The news of the 13 girls who were yesterday rescued from abduction has left PF female MPs in tears as they question Police’s silence over the matter.

Addressing the media in Lusaka today, Mfuwe MP Maureen Mabonga expressed shock that while the country was looking for one girl whose abduction went viral on different media platforms, there were 12 more girls abducted in the City.

Hon Mabonga said police would have tipped the public about other girls who were abducted and they were supposed to warn parents to take care of their children amid inhuman act.

“We are heartbroken by what happened yesterday. As you may all be aware, we knew of one girl who went missing about six months ago – Pamela. And all of us have been looking for one girl. As of yesterday, we discovered that there were 12 more girls who were abducted and these girls have been sexually abused, one of them is heavily pregnant and we are just wondering what could have happened,” she said.

“We have so many questions and I know the public is asking so many questions as what could have happened. We are talking about six months; we are talking about a young girl that is heavily pregnant….Where were the police officers? Where these cases reported to the police in their different locations? And if the cases were reported to the police, Why is it that we never got a warning from the police?”

Meanwhile, the Lawmaker implored government to assure the public of the children’s safety.

“Because when there is something that is unusual, the police ought to warn the public. They would say be careful, there are people that are abducting young girls so even us as parents would start taking care of our children. The police were mute and we are just wondering as to why they would keep quite over such a sensitive issue. We are not talking about one girl; we are talking about 13 girls abducted…..at the nose of the police, at the nose of the President,” she said.

“We decided to come in black, we are not happy, we are mourning, we are very sad, we are heartbroken and we feel for the parents of those women. We were looking for one girl and yet we had 13 girls who were missing. We want assurance from government that our children are safe. We are not even done talking about sodomy, our boys were sodomized..”

Pamela Chisumpa Case has more elements than we can perceive

Mobile-money agent Pamela Chisumpa and 13 other girls have been held hostage for months until a good Samaritan helped rescue them.

Sadly, the girls and the country have been let down by institutions.

INSTITUTIONS FAILED THE GIRLS

Let us take a look at institutions that could have helped crack this case.

The Zambia Information and Communications Technology Authority (ZICTA) has technical capacity to trace calls, identify the type of phone used and locate the caller to the nearest cell sites.

As heard from the victim families, the abductors called family members and demanded that money be sent through mobile money to the numbers given.

To get both a simcard and mobile-money account, requires at registration, identity and contact address of the owner of the account to be submitted.

Consolidated efforts with the mobile phone companies could have helped.

The Road Transport and Safety Agency (RTSA) can trace registration numbers of vehicles and locate them to the registered owners.

Victims have said that they took number plates and type of models of cars used by the abductors and sent them to family members.

Even where fake registration numbers have been used, RTSA can help especially with model of cars used.

The Police have demonstrated that they can trace cyber criminals especially those insulting the President in Criminal Defamation of the President cases.

The Zambia State Intelligence Service can help gather intelligence information related to any activity.

COVER-UP

At the scene, a suspect was picked up. He was later linked and identified as an active member of the ruling party.

At this stage, it’s premature to conclude who is really involved as this appears to be, not just crime, but also ritual practices especially after finding a coffin and black magic artifacts in the hostage home.

So a set of other suspects could be out there.

Within hours of the girls being found, a story of a video that has emerged.

The video appears stage-managed. In the video, one suspect is in deep sleep and the other other one seems to have a single mission- to exonerate everyone else except himself!

And it appears strange that while the Police failed to arrest the abductors for over six months, they quickly arrested the alleged abductors in Kaoma district within a few hours of the girls being found.

And the alleged abductor in the video seems to have clear intentions…..to close the case!

Who has sent him? Who does he wish to protect? Why does he wish to be the fall guy?

CONCLUSION

We should not politicize this case but we should ensure that the motive behind the abductions is established, culprits brought to book, and the ring of these criminals busted.

The Pamela Chisumpa and 13 others case has demonstrated that the systems failed and someone should be held accountable for this negligence.

A scholar and cleric Dr Given Mutinta has weighed in on the debate on whether one of the kidnapping survivors who was impregnated by her abductors should terminate the pregnancy or not.

ABORTION FOR ABDUCTION VICTIM

The report, if true, that one of the twelve young women who were abducted is pregnant for one of the abductors makes a sad reading.

A debate is raging whether the young woman should keep or terminate her pregnancy.

As a pro-lifer, she should keep the pregnancy because intentional abortion is murder of a human being.

Once conception in particular the fertilisation; the union between the sperm and egg has taken place, the result is the embryo.

The embryo is a genetically new human life organised as a distinct entity oriented towards further development as a biologically individuated member of the human species. It is a human being and commands such a degree of respect as to prohibit destructive actions such as abortion.

It is an old fact that from a biological point of view, there is no argument as to when human life begins. Evidence from eminent scientists from all over the world shows that human life begins at conception.

Regardless of the circumstances of conception; raped, or under abduction or duress, considering abortion which is direct killing of a human being who has nothing to do with the abduction fiasco in the Chalala township of Lusaka is a violation of the rights of the unborn youngest member of our society and the human family.

Therefore, abortion is, thus not just a matter of personal choice, religious view or women’s rights, but a basic human rights and social justice issue.

We are all are called to respect human life at all stages, and to ensure a society where crimes of violence or murder are as far as possible prevented.

Human life is sacred and must be respected and protected from the moment of conception.

The circumstance in which the young woman conceived, as an abductee, is cruel and unacceptable but cannot be used to raise questions about abortion because no one has a right to directly and intentionally terminate pregnancy before viability or to directly and intentionally destroy a viable foetus.

It is wrong to take any action that has, as its sole and direct purpose, the ending of human life in the womb.

Regardless of the situation surrounding the conception, the innocent and unborn child of the abductee should be respected and treated as a person; and therefore from that same moment of conception his or her rights as a person must be recognised, among which the first is the inviolable right of every innocent human being to life.

Therefore, encouraging the pregnant abductee to abort does not offer an authentic solution to the crisis she is facing.

Encouraging her to abort is responding to her trauma by offering a second trauma, which does not make sense. It exacerbates the original act of violence of abduction and probably of sexual assault with yet more violence of abortion.

Instead of encouraging the young woman to abort, she needs love and support from family, friends, government, and non-government organisations along with the reassurance that she can get through this together with us as society.

What she needs is the love, hope and compassion to buoy her up as she is facing uncertainty about her own future.

If supported generously, though it is a hard road to walk, she will one day look back on what happened and express her relief that she was not offered the chance to destroy her own child following an abduction.

Rather than targeting an innocent bystander, we should target the abductor who carried out the assault.

This is a challenge to the government to invest in human capacity building and technology to enable security wings fight sophisticated organised crimes such as abduction, terrorism, and others.

This will make it difficult for perpetrators of such crimes to cover their tracks, and will enhance the safety and protection of citizens.

In conclusion, intended abortion is a crime against human life and obtaining an abortion or encouraging or helping the young woman to obtain an abortion is being an accomplice to murder.

Former Commerce minister Bob Sichinga says the UPND administration will struggle to finance what he describes as their good pronouncements because the country’s major mining sector is only contributing K9 billion to the K167 billion budget.

Speaking with Daily Revelation on the 2023 national budget presented by Finance minister Dr Musokotwane last Friday, Sichinga said the UPND administration is struggling with a lack of finance while wanting to meet costs and expectations of the people.

He said looking at the budget from the general pronouncements, the socio and political point, many of the things the administration said were very good, but the important thing was to focus at the structure of the economy.

Sichinga said he was looking at the table of content, containing the revenues and expenditure, saying this was not just the problem of the current government but it has always affected the previous governments as well.

He said the total budget for this year was K167 billion, which was just over $10 billion, saying looking at the functions, the general public services accounted to K66 billion representing 40 percent of the total budget, defence at five percent, public order and safety is nine percent and environmental protection one percent, health 10.5 percent, education 14 percent and social protection five percent.

Sichinga said all these were desirable as they were pointing towards the right direction in terms of where the country should spend the money, but the question was where the money to finance the same programmes will come from.

He said looking at the revenues, domestic revenue was K111 billion, and that all the taxes put together were only giving about K93 billion to the treasury and that the known taxes were K18 billion.

“How much of it is coming from the mines? K9 billion. What does that represent? Eight percent. We are a mining country, where would we expect the revenues to come from? From mining. HELL ON EARTH: The story of Pamela and 12 others

IT has turned out that the two captured abductors of more than a dozen young women are aged only 22.

In about mid-April this year, Pamela Chisumpa, aged 22, who was working at a mobile money booth in Lusaka’s central business district, went missing, while at work, in a case that left many people with every feeling – fear, shock, pain, worry, confusion and name it.

Since then, the public remained alarmed, especially that there were other reports, with faint details, indicating that other young people were being targeted for abduction.

Police instituted investigations into the abduction of Pamela but May, June, July, August and September came and went without any intelligent investigative response in sight.

As if to buttress police investigations into the matter, some social media users offered ‘strategies’ which they thought could be employed to track the whereabouts of Pamela, but to no avail.

Some people simply thought the young lady was long killed by her stone-hearted captors.

In the meantime, police intermittently indicated that investigations into the disappearance of Pamela were ongoing but the matter, it seems, was losing taste.

Passage of time had certainly begun to eat into many people’s memories of Pamela’s sad story, let alone her old beautiful picture she posed in a sleeveless knee-long dress.

That cheery picture of hers that trended when she just got abducted!

But when everyone was gnashing their teeth to contribute, as usual, to every trending story of the day or week on social media – probably the Chile One/Yo Maps shadow contest of popularity – something least expected, but big, sprung up.

On a scorching afternoon yesterday, October 3, 2022, upon being alerted by members of the public, police officers, led by their inspector general Lemmy Kajoba, drove to a house in Chalala, an affluent but unplanned suburb in Lusaka.

The alert was that there was an urgent distress call of help from a young lady, later to be known as Agness Kapwaya, who jumped over a perimeter wall fence, to spread news, to whoever, about her and colleagues’ confinement in a house.

Neighbours to that house rushed to rescue the captives and, outrageously enough, the victims were many for any kind soul – 13 of them.

A coffin was also found in the house where the ladies were held hostage – God knows for how long.

As at yesterday, police apprehended one suspect, in connection with the jaw-dropping abduction matter.

The police later ‘advertised’ Mathews Sikaonga and James Mulenga Bwalya as wanted persons, in connection to the abduction of the 13 young women.

When everyone was in deep sleep at about 02:36 hours today, police waylaid the fugitive duo of Mathews Sikaonga and James Mulenga Bwalya, in Nkeyema district, Western Province.

“Two of the suspects wanted in the case where thirteen ladies were held captive in a house in Chalala of Lusaka have been apprehended today the 4th October, 2022 at 02:36 hours in TBZ of Kaoma after a tip-off from members of the public,” said Zambia Police spokesperson Rae Hamoonga, in a statement today.

“The two suspects are Mathews Sikaonga and James Mulenga Bwalya, both aged 22 of Chalala area in Lusaka. Police investigations are on-going.”

For now, social media is awash with intellectual and flippant opinions about what has to be done in this soul-numbing, unheard of story of abduction.

Three suspected tormentors are currently held by police while the victims, Pamela, Paxina Chanda, 22, Grace Siabeula, 22, Felistus Hachintu, 18, Ruth Banda, 21, Nalukui Machwani, 21, Agness Kapwaya, 21, Dorcas Chungwe, 24, Priscilla Mapulanga, 23, Honester Lungu, 25, Rosemary Chibwe, 25, Faith Muluti, 28, an unnamed 17 year old are reminiscing about the probably worse than hell place they were in Chalala.

CHEATING WIFE LOSES ALL BENEFITS INCLUDING HUSBAND’S PENSION, ASSETS IN DIVORCE.

Pretoria – The woman, who cannot be identified as the matter involves a divorce action, went to the Gauteng High Court, Pretoria, to divorce her husband. She also asked that half of her husband’s pension be paid to her.

The husband, in turn, said his “cheating wife” should not get a cent and that the half of his government pension fund – to which a spouse married in community of property is usually entitled – should be forfeited due to her conduct over the years.

The couple got married in 2009 but the husband said the relationship soured over the years, as his wife simply left their home – sometimes for months on end – without telling him where she was going.

Shortly after their marriage she enrolled at a nursing school, where she stayed. She, however, refused to tell him where the nursing school was.

The husband eventually called a family meeting, where he said that she did not take care of him and the children. The wife was reprimanded, but things did not improve.

The husband told the court that his wife was fetched by an unknown man in the mornings and when he asked where she was going, she simply said, “I told you where I’m going.”

He said once she only returned home on three occasions during an entire year. When she eventually returned, she came home with a baby. When he asked her whose child it was, she replied, “It’s none of your business.”

The wife, on the other hand, told the court that she became distant as her husband refused for a year to have sex with her. Asked about this, the husband told Judge David Makhoba that this was true; he did not want to have sex with her because she was having affairs with other men.

“The infidelity of the plaintiff (wife) and her conduct amounts to substantial misconduct as referred to in the Divorce Act,” the judge said. He ordered that she had to forfeit all benefits, including her husband’s pension and the assets he had built up over the years.

“Wakanda Forever” the sequel to “Black Panther” is about to be released. Sampa the Great has provided some music to the soon to be released movie giving it a Zambian twang.

There was Hollywood type action in Zambia today in Chalala staring Agness Kapwaya and Robby Chitambo leading to the rescue and release of Pamela Chisumpa the mobile money agent and twelve other abductees aged between seventeen to twenty eight years old.

“His act of great bravery exemplifies the values which help unite our national community, such as courage, selflessness, altruism and taking care of the most vulnerable,” would apply not only to Robby but also to Agness. These words were however not said about Agness or Robby.

These words were in a decree signed by French Prime Minister Edouard Philippe referring to Mamoudou Gassama.

Four years ago in Paris France Mamoudou Gassama, a young 22-year-old Malian migrant, rescued a four year old child dangling from a balcony and the video showing him scaling up four floors to rescue the child went viral.

By the time Parisian emergency services arrived at the building, he had already pulled the child to safety. This is much like today’s drama; by the time the Zambia Police arrived the abducted girls had already been rescued by Agness and Robby.

The Paris fire brigade tweeted: “Mamoudou shares the values of the Paris fire brigade. We are ready to welcome him.” The Zambia Police did not mention Robby or Agness in their press release and unlike the Paris Fire Brigade who did not claim credit for the rescue; Zambia Police seem to want to receive awards and credit for the rescue.

The official statement from Zambia Police reads in part, “With a sense of relief I would like to inform the nation through you the press that today the 3rd October, 2022 we have managed to safely rescue Pamela Chisumpa together with thirteen other ladies that were held captive in a house in Chalala area of Lusaka…….

This was after a long protracted investigation that we have continuously pursued since April this year when she was abducted along Cairo road in Lusaka.”

There was no mention of the central role played by Agness or Robby. It is gratifying that people like Laura Miti, Thomas Sipalo and Miles Sampa have recognized in their various public posts the role played by Agness and Robby.

Miles Sampa wrote, “The girl [Agness] could have been hurt and they caught her escaping while Robby was extra brave and mobilized friends to go rescue the other girls including Pamela.

The girl [Agness] risked her life escaping and so did Robby taking the matter in his own hands raiding the captive house. They raided without any sophisticated weapons but just an axe.“

President Emmanuel Macron invited Gassama to the Élysée Palace a day or two after the incident, where he was given a certificate and a gold medal for performing an act of courage and dedication.

President Hakainde must take steps like President Macron did for Gassama and honour Agness and Robby for their bravery and selfishness. We do not have to wait for the next Heroes and Unity Day and a special investiture ceremony can be done like he did when he conferred The Order of The Eagle of Zambia’ 1st Division, to former President of Liberia Sirleaf Johnson, Former President of the Republic of Liberia, Former President of Nigeria Olusegun Obasanjo,, and Former President of Sierra Leone Ernest Bai Koroma earlier this year.

President Hakainde would not even need to explain to the Zambian people why he is giving Agness and Robby the award.

Macron gave Gassama the not only the award but also French citizenship because Gassama earned the international sobriquet ‘Spider-man’ after he scaled a Paris building to save a boy hanging from a fourth-floor balcony.

Everyone agrees that Robby and Agness, who scaled the wall to save the abductees, are our Zambian ‘Spider-Man’ and ‘Spider-woman’.

JUSTICE minister Mulambo Haimbe has advised former president Edgar Lungu to stop being acrimonious in a political way or he will be bruised.
Haimbe told The Mast that Lungu must make a resolve to remain a statesman whom the government can go to seek advice.

“He can dare as much as he likes. People must be careful what they wish for. It is unnecessary. He is enjoying a peaceful existence. Nobody is harassing him per say. Law enforcement agencies making enquiries is not harassment,” Haimbe said.
He said the former head of state was not immune from investigation but prosecution.
Last Thursday Lungu said he is ready to face the law if he stole during his tenure as president.

He is unhappy that he, as well as his former government officials and family members, have been subjects of investigation for crimes allegedly committed when he was president.

Lungu was particularly displeased that the Drug Enforcement Commission went to a piece of land that he owns to carry out investigations.

He appealed to his successor Hakainde Hichilema to start the process of removing his constitutional immunity from prosecution so that he can clear his name.

“He who alleges, must prove and we will defend ourselves,” Lungu told PF members of parliament and supporters from who visited him. “My urge is that may the president institute the lifting of my immunity by going to parliament to lay a case so that he can eventually prove what crimes I committed.”

But Haimbe said the law is clear.
“Look at the law. It is immunity from prosecution not investigation. How am I going to know whether you have done something wrong if I don’t do an investigation? Again the head of state is retired. Let him remain so. Let him be a statesman. That is what people do when they
retire. Why throw around allegations? What DEC was doing was an inquiry. An inquiry can be made and you explain. It does not mean he is above the law, he is above reproach. If there seems to be something
strange it is very straight forward for him to simply say, ‘look this is how I acquired this and these are the papers’. That is it. It ends
there. Is it the situation of the guilty being afraid? You start wondering,” Haimbe said.


“Why go through a tirade of that nature and to make matters worse do so on a political party platform? What is he trying to say? And his people are continually saying we will be coming back. What is the message that is being given? I urge the former head of state to remain a former head of state. A statesman who we can go to for advice. A father of the nation rather than being acrimonious in a political way, he will be bruised.”


He said Lungu should be careful about what he wished for.

And Patriotic Front (PF) Kwacha constituency chairman Alex Mr Chembo has said the 2023 budget just like the 2022 budget was not inspirational and had exposed the new dawn administration of being an incompetent government which wanted to divert its incompetence by persecuting political rivals.

Mr Musenge said before increasing the CDF from K25.7 million to K28.3 million in the 2023 budget, the UPND should have first reviewed the performance of the fund in 2022 to understand the challenges and how best to improve on it

In an interview in Kitwe at the weekend, Mr Musenge said the UPND government must not be quick to excite people with unattainable pronouncements, but must be systematic in the manner it was running the country because running the country on lies and deceit will only serve to agitate citizens

Commenting on the 2023 budget announced by Finance and National Planning Minister Situmbeko Musokotwane on Friday, Mr Musenge said if the UPND government had failed to release the K25.7 million CDF for K2022, how was it going to afford to release the K28.3 million CDF for 2023

“Whoever wants to find out about the achievements for 2022 CDF, let him or her get on the ground and find out. Even youths themselves don’t know.

And Mr Chembo has said it is ridiculous and a clear indication of incompetence for a political party like UPND which promised Zambians a better life to abandon its campaign promises and start persecuting whoever was criticising its mediocre leadership

Mr Chembo was reacting to the persecution of former republican President Edgar Lungu by the Drug Enforcement Commission (DEC), the Anti-Corruption Commission (ACC) and other law enforcement agencies

Mr Chembo said it was shameful that the UPND which promised Zambians “Heaven on Earth” during the 2021 elections had abandoned its campaign promises and was slowly turning Zambia into “hell” through political persecution and worsening hunger and poverty levels.

He said Zambia was slowly being turned into ‘Hell’ by the New Dawn Administration through political persecution which included arrests and seizure of property of perceived political enemies, while poverty and hunger was worsening in various communities

“It is sad and disappointing that, after failing to fulfil its campaign promises, the new dawn administration wanted to govern the country through ‘blackmail’ to silence its critics, intimidation, threats and other forms of dictatorial tendencies

“It is almost a year now since the UPND or the new dawn formed government, there is nothing which it has done to bring hope to the majority poverty stricken Zambians. Things are getting from bad to worsen. Prices of essential commodities are sky-rocketing every day,” Mr Chembo said.- Daily Nation

A total of 13 girls have reportedly been rescued

News of the missing girls has brought allot of relief and burning questions among the the citizens of Zambia.

Brief information on the story is that one girls who where held hostage in Chalala area of Lusaka managed to escape the house they were held hostage in and knock at gate of the house next door in desperate need of help.

It is at that moment that a gentleman from the next door managed to get into contact with the police .

One of the cousins to the gentleman briefly explained to Diamond TV what transpired.

Those people it’s like they didn’t lock the door. so one jumped from the back and came knocking at my gate because it was the nearest. That’s when my cousin came out, and they started crying for help. That’s how he called the police” she said.

Furthermore the Chalala resident has called people to be a brothers keeper and try to help if they see anything suspicious happening in the neighborhood.

“I really feel bad because we as neighbors where unable to notice such an incident if you talk of places like Bauleni, people ask when they hear noise here when we hear noise we just avoid”, she said.

Police are yet to issues a statement on the matter.

This makes it impossible to analyze all of it in one goal, that is if one intends to do a good job. So we are going to look at it one portion at a time. Subsequently, these portions will be consolidated into the PeP 2023 Alternative National Budget which we intend to present to the public before the end of October, 2022. The first portion of the 2023 National Budget which we are going to look at are the macroeconomic objectives. These are the goals which the New Dawn administration intends to achieve for the 2023 financial year. In analyzing these macroeconomic objectives, we shall be looking at how ambitious and attainable they are. Goals should be ambitious enough but reasonable so that they can be attained.

2. The starting point is that MoF says the K167.3 billion 2023 national budget represents 31.4% of the projected GDP for 2023. This means the projected GDP for 2023 can be calculated at (K167.3/0.314) K532.8 billion. The projected GDP for 2022 is K418 billion using an average exchange rate of K16 per US Dollar. That means based on the figures in the budget, Government intends to grow the GDP by (K532bn-K418bn) K114 billion representing a growth of about (K114bn/K418bnx100%) 27% in monetary terms or about 17% in real terms if we factor an average inflation of 10%, which is even conservative because MoF says their target inflation rate is 6-8% in the planning period. Our submission is that a GDP real growth rate of 17% is not possible, given the existing economic conditions and policies in place. Even if it were possible, pursuing such an overambitious growth rate would make the economy to overheat and boil. Therefore, in this particular regard, the 2023 National Budget is premised on a fallacy.

3. The next macroeconomic objective in the Budget is that the New Dawn administration intends to limit domestic borrowing to not more than 3% of GDP, which amounts to about K16 billion. However, domestic borrowing is currently standing at about K203 billion, which represents about 38% of the projected GDP for 2023, meaning that Government is targeting a reduction in domestic borrowing of about (K203bn – K16bn) K187 billion. This is not only overambitious and unrealistic but it is also not feasible because the National Budget for the 2023 fiscal year is only estimated at about K167 billion.

4. The other microeconomic objective is to reduce fiscal deficit to about 7.7% of GDP, which amounts to about K41 billion. This represents more than 24% (K41bn/K167bn) of the national budget which is not only very high, but also contradictory. A fiscal deficit is simply the amount by which the expenditure is expected to exceed the revenue. It is a revenue shortfall to fund the budget. However, when you look at page 49 of the budget, the total projected revenue of K167 billion is equal to the proposed expenditure of K167 billion on page 43. Now, if the New Dawn is telling us that they expect a shortfall in revenue of about K41 billion, then perhaps they need to go further and tell us which revenue lines they expect to underperform. Also, if you know in advance that some revenue lines in the budget will underperform, then why not adjust the budget so that it can reflect the expected reality. Why develop a K167 billion budget when you know that K41 billion of that figure is unlikely to be realized? Why not develop a (K167bn – K41bn) K126 billion budget?

5. Indeed, based on the little that we have analyzed so far, the 2023 National Budget that was presented by the Honorable Minister of Finance is self-contradictory, inaccurate and convoluted. It is inadequate as a tool for guiding Zambia’s economic management for 2023. The trouble is that the National Budget is developed using a template that was developed more than 20 years ago, and whose relevance has diminished over the years. We were hoping that the New Dawn administration would develop a modern template for the National Budget. One which is realistic and relevant. Last year we decided to excuse their failure to develop a meaningful budget because they had only been in office for a few months and we’re developing the national budget at gunpoint, but this year there is no discernible excuse why they could not do a proper job. The bottom line is that you cannot implement what you cannot plan.

Chinsali PF MP admits getting drugged by two Tanzanian women after drinking at Urban Hotel in Ndola

PATRIOTIC FRONT (PF) Chinsali Member of Parliament Kalalwe Mukosa has confirmed that he was drugged by two unknown Tanzanian women while he lodged at Urban Hotel in Ndola.

Mr Mukosa says that the two ladies, who had introduced themselves as business women earlier at noon and were also logged at the same hotel allegedly drugged him with valium and stole from him while helping him get to his room while in an intoxicated state.

He has since refuted a paragraph in a story published by the Zambia Daily Mail with the assumption that the two were prostitutes.

In a letter addressed to Zambia Mail managing director, Mr Mukosa’s lawyer Bonaventure Mutale said while the rest of the story is accurate, the incident of drugging his client’s drink or wine occurred while he was seated around the swimming pool area in the company of the two women long before the closure of the bar.

“We have been retained by Mr. Kalawa Mukosa, MP in connection with your article headlined “MP Mukosa Robed.” “2 Tanzanian ladies drugged him with valium in his room.” The article reads in part: “Patriotic Front (PF) CHINSALI Member of Parliament Kawala Mukosa has allegedly been robbed out of K18 000 by two women of Tanzanian origin he invited for drinks in his room at Ndola Urban Hotel…” Mr Mutale said.

Mr Mutale said Mr Mukosa is not aware that the two women were prostitutes as they had earlier in the day as they ate breakfast introduced themselves as business women.

He said Mr Mukosa was intoxicated by the drug that was dropped in his drink while sitting around the swimming pool and that the two women offered to assist him to walk to is room where they robbed him after he fell unconscious.

“The two women were also booked in the Hotel in Room 14. We advise that Mr Mukosa was intoxicated by the drug that was dropped in his drink whilst sitting around the swimming pool and that the two women offered to assist him to walk to is room where they robbed him after he fell unconscious.

In the light of the above, our instructions are to request you to retract the portion of the story that states that Mr. Mukosa was allegedly robbed of K18000.00 by two women of Tanzanian origin whom he invited for drinks in his room at Ndola Urban Hotel,” Mr Mutale said.

He has since asked the Newspaper to retract a paragraph from the story which assumed that he invited the two women in his room.

“We note that this article has also been published on your online platform.Our instructions are that you should publish in print and on your online platform a corrected version and apology to Hon. Mukosa in the course of the next five days, failure to which we have instructions to commence action in the High Court for Zambia.Kindly note that Hon. Mukosa has by separate correspondence engaged the Hotel Management for its breach of mandatory statutory duties as provided for in the Hotel Act,” he said.

FORMER deputy livestock minister Luxon Kazubu says Drug Enforcement Commission has exhibited levels of incompetence.

He also saying, “Mr [Edgar] Lungu is speaking the way he is speaking because he knows that to have his immunity removed is not the easiest of things to be done. So why can’t he himself create history by being the first former head of state to voluntarily relinquish his own immunity so that he can have that space now to go and defend himself in court? He knows very well that deep down his heart, it will not be easy for the immunity to be removed.”
Kazabu told The Mast that it was pointless for the DEC to go and seize a property of a former president who is enjoying immunity from prosecution.


“We all know that you cannot prosecute a former head of state who has immunity but that is not to suggest that the former head of state should be allowed to get away with wrongdoing. Secondly, in my view, the investigative wings, in this case Drug Enforcement Commission have displayed some degree of incompetence. They shouldn’t have proceeded the way they did,” Kazabu said. “By the way, those officers other than the head, Madam Mary Chirwa, the rest are ones that served under the PF. So for me, there was no point in going to seize property for a person you know you cannot prosecute. It is an exercise in futility. It is a terrible case of the incompetence on the part of the Drug Enforcement Commission and I hope going forward such mistakes and incompetence will not be there to show
its ugly head but this is far from the suggestion that there is lawlessness.”


Kazabu said that former president Edgar Lungu’s utterances were unfortunate.
“It is a language that can only come out of a mouth of a person that is bitter because some of his lieutenants, the people he worked with,
who are being arrested for wrongdoing. He also got offended but for me it does not matter whether you are my brother and sister. If you choose wrong things the long arm of law must visit him and at the end of the day whatever happens Zambia should come first. Our loyalty is to Zambia,” he said. “He is offering the current government an opportunity for him to have his day in court!

Look as a statesman and if he means what he says, he himself can relinquish his immunity, how else should we do [it]? Mr Lungu is speaking the way he is speaking because he knows that to have his immunity removed is not the easiest of things to be done. So why can’t he himself create history by being the first former head of state to voluntarily relinquish his own immunity so that he can have that space now to go and defend himself in court? He knows very well that deep down his heart, it will not be easy for the immunity to be removed. That is why he is challenging the government of the day.”


Kazabu noted that Lungu still had “loyalists within the system”.
“You know some of the people he worked with…It is really a question of ‘look he is our former boss so we must stand with him’. Unless you have people who are really highly principled and that is when you say to yourself that ‘for me if a motion should come, I will vote in support of that motion because for me, my country comes first, anybody else is second’. But in this part of the world, we have seen it before that those that would have worked with a former president will always stand with them even if they know he committed some wrong. If it was simple majority, we know he wouldn’t say that because simple majority can easily be attained. But two-third is a bit of a mountain
to climb,” said Kazabu. “He is saying there is lawlessness now? There was lawlessness under his leadership. Now we are seeing the restoration of the rule of law. And proof is there for everybody to see. If anything he should be the first person to be ashamed of the things that happened under his rule.


We witnessed the worst rule in terms of governance. Cadres assumed powers which they did not have and did all sorts of things under his nose. There are videos of how individuals were brutalised, incarcerated. Come on man! You are a former head of state. Can you present yourself as a statesman! I didn’t expect that kind of language to come from him. He knows deep down his heart, that there was extreme lawlessness under his leadership which the current government is trying to correct. Examples abound. We have people who have been arrested for committing various offences and they have walked away via bail or police bond in no time. Things which did not happen under president Lungu, unless one is a stranger to this country. So it is unfortunate he came out the way he did. That is not a mark of a statesman and a former president.”

On Thursday, Lungu said he is ready to face the law if he stole during his tenure as president. He’s unhappy that he as well as his former government officials and family members are subject of investigation for crimes allegedly committed when he was president. He was particularly displeased that state investigators on Thursday went to a piece of land that he owns to carry out investigations. Lungu challenged his successor Hakainde Hichilema to start the process of removing his immunity from prosecution so that he can clear his name.

“He who alleges, must prove and we will defend ourselves,” Lungu told PF members of parliament and supporters who visited him. “My urge is that may the President institute the lifting of my immunity by going to parliament to lay a case so that he can eventually prove what crimes I committed.”

HOW NAPSA MESSED ITSELF UP IN THE MOSI-OA-TUNYA LIVINGSTONE RESORT VENTURE DURING PF: HOW CAN RETIREES SURVIVE

BACKGROUND TO THE MOSI-OU-TUNGA LIVINGSTONE RESORT
Before investing in the Radisson Blu Mosi-oa-
Tunya Livingstone Resort, NAPSA had already invested in 3 modern hotels namely: StayEasy Hotel at Levy Junction Mall under the Southern Sun franchise, Hilton Garden Inn in Society Building in Lusaka and the Garden Court Hotel at the Edgar Chagwa Lungu Business Park in Kitwe.

However, NAPSA did not come up with the Livingstone project, it bought it from other investors.

The Department of National Parks and Wildlife (DNPW) – formerly known as Zambia Wildlife Authority (ZAWA) – identified a portion of the Mosi-oa-Tunya National Park, and tendered it for development. The proposed site, which is also a northern part of the World Heritage Site and is co-managed by the Department of National Parks and Wildlife (DNPW) and National Heritage Conservation Commission (NHCC), was earmarked for tourism development as reflected in the Mosi-oa-Tunya Management Plan.

In October 2006, following an Environmental Impact Assessment carried out for the proposed Mosi-oa-Tunya Hotel and country club estate development by Legacy Holdings Zambia on an area covering 220 hectares, ZAWA entered into a a Tourism Concession Agreement (TCA) with Legacy Group. This agreement came after an open tender. The scoping meeting of this development under Legacy Holdings Zambia was led by Mr. Renatus “Rennie” Mushinge, the Managing Director of BICON Zambia Ltd. But some disagreements and delays in implementation led to this concession being cancelled by DNPW.

Following the collapse of the first concession, the directors of Mosi-oa-Tunya Resort Holdings (MRH) approached DNPW to develop the pieces of land through an unsolicited bid. There were concerns about how the land was acquired since it was never advertised like in the case of Legacy Holdings. It is important to note that Mosi-oa-Tunya Resort Holdings was only registered in 2017 and in 7 months and weeks, the fledgling company had managed to bid, convince government departments to get permissions to develop and roped in funders to develop the Mosi-oa-Tunya Livingstone Resort. In February, 2018, a TCA was signed between Mosi-oa-Tunya Resorts Holdings – in which Renatus Mushinge was responsible for scoping of the project and was a director and shareholder of the firm alongside Valentine Chitalu – and the DNPW in respect of the Lot 14734/M/A in the Mosi-oa-Tunya National Park located in Livingstone City to develop the Mosi-oa-Tunya Livingstone Resort. This portion of land, which is a 16.85 hectare site is along the Zambezi River, upstream of the Victoria Falls, and at the confluence of the Maramba and Zambezi River, within Livingstone City. The proposed site is a northern part of the World Heritage Site.

The directors of Mosi-oa-Tunya Resort Holdings, upon being successful with their bid, appointed Mukuba Property Development Company Limited to develop the proposed project site. Now it gets interesting here. The shareholders and directors of Mukuba Property Development Company Limited are as follows: Renatus Mushinge (Director and owner of 33.33% shares held held under African Eagle Hotels & Resorts), Valentine Chitalu (director and owner of 33.33% shares) and Jacob Jone Sikazwe (director and owner of 33.33% shares). These are the same people who own the holding firm.

At some point, NAPSA signed a turnkey agreement with Mukuba Property Developers consortium which includes project partners that comprised Stefanutti Stocks Construction as main contractor, Radisson Blu as the hotel operator, and a combination of local and international consultants. What is not clear is whether NAPSA financed the hotel and then bought it from Mukuba at a profit despite its own money being invested or it bought all the shares of the investment. All searches of the companies involved show that NAPSA owns no shares into the developer or the holding company. But because NAPSA is not regulated, this information is hard to come by. Only a proper forensic audit can bring this matter to rest.

Since NAPSA says it is the owner of the hotel, did NAPSA buy the concession? Or they lent money for construction then bought the hotel? Is the hotel being run under a special purpose vehicle?

At this time, Bicon Zambia, also owned by Mushinge, was mentioned as being part of the Mosi-oa-Tunya Livingstone Resort project. This came out during the EIA scoping meetings. But Bicon Zambia, a company that had previous worked with NAPSA on a number of investments including some scandalous ones like the Society Building in town, was not going to sit well with the public. It disappeared from the scene once the project started, Not sure if it was removed. Was it cleverly withdrawn from sight and instead replaced by the likes of Mukuba since these are still the same people?

The Mukuba Property Development and Bicon nexus had been involved in previous developments including Hilton Garden Inn Hotel (in Society Building) in Lusaka and Kitwe’s Garden Court Hotel and ECL Business Park in Kitwe (on land which had previously been ‘Freedom Park’, Kitwe’s town greenspace. All these are NAPSA projects. All these have sad stories in terms of costings of projects and real work done. If we were to look at the spreadsheets, the numbers would shake the public and they would want head to roll. Interesting, the seems to be a trend of NAPSA working with these same directors of companies from project to project despite public misgiving.
Mukuba boasted that the Mosi-o-tunya Livingstone Resort was going to be the largest project ever developed in Zambia in the tourist space. It would include two hotels, a 5-star (120 beds) and a 3-star(180 beds), and an 18-hole golf course, as well as a 600-seater convention centre, kids park, spar and golf club all within the Mosi-oa-Tunya National Park. Hilton Worldwide was earmarked to operated the resort. Mukuba and NAPSA had already worked with Hilton to develop a hotel in Lusaka by this stage Eventually the golf course was removed from plans and replaced by a a putt-putt course and other supporting facilities.

THE SCANDALOUS COST OF THE MOSI-OA-TUNYA LIVINGSTONE RESORT PROJECT

The developers didn’t waste time, within a year of the concession, construction works commenced in the third quarter of 2019 with an initial projection of completion over a 2-year period. The resort’s ground-breaking ceremony was officiated by President Edgar Lungu on 3rd July 2020 and then acting NAPSA Director General Yollard Kachinda.
The final design of the resort showed it would have 180 standard hotel rooms, 20 executive stand alone chalets, a state of the art 500 seater conference hall among other facilities.

Questions have been asked how NAPSA was asked to buy the concession and develop the resort at a cost of approximately USD 100 million without negotiating downwards especially that this was an unsolicited bid. Though the developers of the resort, at EIA stage, revealed that they were partnering with NAPSA to fund the resort and that the proposed project cost was estimated initially set at $149, 098, 000 (USD 149 million) but later announced by NAPSA to be USD 98,000,000 (USD 98 million) i.e. almost USD 100 million, many felt that the cost was still very high.

The suggested real cost of the resort can be found in an article by Richard Aaron Ngoma, which is available in public domain online and is entitled “NOW PF GETS ENTANGLED IN SOCIETY BUSINESS PARK, MILLIONS OF DOLLARS REPORTEDLY STOLEN”.

A good number of the more than 1200 (?) pillars that support the structure of Lusaka’s Society Business Park – that hosts the glamorous internationally-renowned Hilton Hotel located in Society House along Lusaka’s Cape to Cairo Rd right in the heart of Lusaka Central Business District – were said to be about to give in due to huge cracks that had developed. The structural weakness of the building was being attributed to poor and unqualified workmanship that critics said was awarded to politically connected individuals with close links to the Zambian president and the PF party in power. In 2020, issues surrounding concerns over the structural integrity and the need to strengthen the columns of the Society House Tower were raised with BICON reporting that 153 columns of the total of 258 columns were found to have lower than the specified design capacity of the specified concrete strength.

Richard Aaron Ngoma submitted as follows: “According to impeccable sources, cracks in the giant pillars were first noticed in 2018. Remedial measures were awarded to Bicon Construction Company owned by Rennie Mushinge, at a cost of US$20m. Bicon Ltd filled up the cracks without carrying out thorough engineering investigations as to the extent of the structural damage. The Director General of NAPSA Yolard Kachinda approved the Bicon works without expert advice, and reportedly shared the $20m with Rennie Mushinge and named PF top officials. Early in the week, President Edgar Lungu met the Engineering Institute of Zambia Board at State House, where it is reported he berated them for lack of superintendence on the project. Insiders say the President is attempting at scapegoating the real culprits because of his deep involvement with them. The connection of Bicon and NAPSA spreads its tentacles in other business entities. For example, the pension fund awarded a contract to build Mosi O Tunya Pleasure Resort Hotel in the controversial national park land to Mukuba Properties, at a staggering inflated cost of US$98. Mukuba Properties is owned by Bicon CEO Rennie Mushinge. Sources say the correct BOQ cost is $40m with $58m being unaccounted for, under the guise of payments to ‘consultants’. Sources further state that a good chunk of the money was delivered to State House.”

So if Ngoma thinks the BOQ was around USD50million, the quoted price is scandalous!
How did that resort cost pensioners from Zambia’s poor neighbourhoods a whooping K1.7 billion to construct? That is USD 100m. A quick questionnaire passed around a number of Zambian developers comes back with suggestions that it should have cost between USD 20m to USD50m tops!

Unfortunately, because NAPSA is not regulated, the figures have never been been made available to many people who should be seeing to it that the right things are or were being done. Only a proper forensic audit can bring this matter to rest.

If the hotel cost less than USD 50m, where did the USD 48m go? Could the developer have gained too much money so that they developed the property at 4 Omelo Mumba Road from the profits? Wouldn’t be good if Mukuba Property could come out and state that the Rhodespark Hotel building on Omelo Mumba has nothing to do with the Mosi-oa-Tunya investment?

OTHER CONCERNS MAKING THE MOSI-OA-TUNYA RESORT INVESTMENT PROBLEMATIC

Some commentators said they saw this project as a selfish venture and looked at suspiciously because it came at a time Hon Ronald Chitotela had just moved from Ministry of Infrastructure to Ministry of Tourism. At that time, Chitotela was facing accusations in the press of impropriety undertakings in deals and other forms of suspected corruption and money laundering. More suspicious was the fact that the Zambia Tourist Board of directors, headed by Peter Jones who was the owner of The River Club in Livingstone and was opposed to the development, had just been dismissed. Many felt the development scheme would and later was approved using underhand methods as a result.

At at EIA stage, several people raised concerns about the whole area meant for the hotel development being an important elephant corridor and how the resort would create a wildlife barrier in the park.

The Zambia Environmental Management Authority (ZEMA) approved the project’s environmental impact assessment and also approved the project. And because part of the land offered for the construction of the hotel was within the “elephants corridor” and it was feared that this resort may lead to the elephants abandoning the route and thereby reducing their visibility and attraction to Livingstone, which is Zambia’s tourism capital, the approval came with conditions such as no fencing of the facility. “While noting that the project proposal was amended to reflect the condition of ZEMA that no fencing would be erected around the resort, the site selection would appear to be in contradiction to the aim to ensure the natural movement of wildlife, especially the area around the Maramba River, which is a known elephant corridor,” one write-up noted.

The developers promised to leave animal corridors within the development to allow the elephants to go through resort and especially the golf course part. They assured stakeholders that the hotel would not be fenced. This raised concerns on how clients would be protected from both elephants and hippos. These concerns later led to the golf course being dropped from the plans. But when construction was done, there was now fencing all around the project clearly blocking the wildlife. This led to critics stating that the project clearly breached the conditions given by the ZEMA approval for construction-to not block wildlife from accessing the rivers and many felt this was reason enough for UNESCO to deny the area its world heritage status.

Critics asked, was it worth using pensioners’ money to develop something that would lead to a World Heritage status being lost?

The World Heritage Centre and International Union for Conservation of Nature (IUCN) Reactive monitoring mission visited Zambia and Zimbabwe from 9th to 13th February 2022 to assess the threat of tourism development pressure such as the Mosi-oa-Tunya Livingstone Resort (to be run by Radisson Blu) and the proposed Batoka Gorge Hydro Electric Scheme. Both Zambian and Zimbabwean governments were accused of not caring about the World Heritage Site status of the Mosi-oa-Tunya/Victoria falls area going by the kind of massive projects they were permitting within the World Heritage Site boundaries, on both the Zambian and Zimbabwean sides. Recently, the Victoria Falls City Council announced a new ‘massive’ US$50 million riverside hotel development in conjunction with Lamcent Capital, to be built on the banks of the Zambezi about 5 km above the Falls, sandwiched between the recent Palm River Hotel development and Zambezi Lodge on the south bank (Zimbabwe).

Another asked why Zambians did not get to a point where they held investors and companies accountable for not abiding by environmental regulations.

Then there was the issue of height of buildings. All developments within National Parks and World Heritage Sites area are required to be below the ‘average tree height’ so as not to visually intrude on the skyline. The developer was accused of erecting hotel buildings which were up to 16.4m which is was deemed to be below the maximum tree height as opposed to average tree height.

As at now, the resort is done. It is now going to be run by Radisson Blu and not Hilton as earlier plan. This is Radisson Hotel Group’s first resort and third hotel in Zambia, The resort, officially called Radisson Blu Mosi-Oa-Tunya Livingstone Resort, is run by General Manager Mr. Shaun Wheeler. The newly constructed resort has facilities such as the biggest conference complex in Livingstone, a spa, a kids centre, hotel rooms, villas, swimming pools and a 90-seater boat on the water for cruises. It was set to open this past month of September 2022 with offerings such as unique on and off the river adventure activities, from Victoria Falls bridge activities, water-rafting, canoeing and game drives to helicopter rides, river cruises and elephant encounters.

IS NAPSA AGAINST PATNERING WITH BICON AND MUKUBA FOR THE KASABA BAY RESORT?

Mukuba Property Development Company (MPDC) plans to develop the Kasaba Bay Resort project on behalf of African Eagle Hotel and Resorts (AEHR). The project site is located in the Nsumbu National Park in Nsama District, Northern Province, Zambia. Located at approximately 50km North East from Nsama town, the site can be accessed from the Nsama entrance to Nsumbu National Park at the DNWP gate. Continuing on gravel road going South East for approximately 15 Km to reach Nkamba Bay lodge entrance and a ZESCO substation. The site is approximately 1kms South East from the Kasaba Bay airstrip.

As earlier noted, MPDC is said to be a special vehicle that was incorporated in 2012 (though PACRA records show 2017) by Bicon Zambia Limited to facilitate local institutional investors and financial institutions to own offices and serviced apartments at Bicon House. MPDC is 100% owned by Bicon Property Zambia Limited. Both are owned by Mr. Renatus Mushinge.

The Ministry of Tourism and Arts, DNPW, through its General Management Plan for Nsumbu National Park (2020-2030), set aside and zoned areas for park management. DNPW identified a portion of the Nsumbu National Park, and African Eagles have been provisionally given a lease to develop 50 Ha by putting up a resort comprising of a 120-key 3-star hotel and conference, a 80-key 5-star hotel, and other supporting facilities such as dining areas, storage areas, laundry areas, male and female toilets, ball room, terrace, and generator area, plant area, meeting rooms, offices, reception/lobby and main kitchen. The resort will also have a Maintenance workshop, Beach Club including Spa and Gym, Wellness center and Boma, a Kids Club and a Hotel water arrival Jetty.

On 4th March 2022, ZEMA called for comments on the proposed Kasaba Bay Lodge through an advert placed in the Zambian Daily Mail.

In the Environmental & Social Impact Assessment Studies for The Proposed Kasaba Bay Lodge in Nsumbu National Park in Nsama District of Northern Province in Zambia by Mukuba Property Development Company report, on page 15 under sub-title 2.1.3.12 (National Pensions Scheme Act No.7 of 2015), the developers let the cat out of the bag when they stated that “The developers are partnering with NAPSA to fund the resort.”

Ok so NAPSA is again working with Bicon Zambia and others to develop, is it now the 10th property? Isnt this too much considering many of these are not through open tenders?

In fact, isn’t this the same Bicon which is now suspended?

On 25th July of this year, Zambian Business Times’Tyndale Muchiya, in an article entitled “Society house saga deepens as EIZ suspends BICON & BCHOD” revealed that the Engineering Institute of Zambia (EIZ) had suspended the membership of BICON, a Consulting Engineering firm, following the irregularities revealed after a joint investigation conducted by the EIZ technical committee and the government’s Joint Investigative Team (JIT) on Society House. The EIZ President, Mr. Abel Ng’andu, however mentioned that the suspension is due to the gravity of the matter, EIZ has suspended their membership as governed by the EIZ statutes. Ng’andu however could not reveal the actual irregularities, stating that the matter was before the government’s JIT working with the EIZ. EIZ has since urged its Members to strictly follow the code of conduct and provisions of the EIZ act.

The proposed project cost for the Kasaba Bay Lodge is estimated to be $50, 000, 000 and the construction works will be in 2 phases to commence in January 2023 – December 2024 for the first phase. And the rest of the development completion of the second phase by 2026.

So now NAPSA is paying USD 50m for a similar project to Mosi-oa-Tunya Livingstone Resort and not the USD 98 million for the Livingstone one?

Clearly the USD 100 million for Livingstone is scandalous and authorities should take interest.

The Unemployed Teachers Association of Zambia welcomes a move by the government to employ 4,500 teachers in 2023

The Unemployed Teachers Association of Zambia (UTAZ) has commended the move by the government to employ 4,500 teachers as stated in the 2023 national budget presentation by the Finance and National Planning Minister Situmbeko Musokotwane.

Unemployed Teachers Association of Zambia President Francis Musonda highlighted in a statement issued to Lusaka Times that following the announcement by the Minister of Finance and National Planning Situmbeko Musokotwane on the floor of the house during the 2023 National Budget presentation to recruit 4,500 teachers in 2023, on behalf of the Association and all the 70,000+ Unemployed Teachers, the recruitment of this additional 4,500 teachers next year, not only will it provide employment to the destitute majority unemployed teachers but it will improve their lives and also supplement the positives brought by the historical 30,496 recruitment.

“Allow me to thank and recognize the endless efforts the new dawn government has continued rendering towards the education sector,” Mr Musonda said

“It is undoubted that as a country we still have a long way to go to balance up the pathetic teacher-pupil ratio characterise especially by the introduction of free Education from grade 1 to 12 early this year,” Mr Musonda added

Mr Musonda cited that the country may wish to note that the desired teacher-pupil ratio in public schools is 1:40 for primary and 1:30 for Secondary respectively but the current teacher-pupil ratio is still a huge concern.

“Nonetheless, with these efforts by the government we are hoping that soon this song will be a thing of the past,” he stated

Mr Musonda has acknowledged the government’s effort towards improving the quality of education through the provision of school materials and furniture such as desks and other necessary materials, stating that this move should be a continuous process, especially in rural areas.

Mr Musonda has appealed to the government to see to it that the recruitment is done in the first quarter of 2023 and if possible, all these Teachers be sent to remote areas where the need is so high.

Mr Musonda has since called on his fellow Unemployed Teachers Association of Zambia members, to remain steadfast and encouraged, especially for those that have stayed for a long time after graduation without being employed to consider taking up some voluntary work between now and next year as this will help them refresh their brains and skills so that as they get to be employed next year, they would have been rebooted and be able to deliver up to their expected standards.

Last week, Minister of Finance and National Planning Situmbeko Musokotwane announced in the National Assembly during the 2023 National Budget address that the government will continue to implement measures to improve the quality of education. To this end, an additional 4,500 teachers will be recruited in 2023. Priority for the deployment of these teachers will be given to rural areas which are more deprived.

Further, the government will upgrade teachers who are currently serving in positions that are lower than their qualifications, including those who have been acting in higher positions for a long time without confirmation.

Mr Musokotwane added that while the government has made some headway in teacher availability, challenges remain in the sector. The problem of teachers shunning remote areas and earning salaries designated for remote schools while actually not being there is real.

Finally, many of the schools are not adequately supervised and inspected to ensure adherence to standards. In 2023, the government is providing money specifically for ensuring, without fail, that schools are visited by standards compliance personnel.

And to increase access to education, the government will next year complete the construction of 56 Early Childhood Education Centers, there are many high schools, some going as far back as 2010, which were abandoned midstream in the past twelve years, and the government will embark on completing them in 2023, 115 secondary schools in total. Further, the government will commence the construction of 120 new secondary schools with the support of the World Bank.

THE culture of voting in Zambia needs to change if we are to produce caring and focused members of parliament, says Namakau Sianga.

She argues that voting behaviour in Zambia has been pathetic.

The losing Livingsone PF parliamentary candidate in the August 2021 elections, Sianga said most members of parliament have changed cell phone numbers to avoid talking to their masters, “the electorate”.

“The culture of voting in Zambia needs to change if we are to produce caring and focused MPs who would work for their constitutencies in the country.

As things stand we will continue to vote for MPs who do not answer phone calls and are absentee landlords and the people in their respective constitutencies will continue to be community orphans,” Sianga said.

She said it was “so sad most that members of parliament have stopped answering phone calls” from constituents.

“Adding salt to this some MPs have even changed their sim cards and acquired different numbers. All this done in an effort to avoid talking to their members from their constitutencies,” Sianga said.

“The challenge we have to deal with as a country is to change the voting culture we have attached to elections by behaviour which is to perceive elections as a ceremony and seasonal fanfare event. In fact coupled to this generally we are often misled with the election famous concept of saying ‘vote wisely’ which has turned out to be giving us wrong and uncaring legislators who abandon the community once elected.”

She urged Zambians to rethink the culture of elections especially voting pattern because in most cases they are left disappointed.

“This culture is among us people and its up to us to begin talking about the adverse effects of it and then start revolutionalising it going forward so that things could improve.

However, for now the people who voted for the alleged absentee MPs countrywide will only have themselves to blame and involuntarily endure the adverse consequences until 2026 when they will again be accorded the opportunity to decide through the ballot,” Sianga said.

“This time therefore calls for deeper reflection and begin discussing the status of culture of voting so that we equip ourselves with better understanding of the realities and discourse towards changing for the better.

In short when we accept now that our culture of voting has been pathetic and that’s the reasons why we have produced absentee MPs then come 2026 we are destined for a different situation and most of these MPs even if they force their way into being adopted the voters who are in the majority would still teach them a bitter lesson of not voting for them or rejecting them through the ballot.”

She added that: “the election terminology of saying vote wisely has caused deception in the minds of majority voters and it continues to thrive as a culture of misleading voters”.

WHILE Gender Based Violence is being frowned upon more and more, last Friday, Kapila Primary School teacher had the audacity to stand before a packed court and justify why he occasionally administers doses of corporal punishment on his wife.

This is in a matter where Debora Lukasa aged 36 of 15 miles in Lusaka filed to reconcile with her husband Boyd Mubita of the same area.

It was brought to the attention of the Lusaka Boma Local Court that Mubita, a dedicated imbiber of all sorts of intoxicating beverage was in the habit of shifting the Tarven atmosphere of loud music and violent fights to his home after drinking sprees.

Lukasa explained that Mubita practices martial arts on her and the children.

“My husband has a problem every time he drinks alcohol, he comes home very late and starts playing loud music as though it’s a bar.

“Sometimes he comes and wakes the entire house to beat me and my children,” Lukasa narrated.

She has accused Mubita of being in the habit of stealing her money for business to maintain his record of being a buyer of alcohol.

“I have told my husband that if he wants to correct the children in the house, he can do it when he is sobber, but he always waits to get drunk to insult and beat the children,” Lukasa said.

In defense, Mubita said he beats his wife because he finds the house dirty.

” the house is always dirty, you find that they eat lunch but refuse to clean the dishes waiting for a child who will come around 16:00 hours from school to wash the dirty dishes. Sometimes I find the bed the way I left it unmade,” Mubita said.

He added that his wife has also spoiled the children to an extent where they don’t heed to anything He says.

“You find that the child she came with in marriage just eats lunch and goes in her room to sleep without cleaning the dishes or the house waiting for those who have gone to school to come clean and when I say anything she speaks on her behalf that they have duties she can’t work for her friends” Mubita said.

He said the house was too untidy for his liking and his wife to not see anything wrong with the state of the hygiene that is why he would beat them to pump some sense in them

The couple has been married for 13 years and have two children together aged between 6 and 11 years.

However, Lukasa also has an 18 year old daughter whom she entered with into marriage.

The two parties have since stated in their final submissions that they want to live in peace with each other.

And Justice Martha Tembo adjourned the matter to October 20 to monitor if the couple is willing to work on their weakness in a bid to save their marriage.

Justice Tembo encouraged the couple to go and ensure they adjust on the issues brought to light in the court.

She said the couple will be monitored how they live starting today until October 20 when judgement will be determined.

Zambia women’s national team captain Barbara Banda’s move to Spanish football club Real Madrid was halted following the controversy surrounding her during the 2022 Women’s Africa cup of nations (WAFCON) where she was disqualified due to gender verification rules set by the tournament organizers CAF, which bars female players with high testosterone levels from taking part in the competition.

Despite travelling with the team, Barbara was among the four players that were ruled out of the 2022 WAFCON hosted in Morocco in July.

The four also included the Spain-based duo of Racheal Kundananji and Racheal Nachula as well as Kazakhstan-based midfielder Prisca Chilufya.

Before the WAFCON tournament, Zambia Women’s National team coach Bruce Mwape told journalists in Lusaka on June 9, 2022 that the player had been excused from the Copper Queens camp to finalize her move to the Spanish club.

“Barbara is not with us today because she has been excused to complete her move, as you may all be aware she will be joining a Spanish club,” said Mwape.

Banda who equaled an Olympic record of the most hat-tricks scored in one competition, a feat that no African female player has ever achieved, missed the Copper Queen’s first open training session in Lusaka before the team travelled to Morocco.

She was on the verge of joining the Spanish giants, especially after her treble at the Olympics which put her level with Brazilian legend Cristiane as the only player to score multiple hat-tricks in the tournament’s history with the Brazilian having scored them in two different editions and also beating Nigeria’s Mercy Akide’s all-time record of four Olympic goals by an African woman as the Zambian finished the competition with a record six goals.

The records by Banda at the Olympics triggered so much admiration from top clubs in Europe who wanted to sign her from Chinese club Shanghai Shengli but all in vain after the WAFCON brouhaha.

According to the Soccer Donna website, a women’s football transfer news outlet, Banda’s move to Real Madrid was almost a ‘done deal’ but got halted after the news of her ineligibility to play at the Women’s Africa Cup.

“The transfer of Barbra Banda to Madrid is on hold after the happenings before the Wafcon. We will see what happens next.” wrote the women’s football transfer experts.

Since the 2020 Tokyo Olympics, Banda has also not returned to her base in China despite having a running contract with the club. This is said to be due to the pandemic travel restrictions in that country.

She was inactive from competitive football until early this month when she returned to the Zambian national team squad at the 2022 COSAFA women’s Championship where she scored 10 goals to equal her compatriot Racheal Nachula’s record of the most goals scored by a Zambian at the competition in a single campaign.

Banda was very lethal in front of goal at the competition having scored in each of Zambia’s games including an extra-time winner in the final against South Africa to help the Copper Queens lift the regional trophy for the first time.

With the 2023 Women’s World Cup fast approaching on the 30th of July in Australia and New Zealand; and Banda eligible to play for the Copper Queens who will be making their debut at the competition, it remains to be seen if Real Madrid will refresh their negotiations for the signature of the Zambian striker who is never out of form and also reportedly being sought-after by other top European clubs.

Indonesia’s football stampede claims 174 lives

At least 174 people have been killed in a stampede in Indonesia’s eastern city of Malang following a chaotic run for exits from a football stadium amid riots.

The East Java Police chief Nico Afinta confirmed the news of the tragedy during a news conference on early Sunday, October 2, 2022.

Afinta disclosed that the death toll is likely to increase as at the moment, approximately 180 injured are in critical conditions and they’re currently receiving intensive treatments at various hospitals.

Riots broke out after the game ended on Saturday evening, with host Arema FC of East Java’s Malang city losing to Persebaya of Surabaya 3-2, Al Jazeera reported.

The team’s loss after 23 years of undefeated home matches against rival Persebaya attracted thousands of Arema supporters, known as “Aremania,” who reacted by throwing bottles and other objects at players and football officials at the Kanjuruhan Stadium before chaos broke.

Riot police responded by firing tear gas towards the stadium stands, sparking panic among the crowd which resulted into some supporters suffocating and others trampled as hundreds ran to the exit in a bid to escape the chemical.

The Kanjuruhan Stadium has a maximum full capacity of 38,000 spectators, however about 42,000 tickets were issued for Saturday’s game.

The country’s President Joko Widodo has ordered the football association to suspend all matches in the country’s top league, BRI Liga 1, until an investigation into security at matches is wrapped up.

FIFA president Gianni Infantino has expressed his deepest condolences to the families and friends of the victims who lost their lives following this tragic incident.

Meanwhile, the Indonesia’s football association, PSSI, has suspended the premier football league Liga 1 indefinitely following the tragedy and banned Arema from hosting football matches for the remaining part of the season.

The death toll from the Kanjuruhan Stadium disaster has surpassed that of other global soccer disasters like the 1989 Hillsborough Stadium tragedy in Sheffield, England, which claimed at least 96 Liverpool.

Indonesia is due to host the 2023 FIFA U-20 World Cup from May 20 to June 11, with 24 participating teams. As the host, the country automatically qualifies for the cup.

The new and old Kenyan MPs elected to the 13th parliament are united in demanding for a “just” pay for the tough work ahead of them. In past years, newly elected legislators have always agitated for higher perks than the previous ones, demanding pay hikes beyond the wildest imagination of the electorate.

After one of the freest general elections in post-independent Kenya in December 2002, Kenyans elected a new president – President Mwai Kibaki – and a slew of new member of parliaments into the August House.

The country was upbeat; it beaten the outgoing President Daniel Arap Moi’s project and protégé, Kanu’s Uhuru Muigai Kenyatta and his running mate, William Ruto. As the two musketeers nursed their political wounds, the electorate looked to the new parliament to spearhead the new government’s policies and development projects.

But as the ninth parliament convened for the first time – a hodgepodge of completely new and old timers, their first point of agenda on the floor of the House, was to increase their monthly salaries. What? The electorate was taken aback. The country was reeling from, and suffering an economic backlash occasioned by Moi and Kanu’s mismanagement and institutional mega corruption.

But the MPs were not deterred: Although during the campaign period, the opposition which was gearing to capture power from Kanu spoke the popular language of the electorate and what it wanted to hear; to be one with them, to understand their distress call of hard times, on reaching parliament all MPs new and old, from the opposition ranks and Kanu were united in agitating for their socio-economic welfare.

I decided to do a comparative study of what MPs earned in the East African countries of Uganda and Tanzania, South Africa and the US. Then, as now, I knew several MPs as friends and acquaintances, especially from the opposition ranks and the last thing I also expected from them, was to demand for a pay increase, accompanied with several perks that would drive the corporate world green with envy.

Kenyans were hurting, yet were ready to tighten their belts, because the new Kibaki government had promised to right the wrongs of the past dictatorial regime, help them improve their economic lot and so, it pleaded for time from them. Why were the MPs moving on a different tangent? Why did they think they were so special as to be inoculated from the suffering that every other Kenyan was undergoing?”

When I published my story in one of the leading daily local dailies, the MPs were in uproar. How dare I suggest that it was immoral at that juncture for them to ask for a pay rise when every other Kenyan was on a tight diet? How dare I accuse them of greed and uncaring? Some of them said they were not the cause of the state of economic affairs in the country? In any case, how were the two related? Their fighting for their socio-economic and political rights and a suffering economy? Some of them, therefore, accused me of inciting Kenyans against them.

The study showed that with their proposed pay, the Kenyan MP would be one of the highest paid legislators anywhere in the democratically run countries: Better paid than their compatriots from Uganda and Tanzania, better paid then than his South African counterpart, and can you imagine, better paid than a US congressman.

The article argued that the United States of America with all its economic might – the most powerful economy in the world, then as now – did not pay its lawmakers humungous amounts of money, because in the words of a congressman from Illinois whom I had interviewed, “we don’t fight to be lawmakers, so that we can earn big money. If you want the big cash, become a businessman or woman, or join the corporate world.”

South Africa, then as now, is one of the biggest economies, if not the biggest in Africa. Then, it didn’t pay its MPs better than a struggling economy like Kenya. I don’t know about today.

The MPs got their way, because they blackmailed President Kibaki and his new government. United in their scheming purpose of, it’s either our way, or the highway for Kibaki, they left the president with little or no option, but to bow to their demands.

A new President, intent on pushing for his monetary policies and development projects for economic growth, had to cave in and couldn’t stop the MPs from allocating themselves sweetheart fringe benefits and deals. He needed them to pass legislative laws in parliament and if they ganged up against him, they would slow him, pity him against the people and generally make the country ungovernable.

Afterwards, I looked for my MPs friends to ask them why they had brazenly asked for a pay rise in the wake of suffering Kenyans and economy. “Some of you just don’t know what we go through during the campaign period,” said one of them. “The electorate which you think is innocent extorts from us, you must give them money or else…We end up spending fortunes to finance the campaigns, by the time some of us are elected, we are so broke, we can hardly afford anything.”

The same electorate, said the MP, “will still want you to contribute to this or that harambee in the constituency, to some burial in the village and people are always dying, support a women’s group for this or that purpose. . . the demands are endless. The very same electorate waylays you, so that you can part with money, it is as if they’re on a mission to continually extort and exhaust your finances, so long as they can corner you.”

From then on, old and new MPs first order of a new parliament is to usually to agitate for even more perks than the previous ones. They unashamedly do so, whether there is an outcry from the people or not. During the campaigns, all aspirants say the right things, some even say increasing their perks is the last thing in their busy minds. As the competition for getting into parliament has become so cut-throat and intense by the day, aspirants have found themselves using tons of millions of shillings to both woo and bribe the electorate and anybody else, who needs to bribed, for them to win their seats.

At the end of the day, aspirants who don’t make it go home to nurse the financial wounds, that is if they spent their own cash and have to think of ways of replenishing their reserves. Those who make it to parliament, must also think of how to recoup their “loses.” That is why, the first item of agenda of parliamentarians is to raid the national treasury kitty and demand for a salary increase beyond the wildest imagination and reach of the electorate that has just elected them.- This Is Africa

KZN Rejects Jacob Zuma and Ex-wife

Former president Jacob Zuma’s bid to return to active ANC politics has got off to an embarrassing start.

It might be his home province, but KZN has rejected him along with his ex-wife Nkosazana Dlamini-Zuma ahead of the ANC elective conference in December.

Provincial secretary Bheki Mtolo said that Zweli Mkhize got the nod as a preferred candidate for the position of party president during a special Provincial Executive Committee (PEC) meeting.

This would likely pit Mkhize, also known by his clan name, Khabazela, with President Cyril Ramaphosa.

Dlamini-Zuma, who’s from Bulwer in KZN, is also eyeing the top position.

But KZN, which is sending 877 delegates, which is the highest number, to the 55th conference in December, snubbed her as well.

The province nominated current treasurer-general and acting secretary-general Paul Mashatile for the position of deputy president.

Limpopo Premier Stanley Mathabatha was picked for the position of national chairperson that Jacob Zuma is also eyeing.

The province nominated former Eastern Cape premier Phumulo Masualle for the powerful full-time position of secretary-general, with Nomvula Mokonyane as his deputy.

This announcement by the ANC in KZN came just hours after Zuma announced his availability for the position of national chairperson in a media statement.

“I also wish to confirm that I have been approached by a number of cadres to make myself available for the position of national chairperson of the ANC,” said the statement.

“I have indicated that I will be guided by the branches of the ANC and that I will not refuse such a call should they deem it necessary for me to serve the organisation again at that level or any other

Zuma, who served as ANC president from 2007 to 2017 said it was time to return the ailing party to the “rightful owners”.

KZN is the province where Zuma once enjoyed massive support during his years as president of the ANC and party, but the support has all but disappeared.

The province’s nomination of Mkhize will likely give Zuma another headache due to the frosty relationship he has had with Mkhize over the years.

The ANC in KZN said it was open to being persuaded ahead of the conference.

Pope Francis begs Putin to end ‘spiral of violence and death’ as he fears nuclear war

Leader of Roman Catholic church, Pope Francis for the first time directly begged Russian President Vladimir Putin to stop the “spiral of violence and death” in Ukraine, saying that the crisis could turn nuclear and have heavy effects for the world.

In an address dedicated to Ukraine and made to thousands of people in St. Peter’s Square on Sunday, October 2, Francis condemned Putin’s latest annexation of parts of Ukraine and urged Putin to think of his own people in the event of an escalation.

The address by Francis was similar to a radio peace appeal by Pope John XXIII in 1962 during the Cuban Missile Crisis.

It was the first time Francis, made such a direct personal appeal to Putin.

“I’m haunted by rivers of blood and tears that have been spilled in these months,”

“In the name of God end the conflict it is absurd that the world was risking a nuclear conflict.

“My appeal goes above all to the president of the Russian Federation, begging him to stop this spiral of violence and death, even out of love for his own people,” Francis said.

“On the other side, pained by the enormous suffering of the Ukrainian population following the aggression it suffered, I address an equally hopeful appeal to the president of Ukraine to be open to a serious peace proposal,” he said.

Speaking two days after Putin proclaimed the annexation of nearly a fifth of Ukraine and placed the regions under Russia’s nuclear umbrella, Francis also emphasised all countries’ right to “sovereign and territorial integrity”.

“I strongly deplore the grave situation that has been created in the last few days, with more actions that are contrary to the principles of international law,” he said in a clear reference to the annexation.

“This, in fact, increases the risk of an nuclear escalation to the point of fearing uncontrollable and catastrophic consequences on a global level,” he said.

In a reference to ethnic Russians living in Ukraine, Francis said it was also necessary to respect “the rights of minorities and (their) legitimate worries”.

Francis said it was “anguishing” that the world was learning about Ukrainian geography through names of places such as Bucha, Irpin, Mariupol, Izium, Zaporizhzhia and other places where people had suffered “indescribable suffering and fear”.

THE KWACHA MUSIC AWARDS’ VOTING PROVED THAT ATTITUDE CAN TAKE YOU WHERE TALENT CANT- YO MAPS HAS TO RECONCILE WITH HIS FANS

One of my favourite quotes as an artist was that ATTITUDE CAN TAKE YOU WHERE TALENT CAN’T. No matter how talented you are, always check your attitude, because art is hugely dependent on the people that buy your music, tickets for gigs, etc. I say this as advise to my young brother Yo Maps, he’s one of the most talented artists and so he needs to check the attitude that has brought him into conflict with his fans and make amends. Arts, like sports and other social activities, should be a uniting factor, something that other countries even use to enhance social cohesion and nation building. It’s only in Zambia where we even undermine art, sports and their uniting factor in the broader picture of national unity, foreign policy and development.

So to see art become so political, divisive and brutal, as we saw last night is something that needs urgent attention. And from what I have noticed, Yo Maps, his management and his spouse are all not helping things. Instead of helping to build where he is weak they are causing more damage and adding fuel to the fire. BUT it is not too late, let him make amends. ALL three of them have to work together to rebuild his public image. People are dancing to his songs but voting against him. So while they are still dancing, let them reconcile, because if this beef continues, even dancing to his songs will be a problem.

Having said that, one of the best examples of a person who has a great attitude and management is Chef 187. The first day I spoke to his manager some years ago before he even blew up to be one of the biggest artists in the country, I knew that it was just a matter of time and he would be. And indeed it came to be in no time and I would always hear many people comment and praise him and his manager. So his massive talent, humility and great management have brought him thus far, and it will take him to places that many can just dream about. That’s what attitude does. Even less talented artists can actually become bigger than the more talented ones if their attitude is right.

Finally, great job Kwacha MUSIC Awards for yet another extraordinary and entertaining event. We really enjoyed ourselves. And to the Zambian public, you proved your point, now let the young man be lol. Love him or hate him Yo Maps is a very talented artist and it is my hope that there is some form of reconciliation between him and the public so that he continues to do what he does best- to make good music and you also do what you do best- to dance to that music.

BREBNER Changala says former president Edgar Lungu is a hero today, thanks to inertia from the new dawn administration.
He says President Hakainde Hichilema is reaping what he sowed by refusing to constitute a commission of inquiry into the 10-year PF rule.
On Thursday, Lungu challenged authorities to lift his immunity and probe him for corruption if they believed he was guilty.
When some PF members of parliament visited him after hearing that Drug Enforcement Commission (DEC) officers had visited one of his properties in Lusaka east, Lungu went into an outburst, claiming that there is lawlessness in the country.


“He who alleges must prove and we will defend ourselves,” said Lungu. “My urge is that may the President institute the lifting of my immunity by going to parliament to lay a case so that he can eventually prove what crimes I committed.”
Commenting on the issue, Changala supported Lungu saying he has been given enough time to say what he said.


“Edgar Chagwa Lungu today is receiving sympathy because of the indecision, inertia to take the bull by the horn. Today Edgar Chagwa Lungu is a hero,” he said. “The fight against corruption by the new dawn administration is almost reaching a dead end. It is looking like it’s targeted and it is not achieving the intended purpose for which the people of Zambia desirably wanted to see that money stolen from the treasury is recovered.”


Changala said President Hichilema had refused to make PF accountable as he promised during campaigns.
“Mr Edgar Chagwa Lungu is former president. He’s a man many citizens or Zambians have been having an urge that he accounts for the period that he served as President of the Republic of Zambia. We, the concerned citizens, immediately after the change of government, asked the current President of Zambia Mr Hakainde Hichilema to constitute a commission of inquiry in which we should have examined the 10-year rule of the Patriotic Front in which law and order literally broke down. In which the rule of law was nothing but academic. In which corruption became the order of the day,” he said. “Mr Hakainde Hichilema resisted that commission of inquiry and he has resisted, and I wish him well. But as fate has it he (President Hichilema) is reaping what he sowed. The outbursts by former president Mr Edgar Chagwa Lungu are totally in order because the journey to make him account for all his shortcomings has been meandering around the inconsistencies.”


Changala said PF have outsmarted the DEC, hence the outbursts of confidence from most former ruling party members.
“But we have come to realise that the Patriotic Front is smart and smarter. What the DEC has been doing in recent days and weeks, they are playing in the hands of suspects. Their investigations and seizure of properties is being placed in doubt. How are the investigations done at DEC other than arresting people or indeed seizing property out of mere suspicion, not out of founded and credible investigations?” he wondered.


Changala said because of the way the DEC has been handling Lungu they are in fact laundering him.
“President Edgar Chagwa Lungu today is being laundered and almost being turned into a saint by the new dawn administration. And I can tell you without hesitation that Mr Edgar Chagwa Lungu and his colleagues in the former cabinet will walk the streets once again with their heads high, unless a miracle happens,” he observed.


Changala gave credit to Lungu whom he said has played a low profile after leaving office in August last year.
“I must give credit to Edgar Chagwa Lungu in that he has taken a low profile. He’s only made to wake up from slumber by a few men and women in the investigative wings who go and rattle his nest. Without that he’s one of the most peaceful citizens at the moment, having come from the highest position in the land to nothing but a commoner,” he said. “But we must also come to terms with the very fact that this is a man that enjoys constitutional immunity. Whatever they are trying to do they must observe the law and treat him as a former head of state. And when they gather information that is incriminating they should do what he has asked for himself – lift the immunity, let’s go to court. It’s a very serious challenge and an indictment on Mr Hakainde Hichilema.”
Changala accused DEC of being highly incompetent.


“The DEC is exhibiting high levels of incompetence where they want to excite the citizenry knowing very well they have no case. They want us to believe through their pronouncement that they have a case and they are recovering property. Even the seizure notices that they are throwing like confetti all over the show must be checked properly,” said Changala. “Some of these are being done carelessly. They are not well-founded. They are being done because they have the authority to sign a seizure notice. Because the law allows them to sign a seizure notice. But that seizure notice must be duly signed in a responsible way and with proper investigations. Then it can work.”

The whole morning, I have heard people go on and on about how Yo-Maps didnt get any award because Zambians love to pull each other down and how the ‘village boy’ didnt deserve any of those awards.

On the other hand, it’s been amusing to see how the famed Disciplinary Committee has been mercilessly feasting on the bruised egos of their vanquished foes.

I failed to understand what all the talk was about since my music tastes are not aligned to any of the involved artists.

So like any ‘good fool’ and since I was bored, I did a little digging, reading through a dozen posts and reposts and I found something interesting.

There is actually more than meets the eye. It’s a classic tale of passion it seems. And as would be expected, all is fair in love and war.

Personally, I don’t think Zambians are bitter, they are actually very accommodating.

I should however say, they are very emotional, in the best and worst ways!

They are Romantics and they love the underdog! And most of all, they value humility.

Once upon a time,from
the ghetto, came this guy who sent Zambia singing and I must say I regret only coming across him when he was gone.

They had so much hope in him and they weren’t gonna pull him down. How could they? He was one of them and they were gonna make him a star! Then he died suddenly. And in their grief, a video that had seemingly gone quiet earlier resurfaces. ‘Their star’, who had just been taken away from them is being humiliated by a clique of ladies and one of them stands out.

How could she do that to ‘theirs’?…She became a vent for their grief. To them, she’s somehow responsible for their loss.

Meanwhile, this other guy, from the ghetto too is in the news. He’s talented, they love what he stands for – hope! He reminds most that you can make it, that one day, anyone can say “ni season yanga!” and he becomes ‘their star’.

Perfect or not, they wouldn’t wanna pull him down,he is ‘theirs’ and he is one of them!..However, later along the way,’their star’ gets into a union with their ‘public enemy number something’. They don’t approve but they want their star to succeed,so they keep supporting him. A few moons pass and one day,she goes after them,says they don’t matter. To add insult to injury, ‘their star’ says the same publicly.

Emotions set in and behind their lols, they are hurt. ‘Their underdog’ wasn’t theirs anymore.

Whose responsible? The entity they partly previously blamed for the loss of one of their stars…

In their hearts, they have lost twice to one person. What do they do,they fight back with a protest vote that favors an upcoming underdog.

To what extent that history affected the vote I don’t know, however the new underdog alias Chile One does have talent and did deserve an award and even more. But this I do know, the voters didn’t and don’t wanna pull Yo-maps down, right or not,they were after someone else.

Anyway, it’s just a theory.

Mukata’s former wife fined K5,000 for assaulting guard

FORMER UPND Chilanga member of parliament Keith Mukata’s ex-wife Maricho Hoare has been fined K5,000 by the Lusaka Magistrates’ Court for assaulting a security guard.

Jittery about spending six months in jail, in default of payment before the close of business as directed by magistrate Stanford Ngobola, Maricho has since paid the amount to court.

Maricho, 40, a businesswoman of Lusaka West, was facing a charge of assault occasioning actual bodily harm.

The convict on October 6, 2021 occasioned actual bodily harm on Oliver Mulalilo of Pre-Secure security firm who was manning her yard, by slapping him in the face and hitting his head against the wall after he refused to open the gate for her.

In his judgment, magistrate Ngobola said he believed the evidence of Mulalilo that his boss slapped him twice and then hit his head against the wall during an altercation.

He said the pain inflicted on the victim’s head was corroborated with the medical report that sustained injuries on the forehead and the same evidence was not challenged.

“It is clear from the evidence on record that no other witness apart from the complainant saw the accused assault the complainant. Where a case against an accused person rests entirely on the evidence of the complainant, it is always competent to convict on the evidence of the single witness if that evidence is clear and satisfactory in every respect,” magistrate Ngobola said. “I am convinced beyond any doubt that Mulalilo was a credible witness whose evidence remained unshaken, further, the accused was properly identified. I therefore rule out the possibility of mistaken identity. A medical report showed that the findings of the medical practitioner upon examining the complainant were that the complainant sustained swollen head. In my view, these injuries can be categorised as harm.”

Magistrate Ngobola said Maricho’s defence was unconvincing as it was mere denial.

“On the totality of the evidence on record, I find that the prosecution proved the case beyond reasonable doubt that the accused is guilty of the offence of assault occasioning actual bodily harm and I convict her accordingly,” said Magistrate Ngobola.

During mitigation, Maricho’s lawyer Petronella Kafumbe said her client deserved leniency as the offence is a misdemeanour which attracts a fine.

“She is a mother of four, the youngest is three years. This is a woman who has been through a lot. She has been tormented considering that the same period she had to deal with trauma and appearing in other court cases. It is our prayer that you consider a fine as opposed to a custodial sentence,” pleaded Kafumbe.

Handing down his sentence, magistrate Ngobola said though Maricho was a first offender entitled to leniency the offence she had been convicted for, though a misdemeanour, attracted a penalty of imprisonment of up to five years.

“I cannot let the accused scot free and go unpunished. However, being a first offender, I shall be lenient with the accused. I therefore sentence the accused to a fine of K5,000, in default, six months simple imprisonment. You are informed of the right of appeal within 14 days. Sentencing takes effect today,” said magistrate Ngobola.

Keith Mukata’s lonely days to end soon

THE lonely days of former Chilanga lawmaker and once upon a time deputy justice minister Keith Mukata are nearing an end as he moves closer to wedding his gorgeous fiancee Charmaine Musonda.

The marriage process was sent into high gear yesterday as Charmaine rounded up the best cooks within her family and circle to help her put various dishes and African cuisines that would go to Mukata and demonstrate that he would not starve to death once the two exchanged their marital vows.

It was all smiles for Mukata as the bringing party entered his yard in Lusaka West wriggling their waists to the sound of African drums and song with various consumables atop their heads.

A whole roasted pig, dozens of chickens that would have been enough to go to each of the starving UNZA who yesterday took to the streets in celebration of the government’s reintroduction of meal allowances, countless deep fried bream fish, game meat and several traditionally prepared vegetables, among other edibles, were all part of the pre-nuptial menu.

Mukata, who probably had an idea of what to expect from his caring wife-to-be and family, had already mobilised enough manpower, which included Turkish ambassador to Zambia Istem Circiroglu, to help him demolish the mountains of food brought to him.

After the the formalities of presenting the food to the groom, the guests put the their digestive systems to work and were later joined by their bride-to-be.

Much as the guests combined their efforts to try to finish what was served, food seemed to have won; it remained in abundance.

Cheered on by ululating and whistling guests, the two exquisite love birds walked hand-in-hand, shared snappy kisses before concluding the evening with a photoshoot!

First Quantum Share Price Jumps to 4.9% in Toronto After Zambian Government Makes Further Cuts to Mining Royalties

The shares of First Quantum Minerals Ltd, which accounts for more than half of Zambia’s copper production, gained as much as 4.9% in Toronto after Finance Minister Situmbeko Musokotwane told parliament in his budget speech yesterday that the government will make further cuts to copper mining royalties.

In his budget address to parliament, and in a move seen to incentivise mining output, Dr Musokotwane said that restructuring the royalty system will cost the government K2.8 billion in lost revenue next year.

Currently, Zambia uses a sliding scale mining royalty system based on the copper price and under the planned changes, charges will apply on the incremental value in each adjusted price band, as opposed to the aggregate value, Dr Musokotwane told parliament.

In his speech Dr Musokotwane said said that the government plans to spend K167.3 billion kwacha in 2023. About K111.6 billion of that will come from revenue, and the rest from grants and borrowing.

The Minister further said that while K18.2 billion was allocated to external-loan servicing next year, that doesn’t take into account debt restructuring and will be subject to change once the agreement is reached with creditors, he said.

The government has so far made slow progress in efforts to rework its external liabilities that totalled $17.3 billion last year. It’s using the Group of 20’s Common Framework to engage with creditors — a template that required the nation to seek help from the International Monetary Fund. The government has been given assurances by an official bilateral creditors committee that they’re ready to negotiate, thereby unlocking a $1.3 billion IMF bailout.

The government now needs to negotiate with official bilateral creditors a memorandum of understanding for the restructuring, and seek comparable treatment from commercial lenders, including the holders of $3 billion of outstanding eurobonds. The government needs $8.4 billion in debt relief through 2025, according to the IMF. The World Bank said this equates to a 45% cut in net present value for creditors.

Did The Students Who Marched To State House Break The Provision Of The Public Order Act?

DID THE STUDENTS WHO MARCHED TO STATE HOUSE BREAK THE PROVISION OF THE PUBLIC ORDER ACT? NOT AT ALL!

Debate has generated whether or not the University Students’ Thanksgiving March to STATE HOUSE offended the Public Order Act or indeed the police applied double standards.

This is because, not too long ago, police stopped Dr Brian Sampa’s procession for his failure to inform the Police of such a PROCESSION at least 7 days before yet University Students seemed not to have observed this requirement.

The truth is that the University Students DIDNT BREAK THE LAW AND POLICE DIDNT NOT ACT UNFAIRLY BUT ACTED WITHIN THE EXISTING LAW REGULATING ASSEMBLIES, PROCESSIONS AND DEMONSTRATIONS, AND THE LAW’S PROVISIONS

Section 5(4) of the public Order Act guides that Every person who intends to assemble or convene a public meeting, procession or demonstration shall give police at least seven days notice of that person’s intention to assemble or convene such a meeting, procession or demonstration

However section 5(6) puts an exception to the provisions of subsection 4 by stating that The provisions of subsections (4) and (5) SHALL NOT APPLY to any public meeting CONVENED BY or AT THE REQUEST OF and INTENDED TO BE ADDRESSED BY THE PRES IDENT, the Vice-President or any Minister or Junior Minister or the Speaker or Deputy Speaker of the National Assembly

The Re-introduction of Students’ Meal Allowances Thanksgiving March to STATE HOUSE by the scores of the University Students was INTENDED to by addressed by the President hence his allowing them to march to State House for the PURPOSE.

Any march to STATE HOUSE must be cleared by the PRESIDENT or else it cannot take off or can be disrupted.

No wonder, two presidential assistants, a Cabinent Minister and government officials where at hand to welcome and address the STUDENTS.

In addition, Section 5(7) further directs that Where in any proceedings against a person for an offence against section seven it is necessary so to prove, the burden of proving that the said public meeting was convened by or at the request of and was intended to be addressed by the President or the Vice-President or any Minister or Junior Minister or the Speaker or Deputy Speaker of the National Assembly shall lie on the accused

In an event that the Police arrested the students for an illegal procession or demonstration, all they needed to prove to the police or court was that march was convened at the request of and was intended to be addressed by the President. Case closed.

Zim tycoon wins 24-year legal battle against the Bank of Zambia, set to get US$139 million refund

HIGH Court of Zambia has ordered the country’s central bank to pay back US$139M to Jayesh Shah. The High Court of Zambia has ordered the Bank of Zambia to pay back US$139, 191, 386 seized in 1998 to Zimbabwean business tycoon, Jayesh Shah, and his company Al Shams Building Materials Limited.

The judgement follows a protracted legal dispute stretching over the past 24 years.

Justice Edward Musona sitting at the High Court Thursday found the bank at fault, bringing an end to the long-running dispute.

“This is proper particularly since the history of litigation, in this case, dates back to 1998. It is 24 years old in the courts. The Bank of Zambia has unduly and unjustly perpetuated this case,” said the judge in delivering his ruling.

He added, “This dispute has been in a back and forth movement, from High Court to Supreme Court.

“This is sad. Litigation must have an end. 24 years in court is too long. Bank of Zambia has abused its immunity against execution. This should end because it is not good governance.

“Now, therefore, I order that leave to appeal is granted but subject to a deposit by the Bank of Zambia into the court of 30% of the judgment sum being US$139, 191, 386 within the period during which an appeal may be lodged. Parties may proceed to uplift this judgment,” ruled Musona.

Shah has vast business interests in Zimbabwe, Zambia and India, among other countries.

The background

On January 16, 1998, Zambia’s Drug Enforcement Commission (DEC) informed Al Shams Building Materials Limited’s bankers – First Merchant Bank Zambia Limited – and the Attorney General that it had seized the firm’s accounts with over US$1 million pending investigations.

According to court papers, just months later, the bank was placed under receivership and on March 16, 1999, the Bank of Zambia ordered its liquidation.

Al Shams Building Materials Limited and Shah instituted legal proceedings in the Zambia High Court, which on October 12, 1999 ruled that the money should be returned to the owners since the seizure was unlawful and illegal.

The court ruled that in the case of First Merchant Bank failing to reimburse Shah and his company, the Bank of Zambia was held liable and, in the alternative, the Attorney General was ordered to pay if the funds could not be found.

Malawi Govt plans to spend K1 billion on waiting room for pensioners

Malawi Government has come under fire over its plans to spend K1 billion on construction of a camping facility for retired civil servants who spend days in Lilongwe waiting for their benefits at the Ministry of Finance.

Critics says Government should focus on ensuring that pensioners are not made to wait in order to access their money.

Nation Publication reported on Sunday that the Ministry of Finance and Economic Affairs included the project in the 2022 Public Sector Investment Programme (PSIP) which lists projects to be implemented by government in the next five years.

“The project aims at constructing a working room for pensioners at Capital Hill to provide a humane environment for pensioners and beneficiaries of deceased estates when the Pensions Unit is processing their duties,” the PSIP document reads.

Government intended to start the project in January this year but lack of funds means that the project remains in the pipeline.

However, critics have argued that Government should have spent the money on initiatives that would ensure that pensioners get their money without hassles.

Social commentator Idris Ali Nassah tweeted: “In Malawi, retired civil servants spend days moving from office to office following up on their pension. To fix the problem, the govt has plans to spend US$1 million on a “state-of-the-art” waiting room to give the frustrated pensioners “dignity” as they wait to be assisted.”

Commenters on the tweet said government could digitize the process or let pensioners process the funds through government offices close to where they live.

“Digitize!, streamline, make it easy and effective. That money more than enough to digitise the whole process,” one Twitter user said.

Another commenter said: “This government seems to have run out of ideas. The person works for government for over 20 years. When it comes to retirement, the employee is expected to travel all the way to Lilongwe. Why? What are regional offices for? Where’s decentralization?”

Speaking to the Nation, Ministry of Finance and Economic Affairs spokesperson Taurai Banda said lack of a pensioners’ pavilion at the Pension Unit affects pensioners as they are waiting for the processing of the pensions and benefits.

“There is, therefore, a need to provide a humane environment for pensioners and beneficiaries of deceased estates when the Pensions Unit is processing their duties,” Banda said.

IS FORMER PRESIDENT EDDAR LUNGU BEING PROSECUTED WHILE UNDER THE VEIL OF HIS IMMUNITY?

I have noted arguements that former President Edgar Lungu is being prosecuted by law enforcement agencies while still enjoying his immunity.

This is because of Drug Enforcement Commission (DEC)’s forth and back announcements of the seizure of former President’s purpoted lodge.

Also reports that DEC had stormed one of former President Lungu’s property have validated these insinuations.

These alleged actions by DEC are being construed in some quarters to mean *prosecution* than *investigating* the former president .

But is a former President immune from investigations or that of his properties when there is reasonable suspicions?

ARTICLE 98 of the 2016 Constitution guides;

98. (1) A person *shall not institute or continue civil proceedings against the President or a person performing executive functions*, as provided in Article 109, in respect of anything done or omitted to be done by the President or that person in their privatecapacity during the tenure of office as President.

(2) The President shall not, in the President’s private capacity during the tenure of office as President, institute or continue civil proceedings against a person.

(3) For purposes of clauses (1) and (2), where a law limits the time within which proceedings may be brought against a person, the term of office shall not be taken into account in calculating the period of time.

(4) Subject to clause (9), the President or a person performing executive functions, as provided in Article 109, is immune from
criminal proceedings which *immunity continues after that person ceases to hold or perform the functions of that office.*

NOW, what are *criminal and/or civil proceedings* and Once we define this phrase then, will we appreciate the current happenings around the former President.

Again, does immunity of a former President entail immunity of his properties, spouses, children?

Can immunity accorded to a former President hinder investigations by and from law enforcement agencies from investigating his properties, children and spouses?

Or DOESNT immunity only hinder prosecution OR institution of criminal or civil proceedings against a former president?

The Provincial UPND Youth leaders from across the ten provinces gathered in Lusaka to show solidarity to president Hakainde Hichilema for what they termed exemplary leadership from the time he was elected president a year ago.

Lusaka province Youth Chairperson Mr Anderson Banda appreciated the work done by the Government for not letting the people of Zambia and that president Hakainde Hichilema’s leadership has promoted unity and love amongst citizens.

He said the people waged a negative campaign against the president accusing him of trying to divide the country but the reality is different.

He said the opposition in the country has remained with nothing to oppose the UPND Government more especially that 90% of UPND promises are being achieved.

He said the peace the people are enjoying is not by chance but a product of hard-working by the Government of Zambia under president Hakainde Hichilema.

And Eastern province Youth Chairperson Mr Nyirenda Lyson said the UPND is well organized and disciplined party that obey and respect the leadership .

Nyirenda commended the Kanyama youths that once staged protest but apologized to the party for taking a wrong route.He said this is not the right time to begin fighting but to get united for the common good.

He said it is not true that all the people can benefit at the one time and urges the youths to hold their fire and support the leadership to deliver to the expectations of many.

And UPND Copperbelt Provincial Youth Chairperson Mr Hinyama Wallen urged the youths in the party not to be swayed by negative critiques in the opposition who have taken a route of insults instead of positive criticism.

He said the country under the PF was extremely damaged but the UPND Government is doing everything possible to repair it.He said the two UPND budgets presented so far is addressing challenging issues for the people in Zambia. He added that the Government is in hand sourcing for resources to support the weak and will not stop at anything until what was promised is fulfilled.

Meanwhile UPND North Western Province youth chairperson Mr Bruce Kanema said the country was messed by a criminal gang but it is being repaired by the prudent Government.

Mr Kanema said the enemies of the people that destroyed the country are all over the country criticizing the Government shamelessly even when the performance of the UPND Government under President Hakainde Hichilema is being admired by people from all over the world.

He wondered why some people woke up in the morning to insult the leaders doing their best to correct the wrong done by the previous Government. He condemned people that have ganged up to accuse the UPND of trying to support homosexuality.He said the UPND does not in any way support homosexualities nor have the desire to support that in future.

He said even before he formed the Government some people were accusing him of being a tribalist but today, the opposition and their supporters are accusing President HH of supporting homosexuals.

He warned the critic of the president and the Government to do normal politics otherwise they will have to themselves blame when they continue to insult the Head of state. He said the Youths in the ruling party can defend the President and Government through respecting the rule of law.

He said democracy must be guided and that Democracy doesn’t entertain politics of insults and no one should hide in the name of politics to insult leaders.

And UPND Central province Youth Chairperson Mr Paul Mweemba has disclosed that the central province is slowly becoming the hab of mining activities but regretted that the majority of the mines in the province are done illegally by the people bent on doing wrong .

He said the mining audit is underway and very soon the situation will be brought to normalcy and the youths will begin to benefit.

Govt has increased PAYE threshold from K4, 500 to K4,800 in next year’s national budget

Government has increased the Pay As you Earn (PAYE) tax threshold from K4, 500 to K4,800 in next year’s national budget.

This means that only employees getting paid K4,800 and above will be taxed Pay As You Earn.

Presenting the K167 billion proposed 2023 national budget in Parliament today, Minister of Finance and National Planning, Situmbeko Musokotwane said the move is meant to mitigate the cost of living for many Zambian citizens.

Dr. Musokotwane said the measure will add 21,509 more workers to those who do not currently pay this tax on account of being below the PAYE threshold.

“The measure will also increase disposable income for salaried households by K1 billion,” he disclosed.

The minister also proposed to increase tax credit for persons with disabilities to K600 per month from the current K500.

He further proposed the abolishment of the current two-tier taxation system in the telecommunication subsector, which provided for 30 percent tax on profit of up to K250,000 and 40 percent on profit above K250,000, and replace it with a single tax rate of 35 percent.

Meanwhile, the government has proposed an increase of the Constituency Development Fund (CDF) allocation for the 2023 budget to each constituency from K25.7 million to K28.3 million, which is an increment of K2.6 million.

Dr. Musokotwane said increased CDF allocation is an overall K4.4 billion, which is an increase of K401 million from the 2022 national budget.

He stated that this will address the challenges faced by communities especially in rural areas.

“Priority will be on improving water and sanitation at health and education facilities, procurement of school desks, electrification of schools and hospitals as well as provision of maternity services at health centres,” he explained.

Meanwhile, Dr. Musokotwane proposed to spend K66.2 billion or 39.5 percent of the budget on the General Public Services function.

He said of this amount, K30.5 billion will go towards domestic debt servicing while K18.2 billion is for external debt service.

“The allocation towards debt service does not take into account debt restructuring and will be subject to change once an agreement is reached with creditors. We appeal to our creditors to support us so that, together, we can expeditiously conclude the debt restructuring,” Dr. Musokotwane said.

And Dr. Musokotwane expressed worry that Zambia’s mineral production has stagnated in comparison to the Democratic Republic of Congo (DRC).

He said Zambia’s mineral production has for many years stagnated at around 800,000 metric tonnes while DRC is performing better.

He has therefore announced the restructuring of the mineral royalty regime as a measure for Zambia to regain its glory in the mining sector.

“The tax will now apply on the incremental value in each adjusted price band as opposed to the aggregate value when the price crosses the respective price threshold.

I further propose to reduce the lowest marginal rate to 4.0 percent from 5.5 percent. The revenue loss from this measure is estimated at K2.8 billion,” he said

Student from The University of Zambia (UNZA) , Copperbelt University (CBU) and other universities today matched to state house in order to cheer-up the government inclusion of the meal allowance package in the next year’s budget.

In a letter read by the outgoing Ridgeway president Chimuka Simonga, the student population has thanked president Hakainde Hichilema for living by his promises.

The letter has disclosed the need for the government to extend this noble cause to other universities in the country including private institutions.

The letter was received by Levy Ngoma Special Assistant for Political Affairs and Minister of youths and sports, Elvis Nkandu.

Others present were, Presidential Spokesperson Antony Bwalya and Ministry of Information and Media, Director Spokesperson Mr. Thabo Kawana

Meanwhile, State House Special Assistant for Political Affairs ,Mr Levy Ngoma has welcomed the move by the students and has pledged a full support from state house

People of Zambia miss President Edgar Chagwa Lungu- Kampamba Mulenga

Patriotic Front (PF) National Women Chairperson Kampamba Mulenga has said the people of Zambia miss former President Edgar Chagwa Lungu. Ms Mulenga, the Kalulushi Member of Parliament, said Mr. Lungu brought massive development during his reign as sixth republican President.

Speaking when a team of PF Members of Parliament visited Mr. Lungu at his Lusaka home, Ms. Mulenga said it was a joke to allege that the former Head of State did nothing when in government.

She said Mr. Lungu should be appreciated for the good things he did as republican President.

Ms. Mulenga said the PF was concerned over the ‘persecution’ of Mr. Lungu by the New Dawn Government through law enforcement agencies.

The Drug Enforcement Commission (DEC) this week made a controversial decision to seize a Lodge they thought was owned by President Lungu. The property turned out to belong to someone else according to official ownership records.

Ms Mulenga observed that law enforcement agencies have failed to prove allegations that Mr. Lungu and his former Ministers were thieves one year after they left the government.

Ms. Mulenga assured Mr Lungu and his family of support from the PF especially Members of Parliament.

“We were worried and as women that the rule of law being spoken about is not being implemented. You remember very well when President Hakainde took over he said he would defend the constitution and as a believer, I want to tell you Your Excellence (Edgar Lungu) the Bible say be still I know that I am God. This too will pass. For the last one year they have said we were thieves and he that alleges must prove. There is no need Your Excellence I know that you are torn because it’s been an hectic one year, there is no need to even call for the lifting of your immunity. You have done nothing wrong. One year is a very long time for people to bring proof or evidence before the courts of law or any even before the table and me I just believe that what is happening now we are going to go to the polls in 2026 and my appeal to this Government is that what you do to others shall be done to you too,” Ms Mulenga said.

In the recent past DEC has interrogated President Lungu´s wife, daughter, son in law and his own son but its only this week that they have directly gone for the former head of state who constitutionally enjoys immunity against a probe and prosecution.

“2026 is just around the corner and I think President HH must be the bigger person and begin to stop this nonsense that is happening. The people of Zambia will decide in 2026.The people of Zambia will decide in 2026 whether this is the government that they want or this is the government they do not want. President Lungu we are with you, we are your members of Parliament and as National Chairperson (women) we want to pledge our allegiance to you and your family. We know your daughter is in Parliament and we know what has been going on with your family. And we just want to usher our support to the (former) first family, to madam Lungu (former first lady) and the rest of your family members that we shall stand with you,” she said.

Ms. Mulenga said Mr. Lungu served Zambia diligently as Head of State.

“We know how you worked for the Zambian people. I was your cabinet minister I can attest to that and indeed the people of Zambia miss you. I miss you personally, I miss the very good things that my people benefitted and for all of us to come and say President Lungu did nothing is a joke. We saw massive development. Maybe it is a call to the Zambian people that let us be reminded that what we do unto others will be done un to us and in every matter it is important to remember the good,” Ms. Mulenga said.

She also called on President Hakainde Hichilema to consider dialoguing with Mr. Lungu in the best interest of the nation.

Ms. Mulenga said there is something good President Hichilema could learn from Mr. Lungu.

“President HH is a president of this republic let him converse with his predecessor and iron out problems. The country is at a standstill because everyday it is the issue of DEC and Anti Corruption Commission. The country need to move. We need to arrest the collapsing economy by bringing everybody on board. There is something President HH can also learn from President Lungu.Not everything PF did was bad, so Your Excellence again my verse is ‘Be still I know that I God and in everything God is sovereign. He is the author of our life, our future. He ordained you to be the president of this republic and there is no need at any particular time should you begin to regret. You did a good job. You served this country diligently above everything else. You put in your best. I saw I was your cabinet minister. I was part of what you did so for me and I think everybody else that is why they are here, we have come to offer our solidarity to all the good things the people of Zambia had inherited from your good leadership. Sunday Chanda Commends Govt For Increased CDF Allocation

Kanchibiya Constituency Member of Parliament Honourable Sunday Chilufya Chanda has commended Government for significantly increasing the CDF from the current K25.7million to K28.3million under the 2023 national budget.

The Kanchibiya lawmaker has also bemoaned the inertia at Provincial level for Constituency Development Fund (CDF) projects submitted for clearance after procurement processes at Council level.

“The intention to increase the allocation is right and we must now pull together, beyond political spectrum, to remove obstacles to speedy implementation of approved projects.” He said.
“We are ready to spend the entire K25.7million and the delay should not come from the technocrats. I’ll give you an example of Kanchibiya where it’s taken us two weeks for the Muchinga Province to clear our projects for Attorney General’s attention. This sort of inertia is totally unacceptable and must be uprooted as a matter of urgency. Of course the other bottlenecks are what the Minister of Finance addressed himself to in the speech. These too must be cured to enhance effective and efficient implementation of projects”, he added.

And Hon Chanda has commended government for increasing allocation to the CDF from K25.7 million to K28.3 million advising that in broadening scope and amending the act, caution must be taken to avoid creating superstructures of CDF Committees.

“So we must avoid the temptation of curing one problem by creating more complex bureaucratic problems. The focus must be on strengthening systems. Otherwise we must be magnanimous enough to commend government on this increment, which if delivered on time, is a game changer for rural constituencies like Kanchibiya”, he stated.

He said his tool of analysis is informed by the real challenges faced by the people in his constituency such as lack of access to clean water and sanitation, primary healthcare, inadequate classrooms and lack of desks, need to activate the local economy supported by increased production and improving the value chain around agriculture, making and maintaining feeder roads and constructing crossing points, improving on electricity access and constructing communication towers, among others.

He advises that in designing development models at local level, Constituencies must be guided by the Sustainable Development Goals (SGDs), Eighth National Development Plan, Vision 2030, and other government policies.

Hon Chanda has since urged more government interventions to prioritise rural development and creation of sustainable local economies for areas as a sure way of creating better livelihoods for all Zambians.

“Kanchibiya’s comparative advantage is farming and with hardwork and discipline, with increased CDF and bottlenecks cured, we can transform the landscape of our area including unlocking the local agricultural industrial potential like never before”, he said.

The Kanchibiya Lawmaker is in the Constituency to meet with the residents and inspect projects and one such project is the K650,000 rice production empowerment Programme under CDF 2022 in Munikashi, Mbati, Lulingila and Chambeshi Wards among other wards of Kanchibiya Constituency.

Hon Chanda has underscored the importance of Kanchibiya working hard to become a breadbasket in the region supported by cultivation and production of quality products such as Sugarbeans, rice, groundnuts, Soyabeans, dried vegetables, dried spices, organic honey, fish farming, beef, among others.

AFTER a three year hiatus, the Mr Gay Namibia (MGN) pageant is back.

Mr Gay Namibia 2022 will be crowned at the NamPower Convention Centre in Windhoek. The event kicks of at 18h00, and will see 26-year-old Jason-Lee Mckay handing over the title to the a new winner.

Ten participants will compete for the crown, with the winner taking part in Mr Gay World, in Cape Town, South Africa, from 9 to 16 October.

Wendelinus Hamutenya-Jeremia, the director of MGN, said he is very excited to stage the event.

“Now that the contest is back l feel all sorts of positive vibes. l feel energised, excited and very expectant. Having to watch the members of the community showcase their talent and embrace themselves, regardless of the discrimination, gives me hope that they can live their authentic life to its fullest,” he said.

The winner receives a trophy, gifts valued at N$30 000, as well as accommodation and flights to compete in Mr Gay World,” said Hamutenya-Jeremia.

MGN is a registered non-profit organisation that focuses on LGBTQI+ rights in Namibia.

The winner of the pageant will be a spokesperson for the LGBTQI+ community, both at home and abroad.

Mr Gay Namibia will serve as a visible role model for the gay community and engage in community activities with the purpose of advancing an inclusive human rights agenda in Namibia, he said.

“We want to create a positive image of the gay, lesbian, bisexual, and transgender community and to promote a Namibian society where all people are accepted as human beings with equal importance,” Hamutenya-Jeremia said.

Mckay feels the platform allows the community to meet in a professional space.

He said his time as Mr Gay Namibia was beyond his expectations, meeting new people and seeing new places.

Mckay said during his reign, he focused on bringing love and self acceptance back.

“Many people are judged and not accepted. My two best moments were when I was the first Mr Gay Namibia to paint the sidewalk at the Brewers Market in Windhoek. It was also an honour to meet and greet with the former Mr Gay World, Louw Breytenbach.

“To my successor, I believe in you. You have my love and support all the way. You are called for greatness and your year is going to be a breakthrough. Always remember to be who you want to be and not what others want to see,” Mckay said.

McKay was born in Keetmanshoop. The modelling director, real estate agent and founder of Aqua International Management Namibia and South Africa, said although his reign is over he will still work hard to help develop the industry.
