SEYCHELLES OPPOSITION LEADER CHARGED WITH WITCHCRAFT

(BBC) The main opposition leader in Seychelles, Patrick Herminie, has been charged with witchcraft, along with seven others.

Police say the case is related to the discovery of two bodies exhumed from a cemetery on the island of Mahé.

He has denied the charges, telling local media that his prosecution is a “political show” to taint his image.

Mr. Herminie plans to run in the 2025 presidential election under the banner of the United Seychelles Party (USP).

A magistrates court on Monday freed him and six of his Seychellois co-accused on bail of 30,000 Seychelles rupees ($2,100; £1,745), but ruled that a Tanzanian suspect should stay in custody until the next court appearance in November.

Mr. Herminie and his co-accused face several charges, including possession of items intended for use in witchcraft, conspiracy to perform witchcraft and procuring services related to witchcraft, according to local media reports.

Prosecutors allege that the opposition leader’s name appeared in a WhatsApp message between a Seychellois national and the Tanzanian suspect, who was arrested on 21 September at the main international airport.

The Tanzanian was found with items related to witchcraft, including stones, black wooden artefacts, small bottles of brownish liquid, a collection of powders, and documents with strange language and “demonic and satanic” symbols, they said.

The documents were similar to those found in Catholic churches and other places that had been vandalised in Mahé, Seychelles’ largest island, prosecutors further alleged.

Mr. Herminie, who served as the speaker of Seychelles’ parliament between 2007 and 2016, told local media that more than 40 police officers had raided his party’s offices in the capital, Victoria, on Friday.
He added that the officers searched for items related to witchcraft, including “bones, body parts, and objects associated with Christianity” but did not find any.

Mr. Herminie described his arrest as “a political show” by President Wavel Ramkalawan to “eliminate those who he knows will remove him from power in the 2025 elections”, the Seychelles News Agency reported.

President Ramkalawan has not commented on the case. Mr. Herminie has said he does not believe in witchcraft.

“In Seychelles’ history, there has never been until now, a political party leader arrested for superstition and witchcraft. This is something new and it is shameful for Seychelles,” he was quoted as saying.

Former Republican President HE Edgar Chagwa Lungu should not entertain calls from certain individuals for him to withdraw from Cabinet Office his letter of resignation from active politics. We PF members should not be the ones in the forefront of putting our beloved former President up for public ridicule and political humiliation.

President Lungu currently has the political power to annoint the next PF president and subsequently the next Republican President and he must use this political annointing power now before it is too late, the way President RB did to him in the 2015 Presidential by-election. RB literally became ba “shibukombe” to ECL giving us an upper hand in that election against HH and the UPND then.

We should respect President Lungu for he did his part and ran his race so well and he must be left to enjoy his presidential retirement entitlement in peace as a Statesman. Those calling for his return to active politics do not mean well to the former President and they are doing so with ulterior motives of personal aggrendisement. It is sad that these people do not feel for President Lungu and his family as they push this agenda of his political come back. The onus is squarely on President Lungu to publicly reject these calls from people surrounding him now for these people are up to no good. They are misleading our dear President, they mislead him while in office and they have continued to mislead him even after leaving office. By publicly rejecting these calls of his political come back, President Lungu will save himself and his dear family from public ridicule and humiliation from his political opponents who are now in the governance driving seat of this country.

It is very sad that the arrogance being exhibited by some high ranking personalities in the party and those now surrounding the former President is ridiculous and it seems we have not learnt lessons at all as to why Zambians voted us out of power on 12th August 2026.

If my party the PF is serious about bouncing back to power in 2026 or 2031, we must take rebranding of the party very serious for Zambians voted us out inter alia because of the arrogance exhibited by most of our leaders who had stopped listening to the masses and were conducting themselves annoyingly with impunity to citizens. 2 years after losing elections, there has not been any serious rebranding of the party as the same people that costed President Lungu and the Party to lose the elections to HH and the UPND are still surrounding the former President and misleading him with calls of a political come back. Surely these people do not feel for President Lungu and family. These selfish individuals do not love President Lungu at all, they are actually abusing President Lungu. Instead it is people like us who love President Lungu for we have not shied away from voicing our personal options to the former President and the party to do the right political things now so that we can begin to mobilise the party for ahead of in 2026 general elections.

My worry is that if President Lungu entertains these calls for q political come back and the party continues on this trajectory of non rebranding, the party risks going into the August 2026 general elections without a President candidate for we are allowing ourselves to play in the lions den of our political opponents who now are in government and will do anything within their powers to ensure that President Lungu is not seen on the ballot paper. It is obvious that we as a party are not learning political lessons, we saw what happened to Hon. Malanji in Kwacha and Hon. Bowman Lusambo in Kabushi Constituency respectively and how they were barred from contesting those elections. We are dealing with a very ruthless regime and we must not allow ourselves to play in their court! In 1996, UNIP and KK suffered their last political blow when President KK MHSCTRIP pushed his political come back and tried to feature on the ballot paper in the 1996 general elections after government evoked the Citizenship Clause and barred him from running in that general election. Out of political frustration, UNIP ended up boycotting the elections, a situation that completely made UNIP politically irrelevant henceforth.

Now that we have a new Secretary General Raphael Mangani Nakachinda, I implore him to quickly get on the ground and organise the convention which is slated for end of October 2023. As a Chief Executive Officer of the Party, Nakachinda must also not be seen to be pushing the Alewelelapo project (political come back of ECL) for it is a futile exercise that will divide the Party into many factions the way it happened to MMD after former President RB MHSCTRIP attempted a political come back and he failed leaving the party divided into two factions, one led by Nevers Mumba and the other led by Felix Mutati. Today MMD has become politically irrelevant in the political dispensation of our country because of the grave mistakes they committed of trying to push for a political come back of RB. So the first task of the new Secretary General is to organise a convention to elect a new party leader and other party office bearers who would then start a serious countrywide party mobilisation of the party and marketing the new party president to citizens ahead of the 2026 general elections. It is better the convention is held now as opposed to holding it in 2025. Holding the convention this October is advantageous as the move will give enough time to the party to heal. The move will also give the party enough time to mobilise itself and market the new party leader.

If the party holds a convention or “installs” a new leader in 2025, what time are we going to have to campaign and market that new party leader? Holding the convention in 2025 is a big gamble as the party risks going into the August 2026 general elections very divided and weak.

AMENDING THE CONSTITUTION-Is there an urgent need to?

…the process has failed from the start as it is being driven by Government and not the people…

On 14th September 2023, the Clerk of the National Assembly wrote to parliamentarians requesting them to submit proposals on consolidated constitutional amendments, especially what was termed as “non-contentious matters”.

The clerk directed that such submissions must be made by 29th September 2023.

Last week, the Zambia Law Development Commission held a workshop with selected stakeholders to discuss ideal processes of amending the Constitution.

And in his address to Parliament during the official opening of the 3rd Session of the 13th National Assembly, President Hichilema hinted at the need to amend the Constitution especially in recognising and enhancing the role of members of parliament in the Constituency Development Fund (CDF).

Clearly, President Hakainde Hichilema is keen and determined to amend the Constitution for whatever reasons.

WHAT’S DRIVING PROPOSED CONSTITUTIONAL AMENDMENTS

We understand that the United Party for National Development (UPND) has clear ill-intentions and wishes to write a new Constitution that is fashioned in their own image.

We understand that there are plans afoot to push in negative amendments such as a proposed presidential seven-year term or removal of limited presidential term, removal of 50+1% for one to be elected as President and other clauses that maybe relevant to the 2026 elections but detrimental to the growth of our Democracy.

We understand that they will throw in carrots 🥕 or sweeteners such as; proportional representation to woo youths and marginalized groups and some inattentive observers.

Other fast-tracked amendments to excite certain quarters will include the passing of the Freedom of Information Bill, Political Parties Bill, and the new Public Gathering Bill to amend the Public Order Act.

WHAT CHANGED?

Just in 2021, President Hakainde Hichilema rejected proposals to amend the Constitution, arguing that the 2016 Constitution needed to be tried and tested before any amendments could be proposed.

To this effect, his party rejected the famous Bill 10 that made proposed sweeping constitutional amendments.

But things quickly changed after elections after he was elected.

After being appointed as Justice Minister in September 2021, Mulambe Haimbe announced that Government would not be in a hurry to bring constitutional amendments to the fore and that Bill 10 would not be brought back in Parliament.

However, by January 2022, Haimbe changed the language and disclosed that the constitution reform process had started and that Government was receiving submissions from stakeholders on possible changes to the country’s supreme law.

This alarmed many stakeholders who understand that the constitutional-making process is driven by the people and not by Government.

However, this talk about amending the Constitution is not coming from the people, who are the main drivers of any constitutional making process.

But this is a process being driven by the ruling party for its own hidden interests and that of bureaucrats, a recipe for another costly and sure failed constitutional-making process.

CONCLUSION

The Constitutional making process currently being proposed has no consensus, urgency, or road map, and the process is non-existent and is marred in suspicions.

Under the Patriotic Front Government, political parties were gathered, a road map process was enacted in Parliament and wide and provincial consultations were conducted.

Further the National Dialogue Forum was convened that adopted the proposed amendments.

The current process remains steeped in opaque mechanisms, is exclusive away from key stakeholders and it is not driven by the people.

It therefore must be rejected, and the government must pre-occuppy itself with economic and social challenges and difficulties currently facing the people.

The Constitution and its proposed amendments are not an urgent or priority matter to the people.

Zambia and the Democratic Republic of Congo
have inaugurated the Kasomeno – Kasenga – Chalwe – Kabila- Mwenda Road, along with the One Stop Border Post Project, which includes the construction of the Luapula River Bridge.

President HAKAINDE HICHILEMA joined His Excellency President Tshisekedi of the Democratic Republic of Congo in inaugurating the project.

Speaking during the groundbreaking ceremony, President Hichilema said that Zambia and the DRC share robust bilateral relations, and this project exemplifies commitment to strengthening the ties between the two nations and peoples.

President Hichilema said that in the pursuit of delivering infrastructure projects, Zambia is dedicated to leveraging Public Private Partnerships.

“This approach not only alleviates fiscal pressure but also encourages active participation from the private sector in our economic development,” President Hichilema said.

This project’s significance extends beyond regional integration; it will bolster connectivity, improve accessibility, reduce transport costs, and contribute to poverty alleviation by generating jobs and fostering wealth creation.

The Head of State further said that land-linked Zambia’s access to regional and international markets presents a vital opportunity for diversification and growth.

“The tripartite region boasts immense market potential and GDP growth, which our country aims to harness”.

President Hichilema called upon GED Africa to prioritize the utilization of local materials and the employment of local people, especially the youth and women.

President Hichilema has impressively maintained momentum on a highly creative foreign policy.

We know today what is happening. They are buying motor vehicles at exorbitant prices, they are building roads at three to four times the average prices in the region; they are buying presidential jets; they are building toll gates at exorbitant prices. We can go on and on – the list is endless. They are not asking where the money is coming from because they are spending it on themselves.

Yes, money will be needed. But money is not the starting point, money isn’t everything. The first thing is to establish the principles behind these free services – why do we need free education and health services? A nation that is not well educated, that is not healthy cannot be efficient and productive, cannot be competitive in today’s highly technological world.

Our approach is that children are not only born to a mother and father. They are born in a much bigger family, community and nation. They belong to the family, community and nation. The mother and the father cannot deal with them as they wish or please because they are not theirs alone. They are ours collectively and as such we must take collective responsibility for their education, health, nutrition and other services they require to grow up as good human beings and responsible citizens.

As for money, your Socialist Party government will do what the individual households do when money is little, is short – remove unnecessary expenditure, luxuries when the going is rough. The Socialist Party government will remove unnecessary expenditure to save money for the provision of free education and health services to our children and all our people.

Those who have exploited, abused you, marginalised you for years and their supporters are going to be telling you that everything in this manifesto is impossible because they don’t want revolutionary change in your lives and your country.

And why should they? Everything is going on very well for them and their children. They have no problems with education and health services. Everything is going well for them. But it’s not going on well for you.

This manifesto is about addressing the distressing situation of our young people who have to stop school because their parents have no money to pay fees; who have passed but can’t attend college or university because of they don’t have money.

This manifesto is about creating jobs for many of our people who can’t find work and earn a living; the trained teacher, nurse, clinical officer, agriculture extension officer who can’t be employed.

This manifesto is about addressing the problems of the retiree who is not being paid his retirement benefits for years while the leaders are paying themselves midterm gratuities and are getting their benefits before even their terms of office come to an end; are selling themselves expensive government motor vehicles for near to nothing. They have no shortage of money for themselves, but for the poor and marginalised.

This manifesto is about serving the lives of our people who are ill and instead of being given medicines at our clinics or hospitals are given prescriptions to go and buy drugs from pharmacies when they have no money. In the meantime your leaders fly out for treatment at the taxpayers’ cost, at your cost.

If things continue like this, what is your future and that of your children? What hope is there for a better life for you and your children and your children’s children?

Your incomes are not increasing, jobs are being lost, your businesses are failing but the things you have to pay for are increasing everyday – mealie-meal prices are skyrocketing, water, electricity, transport, school, medicines, clothes, rentals, cost of borrowing from kaloba are all going up!

This system, this order is not working for you. It’s working for them but not for you.

And that’s why so many people today think all politicians are liars, are the same – they promise heaven but they can’t even deliver purgatory. They are there just to enrich themselves.

This is understandable. You have been cheated, betrayed by politicians, your leaders for too long to trust anyone. You are now giving up on politics and politicians.

This is where this manifesto comes in to give hope, restore confidence by showing our people that this party, this manifesto is different, it is not any other party, it is not any other politician. It is a revolutionary party, a revolutionary manifesto to bring about revolutionary change. It is not about empty, false promises. It is about revolutionary democracy – deciding together, creating together, building together and thereby increasing our people’s confidence in themselves and their future.

The Socialist Party is yours. This manifesto is yours. And that is why in the coming days, weeks, months, despite their petty differences and mock engagements, all of them will gang up against your party, your manifesto.

If they thought we represented politics as usual, that we could be compromised, bought off, that nothing was really going to change – they wouldn’t be so ferociously and virulent against us.

The Zambia Chamber of Commerce and Industry (ZACCI) has commended Government for maintaining a stable and predictable tax regime in the mining sector.

In the 2024 National Budget, Government has proposed to undertake a high resolution countrywide geophysical survey.

In responseto the measure, ZACCI President Anthony Kabaghe says the Chamber supports it as this will facilitate the mapping of Zambia’s potential mineral deposits and
attract mineral exploration investments.

He implores government to come up with deliberate mechanisms for Local Mines Suppliers and Contractors to be supported through legislation of the ‘Local Content’ and expedite the operationalization of theMinerals Regulations Commission.

Mr Kabaghe has also said ZACCI supports measures in the agriculture sector because they will facilitate farmers timely procurement of fertilizers and other Agro Inputs to boost agriculture productivity.

Government has psoposed in the 2024 National Budget Establish an agriculture credit window to support small scale farmers, emergent farmers, and public service workers with affordable financing to procure inputs, equipment and irrigation systems, among others.

Mr Kabaghe says in order to ensure food security, ZACCI proposes that the Food Reserve Agency maintain its core function as a strategic food agency.

He said this can be done in collaboration with Zambia National Service.

“The government has proposed to revise the Pay As You Earn by increasing the exemptthreshold to K5,100 from K4,800 and reducing the top rate to 37.0 percent from 37.5percent. ZACCI commends government for this adjustment. The measure will provide relief,enhance disposable income and mitigate against the high cost of living,” he said.

“ZACCI commends the government for raising the CDF allocation. However, Monitoring and
Evaluation should be strengthened.ZACCI proposes to partner with Government to build the debt carrying capacity of all
cooperatives and SMEs accessing CDF funds by integrating them as chamber members sothat they can benefit from financial, management and technical capacity building.”

He also said ZACCI appreciated Governments rationale for this measure to introduce a levy of between 8 ngwee and K1.80 on the transaction value for person – to –
person mobile money transfers.

“However, it may undermine the
strides already made in creating a cashless society and attaining financial inclusion. Wetherefore suggest that this measure be removed because it will translate into added costs to consumers who already pay high transactional fees,” he indicated.

DOES AIRTEL STEAL FROM PEOPLE

Yesterday, I got a phone notification that my internet bundle had finished. I immediately proceeded to buy K200 worth of bundles, that is 25GB and 5GB Airtel TV bundle.

Around 10 this morning, I again got a message from my provider that my bundle had finished.

Like yesterday, I bought my usual 25GB and 5GB Airtel TV Bundle and added another K200 for voice calls which I converted to minutes, just in case. The total spent in about 24 hours came to K600.

My new balance, according to the automated message from Airtel, came to “1571.07Mins,13268SMS,1.15GB Allnet valid until 29-10-2023 14:59hrs”.

But I still didn’t have internet availability despite twice restarting my phone!

This prompted me to call the customer service line and when I explained my issue about the unusual fast depletion of my bundle, the lady on the other side of the line started telling me about how fast bundles run out when all applications are running at the same time.

I told her it’s not the first time I was meeting that explanation from Airtel and that on occasion, their bundles deplete unusually fast for the same level of usage while at other times, everything appears to work normally.

Our call cut due to a poor line and on my third attempt, a lady called Ketra answered the call.

As I was explaining myself, I realized my internet had been restored so this prompted me to still ask her why the bundle I bought yesterday ran out so fast.

As she was about to start giving me the ‘all applications’ reason, I told her we’ve been there before. My issue was why, despite the consistent use of my phone, the same bundle sometimes run out too fast.

Her answer was, “From our system, I can see that your bundle ran out yesterday and today, you’ve bought the same bundle”. I asked her to check my usage history and the unusualness of the latest bundle running out that fast.

She didn’t have an answer except to tell me that “We’ll look into your issue”. I asked for a reference number for my case in the event I needed to call them back but shockingly, she told me that cases like mine were not issued with reference numbers because from their records, my bundle had indeed finished.

Despite pressing her, she insisted that my case would be looked at but that no reference number would be issued to me.

After a back and forth, she promised to call me back after 10 minutes. It’s been two hours and I am still waiting for Ketra’s call.

In the intervening period, I received what I consider a rather obtuse message from Airtel, given the circumstances:

“Dear Customer, Thank you for contacting Airtel. Please rate your experience on a scale of 0 to 10, 0 being the worst and 10 being excellent, SMS is free.”

Poor Airtel, how I wish you’d extend the rating scale to -100 as rating your pathetic service out of 10 is way too kind and unfair to yourself and your customers.

MPONGWE MAN COMMITS SUICIDE AFTER GIRLFRIEND STEALS HIS MONEY

POLICE on the Copperbelt are investigating a suicide case in which a 46-year-old man of Mpongwe took poison after his girlfriend allegedly stole his money.

The victim is believed to have been found dead in his girlfriend cousin’s house where he was squatting.

It is alleged that he was squatting at the house because his girlfriend allegedly stole money amounting to K1,200 which he obtained from his fish business.

However, the girlfriend, Maggie Kankoma aged 41, who is the one that found him dead in her cousin’s house denied having taken his money.

Copperbelt Province commanding officer Peacewell Mweemba said the incident occurred on Friday, September 29th at around 14:00 hours at Elena township at Ibenga trading area in Mpongwe district.

“Brief facts of the matter are that the reporter (Ms Kankoma) who lives in Ibenga and sells vegetable in Mpongwe market on September 24th, this year met her boyfriend (the now deceased) who was selling fish and they went to drink beer together at Mpongwe market. In the process the reporter (Ms Kankoma) was accused of having stolen money amounting to K1200,” he said.

Mr Mweemba said Ms Kankoma after the drinking spree and being accused of stealing money went back to Ibenga and after a day the victim followed her to Ibenga so that he could recover the money.

He explained that upon reaching Ibenga ,Ms Kankoma did not give him money, but offered him a house belonging to her cousin who was not home at the time.

“That was when he took an unknown poisonous substance and died in the house .Ms Kankoma reported the matter to Police and police visited the scene and found the dead body lying facing upwards in the bedroom and in the sitting room was a bottle which contained the unknown poisonous substance,” he said.

Mr Mweemba said the body was inspected and had no physical injuries observed.

He added that the body was then picked and awaits a postmortem examination.

Tshisekedi endorsed to run for DR Congo presidency

Congolese President Félix Tshisekedi has officially been named candidate for the presidential elections scheduled for December 20 this year, ruling out any contests within his ruling coalition, but not necessarily ending competition.

The Coalition known in French as L’Union Sacrée de la Nation (Sacred Union of the Nation) held its first-ever congress last Sunday in Kinshasa with a number of prominent figures attending the meeting.

They included allies of President Félix Tshisekedi such as Modeste Bahati, Speaker of the Senate, Christophe Mboso, Speaker of the National Assembly, Sama Lukonde, Prime Minister, and Jean-Pierre Bemba, Deputy Prime Minister in charge of defence.

All dressed in white, they pledged their support for Félix Tshisekedi’s candidacy.

“All the members of the Sacred Union of the Nation resolutely undertake to support the candidacy of President of the Republic, thus designated and invested before, during and after his election on December 20, 2023,” they declared.

This declaration was inked as article 2 of the Congress resolution, which was read out by André Mbata, the First Deputy Chair of the National Assembly.

“We are going to send a signal both nationally and internationally of our unity, determination and commitment to these elections on December 20, 2023,” said Prime Minister Sama Lukonde.

In his speech, Christophe Mboso explained why the Sacred Union had chosen Tshisekedi. Mboso praised “the visible achievements” of President Félix Tshisekedi.

”With less than 100 days to go to the General Election in the DRC, almost all Congolese are preparing for the event. But President Tshisekedi may not celebrate yet. While clinching the coalition presidency signals a united front, he faces challenges in eastern DRC where continual violence have eaten into his promises to stabilise the country,” he said.

In North Kivu, on Sunday, several sources reported violent fighting. Bertrand Bisimwa, Chairperson of the M23 rebels, accused the Congolese army (FARDC) of starting the fighting in Kirolwire, Kibarizo, Busumba and Kirumbu, villages in North Kivu, in the east of the DRC.

The two sides had for the last seven months maintained some relative ceasefire following a mediated arrangement by regional leaders under a programme known as the Luanda Process.

But tension had always remained especially since President Tshisekedi considers M23 as terrorists.
Other sources in North Kivu claim there had been fighting between the Wazalendo self-defence group and the M23.

Just over a week ago, Congolese Foreign Minister Christophe Lutundula ordered the rebels to withdraw from the territories they occupy, to allow displaced people to return to their villages to register to take part in the forthcoming elections.

“All areas still occupied by M23 rebels will soon be liberated,” promised Maj-Gen Bruno Mpezo Mbele, commander of the 34th military region, on Saturday.

The interim governor of North Kivu, Maj-Gen Peter Chririmwami, declared that “the army would repel the enemy.”

In 2012, Nobel Prize-winner Dr Denis Mukwege was attacked by gunmen – a consequence, he believes, of criticising the Democratic Republic of Congo government’s policies on gender-based violence.

A decade later, living under the protection of UN peacekeepers, Dr Mukwege has launched another challenge against the nation’s leadership. He will be running for president in elections due in December, he announced on Monday.

Known as “Dr Miracle”, the 63-year-old rose to global fame for performing reconstructive surgery on women who had been raped in the country’s war-torn east. His hospital has so far treated more than 50,000 survivors of sexual violence, while he has cemented himself as one of the world’s foremost experts in his field.

Dr Mukwege was born in 1955 in Bukavu, a city in eastern DR Congo. After numerous visits to see sick members of the community with his preacher father, he decided he wanted to become a doctor.

He began his training at a medical school across the border in Burundi, later studying gynaecology and obstetrics at the University of Angers in France.

In 1998, he set up a clinic in his home city. The doctor intended Panzi hospital to be for maternal health, with his team treating new or expecting mothers. However, when war broke out, more and more women came to the clinic with gruesome injuries from sexual violence committed by various armed groups.

In 2013, Dr Mukwege told the BBC that rape in eastern DR Congo was part of a “strategy” to force communities away from their land and resources.

For three decades the region has been wracked by conflict, with numerous armed groups battling for gold and other valuable resources.

Different militias have been accused of carrying out indiscriminate rape – tens of thousands of women are thought to have been attacked over the course of the conflict, Amnesty International has reported.

Mr Mukwege told the BBC about his first experience of treating a woman who had been raped and mutilated by armed men.

“After being raped, bullets had been fired into her genitals and thighs,” Dr Mukwege said of the first rape survivor that came to his clinic. “The real shock came three months later. Forty-five women came to us with the same story.”

Along with his colleagues, Dr Mukwege has since treated tens of thousands of victims and become “the world’s leading specialist in the treatment of wartime sexual violence”, according to the Nobel Prize.

Panzi hospital now cares for more than 3,500 women a year. Along with medical treatment, survivors of sexual violence can also access psychological and legal help.

In 2012, in a speech at the UN, Dr Mukwege criticised then-President Joseph Kabila’s government and other countries for not doing enough to stop what he called “an unjust war that has used violence against women and rape as a strategy of war”.

The following month he was targeted by gunmen who broke into his home and briefly held his daughters hostage.

According to his organisation’s website, his trusted friend and security guard was killed during the attack.

He later fled with his family to Sweden, then to Belgium.

Following a campaign by local women who raised funds to pay for his ticket, he returned home after a year.

“After that gesture, I couldn’t really say no. And also, I am myself determined to help fight these atrocities, this violence,” he told the BBC.

Since returning to DR Congo, Dr Mukwege has lived at his hospital, under the permanent protection of UN peacekeepers.

He has received the UN Human Rights Prize, been named among TIME magazine’s 100 most influential people and bagged the Nobel Peace Prize in 2018.

Dr Mukwege told the Nobel committee he was in the operating theatre when the news of the prize came through.

Crowds gathered at the hospital, cheering and ululating to celebrate.

Although he is new to politics, Dr Mukwege has often advocated on the world stage for peace in DR Congo.

Just last year, he called for United Nations sanctions against Rwanda for its alleged support of the M23 rebel movement in eastern DR Congo, whose resurgence has led to bloody clashes and displaced hundreds of thousands. Rwanda denies the accusations.

Despite his massive international profile, analysts have questioned the doctor’s ability to disrupt Congolese politics, calling him a “stranger”.

But although he is not a politician, he is celebrated in DR Congo as a prominent gynaecologist and philanthropist who has a sense of local politics. Members of the public have contributed more than 150 million Congolese francs ($60,000; £50,000) towards his campaign, although that will not go far in a country the size of Western Europe.

The trailblazing doctor will be hoping his reputation and humanitarian acts sway the country’s voters desperate for good governance after more than a century of exploitation by a succession of rulers dating back to colonial times.

Khosi Nkanyezi Buthelezi, a 42-year-old woman from Johannesburg, South Africa, who visibly has hair all over her entire body including a beard, has shared why she allowed it to grow. Khosi first noticed her condition as a teenager but didn’t find it unusual, as other women in her family had similar experiences.

Despite facing insults from online trolls, she indicated that she has embraced her unique condition of excessive hair growth, which covers her entire body, including a full beard.

In late 2022, Khosi’s curiosity led her to consult medical professionals about her excessive hair growth condition. However, despite seeking answers, doctors couldn’t provide a diagnosis. In light of that, she has chosen to fully embrace her unique appearance and has now taken to documenting her journey on TikTok. Despite enduring stares and hurtful comments, she has shown resilience to online trolls, especially those who go as far as calling her derogatory names including calling her a male, according to Daily Mail.

Khosi said in her early upbringing, she was exposed to the idea of women with excess body hair, similar to her aunts who were considered blessed, strong, and resolute. This belief led her to assume that her own excessive hair growth was an inherited trait, and she never felt the need to consult a doctor because she had no physical issues.

However, when she eventually consulted a general practitioner, they suggested hormone-level tests to explore potential connections to fertility and Polycystic Ovary Syndrome (PCOS). According to her, both tests came back negative, indicating that she could have children if she chose to do so, and hormonal treatment was unnecessary as everything appeared to be fine.

During her medical journey, one doctor suggested that Khosi might have hirsutism, a condition primarily affecting women that leads to excessive hair growth in specific areas of the body. Although she had never heard of this condition before, it sounded serious to her, prompting her to experiment by shaving her hair.

Despite warnings from family members that shaving might worsen the condition, Khosi considered it worth trying, believing that the idea of hair growing back thicker after shaving was merely a myth.

She said because she works in a job requiring a presentable appearance, she initially resorted to weekly razor-shaving to manage her excessive hair growth. However, this seemed to have the counterproductive effect of making the hair grow more rapidly.

Khosi said the situation became much worse when she stopped hair removal treatment a year ago. Frustrated by her ongoing battle with excessive hair growth, she eventually decided to embrace herself and prioritize self-love.

She stopped shaving and emphasized that beauty can take various forms. Her defense is that the importance of self-acceptance is a fundamental aspect of self-care, building confidence and self-esteem. According to her, beauty comes in all shapes, sizes and forms.

Mr Hakainde Hichilema’s crave for validation is not only embarrassing but also a sign of extremely low self esteem and lack of political and intellectual exposure expected from a leader.

We say this in reference to a statement he made at Livingstone’s St Theresa Catholic Cathedral Parish to the effect that “…we are very ambitious, in two years we are already becoming a reference point in the US system”.

How can a leader be so taken away by such trivial things, such deliberate and blatant lies and flattery from another country or government? Why does Mr Hichilema have this backward notion or feeling that only US approval or acceptance can make him and his government a success they desire to be?

So not until the US recognises, affirms and accepts that their path or thinking is valuable and worthwhile, nothing moves or makes sense for Mr Hichilema. What a tragedy for Zambia? What a disaster and shame to modern day African leadership?

Why does Mr Hichilema see our country as an extension of US territory? It’s very clear that in his mind, Zambia is like a State of the US. No wonder he constantly seeks validation from the US to go about his business in running the country. Mr Hichilema and his league can dispute this summation of events but the writing is on the wall, and no objective and sensible person can fail to see that Mr Hichilema is a captured puppet leader by the US government.

And there is no doubt that after Mr Hichilema leaves office in 2026, the involvement and over reliance on foreign powers in the running of our country that will be unearthed will be so shocking and embarrassing. It will actually be a case study for scholars to create another body of knowledge to help them understand Mr Hichilema’s corrupt puppetry leadership in modern Africa.

The truth is, as things stand, we are already a laughing stock in the region and on the continent of Africa. Our over reliance on the Western imperialist world has soiled our once revered diplomatic credentials and made us look silly and ignorant in the eyes of countries who once looked up to us in many ways.

We have extensively traveled in the region and on the continent, and the questions everybody is asking are: what is happening to Zambia? What are you people doing to KK’s legacy? What do you think you’re doing to yourselves and others who have been ardent followers of the many positive strides Zambia has taken in the past decades?

The tactical isolation Zambia faces today from other countries in the region and the continent is so painful to watch and the fact remains that it is only going to get worse if Mr Hichilema’s puppetry is not addressed quickly.

This puppetry has gone too far. It needs to be corrected.

Former President in the video said PF will leave government with no money which they did and today they are the loudest saying there is no money in circulation.

We are grateful to God for revealing trunks of foreign currency and kwacha kept by individuals even their friends and relatives. Their cadres built mansions which they are today failing to explain the source of their income. While one of the officials openly said that his wife’s perfume costed more than rentals.

The former President was right that they were going to leave government without money because they even defaulted and failed to pay the huge debt. They inherited a good economy but handed over a collapsed one.

So where did they think the next government was going to start from, luckily we have a President with a vision who together with his team prioritized the economy so that it recovers for his government to have were to start from.

Within two years the economy is recovering and measures to mitigate the effect of the economy are put in place. Free education policy, created employment and this is ongoing while communities continue receiving increased CDF to resolve issues affecting their lives and the environment and also to invest in their constituencies.

While PF’s tag was ‘ ubomba mwibala alya mwibala ‘President Hakainde Hichilema has directed all resources to communities as owners.

Today after seing the economy improving investors coming back to invest ati ‘ Alebwelelapo ‘to come and eat mwibala again.

We thank God that we have a President that cannot be shaken and remains focused despite the hate and accusations.

We appreciate checks and balance from the opposition because that helps in National building but not the hate exhibited and the ongoing drama trying to provoke government so that next when they take action they say there is no democracy.

God we thank you for strengthening our President and guiding him to remain focused and deal with issues of cost of living.

As UPND we are proud of our President, Hakainde Hichilema, He has performed well and put Zambia back on the Map.

He has excellently represented mother Zambia on international forums and many are satisfied that Zambia is a country to invest and today the country is back in the Champion league.

Come 2024 trickle down effects of unlocking the economy will reach the citizens to whom we say thank you for your patience and love.

All the corperation, investment agreements , partnerships , pledges to support the govt , consistent funding of policies and the impact govt is doing to transform the country and support the wellbeing of zambians ,all will be misplaced if the high cost of living is not going to be addressed in the expected manageable order of time , because those who destroyed the nations economy are the ones who are misconstruing citizens by decieving them that it is difficult to recover in a short term frame work , such people are taking advantage of the people’s situation , using time and experience knowing that the majority voters are illiterate who dwelled on the positive campaign promises which are not translating into an easy way of life .There is opportunism on this matter which the UPND govt must not relent in addressing to reduce hunger among families .

We should stop saying even in other countries the cost of living is high , they have govts too to look into the plight of their people , zambians need help from their own govt . No one gets used to experiencing a hot fire ,the closer you get the more one gets burnt , hunger is the most critical part of the human existence , we eat in order to live ,without food life is always miserable , and every hope to change govt is determined on the excellence to mitigate the social impact which includes outlining policies which improve the welfare of people . In a country where 65%of the population lives below the poverty datam line , every govt must take serious precautions to attend to the living conditions of the people at whatever cost .

Such a country like zambia , subsidies are inevitable because of the negative impact on the majority zambians which is severe and changes the normal way of life , we know this country needs intellectual expositions in the line of strategic economic management recovery programs , the long term policies should not be priority because it may give birth to a national crisis . The nature of our country can not reinvent itself ignoring the usual prevalences , there are basic standard norms which all govts may do in order to allow the people experience an affordable life a . Taking notes that zambians must be productive and the culture of working hard must be employed in the nation , the mindset change require time ,but food is a requirement every day in the people’s lives .

The reality of things has the capacity to dishonor a good leadership based on the factors of the high cost of living and it’s effects , it is very possible for the human mind to change for a hostile and authoritarian regime as long as they are able to have an affordable life . The people are normally not concerned with the academia measures of any govt because they are just end beneficiaries in the political equation . The opposition can also take advantage of the situation by bringing citizens in the propaganda theories to change govt .

When long term policies begin to translate in most cases people think it is just a political game to appease the people because citizens are no longer interested in being patient , govt has acknowledged the high cost of living , for the large population which is in abject poverty the challenges are too huge for the day to feed their families and provide other right incentives which support human beings at these lowest positions of society life . Govt must come out very clear if this is the way life is going to be in Zambia , if there is a solution but for how long will the people follow these subjective terms and conditions ?.

Zambians love the UPND leadership for many other reasons and govt has been on firm grounds to support policies which directly impact in the lives of many zambians . These trends may be compromised by the situation which is making people fail to buy the food because it is not affordable . There is no food crisis in Zambia , commodities are very much available , but they are too expensive to buy and less people can afford . There is no political party that campaigns and tells people that after winning elections people should wait to experiences an affordable life .

People are tired of giving in and offering their time for more sacrifices , over fifty nine years generations after generation have all fallen prey to sacrifice , it is time that the UPND govt realised this is not what zambians expected to see and experience because of the similar chsllenges before , zambians are more accountable on their sacrifices ,which should remind the current leadership of the urgency and strategic time frame needed . The need to address the high cost of living is a compulsory challenge which is not easy but it must have an immediate and long term solution for people to experience relief now . This is the ECL we all know of , the chameleon styles of changing colours when the ground suits , someone who is unpredictable , whose character is not determined by what he says and does , his voice does not come from his mouth but through conduits , people he can use and it doesn’t matter whether or how much he manipulates them , but what is important for him is to achieve his aim . When we said the confusion in PF is as a cause of ECL spreading his wings as a former president as well as a PF party president , we were ridiculed not to use such assertive analysis which is always from his hidden concious to contest elections again , how has he managed to tame everyone apart from MILES SAMPA ? , The main reason is that all the PF stooges are not leaders , so ECL being former president he is the most prominent sellable figure in the PF structure with a lot of money to fund the party , so it is becoming the only way PF members think they can bounce back to power or use ECL as a political means to eat ECL’s wealth for the last time when he returns to active politics , it is not the most reasonable thing to do but a motive of desperation which is also another cause for vegeance attempts .

There are other important aspects related to this issue , I believe every party that is voted out from power always loses a link aspect of wisdom , especially in the skills and architect off our political dynasty . All the PF party leaders and members do not know that ECL is the one who made them lose elections in 2021 and no one can tell him the story because he is not surrounded by people of such personality , the PF party members don’t want to think so because ECL wants every PF member to support his return by wish or by power . The new desire to request the withdraw of his retirement letter sounds strange , recently ECL was telling journalists that those who think he will be available in 2026 should forget because he is not coming back to politics , ECL also did tell the nation about his new foundation which he considered to use and contribute to public service in his capacity as former president . We have analyzed ECL from the time he lost power , his been visiting churches he funded and manipulated before elections in 2021 , ECL is a very unpredictable person whose true personality is usable in the people that follow his dust .

No one will deny ECL to do what his surrogates are demanding of him , not forgetting whether a former president can withdraw his retirement notice from govt , the PF party leaders in the interim have been challenged in the courts of law as having abrogated the PF party constituition for any appointments done using leaders that are in the interim capacity , but that is what ECL wants , the party members have requested to go for a convention and choose a president ,it has not happened yet and ECL knows he does not need a populous test at the convention because he is still PF president , ECL will face resistance and challenge at the convention . It will be interesting in the history of this country to see ECL contest the presidency for the fourth time after having been sworn in office twice . A lot off issues concerning corruption with former PF leaders are in public domain , that includes members of the former first family ,wealth which has just been amassed after being in power for seven years , there is no official case where ECL is linked , but when you seen a fertile ground one can only tell from the good nature of the plant .

Welcome to the political ring again , in 2021 that election was a smackdown , let’s see what ECL has in strength without the belt . It is ECL in 2026 against the mighty UPND , this is another interesting Political binary in the history of politics . We need to understand what else is stopping ECL from taking a rest , Who is very sure that ECL wants to return to active politics because of the country and the zambian people ?, it is a known fact that PF members need ECL to protect them from loosing more properties to the govt , they need to eat from him . PRESIDENT HICHILEMA ANNOUNCES PROCUREMENT OF AMBULANCES, POLICE VEHICLES FOR 150 CONSTITUENCIES

Government is in the year 2024 set to buy 150 ambulances as well aspolice service vehicles for all the 150 constituencies across the country.

President Hakainde Hichilema made this announcement in Livingstone today during the Granite Jubilee celebrations of the Livingstone St Theresa Catholic Cathedral.

President Hichilema said the procurement will be supported by the enhanced Constituency Development Fund (CDF) to ease transportation in the health and security sectors.

President Hichilema said government understands the transport challenges rural health facilities face in transporting patients referred to high level hospitals for further treatment hence the move to procure an ambulance for each constituency.

He said the CDF has been further increased from 28.3 million kwacha to 30.6 million kwacha per constituency to support locally driven development initiatives.

The President has since directed that the church must be part of the CDF committees and share their development ideas.

“CDF is a tool to improve the livelihoods of the people, and that is why we now want various stakeholders such as the church to be part of the CDF committees”, he said.

He said the church is a key partner in development and therefore must be part of those driving development initiatives in local areas.

President Hichilema has since commended the Catholic Church for being a true development partner in the country’s health and education sectors.

“Government recognises the important role the Catholic Church has played since time in memorial in supporting the government’s development agenda through investment in education and health sectors,” he said.

President Hichilema has also commended the Catholic Church for promoting entrepreneurship skills among its members as it is key to economic growth.

He said people must do away with focus on consumption but be more productive by being entrepreneurs.

“Am impressed with the entrepreneurship activities of the church, and this is how it must be for all Zambians to embrace entrepreneurship and contribute to the growth of the economy, “he said.

The President has since pledged the government’s commitment to supporting churches with entrepreneurship activities to grow their enterprise.

Meanwhile, Livingstone Diocese Bishop Valentine Kalumba has hailed government for its continued fight against corruption.

Bishop Kalumba said the fight against corruption is in line with the Catholic Church’s teachings as it is a vice that erodes development.

The Bishop has since called for transparency in the awarding of contracts to contractors carrying out CDF works.

“Your Excellency I am sad to say there has been no transparency in awarding of CDF contracts as the issue of ‘ka something’, has still remained,” he explained.

He said the government means well to increase CDF but the impact of these funds to communities must be seen.

He said there was need for increased monitoring of various CDF projects.

The Bishop said the diocese’s 90 years of existence has supported the government’s development initiatives and will continue to do so.

Livingstone’s St Theresa Catholic Cathedral celebrated 90 years of existence since its inception in 1933.

President Hakainde Hichilema graced the Granite Jubilee and was accompanied by Minister of Tourism Rodney Sikumba, Minister of Technology and Science Felix Mutati, newly appointed Southern Province Minister Credo Najuwa, Secretary to the Cabinet and other senior government officials.

DR Congo’s nationality draft law seen as targeting Moïse Katumbi

A draft law meant to tighten rules on election candidacy in the Democratic Republic of Congo is being seen as a tool to ring-fence President Felix Tshisekedi’s second term ahead of scheduled elections in December.

The proposed law is among several pieces of legislation up for debate in the September session of the Congolese parliament, which often also discusses budgetary rules this time of the year.

The parliament is set to discuss the draft dubbed the “Tshiani Law”, after its author Noël Tshiani, a 65-year-old economist, who worked at the World Bank and ran for president in 2018.

One of the provisions of the Bill is that only Congolese born of a Congolese father and mother may be appointed to positions of sovereignty or as state officers, including president, prime minister, in the courts and tribunals, the ministries of finance, defence and security.

Majority MP Pitshou Nsingi Pululu, who is pushing the draft, said: “We want to lock around 250 posts that we consider to be part of our country’s sovereignty.”

The Bill was initially proposed in July 2021 but was not adopted. Its proposals follow a pattern seen in countries in Africa but most of which have locked out state officer positions from people who hold dual nationality, rather than singling out those of mixed parentage.

In Kenya, for example, a president, minister, soldier of the Kenya Defence Forces, MP, Member of County Assembly and ambassador cannot hold two passports. The president should be a Kenyan by birth, without specifying nationality of parents, while members of the judiciary and other independent commissions may be picked from the Commonwealth of nations, including the East African Community.

Yet, some people in the DR Congo believe that Tshiani’s and Pululu’s initiative is a strategy to keep Tshisekedi rivals such as Moïse Katumbi, who has mixed heritage, out of the presidential race.

President Tshisekedi had avoided commenting on the Bill until recently at a public function.

“I did not give my opinion so as not to get involved in the controversies that this law has aroused in the Congolese political class,” the Congolese leader said. “Tshiani is a Congolese — until proven otherwise — who has the right to think what he believes is good for his country. That is his right, we cannot put Tshiani on trial here because we are in a democracy where everyone has the right to express themselves.”

“I don’t think being born of a Congolese father and mother is a sufficient criterion for serving one’s country loyally, faithfully and appropriately. Because, even the most recent history of our country shows us that there have been Congolese whose fathers and mothers have participated in the ruin of this country, so it’s not a criterion, and those who think it is a criterion are free to argue.”

The “Tshian Bill” has been rejected by Congo’s opposition parties, and the Catholic clergy have described it as discriminatory.

Mr Katumbi, once an ally of President Tshisekedi, left the coalition a few months ago, fuelling suspicion the draft law targets him. He has announced that he will be a candidate in the presidential election due on December 20.

Registration of candidates closes on October 8.

Mr Katumbi, a wealthy businessman, is known most for his leadership of Congolese football club TP Mazembe based in Lubumbashi in the south of the country. His father had Greek and Italian roots, and was Jewish.

He served in Katanga Province as governor for eight years and backed Tshisekedi’s presidency.

In December 2022, he fell out with President Tshisekedi and left, declaring that “President Tshisekedi’s record is very bad and chaotic.”

“I gave advice internally, I proposed a list of tasks which was not considered,” he said on the day he quit and declared he would be a candidate in the presidential election.

A number of ministers from his camp also resigned from the government. They included the late Chérubin Okende, who was killed on July 13 in circumstances that remain unclear to date.

Tensions are running high between the Katumbi and Tshisekedi camps. Some people close to Katumbi also have cases pending in the courts.

Salomon Kalonda, a close adviser, is on trial before the military court in Kinshasa, accused of collusion with Rwandans in planning a coup.

An MP from the Katumbi camp, Mike Mukebay, is in prison for contempt of the head of state.

In 2018, 21 candidates applied for the presidency. According to the electoral law and the constitution, candidates must be of Congolese nationality by birth; be at least 30 years old; enjoy full civil and political rights; have a higher education or university degree or provide proof of at least five years’ professional experience in the political, administrative or socio-economic field; be eligible to vote or be identified and enrolled when submitting their candidacy.

The nomination paper must include the following items: A certificate of nationality; A valid extract from the criminal record; A photocopy of the voter’s card; A receipt for payment of the non-refundable application fee of 160,000,000 Congolese francs ($100,000) paid into the public treasury; A certified photocopy of the higher education or university diploma or certificate in lieu thereof or proof of at least five years’ professional experience in the political, administrative or socio-economic field.

British High Commissioner urges Zambians to support President Hichilema

In an address during this year’s Samu lya Moomba traditional ceremony, British High Commissioner to Zambia, Nicholas Woolley, called upon the people of Zambia to rally behind President Hakainde Hichilema and his administration in their endeavors to revitalize the nation’s economy, restore peace, and foster unity.

Mr. Woolley urged Zambians, particularly those in the political arena, to draw inspiration from the nation’s fight for independence and work towards the promotion of peace and unity within the country.

Mr. Woolley paid homage to the memory of those who had convened at this hallowed ground in their quest for democracy and freedoms, which, ironically, were denied to the very land by his forebears. He expressed his profound honor in representing the United Kingdom at such a pivotal event.

In a related development, Minister of Information and Media, who also serves as the Chief Government Spokesperson, Cornelius Mweetwa, commended the presence of 32 Chiefs from various regions of Zambia at the Samu lya Moomba ceremony. He hailed their attendance as a powerful symbol of national unity, acknowledging the crucial role Chiefs play in fostering harmony between the ruling government and opposition parties.

NGOCC Concerned Over 2024 Budget’s Gender Blindness and Constitution Review

In a recent statement, the Non Governmental Gender Organisation Coordinating Council (NGOCC) has expressed deep concern regarding the 2024 budget’s failure to allocate provisions for the critical constitution review process. NGOCC’s Executive Director, Anne Anamela, emphasized the significance of an expanded Bill of Rights for the protection of women and children’s rights, calling on the government to consider facilitating a standalone National Referendum before the 2026 elections.

Ms. Anamela’s remarks shed light on the urgency of addressing the long-standing issue of gender-blind budgets in the country. She pointed out that the 2024 budget, like its predecessors, does not adequately address the specific needs and concerns of women, men, girls, and boys. This lack of gender responsiveness has been a persistent problem, and she urged both the Ministry of Finance and National Planning and the legislature to rectify it.

“The women’s movement is deeply concerned that the 2024 budget, much like previous budgets, remains gender blind,” said Ms. Anamela. “It is essential that our national budgets are not only gender-responsive but also sensitive to the differentiated needs of all citizens. Gender should be a fundamental consideration in the budgeting process.”

One of the central concerns raised by NGOCC is the absence of provisions for the operationalization of the Gender Equity and Equality Act. Specifically, Ms. Anamela emphasized the need for establishing the Gender Commission, which is a constitutional imperative. The Gender Commission plays a pivotal role in promoting and ensuring gender equity and equality within the country.

“The Gender Equity and Equality Act is a landmark legislation aimed at addressing gender disparities and ensuring equal opportunities for all,” Ms. Anamela noted. “However, its effectiveness is hampered by the lack of funding for the establishment and functioning of the Gender Commission. This is a critical oversight that needs immediate attention.”

NGOCC’s call for a National Referendum to address the Bill of Rights and their demand for gender-responsive budgets and the operationalization of the Gender Equity and Equality Act have garnered support from various stakeholders, including civil society organizations, women’s rights advocates, and concerned citizens.

Dr. Jane Mwamba, a gender equality advocate, stated, “It is disheartening to see that the government has not allocated resources for the constitution review and the establishment of the Gender Commission. These are fundamental steps towards a more inclusive and equitable society.”

In response to NGOCC’s concerns, the Ministry of Finance and National Planning issued a statement acknowledging the importance of gender-responsive budgeting and the need to address the operationalization of the Gender Equity and Equality Act. Unlocking Economic Potential? Reflections on the Budget Speech Delivered by Hon Dr Situmbeko Musokotwane to the National Assembly

I quite liked the theme, unlocking economic potential, of the Budget Speech delivered by the Minister of Finance and National Planning, Hon Dr Situmbeko Musokotwane, to the National Assembly of Zambia on 29th September, 2023. It nicely set the framework for what to expect in following the delivery of the address. And, it also made a very good framework for analysing the contents of the budget speech.

Indeed, there is no doubting that Zambia has tremendous economic potential which needs to be unlocked. In terms of arable land, by some accounts, Zambia has 42 million hectares, of which only 1.5 million hectares (less than 4%) are cultivated every year. There are sources which claim that Zambia holds 40% of fresh water of the SADC region, but most of farming done in the country continues to depend on rains with the potential adverse impact of climate change. Zambia possesses one of the world’s highest-grade deposits of copper and is Africa’s second largest producer of the metal, and the world’s seventh. There are projections to almost quadruple production volumes to 3 million tons in the next 6 years. Zambia’s potential in manufacturing continues to hold tremendous opportunities, especially for adding value to most of the products that are traded in raw form. Zambia is also home to rich natural and biological diversity to provide a strong base for tourism, in addition to being blessed with the mighty Mosi-o-Tunya.

Zambia is known to possess a demographic dividend, which if harnessed could drive its transformation into an industrialised economy. With digital devices in the hands of the youth and them being adept at use of applications, Zambia’s demographic dividend could easily be harnessed to propel it into the 4th industrial revolution. Zambia also has significantly more hydro-power generation potential than it currently utilises.

Let us consider how economic potential in each of the above opportunities is proposed to be unlocked in the 2024 budget. Stating with farming, unlocking potential would have been addressing the issue of how to double, then quadruple the production of say maize in the country. The farmer input support programme (FISP) is nothing but a kind of social cash transfer in its current form. Testament to this would be in the fact that despite the erratic and delayed distribution of inputs at the beginning of the 2022/23 season, yet 3.2 million metric tonnes of maize are projected to be harvested. This budget missed an opportunity to put policy measures in place to get better utilisation of the more than $400 million being pushed into FISP, as has always been the case. The sort of detail and focus that has been put in the animal sub-sector is what was needed in the crop sub-sector as well.

Farm blocks are an old Zambian story, whose potential has remained untapped, primarily due to bureaucratic bottlenecks and inability to attract anchor tenants. Not sure whether the measures being proposed will address these challenges. While with regard to irrigation, the many dams which will be constructed may not see much utilisation without matching measures of incentives in irrigation equipment.

What is curious with mining is how not much attention is given to its impact, both adverse and favourable, on the economy. Take for instance the fact that the economy is projected to grow in 2023 (2.7%) at almost half the rate of growth in 2022 (5.2%), with the slow down attributed to just one sector. This demonstrates the vulnerability of the Zambian economy to the mining sector. And given that there is the desire to increase copper production to 3 million tons by 2030, a nominal increase of more than 360,000 per annum from the current production levels, this vulnerability is only bound to get worse. Yet nothing in the budget speech gave one the impression that measures are being put in place to mitigate this, let alone that the economy was bracing itself for consequences of the quantum increase in copper production.

It certainly did not sound like any compelling policy framework was being proposed for ensuring more value-addition is done in-country. And the complete lack of mention of investment or rehabilitation of the railway system was enough to underscore the lack of seriousness in the unlocking economic potential due to the increased copper production. The envisaged additional production of copper if all exported on the roads will put incredible strain on this infrastructure. It is indeed yet a more curious measure that import duty has been removed on rolling stock, but no attention given to the track on which the wagons or locomotives will need to move. So much for an export-led economy.

For manufacturing to be effective in unlocking economic potential, it should be tied to value-chains, whether locally or at the global level. The multiplicity of value-adding activities in the country would generate significant economic activities to absorb many youths into gainful employment. It is difficult to pick out such policy measures that would catapult manufacturing to higher levels. Multi-facility economic zones, while providing incentives for location of business activities, also introduce playing fields which are not level in the economy. A new company producing a drink in the MFEZ with the applicable incentives is able to land it on the market at a much lower cost than the already established players in old industrial zones. Policy measure need to be put in place to address such imbalances.

But, for manufacturing to be effective and have a significant impact on the economy, it should be linked to sources of raw materials, whether these are in form of mining products or agricultural produce. Cluster configurations would be far more effective than MFEZs so that incentives can be provided in ring-fenced catchment areas of production of raw materials and value-addition activities extending to warehousing, logistics and transportation. It is debatable whether the local content allowance is enough an incentive to drive the desired outcome. Also, not sure what the experience on the ground is with regard to tax concessions for businesses established in rural areas. However, curious why the measures applied to cotton could not have been applied to more value chains. The rural electrification authority’s activities can then be linked to such productive centres that are removed from the line of rail.

Many a young entrepreneur would like to venture into some value-adding enterprise, but are constrained by resources, such as access to affordable finance. It is hard to believe that Citizens’ Economic Empowerment Commission (CEEC), and other empowerment funds, are the solution to this. Not only are the funds inadequate to make meaningful impact, but their administration and management leave a lot to be desired. The expectation here was that the Minister and his team would have come up with better solutions than these that have been proven not to be effective over many years.
The unlocking of tourism potential would have to be seen beyond the K770 million allocated to the sector, but in tandem with the upgrading and rehabilitation of airport infrastructure around the country, including access roads. The question is whether there is a link between this infrastructure development and desired tourism growth. The key for increased tourism activity in the country would lie in effective marketing of the tourism potential. Not sure how much of the less than $40 million earmarked for the sector would be set aside for marketing, and if that will even be anywhere near enough to have the desired impact.

The other sector where the unlocking of economic potential does not seem to come though is in education. Commendable that so much resources are being applied for universal primary education coverage and hundreds of secondary schools are being proposed to be built. But then there is only a paltry sum going into TEVET institutions. So, what is meant to happen to all the learners post-secondary school? We keep missing the tremendous opportunity in the youth dividend of the country.

The TEVET institutions should be re-tooled for the digital economy, and for clean and green energy technologies. So, K70m for TEVET equipment really cannot even start to address what is needed to unlock the potential in the youth. Granted there are empowerment funds, including for the youth, but there is enough experience around to show that those are never effectively and impactfully applied.
On the social front, while the Honourable Minister proudly presented how the 2023 budget performance was coming in below target for the fiscal deficit, one cannot help but think that that is a lost opportunity here in terms of cushioning the high cost of living in the country. It is what most economies, including developed ones, would do for their people. While on paper the lower number for budget deficit is to be congratulated, this has only been achieved at the expense of cushioning the high prices of fuel and maize meal to consumers. The government would have been wiser to meet the fiscal deficit target, and at the same time provide some needed relief to the citizens.

In conclusion, while the Minister set out to demonstrate policy frameworks, resources, and incentives for unlocking economic potential for the country, it is being argued here that the demonstrated provision of the resources and incentives may not be aligned to what is required for unlocking the economic potential, and indeed that in some cases the same may be wholly inadequate.
Finally, even without going into the detail of what constitutes unlocking economic potential as done above, one cannot help but feel like one has heard this sort of budget before. Indeed, economies are notoriously path-dependant, incrementally only adding on to where they have been before. Therefore, this budget speech sounded very much like one of those that Hon Felix Mutati would have presented in the previous regime, with all the premises of a home-grown economic rescue package, condoms, and all.

NEW KASAMA MOTHER ARRESTED FOR LOCKING UP HER CHILD FOR TWO YEARS

IN what is believed to be a ritual case, a mother from New Kasama in Lusaka has been arrested for locking her 16-year-old in a room for two years.

For most mothers out there, no matter what, no matter when, no matter where, they always want to see the best of their children but for Ruth Kabwita, aged 40, it has been the opposite case for her biological child.

As the Buddha says, there are three things that cannot be long hidden: the sun, the moon and the truth. It was on Thursday afternoon between 12:00 and 16:00 when Ruth’s 16-year-old child was saved by neighbours after her 11-year-old sister ran outside and yelled for help.

According to deputy spokesperson for Zambia Police Danny Mwale, the suspect was later arrested and charged with assault resulting in actual bodily harm.

“It is alleged that the child was kept in confinement for almost two years by her biological mother in a house where she was being abused. She endured beatings and slaps.” Mr. Mwale said.

After the suspect was apprehended and taken to Chilenje Police Station, the child was then taken to a location where she would be safe.

The suspect is thought to have lied to her neighbours, telling them that her 16-year-old daughter had been taken to live with her father in Chiengi while she was still a resident of the home for two years, but her 11-year-old child spilled the beans.

Upon being rescued by the neighbours and passersby who ganged up and went into the house, they were surprised by what they saw after lifting the 16-year-old child, who they discovered was very weak and could not barely open her mouth to speak.

The victim appeared weak and had sores all over her body in a video that was recorded by neighbours. She also had bruises all over her body. On the other hand, she had charms around her waist and other charms were found in the room.

The SADC Electoral Observation Mission- SEOM- in the Kingdom of Eswatini has described the 29th September 2023 general elections in that country as peaceful.

This is contained in a summary statement of key findings released by the Head of the SEOM ENOCH KAVINDELE obtained by ZNBC News in Lusaka.

Mr. KAVINDELE, who is also a Former Vice President, said the preliminary report is in accordance with the general view of the diverse range of stakeholders consulted.

He said the objective of SEOM is to support member states to make improvements that enhance the quality of electoral systems.

SEOM has commended the Kingdom of Eswatini for maintaining a peaceful political environment during the Pre-election and on the voting day.

Mr. KAVINDELE however said the mission will release its final report after validation and proclamation of final results.

Mr. KAVINDELE was appointed Head of SEOM by President HAKAINDE HICHILEMA in his capacity as chairperson of the SADC Organ on Politics, Defence and Security Cooperation.

Elections in Burkina Faso ‘not a priority’- Cap Ibrahim Traore

Elections in Burkina Faso are “not a priority” compared to “security”, the country’s military leader Captain Ibrahim Traore said Friday on state TV, almost a year to the day after coming to power in a coup.

Traore, who had promised a return to democracy with presidential elections by July 2024, also announced planned changes to the constitution to make it more representative of the “masses”.

“It’s not a priority, I’ll tell you that clearly, it’s security that’s the priority in a country plagued by militia violence,” he told reporters, referring to elections.

“Even so, the goal was still to organise a ballot,” he said, without specifying a date.

“There won’t be an election that is only concentrated in Ouagadougou and Bobo-Dioulasso and other nearby towns,” he said, referring to two cities that have largely been spared frequent militia attacks.

“It has to be that all Burkinabe people choose their president.”

At 34, Traore was the world’s youngest leader when he was sworn in as interim president, vowing to win back territory and support a transition leading to elections in July 2024.

Traore on Friday went on to say he was planning a “partial change” to the country’s constitution, saying the present text reflected “the opinion of a handful of enlightened people”, to the detriment of the “popular masses”.

“The current texts don’t allow us to be able to evolve peacefully,” he said.

Several thousand people demonstrated on Friday in Ouagadougou and other cities in support of the military regime, calling for the adoption of a new constitution.

When Traore seized power, he gave himself “two to three months” to improve security in Burkina Faso, but one year on, militia violence still blights the nation.

At the time, he cited the country’s spiralling security situation as justification for the putsch.

Since then, the regime has focused on responding to attacks by affiliates of Al Qaeda and the Islamic State group and has undertaken a massive recruitment drive for the Volunteers for the Defence of the Fatherland (VDP), a civilian force that supports the military.

“However, despite hopes that Traore’s efforts to regain territory and improve security would yield results, the situation has deteriorated considerably”, said Lassina Diarra, a specialist on security in the Sahel.

More than 17,000 people have died in attacks since 2015 — more than 6,000 of them just this year, according to a count by NGO monitor the Armed Conflict Location and Event Data Project (Acled).

Still, the government claimed at the end of last month that more than 190,000 people had returned to their homes after it chased insurgents from the areas, and regime supporters welcome what they call strong decisions by Traore.

“We are at war,” Traore said Friday, blaming “certain actors” for refusing to sell the army equipment.

“Most of our equipment is Russian,” he added, and there is “not much” French equipment.

Under Traore, relations with France broke down, with French forces that had been helping the Burkinabe army leaving the country at the junta’s request in February.

Burkina has since moved closer to Russia and formed an alliance with neighbouring Mali and Niger, two countries also led by military regimes.

Concerns about the erosion of personal freedoms in the country have recently been raised, and some have condemned alleged abuses by the VDP or armed forces.

French media outlets RFI, France 24 and Jeune Afrique have been suspended in the country, and correspondents from newspapers Liberation and Le Monde have been expelled in the last 12 months.

Traore on Friday said that “individual freedoms must not take precedence over collective freedoms”.

Authorities announced on Thursday that four officers had been detained a day after the military government said it had thwarted a coup attempt.

The junta said late Wednesday that the intelligence and security services had foiled the attempt the previous day.

Asked about the attempted coup, Traore alluded to “manipulated individuals” and insisted there was “no malaise” in the army.

Chamisa Stuck In Past, SADC and ZANU PF Are Now In Future- Mnangagwa

Emmerson Mnangagwa has celebrated while hinting that he has everything under control at SADC. Speaking at a party meeting at the weekend, Mnangagwa said his opponent Nelson Chamisa’s call for a re-run is a pipe dream. Zimbabwe and the region( SADC) are moving into the future, he said.

His comments come at a time when SADC election observer mission head, Nevers Mumba refused to reverse his election-rigging/genocide triggering video statement supporting Mnangagwa and Uebert Angel over the continentwide goldmafia funded election-rigging that has destroyed the economies of several African countries since 1992 (Kenya).

His comments also come at a time when it was revealed that Mumba has been his ally since 1996, and as late as Sept 2023, has been collaborating with the disgraced ambassador and ‘prophet’ Uebert Angel.

This following is a history of Nevers Mumba, with a focus on his interactions with Emmerson Mnangagwa. 2004 – Demotion and Regret:
Both Mumba and Mnangagwa faced demotion in their respective countries for perceived ambition and rebellion. Zambia’s Levy Mwanawasa, who initially appointed Mumba, reportedly regretted his decision, believing there were more deserving party comrades.

2009 – Mwanawasa’s Assassination:
Mumba’s return to government was a result of the suspected assassination of his rival, Mwanawasa (Mnangagwa accused of orchestarating it). This event marked a significant turning point in their political careers.

2014 – Bouncing Back:
In 2014, Mumba reentered presidential politics and formed alliances with more capable individuals, while Mnangagwa was promoted to Vice Presidency.

In August 2023, Nevers Mumba’s refusal to retract a video statement claiming sanctions on Zimbabwe raised concerns. This statement potentially endangered his appointer and the entire SADC mission to Zimbabwe’s elections. The video potentially neutralises the soncalled damning SADC report on Zimbabwe’s 2023 elections.

Analysis: The recurring pattern of ambition and rebellion in both Nevers Mumba and Emmerson Mnangagwa’s political careers is evident from childhood to 2023. This behaviour has led to demotions, dismissals, and controversies.

The 2023 incident involving Mumba’s SADC report on Zimbabwe has sparked controversy. While Zambians believe the report is damning, some argue that it is defective and primarily serves Mumba’s interests. Dr. Brilliant Pongo suggests that the findings are not as damning as portrayed and that Mnangagwa’s dramatic reaction has amplified the perception of the report’s severity.

2024 Budget Introduces Key Housekeeping Measures

The 2024 budget brings forward a series of housekeeping measures aimed at streamlining fiscal operations and enhancing compliance across various sectors. These measures, outlined below, are designed to ensure the efficient collection of Mineral Royalty and the modernization of fiscal devices:

1. Appointment of Mineral Royalty Withholding Agents

One of the noteworthy measures in the 2024 budget is the provision for the appointment of Mineral Royalty Withholding Agents. This initiative aims to introduce a specific provision under the Mines and Minerals Development Act, granting authority to the Commissioner General to designate agents responsible for the collection of Mineral Royalty. This complements the existing appointments of Mineral Royalty Agents under the Income Tax Act, which pertain to agents for tax payment purposes. The primary goal is to enhance compliance with Mineral Royalty payments, particularly within artisanal and small-scale mining operations.

2. Transition from Electronic Fiscal Devices (EFDs) to Electronic Invoicing Systems (EIS)

Mnangagwa shrugs off Chamisa

Zanu-PF, which got a fresh mandate in the August 23-24 elections, will not entertain “any talk of a rerun, a Government of National Unity, or the so-called Transitional Authority”, as this “is a pipedream that will never ever happen”, President Mnangagwa has said.

Addressing the 119th Ordinary Session of the Zanu-PF Central Committee at the ruling party’s headquarters in Harare yesterday, President Mnangagwa said those in opposition must respect the will of the people expressed through the polls.

He said there was no constitutional basis for an election rerun.

The Government, he said, was now focused on implementing programmes and policies that were geared at improving the lives of Zimbabweans.

“The people have granted our revolutionary mass party, Zanu-PF, yet another mandate to govern our great motherland, Zimbabwe. This is the reality that the leaders of the opposition, their supporters and their handlers must face,” he said.

“Entertaining any talk of a rerun, a so-called Government of National Unity, or Transitional Authority is a pipe dream that will never ever happen.

“They must wake up from these delusions. The people of our great motherland have spoken; the collective voices must be respected.

“Democracy and constitutionalism reign supreme in our country.”

Zanu-PF’s success in the elections, said the President, was as a result of unity of purpose, consistency and hard work, as well as people-centred polices, programmes and projects.

“Informed by our message and demonstration of unity, love and harmony, we delivered a free, fair, peaceful, transparent and credible election.

“Together as a united people, we shamed our detractors who had wished for division, violence and even bloodshed in our country,” he said.

President Mnangagwa said “the thunderous defeat of puppet political parties” represented a rejection of neo-colonialism and “subjugation by our detractors”.

“We strongly condemn the opposition who are rejecting constitutionalism and democracy in our country by disregarding our laws, institutions and processes.

“Zimbabwe, under Zanu-PF, will never be a banana republic, ‘a free for all’.”

The ruling party is now focused on preparations of the 20th National People’s Conference, which is expected to reflect on the policies, programmes and projects that must be accelerated to improve the quality of life of Zimbabweans.

The Second Republic, the President added, had scored remarkable developmental achievements in various sectors of the economy.

He urged the party to mobilise and actively participate in the rural industrialisation programme.

Food security at household and national levels, he said, had been sustained through interventions such as the Pfumvudza/Intwasa and the Presidential Borehole Drilling Programme.

President Mnangagwa said the mining and transport sectors also continue to register significant growth.

The Government now intends to prioritise and scale up the provision of accessible and affordable social services such as quality healthcare, education, clean water and sanitation, decent housing and waste management.

Outstanding infrastructure development projects will be “quickly completed” and new projects will be rolled out in all provinces.

“I am aware that the state of some road networks in the various provinces need attention. These will be attended to,” he said.

He called on members of the Central Committee, as the highest decision-making body of the party outside Congress, to nurture a culture of open, frank, objective and factual discussions to enhance operational efficiency and effectiveness.

“Party business, policies, programmes and activities must be undertaken with the big-picture and long-term projections in mind, beyond Vision 2030.

“Informed by the lessons and experiences of the last five years, it is important that we drive continuity of the people-centred development revolution.”

Party supporters, he added, must be mobilised towards taking ownership of national development.

“Government is a product of the party. As such, we should continue to guide Government as it implements our party policies and programmes for the betterment of livelihoods of all Zimbabweans.

“The Central Committee should provide the requisite strategic leadership,” he said.

“We expect you, as the highest decision-making body outside Congress, to give direction and superintend over the achievement of the set national development aspirations and targets.

“More must be done in areas of under-performance to accelerate equalised development and a shared prosperous future across all communities.”

The party and its Central Committee must always listen to the people and address their needs, said the President.

“Zanu-PF remains the only party implementing sound policies to transform, modernise and industrialise our country for the benefit of all our people, leaving no one and no place behind.”

While visiting Gabriel Banda, the Socialist Party (SP) national youth secretary who remains detained “unfairly” at Kanakantapa Police Post in Chongwe, party president Dr Fred M’membe slammed government over using police officers as a political tool.

In trying to understand why the youthful leader was moved from Chelstone Police Station to the one in question, Dr M’membe said the alleged offense was committed in the Lusaka District and not Chongwe.

The opposition leader lamented that Mr Banda was driven in the middle of the night at very high speed, with guns firing throughout.

He added that if the former UNZASU president had high blood pressure, he would have gotten stroke.

“What was the purpose of all that? To torture him? Mentally, psychologically? To scare him? That is what we can assume. Is that the way to police? Is that the way for the police to control crime? Wherever the police has been used as a political tool, the outcome has been disastrous,” he said.

“The colonial masters tried to use the police as a political tool, they failed, they didn’t succeed. Successive Zambian governments have tried it, none of them has succeeded. The police is not a good political tool to use to control politics, or to get a favorable political outcome.”

Dr M’membe implored government to let the police fight legitimate or genuine crime.

“When they start going to young people like Gabriel, then you know they have got a bigger problem in their hands. Because all over the world, it is young people who are quick to rise against unjust conditions that exist. They are the ones that bring the changes that we see in the world,” he said.

“If somebody is not revolutionary as a young person it will be very difficult for them to be revolutionaries in old age. Gabriel is a leader. He is a former UNZASU president, he was elected president, by other young people. He is the general secretary of our youth league, again elected by young people.”

The SP President said Mr Banda is an unstoppable leader.

“He is a leader of his comrades, he is a leader of our party, he is a leader of our country. No matter what type of intimidation, no matter what type of harassment which they want to subject him to, they will not succeed. They are actually just hardening them. They are hardening these young people. They are making them more rebellious, they are making them more revolutionary than they want. They should not be allowed to be given another five years in 2026, they will destroy this country,” he said.

“They are negating anything that this country stood for. We were hoping for more, better respect for human rights, for the freedom of speech, freedom of expression, freedom of assembly, freedom of association, we are not seeing that. What we are seeing is an increase in violation of human rights. We are seeing more and more people detained in police cells for more than 24 hours, which is an illegality. That must be challenged before the courts of law. They have gotten away with it with impunity, it can’t continue.”

Meanwhile, the opposition leader stressed the need for people to start taking legal action against unjustified detention beyond 24 hours.

“They have detained Gabriel here from Thursday, unjustifiable. They could have given him police bond; they have denied him police bond. They could have taken him to court on Friday, hey didn’t want to take him to court,” he said.

“The charges that they have put against him are very frivolous, they know themselves. Again, it’s a case of abuse of power. It is simply abuse of power. If this is not tyranny, what is it? If that is not repression, what is it? If this is not violation of human rights, what is it?”

Is former President Edgar Lungu engaged in “active politics”?

In #Zambia, the law that governs the political conduct of a former president is the Benefits of Former Presidents Act as amended by the Benefits of Former Presidents (Amendment) Act Number 21 of October 1998.

It states that “a former President shall, upon ceasing to hold office, be entitled to:

(a) a tax-free monthly pension at the rate of eighty per cent of the incumbent president’s emoluments;

(b) the benefits set out in Schedule of this Act; all of which shall be a charge on the general revenues of the Republic.”

The benefits appearing in the stated Schedule are:

  1. An office
  2. One personal secretary
  3. Three security persons.
  4. Three cars, with free maintenance, and petrol entitlement to the extent determined by the Cabinet, but only one car for the surviving spouse.
  5. Three drivers, but only one for the surviving spouse.
  6. One Administrative Assistant, who shall be at the level of Deputy Permanent Secretary.
  7. Three house employees, which number may be increased by Cabinet.
  8. A diplomatic passport for the former President and his spouse.
  9. A furnished house built or bought in Zambia by the State at a place of the former President’s choice and ownership of the house shall be transferred to him.
  10. Medical insurance for the former President and his spouse.
  11. In each year, one return air ticket for the former President and one for his spouse.
  12. Funeral Expenses on his death.

In addition to these outlined benefits, the Act further states in section 4 (a) that “there shall be:

(a) assigned to a former President, within a period of not more than two years from the date of ceasing to hold office, a furnished executive house built or bought in Zambia by the State at a place of the former President’s choice;

(b) provided to a former President immediately upon ceasing to hold office housing accommodation as the government considers fit before the house referred to in paragraph (a) is assigned to the former President; and

(c) provided by the State to a former President within a period of not more than six months from the date of ceasing to hold office, three drivers, three motor vehicles with free maintenance and entitlement to fuel to the extent determined by the Cabinet.”

The Act also provides for the circumstances when these benefits are not payable to a former President. Section 5 (1) states that

“The pension and other benefits conferred by this Act shall not be paid, assigned or provided to a former President who is —

(a) in receipt of a salary from the Government; or

(b) engaged in active politics.”

The Act, in section 2, defines “active politics” to mean —

“(a) the doing of any act indicating a person’s intention to hold elective or appointive office;
or
(b) the holding of elective or appointive office;

in a political party or in an organization whose main aim is the furtherance of political objectives”.

It is my informed opinion that none of these two circumstances apply to former President Edgar Lungu for two reasons.

The first is that Lungu has not publicly communicated any intention to hold elective or appointive office. Since the Act does not provide for the meaning of intention, the ordinary interpretation of the word would suffice. According to the Oxford Learner’s Dictionary, intention is “what you intend or plan to do”. The Cambridge Dictionary similarly defines intention as “something that you want and plan to do.” Since Lungu has not publicly said he plans to stand for elective office, the only act that would conclusively indicate his intention to hold elective office is the filing of nomination papers in readiness for contesting an election. Until he does this, if at all he will, Lungu has not engaged in “active politics” as defined in section 2 (a) of the Act. It is important to mention that this law does not provide for speculation or mind reading.

The second reason is that Lungu is currently not holding elective or appointive office. Two weeks after he lost the 2021 election, Lungu wrote a letter to the Secretary to Cabinet, informing the government that he had resigned as president of the Patriotic Front (PF) and retired from active politics. The Government formally acknowledged receipt of this communication and, as per the law, started disbursing the benefits that were due to him as a former President. That Lungu has retired from active politics and the government accepted his decision is and remains the official position. I repeat: the official position is what Lungu has communicated. Anything else, said by third parties, is inconsequential.

Supporters of the government have argued that records held at the Registrar of Societies still bear Lungu’s name as PF president. They have since challenged the former President to have his name removed from the list of office bearers, as failure to do so might be considered as evidence that he is engaged in “active politics” as defined in section 2 (b) of the Act. This reasoning is defective because it ignores the fact that Lungu formally resigned as PF president and communicated his decision to the party’s National Chairperson in August 2021. The continued appearance of his name on the list of office bearers – only because the PF is yet to choose his successor – does not change this fact and is a matter that is best left to the PF and the Registrar of Societies to resolve.

If the former ruling party has not given the Registrar of Societies an updated list of office bearers since his resignation, this is not his fault. It is the responsibility of the PF – specifically the Secretary General or their deputy – to clean the party’s records, including ensuring that Lungu’s name is removed from the list of office bearers. By quitting both the PF presidency and active politics, Lungu is no longer an official or member of the party. As a result, he has no say in its internal operations and cannot communicate with the Registrar of Societies in any capacity.

In short, Lungu has not violated the provisions of the law which provides for the circumstances under which he can lose his benefits. In saying all this, it is not me supporting Lungu; it is the law. My position on this subject will not change even if we took out Lungu and put Hakainde Hichilema – or indeed any other former president – in his (Lungu’s) position, provided the circumstances and the law remained the same.

If anything, it is the government that has violated the law that provides for Lungu’s benefits. In August, the former President formally requested the government to procure him a return air ticket to South Africa. The government declined his request without explaining why. This action violated the provisions of the Benefits of Former Presidents Act that confers on Lungu the right to receive, on an annual basis, one return air ticket from the government to a destination of his choice. It also constitutes a breach of very basic principles of the rule of law, which guarantees him the right to be given adequate reasons whenever his legal rights are taken away. Furthermore, legal rights cannot be withdrawn without due process, which obliges the government to consult and give Lungu an opportunity to make representations before deciding to remove them.

Of worrying concern is that the government’s demonstrated disrespect for Lungu’s benefits appears not to be an isolated incident but part of a growing trend of disregarding his rights including those that are given to him by the Constitution of Zambia. For example, on 9 September this year, the former President went to the Copperbelt to attend an interdenominational church service to which he was invited. After the initial attempt to prevent him from traveling for the occasion failed, the police stormed the venue, dispersed everyone, and arrested the man of God who organised the service for “conduct likely to cause breach of public peace”! Here, we see the violation of Lungu’s constitutional right to meet, speak (since people meet to talk), and associate with other people.

Another violation of Lungu’s rights – this time the right to freedom of movement – occurred on 16 September. When the former President wanted to travel to South Korea to attend an all-expenses-paid peace conference, the government prevented him from boarding the aircraft and had his baggage offloaded. No official reason was provided for this action.

On several occasions, Lungu has also been scolded by government officials for merely exercising his freedom of expression. More recently, the police warned Lungu, who conducts workouts during weekends, against jogging in public. The police spokesperson described the former President’s weekly runs, during which he is sometimes joined by a few enthusiasts, as ‘political activism’ and told him to seek officials’ approval for future jogging exercises.

I appeal to the government to stop the continued violation of Lungu’s rights, such as those conferred on him by the Benefits of Former Presidents Act and the rights to peaceful assembly, free speech, to associate with whomsoever he chooses, to move freely including leaving and returning to Zambia , and to equality before the law. I do not have to like Lungu to defend his legal and constitutional rights. The point is that the government has no known justifiable reason for violating his rights. Lungu has not been arrested and charged with any criminal offence nor convicted by any court of law – factors that could have a bearing on the enjoyment of his rights.

I know what it means to be on the receiving end of human rights violations. This partly explains why I am opposed to the violation of any person’s rights, including former President Lungu’s. Let there be no doubt: Lungu did a lot of damage to Zambia’s democracy. He disregarded the human rights of other people. It is much easier to ignore the continued violations of his rights than to defend them. But we will not be different from him if we keep quiet when his rights are being violated.

We must be very careful that we do not look away simply because those on the receiving end of injustice today were our tormentors yesterday. In dealing with such people, we should never violate or ignore the violation of their rights. Let there be fairness and justice and respect for one another’s dignity. After all, the rule of law demands that everyone’s human rights (including the rights of yesteryear’s oppressors) be respected. We betray both our conscience and duty of care to each other the moment we choose, for whatever reason, whose human rights to defend and whose to disregard.

Rising fuel costs are causing a vicious cycle of economic and social turmoil. Everyday life has become an uphill battle for ordinary Zambians, as the cost of transportation and basic goods skyrockets, pushing inflation rates to alarming heights.

It is clear that when fuel prices climb, people find themselves with less disposable income to allocate to other essential goods and services. The consequence of this financial strain is evident in reduced consumer spending, which not only impacts individual households but also casts a shadow over businesses and the broader economy, hindering growth.

Businesses are feeling the Heat in this step.Enterprises that heavily rely on transportation, such as logistics and delivery companies, are clashing with amplified operating costs. Yesterday while leaving the Lusaka Margistrate Court, the sixth former Republican President Dr. Edgar Chagwa Lungu left people awful and confused when he mimmicked the popular song making headlines and danced to it’s tune. The gesture of Dr. Lungu has culminated into a public debate making headlines on Social Media platforms and outside Zambia.

Interestingly, the Nalitumpa rythim has even overshadowed the National Budget presented by the Minister of Finance yesterday. Instead of discussing the National Budget, the general public and media houses are obsssessed into making some analysis about Nalitumpa Ine song. As an Organization responsible of the moral values of Zambia, we are prompted to helping in putting meaning in the song that has gone viral.

Often Dr. Lungu is belittled and spoken off disrespectfully and non of the Church Leaders have defended him apart from the politicians from the opposition parties.

Recently the Paramount Chief Mpezeni of the Ngoni speaking people took it upon himself with other traditional leaders from Eastern Province and approached President Hakainde Hichilema at Community House. Chief Mpezeni never missed his words by cautioning and admonishing the sitting Head of State to work hand in hand with his predecessor. He empathized the need for National Unity and that the two needed to set a fine example for everyone.

Undoubtedly, President Lungu’s Nalitumpa Ine expression was a direct response to President Hichilema’s remarks of Kutumpoko, words that have become a household phrase of late. Rather than taking offense for being called Stupid by his predecessor, Dr. Lungu accepted to be insulted and was assuring his successor about his willingness to be humiliated.

We therefore found it unfair putting a blame on President Edgar Lungu for echoing the chorus of the Nalitumpa Ine song. In some tribes, it is an acceptable way of responding to someone using idioms, adages and proverbs. It can only take someone with wisdom and discretion comprehending what someone is trying to communicate.

It is unacceptable and uncultural for President Hakainde Hichilema addressing the former Head of State as a Stupid person. As an Organization promoting National Values and Principles, we wish to condemn the usage of sarcastic, derogatory and vulgar language in our communication with others.

Sister of Tupac reacts to murder charges

The indictment of a former gang leader for the 1996 murder of Tupac Shakur is described as a “pivotal moment” by the late rapper’s sister.

Tupac Shakur, the celebrated hip-hop icon from New York, was shot four times at the age of 25 in a drive-by shooting in Las Vegas.

On Friday, a grand jury in Nevada charged 60-year-old Duane “Keffe D” Davis with one count of murder with a deadly weapon.

Sekyiwa Shakur remarked that “today marks a victory,” but she also stated that she would withhold judgment until the legal proceedings were concluded.

“It’s important to me that the world, the country, the justice system, and our people acknowledge the gravity of the passing of this man, my brother, my mother’s son, my father’s son,” she posted on Instagram.

“There have been multiple hands involved and there remains so much surrounding the life and death of my brother Tupac and our Shakur family overall. We are seeking real justice, on all fronts,” she continued.

Mopreme Shakur, Shakur’s step-brother, said the charging of Mr Davis was bittersweet.

“We have been through decades of pain,” he told CNN. “They have known about this guy, who been running his mouth, for years.

“So why now? For us, this is not over. We want to know why, and if there were any accomplices.”

Police say Mr Davis planned the deadly shooting after his nephew was involved in a fight with Shakur in a casino.

Mr Davis was arrested near his Las Vegas home early on Friday, and will appear in court within days. Las Vegas police (LVMPD) have shared his mugshot.

In court, prosecutor Marc DiaGiacomo described Mr Davis – a former leader of the South Side Compton Crips street gang – as the “on-ground, on-site commander” who “ordered the death” of Shakur.

At a news conference later on Friday, police officer Jason Johansson said it became obvious very quickly that this was a gang-related crime, and the case had been reviewed multiple times.

But it was not until 2018, when new information came to light, that the case was “reinvigorated”.

Mr Johansson also mentioned Mr Davis’s “own admissions” to media outlets that he was in the vehicle where the shots were fired from.

Shakur was shot in Las Vegas on 7 September 1996. He died in hospital a few days later.

Shakur, whose stage name was stylised as 2Pac, released his debut album in 1991.

One of the most acclaimed names in hip-hop, his death inspired several documentaries.

He sold more than 75 million records worldwide, enjoying chart success with hits including California Love, All Eyez On Me and Changes.

Shakur also found success acting in films like Juice, Poetic Justice, Above The Rim, Gridlock’d and Gang Related.

In June this year the rapper received a posthumous star on the Hollywood Walk of Fame.

Tsitsi Masiyiwa, the wife of Zimbabwe’s richest man committing millions to supporting underprivileged people

Meet Tsitsi Masiyiwa; she is the wife of Zimbabwean billionaire Strive Masiyiwa as well as a philanthropist. Before her husband became a billionaire, they were almost penniless and went through a rough patch, struggling to feed themselves and their children.

“We were so broke. We couldn’t even afford to give our visitors tea,” Tsitsi Masiyiwa said in retrospect in an interview with Forbes. “We were practically living from hand to mouth.”

Tsitsi Masiyiwa recounted that things were not always that bad. Before that, her husband had established Retrofit Engineering, an electrical contracting firm that handled lucrative construction contracts for the government and had built a considerable fortune, according to Forbes.

However, he saw his fortunes take a downturn in 1993 when he founded Zimbabwe’s first independent mobile telecoms network to rival the state-run telecommunication company, Zimbabwean Post & Telecommunications Corporation (PTC).

He was challenged and denied a license. When he took the matter to court, the government hit back, halting its business dealings with Retrofit Engineering. At the time, the Zimbabwean government was his biggest client. Soon, Retrofit saw its finances declining and Strive Masiyiwa could not afford to pay his workers. Eventually, he had to sell off the company’s assets and use the money to fund his court case with the government.

“So we were broke. In trying to understand what was going on around me, I began to do an intensive soul searching. Then I prayed to God and made a deal with him. I told God that if he granted us the license to operate the mobile phone company in Zimbabwe- and he made us successful, then I will help support as many poor people as possible for as long as I lived,” Tsitsi Masiyiwa recalled.

Amid the chaos, Tsitsi Masiyiwa found solace in divine intervention. She turned to God and took a step of faith with her husband. They registered Capernaum Trust, a charity that will give scholarships to needy children.

“It was an unpractical thing to do at the time, especially considering the fact that we had nothing. But as a Christian, you do unreasonable things,” she said.

While going through this trial phase, they mounted a strong defense in court for a license to operate a telecommunication network. In 1997, God answered their prayers and they were given a license to set up a mobile telecoms company in Zimbabwe.

In no time, Econet rivaled the state-controlled telecommunication firm to become the leading mobile telecoms company in the country. The company also expanded to Botswana, Burundi, and Lesotho. Strive Masiyiwa soon became Zimbabwe’s richest man, as reported by Forbes.

Amid profitability, Tsitsi Masiyiwa kept her promise to God. She became a philanthropist and regularly held parties for orphans. Using the Capernaum Trust, she helped orphans and vulnerable children by paying their school fees and providing funds for school uniforms and stationery.

A decade ago, Capernaum Trust supported 40,000 students across the Primary, High school, and Tertiary levels. She helped found three other charities — the Christian Community Partnership Trust (CCPF), the National Healthcare Trust Of Zimbabwe, and the Joshua Nkomo Scholarship Fund – named after the late Zimbabwean nationalist. All four foundations became part of the Higher Life Foundation, an umbrella organization for all the charity work of Tsitsi Masiyiwa and her husband.

In recent times, she has been a champion for education and healthcare initiatives in Africa. In 2022, she was named “Philanthropist of the Year” at the annual All Africa Business Leaders Awards. She also became the lead organizer of the African Gender Initiative, a network launched last year to unite African philanthropists “behind the common goal of advancing gender equality across the continent.” The initiative seeks to raise $50 million in ten years.

Tsitsi Masiyiwa is also the Executive Chair and Co-Founder of Delta Philanthropies and Higherlife Foundation, which seeks to invest in human capital development to build thriving individuals, communities, and sustainable livelihoods.

“Zanu PF is too strong for SADC”- Mzembi

Zimbabwe’s former Tourism minister, Walter Mzembi has said he has observed from the 27 September 2023 SADC Troika Meeting that Zimbabwe’s ruling party, ZANU PF, is too strong for the region.

The meeting, chaired by President Hakainde Hichilema of Zambia, discussed Zimbabwe’s 23 August 2023 disputed elections, which received criticism from regional and international observers. President Mnangagwa maintained that the elections were free and fair, but SADC, AU, and EU disagreed, citing shortcomings in meeting standards.

Leaders from Namibia, the Democratic Republic of Congo, and Tanzania attended the meeting.

Mzembi expressed concerns about the SADC meeting, noting that the regional bloc may not solve Zimbabwe’s political deadlock as expected by some stakeholders including the opposition Citizens Coalition for Change (CCC). The party led by Nelson Chamisa approached SADC in a bid to push for fresh elections. He said:

Mzembi also noted that a business-as-usual approach in Parliament and Government may contribute to moving past the issue of the disputed elections.

He added that the non-performing economy will continue to remind people of the disputed elections and if or when ZANU PF resolves the economic challenges, the ruling party will gain performance legitimacy.

Mzembi also said Zimbabweans cannot rely solely on SADC to resolve their disputes, therefore, since renewed pressure from the people is unlikely, the matter is likely to fade away.

He added that overcoming repression requires resources, courage, and a new nationalist approach dismissing the need to seek foreign solutions. He said homemade solutions are needed to provide relief from the constraints of self-serving past liberators.

The President of the Republic, Nana Addo Dankwa Akufo-Addo, has charged members of the Parliament of ECOWAS to find solutions to the emerging re-militarisation of governance, the attempted confiscation of democracy by elites and the wanton desire to destroy democracy by terrorist groups and armed criminal gangs in the region.

Stating what he described as three serious threats to democracy in the region, President Akufo-Addo said, “democracy in West Africa is in danger”, thus the regional fraternity “must work even harder to entrench the principles of democratic accountability in the citizenry.”

According to President Akufo-Addo, democracy in the region has been seriously subverted by “the attempted confiscation of democracy by elites, who engage, through legal antics, in the manipulation of constitutional rules and the subjugation of the institutions of the Republic with the sole aim of remaining in power.”
He added that another key threat is “the emerging re-militarisation of governance with the intrusion, once again, of the military on the political scene, who have neither consulted, nor received any mandate from, the people on whose behalf they purport to act.”

The President did not hesitate to also mention “the wanton desire to destroy democracy by terrorist groups and armed criminal gangs, who seek to establish zones of lawlessness and the absence of freedom” as another deliberate threat to the democratic stability of the region.

Referring to the great British wartime leader, Winston Spencer Churchill’s statement that “democracy is the worst form of governance, except for all the others”, he stated that “modern history has taught us that tyranny, oppression, and totalitarian government do not last long. No matter how a people apparently reject democracy and civil liberty, circumstances would always force them back to embrace them.”

President Akufo-Addo told the gathering that “we cannot run away from the fact that our Region is confronted with a difficult economic, political, social and security situation. As all of us know, despite the considerable progress made by the Community, in the areas of democracy, good governance and the rule of law since the early 1990s, which meant that, four (4) years ago, all fifteen (15) leaders of ECOWAS States were democratically elected, we are, at the moment, witnessing a decline in our democratic credentials.”

President Akufo-Addo was addressing the 2nd Ecowas Parliamentary Seminar, in Winneba, on Friday, 29th September, 2023, under the theme, “Challenges Relating to Unconstitutional Changes of Government and Presidential Term Limits in West Africa – Role of the ECOWAS Parliament.”

Describing the prevalent situation as bitter and implacable, he said, “Today, four ECOWAS Member States are led by military governments as a result of coups d’états. This sad and unfortunate development has created a state of palpable anxiety and tension in every corner of the region, raising the spectre of regional instability, which we thought had been banished forever. Equally abhorrent is the culture of violence and disputes that characterise the periods of electing some of our leaders.

Mentioning the election of Mohammed Bazoum in Niger as a recognition of the common will of the people, he said “that is why the coup against him is particularly tragic for the consolidation of democracy in our region” and added that, “the only legitimacy for any leader is through a mandate that is given freely by the people in a fair, peaceful and transparent election. This is the most tangible and objective way to know and recognize the common will, which is the will of the people.”

That is why, he continued, “any attempt at the manipulation of opinion and of the rules of the democratic game for partisan political ends always leads to a loss of legitimacy, which is reflected in the social tensions it creates. We must distinguish between legality and legitimacy, because our region will only experience genuine stability if our powers are imbued with both legality and legitimacy.”

“The true purpose of democratic governance is to obtain the objective of free government, shared prosperity and progress, equitable and accessible justice and lasting peace for the wellbeing of the citizenry, he added.

He called on the ECOWAS legislators to ensure that one of the expected outcomes is to help “us understand even better the root causes of democratic regression and political instability in the region in order the better to address them, and speak against the extension of presidential term limits by some leaders to strengthen their grip on power.

“These actions tend to result in discontent amongst the populace, which create fertile grounds on which military interventions disingenuously feed,” he observed.

UAW strike gets worse, clouding US economy

On the picket lines in Michigan, many workers expressed their readiness for a prolonged battle.

“People are fed up. We want there to be a middle class,” said Emily Yettaw, who has worked at GM for 17 years. “They’re making billions in profit and we deserve better.”

The union, which represents 146,000 workers at the three companies, has been slowly ratcheting up pressure on the car makers to strike a deal since labour contracts expired on 14 September.

The latest action expands the work stoppages to a Ford factory in Chicago that makes Explorers, and a GM factory in Michigan which makes large crossover SUVs such as the Chevrolet Traverse and Buick Enclave.

The union’s prior targets included 38 facilities that distribute parts to dealers and three factories – one at each company.

In a message to employees, General Motors said “calling more strikes is just for the headlines, not real progress”.

The company said it had not received a “comprehensive” reply since it put forward a proposal on 21 September. It said that offer provided workers with “historic wage increases and job security while not jeopardizing our future”.

“We continue to stand ready and willing to negotiate in good faith to reach an agreement that benefits you and doesn’t let the non-union manufacturers win,” said Gerald Johnson, executive vice president for global manufacturing.

Yesterday, Russia’s Ministry of Defence shared a picture of Sokolov participating in a meeting with high-ranking defence officials from a distance.

The video shown on state media has been changed a lot to make it look like the commander is in it many times.

Just a few minutes ago, a Russian news agency called TASS quoted a Kremlin spokesperson named Dmitry Peskov. He told reporters that he doesn’t know anything about the supposed death of Sokolov, the commander of the Black Sea Fleet.
