THE LEGALITY OF THE ELECTORAL REFORMS TECHNICAL COMMITTEE

Introduction

Zambian being a Constitutional democracy has a system that speaks to election of leaders through the ballot. This is termed the electoral system.

On Friday the 13th September, 2024 the President of the Republic of Zambia made a presentation and gave a speech in Parliament and one of the things he talked about was that there were lacunas in the Constitution and the elections would be delayed.

The electoral Commission issued a notice and called for submissions on proposed electoral
reforms. This does not come by surprise especially given what the president said in Parliament. The electoral system of Zambia is governed by an array of pieces of legislation starting with a provision in the Constitution under Article 2291
.
Article 229 of the Constitution provides for the establishment of the Electoral Commission of Zambia and sets out its functions. This paper intends to interrogate the legality of the establishment now known as the Electoral Reforms Technical Committee and comment on whether this establishment is one that is envisaged by the law and was had in contemplation by the drafters of the law at the time. Simply put is the Electoral Reforms Technical committee legal?

The Electoral Commission of Zambia

This entity is a Commission provided for under Commission in the Constitution. 2 It will be noted that this commission has its functions set out in the Constitution, Article 229 of the Constitution provides as follows:
“(1) There is established the Electoral Commission of Zambia which shall have offices in Provinces and progressively in districts. Constitution of Zambia (Amendment) [No. 2 of 2016 93 (2) The Electoral Commission shall— (a) implement the electoral process; (b) conduct elections and referenda; (c) register voters; (d) settle minor electoral disputes, as prescribed; (e) regulate the conduct of voters and candidates; (f) accredit observers and election agents, as prescribed; (g) delimit electoral boundaries; and (h) perform such other functions as prescribed.” The last part of the provision speaks to a prescription as to the work the Commission can do.



This prescription is now set out under the Electoral Commission Act No. 25 of 2016. In
particular section 4 of the Act speaks to the functions of the commission,
It provides: “(1) Subject to the Constitution, the Commission shall direct, supervise and control elections in a fair and impartial manner. (2) Without prejudice to the generality of subsection (1), the functions of the Commission are to— (a) ensure that elections are free and fair; (b) promote conditions conducive to free and fair elections; (c) promote democratic electoral processes; (d) supervise and control the registration of voters for the purposes of an election; (e) supervise the preparation, publication and maintenance of a national voters’register and local authority voters’ register; (f) adjudicate disputes that may arise from the organisation, administration or conducting of elections, which are of an administrative nature; (g) conduct education and information programmes to promote public awareness of electoral and parliamentary matters; (h) provide information and advice on electoral matters to State organs; (i) conduct and promote research into electoral matters and other matters that relate to its functions; (j) establish and maintain liaison and cooperation with political parties; and
(k) do all such other things as are necessary or incidental to the performance of its functions under this Act. (3) The Commission may, in furtherance of its functions— (a) collect any information that it considers necessary for the performance of its functions under the Constitution and this Act; (b) undertake consultations, public hearings and inquiries for purposes of performing its functions under the Constitution and this Act; and (c) receive written or oral statements from any person or organisation for purposes of its functions under this Act.

It will be noted from the above provision in the Constitution and the Act that the Act provides a wider scope as regards the functions of the Commission. As to whether this is in line with what the Constitution permits is not the basis of this paper but simply put, this paper is meant to investigate the legality of an establishment called

The Electoral Reforms Technical Committee
The Electoral Commission of Zambia issued a notice on or about the 6th September, 2024
indicating that they had established the Electoral Reforms Technical Committee whose main task was to underrate a review of Zambia’s Electoral laws and processes and the aim was to enhance the electoral process

he question that begs an answer here is whether the function set out in the notice issued by the Commission is in line with what the law permits them to undertake?
A careful look at the provision in the Constitution and under the Electoral Commission Act will reveal that the commission can sensitise, educate and collect information necessary for the performance of its functions.

The commission can also consult and conduct public hearings and inquiries for purposes of performing its functions. It can also receive submissions for purposes of its functions under the Act.

Can the commission undertake law reforms? This question may find its answer in the
provisions of the Constitution, the electoral Commission Act and the Zambia Law
Development Commission chapter 32 of the laws of Zambia.

Firstly, from the wording of the law and provisions relating to the Electoral Commission, the words used relate to the carrying out of a statutory function which has to do with voting, voter education and related matters. Review of the law does not fall within this category of words. Francis Bennion (1997) opines that under the ejus dem generis rule, the principle is that words of the same nature must be given the same contextual meaning3
.
The words used in the law do not speak to review of the law or the function that the Electoral Commission wants to undertake.
Now the Commission being a creature of statute performs statutory functions and is thus subject to the statutory functions Act.4
It is worth noting that the long title of the Statutory Functions Act provides as follows:
“An Act to make provision for the allocation of statutory functions and for the transfer and
delegation thereof; and to provide for matters incidental to or connected with the foregoing” The spirit of the law is that statutory functions must be conferred by statute and there are restrictions to delegation of such functions.

In our present case, the function given to the Electoral Commission is given by the Constitution and the statutory function is equally set out in the Electoral Commission Act.
There is no provision for the Commission to set up a body such as this. The body established is illegal. On the other hand, we have the Zambia Law Development Commission. The main function of the Zambia Law Development Commission is to undertake an examination of existing laws and recommend or facilitate changes in the legal system.

Undertaking a review of existing laws amounts to conducting an examination of the law, proposing amendments to the law and this function cannot be duplicated at any point by the framers of the law.

The view taken here is that it is not the mandate of the Electoral Commission to undertake a review of the law and proceed to desire to make changes through the establishment of the body now called the Electoral Reforms Technical Committee.

There is need to interrogate the law and establish that the function is legally being undertaken otherwise this body may be performing an illegal function and its existence questionable. Conclusion and recommendations Having looked at the law the body established is illegal and has no blessing of the law. It appears there is a motive behind this creation.

As shown, there is no provision for such a body and the law does not support such a function. It is recommended that the Law Development Commission be given the role proposed to be undertaken by the illegal body so that the review and proposed amendments can be done within  the confines of the law

He said even after the former Head of State left the country,  he has been in constant touch with him as he rests in South Africa.

” I will tell you that I have a cordial relationship with former President Edgar Lungu. Before the President left as most of you know, I spent about about three hours with him, the two of us, discussing a number of issues. We still had two days later again went to visit late FDD President Edith Nawakwi and spent two hours together. The UPND NEW DAWN GOVERNMENT under the able stewardship of Mr. President, Hakainde Hichilema, has achieved over 90 percent of the promises it made to the Zambian people with the Health Sector recording significant progress.

Health is crucial for national development as a healthy population drives economic growth, productivity, and overall societal well-being. Investing in health infrastructure and programs not only saves lives but also enhances human capital, making individuals more productive and contributing to a stronger economy.

2021-2024 IMPLEMENTATION STATUS OF THE UPND NEW DAWN GOVERNMENT KEY POLICY REFORMS IN THE HEALTH SECTOR



1. Introduce Policies to Improve the Mobilising, Utilising and Accounting for Health Financing Resources, eventually enhancing the quality of Health Care and Services

✅ The health sector budget allocation as proportion of the national budget increased from 10.4% in 2023 to 11.8% in 2024.

✅ The Zambia Medicines and Medical Supplies Agency (ZAMMSA) Drug Fund has been operationalized to facilitate the pooling of resources for the procurement and distribution of medicines and medical supplies.

✅ The allocation of funds for the procurement and distribution of medicines and medical
supplies increased from ZKW4.6 billion in 2023 to ZKW4.9 billion in 2024.

✅ Drug stock availability has increased to 85 percent at health centers and 76 percent at the hospital level, from 37 percent and 46 percent in 2021, respectively. This is above the 70 percent threshold recommended by the World Health Organization.

✅ Two percent (2%) of funding totaling ZKW 100,513,268 from the 2024 medicine budget has been provided to support ZAMMSA’s distribution of medical products.

2. Reformation of the National Health Insurance System to ensure the benefits of the system are available to all Citizens

✅ The Authority in June 2024 deliberately accelerated its accreditation of public health care providers during which 33 public health facilities were accredited bringing the total to 212 against 231 private facilities.

✅ This was to enhance coverage across the country and access by all citizens. The scheme added the following to the benefits package, antenatal, mental health, cancer services like radiotherapy and brachytherapy, orthopedic
implants, and major eye surgeries were moved to public health facilities.

✅ The process to review the NHIMA legislation (NHI Act No. 2 of 2018 and SINo. 63 of 2019) commenced.

3. Human Capacity

✅ The New Dawn Administration has been recruiting health personnel ever since it assumed office.

✅ During the last three years, over 14,216
frontline health workers have been recruited. This year, 4,000 more health workers will be recruited.

✅ An additional 2,000 frontline health
personnel will be hired in 2025, bringing the total to 20,276.

4. Infrastructure Development

✅ Government has also completed constructing 279 health facilties across the country, out of which, 164 were constructed using CDF.

✅ These facilities include 115 mini-hospitals, 33 health centers, and 131 health posts.

As the nation inches closer to another critical election, a dangerous narrative is unfolding, one designed not just to distract, but to destroy. The latest controversy involving Kelvin Kaunda and a leaked audio recording is not just about one conversation.

It is a symptom of a calculated strategy to divide and destabilize the Tonse Alliance by driving a wedge between its two central figures: Edgar Lungu and Fred M’membe.

Political history teaches us that when alliances become strong, those who fear them work overtime to weaken them from within.

And what better way to do that than to manufacture suspicion between two powerful forces, by planting seeds of doubt, feeding egos with whispers, and weaponizing innocent conversations to create enmity?

What we are witnessing is not a scandal, it is sabotage. 

Kelvin Kaunda, whose name has steadily become synonymous with youthful political integrity, now finds himself in the crossfire. An honest young leader, caught in a web he didn’t spin.


His voice, like so many others in private, may have entertained political hypotheticals or frustrations, but what does that prove? Nothing, except that he’s human, engaged, and concerned about the future of this country.

To take such a conversation, twist it into a narrative of betrayal, and then use it to smear not only Kaunda, but also cast suspicion on M’membe and Lungu, is a textbook example of political manipulation. It is not Kaunda’s voice that should concern us, it is the hand behind the leak, and the motive behind the outrage.

Let us not be naive. The opposition, however imperfect, is the only remaining counterbalance to the ruling machinery. Destroying it by pitting its leaders against each other, using young men as collateral damage, serves only those who benefit from unchecked power.

This moment calls for maturity, not malice. For reflection, not retribution. Kaunda’s reputation, painstakingly built through years of service and discipline, should not be sacrificed on the altar of short-term political gains.

And if Lungu and M’membe truly understand the forces that conspire against them, they will reject this trap and recommit to the unity their alliance promises.

The public deserves real debate, not orchestrated drama. And Kelvin Kaunda deserves protection, not persecution.

It is sad that the UPND Government does not want Zambians to speak and express themselves freely,  Citizens First President Harry Kalaba has said.

Speaking when he featured 5 FM’s ‘ Burning Issue ‘ program today, said the newly enacted Cyber Security law is archaic and anti technology.

He said the new cyber law is not promoting Zambia’s independence in the cyber space.



“The cyber security law is an archaic law and anti technology, it is not promoting Zambia’s  independence in the cyber space. Why should Zambia which seems to be transforming taking it itself 30 year backwards,” Mr. Kalaba said.

” Why would you want to treat your own citizens who ushered you in office using the same cyber space but now you are beginning to punish them. You dont want people to speak, when they speak they are summoned to the police. Any system that uses the police to suppress citizens does not stay longer in office. Power belongs to the people and Zambians are waiting for the President Hakainde Hichilema in 2026,” the CF leader said.

And Mr. Kalaba said once ushered in office, his Government will reverse the cyber law because it is not good for the country.

“Many youths are doing business using the internet so how will they survive,” Mr. Kalaba asked.

Lusaka | Aspiring Munali MP and social voice Thomas Sipalo, popularly known as the Komboni President, has weighed in on the ongoing debate around constitutional reforms and electoral boundary adjustments—supporting delimitation, but rejecting a blanket endorsement of the Constitution Amendment Bill.

Speaking on the matter, Sipalo emphasized that while delimiting constituencies is necessary, it should not be bundled with unrelated or controversial changes to the Constitution.

“Delimiting constituencies is a step in the right direction, especially considering the vast sizes of some constituencies like Kafue, Chongwe, and Chilanga. But let’s not smuggle in things people haven’t agreed to under the excuse of progress,” Sipalo stated.

Delimitation is the process of redrawing or creating new constituency boundaries so that each MP represents a manageable population size. It’s basically like dividing a big class into smaller groups so each teacher (MP) can give better attention to their students (citizens). For example, Sipalo pointed out that Kafue Constituency stretches from Chilenje South to Chiawa, almost reaching the Zimbabwean border—making it difficult for one MP to effectively serve such a large and diverse area.

Sipalo said that as Zambia’s population rises, the number of constituencies should also grow to ensure each MP can serve their people more effectively. Smaller constituencies could allow for fairer allocation of resources and closer contact between MPs and citizens. He warned that vast constituencies like Chongwe, which stretches from Vorna Valley to Chiawa, risk having remote areas completely ignored.



However, Sipalo draws a clear line between delimitation and the full Constitution Amendment package, some parts of which he says are “not sensible.”

“Let them bring it back to the people so we choose what makes sense and remove what doesn’t,” he urged, calling for public participation and referendum-like transparency.

He also raised a critical concern about the cost of creating more constituencies. Rather than increasing taxes on essential goods, Sipalo proposed that the government find smarter ways to raise funds. One suggestion he made is to increase tax revenue from the mining sector. He also emphasized the need for greater accountability in the use of the Constituency Development Fund (CDF), which he described as being plagued by discrepancies between planned and actual allocations.

“We must address the gap between what’s planned and what’s actually delivered. Monitoring and transparency in CDF usage must be improved,” he added.

As the delimitation debate heats up and constitutional reforms loom, Sipalo’s stance adds a voice of reason: support what’s needed, reject what’s sneaked in—and put the people first.

Lusaka… Thursday April 24, 2025  –  In what many have described as a chilling symbol of the state of press freedom in Zambia, a veteran investigative journalist appeared on KBN TV Tuesday night with his face covered, concealing his identity due to fear for his safety.

The incident has sparked a wave of concern and debate across the country, with critics pointing to it as evidence of increasing repression under the UPND government.

According to a statement issued by Mr. Thompson Luzendi, a Socialist Party member and political activist, the anonymous appearance was not part of a dramatization but a reflection of a painful reality.

Mr. Luzendi contended that the moment highlighted a disturbing decline in freedom of expression in Zambia.

He stated that fear of state-sanctioned victimization and intimidation had become so widespread that even experienced journalists now felt compelled to operate in secrecy.

Mr. Luzendi described this trend as a “terrifying indictment” of what he called the UPND regime’s slide into authoritarianism.

The activist further criticized the Cyber Security and Cyber Crimes Act, stating that while the law had been presented to the public as a measure to combat cybercrime, it had instead turned into a tool for surveillance and suppression.



He asserted that citizens were being monitored and, in some cases, would be prosecuted—not for inciting violence, but merely for expressing dissenting views or criticizing those in power.

“This is not the Zambia we envisioned in 1991, nor is it the change we were promised in 2021,” Luzendi remarked.

He accused the current administration of weaponizing state institutions against journalists, opposition leaders, activists, and ordinary citizens.

Drawing parallels to other repressive regimes, Luzendi likened Zambia’s trajectory to countries such as Eritrea, Russia, and Egypt, where freedom of speech is severely curtailed.

He cited examples of imprisoned journalists, exiled opposition figures, and citizens punished for social media posts in these countries.

A particularly poignant comment, reportedly from a social media user, was shared by Luzendi to emphasize public sentiment: “Zambians are so oppressed that they can’t freely express their views using the media without fear of persecution and harm… these are sad times we are in.”

He also condemned some UPND supporters for mocking the masked journalist’s appearance instead of reflecting on its gravity.

Mr. Luzendi interpreted this reaction as not just indifference, but active complicity in the erosion of democratic values.

“The chilling effect of repression doesn’t only silence those already speaking,” he warned, “it also prevents others from ever starting.”

He called the moment a national warning and urged citizens not to lose hope, saying that freedom would eventually return.

In a direct appeal to journalists, activists, and citizens living in fear, Mr. Luzendi praised their courage and insisted that their efforts would not be in vain.

He concluded by encouraging Zambians to remember the current circumstances when they head to the polls in 2026.

Citizens First President Harry Kalaba has clarified that his party’s departure from the United Kwacha Alliance – UKA is not meant to join the UPND Alliance.

Speaking when he featured on the ‘Burning Issue’ program on 5 FM radio in Lusaka today,  Mr. Kalaba said it is the CF’s desire to mobilize itself and become a party of choice in the country.

He said CF has no business working with the UPND contrary to assertions from some sections of society.

Mr. Kalaba said his party’s interest is to work with the people of Zambia inorder to alleviate their sufferings.



“We belong to the truth and light and darkness cannot not mix. We will never go the UPND route we will go the Zambian route to alleviate the challenges because we have no business working with UPND,” Mr. Kalaba said.

And Mr. Kalaba wondered why the UPND want to rush the constitutional Amendments when key stakeholders have rejected it.

He said the constitutional amendments need wide consultations and consensus to be reached and that laws should not be enacted with certain people in mind.

” Why is the UPND Government in a hurry to rush the constitutional amendments. LAZ, the church, political parties and all key stakeholders have rejected the amendments what is it that they are rushing for,  why try to impose the amendments on the people. Laws should not be enacted with certain people in mind and the country should come first ” Mr. Kalaba said.

UPND National Youth Chairman Gilbert Liswaniso has advised party structures to be careful with divisive traits perpetrated by individuals who are forming groupings and parallel formations in support of candidates.

Speaking in Livingstone when he addressed top leadership from all the wards in the district, Liswaniso observed that individual interests have brought serious divisions and groupings in the party, which may have repercussions on mobilization and growth of the party.

He called on leaders across the country to concentrate on building support for President Hakainde through mass recruitment of supporters and ensuring that more youths get NRCs and register as voters to equip the districts to give 100% of the vote to President Hichilema.

“The party comes first before a Member of Parliament, a councillor or Mayor. I am not here to massage your divisions but to build the party. I can’t stop or prevent anyone who wants to mobilize or participate in party programs, as long as we are promoting the party and the President,” explains Liswaniso.

Liswaniso advised UPND members against decampaigning elected leaders and officials, adding that doing so is going against the party.

He called on youths to exercise high levels of discipline and added that lower organ and vice chairpersons should report to the top chairperson at every level.

“Gerald, do not allow divisions here. Your deputies should report to you. Anyone who thinks they are bigger than the party, let them go independent and weigh their popularity,” warns Liswaniso.

“Do not be deceived; no one can give you anything on their own, whether employment, empowerment or opportunities. It is all from President Hakainde Hichilema, no one else.”

Liswaniso employed the leadership in Livingstone to continue growing the party, adding that when the party and President are popular, it is easier to win at MP, Mayor or councillor levels.

The National Youth Chairman has visited a total of 18 wards out of the 20 wards in Livingstone and is slated to have a final headcount of all structures on Friday, 25th at Mulamba stadium.

The Zambian police have arrested 32-year-old Chinese national Paheerding Aimaiti for allegedly turning bracelets into bait and using cryptocurrency to whisk away people’s hard-earned cash faster than a katundu thief at Soweto Market.

The suspect is linked to a suspicious online platform known as JIXW, which claimed to be a bracelet manufacturing company. Promoted heavily by social media influencers and “celebs” who probably didn’t read the fine print, the platform hoodwinked people between January and April 2025. Instead of manufacturing bracelets, the platform was allegedly manufacturing heartbreak and confusion one mobile money deposit at a time.

Police say the scheme lured Zambians into a fake investment trap, where users were told to “invest” money and earn returns, but instead ended up just watching their money vanish into cyberspace like nshima left unattended with goats around. The funds were allegedly funneled abroad through cryptocurrency, which, let’s be honest, most victims couldn’t even pronounce.

Upon arresting the suspect on April 16, officers recovered four iPhones, four Redmi phones, 15 SIM cards (yes, FIFTEEN!), and assorted beaded bracelets that probably had nothing to do with business but everything to do with misleading optics. It’s not yet clear if the bracelets had superpowers, but what’s certain is they didn’t protect anyone from financial disaster.

“Let this be a lesson,” said Godfrey Chilabi, the Zambia Police Assistant Public Relations Officer, “when something online promises you money faster than a chicken lays eggs, just know you’re about to be cooked.

This man didn’t come to manufacture bracelets, he came to manufacture problems.” His warning has since gone viral, especially among victims who admitted they ignored all red flags, including the fact that the company’s name sounded more like a Wi-Fi password than a legit business.



At least 36 people have officially reported losing money, and total damages are estimated at K184,000 money that could’ve been used for school fees, groceries, or maybe even to boost someone’s chili business. Aimaiti has been charged under the Cyber Crimes Act No. 4 of 2025 for using a computer system to commit offences, and under the Penal Code CAP 87 for obtaining money by false pretences Zambian version: ubufi na bwino packaging.

The suspect is currently out on police bond but will appear in court soon. Meanwhile, the Zambia Police is urging anyone else who “invested” in this digital drama to come forward. As Chilabi puts it, “Don’t be embarrassed report even if it was just K20. Because today it’s bracelets, tomorrow it will be magic beans. We must stop these scammers before they sell us back our own ZESCO poles.”

Zambia’s projected 6.6% economic growth for 2025 is facing stiff skepticism after the Zambia Institute of Chartered Accountants (ZICA) exposed a harsh economic reality that contradicts government optimism. In its first quarter media briefing, ZICA cautioned that the government’s projections were overly ambitious and detached from prevailing challenges choking the country’s productivity and resilience.

According to ZICA President, Mrs. Yande Siame Mwenye, the economy only managed a 3% growth in the first quarter of 2025 a figure that lags significantly behind the IMF’s full-year projection.

“Growth must be inclusive and climate resilient,” Mwenye said. “It’s not time to celebrate just yet.” Her remarks come amidst a torrent of economic and environmental shocks affecting multiple sectors.

Chief among the threats is Zambia’s ongoing power crisis, which has seen daily load shedding of up to 21 hours due to historically low water levels in Lake Kariba. With power generation slashed by over 50%, ZICA warned that industries, SMEs, and even public services are experiencing massive disruptions, severely undermining productivity.

“We are deeply concerned about the prolonged load shedding that has affected livelihoods and investor confidence,” Mwenye stated.
Compounding the crisis is the continued depreciation of the Zambian Kwacha, which ended March 2025 at K28.75 per US dollar a 28.9% drop over the past year. ZICA highlighted how this has driven up input costs, spurred inflation, and suffocated foreign investor confidence.

“Zambia must diversify export earnings and promote legal predictability to restore macroeconomic stability,” Mwenye advised.

While a minor dip in inflation from 16.8% to 16.5% in March 2025 has been recorded, ZICA urged caution. With food prices still surging and energy costs spiraling, this marginal decline offers little comfort.



“This progress must be interpreted cautiously in light of rising food prices and energy insecurity,” Mwenye warned, noting the risk of economic stagnation if urgent interventions are not made.

She added that Zambia’s agricultural sector is also under siege due to persistent droughts, worsened by the 2023/2024 El Niño pattern.

Maize production the nation’s staple crop has been devastated, forcing the country to consider food imports. ZICA called for increased support to small-scale farmers and investment in weather forecasting and early warning systems. “We must protect our farmers from exploitation and ensure food sovereignty,” Mwenye said.

Moreover, the sudden withdrawal of USAID funding has left critical sectors exposed. Although the full impact remains to be seen, ZICA warned of long-term effects on public health, education, and governance. The Institute urged government to create a sustainability plan to safeguard progress made under US support.

“We must diversify aid sources and integrate key programs into the national budget,” Mwenye said.

With global trade tensions rising particularly between the U.S., China, and South Africa Zambia is also vulnerable to spillover effects that could disrupt exports and drive commodity price volatility. ZICA called for a proactive national strategy to mitigate these external shocks. “A comprehensive risk impact assessment must be undertaken immediately,” Mwenye stated.

Lusaka… Thursday April 24, 2025 — With the Football Association of Zambia (FAZ) elections fast approaching, incumbent president Andrew Kamanga has urged stakeholders to reflect on the organization’s progress since 2016, pledging continued stability and development under his leadership.

In a statement issued ahead of the May 9 vote, Mr. Kamanga recounted the transformation journey FAZ has undergone during his tenure, referring to it metaphorically as laying a foundation, building a superstructure, and now preparing to “roof the house” with results.

He said that between 2016 and 2021, significant groundwork was laid by separating FAZ from the professional league and creating the Zambian Premier League.



He added that grassroots development was boosted through the expansion of provincial leagues and the training of more than 35,000 coaches nationwide.

Mr. Kamanga went on to highlight the achievements between 2021 and 2025, describing them as the construction of the superstructure.

He noted that decentralization allowed FAZ to establish a stronger presence in all 10 provinces, while every Zambian national football team managed to qualify for Confederation of African Football (CAF) tournaments in both 2022 and 2024.



He further pointed to the accomplishments of women’s football, stating that the national teams had not only made their debut at the FIFA Women’s World Cup but also secured a return to the Olympic Games following their historic appearance in Tokyo 2020.

Looking ahead to 2025–2029, Mr. Kamanga expressed confidence that FAZ is now ready to achieve financial independence while maintaining its competitive success.

He mentioned that the U17 boys’ team had already qualified for the World Cup, with the U17 girls just one game away from doing the same.

The U20 men’s team, he said, was set to begin its World Cup qualification campaign through the upcoming AFCON U20 tournament.

He promised that, if re-elected, his administration would focus on increasing revenue through prize money, merchandising under the KoPa brand, and securing sponsorship deals.

He also pledged to enhance transparency by digitally modernizing FAZ operations, continue investing in youth and women’s football, and roll out infrastructure projects such as the $10 million FAZ technical centre.

Mr. Kamanga concluded his message by urging voters not to “gamble with progress” and to choose consistency and proven leadership.

He appealed for a renewed mandate, emphasizing that the journey of growth and transformation must continue under his stewardship.

“Let us vote for consistency, progress and a leadership that works for every Zambian, from the grassroots to the global stage,” he stated.

Mr. Kamanga is seeking re-election as FAZ President for the 2025–2029 term under the campaign slogan “Promises Kept, Stability Assured.”

Konkola Copper Mines -KCM has taken a lead in providing improved neonatal healthcare in Zambia, with US$32,000 in respiratory support for newborns

This is because the Copperbelt region, a major economic area, has the second-highest death rate, mainly due to premature births, infections, and birth complications.
Malcolm Mewett, the KCM Chief Operating Officer, says preterm births at 13 percent are contributing to about 6,800 infant deaths annually.

Mr. Mewett has stressed the importance of CPAP therapy in boosting survival rates and called on healthcare professionals, the government, partners, and communities to work together to enhance newborn care, emphasizing that every newborn baby deserves the chance to survive.

He stated this in a statement read on his behave by Phyllis Chituta, the KCM Acting Chief Commercial Officer, when the Newborn Support Zambia launched a vital initiative to combat the country’s growing infant mortality crisis, where 100 babies die each week.
Raphael Chimupi, the Mufulira District Commissioner, praised KCM’s commitment to healthcare, highlighting it as a strong example of corporate responsibility.


Mr. Chimupi, who represented Mr. Elisha Matambo, the Copperbelt Minister, noted that the initiative supports Zambia’s national health priorities.

Nigerian Man Fakes Marriage for 5 Years to Stay in Zimbabwe

A 52-year-old Nigerian man, Kelechi Godwin, is in hot water after allegedly forging documents to obtain Zimbabwean residence permits between 2009 and 2014.

According to prosecutors, Godwin submitted fake spousal support letters claiming they were from his wife, Patience Godwin, even though she had reportedly been living outside Zimbabwe since 2008. In one case, he allegedly brought a different woman to an immigration interview and introduced her as his wife to trick officials.

The false paperwork reportedly led to multiple spousal residence permits being issued, undermining the integrity of the Immigration Department.

Godwin was granted bail on April 15, 2025. As part of his bail conditions, he had to pay US$400, stay at a listed address, avoid contact with witnesses, and report to Bulawayo Central Police Station twice a week. He is due back in court on April 30, 2025, while investigations continue.

Beatrice man jailed for illegal diamond deal in Harare
In a separate case, 45-year-old Cephas Mukombwe from Gwalia Farm in Beatrice was sentenced to five years in prison for illegal possession of diamonds.

On April 4, 2025, Mukombwe tried to sell unlicensed precious stones in central Harare. He unknowingly negotiated with undercover detectives and was caught red-handed after handing over two diamond stones from his wallet during a deal near Fife Avenue and 3rd Street.

The diamonds, later confirmed by the Minerals Marketing Corporation of Zimbabwe, weighed a total of 1.64 carats and were valued at US$174.93.

Authorities have reminded the public that trading in precious stones without a proper licence is a serious criminal offence.

Deputy President Paul Mashatile has opened up about the recent alleged assassination attempt on his life and why his security hasn’t been increased amid allegations that his assassination attempt was staged.

Mashatile was returning from an ANC meeting in Boksburg when shots were fired at his convoy. At first, he thought someone was throwing stones at his car. But it quickly became clear that it was gunfire.

Mashatile Speaks Out After Assassination Attempt
Speaking during a visit to Greater Ivory Park Zone 15 in Soweto, where he was honouring freedom fighters who were killed by police in 1987, Mashatile addressed the issue head-on. He was asked by eNCA journalist Pule Letshwiti-Jones why his security hadn’t been beefed up following the incident.

Mashatile explained that security decisions are not up to him or the President. Those calls are made by the country’s security agencies.

He explained:

“Well, the President and Deputy President don’t determine their security. It’s an assessment done by the security cluster. At the moment, we are convinced that both the President and Deputy President have adequate security. If they think they need to beef up, they will do so.”

While Mashatile downplayed the need for changes, police leadership has already taken action behind the scenes.

In a statement issued Tuesday night, police commissioner Fannie Masemola’s spokesperson, Athlenda Mathe, confirmed that extra protection had been deployed for both President Cyril Ramaphosa and his deputy.

“General Fannie Masemola confirms the reinforcement of security detail to both principals and has also expressed gratitude with the manner in which members of the Presidential Protection Service (PPS) safeguard and handle the safety of both principals. Members of the PPS who are assigned to both the President and the Deputy President are trained to a high level of skill and possess the necessary expertise and capabilities to avert any risk and threat. The resources assigned to safeguard the executive are also adequate and designed to prevent any direct and imminent threat on their lives,” she said.

Mawarire alleges secret pact between Mnangagwa and Chamisa

Jealousy Mawarire, former spokesperson for the late President Robert Mugabe and prominent political commentator, has sparked controversy with explosive allegations suggesting a covert and corrupt arrangement between President Emmerson Mnangagwa and opposition leader Nelson Chamisa.

In a post published on social media platform X (formerly Twitter), Mawarire alleged that prior to the 2023 general elections, Chamisa was involved in a behind-the-scenes deal with Mnangagwa. According to Mawarire, a First Lady aide served as a mediator between the two political rivals, brokering a pact in which the election winner would assume the responsibility of “looking after” the other using state resources.

“In the audio, Nero admits he has ‘no table manners’ thus he needed ED to restrain him from over looting if he won the elections,” Mawarire wrote, referring to Chamisa by his nickname “Nero” and Mnangagwa as “ED”. “Since he lost the 2023 elections, the obligation lies with ED to look after Chamisa.”

The most incendiary claim came in reference to an alleged $20 million payment that Mawarire insists was handed to Chamisa as part of this deal. “When we talk of $20m that Mukomana was given, we aren’t delusional,” he posted. “We know there is that arrangement between the two to look after each other,” Mawarire stated, using the Shona term Mukomana—a common nickname for Chamisa, meaning “young man” or “the boy.”

These allegations, if proven true, could upend Zimbabwe’s political landscape, particularly in light of Chamisa’s consistent public image as a reformist and anti-corruption advocate. Chamisa has previously denied receiving any support from Mnangagwa’s government and has yet to respond to Mawarire’s latest accusations.

The claim also comes amid growing speculation over Chamisa’s political future and reported behind-the-scenes maneuvering as the country prepares for the next electoral cycle.

No official statement has been issued by the Office of the President or from Nelson Chamisa’s camp regarding Mawarire’s claims.

As the nation grapples with persistent economic challenges and widespread public mistrust in political institutions, such allegations only deepen the public’s skepticism around elite political dealings. Political analysts say more transparency is urgently needed to clarify the nature of any private engagements between the country’s most powerful political figures.

This was revealed by Mulobezi Town Council Assistant Public Relations Officer, Elvis Muleya in a statement to the media Liseli News.

He further expressed concern over the poor loan recovery rate, despite continuous sensitization efforts by the council.

Mr Muleya revealed that over K8 million was disbursed to 65 individuals during the period under review, but the lack of repayments is threatening the sustainability of the loan scheme.

The council’s tough stance is intended to reinforce accountability and ensure the continued success of the government’s empowerment initiatives in the district.

LUSAKA | April 24, 2025 – Police in Lusaka have arrested two men and recovered 366 bags of Urea fertilizer following a break-in at the Export Trading Group (ETG) warehouse in the Chinika Industrial Area.

According to Assistant Public Relations Officer Godfrey Chilabi, the incident happened between 18:00 hours on April 20 and 06:00 hours on April 21, 2025. Thieves broke into the warehouse and made off with bags of fertilizer like they were loading maize for a family harvest.

After receiving a tip-off, police moved in and arrested Sydney Muma, aged 47, of Kanyama Compound. He is believed to have driven the loot using a white MAN truck, registration BAR 6490.

Chilabi said that during interrogation, Muma led officers to Mumbwa, where the fertilizer had been delivered.

In Mumbwa, police arrested the second suspect, Andrew Hamunji, aged 38, a local businessman known for agro dealings. Officers found him in possession of 366 bags of Urea fertilizer, all packed in ETG-branded sacks.

The truck used in the transportation has since been impounded and both suspects are in custody. Police say investigations are still ongoing.

The proposal, confirmed by the DA, may have played a key role in the government’s decision to withdraw the VAT hike, which was officially announced earlier today.

The DA, together with the Economic Freedom Fighters (EFF), had launched an urgent application in the Western Cape High Court, seeking to interdict the VAT increase.



The opposition argued that the hike was unconstitutional, procedurally flawed, and would disproportionately impact South Africa’s most vulnerable citizens.

Amid growing legal pressure and divisions within the Government of National Unity (GNU), the government appeared to seek a resolution outside of court to avoid a potentially damaging legal setback.

“The Minister’s legal team initiated talks for a settlement, signaling a willingness to resolve this matter outside of court,” said a DA spokesperson, though the party added that a formal offer was still pending.

“President Trump’s insane tariff scheme is not only economically reckless — it is illegal,” Arizona Attorney General Kris Mayes said in a statement on Wednesday.
The southwestern state is joined by Democratic-led Minnesota, New York, Oregon and others in the filing. Separately, California filed a similar suit a week ago.

In the lawsuit filed Wednesday, the states argue that the 1977 law invoked by President Donald Trump does not allow him to use emergency measures to impose tariffs, a power constitutionally reserved for Congress.


“By claiming the authority to impose immense and ever-changing tariffs on whatever goods entering the United States he chooses, for whatever reason he finds convenient to declare an emergency, the President has upended the constitutional order and brought chaos to the American economy,” the lawsuit alleges.

Trump has said his protectionist policy will return manufacturing jobs to the United States.

“No matter what the White House claims, tariffs are a tax that will be passed on to Arizona consumers,” Mayes said.

UKRAINIAN President Volodymyr Zelenskiy arrived in South Africa on Thursday for talks with President Cyril Ramaphosa on bilateral cooperation and efforts to end Russia’s war in Ukraine.

Zelenskiy has been trying to shore up international support for Kyiv’s war effort amid growing pressure from U.S. President Donald Trump, who said last week that Washington could walk away if there was no clear progress on a peace deal soon.

Commenting on the visit, Zelenskiy posted on X that he would meet Ramaphosa as well as other political and civil representatives. “It is crucial to bring a just peace closer,” he added.

South Africa, which maintains good relations with Russia, has remained neutral in the conflict which began in 2022.



“The visit provides South Africa and Ukraine with an opportunity to discuss bilateral relations… It will also explore areas of cooperation with the objective to support efforts to bring lasting peace,” Ramaphosa’s office said in a statement.

Ramaphosa held a phone call with Russian President Vladimir Putin on Monday, stating on X that the two leaders had affirmed “strong bilateral relations” and a commitment to work together toward a peaceful resolution of the war.

Zelenskiy on Wednesday said there needed to be an immediate, full and unconditional ceasefire with Moscow repeating that Ukraine did not rule out any format of talks that could lead to a ceasefire.

Zelenskiy’s visit is the first by a Ukrainian head of state to South Africa. Ramaphosa and Zelenskiy have met multiple times including in Kyiv in 2023 as part of a mediation attempt by African leaders which did not achieve notable results.

Economic Freedom Fighters (EFF) spokesperson Sinawo Thambo has called for the immediate resignation of Finance Minister Enoch Godongwana, accusing him of throwing South Africa’s fiscal policy into disarray following the collapse of key budget proposals.

Thambo’s comments follow the withdrawal of the Division of Revenue Bill and the Appropriations Bill two cornerstone pieces of legislation underpinning the national budget.

The move came after the government reversed its plan to implement a contentious 0.5% increase in value-added tax (VAT), a central element of the Treasury’s Fiscal Framework.


According to Thambo, the withdrawal of the bills amounts to the scrapping of the entire budget. He criticized Godongwana for failing to present a viable alternative, stating, “What happens to his fiscal anchor and his entire fiscal strategy? Do we get a new fiscal framework? If so, how?”

The original Fiscal Framework aimed to deliver a primary budget surplus and restore investor confidence, largely relying on increased VAT revenue and limited adjustments to personal income tax brackets. With the VAT increase abandoned, Treasury now faces a R75 billion shortfall, which Godongwana has said will be addressed through spending cuts.

Initially introduced by Finance Minister Enoch Godongwana as part of his 2025 fiscal strategy to plug a R32 billion revenue shortfall, the VAT hike narrowly passed in Parliament on April 2.

The African National Congress (ANC) secured its passage with the support of ActionSA and Build One South Africa (BOSA), while the Democratic Alliance (DA) and Economic Freedom Fighters (EFF) fiercely opposed the measure.

Yet what followed was a groundswell of public backlash, amplified by the DA and EFF launching a joint court challenge. At the same time, ActionSA and BOSA began pushing for alternative solutions, such as targeted spending cuts and fiscal discipline.



When the VAT hike was ultimately scrapped, all sides rushed to claim a share of the glory. ActionSA leader Herman Mashaba and BOSA’s Mmusi Maimane touted their behind-the-scenes negotiations with the ANC, asserting that their conditional support for the budget forced the ruling party to reconsider.

Mike Wood, 72, decided to end his life on April 10 after he was diagnosed with Alzheimer’s and did not want the disease to progress further, his brother told the New York Times.

A doctor with the nonprofit organization Dignitas in Switzerland performed the procedure as the entrepreneur was surrounded by his family in Zürich — a city about 80 miles from the capital, Bern.

“We are saddened by the loss of LeapFrog founder, Mike Wood. He was an innovative leader whose passion to find a new way to help his child learn led to something remarkable,” LeapFrog Enterprises wrote in a statement on Instagram.

“His passion was transformed into a company that has helped millions of children learn to read, and so much more. ⁣We loved working with Mike and are honored to continue what he started.⁣“

Under Swiss law, assisted su!cide is only considered a crime if the motive is selfish — meaning it can’t be performed for scenarios like financial gain through inheritance. Assisting someone to k!ll themselves unlawfully can be punishable by up to five years in jail.

Former US First Lady, Michelle Obama has revealed another reason why she skipped President Donald Trump’s second inauguration.

Her husband attended Jimmy Carter’s funeral and Trump’s inauguration without her in January.

Obama initially said it was a choice she made ‘for herself’, but she has now shed new light on the decision.

“It started with not having anything to wear,” Obama said in a Monday episode of her podcast, “IMO with Michelle Obama & Craig Robinson.”

“I mean, I had affirmatively, cause I’m always prepared for any funeral, anything,” Obama added. “I walk around with the right dress, I travel with clothes just in case something pops off. So I was like, if I’m not going to do this thing, I got to tell my team, I don’t even want to have a dress ready, right? Because it’s so easy to just say, let me do the right thing.”

During the conversation with Robinson, her brother, and actor Taraji P. Henson, Obama recognized the speculation about her marriage being in trouble as the reason why she skipped the inauguration.

“My decision to skip the inauguration, what people don’t realize, or my decision to make choices at the beginning of this year that suited me were met with such ridicule and criticism,” she said. “People couldn’t believe that I was saying no for any other reason, that they had to assume that my marriage was falling apart, you know?”

Henson praised Obama’s decision not to attend, saying that women are “shock absorbers.”

“You’ve had to be shock absorbers for your husband, for your children, for your mom, for family, your loved ones, because of where you were sitting in the public eye,” Henson said. “That’s not fair to you. When do you ever get to live for you? I applaud you. I’m happy that you are taking care of yourself in the way that you need to.”

The South African Police Service has intensified a search for a male suspect, Victor Hlayisani Shivambu, who allegedly st@bbed his girlfriend, Mihloti Faith Shikhibana, to d3ath.

The incident happened on Monday, 21 April 2025, at about 12:30 in Nkowankowa township, outside Tzaneen in Limpopo.

Provincial police spokesperson, Colonel Malesela Ledwaba, who confirmed the incident in a statement on Wednesday, said officers were conducting routine patrol duties when they received a complaint about a m8rder incident at Letaba hospital and rushed to the vicinity.

Upon arrival, they were shown a lifeless body of a female victim lying on a hospital bed.

Police were informed that the deceased was brought to the premises by a relative with multiple stab wounds on the upper body, but succumbed to her injuries on arrival.

“Preliminary investigations revealed that a 44 year-old victim was stabbed with a sharp object by her ex-boyfriend while at her residence in Nkowankowa location,” Ledwaba stated.

“Following the incident, the suspect fled scene and has since been on the run to evade an arrest. The deceased has been identified as Mihloti Faith Shikhibana.

“The motive for the murder is unknown at this stage. Police are appealing , Victor Hlayisani Shivambu, a resident at Malamulele policing area to avail himself to the nearest police as we believe his presence may assist the Police to resolve the m8rder case.

“Anyone with information regarding the whereabouts of Hlayisani is encouraged to contact the Investigating Officer Warrant Officer Ronny Baloyi. Police investigations are continuing.”

Palestinian Authority, President Mahmoud Abbas lashed out at Hamas in a televised address from Ramallah, calling the group “sons of d0gs” and demanding they free all remaining Israeli hostages in Gaza and surrender their weapons.

He insisted that ending what he described as an Israeli “genocide” in Gaza must take priority—and that continuing to hold hostages only provides Israel with a pretext to escalate its assault.

“Sons of dogs, release the hostages and block their justifications,” Abbas said in a lengthy televised speech from Ramallah in the occupied West Bank on Wednesday.

Israel has vehemently denied accusations of genocide, saying its war in Gaza is being fought in self-defence and targets Hamas.

The unprecedented remarks are perhaps Abbas’s strongest public criticism of Hamas to date and mark a significant shift in tone from the ageing Palestinian leader. They come amid a renewed push to advance ceasefire negotiations between Israel and Hamas, with Egypt also floating the idea of the group’s disarmament recently.

Abbas outlined a six-point vision for Gaza’s future under the Palestine Liberation Organization (PLO) and the Palestinian National Authority (PNA). He said Hamas must relinquish control of the Gaza Strip, hand over all governance to the PLO and PNA, and transition into a political party operating under Palestinian law and international norms—“refraining entirely from carrying arms.”

He accused Hamas of inflicting “severe damage to the Palestinian cause” since seizing Gaza in 2007, arguing that the group’s hostage-taking has given Israel “free justifications” for its military operations. Abbas also renewed calls for an international peace conference and full implementation of UN Security Council resolutions demanding Israel’s withdrawal from the occupied Palestinian territories.

Tiberis alleges that the Real Madrid winger had links to Athletic Club de Sao Joao del Rei (Brazil) and Alercom (a Portuguese second-division club).

The company said it was denied a preemptive right to buy Athletic’s shares, which were later sold to an entity linked to Vinicius.

FIFA regulations are very clear and strict in such cases. According to Article 20 of the FIFA Code of Ethics and Article 22 of the Spanish Sports Code: “A player may not directly or indirectly own shares in professional football clubs at national or international level if there is any risk of a conflict of interest”.

If the Ethics Committee determines that this rule has been violated, Vinicius Jr could be suspended for up to two years – a major blow to both Real Madrid and the Brazil national team, especially with major tournaments looming.

Ukraine’s President, Volodymyr Zelensky, has firmly rejected a proposed peace deal that would see Ukraine officially concede Crimea to Russia in exchange for freezing the frontline of the ongoing war.

The United States reportedly included the controversial term in a seven-point peace plan, part of a broader settlement proposal aimed at ending the conflict. The plan is expected to be discussed in London today during high-level talks involving UK, US, and EU officials.

Zelensky, however, didn’t mince words.

“There is nothing to talk about,” he said. “This violates our Constitution. Crimea is our territory—the territory of the people of Ukraine.”

That stance places Ukraine in direct opposition to the US-led proposal, which suggests recognising Crimea as Russian in exchange for President Vladimir Putin halting his invasion and withdrawing claims to four partially occupied Ukrainian regions.

According to The Telegraph, the plan contains no firm US security guarantees for Ukraine, and its inclusion of Crimea appears to be based on Putin’s recent overtures during a private meeting with Trump’s envoy, Steve Witkoff.

The proposal reportedly follows Putin’s suggestion to freeze the current frontlines—a move seen as his first significant softening of war demands. But Zelensky remains sceptical.

“As soon as talks about Crimea and our sovereign territories begin, negotiations enter the format Russia wants—prolonging the war. Because it will be impossible to agree on everything quickly,” Zelensky warned. “We know where these signals are coming from, and they will keep coming.”

It’s still unclear whether the idea to include Crimea in the peace plan came from Russia or the US side.

European officials briefed on the situation have also voiced concerns, warning that Putin could exploit the compromise to manipulate future negotiations.

“There is a lot of pressure on Kyiv right now to give up on things so Trump can claim victory,” one official told the Financial Times.

Meanwhile, Ukrainian forces continue daily resistance against Russian attacks, even as drone strikes and shelling devastate cities like Kharkiv and Pokrovsk.

UK Defence Secretary, John Healey confirmed that today’s meeting in London will focus on what a long-term ceasefire might look like, following up on previous discussions in Paris. The controversial seven-point plan is expected to be a central topic.

Originally planned for foreign ministers, the meeting was downgraded after US Secretary of State Marco Rubio dropped out. General Keith Kellogg, Trump’s special envoy on Ukraine and Russia, will represent the US.

Back in Moscow, Kremlin spokesperson Dmitry Peskov downplayed expectations for a quick resolution, telling Russian state TV: “It is not worth setting rigid deadlines or expecting a viable settlement in a short time.”

The Colombian President has said he “can’t go to America” anymore after Donald Trump allegedly revoked his visa, and has revealed his nickname for the US President.

President Gustavo Petro, explaining why he can’t attend an upcoming meeting in the US, said: “I can’t go anymore because I think they took away my visa.”

He added: “I didn’t need a visa, but oh well. I’ve seen Donald Duck several times, so I’m going to see other things.”

The nickname was revealed by the Colombian leader after a period of heightened tensions between Trump and Petro.

Earlier this year, Trump threatened to retaliate against the South American nation for refusing to let US flights with migrants land in Colombia.

Those measures appear to be the travel ban, tariffs and visa cancellations of Colombian government members and supporters, which were later revoked when Colombia agreed to accept the flights.
