Zambia Police Denies Unlawfully Detaining Sean Tembo

0

POLICE have dismissed media assertions that Patriots for Economic Progress (Pep) president Sean Tembo was unlawfully detained.

Police spokesperson Rae Hamoonga said the delay in issuing Tembo with a police bond was caused by himself and his lawyer who was not available for the police to complete the formalities as by law established.

“Following the apprehension and detention of Tembo on Thursday, police has noticed with concern the falsehoods being peddled on social media and various media platforms that police were unlawfully holding him in detention. As Zambia Police Service, we would like to clarify that after his detention on Friday the 2nd September, 2022, Police were ready to formally charge and arrest Tembo. However, the suspect requested for his lawyer to be present as it is his constitutional right to have legal representation,” he said.

Mr Hamoonga said upon the arrival of his lawyer Jonas Zimba, Police were ready to formalise the procedures but his lawyer raised concern that Tembo was not feeling well and hence be taken to Chilenje Level One Hospital as it is his constitutional right to seek medical attention as by law established.

He said at the hospital, Tembo was seen by a medical doctor and later put on bed rest for three hours from 12:00 to 15:00 hours.

Mr Hamoonga said Tembo remained under police custody till when he was discharged after the expiration of his three hours bed rest as prescribed by the Doctor.

“Upon being taken back to the Police station the accused’s lawyer was engaged with other duties. Police again could not proceed with the formalities as the accused’s lawyer was not available. This morning the 6th September, 2022 Police in the presence of Tembo’s Lawyer formally charged and arrested Tembo for the offence of Hate Speech Contrary to Section 65 of the Cyber Security and Cyber Crimes Act No. 2 of 2021 of the Laws of Zambia,” he said.

Mr Hamoonga said Tembo has since been released on police bond and will appear in court soon.

“As Zambia Police Service, we will continue to uphold the rule of law and fundamental human rights of all Citizens regardless of their standing in society and political affiliation. We wish to state that as a law enforcement agency we had no intentions of detaining Tembo or any other citizen beyond the legal stipulated period. The seemingly portrayed unlawful detention was caused by either of the two,Tembo or his lawyer who were not available for the police to complete the formalities as by law established,” he said.

Police issue statement on the detention of Patriots for Economic Progress (PeP) leader SEAN TEMBO.

6th September, 2022 – Following the apprehension and detention of Mr Sean Tembo, President for the Patriots for Economic Progress (PeP) on Thursday 1st September, 2022, police has noticed with concern the falsehoods being peddled on social media and various media platforms that police were unlawfully holding him in detention.

As Zambia Police Service, we would like to clarify that after his detention on Friday the 2nd September, 2022, Police were ready to formally charge and arrest Mr Sean Tembo. However, the suspect requested for his lawyer to be present as it is his constitutional right to have legal representation.

Since then, his lawyer never came to the Police Station until on Monday 5th September, 2022 when he showed up at Woodlands Police Station.
Upon the arrival of his lawyer Mr Jonas Zimba, Police were ready to formalise the procedures but his lawyer raised concern that Mr Tembo was not feeling well and hence he was taken to Chilenje Level One Hospital as it is his constitutional right to seek medical attention as by law established. At the hospital he was seen by a Medical Doctor and later put on bed rest for three hours from 12:00 to 15:00 hours yesterday the 5th September, 2022.

Mr Tembo remained under police custody till when he was discharged after the expiration of his three hours bed rest as prescribed by the Doctor. Upon being taken back to the Police station the accused’s lawyer was engaged with other duties. Police again could not proceed with the formalities as the accused’s lawyer was not available.

This morning the 6th September, 2022 Police in the presence of Mr Sean Tembo’s Lawyer formally charged and arrested Mr Sean Tembo for the offence of Hate Speech Contrary to Section 65 of the Cyber Security and Cyber Crimes Act No. 2 of 2021 of the Laws of Zambia. Mr Tembo has since been released on Police bond and will appear in Court soon.

His arrest follows a Facebook post on his account prior to the adjustment of fuel pump prices for the month of September this year.
As Zambia Police Service, we will continue to uphold the rule of law and fundamental human rights of all Citizens regardless of their standing in society and political affiliation. We wish to state that as a law enforcement agency we had no intentions of detaining Mr Sean Tembo or any other citizen beyond the legal stipulated period. The seemingly portrayed unlawful detention was caused by either of the two: Mr Sean Tembo or his lawyer who were not available for the police to complete the formalities as by law established.

We further appeal to the general public to desist from commenting on matters they do not understand or have no facts as this has potential to mislead members of the public.

THANK YOU

Good afternoon fellow citizens ✌️✌️✌️

1. I wish to confirm that after being held hostage for 6 days by my kidnappers, the Zambia Police Force starting on Thursday last week, my kidnappers decided to let me go this afternoon, after my lawyers successfully negotiated a ransom. I am referring to this incident as a kidnapping and not an arrest because effecting an arrest is an activity which should never take more than an hour.

2. And when you arrest someone, you inform the person what he is being charged with. In my case however, l was just thrown into a cell at Woodlands Police Station without any explanation or a charge. Therefore by definition, my case does not qualify as an arrest or detention, but rather a state-sponsored kidnapping by the Zambia Police Force.

3. During the time that l was held hostage by my kidnappers, l received overwhelming support from most well-meaning ordinary Zambians who are independent minded and not expectant of favors from the State. I also received a lot of support from my family, friends and colleagues from the political fraternity, for which l am most grateful.

4. Please allow me to list below some of the colleagues from the political fraternity who paid me a visit and gave me words of encouragement and strength during the time that l was held hostage. The list is in the order of the visits:

i) Mr. Simon Mulenga Mwila
ii) Dr. Canicious Banda
iii) Mr. Chrispin Chinda

iv) Hon. Bowman Chilosha Lusambo
v) President Harry Kalaba
vi) Hon. Dr. Chishimba Kambwili
vii) Mr. Thomas Sipalo
viii) President Saboi Imboela – SI

ix) President Given Lubinda
x) Hon. Hon. Brian Mundubile MP
xi) Hon. Davis Mwila
xii) Hon. Raphael Mangani Nakacinda
xiii) President Dan Pule
xiv) President Wright Musoma

xv President Robert Mwanza
xvi) President Fred M’membe (who sent a representative as he is out of the country)
xvii) Ambassador Frank Bwalya

xviii) Mr. Kebby Mbewe
xix) Mr. Charles Kabwita

I have deliberately omitted to list the names of PeP members, my family and non-political friends for security reasons. To all the above and anyone that l might have omitted, l want to say a big THANK YOU for the support. The battle against tirrany, dictatorship and plunder of our national resources is only beginning. It will be a tough battle, but there is no question that we shall be victorious because righteousness always prevails over evil and light always prevails over darkness.

Thank you 🙏🏽🙏🏽🙏🏽

COME AND CONFESS…we know where stolen assets are – Attorney General Mulilo Kabesha

OME AND CONFESS
…we know where stolen assets are – Kabesha

By Edwin Mbulo in Livingstone

WE have information of where the stolen assets are, reveals Attorney General Mulilo Kabesha.

And justice minister Mulambo Haimbe says Zambians need closure over stolen assets.

Answering a question from The Mast during a media briefing on the sidelines of the Eastern and Southern African Anti-Money Laundering Group Conference at Avani Hotel on Saturday, Kabesha appealed to former leaders in the PF government who may have looted state resources to own up.

“Yes we have information (of where the stolen assets are) but these are still under investigations. But we have information of course. But we have an idea and I can assure you that we have. I can only appeal to those that know that they should just come and confess of there assets so that they can be part of the assets recovery,” said Kabesha.

And Haimbe said the justice system was facing challenges such as staffing levels and infrastructure hence the delay in disposing of cases.

He said the UPND government has performed extremely well with regards human rights.

“We have been in office for one year. The gauge we can use is that the Human Rights Commission has not issued an adverse reports in this administration that we have. Just not too long ago government received various adverse reports, for instance police abuse, extrajudicial killings that were taking place at highest levels of human rights abuse that you can think of. But a lot has been done to ensure that human rights are being followed. I may be very ambitious but I would put ourselves at over 100 per cent,” Haimbe said.

He advised Zambians to read and learn the law and their human rights as the accused are supposed to be subjected to minimal detention.

Haimbe however, said due to staffing and infrastructure levels in the judicial system many suspects may be detained longer until they appear before court.

He indicated that those faced with financial crimes are not before courts for convictions but to merely exculpate themselves.

“If they are acquitted so be it. If they are convicted so be it. But the focus should not be in convictions but the process (exculpation),” said Haimbe.

The ESAAMLG conference which had three sections namely the 22nd Council of Ministers, 44th Task Force of Senior Officials and the 5th Public/Private Sector Dialogue meetings closed on Saturday.

Kelvin Bwalya Fube and his politics of fixing the fixer

0

By Gregory Kaputula

‘’The game changer is here! Good leaders are born when the season is right. It is now time for new and good leadership. It is time for new ideas. I am here to fix the fixer,’’exclaimed and declared Mr Kelvin Bwalya Fube a.k.a. KBF as he addressed a packed Mulungushi International Conference Centre during the launch of his political party – Zambia Must Proper (ZMP) whose slogan is “when Zambians prosper, Zambia prospers’’.

Prior to the launch of his ZMP party, Mr Fube was a strategic and key member of the UPND Alliance. However, after the launch of ZMP, UPND Alliance spokesperson Dr Daniel Shimunza described Mr Fube as having been an absentee member of the UPND Alliance. Dr Shimunza stated that Mr Fube’s departure from the UPND Alliance was a demonstration that he was never a team player but a self-praised colleague who felt superior over others. Further, Dr Shimunza revealed that Mr Kelvin Bwalya Fube was welcomed in the UPND Alliance even when he did not have a registered political party. He said the alliance was happy that Mr Fube had come out of the alliance. However, the big question the UPND Alliance had was whether Mr Fube was in order to form a political party to fix a sitting President.

Interestingly, in his congratulatory message posted on his twitter handle, President Hakainde Hichilema said; “we wish to congratulate our personal friend of many years Mr. Kelvin Bwalya Fube (KBF), for successfully registering his political party and launching it without any obstacle or restriction. This is the way it should be in a democracy like ours. We welcome Mr. Bwalya to opposition politics where some of us spent years battling with intolerant regimes. Looking forward to a healthy public discourse devoid of malice and divisive engagements. In all this, the biggest winner should be democracy and the people of Zambia.”

Indeed, Zambia ought to prosper and it is true that when Zambians prosper, Zambia will ultimately prosper. Prosperity is what every Zambian should be aiming for. It is what everyone should be focusing on. Here we are talking about prosperity for all Zambians. This is so because Zambia will never be a good place for any of us to live in unless it becomes a good place for every citizen to live in. This is why talk of prosperity should be taken seriously by all and not left to politicians, their agents, and other chancers. It should not be left to politicians alone because politicians have mastered the art of lying in the morning, lying in the afternoon, and lying in the evening and at night. It therefore becomes cardinal that talk of national prosperity be every citizen’s business and inculcated in everyone from a tender age.

The questions paused by Dr Shimunza and his UPND Alliance over Mr Fube’s formation of ZMP to “fix the fixer’’ should not be ignored. Is it in order for Mr Fube to form a political party to fix his former political ally Mr Hakainde Hichilema? Is it in order to form a political party for the sole purpose of fixing political enemies or family enemies? These are the questions we have also been grappling with since the launch of ZMP.

They say leadership that starts and ends on the pulpit has no capacity to transform society. And leadership that has no capacity to transform society cannot bring prosperity. During the launch of his ZMP, Mr Fube appeared and showed signs of a man with leadership skills that starts and ends on the pulpit. We find it difficult to understand and appreciate how Mr Fube’s leadership will bring about the much sought after prosperity in the lives of many Zambians if his initial focus is to fix his former political ally and close friend.

On face value, Mr Fube’s speech at the launch of his ZMP party was going on very well until he brought in the aspect of fixing his former political ally Mr Hichilema. Coincidentally, his former political ally’s campaign message during the 2021 General Election was based on fixing the economy under the tagline; Bally will fix it. And since Mr Fube was a political ally to Mr Hichilema through their UPND Alliance, he cannot claim not to have supported the “Bally will fix it” slogan. Maybe it is even Mr Fube who coined this slogan since he boasts of being a political campaign strategist based on his political works with former presidents – the late president Mr Michael Sata and former president Mr Edgar Lungu. It was shocking to hear Mr Fube, the self-proclaimed game changer coin and rewrite the “Bally will fix it” slogan to his own “fixing the fixer” or simply put, fixing Mr Hakainde Hichilema. It was shocking because one cannot waste so much time and resources to form a political party to just fix his former political ally, friend or enemy. Unless there is more to this than meets the eye.

It is politicians and chancers like Mr Fube that give politics a bad name. It is politicians like him who lead people into validating assertions and perceptions that politicians are liars. In fact, it is politicians like Mr Fube who think Zambians are gullible. We can vividly remember watching and listening to Mr Fube preaching about the candidature of his friend Mr Hichilema on several television and radio stations. Mr Fube told voters last year that he and Mr Hichilema have been friends from their days at UNZA and that he knew Mr Hichilema inside and out.

Mr Fube pleaded with Zambian voters to give Mr Hichilema a chance because he was the best man to become the President of Zambia. So at what point did things change? When did Mr Fube realise that his friend from UNZA was not as intelligent as he told Zambians during campaigns? Can we then say that Mr Fube deliberately misled Zambians for his own selfish benefits? If not for his own selfish benefits, why was he selling and promoting a wrong candidate knowing very well that the candidate was incapable of delivering and bringing prosperity to Zambia? Has Mr Fube not betrayed the people of Zambia? How then can Zambians trust such a man to be the game changer and deliver prosperity? Is Mr Fube being sincere or simply politicking as expected? If what Mr Fube is offering is not leadership that starts and ends on the pulpit, then what is he offering Zambians? Of course not prosperity!

We know that in a democracy, many Zambians may not agree with the “Bally will fix it” slogan. However, we find this slogan to be more appealing, relatable and in tune with the mood of the people. This slogan creates some comfort and hope for the masses in comparison to Mr Fube’s “fixing the fixer” slogan. “Fixing the fixer” sounds out of touch with the aspirations of the majority of our people. Zambians have no time for such slogans especially now when the focus should be on fixing the economy.

Mr Fube, Zambians are not interested in politics of fixing one another. Zambians are interested in politics of fixing new ideas, politics of fixing leadership challenges in all sectors of the economy, politics of fixing corruption, politics of fixing poverty, politics of fixing tribalism, politics of fixing inequalities, politics of fixing injustices, politics of fixing infrastructure challenges, politics of fixing the economy, politics of fixing the mining industry, politics of fixing the agriculture sector, politics of fixing unemployment, politics of fixing the education sector, and the health sector. This is what will create prosperity in households and the Zambian society at large.

Politics of fixing one another has never registered prosperity or development anywhere in Zambia. Instead, politicians that have engaged in politics of fixing one another have ended up regretting and blaming one another. Politics of fixing one another are born out of hate and jealousy and not for the good of people that most politicians claim to represent and want to serve. Politics of fixing one another are politics of self-preservation and egoism, and not for the betterment and prosperity of society.

History reminds us of a time when the MMD government introduced a clause in the Constitution which required a presidential candidate to have a minimum of a degree. This requirement was aimed at fixing one Michael Chilufya Sata from standing as a presidential candidate. The same MMD once introduced a law that made theft of motor vehicle non-bailable. This was aimed at fixing the late president Fredrick Chiluba’s family enemy. We all know how MMD politics of fixing political and family opponents turned against them. Very senior MMD members became victims, and as we speak MMD is in political comatose. The MMD clock is politically off.

Clearly, politics of fixing opponents has no peaceful ending. The same fate that had visited the MMD is currently with the Patriotic Front. In 2016, the former president of Zambia Mr Edgar Chagwa Lungu signed into law the Constitution of Zambia (Amendment) Act No. 2 of 2016 with his eyes closed. Today, the very Constitution that Mr Lungu signed with pomp and splendor at Heroes stadium has become the number one enemy of his party, the Patriotic Front. This Constitution was aimed at fixing political opponents. Fortunately, what they wished for others through this poorly drafted Constitution is what they are facing and experiencing today. Again, one does not need prophetic powers to see that the end of the Patriotic Front is nearer than we all thought. The party is in disarray. The boat is sinking so fast.

We agree with Mr Fube that when Zambians prosper, Zambia prospers. However, we do not agree with his politics of “fixing the fixer’’ in order to make Zambians prosper. Politics of “fixing the fixer’’ are outdated and have no room in a democratic dispensation like ours.

Since history has a tendency of repeating itself, we hope and pray that the UPND government has learnt something from the MMD and the PF. The UPND government should have no excuse whatsoever for going through what the MMD and the PF have experienced.

IMF money like panadol for a patient on oxygen – Nawakwi

By Kombe Chimpinde Mataka

FDD leader says the IMF will fail because it was not designed to deal with the country’s structural problems but to benefit business interests in the private sector.
Commenting on the approved US $1.3 billion IMF-supported programme, Nawakwi told The Mast that this was not the first time the country had gone for an IMF programme.
“This programme will fail on its face. This was designed to temporarily alleviate the expectations of the private sector and you have seen what has happened. The West, the IMF and others convinced our government to cancel all approved loans with China. Zambia is a battleground between America and China and somehow, they have convinced this government. It has very little foresight to turn their back on China. A total of US $3 billion approved in projects has been shelved cancelled, never to be revived,” Nawakwi said. “In its place we have a so-called US $1.3 billion to be given to the Central Bank in droplets over a three-year period. Any leader who is calling themselves a mathematician and economist, would have sat down with the Chinese and renegotiate the interest rates for the approved loans because in constructing the dam in Masaiti, you are creating employment. In continuing to work on Kafue Gorge [power station], you are creating a stream of income and your people are employed. This money from IMF is like Panadol for a patient who is on oxygen. It will not reduce our indebtedness. Instead, it will shrink our income.”

She said the government was not being truthful about the IMF package.
“Everyone is running around like headless chickens. Yes, we have an IMF package. No one is telling the nation that the export base will be shrunk,” Nawakwi said. “What is the price of fertiliser this year? It’s 1,800 per K50 bag. Has that reduced? What are the alternative policy instruments in place to address the endemic structural problems that we face in the whole continent. The structural problem that we have is our people are extremely poor and the question is how do we get them out of poverty. Is the question in the IMF programme or out of the IMF programme? Because not only in Zambia but the continent, the world over, where can any sane leader point and say in that country, there was an IMF programme and they were moved out of poverty!”

Nawakwi said a reduced inflation and exchange rate was not enough achievement for the country.
“All I hear is exchange rate, inflation. They are celebrating US $1.3 billion. We had $7 billion written off. This is not the first IMF programme in this country,” she recalled.

“The question is have we gotten rid of the structural problems, lack of good roads, schools, how the country can earn money from its own resources…where the foreigners have strangled us by digging our resources? Is (President) Hakainde Hichilema telling me that this country is incapable of earning US $400 million per year from the emeralds sector, from the copper sector, from the agricultural and fisheries and tourism sectors? Are you telling me that we are such dull people that we cannot put our heads together and earn just US $400 million per annum? No. Someone’s brain is frozen. And this problem will continue in the next 15 years at this rate.”

Nawakwi said the IMF deal was meant to pay for interest on loans and not for investment into the economy.
“What is happening is like you owe the bank money and you are behind in settling the interests so the bank gives you a relief by saying we are going to restructure your money. They are not doing anything. Maybe reducing the interest but the principle has to be paid. You would have approached China and said ‘we are a new government can we discuss new terms for the laons that we borrowed’,” Nawakwi said. “There are other smart solutions on the table which will be long lasting. These mines are raising more than US $10, 20 billion per annum and someone cancels the royalties and goes to IMF. That is outright rubbish. Sorry for the language. Who is the largest creditor to Zambia? It is China. Instead of going to see Joe Biden, who should have been rung to go and see Xi Jinping… You can’t say I had a very good phone call with Xi Jinping, no. You have cancelled infrastructure loans to get money to clear interest. Does that get a job for me and you? It is shocking. Then they tell you you are not going to subsidise agriculture. There are one million ‘don’t do this’. The whole world was saying we are going capitalist. Now we have proved, capitalist policies don’t work for Africa. Even in the West. In America they are using social packages to support their people. The world is abandoning capitalist theories.”

And Nawakwi warned that the continued arrest of political opponents would jeopardise the economic reform programme.
“And the way they are dealing with governance issues, arresting people without trial, God willing you will come and call me if I am still alive and say you said it. Didn’t they suspend the [IMF] programme in 1996-1997 not on economic issues but one barring late president [Kenneth] Kaunda from standing to incarceration of late Dean Mungomba? Were those economic issues? And for two years the programme was on suspension. It took me to go and plead with them with hon [Vincent] Malambo. I had to ask ambassador Carson and Susan Rice, to say ‘you in Angola you supported [Jonas] Savimbi, who did you support in the Congo?’ I had to take them on at the State Department. You have to be a smart negotiator and there are none in this group,” she said. “For me the gist of all this mayhem is to facilitate business for the private sector in which the President is a major player. It is for the good of private business in which our President has not declared interest. Most of his business partners are from the West and they were starting to lose money because Zambia is not paying.”

Nawakwi said although the UPND was celebrating the favourable exchange rate, they did not support wealth creation among Zambians.
“This IMF is a nightmare for Zambia. He is celebrating the exchange rate but who has a dollar to exchange? He is arresting everyone with a dollar. He is anti-creation for Zambians. You have the owner of Ndozo Lodge, he is Namwanga. Those were the first Zambians to start importing containers from Dubai for spare parts. How can any foolish man go to interview him for four million (dollars)? Those were the first Zambians to import palm oil from Taiwan and Vietnam. So you find him with four million and because he knows [former president Edgar] Lungu from Chawama you say he is a criminal. How can someone be that naïve? And Mr [Chrint] Sichamba is on a death bed. He had a serious stroke two years ago. These are long time young businessmen from my Nakonde place,” said Nawakwi.

Sean Tembo Detained Himself- Thabo Kawana

SEAN TEMBO DETAINED HIMSELF-THABO KAWANA

The sentiments coming from Mr Tembo in this video suggesting police kidnapped and held him hostage the last six days without charge are indeed unfortunate to say the least.

This is not only unfortunate and untrue on his part but, also sad for an opposition leader to tell blatant lies

Sean Tembo detained himself, I say so because I am aware (and anyone can check my facts with police) that police were ready to arrest and charge Sean Tembo from the very hour they picked him up.

But Mr Tembo refused to be dealt with in the absence of his Lawyers and demanded that any arrest and/or charge to be preferred on him can only be employed in the presence of his Lawyers.

His Lawyers did not show up until Monday and when they did, they also stated that their client was unwell and needed medical attention immediately. Again, no arrest or charge was conducted as focus turned to Hospital.

Mr Tembo was then taken to Hospital were a Doctor attended to him and prescribed a 3 hour bed rest for observation, after that, Mr Tembo was discharged from Hospital and taken back to Police were again, the Police were ready to arrest and charge him.

At the police, he could again not be arrested and charged because his Lawyers left to attend to other matters and Mr Tembo’s preference was that he could not be arrested or charged in the absence of his Lawyers. So again, he spent another night in police custody.

Then today, he has been formerly arrested and charged in the presence of his Lawyers as per his wish and right.

So from the above stated, one can see that the police did not hold Mr Tembo a minute longer than he himself made it necessary. His prolonged stay in police custody was his own making and not that of the police, it is not good to play tricks aimed at trying to paint the country black in the eyes of the international community when in fact, people are keeping themselves in police custody but coming out to claim police kidnapping and been held hostage…… Preposterous!!!

PENTECOSTAL ASSEMBLIES CONDEMNS LUSAKA JULY

PENTECOSTAL ASSEMBLIES OF GOD – ZAMBIA (PAOGZ) COUNCIL OF BISHOPS DISAPPROVAL OF THE “LUSAKA JULY” EVENT FOR IMMEDIATE RELEASE (06 SEPTEMBER, 2022)

A STRANGE EVENT WITH STRANGE ACTIVITIES

The 3rd September event, dubbed “Lusaka July”, was an unprecedented occasion that not only raised eye brows but has had different sections of the Zambian community talking. Everything about the event had more questions than answers. The dressing looked strange where in some cases, it was amounting to almost nudity. Much more than all that, having men clad in female attire made suggestions of what has been observed in other countries where the LGBTQI communities have had similar events.

WE SAY NO TO INDECENT AND DETESTABLE LIFESTYLES

As a church community, we are alive to the fact that attempts have been made in the past and are still being made to establish and support LGBTQI activities and events to promote their detestable lifestyles. We wish to put it on record that such behaviour, even under the guise of fashion, will not be tolerated in the Zambian community. It is clear to all perceptive observers that the infamous event in reference is an attempt to make homosexuality and related activities more tolerable and eventually acceptable to the populace. However, it must be noted that the Zambian law in its current form criminalizes homosexuality and related unnatural acts in the Penal Code Chapter 87 and section 155.

FASHION SHOULD NOT BE INDECENT While the organizers of the “Lusaka July” have attempted to defend it as a Fashion event, we counsel that Fashion shouldn’t be indecent. Therefore, no matter how disguised such activities are going to be, the church shall take necessary action to protect the cherished values of our Christian nation and courageously defend the very core of the fundamentals of strong family lives.

We further wish to warn the promoters, and sponsors and participants alike that they shall continue to be seriously censored if and when such acts of sheer disregard of our culture are wantonly idolized or practiced. We urge law enforcers to do their part when deliberate breaches of abiding laws are selfevident.

STAND UP FOR THE FAMILY

We seize this opportunity to call upon the nation, once again, to stand up for the family for the sake of posterity. The scriptures are clear: Nehemiah 4:14 – “After I looked things over, I stood up and said to the nobles, the officials, and the rest of the people, “Don’t be afraid of them. Remember the Lord, who is great and awesome, and fight for your families, your sons and your daughters, your wives and your homes.” (NIV) May God bless our great nation. RELEASE SEAN TEMBO- Pilato

RELEASE SEAN TEMBO

The continued detention of Mr Sean Tembo is a scandal that the good citizens of this country must challenge. This is a scandal that will never be rewritten by anyone, it has happened and it will forever be attached to the UPND government. I know many of you are trying to justify it because it is Sean Tembo, a guy that you don’t like, truth is, this is a scandal that will haunt all of us at some point in future.

I do not agree with Mr. Sean Tembo and I do not agree with his politics, however, that should never be the basis for justice in a democratic country like ours. Today we have people rejoicing at his detention and I look at these people and I ask myself, is there room for we ordinary citizens to learn from our own history?

When President Hakainde Hichilema was arrested and detained, I saw people that passionately justified that arrest. I saw news platforms that went all the way to convince the Zambian public that he deserved to be arrested. When Mr Hichilema was abused and terrorized by the PF government, I saw memes, jokes and long posts celebrating the persecution of a Zambian citizen by its government. I struggled to find peace in that, I publicly sympathized with Mr HAKAINDE HICHILEMA even when it was not fashionable to do so.

Today, Mr Sean Tembo is detained and I see the same pattern of reaction from our people. Yes Mr Sean Tembo did say something very offensive, I was injured myself. I was disappointed by his expression but did he break the law? If he did, take him to court now. If he didn’t, release him now.

The police must be reminded that the continued detention of Mr Sean Tembo is an attack on President HAKAINDE Hichilema. A president with so much to celebrate about now the attention is being directed to the illegal detention of a political player. Mr Hakainde survived state sponsored insults from the PF. He survived psychological and physical attacks without police protection and went to win an election, why do you feel that you can defend him by arresting individuals who you did not arrest when he desperately needed your protection? This is a man that was called all the evil and terrible names, but no single person was arrested for calling him all those names. Today you are attacking him every time you arrest his critics on flimsy grounds.

To the UPND party and government;
When the police arrested some us, It was attributed to President LUNGU. Whenever the police attacked or arrested his critics, the attribution went to President Lungu. This is what is happening now, everything that the police are doing to Mr Hichilema’s critics will be attributed to current president. When citizens are getting arrested for defamation of the president, it is President Hichilema that will suffer the backlash. You are not helping the president, you are instead damaging him. I know you cannot see this now but as it grows bigger, you will see it.

To President Mr Hakainde Hichilema, Sir, it is not too late to redeem your name. Every time a citizen is arrested in your name, it is your name and reputation that suffers. When a bad law is enforced in your name it is your name that is tarnished. President LUNGU used the law to arrest us. He used the law to kill citizens of this country. He used the law to marginalize citizens of this country and in the end, a bad law produced a bad president. Sir, when you are guided by a bad law, you will become a product of a bad law. A bad law can’t produce a good leader.

The detention of Mr Sean Tembo is being attributed to you, not to the police inspector general, not to cabinet ministers etc but to you. These police officers, the cabinet ministers and party supporters will one day leave the UPND to join other parties and they will carry no blame or shame. They will say it was under your instructions. Police officers will shift their allegiance to another. Your ministers will resign and seek to become ministers in another party….YOU sir may never get that privilege.

The defamation of the president law is a threat to your reputation. Remember sir, People insulted you, they insulted your tribe, they insulted your spirit but the good people voted for you which clearly demonstrates that Zambians are able to separate politics from personal attacks.

I am appealing to you sir to distance yourself from this attack on you by the police.

ZNBC sign language interpreter Ruth Chuma Mukuma tells her HIV story

I know most of you will be shocked because i never shared this to people because was scared to be stigmatize and criticized but after listening to that woman crying of her son being sodomized it touched and left me weeping and imagining the victim of the trauma he is going through and it has given me the strength to open up. It might encourage someone out there who is going through the same.

So when I was in grade 12 and clocked 18 years I decided to do an HIV test because I thought it was the right time because there were some people who came through to set tents and were testing pupils who where 18 years above.

And of course I gathered courage because I knew I will be negative because I had never slept with anyone.

However, to my shock, the test came out positive. I cried that day and went home and without telling anyone about my status because I told myself it was a mistake, but eventually I opened up to a trusted friend and she encouraged me to go to Kabwata Clinic for more tests to be sure.

I went and did three different tests. Imweh, all the three where positive and I was given medication and because I couldn’t accept that fact I hid the medication in my school back pack so that no one could know, and I gathered courage and told my elder brother. But later on, my sister’s found the medication and my family knew and they me, I might have gotten it from my mum, because she died positive.

Aaaah! I couldn’t believe it because all my brothers where negative and my Dad too so how possible was it? then I was told maybe I used to play with her Sharp tools.. but guys I still wasn’t convinced.

But deep down my heart I knew what happened to me when I was very young, where I was sexually abused and those memories still haunt me till now, so I convinced myself it could be that man who affected me.

It has been so had to accept myself and cried myself to sleep, but fast-forward, I grew up into a lady and who wanted to be in a relationship with someone but once they find out about the status, the interest would go and ‘you are dumped as a result’.

I would get depressed and get sick and find myself in the hospital being treated of heart palpitations and of course I had several surgeries and had my fourth operation of breasts lumps this year June and had sucide thoughts.

So my Elder brother introduced me to Precious Mwewa Kaniki a woman who as been talking about her HIV status publicly with her husband and I was invited to meet other people who are living with HIV and are happy.

With the phenomenal group I learnt
alot and heard experiences that touched me and I started taking my medication, and am proud say am u=u I suppressed the virus.

So listening to that woman who’s child was sodomised cry, has given me confidence to open up and encourage those who are going through the same situation.

And now my project is to reach out to my Deaf men ,women, girls and boys who are living with HIV so that they can tell there stories and suppress the virus like I did on different platforms.

I am happy I have accepted myself and all I need is your support. The change starts with you and no one will live a healthy life for you but it’s your responsibility. Remember being HIV positive doesn’t mean you have AIDS.

CLAIMS THAT UPND SUPPORTS HOMOSEXUALITY ARE MISPLACED

…… President Hakainde Hichilema has made it clear that He does not support gayism and lesbianism as that is contrary to the constitution.

Monday, 5th September, 2022 – Lusaka

THE story doing rounds on social media of the Lusaka July, a social event and linking it to President Hakainde Hichilema and the UPND Government by the Patriotic Front is aimed at shifting the attention of Zambians from the numerous achievements scored by the Government. The lies being championed by Mr Emmanuel Mwamba that President Hakainde Hichilema and the UPND are supporting lesbians and gays are malicious, warranting condemination by all well-meaning Zambians.

This is a concocted lie by PF member, Emmanuel Mwamba with an aim of shifting the attention of the people from visible uprecedented numerous HH achievements to unproductive noise.

As UPND, we urge members of the general citizenry not to fall for PF lies as they are a PF scheme to divert public attention from the achievements recorded by the Government such as the provision of free education, CDF increment, mass recruitment of teachers and health workers, vigorous fight against corruption, appreciation of the Kwacha against the US dollar, falling prices of commodities, eradication of cadreism and the recently approved IMF bailout programme.

President Hakainde Hichilema has been an upright man from the time he was in opposition and fully supports Christian values. The President and the Government not only uphold the Constitution and all the other laws against homosexuality in Zambia but also strongly believe that it is immoral and unbiblical to allow same-sex marriages or intimate relationships or indeed gay and lesbian rights in the country. This position the President and the party have stood for has not changed. Zambia remains a Christian Nation under the able leadership of the staunge Christian President Hakainde Hichilema.

As a political party, UPND did not sponsor the said social event. We challenge Mr Emmanuel Mwamba to provide the evidence of how the event is connected to President HH and UPND. The PF should be reminded that telling lies about President Hichilema and UPND will not make Zambians forget about the brutality, rampant corruption and economic mismanagement they suffered under the hands of the PF Party.

We wish to appeal to Mr Mwamba and his propaganda team to channel their efforts to escorting their pay masters to law enforcement agencies as this is the only thing remaining in PF. The citizenry may wish to be reminded that it is the same Mr Mwamba and the PF who mounted the same propaganda on gay rights against Mr Hichilema while in opposition but failed to succeed. Unfortunately, he and his party seem not to have learnt a lesson circulating propaganda which Zambians are aware of, could not fall fall and still spoke loudly on 12th August, 2021.

For UPND, it is all about what the country’s laws provide. In today’s Zambia, homosexuality is an illegal practice because it’s against the law of the land, and this is a Christian nation.

It is the Rule of Law.

Mumbwa farmer reports Edgar Lungu’s associates who grabbed his land to DEC

Mumbwa farmer reports Edgar Lungu’s associates who grabbed his land to DEC

A FARMER of Mumbwa district in Central Province has lodged a complaint against Ministry of Mines director at the cadastre department Michael Chiboonga, some police officers and owners of Array Metals who usurped his 17.3 hectares of land which contains some minerals, to the Drug Enforcement Commission (DEC) for money laundering.

Noble Mumbi, whose farm is situated in Chief Mumba’s village has accused Chiboonga of fraudulently issuing mining licences to trespassers without cancelling the mining rights isuued to him by the ministry of mines.

“I came here to follow up on the matter I reported to DEC where people are conducting illegal mining on my property and knowing the fact that the law doesn’t allow somebody to conduct such illegal mining on somebody’s property because that’s tantamount to proceeds of crime. Whatever they are realising from there is proceeds of crime and wherever they are applying that money that is money laundering,” Mumbi said.

“Understanding that this country has laws I believe this institution (DEC) is mandated to tackle such issues and to arrest such criminality. To my surprise my case started in 2018 where my property, I have a title deed to that property and there’s a mine on that property I have a mining license, the police came with these illegal minors claiming they’ve got exploration license but when you analyze the exploration license it’s fake”.

Mumbi said he had submitted documentation to the Commission in 2018 as evidence in relation to his claims but it has been delaying to act on the matter to date.

He claimed that the DEC was hesitant to institute investigations since the time he lodged his complaint as the encroanchers were associated to former President Edgar Lungu.

“This his is my fourth letter I have written to DEC, no response has ever been issued and no action has ever been taken so I wonder if they are involved or not. When I went to inquire on this case they’ve just said they will write to me and I should expect their response probably in a few weeks time. Am now wondering if these people (DEC officers) mean to arrest criminality or they mean to abet it,” Mumbi said.

“Those involved one is the son of the former inspector general of police (Kakoma Kanganja) Mwaka Kalengo, there’s Frank Chimpusa, Chris Mugali who came through the PF government at the time President Lungu was in state house. He’s (Mugali) a close relation if not a nephew to Museveni he came through State house and that contributed to my case not being attended to by the police and all these institutions.”

He said senior police officers all of Mumbwa police abetted the trespassers in grabbing in his farm and produced illegal mining licences purpoted to have been issued to them by Chiboonga.

Mumbi disclosed that Chibonga had appended two different signatures on the purported mining licences.

“When I was given the fake mining license by the police they said the criminals have the document so I analyzed the document and found the document was fake and signed by head of cadastre but documents that we get from ministry of mines are signed by the director and when you analyze the font and everything about that license it’s fake so I challenged the police and said this is a fake license under Pentagon Resources so the next time the police produced another license signed by Micheal Chiboonga a ministry of mines cadastre and then the signature on this Array Metals and Natural Resources limited indicating that it has transformed from Pentagon to Array metals,” said Mumbi.

“I went to Chiboonga I asked did you sign these documents he admitted. I said but how can you have two signatures what is your official signature he couldn’t tell I went to the director Lumamba asking if the licenses were genuine. These fake licenses prove to me to say ministry of mines which was delegated to create harmony and legal operations of mines is actually being used to perpetuate illegality to the benefit of few individuals thereby facilitating robing of Zambians the benefits of these resources.”

ACC EXPLAINS PF ARRESTS …they are the ones who were managing country’s resources

ACC EXPLAINS PF ARRESTS

…they are the ones who were managing country’s resources, says Phiri

By Kombe Chimpinde Mataka

ANTI-CORRUPTION Commission (ACC) director general Gilbert Phiri says most of the people being pursued by the commission are from the PF regime because they are the ones that managed the country’s resources in the last decade.
And Phiri says despite the introduction of Financial and Economic Crimes fast track courts, cases are still not being disposed of at desirable pace.

Featuring on Power FM in Livingstone on Thursday alongside ACC Livingstone manager Harry Macko Tembo, Phiri said the commission had of late not summoned any politician from UNIP or from MMD but mostly those from PF because they are the ones that ran the resources for the past 10 years.

“If you have never done anything there is nothing we will ever find. So it is not a witch-hunt. Like yesterday (Wednesday) we arrested a politician (Bowman Lusambo) and what I kept hearing is that ‘the UPND are scared of this politician. Look at what HH is doing’. No. The ACC arrested the politician,” Phiri explained.

He challenged Zambians that had information about corruption and grand theft to report and see if the commission would not act.
“So, if you have issues bring those issues to the ACC. There is no one telling us what to do. The politicians are not telling us what to do and we don’t just pick someone in the street and say ‘let us arrest them’,” he said. “If we are calling you to the ACC it is because we have a fair bit of proof or reasonable suspicion that there is something that you did worth looking into. It is not a political fight. That explains why we recently warned and cautioned a permanent secretary who had just been dismissed in this government.”
Phiri warned that those currently serving in government would not be spared in the fight against corruption, especially that they had clocked one year.

He urged members of the public with information on suspected corrupt public officers in the current administration to report to the ACC.
“What people must understand is who has been controlling resources of this country for the last 10 years? The current public servants were not in government. Yes, now they have been for one year and if you know anyone of them who is corrupt, I give you a challenge, report them to the Anti- Corruption Commission if you have proof and see what we are going to do. At that point you can tell us we are not arresting them,” Phiri said. “The reason why it appears to be a witch hunt is, the guys that were governing yours and my resources are guys in the Patriotic Front. This is why you have not heard us summon any politician from UNIP or from MMD. Unless the crimes were committed when MMD was in power …even accentuated these people have been in power for a decade, they have been in the news, in the newspapers, media, social media, so when you arrest a politician the effect is such a great thing. Some of the people we are arresting are civil servants. I just gave you an example of the former permanent secretary Ministry of Health. There have been other permanent secretaries, managing directors, CEOs. So we are looking for wrong doing.”

And Phiri expressed concern about the slow pace at which corruption cases are moving in courts of law.
“Indeed, we have seen [that] despite the Economic and Financial Fast Tract Court that has been set up with magistrates dedicated to dealing with cases of financial and economic nature, we have seen that cases have not concluded up to now. In some cases we are seeing cases being adjourned for a period of a month, two months. That may speak to the need to strengthen the law and maybe the financial and economics court to be empowered with rules which will enable the courts to hear these cases fast enough and dispose of them,” he said. “So, I would agree that these cases are not being disposed of fast enough but the good thing is that they are being heard. As Anti-Corruption Commission, we would want to see a situation where Economic and Financial Crimes courts live up to the adage that they are fast track courts. We want to have these cases disposed of because when we reach a decision to arrest an individual; when you hear that the Anti-Corruption Commission has arrested X, you can bet your last dime that we have done a thorough job. We have convinced ourselves that we have a good case. Our expectation is that that case is going to be processed quickly enough in the fast track courts so that the accused person has chance to be vindicated; either be acquitted or be punished.”
Phiri however acknowledged that the problem of delayed cases was a very difficult issue to deal with.
“The problem of cases taking longer than anticipated is not a new problem. It has been there for a very long time and the solutions are not simple,” he said. “So we have all this cacophony or razzmatazz or this complex mix that causes that problem.”
Meanwhile, Phiri said the issue regarding the K130,000 motorbike tender is shocking to the ACC.
This is in reference to a contract under the Ministry of Community Development and Social Services awarded to Kafelix Company for the supply and delivery of 75 motorbikes work K130,000 each, which Zambians have questioned.
“Yes, we listened to the public on that but we noticed that there were certain things inherent in that procurement that made us very uncomfortable. And get it from me. What you are seeing is what you get. There are certain things that also come to us with a sense of shock,” said Phiri. “All of us as Zambians must choose to abhor corruption. We must not allow anyone to perpetuate dirty things. If we are all agreed that there is no way we are going to be buying a motorbike for K130,000 to ferry seeds around the country side, it is not going to happen. Going forward, you are going to see the Anti-Corruption Commission present in all these procurements.”

Auditor General`s Report On Govt Payroll Reveals Irregularities Amounting To Over K2.6 Billion In 2021

0

The Auditor General’s Office in its audit of government payroll for the financial years ended 31st December 2017 to 2021 has revealed accounting related irregularities in amounts totaling over 2.6 billion kwacha.

Auditor General Dick Sichembe disclosed that over nine thousand, eight hundred (9,800) ghost workers from nineteen (19) government ministries were paid 7.7 million Kwacha between 2017 and 2021.

“The institutions had not yet accounted for the officers in that they were not known,” Mr Sichembe reviewed

Speaking at a media briefing in Lusaka today, Mr Sichembe highlighted that three (3) ministries had 87 people who diverted salaries amounting to 10 million kwacha into their personal accounts or accounts for people who are not civil servants.

Mr Sichembe added that 25 officers from 4 institutions irregularly drew double salaries in amounts totaling to K967,411.

The Auditor General further added that 22,485 officers in 20 institutions were misplaced and paid salaries amounting to over 944 million kwacha.

“Meaning that an officer is drawing a salary from a pay point where they are not providing a service,” The Auditor General added

Dr Sichembe cited that 18 government institutions had recruited over 13 thousand people without treasury authority while the Ministry of Education introduced 299 teachers on the payroll who received salaries in amounts totaling over 3 million kwacha without authority from the Teaching Service Commission.

“Ministry of Education also upgraded the salary scale of 539 teachers without authority from the Teaching Service Commission costing the government 2.5 million kwacha,” Mr Sichembe said

Mr Sichembe noted that following a Presidential directive, the office of the Auditor General will be transformed into a more robust and effective institution, which is a supreme institution that ensures the promotion of transparency and accountability in the management of public resources.

“We will call or bring to account those who are entrusted in managing the financial resources of the country,” Mr Sichembe said

The Auditor General alluded that their institution will work closely with the Controlling Officer and other institutions to ensure that the issues which the President has raised, which is misappropriation of funds, are addressed.

“That will be our thrust, as we intend to have meetings with all the Controlling Officers so that we charge the way forward on how to address these challenges that we have had,” he said

He further noted that their institution’s concentration and focus will be on the performance ordered, as this is value for money, thus a performance audit of value for money will be conducted to see whether the costs that have been incurred under various programmes reflect the value for money.

“As you are aware the country has gone into transformation in terms of new infrastructure, we therefore need to be cost conscious as a people, because of the challenges that we are facing,” he noted

Mr Sichembe alluded that, as the Auditor General’s office, they will ensure that they follow each and every kwacha, wherever the funds will be allocated as this will help to ensure that the funds have been applied for the intended purpose and for the benefit of the country.

“Those that will be found wanting, will surely be exposed, as that is our thrust and my colleagues at the office, they all understand our vision which is to ensure that we hold professionalism and we have no compromise on integrity, that is how we are going to address these issues,” Mr Sichembe stated

And Parliamentary Public Accounts Committee Chairperson, Warren Mwambazi has urged Law Enforcement Agencies to follow up on the recommendations and cases raised by the Auditor General’s office.

“And those involved should be brought to book,” Mr Mwambazi stated

JUSTICE FOR SEAN TEMBO

By Miles B. Sampa,MP (06.09.2022)

Sean Tembo was about attacking me on one of my articles last week when he did not need to as a fellow opposition comrade. When his rights are abused on political grounds however, I don’t wish to be on the side of history “that kept quite when injustice was done to a fellow Citizen”.

If the argument that “law is law” has to hold, then even when Sata was incarcerated without bail or trial, “law was law”. Equally when President HH was incarcerated without bail or trial, then Zambians are supposed to believe that “law was law”.

No bane this is not UNIP era. Majority citizens are now switched on and able to read between the lines. This is the man you have code-named ‘zero’ but I put it to you that without you intending to, all you doing is increase his ratings you perceive ‘zero’ to surge to the figure ‘one’. We saw this script so work with now President HH.

Those who worked hard with cadre interpretation over the Mongu traffic incident guess wake up and go to sleep regretting of their cadre mind arrest and undue incarceration of then opposition leader HH. Not far off to state “History of politics in Zambia is that it repeats itself”. No one seem to want to learn from history for a better current and future Zambia 🇿🇲.

The ‘sleepy’ Easterners have a saying….
“Wamutu ukulu sialewa nkonyo “ (He with a big head, can’t duck knuckles over his head or a leader should be able to take insulting verbal jabs from the people he leads).

As elected MPs, Mayors, Coucil Chairpersons and Councillors, we get insulted daily. ‘Wachimo’ as Presido, the Head of the Armed Forces and number 1 of entire Zambia?

Bad political history does not need to keep repeating itself otherwise it will repeat itself for many years ahead of our life time.

The arresting police officers of Sean Tembo report to the Home Affairs Minister Hon Jack Mwiimbu who was appointed by and reports to President HH. As per my article late last night same time, I wish to restate, “ Bakateka Mulapepa, bwesheniko umutima”.

Please release Sean Tembo from the historical ‘political torture cells’ at Woodlands Police station.

Ndola man rapes male colleague

A TWENTY-nine year old man of Ndola on the Copperbelt has been left traumatised while nursing a painful bottom after a visiting male colleague sneaked into his bedroom and drilled the living day light out of him.

It is reported that Tony Mulenga of Chipilukusu Compound, who is currently staying as a bachelor in acting capacity, after his wife left him following a marital dispute, was visited by his 38-year-old friend, Chola Musonda around 21:00 hours on Sunday.

Shortly after 23:00 hours, when the duo had engaged in a lengthy chat on a cross-ranging issues, Mulenga asked his visiting friend to leave because he wanted to retire to bed so that he could wake up on time for work the following day.

But Musonda refused to go and asked his host if he could be allowed to sleep in the sitting room to which Mulenga agreed.

As lights went off and everyone overtaken by sleep, a sexed up Musonda awoke around 03:00 hours, tiptoed across the sitting room and stealthily sneaked into his host’s bedroom and joined him in bed.

The visitor then carefully disrobed his sleeping colleague before mounting him and, with vibrating and tightening 38 year old buttocks, began to drill his host in a nocturnal session of unconsented gay sex.

Deep sleeping Mulenga was suddenly awakened by a sharp and punishing pain to the opening at the end of his alimentary canal, causing him to lose sleep instantly.

Upon waking up, Mulenga was shocked to find that the source of his pain was the stiff and erect rod of his sweating friend who stuffed in his rear.

Upon realising what was happening, Mulenga jumped out of bed and screaming to the heavens, ran into another room from where he phoned his sister who, in turn, alerted his father.

Concerned about what had happened to his son, Dennis Mwansa rushed to Mulenga’s house where Musonda was apprehended and taken to Mapalo Police Post.

The traumatised Mulenga was then issued a medical report that was signed at Ndola Teaching Hospital while his abuser is in detention awaiting a court appearance.

If recent social media images are anything to go by, the number of men who are dipping their Joniz into the wrong hole is on the rise.

Similarly, there are indications that some women are marching deep into each other’s honey yard, thanks or no thanks to the availability of phallus objects in shopping malls.

Eric Bailly accuses Man United of ‘favouring English players’ rather than picking teams based on ability

0

Eric Bailly has launched a shocking attack on Manchester United, accusing the club of ‘favouring English players’ rather than choosing teams on merit.

The Ivory Coast international made just four Premier League appearances for the Red Devils last season after falling down the pecking order under both Ole Gunnar Solskjaer and Ralf Rangnick.

At one point, Bailly took to social media to make a plea to start in the defeat at Arsenal in April.

The 28-year-old joined Ligue 1 in the summer moving to Marseille on loan, with a £5 million option to make the transfer away from Old Trafford permanent if the French outfit qualifies for the Champions League.

Bailly, who is preparing to face Tottenham in their opening Champions League game of the season, has seemingly hit out at Harry Maguire, who played regularly ahead of him despite struggling in several games.

‘The club should avoid favouring English players and give everyone a chance,’ Bailly said in quotes carried by The Times.

‘[The club should] encourage competition in the dressing room, not just look out for some. I’ve always had the feeling that the national player was prioritised.

‘That doesn’t happen at Chelsea or other big Premier League clubs. Some people take it for granted that they are going to start, and that weakens the team.

‘Luckily [Erik] Ten Hag has a lot of character and I hope he can change that dynamic.’

Bailly also revealed that he held talks with Ten Hag at the end of the 2021-22 campaign, and decided to leave despite the 52-year-old’s desire to keep him because he wanted more regular playing time.

‘I met Erik Ten Hag in the dressing room at the end of last season when he went to sign his contract,’ Bailly added.

‘I was packing my things because my intention was to leave, but he told me he wanted me to stay because he was going to give minutes to everyone.

‘I agreed to do the summer tour with United, and he kept his word, but I don’t want to play every now and then. I want to do it every week and feel important. I want to get my confidence back.’

Bailly, who joined United in 2016 has played twice for Marseille this season but was on the bench for the 2-0 win at Auxerre at the weekend.

He is not the first player to slam United this summer. Goalkeeper Dean Henderson also slammed the club’s decision towards him as ‘criminal’ in a bombshell interview.

He said: ‘To be quite honest with you, it’s probably been the toughest 12 months of my career. It’s been tough, it’s been hard and I’m so happy I’ve come out the other end of it now.

‘It’s frustrating as well because I turned so many good loans down last summer for that reason and they wouldn’t let me go. To sit there and waste 12 months is criminal, really, at my age. I was fuming.’

HH CANNOT BE COMFORTABLE WITH HIS REPUTATION ON THE LINE- Hon Mutotwe Kafwaya

HH CANNOT BE COMFORTABLE WITH HIS REPUTATION ON THE LINE.
By Hon Mutotwe Kafwaya
——————————————————-
I LOOK FORWARD TO HIS STATE OF THE NATION ADDRESS THIS FRIDAY, AND I CHALLENGE HIM TO ADDRESS HIMSELF TO THESE ISSUES.

———————————————————

HH is very different from ECL. HH enjoys talking much more than ECL did or does.

Why should people continue damaging his reputation and he remains quite?

On the indiscriminate destruction of mobile money booths in Lusaka, HH has not said a single word.

On the indiscriminate destruction of peoples homes in Kasompe, Chingola – he has not said a single word.

On the unwanted establishment of AFRICOM in Zambia, HH has not given any elaborate position.

On the unfair and prolonged detention of of Sean TEMBO, he has said no word.

On the DPPs waiver of oath of secrecy for which an application was made to him, HH has said nothing.

On Zambia Army involving itself in arresting Zambias in Luapula province, HH has said no word.

On the ZNS Commandant impounding motor vehicles loaded with Mukula, a function of traffic police for motor vehicles and regular police officers for criminal aspects with a legal mandate, HH has said nothing.

On increasing corruption under his UPND administration, HH has said nothing except that his appointees were apprentices of PF in stealing public resources.

Why should the president be so disengaged on such critical issues of development and human rights? Is the president comfortable with our current decline in the level of human rights in the country?

We challenge the president to come out in the open and declare his position on these very sad realities of our time. This Friday is a huge opportunity for the president to address these matters.

We thought of sharing before the president addressed the country, so that people don’t just condemn the president after he has delivered his speech but give him an opportunity to include these matters in his speech.

We hopefully remain One Zambia, One Nation.

Restoring EVERYTHING PATRIOTIC.

Sean Tembo, PEP president illegally mounted a flag at his residence. Shocking for a former police officer

0

Vivian Mubukwanu writes. …

Why do we always desire to conclude and easily forget in Zambia 🇿🇲.

Sean Tembo, PEP president illegally mounted a flag at his residence. Shocking for a former police officer.

So let us all wait for the police to do their thing. They arrested him. They know better why they did. What if he assaulted the wife. In all his actions, President Hakainde Hichilema never assigned him so there is no need to blame him.

As a people we should learn to have the courage to speak the truth without insulting. Our actions equally should not break the law. Let all desiring to lead do so with dignity.

This is what the Constitution says;

Section 4(3) of the National Flag and Armorial Ensigns Act Cap 8 of the laws of Zambia states that No person, other than the President or a person authorised by the President in that behalf, shall fly, display or otherwise use the Standard.

Subsection 4 stresses that Any person who contravenes the provisions of this section or who fails to comply with any of the conditions imposed. He who does so is guilty of an
offence and liable on conviction to a fine not exceeding fifteen thousand penalty units or to imprisonment for a period not exceeding twelve months, or to both.

The same Act cited further goes to guide in regulation 3 that Notwithstanding anything contained in these Regulations, the National Flag maybe flown-

(a) at buildings or premises owned or occupied by the Government;

(b) at buildings or premises owned or occupied by local government
authorities;

(c) at buildings or premises owned or occupied by any statutory board or
statutory corporation;

(d) at state-aided schools; and

(e) on any motor car, boat or ship in or by which a Minister of government is
for the time being travelling.

4. The Minister may in writing authorise any person to fly the National Flag on any premises or at such buildings and on such days or occasions as he may specify, and such permission may be given subject to any conditions which the Minister may think
expedient. ,

5. Subject to the provisions of regulations 6 and 7, the National Flag may be flown by any person-

(a) on the following public holidays, namely: Africa Freedom Day, Heroes Day, Unity Day, and Independence Day; and

(b) on such other days or occasions as the Minister may declare for this purpose.

6. (1) The National Flag shall be flown with due respect and, when flown with other flags, the National Flag shall be in a more prominent position than other flags.

At times the police are slow to act and maybe this is when they concluded studying the illegal mounting of the flag by SET. Cosmo Mumba just like Muliokela dream’s being a president one day but never has he sunk so low to fly the Zambian flag on his vehicle or residence.

Kenya election : Chief justice rejects Odinga’s challenge

No evidence 50%-plus-one threshold was not met

The Supreme Court finds that petitioners did not provide a watertight case for the nullification of results on the basis that the 50%-plus-one constitutional threshold for an outright win was not met.

It says that William Ruto did get more than 50% plus one votes.

Commission problems do not nullify results

The Supreme Court finds that the power to verify and tally presidential election results vests not in the chairperson but in the commission. In line with earlier court decisions – the chairperson cannot arrogate to himself the power to verify and tally the results to the exclusion of others.

But the judges took cognisance of the fact that the four commissioners who disputed the final results had taken part in earlier verifications and tallying of the results.

The four commissioners did not produce any document showing the result was compromised and they did not explain why they took part in a verification process which they then said was “opaque”, the chief justice says.

But the judges are critical of the governance of the electoral commission which could produce such a split.

However, this was not enough to nullify the outcome of the poll, the chief justice concludes in this section.

Court rejects ballot-stuffing allegation

Not a single document has been produced by Raila Odinga’s team that there was ballot stuffing, the chief justice says.

Court dismisses there was voter suppression

The chief justice said the postponement of elections in some areas did not result in voter suppression to the detriment of Raila Odinga.

The court finds that there were no discrepancies between the votes cast for the president and those cast for the other positions, the chief justice says.

She says the electoral commission has explained categories of voters who only vote for president such as prisoners and diaspora voters.

The court also found that the postponement of the election in some constituencies did not affect the outcome of the presidential vote.

Electoral commission had the power to postpone

The Supreme Court says it was satisfied that the electoral commission had the power to postpone some of the the elections in parts of the country.

Its PF That Sent Gays To Lusaka July To Discredit IMF Bail-out Loan

ITS PF THAT SENT PEOPLE TO LUSAKA JULY TO DISCREDIT IMF BAIL-OUT LOAN

Lusaka July attire and politics.

By Lucky cheelo.

The recently held Lusaka July has left alot of Zambian talking and some calling the government to regulate it or completely burn it as it has embraced unnatural practices.

When some of us were expecting to see Iris Kaingu competing with Mutale Mwanza with fashion, our eyes were served with all sorts of drama from men who have learnt an art of wearing make up and G-strings.

However, Zambians should think beyond what they saw at Lusaka July, was it a coincidence or a well planned move by well known propagandist from the former ruling party?

I am sure your guess is as good as mine and we can confidently conclude that, this was a well planned move by some Pf members to paint the government black and link this whole thing to an IMF bail out package.

We can conclude that Pf paid some people to attend this event dressed like gays and lesbians in order to carry out their intended lies about IMF bail out package.

Zambian should know that PF is not happy that the new dawn government have managed to clinch this deal which they failed to, despite paying some international organisation to help them and in the next few days, we will hear all forms of propaganda and theories from PF members and their surrogates on how this matter is linked to IMF package.

We will hear stories of how they refused such prerequisite conditionalities to an IMF package.

Therefore, as a nation we should not worry or waste our time listening to detractors as our constitution is very clear on homosexual and no one is going to sneak in any form of unnatural practice to this beautiful nation without approval from citizens.

Disbursing CDF empowerment grants in constituencies where by-elections are scheduled is compromising- Chipenzi

0

The Governance, Elections, Advocacy, Research Services (GEARS) Initiative says the act by the Ministry of Local Government to approve and disburse funds to the 260 selected applications for the Constituency Development Fund empowerment grants in constituencies where by-elections are scheduled has compromising effects on the provisions of the Electoral Code of Conduct.

GEARS Executive Director MacDonald Chipenzi said that the disbursement of CDF empowerment grants by the Ministry of Local Government under the constituencies in Ndola such as Kabushi, Bwana Mkubwa and Chifubu, five days ago and in the middle of campaigns also has the potential to be misconstrued as an act of electoral blackmail.

Mr Chipenzi has told Phoenix News that such government activities which are not emergencies can wait until after the elections which are a few days from now to avoid the influence of such activities on the voters.

He has since requested the Anti-Corruption Commission (ACC) to be very active in all areas where by-elections are scheduled to detect and prevent corrupt activities and violence likely to be committed by candidates or political parties’ campaign teams.

Last month, Minister of Community Development and Social Services Doreen Mwamba said that the social cash transfer programme should not be politicized in response to the accusation made by the Patriotic Front Former Kabushi Member of Parliament Bowman Lusambo, who threatened to report her to the Anti-Corruption Commission (ACC) if she goes ahead to distribute social cash transfers to thousands of poor people in Kabushi.

Mr Lusambo cited the move by Ms Mwamba as being aimed at influencing the outcome of the upcoming September 15th, 2022 By-Election as he insisted that taking advantage of the by-election to distribute cash payments is an act of electoral corruption.

But Ms Mwamba emphasized that her visit to the Copperbelt is not a campaign trail, but simply fulfilling her mandate of ensuring that social protection programmes are equitably distributed across the country, whether there is an election or not.

She added that the wheels of government should keep running with or without elections, as health services or schools are all running in Kabushi and social cash transfers are part of regular government services which should run as scheduled.

Ms Mwamba however reminded those accusing her of campaigning, that parliament being on a recess gives her an opportunity to monitor social protection programmes across the country as the Minister of Community Development and Social Services.

“Social cash transfer is paid every second week of the second month. (Bi-monthly), this is a routine payment schedule and Social Cash transfer by definition, should be timely and regular, therefore, it should be paid as scheduled without fail or any delay as doing so would make beneficiaries backslide into poverty,” Ms Mwamba explained

Ms Mwamba clarified that her job is to simply witness the systematic disbursements of scheduled payments by technocrats and not personally conduct the payments.

The Minister has however expressed disappointment in the manner some selfish individuals want to disadvantage by wanting to delay those that are supposed to get the funds all in the name of politics.

And last week week Ndola City Council announced that Kabushi Constituency will be among the beneficiaries when over K5, 000,000.00 is disbursed to Ndola residents through the Constituency Development Fund (CDF) empowerment grants.

Council Public Relations Manager Rebecca Mushota said the Ministry of Local Government and Rural Development has approved 260 selected applications for the CDF empowerment grants under the Kabushi, Bwana Mkubwa and Chifubu constituencies.

Ms. Mushota said the Ministry approved the 50 selected applications under Kabushi Constituency, 112 under Bwana Mkubwa Constituency and 98 under Chifubu Constituency bringing the total number of approved applications to 260.

The 50 beneficiary cooperatives under Kabushi Constituency are set to receive a total of K1, 944, 751 while the 112 beneficiary cooperatives under the Bwana Mkubwa Constituency are set to receive K1, 953, 200 and the 98 under Chifubu Constituency would receive K1, 940,000.

“Over K5 million is set to be disbursed to Ndola residents through the Constituency Development Fund (CDF) empowerment grants. This follows the approval by the Ministry of Local Government and Rural Development of the 260 selected applications for the CDF empowerment grants under the Kabushi, Bwana Mkubwa and Chifubu constituencies. The Ministry approved the 50 selected applications under Kabushi Constituency, 112 under Bwana Mkubwa Constituency and 98 under Chifubu Constituency bringing the total number of approved applications to 260.The 50 beneficiary cooperatives under Kabushi Constituency are set to receive a total of K1, 944, 751 while the 112 beneficiary cooperatives under the Bwana Mkubwa Constituency are set to receive K1, 953, 200 and the 98 under Chifubu Constituency would receive K1, 940,000,” Ms. Mushota said.

Ms. Mushota disclosed that the total amount to be disbursed in Ndola so far as CDF is K5, 837, 951.

She said some of the community projects include construction of a wall fence, drainage, culverts, classroom blocks and re-gravelling of township roads as well as purchasing desks.

“The total amount to be disbursed in Ndola so far is K5, 837, 951.The Ministry of Local Government and Rural Development also approved the 11 selected community projects applied under the Kabushi Constituency 2022 CDF worth K13, 326, 968.The community projects include construction of a wall fence, drainage, culverts, classroom blocks and re-gravelling of township roads as well as purchasing of desks. For Bwana Mkubwa Constituency, the Ministry approved the selected 11 community projects worth K13, 908; 000.The projects include construction of a police post, drainage, classroom blocks and community hall. The Ministry equally approved the 17 selected community projects under Chifubu Constituency worth K14, 415; 550.The projects include construction of a police post, a local court, market shelter and installation of street lights,” Ms. Mushota said.

A Brief History Of Media Reforms In Zambia – A Dream Deferred- Kellys Kaunda

A BRIEF HISTORY OF MEDIA REFORMS IN ZAMBIA – A DREAM DEFERRED

By Kellys Kaunda

In 1993, media associations met at Ibis Hotels in Chisamba to identify a series of laws that required reforms to make Zambia a more democratic country. In attendance were representatives from the Ministry of Information and Broadcasting Services. Prominent among the suggested reforms were the ZNBC Act, the need for the establishment of an Independent Broadcasting Authority, Freedom of Information, and the decriminalization of the defamation law.

Remember that this was barely two years after the historic 1991 multiparty elections which meant that the suggested reforms were intended to consolidate Zambia’s democracy. The media associations were acutely aware of the foundational nature of political reforms without which any other gains, including those on the economic front, would be fragile and unsustainable.

Tragically, political parties that Zambia has seen come and go have either implemented halfheartedly the suggested reforms, stalled the process or rejected them altogether. Irritatingly, the stumbling blocks have always been the political players and their supporters who, while in the opposition, speak loudly in favor of political reforms.

When the current Vice President, Mrs. Nalumango was Minister of Information, as media associations, we took her government to court when she raised concerns regarding the list of names the appointments’ committee had submitted to her to sit on either the IBA or ZNBC board (I can’t remember immediately which of the two institutions) which she was expected to take to Parliament for ratification. Our argument was that the Minister was a mere conduit for purposes of parliamentary ratification and that her concerns were not necessary, a position she vehemently rejected.

Tragically, that has been the attitude of every government in this country towards democratic reforms to this day. For politicians in this country, democracy is only useful when they are in the opposition because it serves the purpose of aiding their narrow self-serving agenda – use citizens to get them into office and damp the reform agenda once power is secured.

Under the “new dawn” government, the arguments once again are that President Hichilema is busy with more important things to concern himself with political reforms. Expanding the democratic space is, under the New Dawn government, a dream deferred.

Bally Is A Hypocrite, I am Ready To Be Arrested For Calling Him A Hypocrite– Given Lubinda

BALLY IS A HYPOCRITE, I AM READY TO BE ARRESTED FOR CALLING HIM A HYPOCRITE

……if the intention is to break Sean, I would say that baloba ilyauma – Given Lubinda

Lusaka…. Monday, September 5, 2022 (Smart Eagles)

If the intention is to break Sean, I would say that baloba ilyauma because Sean is not broken, he is in high spirit and he is looking forward to tomorrow, Hon Given Lubinda has said.

Leader of the opposition Patriotic Front (PF) has accused President Hakainde Hichilema of being a hypocrite.

Hon Lubinda also disclosed that Mr Tembo wants to be charged so that he vindicates himself.

He however advised the President to start being a preacher if he can’t handle the criticism that comes with being a politician.

“If the intention is to break Sean, I would say that baloba ilyauma because Sean is not broken, he is in high spirit and he is looking forward to tomorrow…. He needs to be charged. He wants to be charged because he wants to vindicate himself,” he said.

“All of us who have been in leadership know that they are bound to be criticized from time to time. We are bound to be rebuked from time to time. That is unfortunately the calling of a leader. And I have to say to President Hakainde and his handlers, if he can’t stand the heat, he must get out of the kitchen. If you can’t stand the pressure of being a leader, let him resign. Let him go and join people on the pulpit, because maybe those are the ones who are saved from criticism and from ridicule.”

The opposition leader said what happened to Sean Tembo is uncalled for.

“People will not always agree with us. And when people express views different from ours, we must not use the law or abuse the law to arrest them. What has happened to Sean is totally uncalled for,” he said.

“…..it is totally uncalled for and it totally shows that President Hakainde is a hypocrite and I am ready to be arrested for calling him a hypocrite. Because he says one thing in the morning and does another. He himself has said many many times that we are going to govern this country following the rule of law.”

Hon Lubinda reminded the President that he once said no one should be detained for more that 48 hours without being charged.

“He himself has said so many times, no one should be detained for more than 48 hours without being charged. Sean was picked up on Thursday, he could be charged on Friday. But they chose not to charge him. And I learnt today that the spokesperson for the police was saying they didn’t charge him because his lawyers were not available. His lawyers were here with him on Thursday,” he said.

Lusaka July Event, An Affront to Zambia as Christian Nation

Lusaka July Event, An Affront to Zambia as Christian Nation.

I have noticed with pain and concern that LGBTQ pictures have painted the social media as regards the Lusaka July event. I will be brief in my discourse about this matter.

LGBTQ is evil in the sight of the Lord the God of heaven and earth, the Father of our Lord Jesus Christ, criminal offence as provided for by the Constitution of Zambia and an affront to the proclamation of Zambia as a Christian.

To those who are LGBTQ, GOD loves you, we love you, however, like all sinner, you are sick you need help, you need salvation, call on Christ Jesus while he can still be found.

To the LGBTQ promoters and those behind Lusaka July event, who want to make people think, there is nothing wrong, it’s just about having fun. Wait a minute, we know what this is all about, it’s a ploy from the pit of hell, God forbid, wait until the eggs hatch then come and tell me, there is nothing wrong, it’s just fun.

To the Body for Christ in Zambia, don’t think this evil will be sorted out by the government alone, using appropriate laws; suffice to say, it is beyond that, it is more spiritual than a governance issue. Open your eyes and take your position in the land of Zambia as the light and salt of the world.

May the Lord of Host, the Commander of the Armies of Israel, The Almighty One. The one whom Isreal said. The Lord Our God in One; come to our help as the Body of Christ takes it position, prepares and engages in the end- time battle.

God bless you. Good Morning.

Here is how the IMF deal may affect you: Is Zambia the 21st Century IMF Case Study?

0

By Mwansa Chalwe Snr

The International Monetary Fund (IMF), has never been popular in Zambia as it presided over the destruction of Zambia’s industrial base and social fabric from the 1980s to mid-2000s, through its application of the Washington Consensus’s Structural Adjustment Programme (SAP) and its flagship privatisation programme. The current level of high unemployment, high poverty levels and the huge informal sector comprising of about 85% of employment in Zambia, can all be mainly traced back and be attributed to the IMF SAP programme. But, the IMF of the 1980s, 90s and early 2000s, is not the same IMF of 2022. Far from it. And people should not be misled by people who do not read and research to update their knowledge because they packed their degrees after graduation.

Zambia has been trying to get the International Monetary Fund (IMF) deal for eight years, since June, 2014 under the late President Michael Sata, as well as under former President Edgar Lungu, who took over from him in 2015.The Patriotic Front (PF) failed to secure the IMF programme because they were bad economic managers and not trusted by the financial markets including the IMF. I was a supporter of the IMF Program under the PF, and I have also been a supporter of the program under the United Party for National Development (UPND), because my opinions are based on facts and rationale. I am among non-partisan and patriotic citizens, the likes that any seating government should be seeking independent advice from, in order to get an objective and fair view of issues on the ground.

On the 31st August, 2022, the United Party for National Development (UPND) government, led by former businessman, and Zambian President Hakainde Hichilema, managed to secure the IMF deal within one year, which eluded the Patriotic Front for seven (7) years. The Fund released a statement announcing the approval of Zambia’s bail out.

“The Executive Board of the International Monetary Fund (IMF) approved a 38-month arrangement under the Extended Credit Facility (ECF) in an amount equivalent to SDR 978.2 million (around US$1.3 billion, or 100 percent of quota). The program is based on the authorities’ home-grown economic reform plan that aims to restore macroeconomic stability and foster higher, more resilient, and more inclusive growth,” The IMF said in statement announcing the bailout approval. “The authorities’ program, supported by the ECF-arrangement, will advance the authorities’ home-grown reform plan to restore debt sustainability, create fiscal space for much-needed social spending, and strengthen economic governance.”

I am one of the commentators who has written several articles on Zambia’s pursuit of the IMF program for eight years, including writing a book on Zambia’s ten year road to economic ruin under the Patriotic Front (PF), and the attendant result of the country turning into a battleground for the stealth economic war between China and the West, before most experts could discern it. The book is on Amazon, It is catalogued both in the USA Library of Congress and the United Nations library and as well as their on line libraries. READ MORE: CHINA-WEST BATTLEGROUND IN AFRICA: DEBT RIDDEN ZAMBIA: Why U.S. May Lose Geo-Economic Competition to China.

On the basis of my knowledge of the Zambian economy in recent times, and how a country that was weaned off the “dreaded” IMF, went back cap in hand for assistance, I decided to write a summarized educational piece on the expected impact of the IMF program from both the technical angle and from an ordinary Zambian’s point of view. I will also show how the IMF is using Zambia as a Case study to promote its new brand. I was motivated to write this piece because there is so much ignorance and lies flying around following the Zambia IMF deal.

Technical benefits of the IMF Program
Economic experts have explained and justified the benefits of the IMF program to be as follows: facilitating debt restructuring of Zambian foreign debts, supporting balance of payments, attracting foreign investments, facilitating borrowing from concessionary sources such as multilateral and bilateral partners and attract grants funds, reduction in domestic borrowing thus stopping government from overcrowding the private sector, and lastly, to make funds saved from debt repayments available to support social programs.
The majority of stakeholders agree that the IMF is highly effective during a financial crisis. It is also valued most for helping countries overcome financing difficulties and providing sound policy advice. The IMF has built its global reputation around these areas: providing sound policy advice and technical assistance to member countries, helping countries overcome financial crises but it has failed to meet its goal of promoting jobs.

There is no need to elaborate or expand on the above technical benefits because the targeted readership understand them very well. The problem is, the man on the street does not know the costs and benefits of the IMF program. And the lack of a communications strategy with a clearly laid out simple message has been the Achilles’ heel of many African governments, including the New Dawn. There is need for an aggressive communications strategy with simple messages in a language that the most important demographic- the uneducated and non-technical people – understand. I am going to provide free knowledge consultancy services to the current administration, which foreign advisors, who are out not in touch with ordinary Zambians, the voters, cannot provide. The advice herein should be the basis of how they should explain the IMF Program to the man on the street including villagers.

Expected Benefits to Ordinary Zambians of the IMF Program
The impact and translation of the technical benefits alluded to above, can be summarised as follows: the cost of living and doing business is likely to go down due to the strength of the kwacha, medicines in hospitals are likely to be available as there will more donor support, and even the donors who had left may come back or resume their support, more donor aid will flow in to support social programs due to perceived reduction or fight against corruption, free education financing likely to be sustained, fertilizers will be cheaper and more subsidies to deserving farmers is likely, low interest rates for micro and small businesses (MSEs) as the cost of capital will go down because banks will be stuck with billions of cash since government will no longer be borrowing at same level as before (Standard Chartered Bank’s recent reduction of interest rates is a good example and others are likely to follow). The cheap money is likely to result in increased economic activities and some limited job creation, but not the millions required which need extraordinary and innovative measures like the one I will suggest later in my conclusion. There should be no dispute that Zambia’s social programs will be supported in the current IMF deal. The 21st Century IMF has gone on record and committed to supporting Zambia’s social programs.

“Spending on social protection is projected to more than double from 0.7 percent of GDP in 2020 to 1.6 percent by 2025 (around the average for sub-Saharan African countries). Measures to support the most vulnerable include increasing the number of recipients of the Social Cash Transfer to 994,000—an almost 50 percent increase over 2019 recipients—and the monthly benefit increased from 90 to 110 kwacha, with World Bank support. Other social protection programs are also being expanded: including programs to mitigate food security risks, keep girls in school, and help provide meals for students in schools. The Fund-supported program incorporates providing access to free education for all and a much-needed increase in spending on health and education, including hiring over 41,000 additional health and education workers,” They stated on their website.

According to some studies, IMF programs have been correlated and credited with an increase in free and fairer elections, free speech, and the right to organize in countries that were under IMF agreements. In some countries, therefore, the IMF has been said to be a blessing in disguise by their citizens in that it has helped them move from dictatorship to a democratic dispensation with good governance, rule of law, control of corruption, freedom of the press, strong and independent governance institutions. The Zambian Opposition and those against the IMF Program, should sometimes really think twice because most of the civil liberties that they are enjoying are courtesy of the IMF program. They should be thanking the IMF for the civil liberties that they are enjoying currently, because some of them could have been be in imprison by now serving huge sentences after trial in Kangaroo courts. This is a fact.

What are the possible conditions and negative impact of the current IMF program?
The critics of the IMF programs are predicting that Zambians will experience hardships like in the past during the Structural Adjustments Programmes (SAP). The summarised standard SAP conditions which Zambians should be looking out for and use as the checklist of the current IMF deal, are as follows: reduction in government spending and foreign borrowing, encouraging privatization of state owned enterprises, increasing taxes and enforcement, removal of agriculture subsidies, removal of free basic education, reduction in funding for the health sector, relentless fight against corruption, good governance and human rights promotion, lowering or eliminating tariffs on imported goods, opening up the economy to foreign investors on advantageous terms at almost any cost. On the basis of the aforementioned, they can make a determination whether the IMF has invoked these conditions in the current deal or not, and whether some the above conditions are good for the country or not. If the Authorities are not disclosing the IMF conditions, the above check list should be enough for critics to provide the checks and balances they need.

In my reading, I doubt whether ordinary Zambians will be substantially badly affected by the IMF deal than they are now, by the feared austerity measures as in the past. There are two main reasons for my view. The first is that Zambia has been on a de facto IMF programme for about seven years because the Patriotic Front (PF) had implemented most of the prior actions that the IMF normally demands. Zambians have been going through an effective austerity for quite a long time. It has been spread out over a number of years without ordinary citizens knowing and realizing it, and consequently attributing it to the IMF Program. To illustrate this point, is issue of power and fuel. The prices of fuel and power have been progressively going up over the years, as subsidies were being removed by both the PF and more recently the UPND. The current high cost of living started some years ago and it can easily be attributable to the prior conditions that IMF demanded under the four Finance Ministers: Felix Mutati, Margret Mwanakatwe, Bwalya Ng’andu and now Situmbeko Musokotwane. The high cost of living has just continued in 2022, but likely to level off later this year or next year due to the improved kwacha exchange rate.

The second reason is that the IMF of the 80s, 90s and early 2000 is quite different from the current one. This is due to the reforms the Fund embarked on in 2009, when most countries started avoiding to borrow from them especially after 1998 Asia Financial Crisis. IMF ended up getting stark with billions with no takers. IMF got resurrected by 2008 financial crisis caused by subprime mortgages in US .There is some evidence in the Zambian bail out deal of the new IMF, which can only denied by Opposition politicians and their sympathisers.

Is Zambia a Case study of the 21st Century IMF?
There was so much excitement after Zambia’s IMF Program was approved by the Board of Directors. The program was approved unanimously. And surprising enough, the excitement extended to the IMF management circles. Any curious observer could infer from the excitement that the Fund could be using Zambia as a benchmark case study in a number of respects. And the IMF Managing Director Kristalina Georgieva remarks seemed to give an inkling of that.

“Today’s decision is also a major milestone for the G20 Common Framework. Successfully implementing this programme will unlock new growth potential for the Zambian people and it shows others that the G20 Common Framework can deliver,” said Georgieva in her comments on the deal.
There is also evidence in the Zambian deal that IMF may want to launder its past image and improve its brand by projecting an image of a responsible and caring lender who is sensitive to members’ social programs. The Fund has allowed President HH’s administration to implement social programs that were unheard of before. Zambia has been allowed to increase the size of its civil service by the employment of teachers and health workers ,increase in the number and amount paid out as Social Cash Transfers, allowed increase in the Constituency Development Fund as well as doubled the amount of the Farmers input Support Program (FISP) in 2022 budget to K10billion from 2021.

The standard IMF conditions in the past have been reduction in the size of the civil service and elimination of subsidies and social programs. This is clearly not happening in Zambia, at least not to the same degree as in the past. This has shocked many people including former IMF employee and Zambia National Broadcasting Corporation Director General, Chibamba Kanyama. This has disarmed and silenced many objective critics of IMF.

“We have seen the IMF for the first time approving what they could not ordinarily approve. How do you employ 40,000 Civil servants within a given budget year? IMF would have resisted this. They would have recommended the opposite that you retrench the civil service,” Kanyama said to a Nigerian TV Station in an Interview.

Conclusion
Zambians should not be mistaken that the IMF program will solve the country’s economic problems, if no serious economic transformational steps are taken by the New Dawn government. The IMF deal is a pain killer, like Panadol, and it cannot be expected to heal the diseases in our economy, if the current structure of our economy is not changed. We have an economy which is foreign owned, dependent on one primary export which is copper, import dependent, without any manufacturing base, an undiversified economic portfolio and 85% informal economy! You cannot hope to develop with such an economic structure. The New Dawn should look on the above list and start addressing them
As Zambians, we should not be necessarily celebrating clinching the deal from an institution that specializes in bailing out countries who find themselves in desperate financial stress, because it is the third time that we have approached them. Botswana, which is less endowed has never been bailed out by IMF in 56 years of indpence but in fact lent IMF funds at one time. We should all be filled with a sense of shame about being such irresponsible managers of our economy and affairs. We can of course give credit to President HH, who is currently in charge to have brought back credibility and normalcy to Zambia. And one hopes that he starts listening more to those outside his inner circle. His predecessor partly failed due to his arrogance and ignoring advice outside his inner circle, including from this Author. He was so drunk with power that he publicly declared himself as the Alpha and the Omega.

“The same way people feel ashamed to go to a micro-lender (read Kaluba) because often-times it may reflect a serious lack of prudential discipline, in my view, is the same way Zambians should actually be feeling a bit of shame instead of celebrating as if we are in victory. This for me should have been a defining moment of deep self-reflection, for a 58 year old country during which we commit ourselves never again, to mismanage our affairs into such shame by making sure that we begin to make practical changes to our governance systems to ensure that no government or politicians such as the ones who ruled us in the last 10 years, ever get into leadership roles in the first place,” Jeff Mbizure, an Academic, posted on the University WhatsApp group of the pioneers-most of them retired after distinguished careers – of Zambia’s first Business School in Kitwe.

President HH launched the National Development Plan 8 (NDP 8) on the September 1, 2022 which is a very good document and Plan. But Zambia’s problem has not been the lack of plans but rather the absence of designing of innovative and practical programmes and projects to implement such plans. It is this respect that I would like to publicly ask the President to engage me so that I can share my designed innovative and technology based Programme to fast track the creation of hundreds of thousands Youth jobs through the transformation of Zambia’s huge informal sector as part of implementing NDP 8. The Initiative is based on three years of painstaking research to find solutions to Youth unemployment, and so it is not something to take lightly.

LUSAKA JULY 2022

I DID NOT WATCH but reliably informed of its inimical activities.

This must not be condoned in country that believes in the rule of law. Laws must be enforced and people must not dare the law.

This is why people call arrests on themselves because of uncalled for behavior and conduct and then cry out loud that there is oppresaion.

Where is civility in such activities as reported from Lusaka July 2022 and did the organisers notify the police and the nature of the event as per section 5 of the Public Order Act?

If yes and the conditions outlined in Sec 5 of the Act fullfilled such as recording the event, the organisers must be summoned before the police to explain because they are just testing the authorities and law regarding unnatural practices.

Remember the workshop in Siavonga which went uncensored and now the so called Lusaka July whatever it is called has come.

Clearly, they are testing the waters with one leg and soon both legs will be deep in water and to stop such will raise political issues.

Police must open its eyes now or never because these unnatural practices creeping in in these events will soon permeate in our society and corrupt the gullibles.

I submit

Killer Baby Fixer (KBF) Fixed
By Godfrey Chitalu

When the fixed was trying to fix the fixer by fixing for himself a one man political party, the fixer’s diasporic son was fixed for 55 in the states. The fixation has greatly affected new party mobilization and has changed the forlorn cry of praise singers to that of a cacophonous Irritable Mouth Full (IMF) beat.

Everyone now is convinced that the meticulous methodical and an IMF deal is an open tender for 2026 and beyond.

Opposition democratic leaders are in disarray: Hurry Knights (HK) is alleged to have pulled trousers and pushed skirts while the Knighted by Family (KbF) is solely depending on family connections. To spoil the broth a coterie of regional clansmen including the nervous, Meaningful Men of Destiny (MMD), all want akamupando.

Perhaps a pact by the mast Socialized Praises (SP) and Sir Boys Non Decided Congress (NDC) can glean some kingdom votes. As for incarcerated Sean, I rarely comment on cyclical menstruations. Period!

All contenders and pretenders to the throne have now been fixed by the IMF with supplementary support from a “democratic” public order act and its defamation sibling. While Human Rights activists cheer on, the up and down makofi boxing ring is readying itself for myriad TKOs. An uppercut has cut the dollar to 15, fixed the randy Rand to its matrimonial bed and painfully pummeled the Pula.

Like Ten Hag, we are slowly crawling back to the champion’s league: the alebwelelapo biceps have been replaced by the macho fimba upooke. The sorry composer awaits Kwacha musical chastisement for listening too much to the kid wife.

Amidst this Lusaka July, the kingdom now has only three good problems not necessarily in hierarchical order: 1. The Party’s CA – Corn Areas. 2. The Kingdom’s CC – Choose Casandra 3. The Fiefdom’s CT – Comical Taboo.

The trio seem to be at sixes and sevens on how to effectively prop a Gander. The only reason More Lean Car Do was denied the top job at Kingdom Broadcasting Corporation was that her star could have easily dimmed Triple C.

Benni McCarthy reportedly earns a staggering £40 000 (R800 000) a week for coaching Manchester United First team

0

In the pound seats: Benni McCarthy is said to make more than five times as much at Manchester United as he did at AmaZulu.

When Manchester United beat Leicester City for the third time in a row in the Premier League on Thursday night at King Power Stadium in Leicester, it looked like first-team coach Benni McCarthy was worth every penny of his new eye-salary.

After his appointment was announced at the end of July, the 44-year-old coach told the Manchester Evening News that he has been a fan of the Red Devils since he was a kid playing soccer in Cape Town’s dangerous Hanover Park neighborhood.

BENNI MCCARTHY: MANCHESTER UNITED SALARY REVEALED

According to Manchester United’s website, Benni McCarthy has been a fan of the Red Devils since he was a child. He always wanted to play for the team and looked up to United greats like Mark Huges, Andy Cole, and Ryan Giggs. Image from @ManUtd SA on Twitter Rich and Famous has now told us how much the soccer star makes now. McCarthy is said to make a huge £40,000 (about R802,000) a week coaching the first team for the Red Devils. He teaches how to attack and where to stand.

This is about R8.2 million a month, which is more than five times what McCarthy made when he was the head coach of AmaZulu FC. Answers Africa says that he used to make about R600,000 a month at the KwaZulu-Natal company.

Fans can only guess what new cars the soccer star, who is known for his love of cars, might be looking at right now.

BENNI MCCARTHY: NEED FOR SPEED ON THE FIELD AND ROAD…

McCarthy played for teams like Ajax Amsterdam, FC Porto, Celta Vigo, Blackburn Rovers, and West Ham during his long and successful career.

The former forward is the only South African to have won the UEFA Champions League, which he did with Porto in 2003 and 2004. He scored 31 goals for Bafana Bafana, making him the team’s all-time top scorer.

He loves football just as much as he loves fast, nice cars. McCarthy is known for having a huge number of cars in his garages. He also has more than one house. Take a look…

In 2013, he put pictures of his expensive cars on Instagram with the caption:

“My other children, whom I also love very much.”

McCarthy has five children, not including his “car kids.”

McCarthy married Maria Santos in 2000. He had met her after moving to Spain to play soccer for Celta Vigo. Minna, Miya, and Allegra are their three daughters.

With his Scottish model wife, Stacey, to whom he has been married since 2014, he also has a daughter, Lima Rose, and a son, Lio Romero.

Benny Benn’s collection of R9M cars

Kickoff says that his Bentley Continental GT, which was worth R3.8 million as of October 2021, was the most expensive car in his collection.

McCarthy bought a Porsche Panamera in 2010 for R1.7 million, which is right behind his customized Bentley.

The following cars are also in Benni McCarthy’s collection, which is thought to be worth more than R9 million:

Jaguar F-PACE 4×4 valued at R1.4 million.

Range Rover valued at R900 000

Mitsubishi SUV valued at R625 000

Volkswagen T-Roc valued at R480 000.

He raved about the cream leather inside his Mercedes-Benz CL 500 in 2013:

HOMES IN MANY COUNTRIES

The former striker for Orlando Pirates has a home in Scotland and another home in Clifton Heights on Cape Town’s Millionaire’s Mile.

McCarthy also owned a large house in the UK when he played for Blackburn Rovers.

Oh My God, Am Shocked, I Just Found That My Boyfriend Is Actually A Dustbin Parker

0

OH MY GOD, AM SHOCKED, I JUST FOUND THAT MY BOYFRIEND IS ACTUALLY A DUSTBIN PARKER

Admin, I have been dating my boyfriend for 2 years now, he takes care of me, pays my college fees and rentals. He does everything for me that a normal guy does for a woman he loves most but I just realized yesterday that he lied to me, and still lying to me.

He told me that he works in the bank, every morning he will dress up on nice suit and go to work, come back in the evening. Sometimes I want to visit him in his office but he will say he is a contract staff and he is in marketing and hardly in the office, I believed him for 2 years of my life. Even when he proposed me, I accepted him because of being a banker not anything else. But i received the shock of my life yesterday when my friend sent me this picture and one of the guys packing dustbin happen to be him, I refused to believe it, I had to zoom the picture, she actually sent me up to 3 but I don’t want to send you that because it reviled his face to avoid embarrassment.

My own boyfriend a dust bin packer, my god; like he sits on top of dirt and pack it, my god, and still comes to finger me and touch me. I felt really irritated and disgusted. Is it the same money he uses to take care of me,why did he lie? I feel hurt and embarrassed learning at a good school using dirt money he gets from his dirt and embarrassing work. He is too cute and intelligent for this, I was embarrassed as my friends laughed at me, called me a wife of a dust bin packer.

I cried my eyes out, even when he called yesterday I never asked him anything but just told him its over. For god’s sake I cant get married to a dustbin Parker no matter the money he makes from his date job. Am two months pregnant with him and i intend to terminate the pregnancy lest’s people laugh at my child as the daughter or son to casual council worker, god forbids!!! Please advise me on the way forward, i intend to sue him for wasting my time and lying to me. Lets teach men tough lessons!!!

Ramaphosa, Biden to meet amid Russian war

0

South African President Cyril Ramaphosa and United States President Joe Biden will meet on September 16, 2022, the White House has announced.

Thursday’s announcement comes as the administration looks to draw African nations closer to the US at a time when South Africa and many of its neighbours have staked out neutral ground on Russia’s invasion of Ukraine.

Last month, US Secretary of State Antony Blinken said the Biden administration sees Africa’s 54 nations as “equal partners” in tackling global problems, during a visit to South Africa.

But the administration has been disappointed that South Africa and much of the continent have declined to follow the US in condemning the Russian invasion of Ukraine.

South Africa abstained in a United Nations vote to condemn Russia’s action, and Ramaphosa has avoided any criticism of Russia and has instead called for a mediated peace.

Biden and Ramaphosa, who spoke by phone in April, are expected to focus their talks on trade and investment, infrastructure, climate and energy, public health and South Africa’s leading role on the continent, officials said.

“The two Presidents will reaffirm the importance of our enduring partnership, and discuss our work together to address regional and global challenges,” White House press secretary Karine Jean-Pierre said in a statement announcing this month’s meeting

Biden also plans to host a US-Africa leaders’ summit in December.

During the Blinken visit, foreign minister Naledi Pandor maintained South Africa’s neutrality in the Ukraine war.

In a press briefing following the meeting, Pandor accused the US and other Western powers of focusing on the Ukraine conflict to the detriment of other international issues.

“We should be equally concerned at what is happening to the people of Palestine, as we are with what is happening to the people of Ukraine,” she said.

Blinken, for his part, underscored that Russia’s blockade of Ukraine’s Black Sea ports has led to scarcities in grain, cooking oil and fertiliser,an issue that has had disproportionate effects on Africans.

“The US is there for African countries in this unprecedented crisis, because that’s what partners do for each other,” Blinken said.

“The United States will not dictate Africa’s choices, and neither should anyone else. The right to make these choices belongs to Africans, and Africans alone,” he added.

South Africa’s neutral position is largely because of the support the Soviet Union gave during the Cold War era to Ramaphosa’s African National Congress in its fight to end apartheid South Africa’s regime of repression against the Black majority that ended in 1994.

South Africa is seen as a leader of several African countries that will not side against Russia.

The Biden meeting will come at a critical time for Ramaphosa, who is facing criticism from opposition parties and from within his own party for a scandal over revelations that US$4m was stolen from his cattle ranch.

He has been grilled this week by members of parliament about whether the foreign cash had been properly registered with South Africa’s financial authorities and why he did not immediately report the theft.

The scandal has damaged Ramaphosa’s reputation as a leader committed to battling his nation’s rampant corruption.

Ramaphosa faces significant opposition in his efforts to be re-elected as the leader of his party at a conference in December.

If he fails to win the party leadership he will not be able to stand for re-election as South Africa’s president in 2024.

South Africa’s economy has been in recession since even before the pandemic and a third of the country is unemployed, so Ramaphosa would welcome any announcement of economic support from the US.

During Blinken’s visit to South Africa last month, he praised South Africa and Ramaphosa for achieving a multi-racial democracy after years of white minority rule.

He also used the visit to formally launch a new US strategy towards sub-Saharan Africa.

President Hakainde Hichilema is a Hypocrite, if he can’t stand the Pressure let him resign and join the Pulpit – Lubinda

Sunday 4th September,2022 [ The Zambian Voice]

Opposition Patriotic Front Acting President Hon Given Lubinda Says If The upnd Government’s intention was to break detained Opposition Patriots For Economic Progress (PEP) Leader Mr Sean Tembo “Balowa iyauma” because Mr Tembo wasn’t broken as he was looking forward to be charged so that he can vindicate himself.

“It is just sad that President Hakainde is Proving to the whole world that neither himself nor his handlers are not capable of taking the role of Leadership , we’re in leadership and we’re Bound to be criticized from time-time.

If Mr Hakainde and his Handlers can’t withstand the heat let him leave the kitchen ! if he can’t stand the pressure of being a politician let him resign and go join people on the pulpit because Maybe those are the ones that are saved from criticism and ridicule.”

Mr Lubinda further said Mr Hichilema was a Hypocrite who normally does the Opposite of what he says and he was ready to be arrested for calling him a Hypocrite. “If people express different views from ours , we must not abuse the law to Arrest them .” He said.

Mr Lubinda was speaking to journalists this afternoon at woodlands police station and was accompanied by Leader of the Opposition in the House Hon. Brian Mundubile, Chairman in charge of Information and Publicly Hon Racheal Nakacinda , MCC Kebby Mbewe and Former Secretary General Hon Davies Mwila visited .

And Mpolokoso Member of Parliament Hon Brian Mundubile noted with sadness how the non governmental organizations and civil societies that look into human rights were so quite compared to how vocal they were during the Patriotic Front Regime.

“Your silent is too loud , what is happening to Sean Tembo is a Violation of his rights, it’s not very long ago that we heard human rights commission advising the enforcement agencies not to violate people’s rights by detaining them longer than what is provided by the law ,” Said Mundubile.

Opposition Patriot for Economic Progress Leader Mr Sean Tembo has been detained since Thursday last week without charge on an Alleged Defamation Case in Lusaka.

THE CONSTITUTION FLAWS: The case of Sean Tembo- Miles Sampa

THE CONSTITUTION FLAWS
The case of Sean Tembo

By Miles B. Sampa, MP (04.09.2022)

The current 2016 constitution has major flaws as agreed by most. It’s no different from the previous constitution that had a law tailored to fix personal or political competitors. Avoiding to use the word enemies here.

The penal code then states;
Defamation of President
“69. Any person who, with intent to bring the President into hatred, ridicule or contempt, publishes any defamatory or insulting matter, whether by writing, print, word of mouth or in any other manner, is guilty of an offence and is liable on conviction to imprisonment for a period not exceeding three years.”

This law is so at variance with our regional peers and mordern democracies. In South Africa (SA) for instance, it’s a known fact that whoever gets to be President will be called all mother of names and insulted to the last scale. I listen on a weekly if not daily basis opposition leader Julius Malema mention both in and outside Parliament words like Idiot, foolish, useless, stupid etc.

At no time have we heard that he been arrested for defamation of the President, Ministers or MPs.
Both Zuma and Ramaphosa just got to develop a thick skin and look other side.

One can argue that the SA penal code has no such such law as section 69 of the Zambian penal code that essentially elevates the President to a status of super and bigger human that all other 20 million Zambians. President HH is actually on record of having refused to be called in the almighty sounding ‘Your Excellency’. He preferred ‘Mr President’. That was impressive then but turn of invents from over zealous some in the system and outside erodes that noble gain made.

I keep reading the .. “It’s the PF that made the law and arrested people on the same charge and not UPND”. True to some extent but at what point will this Country change from creating bad precedents only to be revenged by those that take over government from incumbents. We tend to quickly forget that the hand over day always comes and then it’s dejavu.

If there was one republican President that was to break that cycle, I thought it was and to some extent still think HH can do it. As in doing things different and not like PF or his immediate and past predecessors did to him and UPND. It was the same with Sata who was incarcerated same way as President HH.

It has to stop at some point and that point is now. The USA has many reasons to incarcerate former President Trump but no they will never do it. It would be unprecedented and yet the same USA clap when Africa’s opposition leaders are arrested and jailed.

That said all I can say on the arrest and incarnation of the opposition leader Sean Tembo likely for the breach of section 69 of the penal code cited above is …

“ Mr President mulapepa. Bwesheniko umutima”.

A ZAMBIAN CORDINATED OVER $100BILLION INVESTMENT FOR EGYPT’S NEW CAPITAL CITY

ICYMI: Businessman Mudolo is to be honoured for Egypt’s New Administrative Capital city’s construction

The Egyptian Investment Corporation will this week honour Zambian-born South African investor and businessman Willah Mudolo at the opening of the second phase of Egypt’s New Administrative Capital 70km from Cairo.

Investors from the Arab belt and West Africa garnered $100 billion (R1.6 trillion) with Mudolo bringing over $100bn through American and European investment to support the new capital’s solar subway and speed train infrastructure.

The “old Cairo” is the busiest city on the continent.
Mudolo is known as a business startup specialist in emerging markets with specialisation in project development, mining, agriculture, media, energy and petroleum, real estate, and education.

Head of the Central Agency for Organisation and Administration (Caoa) Saleh El-Sheikh said the government was adopting professional plans to move to the New Capital and has developed a guide to implement its goals for the transfer of various ministries and government agencies.

President Abdel Fattah al-Sisi said the new region was “the birth of a new state and republic”.
Speaking on the sidelines of a conference at Cairo University, Sheikh said there are higher and executive committees that are managing the transfer to the new city.

The Egyptian government indicated that the first phase had been completed, covering an area of about 16 187 hectares. The first phase includes 10 residential neighbourhoods. Several giant projects in the New Capital have been completed, including the government district.

Sheikh said the financial and business district and the central business district – which has 20 towers, including the iconic tower, and the Sports City, are completed.
Mudolo’s The Top Property Group has invested $400 million into Grand City Development and has secured 14 600 hectares of land initially, a five-year design and construction window and a $10bn budget for phase 1 developments.

According to The Top Property Group, the city is being developed on a “greenfield site 100km outside Lusaka (the Zambian capital) in a plush temperament environment and will deliver world-class commercial, residential and lifestyle experiences that will attract talent from Zambia, Africa and the world”.

The city is expected to substantially complete its phase 1 works by 2028 and host its first workers and residents in 2030. The population is expected to reach more than 100 000 in the medium term and 500 000 in the long term.
The vision for Grand City is to bear a regional commercial and business hub for Zambia and the wider region, including those businesses with interests in Zimbabwe, Democratic Republic of Congo, Namibia, Mozambique, Botswana and South-Africa, among others.

Mudolo as well as former Nigerian president Jonathan Obasanjo and Ghanaian businessman Ibrahim Mahamba are to be honoured at the opening on Friday.

THOSE SUPPORTING THE INSULT ON WOMEN ARE MORALLY BANKRUPT – CHIVUBE

….As she advises Saboi Imboela to consider getting back to her music career because politics is about integrity and dignity.

04/09/2022

UPND National Trustee Mrs Grace Chivube commonly known as Mama G has expressed displeasure and dissatisfaction over the insults against the women attributed to PeP president Mr Sean Tembo.

Mrs Chivube said it’s unfortunate that someone born from a woman can undress women in such a manner and hide behind politics. She added that it is morally wrong to insult and politicians must avoid politics of insults as it adds no value.

Mrs Chivube said this when she officiated at the Kabwata constituency UPND Women’s Wing UPND anniversary celebrations which was organized by women under the sponsorship of Kabwata constituency member of Parliament Hon Andrew Tayengwa.

Mrs Chivube thanked women for coming together and remember their victory day and that they should always remain united and support each other.

And UPND National women’s wing secretary Mrs Christabel Sindele said it was encouraging to see how organized the Kabwata women are and that it should continue.

And UPND Lusaka Province women’s vice treasurer Mrs Joyce mubiana urged the women to always support each other and demonstrate the true Love.

Meanwhile UPND Kabwata constituency chairlady Mrs Alice Matinanga Nalonda took time to elaborate the birth of UPND to get to where it is and that Kabwata constituency is a special constituency more especially that it first gave birth to UPND member of Parliament in 2001 and later in 2021 which shouldn’t be taken for granted.

She said it’s unfortunate that some people have failed to adapt to the real way of life which UPND Government has provided as no one is being threatened or beaten by the cadres which was the case previously.

The UPND chairlady Mrs Alice Matinanga Nalonda thanked the UPND Kabwata constituency member of Parliament Hon Andrew Tayengwa for his continued support to the women in the Constituency.

National Values and Principles-Watching the Law Being Broken

By Amb. Emmanuel Mwamba

“As reported by social-media, the behaviour didn’t just end at the type of outfits won, but open “ndevu pa ndevu” sexual behaviour…”

The issue of upholding and promoting national values and principles have become so cardinal that the Constitution places this burden on the President of the Republic of Zambia.

Once every year, the Constitution, under Article 9 (2), directs the President to address the nation through Parliament, to show progress that his Government has made in the upholding and promotion of national values and principles.

It is for this reason that I bring the public concerns and public outrage that the Lusaka July has brought.

So turning the Lusaka July, a social event designed to promote fashion and blend it with equestrian sport, into a staging post for the Lesbian, Gay, Bisexual, Transexual and Queer ( LGBTQI) is shocking.

Homosexuality remains illegal in Zambia and offends not just the law, but Zambia’s traditional, cultural and religious values.

It’s like everyday, the LGBTQ community, with its coordinated sponsors are daring the law and the value sense of Zambians and are openly flaunting the practice of homosexuality and trsting the seams of the law.

This is despite what the known national values and principles state and despite what both the Constitution and the laws of Zambia state.

So the deliberate conversion of the Lusaka July to an LGBTQ Platform is unfortunate but unacceptable as shown by the public outrage on social-media.

This is not just a matter that concerns fashion alone but gors to undermine sanctity of our Constitution and our national values and principles.

My question is; is the Police waiting for the President to enforce the law on Zambia’s position against homosexuality?

Does the Police wish State House to give directives to event organizers to adhere to the laws of Zambia?

Is the Inspector General of Police, Lemmy Kajoba expected to be reminded to do his job on this and other matters?

As we saw with the issue of flying gay flags, someone hopes that the matter dies a natural death.

Is there a far strong force than our laws that is frightening law enforcers, from stopping the open promotion of this public tolerance and practices that are clearly against the law and our values?

Is it the listed sponsors of the Lusaka July?

As reported by social-media, the behaviour didn’t just end at the type of outfits won, but open “ndevu pa ndevu” sexual behaviour…

Unfortunately Mr. President, this is on your watch. The Constitution places this burden on you to ensure that national values and principles are upheld and promoted.

If your appointed officers such as the Inspector General of Police are failing to enforce and uphold the law, the blame comes back to you…the appointing authority.

Mr. President, uphold the Constitution.

Just as HH was tortured, Sean TEMBO is now being tortured- Dr Canisius Banda

WONDERS WILL
NEVER CEASE
[The Never-ending Case of Using Faeces for Torture]

Hakainde HICHILEMA was tortured. He was amidst faeces in a cell.

Perennially stricken by the memory of this sordid ordeal, he repeatedly recounts this terrible, inhumane experience of his whenever he gets the chance, and everytime, clearly livid with anger.

Do NOT return evil for evil, says the Lord, our Father.

VENGEANCE is mine, He cautions.

Following the adage that it is better to visit a house of MOURNING and those in anguish, today I went to the Woodlands Police Station to offer solidarity to the President of the Patriots for Economic Progress [PeP], Sean TEMBO, a fellow citizen.

After all, the Lord says, what you do to the LEAST OF MY BROTHERS, you do unto me.

Sean TEMBO is a FINE mind, the kind of citizen Zambia requires.

It can even be argued the Sean TEMBO’s thoughts on recovering the ECONOMY of Zambia are superior to those of Hakainde HICHILEMA’s.

My visit to that prison was an act of symbolism on my part, in defence of human LIBERTY and PROGRESS, for all human beings/citizens.

Just as Hakainde HICHILEMA was tortured, Sean TEMBO is now being tortured.

Just as Hakainde HICHILEMA was, Sean TEMBO is today amidst faeces in a cell.

The toilet pot in the 3 metre by 3 metre cell at the Woodlands Police Station is within there.

It is now blocked and is overflowing with faeces. Sean TEMBO spoke about catching cholera there.

Literally, Sean TEMBO is in shit.

Placed there for merely championing a better Zambia.

And as Hakainde HICHILEMA was tortured, Hakainde HICHILEMA is now torturing Sean TEMBO.

For what?
Merely speaking, expressing his freedom of THOUGHT, CONSCIENCE and SPEECH.

For allegedly breaking a law which clearly belongs to the Dark Ages, the times that predate Galileo.

You see, he has NOT been charged with anything.

He is receiving punishment before investigations.

This is torture before trial, a common practice in Zambia which the Human Rights Commission of Zambia [HRCZ] has noted that it is now commonly occurring under the ‘new dawn government’ and it labels an atrocity, a violation of human rights that must be STOPPED forthwith.

This then is Zambia’s Rule of Law today.

Sean TEMBO’s parents were today abused and harassed by public service workers that ought to protect and serve them for merely wanting to see their son.

When I say that, as Zambians we are still brutes, a tad below animals, somebody calls me mad, as if to give evidence to my very assertion of our brutishness.

This then is exactly the behaviour of a disobedient people, the behaviour of barbarians.

Hakainde HICHILEMA has returned evil for evil.

He has sinned.

The reason SLAVES [the persecuted] rise and eventually become masters [the rulers with power] is because they are best suited to end slavery [persecution].

When, upon assumption of power, they begin to perpetuate the very wrongs that were committed against them, the FAVOUR of the Lord is then withdrawn from them.

This then is where we are as a people today, an existential station we must DENOUNCE.

When I was at the reception of the police station, I politely introduced myself.

But when I requested to know the name of the Police Officer-In Charge at the time, the one I was talking with, she was rude to me and refused to tell me her name, forgetting that, as a citizen, I was her employer.

For a fleeting while, I thought of Lemmy KAJOBA and the many challenges he faces

Pepani.

Talk about backwardness.

This then is today’s Zambia.
Wonders will never cease!

Father, how we have FALLEN!
Please forgive us, I pray.

Set the captives free, Mr President!
Free Sean TEMBO NOW!

Let us ARREST the cost of living.
And NOT citizens.

Aluta continua!

Open Letter To President Hakainde Hichilema Of Zambia- Father Frank Bwalya

0

OPEN LETTER TO PRESIDENT HAKAINDE HICHILEMA OF ZAMBIA

Dear Mr. Hakainde Hichilema,

I write to you this open letter after visiting Mr. Sean E. Tembo, the leader of Patriots for Economic Progress -PEP, who as at today, Sunday 4th September 2022, has been unlawfully detained at Woodlands Police Station in Lusaka falsely accused of defaming you as President of the Republic of Zambia.

My brief chat with our brother Sean, through the bars of the cell door triggered memories of my own arrests. During one of those arrests when I was leader of an opposition political party, as you will surely recall, you spoke to me on phone. I had been arrested in Kasama on 6th January 2014 on false allegations of defaming the President, the popular “chumbu munshololwa” case. In our short conversation you made it clear to me that my arrest was a violation of my constitutional right to free expression. You unequivocally condemned the arrest and reminded me about the need to unite and work together as members of the opposition.

You made it clear that your presidency would mark the end of such violation of human rights and intimidation of people with divergent views. As you know, every Zambian knows the position you held on such arrests as Mr. Tembo’s and many others. Of-course, you too were arrested and during such arrests you reiterated your views about the abuse of power to silence opposing views.

Against this background, I wish to add my voice to those of many Zambians who are saying that the unlawful and senseless detention of Mr. Sean Enock Tembo is an indelible mark of shame on your once very promising presidency. It represents a growing notorious violation of human rights under your leadership. Moreover, it is a prominent dent on your image. This recent detention of Mr. Tembo and the many arrests of Zambians with divergent views distinguishes you as a tyrant determined to crash all opposing views in a futile attempt to create a society that sings your praises.

I know that you will with disdain say that you don’t instruct the police to arrest people but that they operate independently. Please remember that your paramount job is to protect the constitution of our country. Hence, the responsibility to safeguard our constitutional rights and freedoms including freedom of expression rests squarely on your shoulders. Therefore, you cannot wash your hands like the biblical Pilate when the police are violating human rights in Zambia. Moreover, when you and others were arrested in the past, you directed your condemnation at the President as well using the same rationale.

Mr. President, please be reminded that these senseless arrests fly in the face of your own claim of more democratic space in Zambia upon your becoming President. Therefore, heed the call to stop this abuse of power by your administration. It is time for you to shake off intolerance and begin to repair your image which has been dented by the numerous violations of the rights and freedoms of innocent Zambians under your presidency. Please don’t be misled by praise-singers around you claiming that your record remains untainted. The contrary is the reality.

Yours truly,

IMF deal: The poor will be hit hard – M’membe

0

By Fanny Kalonda

SOCIALIST Party president Fred M’membe says the greatest beneficiaries of IMF programmes in Zambia are usually the same Western companies, South African finance capital and local businessmen connected to those in power.

“Anyway, let them celebrate their dreadful IMF deal today, whose conditions must be so ghastly that they are too afraid or embarrassed to even publish them,” he said in reference to the UPND government. “At least those in power today won’t blame anyone for the political fallout that is surely coming as a result of implementing a dreadful IMF deal.”

On Wednesday, the IMF approved a US $1.3 billion loan package for Zambia to run for the next three years.

But Dr M’membe warned that companies that even former president Frederick Chiluba refused to privatise under any circumstances such as ZAMTEL and Zesco are this time likely to be sold to government’s business associates or the western firms.

He said the lasting solution to Zambia’s economic difficulties does not lie in the IMF but in the collection of fair and adequate revenue from the mining sector to support secondary industries like manufacturing.

“But it is just a matter of time before Zambians realise that there is no future in the past. We have been on this route before and it has not worked for us. It is not the first time Zambia is going to the IMF. UNIP under president Kenneth Kaunda went to the IMF in the 1980s though KK was quick to abandon the Bretton Woods institution after they failed to answer his famous question: ‘are you able to design a programme that will not require me to kill my own people?’” he said. “Tonight (Wednesday), their much anticipated IMF programme may kick in. Those in power will make a lot of noise about this loan in the days to come. They will sing hymns of self-praise for securing the bailout and attempt to drive out any reasonable voice that warns about the adverse consequences of the deal.”

Dr M’membe said the IMF bailout package will not be different this time adding that it will end in tears.

“The MMD under Frederick Chiluba went to the IMF in the 1990s. The MMD under Levy Mwanawasa went to the IMF in the early 2000s. Where have all these previous IMF deals left Zambia? In a much terrible place. If anything, they have simply exposed our incapacity as a people to govern ourselves. After winning independence on the ground that we can govern ourselves, does it really make sense for us to subcontract the running of our economy to the IMF, to return to the West and ask them to help us govern ourselves? As Simon Kapwepwe would say, Zambia twasebana (we are embarrassed)!,” he said. “The greatest beneficiaries of IMF bailout programmes in Zambia are usually the same forces: Western companies, South African finance capital and the local businessmen connected to those in power. These forces are usually the ones who buy our state-owned enterprises at cheaper rates on the pretext that they are making losses. It will not be different this time. The poor will be hit hard. The workers will be hit hard. There will be retrenchments. It will end in tears. Companies that even Chiluba refused to privatise under any circumstances such as Zamtel and Zesco are this time likely to be sold to their business associates or the western firms. For years, those in power today told us when they were in opposition that they are very good at business. That the reason why state enterprises make losses is because of political interference from the ruling party and the politicians in power. Now that they are in power themselves, what will be their excuse for selling state enterprises since all they need to do is stop interfering in the operations of Zesco or Zamtel and appoint competent people who can run such companies professionally and like private entities?”

Dr M’membe said those in power today cannot collect fair revenue from the mining companies because they have given tax breaks to the firms.

“Where will the money for investment in all these sectors come from? From fair collection of taxes from the mining sector. Those in power today cannot collect fair revenue from the mining companies because they have given tax breaks to these firms. No wonder the mining companies were saying they could not wait for them to get into power in the run-up to last year’s elections. Mining firms knew that they would only be paying little tax. Zambia’s situation will even be worse now with the passing of Statutory Instrument No.50 of 2022 that offers rebates, refunds and remissions to the mines. With all the noises going on over the two by-elections, many people have understandably missed this SI whose effect is that the poor Zambian masses will, henceforth, be subsidising private mines while being told these are ‘investments’ for their benefits. The cynical cruelty of it all beats the mind,” he said. “The SI in question (and we invite readers to read it) simply means that we have in State House (or is it Community House since State House is too dilapidated for him) a generous President who is providing for his supporters such as FQM who will save millions on their announced investment. The implication is damning. If FQM says it is investing US $1.3 billion dollars in Zambia, and half of it is in imports of ‘capital goods’ (mining equipment) it will not pay tax – it will be refunded should it pay as part of the import transactions. With the capital/labour ratio in mining heavily tilted to capital (all mining investments these days are heavy duty and high tech mining dependent and not labour based), the remaining ‘investment’ will be used on a tiny Zambian workforce in lower and perhaps middle level jobs. Meanwhile, the profits of the shareholders are boosted because input costs are lowered because of these tax ‘incentives’ which are in fact transferred onto the ordinary Zambians as losses from mining operations. In effect, they are government subsidies to finance capital and losses to the Zambians via reduced taxes. The IMF deal is facilitating all this madness, yet these people and their supporters in the Brenthurst Foundation, who are involved in designing a low mining tax policy, want us to cheer them on. Aikona man!”

Dr M’membe said that “even as they celebrate their dreadful IMF deal today the conditions must be so ghastly that they are too afraid or embarrassed to even publish them”.

“Those in power today cannot collect fair revenue from the mines because they have vested interests in this crucial sector, as they do in the beef industry. All these things will come to light one day and Zambians will know the kind of greedy leaders they are dealing with and supporting blindly. It is important to accept that the mining sector is now heavily reliant on technology and will never again create thousands of jobs as it did previously. The best we can do is to collect a fair share of taxes from our depleting natural wealth or leave the metals underground since they won’t rot. But will those in power listen? No, they only listen to their white friends in the EU, or those from the Brenthurst Foundation. Poor and ordinary Zambians have no voice in this government. To these masses of our people, we have only one request: the next time we say ‘Zivotele’, please pay attention!” said Dr M’membe. “Anyway, let them celebrate their dreadful IMF deal today, whose conditions must be so ghastly that they are too afraid or embarrassed to even publish them. At least those in power today won’t blame anyone for the political fallout that is surely coming as a result of implementing a dreadful IMF deal.”

The Republican Vice President, Mrs. MUTALE NALUMANGO has asked the people of Kwacha constituency to vote for the UPND candidate Charles Abel Mulenga in the bye election due on 15th September, 2022. She said this is important in order to accelerate development in the area following years of stagnation. The Vice President was speaking in Kitwe’s Kwacha Constituency when she addressed a mammoth rally at Changanamayi grounds to drum up support for the UPND candidate.

The Vice President explained that His Excellency President Hakainde Hichilema and his government is working very hard to address the challenges affecting people but that he needs to be supplimented by giving him committed people as MPs. ” Electing Mr. Charles Abel Mulenga as the area Member of Parliament will make the delivery of services in Kwacha constituency easy, ” the Vice President said. She said people should be very careful when choosing leaders to avoid electing those who will be concentrating on enriching themselves and buying aeroplanes at the expense of development. ” It is very disappointing to see faecal matter flowing due to broken sewer lines, delapidated roads and lack of infrastructure as if the area had no Member of Parliament,” Mrs. Nalumango bemoaned.

The Vice President has assured the people of Zambia that President Hakainde’s government is working tirelessly to transform the economy as shown by the rapid appreciation of the Kwacha against major convertible currencies and reduction in the inflation rate to a single digit. She said Zambia has earned alot of respect from the international community because of the positive policies being implemented.

Mrs. Nalumango was accompanied by several high ranking government and party officials among them, Copperbelt Minister Hon Elisha Matambo, UPND Election Chairperson Hon Garry Nkombo, National Mobilization Chairperson Hon Sylvia Masebo, Minister of Sports Hon Elvis Nkandu, Western Province Minister Hon Liyefu, District Commissioners and Mayors.

And speaking earlier during the same well attended rally, Copperbelt Minister Hon Elisha Matambo appealed to Kwacha residents to give President Hakainde Hichilema a UPND member of Parliament.
” In 2021 elections you made a mistake but God has given you a second chance to elect someone who is going to work with President Hichilema in addressing the challenges in the Constituency,” Hon Matambo said.

Other leaders who addressed the meeting include Hon Sylvia Masebo, Hon Garry Nkombo, Hon Elvis Nkandu and the Western Province Minister. During the same rally, hundreds of people from the opposition PF and other parties ditched their visionless organizations to join the ruling party.

Meanwhile Vice President Mutale Nalumango said Zambia is in safe hands because it is being led by a God fearing President. She said the New day government has embarked on a vigorous fight against corruption warning that any leader found wanting will be shown the door. The Vice President was speaking when she addressed members of the SDA Church during their annual camp meeting held in Chantete, Kakolo area where she had gone to worship.
