SP CONFIDENT OF WINNING MUCHINDA WARD BY ELECTION IN SERENJE

The Socialist Party (SP) says it is satisfied that Rodwell Kunda will emerge victorious in the Muchinda Ward By-election in Serenje District, Central Province, set for April 20, 2023.

Other candidates are PF’s Mike Chikubula, Leadership Movement’s Wezi Kaonga and UPND’s Thomas Phiri.

The By-election was occasioned by the resignation of PF Councilor, Doris Ikona, who was also the Vice Council Chairperson for Serenje.

SP Central Province Media Coordinator under the National Campaign Manager’s Office, Aristack Kunda, revealed that the people of Muchinda Ward welcomed Rodwell Kunda because he understood challenges and was living in the area.

Mr. Kunda added that the SP Candidate, once elected, would transform the Ward which only has one clinic.

He pledged that Mr. Kunda would also facilitate more teachers houses at Nyamanda School and expand classroom space from the current two.

Mr. Kunda reaffirmed the SP Candidate’s commitment towards pushing for electricity connections to public facilities in areas such as Kamalamba, Makolongo, Muzabwela, Scheme and Four Ways which had no electricity despite power lines being nearby.

He emphasized that the SP Candidate would facilitate building of a market shelter at Chisebwa where people were trading in the open thereby being exposed to harsh weather conditions.

Mr. Kunda said the SP Candidate would ensure that there were crossing points for people outside Silverland area where there were no bridges, making it difficult to cross Nyamanda and Mfuna Rivers, especially in the rainy season.

He was saddened that Muchinda Ward only had one police post at Scheme Area, covering up to Nyamanda which was 40 kilometers away from areas such as Chisebwa and Fitebo.

Mr. Kunda implored stakeholders involved in the Muchinda Ward by-election to execute their mandate with impartiality.

He condemned the violence which occurred on Nominations Day for the by-election on Thursday, 16th March, 2023 perpetuated by UPND at Mulilima Scheme Area.

Mr. Kunda committed that SP would abide by the Electoral Code of Conduct which guided the conduct of all electoral stakeholders during the campaign period.

He stressed that SP remained Zambia’s most attractive option for Zambians because of good policies.

Mr. Kunda urged the people of Central Province to work with the Socialist Party because it believed in development.

He urged the people of Zambia to trust the Socialist Party President Fred M’membe as a political messiah to restore the dignity of Zambians without dehumanizing anyone.

The Scandal at Ministry of Finance, A Scandal or Hoax?

It all started in September 2021 with the allegations that the Ministry of Finance was running a secret and parallel account.

The Anti-Corruption Commission (ACC) also confirmed that it was investigating a matter involving an alleged secret and illegal account at the Ministry of Finance purportedly used to siphon millions of Kwacha.

The Ministry of Finance immediately denied knowledge of the existence of any secret and illegal account that was reportedly being maintained parallel to the legal payment system in the country.

The Ministry of Finance stated that it only had one paying bank account, the Single Treasury Account(STA) through the Integrated Financial Management System only after which any person, persons or recipient entity can receive the payment through the Real Time Gross (RTG) settlement system housed at the Bank of Zambia.

The established and authorized payment processes for the government are planned, approved, authorized and pre-audited by internal auditors before a post-audit by the auditor general while payments for allowances are made to individual bank accounts to maintain payment trails for the government account.

SO WHERE IS THE FRAUD?

● Authorities for the payments was drawn from the Public Finance Management Act No.1 of 2018, Section 7 (1) (g), and (z), and Section 86 and 87, the Secretary to Cabinet, Secretary to Treasury and Permanent Secretary.

● the allowances were paid as a condition of service.

● The allowances at the centre of the so called scandal represent allowances paid to Permanent Witnesses ( The Auditor General, Secretary to Treasury, Controller of Internal Audit and Accountant General ) and support staff helping on the various work of the Parliamentary Accounts Committee(PAC), Committee on Local Authorities and Committee on Parastatal Bodies covering the from 2019-2021, although these allowances have been paid since 2013 and from 2021 to date.

● Payments were made to persons at both National Assembly, Ministry of Finance and National Audit Office.

● Documents show that all the payments have authorities as prescribed by law and from written authorities from the Clerk of the National Assembly, Secretary to Cabinet, Secretary to Treasury, Permanent Secretary and others.

● All transactions were duly authorized by multiple authorities.

● All allowances were signed for.

● the IFMIS system at the centre of all payments cannot be manipulated and the system DOESN’T delete any activities as designed.

● Other payees have conveniently been excluded from both investigations and arrests and will show later.

TO UNDERSTAND THE ALLEGED FRAUD REQUIRE THAT WE UNDERTAND AND LOOK AT THE IFMIS PROGRAMME

The IFMIS -Integrated Financial Management Information Systems is an electronic payment platfotm and was adopted by Government as an Enterprise Resource Planning (ERP) tool in order to help the Government plan, allocate and report on the Revenues/Expenditures.

The procurement of the design, supply, installation, configuration and training of the IFMIS was supported by the World Bank under the Public Sector Management Support Project for Zambia.

The purpose was to make public service delivery, institutions, and processes more effective and efficient and accountable in the use of public funds and public Expenditures to support poverty reduction, job creation and economic growth.

The IFMIS system has modules that are used to execute the different government programmes and the officers also play different roles.

To make the system foolproof, no one Officer can perform all roles or functions.

THE IFMIS STEPS

□ For a payment to go through, there should be a budget and there should be funding on a particular budget line.

□ After all is done (Authorities) outside the system a payment will be introduced into the system, called parking (same as writing a payment voucher).

□ Completing (checking the correctness of what has been parked including the budget lines used).

□ Internal Audit will go through as a control measure to the budget line and the activities are seating well.

□ Releasing is then done.(authorization of Voucher).

□ After the above stages, an officer with the role of producing the open item report (list of payments in old language it would be called a Backing Sheet).

□ Again Internal Audit will have to authenticate the list, then the signatories will sign, one from Panel A (Finance Person)another from Panel B (administration), then the Controlling Officer ( Permanent Secretary) will be the last to sign as he/she the one answerable for all expenditures under his/her charge.

□ The open item report is taken to Treasury Management, where transmission is done to individual accounts.

The IFMIS here is interfaced with the Bank of Zambia System so that the transmission to individual accounts is straight through, unlike in the olden days where money was first transferred to a Commercial Bank then to various beneficiaries.

□ The current system uses the Real Time Gross Settlement (RTGS).

All these developments were done with a view to improve efficiency and transparency.

The advantage of the IFMIS programme is that by a click of a few buttons Government is able to know the Revenues and Expenditures on programs, and proves very easy for national budget tracking.

Through the IFMIS, government has managed to produce the Financial Report on time in accordance with Article 211 of the Republican Constitution.

CONCLUSION

The IFMIS payment processes require multiple authorities and the system is designed to hold records without deletion even by a super user.

Clearly any fraud using this system would be foolhardy as it documents, archives and keeps all financial records.

The troubling matter is the selective approach in which this entire matter has been handled which leaves others in their jobs while suspciously suspending others.

The best is to produce both the entire list of all those that authorized these allowances and the list of all the beneficiaries.

SABOI ‘FAINTS’ AFTER A MOVING COURT TESTIMONY BY STATE HOUSE MEDIA DIRECTOR CLAYSON HAMASAKA THIS MORNING

There was drama at Lusaka Magistrate Court this morning after the NDC leader Saboi Imboela applied for adjournment of her case of defaming the State House Media Director Clayson Hamasaka because she had developed dizziness

In the continued trial of the case where Saboi accused of defaming Mr. Hamasaka last year in September, the State Prosecutors presented Mr. Hamasaka as a key witness and complainant in the case.

Mr. Hamasaka, who was on the Copperbelt with the President in September at the time of the malicious posts, recounted how his integrity, reputation, character and demeanour had been lowered in the eyes of the Zambian public because of the false reports by Saboi.

In a moving and emotional testimony, Hamasaka told the court “Your honour, after I saw those posts by Saboi, I prayed to God for guidance so that I don’t make an emotional and irrational decision. I have a family and grown up children who have access to these social media platforms. I imagined how my wife, my children, my relatives and workmates viewed me after those falsehoods by Saboi. I have lost my demeanour, my integrity which has been built over years in my professional career as a media practitioner. I have never done any of those things that Saboi alleged hence I am here in court seeking relief so that my reputation can be restored. What is even more damaging is the fact that these allegations were being made by one of the largest opposition party leaders in the country, so it is very easy for the population to believe things coming from a person like Saboi occupying such a position in society.”

In cross examination, the defence team tried to argue that the Hamasaka that was referred to in the posts was not the Clayson Hamasaka who was currently giving testimony in court, but someone else since he is not the only one with that name in the country.

But Mr. Hamasaka insisted that Saboi was very particular in some posts by singling out the name Clayson Hamasaka who works in State House.

“Your honour, there is currently no other person with the names Clayson Hamasaka working for State House hence there was no doubt that the Hamasaka being referred to in the posts was myself”, Hamasaka argued.

Drama started after the testimony by Mr. Hamasaka when the state Prosecutors wanted to present another witness. Saboi requested her lawyers to ask for an adjournment because she was feeling dizzy despite the fact that she was seated throughout the proceedings.

“Your honour, I have a note from our client that she is almost fainting and feeling dizzy so we ask for an adjournment”, her lawyers requested.

Feeling pity with her, the court granted Saboi an adjournment to next week so she can recover.

Minister of Youth, Sport and Arts Elvis Chishala Nkandu has charged that the people of Zambia won’t allow the Patriotic Front (PF) to return to power because of the rampant illegalities and corruption the previous regime committed.

Mr. Nkandu said during the PF reign many illegalities such as informal and illicit allocation of land were committed by cadres and people in authority.

The Kaputa Member of Parliament said PF left the country in a mess which the New Dawn government is correcting methodically.

Mr. Nkandu was speaking after touring Levy Mwanawasa Stadium in Ndola where some people and companies were allocated land in the area belonging to the stadium between 2012 and 2021.

He called for the proper utilization of land belonging to Levy Mwanawasa Stadium which is under his ministry.

“If we were like our colleagues (PF) even this land would have been occupied (sold) because it was just free for all. Someone can just give himself or herself land. Us we have cadres that consult when they want to do things. But I think the previous regime did not do justice to this country in terms of land allocation. So if some people are saying no ukubwelelapo pa mupando (retaining the seat) with this confusion they left sure who can let them come back with that confusion we had seen? So I think the Zambian people should be aware that this is a government (UPND administration) that has come to make sure that things are done properly. This is where we are saying we cannot allow anyone to encroach on this land,” Mr. Nkandu said.

He added that people that committed illegalities in the previous regime or the current administration must face the law.

“I think it is high time that as Zambians we refrain from corruption and also give land on a silver platter because at the end of the day the land belongs to the Zambian people. I am so disappointed with what I have found here, especially land encroachment. In fact, let me not use the word encroachment because encroachment is like someone has not been given authority but here people were just given land by people in authority or cadres. I don’t even know how to put it. My understanding is that any illegality, whether someone is involved in corrupt practices or in illegal allocation of land, is criminality and I know that whatever criminality is done it should be taken to court.”

“If there is that notion of illegal land allocation cases not being taken to court then I don’t know some people who say that think or reason. For me, those that had participated in illegal land allocation should also be probed so that each one can account for their deeds. Maybe it is the way we are trying to treaty these other people, others may think the illegalities they committed were ok. They are now able to go on an anthill and say we are challenging you to do this and that,” Mr. Nkandu said.

He asked Zambians to be patient as the prosecution of people involved in illegal activities in the past continues.

“There were a lot of illegal things that were done but you know as the President (Hakainde Hichilema) says we are doing things methodically and I think some other people are mistaking us to be very weak. We are not weak and we will make sure that those that participated in illegal activities are brought to book. It could be now or it may take some time but also people need to understand that the wheels of justice are very slow so let them be patient. So those who did something wrong should be prosecuted. Equally, if I also involve myself in illegal activities I will be prosecuted. The President has been very categorical on these issues saying corrupt practices of the previous regime, current or future regime will be prosecuted. We will not look at someone’s face as long as one is involved in illegal practices will be prosecuted. So think let us have some patience, by the end of the day we will be able to know who did what and who did not do anything wrong,’ he concluded.

Remove PS Mbozi from office, Musenge urges HH

QUICKLY act and remove Green Mbozi from office, former Copperbelt Minister Mwenya Musenge advises President Hakainde Hichilema.
Recently, Auditor General Dick Sichembe threatened to stop auditing the Ministry of Agriculture following permanent secretary Mbozi’s failure to provide the requested information and documents.


In this letter to Mbozi, dated February 24, 2023, the Auditor General complained that his office was having challenges to audit the ministry for the financial year ended 31st December 2022 because information was not forthcoming. Dr Sichembe complained that this failure would affect his capacity to produce the audit report in line with the deadlines as enshrined in the national Constitution.
“You will agree with me that your continued failure or inertia to provide requested information is therefore against the legal and professional requirements,” Dr Sichembe wrote quoting section 83 (1) (k) of the public finance management Act which criminalises failure to provide requested information.


“The failure to provide the requested information may result in my office failing to meet its Constitutional mandate with regard to timelines for the financial report and the audit report.”


He cited Article 211 (2) of the Constitution of Zambia which requires his office to render an audit opinion on the financial report of the Republic not later than May 31 in each year. Dr Sichembe also referred to circular number 1 of 2020 from his office which requires audited entities to provide requested information not later than 10 days after it has been requested for, in order to meet the constitutional deadlines.


“Further, by Article 212 of the Constitution, my office is required not later than 30th September of each year to submit a Report on the Accounts of the Republic to the President and National Assembly,” he indicated. “Considering that deadlines relating to audit are enshrined in the Constitution, the timely provision of information by audited entities for audit purposes is critical to meeting these constitutionally stipulated deadlines.”


For this reason, Dr Sichembe gave Mbozi up to Friday, March 3, 2023 to provide the information failure to which he would abandon auditing the Ministry of Agriculture.


“In the event that you do not favourably respond to this request by the deadline, I will not be in a position to continue auditing your ministry,” wrote Dr Sichembe. “I have taken the liberty to copy in the Secretary to the Cabinet and the Attorney General for them to appreciate the challenges facing my office in carrying out its constitutional mandate. As the Chief Controlling Officer of the government as per Article 183 (3) of the Constitution and section 6 of the public finance management Act, the Secretary to the Treasury is also in copy herein. For ease of reference, I have attached copies of requests for information and queries issued to your ministry to date…”
Among the requested information include suppliers’ ledgers for the supply and delivery of fertiliser, seed, army worms chemicals and protective clothing.


Others are various contracts and their addenda, evaluation reports for the various procurements, payment ledgers, various solicitation and bid documents, various minutes, Farmer Input Support Programme files for all contract managers and for each province and reports on all claims or pay-out made per beneficiary clearly indicating the year the claim was made, amounts claimed, province, district and camp and reasons for payments.


Dr Sichembe complained that despite several reminders, this information has not been availed from early January 2023 when his office began auditing the Ministry of Agriculture. The controlling officer is mandated to provide the information with 10 days, following the request for information.


Commenting on matter, Musenge, who is Alliance for People’s Prosperity (APP) leader, said it is unheard of for a permanent secretary or any institution to deny the Auditor General’s Office access to documents for auditing.


“It is insolence on the part of the controlling officer and high levels of insubordination to the appointing authority and arrogance of the highest level, lack for a better word to express this unfortunate situation. The appointing authority should quickly act to remove such an officer from office. He should instantly be dismissed,” Musenge said.


He said the Auditor General’s Office is an institution that has the right to pounce on any government institution to enhance accountability, honest and transparency which the UPND preaches.


Musenge said the government should lead the way by opening up offices to audit.
“We are aware that the Auditor General, himself is having issues to do with the ACC, but that does not mean the entire Auditor General’s Office should stop functioning. If anything the UPND should help to enhance capacity in such institutions like the Auditor General, the ACC and DEC for prudent governance and utilisation of national resources,” said Musenge.

SOCIALIST Party president Fred M’membe is seeking clarity on the “coming Indeni cheap diesel” from the government.

“Has the government abandoned the policy of allowing OMCs (Oil Marketing Companies) to import fuel and only play an oversight role via ERB (Energy Regulation Board) or are we moving to Indeni being a sole importer and selling locally to OMCs at lower prices given the anticipated transportation efficiencies occasioned by using the Tazama pipeline?” he asked.

“While every effort to bring down the prices of fuel deserves support, we feel the announcement by the Minister of Energy [Peter Kapala] that diesel prices will drop following the dismantling of Tazama pipeline stock, which Indeni is now processing, raises a number of concerns.”

Dr M’membe wondered whether it is being assumed that Indeni production “will meet total country demand and therefore become a single reference price point”.

“Will Indeni’s currently installed processing capacity meet total country demand? Where does this leave the…sector oil marketing companies (OMCs), and what price will they sell given that their price reference point is a spot price, which is likely to be higher than Indeni’s price? How will these two different prices be reconciled to arrive at a national uniform pump price, which is currently in place? Fast forward, after processing the initial commingled product, which has now been flushed out of the pipeline, it is expected that the finished product will now be pumped. Can we conclude that this Indeni processing is a one-off affair? If diesel is the finished product to be pumped through the Tazama pipeline, does it mean they supply enough to meet total country demand, and will the same be availed to OMCs, as we assume they will have to buy the diesel from Indeni?” asked Dr M’membe.

“A potential huge price differential is likely to arise between diesel and other products – petrol, kerosene, heavy fuel oil etc – as these will have to be imported on spot price. What are the consequences of this? Or shall we assume that Indeni imports via the pipeline are interchangeable, and both diesel and petrol will be imported by Indeni as an oil marketing company and national demand will be met? Should this not be the case in 8 above, how will products imported by OMCs be priced? Has the government abandoned the policy of allowing OMCs to import fuel and only play an oversight role via ERB, or are we moving to Indeni being a sole importer and selling locally to OMCs at lower prices given the anticipated transportation efficiencies occasioned by using the Tazama pipeline? We need clarity on this matter so that citizens are aware of the impact. And by the way, we have spoken to someone at Indeni who has confirmed that a group of production workers have been given two-month contracts to process the commingled feedstock, which was stuck in the pipeline. So the current processing is a temporary measure after which finished products will be imported.”

WE are just jokers, we have not been serious as a country, fumes President Hakainde Hichilema.

Gracing the Hakainde Hichilema Innovation Fund awards at State House yesterday, he said his administration will walk the path of Chairman Mao and Dr Kenneth Kaunda to ensure effective development is fostered in the country.

President Hichilema said Zambia and China should not be distracted by other “extraneous” issues.

“In my early days of politics, I went to China. At that time, I don’t know how it worked that the Chinese government was able to allow an opposition leader to take a visit supported by the Chinese government. A lot of noise was made. I went to a place called Guangzhou, Xian, Shanghai and Beijing. When I looked down I said we are jokers back home. We are just jokers back home. And I am serious, we are not serious. We have not been serious as a country,” he said. “Years later I went back there, I couldn’t recognise what I saw earlier… it’s a different place. Innovation, technology, hard work. Zambia and China have a long history of friendship. Let us continue with that history. I have told you before, this new dawn government will walk the path of Chairman Mao and KK.”

He said it is from the cordial relationship the two leaders had that enabled them to work on TAZARA rail line among other developmental projects.

Concerning the awards that saw 50 youths scooping one each, President Hichilema said “this is history being written and no one can rub it off going forward”.

“Some may ignore it but no one can rub it off. We are witnessing an amazing work from young people, being recognised and celebrated. We always say that imiti ikula empanga, but the truth is, you are the leaders of today, you are the leaders of tomorrow. What you are doing, your innovative work, your search, provide strong outcomes that are essential to any societies. There is no doubt that the role of innovation is critical to our agenda as a nation, to achieve our desired middle prosperous country status,” he said.

And concerning the meeting he and some of his Cabinet ministers attended in Qatar for the least developed countries recently, President Hichilema expressed his uncomfortability with the country being categorised as least developed.

He vowed not attend such a meeting next year.

“I was in Qatar, together with a couple of ministers and others not long ago. We were attending a meeting of the UN Least Developed Countries. And when I looked around who was present there, I asked my colleagues, ‘where is President X?’ They graduated, they are no longer in this category of Least Developed Countries. So I said to my few colleagues that were seated there, I don’t want to come back to this conference again. I don’t belong here. This country does not belong in the category of Least Developed Countries,” he said. “We have not exploited our assets, our endowments, including the young talents. When I said exploitation it is not in a negative connotation. We have not utilised this talent. And I said to my colleagues, we shouldn’t be here. We should have been in a meeting that took place in Indonesia not long ago. We should have been in a meeting coming up in India [the G20]. The message is clear, this leadership wants to work with young people, fresh unpolluted minds. Our national objective, amongst many, as you know is to accelerate economic development so we can provide for the weak, the sick, the old, the retired, the disadvantaged in society. And I have said to many colleagues on the continent when we meet that can we change the narrative of our meetings, the agendas of our meetings and do less politics and do more of issues around economic advancement, technology, and discuss learning from each other.”

President Hichilema pointed out human capital and numerous natural resources as reasons to why the country should not be categorised as least developed.

“It is what is happening today here that will take us out of the Least Developed Countries conferences. Next year I will find an excuse why not to attend even when we have not graduated. I am serious. With all that God gave us, first of all human capital, natural resources, water, good soils, our Mpongwe soils… Globally, equality of those soils are only second to Ukraine. And Ukraine is providing so much grain to the world. Why can’t Mpongwe do that?” asked President Hichilema. “One of these innovators is working on irrigation technology. Irrigation, among other things, we have to do water harvesting. We would love to work with China on these issues. I do watch, I am a perpetual student. I see how China has changed that country to better the lives of these people.”

Chinese Ambassador to Zambia Du Xiaohui said China would continue to call more innovative companies to invest and seek business cooperation in Zambia.

Ambassador Du said with Zambia’s strong leadership and hard work of people, the country “will successfully realise its 8th National Development Plan”.

“I firmly believe that with the strong leadership of Your Excellency, the joint support of all the Zambian government authority, the hard work of the Zambian people especially the young people who have received high attention from Your Excellency, and the full support of the all-weather partners, Zambia will successfully realise its 8th National Development Plan,” said Ambassador Du. “Your Excellency, China will continue to call more innovative companies to invest and seek business cooperation in Zambia.”

Meanwhile, Huawei Technologies vice-president for the Sub Saharan African region Yang Chen said the youths have the talents that the country needs and “it is an honour to support the initiative”.

“It is a great honour for us to participate in and support this great initiative. There is all the talent that Zambia needs,” said Yang. “We are so pleased and honoured to be part of the group that is making this happen to further pave the way for the young development in Zambia, that is allowing us to make our contribution to this country. We will continue making efforts to support the construction of Zambia…. infrastructure and make contributions to the realisation of the 8th National Development Plan of Zambia.”

PAUL RUSESABANGINA, FORMER HOTEL MANAGER PORTRAYED AS A HERO IN HOLLYWOOD FILM HOTEL RWANDA TO BE RELEASED FROM PRISON IN KIGALI

Paul Rusesabagina, a former hotel manager portrayed as a hero in the Hollywood film Hotel Rwanda, is to be released from prison in Kigali.

Two years ago, he was sentenced to 25 years for terrorism by a Rwandan court in what supporters called a sham trial.

A government spokesperson said Mr Rusesabagina’s sentence had been “commuted by presidential order”.

Mr Rusesabagina, 68, is credited with saving some 1,200 people during the 1994 genocide.

In a statement his family told the BBC: “We are pleased to hear the news about Paul’s release. The family is hopeful to reunite with him soon.”

There have been international calls for Mr Rusesabagina’s release, especially from the United States, where he had lived since 2009. The Biden administration has said he was “wrongfully detained”.

His family say the Rwandan government lured him from Texas, where he had permanent residency, back to Rwanda in 2020.

Mr Rusesabagina left Rwanda in 1996. His story remained largely unknown for a decade, while he worked as a taxi driver in the Belgian capital, Brussels.

It was featured in a section of journalist Philip Gourevitch’s 1998 book about the genocide, but it was the 2004 Hollywood movie, where he was played by Don Cheadle, that brought him global attention.

The Rwandan genocide lasted 100 days from April 1994, when 800,000 people, mostly from the Tutsi ethnic group, were slaughtered by extremists from the Hutu community.

Mr Rusesabagina – a hotel manager at the time – protected some 1,200 people from the violence, after they sought shelter in the building.

The following year he was awarded the Presidential Medal of Freedom by then-US President George W Bush for his efforts. But he became a fierce critic of Rwanda’s President Paul Kagame.

In a 2018 video message, Mr Rusesabagina called for a regime change, saying that “the time has come for us to use any means possible to bring about change in Rwanda”.

He was arrested in 2020, when, according to his supporters, a private jet he believed would take him to Burundi, instead landed in the Rwandan capital Kigali.

In September 2021 he was found guilty of backing a rebel group behind deadly attacks in 2018 and 2019 in Rwanda.

Mr Rusesabagina was freed alongside Callixte Nsabimana, spokesman of the Rwanda Movement for Democratic Change – an opposition political party.

A spokesperson for the Rwandan government said: “No-one should be under any illusion about what this means, as there is consensus that serious crimes were committed, for which they were convicted.

“Under Rwandan law, commutation of sentence does not extinguish the underlying conviction.

“Rwanda notes the constructive role of the US government in creating conditions for dialogue on this issue, as well as the facilitation provided by the state of Qatar.”

Bruising, damaging, and unrelenting. TikTok CEO Shou Zi Chew was grilled for four and a half hours on Thursday during a congressional hearing in the United States.

Some people can run marathons faster than that, according to one congressman.

Mr Chew will undoubtedly be exhausted after a gruelling day of testifying. Many tech executives have testified before Congress, and they are not always treated favourably.

The relentless, never-ending line of vicious questioning, however, distinguished this hearing.

From both Democrats and Republicans, there was no let-up. A spokesperson for TikTok said afterwards the politicians were “grandstanding”. There is most certainly some truth to that. But between the sometimes frustratingly verbose questioning, we did learn a thing or two.

  1. Legislators were united against TikTok
    There was criticism of TikTok from Republicans and Democrats, and the level of distrust and scepticism from all sides was stark.

“Welcome to the most bipartisan committee in Congress,” said Republican congressman Buddy Carter.

“Thank you, Mr Chew, for bringing Republicans and Democrats together,” said Dan Crenshaw, a Republican.

It was really quite something to see so many politicians – who agree on practically nothing – agreeing wholeheartedly that TikTok was a security threat.

TikTok complained afterwards that not enough time had been spent focusing on the platform’s measures to keep data safe.

“Also not mentioned today by members of the committee: the livelihoods of the five million businesses on TikTok or the [US Constitution] First Amendment implications of banning a platform loved by 150 million Americans,” a TikTok spokesperson said.

2. ByteDance engineers in China have access to some US data

Mr Chew kept talking about a “Project Texas”, a proposal which will see it store all data in the US under the watch of American firm Oracle.

However, Project Texas is not fully operational. As of now, Mr Chew confirmed that engineers at ByteDance – TikTok’s parent company – do have access to data.

“We rely on global interoperability, Chinese engineers have access to data,” he said.

It was an admission that politicians kept coming back to. Their point was that if data can be accessed by engineers in China, it’s hard to see how the Chinese government couldn’t also access it.

On Friday, China’s foreign ministry repeated its claim that it does not ask companies to provide data or intelligence located in other countries.

3. Chew has shares in ByteDance

Perhaps Mr Chew’s least successful defence was his attempt to distance TikTok from ByteDance.

By any definition, the Chinese company owns TikTok. Mr Chew himself used to be ByteDance’s chief financial officer.

When initially asked, Mr Chew didn’t want to say whether he owned shares in ByteDance. Pressed by lawmakers, he eventually said he did, but tried to downplay the connection.

China’s government says it would oppose any US plan to force ByteDance to sell TikTok – something authorities are reportedly considering.

4. Chew’s children do not use TikTok

At one point in the hearing, Mr Chew was asked by congresswoman Nanette Barragán, a Democrat, whether or not his own children used TikTok.

He said they didn’t because they live in Singapore. In that country the version of the app for children younger than 13 is not available.

5. What about Cambridge Analytica?

Mr Chew generally pulled his punches. He didn’t often take the fight back to members of Congress. But there were rare moments where he did push back – and effectively.

When quizzed on TikTok’s use of user data, he said: “With all due respect, American companies don’t have a great track record with data … Just look at Facebook and Cambridge Analytica.”

It was a barbed comment, but a reasonable point to make.

Trump received $1.5 million three days after predicting arrest

According to several media sites, former president Donald Trump raised $1.5 million in the three days following his projection on Truth Social that he would be detained on Tuesday.

According to Fox News, Trump’s 2024 campaign acknowledged the amount on Wednesday. According to reports, the funds came from local donations.

The same sum was raised over that time period, according to The Washington Post, which cited an unnamed individual with knowledge of the situation.

The resulting average of $500,000 per day is about twice as much as the average daily income from the weeks prior to and following his announcement of his candidacy for president in November.

The Trump campaign brought in $11.8 million in the six weeks before the announcement, averaging out at $280,000 a day. And in the six weeks after Trump announced his run, his campaign raised $9.5 million, or $226,000 a day.

The former president’s funding boost came after he wrote on Truth Social on Saturday that he would be arrested Tuesday over the hush-money investigation by the Manhattan district attorney’s office. It’s unclear what basis he had for the claim — his lead defense attorney told Insider on Saturday that the defense team hadn’t heard an arrest date from the Manhattan DA — but Tuesday came and went with no arrest.

Trump urged supporters to “PROTEST, TAKE OUR NATION BACK” in his Truth Social post, which came amid rising indicators that he might soon be indicted by a New York grand jury over the Stormy Daniels hush-money case.

As the anticipation of an indictment grew, Trump’s campaign capitalized by highlighting it in almost every fundraising message. The daily messages seen by Insider tell recipients that the “justice system has utterly COLLAPSED” and that they can be a “FOUNDING DEFENDER” by giving money to the former president.

One such email asked supporters to sign a petition opposing a Trump arrest and afterward requested donations to his campaign.

The former president’s fundraising efforts appeared on Truth Social as well.

“If you are doing poorly, as so many of you are, do not send anything. If you are doing well, which was made possible through the great policies of the Trump Administration, send your contribution,” he wrote Monday. He reposted the same message Wednesday, making no mention of his own false arrest prediction.

Trump has raised millions while casting himself as a victim of political persecution. In the weeks after he lost the 2020 election, he raised a reported $170 million off lies that the White House was stolen from him.

He also told voters that their money would go to an “Official Election Defense Fund” for investigating the election, but the House select committee investigating the Capitol riot confirmed in June that no such fund ever existed. Most of the money instead went to Trump’s PAC, per the Post.

Representatives for Trump didn’t immediately respond to a request for comment sent outside business hours.

King Charles delays his trip to France over chaotic demonstrations

More than 450 protesters were arrested in Paris and beyond on Thursday, as some 300 demonstrations drew more than a million people nationwide.

Last night, Bordeaux Town Hall was set alight amid the disruption.

The mayor of the town, Pierre Hurmic, said on Friday he had ‘difficulty understanding the interest of such acts of vandalism’.

Meanwhile in Paris, there have been occasional clashes between police and masked rioters who smashed shop windows, demolished street furniture and attacked a McDonald’s restaurant, according to Reuters.

Attractions like the Eiffel Tower and the Palace of Versailles were closed on Thursday.

There were further clashes in other French cities in the west of the country including in Nantes, Rennes and Lorient.

Polls say most French oppose Mr Macron’s Bill to increase the retirement age from 62 to 64, which he says is necessary to keep the system afloat.

In Greece, hundreds of protesters gathered outside the French embassy in Athens on Thursday to show solidarity.

Protesters chanted slogans and held placards that read ‘Macron, your democracy hangs on nine votes’ and ‘From Greece: victory for the workers of France’.

President Hichilema is incompetent and lacks even the most basic of management skills- Sean Tembo

1. Some things we can argue about while other things are inarguable. It is inarguable that President Hakainde Hichilema has the most bloated civil service in the history of Zambia since independence. Despite creating several meaningless Permanent Secretary (PS) positions at Cabinet Office and appointing PSs in addition to Directors to head Departments at Ministries such as Home Affairs, Sports, Youth & Culture, having two economic advisors at State House etcetera, he has now proceeded to create an additional layer of bureaucracy at State House, called the Presidential Delivery Unit (PDU).

2. Evidently, the President is trying to compensate for his lack of management skills by having a bloated civil service. He believes, wrongly so of course, that the larger the civil service, the greater the chance that he will deliver on his basic mandate of uplifting the living standards of the Zambian people. But he is very wrong. The only way to compensate for the lack of management skills in a leader is for that leader to, first of all, appoint competent subordinates, and secondly allow those subordinates to operate autonomously, without interference from the incompetent leader.

3. But the case of President Hakainde Hichilema is one of double tragedy. In fact, it is one of the triple tragedies. I say so because firstly it is inarguable that the President himself is incompetent and lacks even the most basic of management skills. Secondly, the President has failed to appoint competent subordinates, but has instead appointed senior civil servants on the basis of patronage to his political party; the UPND, as well as on the basis of kinsmanship. Thirdly, President Hakainde Hichilema does not believe in the delegation. He believes in having his hands in every little activity that his Government is engaged in at any given time, despite his inherent incompetence.

4. This is the reason why the quality of decisions coming from Hakainde Hichilema’s Government are below par. You find a state institution such as NAPSA lending money to foreigners so that they can construct the Lusaka – Ndola road and collect toll fees for 25 years and calls it a PPP project!!! Instead of increasing the number of oil refineries so that eventually there can be one in every provincial center, he kills the only one that we have and converts it into a storage facility, thereby killing all industries that depended on heavy fuels and bitumen, such as Ndola Energy Company which was an independent power producer. Instead of reducing the price of key production inputs such as fuel and electricity, he increases them substantially and then wonders why the cost of living is ever going up!!!

5. Indeed, President Hakainde Hichilema has not made a single sensible, publicly known decision, ever since he ascended to the presidency. If l believed in witchcraft, l would have thought that he has been bewitched. That someone has cast a spell on him so that he should always make bad decisions for our country. But the problem is not about witchcraft, it is about his management style or lack thereof. The key issue is that despite being inherently incompetent, he holds a false belief that he is super competent. And since he believes that he is super-competent, he brushes off anyone around him who seeks to offer him advice. And when it becomes apparent that his decisions are not yielding fruits, he simply goes and employs more people and creates more departments such as this so-called Presidential Delivery Unit. May God have mercy on our nation.

Zambia warned of becoming a danger to the region as it integrates with American system-Dr Cosmas Musumali

Dr Cosmas Musumali, the General Secretary of the Socialist Party (SP), has warned that Zambia is becoming a danger to the region due to its integration into the American system. He added his voice to those calling for the “government of angels” to review its relationship with the United States.

For some time, sections of society have insinuated that the United Party for National Development (UPND) is a “puppet government” being controlled by the West. There have also been complaints that the UPND is listening more to foreign powers and neglecting the plight of suffering Zambians who ushered them into power in 2021.

Appearing on KBN TV’s State of the Nation last night, Dr Musumali said it was important to review Zambia’s relationship with the US, adding that there are more pressing issues for Zambia and the African continent to consider.

“Let us go back a little bit into history. At one time, Africa wanted to liberate itself. We had formidable leaders, our own heroes. Patrice Lumumba was one of them. What did he say? He said the wealth of the Congo is for the Congolese and the Africans. And that was not good enough for the imperialist world and the US, France, Belgium were against that,” Dr Musumali said.

“Their mandate is to exploit this continent. They are after their own interests on this continent. So let us not be naïve, let us not be lied to. Lumumba was killed because of that. Kwame Nkrumah made the same phrase, any African leader who stands up today and says the wealth which is on this continent is ours is regarded as an enemy to the imperialist world, led by the US.”

Dr Musumali cautioned that Zambia was getting even closer to being integrated into the American system.

“You have seen the MoU that was signed more recently in terms of the issue of electric batteries. We are becoming a new colonial state of the West order and that is what we should be reviewing. We should be looking at the issues that we should not allow foreign forces, foreign armies to use Zambia as a staging ground for protection for American interest. We are talking about AFRICOM and the office that they are setting up here. That office is unwelcome,” he said.

“Those are critical issues on our security, they are critical issues on the security of this region, and in the entire region, most governments are worried about the developments that are taking place in Zambia. Those are the issues when it comes to the US that we should be looking at.”

Dr Musumali also accused the UPND government of being oblivious to the region and not listening to what is happening outside of Zambia.

“If you get into Zimbabwe today and talk to Zimbabwean officials, if they are honest enough they will tell you they are worried about the development in Zambia. If you talk to South Africans, they will tell you we are worried about the developments that are taking place in Zambia. So Zambia is not creating friends in the region. Zambia is creating friends in the US and maybe within South Africa, a small portion of South African white capital,” he said.

He warned that Zambia might be diplomatically isolated if it continues down this path.

“The implications are that we are going to be isolated diplomatically. And the implications are that we are a danger to the entire region. The implications are that even at the African Union level, at SADC Region, we are losing out on that harmony on that cooperation that we used to enjoy all these years,” he said.

Dr. Musumali’s warning comes after the signing of a Memorandum of Understanding (MoU) between Zambia and the United States on the issue of electric batteries. He argued that Zambia was becoming a new colonial state of the West order, and the government needed to review its relationship with the US. He warned that foreign forces and armies should not be allowed to use Zambia as a staging ground for protection for American interests, referring to the establishment of an AFRICOM office in Zambia.

“Those are critical issues on our security, they are critical issues on the security of this region, and in the entire region, most governments are worried about the developments that are taking place in Zambia. Those are the issues when it comes to the US that we should be looking at,” he said.

Dr. Musumali called on the UPND government to prioritize the interests of the Zambian people and Africa as a whole, rather than being influenced by foreign powers. He warned that any African leader who stands up today and says the wealth which is on this continent is ours is regarded as an enemy to the imperialist world, led by the US.

President Hichilema should immediately release the 2019 Boundary Delimitation Report- CCMG

The Christian Churches Monitoring Group (CCMG) has called on President Hakainde Hichilema to immediately release the 2019 Boundary Delimitation Report.

Delimitation is the process of mapping and re-aligning of electoral boundaries, these are
constituencies, wards, polling districts and provinces in order for effective and efficient conduct of
elections.

The delimitation of electoral boundaries is a key electoral process and should be guided by the fundamental principles of impartiality, equality, representativeness, non-discrimination and
transparency.

CCMG Steering Committee Chairperson Bishop Andrew Mwenda has issued a press statement calling on President Hichilema to immediately release the 2019 Boundary Delimitation Report.

Bishop Mwenda said CCMG is concerned
with the secrecy surrounding the 2019 Boundary Delimitation Report.

The senior clergy said the report is critical to planning for both state and non-state actors and must be in the interest of the President to release such reports to the public for their effective participation.

Bishop Mwenda charged that it is disheartening that huge sums of tax-payers money
were spent on this exercise and four years later the 2019 Boundary Delimitation
Report is still being held by the executive

“Article 229 (2) of the Constitution of Zambia provides for functions and mandate of the Electoral Commission of Zambia, which among other things includes delimiting boundaries for purposes of conducting elections. CCMG is concerned
with the secrecy surrounding the 2019 Boundary Delimitation Report which up to now has not been released to the public, despite the ECZ submitting the same to the Executive,” Bishop Mwenda said.

In Zambia, boundary delimitation is a legal provision in Article 229 of the Constitution No. 2 of 2016 as well as the Electoral Process Act No. 53 of 2016.

These pieces of legislation provide the mandate for the Electoral Commission of Zambia (ECZ) to conduct delimitation of constituencies, wards and polling districts.

“We, therefore, call on the President to immediately release the 2019 Boundary Delimitation Report, which contains details of number of Polling
Stations, Polling Districts and Wards created prior to the 2021 general elections and the proposed increase to the current number of constituencies.
This report is critical to planning for both state and non-state actors and must be in the interest of the President to release such reports to the public for their effective participation,” he said.

Bishop Mwenda said CCMG believes that government’s continued holding on to the report undermines the principle of transparency on the part of government, which consequently has
a bearing on the independence of the ECZ and its ability to fulfil its mandate without influence from the Executive.

Report is still being held by the executive. CCMG believes that government’s continued holding on to the report undermines the principle of transparency on the part of government, which consequently has

CCMG was launched in November
2014 with the goal of monitoring the January 2015 presidential by-elections.

very calm on the ball, accurate passes, he did not only used his feets to play, but his voice too, in making sure that his defense partners were on point. His ability to go forward whenever Zambia had a setpiece, was an added advantage, at times he was seen playing in the midfield like a deep 6, this gave Zambia numerical advantage in the midfield.

just like Frankie, the Red Arrows Captain was able to overlap, dribble and put up some good passes, his clear goal scoring pass to Patson in the dying minutes of first half, could have earned him the best assist of the match.

Kept his position well, he didn’t do much of the overlapping, he must have realized that coming back would have been a problem, like it has been for him in the past games, staying back was the best to do, and he did it well.

He didn’t really have much to do as Lesotho were playing deep in their own half, the coming in of Frankie in the mid of the park in few occasions, could have have somehow pushed Benson off position.
we should also be quick to realize that, holding midfielders sometimes put up an invisible performance that can only be seen by people with football tactical sight, and that could be the case of Benson SAKALA.

He didn’t have his usual game, especially in the first half, but picked up in the second half when was able to run around the midfield with some swift moves that helped the team’s connection between the midfielders and strikers

His individual brilliance helped the team back into the game, shortly after he swapped positions with Lameck Banda. His runs were on point, however, coach Grant has some work to do in reminding the Glasgow Rangers hitmen, that football is teamwork, and not individual glory.

FORMER Lusaka Province minister Bowman Lusambo says Edgar Lungu is not coming back to lead PF because he is PF president.

He says Lungu is enjoying his vacation and “you know that president Lungu is a God-fearing man. He wants to be in the presence of God all the time because he understands the importance of God”.

Appearing on Prime TV’s Oxygen of Democracy on Monday, the former Kabushi PF member of parliament said there has never been correspondence from the former president about him resigning.

“President Lungu is not coming back anywhere okay. People are saying president Lungu is coming back. From where? He is coming back from where? We went to the convention prior to 2021 [presidential and general elections] and he was elected president of the party and his presidency comes to an end somewhere in 2026. So we have a president in the party according to the constitution of our party. The president is elected by the convention. He (Lungu) is our president,” he said. “As I speak, the president for Patriotic Front is Edgar Chagwa Lungu. He said I want to hand over to the next president of the party. He did not say I have resigned from the position of the president of Patriotic Front, no. Even himself, remember president Lungu is a lawyer. He understands matters to do with the Constitution and the law.”

Lusambo said the party would not be ashamed or apologetic that Lungu was still in charge of the PF until the next convention decides who continues.

When challenged to explain Lungu’s correspondence with Cabinet Office over his resignation on August 28, 2021 which the then acting Secretary to Cabinet Patrick Kangwa announced to the public, Lusambo said whatever Cabinet Office is saying, “us it is a club.”

“We are not in government. Patriotic Front is a club, a club with its own rules and regulations. And in this club we have a president okay. We have a president. There is nowhere where president Lungu wrote to Patriotic Front and Patriotic Front wrote back to Lungu ‘that we have accepted your resignation’. Nowhere. Me, I have never seen that letter from secretariat,” he argued. “…secretariat responding to Lungu that ‘we have received your letter and we are greatful that you provided leadership the time you served as president of the party. Sir, we want to wish you good luck in your future endeavours. I have never seen that letter. Which means president Edgar Lungu is president of the Patriotic Front and there are no arguments. Cabinet Office is a government party. I am telling you the position of the party.”

Lusambo said it was not about Lungu or himself as “adopted son” to decide to recontest the 2026 elections but about the people.

He said Lungu was fit and enjoying his vacation.

“He is enjoying his vacation and you know that president Lungu is a God-fearing man. He wants to be in the presence of God all the time because he understands the importance of God. Remember that he is my father. He is 100 per cent fit,” he said. “President Lungu was not rejected because he failed to govern this country, no. President Lungu, people of Zambia actually said ‘you are selling us fuel at K15. There is someone who has told us that that fuel will be sold at K12 and K10. Lusambo claimed that had Zambians known the cost of living would go high, they would have voted otherwise.

“Had you known mealie meal would be K300 would you have gone to vote?” asked Lusambo.

Prophet Uebert Angel Under Investigation for Alleged Money-Laundering and Grand Theft

PRESIDENT Emmerson Mnangagwa has reportedly thrown under the bus his ambassador-at-large, Uebert Madzanire, alias Uebert Angel, as it emerged yesterday that he is under investigation for alleged money-laundering.

Angel, the leader of Spirit Embassy Church, was recently fingered in a yet to be released graft exposé as part of a gang that has been allegedly milking the country’s resources using their links in government and political circles.

The British-Zimbabwean televangelist was implicated in grand theft and looting by Qatar-based international news channel, Al Jazeera, in a documentary expected to be released today.

He was named alongside local gold dealer Ewan MacMillan, who is also reportedly under investigation by the Reserve Bank of Zimbabwe (RBZ) Financial Intelligence Unit (FIU).

The Al Jazeera documentary, titled Unveiling Zimbabwe’s Dark Secrets: Al Jazeera Exposes Looting, Plunder and Money Laundering, has shaken authorities as it exposes the role played by senior government officials and their cronies in the country’s endemic corruption.

The first of the four-part documentary is expected to be aired tonight on Al Jazeera.

In a letter addressed to principal officers and compliance officers of insurance companies, brokers and reinsurers dated March 21, 2023, Insurance and Pensions Commission (Ipec) chairperson Grace Muradzikwa exposed the secret government probe into Angel and MacMillan’s financil affairs.

“The Ipec is required in terms of the Money Laundering and Proceeds of Crime (MLPC) Act (Chapter 9:24) to co-ordinate with the (Reserve Bank of Zimbabwe’s) Financial Intelligence Unit (FIU) in the assessment of money-laundering and terrorist financing risks to which the country is exposed,” Muradzikwa said.

“Pursuant to the above, we are in receipt of an urgent communication from the FIU requesting all industry players to assist with information (i) on insurance products (ii) insured assets held or disposed (of) by the above individuals (Angel and MacMillan) directly or indirectly through companies or trusts during the period January 1, 2020 to March 21, 2023.

“You are, therefore, required to submit your responses within 48 hours, latest by mid-day Thursday (today). The information being requested is confidential, in terms of section 31 of the MLPC Act and, therefore, should be regarded as such.”

Early this month, RBZ governor John Mangudya hinted at the probe when reacting to the Al Jazeera exposé, saying “was I supposed to wait” to investigate money-laundering allegations, “waiting for what when the house is burning”.

In another trailer, MacMillan refers to one comrade Chiwenga — believed to be Vice-President Constantino Chiwenga — as a “dunderhead”, and says they control 90% of the Zimbabwe government.

Government information officers have reportedly been at sixes and sevens as to how to deal with the exposé.

Information and Publicity ministry secretary Ndavaningi Mangwana admitted that there was corruption in the country and claimed authorities were trying to fight graft in what was seen as an attempt to pre-empt the documentary. The country has previously been ranked as one of the most corrupt nations by anti-corruption watchdogs.

On Monday, former Finance minister Tendai Biti said the country was losing over US$2 billion every year to illicit financial flows and corruption.

“What we are losing in terms of illicit financial flows is actually more than what we are getting in terms of diaspora remittances US$1 billion, what we are getting in terms of foreign aid or overseas development assistance and what we are getting in terms of foreign investment which is around US$200 million,” Biti said in Parliament on Monday.

“The mining sector is bleeding. It is accounting for US$6/US$7 billion a year, yet billions are getting out of our country. We have got 65 minerals, but they are not benefiting our country. Most of the mining model in Zimbabwe is extractive. You come in, you loot and you get out, leaving total destruction, unemployment and so forth.”

Biti added: “We are now losing possibly US$2 billion on lithium alone. As I am talking to you right now, the price of lithium is US$80 000 a tonne. That is the new black gold and we have nothing to show for it.

“I urge that the authorities come up with legislation on illicit financial flows and push the United Nations to come up with an international convention that deals with illicit financial flows.”

Leader of the Opposition in Parliament Brian Mundubile says UPND cadres calling for the removal of ZNBC Director General Berry Lwando on regional basis would violate Article 259 of the Constitution of Zambia which demands for regional balance.

Mr. Mundubile, a PF Presidential Candidate, said UPND should focus on addressing the Dollar which is at K21, fuel at K29, ZESCO Connection Fees from K750 to K14,000, no medicine in hospitals, giving fertilizer in medas, excessive bus fares and high cost of mealie meal.

He said the Constitution of Zambia under Article 259, states clearly that those with power to appoint should take into account regional diversity.

“I want to believe that the Board of ZNBC took into account provisions of the Constitution under Article 259 when appointing Lwando and his management,” he said.

UPND aligned media platforms among then Koswe, Zambian Watchdog and Zambian Bulletin have been running syndicated propaganda to remove ZNBC employees on regional basis while a video of UPND cadres giving an ultimatum to ZNBC Board to remove Lwando and his management had heightened.

Mr. Mundubile said, there was no PF Member of the Central Committee – MCC in the ZNBC interview room as officers were picked on merit under the UPND appointed Board.

Mr. Mundubile said the UPND Administration has introduced caderism of the worst kind that were storming Ministers offices directing them to cancel contracts as the case was at Ministry of Community Development.

“The issue of caderism should not be looked at from a narrow but broader sense. Many people want to relate caderism to violence around elections but it goes beyond. In this particular sense, you have to look at the behavior of cadres towards Government officials and other individuals. We now have caderism in offices where they give themselves power which they do not have to direct Boards and Ministers. We have seen that the appointment of the Director General at Zambia National Broadcasting Corporation – ZNBC Berry Lwando and his management is being resisted by cadres,” he said.

Mr. Mundubile called on President Hakainde Hichilema to act swiftly on such matters to avoid removing government employees on the basis of their names or allegations of party loyalty.

“They are very quick to react when somebody is shouting from a police cell alleging that there is discrimination in the manner that arrests in the sugilite scandal were made. But when we see cadres going to Ministers offices and Commanding Ministers to cancel contracts there is total silence from Government,” he said.

Mr. Mundubile said it was not true that caderism had ended under the UPND administration.

“In Kitwe, on Youth Day, UPND cadres were beating up PF members and MPs that were caught up in the fracas,” he said.

Mr. Mundubile said there was violence at Chisamba Police were UPND cadres entered a service station and beat up officers, UPND cadres beat up Police officers in Kasama, District Administrative Officer – DAO was beaten by UPND cadres in her office in Kasama and a District Education Board Secretary – DEBS in Kafue District was beaten by UPND cadres.

“We want to call upon the President to look at activities in his Government and the party to ensure that he has the responsibility to see to it that cadres stay away from Government operations. This will allow officers in Government and parastatals to work freely,” he said.

Mr. Mundubile said it was surprising that President Hichilema was silent on a video which went viral regarding UPND cadres threatening to beat up anyone wearing PF regalia.

“We were expecting Police Inspector General Lemmy Kajoba to move in immediately with his officers to arrest the individuals. This is because President Hakainde Hichilema said no to violence,” he said.

Mr. Mundubile said PF Member of the Central Committee – MCC Alexander Chiteme was arrested for wearing PF regalia while visiting party structures which was not good in a democracy.

“Honourable Chiteme saw the silence from the police about beating anyone in PF regalia so he informed PF members that they were free to wear PF regalia because Zambia is a democratic country. When he was walking around to visit PF structures, he was arrested by the police,” he said.

Mr. Mundubile said it was strange to see Mr. Chiteme arrested because he was a victim in this case.

“We call on the Police IG to quickly arrest the culprit who was threatening innocent PF members in the video which went viral,” he said

It is rubbish calling for the resignation of the Auditor General, Lunte Member of Parliament Mutotwe Kafwaya has said.
His remarks come in the wake of recent calls by some sectors of society among them Transparency International Zambia that Dr Sichembe must vacate his position following his arrest by the Anti-Corruption Commission.
The PF presidential hopeful said the grounds to call for his resignation are not justifiable because the Auditor General has not committed a crime.


He said the arrest of the Auditor General was very unfortunate because it borders on allowances.
He said there is documented evidence that the legislative arm approved the allowances.
“Then they go and blow the figure in public, K1 billion . The amount is standing at K70 million, how can that be K1 billion. Allowances paid by the competent offices. If suddenly, you have decided these were illegal allowances, arrest the Auditor General and all those who got the allowances,” he said


And Hon Kafwaya has confidently stated that Zambians must forget about a credible AUDIT report if the Auditor General Dr. Dick Sichembe is forced out of his office.


He said some people want to justify the statements by some Senior UPND Members that this year’s Audit will be clean.
Hon Kafwaya said powers that be are trying to get rid of the Auditor General because they do not want to be audited for 2022.
He said this is why PS Agriculture has refused to release documents to the Auditor General.


“Once DICK is out of that office Forget about a credible Audit report. At the moment it is compromised because the current Auditor General will not get documents, Ps has refused to release the audits. They want to remove him and bring in people who will be serving UPND interest, it is about producing a report perceived to be clean. Because of this pressure, they want to get rid of the AG so that they can be perceived to be clean,” he said.

Hon Kafwaya has since called upon President Hakainde Hichilema to stop the rot and save the country’s integrity.
“Zambians must be worried of how these monies are being used. Because you will never get a clear view of what transpired during the period under review as long as you remove an Auditor who is objective and passionate about what he does and then you replace that Auditor with the person who is part of the confusion,” he said.

Man arrested over castrating other men and posting it on his eunuch-maker website

A man has appeared in court on charges that he castrated other males and posted the video on his “eunuch maker” website.

The removal of his victims’ penises and testicles is among the drastic body changes that Marius Gustavson and eight other people are accused of doing on their victims.

The group would record the operations and publish them to Gustavson’s eunuch maker website, where users would pay to view the treatments, London Magistrates Court was informed on Wednesday.

Gustavson, who is originally from Norway, is said to have been the ringleader of the wide-ranging conspiracy, which involved up to 29 offences involving extreme body modifications, the removal and trade of body parts, and the uploading of illicit videos.

The Metropolitan Police said the charges relate to 13 alleged victims.

Raids were carried out in London, Scotland and South Wales on Wednesday morning and a total of nine men later appeared in courts in central London and Wales over the alleged six-year plot, which is said to have brought in some £200,000 in income.

Gustavson, from Tottenham, north London, is charged with conspiracy to cause grievous bodily harm with intent between January 1 2016 and January 1 last year, along with five counts of causing GBH to five alleged victims.

The GBH charges include the removal of a man’s penis, the clamping of another’s testicles and freezing of a leg which required amputation.

He is further charged with acquiring or possessing criminal property, making an indecent image of a child and distributing an indecent image of a child.

The court heard Gustavson, who appeared in the dock in a wheelchair, has had his own leg, penis and nipple removed.

He appeared alongside Peter Wates, 65, from Croydon, in south London, who is charged with conspiracy to cause GBH with intent.

Wates is alleged to have been involved with nine of the 29 incidents while Romanian national Ion Ciucur, 28, who works in a hotel in Gretna Green, Scotland, is said to have been involved in two.

Ciucur, who appeared separately, faces the same count of conspiracy to cause GBH and all three men were remanded in custody ahead of their next appearance at the Old Bailey on April 19.

Three other men – David Carruthers, 60, Janus Atkin, 37, and Ashley Williams, 31 – who are all from Newport, in Gwent, South Wales, appeared at Newport Magistrates’ Court, charged with being involved in the same conspiracy.

They were granted bail and will appear at the Old Bailey on the same date for a plea hearing.

Nathan Arnold, 47, from South Kensington, west London, Damien Byrnes, 35, from Tottenham, north London, and Jacob Crimi-Appleby, 22, from Epsom, Surrey, also appeared at Westminster Magistrates’ Court on Wednesday each charged with a single offence of causing GBH with intent.

Arnold is alleged to have removed Gustavson’s nipple, Byrnes is accused of removing his penis and Crimi-Appleby is accused of freezing his leg requiring amputation.

They were each granted bail and will also appear at the Old Bailey with their co-defendants next month.

None of them have entered pleas to any of the charges.

The group is said to have been part of a society in which people willingly undergo extreme body modification.

The practice is linked to a subculture where men become ‘nullos’, short for genital nullification, by having their penis and testicles removed.

The Met said in a statement: ‘We encourage anyone who has had similar experiences to seek medical advice from their local sexual health clinic or GP.’

Organ-trafficking Nigerian politician, wife found guilty

A senior wealthy Nigerian politician, his wife and a medical “middleman” have been found guilty of an organ-trafficking plot, after they brought a 21-year-old man to the UK from Lagos.

Senator Ike Ekweremadu, 60, his wife Beatrice, 56, and Dr Obinna Obeta, 50, were convicted of conspiring to exploit the man for his kidney, in the first such case under modern slavery law

The Old Bailey heard the organ was for the couple’s daughter, Sonia, aged 25.

She was cleared of the same charge.

The victim, a street trader from Lagos, was brought to the UK last year to provide a kidney in an £80,000 private transplant at the Royal Free Hospital in London.

The prosecution said he was offered up to £7,000 and promised opportunities in the UK for helping, and that he only realised what was going on when he met doctors at the hospital.

It was alleged the defendants had tried to convince medics at the Royal Free by pretending he was the cousin of Sonia, who has a debilitating illness and remains on weekly dialysis, when they were not related.

While it is lawful to donate a kidney, it becomes criminal if there is a reward of money or other material advantage.

Royal Free consultant, Dr Peter Dupont, concluded the donor was unsuitable after learning he had no counselling or advice about the risks of surgery and lacked funds for the lifelong care he would need.

The court heard the Ekweremadus then transferred their interest to Turkey and set about finding another donor.

An investigation was launched after the young man ran away from London and slept rough for days before walking into a police station in Staines, in Surrey, crying and in distress.

Relaying his fears, he told police: “The doctor said I was too young but the man said if you do not do it here he would carry me back to Nigeria and do it there.”

Jurors heard that Sonia was studying for a masters degree at Newcastle University when she became ill in December 2019.

In 2021, her father enlisted the help of his medically-trained brother, Diwe Ekweremadu, to search for a donor, the court heard.

Diwe Ekweremadu, who remains in Nigeria, turned to a former classmate, Dr Obeta, of Southwark, south London, who recently had a private kidney transplant at the Royal Free with a Nigerian donor.

Dr Obeta then engaged with Dr Chris Agbo, of Vintage Health Group, a medical tourism company, as well as an agent to arrange a visa for the donor, the court heard.

The victim, who knew the man who had donated his kidney to Dr Obeta, was recruited from a Lagos street market where he made a few pounds a day selling phone accessories from a wheelbarrow.

Sonia, who had declined to give evidence, wept in court as she was cleared by the jury and tearfully hugged her father as he was remanded into custody with the other guilty defendants ahead of sentencing on 5 May.

Following the convictions, Chief Crown Prosecutor Joanne Jakymec described the conspiracy as a “horrific plot”.

“The convicted defendants showed utter disregard for the victim’s welfare, health and well-being and used their considerable influence to a high degree of control throughout, with the victim having limited understanding of what was really going on here,” she added.

Det Insp Esther Richardson, of the Metropolitan Police, commended the victim for his bravery in speaking against the offenders.

She added police, the Crown Prosecution Service and Human Tissue Authority teams had “worked tirelessly” on the case, which is the first time that defendants have been convicted under the Modern Slavery Act of an organ-trafficking conspiracy.

The Ekweremadus, who have an address in Willesden Green, north-west London, and Dr Obeta, from Southwark, south London, had denied the charge against them.

India’s Congress leader, Rahul Gandhi, jailed over Modi ‘thieves’ comment

In a criminal defamation lawsuit, Indian opposition leader Rahul Gandhi has been given a two-year prison term.

The Gujarat state court found Mr. Gandhi guilty for remarks he made in 2019 during an electoral rally regarding Prime Minister Narendra Modi’s last name.

He was given a 30-day bail and will appeal the conviction, so he won’t be going to jail right away.

A year before the scheduled general elections, the punishment hearing was attended by the Congress party MP.

Speaking at an election rally in Karnataka state in April 2019, ahead of the last general election, Mr Gandhi had said: “Why do all these thieves have Modi as their surname? Nirav Modi, Lalit Modi, Narendra Modi.”

Nirav Modi is a fugitive Indian diamond tycoon while Lalit Modi is a former chief of the Indian Premier League who has been banned for life by the country’s cricket board. Mr Gandhi argued that he had made the comment to highlight corruption and it was not directed against any community.

The case against him was filed on the basis of a complaint by Purnesh Modi, a lawmaker from India’s governing Bharatiya Janata Party, who said that Mr Gandhi’s comments had defamed the entire Modi community.

But some have said they are puzzled by the order.

Legal scholar Gautam Bhatia tweeted that “references to a generic class of persons” – surnames in this case – are not “actionable unless an individual can show a direct reference to themselves”.

“If a man says ‘all lawyers are thieves’, then I, as a lawyer, cannot file a case against him for defamation unless I can show its imputation aimed at me,” Mr Bhatia said.

India’s criminal defamation law is British-era legislation under which there can be a maximum prison sentence of two years, a fine or both.

Free speech advocates have often argued that the law goes against the principles of freedom and that it is is used by politicians to silence their critics.

In 2016, some top Indian politicians including Mr Gandhi filed legal pleas arguing for defamation to be decriminalised. But India’s Supreme Court upheld the validity of the law, saying that the “right to free speech cannot mean that a citizen can defame the other”.

The Congress party tweeted that Mr Gandhi would appeal and said “we will fight and win”.

Mr Gandhi has not commented publicly yet but has tweeted a quote in Hindi from India’s independence leader Mahatma Gandhi: “My religion is based on truth and non-violence. Truth is my God, and non-violence the means to get it.”

His lawyer, Kirit Panwala, told BBC Gujarati that Mr Gandhi had told the judge after the order that he had made the speech “in favour of democracy”.

He also said that their defence of Mr Gandhi was based on four points: “Firstly, Mr Gandhi is not a resident of Gujarat and so, before the complaint, an inquiry should be conducted. Secondly, there is no community named Modi. Thirdly, there is no association of people with Modi as their surname and lastly, there was no ill intention behind Mr Gandhi’s speech.”

Some have raised questions over Mr Gandhi’s status as a member of parliament after the conviction.

Defamation, by itself, cannot be a ground for disqualification in India. An MP can be disqualified from the office for offences ranging from promoting enmity, and election-related fraud. But they can also be disqualified if sentenced for two years or more for an offence.

Mr Gandhi is the scion of the Nehru-Gandhi political dynasty, which has given three prime ministers to India. His great-grandfather, Jawaharlal Nehru, was the first and longest-serving prime minister of India. His grandmother, Indira Gandhi, was the first female prime minister of the country, and his father, Rajiv Gandhi, was India’s youngest prime minister.

Their party, the Congress, governed India almost continuously – except for a few years – from independence in 1947 to 2014, when Narendra Modi’s BJP swept to power by a landslide. Since then, the Congress has become a shadow of its former self, and was routed again by the BJP in the 2019 general election.

After 60 years of parental opposition, couple finally gets married

Six decades after their parents called off their engagement, a couple of young sweethearts have finally exchanged vows.

Even though Len Allbrighton, 79, and Jeanette Steer, 78, had a very difficult time getting together, they are now more joyful than ever.

When Len was 19 and Jeanette was 18, they first met in 1963.

Len Allbrighton in 1963, during his Isle of Wight years ahead of the move to Australia.

They claimed to have fallen in love at first sight while working as student nurses at St. Mary’s Hospital in Newport, on the Island of Wight.

Soon after they first met, Len proposed to her by getting down on one knee. Nevertheless, destiny had other ideas.

After Jeanette accepted his proposal, he moved to Australia, planning to buy a plot of land and build a house for them to live in once they were married.

However, the age of consent at the time was 21, and Jeanette was three years too young.

Her mum and dad put a stop to the planned wedding, and Len received a heartbreaking letter calling off the engagement while he was living down under.

Len took this picture of Jeannette Wild, as she was then known, in Godshill on the Isle of Wight in May 1963.

Over the next 50 years, Len married a woman in Australia, had three children, divorced, and moved to Stevenage where he worked as a district nurse.

Jeanette, meanwhile, stayed on the Isle of Wight to also become a nurse, then got married to a naval officer and had two kids.

She was retired and still with her husband when Len decided to track down his old flame by travelling to Newport and looking up her address using the electoral roll in the local library.

He said: ‘I was daunted, not knowing what her reaction would be or if I would even see her.

‘I went on the off chance. It was not an easy place to find but I did.

‘I just hoped she was ok – I didn’t expect anything else.’

Len stood by her garden fence looking at the house, when Jeanette – not recognising him 52 years older and sporting a beard – asked who he was.

She said: ‘I nearly died when I realised it was him standing by my garden fence.

‘I was glad he looked me up. I thought of him a lot at the time.’

At the time, she sent her former fiance away and told her husband he was a stranger asking for directions.

But two years later, Jeanette’s husband died from cancer, and she reached back out to Len using an address he’d included on a Christmas card the year before.

Len Allbrighton in 1963, during his Isle of Wight years ahead of the move to Australia.

In 2018, she agreed to move up to Stevenage to live with him, and last year Len once again got down on one knee and asked her to marry him.

Their wedding took place on February 11, with new matching rings and their children, grandchildren and great-grandchildren to bear witness.

Jeanette said: ‘Married life is fantastic – it couldn’t be better.

‘It’s nice to have someone who treats me with respect. I like doing everything and anything with Len.’

Her new husband said: ‘We fell in love again.

‘We read poems to each other and exchanged rings – I got emotional when reading mine.

‘I was overwhelmed with my love for her.’

EDGAR Lungu played his part, he is a former head of state, says Livingstone PF youth leader Ikuka Muleta.
“We were once in government and we have learnt our lessons,” he says.
Asked if the youths in Livingstone would support Lungu when and if he decides to stage a political come back for the 2026 presidential and general elections, the Livingstone constituency youth chairperson said youths are looking forward to supporting whoever will win at the PF convention.


“As far as I know Edgar Lungu played his part and contributed to the development of our country and he is our former head of state, the father of the nation that we have as at now. The most important thing that we need as a country to develop is unity, peace and love. As youth wings we will support whoever wins at our [forth]coming convention,” Muleta said.
He said the PF youth wing was only interested in having a peaceful and developing Zambia.


“The most important thing is to see our country develop and lots of youths being employed as well as running companies,” Muleta said.
On the PF’s mobilisation, Muleta said there are a lot of strategies in place.


“As you may be aware, we were once in government and we know what governance is. We learnt our lessons. As for the UPND, people will judge the UPND how they will run their term up to 2026 since they have the mandate of five years. People will compare what PF did achieve during our term of office and what they, UPND, will achieve,” he said.


On complaints from Livingstone residents on the non-availability of member of parliament Rodney Sikumba, Muleta said, “I will leave it for the people of Livingstone to judge. As youths all we want to look at is what is affecting the well-being of the majority.”
On CDF disbursement, Muleta called for money to be disbursed on time.


“When we talk about CDF, this is March and I haven’t seen anything with regards to CDF. If money for CDF is released on time there can be changes in terms of development. So as at now some youths haven’t benefitted, if any it must be a little number of them,” said Muleta. “But my major point is that we need to get united. We have one country which is mother Zambia. Unity, peace and love.”

ABOUT THE SO-CALLED PRESIDENTIAL DELIVERY UNIT

1. Some things we can argue about while other things are inarguable. It is inarguable that President Hakainde Hichilema has the most bloated civil service in the history of Zambia since independence. Despite creating several meaningless Permanent Secretary (PS) positions at Cabinet Office and appointing PSs in addition to Directors to head Departments at Ministries such as Home Affairs, Sports, Youth & Culture, having two economic advisors at State House etcetera, he has now proceeded to create an additional layer of bureaucracy at State House, called the Presidential Delivery Unit (PDU).

2. Evidently, the President is trying to compensate his lack of management skills with having a bloated civil service. He believes, wrongly so of course, that the larger the civil service, the greater the chance that he will deliver on his basic mandate of uplifting the living standards of the Zambian people. But he is very wrong. The only way to compensate for lack of management skills in a leader is for that leader to, first of all appoint competent subordinates, and secondly allow those subordinates to operate autonomously, without interference from the incompetent leader.

3. But the case of President Hakainde Hichilema is one of double tragedy. In fact, it is one of triple tragedy. I say so because firstly it is inarguable that the President himself is incompetent and lacks even the most basic of management skills. Secondly, the President has failed to appoint competent subordinates, but has instead appointed senior civil servants on the basis of patronage to his political party; the UPND, as well as on the basis of kinsmanship. Thirdly, President Hakainde Hichilema does not believe in delegation. He believes in having his hands in every little activity that his Government is engaged in at any given time, despite his inherent incompetence.

4. This is the reason why the quality of decisions coming from Hakainde Hichilema’s Government are below par. You find a state institution such as NAPSA lending money to foreigners so that they can construct the Lusaka – Ndola road and collect toll fees for 25 years and calls it a PPP project!!! Instead of increasing the number of oil refineries so that eventually there can be one in every provincial center, he kills the only one that we have and converts it into a storage facility, there by killing all industries that depended on heavy fuels and bitumen, such as Ndola Energy Company which was an independent power producer. Instead of reducing the price of key production inputs such as fuel and electricity, he increases them substantially and then wonders why the cost of living is ever going up!!!

5. Indeed, President Hakainde Hichilema has not made a single sensible, publicly known decision, ever since he ascended to the presidency. If l believed in witchcraft, l would have thought that he has been bewitched. That someone has cast a spell on him so that he should always make bad decisions for our country. But the problem is not about witchcraft, it is about his management style, or lack thereof. The key issue is that despite being inherently incompetent, he holds a false belief that he is super competent. And since he believes that he is super-competent, he brushes off anyone around him who seeks to offer him advice. And when it becomes apparent that his decisions are not yielding fruits, he simply goes and employs more people and creates more departments such as this so-called Presidential Delivery Unit. May God have mercy on our nation. But anyway, Zambia’s future is SET ✌️✌️✌️

Lusaka, Thursday (March 23, 2023)

Leader of the Opposition in Parliament Brian Mundubile says Ministry of Information and Media, Director – Spokesperson Thabo Kawana, is mocking Zambians over his statement that President Hakainde Hichilema never promised to reduce the price of mealie – meal to K50.

Mr. Mundubile who is also PF Presidential Candidate, said the promises President Hichilema made were well documented, especially reducing the price of mealie- meal to K50, fertiliser to K250, fuel to K12, among others.

“All these are well documented and with modern technology, it is easy for people to keep this information. President Hichilema’s voice regarding his promises is actually on people’s phones. For Kawana to say the President never promised is sad and I would advise him to keep away from that issue,” he said.

Mr. Mundubile said President Hichilema should simply face Zambians to explain the challenges he could be facing with regard to the fulfillment of his promises.

“He should be free to face Zambians to tell them how he can meet the promises in future rather than sending Kawana to go and mock citizens,” he said.

Meanwhile, Mr. Mundubile said Defence Minister Ambrose Lufuma’s advice to people to produce National Registration Cards (NRCs) when buying mealie-meal in Chililabombwe District on the Copperbelt, was saddening.

Mr. Mundubile said the last time such a thing happened was in the 1980s, adding that it was the saddest moment to take Zambians 40 years back.

“The New Dawn Administration should be sincere to address Zambians on what has gone wrong,” he said.

Mr. Mundubile said Members of Parliament raised concern regarding the export of maize but Agriculture Minister Reuben Mtolo Phiri assured the nation, through Parliament, that Zambia had enough maize stocks and Government continued exporting the grain.

He said the UPND Administration should admit that they made a mistake to allow maize exports now that stocks were low, which might result in the shortage of the staple food going forward.

“There is a better way of doing this than to subject Zambians to produce identity cards before accessing the staple food,” he said.

Zambia has lots of socio-economic problems, like many other African countries but one thing that will ´ease´ the burden for the southern African country in my view, will be a truce between the current President Hakainde Hichilema and predecessor H.E Edgar Lungu (No.6 and 7) says Amb. Kenya and South Africa have shown us in contemporary history of African politics that we can ´live and let die.´

What can Zambia learn from the above in terms of love and politics?

Analysts are concerned that there is ´no love lost´ between the two political adversaries (in Zambia) almost two years after a ´peaceful power transfer´ was inked after a tightly 2021 poll that saw President H.E Lungu hand over power to President Hichilema, peacefully.

Some Zambians are scared to air their personal views because their business could apparently get affected and ´fixed´.

As peace lover, I beseech our two parents to make compromises on both sides. Deals were signed from what I overstand.

● PRESIDENT BIDEN APPROVED THE USA STRATEGY TOWARDS SUB-SAHARA AFRICA ISSUED IN AUGUST 2022. THIS IS A STRATEGY THAT FRAMES U.S. ENGAGEMENT WITH AFRICAN COUNTRIES AND SETS OUT FOUR CARDINAL OBJECTIVES THAT THE BIDEN ADMINISTRATION REGARDS AS CRUCIAL IN ITS EFFORT TO DEEPEN RELATIONS WITH THE CONTINENT.

TWO OBJECTIVES ARE IMPORTANT TO HIGHLIGHT.

OBJECTIVE NO. 1 IS “FOSTER OPPENNESS AND OPEN SOCIETIES”

UNDER THIS OBJECTIVE THE US STATES AS FOLLOWS:

“THE UNITED STATES HAS AN ABIDING INTEREST IN ENSURING THE REGION REMAINS OPEN AND ACCESSIBLE TO ALL, AND THAT GOVERNMENTS AND PUBLICS ARE ABLE TO MAKE THEIR OWN POLITICAL CHOICES, CONSISTENT WITH INTERNATIONAL OBLIGATIONS. ● FURTHER ON FEBRUARY 4, 2021, PRESIDENT BIDEN ISSUED THE PRESIDENTIAL MEMORANDUM ON ADVANCING THE HUMAN RIGHTS OF LESBIAN, GAY, BISEXUAL, TRANSGENDER, QUEER, AND INTERSEX (LGBTQI+) PERSONS AROUND THE WORLD.

THE MEMORANDUM DIRECTS ALL U.S. EXECUTIVE DEPARTMENTS, EMBASSIES AND AGENCIES ENGAGED ABROAD TO ENSURE THAT U.S. DIPLOMACY AND FOREIGN ASSISTANCE PROMOTE AND PROTECT THE HUMAN RIGHTS OF LGBTQI+ PERSONS AROUND THE WORLD.

THE STATE DEPARTMENT FURTHER ANNOUNCED THAT IT WILL ALLOW U.S. EMBASSIES AND DIPLOMATIC OUTPOSTS TO FLY THE PRIDE FLAG ON THE SAME FLAGPOLE AS THE U.S. FLAG AT THEIR EMBASSIES OR CONSULATES.

AS ALL OF YOU MAY BE AWARE THE PRIDE FLAG ALSO KNOWN AS THE RAINBOW FLAG WHICH IS A SYMBOL OF LESBIAN, GAY BISEXUAL, AND TRANSGENDER (LGBT) PRIDE AND LGBT SOCIAL MOVEMENTS.

● ON 27TH APRIL 2022, THE USA CONGRESS PASSED H.R.7311 – A CONGRESS ACT COUNTERING MALIGN RUSSIAN ACTIVITIES IN AFRICA.

THE ACT DIRECTS THE SECRETARY OF STATE TO DEVELOP AND SUBMIT TO CONGRESS A STRATEGY AND IMPLEMENTATION PLAN OUTLINING UNITED STATES EFFORTS TO COUNTER THE SO-CALLED MALIGN INFLUENCE AND ACTIVITIES OF THE RUSSIAN FEDERATION AND ITS PROXIES IN AFRICA, AND FOR OTHER PURPOSES.

THE ACT FURTHER STATES THAT THE US
(1) SHOULD REGULARLY ASSESS THE SCALE AND SCOPE OF THE RUSSIAN FEDERATION’S INFLUENCE AND ACTIVITIES IN AFRICA THAT UNDERMINE UNITED STATES OBJECTIVES AND INTERESTS; AND
(2) DETERMINE HOW—
(A) TO ADDRESS AND COUNTER SUCH INFLUENCE AND ACTIVITIES EFFECTIVELY, INCLUDING THROUGH APPROPRIATE UNITED STATES FOREIGN ASSISTANCE PROGRAMS; AND

● THE UNITED STATES VICE PRESIDENT KAMALA HARRIS WILL VISIT TANZANIA, ZAMBIA AND GHANA LATER THIS MONTH ON HER FIRST TRIP TO THE CONTINENT.

● HARRIS WILL BE THE LATEST AMONG 18 TOP AMERICAN OFFICIALS WHO HAVE VISITED THE CONTINENT SINCE JANUARY THIS YEAR.

PATRIOTIC FRONT POSITIONS ON THESE MATTERS

1. THE SUMMIT FOR DEMOCRACY VIS-À-VIS DEMOCRARCY AND GOOD GOVERNANCE IN ZAMBIA

WE HAVE EXPRESSED CONCERN THAT ZAMBIA HAS FAILED ON DELIVERING ON DEMOCRACY. EXAMPLES ARE ABOUND:
– OUR CANDIDATES ARE PREVENTED FROM TAKING PART IN ELECTIONS EITHER THROUGH LEGAL GYMNASTICS OR SIMPLY THROUGH WANTON VIOLENCE AS IN THE KABUSHI AND KWACHA CASES AND IN GWEMBE.
– OUR VOTERS ARE PREVENTED FROM PARTICIPATING IN VOTING THROUGH VIOLENCE AS WAS WITNESSED IN MWENSE AND SERENJE AND MANY OTHER PLACES
– OUR YOUTHS ARE PREVENTED FROM PARTICIPATING IN THE OBSERVANCE OF YOUTH DAY THROUGH VIOLENCE
– OUR MEMBERS OF PARLIAMENT ARE FORCED OUT OF PARLIAMENT FOR RAISING IMPORTANT NATIONAL MATTERS AS WAS THE CASE OVER THE CONSTITUTIONAL BREACH DURING THE PRESENTATION OF THE NATIONAL BUDGET.
– OUR PEOPLE ARE DRIVEN TO FAR FLUNG AREAS TO ANSWERS CHARGES FOR OFFENCES ALLEDGED TO HAVE BEEN COMMITTED WITHIN THEIR DISTRICTS OF RESIDENCE. LOOK AT HOW HOLDING ELECTIONS IS NOT FULL DEMOCRACY IN ITSELF.

– THIS GOVERNMENT IS UNDERMINING DEMOCRATIC INSTITUTIONS AS DEMONSTRATED BY ITS ACTIONS TO TRANSFER OF OVERSIGHT INSTITUTIONS SUCH AS THE ANTI-CORRUPTION COMMISSION AS GAZETTED NOTICE 1123.

– PRESIDENT HAKAINDE HICHILEMA IS INTERFERING WITH PROCUREMENT PROCESSES IN FERTILISER PURCHASES AND OTHERS AS CONFIRMED BY HIS OWN MEDIA STATEMENT…

– SIMILARLY THE RULE OF LAW IS UNDER ASSAULT AS SEEN WHERE LAW ENFORCEMENT AGENCIES HAVE BEEN TURNED INTO WEAPONS AGAINST CITIZENS AND INSTITUTIONS SUCH THE AUDITOR GENERAL’S OFFICE.

2. AFRICA’S POSITION ON USA FOREIGN POLICY IN AFRICA.

THE SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC), DURING ITS 42ND ORDINARY SUMMIT OF HEADS OF STATE AND GOVERNMENT HELD ON 17 AND 18 AUGUST AT THE PARLIAMENT BUILDING IN KINSHASA, VEHEMENTLY EXPRESSED THEIR COLLECTIVE OPPOSITION TO A PROPOSED UNITED STATES LAW ON COUNTERING RUSSIAN INFLUENCE AND ACTIVITIES IN AFRICA-THE “COUNTERING MALIGN RUSSIAN ACTIVITIES IN AFRICA ACT”.

FURTHER THE SADC EXTRAORDINARY TROIKA SUMMIT HELD IN NAMIBIA ON 31ST JANUARY 2023 ADOPTED THE DRAFT AFRICAN UNION DECLARATION AGAINST THE USA ‘COUNTERING MALIGN RUSSIAN ACTIVITIES IN AFRICA ACT’ AND URGED MEMBER STATES TO COMMUNICATE SADC’S POSITION, AND REAFFIRMED THE SADC POLICY STANCE OF NON-ALIGNMENT ON CONFLICTS OUTSIDE THE CONTINENT AND THE REGION AT MULTILATERAL FORA.

WE AS THE PATRIOTIC FRONT HAVE ADOPTED THE POSITION OF SADC AND REJECT THIS LAW THAT IS PRESCRIBING THE BILATERAL RELATIONS WITH RUSSIA.

FURTHER THE STANCE TAKEN BY THE USA FOREIGN POLICY ON AFRICA TO WRESTLE WITH CHINA OVER AFRICA IS HOSTILE POLICY.

AS DEMONSTRATED ABOVE, BOTH ZAMBIA AND SADC HAVE ALWAYS PRACTICED A NON-ALIGNED POLICY THAT WORKED WITH BOTH THE WEST AND THE EAST.

AND THE ZAMBIAN GOVERNMENT SHOULD NOT ALLOW ITSELF TO ABANDON THIS POLICY THAT HAS SERVED THE COUNTRY WELL IN THE PAST.

WE WROTE TO PRESIDENT HAKAINDE OVER THIS MATTER AND REMIDED HIM THAT ALL HIS SIX PREDECESSORS MAINTAINED THE POLICY OF NON-ALIGNMENT FOR THE GOOD OF ZAMBIA. ARE WE NOT SOVERIEGN ENOUGH TO DETERMINE WITH WHO AND HOW WE SHOULD ENGAGE? IF AMERICA AN GIVE ITSELF THE RIGHT TO PARTICIPATE IN THE DEMOCRACTIC ACTIVITIES OF AFRICA, WHAT GIVES IT THE RIGHT TO CURTAIL OTHER COUNTRIES FROM DOING THE SAME?

TO THIS END I WISH TO QUOTE WHAT JOE BIDEN SAID ABOUT AFRICA ON 5TH FEBRUARY 2021 AT THE AFICAN UNION SUMMIT:

“WE BELIEVE IN THE NATIONS OF AFRICA, IN THE CONTINET-WIDE SPIRIT OF ENTREPRENEURSHIP AND INNOVATION, AND THROUGH THE CHALLENGES AHEAD, ALTHOUGH THEY ARE GREAT, THERE IS NO DOUBT THAT OUR NATIONS, OUR PEOPLE, THE AFIRCAN UNION – WE’RE UP TO THE TASK”

INDEED AFRICANS ARE UP TO THE TASK – WE CAN DETERMINE OUR OWN DESTINY AND WE ARE MORE THAN CAPABLE OF CHOOSING FRIENDS WITHOUT BEING LECTURED TO BY AMERICA. WE DO NOT NEED AN AMERICAN LAW TO GOVERN OUR INTERNATIONAL RELATIONS.

MY FELLOW COUNTRY MEN AND WOMEN, WE WENT FUTHER TO ADVISE PRESIDENT HICHILEMA AGAINST ALLOWING THE SEETING UP OF THE AMERICAN AFRICAN COMMAND CENTRE (AFRICOM). THIS TOO FELL ON DEAF EARS AND HE WENT AHEAD AND SIGNED THE MOU WHICH HE HAS KEPT SECRET TO DATE.

WE ASKED HIM TO MAKE PUBLIC THE MOU HE ENTERED INTO WITH AMERICA ALONGSIDE THE DEMOCRATIC REPUBLIC OF CONGO ON THE EXPLOITATION OF THE CAR BATTERY VALUE CHAIN. ON THAT TOO HE HAS REMAINED TOTALLY SECRETIVE.

IS IT A WONDER THEREFORE THAT ZAMBIA, OF ALL COUNTRIES IN AFRICA HAS BEEN CHOSEN TO CO-HOST THE SECOND DEMOCRACY SUMMIT?

3. LGBTQI POSITION
WE WILL NOT ALLOW AS A PEOPLE, FOR THE USA TO IMPOSE ITS VALUES IN ZAMBIA. SINCE BOTH BILATERAL RELATIONS AND FOREIGN ASSISTANCE IS BEING TIED TO LGBTQI+RIGHTS, ZAMBIA MAY HAVE TO REVIEW ITS RELATIONSHIP WITH THE USA AS THE COUNTRY SHOULD NOT ABANDON ITS NORMS, NATIONAL VALUES, RELIGIOUS AND CULTURAL STANDING TO PLEASE THE AMERICANS.

IT IS THE DUTY OF EVERY ZAMBIAN TO DEFEND OUR CULTURAL AND CHRISTIAN VALUES WHICH ARE ENSHRINED IN OUR REPUBLICAN CONSTITUTION.

WE NOTE THAT SOME PEOPLE WHO WERE ALLEGED TO HAVE LEAD A DEMONSTRATION ON LGBTQI RIGHTS IN LUSAKA RECENTLY WERE ARRESTED AND ARE APPEARING IN COURT. IN SIMILAR VEIN WE CALL UPON PRESIDENT HAKAINDE TO INFORM THE ORGANISERS OF THE SUMMIT AS WELL AS HIS CO-HOSTS THAT LGBTQI PRACTICES IN ZAMBIA ARE AGAINST THE LAW AND SHOULD THEREFOR NOT BE PART OF THE AGENDA OF ANY PART OF THE SUMMIT.

CONCLUSION

WE WILL BE HOLDING A SERIES OF EVENTS AND ACTIVITIES TO RAISE AWARENESS OVER THIS ISSUES AND TO ENSURE THAT THE USA VICE PRESIDENT MS. KAMALA HARRIS GETS THE POSITION.
WE HAVE BEGAN TO ENGAGE OTHER STAKEHOLDERS AND OTHER INSTITUTIONS OF LIKE MIND TO FOSTER THIS POSITION.

PRESS STATEMENT BY HON. CHUSHI KASANDA, MP, MINISTER OF INFORMATION AND MEDIA AND CHIEF GOVERNMENT SPOKESPERSON ON THE DECISIONS MADE BY CABINET AT THE 5TH CABINET MEETING HELD ON MONDAY, 20TH MARCH, 2023.

The President of the Republic of Zambia, Mr. Hakainde Hichilema, called for the 5th Cabinet Meeting in the Year 2023, on Monday, 20th March, 2023, at State House, to deliberate on policy and legislative matters.

During the meeting, Cabinet made the following decisions:

1. Approved the Establishment and Formalisation of the Presidential Delivery Unit

Cabinet deliberated on the creation of a Presidential Delivery Unit within the Government system. Cabinet observed that there was need to create the Unit, as a matter of urgency, in order to help accelerate the implementation of high–priority programmes and projects that deliver lasting benefits to Zambians.
These programmes will focus on the key objectives of delivering economic and social improvements to the people of Zambia; creating a united and prosperous country with equal opportunities for all citizens; and ushering in an era of good governance and prudent economic management that will foster accelerated development across the country. Cabinet further indicated that the Presidential Delivery Unit will not take away the normal gazette functions of Government institutions but will work closely with all respective ministries, provinces, and implementation agencies to provide technical support, and on the overall, to fast-track the implementation of government programmes and projects for the good of the citizens and the nation at large.

2. Approved Bills for Publication and Introduction in Parliament

The three (3) Bills approved are as follows:

(a) The Zambia Institute of Valuation Surveyors Bill, 2023.

Cabinet approved, for publication and introduction in Parliament during the current sitting, “The Zambia Institute of Valuation Surveyors Bill, 2023.” The objectives of this Bill are to provide for the registration of valuation surveyors and regulate their practice and professional conduct; continue the existence of the Valuation Surveyors Registration Board and re-name it as the Zambia Institute of Valuation Surveyors and re-define its functions.

Further, Cabinet resolved that there is need to repeal and replace the Valuation Surveyors Act, Chapter 207 of the Laws of Zambia, so as to align the Act to the changing dynamics in the practice of valuation surveying; the changes in the property market environment valuation surveyors operate in; and to align the Act to the current trends and practices in valuation surveying activities.

(b) The Human Rights Commission Bill, 2023.

Another Bill approved, for publication and introduction in Parliament during the current sitting, is “The Human Rights Commission Bill, 2023.” The objectives of this Bill are to provide for the membership; functions; operations and financial management of the Human Rights Commission; and repeal and replace the Human Rights Commission Act of 1996.

Cabinet agreed that the current Act is inadequate in dealing with many issues, therefore, there is need to repeal and replace the Act in order to align it with the Constitution and the Emoluments Commission Act, No. 1 of 2022, and to also comply with the United Nations Paris Principles relating to the status of National Human Rights Institutions, thereby, strengthening the operations of the Human Rights Commission.

(c) The National Prosecution Authority (Amendment) Bill, 2023.

Cabinet also approved, for publication and introduction in Parliament, “The National Prosecution Authority (Amendment) Bill, 2023.” The objectives of this Bill are to amend the National Prosecution Authority Act No. 34 of 2010, so as to revise the composition of the Board and provide for its functions. The amendment of the Act will ensure diversity in the composition of the Board in line with the principles of good corporate governance.

3. Approved Policies.

During the Meeting Cabinet approved three (3) Policies as follows:

(a) Revised National Decentralisation Policy.

Cabinet approved the Revised National Decentralisation Policy and its Implementation Plan for the period 2023-2027. Cabinet is aware that Zambia developed the first National Decentralisation Policy in 2002, which was later revised in 2013, with the view to promote a decentralised and democratically elected system of governance.
However, this time around, the revision of the National Decentralisation Policy has been necessitated by the need to actualise socio-economic transformation and empowerment of communities to effectively participate in sustainable local development, especially with increased financing by Government at lower levels through the Constituency Development Fund (CDF).

Through this Policy, the Government seeks to seriously and fully devolve exclusive functions of the Local Authorities currently performed by the Central Government to the Local Authorities with matching resources. Selected concurrent national and provincial functions shall also be transferred to the district level, accompanied by appropriate resources.

(b) National Fisheries and Aquaculture Policy.

Another policy approved by Cabinet is the National Fisheries and Aquaculture Policy and its Implementation Plan. Cabinet considers the fisheries and aquaculture sector strategic to the agricultural transformation; food and nutrition security; employment creation; and a source of livelihood in various communities. As such, it is important to address the growth in the aquaculture subsector and emerging issues such as aquatic animal health, climate change and introduction and translocation of invasive species.
It is on this premise, therefore, that the National Fisheries and Aquaculture Policy has been developed so as to provide a framework to govern the fisheries and aquaculture sector in the country for economic development.

(c) The National Infrastructure Policy and its Implementation Plan.

The third policy approved by Cabinet, during the Meeting, is the National Infrastructure Policy and its Implementation Plan.

This Policy, going forward, will provide strategic direction and guidance on the development and maintenance of economic and social infrastructure in a coordinated and sustainable manner. The Policy will also contribute towards attaining a well-developed and maintained infrastructure through Public Private Partnerships (PPPs) model of financing in line with the Vision 2030, and further, facilitate the alignment of the country’s infrastructure development agenda with the Southern Africa Development Community (SADC) whose Vision recognises infrastructure as a facilitator of intra-regional trade and economic growth.

4. Approved Legislation in Principle.

Cabinet approved, in principle, two (2) legislative matters as follows:

(a) The Public Procurement (Amendment) Bill, 2023.

Cabinet approved, in principle, the introduction of a Bill in Parliament to amend the Public Procurement Act No. 8 of 2020.

It has been noticed that the current law has some weaknesses such as low participation of both local and citizen bidder due to various restrictions, multiple and unnecessary approval levels. In view of the foregoing, Cabinet has decided that the new law should address the red-tape, and limitations in oversight in order to enhance the efficiency and benefits accruing to citizens from public procurement.
It is envisaged that the proposed amendments to the legislation will bring about a more effective, efficient, citizen-friendly and transparent public procurement system. The amendments to this law will also facilitate the smooth implementation of projects under the Constituency Development Fund.

(b) National Planning and Budgeting (Amendment) Bill, 2023.

Cabinet also approved, in principle, the introduction of a Bill in Parliament to amend the National Planning and Budgeting Act No. 1 of 2020, in order to include provisions that will strengthen integration of the development planning and budgeting processes.

In 2014, Government formulated the National Planning and Budgeting Policy to promote coordination of national planning and budgeting functions and provide for the processes, procedures and institutional framework for the development, implementation, and monitoring and evaluation of development plans and budgets. Subsequently, in 2020 Parliament enacted the National Planning and Budgeting Act No. 1 of 2020, which provided for an integrated national planning and budgeting process whose objective was to strengthen accountability, oversight and participation mechanisms in the national planning and budgeting processes.

However, several concerns have been noted by stakeholders which, if left unaddressed, will limit the extent to which the intentions of the law can be achieved. Cabinet, further, is of the view that, like the Public Procurement (Amendment) Bill, 2023, the National Planning and Budgeting (Amendment) Bill, 2023, is also important when it comes to service delivery by Government using the Constituency Development Fund at Constituency and District levels.

5. Approved Hosting of the 2023 Digital Government Africa Summit

Cabinet approved the hosting of the 2023 Digital Government Africa Summit to be held from 5th to 7th September, 2023. The Summit will mainly be financially supported by the African Brains.

The Summit is designed to bring together leading international Information and Communication Technology (ICT) solution providers, investors, and ICT Ministers to meet and discuss the implementation of digital government from across Africa.

This followed a Cabinet resolution that Zambia should, as a way of promoting tourism, host as many regional and international conferences and meetings as possible.

6. Approved Appointment of Board Members for the Competition and Consumer Protection Tribunal (CCPC).

During the same Meeting Cabinet approved the appointment of a five (5) members of the Board of the Competition and Consumer Protection Tribunal in accordance with Section 67 of the Competition and Consumer Protection Act No. 24 of 2010.

The Competition and Consumer Protection Commission (CCPC) is a Statutory body under the Ministry of Commerce, Trade and Industry, established with a unique dual mandate to protect the competition process in the Zambian economy and also to protect consumers. Under the CCPC, there is the Competition Tribunal which is an independent adjudicative body established in terms of Section 67 of the Competition and Consumer Protection Act No. 24 of 2010. The function of the Board of the Tribunal is to hear any appeals made to it under the CCP Act or any other law. The Board members are vested with the responsibility, inter alia, of adjudicating on regulatory applications, making determinations, and issuing orders.

7. Noted Zambia’s improvement on the World Ranking in the 2022 Electronic Government Development Index (EGDI).
Cabinet noted Zambia’s upgraded ranking on the World Ranking in the 2022 Electronic Government Development Index (EGDI). According to the 2022 Electronic Government Survey Report, Zambia has made tremendous improvements in the EGDI from 0.4242 in 2020 to 0.5022 in 2022. Its ranking has been elevated from 148 to 131 out of the total of 193 countries. With this progress, Zambia joins the high Electronic Government Development Index (EGDI) group.

Cabinet observed that the improvement in the ranking demonstrates how the interventions by the Government of the Republic of Zambia in advancing Electronic Government are improving service provision for citizens.

8. Confirmed Zambia’s Co-hosting of the 2nd Summit for Democracy for the African Region from 29th to 30th March, 2023.

During the Meeting Cabinet also deliberated on the upcoming Second Summit for Democracy that Zambia will be co-hosting with the Government of the United States of America for the African region, to be held from 29th to 30th March, 2023 under the theme: “Free, Fair and Transparent Elections as the foundation of Democratic Governance.”

Cabinet agreed to co-host the 2nd Summit for Democracy for the African region in order to demonstrate Zambia’s unwavering commitment to strengthening democracy, promoting respect for human rights, and the rule of law as shared responsibilities, within the country and the region.

Cabinet further agreed that African countries have a lot to learn from the Summit for Democracy as it focuses on addressing the challenges that especially young democracies face, as well as utilising opportunities that exist to strengthen and build democracies around the world.
9. Approved the 2023 Voluntary National Review for The High-Level Political Forum on Sustainable Development.

Cabinet also appreciated that, as a country, Zambia will present its second Voluntary National Review (VNR) at the July, 2023, High-Level Political Forum on Sustainable Development (HLPF). The 2023 Voluntary National Review presents an opportunity for Zambia to reaffirm its commitment to the Sustainable Development Goals on the international stage and to once again demonstrate leadership on this important agenda.

The Voluntary National Reviews have the potential of strengthening the institutional mechanism for Sustainable Development Goals (SDGs) monitoring and assessing alignment with national policy processes.

I see my post on Mongu Stadium raised interest. However, on this day, we managed to persuade President Sata to launch the Shangombo District Hospital and the Nalolo Water Project.

The Mongu Stadium debaclee will requires its own article.

Overall, we helped transform Mongu and Western Province forever.

I personally lobbied for the Mongu township roads whose cost was tripple than any other township project that was being done across the country because of the sandy area and terrain.

An ultra-modern eye clinic was launched during my tenure at Lewanika General Hospital.

The Mongu-Kalabo road, had stalled due to contractual issues and there was persuasion to cancel it. I and Hon. Inonge Wina fought running battles with both Ministry of Finance and State House. Road Development Agency had to undertake a special trip and issue a comprehensive support report to put the $300million project back on tracks.

Mongu-Kalabo road was an engineering marvel and the most expensive road in Southern Africa for a 35km stretch!

Simply because the project was entirely perched on 26 bridges with the longest being 1.1km across the Zambezi river.

There were other projects such as the Sioma Bridge. In 2013 the RDA engaged China Henan International Corporation to construct the Sioma Bridge at K108.2 million, which gave birth to the road, has land-linked Western Province to Namibia, enabling traders from Nkeyema, Kaoma, Luampa and Mongu to easily travel to Namibia through Sesheke to buy goods.

This was part of the $262 million loan from the Development Bank of Southern Africa (DBSA) earmarked for the rehabilitation and upgrading of three existing roads across the country. These were Senanga – Sesheke, Kabombo – Chavuma and Kalulushi – Lufwanyama which form part of the Trans-African Highways programme route stretching from Cape Town to the DRC’s Katanga Province and onwards to Kinshasa.
We were constantly supervising these projects.

We revived the Cashew Project! Invited Ministers to visit the areas that had both rice and cashew plantations.

At our cost as a province, we invited cashew expert from Mozambique, who actually were trained in Zambia in the 80s!

The first request for the $50million AfDB funding for project was written with us. We also invited AfDB Country Director, Dr. Freddie Kwesiga(MHSRIEP) to appreciate the cashew project started in 1975. I had previosuly worked with Dr. Kwesiga persuading the AfDB to build a modern harbour at Mpulungu and help with a new ship to replace the SS Liemba launched in 1913!

We had also proposed for modern harbour equipment, cranes, warehousing and cold storage facilities for Mpulungu Harbour.

We worked very well with Rural Roads Unit and ZNS to make feeder roads passable.
The first request for dredgers in 50 years for Western and Luapula Province was pushed by us..in these areas, canalas are the feeder roads!

For the first time we took electricity, a boarding secondary school the border town of Sikongo and a tarmac road was planned to connect Kalabo to Angola after the completion of the Mongu-Kalabo was achieved.

Nine new districts were set up, new District Commissioners were appointed and we began the work to establish to budget and plan for the full establishment of the districts.

We funded new water projects in Mongu, Kaoma, and Sesheke.

All this was done with the cooperation and support of the Barotse Royal Establishment and other traditional authorities.

When we document our stay in Western Province, you will see how we comprehensively shone the development light on the province.

Kabimba, Kateka advise HH to address high cost of living

TWO opposition political leaders have observed that the UPND administration’s economic model being implemented is negatively affecting the under-privileged and have advised President Hakainde Hichilema to address the high cost of living because there is a risk that Zambians could resort to what is currently happening in South Africa and Kenya.

The Economic Front party and the New Heritage Party (NHP) have advised President Hichilema to stop thinking that those with divergent views on how best Zambia should be governed were his enemies.

Mr Wynter Kabimba, the leader of the Economic Front says one of the characteristics of a revolution in the world was spontaneity and that it would be prudent for the UPND administration to listen to the cries of citizens over the high cost of living after being promised that things would be better, cheaper and easier under President Hichilema.

Mr Kabimba said those who were raising concerns about the high cost of living, the Ndola-Lusaka dual carriageway, the breakdown in the rule of law and the political violence being perpetrated by the UPND cadres were not enemies of the State but were merely helping President Hichilema to govern the country the best way he could.

He said while the events in Kenya and South Africa could be isolated and not related, it would be folly for President Hichilema to think that what was happening in the two countries could not happen in Zambia.

And Ms Chishala Kateka, the president of the New Heritage Party says Zambians have been complaining about high cost of living from the days of MMD and the PF and that complained have continued into the UPND without getting any relief from the successive governments.

Ms Kateka said the frustrations among Zambians about the high cost of living were cumulative and that there could be a time when citizens would no longer hold on to their patience of things ever improving to their favour.

Lack of medicines in health facilities, the ever rising cost of living, decisions that seem not to be of benefit to Zambian, such as the 20,000 hectares for Kenyans, high cost of fuel, the foreign exchange rate that now seems to be in free fall and the very little money in circulation all are vexatious issue to Zambians. Not attending to these could see Zambians deciding to follow in the wake of those from other countries that took to the streets,” Ms Kateka said.

FORMER commerce, trade and industry minister Dipak Patel says more clarity is needed on how the Presidential Delivery Unit will function if government wants people to buy-in.

On Saturday President Hakainde Hichilema announced the establishment of Presidential Delivery Unit, saying it was aimed at accelerating the implementation of high priority government programmes and projects.

But in a write up, Patel said the announcement by State House on the establishment of PDU without any meaningful explanation did not help anyone.

Patel said the general public, the civil servants and the private sector were not the opposition and deserved comprehensive explanations on how the PDU, which he personally believes
is an excellent initiative, will function.

“I have learnt from my former Ministerial portfolio’s and political campaign management days that keeping the public well informed on matters of public policy is very important if one is to expect their buy-in. I have taken the time and made the effort to review the plethora of information that is available in the public domain on Presidential Delivery Units that have been established in many African, European and Asian countries. I have reviewed their successes and their failures. How and what one communicates is important.

The announcement by State House that the President has created a Presidential Delivery Unit (PDU), without any meaningful explanation does not help anyone. And to suggest, as my friend Mr Clayson Hamasaka, the Chief State House Communication Specialist did ‘that opposition will always criticise government’ misses the point; the art of communications is to the have clarity, cohesiveness and completeness,” Patel said.

“The general public, the civil servants and the private sector are not the opposition, and they deserve comprehensive explanations. This is especially true for the civil servants, who
can either make or break any reform program. Hear me now and believe me later, I have been through two economic reform programs under President Chiluba and President Mwanawasa. Dogged focus from the President, Cabinet
Ministers, Civil Servants and private sector support, and speed, are the key to success.
And for any success, all the key players must know the ‘why’, the ‘what’ and the ‘when’”.

He wondered whether the PDU would deal with rigidities which inhibit investment or policy reform which prevented the acceleration of investment.

“The statement from State House in part reads ‘President Hakainde Hichilema has
established the Presidential Delivery Unit to accelerate the implementation of high priority government programs and projects’. There is a need for further clarity. Will the PDU also deal with rigidities that inhibit investment? Will PDU deal with policy reform.

TOYOTA MARK X HITS SIX PEOPLE

TOYOTA MARK X HITS SIX PEOPLE

March 22, 2023 – Six people survived with injuries after they were hit by a motor vehicle inside the Zambia Industrial Commercial Bank Building located at Central Park near the junction of Cairo and Church roads in Lusaka.

The victims who include one male are aged between 25 and 30.

The accident happened today, March 22, 2023 around 08:00 hours at the junction of Cairo and Church roads when the driver of the Toyota Mark X registration number BAV 3497 identified as Kenneth Zulu aged 32 while driving from the Southern direction (mobile City area) lost control of the vehicle as he was joining Church road and careered off the road in the process went to hit into the building of Zambia Industrial Commercial Bank before hitting the six people who were working inside the building.

Five of the accident victims were rushed to CFB Hospital while one who sustained a fractured left leg and the driver of the Mark X were rushed to the University Teaching Hospitals.

The motor vehicle caused serious damages to the building and its office equipment. The vehicle had its bonnet, front bumper, right fender and windscreen damaged.

And unidentified woman aged between 30 and 35 died while her child aged seven survived with injuries after they were hit by a Train in Kafue District.

The accident happened on March 21, 2023 at 14:15 hours at Kafue Railway Station.

Brief facts are that the Train Operator identified as Leo Phiri aged 57 of Choma District who was operating Train number 202up from Choma to Kafue saw a woman who was with her son walking too close to the rail line. He hooted several times but the woman could not give way until she was hit together with her son.

The woman died instantly after sustaining several cuts on her body while her son was rushed to Kafue General Hospital where he is admitted. The condition is said to be stable.

The body of the deceased has been deposited in Kafue General Hospital Mortuary awaiting formal identification and postmortem.

Nadia Nakai shares last text messages with AKA, which he never got to read

Zimbabwean-South African rapper and television personality Nadia Nakai is struggling to come to terms with the tragic gunning down of her boyfriend Kiernan “AKA” Forbes over a month ago in Durban and says she has a hole in her heart that’s not healing.

AKA was shot and killed outside a restaurant in Durban on the 10th of February, alongside his long-time friend and former manager Tebello ‘Tibz’ Motsoane.

Nakai has been finding solace in tributes to her slain boyfriend using mainly Instagram and her other social media accounts.

“Sometimes I wish I never experienced your love. I wish that you were just an acquaintance and I could say “Oh Supa Mega passed away, what a loss for the game”. If I didn’t love you, maybe it would be easier to continue my life without you,” she wrote on Instagram.

“Now, because I had been loved by you, it’s just so hard. I have this hole in my heart that won’t let up. The world just doesn’t feel the same. I try to hold onto to my memories of when I was happy before you, maybe if I remember how it was before, I could be like that again.”

“But everything doesn’t feel real. I don’t know if seeing you everyday on social media is better or worse, I don’t know if reading our messages is healing or not.

“I know I need to get out my house soon, and I know the people that continue to hold me down, will be there for me, thank you, But I just feel like I’ll never be ready.

“What is my life going to look like now? time heals all, but time really takes it’s time, and I don’t know when I’ll ever be fine.”

Only last week AKA’s parents Lynn and Tony Forbes praised Nadia for loving their son and being the right person for him.

“Nadia, from the first day that I met you I knew you were right for my boy. See that smile on his dial! Thank you for loving him, he loved you truly. We love you,” wrote Tony.

“I am forever indebted to you for the way you love and respect my son to this day. You showed him what real love and respect is and you brought out the absolute best in him,” wrote Lynn.

A Nakonde truck driver is fighting for his life the district hospital after towing an alleged Tanzanian Business woman at the boarder.

According to information made available, a man identified as Enock Sichizya, 47 year old Zambian large truck driver, today around 03:30 hours found a well shaped lady in her clung dress with small popped breasts lazing around near the Zambian-Tanzania border.

He flashed his lights to check if she was alone, the light at once flashed her godly features, the man looked at the Congo dust and sexual booster drink on the dashboard and immediately became excited. He stopped the truck, luckily she was just alone.

It only took one question and the lady was already on the passengers seat claiming to be a business woman waiting for a truck from Tanzania. The man was still, his eyes were set on the yellow thighs, the tongue on the lower licking the black lip.

The lady was smiling, the truck was about to hit the pavement when the lady said watch out and brought him back to life, he held the steering and drove for minutes without saying a word.

“I need to rest, can’t we stop at any lodge and rest……..,” the lady did not even finish her statement, Enock angrily stepped on the gears and stopped at a named usual lodge.

The two walked into the lodge, Enock being a usual client made arrangements and in no time they were in the room, the aircon and neat arrangement of tables, the chairs and everything added to his appetite.

Before the match could start, the lady asked to freshen up. Minutes later, she came out covered in a white towel, this was proper food for man, Enock said in mind obviously.

Making advances, Enock was pushed with an index finger, go and freshen up too, the lady asked him smiling.

Enock rushed into the shower and continued to think about cloud nine. However, when he came out of the shower he was ready to kill but his eyes met a python at the exact position where he left the woman.

Meanwhile, rumors are that he was bitten by the python as people found a bite of a python on the third leg. His truck was gone and all the money was lost. He is currently fighting for his life at Nakonde district hospital with no chances of survival.

Allegations levelled against me by Mr. MUNIR ZULU in a video widely circulated on various communication and information platforms, have been brought to my attention. Mr. MUNIR ZULU, a Member of Parliament for Lumezi Constituency has stated in the circulating video that he was speaking as a member of the African Parliamentary Network Against Corruption (APNAC).

Mr. MUNIR ZULU alleges that I and my counterpart from infrastructure have secretly been appearing before the Anti-Corruption-Commission, from who he has demanded an update on the matter. He also asserts that I have received pecuniary benefit through a bank transfer from a source he has not named. I take great exception to this but assure the nation again that I have not received any such payment either through bank accounts connected to me, directly in cash or in any other illegitimate manner.

I also assure the nation that I have NOT been summoned, NOT been interviewed as a suspect, and NOT been questioned by the Anti-Corruption-Commission or any law enforcement agency in any corruption case. I will seek appropriate statutory remedies for the injury caused to my character by Mr. MUNIR ZULU.

As Minister of Finance and National Planning, I am a public official running a public office. In the course of my duties, my office remains accessible to various stakeholders both within the public sector and outside. It is important to note that law enforcement agencies, in the course of their duties, are free to invite any public official or otherwise to assist with information in an ongoing or planned investigation. They should not be deterred from doing that if it helps in establishing facts in a matter that they are pursuing.

I take this opportunity to assure the public and stakeholders that in the course of implementing our economic transformation programme and helping to better the lives of Zambians, the Government will remain committed to transparency, accountability and the rule of law, now and in future. We have noted with concern, some schemes aimed at deterring us from focussing on sustaining the progress made in repairing the economy, bettering the lives of our citizens, and improving the country’s standing in the international community and strengthening cooperation with all stakeholders, local and foreign. SOME CONCERNS ABOUT THE COMING INDENI CHEAP DIESEL

While every effort to bring down the prices of fuel deserves support, we feel the announcement by the Minister of Energy that diesel prices will drop following the dismantling of Tazama pipeline stock, which Indeni is now processing, raises a number of concerns:

1. Is it being assumed that Indeni production will meet total country demand and therefore become a single reference price point?

2. Will Indeni’s currently installed processing capacity meet total country demand?

3. Where does this leave the public sector oil marketing companies (OMCs), and what price will they sell given that their price reference point is a spot price, which is likely to be higher than Indeni’s price? How will these two different prices be reconciled to arrive at a national uniform pump price, which is currently in place?

4. Fast forward, after processing the initial commingled product, which has now been flushed out of the pipeline, it is expected that the finished product will now be pumped. Can we conclude that this Indeni processing is a one-off affair?

5. If diesel is the finished product to be pumped through the Tazama pipeline, does it mean they supply enough to meet total country demand, and will the same be availed to OMCs, as we assume they will have to buy the diesel from Indeni?

6. A potential huge price differential is likely to arise between diesel and other products – petrol, kerosene, heavy fuel oil etc – as these will have to be imported on spot price. What are the consequences of this?

8. Or shall we assume that Indeni imports via the pipeline are interchangeable, and both diesel and petrol will be imported by Indeni as an oil marketing company and national demand will be met?

9. Should this not be the case in 8 above, how will products imported by OMCs be priced?

10. Has the government abandoned the policy of allowing OMCs to import fuel and only play an oversight role via ERB, or are we moving to Indeni being a sole importer and selling locally to OMCs at lower prices given the anticipated transportation efficiencies occasioned by using the Tazama pipeline?

We need clarity on this matter so that citizens are aware of the impact.

And by the way, we have spoken to someone at Indeni who has confirmed that a group of production workers have been given two-month contracts to process the commingled feedstock, which was stuck in the pipeline. So the current processing is a temporary measure after which finished products will be imported.

THE Monze Town Council has revealed that the local authority made a misplaced entry on its creditors’ ledger that showed as if Nyamba Community School of Hamangaba Ward had received some materials which they had not infact purchased.

Council Public Relations Officer Kanchele Kanchele explains to Byta FM News that the error is as a result of a misplaced entry in the ledger which indicated that the school had used their money.

He says the anomaly was rectified by correctly debiting the money to Choongo Secondary School whose committee collected the materials, and that Nyamba Community School’s creditors ledger remains intact.

According to basic Accounting information, a creditor’s ledger details the outstanding amount that an organization owes (payable to) its vendors or suppliers, complete with all the balance and account information.

The risks of inaccurate financial entries can include bad operational decisions and reputational damage.

Kanchele (in pink shirt) says this was nothing more than an error in the recording process, assuring the people of Hamangaba Ward that their money is safe.

He notes that both schools are located in Bweengwa Constituency and as such fall under the same Constituency Development Fund – CDF account.

Nyamba Community School Parent Teacher Committee – PTC Chairperson Obbie Hazemba (with bag belt across the chest) who was called to the office on Wednesday urged officers to be clear when explaining such mistakes to stakeholders.

He says the misunderstanding was caused by the relevant officers who did not provide timely answers to his query after he discovered that money was missing on the ledger.

Meanwhile, Choongo Primary School’s Contractor, Fit Bubala confirmed receiving the said materials at Choongo Secondary School.

Earlier, The Parent Teacher Committee – PTC at Nyamba Community School were demanding for answers as to where an K11, 785 that was part of their Constituency Development Fund – CDF allocation was taken.

PTC Chairperson Hazemba had said that he was shocked to be informed that his school had spent the money on building materials which they had not ordered or collected.

CHIPATA RESIDENTS CONDEMN DAVID KAUNDA STADIUM REHABILITATION WORKS

CHIPATA residents have taken to social media to express their dissatisfaction with the quality of works exhibited on the rehabilitation of David Kaunda stadium.

The residents who have taken to Facebook their displeasure, feel the work done does not equate to the allocated funds.

Some posts were made individually while others came as comments on popular local pages including “I Love Chipata City” and “Mpaka Litente”.

Others tagged President Hakainde Hichilema’s Facebook page to attract his attention to the matter.

Some of the posts and comments read “$300,000 was spent to paint DK Stadium,” “Ba FAZ we want answers on DK Stadium, is that the only work USD 300,000 can do? “That is daylight robbery,” and “The boss must be investigated,” among others.

However, the Football Association of Zambia (FAZ) has dispelled the claims.

Speaking in an interview with the Zambia News and Information Services (ZANIS), FAZ President Andrew Kamanga said the Association did not handle funds for the stadium projects.

Mr. Kamanga disclosed that the Federation of International Football Associations (FIFA), paid the money directly to the contractors upon certification and also monitored the works together with FAZ.

“We pride ourselves as an Executive on integrity, accountability and transparency,” the FAZ President noted.

He however said any official who could be found wanting would be subjected to lay down processes by both FAZ and FIFA.

“All those officials who may be found wanting on account of not having done what they should have done in respect to these projects, will be subjected to internal processes. So be assured that nothing unpleasant will be ignored,” he said.
