The good the bad, the ugly, a review of Mukwita´s ´China in Africa, the Zambia story´

China in Africa – the Zambia story, a book by Ambassador Anthony Mukwita, a former envoy to the Federal Republic of Germany, is a Zambian contribution to one of the most important discussions of modern politics – the rise of China.

It is not exhaustive, as you might imagine, but an admirable effort by one of us to reflect our collective experiences with a country that has sent shockwaves across the global political structures.

In an honest fashion, Ambassador Mukwita has attempted to tell it all – the good and the bad that we as Zambians have come to know about China in our own country. We know and appreciate the infrastructure that has been built with Chinese money, and employment opportunities created.

But we also hate, in some instances, poor working conditions that resulted in the now-infamous BGRIMM disaster, poor salaries, importing into the country laborers, and encroachment into economic sectors that must be ring-fenced for Zambian nationals.

The author has shared the dominant perceptions of China as defined by the west, namely, that China sponsors a predatory foreign policy, a reference to Africa’s indebtedness to China, as he sets the stage for Zambia’s own perception of the country.

This is important because the west has proved adept at shaping international opinion as though it were the only opinion. Subsequently, the west’s opinion has become the Zambian opinion and the west’s enemies have become the Zambian enemies.

Although the plethora of literature on the rise of China in the world may sometimes come across as too complex to appreciate, its common thesis is this: China is in business – selling its products to the rest of the world while looking for raw materials and technology that it needs. Everything else is icing on the cake.

China in Africa – the Zambia story poses, among others, the question: what does China want in Africa? Specifically, what does China want in Zambia? No rocket science is required to answer this question: China is in business, and Zambia has what China wants – copper, timber, and other natural resources.

But, as the author has pointed out, China also wants to invest and make a profit in other sectors that include energy, roads, airports, and many others. The question Zambia must ask and answer, as the book points out is: what do we want out of our relationship with China? In an apparent effort to encourage further debate, the author has left this question largely unanswered but has made a couple of suggestions in the conclusion section of the book which should jolt the mind.

Whatever you make of the book, its major contribution is the need for Zambia, particularly the Zambian government to demonstrate that it has a Zambia/China strategy that can unlock immense possibilities for the Zambian economy.

The author, for instance, has alluded to the tariff-free export policy China has availed to its African partners. Do you know what this can do to the Zambian economy if government took full advantage of this opportunity? Just think about this: exporting tariff-free into a $14 trillion-dollar economy!

This is a not a new initiative as the US has done this before with Europe and Japan following the end of the Second World War.

And look where these regions of the world are today! On this score, the government of President Hichilema stands to be tested if it has what it takes to convert such opportunities into tangible economic benefits for the Zambian people.

This, for me, is the greatest contribution of China in Africa – the Zambia story, challenging the Zambian government to see opportunities and taking them.

We may have forgotten about the TOXIC BILL 10 , one of the most famous bills that has ever been presented to Parliament house, those who recall may still be asking questions why the former ruling party pushed for the success of this bill , it required a 2/3 majority but failed to reach the required threshold , the process of refining the constitution was arguably one of the contentious issues , the ministry of justice prepared and included items which were not submitted by the team which was imposed to draft the contents of the bill . We saw two or three members of Parliament from the opposition then and one from the former ruling party going for and against the bill .

The nation rose to debate about Bill 10 , many citizens opposed the bill but the former ruling party insisted against the wishes of the people , we may recall that LAZ organised a forum which was going to be used to debate about the contents of the bill , unfortunately the former ruling party organised thugs (CARDERS) who brutally attacked and assaulted deligates that were invited for this important gathering , we also recall how leaders in the ruling party confidently said the bill would pass through in parliament whether zambians liked it or not , because they were going to corrupt some Parliamentarians from then the opposition UPND to vote for the bill .

Many zambians may not understand what really was wrong about the TOXIC BILL 10 , it may be necessary to look at it again , some technocrats revealed that the bill was a danger to our democratic system , certain changes in the laws meant to deny the opposition enough political space , issues to do with extending the period for the presidential petition , others insinuated that it had changes which would limit and stop president HAKAINDE HICHILEMA from contesting elections for the fifth time . Many issues were brought out which triggered public interest . May be the bill can be brought alive and commonly be looked at in the context of what is good and what was bad , so that in the future people can have a say using a referendum with reference to what is contained in Bill 10 .

In zambia we have always thought refining laws needs technocrats without people’s participation , many constituitional review commissions in this country have tried but the laws that are recommended are not those the people have submitted , it has been difficult to come up with a people driven constituition because of political interference , regimes always chose to have patterns of laws in the constitution which increase executive powers , many democratic nations have doctored their constituitions to give more powers to instituitions to ensure they are more independent and effective in promoting democracy.The lwas guide on the common tenates which promote Democratic values , without a standing constituition democracy is a shadow of itself .God bless mother Zambia .

Claimed neighbour sleeps with all men in Matero Police Camp

A WOMAN of Lusaka aged 27 has been ordered to pay K500 in compensation for claiming that her neighbour sleeps with all men in Matero Police Camp.

Prudence was sued to court by Hildah for compensation for defamation and insults.
In her statement, Hildah, a resident of Matero Police Camp told the court that Prudence accused her of being a prostitute who sleeps with a lot of men in the camp.

She said the defendant also called her a ‘virgin nkonte’ for being single at her old age.
The court also heard that Prudence told Hildah that she was a barren woman who will never have a child in her life.

“This woman calls me a prostitute. She also says I will never have a child because I am barren and she accuses me of sleeping with almost all the men in the police camp,’’ she said.

Hildah said Prudence also mocked her for being single saying that she will never get married.
She begged the court to order Prudence to show her the men she was accused of sleeping with because the allegation has dented her image as a young woman.

In her defence, Prudence told the court that Hildah was the one who accused her of being a prostitute.

“One day, she came to my house and started announcing that the only child whom I have with my husband was not his because he resembled another man she knew,” she said.

Prudence said Hildah’s words had the potential to ruin her marriage and asked the plaintiff to show her the real father of her child since she talked about it all the time.

In her judgment, Magistrate Harriet Mulenga noted that Prudence was talkative and provoked the complainant, who is much younger than her.
She advised Prudence to tone down and learn how to live in peace with neighbours by minding her own business.

Magistrate Mulenga ordered Prudence to compensate Hilda with K500 to be paid at the monthend of June in full.

Govt is not in conflict with the church and seeking guidance from the church-Mutati

Government says it is ready to work with the church in order to foster unity, peace and harmony if the country is to see development.

Government says its commitment can be seen from its engagement with the Catholic Church in order to continue augmenting existing partnerships between the Church and the State.

Addressing a joint ministerial press briefing at the ministry of Information and media in Lusaka, comprising four ministers, Minister of Technology and Science Felix Mutati disclosed that a delegation of Cabinet Ministers and other senior government officials paid a courtesy call on the President of the Zambia Conference of Catholic Bishops, Bishop Ignacious Chama.

Mr Mutati explained that the purpose of the visit was to address significant national issues, including the relationship between the state and the church.

He said the Ministers also sought to cement peace with the Catholic Church and to clarify that the government is not in competition with the church.

Mr Mutati disclosed that the delegation was led by Infrastructure and Urban Development Minister Charles Milupi, and included himself, as well as Community Development Minister Doreen Mwamba, Minister of Local Government Garry Nkombo, Health Minister Silvia Masebo and Special Assistant to the President for Political Affairs Levy Ngoma.

Mr Mutati said the government delegation reassured the President of the Zambia Conference of Catholic Bishops that the government is not in conflict with the church and is instead seeking guidance from the church on social, political, and economic matters of national interest.

During the press briefing, the Ministers also addressed rumors about President Hakainde Hichilema and senior government officials galvanizing against the church, describing them as false.

Minister of Infrastructure and Urban Development Charles Milupi said that invading private conversations is unacceptable, as the intentions behind such actions are often ill-intentioned.

He said despite sufficient laws in place, dealing with cybercrime and hacking requires specialized personnel, making the issue more complicated to tackle.

And Mr Mutati reiterated that the issue of cyber security and protection of data is also being taken seriously.

He said there is no place to hide for those engaging in criminal activities including forging letters to create division within the country.

Minister of Local Government and Rural Development Garry Nkombo said Archbishop Chama made it clear that it is the duty of the church to speak for the voiceless.

Mr Nkombo said Archbishop Chama assured government during the visit that the church desires the UPND administration to succeed for the benefit of the majority that ushered them into power.

The Minister said government is thoroughly investigating the matter.

Mr Nkombo said government is committed to promoting positive use of social media, and ensuring the protection of citizens’ privacy.

He said cyber security is a critical issue at hand and that government is taking the necessary steps to combat cybercrime and protect data.
The minister said the law enforcement wing will deal with the issues at hand in the most professional and advanced manner.

“We cannot tolerate those who engage in criminal activity, and we are working towards promoting peace and unity within our country,” said Mr Nkombo.

Minister of Health Silvia Masebo said government will endeavor to work with the church and that government is not in competition with the church.
The Minister has called upon the church to help government unite the country.

Ms Masebo urged members of the public to desisist from abusing the media to promote hate speech and division.

EAST TRADITIONAL LEADER COMMEND NEW DAWN GOVERNMENT FOR CAPITAL, CDF PROJECTS IN CHASEFU DISTRICT

A traditional leader has commended the New Dawn Government for capital and Constituency Development Fund (CDF) Projects in Chasefu District of Eastern Province.

His Royal Highness Senor Chief Magodi of the Ngoni people of Lundazi and Chasefu Districts, said the Government has done a lot of Projects in the district since it was ushered into power in 2021.

The chief cited projects such as sinking of boreholes, procurement of a grader and construction of a mortuary at the mini Hospital among others.

The chief went further to commend the government for free education policy for all.

He said most of the children and youths in Chasefu District are now able to go to School and acquire different skills under Secondary School and Skills Development Bursaries.

The Chief also appealed to the government to work on Chipata – Chasefu Road and Connect the district to National electricity grid.

He said the bad state of the Road and lack of ZESCO Power in the district, are the major challenges the community is facing in the district.

The Chief was Speaking yesterday, when the Provincial Minister Mr Peter Simon Phiri, paid a courtesy call on him at his palace, on his way to monitor the progress of Capital and CDF projects in Chasefu District.

Mr Phiri assured the Chief that the plan to work on Chipata – Chasefu road and connecting ZESCO Power to the district is already in process.

He said by the end of 2023, the district will be connected to ZESCO electricity Power grid.

The Provincial Minister further to said that apart from Chipata – Chasefu Road the government will also work on Chipata – Chadiza ,Chipata – Vubwi and Lundazi – Chama Roads.

The Provincial Minister was accompanied to Chasefu District by the Permanent Secretary Mr Poul Thole and welcomed by Chasefu District Commissioner Mr Lufeyo Ngoma, Council Secretary Mr Kennedy Bwalya, District Council Chairperson Mrs Chimwemwe Banda and District heads of government and Non Governmental Organisation ( NGO) Departments.

During his tour he monitored Chasefu Mini – Hospital, a GRZ funded Project and a five hundred thousand kwacha (K500,000) Mortuary project constructed under 2022 CDF at the mini Hospital.

Mr Phiri later had a meeting with United Party for National Development (UPND) District and Constituency party officials in the district who promised to continue working tirelessly in supporting the party due to its good policies.

Meanwhile, in the related development Chief Phikamalaza of Ngoni people in Chasefu District appealed to Government to construct a boarding Secondary School in his Chief Chiefdom.

The traditional leader said his Chiefdom has no boarding Secondary School, a situation which he described as a challenge for a girl child who are vulnerable in accessing education by walking long distances.

The chief said with the policy of free education for all most of the children in his Chiefdom are willing to be in School but they are being subjected to long distances.

The chief said the situation is contributing to early marriages due to unwanted pregnancies at a tender age.

President Lungu has a Moral Duty to Save PF

President Lungu is one of the most powerful men in Zambia today due to a variety of factors, including his access to significant amounts of money, Presidents and former presidents, businesses, and political funders. These resources are valuable to the survival of the PF.

However, having access to these resources does not give him the right to abuse his privilege and blackmail the party to keep him at its helm. Instead, he has a moral duty to help the party overcome its current challenges and regain its position of power.

This morning, I received the first audio message from the blogs. Anthony Mumba, the Member of Parliament for Kantanshi, expressed his disappointment about the situation in the PF and praised Antonio Mwanza for his courageous actions. This is beneficial for our democracy, and we anticipate that our leaders will make significant announcements during their meeting today, without hesitation or delay.

We have studied management at the highest level and we know that without a leader, an organization is likely to lack direction and cohesion, leading to confusion and inefficiency. Furthermore, in the absence of a leader, members may lack motivation, causing morale to decline. Therefore, having a capable and effective leader is crucial for the success and survival of any organization.

The current situation within the political party has left many members concerned about the future of the party. Reports have emerged that the Central Committee is currently sitting to address many of these issues that have been affecting the party in recent times. However, with members having high expectations of the meeting, it is important that the committee addresses all pertinent issues to avoid further division within the party.

One of the central issues that must be addressed is the future of former President Lungu, everyone knows that this is a hot issue and we must pretend it’s not working against the party. Therefore, it is crucial that the committee openly discusses the issue of Lungu’s future and provides a clear resolution. This could involve announcing a decision to bring back the former president or alternatively announcing his permanent departure from politics.

Moreover, along with the decision on Lungu’s future, another key announcement expected by the members is the announcement of the date for the party’s convention. A convention is a crucial event for the party as it enables members to elect new leaders and deliberate on critical issues affecting the party. Therefore, the committee must not shy away from disclosing such details as a failure to do so would create more uncertainty and further divide the party.

As individuals and as a society, it is easy to fall into the trap of blaming others for our problems. Whether in politics, relationships, or personal development, it is important that we take a step back and engage in self-introspection before we cast judgment on others.

The scripture reminds us of the importance of acknowledging our own faults and focusing on self-improvement before we try to fix the faults of others. As members of a political party, it is essential that we put this principle into practice.

Former President Edgar Chagwa Lungu continues to grapple with the profound shock of his defeat in the 2021 election. Despite facing significant shortcomings and challenges leading up to that pivotal moment, he remains steadfast in his belief that victory should have been his.

The aftermath of an election loss can be a difficult period for any politician, especially one who has held the highest office in the land. In the case of President Lungu, it appears that he is struggling to come to terms with the outcome and reconcile it with his own perception of his performance and the support he believed he had garnered.

Political transitions can be tumultuous, and it is not unusual for former leaders to experience a sense of disappointment and disbelief. However, for the sake of national unity and democratic stability, it is vital for leaders to acknowledge the will of the people and respect the electoral process. This includes accepting defeat gracefully and supporting the new leaders to ensure a smooth transition and continuity.

President Edgar Chagwa Lungu’s refusal to heed the advice and his choice to surround himself with politically inexperienced individuals contributed to his shock at losing the 2021 election. Despite his shortcomings, he pursued a dangerous route of the formation of a new political party within the existing Patriotic Front (PF) membership, side-lining seasoned party members. We all saw the formation of organizations like GOZA whatever it means.

The first blunder he made prior to the elections was how he composed his new Central Committee in February 2021. Whoever advised him is a serial killer. All the new entrants to the Central Committee had nothing to their names. Look at how they all ran away from the Party upon smelling defeat.

The second blunder was that our president used the Central Committee to bring in inexperienced politicians as Parliamentary Candidates in very critical Constituencies. The majority of them could not withstand the pressure of the vicious campaign mounted by the UPND. This was especially in Lusaka, Eastern and Copperbelt Provinces. The results are there to tell.

The third problem was that our President Lungu lost control of the party. He had also left the government machinery in the hands of a few dangerously greedy officials. The system became a free-falling object. The loans were obtained and spent on expensive projects that did match the value of the loans, creating a crisis and defaulting the loan repayments.

The fourth area of failure was that he was very selective when it came to associating with senior members of the party. This was also evident among the Cabinet Ministers, some of whom he did not spare any moments for any counsel.

People are still angry. It would not make sense really to think that he would be a better leader this time around. Let him bite the bullet and allow for the convention to take place or for new leaders to be chosen, his casual approach to important issues must stop now.

If President Edgar Chagwa Lungu wishes to make a comeback, it would be beneficial for him to do so now, allowing the Zambian people to assess his leadership abilities and determine if he has the necessary qualities to challenge Mr. Hakainde Hichilema for power. However, it is essential for us to consider historical context and recall how Dr. Lungu ascended to the presidency. It was not through a deliberate plan or personal ambition, but rather by chance or fortuity. This observation underscores the fact that the individual in question does not naturally possess the traits typically associated with a successful political leader, such as a proclivity for conflict or assertiveness. Instead, his elevation to power was more a matter of luck or fate.

Therefore, it is crucial to acknowledge that President Edgar Chagwa Lungu may not possess the necessary qualities and capabilities to effectively handle the demanding and challenging nature of leadership, particularly within the highly competitive and ruthless political sphere. In my personal opinion, he lacks the essential attributes of courage, assertiveness, strategic thinking, and decisiveness that are crucial for making difficult decisions and navigating complex situations. It is imperative to recognize these limitations in order to ensure effective governance and the prosperity of the nation.

RESOLUTIONS OF THE CENTRAL COMMITTEE MEETING HELD ON SATURDAY,10th JUNE 2023

CENTRAL COMMITTEE REFERS DRAFT CONSTITUTION TO PARTY STRUCTURES

Lusaka-Saturday, 10th June 2023

The special Central Committee convened with one agenda item to adopt the draft party Constitution has made extensive progress on the adoption of the draft Constitution .

The Central Committee has since referred the proposed amendments to the party structures in readiness for the upcoming Constitutional Conference as provided for under Article 71 of the party Constitution.

The Central Committee has also directed the Finance and Conference Preparation Committees, to conclude all preparations for the holding of the Constitutional Conference expected to be held as soon as possible.

Meanwhile, Patriotic Front Vice President, Hon. Given that Lubinda has warned some Members of Parliament and some members of the Central Committee that were breaching and undermining the interests of the party, that they will face sanctions to protect the integrity of the party.

Hon. Lubinda sounded the warning when he delivered his Chairman’s Report to the Central Committee.

Hon. Lubinda also called on Zambians to defend the Church from malicious and vile attacks attacks that have emanated from leaders from the UPND government.

Hon. Lubinda also informed the meeting that there were continued attacks by the UPND Government on the leadership of the party, including plans to deregister the Patriotic Front.

And Hon. Lubinda urged the Central Committee to expedite the adoption of the Draft Constitution so that the calendar and road map for both the Constitutional Conference and the Extra-Ordinary General Conference, were not disrupted or delayed anymore.

He said the general membership of the party and the nation, had expressed anxiety over the delay to host the Extra-Ordinary General Conference.

And Hon. Lubinda reported that a Caucus of Patriotic Front Members of Parliament, was held on Friday to enforce the vision, unity of purpose, and a sense of discipline in the party.

Meanwhile, the Central Committee has set next week, June 17th June 2023, for a scheduled Central Committee and with one critical agenda item to discuss and set final dates for both the Constitutional and General Conference.

MUNDUBILE URGES UPND TO CANCEL K3BN CONCESSION TO MINING SECTOR

Leader of the Opposition in Parliament Brian Mundubile has appealed to Minister of Finance and National Planning, Situmbeko Musokotwane, to give a Progress Report on how far the mining sector has gone in ramping up production in exchange for the concessions Zambia gave to investors.


Mr. Mundubile said, in the 2022 National Budget, Dr. Musokotwane gave out about K3 billion in mining concessions to the mining sector with a view to ramp up production to three million tonnes in the next 10 years.


He said this meant that year by year, there will be an increase in the production of copper.
Mr. Mundubile said the increase in the mining of copper was going to result in an increase in the supply of Foreign Exchange on the market.
He said he is surprised that there seems to be no change in copper production figures in the second year of the UPND Administration in office, which has caused serious stress on the FOREX market.


Mr. Mundubile said in the recent past, stakeholders were told that the Bank of Zambia offloaded up to US$ 400 on the market in a bid to arrest the increasing exchange rate.


“These are the policy inconsistencies we are talking about of having acted to our detriment by giving away concessions up to Three Billion Kwacha per year and yet there seems to be no movement absolutely from the Mining sector,” he said.
He said the net effect is that an average borrower who is a Zambian is the one that will take up the burden of paying for their loans by an extended period.


“The target were actually the mines giving them concessions and incentives so that they can improve the supply of FOREX on the market. This would have helped to increase on Zambia’s Foreign Reserves. The liquidity on the market was going to improve and yet the exact opposite has happened. What we are witnessing is the Bank of Zambia trying to reduce the liquidity on the market and at the same time depleting the Foreign Reserves to stabilize the Exchange Rate. I feel for the Zambian people that are now taking the burden of having to pay for their loans for a much longer period,” he said.

In his 2023 State of the Nation address (SONA), Uganda President Yoweri Kaguta Museveni, outlined the elements that are in the new Uganda anti-homosexual law. Down south, 1,633 miles away in Malawi, two claimants have asked the Malawi court to abolish laws that punish people who indulge in same sex activities. While the former has been derided by western media, asserting that ultra-right US-based Christians that pressured Uganda to pass the “inhumane law,” the Malawi case appears to be testing the Malawi legal system in view of the Uganda law. These are strange times indeed.

Outspoken Professor Lumumba has spoken widely on the Uganda law and chides the West for what appears to be hypocrisy of the highest order. While accusing the western countries and groups that are promoting homosexuality as being people that distribute the bible but are not readers of the bible. God understands Uganda now, Professor Lumumba said.

In his SONA, Museveni spent three lengthy paragraphs explaining the new law. He ends with the statement many “straight couples” often wonder: why are you talking about your sexual preferences?

President Museveni: “Before I talk about the planned legislative agenda for the coming session of Parliament, I cannot avoid commenting on the noise about the anti-homosexuality law, that you enacted, and I signed recently. My stand on homosexuality has been repeatedly laid out to all and sundry. It starts with a few questions: “Why does somebody become a homosexual? Is it on account of genetic, hormonal or psychological reasons?” Discussions with our doctors and the other African doctors who had a conference with African Members of Parliament from 22 countries, unequivocally, led us to conclude, that homosexuality, is as a result of psychological disorientation at some point in one’s life- not genetic and not hormonal, as some of us initially thought.

This conclusion gives us a way forward. If somebody is a victim of psychological disorientation, do you criminalise him or her on account of that? Is it logical or fair to do so? The answer is: “No”. Instead, such a person needs assistance to, if possible, overcome his psychological disorientation. I am glad the MPs agreed with me and clarified this point in the law. Therefore, those who say that the homosexuals will be arrested if they go for medical care etc., are wrong. The law now says that a homosexual will not be criminalised for merely being so, if he/she keeps the being to oneself. What, then, does the law fight? It fights this homosexual when he/she goes from merely being and starts recruiting other people who are not psychologically disoriented like him or her to be like him by misinforming or bribing etc. There, he becomes a criminal and, if convicted, goes to prison for a period not exceeding 20 years. If he goes further and rapes a person (child, indigent, etc.), he commits a capital offence and he faces a maximum sentence of death.

Malawi 360 Times Malawi’s Isaac Salima this week reported that the High Court Constitution Court continued hearing the same sex laws case in Blantyre. Two applicants, a Dutch national, Wim Akster and Malawian transgender Jana Gonani , presented their oral arguments. The two applicants want the court to abolish laws that punish people who indulge in same sex activities.

Akster is accused of abusing children at an orphanage, and the co-applicant is a transgender individual, is a second claimant. On the other side of the case, the matter has attracted the attention of the general public, with some church organisations holding protests against decriminalising the laws.

In the previous hearing, Justice Mandala Mambulasa recused himself following the State’s application that argued that he had previously expressed his stand on same sex issues, thus Chief Justice Rizine Mzikamanda replaced Mambulasa with High Court Judge Chimbizgani Kacheche.

I take you back to 1995 when I was chairperson of Malawi Media Women’s Association (MAMWA).

MAMWA had been awarded UNESCO funds to establish a radio station (Dzimwe Community Radio Station), and while on a field trip to Cape Maclear, my team heard from parents who were crying over the manner in which persons of German origin came to the lakeshore resort, marry a young Malawian boy, build him a house, and the German goes back to Germany, and from time to time, other male Germans would be sent to the young boy, for sex.

When I highlighted this in an article in my newspaper (The Independent – closed down in 2000 after the paper’s staff, including myself, were harassed and intimidated).

On the government side, the then minister of tourism (late Patrick Mbewe) accused me of ruining the increasing number of tourists in his sector. Sadly, the hordes of young boys married to older European men, were dropping out of school. The vile practice led to breaking the family structure where parents in various families were no longer in the parental position of determining or causing their young sons to go to school. The children in these marriage ties are against UN resolution on child marriage, that was negotiated and passed by consensus in 2011.

The current court case involving a European man engaged in sex with a minor is reminiscent of the huge sex-with-minors haven in Mangochi that was created by German nationals. The case before the court calling for scrapping of our laws, comes from a foreign national of Holland (The Netherlands). In Mr. Akster’s home country, sex with minors, not only in Malawi, is called pedophilia, and against the law.

While the UN, US, and EU diplomats in Malawi are likely keeping their keen eagle eyes on this case, it should be reminded to everybody that, globally, the rights of homosexuals, is not a human right.

LGBT is NOT a human right by any stretch of imagination, so ruled by the European Court of Human Rights. A judgment of this prestigious court exists, LGBT is an illness, so it cannot be a human right.

Senegal: Invaluable archives destroyed during unrest at Dakar’s main university

One week after the end of a deadly unrest that shook Senegal, the country still counts its losses.

Volunteers and staff from Dakar’s Cheikh Anta Diop University are trying to salvage what can still be out of some 200,000 university archives.

Youths armed with Molotov cocktail allegedly set ablaze the building.

“…. until proven otherwise, [I believe] students came and deemed it necessary to burn down the archives of the Faculty of Letters and Humanities, a despicable result, I’m short of words,” emotional Abdourakhmane Kounta, an archivist and documentarist at the Faculty of Arts said.

Cities across Senegal were plunged into chaos after a jail term was handed to opposition leader Ousmane Sonko. His supporters claim he was framed.

The Cheikh Anta Diop University archives included documents spanning from 1957 to 2010. The destroyed files are mainly student registration forms, photos, birth certificates, report cards and theses.

Staff documents among which those belonging to professors and researchers’ were also burned.

Student archivists such as Souleymane Diallo are helping sort through burnt archives.

“We are both saddened and devastated. Seeing archives like this burned down means that a part of the history of the university, and in particular the Faculty of Arts, will be missing,” he laments.

“Lack of political will”
At the National Archives office also located in Dakar, the director admits Senegal has never had a national building devoted to housing its documents. Nearly 20 linear kilometers of papers are stored in “difficult conditions” there. The oldest document dates back to 1672.

Fatoumata Diarra argues the university incident should serve as a wake-up call to the authorities.

“The losses are immense, particularly in the case of the archives. These are files that have not been digitised […] There are degrees of destruction of course, when fire consumes archives, sometimes some parts remain unharmed. but as for the majority, I’ve seen the images, it’s appalling….

3 days were necessary to retrieve the documents from the burnt building. They are essential to retrace a student’s journey, issue a diploma or to authenticate it at the request of an employer, for example.

Senegal lags in terms of digitization of archives despite the launch of a project in 2021 aimed to digitize 15 million birth certificates. The project cost some 18 billion CFA Francs (about 27,5 million euros).

According to expert in digitization Issa Sy, the nation lack “political will” to sort this problem.

Brig Gen Samatamba was among the more than 350 officers drawn from around the world.


The graduation was held on Friday, June 9, 2023, at the Carlisle Barracks, Pennsylvania, USA.
Brig Gen Samatamba joins other War College alumni such as Zambia Army Commander Lieutenant General Sitali Dennis Alibuzwi, former Zambia Army Commander General Isaac Chisuzi (rtd), Deputy Zambia Army Commander Major General Geoffrey Choongo Zyeele, Brigadier General James Mazimba (rtd), Brigadier General Amos Zimba (rtd), and Zambia’s Defence Adviser to Ethiopia, Brigadier General Musonda Nthenga.


The Army War College is a split-functional institution. While a great deal of emphasis is placed on research, students are also instructed in leadership, strategy, and joint-service and international operations.


It is one of the senior service colleges, including the Naval War College and the USAF Air War College.
Additionally, the U.S. Department of Defence operates the National Army War College.

THE OPPOSITION Patriotic Front has vowed to continue defending the church in Zambia amid the alleged bullying from both senior government and UPND party officials.

PF Vice-president Given Lubinda says the former ruling party shall stand with the church from all forms of harassment regardless of religious denomination because they are all churches of God.

Hon Lubinda says whoever attacks the church of God indirectly attacks the PF and threats against the party will not stop its members from exposing the evil that the party in government is introducing in Zambia.

“We shall protect the church be it SDA, UCZ, RCZ, Catholic, Apostolic Church or Pentecostal churches. Some of our members are leaders in these churches,” Hon Lubinda said.

And Hon Lubinda has vowed that the threats being issued against the PF by government officials like Director of Media and Spokesperson in the Ministry of Information and Media Thabo Kawana and the Minister of Home Affairs and Internal Security Hon Jack Mwiimbu will not deter the party from defending the church.

He says it is ridiculous for the two senior government officials to accuse the PF of being an entity circulating seditious material in form of forged letters purported to have originated and signed by senior government officials to contain the Catholic church and it’s leadership particularly, the Archbishop of Lusaka Alick Banda.

Hon Lubinda explained that such antics have been heard about many times in history and failed governments always find someone to blame.

He says no one in the PF leadership has anything to do with the issuance of the said documents but the party believes that the contents of that letter are not different from what the PF and Zambians have heard being made by the UPND government.

“As a matter of fact, they have verbally said more than what is written in that letter. How can we doubt what the letter is saying about containing the Catholic church and the Archbishop of Lusaka?
How can we doubt it to have come from them who have called Archibishop Alick Banda as Lucifer?” Hon Lubinda wondered.

He was speaking when he officiated at the PF Central Committee Meeting aimed at continuing with the process of reviewing the party constitution to prepare the party and its members to go for the Elective Extraordinary Conference.

The PF Vice-president says there no one in the party structures who is not desirous of having the Extraordinary Conference as all members are eager to have it.

He says the party cannot afford to destroy the country by being quiet because the devil is at work and he is attacking the PF hence they are being condemned for leaking a letter as if they are the ones in government.

“We know the forces that worked against us before the 2021 elections when President Edgar Chagwa Lungu refused to allow homo$£xuality and when he said we were going to Zambianise the mines and take power away from foreigners and give giving it to citizens. We provoked the powers that run this world,” he said.

Hon Lubinda says the party still stands on that fi statement even when the current Government seems undecided on its position on the said matters of whilst Zambianising the mines.

And Hon Lubinda has directed that until US Ambassador to Zambia Michael Gonzalez honors his courtesy call to the PF, no party member shall meet with the diplomat in their capacity as a PF member.

He has also condemned the humiliating and frustrating manner in which opposition Members of Parliament are being treated including unnecessary prolonged detentions.

Meanwhile, Hon Lubinda wished former PF Media Director Antonio Mourinho Mwanza and Director Administration Alick Tembo well in their future endeavors following their decisions to resign from the party.

The resignation of Antonio Mwanza must not be trivialized but rather seen as an eye-opener of the frustration that exists among Patriotic Front members, highlighting a number of fundamental issues that exist within the party.

Jesus said; “Hypocrite! First get rid of the log in your own eye; then you will see well enough to deal with the speck in your friend’s eye.”

This principle is a reminder that we should first examine ourselves and our own flaws before we criticize and judge others. It encourages us to take responsibility for our own actions and to address our own weaknesses and prejudices before pointing them out in others.

By examining ourselves first, we become better equipped to understand and empathize with others, and we approach them with humility and compassion.

In essence, this principle teaches us to focus on self-improvement instead of obsessing over the faults of others, and in doing so, we become better individuals and better able to help others.

This is the message to my leaders in PF, and my fellow members of the party. We must make PF better than UPND before we start with our desire to bounce back.

At the helm of the party, we have a leader who calls for the selection of a new leader, while deep down he wants to return to politics, as evident by the threats posed against those expressing divergent views against the return of the former President.

One would assume that the party called for a presidential electoral process to commence, not to allow for more transparency, but rather to weaken strong men in the party, a strategic seduction meant to weaken the financial capacities of those who were interested in competing for the presidency.

The process was and remains very expensive; first, the nomination fee was K200, 000.00, followed by the costs countrywide mobilization and campaigns, which are not cheap ventures.

This was against the backdrop of elections that were to be held within three months, but it has now become an indefinite agenda, making it difficult for any candidate to sustain such a project and maintain the grip on their supporters.

As it stands, PF is a party sustained by strong men and memories of past gratification that came with being a PF cadre, rather than a philosophy or agenda. Meanwhile, the socialist party seems to have a clear message and a roadmap and gives people the much-needed hope of a better future.

Taking an honest look, not through political lenses, we must admit that we had a leader who, due to lack of leadership, failed to manage the country’s economy. His administration over-borrowed, leading to the country starting to default on debt repayments. Under President Lungu, voices of reason within the party were sidelined or silenced by violent cadres, thus those who voice their concerns fear retribution from the dictatorial tendencies of the current PF president.

If we’re honest, Zambians like suffocating voices of reason with blackmail, assuming those who speak out or write have been sponsored. However, I personally have been a voice of dissent for years now, some of you will recall my weekly reflection that was being published by the New Vision Newspaper years back.

During his resignation media address Mr. Mwanza revealed that there is a clique within the Central Committee that doesn’t want to go to the convention, and court cases are not the reason for avoiding it.

Members are frustrated and disillusioned by the lack of direction and courage from those in leadership, causing a diminishing cycle of goodwill, therefore making decisive action necessary to prevent the party’s total collapse.

Three critical things must happen if the PF is to survive:

  1. A collision of courageous men who must demand for critical decisions that consider the interests of those who have sacrificed for the party’s survival to-date and leaders who have sacrificed for the party’s survival to this day,
  2. A split to create a movement that will form future alliances with others to save Zambia from the dictatorial regime created by the failures of the PF leadership.
  3. If President Lungu wants to come back, he must do that urgently, demonstrate that he has learned from his failures and he is willing to listen to his critics. He must surround himself with a brand-new team, not the ones that misled him and caused him to lose power. He must be willing to work with independent minds who have the courage to say NO.

As we approach the halfway point of the electoral cycle, it is essential that our party makes critical decisions to mitigate losing influence and potentially reducing our numbers in the next Parliament. Without swift action, we may face a fate similar to parties such as the MMD and UNIP that fell into oblivion.

Regrettably, some individuals involved in promoting the “Alebwelelapo” concept are the same people who played a role in sinking the MMD. Therefore, it is vital to approach this forthcoming election cycle with wisdom and carry out our duties with integrity and a clear agenda.

There is no question that Laura Miti’s schizophrenic fear of the impending revolutionary change is finding expression in a string of vile attacks on Mr Sata’s legacy of exemplary leadership and on the public persona of Dr Fred M’membe, who, in all probability, is Zambia’s upcoming Eighth Republican President.

This is a reality that Miti is finding hard to process. Referring to the late Mr Sata as a “thug” is not only a desecration of Sata’s legacy, but also an ideal example of Miti’s furious animosity towards Mr Sata. That Mr Sata is gone entails that fate has conferred upon him the status of a “symbolic idea” from which to learn from his mistakes, shortcomings, deficiencies and from his admirable leadership posture. Common convention charges us not to speak ill of the dead in the manner that Miti is doing.

Miti’s unprovoked attacks on the iconic revolutionary and leader of the Socialist Party, Dr Fred M’membe, represents nothing other than the most savage malice, the most unscrupulous slander, and the most ferocious hatred. I call upon all Socialist Party members, supporters, sympathisers and allies of all shades to remain steadfast and resilient in the face of mounting unprovoked attacks from disgruntled petty minds of the likes of Miti. She is a miserable chieftain of politics of hate, generating more heat and less light for our people seeking justice, equity and peace.

It is not too difficult to understand the fact that UPND is reacting to its popularity decline in ways that are meant to stir public hate and hatred against the progressive leadership of the struggling masses. The strategy they are using is inherently evil and incapable of holding back the growing revolutionary waves of change sweeping across the country.

The irrational fit of attacks on comrade Dr M’membe is not a product of spontaneous spells. The attacks have a context in the deepening cost of living crisis. As the cost of living worsens, the general populace is finding it more and more difficult to accept an additional catalogue of fake promises from the UPND government to rationalise an obviously collapsing regime. The deep-seated feeling of shame, frustration and anger at the failure to fulfil campaign promises is what is being misdirected at innocent people.

Recently, the Catholic Church came under a spell of attacks when His Grace, the Right Reverend Archbishop Dr Alick Banda was called “Lucifer” by the UPND leadership. And today, the onslaught continues unabated as Laura Miti, another senior member of the UPND descends heavily on the Late President, Michael Sata, calling him a thug with pieces of dirty shrapnel hitting at Dr Fred M’membe, a living legend. Surely, what wrong has comrade Dr M’membe done to deserve such hurtful remarks from Miti? Honestly speaking, our people are tired and fed up with this type of name-calling politics. It is now time that we started to engage each other in progressive ideological politics. Our people are not interested in political rhetoric, they are interested in finding practical ways that will be used to lift them from the debilitating capitalist material conditions under which they live and suffer.

Change is an inevitable consequence of every situation. Whether the UPND likes it or not, change is coming and coming soon. The fear of change should not unnerve them to the point of becoming schizophrenic. The UPND leadership should take steps to curb the illusion of superiority over others. Intoxication with power can lead to a disastrous ending.

Antonio Mwanza Mocked by UPND after ditching the former ruling party

United Party for National Development (UPND) Copperbelt Provincial vice youth chairperson Kangwa Kamando has mocked former Patriotic Front (PF) media director Antonio Mwanza for ditching the former ruling party.

Mr Mwanza on Thursday resigned from the PF party, citing the lack of willingness by the party’s leadership to hold an elective general conference following their loss of power in 2021.

At a press conference held in Lusaka, Mr. Mwanza alleged the existence of a clique within the PF central committee that opposes the idea of a general conference and has taken control of the party’s operations.

But Mr. Kamando told Mr. Mwanza that consistency and endurance is at the core of truth leadership.

He said Mr. Mwanza has left PF because it is now useless to belong to the former ruling party.

Mr. Kamando alleged that PF was a criminal organization in a peaceful country.

“After August 2021 elections we witnessed a number of PF members resigning from their positions immediately UPND and President Hichilema matched to a landslide victory with the biggest margin ever to be witnessed in the Zambian political history.In 2011 when PF formed Government , members of MMD were attacked ,beaten ,property burnt and destroyed . It was against this backdrop PF went into panic mode when the lost power.Among the people who resigned immediately after PF lost power was the Former republican President himself Mr Edger Chagwa Lungu, as PF president, Antonio Mwanza as Media director, Mr Mukupa as National Chairman and Hon Davis Mwila as Secretary General,” Mr. Kamando said.

He says President Hakainde Hichilema and his New Dawn government has created an enabling environment for any Zambian to do business , belong to a political party of choice and have freedom of speech.

“Immediately President Hichilema was announced winner, He called for peace, unity and sent a strong warning against cadrism, he warned against lawlessness and pledged to protect every Zambian regardless of their political affiliation, tribe or color.Few months down the line, PF realized that President Hichilema and his government have created a peaceful environment, an enabling environment for any Zambian to do business , belong to a political party of choice,freedom of speech and enhancement human right.Jogging started in Ibex and it has continued while engaging in active politics, Davis Mwila has returned to his position to completely finish the finished PF.Antonio Mwanza has resigned for the second time after losing elections In August 2021, this time not out of fear but the irrelevance of belonging to a criminal organization in a peaceful country,” Mr. Kamando said.

Mr. Mwanza himself had indicated that lack of direction by the PF central committee was the main reason he was leaving the party.

“Two years down the line, the leadership has failed to provide direction. The leadership has failed to give a clear roadmap when the party is going to hold a general conference and elect the president of the Patriotic Front to mobilise this party for 2026.went back to the structures; he went back to the people. Our structures are in dilemma. They don’t know where to go. The membership of the party has been loyal to this party. I know the central committee; I have worked with the central committee in the last five years. The majority of the members of the central committee mean well for the party.But there is a small clique within that thinks that they can bulldoze and risk the contributions and sacrifice that people that worked with Michael Sata have sacrificed. There is a small group that thinks they can bulldoze and delay the process to elect the next leader. Even those that mean well for the party are failing to come forward to help the party because a party without a leader can’t sell,” Mwanza told journalists.

Interim leader of the newly formed Zambia Wake-Up Party (ZAWAPA) Howard Kunda has said his party will have zero tolerance to corruption and all ills that deprive the people of Zambia of the much needed public resources.

Mr. Kunda said ZAWAPA will show the zeal to fight against corruption which he demonstrated when serving as Parliamentary Public Accounts Committee Chairperson between 2016 and 2021.

The former Muchinga Member of Parliament said there is a need to ensure that Zambia fights all forms of corruption without segregation or favouritism.

Mr. Kunda said people doing wrong things in the current or old regime must never be protected by government officials or law enforcement agencies.

“We will stand on the premise that there will be zero tolerance to corruption. We presented ourselves and for me I presented myself as parliamentary public accounts committee chairperson and I was looking at the Zambian people and not individuals. I never looked at anyone with an eye to protect, if they were doing wrong I was there and my team to protest national interest,” Mr. Kunda said.

Mr. Kunda said the people of Zambia must unite and be innovative with proper government support to take the nation to greater heights.

He said young people in particular should work with ZAWAPA to shape their destiny and that of the nation.

“As ZAWAPA President, Zambia Wake-Up Party President, I am offering myself to the people of Zambia knowing that we can do it if we only come together and pursue that which we believe in. We believe that Zambians must unite and be innovative and government to support their innovative ideas so that our country once again can see the development the people of Zambia are longing for. So I think that it is very important that the young people can come on board because we are in majority. Young people must be there to shape their destiny and that is where ZAWAPA is coming in to bridge that gap,” Mr. Kunda said.

Meanwhile, Mr. Kunda said the New Dawn Government has failed to guarantee food security in the country as evidenced by recent mealie meal shortages in some parts of the country.

He said no Government should starve its people of the much wanted staple food by failing to plan and enhance food security.

“We cannot have a situation where we are lining up to buy mealie meal. Mealie meal is our staple food which I think any leader should pay attention to so that no one goes hungry but that is not the case now. We are looking at this situation which is dire because I think this government has not been caring in terms of providing for the people to ensure that food security is guaranteed in the country because the first thing they came to do was to sell the maize to our neighbouring country,” he said.

“Yes we can sell but you only sell after you plan and make sure you are within your reserves but we saw that this is a government that does not plan. They want to show that they have the expertise but they do not listen even from experts who are already there in those offices as civil servants who have been polished so to say to doing these works. So I think those are some of the reasons, then we have looked solely at the agriculture sector which has been a disaster under this government. We have looked at the health sector, we looked at the education sector, we looked at the commerce industry, we looked at generally even the political climate in the country,” Mr. Kunda added.

………. 14 suspects escape from Maamba police station cells after cutting burglar bars with a hacksaw blade in broad daylight as Sinazongwe MP accuses police officers of colluding with criminals.

TROUBLE is brewing in Sinazongwe as the community is now demanding the removal of all police from the district on account of incompetence and collusion with criminals whom they are reportedly shielding due to rampant bribery.

On Monday, 14 suspects, among which three of them are accused of murder, escaped from the police cells around 14:00 hours after they reportedly cut the burglar bars, leaving seven of the suspects who opted not to run away and only three have been re-arrested so far.

As at yesterday, police command at Maamba police station had failed to explain the circumstances under which the suspects escaped but only indicated that only one female police officer was manning the station at the time.

But this suggestion has only flared tempers in the district as the community is demanding to know why there was only one police officer at the station despite a huge number of police officers at the station and what the same female police officer was doing when the suspects were cutting the burglar bars and who gave the same suspects the hacksaw which they were using.

The development has left Sinazongwe Member of Parliament (MP) Gif Sialubalo fuming and has demanded an investigation into the matter saying this was not the first time suspects had reportedly escaped from custody at the same station and wondered why it was only when there were high-profile cases of cattle rustling and murder that suspects escaped.

Mr. Sialubalo said what was happening at Mamba police station and in Sinazongwe District as a whole was an embarrassment and appealed to the police command to stop the circus by thoroughly investigating the officers involved.

He said there was a very high probability that police officers in Sinazongwe had been conniving with hard-core suspects such as cattle rustlers because all the three previous escapes by suspects happened soon after known cattle rustlers had been arrested.

“There must be something wrong somewhere because each time we arrest cattle rustlers, a break and escape happens. Last time, I bought fuel to pick suspects that had stolen cattle in Zimbabwe and after they were arrested, there was a break and they all went,” Mr. Sialubalo recounted.

The Sinazongwe lawmaker further demanded for due diligence from the police command in investigating the matter as such incidents had the potential to dent the image of the service and create mistrust of police officers.

He said this could create lawlessness if not addressed as the community may be forced to resort to instant mob justice each time suspects were apprehended.

Meanwhile, Gwembe Valley good governance advocate Winter Muvombo has asked the police command to reprimand all police officers at Maamba police station over this saga.

“The Officer-In-Charge must tell us who the officer on duty was, who gave these criminals the hacksaw, how come no one heard the noise, and how frequently the cell was being inspected by the officer. We also request the command to swiftly reprimand all those found wanting in these investigations,” Mr. Muvombo said.

Meanwhile, according to the escapee list obtained by The Scoop, the suspects who broke free were Benard Majata who is facing a case of defilement, Enock Munakayumbwa who is accused of stealing a child, Kanyemba Chikanya and Spaigo Mweembe who are both accused of murder.

Others are Oliver Sikapila, Evans Ndiyo, Moses Matako, Trust Chikonka, Moswell Mupika, and Akila Siakulya who is facing charges of stock theft.

Chipo Simwatachela, Isaac Sikajaka, Frank Jani and Nesho Munenge complete the list and are all facing theft charges. However, Chikanya was the first one to be re-arrested from the nearby drinking place as he is said to have gone to wet his throat after the “jailbreak”

SUSPECTS BEAT UP OFFICER IN AN ATTEMPT TO ESCAPE.

In an attempt to escape from police custody, Four suspects beat up an officer in Chama District after they pulled him against the cell grill door to get the cell keys from his pockets.

The incident happened at midnight on Thursday.

The Officer only identified as Constable Mumbuna reported for duty and was alone at the time, when one out of the Fourteen suspects in custody facing a charge of aggravated robbery asked the officer to give him some medicine as he alleged that he was unwell.

This prompted Constable Mumbuna to take the medicine to the suspect identified as Chrispine Banda.

It was at that point that Banda held the police Officer’s hand and started dragging him against the grill door.

Two other suspects identified as Garry Ng’uni, charged with the offence of theft of motorcycle and Emmanuel Moombotwa with the offence of breaking into a building and commiting a felony therein also joined and held the legs of the officer and Dalious Zimba facing the offence of vandalism and theft held him on his throat.

Muchinga Province Commanding Officer Kaunda Mubanga confirms that the four started searching for the cell keys in the pockets of his combat uniform.

Mr Mubanga says in the process the officer managed to flee one of his hands, got the keys and threw them away and continued fighting for his life whilst shouting for help.

And as he shouted, two other suspects David Ng’uni facing the offence of vandalism and theft and Micheal Ng’uni with the offence of trafficking in psychotropic substances went to his rescue and started fighting with the other four suspects

MrMubanga states that the Officer sustained swollen cheeks,bruises on the right shoulder and general body pains.

” He was issued with a medical report form and he us recieving treatment at Chama District Hospital. He is in stable Condition,” Mr Mubanga added.

Docket of case has been opened and the Four will appear in court.

LUSAKA – Lusaka province Minister, Sheal Mulyata has called for
renewed and stronger relationship between Zambia and Russia aimed at enhancing Trade and economic cooperation.

Ms Mulyata said Zambia and Russia have shared a long standing
relationship that is premised on transparency, mutual respect and
development.

She said this during the Russian National Day Celebration which was attended by senior Government officials and UPND Secretary General Batuke Imenda in Lusaka today.

“Zambia has benefited from various opportunities that Russia has offered among them is scholarships, technical and financial assistance
in various economic sectors,” she said.

And Ms Mulyata has meanwhile said that with President Hakainde Hichilema assuming the COMESA Leadership, Zambia will intensify it’s
effort to spur economic cooperation and trade within the region which
will translate into greater business opportunities and investment and job creation.

She also said Zambia will assume the chairmanship for SADC on politics, defence and security Cooperation in August this year.

The Lusaka province Minister said during that time, Zambia will be expected to coordinate all activities in relation to peace and security in the
SADC region.

She also described the relationship between the two countries as mutual
and benefitting to the two nations.

And, Russians Ambassador to Zambia, Azim Yarakhmedov said Russia intends to continue strengthening friendly relations with Zambia which has existed over the years.

He said Zambia has been Russia’s all weather friend country and will
continue on that trajectory.

The Russian Ambassador said said Russian believes in peace and non-interference in other countries internal issues.

Mr Yarakhmedov has since assured that Russia will continue to assist the Government and business community in establishing direct contacts in different fields of economy, trade, culture and education.

The events was also attended by opposition Socialist Party Leader Fred M’membe and his Green Party counterpart Peter Sinkamba.

STATEMENT ON THE REPORT OF THE PARLIAMENTARY PLANNING AND BUDGETING COMMITTEE ON THE EFFECTS OF ILLICIT FINANCIAL FLOWS ON THE BUDGET AND ITS SUSTAINABILITY

MADAM SPEAKER, let me take this opportunity to thank the Planning and Budgeting Committee for the important report tabled on illicit financial flows.

MADAM SPEAKER, as a player in global affairs, Zambia is obviously not spared from the repulsive scourge of illicit financial flows. Any form of illicit financial flows from our country, such as, through tax evasion or abusive tax avoidance leads to a haemorrhage of vital resources for the government which consequently undermines our development efforts.

MADAM SPEAKER, successfully combating illicit financial flows will generate positive impacts for the good governance of our country, economic growth and poverty reduction.

Given the transnational nature of illicit financial flows it is imperative for Zambia to continue cooperating with other jurisdictions to combat financial crimes. Therefore, the importance of advancing international tax cooperation and tackling illicit financial flows to safeguard and mobilize domestic resources to bridge the financing gap in attaining the Sustainable Development Goals will remain crucial in our developmental efforts.

MADAM SPEAKER, let me highlight some of the Strategies the Government has instituted, through Zambia Revenue Authority (ZRA), to fight tax evasion and financial crimes.

I. FIGHTING PREDICATE OFFENCES – THOSE THAT LEAD TO TAX EVASION: Zambia Revenue Authority has set up a dedicated investigations unit that targets countering tax evasion practices and prosecuting such offences and a number of persecution cases have been recorded. The Authority has further set up the Enforcement unit whose mandate is partly executing anti-smuggling initiatives

II. SETTING UP A SPECIALISED TRANSFER PRICING UNIT: Since 2012 ZRA has been building capacity for transfer pricing audits, to this effect a number of officers were identified who have been trained over the years to increase their knowledge in transfer pricing. The officers have attended transfer pricing training in countries like Malaysia, Netherlands, France, South Africa, Norway, South Korea etc.

In 2016 ZRA established the transfer pricing unit which is expected to conduct specialised audits that can detect transfer pricing practices among multinational companies.

The ZRA has also partnered with collaborating partners over the past few years such as the OECD, UN, ATAF, IBFD to offer training to the officers on dealing with multinationals and international taxation in general which covers transfer pricing.

III. SETTING UP A OF THE FORENSIC LAB: The Zambia Revenue Authority has set up a functional forensic lab with the help of government and other cooperating partners that will help auditors and investigators uncover hidden financial transactions and trace illicit financial flows.

IV. MANDATORY TPIN REQUIREMENT: This will help the Authority monitor suspicious transactions and potentially tax proceeds from the informal sector. The requirement will also shine a light on businesses/ persons that shy away from declaring their source of income

V. FISCALISATION: It is expected that with the roll out of the transaction monitoring devises in 2018, tax evasion and illicit financial transactions can be monitored and controlled

MADAM SPEAKER, we have embraced the “whole of Government” approach to combat money laundering and other financial crimes, as we recognise that knowledge and skills required to effectively fight against these offences are often spread across different bodies, such as tax administrations, FIUs, specialized criminal law enforcement authorities, financial regulators and the public prosecutor’s office.

Davido’s “New Cat” Comment Provokes Burna Boy Response

In a recent interview with Brut Afrique, Davido referred to Burna Boy as a “new cat” in afro music. The “Skelewu” artist and 30BG boss described himself as a veteran of Afrobeats alongside the Grammy-award-winning singer, Wizkid. Davido’s remarks have prompted Burna Boy to respond.

Davido said that he and Wizkid are the reason Afrobeats is a global phenomenon in the world of music today. He the called out Burna Boy as a new cat together with Rema, Fireboy, Mayorkun, and Asake.

“Everybody knows now. I was one of the first. Wizkid and I were one of the first young artists to blow up, and it feels good seeing new cats like Burna Boy, Rema, Fireboy, Mayorkun, you know, a lot of new cats coming, killing it, Asake who was on my album. So, yes, I think the future of Afrobeats is in good hands.”

Some people on social media have described these remarks as disrespectful, particularly towards Burna Boy.

Meanwhile, reacting to the video, Burna Boy’s sister, Niss, shared an Instagram story of her brother performing in front of over 80,000 fans at his sold-out London Stadium concert.

Both Davido and Burna Boy entered the music industry nearly at the same time, with Davido starting in 2011 and the African Giant in 2012. The following year, Davido won KORA’s Best Newcomer Award Africa. The year after, in 2014, Burna Boy also won the South South Music Awards and Nigeria’s Best New Act of the Year.

In 2021, Burna Boy won the Grammy Award for Best Global Music Album for “Twice as Tall.” His sixth studio album, “Love, Damini,” was also nominated for the 2023 Grammy Awards.

Burna Boy and Davido are likely to meet in Turkey for the Champions League finals. Burna Boy has been booked by UEFA to perform before the game between Manchester City and Italy’s Inter Milan. Davido is likely going to get an invite from Manchester City’s kit manufacturer, Puma. Davido is Puma’s brand ambassador.

The two artist had a wobbly relationship in the past when Davido shared a post on Instagram declaring himself and Whizkid as the Greatests of All Time (GOATS). Their ‘beef’ was quashed in 2022, at the peak of pandemic outbreak.

In Zimbabwe, announcement of election date triggers both hope and despair

Munyaradzi Mushawatu, an electrician in Zimbabwe’s capital, Harare, was both ecstatic and jittery after President Emmerson Mnangagwa announced recently that national elections would be held on Aug. 23.

“I have voted in every election since 1990. I can’t wait to make my voice heard. I am ready,” said Mushawatu. But the bravado turned to chagrin as he recalled how the country’s “skewed” elections environment has remained intact for decades.

“It’s only the election date that is new. The usual old obstacles remain,” said the 56–year-old father of three.

Allegations of fraud, violence and harassment of opposition members have characterized elections held in Zimbabwe since independence from white minority rule in 1980.

The 2018 elections were the first following a coup that replaced Robert Mugabe, Zimbabwe’s longtime autocratic ruler, with Mnangagwa, amid promises of reform.

But after a close-run contest, the Constitutional Court dismissed opposition leader Nelson Chamisa’s claims of vote-rigging.

Mnangagwa, an 80-year-old former enforcer and ally of Mugabe, is again expected to face a strong challenge from the 45-year-old Chamisa. The election will also decide the composition of the 350-seat parliament and close to 2,000 local council positions.

For many Zimbabweans, hope offered by the Aug. 23 elections is eclipsed by a realization that although Mnangagwa has tried to present himself as a reformer, prevailing conditions suggest that he is even more repressive than the man he helped remove from power.

The opposition and some human rights groups say the playing field has been tilted in the ruling party’s favor. They cite oppressive laws, arrests and detentions of opposition figures, bans of meetings, alleged violence, biased state media coverage and alleged voters’ roll irregularities — just as in previous elections.

In the spotlight is a bill recently passed by parliament but which must still be signed by the president in order to become law. The legislation calls for harsh punishments of up to 20 years in jail for “unpatriotic acts” such as attending a meeting with foreign agents where issues such as sanctions or the overthrow of the government are discussed.

The government defends the bill as necessary to protect “national interests.”

Many are skeptical.

Since Mugabe’s time, Zimbabwe’s ruling party has used sanctions imposed by the United States two decades ago over human rights violations as election campaign fodder — often accusing the opposition of conspiring with the U.S to keep the measures in place.

The bill has had “a chilling effect of silencing” dissent, said Zimbabwe Lawyers for Human Rights, or ZLHR, an NGO.

Provisions such as penalizing people “for merely attending a meeting where sanctions are considered” are “vague, lack certainty, are imprecise, and are thus prone to abuse by law enforcement,” said ZLHR.

Criticizing the president or the ruling ZANU-PF party already appears to be hazardous locally. ZLHR says it is providing free legal representation to dozens of people arrested or detained for “insulting” the president or for tweeting, singing or marching.

Another recurring bone of contention is the voters’ roll, which Chamisa described as “a perennial challenge.” Alleged irregularities include missing names of registered voters.

The Zimbabwe Electoral Commission has repeatedly dismissed allegations of colluding with the ruling party, and recently said voters’ roll irregularities would be resolved by Election Day.

Despite the odds, Chamisa says he sees a real chance. “Some say, are you to boycott the elections? We will not boycott … 2023 is a big moment, an opportunity for Zimbabweans to realize change,” he told reporters last week. It’s the first real test for his party, the Citizens Coalition for Change, which he formed in January last year, making a break from the country’s longtime opposition party, the Movement for Democratic Change.

Zimbabwean political commentator Alexander Rusero says Chamisa hopes that a strong showing in August will strengthen the new party’s credentials.

“The opposition genuinely believe they are being frog-marched into an election they are sure to lose,” said Rusero. “But remember it is a new political outfit. Elections will secure Chamisa’s party the legitimacy of being the most formidable opposition and get a seat at the table in case of any post-election political settlement,” he said.

Tensions are rising in the Southern African nation of 15 million people as the economy implodes under the weight of a debilitating currency crisis, sharp price rises, crippling electricity shortages, unemployment, corruption allegations and collapsing public health infrastructure.

The ruling party blames U.S sanctions and also accuses businesspeople of conniving to increase prices and ignite anger ahead of elections.

Mnangagwa and the government also deny allegations of violence and intimidation by ruling party activists and security forces and are promising a credible election.

“Nothing must be spared to ensure the environment is right and conducive for free, fair and peaceful elections in which the right to vote is available to all those eligible,” Mnangagwa wrote in his weekly column in the state-controlled Sunday Mail newspaper.

But some, like Mushawatu, the electrician, are not too sure.

“I will vote, but I am not convinced that we are in a new era,” he said.

Guinea military junta shuts down internet to undermine protest movement

A blackout that hit parts of the internet in the West African state of Guinea has fuelled suspicions that the ruling junta pulled the plug to undermine a protest movement.

Over several days last month, online problems wiped out access to WhatsApp, Facebook, Instagram and TikTok — the most popular platforms with Guineans, more than half of whom are under 20 — while many websites were either down or working at glacial speed.

“Communications were impossible,” said Nouhou Balde, founder of the online news site Guinee-Matin.

“From May 8 our readers started to complain they couldn’t read our content. The overwhelming majority are in Guinea — more than 60 percent — so we’ve lost a lot of readership and partnerships.”

Connections have since been largely restored, but accusations are spreading of cyber censorship, something the ruling military denies.

An influential bloggers’ association, Ablogui, condemned the authorities for using “retrograde methods” that it said were linked to protests against junta leader Colonel Mamady Doumbouya. Several people died in clashes with the security forces.

The chronically unstable state has been run by the army since 2021, when President Alpha Conde, the country’s first freely elected leader, was overthrown.

The junta has promised, in the face of international pressure, to restore civilian rule by the end of 2024, purportedly to give it enough time to carry out institutional reforms.

But it has arrested a number of opposition leaders and launched prosecutions against others after last year banning all demonstrations.

It has also vowed to close any media that contributes to “undermining national unity” or “stirring up (Guineans) against each other.”

The first major problems with internet connections coincided with a protest call on May 17.

The government spoke of a “breakdown” that “caused capacity restrictions.”

– ‘Localised disruptions’ –

Some media linked it to a fault in the Africa Coast to Europe (ACE) fibre-optic submarine cable system, the only one serving the country.

But the Open Observatory of Network Interference (OONI), a global NGO that monitors internet censorship, published data showing “a blockage” in Guinea between May 17-23 that specifically targeted certain platforms, not the entire network.

Another monitor, London-based NetBlocks, said there was no problem with the ACE cable and evidence pointed to “a government decision.”

During the 2020 elections, the internet was completely cut off, Isik Mater, research director at Netblocks, told AFP.

“But this time, we have localised disruptions, targeting in particular the most popular platforms such as Facebook and YouTube.

“Twitter, for example, which is not widely used in Guinea, has been virtually unaffected,” she continued.

NetBlocks also noted that certain internet operators in Guinea “such as Mouna and VDC Telecom have not been affected, even though they source their supplies from the same upstream location”.

On May 23, private media and online outlets in the country held a one-day boycott of news over the restrictions and at the closure of two radio stations owned by the Afric Vision group.

– Blackout tool –

Restricting access to the internet is a favourite tool of repressive regimes, say watchdogs.

US-based democracy watchdog Freedom House, in its 2022 World Report, found that free access to the internet had declined for the twelfth consecutive year.

The sharpest declines were recorded in Russia, Myanmar, Sudan and Libya.

In addition to infrastructure barriers, Freedom House noted that these restrictions can result from “government decisions to shut down connectivity or block specific applications.”

Among African countries, Cameroon , Uganda and Zambia in 2021 and Nigeria and Sierra Leone in 2022 are recent cases of blocking.

TRIAL IN WHICH POLICE OFFICER DEFILED A 13 YEAR OLD MURDER SUSPECT ADJOURNED

A 13-year-old murder suspect from Itezhi-Tezhi district of Southern Province has told the district magistrate’s court how a 38-year-old police officer allegedly defiled her in a police station.

ZANIS reports that the child told Magistrates Watson Mweemba how the Law enforcement officer forced her to have sex in the toilet next to the enquiries office at Itezhi-Tezhi police station.

The named child, a grade seven pupil at a named school, was testifying against Basil Lubinda, a Police Constable of Masemu Extension, Itezhi-Tezhi, Southern Province, charged with child defilement in violation of section 138(1) of the penal code of cap 87 of the laws of Zambia as read in conjunction with Act No. 11 of 2006.

Particulars of the offense allege that on 28 May 2023, in Itezhi -Tezhi, Basil Lubinda had unlawful carnal knowledge of a named girl under the age of 16.

When the matter came up for plea before Itezhi-Tezhi Magistrates Watson Mweemba, Lubinda stated that he understood the charge very well and pleaded not guilty.

The girl testified that on May 28, 2023, she was in police custody after 20:00hrs with two other female suspects.

She stated that they called the lone officer on duty and asked to be taken to the toilet, which was apparently located outside the holding cell.

After she had finished using the toilet, the male officer who was on duty alone, directed her to the inquiries office.

“He told us that according to police regulations, the first person to enter the toilet will be the last person to enter the cell, meaning I was going to be the last since I was the first to use the toilet” , the girl explained.

She testified in court that Constable Lubinda dragged her into the toilets next to the inquiries office and had sex with her against her will.

“He took Ebelina inside the cells and closed it, then closed my mouth and dragged me into the toilet where he took off his trousers and began removing my pants, to which I resisted but was overpowered,” she explained.

The girl said that while resisting, the officer tore her underwear and had sex with her despite her crying.

She testified that he then returned her to the cell, where she was crying because she was in pain, and one of the suspects, Yolanda, inspected her private parts and discovered that she was bleeding.

“Yolanda advised me to report the matter to any police officer on duty in the morning, and after a few minutes, the police officer returned and said that I had demons and needed prayers, and then he took Yolanda out of cells and overheard them discussing,” she explained.

She narrated that after a few minutes of discussion, Yolanda returned to the cells and handed her a K20, saying it was from the police officer, and that he instructed her that he did not want her to report the matter, adding that the police officer also promised to send her K500 via mobile money using her friend’s phone.

She stated that the following morning, around 12:00 hours, one female suspect who was in the same cell as the victim and a male suspect Benjamin Shinyanga decided to notify the Criminal Investigations Officer (CIO) about what had occurred.

She said that she was then called into the CID office where two female police officers interviewed her.

She further said that after an interview with CID, she was given a medical report form 32 A and B and then taken to the hospital where she was examined and was given prophylaxis medication.

The matter has since been adjourned to June 14, 2023 for continued trial.

Antonio Mwanza has resigned from PF, cites lack of direction

…reveals Mourinho as he ditches PF

After having fought battles for over five years for the party, Antonio Mourinho Mwanza, the Patriotic Front (PF) Media Director has announced his resignation which will be effective on the 30th of this month.

Addressing the media in Lusaka today, the seasoned politician also announced that he is parting ways with the party.

His resignation comes amid “lack of direction by the central committee.”

“After our loss in 2021, the Patriotic Front took a very important step by appointing a team that went countrywide to come up with a postmortem report. The report also gave detailed recommendations of what the Patriotic Front ought to do to in order to bounce back into power in 2026,” he said.

“One of the key issues was that the Patriotic Front must go to a general conference to elect a leader to take over from Edgar Lungu.”

He said the people who love PF are in limbo because the party leadership has failed to provide them with direction.

“It has failed to provide them with hope, it has failed to show them where we are going. Everyday people call me, everyday people come to the secretariat, everyday people as ba PF tuleya kwi? (where are we going?) when are we choosing our leader? Are we ever going to have a general conference? What is our hope?” he asked.

“Two years down the line, the leadership has failed to provide direction. The leadership has failed to give a clear roadmap when the party is going to hold a general conference and elect the president of the Patriotic Front to mobilise this party for 2026.”

Mr Mwanza said the late President Michael Sata gave an example every time he lost elections.

“He went back to the structures; he went back to the people. Our structures are in dilemma. They don’t know where to go. The membership of the party has been loyal to this party. I know the central committee; I have worked with the central committee in the last five years. The majority of the members of the central committee mean well for the party,” he said.

“But there is a small clique within that thinks that they can bulldoze and risk the contributions and sacrifice that people that worked with Michael Sata have sacrificed. The contributions and sacrifices of those that have been in the PF for 20 years and have not benefited anything but they continue to support this party. There is a small group that thinks they can bulldoze and delay the process to elect the next leader. Even those that mean well for the party are failing to come forward to help the party because a party without a leader can’t sell.”

Mourinho insisted that members of the party want to see a president elected.

He added that the members recognize that “we only have two years before the next election. Our members want to see a party with a president.”

The vocal vibrant politician said “having been part and parcel and worked for the central committee, as the person at the secretariat, I can say this with confidence that there is no commitment, there is no willingness, there is no desire, there is no dedication whatsoever from central committee to take this party to a general election.”

“The principle recommendation of the postmortem report, to take this party to a general conference has been hijacked by few people who don’t want to see this party go to a general election. He argued that there is no case in the high court or any court where the PF has been stopped from holding a general conference.

“This cannot be used as an excuse. Clearly, we have reached the crossroads. There is no intent, there is no commitment and there is no willingness for the general conference,” he said.

The Lusaka City Council – LCC has today handed over a grant Cheque worth K2, 150, 000 to 158 cooperatives in Kanyama Constituency.

The grants handed over are for the first quarter of the 2023 Constituency Development Fund – CDF allocation.

Speaking during the handover ceremony in Lusaka’s Kanyama Constituency today, Lusaka District Commissioner Rosa Zulu reminded the beneficiaries that grants are not a compensation of any kind but empowerment to change their lives.

Mrs. Zulu who was represented by Lusaka District Education Board Secretary Ian Miyoba, said the government is concerned with the development of the entire country, hence the increment of the Constituency Development Fund to ensure all empowerment schemes are catered for.

The District Commissioner has since called on all beneficiaries to use the funds for the intended purpose.

Speaking at the same event, Kanyama Member of Parliament Monty Chinkuli called on the beneficiaries to utilise the funds and show people that CDF is a reality.

Mr. Chinkuli added that his office aims to empower as many people as possible so that they can also create jobs for others.

And Lusaka Mayor Ms. Chilando Chitangala who was represented by Garden Park Ward 10 Councillor Gerald Samboko, expressed gratitude over the response from the people who have bought into the idea of forming cooperatives as this will enable them to benefit from the CDF Empowerment schemes.

Ms. Chitangala stated that the beneficiaries should invest the funds in line with their business proposals.

UNCLE IN HOT SOUP FOR HAVING SEX WITH 9-YEAR-OLD NIECE

A fisherman of Kalabo district in western province has been convicted of defiling a 9-year old girl of the same village.

Suuba Munalula, 33, has since been committed to the High Court for mitigation and sentencing, pursuant to Section 214 of the Criminal Procedure Code Chapter 88 of the Laws of Zambia.

This is in a matter where the accused fisherman appeared before Kalabo Subordinate Court Magistrate, Eric Mushitu for ruling.

“The prosecution has proved the case of defilement,” he ruled.

The accused was charged with the offense of having carnal knowledge of a girl below the age of 16 years contrary to Section 138 of the Penal Code Act Chapter 87 of the Laws of Zambia as read with the Amendment Act No. 15 of 2005.

Particulars of the offence were that on March 20, 2023, the said Suuba Munalula had unlawful carnal knowledge of a 9-year old girl.

When the matter came up for ruling, Magistrate Mushitu stated that the court having heard submissions from the complainant, accused person and state witnesses, said Suuba Munalula has been found guilty of defilement.

During the trial, a medical doctor, David Kambongo, had testified before the court that the girl sustained vaginal bruises and had her hymen broken as a result of penetration.

Meanwhile, a state witness testified that the accused while in a drunken state defiled the girl.

Testifying in court was Kabunyenye Nasilele, the arresting officer, who told the court that the accused remembered calling the girl to his house but that he could not recall what happened next because he was drunk.

Ms Nasilele said that after investigations, the accused was interviewed and afterwards arrested and charged for defilement contrary to Section 138 of the Penal Code Act Chapter 87 of the Laws of Zambia.

She further testified that medical results from Kalabo District Hospital were consistent with the alleged circumstance of defilement and hence submitted it as part of evidence in the matter.

Earlier, during the continued trial, the court had heard that the accused is an uncle to the defiled girl.

Mother to the 9-year old girl also testified that on the material day around 13:00 hours, her daughter went out to play and that she did not notice anything when the girl came back until the following day.

“The following day I noticed that my daughter was limping. I checked her private parts and discovered that her private parts were bruised and smeared with a discharge. After asking her, she disclosed that Suuba Munalula had carnal knowledge with her,” the mother told the court.

She said her daughter was taken to the hospital for medical examinations while the suspect was apprehended by a police officer from the nearest police post where the matter was reported.

Meanwhile, the girl also testified how the accused threatened her with death if she disclosed the ordeal.

She testified that the suspect invited her to his home while everyone was away and had carnal knowledge of her.

“He pulled me into a spare room and covered my mouth with a piece of cloth so that I could not scream for help. He threatened to kill me if I ever disclosed the matter to my mother. So I obliged and kept quiet after the act,” she told the court.

The girl narrated that she only opened up to her mother the following day after the mother established that she was facing discomfort and had the private parts bruised.

Leader of Opposition In Parliament Brian Mundubile has castigated the New Dawn Administration on the Continued violation of Human Rights.

This comes in the wake of alleged abductions and arrests being effected on opposition Members of Parliament without giving them call outs.

And Hon Mundubile has justified the action by oppsosition MPs to walk out of Parliament today.

He said the move was meant to send a message to Home Affairs and Internal Security Minister Jack Mwiimbu that opposition MPs will not stand idle and allow to be harrassed and mistreated by the Police.

Hon Mundubile has since urged the Inspector General of Police to act within the law and ensure that the top command is fully trained on how to treat a Member of Parliament.

He said while the MPs are well respected outside the country, they are treated like Criminals locally

“We have seen a trend by the police in the recent past to abduct the members of parliament, arrest them without being given callouts. In the recent weeks, Hon Robert Kalimi and Hon Christopher Shakafuswa were arrested without being given call Outs. It is not our position that members of Parliament are immune from arrests. They still remain eminable to the law but the manner of arrest must be orderly in such a way that they are arresting somebody who is respected. What is wrong in giving an MP a call out,” he said.

Hon Mundubile further alleged that the police are being given instructions Direct from State House on how to harrass opposition MPs.

“President Hakainde Hichilema Intends to instill fear in the members of parlaiment because attempts have been made to try and get them on the UPND side,” he said.

And the Victims of alleged police mistreatment Hon Robert Kalimi, Malole MP, Hon. Munir Zulu-Lumezi MP and Christopher Shakafuswa-Mandevu MP also expressed their displeasure on the police conduct.

Hon Kalimi said the separation of powers is under threat in the country as evidenced through the arrests of the MPs without the knowlege of the speaker.

In supporting the Statement, Hon Shakafuswa said he will continue speaking against injustice, defend the democracy of the nation and challenge the continued abuse of the police by the New Dawn Government.

And Hon Zulu wondered why it is the same police squad arresting the people from the opposition particularly those from certain regions.

THE Anti-Corruption Commission (ACC) continues to grow feet on whether Water Resources Management Authority (WARMA) Director General Kenneth Nyundu and 2 others will be prosecuted for fraud, tax evasion and abuse of authority, without stepping on the toes of politicians.

According to investigative reports, the Commission had been investigating Engineer Nyundu for abuse of office.

It is alleged that while on vocation leave and without approval of the Board Chairperson, Engineer Nyundu used a Toyota Hilux registration number BAR 2415 worth K1,251,000 which got involved in an accident while in his custody.

The vehicle has since been written off and no disciplinary action has been taken by the Board for abuse of authority.

And in a matter of Fraud, Engineer Nyundu is being investigated for earning an exaggerated K15,536.64 in monthly housing allowances and K29,649.03 in motor vehicle allowance based on the forgery done to his contract dated 5th February, 2021.

The contract was forged during the period when the Board was dissolved after change of government in 2021.

According to the source, the audit conducted by the Audit Department from the Ministry of Finance in July, 2022 revealed the existence of two contracts for the WARMA Director General.

A further investigation revealed Engineer Nyundu had accumulated a total of K85,000 in additional illegal housing allowances and K1 million in vehicle allowance for the vehicle he has not yet acquired one.

“A senior board member is an accomplice in this forgery and bas been putting pressure on the commissions tk close this matter up,” revealed the source.

Although auditors from the Finance Ministry recommended that illegal payments for the Director General must be readjusted to conform with the legal contract, WARMA has failed to implement recommendations to the payroll system.

According to the source, the Commission is under pressure to close the case as WARMA is alleged to be financing allowances for known UPND officials, which President Hakainde Hichilema is not aware of.

Efforts to get a comment from the Anti-Corruption Commission Spokesperson proved futile.

We know them because these are the same faces that didn’t believe that President Hakainde Hichilema and his New Dawn Crew could increase CDF from K1.6m to K28.3m per constituency per year.


We know them by how quick they are on shifting their goal post because when Minister Musokotwane announced this CDF increase in Parliament,they shifted to saying HH is not going to find that kind of money for every constituency.


When President Hakainde Hichilema and his team disbursed the K25.7m in each and every 156 constituencies,they still thought it was a hoax.When President Hakainde Hichilema and his team paraded brand new 1HZ,Toyota Landcruisers , bought at around US$56,000 apiece for each and every constituency,they still thought it wasn’t possible to buy 156 vehicles at once.We know them because these are the same individuals who at some point when they were in power,sat in tax payers air-conditioned conference rooms, somewhere in Lusaka and decided to defraud their citizens by cheating that they bought these same 1HZ Toyota Landcruisers at US$288,000 apiece and yet these hypocritical fathers hiding under the veil of Catholic chose to be mute,we know all of you.


These are the same doomsayers who didn’t believe when President Hakainde Hichilema and his team announced free education to all the children,…….did they believe?

Lusaka City Council has brought down over fifty makeshift structures that were put illegally in New Kasama residential area.

The Department of city planning working with the council police decided to demolish the structures after a group of plot owners called Home Owners Association New Kasama wrote to the Local Authority requesting for the removal of the said ramshackles.

Our officers from Lusaka City Council made several attempts advising and asking the owners of the makeshift structures to remove them, but paid a deaf ear prompting the Local Authority to move in and demolish.

The Home Owners Association New Kasama have their own settlement plan which they follow when building houses and putting up of the makeshift structures in the area is not part of the plan.

The Local Authority also learnt that the same structures were being used in commiting criminal activities that caused fear among the people of New Kasama.

This should serve as a lesson to other residents who have a tendency of not following caution from the Council Officers.

We wish to remind members of the public to always abide to the Council’s guidance in maintaining law and order for them not to be found in conflict with the law.

LCC will not hesitate to demolish any unplanned structure in the city as it ensures to promote sanity ,cleanliness and order in the city.

IN that small district south of Lusaka famous for having a long chimney and cement production, a 27 year old woman has shocked people with her behaviour.

When Mampi and Yo Maps sang ‘Bapele’ (give the men if they want), little did they know that Alice Kawina would take the message personally.

But so she did; though married to Kenzingtone Tumbama, 33, Alice one afternoon emptied her wardrobe and packed all her PF, UPND and MMD T-shirts and chitenges, plus anything else she considered part of her attire.

Just like that, off she was to a give her services to a new man who wanted her – a man 14 years older than her husband; 47 year old Adam Namonda.

To her husband, she did not even send an “it’s over” SMS.

No, she just quietly but swiftly defected from Tumbama to Namonda like a cadre whose political party has lost elections.

No happy with her marital defection, Tumbama approached Namonda and asked him to refund him the bride price he paid if he wanted to keep his wife; a request he ignored as night upon night he held adult games with Alice, as though they were in Sweden.

On this score, Tumbama sued in the Lusaka Boma Local Court to be compensated by Namonda for grabbing his wife.

Asked why she defected to a new man; Alice attempted to turn the court into a pity party, claiming Namonda’s girlfriend once spilled water on her and other unconvincing Rabbit-raped-a-Hippo stories.

For his part, Tumbama claimed that he has been keeping Alice as he knew her as a homeless single woman of Chilanga who needed iron sheets over her head.

Listening to both sides, magistrate Peggy Phiri charged Namonda K4, 000 for adultery but also advised Tumbama to be serious in life and not allow old people to be grabbing his wife like mangoes from a tree.

Former United States U17 Women’s National Team staff coach Lisa Cole has been unveiled as the new technical advisor for the Copper Queens technical bench to be led by coach Bruce Mwape ahead of the 2023 FIFA Women’s World Cup.

Cole has over 30 years of coaching experience at youth, collegiate, professional, and international levels and is also well-versed in football operations, camps, non-profit work, and coach education.

Her most recent position was Head Coach of the Fiji Women’s National Team and before that, served as Director of Women’s Football and Head Coach for Antigua and Barbuda’s Women’s National team.

FAZ general secretary Reuben Kamanga unveiled Cole to the technical bench and players after Wednesday afternoon’s training session held at Nkoloma stadium in Lusaka. Kamanga also confirmed that Chipolopolo physical trainer Jamie Lawrence will be attached to the Copper Queens with a video analyst also in line to be appointed.

“As FAZ, what we thought was to add people to do different roles and that is why we brought in Lisa. She has a lot of experience and worked with different teams and ahead of the World Cup, we are bringing in some resources to make sure that the team is stronger,” Kamanga told the players.

“Coach Bruce (Mwape) has done a very good job and he will continue to be your head coach, that I can assure you. The technical bench will be intact because they have specific roles that they play but you will see a number of people that you will be working with prior to the World Cup.”

Kamanga urged the Copper Queens to embrace Cole, Lawrence and the other additions to the technical bench in order to compete at the World Cup.

“If you want to win the World Cup, you have to dream, everything starts with the dream. Let’s go to the World Cup not just to participate but to compete. There is a lot of work that we have to put in as a team by working with the technical bench so that we go to the World Cup and compete,” Kamanga said.

The Copper Queens are in Group C alongside Spain, Japan and Costa Rica. Prior to the FIFA World Cup they will be in Germany from June 13 to July 8 for an international camp which will see them play high profile friendly matches. On Sunday, the team will have a send-off match at home to the Twiga Stars of Tanzania at Woodlands Stadium.

Dutch archaeologists banned by Egypt over exhibition linking Beyoncé, Rihanna to Queen Nefertiti

The National Museum of Antiquities in Leiden, a Dutch museum, has claimed that its archaeologists have been prohibited from conducting excavations at a significant Egyptian site due to an exhibition exploring the impact of ancient Egypt on black musicians.

The museum expressed its disappointment regarding the ban and deemed the accusation of “falsifying” history by Egyptian authorities as groundless.

No comments have been made by Egyptian officials regarding the issue. However, recent reports in Egyptian media mentioned the exhibition as a source of contention for a local expert in antiquities, who alleged that it supported “Afrocentric theory.”

In response, an Egyptian Member of Parliament raised concerns about the government’s actions to address what they referred to as the “distortion of Egyptian civilization.”

The museum also said that it had received comments via social media that were “racist or offensive in nature” since the exhibition opened.

The dispute comes only weeks after Egyptian authorities condemned a new Netflix docudrama series depicting Queen Cleopatra as a black African as a “falsification of history”.

The antiquities ministry insisted that Cleopatra had “Hellenistic (Greek) features”, including “light skin”.

The exhibition at the National Museum of Antiquities (RMO) – entitled Kemet. Egypt in Hip Hop, jazz, soul & funk – aims to demonstrate how Ancient Egypt and Nubia have been “an undeniable source of inspiration for musicians of African descent for over 70 years”.

The artists have embraced the ancient cultures and employed the associated motifs “as symbols of resistance, empowerment and spiritual healing”, it says.

It features photographs and music videos showing how Beyoncé and Rihanna had both appeared as Queen Nefertiti; a modern sculpture of Nas based on the famous gold mask of King Tutankhamun; several of Sun Ra’s Egyptian-inspired costumes; and songs by artists ranging from Nina Simone and Fela Kuti to Erykah Badu and Lauryn Hill.

The exhibition also looks at what scientific research has revealed about ancient Egypt and Nubia and discusses how they have been studied from Eurocentric and Afrocentric perspectives.

The RMO said in a statement on Wednesday that it was disappointed to be informed in a recent email from a senior Egyptian antiquities official that it was no longer allowed to excavate at the Saqqara necropolis near Cairo after almost 50 years of work there.

“The Egyptian authorities have every right to terminate a permit for an excavation; after all, it is their land and their heritage. However, the museum considers the underlying argument for this decision incorrect.”

It added: “The Egyptian authorities conclude that our current exhibition… is about ‘falsifying’ the ancient Egyptian history. This political argument is used to express the dissatisfaction with the exhibition and to ban our excavation.”

The RMO also expressed surprise that the argument was being made by “people who have not actually seen the exhibition”.

Turkish President Recep Tayyip Erdogan swore in a new cabinet over the weekend, ushering in what he has called “a new period of glory” for the Turkish Republic as it begins its second century, and one that he hopes will cement his rule over the nation of 85 million.

The cabinet appointments hint at a return to orthodox economic policy while holding course on foreign policy as the president heads into his third decade in power.

On the economic front, the return of Mehmet Simsek as finance minister – a post he previously held between 2009 and 2015 before going on to become Erdogan’s deputy prime minister – has been eagerly anticipated in business circles at home and abroad.

When Simsek’s predecessor Nureddin Nebati officially handed over his portfolio on Sunday, microphones picked up a sigh of relief from him. That was no surprise given the state of the Turkish economy. Erdogan’s unorthodox economic policies over the past few years have led to a cost-of-living crisis and a plummeting Turkish lira. Efforts to defend the battered currency have resulted in Turkish central bank reserves dropping to record lows. The lira plunged 7% on Wednesday, hitting 22.98 against the US dollar, Reuters reported. That’s what Simsek is up against as he takes office.

“Transparency, consistency, predictability and compliance with international norms will be our basic principles in achieving this goal in the upcoming period,” Simsek said in his first speech since being appointed to the post. “Turkey has no choice but to return to a rational basis. A rule-based, predictable Turkish economy will be the key to achieving the desired prosperity.”

With that message Simsek may be able to convince foreign investors and instill enough hope domestically to keep the G20 economy afloat.

But his real uphill battle might be in convincing Erdogan himself. While Simsek will likely be the chief architect of a new economic policy, the president’s other appointments suggest he may be leveraging different economic visions, according to Mehmet Celik, editorial coordinator at the pro-government Daily Sabah newspaper. Vice President Cevdet Yilmaz is a career bureaucrat and economist, and Trade Minister Omer Bolat comes from a business background. “The picks were strategic so that there will be a new balance,” Celik told CNN.

In the international arena, Turkey has deployed a muscular policy implemented through the foreign and defense ministries along with Turkish intelligence that has expanded its reach regionally and carved out an independent path for the NATO member. In that regard, continuity is likely.

Shadow diplomat
The new foreign minister is a well-known figure to Turks and international players who have negotiated with Turkey of late. Hakan Fidan, who had served as head of Turkish Intelligence Agency (MIT) since 2010, has been in every room and every discussion that has been pivotal to Turkish foreign policy over the last few years. He’s been ever-present but rarely heard – a shadow diplomat in Erdogan’s foreign policy arsenal who has charted rough waters in Syria, Libya and beyond.

Fidan has played a central role in shaping and carrying out foreign policy along with former chief spokesperson and de facto national security adviser Ibrahim Kalin, who has now taken his old job as intelligence chief.

“I will continue to improve our national foreign policy vision, which is based on the sovereign will of our people and independence of our state from all spheres of influence,” Fidan said in his handover ceremony.

Ankara’s foreign policy has put it on a collision course with neighbors, allies and partners including Greece, with which it has tense relations in the eastern Mediterranean, and Western countries, over the perceived threat from Kurdish groups backed by the US in northern Syria.

“There is a willingness from Turkey to put (its) guard down when it comes to the West,” he said. “But when it’s all take and no give from the West, Turkey doesn’t want to settle for that… It will continue to put its foot down and stand against being dictated to,” said Celik.

Those strained relations will not be easy to mend but Fidan has been masterful in his previous role as spymaster in finding ways to negotiate breakthroughs in difficult relations. He has stepped in to mend frayed ties with Gulf Arab states, and has been a driving force behind the slow rapprochement between Damascus and Ankara. The shadow diplomat now enters an era where he is the main voice for Turkey abroad.

All eyes will be on him as he navigates Sweden’s attempt to join NATO. While the US and European NATO members have been in a hurry to admit the Scandinavian country, Turkey has held up membership due to what Ankara says is Sweden’s harboring of the Kurdistan Workers’ Party (PKK), which is outlawed in Turkey, the EU and the US. Sweden has acknowledged that the group’s activities in the country were “extensive” and “a bigger problem than we realized”.

Softer-spoken interior minister
At the interior ministry, Suleyman Soylu, a self-styled tough guy, is being replaced by career bureaucrat and former governor of Istanbul Ali Yerlikaya. Its portfolio is one of the country’s largest. Yerlikaya’s main areas of focus will be the ongoing response to the earthquake which killed more than 50,000 people in southern Turkey, the 3.5 million Syrian refugees in the country and the continued counter-terrorism efforts against the PKK.

The fight against terrorism, which has broad support across the political spectrum in Turkey, is likely to remain the same but the tone of the ministry is likely to change, according to Celik. Yerlikaya is a softer-spoken politician who has quietly run Istanbul since 2018 and is unlikely to emulate Soylu’s harsh rhetorical style. A shift in tone may serve to bridge some of the social divide that has plagued Turkey in recent years.

The outgoing cabinet members are, however, far from retired. Soylu, former Defense Minister Hulusi Akar and ex-Foreign Minister Mevlut Cavusoglu are all lawmakers from Erdogan’s ruling Justice and Development Party (AK Party). They’ve just been sworn in for their new terms in parliament, highlighting the party’s tremendous strength there. Their voices will likely echo louder than those of opposition MPs, who now will face an even tougher time convincing voters of their chops in the legislature.

Overall, the new cabinet is a departure from the political appointments that have defined the era in Turkey following the attempted coup in 2015, instead drawing on a strong pool of technocrats.

As Erdogan leads the Turkish republic into its second century, he appears to be employing a back-to-the-basics approach. With social polarization at an all-time high, the economy in crisis and a region that is rife with difficulties, the cabinet has potential to reset some economic missteps of the previous years while holding the line on foreign policy. But a lot will come down to what Erdogan wants, because in Turkey, the buck stops with him.

President Paul Kagame orders major military purge in Rwanda

Rwandan President Paul Kagame has embarked on a major shakeup of the country’s military, with a round of dismissals announced Wednesday after the appointment of a new defence minister, army chief and head of internal security.

Army spokesman Ronald Rvivanga told local media that two long-serving generals, Major General Aloys Muganga and Brigadier General Francis Mutiganda, had been sacked for “indiscipline”.

“According to the law, this means that they have to hand over military equipment and leave the army without any benefits, because of what they did,” he said, without elaborating.

Another 14 officers were also dismissed along with more than 200 others, the Rwanda Defence Force said in a statement.

On Tuesday, Kagame had announced a reshuffle in several top security posts, without giving any reasons for the move.

He said Juvenal Marizamunda had been appointed defence minister, replacing Albert Murasira who had served in the post since 2018.

The 58-year-old Marizamunda was previously the head of Rwanda’s correctional services, and also a former deputy inspector general of police.

Kagame also appointed Mubarak Muganga as the new chief of defence staff, and Vincent Nyakarundi as army chief of staff, a statement from his office said.

Jean Bosco Ntibitura was named director general in charge of internal security in the National Intelligence and Security Services (NISS).

Other changes were also made to command roles in the Rwandan force which has been deployed in Mozambique since 2021 to counter a jihadist insurgency.

Of the sacked generals, Muganga had been appointed commander of mechanised forces in 2019, while Mutiganda had been in charge of external security at the NISS until October 2018 when he was called back to RDF headquarters in an unspecified role, local media reports said.

“He (Kagame) has also authorised the dismissal of 116 other ranks and approved the rescission 112 other ranks,” the RDF statement said, adding that the moves were effective immediately.

Last week, the Democratic Republic of Congo’s army accused the Rwandan military and the M23 rebel group of planning to attack the eastern Congolese city of Goma.

The Tutsi-led M23 has captured swathes of territory in North Kivu province since taking up arms in late 2021 after years of dormancy, with over one million people displaced by the fighting.

The DRC has repeatedly accused neighbouring Rwanda and its Tutsi-led government of backing the M23, a charge backed by several Western countries and independent UN experts, but one that Kigali denies.

Wicknell Chivayo shows off US$3.5 million super cars

Controversial businessman Wicknell Chivayo is turning heads in Zimbabwe after he showed off a fleet of six all-white imported luxury vehicles worth a staggering US$3.5 million parked at his mansion in Harare.

In just one month, Chivayo has bought four brand new Rolls Royce vehicles from London and then added a Mercedes Benz Maybach and a Range Rover from South Africa.

The duty for the vehicles alone is estimated at around US$1.5 million.

Asked by Nehanda Radio why all the cars are white, Chivayo said “Ndiri Mupostori so white is our color. Moyo muchena wa Jesu.” (I am apostolic and our color is white. The pure heart of Jesus Christ).

Chivayo recently splashed out over USD$100 000 to buy his church leader Lawrence Lavious Katsiru and wife Violet Katsiru two brand new 4×4 vehicles, a 2023 Toyota Hilux and a 2023 Toyota Fortuner VX.

Chivayo together with his company Intratrek Zimbabwe (Private) Limited were in March acquitted of misappropriating US$5,6 million for the abortive 100MW Gwanda Solar Project after Harare Magistrates Court agreed that there had been an unreasonable delay in the prosecution.

While he continues to splash out on brand new cars, Zimbabweans are criticising him for not delivering on the Gwanda Solar Project in which he has already been paid millions.

Chivayo has defended himself by accusing the ZPC of sabotaging the deal by causing his arrest on fraud allegations and then not fulfilling their own contractual obligations.

Harare Magistrate Lazini Ncube cleared him in five cases he was was being accused of defrauding the ZPC of US$5,6 million.

Chivayo was facing a multitude of charges including fraud, money laundering, violation of exchange control regulations and confiscation of profits.

The total value of the contract awarded to Chivayo’s company Intratrek Zimbabwe is US$172 848 597.60 and his lawyers argue that USD$ 5 811 224.00 paid by ZPC was partly used to carry out pre-commencement works as agreed under Schedule 11 of the EPC Contract.

In a politically charged like sermon, Fr Kabaso said Priests only talk on behalf of the people not themselves therefore calling Bishop Alick Banda a Lucifer is a red line that the UPND has crossed. He said as a priest he can go to any house he will be given food even if he was to lower himself and ask for money anyone can give him that the lifestyle between Priests and general members is different therefore when priests speak they speak on behalf of the people who are suffering not themselves.

He lined up all fallen presidents and the fate they suffered for going against the Catholic establishment saying they are sacred people who speaks the voice God and no amount of threats, insults and ridicule could stop them. He said former President Edgar Chagwa Lungu respected Catholics way better but his people did not hence losing power and that the clock is ticking for UPND too.

The trending Audio from Fr Kabaso has refreshed the fading controversy that was dying out in a huge misunderstanding that has engulfed between the government and the Catholic church.

CIC in Mansa interviewed people on what they think as they expressed dissappointment that there is lack of maturity from both the Catholic priests and the UPND leadership in a way they are handling yhe matter. Precious Mwamba (not real name) spoke off-camera that the head of state was just doing his statehood duties it was unfair for Fr Salangeta to come out that way even if he was speaking on behalf of the poor people in the church its a mockery because the message was mearnt to excite former president Edgar Lungu who was in attendance making the entire issue political. Ms Mwamba said UPND are in order to defend their president who in this case was badly attacked but calling Bishop Banda Lucifer was way too much from the rulling Party Secretary General. Ms Mwamba concluded that from her part both sides are lacking maturity and priests must not hide using the name of God and poor people by advocating for political messages ripe enough to incite anger and cause divisions among believers.

Another one Philomon Kasonde (Not real name) also expressed shock at Fr Kabaso accusing him of blowing the matter out of proportion. Mr Kasonde said Fr Kabaso must be realistic and come to terms that PF lost because Lungu was a bad leader before Zambians even if he respected him or Catholics. He added that the sermon by Fr Kabaso is a divisive message capable of destroying the relationship between the church and government.

Last one Mrs Mwansa (not real name) also expressed shock and asked if the president needs permision from Catholic priests before delivering a message to the nation. Mrs Mwansa said the priests must understand who the republican president is and what operational jurisidiction are bestowed upon him rather that its them the priests who seem to have an issue with New Dawn they must not abuse the word of God in threatening people from speaking because they themselves are sacred. She said the issue of graphs is neither here nor there but the sermon by Fr Salangeta was ill-timed especially the presence of Mr Lungu making it politically suspicious hence other priests must analyse the issue critically before commenting anyhow with threats because Catholic priests too are humans as well who have errored in society they are not blamed like this.
