PRESIDENT HICHILEMA VISITS GHANA’S RECYCLING PLANT

President Hakainde Hichilema has assured private companies that government will provide the necessary support for them to thrive.

President Hichilema was speaking in reference to a waste management company operating in Ghana that also has its presence in Zambia but has had difficulties in implementing its vision in the previous governments.

He said government is ready to work and not just talk about transforming the economy and improving the welfare of people.

The Head of State wondered why Accra’s biggest recycling company which set base in Zambia several years ago has not accomplished the work as compared to the plant in Ghana.

ZANIS reports that President Hichilema was speaking when he visited Ghana’s leading waste management company where he was taken on a conducted tour of the plant for purposes of helping him understand the model which they are using to turn waste into cash.

Mr Hichilema learnt that among the challenges faced by the company was lack of political will from government and civic leaders.

He said a lot of leaders in Africa have resolved to lift each other to address the economic challenges that exist, adding that government is determined to enhance private sector partnership.

“So you don’t have to persuade us for support, our doors are open wider now and government will work with you to support this initiative,” he told the Executive Chairman of Zoomilion Waste Management Company.

And Zoomilion Executive Chairman, Joseph Agyapong said Africa faces a challenge in waste management because very few people budget for it.

Dr Agyapong said the company has set up a model that has enabled about 10 thousand people in Accra in the informal sector who are working on collecting waste which is then sold to the company.

He stated that the model can also work well in Zambia as almost 1.3 tonnes of waste is generated in a short period of time in Lusaka alone.

“Mr President, to manage waste, governments need to put it as a priority and this is one of the reasons why most African countries are struggling with waste because of lack of political will,” he said.

Dr Agyapong said the Ghanaian government has shown commitment in managing waste by supporting the company to commission over 48 recycling plants with 16 more expected to be commissioned this year.

And in clarification, Minister of Tourism, Rodney Sikumba explained that government did not designate a specific land field in densely populated areas which could have added a challenge to the operations of Zoomilion.

“We have not started sorting the waste but something is being done to turn waste into cash,” he said.

Zoomilion is a leading waste management company that has set recycling plants in Lusaka, Kabwe and Ndola.

1. LUMEZI. Hon Munir Zulu has entangled himself in hot trouble on so many fronts. He has numerous running cases, he has been found guilty of court contempt, he has failed to prove accusations against Finance Minister and Infrastructure Minister and he is the official surety for Kaiser Zulu who has run away from the country. The court are scared to release Munir Zulu because he might also run away its better he will becoming from Prison to attend court cases. Whoever has to sign for Munir Zulu must also take responsibility for Kaiser Zulu’s case. Chances of staying beyond 3 months in prison to trigger the by election are 90%.

2. CHILUBI- Hon Fube is also another surety for Kaiser Zulu plus his own cases he has involving the state. The man has run away his whereabouts are not known as he is rumoured to be hiding among fishermen in deep Bangweulu Swamps in Kanama or Lubemba swamp Islands. Him coming out faces the same fate as Munir Zulu hence chances of him surviving as an MP are Lower and hence time might fly so fast to trigger a by election in Chilubi. Chances are 90% also.

3. KAWAMBWA- Hon Nickson Chilangwa is also in a mess type of affair involving his party as well as the state. Hon Chilangwa the current SG of PF is needed at court to explain on several constitution matters relating to PF as sued by his MP of Matero Hon Miles Sampa on number of issues that includes the missing money that presidential candidates paid, failure to hold general conference, challenge of office bearers etc. On top of that he also faces a tough legal battle in Mansa for his role in burning the UPND vehicle in Kawambwa with PF cadres as they have named him as the master mind and funder of the operation. He is rumoured to be out of the country as well Zambian legal waters seems too hot for him. The chances of having a by election in Kawambwa are 100%.

4. CHANGA- Hon Derrick Chilundika’s future in UPND is certain but very sure he is done for 2026 as he is not going to be adopted at all cost. However his involvement in the Luapula Sugilite Saga is one grave scandal that does not look good at all. According to the voice note where he is even challenging the head of state by daring his authority and also the nature of the case itself that has engulfed and affected 80% of Luapula UPND leadership in mining mess does not look good too. Not on the run or prison but he is likely to be convicted and that alone automatically triggers a by election in Chingola.

Backbenchers: Speak up for Zambia, not your party!

It’s time for a wake-up call to the backbenchers in our parliamentary system. We elected you to represent our interests, not to become mere yes-men and women for your political parties. We need you to speak up for Zambia and prioritize the needs of your constituents above partisan politics.

The role of a backbencher is crucial in any functioning parliamentary system. You have the power to question the government, scrutinize their actions, and hold them accountable. But sadly, we have seen a disturbing trend of backbenchers turning into praise singers for the executive, neglecting their true responsibilities.

As Zambia grapples with a debt crisis, we cannot afford backbenchers who blindly support every decision made by the government. Our future is at stake, and it’s your duty to ensure that our interests are protected. Instead of applauding every move, it’s time for you to question, debate, and analyze the government’s decisions, especially when it comes to matters as significant as loans and debt restructuring.

The constitution of Zambia mandates that all loans and debts must be approved by Parliament. This provision exists to safeguard the interests of Zambians. Yet, we have witnessed major decisions being made without proper parliamentary scrutiny. It is unacceptable that our backbenchers have failed to fulfill their constitutional duty in safeguarding our interests.

We need backbenchers who are willing to take a stand, challenge policies, and propose alternative solutions. We need representatives who are not afraid to voice the concerns and grievances of their constituents. It’s time to shift the focus from party politics to the needs of Zambians.

Your role is not just to echo the voice of your party leadership; it is to be the voice of the people who elected you. You need to be the bridge between the government and the rest of the parliamentary membership. Stand up for your fellow MPs, listen to their concerns, and fight for their rights.

The challenges we face as a nation cannot be overcome by blind loyalty or political partisanship. It requires backbenchers who are willing to speak truth to power, scrutinize policies, and advocate for the interests of their constituents. Only by putting Zambia first can we hope to overcome our current struggles and build a better future.

So, backbenchers, the time for change is now. It’s time to reclaim your role, fulfill your constitutional duties, and prioritize the needs of Zambians over your political parties. Remember why you were elected in the first place – to represent us, the people. Silence is not an option when the future of our nation is at stake. Speak up, challenge, and lead. Zambia is counting on you.

The power lies in your hands, backbenchers. Will you rise to the occasion and be the true representatives we need?

IN this audio, President Edgar Lungu says from now on, he should be referred to as “President General” because there are too many [association] presidents in the country, and there is need for a change in the Constitution to differentiate his distinguished title from the rest.

And President Lungu says he has forgotten about what happened in Dundumwezi Constituency during the 2016 general elections, and he is now friends with Chief Chikanta.

Meanwhile, President Lungu says farmers should be wary of plans and attempts by criminals to cheat farmers by selling fake inputs in form of seed and fertiliser.

Speaking as he introduced ZNFU president Jervis Zimba during the launch of the 2020/2021 planting exercise, in Petauke District, Thursday, the Head of State said there were too many presidents in the country, and the next Bill 10 must include an amendment to the Constitutional so that the name “President General” can be constitutionalised.

“The Zambia National farmers Union president Mr Jervis Zimba.., I warned him that there are too many presidents in this country. So from now on, I will be referred to as ‘President General’ so that the rest of you can be presidents. I know it is an unconstitutional for now but hopefully next time we have another bill 10 we will stick it in. I am sure the future bill 10 will pass through (sic),” President Lungu said.

As the President continued recognising the distinguished invited guests who attended the event, he acknowledged Chief Chikanta and said he had forgotten about what happened to him in 2016 in Dundumwezi Constituency.

“The PF national chairman Samuel Mukupa, the Honourable Minister of Agriculture Honourable (Michael) Katambo, the Eastern Province Minister Honourable Makebi Zulu, Presidential Affairs Minister Honourable Freedom Sikazwe other Cabinet ministers present, Honourable members of parliament present, the Patriotic Front leadership at the provincial level, permanent secretaries and other senior government officials present. Your Excellency the British High Commissioner to Zambia Mr Nicholas Woolley, Your Royal Highnesses Chief Mwanjabantu and Chief Chinkata… For those of you who don’t know Chief Chinkata very well, he is from Southern Province of the Tonga speaking people and a member of the Zambia National Farmers Union Kalomo District Dundumwezi Constituency. I know him too well because I was very interested in where he was coming from. We are allies actually after 2016 we became allies. I worked very closely with the chief. What happened in 2016 is all gone. We are now one Zambia one nation working together. So we will wait for 2021 and again we will get over it, we will go on. That is democracy,” he said.

Meanwhile, President Lungu said despite the effects of the pandemic and the adverse weather patterns, he was encouraged by the resilience the farmers had shown as players in the agriculture sector.

“The year 2020 is extraordinary as we are grappling with the Pandemic which has continued to ravage the entire world and all sectors of our economy have been affected differently. However, despite the effects of the pandemic and the adverse weather patterns, I am encouraged by the resilience you farmers have shown as players in the agriculture sector. You have remained resolute, and you continue to produce important agricultural commodities and food stuffs that feed our nation. I am aware that there have been many hurdles that this sector has encountered over the last one year. You should all be proud because you have weathered the storm and have ensured that the national food security is protected. Let me now use this opportunity to thank all our hardworking farmers and agribusinesses that have tremendously contributed to the national food basket. For a good number of years, Zambia has not imported maize as we have been self reliant in the production of our country’s main staple crop. This is no mean achievement and we give thanks to our farmers. This is testament that we can feed ourselves, and our neighbors if we continue on the same trajectory,” he said.

He urged extension officers, under the Ministry of Agriculture, to get organised and ensure adequate support was given to as many farmers as possible during this period.

“I am aware that there are some challenges affecting agricultural production and productivity, especially for small scale farmers. There are also some weaknesses in capacity building and knowledge transfer to our farmers. These challenges and weaknesses have been further exposed by the worsening weather conditions, due to the effects of climate change. Going forward, I appeal to all partners in the sector to pool resources together and effectively coordinate efforts to transfer appropriate skills and technologies to farmers. Once we ensure proper coordination in the delivery of extension services, our goal of improving agricultural production and productivity, whilst uplifting the livelihoods of our farmers in Zambia, will be achieved. as we are still on the subject of extension service delivery, let me urge all extension officers, under the Ministry of Agriculture, to get organised and ensure adequate support is given to as many farmers as possible during this period. The provision of extension services is your full time career hence it is expected that you will serve diligently. As extension officers, you should always be happy to observe measurable improvements in the productivity of farmers as a result of your efforts in transferring knowledge to farmers,” he said.

“My government is aware of the challenges that our farmers in the country continue to grapple with some of which I have already mentioned. Even in the face of these challenges, my government will continue to work very closely with the Zambia National Farmers Union and other stakeholders to transform the agriculture sector to benefit as many citizens as possible. The PF government is indeed walking the talk and we are taking practical measures aimed at addressing challenges in the agriculture sector. Our commitment to this call remains steadfast. My government showed an unwavering commitment to addressing issues of productivity by ensuring timely distribution of inputs under the farmer input support program (FISP) for the 2020/21 farming season. Even amid the Pandemic, we worked hard not to compromise production for the coming season. In addition, the Food Reserve Agency has been making timely payment of cash to farmers supplying maize to the agency. This is indeed unprecedented!”

President Lungu urged farmers to be wary of criminals selling fake inputs.

“To beneficiaries of inputs under the farmer input support programme, I wish to advise you to use them wisely and avoid the temptation to sell. In the same vein, farmers should be wary of plans and attempts by criminals to cheat farmers by selling fake inputs such as seed and fertiliser. All security wings must be alert and bring to book erring individuals. Let us all remain focused and ensure that the country records a good harvest and a fruitful agricultural season in general. I urge farmers to continue adopting good farming practices such as conservation agriculture, which I hope one day will be a permanent practice for all farmers in Zambia. Here in Eastern Province, which is a major producer of crops such as cotton, tobacco and soya beans, I appeal to the province to boost the production of these crops. My government is currently reviewing tobacco legislation to ensure growth of the tobacco industry. I would like to urge the ministry of agriculture to ensure that the new tobacco legislation protects small scale tobacco farmers, who are normally taken advantage of by other players in the industry. I envisage a tobacco industry where all stakeholders treat each other as strategic partners.” said President Lungu.

Tunisia urged to stop ‘expulsion’ of black African migrants to Libya border

Tunisian security forces have collectively expelled several hundred Black African migrants and asylum seekers, including children and pregnant women, since July 2, 2023 to a remote, militarized buffer zone at the Tunisia-Libya border, Human Rights Watch claims.

The group includes people with both regular and irregular legal status in Tunisia, expelled without due process. Many reported violence by authorities during arrest or expulsion.

“The Tunisian government should halt collective expulsions and urgently enable humanitarian access to the African migrants and asylum seekers already expelled to a dangerous area at the Tunisia-Libya border, with little food and no medical assistance,” said Lauren Seibert, refugee and migrant rights researcher at Human Rights Watch.

“Not only is it unconscionable to abuse people and abandon them in the desert, but collective expulsions violate international law.”

Between July 2 and 6, Human Rights Watch interviewed five people by phone who had been expelled, including an Ivorian asylum seeker and four migrants: two Ivorian men, a Cameroonian man, and a 16-year-old Cameroonian girl.

Interviewees’ names are not used for their protection. They could not give an exact number, but estimated that Tunisian authorities had expelled between 500 and 700 people since July 2 to the border area, around 35 kilometers east of the town Ben Guerdane.

They arrived in at least four different groups, ranging in size.

The people expelled were of many African nationalities – Ivorian, Cameroonian, Malian, Guinean, Chadian, Sudanese, Senegalese, and others – and included at least 29 children and three pregnant women, interviewees said.

At least six expelled people were asylum seekers registered with the UN Refugee Agency (UNHCR), while at least two adults had consular cards identifying them as students in Tunisia.

People interviewed said they had been arrested in raids by police, national guard, or military in and near Sfax, a port city southeast of the capital, Tunis.

National guard and military forces rapidly transported them 300 kilometers to Ben Guerdane, then to the Libya border, where they were effectively trapped in what they described as a buffer zone from which they could neither enter Libya nor return to Tunisia.

Tensions have been high in Sfax for months as Tunisian residents campaigned for African foreigners to leave, escalating to recent attacks against Black Africans and clashes with Tunisians.

A man from Benin was killed in May and a Tunisian man on July 3. Videos circulating on social media in early July depicted groups of Tunisian men threatening Black Africans with batons and knives, and in other videos, security officers shoving Black Africans into vans while people cheered.

Julius Malema offers Zimbabweans in South Africa buses to return home and vote

South Africa’s opposition Economic Freedom Fighters (EFF) party leader Julius Malema has offered Zimbabweans in his country buses for them to return to their country and vote in the upcoming harmonised general elections.

Addressing the media on Thursday during EFF’s 10th-anniversary celebration at Uncle Tom’s Community Centre in Soweto, Malema urged poor Zimbabweans in South Africa to go back to their country and participate in the elections which will be held on the 23rd of August this year.

He offered to hire buses for those who would struggle for transport to go home.

“The EFF wishes the people of Zimbabwe well in the upcoming national elections which will happen on August 23, 2023.

“The elections mark a critical opportunity for the people of Zimbabwe to elect a government of their choice to uplift the nation of poverty that today defines what was once known as the breadbasket of Africa,” he said.

“A government of their choice will restore peace and prosperity in that beautiful country. If they need help to go back home, they must approach the EFF offices. We will be more than happy to rent buses for them to go home and vote,” pledged Malema.

He further urged Zimbabwe’s ruling Zanu-PF party to desist from being violent against opponents.

“We call upon the incumbent Zanu-PF to desist from the urge to practice violence against its political opponents and from any form of intimidation on citizens to coerce their vote,” he said.

“Zimbabwe needs to enter an era of political tolerance that is not defined by the history of violence and suppression but the possibility of peace, prosperity and continental unity.”

“We call on all Zimbabweans who are here in South Africa to go back home and vote, even if it means coming back, they can come back. They are more than welcome but they must do the right thing and go and vote.

“No one is going to fight for these Zimbabweans who are loitering the streets here, they are their own liberators. For once they must take responsibility and get into buses and go home and vote.”

Responding to Malema’s sentiments, Norton legislator Temba Mliswa said Zimbabweans no longer believe in the electoral processes as an avenue for change as evidenced by low voter turnout in every election.

“Julius Malema must understand that the people already here in Zimbabwe don’t want to vote again! Since 2000 the average voter turnout has been a measly 45,67%. The recent March 26 by-elections had even worse turnout figures according to ZEC (Zimbabwe Electoral Commission).

“The first task is to convince those who are here to go out and vote. That’s why I had proposed moving a motion that registered voters who don’t vote should be penalized because they are wasting taxpayer’s money.

“Those in the diaspora are even worse and won’t come to vote. It’s as simple as that. They can’t be depended upon by any party. Most depressing about our politics is that people are losing confidence in the electoral system as an avenue for change and development,” Mliswa said.

Zimbabwe cannot afford another disputed election- Jacob Zuma

Former South African President Jacob Zuma says Zimbabwe should take lessons from its recent elections which produced disputed outcomes and deliver a vote which will make citizens “feel at home”.

Zuma, whose government brokered Zimbabwe’s now defunct unity government that subsisted between 2009 and 2013, is in Zimbabwe for the inaugural edition of the African Voluntary Carbon Emissions Forum being held in Victoria Falls.

The forum was also attended by President Emmerson Mnangagwa.

South Africa’s third successive post-apartheid leader decried that too many Zimbabweans have had to leave their country because of political “disagreements”.

“Looking forward to the elections, particularly if you take where we come from, from Zimbabwe and what has been happening in Zimbabwe and we know that as a result of probably the disagreements, some Zimbabweans had to leave the country.

“I am hoping that when you come to elections, you would have looked at what happened in the last election and what were the short-comings; what were the mistakes and what were the other things and how to correct them so that in the next elections, you produce better results that will make all citizens feel at home, feel that we are part of the process and I am hoping Zimbabweans will do so,” said Zuma.

Zimbabwe’s elections have in the past been discredited due to political violence and other electoral malpractices.

Meanwhile, South African opposition Economic Freedom Fighters president Julius Malema has urged Zimbabweans based in the neighbouring country to return home on polling day to decide their future.

“No one is going to fight for these Zimbabweans who are loitering the streets here.

“They are their own liberators; for once they must take responsibility and get into buses and go home and vote.

“Zimbabweans must go home and vote and stop blaming other people for their own misfortunes which they got solutions to.

“And that solution is August 23, 2023 where they will vote for a government of their choice which will restore peace and prosperity in that beautiful country,” he said.

Malema said EFF was prepared to offer buses to transport Zimbabweans based in South Africa to come and vote in the August 23 August poll.

“If they need help to go home and vote, they must approach the EFF offices, we will be more than happy to rent buses for them to go home and vote,” he said.

South Africa has remained a big factor in Zimbabwe’s political and economic affairs with former leaders Thabo Mbeki and Kgalema Motlanthe once playing a part in bringing Zimbabwe’s feuding politicians together.

Zimbabwe is on August 23, holding three elections at once for councillors, Members of Parliament and President.

A total of 11 candidates including incumbent President Mnangagwa, his main opponent Nelson Chamisa and exiled former cabinet minister Saviour Kasukuwere are in the race for Zimbabwe’s top job.

Kylian Mbappe blames PSG hierarchy for Champions League failure

Kylian Mbappe has called out the hierarchy of current club Paris Saint-Germain for the club’s continued Champions League failure.

The Ligue 1 champions were knocked out of the Champions League in the last 16 stage last season after being outclassed by Bayern Munich over two legs.

Mbappe has recently dominated the news due to speculation about his future after revealing that he does not intend to renew his contract with PSG, which expires next summer.

The 24-year-old’s decision has left the PSG hierarchy in an uncomfortable state, with the club President sending a resounding statement to the France Captain regarding his decision.

Nasser Al-Khelaifi has told Mbappe’s agent and mother, Fayza Lamari, of PSG’s intention to sell this summer in order to receive a transfer fee – something the player himself is seemingly unwilling to do as he wants to wait.

POLICE STATEMENT ON SUGILITE SAGA: 19 ARRESTED AND CHARGED IN MANSA, AMONG THEM EX MINISTER AND POLICE OFFICERS

July 8, 2023

Police in Mansa have jointly arrested and charged nineteen people for two offences of:

1. Carrying out mining operations without a License contrary to Section 12 (1) and (3) of the Mines and Minerals Development Act No.11 of 2015 and

2. Conveying property reasonably to have been unlawfully acquired Contrary to Section 319 of the Penal Code Act Chapter 87 of the laws of Zambia.

Brief facts of the matter are that the nineteen are alleged to have between the January 4, 2023 and February 13, 2023 mined 23 tonnes of Sugilite Mineral Ore without a license in Muombe Mine area of Chembe District of Luapula Province and later conveyed it from Chembe to Kapiri Mposhi district. These are:

Socialist Party President, Fred M’membe has insisted that President Hakainde Hichilema’s New Dawn Government and its corruption is so grand that he is leading a looting machinery.

I agree.

The corruption cases speak for themselves. I have personally reported several cases to the Anti-Corruption Commission and none of the cases have been investigated.

Whether it’s the grand corruption at Ministry of Health, Agriculture, Tourism, Energy and others, the cases speak for themselves.

Fertiliser contracts are given to their friends, a company associated to the President is awarded to manage a $35million Ministry of Mines Environmental Fund.

The tax incentives given to the mines, the intended sale of shareholding of KCM and Mopani are all shrouded in corruption.

State-owned enterprises such as ZESCO have not been spared either. And we are aware of the pressure to give unfair Power Purchase Agreements.

Road contracts such as the Lusaka-Ndola Dual Carriageway where they want to abuse public pension funds for purposes of obtaining 25 year private interests and benefits are cases that remain uninvestigated.

Further the manner in which local debt is being dismantled and priority payments, is guided by but corruption.

We became food insecure as a country because Food Reserve Agency sold and exported our national reserve stocks under a corruption cloud.

Even the celebrated CDF is a corruption feeding frenzy for their cadres and the grants, loans and projects are benefiting their own under the guise of supporting cooperatives.

Sugilite, gold, Lithium are being looted without restraint. Ignore the dismissals, they are part of the cover-up!

As Inspector General of Police, Lemmy Kajoba blew a whistle-blower that State House had stopped him from investigating the looting of a $15million court pay-out made to former Ghanaian teachers. He got the boot!

But Law Enforcement Agencies won’t touch their corruption and their praise singers will posture that Zambia is lucky to be led by angels…Never seen an angel that steals and plunder public resources!

The appeal by the former First Family to defend themselves in the courts and not the media must be respected, Former Home Affairs Minister Lameck Mangani has said.

Mr Mangani said the attacks on Hon Tasila Lungu following a Briefing early this week are unwarranted.

During the Briefing, Hon Tasila requested that the family must not be tried in the media but the courts of Law a statement that was received with mockery and aspersions targeted at former President Edgar Lungu.

Mr Mangani has wondered the offence Hon Tasila Lungu committed when she made the appeal.

He said experiences in the past are that trying people in the court of public opinion has always had a negative effect.

“What Offense did Tasila Lungu commit when she asked for the family to be tried in the Courts of law and not the media, Former Home Affairs Minister Lameck Mangani has asked. The appeal by Hon Tasila on behalf of the former first family was timely and well calculated because they feel information has been misrepresented.

“I’m not trying to say they are innocent, let the courts handle it. They are trying to achieve two things, give them chance to defend themselves on so many allegations, they also appealed to the media that let them defend themselves in the courts. They feel information has been misrepresented,” he said.

Meanwhile, Mr Mangani has noted a weakness in the law enforcement agencies.

He said in most cases, law enforcers have been arresting people before doing a thorough investigation.

“They arrest then tramp charges on suspects afterwards. He said the media has been called very early in most of the cases they have handled. Let them be professional and investigate the matters thoroughly,” he said.

Mr Mangani added that the evaluation of properties has also been compromised.

He said even the evaluators, what they are valuing is not matching with what is on the ground.

He said the culture of gossip and name calling is bad.

“We should be very careful. You say Tasila owns 48 houses, let along the process, the suspect is found, taken to court and found guilty. Afterwards, there is an announcement that Tasila has bought a bank, investigations take place, then it is revealed that she did not buy the bank the media sometimes has been too quick to report such matters,”he said.

Leader of Opposition in Parliament Brian Mundubile has warned British High Commissioner to Zambia Nicholas Woolley to stick to his lane as opposed to meddling in the affairs of the country.

Mr Woolley is quoted by Radio Phoenix as having said that investigations by law enforcement agencies should not to be taken as harassment but restoration of order and that Zambia’s civic space had not shrunk because citizens had continued to enjoy renewed democracy through progressive laws under President Hichilema’s administration.

Reacting to the statement, Hon Mundubile said Woolley must not be selective on what to comment on.

He said the Constitution was adulterated on many occasions but the diplomat opted to remain silent.

Hon Mundubile cited the disfranchisement of Bowman Lusambo and Joseph Malanji as one of the many times the diplomats voices were needed.

“The reason we are concerned is that the party has been going through political persecution. Rizwani Patel and Emmanuel Mwamba are among those arrested and tortured and ambassador wooley has been quiet. Most of our members have been tried in the media. We are surprised that now he has found it right to comment. Where was Woolley when Bowman Lusambo and Joseph Malanji were disfranchised. Our Constitution was mutilated and adulterated. Our high commissioner was quiet, we were calling upon him to comment,” he said.

And Hon Mundubile said the continued silence on pertinent issues shows that their interests are not Zambia’s interests.

“A report by the US department shows that Human rights violations have been on an increase, how come NICHOLAS WOOLEY never uttered any word. Where was he when UPND Cadres were appointed commissioners at Electoral Commission. Members of the National Management Committee of the UPND were appointed at the JCC,” he said.

Hon Mundubile said Woolley must instead talk about the allegations of corruption under the UPND Government.

“If ambassador Woolley wanted to talk about things, let him talk about the corruption in the New Dawn Government. Look at what happens in the Auditor General’s Office,” he said.

Meanwhile, Hon Mundubile said the UPND Government have dismantled the Auditor General’s Office with impunity.

He said Zambians must expect a diluted report from the Auditor General’s Office.

The Leader of Opposition said it is on such matters that diplomats ought to espouse themselves on.

“What is their interest in Zambia, the interests of the British are not of the interests of the Zambian people,” he said.

First of all, we wish to commend President Hakainde Hichilema and the new dawn administration for sealing a 6.3 billion US dollar debt restructuring framework agreement with creditors.

We congratulate President Hakainde Hichilema for working extremely hard to ensure that the government successfully achieved the debt restructuring framework agreement, this is not a mean achievement.

We are profoundly optimistic that the debt restructuring agreement will boost investors’ confidence and attract both direct and foreign investments into our country across all economic sectors and grow our domestic economy if the IMF bailout loan will be invested in productive sectors such as mining, agriculture and manufacturing.

However, we wish to categorically state that without opening up and unlocking key economic sectors that drives development in our country such as the mining sector, the debt restructuring agreement won’t have a positive transformational impact on our country’s socio-economic status.

The cost of living will continue rising, the unemployment levels will continue increasing, poverty levels will continue going up and our national currency will continue underperforming. Generally the economy will continue shrinking.

We wish to remind government and the people of Zambia that mining remains our economic backbone and a major source of our foreign currency earnings, hence this is why in good faith we have been advocating that government unlocks KCM and Mopani in the interest of restoring national economic development. This is also the only way to ensure the copperbelt economy does not fall into further recession.

Ladies and gentlemen, we are deeply saddened that the second quarter just ended and yet government has not made a critical decision on addressing the non functionality status of KCM and Mopani mines. This is despite several assurances from the Minister of Mines and Minerals Development Hon Paul Kabuswe that government will soon unlock the mining sector. Actually government had promised to unlock the mining sector sector in the first quarter of 2023.

We cannot continue moving on this trajectory, we now feel that the Minister of Mines is not helping President Hakainde Hichilema to address operational challenges of KCM and Mopani mines. The minister is on record saying the process is complicated and that people cannot comprehend the negotiations process, however that leaves us wondering how the minister expects Zambians, who are the main stakeholders, to understand if he is not updating the nation on progress made regarding KCM and Mopani. We expect profound transparency on the negotiations.

We believe that President Hakainde Hichilema has shown committment to revamp the mining sector but unfortunately we feel his Minister is not effectively and efficiently helping the president to resolve challenges surrounding KCM and Mopani.

Therefore in the interest of unlocking the mining sector for the purpose of restoring national economic development , we wish to inform the public that due to continued delayment by the government to address the non functionality status of KCM and Mopani we shall exercise our constitutional right to protest on the 12 August 2023 off course within the confines of the law. We also wish to inform the nation that, after the protest, we shall proceed to petition the President over this matter.

Our interest is to see our country develop a viable mining sector that will create the much needed employment, business opportunities support commerce and trade, increase our GDP, stabilize our national currency, grow our domestic economy and improve the living standards of every Zambian.

We believe Zambians are very hard working people, all they need is opportunities. We believe mining sector presents great opportunities for our fellow Zambians. Hence it is very imperative that government unlocks the mining sector.

Maputo, Friday 7th July, 2023 – Her Excellency Ms. Mary Chirwa, presented her Letters of Credence to His Excellency Mr. Filipe Nyusi, President of the Republic of Mozambique, accrediting her as High Commissioner of the Republic of Zambia to the Republic of Mozambique.

During the ceremony, President Nyusi congratulated Ms. Chirwa on her appointment as High Commissioner and assured her of the necessary support from His office and the Minister of Foreign Affairs and Cooperation.

President Nyusi recalled that during the State Visit to Mozambique by His Excellency President Hakainde Hichilema, very fruitful discussions were held in the areas of common interest and that the two leaders set the bar high for the cooperation between the sister Republics.

President Nyusi emphasized that Mozambique and Zambia would enhance efforts towards Economic Diplomacy and in this regard, a number of agreements aimed at promoting trade and investment in the two States by Zambian and Mozambican citizens were to be implemented.

President Nyusi underscored that Mozambique continued to work with Zambia at bilateral, regional, continental and multilateral levels in its quest contribute towards achieving political, socio-economic and security developments.

In her reciprocal remarks, the High Commissioner thanked the President of Mozambique for receiving her and conveyed special greetings from President Hichilema.

Ms. Chirwa assured that she would work towards the implementation of the areas agreed during the State Visit. She looked forward to working with the Government of Mozambique in exploring new areas of cooperation between the two countries.

Further, that she would be in constant liaison with the Minister of Foreign Affairs in strengthening relations between Zambia and Mozambique.

The relations between Zambia and Mozambique date back to the era of the liberation struggle for independence for which Zambia played a key role. The two countries have continued to enjoy cordial relations and have continued to collaborate based on historic ties and common areas of interest such as trade, transport, energy and agriculture.

Former Home Affairs Minister Lameck Mangani has discouraged the trend of labelling every Former President as a criminal.

Speaking during a press briefing Friday, Mr Mangani said Zambia has a history of vilifying former leaders some of whom had their families badly affected

Mr Mangani said to avoid a repeat of such things, the trend must be done away with.

He said there is no leader in Zambia that will be celebrated if the same trend continues.

Mr Mangani stated that the Kawalala concept is very damaging.

“When Dr Kaunda smoothly handed over power, they accused him of having stolen. If the allegations , remember how society views things. Dr. Kaunda was treated like a criminal, a dictator. This is the danger of treating people harshly in the court of public opinion. Dr Fredrick Chiluba was also treated the same. His immunity was removed. He was called a thief. Look at how the Children of Dr Chiluba are living today. Is that what we desire that when someone serves, they shouldn’t settle freely?

The same fate hit Rupiah Banda, he was called a Criminal after MMD was defeated. Vehicles were seized , accused of stealing a lot of money. They went to court until he was acquitted. Then we have Edgar Lungu, he smoothly handed over power, the humiliation he suffered at Heroes National Stadium is what has followed even up to now. Every leader will be called a thief,” Mangani stated.

Mr Mangani has predicted that President Hakainde Hichilema is likely to suffer the same fate of being vilified if the rot is not stopped.

“President Hichilema also, we all know that he had a successful background, the mare fact that he has not declared assets, this trend will continue, and the family will be victimised,” he said.

A serial impersonator of Mwenzo area in Nakonde District of Muchinga Province has been convicted for obtaining over K100,000 using false identities.

Between November 2022 and March 2023 the now convict, with intent to deceive obtained K28,431 from Chanzya Silungwe and K100,860 from Moses Chellah by falsely pretending that he was going to recruit them in the Zambia police service when in fact not.

He denied his wrong doings and the case went into trial in April of this year in which the state produced Four witnesses among them the two complaints.

During trial, Nakonde Resident Magistrate Alice Walusiku heard how Musyani faked to be Chief Inspector of police and collected money from Mr. Silungwe on several occasions who wanted his brother to be included on the police recruitment list as a Constable.

After Mr Silungwe ran out of cash he went to borrow money from his friend who is the second complainant in the second count.

His friend also requested that his wife be included on the recruitment list.

Further, it was heard that Mr. Chellah’s wife was above 25 years of age, a situation which led to more transactions amounting to 100 thousand 860 Kwacha.

Some of these were mobile money transactions while some were paid in cash at Musyani’s residence in Mwenzo.

It is the second time he has been convicted for obtaining money from people using false means.

In 2015, the differently abled Siame used the court Magistrate’s name who was there at the time and swindled a resident money.

In a similar case in March of last year, Musyani used the District Commissioner’s name to swindle a man of Ntinti K7,000 using mobile money transactions.

But was acquitted despite overwhelming evidence.

When the matter came for judgment on Thursday, Musyani pleaded for leniency saying his physical disability would not allow him to do work in jail.

However, Magistrate Walusiku could not fall for his tricks.

She noted that Musyani has been using his condition to get away with crime and reminded him to put his health first before swindling people of their hard-earned money.

He has been slapped with a 4-Year simple imprisonment sentence

WHY IS THE BRITISH ENVOY ALL OVER OUR AFFAIRS LIKE A RAT?

We have noted with great concern the stance adopted by the British High Commissioner to Zambia, Mr Nicholas Woolley, regarding Mr Hakainde Hichilema’s government’s corrupt fight against corruption and the rising incidences of torture and brutality by the police.

High Commissioner Woolley is quoted by Radio Phoenix as having said that investigations by law enforcement agencies should not to be taken as harassment but restoration of order and that Zambia’s civic space had not shrunk because citizens had continued to enjoy renewed democracy through progressive laws under Mr Hichilema’s administration.

We are not surprised with High Commissioner Woolley’s assessment of the situation in Zambia today owing to the personal relationship he has cultivated with Mr Hichilema. And it’s this close connection, which makes him a blind and biased assessor and renders his opinions unreasonable and useless.

We have no problem with his close relationship with Mr Hichilema but he should not try to project that relationship on our national affairs because if he continues, we will treat him as an extension of Mr Hichilema’s government and go for him. What doesn’t concern him, he should leave it alone.

High Commissioner Woolley is increasingly playing as if he is an active player in Zambian politics. He is not a Zambian politician. He is a British diplomat. If he continues playing as if he was a Zambian politician, that diplomatic respect we have for him will be lifted. He is all over Zambian political affairs like a rat!

Let him know that he is not the Governor of Northern Rhodesia but a British diplomat in Zambia. The last Governor of Northern Rhodesia, Sir Evelyn Hone, left in 1964 and we will not allow a new one to emerge – we are nolonger a British colony or possession.

We are faced with an excessively brutal and corrupt regime, which is abducting and torturing citizens for merely voicing dissert and he has the nerve to play down such atrocities as restoration of order. Can such happen in the UK and it’s accepted? Can the UK Prime Minister refuse to declare his assets and business interests, and its accepted? The British removed prime ministers even for the smallest of things – having a small party, some little entertainment – during the pandemic lock down – yet he wants to approach the very serious matters facing the Zambian people today with a superior and contemptuous attitude. We demand respect and that High Commissioner Woolley begins to consider our national affairs with befitting gravitas.

We know that Woolley was a clone trooper who served in the Grand Army of the Republic during the Clone Wars with the 212th Attack Battalion, but this is a very different place and time. He is dealing with a very different people, in very different place and very different time in a very wrong way.

This latest empathy stunt by Tasila, the daughter to former President Lungu, meant to attract public sympathy and how it has backfired, must be treated as a very serious warning from the general public to those thinking “alebwelelapo”.

This Tasila presser also provided a window of opportunity through which members of the public saw how the Lungu family were perceiving and trivializing the cries and knashing of teeth of citizens against the PF’s brutality, corruption and intolerance during their fathers reign.

I wonder how this Lungu family takes it when it hears that President Hakainde Hichilema whilst in opposition was arrested more than 15 times and even sent to Zambias maximum security prison by their father?

I know they’ve read and watched those videos where the police under the command of their father went to teargass the house of President Hakainde Hichilema whilst in opposition at night, smoking him together with his innocent wife and siblings out of the house with teargass smoke?. Does the Lungu family know how chocking teargass smoke is?

I don’t know what comes into this Lungu family when they watch a video where President Hakainde Hichilema then in opposition ,escaping through the roof-top of the radio station from being linched at their fathers command?

Does this family realize that the same lethal state power which their father was using to brutalise President Hakainde Hichilema and other citizens is the same lethal state power which President Hakainde Hichilema has today?

This Lungu family have also watched the video of life-less bodies of Nsama Nsama, Lawrence Banda and many others lying on pools of their own blood from bullet wounds as a result of her father’s brutality, how does it think the families of those departed are feeling seeing them on TV?

One thing the Lungu family is having difficult to admit is that their fathers downfall by a million vote difference was mainly due to the combination of brutality and corruption that underpinned her father’s regime.

That one million vote difference was not by mistake,it was by conscious choice made by those 2.8 million citizens!

Because of the induced fear by the PF regime,the people were communicating in silence and quietly resolved to strike a single killer punch on 12 August 2021,that would leave your father paralyzed.

Majority citizens of this country are still licking wounds of the PF’s brutality during her father’s reign.

Therefore ,Tasila’s presser was nothing but a painful reminder of how her father brutalized not only his political opponents but even those speaking different languages from his.

The booting out of her father from office was a revolt against her father’s brutality, corruption and intolerance.

The public is still upset that the wheels of justice system are taking long to corner him, together with his family and his political inner-circle.

The public outcry of the Lungu family’s corruption perception hasn’t started today.It started right way back when Tasila’s father was the President.Let Tasila ask Chishimba Kambwili,GBM about the corruption of the Lungu family or let her provide either her email address or WhatsApp line for the public to send her videos of both her father’s brutality and corruption allegations.

As a matter of fact, the Lungu family must be very grateful to President Hakainde Hichilema for holding back the public’s reactions to them otherwise the public is anxious to see this family face justice.

Tasila will be shocked by the jubilation of the public the day her father’s immunity will be lifted to face justice in this country.Probably that’s when her fantasy and illusions about her father’s misplaced popularity will come back to reality.

It starts like a political rumour and ministers of information have always been on record dispelling many assertions which later have come to be investigated and proved . We have always accepted that when a govt is formed the composition is not that of Angels from heaven because duty is given based on trust and competence . The wrong precedence in this country has been passed on from one govt to the other and people in zambia are more particular to see how UPND the people’s govt will be resistant to engage similarly in these vices that deprived many zambians the will to an improved life .

What president HAKAINDE HICHILEMA should not ignore is that there is still a lot of information which has not been revealeded to him which these people he has appointed decided to sit on , because they could not blow the bridges they are using now to get wealth from the state , maintaining rich directors employed by PF and staying as a poor ministers in office needed a systematic way to prevent collision .. We urge president HAKAINDE HICHILEMA to be more particular with the views coming from UPND members, and the general populous of well meaning zambians .

When UPND ministers were telling UPND members that there are no benefits in politics , people were silenced with authority to stop there demands after the struggle to win elevtions , then they were looking forward to observe the conduct of UPND leaders in public management as leaders of the truth . A lot has been said am on record having said to president HAKAINDE HICHILEMA that zambians will be very sad to discover that UPND leaders have accrued more wealth than PF members since 2021 .

Zambians are very particular to always what president HAKAINDE HICHILEMA is doing and saying to the people , at times zambians have called on the president to fire some people for known reasons , when the president is commending his team it should not contradict to what members of his team are doing different from his message of goodwill to the people of zambia . One of the trueth fact about the UPND leadership is that president HAKAINDE HICHILEMA is very wealthy person and his govt officials are aware of this fact , the team president HAKAINDE HICHILEMA appointed is not as wealth as he is , may be if is the reason why others are not visionary on the same page of integrity , president HAKAINDE HICHILEMA himself confessed seeing party officials suddenly driving big cars , the attitude of indiscipline by some people may be as a result of saying him is rich but why does he want us to go out of govt with nothing , these are invisibles in the character of man especially in zambia .

The many things currently trending in the country about some of the UPND leaders amassing wealth beyond their incomes should open the eyes of president HAKAINDE HICHILEMA to see whether he shares the same vision with all his team members , it is likey that these issues can cause breakdown in the political support line , when one person is fired it doed not mean many are left doing the correct things . The University of Zambia Lecturers and Researchers’ Union (UNZALARU) would like to heartily congratulate the New Dawn Government, His excellence the President, and his team for recently securing the long-awaited debt restructuring deal.

In addition to developing systems and a responsible appetite to prudently manage the affairs of the nation so that a relapse into unsustainable debt acquisition is curtailed.

This deal is a significant milestone in the nation’s journey towards economic recovery and growth, unlocking private sector investment and accelerating job creation.

The deal unlocks the disbursement of $188 Million under a three-year $1.3bn bailout approved by the IMF in September 2022.

UNZALARU is extremely confident that the deal will prove to be a crucial turning point in
Zambia’s economic recovery and that it holds the potential to unlock vital financial resources,
propelling the nation towards a path of stability and growth.

The deal not only provides immediate relief from the nation’s mounting debt burden, and unlocks the much-needed financial resources to revive the country’s economy, but also provides a success story for other African countries in debt distress facing prolonged negotiations with their creditors.

UNZALARU is very optimistic that the freed-up resources will bring relief to the poorest Zambians and all-round improvement of service provision for all, improve livelihoods, and facilitate more investment in critical sectors such as education, health, agriculture etc.

The Union is expectant that part of the freed-up resources will, starting this year 2023, go towards the
dismantling of the historic and suffocating debt owed to The University of Zambia (UNZA) members of staff and retirees due to unpaid terminal benefits now standing at slightly above K500M; the National Pensions Scheme Authority (NAPSA) due to non-remittance of member
contributions since 2017; and the Superannuation Fund due to non-remittance of member
contributions and employer contribution.

Further, it is hoped that other freed-up resources will be channelled towards the improvement and expansion of infrastructure at UNZA to acceptable international standards, and provide research funds to the University.

These will ensure that UNZA develops and maintains a conducive learning and research atmosphere thus also providing a meaningful avenue to students coming through the free-education strategy at primary and secondary levels.
UNZALARU also wishes to congratulate the President and his Government on the signing of the
Lobito Corridor Concession project.

The railway will provide a faster and safer route for passengers within the three countries involved, namely Angola, DRC and Zambia. It will be
linked to a congestion-free port in Lobito, providing an alternative to east African ports where
long delays and bottlenecks are commonplace.

Lobito will also provide the fastest export and import route from the region to Europe and the Americas.

For the mining industry specifically, the railway offers the shortest and most direct route to port from the key mining areas of the Kolwezi in the DRC and Copperbelt and Northwestern provinces where exports of copper, cobalt and other raw materials are growing rapidly and will be in high demand for many years to come.

The development of the rail corridor also promises environmental and safety benefits by helping remove trucks from the road which should reduce border delays, the risk of road traffic accidents
and road degradation, as well as cutting air pollution and carbon emissions.

This project will also
contribute to job creation for our youths thereby improving livelihoods.

ACCRA – President Hakainde Hichilema has arrived in Accra, Ghana for a three day State Visit at the invitation of His Excellency Dr. Nana Addo Dankwa Akufo-Addo, President of the Republic of Ghana.

President Hichilema is expected to explore and harness the immense potential for enhanced cooperation in various sectors of social and economic development between Zambia and Ghana.

During the visit, President Hichilema and President Akufo-Addo will hold bilateral talks focusing on expanding trade and investment opportunities between the two nations.

President Hichilema and his counterpart are expected to oversee the signing of a range of memoranda of understanding in crucial sectors, including trade and export promotion, tourism and culture, skills promotion, youth and sports, science and technology, and collaborative efforts in combating illicit drug trafficking.

While in Ghana, President Hichilema will visit the Zoomlion Waste Management Plant, renowned for its expertise in waste management and environmental sanitation. The President will explore the potential for replicating this successful model in Zambia, which has provided employment opportunities for over 76,000 Ghanaian youth.

The State Visit is a culmination of the inaugural session of the Zambia–Ghana Joint Permanent Commission of Cooperation which was held in April 2023. The two countries also continue to collaborate at continental and multilateral levels premised on shared values and aspirations.

President Hichilema’s visit to Ghana will strengthen the long-standing bilateral ties and pave the way for increased intra-African trade, reinforcing the commitment of both nations to promote regional integration and prosperity.

Ghana is a strategic partner as a getaway to the West Africa regional market while Zambia is also geographically positioned as a getaway for Ghana’s market into the SADC Region.

Rwandan government has waived entry visas to Nigerians, other Africans and members of the Commonwealth in order to promote the ease of doing business and attract investors into the Central/Eastern African country.

Speaking at the commemoration of Rwanda’s 29th anniversary celebration and liberation day in Abuja on Tuesday, the country’s Charge D’Affaires in Nigeria, Mr. Vianney Rubagumya said: “In a bid to widen tourism and spur trade and investment, Rwanda has waived entry visas to visitors from all over Africa, the Commonwealth, and la Francophonie Nations.”

He noted that: “The move complements the ease of doing business strides and popularity as a preferred Conference destination.”

He also disclosed that Rwanda is in advanced stages of expanding the operations of the Kigali International Financial Centre, which is poised to dispense innovative world-class services.”

The envoy said that “29 years after, “Liberation” is still in process. At the forefront of the leadership agenda of H.E President Paul Kagame, animated by the “Vision 2050”, is the commitment to consolidate and sustain the journey towards self-reliance by ensuring holistic economic emancipation, as well as effective and accountable systems of governance.

“In this process of Liberation, Rwanda counts on her citizens of course, but also on her friends and partners. I therefore take this opportunity to commend the Government of the Federal Republic of Nigeria for the immense support during the transformation journey and the excellent bilateral cooperation.”

He stressed that President Kagame’s attendance at President Bola Ahmed Tinubu’s inauguration on 29th May 2023 was an affirmation of the strong bond between Nigeria and Rwanda.

PF presidential aspirant Brian Mundubile says the UPND are behaving as if they have already removed former president Edgar Lungu’s immunity.

In an interview, Thursday, Mundubile said previous administrations would only go to the extent the UPND had gone on the Lungu family after the lifting of immunity.

“They could only go that far after the immunity was lifted. Those governments respected the immunity. So the UPND are behaving as if the immunity of the former president was lifted, so I’m surprised.

Unfortunately for the UPND, they don’t actually think through some of these things, they only think about themselves, they don’t think that Zambians are actually literate enough to read through situations and also refer to situations. My advice to them is that let them sober up, Zambians are upset, Zambians are annoyed, in case they didn’t know, they must know that Zambians are annoyed.

Zambians are annoyed because they seem to be focused on other things away from what they promised to do and deliver to the Zambians,” Mundubile said.

And Mundubile said if victimising and humiliating the former first family was being termed as rule of law, then�the new dawn had redefined what that meant.

“If the chief government spokesperson or the minister says what is happening is the rule of law, then Zambians should see the true definition of the rule of law under the UPND. The rule of law is going to the media to announce to the nation that you have seized properties belonging to your citizens even without a court process and you call that the rule of law. Then the Zambians should now know what the rule of law means. If the rule of law means that the residence for the former president who enjoys his immunity can be brought down with grinders and you call that the rule of law, then Zambians should now know what the rule of law means,” he said.

“So as the minister was defining the rule of law, we must just pick out examples of what is happening. The former first family is being victimised day in, day out, being humiliated day in, day out. If that’s what is called the rule of law, then Zambians at least have come to know what the rule of law means. So the Zambians should now know that the rule of law under the UPND is equivalent to lawlessness under a noble and a decent society. So for me, examples abound, we don’t even have to go through them”.

He said no former first family was ever subjected to the kind of treatment the Lungu family was receiving from the UPND government.

“What’s happening to the former first family is unprecedented because we have [Rupiah Banda] RB’s family, tell me, what’s happening to president Lungu now, did it happen to Rupiah Banda’s family? Were president [Frederick] Chiluba’s children victimised in this fashion? Were President [Kenneth] Kaunda’s children and family victimised in that fashion? The answers are abound. So of course, the new dawn means doing everything differently regardless of whether it’s in conformity or not. So this is what we are witnessing now,” said Mundubile.

National Democratic Congress (NDC) president Chishimba Kambwili says once he forms government, he will jail President Edgar Lungu and take him on a country-wide parade so that Zambians can see “the thief”.

And Kamwbili has asked the people of Mansa to question Health Minister Dr Chitalu Chilufya’s wealth whom he said “only had a small lodge where guests could not sleep comfortably due to bedbugs”, four years ago”.

Speaking when went to drum up support for the party’s candidate in the Lungwishi Ward by-elections in Mansa, Tuesday, Kambwili said he couldn’t wait to send President Lungu to jail for theft.

“Abati iyo ba Kambwili balefwaya kubwelela mu PF bakabe ba Vice-President kuli Lungu, mwebamunyinane isabi ngalyachiluka ubwaamba ninshi nalibala naliya tamwakalimone libili iyo (they are saying I want to go to PF so that I can become Lungu’s Vice-President, but my people when a fish crosses the trap then it can never go back again). Ine nalichiluka ubwaamba teti mbwelelemo mukubomba na Lungu pompwe (I have already crossed over and I can never go back to work with a thief like Lungu). Icho ndelolela kwisa mwikata, elo nganamwikata Edgar Lungu nkapanga chi motoka chilya icha ma KG akapite ichalo chonse mukalemutamba ati kabwalala watwibila uyu (the only thing I am waiting for is to send Lungu to jail. When I form government and when I get him arrested, he will be taken round the country so that everyone sees the person who stole their money),” Kambwili said.

He said if any magistrate would acquit President Lungu, he would jail him too.

“Elo baleti nga baiba, babafumya ku court ati acquitted (but what they are doing now is when these thieves are taken to court, they are getting acquitted). Nauyowine magistrate uukacita acquit nkekatila kumo (but me I will even jail the magistrate that will dare to acquit Lungu. Teti mwalule ichalo kwati nipa mansansa palya abaiche balebuta ati ine ndi chimbwi, ine ndi mbwa ifyo mwalule ichalo (you can’t run a country like child’s play, where one acts as a hyena and another acts as a dog). Ubutungulushi kusakama abalanda (leadership is about caring for the poor people).”

Kambwili said Zambian’s only salvation was to vote for him and the NDC.

“Nshilanda landafye, echo bantinina (I don’t just speak anyhow, that’s why they fear me). Kuti bamona aba ba politician bambi balebaleka balekwata ama meeting but imbwili nga yayafye, kwikata. (that’s why you see other politicians are allowed to conduct their meetings freely, but me when I try to hold a rally then they send police to arrest me). Ngawasanga abaiche balelasa amabwe kuchimuti cha mango ninshi mango eko ili. Nga naipwa tamwakamone balelasa amabwe (if you see children throwing stones at a mango tree then you should know there are mangos on that tree. But when the mangos are finished, you will never see them throwing stones). So filya mumona lyonse ‘Kambwili, Kambwili’ ninshi nine baletina, mwishibe mwebena Zambia ati emuli amano umu, emuli ubupusushi bwenu (so when you hear everyone saying ‘Kambwili, Kambwili’, then just know that there is wisdom in me, just know that your salvation is in me),” he said.

Kambwili also urged voters to stop entertaining PF’s system of giving people money and gifts when it was time for elections.

And Kambwili asked the people of Mansa Central Constituency to start questioning the wealth of their leaders like Dr Chilufya, who according to him, had more than a small lodge where guests could not sleep comfortably due to bedbugs just four years ago.

“Mwebamunyinane Chilufya mwalimwishiba, eco ndemwebela ukutila abalenga intungulushi ukutumpa nimwe mwebantu (My people, you all know who Chitalu Chilufya is. That’s why I am telling you that the people who make leaders become stubborn is yourselves). Chilufya elyo talaba minister akwete ka guest house kamo, nga mwalala nefipu kuti fyakusuma [But] abafye minister [for] four years, mumone ifye ashitile (Before Chitalu Chilufya became a minister, he only had one small guest house which had so many bedbugs and you couldn’t even sleep comfortably. But just after four years of being a minister, look how much property he has acquired). Rock View (resort) [in Mansa] alishita (he has bought it), butchery ashita ayalusha (and turned it into) Henry Courtyard bakery, Marine ku (in) Samfya alishita (he bought). Aliya shita nefima bwato fyakwendelamo abantu (he has even bough speedboats for guests at his resort in Samfya),” Kambwili explained.

“Ama yanda akwata six muno mu (He has six houses here in) Mansa apo abelele (since he became) Minister of Health. Sparks Guest House ashita (he has bought). Nomba imwe teti mumupwishe ukutila ‘ngo ulu ulupiya lonse washita ifi wafumya kwi? Pantu ilya taulaba minister ifi fintu tawakwete (but can’t you ask to say where are you getting money to buy all these things because before you became minister you did not have all this’?”

Kambwili alleged that Dr Chilufya had appointed his girlfriend as Permanent Secretary in his to enable him to siphon public funds meant for buying drugs in hospitals.

“Mufipatala imiti tamuleba pantu Chilufya alibula girlfriend wakwe eo abika Permanent Secretary pakuti baleshita imiti bwino nankwe elo baleiba impiya sha miti (there is no medicine in hospitals because Chitalu Chilufya has appointed his girlfriend as Permanent Secretary so that they could be stealing money meant for medicine together). Mufipatala tamuleba imiti, Chilufya aleshitafye amayanda (there are no drugs in hospitals because Chilufya is buying himself houses.) Ku Lusaka alekulafye all over (he’s building all over Lusaka). Afumishe kwisa impiya (But where has he gotten all the money)? Elo ulya umwaiche (that minister is young),” Kambwili charged.

“We Lesa wandi wewaikala mumulu umpe amano na maka filya fine wapele Solomon pakuti nkese kanda bakabolala aba, pantu ine nshifwaya ama nonsense (God in Heaven, please give me the wisdom and strength you gave to King Solomon so that I can come and deal with the thieves in PF, because me I don’t tolerate nonsense). President uulipo nikabolala, Lungu nikabolala (the current President is a thief)! Aba bantu balifilwa ukucita ifyo twale panga naba Sata pantu bena ico babika pantanshi bung’o (these people have failed to do what we were planning with [late President Michael] Sata for this country because their main aim is to steal).”

But efforts to get a comment from Dr Chilufya proved futile as he did not pick calls by press time.

…Kolala peacefully protested and stood in front of the presidential motorcade by wearing a t-shirt; “I did not vote for President Hakainde Hichilema”…

Ndola Magistrate Court has fined Cornelius Kolala for conduct likely to cause the breach of peace.

Mr Kolala was apprehended by the police for standing in front of the presidential motorcade while wearing a yellow T-shirt written ‘I did not vote for President Hakainde Hichilema’ during the International Trade Fair.

He willingly admitted to the charge while in police detention but said his actions was a protest which was part of the democeatic process.

When he appeared before Ndola Magistrate Benny Akende the court explained that on June 29,2023 while the Republican President was entering the Zambia International Trade Fair ground, Mr Kolala went in front of the motorcade showing himself while wearing a yellow T. Shirt written ‘I did not vote for President Hakainde Hichilema’.

In his mitigation,Mr Kolala asked for forgiveness from the public and from the court.

He assured the court that he was going to behave well in the community when given a second chance.

Mr Kolala told the court that he did not aim at annoying one but rather thought that he was exercising his rights by stating that he did not vote for the Republican President.

Similarly, in May 2017, the State entered a nolle prosequi in the case where opposition UPND leader Hakainde Hichilema was charged with disobeying orders to give way to Presidential Motorcade at Limulunga District in the Western province of the Republic of Zambia on April,8th, 2017.

Principle State Advocate Gamaliel Zimba stated he had received instructions to stop the case from the Director of Public Prosecutions for the Republic of Zambia.

In my previous article, I wrote that

“There’s the fullness of time to which great leaders must decide when and how to leave and not occupy too long the grounds on which others have the right to advance and contribute”.

What I meant was that a good dancer must know when to leave the stage because, he’ll surely leave the stage either way.

Time limits are good things. No matter how good a dancer you are, you must leave the stage, and the good time is when the applaud is loudest”.

The bitter reality is that the next general elections will be highly competitive at parliamentary,mayoral and councilor levels.

At Presidential level, it’ll be difficult to challenge President Hakainde Hichilema both at intra and inter party elections because of his impressive general performance.He may not have realized all his campaign promises today,BUT he inspires a lot of hope in many citizens across partisan lines about their future and that of their children.
Secondly,he still got another term to rule.

However,on the lower structures, it’s high time our Members of Parliament,our Mayors and Councilors especially those who have held on to these positions for more than two terms,to start preparing their mindset on the possibility of outcomes that may not favor them.Unfortunately, that’s the other side of democracy.

When I said what I wrote,I did not demean the achievements of our MPs, Mayors and Councilors.

Some of you, your works are loud, your sacrifices for the party,are unmatched.

The journey to get where you are hasn’t been easy. From setting records to surviving political persecutions, you’ve been there from day one, becoming a leader that’s respected and praised from party hierarchy and general membership.

But somewhere along the way, it all started to change. Now your leadership strategy is getting you nowhere, and you can no longer deny that nagging feeling that something’s just not right.

Recognizing that you may not be the best person for the job anymore is incredibly difficult to admit, especially after investing blood, sweat, and tears into the party.

But if that little voice in the back of your head is now shouting at you front and center, it’s a likely scenario that others feel the same way. So if you’re trying to decipher whether your ship has sailed, here are some signs that it may be time to step-down.

As the leader of any organization, passion for the role and the party is a non-negotiable.

While we all have those moments we want to stay in bed a little longer or crave a weekend away, there has to be an underlining fire within that gives you purpose, motivation, and excitement to step into the office each day.

If that passion’s starting to wane and you’re drained on all fronts, then it won’t take long until that trickles into every party structure and members.

Before it spreads like wildfire, you need to either decide on a strategy to reignite that flame, or come to terms that it’s gone for good.

There’s only so long that you can blame those indifferences on the ‘ever ambitious-hopping young generation’ or on oversights by the Hiring of inefficient people surrounding you. If your staff retention or supporters are on a steady decline, it’s time to question your effectiveness as a leader.

While there are a number of reasons why some of your key members are not attending your meetings anymore, it typically comes down to whether they feel supported by your management team and style to grow and develop.

When was the last time you sat down with members of your team and asked for critical feedback? I mean hard and uncomfortable questions?
If you’re drawing a blank, it’s probably a sign that your leadership style doesn’t match the needs of your membership.

Once upon a time, it felt like you couldn’t go longer than an hour without coming up with a new idea, initiative, or campaign strategy.

Your mind was like a tap you couldn’t turn off. The party at local level was leading the trends rather than following them, as inspiration sprung from everywhere and everyone.

Now?

Let’s just say the well has run dry. You have no idea how to improve the party’s culture, who you should be hiring to stay innovative,defend your works and what you need to do to increase membership.

You find yourself resisting change in order to stay comfortable with what you know, and it’s affecting every aspect of the party; frustrating open-minded members, stalling innovation, and impeding growth.

You’ve stopped asking about your team’s mobilisation reports and you haven’t attended local social event in months. And those party issues that used to keep you up at night?

Well, let’s just say you’re sleeping soundly.

It’s okay to admit that you’ve fallen out of love. Life’s too short to stay in a relationship that you no longer care about.

So before you start saying things you don’t mean to and pick meaningless fights with your people, make a departure before it turns ugly.

Leaders who have held their role for a long time often feel irreplaceable, and it’s understandable….

why?

No one knows as much as you, understands the party like you, or has connections to the national leadership like you…or do they?

While stepping into your shoes would be no easy feat, if you’ve been experiencing at least two of the signs above, it’s time to assess the needs of the party rather than your ego.

Part of your job is to recognize promising talent, so while it kills you to admit it, if you can already think of someone who would be much better at the gig, you’re probably right,

E-Creator’s Legitimacy and Business Model

E-Creator, registered as a limited liability company in Zimbabwe, proudly displayed its certificate of incorporation on its website. The company was registered on the 7th of February 2023 and had all the necessary business documents required in Zimbabwe, including Tax Clearance and a Certificate of Incorporation. However, despite all this, some questioned the legitimacy of E-Creator’s business model.

The company’s business model involved cooperating with merchants on e-commerce platforms like Lazada and Zalando to increase their product sales through positive reviews and promotions. The merchants paid the company promotion fees, and the employees who completed the work earned commission income. This business model and the high-interest rates of 4 percent per day attracted many investors and customers to E-Creator.

State seeks court’s authority to grab Dalitso Lungu’s ‘tainted’ assets

THE State has now moved a motion before the Economic and Financial Crimes Court to have properties ‘dubiously’ acquired by former president Edgar Lungu’s son Dalitso, confiscated.

This is according to an originating notice of motion for an application of a non conviction based forfeiture order of tainted property filed by the Director of Public Prosecutions Gilbert Phiri.

The application is pursuant to Order 30 Rules 15 and 17 of the High Court Rules as read together with Sections 29 and 31 of the forfeiture of proceeds of crime Act no. 19 of 2010.

The assets that are yet to be grabbed from Dalitso are 69 vehicles worth over K24 million and 25 pieces of land dotted across the country including in Kanakantapa of Chongwe district, Chibombo, Chisamba, Solwezi, Masaiti in Ndola district, Chilanga, Petauke and Nakonde.

According to an affidavit in support of notice of motion sworn on behalf of the DPP by detective inspector Pardon Liuma based at Zambia police headquarters under the criminal investigations department, the police received received a report that Dalitso had amassed wealth that he could not account for.

Liuma stated that according to the informant 15 motor vehicles suspected to be proceeds of crime were parked at Star Shell Zambia limited in Kafue.

He said investigations were instituted in the matter and Ephraim Simwanza a manager at the said company disclosed that he received land cruisers but did not know who the owner was.

According to Simwanza he contacted his boss Ahsan Muhammad who instructed him to receive the vehicles as the owners wanted them to be sold.

Liuma said a search at the Road Transport and Safety Agency (RTSA) revealed that the Land cruisers were registered under Saloid Traders Limited which was incorporated on September 17, 2018

He said a further probe at Patents and Companies Registration Agency (PACRA) revealed that the directors of Saloid Traders limited are Dalitso Lungu and his wife Matilda Milinga.

Liuma stated that during the course of investigations it was also established that four tipper trucks and one truck and trailer were hidden at a warehouse yard belonging to Ndozo lodge.

Some vehicles were abandoned in Siavonga while others were given to PF cadre Breve Mweetwa by State house, to use during campaigns prior to the 2021 general elections.

“According to records at PACRA Saloid Traders has 48 vehicles of different makes valued at K23, 050, 842.29 and out of 48 vehicles 12 were seized and the rest have only been restricted,” Liuma said.

He state that when quizzed about the vehicles, Dalitso indicated that his company owns the cars and trucks which were bought from Higer in Makeni and others from Henred Frehaut in Makeni opposite Higer.

Liuma stated that Wu Ming a director at Higer bus Zambia confirmed that Dalitso bought two schacman trucks at US$220, 400 and paid US$50 000 cash down payment.

He said Saloid Trading limited had US$ 677 in its dollar account while the kwacha account had K173, 320.07 as at September 14, 2022 and between December 2019 to January 2022 the transactions on the Kwacha account were cumulative to K32, 981, 966.

“The total traceable earnings of for a Saloid Traders since incorporation on September 17, 2018 were US$ 362, 3999.95 earned from the gas station leased to Total Energies in Jack compound and K1, 972, 000 earned from BII Zambia,” Liuma said.

He stated that Dalitso’s wife Milinga an assistant accountant at ZESCO has four cars registered in her name.

Liuma said according t Dalitso’s employment background the latter worked for Varun beverages Zambia limited in 2012 for two months and three weeks and was paid K5, 407, 254 and he worked for 34 months at the Zambia Revenue Authority and earned K132, 396.

“Dalitso acquired unexplained wealth of about K31, 332, 019 while his company acquired unexplained wealth amounting to K35, 067, 662.56 although the interested party earned K7, 075, 645 from Total Energies and K780, 000 from Bleavins Ingram International (BII) Zambia Limited,” Liuma said.

He stated that according to Dalitso’s claims the cars were bought using profits he realized from his viable businesses and farming, yet it was established during investigations that he does not conduct any commercial farming activities on the restricted farms.

Liuma said a further search at ZRA revealed that Dalitso has not been Tax compliant in relation to transactions on his properties.

“The cited properties are tainted and liable for forfeiture to the State, because they are suspected to be proceeds of crime,” said Liuma

GBM Accuses ACC DG and Officers of Contempt, Seeks Legal Action

In a significant development, former Minister of Defence, Hon. Geoffrey Bwalya Mwamba, has filed an application with the Lusaka Magistrate Court, requesting that the Director General of the Anti-Corruption Commission (ACC) and several officers be held in contempt of court and subsequently imprisoned.

The contempt charges stem from a letter presented by Hon. Mwamba during the court proceedings as part of his defense. However, the ACC responded by issuing summons and a “Warn and Caution” statement against him and his legal team.

Hon. Mwamba contends that the actions of the ACC were disrespectful to the court, the presiding magistrate, and constituted harassment against him and his lawyers.

In his submission to the court, GBM produced a letter as evidence, duly acknowledged by the Ministry of Defence. The letter demonstrated that, during his tenure as Minister, he had declared his interest in the event that his companies engaged in commercial activities with the government.

Surprisingly, instead of acknowledging the evidence presented, the ACC summoned Hon. Mwamba and accused him of presenting forged documents to the court.

Consequently, Hon. Mwamba has urged the court to find the ACC Director General, Tom Trevor Shamakamba, and the following officers – Raymond Chibola, Chipasha Clement, Lute Shawa, Bright Mabuka, and Shampwili Kelvin – in contempt of court.

Speaking on behalf of Hon. Mwamba, his legal counsel emphasized the gravity of the matter, stating, “The actions of the ACC, particularly the DG and his officers, have not only undermined the integrity of the court proceedings but have also infringed upon the rights of our client. This is an abuse of power and a clear attempt to derail justice.”

The defense team further highlighted that the accusations made by the ACC were unsubstantiated and lacked any basis in fact. They assert that the summons and the “Warn and Caution” statement were issued without proper investigation or evidence.

“We have complete confidence in the court’s ability to see through this ploy and administer justice impartially,” added the legal representative.

The court is now tasked with carefully reviewing the submissions and evidence provided by Hon. Mwamba before making a determination on whether contempt charges are warranted against the ACC DG and the mentioned officers.

In the face of these serious allegations, the Anti-Corruption Commission has not yet issued an official response. However, stakeholders and the public eagerly await their comments and an update on the matter.

This legal battle between Hon. Mwamba and the ACC highlights the importance of transparency, accountability, and fair play in the fight against corruption. The outcome of this case will undoubtedly have far-reaching implications for the country’s anti-corruption efforts.

THE well-intentioned action of signing bond for his problematic comrade Kaizer Zulu has landed Lumezi Constituency member of parliament Munir Zulu in detention.

Zulu is currently detained at Ridgeway Police Post within the precincts of the Lusaka Magistrates Court complex following his apprehension this morning.

He was captured by Immigration Department in honor of the warrant of arrest issued against him by principal resident magistrate Sylvia Munyinya for failing to shepherd Kaizer to Court and for missing court to explain his absence.

Yesterday magistrate Munyinya wondered why State machinery failed to find the elusive Kaizer and his surety Munir who was equally in hiding yet he was active on Mark Zuckerberg’s blue social app.

She reprimanded the arresting officer Frank Mulimakau for failing to execute the bench warrants.

Munir had signed a surety in order to secure Kaizer’s temporal freedom whilst he is appearing before Court for failing to surrender his diplomatic passport after he was dropped by his former boss Edgar Lungu for using his position to bully members of the general public.

Kaizer is also alleged to have sneaked into the Country after he was caught masquerading as a diplomat in Kenya.

After he was found with a case to answer for breaching immigration rules and giving false information to public officers, Kaizer has failed to defend himself and has gone into hiding.

In confirming the development Immigration department public relations officer Namati Nshinka said Munir who has been evading law enforcement officers was caught hiding at a named lodge in Roma around 08:00 hours.

The law maker is tomorrow expected to appear before Lusaka chief resident magistrate Davies Chibwili who ordered for his arrest first, for absconding Court in a matter were he is facing charges of libel for accusing two government ministers of engaging in graft.

Munir will have to spend a week in police custody awaiting to be arraigned before magistrate Munyinya on July 18.

The arrest of former Luapula Province Minister, Derricky Chilundika, for allegedly carrying out sugilite mining activities without a licence is nothing but the UPND government’s double lenses fight against corruption.

Zambians know that many other high-profile government and UPND officials have been linked to the sugilite scandal, but they have not been touched and will not be touched because they are close to the powers that be.

When the scandal was first brought to the public attention late last year, the government took an approach of down playing the matter all because politically exposed individuals were involved and had to be shielded.

But we are also aware of the ferlitiser scandal at the Ministry of Agriculture, what about the financial scandal at the Ministry of Health, corruption in the procurement of drugs not to forget some UPND party officials given shares in suspicious circumstances in some mining firm, disappearance of a truck laden with sugilite and many such cases which have been swept under the carpet while citizens are watching.

Zambia Must Prosper Party (ZMP) will not be swayed by smoke screen arrests of one or two individuals by the UPND led government because it’s clear there is no genuine fight against corruption which is devoid of respecting people’s statuses, political affiliation or otherwise.

President Hakainde Hichilema still has an opportunity to wage a true and genuine fight against corruption once he removes the double lenses he is carrying using in waging this fight.

ZMP Party under the servant leadership of President Kelvin Fube Bwalya (KBF) once in government in 2026 will deal with the cancer of corruption with the zeal and tenacity never seen in this country because if allowed to flourish corruption denies the poorest of the poor access to services and amenities which they must receive from thier government.

2026 FIFA World Cup Qualifiers, Zambia Placed in Pot Two

The Confederation of African Football (CAF) has recently unveiled a revised format and the draw pots for the 2026 FIFA World Cup qualifiers. This development comes after FIFA’s decision to increase Africa’s direct tickets from five to nine, allowing for more African representation in the prestigious tournament. The new format, approved by the CAF Executive Committee in May, will see the 54 Member Associations divided into nine groups, each comprising six teams.

Under this new format, matches will be played on a round-robin basis within the groups. After Match Day 10, the top team from each group will secure automatic qualification to the 2026 World Cup, which is set to be hosted by the United States, Mexico, and Canada. This expansion in Africa’s quota presents a tremendous opportunity for more nations to showcase their talent on the global stage.

Additionally, the best four second-placed teams from across all nine groups will enter a Continental play-off. This play-off will determine one winner who will proceed to a second and final play-off. In the final play-off, this African representative will compete against six teams from different confederations to secure one of the remaining two spots for the World Cup. This format ensures that Africa has a fair chance to secure additional World Cup berths and increase its representation to a total of 48 teams.

The qualifiers are scheduled to kick off in November of this year, with Match Day One and Two taking place between 13-21 November. Subsequently, the third and fourth match days are set for June 2024. The final match day will be held during the week of 6-14 October. The Continental play-off, which will feature the top four second-placed teams, is planned for 10-18 November 2025. The venue for this crucial play-off will be communicated at a later date. Finally, the FIFA Play-off tournament is scheduled for March 2026, culminating in the selection of the final teams for the World Cup.

The Official Draw for the FIFA World Cup 2026 African Qualifiers is eagerly anticipated and is slated for July 12, 2023. The draw will feature six pots based on the latest FIFA ranking, providing a fair allocation of teams. Teams ranked within the top eight by CAF will be placed in pot one. Notably, Nigeria, Morocco, Senegal, Algeria, Tunisia, Cameroon, Mali, and Egypt find themselves in pot one, reflecting their strong performances in recent years. However, one-time African Cup of Nations (AFCON) winners Zambia did not secure a spot in pot one and are placed in pot two. BOTSWANA, RWANDA, ZAMBIA TOP AFRICA IN GLOBAL SKILLS RANKING

Nigeria was outflanked by its African peers in the 2023 global skills rankings owing to its poor educational system and low human capital development, experts in the sector have said.

In the global skills report 2023, Nigeria ranked 100 behind 15 other African countries and sits at the bottom of the ladder of the ranked countries.

The report presented data on 100 countries drawn from Coursera’s registered learner base of more than 124 million learners concentrating on three of the most popular job-relevant skill domains, business, technology, and data science.

Botswana, in 29th position, is the best-ranked African country, followed by Rwanda in 52nd position. Zambia is ranked 58th, Egypt 61st, Ethiopia 72nd, Cote d’Ivoire 75th, Zimbabwe 77th, South Africa 86th, and Tunisia 87th.

Others are Uganda in the 90th position, Algeria 91st, Somalia 93rd, Sudan 96th, Ghana 97th, Kenya 98th and Nigeria in the 100th position.

Michael Ukonu, a senior lecturer at the University of Nigeria, Nsukka, said education in the country is declining due to poor funding.

“The standard of learning has fallen across the board, and this calls for action on the part of the government. Besides, the issue of overemphasis on degree certificates is another factor affecting skills acquisition among Nigerian youth,” he said.

He said the Academic Staff Union of Universities has been championing the fight for proper funding of the universities.

“There have been ongoing strikes by tertiary institutions for over a decade on poor funding and other issues,” he said.

Rwanda, one of the countries ranked ahead of Nigeria, is known to have invested in skills academies in partnership with private sectors.

The programme provides people in impoverished communities with free internet devices and online training for digital jobs.

Rwanda is one of the top-performing countries in education on the continent with 98 percent of its children enrolled in primary schools.

Ukonu urged the government to adopt the Rwanda model to prepare youths for future skills.

Sunday Adebisi, a professor of entrepreneurship hub and strategic management at the University of Lagos, said the economic difficulties in Nigeria might have been responsible for just 1.7 million Coursera learners so far in the country.

He maintained that Nigerian youths are exploring other platforms where digital learning can take place without a cost, but affirmed that the ranking calls for total evaluation.

“Though I agree with the fact that this present ranking index calls for a holistic evaluation of Nigerian youths’ interest in acquiring global best practices skills, it is then the responsibility of the leadership of the nation, parents, and the youth themselves to be more open to the acquisition of the fourth industrial revolution skills that will enhance the youths’ access to decent jobs to be globally competitive,” he said.

PERSECUTION VERSUS PROSECUTION: A LOOK AT THE FIGHT AGAINST CORRUPTION IN ZAMBIA

1. I have said it before on numerous occasions, and l will say it again that l will support any genuine fight against any corruption that might have been perpetrated by the previous Patriotic Front regime and it’s members. If the previous regime stole from the Zambian people, then that money and property needs to be recovered and given back to the State. But that process needs to be done within the confines of the rule of law and devoid of vengeance and retribution. There are three things which l have observed in this fight against corruption which l wish to talk about today.

2. Firstly, l have noted a high appetite by law enforcement agencies being ZP, ACC and DEC to exaggerate the value of property that they allege to be proceeds of crime, as well the use of such exaggerated values to compare to an accused person’s past income and subsequently derive a false conclusion that the accused person’s past income is far lower than the value of property which they acquired and therefore such property is suspected proceeds of crime and must therefore be forfeited to the State and the accused must be convicted. Such line of reasoning is patently flawed and mischievous and it is a pity that our law enforcement agencies have adopted it and our Magistrates Court has embrassed it, to the extent that there was even a conviction of two people a few weeks ago based on this flawed reasoning.

3. You see, comparing a person’s past income to the current value of property that they accumulated is like comparing tomatoes to oranges. As an illustration, if my salary 13 years ago in 2010 was K5,000 and after saving for a year l buy a plot in Ibex for K30,000 and because of an appreciation of property values in Lusaka, that property is now worth K2 Millon, then it is mischievous for law enforcement agencies and the Courts to compare my then salary of K5,000 to the current value of my property of K2 Millon and consequently draw a false conclusion that l could not have legitimately acquired such a property based on my salary and income at the time. The correct comparison to make is my salary of K5,000 against the K30,000 price at which l bought the property at that particular time in 2010. It is worth noting that a person has got no control over the appreciation of property values, and must not be convicted on that basis.

4. It is further worth noting that in instances were a person developed a property by themselves, it is literally impossible to accurately determine how much they spent unless such a person was meticulous in keeping all material, labor and transportation receipts and invoices at the time. It is wrong and grossly misleading for the Government Valuation Department (GVD) to draw up a Bill of Quantities (BOQ) and attempt to price it with current prices, as a basis for determining the value of a particular property. Even if GVD used prices that they might argue existed in say 2010, such prices would not be reliable because hardware is not like groceries and price differentials are very high. Someone will pay K1,600 for a 20 liter bucket of Charcoal Grey paint at East Park Mall whereas another person will pay K200 for the same paint at Westgate Mall in town. One person will pay K3,000 to an electrician to fit a geyser, while another person will pay K250 for the same job. It all depends on how street smart one is. Such variations in pricing are too wide for law enforcement agencies to build a legitimate case based on estimates and consequently send a person to prison and also forfeit their property.

5. The second issue l disagree with when it comes to the manner that our law enforcement agencies have been prosecuting corruption cases and the way the Courts have been convicting accused persons, is the sole use of bank accounts to determine a person’s past income. It is worth noting that Zambia is not a first world country and that more than half of our economic output (GDP) is in the informal sector made up of economic entities (natural and unnatural persons) that are not registered with entities like PACRA, ZRA, banks etcetera. What this means is that it is perfectly reasonable for a person to accumulate vast amounts of wealth without having to utilize a bank account for their business transactions. Does that make such a person a criminal? The answer is a definite NO. Therefore, it is patently flawed for law enforcement agencies to submit to Court that since only K60,000 reflected as income in an accused person’s bank account over the years 2015 to 2020, and the person accumulated property worth K150,000 over the same period, then the said property is proceeds of crime and must be forfeited to the State and the person must be sent to prison. It is also wrong for the Magistrates Court to convict people based on such frivolous evidence.

6. The third issue is the use of Zambia Revenue Authority (ZRA) income tax returns by law enforcement agencies and the Courts, to seek to draw a false conclusion that all income must go through an income tax return and that if it is not there then it is proceeds of crime. That is patently false and misleading because there are plenty of types of income which are not taxable on an income tax return, including but not limited to capital gains on real estate. So the tendering of documents in Court related to a person’s ZRA income tax returns as evidence of how much income a person earned over a specific period of time, is mischievous at best and frivolous at worst.

7. The only question that remains to be answered is whether our law enforcement agencies and Magistrates Court are not adequately financially literate to the extent that they sincerely tender that frivolous evidence in Court or they know perfectly well that their evidence is frivolous but still tender it anyway because they know that the presiding Judicial Officer is compromised and will rule in their favor despite objections from the defense team? Look, if we are going to send some of our citizens to prison and confiscate their property, let us do so on the basis of a fair, transparent and credible legal process and not based on an appetite for vengeance by a higher authority that appoints both law enforcement officers and Judicial Officers who preside on cases.

8. We all know that the PF really misbehaved when they were in power, and there will always be an appetite for vengeance by the current regime. But will bending the law and convicting innocent people help us to build a better Zambia? My advice to the UPND administration is that if anyone affiliated to the PF regime committed an offense or plundered national resources, then let them face the full wrath of the law, but do not bend the law to convict people whom you have no evidence against. By so doing, you are destroying our country and breeding unnecessary animosity among our people. To members of the former PF regime who are being persecuted for nothing, my advice is that you should consider hiring a financial expert witness for some of your frivolous corruption cases. That way, even if you might be convicted by a Compromised Magistrate, you’ll stand a better chance of being vindicated on appeal. Whatever the case, if we are going to build this country that we call our home, then justice and not vengeance, must be served.

M’MEMBE has been described before by scholars and politicians. as the most difficult and complex sophisticated person in the country , unpredictable with blackmailing trends using important personal and national information. When the Post empire was at its best during the second republic.

Wanting to become president of this country because the person he personally opposed to ascend to the highest office is one in authority today should not convince MMEMBE to believe it is that easy to become president , because he is capable of using conspiracy theories to criticise the govt in office . M’MEMBE was capable of having information of presidents in this country ,to the dismay of zambians who wondered how presidents feared M’MEMBE .

We need to understand where this country is coming from and what the post news paper company did to this country in the history of episodes , history will save this country because zambians have to recall or be reminded of the many things which have made this country be what it is today . What role did M’MEMBE play with the paper which used to dig deeper ?, ‘ THE POST NEWS PAPER’.

We have to remember the words of ECL when he said the POST NEWS PAPER was there to support CARTELS that were meant to hijack the country in the interest of individuals that were chosen with preference for support to govern this country . M’MEMBE is coming from a background of a serious fallout with FTJ mhscriep in ,1991 at the time the MMD formed govt , personal differences made him to establish the WEEKLY POST a very famous paper that faught to bring the FTJ govt down because of personal reasons and terms.

After the two terms of FTJ the post news paper was seen to align with prospective individuals that were seeking the presidency and it is at this point the post was seen to give huge support to people’s that personally M’MEMBE wanted to become leaders of this country starting with LPM mhscriep , after the demise of LPM who enjoyed the support from the post , M’MEMBE humbled for MCS mhscriep instead of RB. This was the begining of the end .

Unfortunately RB mhscriep won the elections , the post paper did not stop condemning RB while president HH was kept offside and highly CRITICISED , RB only lasted for three (03) years to complete the term while M’MEMBE was glued to MCS and after winning MCS congratulated M’MEMBE and confirmed that one can only be president with support from the print media. Most post staff were employed in govt thereafter .

The target was still to destroy the ambitious desire of president HH , now that M’MEMBE had settled with MCS that long , his aim was to weaken any one in the opposition for PF to win and live longer , unfortunately MCS suddenly passed on and the Post empire was stuttled on what to do next , they noticed little expected ECL on the other side was being supported for the PF party presidency and RB came on board with WAKO NI WAKO syndrome , M’MEMBE opposed this wish vehemently .

The strength of the post news paper was now failling because ECL brought RB on board who knew what the post had done to him to loose the presidency , M’MEMBE was humbled to support the PF group which was considered a cartel , unfortunately that was the greatest mistake of his life , ECL was adopted as PF party president and went on to win the presidential by election . ECL simply closed the post from the information which was given by the RB former adminstration .

The post empire was closed by ECL to please the PF camp against revealing any illegal activities in the PF govt of ECL , but the idea became an advantage for president HH who now got a breath from being criticised by M’MEMBE using the post paper, it was now easy to sell president HH in the country without doubt . The post empire completely went down without a trace . Many thought that M’MEMBE was going to rise and fight to rebuild the post empire , to the contrary, when he realised the country was now in the hands of authority to president HH ,he formed a political party .

Wanting to become president of this country may be in two folds , seeing this country being in the hands of president HH may have made him feel opted to see an opportunity to become president of zambia , a lot must worry govt and be very cautious of M’MEMBE’S motives because he is still capable of having information which can threaten the security and good governance of this country . In the realm of politics, the promises of uplifting communities and bringing development to the grassroots level often take center stage. However, when these pledges are influenced by political considerations, the noble intentions behind community projects become vulnerable to failure and wastage of resources. The detrimental impacts of cadarization, entitlement, and improper monitoring and evaluation have been witnessed time and again, emphasizing the importance of not politicizing government projects.

The Curse of Cadarization:
One major pitfall that plagues community development projects is cadarization. This practice occurs when individuals, predominantly members of a specific political party, are awarded projects solely based on their affiliation, disregarding their competence and knowledge in project execution. The result? Projects undertaken by unqualified personnel who lack the required skills to complete them successfully. This leads to shoddy work, wasted resources, and ultimately, failed initiatives that do little to uplift communities. Political patronage should never take precedence over meritocracy in project execution.

Entitlement without Competence: Entitlement is another perilous factor that contributes to the downfall of community projects. Some supporters of a political party may feel entitled to engage in and benefit from projects simply because they have supported their party’s ascent to power. However, the absence of essential competencies and experience needed to deliver successful outcomes in project execution can render such projects ineffective. Therefore, it is imperative to ensure that individuals involved possess the proper skills and expertise to undertake these initiatives and bring about real change.

Empowerment’s Flawed Implementation: The well-intentioned concept of empowerment through community development projects can also be marred by insufficient planning and execution. While the idea of empowering communities is noble, it must be accompanied by adequate training and mindset transformation to yield long-term benefits. Historically, many governments have attempted to implement this model without sufficient foresight or programs aimed at transforming mindsets. Consequently, the lack of proper preparation has often resulted in communities perceiving these funds as a one-time gift, leading to improper utilization and minimal impact on poverty alleviation.

The Need for Monitoring and Evaluation: An often overlooked aspect of successful community development projects is the presence of a robust monitoring and evaluation mechanism. Without efficient surveillance and assessment, borrowed funds meant for these initiatives can be misused or squandered, hindering progress and exacerbating poverty. Implementing thorough monitoring systems ensures that accountability is maintained at all levels and safeguards against the diversion of resources for personal or political gain.

The Danger of Political Interference: Community projects are not immune to the dangers of political interference. When politicians exploit these initiatives for personal or party gain, the real beneficiaries suffer. The misallocation of resources, favoritism, and ineffective management all contribute to the failure of projects that were initially intended to uplift communities. Such interference disregards the needs of the people and instead focuses on short-term gains, perpetuating a cycle of underdevelopment and missed opportunities.

Conclusion: It is crucial to recognize the far-reaching consequences of politicizing community development projects. Cadarization, entitlement, limited monitoring and evaluation, and political interference all pose serious risks to the success and sustainability of these initiatives. To truly bring about meaningful change, politicians must prioritize the well-being and upliftment of their constituents over partisan interests. By adopting a non-politicized approach to development, we can ensure that resources are allocated efficiently, projects are executed competently, and communities are empowered to break free from the chains of poverty.
