and bauxite, the main mineral in aluminum manufacturing, which has been used in China’s recent resource-backed loan contracts with Guinea and Ghana.

“It is not about one country or the other; any country can exploit when you don’t know what you are doing,” he said, adding, “The capacity to negotiate at the country level, the capacity to plan, the capacity for debt management is very important.”

Mao Ning, spokesperson for China’s Ministry of Foreign Affairs, told reporters last year that Beijing operates with the “principle of transparency and openness” in relations with Africa.

Congo has been looking to review the infrastructure-for-minerals agreement it signed with China in 2008 over concerns it gets too few benefits from the arrangement. That grants Chinese firms Sinohydro and China Railway Group a 68% stake in a joint venture for copper and cobalt with Congo’s state mining company, Gecamines.

Last year, Congo’s state auditor demanded China’s infrastructure investment commitment be increased to $20 billion from the original $3 billion to match the value of the resources sold by the state under the deal. China rejected the auditor’s report.

RE: Petition for the United States Government to impose financial sanctions, visa restrictions, and travel bans against top Zambian officials undermining democratic rights in Zambia

Formed in June 2020, Our Civic Duty Association (OCIDA) is a registered civil society organisation in Zambia working to advance democracy, good governance, and human rights. It is made up of senior citizens whose only aspiration is to advance the public good.

We, in OCIDA, are deeply alarmed by the continued abuse institutions of governance and the erosion of democracy in Zambia today under the leadership of President Hakainde Hichilema and his ruling United Party for National Development (UPND). Of particular concern are the violations of democratic rights such as the right to public assembly, free speech, freedom of association, and the right to a speedy trial. Also worrying is the continued abuse of state institutions like the Anti-Corruption Commission, the Independent Broadcasting Authority, the Zambia Police Service, the National Assembly of Zambia, and the Judiciary.

On several occasions, OCIDA and other organisations such as the Zambian Conference of Catholic Bishops, the Law Association of Zambia and Chapter One Foundation have called on the Zambian Government to respect and enable the expression of these fundamental democratic rights. Our combined calls have fallen on deaf ears. What we have instead witnessed over the last several months are further restrictions on these rights. Public rallies by opposition parties continue to be banned by the Zambia Police Service, the Judiciary continues to engage in what appears to be wilful delay of the resolution of urgent political matters affecting the main opposition party, the Executive arm of government continues to interfere in the operations of other institutions, the leadership of the national assembly continues to undermine democracy in parliament, critics of the government continue to face intimidation and threats from state institutions and public officials, and leaders of the opposition continue to face arrest from the police based on what appears to be politically motivated charges. This is not the Zambia we want. This is the Zambia we rejected in August 2021.

In view of the continued abuse of governance institutions and the violations of democratic rights in Zambia, OCIDA calls on the United States Government to impose financial sanctions, visa restrictions, and travel bans against the below-named officials of the Government of the Republic of Zambia whose conduct has aided this continued suppression of democracy in Zambia. We make our call in the wake of the recent decision by the US Government, as part of its democracy-centred foreign policy, to impose similar sanctions on members of the Government of Zimbabwe who are at the forefront of restricting democratic rights, tolerating corruption, and abusing governance institutions. It in this light that we petition the administration of President Joe Biden, through the US Embassy in Zambia, to impose sanctions on the following officials of the Zambian Government:

  1. Police Inspector General Graphel Musamba

Since his appointment as Inspector General of Police in April 2023, Mr Musamba has presided over the prohibition of opposition party meetings. Not a single public rally called by opposition parties has been sanctioned under his command. Mr Musamba has cited unspecified security concerns and inadequate manpower as justifications for this continued violation of the right to public assembly, even in instances where opposition parties have offered to provide their own security. It is impossible for multiparty democracy to be seen as a legitimate political system of government if political parties, created by the Constitution of Zambia, are not allowed to freely meet their members and conduct their activities.

In a truly functioning democracy, citizens are and must be free to exercise the right to peaceful assembly at any time they wish, including outside the elections. The job of the police service is to facilitate the enjoyment of this right, not to curtail it. Mr Musamba’s continued violation of the right to peaceful assembly represents a threat to national peace and stability, a danger to the survival of Zambia’s democracy, and a blatant defilement of the Constitution of Zambia, which mandates the police to protect and defend human rights and democracy. As Elias Chipimo noted in April 1980 when criticising the restrictions on political and civil rights under then President Kenneth Kaunda, the multi-party system is “the surest way of avoiding coups and eliminating the disgraceful tendency of presidents ending up with bullets in their heads.” Alarmingly, the current Inspector General of Police has proved to be an apostle of state-sponsored lawlessness as he has been in the forefront of not only breaking rather than enforcing the law but also undermining the very multiparty character of the Republic.

  1. Minister of Home Affairs and Internal Security Jack Mwiimbu

Mr Musamba’s efforts to undermine democratic rights in Zambia have been aided by the conduct of his superior, the Minister of Home Affairs and Infernal Security Mr Jack Mwiimbu. Under Mr Mwiimbu’s leadership, the Zambia Police Service has been turned into a private militia of the ruling party. As well as supporting the police’s continued refusal to sanction meetings organised by opposition parties, Mr Mwiimbu has also presided over the numerous arrests of nearly all opposition party leaders in Zambia, except those aligned to the ruling party, on frivolous charges. All these developments have occurred whilst the minister and his police officials continue to ignore the offences committed by members of the ruling party and the government, even when the same are formally reported to the police by the victims. As a result, a two-tier policing system has been created under his command: one for members of the opposition and another for members of the ruling UPND.

In addition, governance institutions such as the Registrar of Societies have been repeatedly suffered abuse from Mr Mwiimbu’s ministry. For instance, a former Registrar of Societies who refused to carry out unlawful changes to the leadership of the main opposition party – changes that were aimed at instigating factional divisions in the main opposition Patriotic Front party – was unceremoniously hounded out of office and replaced with a malleable official who has not only obeyed the illegal commands but also paved the way for the installation of a pliant leadership in the main opposition party.

Mr Mwimbu is also ultimately responsible for the police’s ongoing efforts to frustrate the registration of an umbrella alliance of opposition parties, namely the United Kwacha Alliance. Citizens have the right to associate with a political formation of their choice, and the job of the Ministry of Home Affairs is to enable the enjoyment of this right, not to undermine the freedom of association. Democracy is at great risk of collapsing when democratic rights like the freedom of association are restricted. And when people lose trust in the capacity of formal institutions to represent them, they are likely to resort to democratic means of expressing their discontent – and indeed of changing governments.

  1. Speaker of the National Assembly Nellie Mutti

A known supporter of the ruling UPND, the Speaker of the National Assembly has been at the forefront of undermining democracy in parliament. Ms Nellie Mutti has presided over unconstitutional changes to the leadership of the official opposition in parliament (consequently trampling on the rule of law by overlooking matters that are before Court over the same issue), been quick to suspend opposition lawmakers at will, especially those who question her judgement, and has, on several occasions, curtailed opposition and independent MPs from debating freely in the House, especially on matters that relate to criticism of the Executive.

This demonstrated partiality by Speaker Mutti harms Zambia’s constitutional democracy in that it violates the principle of separation of powers and the right of parliament to scrutinise the activities of the Executive as part of promoting accountability. Multiparty democracy is strengthened when all three arms of government carry out their activities in a manner that enhances or promotes checks and balances. Ms Mutti has proved, time and time again, to be a mere appendage of the Executive, committed to advancing the interests of the ruling party rather than the greater cause of democracy. Her continued adverse actions risk undermining public trust in the capacity of parliament to truly be a people’s House and ultimately in the very integrity of the democratic system.

  1. Chief Justice Mumba Malila

When Mr Mumba Malila was appointed Chief Justice, OCIDA was among the many Zambians and organisations that then and subsequently commended his appointment. Our hope that Mr Malila would provide leadership to this vital state institution, without whom democracy cannot flourish, was based on his impressive track record of defending fundamental freedoms and human rights not only in Zambia but also in international organisations where he had worked.

Unfortunately, in recent years, Chief Justice Malila has proved to be a great disappointment. Our faith in his leadership has since decreased considerably. Not only has he lamentably failed to provide effective leadership in ensuring speedy trial for politically sensitive cases, especially those whose outcome have a significant bearing on the state and direction of Zambia’s democracy; he has also, in an unprecedented move, deployed the Judiciary to intimidate and attack, through press statements, ordinary citizens who dare to criticise the institution’s performance under his watch. The capture of Zambia’s main opposition party by the executive branch of government has been enabled by the conduct of the judiciary under Mr Malila’s watch. Judges handling the matters have sat on them while the Chief Justice continues to criss-cross the world, giving speeches to unsuspecting audiences, some of them emphasising the importance of speedy trial and judicial independence.

Mr Malila’s proximity to President Hichilema – demonstrated in regular shared public spaces and the Chief Justice’s penchant of inviting the head of the Executive to address judicial meetings – has also raised public eyebrows about the extent of judicial independence under his watch. These fears have been aided by several instances where announcements that must come from the Judiciary are first made by the President. A clear example is how the President recently announced to the public a Statutory Instrument that was yet to be signed by the Chief Justice. How did the President know about it? The only hypothesis is that the President could have been the author.

  1. The Director of Public Prosecutions Gilbert Phiri

The Director of Public Prosecutions Gilbert Phiri is a former personal lawyer of President Hichilema. Any hopes that Mr Phiri would rise above these personal historic ties to conduct the affairs of his office in an impartial manner were extinguished long ago. Instead of defending public interest and the integrity of the legal system, Mr Phiri has been in the forefront of refusing to sanction the prosecution of government and ruling party officials whilst doing the opposite for members of the opposition. Not only has his conduct undermined the integrity of the legal system; it also represents a threat to the legitimacy of the multiparty political system. DPP Phiri has clearly shown that he is working with the President on many cases to undermine democracy and human rights.

  1. Electoral Commission of Zambia Chairperson Mwangala Zaloumis

Ms Mwangala Zaloumis is another official with known ties to the ruling UPND. Appointed to the role by President Hichilema, she has since led the Electoral Commission of Zambia in disfranchising citizens by way of excluding candidates of the main opposition party from taking part in elections to the benefit of the UPND. Complaints from opposition parties about the abuse of state resources by government officials during by-elections have also been ignored by Ms Zaloumis. The multiparty system rests on having an independent electoral commission that enjoys public trust and is impartial in its conduct. The current leadership of the Electoral Commission of Zambia is far from these requisites and represents a danger to peace, stability, and the survival of democracy in the country.

  1. President Hakainde Hichilema

If there is one person who deserves sanctions for undermining democracy and democratic rights in Zambia, it is President Hichilema. Not only is he the one responsible for the appointment of other democracy-threatening officials like Mr Musamba, Mr Mwiimbu, Ms, Mutti, Mr Malila, Ms Zaloumis, and Mr Phiri; President Mr Hichilema has also aided their conduct by neglecting to reprimand or sanction them for undermining civil and political rights. The Police, for example, has been used as a tool to suppress political opponents or arrest government critics. In fact, Mr Hichilema has praised Mr Musamba’s harrowing performance, publicly stating that he wished he had resurrected the latter from retirement much earlier.

The President of Zambia as Head of State and Government must be a fountain of justice and equity and presidential functions must be performed with dignity and transparency. The President must be above partisan considerations when treating citizens whether in opposition or in support of government. All these principles are provided for in the Constitution of Zambia under which he took the Oath of Office. Unfortunately, President Hichilema has not lived true to these ideals. His administration has divided the country on ethnic-regional lines. Key Government positions are now a preserve of members of his ethnicity and adjacent tribes in Western, Northwestern, and Central provinces. We are witnessing a purge in government and State-Owned Enterprise of Zambians who hail from the Northern or Eastern provinces based on the belief that they are supporters of the main opposition party. In recent months, civil servants hailing from these provinces have been displaced from their positions and replaced with people who come from Southern and Western Zambia. This state-sponsored polarisation has created tension in the country and undermined nation building and stability. The spirit of One Zambia One Nation is now but an illusion.

President Hichilema has also ignored growing incidents of corruption in his administration, including among members of his oner circle. Not only has he failed to publish his assets and declarations as a way of showing leadership; he has further ignored calls to do so from several people including Zambians and non-Zambians such as yourself, Ambassador. This is not the character of a man who is committed to fighting corruption.

Having highlighted how the conduct of the above officials continue to undermine democracy in Zambia, we reiterate our call that targeted sanctions against these specific individuals be imposed on them to serve as a deterrent. We believe that such a move is an imperative at this juncture, if the United States is to be perceived as fair and consistent in its application of foreign policy values, central of which is democracy promotion and the sanctioning of those who undermine it. Although many people think the current President of Zambia is a darling of the United States, we believe that the interests of the two nations are by far larger than the interest of an individual leader – especially when that leader is in the forefront of undermining democracy and abusing institutions of governance.

PRESIDENT HH SWEARS IN STATE COUNSELS AND SENIOR GOVERNMENT OFFICIALS

Today marks a pivotal moment in our nation’s journey towards justice, integrity, and the rule of law as we swore-in State Counsels and Senior Government officials.

The State Counsels sworn-in include Hon. Mrs Nelly Butete Kashumba Mutti, Hon. Jacob Jack Mwiimbu, MP, Mrs. Frances Mwangala Ifunga Zaloumis, Mr Arshad Abdulla Dudhia and Mrs. Kondwa Emily Sakala Chibiya.

The esteemed rank and dignity of State Counsel symbolises a profound commitment to public service as it transcends mere legal practice to embody the highest ideas of fairness, equity, and compassion.

We urged the newly sworn-in State Counsels to be true guardians of the Constitution and defend democratic values.

Further, we swore-in Ambassador Lazarous Kapambwe as Special Envoy to the President.

We commend Ambassador Kapambwe for his exceptional and distinguished service to the country over the decades as a career diplomat and is, therefore, well suited for the position of Special Envoy to the President.

We also swore-in Dr Choolwe Beyani as Chairperson of the Civil Service Commission and urged him to expeditiously address issues pertaining to appointments, promotions, and transfers of civil servants as they affect performance and service delivery.

To our sworn-in Deputy Director-General of the Drug Enforcement Commission (DEC), Ms. Beatrice Kiluya Mpanga, we stated to her that the government is confident that her appointment will contribute to enhanced service delivery at the Commission in fighting money laundering and other financial crimes.

To the Commissioner of the Human Rights Commission, Father Joe Komakoma, we indicated to him that the Human Rights Commission must continue pursuing activities that contribute to the promotion of rights and freedoms of the citizenry.

We emphasized to him that a just and fair society is important in a democratic nation such as ours. The commission should, therefore, work closely with other stakeholders in the sector to address human rights abuses.

We once again congratulate all the newly sworn-in State Counsels and Senior Government officials and wish them well as they serve this great nation.

Kenya pauses police deployment to Haiti after PM Ariel Henry resigns

Kenya will delay the deployment of its police officers to Haiti after the Caribbean country’s embattled Prime Minister Ariel Henry resigned on Monday.

Foreign Affairs Principal Secretary Korir Sing’oei said Henry’s resignation had altered the situation on the ground as there is no holding government to work with the mission yet.

The move means the actual dates for the deployment of the Multinational Security Support (MSS) mission to Haiti, endorsed by the UN Security Council in October last year, will be dragged further.

But Nairobi argues it needs an established authority in Haiti with which to coordinate the operations of the Mission.

“There has been a fundamental change in circumstances as a result of the resignation of the PM,” Dr Sing’oei told the Nation, confirming his comments to a BBC reporter.

“Without a political administration in Haiti, there is no anchor on which a police deployment can rest, hence Government (of Kenya) will await the installation of a new constitutional authority in Haiti, before taking further decisions on the matter. Kenya reiterates commitment to providing leadership to the MSS.”

The Haitian prime minister quit his position on Monday after a Summit of Caribbean Countries (Caricom) pressured him to leave to create an enabling environment for an interim government.

Henry had come to power in 2021 following the assassination of President Jovenel Moise but failed to conduct elections twice.

In the wake of the delays, gangs have taken control of the country’s capital Porto-au-Prince.

This week, the US, Canada, and France evacuated their non-essential staff and warned all their citizens against travelling to Haiti over security concerns.

Meanwhile, Kenya had on Monday said it was ready to deploy police to Haiti and that it was finalising the operational procedures for the 1,000 officers’ departure.

According to a UN Security Council resolution that authorised it in October last year, the mission differs from other UN peacekeeping missions because it is a policing mission deployed “on the understanding that the cost of implementing this temporary operation will be borne by voluntary contributions and support from individual member states and regional organisations.”

The mission’s mandate includes operating in close coordination with the local government.

Its specific procedures should also be developed by all troop contributors but should be endorsed by the government of Haiti.

The mission should also be in full respect of Haiti’s sovereignty and strictly comply with international law, including, international human rights law, as applicable.

The government of Haiti must also honour its obligations including cooperating fully with the mission to execute its mandate by granting security and freedom of movement of the Multinational Security Support mission.

Major concerns facing Senegal ahead of presidential vote

Senegal holds a delayed election on March 24 to elect a successor to President Macky Sall, who is stepping down after two terms.

Below are some of the main issues influencing voters.

Lack of jobs
Successive administrations have struggled to curb youth unemployment – an increasingly urgent issue for its fast-growing population, more than 60 percent of whom are now under the age of 25.

The share of young Senegalese not in employment, education or training stood at 35 percent in 2019. Since then, the economic fallout from the pandemic has further squeezed the job market.

Frustration at the lack of opportunities has spurred support for opposition firebrand Ousmane Sonko, particularly among the young. He is not running, but has called for supporters to back Bassirou Diomaye Faye, who is seen as a strong contender.

Cost of living
External shocks including the pandemic, Russia’s war on Ukraine and the appreciation of the dollar have hit growth and helped drive up the cost of living – a major concern in a country where around a third of the population of 17 million live in poverty, World Bank data shows.

Inflation has been declining slower than expected from a peak of 14 percent in late 2022, partly due to food price rises, according to the International Monetary Fund. India’s rice export restrictions have been especially painful for Senegal, where rice is the main staple.

These economic hardships have undermined support for the current authorities despite subsidies for poor families. Nearly three-quarters of Senegalese judged the government to be mishandling the economy, according to a 2023 poll by Afrobarometer.

The same poll showed that the number of people who believed the economic situation to be bad had risen to 62 percent in 2022 from 33 percent in 2017.

Migration crisis
Many voters hope that whoever of the 19 candidates wins the presidency will make it easier to find work and earn a living in Senegal, curbing the flow of Senegalese risking their lives in the quest for better prospects abroad.

Migration from West Africa to Europe via the dangerous Atlantic route more than doubled in 2023 from 2022 with more than 39,900 people reaching Spain’s Canary Islands – mostly from Senegal and neighbouring Gambia, according to Spanish Interior Ministry data.

There is no reliable data on the number of people who don’t survive the perilous passage by wooden boat on the open ocean.

“The youth are not working and have nothing. The consequence is that they will die at sea,” said student Oumy Tall at a campaign rally of opposition candidate Anta Babacar, who has promised to create more jobs.

Oil boom
The launch of oil and gas production later in 2024 is set to boost the economy, raising questions about whether the natural resource wealth will benefit the wider population and create jobs.

Candidates’ campaigns have targeted this concern. The Sonko-backed opposition coalition has promised to renegotiate energy contracts to maximise revenues, while Amadou Ba of the ruling Benno Bokk Yakaar (BBY) coalition is running on the slogan “Prosperity Shared”.

Thwarted postponement
Recent political turmoil linked to the authorities’ unsuccessful bid to postpone the vote by 10 months may have further undermined support for the ruling BBY coalition.

The move provoked widespread protests and revived fears Sall wanted to tweak the constitution to extend his mandate. He denies this.

There are no official public election polls, but of those who voted for Sall in the last election, only 60 percent are believed to be planning to vote for BBY’s candidate this time, according to internal government polling.

Equity Bank Uganda staff under probe for alleged $16m loans fraud

Some Equity Bank Uganda Ltd employees are under investigation for alleged fraud involving stock loan and agent float financing, Monitor reported.

Stock finance is a lending service that allows businesses to borrow working capital against their goods. Agent float loan allows bank and mobile money agents to access unsecured loans for their operations.

Monitor said the amount being investigated is approximately Ush65 billion ($16.7 million).

“We regret to inform you that we have recently identified a possible fraud on our stock loan and agent financing products,” the bank said in a statement addressed to its customers and shareholders.

“People of interest, including a few of our staff and customers, are currently assisting with investigations by the relevant law enforcement authorities.

“We hold ourselves to the highest standards of accountability and transparency, and person found to be responsible, whether through fraud or errors of commission or omission will be fully addressed in accordance with the policies, procedures and ethical values of the organisation and, where appropriate, the laws of the country,” reads the bank’s statement, a copy of which Monitor has seen.

The bank, however, says its operations continue seamlessly.

“Customers continue to access loans across all our branches countrywide and banking channels.

“The Board of Directors and management are committed to resolving and concluding this matter, and we continue to focus on our purpose of transforming lives, giving dignity and expanding opportunities for wealth creation,” adds the bank.

Dr Fred Muhumuza, a banking expert and board member of a bank, told Monitor that in a situation like this, depositors’ savings are not affected except the bank’s bottom line.

“If it turned out that some money has been lost, it will be the bank to suffer the loss and not the depositors because it is a lapse on the bank’s side,” says Dr Muhumuza, adding “Until then there shouldn’t be cause for alarm because it’s an investigation into a suspected fraud – still early days.”

The director of research and policy at Bank of Uganda, Dr Adam Mugume, said: “We are not aware of this possible fraud.

“But the audited accounts of the bank as of December were quite healthy. And the loan book was good. Will find out more but I doubt whether this wasn’t malicious reporting.”

UPND is set to present a Bill to Parliament to amend the IBA Act with the sole purpose to punish perceived opponents that use social media to disseminate their views.

Targeted opponents include social media broadcasters critical of government, the likes of Dr. Sishuwa Sishuwa, Kasonde Mwenda, Laura Miti, Emmanuel Mwamba, Chilufya Tayali etc.

The Bill is also intended to punish groups that use social media to disseminate their views critical of government, the likes of Barotse National Freedom Alliance in Western Province, Umodzi Kumawa, Eastern Province, etc.

Above all, the Bill is intended to stiffle and punish political parties that use social media to reach out to the public, especially now that the 2026 elections are drawing closer. With innovation in social media broadcast outpacing traditional TV and radio broadcasting, this mode of communication has gained more traction than never before.

UPND government should remember that President HH in opposition relied solely on social media broadcasting, especially twitter and Facebook to reach out to the masses, especially the youth, without any iota of restriction. If there was no social media outreach, before, during and after elections, there is no way that UPND would have won the 2021 elections.

So, UPND government should learn from an old Lozi adage of “pukucwe munyelela siliba”. Never defecate in a water-well after you drink from it, especially if it is located along the way to your neighbouring village because you may need to drink from the same well on you way back”.

UPND government should also learn from an old adage of never to kick the ladder that one used to go up because you may need the same ladder on his way down.

Finally, UPND leaders must learn from mistakes of previous government that enacted laws to punish opponents. The same laws were subsequently used to punish the same leaders that enacted the laws when they lost power. There are several examples in this regard, too numerous to mention. Some cases are in courts of law right now. So UPND leaders may face the same fate.

My appeal to UPND government is that they need for decongest the cage they used to go up because they will need the same cage on their way down.

Learn from past mistakes. When forewarned, you are forearmed.

From yesterday, a picture(attached to this post) of Former Patriotic Front Secretary General, Mr. Davies Mwila has been making rounds on various socials.


Now, what’s disheartening is how some people, through various social media platforms have decided to throw shade towards the man, claiming that his health is failing him and all.

Some have gone ahead to claim that Hon. Davies Mwila’s situation especially those in politics, should be a learning point. A very misplaced piece of advise if you ask me.

All we can do is wish him nothing but good health and God’s grace to keep him going.

You see, our health and body can fail us anytime/ anyday. Regardless of who you are you are bound to fall sick at one point or the other.

Anyone, can get sick anytime!
Honourable Mwila should not be mocked or ridiculed etc. That’s not right.

You may hate someone or disagree with them, but never pick on their personal life, like their health, family, etc. That’s not right.
Those claiming Hon. Davies Mwila is looking like this due to loss of power may have to check their facts again, as those that know Hon. Davies Mwila know that the man is living a very comfortable life and all.

UK Says University Of Zambia Degrees are Equivalent to Diplomas

Lusaka-The United Kingdom Home Office is shunning University of Zambia graduates for the High Potential Individuals (HPI) visa due to the perceived inferiority of their degrees.

The HPI visa is designed to attract “highly skilled graduates” from international universities outside of the UK to contribute to a range of sectors, such as science and technology.

According to the UK-NARIC [National Academic Recognition Information Centre] comparability, UNZA bachelor’s degree in humanities is equivalent to the British two-year Higher National Diploma, and bachelor’s degrees in medicine, engineering, and law are comparable to the three-year British Bachelor (Ordinary) Degree standard.

Apparently, the South African-NARIC keeps yielding a similar result. In 2020, a social media posted by Dr. Sam Phiri titled “South African University ‘Junks’ UNZA Degrees” infuriated many students and alumni of the university.

At the heart of the story was a letter by the University of Cape Town (UCT) Humanities Postgraduate Administrative Officer Kerewin Parfitt to a Zambian Bachelor’s degree graduate applicant.

It read as follows:

“Dear…Thank you for your application to study at the University of Cape Town in 2021. We conducted a NARIC [National Academic Recognition Information Centre] equivalency check on your degree from Zambia.

The NARIC check indicated that your degree is equivalent to a Diploma of Higher Education in South Africa and, therefore, inadequate for entrance into the Master’s program.”

The illusion of academic pride quickly masked the reality when most UNZA students and alums took deep offense and resorted to social media to insinuate the applicant was a product of not UNZA but one of the local “inferior” private universities. Although the letter did not spark a national discourse about the quality of tertiary education in Zambia, it highlighted the pervasive discernible bane that has kept UNZA at the totem pole of global university rankings.

What the NARIC check means is that Zambia’s citadel and cauldron of intellectualism, an institution created to enhance intellectual sovereignty and foster the development of Zambia’s human capital, is a miscarriage of vocation.

If indeed this is the case, then it explains why Zambian political scientists, economists, metallurgists, and pedagogues have contributed negligibly to the socio-economic growth of Zambia. Above all, it explains why Zambia has failed to embark on a paradigm shift that lifts the mineral resource curse.

Understanding Mineral Resource Curse

Coined by economist Richard Auty of Lancaster University, the term “resource curse,” also known as the “paradox of plenty,” or “poverty paradox,” describes a scenario in which a country abundant in natural resources encounters persistent issues of economic stagnation and political turmoil due to foreign exploitation. Renaissance thinkers such as Bodin and Machiavelli posited that nations with abundant resources tended to have citizens prone to lack of intellectual sight and indolence.

In Zambia, it is evident the curse is prominently manifested through the copper mining sector, which, being the bedrock of the economy, has been unsuccessful in establishing enduring welfare systems, infrastructure, and economic growth. Despite President Kaunda ensuring national control by nationalizing 51% of the equity shares in the copper industry on August 1, 1969, the aftermath has witnessed an upsurge in corrupt practices and the plunder of mineral resources by foreign investors.

The Ball is in Hichilema’s Court

The overarching question is; Can the University of Zambia execute a dramatic turnaround and meet the demands of a world class university? Undoubtedly, such a feat is feasible, only if UNZA emulates the University of Ghana and the University of Dar es Salaam who have integrated extensive World-Class University (WCU) goals into their mission declarations and are determined to deliver world-class academic standards. President Hichilema, revered by UNZA students for providing complimentary meals and promoting access to basic education, possesses the capability to introduce a novel and creative perspective to the university, placing a strong focus on intellectual sovereignty.

Hichilema, in collaboration with the Chancellor, should embark on establishing a superior higher education system. This system must encompass three essential elements that are generally observed in top-tier universities worldwide: (1) a notable assemblage of skilled instructors and learners, (2) ample financial means, and (3) a clearly defined strategic vision supported by capable leadership. To achieve this goal, it is crucial for the Chancellor to establish the Office of Strategic and Academic Quality (OSAQ) with the primary objective of enhancing academic excellence.

It is also imperative for the Chancellor to investigate strategies that can incentivize a greater number of undergraduate students to engage in research-based programs at the postgraduate and postdoctoral stages. OSAQ should reward such students with fully funded internships at prestigious institutions in the United States and Europe, to enable them to enhance their professional expertise.

There is no doubt that embarking on this project will have financial implications. The creation of a world class university requires a significant amount of money. Luckily, Hichilema is well-known for his ability to secure financial resources. Hakainde and his administration must establish reserve funds to boost investments in the university and foster social capital to back this effort.

Otherwise, Zambia’s potential to break the mineral resource curse and actively participate in the free flow of 21st century ideas across different fields, including the economy, and politics, as well as its reputation in disseminating and advancing accumulated knowledge and research findings, will be mediocre at most and its degrees desecrated at worst.

BIDEN AND TRUMP SET FOR ELECTION REMATCH AFTER SECURING PARTY NOMINATIONS

(BBC) US President Joe Biden and his predecessor Donald Trump have both passed the delegate thresholds to clinch their parties’ nominations for the election in November.

Four states, one American territory and Democrats living abroad held their primaries on Tuesday.

The result means US voters face a rematch of the 2020 presidential election in eight months’ time.

The nominations will be made official at party conventions this summer.

The 81-year-old president said on Tuesday evening that he was “honoured” voters had backed his re-election bid “in a moment when the threat Trump poses is greater than ever”.

Citing positive economic trends, he asserted the US was “in the middle of a comeback” but faced challenges to its future as a democracy, as well as from those seeking to pass abortion restrictions and cut social programmes.

“I believe that the American people will choose to keep us moving into the future,” Mr Biden said in a statement from his campaign.

Incumbency gave Mr Biden a natural advantage and he faced no serious challengers for the Democratic nomination.

Despite persistent concerns from voters that his age limits his ability to perform the duties of the presidency, the party apparatus rallied around him.

Meanwhile, Mr Trump, 77, remains very popular with the Republican voter base, which has propelled him to victory in primary after primary over well-funded rivals.

His campaign for a second term in the White House has zeroed in on stricter immigrations laws, including a pledge to “seal the border” and implement “record-setting” deportations.

Mr Trump has also vowed to fight crime, boost domestic energy production, tax foreign imports, end the war in Ukraine and resume an “America first” approach to global affairs.

Tuesday night’s results do not come as a shock, as both men have dominated their races so far.

Both their re-nominations seemed all but predetermined, despite polling that indicates Americans are dissatisfied with the prospect of another showdown between Mr Biden and Mr Trump in November.

The US presidential primaries and caucuses are a state-by-state competition to secure the most party delegates.

The Democrats and the Republicans have slightly different rules for their primaries, but the process is essentially the same.

Each state is allocated a certain share of party delegates, which are awarded either as a whole to the winning candidate or proportionally, based on the results.

A Republican candidate must secure at least 1,215 of their party’s delegates during the primary season to win their presidential nomination, while a Democrat must secure 1,968.

On Tuesday, Republicans held primaries in Mississippi, Georgia and Washington State, and a caucus in Hawaii.

Democrats, meanwhile, held primaries in the states of Georgia, Washington and Mississippi, as well as in the Northern Mariana Islands and for Democrats living abroad.

Mr Biden and Mr Trump’s main competitors had dropped out before Tuesday’s primary contests, so the results had been all but certain.

Former UN Ambassador Nikki Haley, Mr Trump’s last remaining rival, dropped out earlier this month after losing 14 states to Mr Trump on Super Tuesday.

Though several more states have yet to hold their primary contests, with Mr Trump and Mr Biden over the delegate threshold, the 2024 general election is now effectively under way.

The US presidential election will be held on 5 November 2024.

European Commission to suggest EU-Bosnia accession negotiations

The European Commission wants the European Union to start talks with Bosnia and Herzegovina about joining.

On Tuesday, President Ursula von der Leyen said the EU will ask countries to start talks with Sarajevo, even though there are still ethnic divisions in the Western Balkans. This is because the West is concerned about the increasing influence of Russia and China in the region.

Bosnia, along with five other countries (Albania, Serbia, Kosovo, Montenegro, and North Macedonia) in the Western Balkans, are working to join the European Union.

In the 1990s, there were some attempts to bring six countries together to stop the wars and problems in the region. But people are getting impatient because there hasn’t been much progress for a long time.

However, Russia’s attack on Ukraine and efforts by Moscow and Beijing to gain more influence are making the West pay more attention and are encouraging EU officials to speed up the process.

“We have learned that we can’t just wait for the Western Balkans to get closer to us,” von der Leyen told the European Parliament. “We can’t just say the door is open. ” We should also support them in every way on their journey to join our group.

EU leaders will talk about the suggestion at a meeting in Brussels next week. There’s a chance that the member states won’t support it because Milorad Dodik, a pro-Russian leader who wants to separate Bosnia, is still working against the presidency and other government jobs in the country.

Bosnia is still divided into different ethnic groups, even after the war in the 1990s. In December, Dodik said he wanted to continue making the country weaker until it breaks apart.

EU leaders are going to talk about the suggestion at a meeting in Brussels next week. Member states may not approve it because Milorad Dodik, a pro-Russian, separatist Bosnian Serb leader, keeps working against the presidency and other political roles in the country.

She said that more has been accomplished in a little over a year than in more than ten years. “First, Bosnia and Herzegovina now completely agrees with our foreign and security plans, which is very important in times of political unrest. ”

She also said good things about the country for working hard to stop illegal money activities, supporting terrorism, and controlling how people move into the country.

“The country is proving that it meets the requirements for membership and that its people want to be part of our family,” she said. “The message from Bosnia and Herzegovina is easy to understand. ” We need to make sure our message is easy to understand. The future of Bosnia and Herzegovina depends on us working together.

Bosnia is maybe the weakest of the Balkan countries. There are still problems between different ethnic groups even after the 1992-95 war, where many people died and millions had to leave their homes.

Army of Sudan takes over national broadcasting facility

Sudan’s army has taken over control of the state broadcast headquarters from the Rapid Support Forces (RSF) on Tuesday. This is a big step forward in their fight against each other in the war that has been going on for almost a year.

The broadcast building is in Omdurman, a city across the River Nile from Khartoum. It is part of Sudan’s capital and has experienced a lot of fighting around military bases, bridges, and supply routes.

Fighting is still happening in Sudan, even though the United Nations said there should be a break in the fighting to bring help to people who need it during Ramadan. Ramadan started on Monday.

The RSF liked the truce call, but a high-ranking general in the army did not. The army has been getting stronger and winning battles in Omdurman recently.

Taking over the state broadcast building would give them control of the northern part of “old Omdurman. ” However, the RSF still has control of the southern and western areas of the city.

Onlookers saw the army using drones in Omdurman to fight against the RSF. The army usually relies on air power and heavy weapons to counter the RSF’s infantry advantage. They are trying to regain control of the area.

The RSF did not comment right away.

In mid-April 2023, the RSF took control of the state broadcast building and used it and other public buildings for military operations as fighting started.

TV and radio have been airing from Port Sudan, a city on the Red Sea coast. Officials connected to the army have been working from there since the RSF took control of parts of the capital at the start of the war.
‘Voice of the nation’ can be rewritten as “The nation’s voice. ”

The army posted a video on Tuesday that showed some of its troops near the radio and TV building. They were cheering after seizing vehicles and weapons. The location of the video was confirmed by Reuters.

On social media, people who support the army were happy that they were able to free what they thought of as the “voice of the nation. ”

“Today the army won a big battle, but what matters most is bringing back safety, healthcare, and schooling,” said Safaa Ali, a 39-year-old government worker from Omdurman who moved to Port Sudan in May.

She asked, “Who will pay us for the things that were stolen and the homes that were destroyed in the war. ” when she spoke to Reuters on the phone.

Fighting broke out in Sudan in April 2023 between the army and RSF because they couldn’t agree on a plan for civilian rule.

In 2021, two groups tried to take control of the government which caused problems after the 2019 overthrow of the former leader Omar al-Bashir. Then they started fighting with each other.

The war destroyed the capital city, caused a lot of people to be killed because of their ethnicity in Darfur, and made a lot of people have to leave their homes.

Over 8 million people have left their homes and there is more hunger.

The fight has involved neighboring countries. Experts say that the United Arab Emirates supports the RSF, while Egypt, Eritrea, and Iran support the army.

PROBLEMS that the Hakainde Hichilema led administration has brought into Zambia has gotten Socialist Party (SP) president Dr Fred M’membe worrying about the future of the country instead of celebrating his birthday.

Yesterday, members of the SP gathered in numbers at Dr M’membe’s office in Garden to celebrate his birthday.

Despite the perfect birthday being characterised with beautiful music, cake and presents, Dr M’membe failed to take his mind off the affairs of the country.

As he stood to give his birthday speech, the opposition leader said Government has not only depleted the maize reserves, they are also running very low on the current reserves, the money reserves and the dollar reserves that they may need to import food.

Dr M’membe slammed the UPND government saying it did not understand the meaning of reserves.

He said government officials think reserves are their pockets.

“They sold all the maize despite a lot of opposition and they said we will continue selling, we are not stopping. Even when you are being warned,” he said.

Dr M’membe said those who planned the issue of reserves were not fools.

He explained that reserves are not based on one’s estimation of tomorrow.

The opposition leader explained that Reserves are based on what one cannot predict.

“They sold all the maize reserves and they started to become mealie meal merchants. Yes, they are buying and selling mealie meal. They are telling us themselves that they are buying mealie meal from South Africa and exporting to Congo, and that is the job of ZNS today, GMO maize being sold to Congo,” he said.

Dr M’membe schooled the current administration that the Zambia National Service (ZNS) was not created to trade in mealie meal.

“We are graduates of ZNS. I came out of ZNS. That noble institution was not created for trading in mealie meal. We were taken to production camps to produce food for our people, not to be smugglers of mealie meal,” he said.

“At this rate, we may even lose the capacity to produce the seed. We need 30 to 40 metric tons of seed and some of that is not produced under irrigation. So we are bound to lose a lot of fields that we have planted for seed purposes. So, this problem can run for more than one year or even for more than two years. We also don’t know when this drought will end.”
