MEMORANDUM OF DEMAND TO RELEASE INFORMATION ON AFRICOM AND EV BATTERY VALUE CHAIN

As members of the opposition in Zambia, we have come to your Embassy to deliver a memorandum of demand to release the following information Memoranda of Understanding:

The Electric Battery Supply Chain
We have noted with deep concerns that a Memorandum of Understanding was signed on 14th December 2022 in Washington DC among the United States with the Democratic Republic of Congo and Zambia to develop an electric battery supply chain.

The terms and conditions of this MoU have not been made available to the Zambian public who are the major stakeholders and owners of the minerals in question. Therefore, the non-disclosure of the details of the content of the MoU raises genuine concerns that this agreement may not be in the interest of the country. In fact, it may actually be an existential threat to the economic interest and sovereignty of the country.

USA Africa Command (AFRICOM)
On April 25, 2022, the USA government announced that the USA Africa Command, one of the eleven combatant units of the US defence forces, will open an Office of Security Cooperation at the USA Embassy in Zambia.

AFRICOM Brig. Gen. Peter Bailey, deputy director for Strategy, Engagement, and Programs, made the announcement in Lusaka, Zambia after a meeting with Zambia’s President, Hakainde Hichilema.

This Agreement stands against the position of both SADC and the Africa Union and has the potential to cause instability to the peace and security of the region.

IMF Staff-Level Agreement
On 6th December 2021, the IMF team reached a staff-level agreement with the Zambian authorities on a new arrangement under the Extended Credit Facility (ECF) for 2022-2025.

This provided a financial bail-out package of $1.3 billion to the country over a period of 3 years.

The IMF Agreement has provided for removal of subsidies on fuel, on agriculture and on electricity which have already had the knock on effect of increasing the cost of living in Zambia beyond the means of an ordinary citizen.

The effect of what was signed in the IMF deal has been seen through the removal of the subsidies. We are therefore concerned that what is contained and still unknown may be even more harmful than what is being experienced so far with dire effects to the well-being of our society, especially the poor and most vulnerable.

At the Africa Leaders Summit held last week, the USA announced plans of $55 billion in funding for Africa over the next three years. An additional US$21 billion loan, would go to the International Monetary Fund to provide financing for low- and middle-income countries to help with Africa’s climate and post-pandemic economic recovery efforts.

It is against this background that we request that there is full disclosure to the loan to the IMF to benefit Africa.

We recognise that the USA Government, under their own various laws, provide for release of public information held by departments, officials and agencies.

To this effect we make the following demands. The release of:-

1. The Memorandum of Understanding signed on 14th December 2022 relating to development of an electric battery supply chain to the exclusion of an open market.

2. The Memorandum of Understanding and Security of Cooperation Agreement relating to the establishment of the US AFRICOM presence in Zambia.

3. The IMF Staff-level Agreement signed between Zambia and the IMF.

Your assistance in this regard will be greatly appreciated.

China deserves an apology,Kambwili tells HH

IT’S not wrong for you to tender an apology for the inconvenience caused to the Government of the People’s Republic of China, Kambwili has told President Hakainde Hichilema.


Kambwili, in a Facebook video on Sunday, said it was now over 96 hours since US Senate foreign relations committee ranking member senator Jim Risch announced that “President Hichilema is working hard to curb China’s malign and predatory influence in Zambia”.
He noted that there has been no statement of clarification from the Zambian government or President Hichilema himself.
“Country men and women, Zambia will not be used as a pawn to fight other people’s battles. The commercial fight between the US and China must be left to the Americans and the Chinese but Zambia must not be brought in the picture that we are either siding with China or US. We enjoy a cordial relationship with the American people and its government. We also enjoy a cordial relationship between Zambia and the People’s Republic of China,” Kambwili said. “This statement has a potential to destroy our relationship with China which has done so much for Zambia just as much as the Americans have done so much for Zambia. Today the Americans are almost single handendly funding our fight against HIV and also drugs related to the fight against HIV. We appreciate them for that but for a senator to say that our President ‘is working hard to curb China’s malign and predatory influence in Zambia’ is a very serious indignation which dents the relationship between Zambian and China.”


Kambwili also alluded to the debt restructuring programme, where China represents the biggest stake in the negtotiations.
“As we stand today the government is negotiating a debt relief or debt restructuring deal and the major player in this debt restructuring is China which is owed in excess of $6 billion out of the debt that Zambia owes other debtors. Now imagine a situation where China says we are pulling out from this debt restructuring because we have been described as a predator or we are having a predatory influence in Zambia, where will it leave the restructuring programme that Zambia, the IMF and China have embarked on?” he wondered. “My heart bleeds and it is with a heavy heart that I ask the President to tell us whether indeed these words were used in the interaction with Jim Risch. China deserves an apology. They do not deserve this description. Our relationship with China is not predatory but mutual, of respect and mutual understanding. It is therefore imperative that the President, I plead with you, clear the air and even if was not said, as long as you had a meeting with Jim Risch, please it is not wrong for you to tender an apology for the inconvenience caused to the Government of the People’s Republic of China through this statement.”


Kambwili said he was treating the matter as an allegation that called for a response from the President.
“This relation is beyond the tenure of office of President Hakainde Hichilema. It is beyond the tenure of office of the UPND government. I beg you Mr President this statement cannot go unchallenged 96 hours after it went viral,” he said. “Let me also render an apology, if these words were indeed said by Jim Risch or our President, please accept our apology. We remain committed to the friendship that exists between China and Zambia.”


Kambwili challenged the government to clear the air on Risch’s tweet.
“This issue can only be cleared by three institutions. The Ministry of Information, the department of press at State House or the President himself. I treat it as mere allegation but it is a matter that needs clarity,” he said.


“We request that you complain officially to His Excellency the President of the United States of America against Jim Risch for casting aspersions on the relationship between Zambia and China and ask that Jim Risch apologises and withdraws the tweet if at all he tweeted,” he urged. “Ask that senetor Risch apologises and withdraws the tweet if indeed he tweeted. If you did also tweet these words in your interaction we also request that you also apologise to the People’s Republic of China and also to the Zambians because what was said if it was said does not represent the feelings and the views of Zambia in as far as the relationship between China and Zambia is concerned.”
Kamwbwili said China and Zambia’s relations were not predatory.


“The relationship with China and Zambia has been that of mutual trust and respect and it has been a win-win situation. Mr President, it is 96 hours since this tweet went viral on the 15th [of December]. From 15th, 16th , 17th today is 18th. It is 96 hours. We have not heard any clarification from the chief government spokesperson. We have not heard any clarification from the presidential spokersperson. We have not heard clarifications from the President himself over this matter which is very important and has a potential to destroy the relationship that Zambia enjoys with China. It is against this background that your Excellency I am worried as a citizen of Zambia that there has been no statement from the government, from yourself Mr President or indeed your spokesperson to dispel these assertions,” said Kambwili.

“In the absence of a clarification from the President’s office, right thinking Zambians and China are at sea. We need an explanation, has Zambia abandoned China for Uncle Sam or not? No one is talking.” Amb. Anthony Mukwita

Ambassador Anthony Mukwita has advised the government of President Hakainde Hichilema to engage China as a matter of urgency and explain the diplomatic hic hup recently caused by the United States senate committee for international relations that claimed that Zambia will now only deal with America and not China.

Ambassador Mukwita made the call on a live television interview with the widely followed Diamond TV available on DSTV and Facebook hosted by Andrew Mwansa where he also called on the government to categorically state where they stand on ´Zambia, China and the United States relations.´

“We saw a twit by a ranking member of the US senator Mr Jim Risch stating as a fact that he had discussions with our President Mr Hakainde Hichilema regarding China and that Zambia will now deal with the United States and not China which was undiplomatic in the absence of a statement from Zambia,” Ambassador Mukwita said, “in the absence of a clarification from the President’s office, right thinking Zambians and China are at sea. We need an explanation, has Zambia abandoned China for Uncle Sam or not? No one is talking.”

Mr Mukwita, the former Ambassador of Zambia to the Federal Republic of Germany, published author and academician expressed concern that Zambia was getting entangled in a ´Thucydides Trap´ of a geopolitical war between China and the United States where Zambia would never win.

He gave an example of the stupendous amount of money the United States is spending supporting the war between Ukraine and Russia raging for ten months now where the United States has burnt US$19 billion already for Ukraine alone when Zambia has a US$15 billion foreign debt.

On the same programme, the Ambassador who is also an award-winning World Bank Investigative Journalism award winner said the only time Zambia will cease being foreign powers in geopolitics is when it becomes economically independent.
“It is sad that with all our copper and cobalt and arable land we still remain power and sway to the whims of foreign powers,” Ambassador Mukwita said.

He has written another book on the rise of China in Africa which is expected o be o the shelves and Amazon in January 2023, giving a critical look at Zambia´s relations with China and the United States as it relates to ordinary Zambians.

Ambassador Mukwita also expressed concern that it took President Hichilema about ten months to engage China, Zambia´s single largest creditor (Zambia owes China US$6 billion) while he openly shook hands with the west.

Republican Vice President W.K Mutale Nalumango says there is need to come up with a law aimed at punishing people who buy from the streets as this endangers the well-being of both the sellers and buyers.

Ms Nalumango says street vending has continued to be a menace especially in busy municipalities and cities. She says this is because streets are not meant for vending due to, among other factors, the absence of sanitation facilities.

Speaking this afternoon in the CBD during the handover of the refurbished Lusaka’s City Market that was gutted by fire in 2017,Ms Nalumango said people who buy from the streets are the ones who are encouraging street vending hence the need to come up with a law that acts as a deterrence to this behaviour.

“Garry Nkombo mwana tipange lamulo (let us come up with a law) aimed at punishing those buying from the streets instead of the markets”.

And Ms Nalumango said political cadres including those from the UPND are equally free to trade in markets but the New Dawn Government won’t allow them to harass traders in the name of the party. Ms Nalumango said much as the cadres campaigned for the UPND, Zambians are more than the cadres themselves hence the need to coexist and work together.

The Vice President was accompanied by Minister of Local Government and Rural Development Honourable Gary Nkombo, Her Worship the Mayor of the City of Lusaka Ms. Chilando Chitangala, DMMU National Coordinator Dr Gabriel Pollen and other government officials.

I hear some of you saying that Africans are playing in the national teams of countries in other continents, because our system is corrupt, not based on meritocracy.

That if Mbappé Kyllian, for example, was in Cameroon, he couldn’t have been selected to play and may not have had the training which sharpened his talent. You approve Mbappé for giving glory to another country instead of the land of his ancestors. Of course you are all very right about that, our system is far from perfect.

Interestingly, those supporting Kyllian Mbappé, are the same people who accuse Yannick Noah for becoming an international tennis champion under France instead of Cameroon.

If Cameroon is corrupt then France is the corrupter. We did not go for their players, they used financial influence to enslave our compatriots. There is more meritocracy in Cameroon than in France. The Cameroon national team which played the Qatar world cup was made up of 26 Cameroonians. Meanwhile, the French national team which got to the finals of the Qatar world cup, was a mixture of players from Africa and other parts of the world. By hiring foreigners to play in the French team, France deprived its bonafide citizens from defending their fatherland themselves. If France built its national team based on meritocracy, there couldn’t have been any African in that squad. And this is clear prove that France is corrupt, cannot achieve anything on their own without corrupting and incorporating citizens of poorer countries, especially Africans.

Africa is corrupt, because our leaders studied in Europe and America. Even those Africans who passed through the best universities abroad, are corrupt, because that is what the West taught them. That’s why African leaders converge overseas from time to time, to pay allegiance to their corrupt mentors, who seasoned them on corrupt leadership. A thing you will never see happening in Africa, European or American leaders don’t assemble in African countries for meetings!

I wish to challenge you, that African who keeps stigmatising our continent with vices, to give me the synonym of favouritism, bribery and corruption in your native language. In order words, are there words in any African mother tongue whose meanings are similar to favouritism, bribery and corruption? Our people learnt these malpractices from abroad, those concepts are vocabularies from the West and part of their culture. Our leaders only learnt that from them and can never be more corrupt than their teachers!

All these boil down to one thing, namely: that we Africans should believe in ourselves and in our continent. It isn’t dignifying for Africans to continue to hand themselves into modern day slavery, because we are made to believe that our continent is most corrupt, so we must go where there is more money. You can never see French citizens begging to play for Cameroon, because their places in the French national team have been given to Africans. Don’t even dare to think that Europeans cannot play in African teams because we lack money! If African countries can pay foreign coaches from France, Portugal, Russia and other European countries, their players cannot be more than us to hire. So why can we not also accept our fate in our countries and stay put with those potentials needed to move Africa forward?

It’s time for Africa to take over the world and lead it, we got what it takes, we can do it!

FAZ unveils new Chipolopolo coach Avram Grant

Former Chelsea and West Ham United FC coach Avram Grant has been unveiled as the new Chipolopolo head coach for a two-year deal with an option for an extension.

Grant is an experienced Israeli coach who previously coached the Israel national team for four years.

He has spent the majority of his coaching career in Israel, where he has led various teams to numerous league and cup championships.

Grant moved to England in 2006 to work as Portsmouth’s technical director before being appointed director of football at Chelsea FC in July 2007, where he later took over as manager two months later, in September 2007, following the departure of José Mourinho.


His contract with the Blues was terminated at the end of the season despite leading the team to the Champions League and League Cup finals, as well as competing for the Premier League title until the last match day.

In October 2009, Grant returned to Portsmouth as director of football. The following month, he was appointed manager after the team was demoted to the English Championship.

He left and was hired as West Ham United’s manager in June 2010 and served in that capacity until May 2011, when he was sacked after the team was relegated from the topflight.

He was named coach of the Ghanaian national football team in 2014 after spending a season as the manager of Partizan Belgrade and one season as the technical director for Thai side BEC Tero Sasana.

He led Ghana to the 2017 Africa Cup of Nations semifinals before resigning from his role.

He now takes over the Chipolopolo coaching role, which fell vacant after his predecessor, Aljosa Asanovic, resigned due to alleged non-payment of salary arrears.

Speaking after the official unveiling, Grant said he received many offers but chose Zambia because he sees potential in the talents that Zambia has at its disposal.

“I love the pressure, it’s what makes the game beautiful,” he said. “I will be clocking 50 years in my coaching career, and I understand what it means to play under pressure.” “There has always been pressure everywhere I have coached.”

“Yes, I received other offers, but I was looking for the right challenge, and I chose Zambia because I have seen so much potential, and I thank the football association of Zambia for choosing me.” I came here because of the challenge and I look forward to ”

HH IS RIGHT, PF HAVE NO SHAME

IT is extremely perplexing that those who sank Zambia’s economy are the ones making the loudest noise in the country. Where has their sense of shame gone? PF keep quiet while the UPND sort out your mess.

The economy was destroyed by you PF over a period of 10 years. You expect HH to mend it in 1 year? Be fair, realistic, reasonable and sensible.

Development is not an incident; it is a process. It happens over a period of time. It takes even longer if damage has to be repaired first before it takes off.

You the PF left the economy recessing at negative 2.8% but today HH has achieved positive economic growth of positive 5% and it is getting even better. Negative economic growth meant the country was not only growing but dwindling or decelerating -it was in reverse gear. This is the mess HH is referring to.

You looted the country of billions of US Dollars leaving Government coffers empty. You collapsed the economy. HH and UPND inherited empty coffers but successfully turned the economy around within months and you have guts to demean. What has happened to your sense of shame? Truly, you have no shame; not even a bit of it.

As at August, 2021, Zambia’s inflation was at 26.5% but today it is at single-digit 9.7%. That was clearly poor performance by ECL and what the country is witnessing today is good performance by HH. Fact.

Learn to be objective and give credit where it is due. HH is competent. He is what Zambia was lacking before August, 2021.

Bally and UPND do have a workable developmental plan contrary to PF negative assertions and daily political noise. The problem is that the PF are refusing to listen in their practice of shameless politics.

HH is doing everything possible to clean your filth and improve livelihoods for all Zambians but you choose to discourage in the name of opposition. What a shame!

Be patriotic as the name of your party entails. Love Zambia as opposed to ever spreading propaganda against the country. Wish the President well. Support the noble cause. You cannot continue to be a shameless political grouping whose priority is to discourage those working tirelessly towards creating a better Zambia for all.

When we remind you that the nation is where it is today because of your mess, you say we are playing a blame game. No one is doing blame game. You caused the mess. Period.

The country is lucky to have a great leader in President Hakainde Hichilema who is even able to address the Press like we saw yesterday. Lungu never held such press briefings. He opted to keep quiet knowing very well that he was destroying the country in the background and could not thus provide answers to many questions Zambians would pose. Let us take gassing as an example; Lungu kept quiet during that dark period, yet Zambians needed leadership, hope -answers. Is that blame game? Gather some shame.

Despite work after work and more work by HH, the PF pretend not to see any progress in the country but the fruits of HH’s labour are there for all to see: increased CDF, free education, mass recruitment of public workers, vigorous fight against corruption, eradication of cadreism, restoration of rule of law, reintroduction of student meal allowances, among other numerous achievements. Be positive ba PF.

You can continue making the loudest noise if that is what has now remained of PF after losing state power but know that listening to the President yesterday gave the nation a sense of relief and reassurance that, indeed, the driver is competent: one who knows the road will always be long and bumpy but who also knows the highway code, the vehicle he is driving and most importantly, the kind of passengers on board. Undoubtedly, he has a rare clarity of mind about the difficult job at hand and how it should be accomplished.

You the PF must introspect. Your lack of shame is appalling. You caused the mess, so keep quiet and let UPND under the able leadership of President Hakainde Hichilema clean it undisturbed in the best interest of the country.

Relief as family finds missing suicidal doctor

THE family of a young Lusaka-based jobless doctor who disappeared on Friday morning after leaving behind two suicide notes is breathing a sigh of relief after finding him alive on Tuesday.

In the suicide notes, Ozzyman Zulu, who has been volunteering his professional services to Levy Mwanawasa University Teaching Hospital, University Teaching Hospital and at times Chipata Clinic explained that his unfulfilled ambitions plus a mountain of debt had driven him to the brink of self-inflicted death.

According to those close to him, the 31-year old former Chizongwe Technical School pupil had been duped by unscrupulous UPND cadres.

The ruling party cadres asked him to pay them money so they could facilitate for his recruitment in the the health sector.

With no source of income at the time, Dr Zulu turned to shrewd shylocks for help promising to pay back once he was employed.

But as fate would have it, Dr Zulu’s name was not amongst the more than 11 thousand health workers employed by government last June.

This left the young medic not only depressed but also with a huge debt to pay back.

Dr Zulu whom family members described as a calm and caring person explained that he could no longer stand the embarrassment.

“My ambition has killed me, I was crooked (conned) and in the end I made wrong choices,” Dr Zulu wrote in part.

“I have burnt all my papers, some of them have been thrown away. I don’t think you will find my body coz (because) its deep in the bush,” read part of the note.

Dr Zulu left his house his in Garden Compound on Friday morning where he stayed with friends yesterday morning and has not been seen since.

Soon after discovering the notes, his Dr Zulu’s family launched frantic efforts which included an appeal to the public through #Kalemba to find him.

He was eventually found in Lusaka, he had been wandering around the Central Business District clad in a hoody to avoid recognition.

According to his uncle, Titus Zulu, the young medic is weak and currently undergoing treatment.

The uncle thanked everyone who everyone who made an effort in locating Dr Zulu.

Further, the uncle pleaded with all those that Dr Zulu owes to give him time to recover and also allow the family to establish how much debts he has.

PRESIDENT HICHILEMA ON COURSE IN RESTORING THE CIVIL SERVICE TO PROFESSIONAL STANDARDS

Socialist party president Fred M’membe’s falshood that President Hakainde Hichilema isn’t improving govenment can never go unchallenged. Mr M’membe in his usual hobbies of lies alleges that the current civil service is not professional, yes it may be unprofessional because the civil service was highly abused by those who held power before the August 12, 2021 General Election.

If not of his usual lies, Mr M’membe knows too well that previously, the civil service was not constituted on merit but on patronage. Many qualified civil servants were marginalised based on this aspect and indeed many more.

While in opposition, President Hichilema promised to do things differently if elected and true to his word, he embarked on creating a professional civil service that delivers to the Zambian people. After a very long time, we now have a cabinet that is representative of Zambia’s ten provinces, areas that didn’t vote for the UPND are well represented signifying a united Zambia.

Furthermore, It is President Hichilema who directed that a committee be established to review appeals from former public workers who were retired in national interest by the previous regime based on baseless accusations.

In the history of this country, we have witnessed massive civil service recruitments that are transparent. Previously, civil service recruitment was based on one’s political affiliation or paying “ka something” to those entrusted with the recruitment process.

Mr M’membe should swallow his pride and commend the government for working towards making the civil service professional, a situation that has seen even his close relatives and party members get jobs in public institutions.

It is not a secret that the civil service was riddled with highly incompetent political cadres. Those undoubtedly messed up the service and need to be flashed out. It is also not a secret that the civil service was not a reflection of the diversity of our country. Mr M’membe should appreciate the efforts being made to balance it, of course with competent officers.

President Hakainde Hichilema has called on traditional leaders to get involved in the governance of the country as they are important stakeholders in the development process.

President Hichilema says Traditional leaders have a crucial role to play in the governance of the country owing to their authority and proximity to the people and their primary mandate to preserve customs and traditions.

Speaking today in Chongwe district when he paid courtesy calls on Chieftainess Nkomenshya Mukamambo II and Chief Bunda Bunda, President Hichilema said traditional leaders are important in the country’s developmental agenda hence his call for them to participate in governance issues of the country.

“I am glad to share government’s developmental programmes and I call upon you, your royal highnesses to fully get involved in the governance of our country,” he said.

The President also took time to interact with our citizens in the trading places of Chongwe district to appreciate their environment and how the government can improve their welfare.

President Hichilema was in Chongwe district to officiate at the Zambia National Service (ZNS) Golden Jubilee celebrations in Lusaka’s Chongwe District under the theme “Celebrating 50 Years of Rendering Unbroken Service and Fostering Development to Our Motherland Zambia”.

In accordance with the law, Mongu Municipal Council on Wednesday met to discuss and finally approved the 2023 budget.

Some of the notable among other project’s in the 2023 Council budget are as follows:

K950,000 has been put aside for installation and maintenance of street lights;

K720,000 for installation of traffic lights;

K513,963 for construction of truck park;

K178,290 for maintenance of town ships roads;

K764,960 for waste collection.

The proposed budget will now be forwarded to the Ministry of Local Government.

President Joe Biden has told President Volodymyr Zelensky the US will stick by Ukraine “for as long as it takes” in its war with Russia.

“You will never stand alone,” Mr Biden told Mr Zelensky as he visited the White House on his first overseas trip since the Russian invasion began.

Mr Biden confirmed a new package of more than $2bn (£1.7bn) in assistance for Ukraine and promised another $45bn.

Mr Zelensky expressed his gratitude for Washington’s backing.

At Wednesday’s joint news conference, Mr Biden told reporters he was “not at all worried” about holding the international coalition together.

Amid concerns that some allies may be feeling the strain of the conflict’s cost and disruption to global food and energy supplies, the US president said he felt “very good” about the solidarity of support for Ukraine.

Mr Biden said Russian President Vladimir Putin had “no intention of stopping this cruel war”.

As Ukraine’s most important ally, the US has already committed $50bn (£41bn) of humanitarian, financial and security assistance – far more than any other country.

Mr Zelensky – wearing his trademark combat-green sweatshirt and boots – expressed hope that Congress would pass the extra $45bn in aid to Ukraine to “help us to defend our values, values and independence”.

Republicans – who will take control of the House of Representatives in January – have warned they will not write a “blank cheque” for Ukraine.

But Mr Zelensky, who travelled on a US Air Force jet from the Polish city of Rzeszow, said that “regardless of changes in the Congress”, he believed there would be bipartisan support for his country.

After the White House meeting, the 44-year-old Ukrainian president gave an address to a joint session of Congress, where he was welcomed with a standing ovation.

He told US lawmakers his country was still standing “against all odds” and predicted “a turning point” in the conflict next year.

While vowing Ukraine would never surrender, he said it needed more weaponry.

“We have artillery, yes, thank you,” he told his audience. “Is it enough? Honestly, not really.”

“For the Russian army to completely pull out, more cannon and shells are needed,” he added.

Concluding his speech, Mr Zelensky presented Congress with a battle flag signed by the defenders of Bakhmut, a frontline city in the east of Ukraine that he visited on the eve of his Washington trip.

The package of security assistance announced by Washington on Wednesday includes a new Patriot missile system, which is expected to help Ukraine protect its cities from missiles and drones that Russia has fired at critical facilities.

A rare moment of levity arose in Wednesday’s news conference as Mr Zelensky, a former comedian, answered reporters’ questions.

As was with previous press conferences of President HH, no one was fired. In KK days once state house announced that there would be a press conference next day; entire nation would get a signal that some Minister is about to be fired and guaranteed it always happened.

It’s 17 months after assuming power and our President has fired no Minister. Either they are all doing exceptionally fine or there is no better MP (UPND) to replace the badly performing ones.

Need I mention that the only signal that one has assumed power is when they control the weapons of disciplining erring citizens that break the law. This is why that signal of assuming tools of disciplining people namely guns is well publicized at the Heroes stadium Presidential inauguration ceremony. A reminder to all citizens of the new man discipline master.

It therefore goes without saying that firing underperforming Ministers is one of the cardinal functions of a President. He can even fire one today and re appoint them days later but atleast the President would have fulfilled one and if not main function of disciplining his cabinet lieutenants.

As not to just oppose and oppose, here is a positive from yesterday. The President disclosed that he monitors and reads a lot of social media sentiments. It’s good that he is able to pick up first hand what the majority citizens are saying and most of them being youths. He should however not endeavor on responding to defend himself but should quietly act or ignore their submissions. Speaking from experience here.

Gone are the days that Presidents would rely only on written OP reports some of which are cooked and sponsored by some powerful within party and government ranks for own agenda. Speaking from experience.

So I hope the President sees hereby me reminding him to fire One or ten Ministers at the end of the year and yes replace them with other MPs. UPND MPs that is and so to empathize that me and PF MPs are not available for appointments. The firing reminder herein is therefore not for personal but made in public and national interest.

Asked about the taste of an elephant killed for straying into a village and residents having shared the meat for the pot and then for the stomach, the wisemen and women who have over the years participated in such feasts would narrate how this depends on the part of the body consumed.

My mentor in journalism always used this example to counsel on the difficulties of picking a public interest angle story when covering a press conference by a very very important person (VVIP) such as a State President or a King.

This is because a press conference is not an exclusive event for an individual journalist to pick a news angle for the public.

The VVIP is the hero of the event and can swing from one topic to another.

And all and sundry media personnel are present and are free to pick on their preferred story angles and context.

Therefore from a dozen of journalists or media houses, the sought after angle maybe written about way before the newsroom time.

In fact with the opened up digital era, some media houses would be streaming live the press conference and the consumers of news and current affairs would have already formed an opinion by the time traditional journalists lodge the story.

So even before the journalist hits the key board, the public would have already received the news in real-time and may be looking for further details.

How then would a Journalist sustain the story of the press conference which is already in public domain?

On 20th December, 2022, President Hakainde Hichilema held a press conference to mark the end of 2022.

The question which followed and still follows , is; what was new at the presser and what is the take away into 2023?

In my case, President Hichilema’s administration is an open book and many would testify that engaging Vedanta Mineral Resource Limited over Konkola Copper Mine is a beaten story already.

In the last 12 months, Mines Minister Paul kabuswe must have mastered the challenges in the mining sector like an altar boy does with the verses in the Bible.

Equally, Energy Minister Peter Kapala appears to understand the subject of load management as if he is an operative at some Zesco power substation.

Also, rightly or wrongly, why Zesco should increase power connection charges by some 100 percent.

The sound of the drums about the Patriotic Front’s alleged corruption is already at chorus point and therefore what remains is whether the State has strong evidence to sustain the cases in the courts of law.

My take away at the press conference, therefore, lies in the Presidential statement; “2022 was dedicated to stabilize the failed economy while 2023 is dedicated to unlocking domestic rigidities within the country for example approvals, permits and so on.”

President Hichilema explains that he will not entertain excuses by officials tasked to perform duties pertaining to deliverables.

This has prompted the question whether the honeymoon is over for civil servants and politicians whose standard operating procedures have been based on blaming the subordinates?

While at permanent secretary level, President Hichilema has exercised his prerogative powers of appointing and disappointing, it will be front pages if he announced the first ministerial casaulty in 2023 for failure to deal with domestic rigidities.

Since he has given himself the first task of unlocking domestic rigidities in the energy sector at a meeting with captains of industry set for Thursday, 22nd December, 2022, i hold the pen and notebook for possible headlines.

Your guess is as good as mine as I am pregnant with expectations over whether the outcome of the meeting will mitigate worries about energy costs which are digging into my pocket.

Therefore, if indeed 2023 is the year of removing domestic rigidities in delivery of services to the people, then that is the part of the meat of the elephant I have picked for consumption to sustain the press conference story and accountability on promises.

Since his ministerial appointment by the late President Micheal Sata which eventually saw him work hand in hand with the PF regime, up to date, questions are being asked as to whether the PF presidential hopeful, Hon Greyford Monde can be trusted by Zambians.

Hon Monde received his first ministerial appointment when he was still a UPND member, which was then in opposition.

Since then, people have been calling the potential PF president names but the sound leader remains firm as he thrives to champion unity in the country.

As he appeared on the Linda Banks show which prompted a heated up and highly informative debate today, Hon Monde was made to tackle the question surrounding mistrust, emerging from his joining of the PF.

In tackling the subject, Hon Monde said his appointment under the PF regime was constitutional.

He explained that the moment he stepped into the National Assembly, he became part of the national leadership, which qualified him to take up any role based on the appointment.

The PF presidential hopeful said those that wish to crucify him for the move he made should first take a look at the provisions of the constitution regarding the matter in question.

“Even those that have served us in the past, almost every President in this country belonged to a certain political party before they actually formed government. The issue of mistrust is constitutional. Then if you are to crucify me, you are to go the constitution to say the Constitution should not read as it does. Once you move in the National assembly, you are no longer a member of Parliament for that one area. You are in the national leadership,” he said.

“What I went to do was to work for the country. So there is no need for members to feel the mistrust. Where the members were supposed to feel the mistrust for example is when the UPND formed government, I should have been very excited to want to join back.”

And Hon Monde detested the regional politics that has for a while been happening in the country.

He said he will ensure that the country becomes united and burry issues of regionalism once he becomes Republican President.

“I lost my seat in the UPND stronghold which is Itezhi Tezhi, they could have also expected me like many others of my colleagues, some of them that joined with me from various political parties, that joined the ruling party at that time, almost everyone is gone. As we talk right now, I am probably the only one standing that came from the opposition,” he said.

When Linda Banks asked him “do you now think that the people of Itezhi Tezhi could not vote for you because they could not trust you anymore?” Monde said “I want to tell you that there is a lot of regional politics that has been happening in this country, regionalism and all of that. These politics have been taking a tore on our people. At one point it was clear that the Southern part of the country was dominated by the opposition then and that the Northern was dominated by the PF. I can tell you that the weakest candidates in Southern won elections and the strongest lost.”

He reechoed that he wants the country to be truly One Zambia One Nation.

“This is one of the things I would really want to address once I become President that we need to get a moment where we will unite our country and get our country to stop looking at regions, stop looking at names, stop looking at political parties that these are from a certain region,” he said.

“You saw and you heard people say there is no way Monde can want to participate in PF party which is dominantly believed to be a Northern Party and he comes from the Western, how can he participate? I want to kill that myth by ensuring that I participate…. We are actually enhancing and becoming one Zambia One Nation.”

PF presidential hopeful Greyford Monde has argued against those insinuating that the civil service under the New Dawn Administration is sabotaging government’s agenda.

Hon Monde wondered how a civil service that has been existing way before PF ascended to power could sabotage the UPND government.

He has expressed worry over the continued tendency by the UPND government to align the civil servants to the former PF regime.

“You know that the civil servants live longer than the tenure or term of a politician. A politician is only five years. The civil service, right now you go to check the civil servants, some of them, how long they have been in those seats. They have been, some of them for 30 years, 40 years, others are even retiring,” he said.

“Why would they want just to sabotage the UPND today as if it’s the only political party? No, it’s because the UPND party has gone out for them and begin to align them to the former political party and say these are PF.”

Hon Monde said calling the civil servants “PF civil servants” is the beginning of failure.

He explained that civil service is like a vehicle as he likened politicians to drivers.

The party presidential hopeful said this when he featured on a debate hosted by Linda Banks today.

“I want to tell you that when I went into the ministry myself, I had a very good time with those civil servants who are very well qualified. Some of them are not trained only in Zambia, they have gone into serious countries where they have received a lot of training and they have come out with serious qualifications,” he said.

“So for anyone to just come today and call them that these are PF civil servants, that is the beginning of the failure. So the way the civil service is, it’s like a vehicle. And these policy makers who are the politicians are like drivers. So you get into the seat, driver the car to where you want to take it. And the civil servants are always ready for these changes, following the manifesto, following the changes, following the budget, this is how the civil service works.”

He lamented that the civil service right now is receiving a lot of attacks from the UPND leadership, starting from the Presidency.

“But these civil service right now is receiving a lot of attacks from these politicians, from the President to the last person. Even cadres are going out for the civil servants, calling them names, wanting to change them and all of that,” he said.

“That is the problem and this is why you see that nothing is holding in this government. Completely nothing. Which sector is thriving today as we speak? You can ask everybody here there is no sector that is holding that you can call having achieved or having managed to treat the citizens, according to what they expect.”

Commenting on agriculture, Hon Monde said the UPND have made the same mistake of attacking the civil service in the sector.

“It’s a very sad story. And when I talk about agriculture and I talk about services in the health sector, I don’t want to speak from a political point of view because these are issues or matters that really affect our lives. And to start politicizing these issues and come to platforms and begin to blame everybody, including the PF…,” he said.

“You know that this is the second season that UPND is delivering services in terms of agriculture inputs and so on and so forth. The first season was actually the season 2021/2022 farming season and that season came out very successful. Everything went well, no farmer complained. That reason I want to tell you that it is not UPND that performed that, it was the PF structure. So UPND just literally found all systems going… so this is their first season where we have rated them, not the first one.”

The Zambia Police have issued fresh call-outs to Patriotic Front Acting President Hon. Given Lubinda and 3 others in a matter related to calls by the leaders for the State to conduct a postmortem on the remains of the late Tutwa Ngulube.

The call-outs were delivered to their lawyers Makebi Zulu Advocates.
The Police call-outs have also been issued to Hon. Raphael Nakacinda, Amb. Emmanuel Mwamba and Dr. Canisius Banda.

However the lawyers for Hon. Lubinda and others wrote to the Police that they are preoccupied with the election petitions of Hon. Joseph Malanji and Hon. Bowman Lusambo where some members summoned by the Police were also witnesses.

And Patriotic Front Acting President, Hon. Given Lubinda said they were ready to appear before the Police anytime their lawyers were ready and as they had not committed any offence to demand for an autopsy on the remains of Mr. Ngulube

He said its within the law to demand for a postmortem everytime there was a suspicious death or the family or concerned parties wanted to establish the cause of death.

We are aware that Zambia is a country governed by the rule of law.

As responsible citizens, it is our duty to ensure that this state of our governance is both promoted and protected.

It follows then that when the police require support in their law enforcement duties or efforts, we will fully cooperate with them.

In the matter of Tutwa NGULUBE’s case, we are ready to appear before the Zambia Police Service.

Nonetheless, our lawyer Mr Makebi ZULU is presently in the Copperbelt Province handling other legal matters.

As a consequence of his absence, he authored a letter to the Zambia Police Service about our willingness to be interviewed but guided that this should only occur on a later date when his schedule allows.

It is then surprising that the police have continued to disregard our right to legal representation by continuing to summon us in the absence of our lawyer.

We pray that the police and our lawyer pick on a mutually agreeable date when these interviews can be conducted.

Let us all as citizens work together for the collective good of our country.

JAMES Ndambo, founder of My Home Town (MHT) Zambia has described social media propaganda that he has failed to pay police officers who provided security during the My Home Town beauty pageant contest as nothing but nihilistic malice meant to slander his name and bring it into ridicule.

Mr Ndambo, the philanthropist and Zambia’s South African business mogul has said it was not possible for him, as an individual and founder of My Home Town Zambia to have failed to settle allowances for police officers who had provided security during the My Home Town beauty pageant in Choma.

Soon after Mr Ndambo announced the suspension of operations of the My Home Town Zambia, some rogue online media outlets launched a crusade to scandalise the founder of Africa Union Holdings, claiming the business tycoon had neglected to settle bills for police officers in Choma.

Mr Ndambo said in an interview that for the past 25 years of the existence of My Home Town Choma, the police had provided security, albeit without his request to maintain law and order, which is the constitutional mandate of the Zambia Police Service.

He said during the My Home Town beauty pageant in July in Choma this year, the Zambia Police in fulfilling its mandate provided security and maintained law and order to ensure the event was without an incident.

Mr Ndambo, founder of the Africa Union Holdings said Zambians should ignore social media speculations and gossip meant to malign and scandalise him because according to his knowledge, he had never entered into a contract with the Zambia Police Service.

While in Accra, Ghana, the Ghanaian government provided both military and police escort and security to Mr Ndambo without his request.

In Kumasi where Mr Ndambo has launched the My Home Town Ghana, the government ensured he was accorded both military and police escort and protection without request and at no cost.

Africa Union Holdings is a diversified holdings company, with a global presence in over 10 Countries, spread across the four continents of Africa, Asia, Europe, and the Middle East and was founded in 2003.

“Each time I have been in Choma for the My Home Town programmes, the Zambia Police Service has always provided security. It has the mandate to provide security so that law and order is maintained. I have heard that I owe the Zambia Police officers money for maintaining law and order. Why should I or indeed My Home Town pay police officers for performing their duties? I wish to put it on record and make it clear that I do not owe the Zambia Police officers any money. There has never been a contract signed between My Home Town and the Zambia Police and it is therefore pure malice that some people could even think and believe that I owe the Zambia Police and the military money,” Mr Ndambo said.

Mr Ndambo has challenged the Zambia Police to cause the publication of the invoices which the My Home Town could have failed to settle instead of creating lies meant malign him.

He said he was deeply saddened when he heard that police officers including the Southern Province Police Commissioner, Alfred Nawa had been punished for providing security during the My Home Town beauty pageant in July.

Mr Ndambo wondered why the Zambia Police Service decided to victimise officers for doing their job of maintaining law and order during an event that had attracted many foreign nationals some of whom were tourists.

Socialist Party Chairperson for Youth and Security Kelvin Kaunda has charged that Zambia is faced with leadership crisis.

Mr Kaunda said some of the people appointed into public office cannot be trusted.

The Youth Chairperson added that in a country that has political leadership, one does not expect to see some of the current leaders being in the positions they are holding.

Mr Kaunda said fingers can only point to both the appointing authority and to the appointees for the way the country is political.

He said this when he featured on Live Radio’s “Politics Unleashed” today.

“I think slowly there seems to be an impression within the political space that we have crisis when it comes to political leadership in this country. One doesn’t have to be intelligent to be able to get into a conclusion that there appears to be a crisis when it comes to political leadership in the country,” he said.

“It is evident when you look at some of the appointments in the political space, some of the leaders who have been given to preside over the interests of our economy …. I Can’t even trust them as sales managers. In a country where we have political leadership, you don’t expect to see some of these leaders that we are seeing within the political space.”

Mr Kaunda said that everything rises or falls on the basis of leadership.

He charged that it is unfortunate that Zambia has not built leadership for the next generation.

“On the other side, we can question the appointing authority, but also on the other side it only gets to demonstrate that there is absence of leadership within the political space and therefore those who are charged with the responsibility to make these appointments have no option. Everything rises and falls on a basis of leadership. Unfortunately, as a country we have not taken time to build leadership for the next generation,”

“I think we saw some quality leadership at a time of the struggle for independence but after that I think as a country we went to sleep.”

He said potential “sound” leaders shun politics because of the narrative that has been created which charges that politics is a dirty game.

Mr Kaunda argued that it is the “dirty people” that have come to politics and not the other way round.

Ghana on Monday announced the suspension of payments on most of its external debt, effectively defaulting on its debt obligations as it faces its worst economic crisis in decades.

Ahead of the new decision, Ghana last week announced a domestic debt exchange programme. A statement from the Ministry of Finance said the new move was aimed at bringing the country’s unsustainable debt level under control after its economy had been hit by high inflation, depreciating currency and low revenue.

Ghana has been struggling to service its debt since the start of the year after downgrades by multiple credit ratings agencies on concerns it would not be able to issue new Eurobonds, according to Reuters. Its public debt stood at 467.4 billion Ghanaian cedis ($55 billion) in September, of which 42% was domestic.

It had a balance of payments deficit of more than $3.4 billion in September, down from a surplus of $1.6 billion at the same time last year, Reuters reported.

The country spent between 70% to 100% of government revenue on debt payment, and its foreign reserves stood at around $6.6 billion at the end of September, able to cover less than three months of imports.

“We formally requested IMF assistance in July 2022. A Staff-Level Agreement (SLA) has subsequently been achieved and announced on 13 December on a financing program aimed at restoring macroeconomic stability and debt sustainability, and preserving financial stability while protecting the most vulnerable,” the statement said.

“This SLA milestone was achieved in record time. It is with this same spirit that we, therefore, expect creditors to also respond in an expedited manner, to ensure that the IMF-supported programme is adopted by the IMF Board as soon as possible in early 2023.”

The suspension will not include the payments of the country’s multilateral debt, new debts (whether multilateral or otherwise) contracted after December 19 or debts related to certain short term trade facilities.

Congratulations Chama Fumba a.k.a Pilato on his appointment as Permanent Secretary at the Ministry of Youth and Sport.

The appointments of young people to senior positions is very welcome and helps enrich a fresh perspective to policy formulation, policy implementation and policy debates that occur at high-level.

Therefore, the persistent exclusion of both women and young people to high offices and decision-making positions is retrogressive and deters the positive growth of any society.

I have heard some concerns alluding to lack of experience and qualifications especially that Fumba has been appointed to the position of Controlling Officer and head of administration of a Ministry.

As one that occupied senior positions from a young age, I have always held the view that we must give chance and opportunities to young people to be exposed and gain the necessary experience and in the process prove themselves worthy.

In many cases, young people are leaders now, and not leaders to an unguaranteed future.

The election and appointments of young people and women as Presidents, Prime Ministers and managers across the world is rising because of this realization.

Besides the positions of Permanent Secretary and Minister are supported by a team of qualified and experienced directors and planners and it should remain so.

It is for this reason that we oppose the purge of civil servant by the President as this callous and unfair act, robs the civil service of knowledge, experience and institutional memory.

However our concerns that the civil society remains depoliticised stand, and in the case of Fumba, he is coming from both Civil Society and the Arts, spaces that maybe political but are deemed neutral.

So Congratulations to Pilato. Use the position to deliver the cause and aspirations of young people.

FIFA clears Barbra Banda for World Cup

ZAMBIA forward Barbra Banda is eligible to play at next year’s Women’s World Cup, says a leading Fifa women’s football official.

The 22-year-old was excluded from this year’s Women’s Africa Cup of Nations by the Zambia FA (FAZ) after the latter body said she failed a gender eligibility test.

“We are looking forward to welcoming her to Australia and New Zealand next year to participate,” Sarai Bareman, Fifa’s chief women’s football officer, told BBC Sport Africa.

FAZ has previously said it excluded its best player from the finals given its understanding of a medical form the Confederation of African Football (Caf) adopted from Fifa.

However, these rules – which prompted FAZ, rather than Caf, to exclude Banda from the Wafcon – are now being revised.

“Fifa is currently reviewing our gender eligibility regulations – we’re in a consultation process right now,” Bareman explained.

“My team is obviously a big part of that consultation process and in the coming months, you’ll see a new set of regulations come out of Fifa as many sports are also looking at their own regulations.”

Banda shot to global prominence at the 2020 Olympics in Tokyo when she became the first female player to score consecutive hat-tricks in the Games’ long history.

After sitting out Wafcon, she returned to the national team in September and helped Zambia win a regional southern African title for the first time, emerging as both the top scorer and best player of the tournament.

Football’s world governing body estimates the new guidelines for gender eligibility will be released before the 2023 Women’s World Cup but it remains non-committal on whether gender testing will be a mainstay of the women’s game going forward.

“It’s a very complex topic and there are many, many people who have their views on it,” Bareman explained.

“As Fifa, our role is to take all those views into consideration, because we really have to understand every view – the research, evidence, individual situations, the human rights side of things – and we have to factor all of that in before we can take any decisions.

“It’s a big decision, and it’s going to have a big impact for many people.”

During July’s Wafcon in Morocco, Faz said three other potential squad members were also affected by gender eligibility criteria and were thus not chosen to compete at the tournament.

World Bank releases $100 million for Zambia amid substantial delays in debt restructuring

WASHINGTON, December 21, 2022 — The World Bank announced today that it is releasing the second tranche of its support for the Zambia Macroeconomic Stability, Growth and Competitiveness Program—a US$100 million concessional credit.

The credit released today is part of the World Bank’s US$275 million concessional development policy financing (DPF) for Zambia approved by the Board of Executive Directors on October 25 in support of Zambia’s reforms to restore fiscal and debt sustainability and promote private sector-led growth.

This latest support will bring total disbursements on concessional terms from the World Bank’s International Development Association (IDA) to Zambia to US$740 million during 2022.

Zambia has continued to implement agreed structural policies toward macroeconomic stability even as there are protracted delays from official bilateral creditors to discuss and finalize debt treatment under the G20’s Common Framework.

“Zambia urgently needs debt relief to restore medium-term debt sustainability and attract the new investment needed for growth and jobs. Yet as Zambia enters its third year working toward a debt restructuring under the G20’s Common Framework, its debt burden continues to rise, with interest arrears, late interest charges, and penalty charges accumulating during the prolonged delays,” said World Bank Group President David Malpass.

“The World Bank’s $740 million of concessional disbursements to Zambia in 2022 are providing strong support, recognizing the remarkable leadership by Zambian authorities to reduce the fiscal deficit and implement difficult reforms. I remain deeply concerned by the slow pace of the creditors’ committee and the impact of the delays on growth and poverty.”

Zambia is in debt distress and urgently needs deep and comprehensive debt treatment in line with the Joint WB-IMF Debt Sustainability Analysis (DSA) that called for $8.4 billion in debt relief in 2022-2025 and additional relief through 2031.

In February 2021, the Government of Zambia requested a debt treatment under the G20’s Common Framework and launched fiscal and structural reforms to restore macroeconomic stability and reinvigorate growth. The government has improved fiscal discipline, public financial management, and transparency, including in debt management and reporting. It has also implemented structural reforms focused on removing market distortions and fighting corruption.
The Zambia Macroeconomic Stability, Growth and Competitiveness Program is supporting the government’s policy and institutional reforms aimed at: 1) restoring fiscal and long-term debt sustainability, 2) increasing farmer productivity and access to agricultural markets, 3) ensuring sustainable access to energy, and 4) enhancing access to finance and private sector development. AFGHANISTAN: TALIBAN BAN WOMEN FROM UNIVERSITIES AMID CONDEMNATION

The Taliban have banned women from universities in Afghanistan, sparking international condemnation and despair among young people in the country.

The higher education minister announced the regression on Tuesday, saying it would take immediate effect.

The ban further restricts women’s education – girls have already been excluded from secondary schools since the Taliban returned last year.

In Kabul, female students have told the BBC about their anguish.

“They destroyed the only bridge that could connect me with my future,” one Kabul University student said.

“How can I react? I believed that I could study and change my future or bring the light to my life but they destroyed it.”

Another student told the BBC she was a woman who had “lost everything”.

She had been studying Sharia Islamic law and argued the Taliban’s order contradicted “the rights that Islam and Allah have given us”.

“They have to go to other Islamic countries and see that their actions are not Islamic.” she told the BBC.

The United Nations and several countries have condemned the order, which takes Afghanistan back to the Taliban’s first period of rule when girls could not receive formal education.

The UN’s Special Rapporteur to Afghanistan said it was “a new low further violating the right to equal education and deepens the erasure of women from Afghan society.”

The US said such a move would “come with consequences for the Taliban”.

“The Taliban cannot expect to be a legitimate member of the international community until they respect the rights of all in Afghanistan,” said Secretary of State Antony Blinken in a statement.

“No country can thrive when half of its population is held back.”

Western countries have demanded all year that the Taliban improve female education if they wish to be formally recognised as Afghanistan’s government.

However in neighbouring Pakistan, the foreign minister said while he was “disappointed” by the Taliban’s decision, he still advocated engagement.

“I still think the easiest path to our goal – despite having a lot of setbacks when it comes to women’s education and other things – is through Kabul and through the interim government,” said Bilawal Bhutto Zardari.

The economic is bad because of economic sabotage by civil servants who support the opposition, says UPND deputy secretary general Gertrude Imenda.

Meanwhile, no sooner had President Hakainde Hichilema told his cadres not to become the new thugs in town than they gladly took on that same mantle, whereby yesterday the panga-wielding thugs broke and smashed vehicle windows and went after the lives of peaceful bus drivers who were protesting against the same thugs unruliness where they are charging people for using public facilities.

This was another dive into the sewer of violence, with many more of such escapades coming on the horizon, following up on the many other indiscretions where not too long ago the uncontrollable thugs ransacked PASME Radio station in Petauke where they unleashed their brutal force on an unarmed journalist for simply doing his job.

lmenda said those working in the system knew the calendar for acquiring the fertilizer, saying

“They know the calendar when they should start when you float a tender they know what to do but they didn’t do it what do you call that? Isn’t that sabotage?” she asked.

When asked by the program presenters to provide evidence of sabotage, lmenda said the evidence was circumstantial, saying it was in the news that someone was caught with a truckload of fertilizer trying to resell it.

Imenda urged the Zambian people to be patient with the UPND government because they are still reconstructing the country after inheriting an economy with a lot of debts.

”We have five years to deliver. The first year is for reconstructing, what we are experiencing is because of the previous government,” Imenda said.

Indeed, the PF left a mountain of unsustainable debt, some which went on questionable projects which bordered of suspected corruption.

However, the PF also left fuel prices at K17.62 as opposed to the K25.95 for petrol for instance and the connection fees for electricity too weren’t as steep as they have been increased. Fertilizer prices too for the 50kg bag were not at over K1000 but K750, something the President said he would reduce to K250.

One thing which seems to be in common with both parties is the presence of thugs within their ranks. Former president Edgar Lungu said they were part of his office, but while his successor President Hakainde Hichilema promised to address that, nothing seems to have changed going by the evidence.

Asked on the same thugs who stoned flash buses, Imenda said there was no evidence that it was the UPND cadres, claiming that the UPND would never allow that to happen.

“Criminals are criminals whether they belong to the UPND or any other party. Criminals you cannot say they are UPND cadres as a party we don’t condone such a thing. The president was very clear no caderism. However, if they are UPND cadres as a party we are going to investigate,” said Imenda.

I Insulted Because I Was Accused Of Being Gay, Mr Lee’s Employee Tells Court

AFTER spending almost two weeks in the cells following revocation of his police bond, Fred Chulu, alias Mr Lee’s Employee, last week decided to change his plea in case he is accused of using insulting language.

Chulu has now pleaded guilty to the charge and told a magistrate that he used insulting language on Facebook in rage after being accused of being gay.

This is in a case the 30-year-old vlogger of Hellen Kaunda Township is facing three counts of use of Insulting language.

Allegations are that between May 12 and 13 May, 2022, the suspect appeared in three separate videos on Facebook circulating on social media.

He was captured using insulting language and conducting himself in a manner likely to provoke any person as to cause such person to break the public peace or to commit an offence against the person.

Chulu was later arrested and taken to court where he pleaded not guilty.

But he stopped attending sessions for about two month and his surety was no where to explain his absentia.

When magistrate Mutinta Mwenya queried the accused’s whereabouts last month, investigators informed her that he was last seen online in a clip in China where he was seemingly having a time of his life.

The court then issued an arrest warrant against the accused, who usually posts Facebook clips about his whereabouts.

About two weeks ago, Chulu was dragged to court on return of bench warrant and Magistrate Mwenya revoked his bond and ordered for his detention.

The court also refused to give him bail on grounds that he is a flight risk considering that he had flew to China at the expense of attending court.

Last week, Chulu, who has since shaved his braids, appeared in court and changed his plea to that of guilty.

“I admit the charge,” he said.

“Why did you use insulting language,” the magistrate asked.

“Because some boys posted a video online in which they accused him of being gay,” Chulu said.

He said in the clip, some boys from Six Miles area in Lusaka, further accused him of selling girls to Chinese.

The matter was adjourned for reading of facts and sentencing.

Here’s why Tupac’s stepdad Mutulu Shakur has been released early from 60-year sentence

Records from the Bureau of Prisons confirm Tupac Shakur’s stepfather Mutulu Shakur is now a free man after spending almost 37 years in prison, per PEOPLE. In November, Face2Face Africa reported that the formerly convicted freedom fighter was set to be released on parole in December.

Shakur, who has been diagnosed with life-threatening bone cancer while suffering other health problems, has been denied release several times over the years. In October, however, the U.S. Parole Commission OK’d his parole reapplication to enable him to spend the rest of his days with his family.

Commission officials told Shakur, “We now find your medical condition renders you so infirm of mind and body that you are no longer physically capable of committing any Federal, State, or local crime,” NBC News reported.

Prior to his release, Shakur, 72, was being held at a Lexington-based federal medical facility as a result of his health problems. Shakur’s family asked for “privacy” in a statement after his release.

“Mutulu is now with his family. This victory was secured by the steadfast support of his legal team, his family and his community comprised of all of you. … We ask that everyone respect Dr. Shakur’s privacy while he spends the holidays with his family and concentrates on his health and healing,” the statement read.

Shakur made headlines in 2018 after lamenting that the U.S. government was illegally keeping him behind bars. Shakur, who has been behind bars for “masterminding” a series of robberies, filed a lawsuit against the U.S. government in March 2018, claiming his Constitutional First Amendment rights were being used against him to prevent his release.

Shakur was sentenced to 60 years in prison in 1988 after being convicted of leading a revolutionary group known as “The Family” which robbed a Brinks truck of almost $2 million and killed three security guards from the company.

He was also convicted of aiding and abetting the escape of Tupac’s aunt and activist Assata Shakur from a New Jersey State Prison after she was sentenced to life for the murder of a New Jersey State Trooper in 1973. Assata is currently in political asylum in Cuba and she has been there for over three decades.

In 2021, the families of the three men who were killed organized a memorial to mark the 40th anniversary of the fatal encounter, The Journal News reported.

“The pain and emotion never go away,” Michael Paige, the son of one of the deceased men, said at the event. “Oct. 20 is the hardest day of the year for my family. Coming here lets us know we’re not alone and the three men’s sacrifices were not in vain.”

Per the conditions of his parole, Shakur is barred from having contact with the relatives of the men who were killed in the robberies, PEOPLE reported. He also cannot have contact with Assata Shakur.- Face2Face Africa

Today in Court, 20th December, 2022

Indo Zambia Bank Kamwala Branch Manager has testified that in the 19 years Mrs Wanziya Chirwa Kampyongo has been banking with the bank no suspicious or complaint has been filed by the bank as a result of the transactions in her account.

Speaking this morning when he appeared before magistrate Silvia Munyinya, the Branch Manager said only a few separate transactions were of interest to the ACC but the Bank saw no suspicion.

“Witness it is your statement that from the accounts in question no suspicion or complaint was made by the Bank in relation to the transactions made by Mrs Kampyongo from 2014 to 2021? and the witness said YES”

According to the amended indictment by the ACC, Mrs Kampyongo was arrested for being in position of K791,000.00 in one account and K4,936,500.00 in another account both held at Indo-Zambia Bank.

But to the surprise of the Court the Bank gave five separate transactions which do not amount to the said amounts but to an estimated total of K700,000 transacted over 7 years between 2014 and 2021, contrary to the hefty amounts in the indictment.

On the other hand, the Bank Manager was also cross examined on the restriction notice from the Anti Corruption Commission on Mrs Kampyongo’s account.

And when the witness was asked if the client being Mrs Kampyongo was restricted from accessing funds in her account? The witness said NO but could not provide any documentation to support his claims.

In this regard, the defense tendered in two letter as evidence one which was a restriction notice from the Anti Corruption Commission and the other from Mulungushi Chambers reminding ACC that Mrs Kampyongo being a civil servant has a monthly income from the Government of the Republic of Zambia and should be allowed to access her salary.

Mrs Kampyongo is a seasoned Civil Servant under the the Ministry of Youth and Sport.

With the witness testifying that the restriction was partial, Defence counsel, Mr Leon Lemba asked the witness to read the content of both letters and why they was an exchange of letters in relation to the restriction on Mrs Kampyongo’s accounts with the last letter being the Anti Corruption Commission requesting a break down of the accused salary.

“Based on the letters in your hands witness and specific to paragraph two of the Restriction Notice, it’s right to say indeed there was a restriction in place even from accessing the GRZ salary?”

With a NO – YES answer, the witness agreed that indeed they must have been a restriction on the account although he was not preview of it verbally or in written.

The matter has been adjourned to tomorrow 21st December, 2022 for the continuation of trail.

LUSAKA Province youth chairperson Anderson Banda says it is not true that some ruling party cadres in the capital city are harassing bus drivers.

Yesterday, some pandemonium reigned in Lusaka city as some bus drivers protested against incessant harassment by political cadres who are believed to belong to the UPND.

Upon winning the Republican presidency, with a resounding margin, in August 2021, President Hakainde Hichilema outlawed political cadreism, a feature that smoothly flourished under the PF regime.

But there have been sporadic reports that some political cadres have continued with their mischief in public places like bus stations and markets.

However, Banda, in an interview, said the UPND shall not tolerate any lawlessness in the central business district (CBD) of Lusaka, in the name of party cadres.

“The issue of people misbehaving in the name of UPND has been debated severally due to some unknown individuals that put on UPND regalia deliberately with intentions to ruin the reputation of the party,” Banda said.

“The party has records of its members and any bus driver claiming to be harassed by any UPND cadre should visit the party secretariat and confirm the cadre’s membership, for the party does not indulge any act of violence.”

He noted that violence in bus stations is a fire lighted by some contravening bus drivers.

Banda regretted that some bus drivers want to be operating from undesignated points, thereby making those operating in the bus stations to run wild.

He described such a situation as a failure to manage affairs by the Lusaka City Council and the police,” Banda said.

“It is sad that politicians are now concluding that it is UPND cadres that are bringing the confusion. Whether UPND cadres or not, those acting like thugs shall be regarded as criminals and charged by law.”

He further indicated that if the council and the police failed to take control of the markets and bus stations, he would move in with his team and help them in providing security, in order to maintain sanity in public places.

ANDD OPTIMISTIC VEDANTA WILL HONOUR ITS PLEDGED MINING OBLIGATIONS IF GIVEN KCM

Advocates for National Democracy and Develoment (ANDD) says they optimistic that Vedanta will honour its mining reform commitments they pledged once government gives them control to run KCM.

ANDD Executive Director Samuel Banda says the pledges which include among others, to increase salaries for miners,inject Millions of Dollars in social corporate responsibility, pay outstanding arrears for suppliera and to create sustainable employment opportunities is an opportunity worth pursuing.

He says he is also happy that Vedanta through its subsidiary KCM extended support for the malaria programme for 40,000 households every year which saw 90% reduction in malaria incidents and also supported trust schools with approximately 2400 pupils in Chingola and Chililabombwe.

“If such development models can be actualized, the Copperbelt and Zambia as a whole, would be a different place” Mr Banda has observed.

Currently Vedanta has been involved in facemask distribution to schools on the Copperbelt and also supporting four co-operatives with weed killer covering 12,000 hectares that includes Favour international for the disabled, Twikatane co-operative, Chingola Foundation Trust and Muchinshi Multi Purpose Co-operative.

Mr Banda has therefore called for quick action to let the mining giant get to work in order to ensure their pledges are put into place through a well established legal frameworks in order for the ordinary people to benefit.

“You may also wish to know that currently Vedanta is supporting the arts industry through Mjomba Starface a multi talented Zambian content creator based in Chiwempala township.Such support requires a legal framework of some sort or a commitment which can only be made available when they are fully in charge of the mine” Mr Banda further said.

He has therefore reiterated that Vedanta Resources with its global footprint and diversified business portfolio is the most suitable investor
that has experienced, technical capacity, professional capabilities, financial power and has a strong business acumen to operate KCM efficiently and effectively and contribute positively to national development.

He said the incentives and proposals that Vedanta Resources has set out in improving the work conditions of the employees, will definitely improve the welfare and living standards of the employees and their families.

As she remembers how UPND Members suffered for Change yet still face difficulties to get Jobs due to some Directors frustrating President HH and the New Dawn Administration …

President Hakainde Hichilema did his task by appointing his people into specific positions so that they could help Zambians to secure jobs, contracts, empowerments and to supervise them, among other roles of these appointees. However, the efforts of the President and the top Executive have been frustrated by the people within the system and this has been confessed by many including the Republican President! As we have been indicating, we are not resting, but our Eyes are everywhere observing and identifying these People who could be frustrating the President and his Administration.

*In* *view of the above* *preamble, we hereby* *this evening draw your* *attention to the* *happenings at Public* *Service Management* *Division ( PSMD), a very* *key Division in the* *Recruitment of* *Public Workers. Under* *this Division, we single* *out the Director in* *Charge of Recruitment* , *Mr.* *Morgan Malambo and* *outline his Work Culture* *that made the* *Permanent Secretary* *under Gender Division,* *Mrs. DORCAS MAINGA* *KABIKA. Furthermore, we* *take advantage of* *this example to caution* *other Public Workers* *who* *might be in the* *group of Mr. Malambo* *to take a serious* *introspection and work* *for the people who made* *them to be where* *they are.*

We have been wondering about the People frustrating the President and the New Dawn Administration. To our surprise, we have discovered that *IT’S NOT* *ONLY THE PF IN* *THE* *SYSTEM WHO ARE* *FRUSTRATING* *PRESIDENT HH, BUT* *THAT SOME OF HIS* *APPOINTEES ARE* *INVOLVED TOO!!!*

Before we delve into our main discussion, we hereby give you brief information about the Director, Mr. Malambo and PS. Mainga :

*Mr. Malambo:*

– He once worked under the Ministry of Agriculture during the PF regime.

– He was among those victimised during the PF regime.

– He was given a forced leave of 4 years under the PF .

– When the New Dawn Administration came into power, he was brought back , but taken to PSMD as Director in Charge of Recruitment.

– He is not friendly

– Rigid in his decisions

– Uncooperative

– Arrogant

– Not willing to take instructions from his Superiors.

– He is among those who change Lists at PSMD ( Recruitments).

*PS MAINGA:*

– Former Chairperson under Flight HH

– Worked hard together with her team to mobilise Voters for 2021 Elections.

– She has not forgotten her UPND family.

– Very interactive

– Encouraging to her former teammates and Party Members.

– Gives hope and has been fighting for Members of her own Party to get opportunities for Jobs and Empowerments.

Having presented the above information, we hereby discuss the reasons that made her to break down and cry at PSMD yesterday.

We have never interacted and shared notes with the Permanent Secretary ( Mainga), but we have closely followed her works including that of pushing for those who were frustrated and fired by the PF to get back into the Public Service, which is a noble cause in line with the President ‘s vision and directive. As she went to meet the Director in charge of Recruitment, Mr. Morgan Malambo in her quest to follow up on the Waiting Lists of those who were to be recruited, the arrogance and unfriendly feedback ( from him) made her to *BREAK* *DOWN AND CRY TILL* *ANOTHER PS (* *Ms* *Miyoba) CAME IN TO* *LISTEN AND COMFORT* *HER* . Indeed, it’s rare for Public Workers to Cry and this attracted our satellite which later discovered the Reasons for the Cry!

*OUR VIEW:*

*1* . The Permanent Secretary broke down and cried due to these reasons:

A) She remembered how UPND Members fought for Change, suffered teargass, torture, jail, detention and discrimination!

B) She was disturbed that President HH ‘s Work is being frustrated!

C) She was disturbed that some of President HH ‘s Appointees and UPND Products are arrogant while frustrating own members!

*2* . With such arrogance exhibited by the Director of Recruitment at PSMD,
We anticipate that most of UPND Members who suffered and fired by the PF may not find it easy to come back or get promoted!!!

*WAY* *FORWARD:*

*1* . We advise Mr. Malambo, Director for Recruitment at PSMD to take a serious introspection.

He was once victimised by the PF and brought by the UPND, but why should he be arrogant on the UPND, too rigid to recruit them?

*2.* We appeal to the Superiors at PSMD to take interest in the happenings there and put things in order. As things stand, many people are saying Mr. Malambo is selfish, unfriendly, arrogant and uncooperative!

*3* . We appeal to the Secretary to Cabinet once more to take charge of the System. He is Civil Servant number 1, but he is not respected by the Juniors nowonder they stayed away from his meeting 10 days ago.

*4.* We encourage Permanent Secretaries to emulate Mrs. Mainga ‘s stance to stand firm for President HH and the Public.

It’s surprising that most Permanent Secretaries can’t secure Jobs and Contracts meanwhile they are ones responsible!

We shall not relent in checking and exposing all those who are frustrating the President’s Vision especially in the implementation of Employment and Empowerments.

Ours is to analyse, advise and recommend for implementation without fear or favour.

Who shall lead the Patriotic Front into the 2026 elections?

According to Article 60 of the Constitution of Zambia, Amendment Act No. 2 of 2016, a political party has the right to – (a) disseminate information on social and economic programmes of a national character and of its political ideology; (b) sponsor candidates for election or nomination to a State office in respect of which elections are required to be held; and (c) conduct primary elections for the selection of candidates.

The PF shall hold its national convention in March 2023 to choose a party president who shall not only succeed Mr Edgar Lungu but also lead the party into the 2026 general elections. So by now, the PF should be preparing for the convention. The Zambia Police should also be preparing to police the convention. Police have to prepare adequately so as to maintain law and order during and after the convention and to ensure a credible, free, and fair convention.

And if what we saw during the funeral procession of Mr Tutwa Ngulube is anything to go by, Zambia Police should prepare adequately for obvious reasons; firstly, history tells us that political violence has been part of Zambian political DNA from the word go. Zambian politics have always been associated with violence. Secondly, Zambia saw the most vicious army of political ‘cadres’ during the PF era. The use of violence as a form of political mobilisation became more acute during the PF rule. Thirdly, violence is what characterised the convention that produced Mr Edgar Lungu as PF president in 2014.

The application fee for those contesting the PF presidency at the 2023 convention was pegged at K200,000 and K100,000 for male and female applicants respectively. These exorbitant application fees attracted public attention, with some members of society calling for a probe on the sources of the money. Ultimately, eight – all male applicants – managed to file in their nominations. Let us now look at the eight PF presidential hopefuls.

1. Mr Greyford Monde

He is a 45-year old businessman who was first elected member of parliament for Itezhi Tezhi constituency in 2011 on the UPND ticket. He ditched the UPND and got appointed as deputy minister for agriculture and fisheries under President Michael Sata. When Mr Edgar Lungu succeeded President Sata as Republican President in 2015, Mr Lungu brought back Mr Monde as a full cabinet minister in charge of fisheries and livestock. In 2016, he contested the Itezhi Tezhi seat on the PF ticket and lost. Since then, he has been quiet. However, he is back and offering himself to lead the PF as their president.

2. Mr Mutotwe Kafwaya

He is a 46-year old accountant and currently serving as Lunte PF member of parliament. He was first elected MP in 2016 and went on to serve as works and supply minister in 2018 before he was moved to the Ministry of Transport and Communications in 2019. Not much is known about him politically. However, he too is offering himself as a presidential hopeful for the PF.

3. Mr Emmanuel Mwamba

He is a 51-year old Evelyn Hone College trained journalist. Prior to the PF forming government, he was a fierce critic of late President Sata. He served as spokesperson for the late president Frederick Chiluba until the latter’s death in June 2011. Shockingly, and to the surprise of many political commentators, President Sata appointed him as permanent secretary in Western, Northern, and Eastern provinces, and at the Ministry of Information and Broadcasting Services. He later on went to serve as Zambia’s High Commissioner to South Africa and as Ambassador to Ethiopia under President Edgar Lungu. Politically, not much can be said about him. However, he is regarded in high esteem by his peers as a chief propagandist. He is confidently offering himself as PF presidential candidate.

4. Mr Brian Muntayalwa Mundubile

He is a 51-year old lawyer and businessman. He first went to parliament in 2016 on the PF ticket under Mporokoso constituency. He went on to serve as provincial minister for Northern Province. In 2019, he served as government chief whip and is the current leader of opposition in parliament. Politically, not much is known about him. However, his supporters look at him as being a clean politician who can successfully challenge the incumbent Republican President Mr Hakainde Hichilema. He is considered to be sober, mature and civil in his way of conducting politics. He too is offering himself for the top PF leadership job.

5. Dr Chitalu Chilufya

He is a 50-year old medical doctor and businessman. He appeared on the political scene in 2011 when he contested the Mansa Central parliamentary seat on the MMD ticket and lost to PF’s Kennedy Sakeni. Following Mr Kennedy Sakeni’s death in 2013, he contested the seat under the PF and won. He was appointed deputy minister of health by President Sata and later promoted to full cabinet minister in the same ministry by President Lungu. His political life has been marred with unending corruption allegations and arrests. With the coming in of the new dawn government, the Anti-Corruption Commission (ACC) restarted some cases against him and among the cases is the infamous Honeybee scandal. He is offering himself for the vacant position of PF president.

6. Mr Geoffrey Bwalya Mwamba, aka, GBM

He is a 63-year old businessman and politician. He first contested the Kabwata parliamentary seat in 2006 on the MMD ticket and lost to current acting PF president Given Lubinda. When Saviour Chishimba resigned as Kasama Central PF member of parliament in 2009, Mr Mwamba stood on the PF ticket. He won the seat and served as Kasama Central MP from 2009 to 2016. Following the PF victory in 2011, President Sata appointed him as defence minister. However, in 2013, he resigned his ministerial post due to differences he had with President Sata. After the death of President Sata in 2014 and a failed go at the PF presidency, he left the PF and joined UPND in 2015 where he was appointed Vice-President. In 2016, he was President Hakainde Hichilema’s running mate in an election the duo lost to President Edgar Lungu and Madam Inonge Wina. In April 2019, he rejoined the PF and vowed to dismantle the UPND. He too is offering himself for the vacant PF presidency.

7. Mr Chishimba Kambwili

He is a 53-year old politician and businessman. He claims to be a founding member of the PF party. His followers call him “baby cobra’’. He was first elected to parliament on the PF ticket in 2006 and served as MP for Roan constituency in Luanshya until 2017 when he was expelled from the PF. Under President Sata, he served as Minister of Foreign Affairs, Labour, and Sport and Youth. Then President Edgar Lungu appointed him as minister of information and broadcasting before firing him in November 2016. He was fired a few days after President Lungu had threatened to start dealing with corrupt ministers in his cabinet. Later in 2017, he was also expelled from the PF alongside Mr Mwenya Musenge after allegations of destabilising the PF. After the expulsion, Mr Kambwili went on to form the National Democratic Congress (NDC) party. The NDC, backed by the UPND, contested the Roan parliamentary by-election and caused an upset when they won the seat by beating the then ruling PF. As NDC president, the outspoken Mr Kambwili proved to be a thorn in president Lungu’s flesh. However, three months before the 2021 general elections, Kambwili rejoined the PF and pledged to campaign and support president Lungu. In an effort to impress president Lungu during the 2021 general election campaigns, Mr Kambwili went on a dangerous tribal campaign which some political analysts feel contributed greatly to the PF defeat in the general elections. He is confidently offering himself for the vacant PF presidency.

8. Mr Miles Bwalya Sampa

He is a 52-year old agricultural economist . He was first elected as MP for Matero in 2011 and served as deputy minister at the Ministry of Finance and at commerce under the late president Sata. He is currently serving as Matero MP on the PF ticket. This is his second shot at the PF presidency after a similar attempt in 2014. Mr Sampa lost to Mr Edgar Lungu at the 2014 PF convention held at Mulungushi Rock of Authority in Kabwe. With Mr Lungu’s ascendancy to power, Mr Sampa formed the Democratic Front party in 2016. However, the registration of the party was revoked and cancelled due to party ownership wrangles. 2016 being an election year, Mr Sampa joined hands with the UPND in campaigning against the PF. Following the PF victory, Mr Sampa went back to the PF as an ordinary member. In 2018, Mr Sampa was adopted to stand as Lusaka mayor following the death of Mr Wilson Kalumba. In 2021, he was readopted to contest the Matero seat under PF. Mr Sampa is considered hard working by his faithfuls. However, his political opponents regard him as being childish. He is amongst the eight candidates vying for the top PF job.

Ladies and gentlemen, these are the presidential candidates for the vacant PF top job. The questions are; who shall lead the PF into the 2026 general elections? Who from this list shall lead the PF to the Promised Land again? The truth is that whoever becomes the PF president has a lot of work to do. He will be expected to perform miracles because the PF in its current form is in dire need of a great leader and not an average one or a chancer. If they are to have any chance of bouncing back in power, they need a party president with a positive active personality; one who is able to approach Zambians with enthusiasm and a drive for success.

Zambians already know so much about the eight aspiring candidates and their abilities. We can only wish the PF all the best and may the best candidate carry the day. It is also our hope that the legal battles started by Lusaka lawyer Lewis Mosho against the Patriotic Front won’t throw their convention into disarray.

FORMER ministry of defence permanent secretary Stardy Mwale says he can’t fathom how government will sell the Gulfstream G650 presidential jet as the country does not have full ownership yet.

Mwale told journalists at his residence on Thursday following his arrest that he didn’t followed the procedure in procuring the plane through a credit facility.

“The question is how is it going to be sold? Is it by public auction? And who is this client? Is he going to buy the way it is. I doubt because that is a military property. It is not a government property,” Mwale argued. “It’s air force one. Who is going to buy it? How is that person going to buy it? I have told you that it is not an ordinary jet. So how are we going to sell that jet? What are we trying to reveal to the outside world?”

He claimed that very little had been paid by the government for the debt and it was highly unlikely that the UPND government could “at this point claim ownership”.

“If something is leased, if I get a vehicle from Toyota Zambia and I just pay small money – and maybe it will take me 10, 15 years to completely pay – they will not give me total ownership of that vehicle. So even when I want to sell it, how do I sell it? The overall ownership remains with Toyota Zambia. It will only be mine when I pay the last coin. That jet, as Zambia, we have just paid very little. So to sell it, maybe I don’t know, maybe,” he said.

Mwale asked President Hakainde Hichilema to lift his oath of secrecy so that he could explain what was procured in US $400 million meant for the deal.

“I am arrested together with my civil servants, I feel very bad because they are very innocent. They are extremely innocent. I am urging them to respect civil servants wherever they are because they are the machine to run this country. They are the ones who can help you run the country properly. So frustrating of civil servants, the frustrations should not come to me. It should not go to the previous regime. About the 400,000 I want to tell Zambians the truth, that money…no one should cheat that the jet costed 400 million, no. The jet costed $120 million. The actual price for the jet was [US $]70 million. The other 50 million is for things that we had put. I told you it is not an ordinary jet. You see I am not even supposed to say this but when people put it in the social media, put it in TVs, put it everywhere, it is just as good as revealing the tunnels [at State House]. I think normal people wouldn’t have spoken anything to do with Ministry of Defence. That is a ministry that is not meant for jokes,” Mwale said. “We did what we did in order to protect every Zambian. In the same 400 million once my oath is lifted, I will say what other things we procured which is making all of us Zambians to sleep peacefully. To move peacefully, to see whoever is trying to bring confusion in Zambia, which I didn’t spend but it was a credit facility. So to say Stardy bought a plane at 400 million, I deny. I ask people to do due diligence, to see if at all Ministry of Defence are the ones who spent that money. We didn’t do it. Yes, I worked on the papers and made sure everything was fitted and I made sure that money from a credit facility… We did all the papers and we followed the laid down procedure.”

He claimed that civil servants from the Ministry of Defence arrested with him were innocent.

“Yes it is true I am arrested together with the civil servants who I respect too much, who we respected too much in the previous regime. Let us not run away from certain responsibilities by putting our civil servants in awkward situations. Let us respect our civil servants. Let us not just smear mud on them and blame them for things that we are doing wrong ourselves,” said Mwale. “I am asking His Excellency the President to lift my oath so that I tell Zambians the truth about the 400 million. That money did not come in this country. It was a credit facility and controlled by the country that gave us that money.”

We started working together in 2010. So, my relationship with him has never been like every-
body else’s in regard to the filter. I never had a filter with him. I’ve always spoke my mind. People gotta remember, too. This isn’t new for me, when it comes to disagreeing with him politically and things like that.

Right. You were riding with Hillary Clinton when he was doing his Donald Trump thing.
Remember, I’m the one that said the MAGA hat is the new Klu Klux Klan hood while he’s making my album. He beefing with [former President Barack] Obama. I met Obama. But it’s the same thing with him and the Drake thing. I’m going through this and that, he’s doing shows [with Drake].

How does that dynamic work?
You know what I will say about that? He knows I will do everything I gotta do and wanna do.

Hakainde Hichilema and the UPND: Zambia’s worst economic and political nightmare!

It has been caused to be leaked the
obnoxious, abhorrent and humiliatingly repugnant conditions Vedanta are
demanding from government for them to return to Konkola Copper Mines (KCM).
HH and his friends are secretly, unconstitutionally and illegally, out of court, making deals over KCM. The scandalously pathetic ZCCM-IH and FQM Royalty deal proves beyond reasonable doubt that HH and the UPND are Zambia’s worst economic and national security nightmare.
HH and the UPND are stripping Zambia naked, economically, and exposing the country to extreme security risks. They must be stopped, before it is too late.


It is not as if we were not warned about this nightmare, we were warned: including by Hakainde Hichilema himself. On 18 January, 2019, appearing on Radio Christian Voice “Chat Back” programme, unprovoked by the interviewer, Hakainde Hichilema volunteered this information: “The mining companies are saying ‘HH, we are waiting for you to come into power. We will pay the tax which you will introduce because we know it is a fair tax’”.


One year and four months after HH and his UPND support choir have formed government, this nightmare and more are happening!
HH could not contain himself but reveal the fact that in the fight and war between rapacious, oppressive, mean, polluting and environment damaging and exploitative foreign mining companies and poor Zambians, he was firmly in the trenches with foreign mining companies. HH is parasitic on, and beholden to, foreign mining companies. We have since come to learn how such mining capital supported and sustained his political campaigns to become President of Zambia, among other things, by over demonising his main political opponent Edgar Chagwa Lungu by portraying him as thoroughly corrupt, incompetent, and a thief.


Of course, Edgar Lungu and the PF did not need foreign money to have their corrupt and rotten ways broadcast in Zambia: Lungu himself is on record lamenting the extreme corruption of his government. It is the sophisticated use of modern media tools by private foreign commercial media organisations in our politics, in pursuit of the rapacious, oppressive and exploitative foreign mining interests that must worry Zambians. The past 14 months have seen nothing short of an actual “payback time” for foreign mining interests in Zambia, complete with the criminal gift of withdrawal of criminal charges before our courts, for directors of FQM, while they walk away with 100 per cent shareholding value!


Hakainde Hichilema made the shocking revelations about his relationship with foreign mining money when he was asked to respond to the PF 2019 national budget and its mining proposals. Margaret Mwanakatwe, then PF government minister of finance, had announced a 1.5 per cent increase in mineral loyalty tax rate, five per cent import duty on copper concentrates, 15 per cent export duty on precious metals, and abolition of Value Added Tax and its replacement with a non-refundable Sales Tax. As expected, mining companies responded by issuing threats to cut back on capital investments, scale back on some operations, lay off workers and focus mining on the highest grades of ore available, among other restrictive retaliatory measures.


This classic blackmail from foreign mining companies to withhold investments and literally reduce operations to barely break-even at the mere suggestion by a poor, overindebted government to earn its fair share of revenues provides the best evidence and proof of the primitive idiocy of privatising any strategic sector of a national economy. Such sectors are at the core of national security.
In a country whose economy is anchored on, overdependent, on copper mining such as Zambia is, our national security and sovereignty are inseparable from state ownership and control of our minerals and mines.
Hakainde Hichilema in the interview with Radio Christian Voice in January 2019 arrogantly warned Zambians that should he be elected President, he would preside over the complete erosion of control Zambians had on its minerals and mines, by siding with foreign mining companies in the fight between Zambia and foreign money in mining. Today, 14 months after being elected into government, HH has and is doing just that!


The arguments that mines conceal their production, sells, and profit data, and rarely declare dividends, and that even if profits are declared, minority shareholding deprives Zambia of the necessary vote to cause dividends to be frequently declared so that this stream of revenues may regularly accrue to Zambia, and therefore to guarantee that Zambia “at least receives some money” from mining companies we must swap the little shareholding value we have with an insult of “loyalty tax”, is the most unscrupulous betrayal of the people of Zambia. It is economic treason in a country whose economic mainstay is mining.


Further, this simply confirms the lunacy of allowing foreign companies to own and control copper mining in Zambia: Zambia is reduced to begging for “something” out of the massive profits foreign companies make from our minerals. There is no alternative to nationalised strategic economic pillars of any national economy, whatever weaknesses and challenges in managing such national sectors there may be.
The secret, unconstitutional, criminal out of court deals HH, his close personal friends and his ministers are making with foreign mining companies reminds me, very sharply, what Dr Sishuwa Sishuwa wrote about Hakainde Hichilema, soon after Hakainde’s interview with Radio Christian Voice, in January, 2019. Dr Sishuwa’s article is freely available on the internet. It is wrongly titled “Is Hichilema a lapdog of Zambia’s mining companies?” It is a wrong title because the mines in question are not Zambian mines, they are foreign owned mines in Zambia!


Dr Sishuwa’s article is essential reading for all Zambians who care to understand everything that is going on today in copper mining in Zambia under HH, and especially those who may wish to do something to prevent the total loss of Zambia’s ownership and control of our minerals and mining.


The sooner Zambians wake up to the realities Dr Sishuwa raises in his article, the better for Zambia.
The alternative is simply a worsening of our national hunger, poverty, unemployment and extreme inequalities as foreign mining companies ship out of Zambia millions of tonnes of our copper to enrich their foreign and very few Zambian shareholders at the expense of Zambia.
Dr Sishuwa says the following in his article: “The truth is that the benefit of keeping minerals in the ground, or banking them for the future, far exceeds the economic, environmental and social costs of a bad deal. So, if mining companies threaten to leave because of the proposed small tax increments, Zambia would do well to pave the road for them. It is time we looked to longer term strategies rather than short term expediency. Banking our resources until such a time that we are in a strong negotiating position or there is broader scarcity for metals that would enable us set improved terms for ourselves is better than emptying our underground wealth to mostly benefit foreign commercial interests.”


Fundamentally, Dr Sishuwa says: “One of the major downsides of the current extractive industry ownership structure is that it is made for corruption and for as long as the State does not have a decisive ownership stake in the strategic mining industry, (i.e. more than 50 per cent as is in countries like Botswana, Norway, Sweden, China, etc) Zambians will also have limited means to public accountability for stolen resources. This is because a limited ownership structure (even with greater taxation) gives leverage for the majority shareholders to hide profits and obscure minority shareholders. In effect, accountability is increased where a publicly owned enterprise exists.”
Hakainde Hichilema and his friends want to raise copper output to three million tonnes, annually, meanwhile, they understand very well that very little of this value will accrue to Zambia. Why? What is in it personally for HH and his close friends? Unravelling this will explain the underlying motives for this extraordinary plunder of our natural resources, and national betrayal.


Between 1972 and 1992, all the chaos, inconsistencies, incompetence, patronage, nepotism, corruption, wastage, low mine wages of Zambians, strikes on the Copperbelt, and political pilfering of money from the mines during the time when they were “nationalised” pale into insignificance compared with the loss of value and damage to our economic sovereignty Zambia has suffered between 1992 to November 2022. Hakainde Hichilema is poised to erode the little economic sovereignty Zambia still has left in copper mining through his secret deals with foreign mining companies. What is in it for him?

SOCIALIST Party leader Fred M’membe has wondered why Zambia should be used to fight China when the country has always pursued a progressive non-aligned foreign policy.


Dr M’membe said President Hichilema wants to hide that he is an “imperialist puppet” and his masters are proud to make his role known.
Dr M’membe was reacting to a tweet by the US senate foreign relations committee ranking member Senator Jim Risch, a Republican representing Idaho, who tweeted on December 14, 2022, “I was honored to meet with @HHichilema – a strong leader & bright spot for democracy in Africa. HH is working hard to curb China’s malign & predatory influence in #Zambia, as well as increase cooperation with the US. I look forward to many years of continued partnership.”


But Dr M’membe wondered why Zambians should be drafted into the United States “anti-Chinese crusade after all the decent and humane the Chinese have done for the country”.


“It’s very clear that Mr Hakainde Hichilema is being used as an imperialist puppet, lackey to fight China, Russia and all that is progressive, revolutionary in our country. Whereas Mr Hichilema wants to hide the fact that he is an imperialist puppet, his masters are very proud to make his role in their scheme of things known,” Dr M’membe wrote on his Facebook page on Thursday. “Why should our government, our country be used to fight China? Why should our people be drafted into this United States’ anti-Chinese crusade after all that decent, generous, humble, humane people has done for us? Our country has always pursued a progressive non-aligned foreign policy. Our people would certainly refuse to be drawn into this new United States-led Cold War Mr Hichilema is aiding. Our people have always had good and dignified relations with successive United States administrations and the American people and not that of puppets.”
He said a strong leader can never be a puppet of imperialism as they will “defend the dignity of their people, the sovereignty and territorial integrity of the people”.


“Our country cannot continue on this shameful, disgraceful path. We have no sensible alternative but to work very hard, tenaciously and unite our people and put an end to this disgrace, treachery, betrayal in 2026,” said Dr M’membe. “Mr Hichilema is a disgrace to Zambia and Africa – a 21st century Mobutu. They are saying that Mr Hichilema is ‘…a strong leader and bright spot for democracy in Africa’. A strong leader can never be a puppet of imperialism. A strong leader defends the dignity of his people, the sovereignty and territorial integrity of his homeland. Mr Hichilema has sold out, hired himself out to imperialist interests. Today, through Mr Hichilema’s treachery and betrayal, United States’ AFRICOM has established an office in Zambia. For what? ‘…to curb China’s malign and predatory influence in Zambia, as well as increase cooperation with the US’! This is what the Americans themselves are telling us. Today Mr Hichilema has signed a deal with the Americans to give them our cobalt and other critical minerals at the exclusion of China and others. This is what they are praising Mr Hichilema for. Mr Hichilema, like Mobutu before him, has no democratic credentials to be praised or honoured for. He is nothing but a tinpot dictator and shameless imperialist puppet.”

ZAMBIA NATIONAL SERVICE TO SET UP SEVEN COMPANIES….

The Honorable Minister of Defense, Mr Ambrose Lufuma has hailed plans by the Zambia National Service (ZNS) to set up seven companies in a quest to diversify its business ventures.

Mr Lufuma said the seven companies once operational will be a great boost to the efforts Government is making towards the reconstruction of the local economy and subsequently creation of decent jobs.

He said this when he officiated at the ZNS Headquarters 2022 Officers’ Annual Ball on Friday, 16 December, 2022 in Lusaka.

“The new dawn Government wants to see your military establishment re-align all your commercial operations in order to significantly contribute to the speedy realisation of our country’s aspirations as contained in our eighth national development plan, especially the pillar on economic transformation and job creation,” the Minister said.

Mr Lufuma said President Hakainde Hichilema wants the Service to quickly assist redress the situation of the people living in squalor by transforming the military productive operations into the kind of ventures that will generate decent revenue to support expansion and growth of ventures which should in the process ignite creation of more job opportunities.

And Mr Lufuma appealed to the Service to continue investing in equipping the wing with more ultra-modern construction equipment to further improve project execution lead time.

Mr Lufuma assured that the Government will continue supporting ZNS initiative by providing an equal platform for re-established Builders Brigade to effectively compete for commercial projects.

Earlier, the Zambia National Service Commander Lieutenant General Maliti Solochi disclosed that the Service was in the process of operationalizing seven companies to be ran by civilian members of staff in a bid to contribute to job creation and reduce the high levels of youth unemployment in the country.

Lt Gen Solochi said the companies which include among others, a security company, a block and pavers making company, an oil and lubricant company, an event and advertising company as well as a cleaning and sanitation services company falls under the newly established branch called trades and services.

He added that the Service has also made considerable progress in various infrastructure development projects country wide.

“Using internally generated resources, the service has continued procuring additional pieces of agricultural and earth moving equipment to beef up on the existing fleet to improve our effectiveness and efficiency and further supplement government efforts of delivering quality services to the general public in a timely manner,” Lt Gen Solochi said.
