Officers from the Drug Enforcement Commission (DEC) have allegedly broken into the residence of late former President Edgar Lungu in Lusaka’s Libala area.

In an exclusive interview with Diamond News, one of the lawyers for the former President, has confirmed the development.

He has disclosed that the officers are also collecting vehicles belonging to Mr. Lungu’s son, Dalitso Lungu.

The vehicles were recently forfeited to the State for being deemed tainted.

However, Dalitso Lungu appealed the decision of the Economic and Financial Crimes Court to have the said vehicles and other properties forfeited.

He has described the conduct of the officers as total lawlessness.

The United Party for National Development (UPND) says it has completed about 60 percent of preparations towards holding its General Assembly (convention), with the National Management Committee (NMC) expected to determine the date of the gathering.



UPND Media Director Mark Simuuwe said the General Assembly could be held either before or after the 2026 general elections, depending on the guidance that will be provided by the party’s National Management Committee.



Speaking in an interview with journalists, Mr Simuuwe explained that the party has been focusing on mobilization and strengthening structures across the country, emphasizing that the UPND’s readiness is not dependent on the timing of national elections. He said the party’s internal processes remain fully within the provisions of both the party constitution and the Constitution of Zambia.



Mr Simuuwe noted that Article 60 (2) (d) of the Constitution provides for regular intra-party elections but does not prescribe a specific timeframe within which political parties must hold such elections.



“The General Assembly does not run concurrently with national general elections because political parties are established at different times and have their own constitutional timelines,” he said.



He explained that the UPND constitution requires the party to hold its General Assembly every five years, adding that different political parties adopt varying timelines for their conventions, with some holding them after three, five or seven years. Mr Simuuwe said preliminary activities for the General Assembly began in 2024, starting with lower party structures.



He explained that the electoral college of the party begins with polling station management committees, followed by ward, constituency, district and provincial structures. Mr Simuuwe added that President Hakainde Hichilema has been conducting a headcount of these grassroots structures as part of strengthening the party and ensuring proper representation ahead of the General Assembly.



He said once these processes are completed, the actual convention may only take one or two days, during which the electoral college, particularly provincial structures, will vote for the party president and members of the National Management Committee.



Mr Simuuwe further clarified that the party’s nomination of a presidential candidate ahead of national elections should not be confused with the party’s General Assembly. He also stated that the UPND has maintained a consistent record of holding legitimate conventions since the time of its founding president Anderson Kambela Mazoka.



He contrasted this with other political parties such as the Patriotic Front (PF), the Socialist Party and others, which he said have not held legitimate conventions within their internal structures.



Meanwhile, Mr Simuuwe disclosed that the party secretariat has taken a firm position to institute disciplinary action against any officials promoting a gun culture. He said the UPND has disowned incidents involving the brandishing of firearms and stressed that it is up to the Zambia Police Service to conduct a forensic investigation into the matter.



“The party does not condone such conduct and disciplinary action will be taken against any official found promoting violence,” Mr Simuuwe said.

UPND spokesperson Cornelius Mweetwa says Tonse Alliance president Brian Mundubile cannot win an election because FDD, which has been chosen as the alliance’s special purpose vehicle for the incoming general election, is a dead party.


Speaking in an interview with #Kalemba, Mweetwa said this is because FDD has never formed government and has no national structures as perceived.


He also claimed that there is no way someone who abandoned his party to lead a party that died a long time ago can win an election.
Mweetwa said it is, therefore, important that Mundubile wakes up to reality and finds something else to do.
He said the opposition leader is simply massaging his political ego by pretending that he will one day form government when, in fact, that is not possible.


Mweetwa added that the UPND can never be shaken by people who were beaten hands down, despite denying others the chance to campaign and being supported by government machinery at the time.
Mweetwa’s sentiments come following Mundubile’s remarks stating that government is panicking and calling for his arrest because it has realised that it has competition in the opposition.


Recently, Mweetwa, who is also Chief Government Spokesperson, wondered why investigative agencies were not pursuing Mundubile following allegations of theft made by Chishimba Kambwili.


“What can we be scared of? A dead party led by a person who abandoned his party? Someone who is leading a ghost congregation of politicians whose legacy speaks for itself?” he said.


Mweetwa said it is shameless for Mundubile to allege that the party in power is scared of what he described as a non-existent opposition.
He said the people of Zambia can never vote back leaders who failed in all areas of governance, adding that an act of shame will come for those who feel they still have the favour of the people of Zambia in August this year.

The Patriotic Front’s internal power struggle has take another twist after the faction aligned to Leader of the Opposition and Mafinga Member of Parliament Robert Chabinga released a Registrar of Societies printout listing the party’s registered office bearers.



The document, dated 16 March 2026, identifies Morgan Ng’ona as Secretary General and places the party structure under the presidency of Robert Chabinga, a position his camp says establishes their administrative authority over the former ruling party.



Chabinga argues that the registry record settles the ongoing dispute over who legally controls the PF’s organisational structures.

“There is no party official who can claim to have authority over the party than the Secretary General Mr Morgan Ng’ona under the presidency of Hon Robert Chabinga. The document speaks for itself.”



The statement is a direct response to claims by rival PF factions led by Miles Sampa and Given Lubinda, both of whom have recently declared that the party is reorganising itself politically ahead of the next general election.



Lubinda’s bloc has moved to create new political alignments while Sampa has insisted that the PF must quickly regroup through a general convention, promising to convene one within days.



But the Chabinga camp maintains that any leadership claims outside the Registrar of Societies records carry no legal weight in determining control of the party.



The release of the document therefore introduces another layer to the PF’s increasingly complex leadership contest, where legal registration, parliamentary recognition and political mobilisation are now competing sources of legitimacy.



With Parliament expected to dissolve in May ahead of the 2026 elections, the fight over who speaks for the PF is rapidly becoming one of the most consequential battles in Zambia’s opposition politics.

Patriotic Front President Miles Sampa has applied to the Kabwe High Court to substitute former Secretary General, Morgan Ngona from the Court records.



In the matter before Kabwe High Court Judge-in-Charge, Hon. Mr. Justice Kelvin Hancubwili Limbani, Ngona had obtained an injunction to restrain the Patriotic Front from holding a general conference and restrained the Given Lubinda faction from holding any Party activities.



But last week, Lusaka High Court Judge, Hon. Mrs. Justice Conceptor Chinyanwa Zulu dismissed the case in which Ngona was contesting his dismissal as Secretary General of the Patriotic Front for want of prosecution since 2024.



Although she later granted his application for appeal, she dismissed his application to attempt to stay her  own judgement.



Earlier in March 2025, Judge Zulu dropped Ngona’s injunction to restrain his dismissal after Miles’ lawyers submitted that the Stay was irregular. Since then government institution namely Parliament, ECZ and the Registrar of Socities have illegally maintained him on their records as SG pending the full determination of his case and which came to its finality with the March 3rd Judgement. The Judge refused to set aside her ruling pending his Apeal. 



Following this development of Ngona’s entire case dismissed, the Chief Registrar of Societies has removed both Chabinga and Ngona as Office Bearers of the Patriotic Front.



The Registrar and Judge Limbani are obligated to abide by High Court Judge CC Zulu 3rd March ruling.



But earlier in the day Chabinga proudly announced that he cannot be removed as PF Acting President and Committee member despite the court orders and released an unupdated list showing unaltered list of office bearers before the court judgment.

Gender Division Permanent Secretary Mainga Kabika has disclosed that her office is receiving numerous reports of female aspiring candidates allegedly being sexually enticed by some political party officials in exchange for adoption ahead of the August general elections.



Speaking during the 4th Annual National Conference of Prosecutors, held under the theme “Prosecutors as Sentinels of Democracy: Ensuring Inclusivity, Electoral Integrity and the Rule of Law,” Ms. Kabika said the development is concerning and has called for stronger inter-agency collaboration to address sexual and gender-related offences linked to the electoral process.



Ms. Kabika has proposed the establishment of a C5-type task force to fast-track investigations and prosecution of such cases during the election period.



She added that her office is also equipping women with skills in evidence gathering to help ensure that reported cases are properly documented and pursued through the justice system.



At the same event, Director of Public Prosecutions Gilbert Phiri has urged prosecutors to uphold the highest standards of professionalism and impartiality as the country approaches the 2026 general election.



Mr. Phiri warned that prosecutorial integrity will be tested during the electoral period, noting that election seasons often bring a surge in allegations of irregularities, violence and misinformation, stressing the importance of evidence-based, timely and impartial handling of such matters.
Meanwhile, Attorney General Mulilo Kabesha has called for the use of diversified tools to combat emerging electoral offences.



Mr. Kabesha also urged legal practitioners to ensure quick and professional disposal of election-related cases, noting that such matters often arise in emotionally charged environments.

The infighting and petty squabbles that have plagued the Patriotic Front (PF) since its loss of power to the UPND in 2021 have left an indelible mark on Zambia’s democratic landscape.



From its inception, PF carried an aura of confusion and controversy, largely due to its tolerance of thuggery, which became the foundation of much of its support base.



This culture of hooliganism was most visible after the death of the party’s founder and President, Michael Sata.



His passing in a London hospital created a power vacuum that quickly descended into chaos.



Then Vice President Guy Scott moved to strip Edgar Lungu who was serving as both Home Affairs and Defence Minister—of the instruments of power, pushing instead for a convention to install his preferred candidate, Miles Sampa.



What followed was a bitter clash of factions, with Scott wielding state machinery against Lungu’s camp.



Yet, despite Scott’s maneuvers, Lungu’s popularity among the rank and file forced a reluctant concession, making him the PF’s flag bearer.



Fast forward to today, and history appears to be repeating itself. Acting President Given Lubinda faces stiff competition from the youthful Makebi Zulu, whose rising popularity
especially among the youth has unsettled the party hierarchy.



Lubinda’s midnight reshuffles, aimed at purging officials loyal to his rivals, have fueled discontent and even pushed heavyweight Brian Mundubile to break ranks and align with the FDD.



Zulu, however, has chosen to remain within PF despite overtures from the New Congress Party.

Legal battles with Chabinga may have briefly bolstered Lubinda’s image as PF’s defender, but with the courts now ruling in the party’s favor, excuses have run out.



Unlike in 2016, PF no longer enjoys the luxury of state machinery; instead, it finds itself at the mercy of Hakainde Hichilema’s UPND government, with many senior members facing prison sentences or ongoing court cases.



Lubinda’s announcement that a long-awaited convention will be held within four days is welcome, but the stakes are high.



Having already lost Mundubile, a poorly managed convention could be the final nail in the coffin of what was once one of the most vibrant political parties in Zambia and the region. And all this drama unfolds just months before the nation heads to the polls in August.- Mutola Nkhani

A couple was married but later divorced. They needed to share family property agate divorce. However, they failed to agree and the matter went back to Court for determination.



The deputy Registrar of the High Court ordered that one of the properties in the name of the husband should be gifted to his son. And that the family farm should be shared 70% to the wife and 30% to the husband because she contributed more.



Unhappy with the outcome, he appealed to the High Court Judge, arguing that the Registrar was wrong to give the house to his son when he was not part of the property settlement dispute of the parents.


And that he it was unfair to give him 30% of the farm when he contributed more by running a family business that developed the farm.



However, the wife insisted that both agreed that they should gift part of their properties to their two sons and that she had already given one property to the son.

The Judge heard the appeal and determined thus;



“These two properties do not come under the realm of the properties that should be shared between the Appellant and the Respondent,” the Judge opined, adding that the two had mutually agreed to give each property to their children before divorce.

The Judge ordered that the property be gifted to the son as agreed earlier and that his wife already gave property to another son.



“I direct the Appellant to settle and lodge, at Lands and Deeds Registry, a Deed of Gift to effect the transfer of (property) to (son) within 30 days from the date of this Judgement,” the Judge ruled.

On the farm, the Judge found that it was unfair to give the wife 70% when evidence showed that husband equally contributed to the farm through running a family business even though not in formal employment.



“The view I take, therefore, is that the Appellant’s contribution towards the acquisition and development of the property in issue cannot be equated to 30% only,” the Judge said, adding that the family business could not make profit if not managed by husband.



The Judge ordered both contributed equally and therefore the farm should be sold and proceeds shared equally or one should buy out the other based on the agreed valuation.

1. This case underscores the legal position that after divorce, family property will be shared according to the contribution made by each party to acquiring and developing it. This contribution can be material, financial or indeed in kind. It is matter of evidence to be adduced at Court.



2. The Court will also enforce agreement made by the parties prior to divorce. In this case, both had agreed to gift part of the family property to their sons and the Court enforced that agreement even though children were not part of the property settlement case.

The World Bank has approved $45 million in budget support for Zambia under the Second Zambia Climate and Economic Resilience Programmatic Development Policy Financing.



The funding, provided through the International Development Association of the World Bank, is aimed at supporting Zambia’s macroeconomic reforms and strengthening the country’s economic resilience.



The support will focus on strengthening fiscal management and transparency in mineral revenue, including disclosure of copper price assumptions and non-mining fiscal balances in budget documents, as well as introducing a credit risk assessment framework to better manage loans and sovereign guarantees.



The programme will also promote private sector investment through the operationalisation of the Public-Private Partnership Project Development Support Fund, new PPP guidelines, and the introduction of the Green Economy and Climate Change Carbon Market Regulations of 2026 to expand green investment opportunities, among others.



Commenting on the development, Finance and National Planning Minister Situmbeko Musokotwane says the approval of the support reflects growing international confidence in Zambia’s reform agenda, adding that government remains committed to maintaining fiscal discipline, strengthening resilience to climate-related shocks, and creating conditions that allow the private sector to expand investment and generate jobs.



This is according to a statement issued by the office of the Secretary to the Treasury.

Former Patriotic Front (PF) Deputy National Youth Chairperson and aspiring Member of the Central Committee, Benja Siwila, has commended the party leadership for setting a date for the long-awaited PF convention, describing the move as an important step towards restoring stability within the former ruling party.



Mr. Siwila said he appreciated the PF leadership led by Acting President Given Lubinda for announcing the convention date, noting that most of the legal challenges that had previously surrounded the process had now been resolved.



He said as the party prepares for the convention, it was important for the PF to recognize members who remained loyal during the party’s most difficult period.



“At this point, my appeal is that we must recognize those members who remained consistent in supporting and standing with the party, even during its most difficult moments,” he said.



Mr. Siwila, however, emphasized the need for unity and reconciliation within the party, saying the PF must demonstrate tolerance and openness towards members who may have stepped away but were now willing to return.



“Unity of purpose is extremely important at this stage. Tolerance, and above all love, are the values that will help rebuild and restore the strength of the Patriotic Front,” he said.



He further appealed to party leaders overseeing the convention process to allow returning members to rejoin the party structures.



“It is time to put aside differences and embrace those who are willing to return. Doing so will demonstrate true leadership,” Mr. Siwila said.



Mr. Siwila also called on Zambians to continue supporting the PF, saying the party was now reorganizing itself following recent developments.



“The moment has come for the Patriotic Front to shine again. Light has come, and we must show the people of Zambia that we have always meant well and that we can overcome any challenges that come our way,” he said.



He added that rebuilding the PF would also require cooperation with other opposition political parties that share similar ideologies.



Mr. Siwila further said the party must move forward in a manner that honours the legacy of its late leaders, former Presidents Edgar Chagwa Lungu and Michael Sata.

Governance expert Reuben Lifuka has urged government to prioritize expanding and strengthening existing public universities instead of creating new ones, warning that the move could further strain the country’s higher education system.



Mr. Lifuka’s remarks follow a statement by President Hakainde Hichilema during the Youth Day celebrations on plans for government to establish more public universities in several provinces, including Southern Province, Northern Province and Luapula Province.



However, speaking in an interview with RCV News in Lusaka, Mr. Lifuka questioned whether the proposed institutions would be able to deliver quality education when existing universities are still facing serious operational challenges.



He noted that the country’s highest public university, University of Zambia, continues to grapple with financial difficulties, including outstanding payments owed to members of staff and retirees.
“The universities should not come at the expense of quality education,” said Mr. Lifuka.



He emphasized that government should avoid establishing universities merely for the sake of increasing numbers, stressing that any expansion in the higher education sector must be accompanied by the ability to deliver quality learning and sustainable operations.



Mr. Lifuka has instead called on government to increase the capacity of existing universities, arguing that expanding current institutions would be more effective than starting new ones and potentially spreading the challenges already facing the country’s public universities.

However, ECZ Chairperson Mwangala Zaloumis said Kasama is relatively smaller compared to other larger constituencies, and therefore will only be allocated one additional constituency.



Ms. Zaloumis further noted that Kasama residents have failed to agree and reach a consensus on which specific constituency should be created, therefore, forcing the ECZ to propose one on behalf of the district.

He blamed “insecurity” caused by U.S. and EU “aggression” for why commercial traffic has stopped, failing to note the Iranian attacks on tankers and threats of mining that have made the strait too dangerous for most ships and their insurers.



Iran’s behavior, like this crisis itself, was entirely predictable. Trump’s war made it inevitable that Iran would target the Strait, which carries 20% of global oil. Now, long time friends are reportedly abandoning the U.S.-led efforts and negotiating directly with Iran.



While Trump has urged allies to send more warships to the region, Europe is looking for its own way out rather than supporting Trump’s escalation. French President Emmanuel Macron said today that France will not deploy additional vessels into the Strait while the conflict continues.
