WHY IS M’MEMBE ALWAYS INCITING SOLDIERS? PLANNING A COUP D’ETAT BUT WITH WHO, IS THAT NOT TREASON?

Kindly give me a platform to air out my concerns over Fred M’membe who is the leader of a social group that believes in male to male behind door penetration.

Since this human being started his group, he has been writing pieces that incite the soldiers in this country, and clearly, he wants a coup d’état.

Now to those who don’t know a coup d’état, also known as a coup, is an illegal and overt attempt by the military or other government elites to unseat the incumbent leader including military men working with the opposition to remove an elected President.

The highly compromised soldiers working with criminals they think should lead them, begin making attempts and even undermining the Head of State

As for Zambia. This has happened during President Kenneth Kaunda and another attempt nearly happened during President Fredrick Chiluba’s time.

Is this bound to happen again under President Hakainde Hichilema who Fred M’membe hates with passion? We don’t know yet but the writing by M’membe and his ungrateful officers is on the wall.

M’membe has never undergone Zambia Army training but he has consistently been writing very sensitive and inciting matters on his Facebook and in his newspaper and one thing which we have now come to establish is that he actually gets given the information including write ups by very senior staff (This is dangerous for our President).

In his write ups, M’membe is ever defending Zambia Army Commander Alibuzwi Sitali and in a way suggesting that it is Sitali who is not happy that Hichilema is President of Zambia. In case Zambians don’t know. Mr Alibuzwi Sitali was before being given the current lifetime opportunity by the UPND government working in the PF government but what we don’t know is to what extent his blood is PF or indeed Fred M’membe’s social group.

You don’t need to be a rocket scientist or a corporal for you to tell that the writings by M’membe are coming from Zambia Army especially that in his latest posting, he mentions that the Defence Forces must be chaired by Alibuzwi Sitali as secretary.

This is very dangerous for me a mere citizen and if you don’t post this, I will continue sending the same to various media houses because what I want is to stop the schemes happening inside the UPND government against President Hakainde Hichilema especially by those aligned to the opposition.

Some of us only have Zambia as our country but the hatred by M’membe, PF and some compromised opposition workers in government should never ever be given an opportunity to take us into running around.

M’membe and those compromised officers including Commander Alibuzwi Sitali must be questioned or at least checked by Zambians especially UPND who members that worked so hard including ducking PF bullets supported by M’membe.

The language by M’membe is so demeaning but typical of a very indiscipline officer supported by Mr Sitali.

By the way. Why is it that Mr Sitali is not arresting male to male behind doors penetrator Fred M’membe for inciting language like he did to Chilufya Tayali?

For today, I end here but please post this unless you are also compromised by Mr M’membe and Mr Sitali who don’t mean well for HH, UPND and Zambia.

The late Mrs. Janet Malupenga was the mother to former information and broadcasting permanent secretary Amos Malupenga.

The former President was accompanied to kabwe by patriotic front acting President Hon. Given Lubinda and several PF functionaries who included former Cabinet Ministers, Members of the PF Central Committee and the Kabwe provincial team led by their Chairman Mr. Billy Sichamba

President Edgar Lungu appears to be disconnected from reality, surrounded by false perceptions of power and greatness. The response from the public to his children’s disingenuous press conference should have been a clear indication that people have not forgiven or forgotten the abuses they endured during his tenure.

The press conference held by the wealthy offspring acted as a catalyst, reigniting emotions that citizens have been suppressing. They are still carrying deep-seated pain, and it is crucial that they are allowed to express these feelings through an institutional hearing, where they can openly discuss the events that took place under Lungu’s leadership. This need is becoming increasingly urgent with each passing day.

President Lungu’s orchestrated morning runs, aimed at riling up PF cadres and promoting anti-Hichilema sentiments, should be a source of shame for any rational person, especially someone who benefits from the current Head of State’s goodwill. However, Lungu seems to lack any sense of shame. In 2016, he even defied the law by refusing to hand over power to the Speaker of Parliament.

Under his administration, heavily armed militias were given free rein to abuse and brutalize citizens while the police turned a blind eye. Mourners were sliced with pangas and other dangerous weapons in graveyards, and armed groups raided churches and markets, illegally seizing titled land from its rightful owners.

President Edgar Lungu should consider himself fortunate that the country enjoys relative peace, allowing him to freely run through the streets of Lusaka without being questioned about past atrocities. Just as his stage managed encounters with PF cadres who beg for handouts are contrived, citizens have the patience to wait for him during his runs and demand justice. It is essential for him to exhibit more responsible behavior. Shame on him!

HICHILEMA MUST DEAL WITH MEALIE-MEAL PRICES BEFORE IT’S TOO LATE

The sky-rocketing mealie-meal prices is a sign that Mr Hakainde Hichilema and his far-right UPND government do not care about the suffering majority of this country.

By allowing the mealie-meal prices to be in free rise after overly taxing the poor Zambians, Mr Hichilema has shown that he is determined to milk the poor people of this country of their last coin. They lied to our people by selling them a fantasy of new dawn, which has brought nothing but new dark dawn, pain and misery.

And going by the indecision, clumsiness and the lack of patriotism and love for the people exhibited by Mr Hichilema thus far, it is just correct that we prepare Zambians to expect the worst because this government has failed to navigate the mealie-meal crisis and ultimately guarantee a stable national food security and sovereignty. Zambians must know that the underlying cause of these unstable and high mealie- meal prices is Mr Hichilema’s excessive loyalty to commercial interests and profits at the expense of the starving Zambians. This is typical of far-right governments and leaders such as Mr Hichilema.

Ensuring affordable mealie-meal prices and food security for Zambian households by Mr Hichilema and his far-right UPND government is proving to be a noticeably complex challenge. And each day that passes under Mr Hichilema’s leadership points to one sad reality, which is the mealie-meal prices will remain at an unstable higher plateau more than it has ever been in the history of this country.

This is the objective and consensus opinion that any decent leadership cannot hide from the citizens. Our people have been through a lot already and they deserve to be told the truth by this government and not subject them to highly volatile mealie-meal prices as if we are at war or emerging from a natural disaster. What type of leaders are Mr Hichilema and his league? What is the logic in issuing permits for the export mealie-meal and make super profits leaving citizens to wrestle with prohibitive prices? What type of gluttony and lack of empathy is this?

But Mr Hichilema must be extremely cautious with the manner they are handling the mealie-meal situation in the country. History has shown that the poor have never been friendly in their response to unprecedented high food prices. When their lives and wellbeing are threatened due to unaffordable food prices, the poor have always sought solutions differently and in their own way. But there is no need to tempt people to reach such desperate levels.

This government needs to acknowledge that their failure to manage the mealie-meal prices poses a serious security risk both in the short-term and long-term. Let them prioritise the supply chain and ensure that the mealie-meal pricing is affordable and consistent. They must guarantee food security for every household of this country thereby creating a socially cohesive society.

For once, Mr Hichilema must protect the vulnerable citizens of this country because the current local scarcity of mealie-meal is absolutely unnecessary and selfish. It cannot always be about aiming for profits and boosting business. There is more to life than this insatiable appetite for accumulation.

DBZ moves to write off K693.5m in loans issued to politically exposed persons

THE Development Bank of Zambia (DBZ) has started a process of writing off “non-performance” loans amounting to K693.5 million which were issued to some politically exposed persons (PEPs).

About K71,603,789 million has since been written off, according to sources within the Ministry of Finance who fear that the execution of the debt cancellation was illegal as it did not have blessings from the Secretary to the Treasury.

DBZ Board Chairman, Noel Nkhoma, has however explained that the decision to write off non-performing loans was a directive from the Bank of Zambia, in accordance with the law, stressing that authority had actually been sought from the Minister of Finance.

According to correspondence obtained by News Diggers, the directive to cancel the loans from at least 19 projects, most of which belong to politically exposed persons (PEPs) came from the Bank of Zambia.

“The Development Bank of Zambia has a loan book characterised by high Non-Performing Loans (NPL). The high NPL is as a result of unsustainable loans and accrued interest. The high NPL portfolio is in contravention of regulation nine of the Classification and Provisioning directives, 2020. The Bank of Zambia in their 2022 Examination Report of the Bank directed that K693.5 million should be written off. In this regard, the Bank has proposed that 19 projects should be written-off. These write-offs are proposed in such a way that they also help to improve the liquidity position of the Bank and therefore enable the Bank to resume its lending operations,” read the report.

Further information contained in the report revealed that DBZ had over K1.2 billion in loans, out of which 87 per cent were non-performing.

“The total loan book for the Bank is K1,203,030,255 as of November 25, 2022, the NPL stands at 87 percent while the IFRS 9 impairment is 35.8 per cent. Despite an improvement in the collections, the NPL still remains high, this is because the Bank is not lending out the money collected due to its regulatory capital challenges. It is advisable that the Bank continues with collections to help improve its regulatory standings,” read the correspondence.

“Site visits conducted by the Bank have revealed that several projects are non-operational. The promoters of these projects have been unable to raise funds to meet their loan obligations. However, the promoters have opted to raise funds from other sources to liquidate their outstanding obligations. Despite the efforts made in raising these funds, most of these projects are unable to raise enough cashflows to meet their outstanding debt obligations and have requested to have a portion of their loans written-off”.

Some of the projects whose loans were being written off as contained in the report included former Health Minister Dr Chitalu Chilufya’s Henry Court Yard Limited, which had an outstanding loan of K18.5 million, of which the bank would write off K11.5 million, leaving a payable amount of about K7 million.

“Henry Courtyard Limited obtained a facility in the sum of K5.8 million for the purpose of expansion of Henry Courtyard Hotel in Mansa, refinance a loan held at Cavmont Bank and finance operational working capital. In addition, the client later obtained an additional facility in the sum of K2 million for working capital purposes. However, only K6.9 million was disbursed. The project is currently non-performing despite being operational. The current outstanding loan amount is K18.5 million as of November 25, 2022. The Bank has recovered K10 million through payments which represents 145 per cent of the amount disbursed. In this vein, we recommend that the client pays K7 million as full and final settlement of the outstanding debt. This entails that K11.5 million will be written off and 247 per cent of the total amount disbursed will be recovered,” read the correspondence.

Another facility whose loan was being written off was the Nomads court Lodge which would have about K6.1 million debt cancelled.

“Nomads Court Lodge Limited obtained a facility of K9.4 million for the purpose of purchasing of Mwiza Lodge, expansion, working and refinancing a loan held with CEEC. The loan was fully disbursed. The project is operational while the loan is non-performing. The current outstanding loan amount is K11.6 million as of November 25, 2022. The bank has recovered K13.4 million through payments which represents 143 per cent on the amount disbursed. In this vein, we recommend that a total of K6.1 million be written-off and the client pays an additional K6.1 million. This will result in the recovery rate of 208 percent on the amount disbursed”.

Other projects involving politically exposed persons whose loans are being written off by the bank, according to records, include; Highvie Hamududu’s Highview Enterprise Limited, Nobutula Lodge limited, and Derrick Mpundu’s Stalwart Investments Limited. Others are Westone Driveways Limited, Patichi Patichi Investments Limited, Kalahari Drilling and Exploration Limited, Nshima Towers Limited, Videokom Enterprise Limited, Zambia Radiological and Imaging Company Limited, Muleka Investments Limited, Kingphar Company Zambia Limited, Mwachokumba Investments Limited and former Foreign Affairs Minister Joe Malanji’s Royal Gibson hotel limited.

Asked to explain why the bank executed the non-performing loan write-offs without approval from the Secretary to the Treasury, Nkhoma said, in an interview, Wednesday, that it was not true, saying the letter had actually been written to the Minister of Finance.

“It is not true, just understand in this context; before this board was appointed, there was an examination which was done by the Bank of Zambia. Now that Bank (DBZ) is regulated by the Bank of Zambia. So, every so often, they do what you call an examination of the bank. Now one thing that they came to discover or to establish was that the bank was charging interest on interest; if you borrow K100 the interest alone is K200. So the bank says, no there is a limit on what you call interest capping which is 100 per cent, you cannot charge someone interest more than what he has borrowed to double or 100 per cent more than what he has borrowed, the capping must be 100,” he explained.

“There were some loans which were delinquent, none performing. And Bank of Zambia after examination… some of them, there was not even sufficient security, yes, some of them were impacted by the pandemic and so many things. But what the bank of Zambia did, they come and classified the loans, [directed to] write off what they call excess interest of about six hundred and ninety something million. Now, in banking that is what they call a supervisory directive, you cannot challenge it because the condition of a license is that you are regulated, so if you are regulated the bank of Zambia has powers to give what you call supervisory directives. Now when we came on board, we hesitated to execute that, then they wrote another letter to me to say, we gave you this directive and you are still not implementing it, can you do it within 30 days failure to which we shall invoke supervisory action. Supervisory action can even be the removal of the board or suspending your license or withdrawing your license. We needed to meet as a board to review that directive and after that, it had to go through the committee and from the committee, which is investment committee of the board, it has now been escalated to the main board and a board decision to that effect has been passed. Now we cannot effect that without what you call treasury authority”.

Nkhoma explained that the right person to seek authority from was the Minister of Finance.

“Yesterday (Tuesday) they did communicate to me because I’m out of the country that the letter going to the Minister of Finance is ready and I gave a go ahead yesterday that before we do this, let it get the necessary approval. Because under the Development Bank of Zambia Act, it is only the minister who has got powers to write off an asset, so that is what has been done,” he said.

Asked whether the execution of writing off the selected loans had already been done before authority had been sought, Nkhoma said the process had been initiated, but not executed in full.

“In terms of passing the entries, in the P and L, the profit and loss, that has been done, the adjustment has been done, but it is the actual write-offs on the individual accounts which has not been done until treasury approval is secured and that can only be granted by the Minister of Finance, that is where we are. Those which were recoverable, we recovering, you can write off interest but if there is an underlining asset in terms of security, you pursue the security. But for those which are none recoverable, what can you do? Most of them they were getting monies which were with inflated securities; you find someone has got two chicken runs but has gotten five million, and the security is the chicken run, so what do you recover from the chicken runs, nothing. You write off, maybe, four million, five million, just like that,” he said.

Nkhoma explained that about 90 per cent of the loans that DBZ disbursed were to politically exposed persons.

“Yes a lot, almost 90 per cent. So what we have been now trying to do, we are rewriting our governance policies, to strengthen them and to ensure that those PEPs, due diligence must be done. I’m not saying that PEPs cannot borrow, but they should borrow having met the minimum due diligence and credit worthy criteria; sufficient security, sufficient guarantees and so on,” he said.

Meanwhile, according to other correspondence seen by News Diggers, Acting DBZ Managing Director, Maybin Muyawala wrote letters to some borrowers on August 26, 2022, responding to proposals for debt cancellation and loan settlement.

“Reference is made to the above captioned matter, your letter dated 16th May 2022, and the meeting held on 8th June 2022 in the Development Bank of Zambia Boardroom between yourselves, the Investment Committee of the board and the Bank management.

In the above-mention letter, you proposed payment in the sum of K4.3 million, as full and final settlement of your outstanding loan obligation. Please be advised that the Bank is agreeable to your offer. Kindly make payment on or before the 30th September 2022, failure to which, the bank will reserve the right to rescind the offer,” read one letter addressed to the Stalwart Investment Limited chairman.

Similar letters were written to other borrowers where the bank was agreeing to some proposals while rejecting some. These include; Star Energy Limited, Henry Courtyard Limited, Messrs Andrew And Partners, ALS Capital Limited, Impact Properties Builders Centre Limited, Nomad’s Court Lodge and Africa Transmission Ltd.

Govt sells one million tonnes of Mealie Meal to DRC

President Hakainde Hichilema says government has negotiated a formal order of one million tonnes of mealie meal with the Democratic Republic of Congo.

The President said this follows the formalisation of the trade mechanism put in place between Zambia and the Democratic Republic of Congo.

Me Hichilema said the Congolese government has for the first installment paid in advance through the bank 14. 5 million dollars which was deposited on Thursday July 20th , 2023.

“We are not selling maize but selling mealie meal so that we can keep the commodity ourselves, get a better price and be able to minimise on smuggling,” President Hichilema said.

The President said this in Namwala today shortly after arriving at his Naminwe Farm where he is on a working holiday.

He, however, assured Zambians that government is committed to addressing the issue of smuggling which has continued to affect mealie meal prices.

The President also called on Zambians to support the growth of the agriculture sector through irrigation farming in view of existing crop export opportunities created.

” Let’s give more value to the farmers so that they increase maize production and will provide funds to support farmers to venture into irrigation farming. With farming inputs given early this year and a fair price will increase production,” he said.

President Hichilema also said the debt restructuring has opened investment opportunities in various sectors of the economy.

He said the signing of one billion US dollars solar thermal power project investment into the energy sector with the ACSG Westland Consortium of the United Arab Emirates will enable remote rural communities connected to power supply.

He said the thermal power will invest in a 510megawatts modular thermal solar power with Shangombo District in Western Province being the first targeted community to benefit from the first 10 megawatts solar thermal power initiative.

The other 500 megawatts will be spread to other remote areas in the country to enhance Internet services.

“It is coming in modular form. It means it can be put anywhere so that the people can have e- health, e-education services in rural areas and this will spur economic development,” the President said.

He said the recent signing of trade agreements with the United Arab Emirates on various economic issues which will also see small medium enterprises, mining benefiting from a loan facility amounting to 15 million dollars.

“We add more business opportunities for young people and women. This is another envelope we are opening to give value to the people through investment.

He said the agreement will ensure that the government has 50/ 50 investment opportunities so that the people can do business fairly.

He urged Zambians to work hard and avoid laziness as it is not tolerable even by God stating that people should take advantage of the opportunities that government is creating to improve lives.

Southern Province Minister Cornelius Mweetwa said the President is in Namwala at his Naminwe farm for a working holiday and also to enable him to reflect on national economic recovery.

Mr Mweetwa said the President needs to work out quietly especially after a hectic schedule of travelling locally and internationally negotiating debt restructuring.

UPND provincial chairperson Billiard Makwembo said the party is happy with the process that government has made since being elected into office.

He said there is light at the end of the tunnel for the country as the President has done more than what the people expected him to do in a short period of time.

“We are not complaining because they are happy with the process that government has made in a short period of time. This is what the people wanted,” Mr Makwembo said.

The National Action for Quality Education in Zambia, NAQEZ has proposed for establishment of a bank for teachers by teachsers themselves.

In a statement, NAQEZ Executive Director Aaron Chansa said this must be done to avoid the “current punishing bank interest rates on loans”

Mr Chansa said as it stands, three quarters of teachers in Zambia are highly indebted chiefly because of contracting very expensive loans meant for furthering their teaching qualifications.

“Since commercial banks and other financial institutions are still still offering poverty- inducing loans, there is urgent need for the teachers in Zambia to take advantage of their big number to quickly and collectively establish a bank that would offer them loans at 5% or less. This monumental teat will, without doubt, help most of our struggling teachers to cheaply offset the current loans they are painfully servicing.” He said

Mr Chansa added that if Government allows this formation and each of the 135,000 public service teachers contributes a K450 through the payroll, more than K60 million would be raised and Zambia would become the second country in Africa to set up a financial institution for cheaper loans for teachers.

“Because loan recoveries will be done through the Government payroll and that professionals will be employed to run the bank, success and sustainability are guaranteed.” He said.

“In Kenya, the Mwalimu National Sacco has powerfully helped thousands of teachers to avoid expensive borrowing. In Australia, the Teachers Mutual Bank is a major economic tool teachers have been using for personal prosperity.” He added.

And Mr Chansa said that once formed in Zambia ,the Bank would be owned and overseen by teachers.
“It will be governed and overseen by their own board. The teachers in respective provinces will elect one from among themselves to sit on the board. These board members will hire a competent management team to ethically and credibly run the bank. Profits made by this bank will be reinvested into the business for an increased number of cheaper loans for teachers.” He said.

“NAQEZ hopes that Government, all teachers and other stakeholders will embrace this proposal. Once in place ,the bank will empower and motivate teachers for improved quality of education in the country.” He added.

Surya Biofuels Zambia former Managing Director deported for alleged fraud.

The former MD and other unnamed persons are accused of stealing a certain company’s intellectual property relating to filling stations drawings and forged immigration documents

Surya Biofuel Zambia Limited management has confirmed the deportation of its former managing director, Mr Chetan Kumar Champalal Jain on 10 July 2023 following an order from the department of immigration due to violating section 35 and 36 of the immigration and deportation Act no. 18 of 2010.

Surya Biofuels Zambia Director Administration, Mr Sanjay Kumar Sharma confirmed this development in an interview following online reports. Mr Sharma further said: “We employed Mr Chetan Kumar Champalal Jain based on merit and to help expand our business operation based on his expertise and track record.”

Before joining Surya Biofuels Zambia Limited, Mr Chetan Kumar Champalal Jain worked for Mount Meru Petroleum Zambia as chief executive officer for its Liquid, Petroleum and Gas (LPG) division until he was fired in 2021.

Mount Meru Petroleum Zambia managing director, Mr Dharmesh Patel also confirmed that Mr Champalal Jain was employed by the company and subsequently fired for gross misconduct and according to their company’s employment policy, a former employee is prohibited to join a competitor Oil Marketing Company (OMC) within two years of ceasing employment.

“The only relationship Mount Meru Petroleum Zambia has with the accused is that they are former employees. Mount Meru Petroleum Zambia, part of a group that has presence in Tanzania, Malawi, Uganda, Rwanda, Ivory Coast, Botswana, Mozambique, Kenya, Zimbabwe and Congo is probably the only OMC in the country whose over 90 percent of its profits are reinvested back in Zambia to expand its operations resulting in creation of thousands of jobs for Zambians and contributing significantly to the country’s Gross Domestic Product,” added Mr Patel.

Mr Patel further said, the other former employees of Mount Meru Petroleum Zambia have since joined Surya Biofuels Zambia Limited and one ex-employee has since established Karan Petroleum Zambia in 2020.

Meanwhile, media reports allegedly claim that the proprietor of Karan Petroleum Zambia, Mr Himanshu Shah uses his organisation to evade tax and declare losses in Zambia while he externalises profits from Zambia to their Dubai based parent company – Raj Ratna International FZ LLC.

In addition, it’s also revealed that he continues to retain expatriates in positions where Zambians already have the requisite skills.

There are further allegations that Mr Himanshu Shah also bribes his way within the Zambian Energy regulatory system in order for him to conduct his business in Zambia.

However, Karan Petroleum Zambia managing director, Mr Himanshu Shah during an interview described the allegations as ill intended and meant to smear his organisation by competitors.

He went on to narrate his longstanding track record in the OMC sector and that he operates his company on high integrate and follows the rule of law in Zambia.

Any re-run election should be between Atiku and I – Tinubu tells Court

President Bola Tinubu has appealed to justices of the Presidential Election Petition Court (PREPEC) in Abuja to exclude the presidential candidate of the Labour Party (LP), Peter Obi, in the event of any rerun presidential election, claiming that only he and the candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, are constitutionally qualified to recontest.

Tinubu argued that if the justices void the February 25, 2023, presidential election, Obi and his party will not be qualified to recontest.

Obi’s counsel, counteracting, urged the five-member panel of the PREPEC not to subvert the will of the people as expressed in the February 25 presidential election, stressing that they should sack Tinubu without further delay.

Tinubu faulted both Obi and LP for asking the court to cancel the election and compel the Independent National Electoral Commission (INEC) to conduct a fresh poll in which he (Tinubu), Shettima, and the All Progressives Congress (APC) would not participate.

He argued that should the relief be granted, Obi and LP would not derive any benefit, as they have been constitutionally barred from contesting the rerun election.

President Tinubu’s arguments were contained in his final written address in response to the petition of Obi and the LP challenging his declaration as president.

Prof. Mahmood Yakubu, the INEC chairman had on March 1, declared Tinubu the winner of the February 25 presidential election with 8,794,726 votes while Atiku and Obi reportedly scored 6,984,520 votes and 6,101,533 votes, respectively.

Both Obi and Atiku are laying claim to victory because each of them scored a majority of lawful votes cast at the poll. Alternately, they urged the court to order a re-run election to decide the authentic winner of the poll.

However, Tinubu in his final written address to the petition by Obi and LP, which was filed by his lawyer, Chief Wole Olanipekun (SAN), submitted that the evidence tendered by the petitioners failed to prove claims of non-compliance and corruption capable of voiding his election.

He, however, added that:

“In the very unlikely event that the election of February 25, 2023, is voided, the only candidates constitutionally prescribed to contest any subsequent election shall be the 2nd respondent and the candidate of the PDP who came second, by scoring the next majority of votes in the highest number of states (19 states), to the 1st petitioner’s 16 states, and also coming second by a plurality of votes, having scored 6,984,520, far and above 1st petitioner’s 6,101,533 votes.

“In effect, the petitioners have no locus standi to ask for relief 2, both constitutionally and legally; constitutionally, because he is barred from contesting; legally, because he has no benefit to derive from the said relief, assuming it is granted”, he said.

Contending that the court cannot decree an order for a fresh election, outside the provisions of the constitution, Olanipekun who cited a plethora of authorities, said: “The law is settled that ‘a party prosecuting an action would (only) have locus standi where the reliefs claimed would confer some benefits on such a party.’”

According to him, the only candidates constitutionally prescribed to contest any subsequent election shall be the 2nd respondent and the candidate of the PDP who came second, by scoring the next majority of votes in the highest number of states (19 states), to the 1st petitioner’s 16 states, and also coming second by plurality of votes, having scored 6,984,520, far and above 1st petitioner’s 6,101,533 votes.

Citing Section 134(3) of the Constitution, Olanipekun submitted that, “the 1st petitioner is constitutionally barred from participating in any election, in the very unlikely event that the election of February 25, 2023, is voided”.

Section 134(3) provides thus: “In default of a candidate duly elected in accordance with subsection (2) of this section, there shall be a second election in accordance with subsection (4) of this section at which the only candidate shall be – (a) The candidate who scored the highest number of votes at any election held in accordance with the said subsection (2) of this section; and (b) One among the remaining candidates who has a majority of votes in the highest number of states, so however that where there are more than one candidate with majority of votes in the highest number of states, the candidate among them with the highest total of votes cast at the election shall be the second candidate for the election.”

Olanipekun also faulted the petitioners’ prayers for the cancellation of the election and an order mandating INEC to conduct a fresh election, on the grounds that the petitioners did not suggest who the participants or candidates at the said election would be.

“Most humbly, the court cannot decree an order for a fresh election, outside the provisions of the Constitution,” he said.

“In any event, the 1st petitioner has failed to comply with the law of the land, by first making himself a member of the 2nd petitioner, before proceeding to purportedly contest election and even file a petition.
“We, again, refer to the un-contradicted evidence of the respondents’ sole witness, who observed that the name of the 1st petitioner is nowhere located in Exhibit RA18.

“Arising from the foregoing, is the fact that the petition is improperly constituted, and, as such, at the end of evidence/trial, it is clear that it does not vest jurisdiction in this honourable court to entertain it, and more particularly, to grant the reliefs sought.
“The essence of all these is that in the absence of the PDP and its candidate, the NNPP and its candidate, the grounds of the petition, the paragraphs making allegations against the parties and any evidence extracted during trial become incompetent and inadmissible in the absence of those parties.”

Winner of Big Brother Naija ‘Pepper Dem’ season, Mercy Eke, has revealed that her mother attempted to get rid of her before she was born.

The brand influencer and realtor made the disclosure during a recent chat with popular media personality, Chude Jideonwo.

Mercy said one of her aunties advised her mother to get rid of the pregnancy because she already had five children, (four girls and aboy).

She explained that she employed crude methods of trying to give herself a miscarriage by going to the farm and climb things that could make her fall so that they pregnancy would be lost.

The reality TV star said her mother who told her the story recently expressed joy that her plans to get rid of her pregnancy did not work.

According to Mercy, her mum sometimes wishes that her aunt were still alive to see what that child has grown to become today.

Mercy Eke said; “When she [my mother] was pregnant, there is this aunty of mine…She [my mother] has already had five children then this last one which is me. She has four girls and one boy. So, when that my aunty came, she was like, ‘Ah! Emilia, is this another pregnancy? With all these children you’ve dumped here.’

“So, that thing messed with her [my mother] mental health. It really messed with her that she wanted to like get me out then. She was going to the farm, she would climb something you would fall so that I will go but me I stubborn na. I no go anywhere. I dey gidigba. Yeah, it was a true story. She wanted to get me off.

“One day, she [my mother] was like she wish that person was alive to see what that girl that she wanted to abort that time has grown to become. Yeah, that was how she told me the story.

“She is happy with me. She is happy that she didn’t remove me or abort me. She is happy that I didn’t die. And she is happy she gave birth to me like she took that risk even without anything. Because now, my mother is one of the happiest people. My mother is just sleeping. She is enjoying life. She wake up, eats what she wants to eat. So, now she is happy.”

Pep Guardiola fired a warning to Manchester City’s rivals after the club’s first match of a pre-season tour of Japan on Sunday, declaring star striker Erling Haaland was in “much better” shape than last season.

Haaland claimed a brace after coming on at half-time to help City roar back from two goals down and beat J-League champions Yokohama F-Marinos 5-3 in Tokyo.

The Norwegian struck 52 times in his debut season at City, including a single-season Premier League record of 36 goals.

“Comparing last season in that period he’s fitter, much better than last season when he arrived,” Guardiola told reporters after the Tokyo match.

“Of course (he) looks good but (he) is still a way from the best condition, like everyone.”

As impressive as Haaland was in driving City towards their historic treble of Premier League, FA Cup, and Champions League, however, the goals dried up for him at the end of the campaign.

The striker, who turned 23 on Friday, failed to find the net for City in his last five appearances — the longest scoreless streak since he joined the club.

With that in mind, Guardiola noted that it was “important for him to score the two goals in the first game” in Japan.

“We know him. In a few weeks he will be in even better condition than now,” said Guardiola.

John Stones, Julian Alvarez and Rodri were also on target for Guardiola’s side in their first outing since defeating Inter Milan 1-0 in the Champions League final last month.

Only four of the players who started that game were in the initial City XI against Marinos in Tokyo, with captain Ilkay Gundogan having left the club for Barcelona.

Haaland, Rodri, Ruben Dias, and Bernardo Silva all made appearances in the second half though, and Guardiola also had a positive update concerning influential midfielder Kevin De Bruyne.

The Belgian was forced off injured in the Champions League final, but Guardiola revealed that the he was feeling “much, much, much better”.

“I don’t know about Bayern Munich or the next game, Atletico Madrid, because of course he has to train. But he is so close. He’s coming back soon,” said Guardiola.

City will next play Bayern on Wednesday in Tokyo. They then travel to Seoul to take on Atletico.

British band, The 1975 have been banned in Malaysia and an entire music festival cancelled after frontman Matty Healy kissed his male bandmate on stage.

Healy, 34, who dated Taylor Swift, slammed Malaysia’s anti-gay laws at the Good Vibes music festival in Kuala Lumpur, before kissing bassist Ross MacDonald on stage, in a country where Homosexuality is illegal and laws criminalising sodomy are punishable by imprisonment.

Healy told fans the band had thought of pulling out of the event, saying: ‘I do not see the point of inviting The 1975 to a country and then telling us who we can have sex with.’

He added: ‘I made a mistake. When we were booking shows, I wasn’t looking into it.’

Unfortunately, you don’t get a set of loads of uplifting songs because I’m f furious and that’s not fair on you, because you’re not representative of your government because you are young people, and I’m sure a lot of you are gay and progressive and cool.’

He later abruptly ended the set, saying: ‘All right, we gotta go. We just got banned from Kuala Lumpur.’

A source close to the band told MailOnline: ‘Matty has a long-time record of advocating for the LGBTQ+ community and the band wanted to stand up for their LGBTQ+ fans and the community.’

The 1975, which consists of Healy, bassist MacDonald, lead guitarist Adam Hann and drummer George Daniel, have also been banned from performing in Malaysia, according to a government committee that oversees performances from foreigners.

HAS FAZ OFFICIALLY PROTESTED AGAINST GOALKEEPER MUSONDA’S FIRST RED CARD? IF NOT, WHY NOT?

Has FAZ officially protested against the first red card that handed down to our goal keeper Catherine Musonda? I have heard nothing from FAZ from yesterday up to now.

If that card was handed against a US, England, France, or Germany player, not only the bench and fans, but also their government leaders would have compelled cancellation of the red card.

It is not fair that goalkeeper Musonda will miss the game against Spain after collecting two yellow cards against Japan. She was not supposed to be sent off for her second professional foul of the game, which led to a penalty and fifth goal.

The question is: why was Musonda’s first yellow card not canceled after the VAR review? Did any official representing Zambia at the games protest that it be cancelled? If not, what then is their role as Zambia’s official representatives at the world cup? Just collecting allowances or what?

The official protes is justlied according to IFAB’s Laws of the Game regarding such incidents.

IFAB Laws state as follows:

“If play continues after an incident which is then reviewed, any disciplinary action taken/required during the post-incident period is not cancelled, even if the original decision is changed (except a caution/sending-off for stopping or interfering with a promising attack or denying an obvious goalscoring opportunity).”

In short, if a player commits an offense after the offside, the punishment he or she gets will stand even if other events that followed are revoked.

However, as you will note from the above citation? there is an exception to this rule: a player can only be forgiven if he or she commits a foul to stop an obvious scoring opportunity.

Did Musonda commit a foul to stop an obvious scoring opportunity by a Japanese striker?

The answer is YES! Musonda qualified for the exception to the rule because she “attempted to stop an obvious goalscoring opportunity” by a Japanese striker.

As a former footballer and analyst, I was left bewildered with the below par performance of our girls in their debut World Cup appearance. Their opponents Japan, albeit with a superior ranking than the Copper Queens did not offer much besides their pace and the goals they scored. On our part, the girls were a shadow of their original self.

Having followed the progress of our girls over the years and based on yesterday’s performance, I could not help but notice that team morale and coordination was absent and the usual high team spirit was missing.

Everyone in the team, from the Captain to the Coach had an off day. In football, there is no way that the entire team could have a bad day in the same game. Admittedly, there have been some off field issues around the team but I believe that the girls have now accumulated sufficient professional experience that can insulate them from the issues that have been spoken about the team leading up to the tournament.

However, what I think contributed to the lackluster performance is the lack of discipline. Compared with the Japanese, our girls seemed ill disciplined with an entitled attitude. The other issue is the over usage of social media in camp. From my observation, our girls love social media too much which to an extent is warranted since they are young and have thousands of fans but the way most of our girls are spending time on TilTok is counter productive. Unregulated use of mobile phones in camp is destructive and can lead to a loss in concentration.

My appeal to Honourable Elvis Nkandu and other senior government officials who are in New Zealand with the team is to take steps to instill discipline in the Copper Queens camp.

Let them understand that they are in New Zealand to compete and they are not tourists. We don’t want to see Tik Tok videos of them dancing around the city. We want to see them perform on the pitch. Hon Nkandu, I propose that you ban the use of social media in camp, work with the Team Manager to regulate access to mobile phones for the entire duration of their stay at the tournament.

In case the girls have forgotten, remind them that they are carrying hopes and aspirations of over 20 million Zambians. We love our Queens and we want them to succeed. All the best on Wednesday against Spain.

Pan-African Parliament president confirms Uebert Angel appointment

The President of the Pan-African Parliament (PAP), Zimbabwe’s Chief Fortune Charumbira, has broken his silence and confirmed the appointment of Uebert Angel as the organisation’s Ambassador for Interfaith Dialogue and Humanitarian Affairs.

The appointment, exclusively revealed by Nehanda Radio on Tuesday, has now been officially confirmed by the man heading the organisation.

Charumbira says while they were aware of a four-part documentary titled The Gold Mafia, filmed by Al Jazeera’s Investigative Unit (I-Unit), which also featured Angel, the prominent preacher had been cleared of any crimes by the Financial Intelligence Unit (under the Reserve Bank of Zimbabwe).

In a statement seen by Nehanda Radio, Charumbira defended the appointment saying “As the Honorable President of the Pan-African Parliament, I can assure you that Prophet Uebert Angel’s appointment followed the standard protocols and due processes.”

“I wholeheartedly acknowledge the potential concerns that may arise from Uebert Angel’s alleged involvement in the Gold Mafia documentary. However, it is imperative that we delve deeper into the matter before rendering any judgments.

“Firstly, it is paramount to comprehend that Uebert Angel has been exonerated by the knowledgeable and authoritative Financial Intelligence Unit, affirming the absence of any material evidence linking him to the said misdeeds.”

“Secondly, it is vital to understand that the PAP’s evaluation of an individual transcends mere accusations and delves into the realm of their capabilities and accomplishments.

“Uebert Angel has unequivocally exhibited exceptional prowess in leading and fostering unity among diverse communities through his interfaith initiatives,” Charumbira continued.

“The significance of this becomes indisputable when one observes the staggering figures of his registered membership, boasting an impressive tally of over 3.5 million adherents dispersed across 507 branches worldwide.

“Moreover, Uebert Angel’s philanthropic endeavors are not only commendable but have also been duly recognized with numerous prestigious awards.

Charumbira adds that “while it is true that there may exist certain grievances and complaints, it is crucial to bear in mind that baseless allegations put forth by a television crew should not overshadow the constructive impact an individual is capable of producing,” he said.

Charumbira who is the also the President of the Zimbabwe Council of Chiefs (ZCC) claimed the PAP evaluated Angel “based on his accomplishments and his potential to contribute towards the organization’s objectives.”

PRESS STATEMENT FOLLOWING MY SEVEN-DAY SUSPENSION FROM PARLIAMENT

Dear fellow citizens,

Today, I speak to you with a heavy heart, burdened by the erosion of fairness and justice within the esteemed chambers of the Zambian Parliament. It is with utmost urgency that I shed light on the concerning state of our democratic institutions.

The role of the Speaker of Parliament is one of tremendous responsibility – a guardian of fairness, impartiality, and equal representation. They hold the power to transcend partisan divides and ensure that the diverse voices of our nation are given a platform. Unfortunately, we find ourselves witnessing a departure from these principles.

Equity is the bedrock of democracy, embodying the very essence of fair representation. It requires a commitment to unbiased facilitation, granting every Member of Parliament equal opportunities to express their viewpoints and contribute meaningfully to the legislative process. It is disheartening to observe the erosion of these principles, as some members resort to tribalism and regional biases in their debates.

On the 14th of June 2023, Mr. Charles Milupi, Member of Parliament and Minister of Infrastructure and Urban Development, made repeated references to Northwestern and Western Provinces as the poorest regions in the country. These statements, while provocative to those residing in the Northern block of the country, were not effectively addressed by the Speaker. This incident exemplifies how regional disparities and biased statements can lead to volatile exchanges and further tensions.

Sadly, in response to this regional bias, I too succumbed to emotion and made remarks referring to my fellow Bembas as foolish. I criticized Mr. Milupi for his failure to acknowledge the economic challenges faced by Luapula, Muchinga, Northern, and Eastern provinces. I must admit that my emotional response was not in line with the decorum expected from a Member of Parliament.

However, it is deeply concerning that the disciplinary actions taken by the Speaker appeared inconsistent and biased. The conduct of Hon. Chushi Kasanda and their alleged biased ruling cannot be ignored. The behaviour of Hon. Kasanda towards the Speaker was worse in nature than myself, as I was in fact not addressing the Speaker but my tribesmen. Similar instances in the past did not receive equal treatment, raising questions about the fairness and impartiality of our parliamentary proceedings.

Moreover, the recent protest of silence by opposition Members of Parliament on the 20th of July 2023 further highlights concerns regarding the Speaker’s impartiality. When conversations become tainted by tribal or regional agendas, it is the duty of the Speaker to intervene and steer the discourse back to unbiased and meaningful discussions that serve the best interests of all citizens.

I must express profound disappointment in my own personal experience. On the 21st of July 2023, I was suspended from parliament for my remarks demanding fairness in the distribution of development, particularly advocating for the development of the Chienge road. While I acknowledge the need for more measured language during debates, I believe my suspension underscores the presence of regional bias within our parliamentary proceedings. It is troubling that only individuals from certain regions are labeled as lawbreakers, while those from the southern block are hailed as virtuous.

This incident serves as a reminder that we must address the underlying issues causing regional disparities and foster national unity through inclusive development strategies and equitable policy-making. We must uphold the principles of democracy, fair representation, and the protection of human rights. Practices that promote bias undermine the integrity of parliamentary proceedings, eroding the trust and confidence of Zambian citizens in their elected representatives.

I call upon the international community, human rights organizations, and fellow democratic nations to closely monitor the situation unfolding in Zambia. Your support, solidarity, and influence are crucial in addressing these issues and working towards a society that upholds human dignity, respects diverse perspectives, and promotes inclusivity and justice.

I have been suspended for speaking the truth, for standing up for Luapula, where justice is found.
I have been suspended for demanding fairness, for raising my voice,
But they sought to silence and discredit my choice.

Leading the protest of silence, I dared to resist, but a day later, suspended with clenched fist.

A victim of their fear, yet my voice won’t fade. I will forever crusade for the people of Luapula, where justice is made.

Together, let us create the Zambia we aspire to be. A Zambia where the Speaker of Parliament embodies fairness, where parliamentary proceedings reflect the true spirit of honor and integrity. Through unity and unwavering commitment to democratic principles, we can restore the trust of our citizens and foster an environment where every voice is heard, valued, and respected.

Thank you for your attention, and may we find the courage to stand up for justice and equality in our democratic journey.

Socialist Party (Zambia) President Fred M’membe is disappointed that President Hakainde Hichilema has changed his position on street vendors.
Dr. M’membe said Mr. Hichilema criticized the chasing of vendors from the streets and destruction of their merchandise while in opposition.
He said it is shocking that Mr. Hichilema who was clear in available clips is now doing the things he earlier opposed.
“Does he believe in what he says? Should we believe what he says?” he asked.


Dr. M’membe said it is surprising that Mr. Hichilema does not take time to explain why his position has changed on anything.
“No one wants to leave his or her home to go into the town centre to be hit by the cold, sun, harassed by the wind and be humiliated by the police. The compounds where they are chasing them to are full of people selling. Wherever you turn to in the compounds, there is someone selling something. They do not choose easily to come to the town centre because it takes a lot of walking. They do not even have transport money for some of those. They walk to the town centre and later walk back home. They leave their families. They go back home with very little money because they cannot afford even a fare on the minibus. You destroy their merchandise and chase them away. It is not easy to earn a living today. Look at the numbers that are on the street trying to sale the same thing such as tomatoes, onions, rape. We have a problem,” he said.


Dr. M’membe said Government must deal with the economy which is pushing the masses into street vending as life has become unbearable in Zambia.
“The problem is not street vending but the economy that is biting resulting in street vending. Let us deal with the problem that is generating street vending. These people on the street would be very happy to do other things that are beneficial because what they are getting from the street is little,” he said.


The Socialist Party (Zambia) President said street vending will continue despite police patrols because there are no alternative livelihoods for Zambians that are struggling to survive.


“If they are given alternative sources of income, they will stop being on the street. But also it is an exercise in futility. No matter how many police officers are deployed in the streets, people will get back to the street because there is nothing out there for them. Again, let them go back to the things they said. Some of the things we are saying today, they said them themselves,” he said.
Dr. M’membe said Zambians that were struggling to afford three meals a day are now struggling to have one meal a day because of the high cost of living.


“We have problems in our homes. People who were struggling to have three meals a few years ago, today they are struggling to have one meal. It is now a big struggle just to have one meal. The stress in the family is huge. If a nation cannot feed itself, if families cannot feed themselves, parents cannot provide food for their children, then you realize that there are serious problems in the family and the Nation in general,” he said.


Dr. M’membe urged Government to ensure affordable food availability as a primary concern before rushing to cleanliness of cities which is secondary.


“Food is the number one priority. The cleanliness of Lusaka and other cities not primary but secondary. The city was not made for anything else but for these same people. Yes, the colonial city was for the colonialists of which out people would be at the peripheral and they only came to the city centre when they were permitted to do so. But today, the city belongs to them. If cities are theirs, priority goes to them,” he said.

Opposition Zambia Wake-Up Party (ZAWAPA) interim President Howard Kunda has warned that the removal of vendors from the streets will have consequences on the UPND’s performance in the 2026 General Elections.

Mr. Kunda said he was not happy with the manner in which the Government has handled the issue of street vending in Lusaka.

He said the New Dawn Government must handle street vending with caution and care.

Mr. Kunda said people have resorted to selling in streets to earn a living because the local economy is biting as evidenced by the high cost of essential commodities such as mealie meal.

He said the best way of removing vendors from the streets of the central business district is by improving the national economy so that people can afford the cost of living.

Featuring on a Radio Icengelo’s Open Talk Show on Friday, Mr. Kunda said laws like the one governing vending should not stifle the people.

“This issue of street vendors needs to be handled with care. 2026 is coming. In 2026 the people of Zambia won’t forget the ruthless removal of vendors. These are hard times in which people are suffering. You cannot just wake up and burn people’s stands. The Ministry of Local Government is starting this issue from the end and instead of the beginning,” Mr. Kunda said.

“As far as I know, if this Government won’t sort out the economy of this country, vendors won’t go anywhere. Where will the vendors even go? We need the council and the government to be proactive on this matter,” he said.

On the same programme, Ndola Mayor Jones Kalyati said there is a need to control street vending.

Dr. Kalyati pledged that street vendors in Ndola won’t be hurt as the city tries to regulate vending.

“We will be engaging vendors on how best we can find solutions to vending. I am open to discussions. The solution to controlling vending lies with the vendors themselves. I don’t want anyone to be injured as we handle this issue,” Dr. Kalyati said.

CHIBOMBO- Keembe Member of Parliament Princess Kasune says she is happy with the massive achievements delivered in the constituency within a short space of time.

Speaking when she graced the handover of a mothers’ shelter at Chibombo Rural Health centre built at a cost of K690,000, Princess Kasune who is also the Government Deputy Chief Whip said she was thrilled to note that CDF has been equitably shared among all wards.

The area lawmaker said Keembe Constituency like any other Constituency in the country has developed exponentially due to the decentralization policy that has brought resources closer to the people.

She commended President Hakainde Hichilema for implementing policies that are of mutual benefit to local communities such as the construction of a 1×3 classroom block and procurement of 70 desks at Mwayasunka day Secondary School as well as 2800 desks for distribution across the constituency.

And Chibombo District Medical Officer Dr Yona Hendrix commended government for responding to the needs of expectant mothers as part of the fight against maternal deaths.

Dr Yona said the facility will help his team diligently monitor and treat expectant mothers without any difficult as the facility will cater for more than 18,000 people in the district.

Meanwhile, UPND Deputy Secretary General Gertrude Imenda says the constituency development fund has transformed the C
country into a construction site.

Ms Imenda said the Decentralization policy approach implemented by the UPND-led government has positively impacted communities that lagged behind in terms of development.

And Chief Liteta has commended the government for taking development closer to the people.

He further called on Zambians to support the people centered Ideologies of the New Dawn administration.

Ms Kasune has for a long time been associated with infrastructure development at Chibombo Rural Health centre having helped in the construction of a maternity Annex which was opened in May 2016 worth K 600, 000 personal funds.

THIS December 2023, the United Party for National Development (UPND) will celebrate the Silver Jubilee after a long walk on a very rough political road.

Founded on 28th December 1998, the ruling party will celebrate the 25 years milestone alongside the 2nd Anniversary of being in power following the electoral victory of 12th August 2021.

Since forming Government, the UPND is firmly walking on two steong feet leading the people of Zambians on a right, progressive and promising trajectory.

The economic turnaround we seek as a people will not come by chance, but by making right decisions at the right time!

But, what barometers can Zambians use to measure the policies on which the UPND’s developmental agenda is currently standing on?

The policy intent such as free education, National Pensions Scheme Authority (NAPSA) 20% partial withdraw, the fight against corruption, restoration of peace, law and order are excellent, but not enough.

And the increased Constituency Development Fund (CDF) including the increased amounts and number of beneficiaries under Social Cash Transfer (SCT) adds to the list of the wonderful New Dawn policy intent.

Further, the establishment of Ministry of Green Economy and Environment as well as Ministry of Small Scale and Medium Enterprise and Development adds to the list.

Unfortunately, re-alignment of some Government departments to other ministries has only addressed the issue of policy direction half way.

For instance, Arts in Zambia still remain ‘orphaned.’

And calls for the re-opening of Mulungushi Textile are made without interrogating the fashion and textile industry as well as cotton and cassava growing in the country.

Interestingly, during Parliament session a UPND Member of Parliament was asking for Policy direction on Human and Wildlife Conflicts, did you know that?

We are all aware that policies in any socio economic setting are supposed to be reviewed every 5 years, and expire after 10 years.

What, then; are the implementation dates of the policies that drive all Ministries, ZESCO, TAZARA, ZNBC, ZAMTEL, ZR, TAZAMA, ERB, FRA, IBA etc, and other quasi-government agency including various Commissions.

When were the same policies revised? Has the UPND made an input to these policies yet as per manifesto?

In the absence of the UPND input to policy-direction, I can foresee a huge challenge in how the New Dawn Government shall handle issues such as the fight against corruption, border security and human trafficking, street vending and Council by-laws, children living on the street and children’s rights, professionalism in the Zambia Police etc.

One cannot rule out the fact that some of the ‘inefficiencies’ we are witnessing in the New Dawn Government are as a result of ‘stale-policies’ to which the UPND has had no input yet!

But when will UPND policies be a reality?

Aren’t these new appointed Board Members and Commissioners treating existing policies like ‘old wine in new bottles?’ How old are the policies they are working with and how much of the UPND manifesto do those policies contain?

How will UPND policies address charcoal burning in the Game Management Area or littering of plastic bottles in the Kafue National park?

I know I may be misunderstood by those who elevate views of ‘members of the technically elite’ (Technocrats) over real life, But, all policies urgently require input from the UPND manifesto!

Look at FISP, Mukula (Timber) or Cooperatives in mining; the story is different when one considers policies at play.

As you are aware, Policy Intent is set by top Government Officials or Ministers when commissioning the work and can change over time for varied reasons such as changes in public or parliamentary opinion or change in party leadership or evidence on the ground.

Nonetheless, Zambia needs solid UPND policies, period!

Mr. GODFREY MALAMA who served as Permanent Secretary, in the Ministry of Information from 2015 to 2018 died in Lusaka today after an illness.

And, Ministry of Information and Media Permanent Secretary, KENNEDY KALUNGA has since extended heartfelt condolences to the MALAMA family during this time of immense loss.

Mr. KALUNGA says Mr. MALAMA was NOT only a respected figure within the Ministry but also one of the most experienced journalists in Zambia.

She says Mr. MALAMA embarked on an illustrious career in the early 1970’s as a reporter at the Zambia Daily Mail Newspaper.

Mr. KALUNGA says Mr. MALAMA’s dedication and passion for journalism led him to ascend through the ranks , eventually becoming the Deputy Managing Director at Zambia Daily Mail.

He says Mr. MALAMA later Joined the Times of Zambia where he served with great distinction as Managing Director , leaving an indelible mark on the media landscape.

During his tenure as Permanent Secretary in the Ministry of Information and Broadcasting Services, Mr MALAMA exhibited exceptional leadership and vision, contributing immensely to the profession both at practice and policy levels.

He recognized the pivotal role of the media in fostering a well informed society and always championed the principles of freedom and independence of the press.

In a statement to ZNBC News, Mr. KALUNGA said his legacy in the field of journalism shall be remembered and his committed to the truth , occupancy, and impartiality will serve as an inspiration for generations of Journalists to come.

He said Mr. MALAMA’s exemplary service and dedication to the Ministry have left an impact on the sector and will be cherished by all who had the privilege to work with him.

During this time of bereavement, Mr KALUNGA said the Ministry stands in solidarity with the MALAMA Family , offering thoughts and prayers.

He said the Ministry of Information and Media is forever indebted to Mr MALAMA’s contributions to the growth and development of journalism in Zambia.

The silent protest which has been exhibited by the Patriotic Front Members in Parliament in the last two days is called the ‘Hon Nickson Chilangwa Sitting Protest’.

Leader of Opposition Hon Brian Mundubile has confirmed this at a media Briefing in Lusaka today.

Hon Mundubile said the Protest has been necessitated by the manner the house was been handled.

Hon Mundubile said second deputy Speaker Moses Moyo has been unfair to the opposition Members of parliament

He said despite several attempts to engage the Presiding officers, nothing has changed.

The Leader of Opposition said if the trend continues, the opposition MPs will bring order to the house.

In the last two days, Opposition MPs have not been posing questions on the floor of the house.

And Hon Mundubile said what was agreed was to allow only UPND MPs to participate in Parliament to see if they would be allowed to do so freely without being stopped by the Presiding officers, a situation which transpired.

“Sitting as leader of Opposition and the whips, we have had a lot of pressure from the Members on the treatment that we have been receiving. MPs are responsible citizens, representatives of the people. To come to parliament to be reduced to a school boy because Comrade Moses Moyo feels like saying anything is simply unacceptable. We have to remind you that we are senior MPs, we were hoping by now you could have learnt…. During the last Parliament, Speaker Matibini respected the channels of handling members in the house,. Calling out names for Members of Parliament is a new practice that we have seen now,” he said.

Meanwhile, Hon Mundubile has noted that it is only in Zambia where presiding officers speak more than the Members of Parliament.

He said the Civility of Opposition MPs must not be mistaken as a weakness.

“If we were not civilised, we can cause chaos everyday. Our silence and respect should not be taken for granted. The rules for debating in the house, must ensure that the information is true and factual. In this house, the Presiding officers are the ones going against the standing orders. When will capacity ever be built at parliament. Even when the house has fallen into contempt, we have fallen out.

I refuse to be part of a class of Cowards. Why should he send shivers in everybody. They do not want PF members who have the expertise in particular fields to speak in that regard. Abantu benu balamitina, ama judgement nomba they leave much to be desired. Ifyakuisangula Muli bu lesa bunono fikamiletelela,” he said.

In a post-match interview, Coach Bruce Mwape expressed his disappointment at Zambia’s performance but remained optimistic about their chances in the Women’s World Cup. Despite suffering a heavy defeat, Mwape sees the match as a valuable learning experience for his side.

“Our team made a lot of mistakes which made us concede all those goals,” Mwape said, reflecting on the match against Japan. “But it’s not the end of the world, we still have a chance. We can go back and plan for the remaining two games. I am sure we can still come back and fight for a position to qualify for the next round.”

Zambia’s first-ever World Cup match did not go as planned, as they failed to make any attempts toward the Japanese goal throughout the game. Bally encourages Copper Queens as Japan break Zambian hearts

ZAMBIANS hoping to see Copper Queens register a record first victory at the FIFA Women’s World Cup this morning ended up with broken hearts as Japan ran riot and handed the Barbra Banda-captained side a 5-0 bashing.

Zambia’s defeat at the feet of the 2011 World champions is the heaviest at the the ongoing tournament so far.

Without the Video Assistant Referee and some cancelled decions against Japan, the defeat could have been worse.

But President Hakainde Hichilema has encouraged the Copper Queens to look beyond the defeat and focus on the next games against the rest of Group C opponents, Spain and Costa Rica.

“Hard luck girls. There are two more games to go. Focus on those,” wrote President Hichilema on his Facebook page.

Japan dominated the game, leaving Zambia’s goalkeeper, Catherine Musonda, to contend with their offence at the FMG Stadium in Waikato, New Zealand today.

Musonda quickly proved to be the star of the show, making a spectacular save to deny Tanaka Mina’s close-range finish early in the game and kept the scoreline level at 0-0 during the opening minutes.

However, the deadlock was broken in the 43rd minute when Japan’s Miyazawa Hinata found the back of the net after a well-executed cross from Fujino Aoba, heading into the halftime break 0-1.

The second half saw Japan asserting their dominance, with Tanaka Mina adding to their lead in the 55th minute and Hinata netted her second goal of the match in the 61st minute, further extending Japan’s lead to 3-0.

In the final moments of the match, Endo Jun found the back of the net in the 71st minute, taking the scoreline to 4-0 in Japan’s favor.

As the match approached its closing stages, Zambia found themselves in deeper trouble when Catherine Musonda received her second yellow card, resulting in a red card and a subsequent expulsion from the field.

To add to Zambia’s misery, Japan was awarded a penalty, and Ueki Riko converted it successfully, sealing Japan’s commanding 5-0 victory over Zambia

Zambia’s focus will now shift to their next match against Spain, which is scheduled for Wednesday July 26, at 09:30 hours.

On the same day, Group C leaders Japan will face Costa Rica, looking to continue their impressive form in the tournament.

CONFUSION REIGNS AT THE DEFENCE FORCES

Secretary to the Cabinet Mr Patrick Kangwa has appointed Mr Friday Nyambe, the Director General Office of the President Special Division, as chairman of the Central Joint Operations Committee (CJOC) with immediate effect.

The Duties of the President and Commander-in-Chief are never shared or delegated, not even to the Vice-President. It is only the President who has authority over matters of deployment of the Defence Forces and their officers. CJOC was a creation of the Zambia Army and Zambia Police. Never in the history of Zambia, or any other defence force in world, has this happened.

The CJOC in Zambia consists of the Chairman, the Vice-Chairman, the Secretary, and members from other government agencies with work related to fields of border protection and inland security.

The collective body of the CJOC is headed by the Chairman (or Vice-Chairman in the Chairman’s absence), who sets the agenda and presides over meetings. Responsibilities for members of the CJOC are to take precedence over tasks of national security as a team. The Chairman of the CJOC is the Army Commander, the principal military adviser to the President, Ministry of Defence, and the Defence Council. However, all CJOC members are by law military advisers, and they may respond to a request or voluntarily submit, through the Chairman, advice or opinions to the President and Commander-in-Chief of the Defence Forces.

The executive authority of the CJOC in Zambia has never changed. It is as designed the world over. In World War II, the United States Joint Chiefs of Staff acted as executive agents dealing with area commanders, but the original National Security Act of 1947 saw the Joint Chiefs of Staff as planners and advisers, not as commanders of combatant commands. In spite of this, the 1948 Key West Agreement allowed members of the Joint Chiefs of Staff to serve as executive agents for unified commands, a responsibility that allowed the executive agent to originate direct communication with the combatant command. Congress abolished this authority in a 1953 amendment to the National Security Act.

Today, the Joint Chiefs of Staff have no executive authority to command combatant forces. The issue of executive authority was clearly resolved by the Goldwater-Nichols DOD Reorganisation Act of 1986: “The Secretaries of the Military Departments shall assign all forces under their jurisdiction to unified and specified combatant commands to perform missions assigned to those commands.” The chain of command runs through the President to the commander of the combatant command.

In Zambia, the security system has a solid foundation dating as far back as the first and second Republics. Dr Kenneth Kaunda laid a very strong foundation, which has proved extremely effective in the absence of a unified command.

It is important to mention here, or educate Mr Hakainde Hichilema and his team, that powers vested in the President and Commander-in-Chief of the Defence Forces and are for the President only.

Mr Hakainde Hichilema should learn to consult from the elders before attempting to change traditions that have kept the Zambian nation together. National security instruments of power are never shared anywhere in the world. The Minister of Defence, the Minister of Home Affairs, the Permanent Secretary of the Ministry of Defence and Secretary to the Cabinet, have no power to issue orders or instructions to the Defence Forces. When this happens, it marks the beginning of a downfall and break down of systems.

Disorganising the Zambia Defence Forces is a very serious weakness on the part of the Presidency. We advise Mr Hichilema to put his house in order and not to allow any person to abuse or take over his responsibility as Commander-in- Chief.

As we emphasise with our brothers and sisters whose livelihoods have been thrown in the cold by the new dawn government, we want to reveal the real reason for which this decision was made without proper planning and solutions.

President Hakainde and his new dawn administration are growing increasingly desperate to collect revenue to impress the IMF. Due to PRESSURE from the IMF on the failing economy, the UPND in their consultations with IMF agreed to arbitrary remove street vendors in order to collect revenues through levies and penalties from markets. It is their considered view that government has been losing revenue with the continued existence of street vendors in the Lusaka CBD.

Hence the overnight decision to move in on the defenceless vulnerable street vendors. Like we have stated to the Zambian people, that HH and his UPND dont care about the plight of the poor Zambians. While they have given collosal tax holidays and subsidies for their friends in the mines and big business empires, the UPND has pounced on the street vendors by squeezing them in the markets so as to collect revenue from them.

As PF we see this as a clear indictment on the UPND of a dekiverate policy of heavily TAXING THE POOR of the poorest while giving a free lunch of tax incentives, TAX HOLIDAYS and subsidies to the RICH and powerful whom they have negotiated with to keep their dollars abit longer in the country in order to create an artificial low dollar to kwacha rate.

The main aim of this move, is to squeeze people into the markets where government can collect money from stands and market levies and penalties to improve their revenue base to impress the IMF.. The truth of the matter is that the UPND have failed to resolve the economic situation on which they were voted for, and with no money in circulation their narrow and shallow solution was to ambush street vendors.

We find the arguments about health, cleanliness and sanitation as a very narrow and simplistic reason in advancing the removal of street vendors. The question of sanitation can not arise if we had a functional and effective local authority that collects gabbage and cleans the CBD. If the councils were doing their job, this issue of waste management would have been properly resolved and policed. However, the new dawn govt has chosen to use street vending as a scape goat for their failed systems in the councils.

We want to remind the Zambian people that recently the very council overnight ambushed mobile booth operators under the same guise of cleanliness, they destroyed the booths the very way they have destroyed peoples makeshift stands. What happened thereafter, we are told is the booths are going missing at the storage site which is a scandal in itself. Similarly they have destroyed makeshift stands, which form part of the capital for vendors without any means of recompense. Yet they still expect the very people to go and pay the council for the stands in the markets. One would wonder this kind of thinking?

Lastly we want to tell the Zambian people that, President Hakainde Hichilema and his elitist policies has betrayed the Voters and he will do it again, NOT because the UPND enjoys it, but it is because that’s their nature.

We know so because President Hichilema and UPND betrayed all of those traders who gave them a winning vote during the elections. They are now siding with the IMF, succumbing to their pressure. The Zambian people believed UPND when they promised them that Mealie Meal prices will be reduced to K50, they believed them when they promised they would protect the Vendors. Their praise singers defended them when everyone knew that they were just mocking the Zambian people, today Mr Hakainde Hichilema has repaid the vendors and generally the Zambian people with a stab worthy of a calculated betrayer.

The next cities to be ambushed are on the COPPERBELT, KITWE being the first. Instead of resolving the mining sector’s self inflicted problems, which are more important to the people of the Copperbelt who gave them a vote. President HH and the UPND, are at it again like the vile cheap mercenaries they are, have sold the Zambian people to the lowest bidder – their friends and sponsors. The UPND is a mercenary organisation full of unpatriotic citizens whose time of reckoning will soon come.

The Kawambwa Subordinate Court has adjourned it’s proceedings in the case involving Pambashe Member of Parliament Hon. Ronald Chitotela, MP and his Kawambwa Central counterpart Hon Nickson Chilangwa and five others to September 18th, 2023 for continuation of defense.

The court has also set 3rd August, 2023, 17th August, 2023, 31st August 2023 and 15th September, 2023 as dates for mentions for other accused persons excluding Pambashe Member of Parliament Hon Chitotela and Kunda Chitotela who are not residents of Kawambwa.

And Hon Chilangwa has remained in custody at Kawambwa Correctional Facility.

Luanshya Magistrate Martin Namushi, sitting in the Kawambwa Subordinate Court has since adjourned the matter to September 18th, 2023 for continuation of defense after the defense through Counsel Benjamin Mwelwa made an application for adjournment.

When the matter came up for continuation of defense today, State Advocate Mwala Museta informed the court that the court will resume sitting from 18th September, 2023 to 27th September, 2023 for continuation of defense.

“We have agreed on the dates by all parties totalling eight days and all parties will be available. We have agreed to sit from 18th September 2023 to 27th September, 2023,” he said.

He added that for purposes of the other accused persons Hon Chilangwa, Kawambwa Council Chairperson Kalumba Chifumbe, Davy Kaniki, Charity Musanto and Chabu Chitotela they will appear for mentions on the dates provided excluding Hon Chitotela and Kunda Chitotela who are not residents of Kawambwa.

Earlier in the morning, the court moved to sites of interests in Pambashe Constituency starting with Kanengo Secondary school before proceeding to Chibote secondary school which is about 22 kilometers from the main road.

In the afternoon, the court resumed it’s sitting with the first accused person Hon Chitotela continuing his defense as led by Counsel Mwelwa.

In his continuation of defense, the former Minister of Tourism and Arts informed the court that he had evidence in form of auto phone call recording conversations as well as a video which was recorded by his co-accused Kunda Chitotela at Kawambwa District Hospital on 6th January, 2023.

The two audio recordings were then played before the court involving a Mr. Steven Chikota who Hon Chitotela said is the UPND Deputy National Youth Chairperson in charge of administration saying that is how he introduced himself when he called him on phone.

“Your Honor, as I stated that on 16th September 2021, I did receive a telephone call from a person who identified himself as a UPND National Youth Chairperson Steven Chikota who said that he was in charge of administration. There are two conversation one was on 16th September 2021 and the second on18th October, 2021. Your honour the phone used to auto record was a Samsung Note 9 which is my phone. Your honour, and because for the safety of custody I did transfer that recording to my laptop. Before that, my phone is secured it has my password or my eyes are open for it to open. The laptop is sucured with my personal password and it has a very strong anti-virus which is still valid,” he narrated before the fully packed courtroom.

“I have transfered this into a flash disk which is a silver in color, it has a round key holder used to hold the stick. The flash disk has three items the third is a video am yet to talk about it your honour. I want to render this flash disk as part of my evidence.”

He said in the phone call conversation, Mr. Chikota indicated that the police can identify the people involved in the arson case as the police were there at the crime scene but that they may just be jailed hence the need for him in the company of Hon Chilangwa who are elected leaders to meet him and see how the burnt Mahindra vehicle can be replaced.

Meanwhile, the video of a Mr. John Lukwesa, a state witness could not be played before the court.

Earlier, Hon Chitotela narrated before the court how his lawyers contacted him that the police were looking for him.

He said in the company of his lawyers, he went to Police headquarters in Lusaka where the police recorded a first warn and caution statement from him.

“Your honour as I stated, on 26th October 2021, I appeared before Zambia Police headquarters (in Lusaka) in the company of my lawyers. A warn and caution statement was administered in relation to the case of arson by Detective Chief Inspector Makukwanu. He (Mr. Makukwanu) did ask me if I had guns with me in form of pistols I confirmed your honor that yes I have two pistols. He requested me that the following day I should take them to headquarters (police headquarters). That is the day I was to appear with my brother Hon Chilangwa. As I stated earlier your honor, the warn and caution statement was recorded in relation to arson involving a Mahindra Bolero vehicle. And Dective Chief Inspector did issue a certificate of ceizure of goods,” he said.

“I was given a carbon copy it has a Zambia logo, it has my names your honor the names (Ronald Kaoma Chitotela) and types of the pistols, my signature and the signature of the ceizing officer Mr Makukwanu. The original copy was left with the dealing officer together with ceized goods. I want to render this document as part of my evidence your honor. After my guns were ceized, I was asked to wait outside because the officer was now dealing with Hon Chilangwa. After sometime of waiting outside the police headquarters your honour, I was called back in the same interview room and the police indicated that we will proceed to Luapula. We shall communicate to you through your lawyers but for now you can go.”

He further narrated before the court that on 13th December, 2021, he received a phone call from the Deputy Director of Investigations at Zambia Police Service who he identified as a Mr Timba that his guns were certified that they have never being fired before in Zambia.

He then proceeded to produce a dublicate document of handover before the court administered by Mr. Timba which he also laid before the court that he intended to use it as part of his evidence.

In this matter, it is alleged that on August 12, 2021, the two lawmakers and five others while acting together assaulted four UPND members, damaged the windscreen of the Mahindra Bolero motor vehicle valued at K400, 000 a property of the UPND before allegedly setting it ablaze and further threatened violence.

The accused persons are being represented by Counsels Benjamin Mwelwa, Jonas Zimba, Boniface Chiwala and Kampamba Kombe.

State Advocates include Mwala Museta and Wilson Mwale.

LUSAKA – A police docket has been opened at Emmasdale Police Station against disgruntled and indiscipline Chiengi Independent Member of Parliament Reverend Given Katuta for spitting on a Times of Zambia Photojournalist who tried to capture her as she took her walk of shame from parliament.


According to parliamentary sources, the parliamentarian who calls herself a woman of the cloth was this morning suspended and made to take a walk of shame out of parliament by the Speaker of the National Assembly Nellie Mutti for unruly behavior and misconduct.
The sight of Times of Zambia Photojournalist Henry Chunza taking photos of her coming out of the House infuriated the Parliamentarian who immediately attempted to grab the camera with a view to deleting the photos.


“You see what happened was that when ‘Hon Katuta’ was asked to take the walk of shame by Madam Speaker, she found Henry outside who started taking photos of her. This angered the MP who uttered a lot of unpalatable before she gave chase to have the photos deleted. If you look at the video footage, the part where she attempted to give chase is very visible. Upon finding the Journalist who refused to give her the camera, Ms. Katuta spit saliva on him while calling him ‘mwana wambwa’ (son of a dog) before she was pulled away from the scene.
It was at this point that Henry in the company of Chusa Sichone was advised to report a case of BATTERY against the Reverend MP to Emmasdale police Station as well as parliament Security office, a docket which has since been opened.


“The action by the MP has left everyone shocked. It’s like no-one expected her to behave that way especially that she had just started her punishment. Spitting saliva is a serious case and even gets worse looking at the aggressor and victim. The Journalist was merely carrying out his duty as accredited by the National Assembly. The action is criminal and we hope the police will act against her. She needs to lead by example as a lawmaker, mother and ‘woman of the cloth”, the source said as they called on Media bodies and civil society to condemn the action.


According to the penal code, a person found guilty of battery is liable to a sentencing of not less than 5 years imprisonment with hard labour upon conviction.

Patriotic Front Presidential Candidate Mutotwe Kafwaya says Zambians have the capacity to run the Mines in the country.

Hon Kafwaya said this was demonstrated by Former Konkola Copper Mines Provisional Liquidator Milingo Lungu who ensured that the workers and the suppliers were paid on time and enhance the cash flow for KCM.

He said a lot of Zambians have been trained in the technical expertise required to effectively run a mine.

He was speaking when he featured on Millennium TV’s Night live programme.

Hon Kafwaya said it is therefore unfortunate of the intention by Government to give KCM back to Vedanta.

Last week, Government said it was only remaining with one item in their discussion on the issues with Vedanta.

And Hon Kafwaya said he remains sceptical on the statement by Government because it is hard to believe what they say.

“Today we take back the mine to this investor. Government has resolved issues, I am sceptical about any information that comes from the upnd Government. This is the UPND government that was telling the PF to get rid of Vedanta while in opposition. Vedanta boasted how it managed to get KCM on the cheap. PF came into power, the pledges it made of investments were not fulfilled. From that end, you can say that it was reasonable for government to repossess the mine. All stakeholders were happy that government had to repossess the mine,” he said.

Hon Kafwaya said the country has a chance of putting Zambians back to work.

He stated that the idea of relying on foreigners all the time must be done away with.

“As a people let us start thinking about our country. These investors are thinking about their generations. There is need to restructure the mines and take Zambians back to work. The issue of hating people so much must be done away with,” he said.

Kanchibiya Lawmaker Sunday Chanda has emphasised that Members of Parliament have a critical role to play in the implementation of the Constituency Development Fund-CDF.

Speaking when he featured on Radio Phoenix’s let the people talk, Hon Chanda said successful operation of any CDF project is contingent upon a strong MP’s involvement and leadership.

He said it is for that reason that he is very involved in the implementation of CDF in Kanchibiya Constituency.

Hon Chanda said CDF is constituency development Fund adding that if he fails to deliver, the blame will be on him.

He said the council is only but an implementing agency.

“Whether we are constructing a toilet ,road or bridge, I know what is happening….. there are places in Kanchibiya and they have never known what it feels like to have a clinic, they have a health centre now. The moment you leave the project to a technocrat you have a challenge. An MP has a role to play in facilitating popular participation in this process. If resources for CDF are to be used efficiently, the involvement of an MP is cardinal. The only process I do not interfere with is procurement. But the moment a contractor moves on site I get their contact. I need to know the progress,” he said.

Meanwhile, Hon Chanda said If someone came to Kanchibiya and said CDF is a scam, he would point at projects that have been done under the CDF

He said it is important to understand that CDF is a distributive tool for resources meant to bring development to the people.

“One thing that has helped us is to ensure that there is transparency. Programme identification, selection of projects, awarding contracts, moving politics away from the equation. If someone comes to me and say they want to be awarded because of being from a political party. I dismiss them. We still building capacity in our people. We have made a commitment to ensure that all the schools have desks by the end of August,” he said.

…Brian Mundubile says CDF projects are not financed by the UPND as a private political party but by government to which Mr Imemnda does not belong.

BATUKE Imenda is not a government official to have embarked on the monitoring and inspecting of develop- mental projects under the Constituency Development Fund (CDF) and should therefore curtail his marathon tour across the country, Brian Mundubile has said.

Mr Mundubile, the Leader of the Opposition in Parliament says Mr Imenda should instead expend his partisan energies on mobilizing the ruling party, for that was his main mandate as the chief executive officer of the UPND.

Mr Mundubile said Minister of Local Government and Rural Development, Gary Nkombo was the one with the mandate and responsible for monitoring CDF projects and that the UPND officials should not have usurped his responsibilities.

He said Zambia had long dispensed with the philosophy of the party and its government and that government functions should never be performed by party functionaries such as Mr Imenda.

“My dear comrade Imenda may have been tipped privately that he is the next Minister of Local Government but I want to advise him that no matter how strong that rumour is, for as long as he has not been sworn in, for as long as he has not taken oath, let him take it easy and wait.”

“That is how people have lost positions in the past because of being excited. Somebody comes to you and they tip you and you begin to carry out the functions. Mr Imenda, we are pleading with you. I know that the rumour is strong. We have been hearing these rumours that you are about to be appointed, but you have not yet been sworn- in my brother. So just stay home until you are sworn- in,” Mr Mundubile said.

Mr Mundubile said Government was not using funds from the UPND as
a private political party to build infrastructure using CDF and Mr Imenda should not be the one to inspect government financed developmental projects.

Mr Mundubile advised the UPND not to politicise CDF because the money being used to empower members of the ruling party was public.

He was reacting to Transparency International Zambia’s call to Mr Imenda to desist from politicising the CDF programme through his nationwide tour of projects.

Who is Senior Chief Inyambo Yeta?

His Royal highness Senior Chief Inyambo Yeta is the traditional ruler presiding Mulobezi, Sesheke and Mwandi districts of BArotseland, western Zambia. He ascended to the throne in September 1977 and he was the second born son of the king of Barotseland, Litunga late Ilute Yeta IV (1977-2000).

Senior Chief Inyambo Yeta studied law at the Universities of Swaziland and Edinburgh, Scotland, where he graduated with an honours in LLB.

The BBN deeps deeper into the works of his Royal Highness senior Chief Inyambo Yeta the son to king of Barotseland Litunga late Ilute yeta IV, who is in charge of Mwandi , Mulobezi and Sesheke districts of Barotseland.

He come on the throne at a tender age of (23) in 1977, from the Law school at the University of Zambia, university of Scotland and the Barotse Royal Establishment made a decision that you tried not to accept but you were meant to accept it, that you became a youngest Senior Chief in the history of Barotse land.

Chief Inyambo Yeta brought a lot of reforms in his chiefdom. He also lobbied for the development and empowerment projects to the youths and women including among the Indunas at Mwandi Kuta.

Mwandi Kuta is among the few BRE traditional Kuta’s that empowers its Indunas and workers in the entire Barotseland. It’s among the Kuta that pays monthly salaries to its Indunas above the minimum wage. Some of the district BRE Kutas including at the headquarters in Lealui/Limulunga they are not salaried but only surviving on hide outs and deals.

Apart from regional BRE chiefs, Chief Inyambo Yeta was collaborating and working well with others chiefs such as Chief Mukuni, Chief Sekute , Chief Moomba, Musokotwane and all Namibian chiefs.

Some of projects that he brought ;

The Inyambo Development Trust Fund, was created to spearhead the projects in Mwandi , Sesheke and Mulobezi districts.

Mwandi Cultural Center was created to work in progress aimed at constructing a pavilion at which, numerous artifacts, pictures, carvings, basketry, performing arts, and other ancient valuables are displayed to visitors and tourists.

The rehabilitating of the Silowana [Sioma] National Park, and he lobbied for funds for the project and engaged peace parks foundation to ensure a sustained rehabilitation and wildlife restocking program was brought in.

He brought a joint programme called SIMALAHA Community Conservancy in partnership with his counterpart Chief Sekute to create a wildlife park aimed at empowering the local people through shared community wildlife resources.

In an interview with BBN in 2019 he said,”We are in the process of producing an integrated tourism product that is going to attract tourists and create opportunities for wealth creation for our people, said Chief Inyambo Yeta.

In 2013 his Royal Highness Senior Chief Inyambo Yeta started the project of 5 Star Royal Mwandi lodge, Senior Chief Inyambo Yeta also embarked on fish hatching, a project with the potential to supply 30% of Zambia’s annual fish fingering requirements; or the combined annual fish fingering needs for central, Barotseland, Northwestern and Southern Provinces.

He lobbied for developmental projects and government gave the Inyambo Community Development Trust a loan of K3,3m to boost fish production at the Mwandi Integrated Fish Farm project. The cheque was sourced from loads and investments division of the Ministry of Finance and it will be repayable in 15 years’ time with a grace period of two years and the first repayment was made in 2017.

Then Finance Minister Alexander Chikwanda and Induna Amukuteile of Mwandi Kuta signed the loan agreement of K3, 341, 007.00 on Monday 9th December 2015 for the project

He introduced the timber stamps in every area Induna so that each village benefits from its natural resources.

He persuaded some Americans to help in protecting our wildlife by introducing artificial traditional attire that men wear during the Kuomboka ceremonies for Limulunga, Nalolo and Libonda Royal Villages. He brought in investors to open a mine in Mulobezi district.

In 2012 Mwandi Kuta during the Barotse National council (BNC) voted to go for independence of Barotseland.

He was also a lawyer by profession and MMC for UNIP party and once acted as the president of UNIP party before he resigned from been active in politics. The Chiefs act that bars Chiefs from participating in Zambian politics was introduced to stop him by the MMD regime of late Fredrick Chiluba in 1995.

His Royal highness Senior Chief Inyambo Yeta is the second born child of King of Barotseland, Litunga late Ilute Yeta IV. He passed on, in the early hours of today at Maina Soko military hospital in Lusaka after he went for his medical review.

In the space of half a year, Barotseland has lost three senior Chiefs from Naliele Royal Village in Kaoma late Chief Amukena II who was incharge of Nkeyema, Luampa and Kaoma districts on (25th December 2022) , while on the 20th February 2023 her Royal Highness Mulena Mboanjikana late Mukwae kandundu Yeta who was incharge of Kalabo and Sikongo districts of BArotseland passed away, and now Mwandi Royal Village (20th July 2023). Already at Yuka Royal village in Mabumbu area of Limulunga district there is no reigning Chief since the demise of chief Mwene Kandala late Sakwiba Libimba in 20th March 2020.

….as former Zambia’s Acting Ambassador to Turkey testifies how a property management company was contracted on behalf of property owners

A report before the Lusaka Magistrates Court has shown how a Turkish property management company, Mita, acknowledged receipt and disbursement of $6.877m downpayment for the purchase of property in Ankara on behalf of the Zambian Government.

According to the report, Mita’s quotation of $19.5m for 12 properties which included a Chancery was the cheapest of all the quotations obtained from several Real Estate Agencies.

Other bidders included Akkicik Gayrimenkul at $32.5m for 11 properties and Setur Gayrimenkul Yalirim at 28.1m for 11 properties.

In this matter, former Foreign Affairs Minister Joseph Malanji and former Secretary to the Treasury Fredson Yamba are charged with wilful failure to comply with procedure relating to procurement, and being in possession of property reasonably suspected to be proceeds of crime.

When the matter came up for continuation of trial, Thursday, former Zambian diplomat to Turkey Misheck Kaoma testified in cross examination that he was aware of the Contract by the Government of the Republic of Zambia for the purchase of 12 properties valued at a lampsum $19.5m.

Asked by Defense Counsel Makebi Zulu as to whether the Contract for the purchase of the 12 properties was approved by Government of the Republic of Zambia, Kaoma responded in the affirmative.

“Yes”, Government was willing to part away with $19.5m on the property stated Kaoma. “The amount was a Lampsum for all the 12 properties.”

Asked if the Contract distinguished every property, Kaoma replied that it did not.

Mr Kaoma, who was Zambia’s Acting Ambassador to Turkey after the death of Joseph Chilengi testified that the Contract was not with individual sellers of properties but with the Property Management Company, Mita, under whose portfolio the properties were.

“The Buyer is the Embassy represented by Joseph Chilengi. The seller was a company called Mita represented by Mr Burhan Asaf Safak. And Mita was a Property Management Company for the purpose of this Contract,” Mr Kaoma stated.

Meanwhile, Kaoma said out of the $19.5m lampsum value of the properties, only $7.1m was paid through Burhan Asaf Safak in favor of the property owners.

And asked if Mita was paid, Kaoma said “Yes”, according to the report Mita is acknowledging disbursement of payments of $4m for the Chancery, paid $1.8m service costs and $1.077m penalty fee.

“The money that was paid to the Seller was against 12 properties as down payment and the 12 properties were being paid by Mita. I do not know the owners of the other properties.”

In re-examination however, Kaoma clarified that $6.8m was the total downpayment paid to Burhan in two instalments of $4.8m and a second payment of $2m.

Is Pep Guardiola Turning The Premier League Into A Farmers’ League

Manchester City are pretty much racking up every title there is to claim in England. With three straight Premier League titles, Pep’s fifth in seven seasons, should we be concerned that the Premier League is no longer competitive?

To begin with, a Farmers League is a derogatory term given to a football league that lacks competition.

It’s a sneer that has grown in popularity among English fans who look down on countries where the title winners are seemingly known before the season even starts. For instance, we can be ninety-five percent sure that in any given season, Paris St Germain will win the French Ligue 1. Same with Bayern Munich in Germany.

Within the last 10 years, the Citizens have dominated the league by holding 7 titles which is actually a fantastic job that deserves huge credit. Now, under the leadership of the imperial Pep Guardiola, Man City has shown from day 1 that they are ready to defend the title and they are leaving no stone unturned.

And, you can actually bank on the fact it will take an incredibly consistent team to be able to stop this Manchester City side from securing another title next season.

Before we answer this question, it’s worth remembering that dominance is cyclical and hardly a new phenomenon, even in England.

Talking of Aston Villa in the 1890s, Arsenal in the 1930s, Liverpool in the late-70s and early-80s, and Manchester United on three occasions between 1992 and 2011. These teams each won four titles in a space of five years in their respective periods of dominance.

Again, in each season Pep has won, we cannot say the title race was considered a foregone verdict by Christmas. In actual fact, in three of Man City’s title triumphs under Pep, the title could only be decided towards the end of the season.

For instance, in the 21/22 season, on December 11, just two points separated Chelsea, Liverpool, and City. And, the title would eventually be determined to go City’s way on the final day of the season.

Furthermore, last season, Arsenal went for a record 248 days at the top of the table. By the end of March, the Gunners had an 8-point lead literally making the fate of the title theirs for the taking. However, the Gunners would eventually bottle it up in April after a series of three successive draws that culminated with a 4-1 defeat to Man City at the Etihad.

Even when that was the case, the title race was not over until 20 May when Arsenal lost 1-0 to Nottingham Forest.

While the Premier League treble champions have imploded spectacularly and rapidly, they may be intimidating but not unbeatable. Just ask Crystal Palace, who have given the Citizens a hard time at the Etihad, or Tottenham who have beaten City in each of their last three meetings in North London.

However, we cannot rule out the fact that Guardiola’s side have started to push the bar in terms of what’s required at the very top. And, will get plenty of credit for their brutal and relentless dominance, but there will always be detractors ready to snipe at City’s achievements.

Let’s also talk about the money…

When it comes to their success, sooner or later the subject of money will come up. The wealthiest clubs have generally always been the most poised for success.

City are certainly no exception, having spent more than anyone else since Sheikh Mansour took over the club in 2008, with huge amounts lavished on star players to give Guardiola the quality to mould his side into a machine.

Surprisingly, Pep Guardiola’s Man City is actually third in terms of net spent for the past five years. Behind bitter rivals Manchester United and Chelsea despite The Blues only getting to overtake them with their humungous spending last season.

To be honest, this is inevitable. Maybe 10 years in the future, Newcastle would be the next to farm this league. Even so, this is proof that financial power is only a factor if you’re capable of spending shrewdly.

So, is the Premier League becoming obvious? Is it no more competitive than the Bundesliga or Ligue 1?

City are certainly in the middle of a golden period but history suggests that they are highly unlikely to stay there forever, particularly given the quality of rivals such as Liverpool and Chelsea, who have won two of the last three Champions League between them.

The Spaniard has had incredible success with Barcelona and Bayern Munich but is under no illusions about what it takes to be at the top in England.

“To win and win, in this country, in this league, this is my best title [sic] I have and the best I will have when I leave,” was his conclusion after securing the treble last season.

So, if you want to see a real farmers league, look up the history of the Scottish top flight, now that’s a farmer’s league!

‘Calls to impeach US president Biden grow’ following release of FBI document detailing bribery allegations

Calls have grown calling for the impeachment of US President Joe Biden following the release of an unclassified FBI document detailing his alleged involvement in an international bribery scheme.

Sen. Chuck Grassley, Republican party representing Iowa, released the FD-1023 form earlier on Thursday, July 20 which detailed how Biden, along with his son, Hunter Biden, allegedly “coerced” Burisma CEO Mykola Zlochevsky to pay them millions of dollars in exchange for their help in getting the Ukrainian prosecutor investigating the company fired.

“Most corrupt family to ever live in the White House! Impeach!” Rep. Jim Banks, R-Ind., wrote on Twitter, while Rep. Lauren Boebert, R-Colo., wrote, “Read and understand just how deep the corruption goes. Biden should be thrown out of office. Impeach!”

Former Arizona gubernatorial candidate suggested the president was guilty of “extortion” and “treason” in addition to bribery, and claimed former President Donald Trump was impeached for Biden’s “crimes.”

“Is this why Biden has America involved in the war in Ukraine??? Joe Biden is a criminal and is compromised! And he is leading us into WW3 [because Ukrainian President Volodymyr] Zelenskyy has proof of more Biden crimes,” Rep. Marjorie Taylor Greene, R-Ga., tweeted. “Republicans can no longer delay, but we need 218 Republican votes to do it. I’ve been there since day one and so are the American people. IMPEACH BIDEN!!!”

Rep. Anna Paulina Luna, R-Fla., also called for Biden’s impeachment before the release of the document, writing that he “NEEDS to be impeached” because of the “evidence and testimony” she had seen as a member of the House Oversight Committee investigating the Biden family finances. “He is compromised and his son is selling access to him,” she added.

“This is damning evidence that Biden is compromised. Remember when Democrats and their pals in the media went as far as to question whether this document even exists?” Rep. Pat Fallon, R-Texas, tweeted, while Rep. Andy Barr, R-Ky., declared, “The Biden family corruption saga continues.”

Rep. Lisa McClain, R-Mich., vowed the House Oversight Committee would hold Biden accountable, while Rep. Jason Smith, R-Mo., told Fox News, “It causes some great concerns that our president could be compromised to a foreign government.”

No Democrat as at press time has called for his impeachment.

White House spokesman for oversight and investigations Ian Sams said, “It is remarkable that congressional Republicans, in their eagerness to go after President Biden regardless of the truth, continue to push claims that have been debunked for years and that they have cautioned to take ‘with a grain of salt because they could be ‘made up.’”

“These claims have reportedly been scrutinized by the Trump Justice Department, a Trump-appointed U.S. Attorney, and a full impeachment trial of the former President that centered on these very issues, and over and over again, they have been found to lack credibility,” he said.

“It’s clear that congressional Republicans are dead-set on playing shameless, dishonest politics and refuse to let the truth get in the way. It is well past time for news organizations to hold them to basic levels of factual accountability for their repeated and increasingly desperate efforts to mislead both the public and the press,” he added.

Grassley said he released the document so that the American people can “read this document for themselves without the filter of politicians or bureaucrats.” The document in question is an FBI-generated FD-1023 form, which Grassley acquired via legally protected disclosures by Justice Department whistleblowers, according to the senator’s office.

Samuel Eto’o accused of match-fixing in Cameroon after ‘helping second-division champions Victoria United achieve promotion last season by influencing referees’

Barcelona and Cameroonian legend, Samuel Eto’o has been accused of match-fixing in Cameroon.

According to Camfoot, Eto’o, who is the president of the Cameroonian Football Federation (Fecafoot), allegedly promised to promote second-division club Victoria United by manipulating matches.

Victoria United ended up getting promoted, with the federation ruling that the previous season’s runner-up Stade de Bertoua was ineligible.

Recordings reportedly emerged in which Eto’o told Victoria’s president Valentine Gwain, that he would help the team get promoted by manipulating referees.

Eto’o said: ‘There are things we can do, but you have to be very discreet, brother.

‘I haven’t even had time to get home yet. I’m out, bro. I haven’t had time to get home and work with the president (of the Cameroonian Referee’s Association) because I can’t call the refs directly and tell them to be careful. But I can work with the president.’

The conversation is said to have happened after Victoria lost 1-0 in December 2022, with Gwain interrupting the game to complain about the officiating.

Eto’o was reportedly heard saying: ‘Opopo (Victoria United’s nickname) must go up to the first division. This is our goal (…) This is our Federation. Victoria United will go up.

‘Stay calm, we will grant you the three points and we suspend the referee. But let me at least go back to Cameroon. He arrived on the 3rd (January) at night. So we’ll see you in the office on the 4th. Anyway, I’m going to rule out and disqualify this referee’.

Eto’o went on to explain the importance of having a good relationship with the president of the league.

He said: ‘He has the power. From there, he with his commissions will be able to suspend even the president of the referees.

‘Our club, Opopo, must go up to the first division, that is our objective.’
Eto’o, who also played for Inter Milan and Chelsea, scored 56 goals in 114 caps for Cameroon.

He was elected as the president of Fecafoot in December 2021.

Judge sets May 2024, few months before US presidential election as the start of Donald Trump classified documents trial

The federal judge overseeing the classified documents case by the US Federal government against former US President Donald Trump has decided the criminal trial will begin May 20, 2024, in Fort Pierce, Florida.

Judge Aileen Cannon announced the timing of the trial in a document filed in federal court on Friday, July 21.

“The court rejects Defendant’s request to withhold setting a schedule now,” Cannon wrote in her motion. She said the court “does not see sufficient basis on this record to postpone entry of a scheduling order.”

“Nevertheless, the Government’s proposed schedule is atypically accelerated and inconsistent with ensuring a fair trial.”

“While the government has taken steps to organize and filter the extensive discovery, no one disagrees that Defendants need adequate time to review and evaluate it on their own accord,” Cannon wrote.

Trump faces 37 counts tied to allegations that he willfully retained national defense information, conspired to obstruct justice, and made false statements.

Walt Nauta, a former White House valet, faces six felony counts stemming from allegations that he helped the former president hide top-secret national security files from investigators after leaving the White House. Both Trump and Nauta have pleaded not guilty.

The timing of the trial comes months after the period special counsel Jack Smith had requested, but is a blow to Trump, who wanted to delay the court proceedings until after the presidential election.

Cannon’s announcement comes after federal prosecutors and defense attorneys argued in favor of their preferred timelines at a hearing earlier this week in Fort Pierce.

Smith had requested a start date of Dec. 11, while Trump’s team said the trial should be pushed back until after the election.

Cannon, a Trump appointee, had initially scheduled the trial to begin Aug. 14.

In recent filings, special counsel prosecutors called for the case to proceed “expeditiously,” while Trump’s attorneys urged Cannon to postpone the trial until after Election Day 2024, arguing that the December trial date sought by the government would be “unreasonable” and “result in a miscarriage of justice.”
