UN CONCERNED OVER SECURITY IN HAITI

THE United Nations says security in Haiti is deteriorating and the magnitude of the violence has sown panic among the Haitian population.

María Isabel Salvador, the special representative for Haiti told the Security Council that stepping up international support for Haiti is more critical than ever and urged member states to support the 2025 Humanitarian Response Plan.

Salvador commended Kenya’s steadfast leadership and thanked all contributing member states.

She adds that all member states must increase support to Haiti security forces, particularly the Multinational Security Support Mission.

Haiti’s ambassador Ericq Pierre, says Haiti is prepared to discuss and support, as appropriate, any initiatives of its traditional partners aimed at helping rid the country of gangs that terrorize the population.

Mr HICHILEMA IS GIVING POLITICIANS A BAD NAME!

In opposition, Mr Hakainde Hichilema rejected changes to Zambia’s Constitution that would have increased the number of parliamentary constituencies and nominated MPs.

In power, Mr Hichilema is proposing to change Zambia’s Constitution to increase the number of parliamentary constituencies and  nominated MPs!

Does this man have the capacity to feel shame? How can someone change their positions on fundamental issues so easily and go about their life totally unaffected? What kind of a person are we dealing with?

UPND Defends Cyber Security Law, Says Necessary to protect Zambians from Online Threats

UPND Defends Cyber Security Law, Says Necessary to protect Zambians from Online Threats

Lusaka, Zambia – April 23, 2025 — LUSAKA, ZAMBIA – The United Party for National Development (UPND) has defended the Cyber Crimes and Cyber Security Act, saying it’s necessary to protect Zambians from online threats.

Speaking during an appearance on 5FM Radio Station, UPND Media Team Member, Kelvin Tabula Chifokolo, says that the law aims to instill order in the digital space rather than curtail free speech.

“The law is not meant to suppress freedom of expression, but to ensure that individuals exercise their rights without infringing on others,” Mr. Chifokolo stated.

He noted that the Act provides vital protections against cyberbullying, hacking, online harassment, and other forms of digital misconduct that have increasingly become a concern in Zambia.

Mr. Chifokolo urged critics to read the Act in full and understand its core purpose as it aims to safeguard digital rights and strengthen data protection for online users.

He stressed that in an age where misinformation and digital crimes are rampant, the law serves as a necessary framework to ensure safety and accountability online.

“The digital space must not be a lawless frontier, we want a Zambia where everyone can participate in the digital space without fear of abuse or data breaches,” Mr. Chifokolo added.

Mr. Chifokolo emphasized that it is important to recognize that where one person’s freedom ends, another person’s rights begin.

He said there must be a balance between freedom of expression and the right to privacy, which must be upheld and respected.

The government has signaled plans to roll out public sensitization campaigns to clarify the law’s provisions and address misconceptions.

I’M MEDIA CONSULTANT TO UPND, LUNGU”S FORMER AIDE AMOS CHANDA

I’M MEDIA CONSULTANT TO UPND, LUNGU”S FORMER AIDE AMOS CHANDA

Amos Chanda who served as a key Aide to President Edgar Lungu says he now offers consultancy to the UPND Media.

Chanda who is out of prison bial pending an appeal in one of the cases he was convicted has taken hardline against the Lungu regime he served under.

Speaking on Let the People Talk program on Tuesday, 21st April 2025, Chanda said the work environment at State House was toxic hence his decision to resign.

Below are a few highlights of what Chanda said during the interview:

How I made presidential decisions-Amos Chanda on Radio Phoenix

– I’m a consultant to the UPND media. This is part of the consultancy I do to private sector, NGOs and Embassies.

-I left because I had sharp differences with President Lungu

– I supported a business rescue for KCM and not it’s liquidation. KCM was a bad investor, no salaries paid, no contractors were paid ,huge unpaid bills to utility companies.

-Zumani Zimba must shut up. He led President Edgar Lungu to a crashing defeat. He presided over the worst campaign that resulted in humiliating defeat for President Lungu. The defeat was humiliating and he must just shut up.

– On making presidential decisions. Zambia had a one-day supply of fuel. The President was airborne.Tanzania State House called. If delay was made, the ship would not have docked. So I made a judgement call. And briefed the President later when he landed.

– the environment at State House was toxic. There was a queue of liars lined up.
-I have not broken any laws, I have not broken any my oath of office.

UPND’s Mark Simuuwe Backs Cyber Laws

UPND’s Mark Simuuwe Backs Cyber Laws, Urges Zambians to Embrace Digital Safety

UPND Media Director Mark Simuuwe has voiced strong support for Zambia’s cyber laws, underscoring the need to adapt the country’s legal frameworks in response to growing cybercrime threats such as hacking, online harassment, and human trafficking.

Appearing on ZNBC TV2’s The Plug, Mr. Simuuwe stressed the importance of protecting personal data and privacy in an increasingly digital society.

He emphasized that robust legal safeguards are essential as more people transition from traditional to online spaces.

“Those who are worried are often those with criminal intentions. No one is arrested for doing what is right, crime should not be confused with freedom of expression,” Mr. Simuuwe said.

He explained that the Cyber Crimes Act is rooted in international treaties aimed at upholding digital rights and ensuring data security, and is not intended to suppress free speech.

Addressing criticism of the law, Mr. Simuuwe clarified that its primary focus is curbing harmful online behaviors such as cyberbullying, harassment, and the circulation of explicit content — issues that even major platforms like Facebook regulate.

He added that even respected outlets like the BBC require consent before publishing information from interviews, reinforcing the importance of responsible media practices.

Supporting Simuuwe’s stance, Cyber Security Foundation President John Tshinseki described cybersecurity as a national security priority. He encouraged the public not to fear these laws, but to see them as vital protections in the digital era.

Tshinseki pointed out that unchecked media practices have had dire consequences in the past, citing the role of a radio station in inciting the Rwandan genocide, further emphasizing the importance of media regulation.

THE DANGERS OF FAILING TO USE WISDOM IN POLITICAL DISPUTES

THE DANGERS OF FAILING TO USE WISDOM IN POLITICAL DISPUTES

By Chanoda Ngwira F

In the landscape of political opposition, particularly within fragmented groups, the lack of wisdom in resolving internal issues can have detrimental effects.

Latest discussions, exemplified by the leaked audio between Mr. Kelvin Kaunda and Madam Akende concerning the Socialist Party’s potential alignment with the TONSE Alliance, highlight the significance of careful consideration in addressing such matters.

The swift reaction from the TONSE Alliance spokesperson, who has reached out to individuals allegedly associated with this event, underscores the tensions that can arise from misunderstandings. Failing to approach these disputes with sober judgment can amplify divisions and weaken the opposition’s ability to challenge the ruling party.

Ruling parties, particularly those facing performance challenges, often exploit fractures within opposition coalitions to secure their power. By undermining unity among opposition groups, these parties can more easily navigate electoral processes without significant challenges.

In the current political climate, where the UPND regime is under scrutiny, it is crucial for opposition factions to maintain coherence and collaboration. Sensational responses to isolated incidents can jeopardize the entire movement, allowing ruling parties to benefit from a divided opposition that presents little threat to their incumbency.

The integrity of a political opposition hinges on the ability to address conflicts with prudence and dialogue rather than hostility. One misstep by individual members should not jeopardize a collective mission to promote accountability and representation.

Without the foundation of unity among opposition parties, the risk of authoritarian governance increases, leaving citizens without a viable alternative in the face of hardships. Thus, cultivating wisdom and a spirit of collaboration is essential for ensuring genuine democratic processes and safeguarding the future of the nation.

MAN IN COURT FOR SHARING SCREENSHOT ABOUT CHIPO MWANAWASA IN WHATSAPP GROUP

By Darius Choonya

A Lusaka man has appeared in court for allegedly sharing a screenshot from a Facebook page in a WhatsApp group.

The post was related to Chipokota Mwanawasa, a policy advisor to President Hakainde Hichilema.

According to a court document from the Lusaka Magistrates Court, Joseph Chishimba shared the screenshot in a WhatsApp group called “Zambian Politics.”

The screenshot was from a Facebook page named “Hon Charles Kakula” and had a caption that read:
“Chipo Mwanawasa is my ex-girlfriend and she told me that the guy in State House (Plot 1) is responsible for my pregnancy.”

The state argues that the information in the post put Chipo Mwanawasa’s safety and security at risk.

Mr. Chishimba is charged with publishing prohibited information, contrary to Section 54 of the Cyber Security and Cyber Crimes Act No. 2 of 2021 of the Laws of Zambia.

He denies any wrongdoing.

ZAMBIA’s 2025 GROWTH PROJECTIONS UNREALISTIC AMID MOUNTING ECONOMIC PRESSURES – ZICA

ZAMBIA’s 2025 GROWTH PROJECTIONS UNREALISTIC AMID MOUNTING ECONOMIC PRESSURES – ZICA

Zambia’s projected 6.6% economic growth for 2025 is facing stiff skepticism after the Zambia Institute of Chartered Accountants (ZICA) exposed a harsh economic reality that contradicts government optimism. In its first quarter media briefing, ZICA cautioned that the government’s projections were overly ambitious and detached from prevailing challenges choking the country’s productivity and resilience.

According to ZICA President, Mrs. Yande Siame Mwenye, the economy only managed a 3% growth in the first quarter of 2025 a figure that lags significantly behind the IMF’s full-year projection.

“Growth must be inclusive and climate resilient,” Mwenye said. “It’s not time to celebrate just yet.” Her remarks come amidst a torrent of economic and environmental shocks affecting multiple sectors.

Chief among the threats is Zambia’s ongoing power crisis, which has seen daily load shedding of up to 21 hours due to historically low water levels in Lake Kariba. With power generation slashed by over 50%, ZICA warned that industries, SMEs, and even public services are experiencing massive disruptions, severely undermining productivity.

“We are deeply concerned about the prolonged load shedding that has affected livelihoods and investor confidence,” Mwenye stated.
Compounding the crisis is the continued depreciation of the Zambian Kwacha, which ended March 2025 at K28.75 per US dollar a 28.9% drop over the past year. ZICA highlighted how this has driven up input costs, spurred inflation, and suffocated foreign investor confidence.

“Zambia must diversify export earnings and promote legal predictability to restore macroeconomic stability,” Mwenye advised.

While a minor dip in inflation from 16.8% to 16.5% in March 2025 has been recorded, ZICA urged caution. With food prices still surging and energy costs spiraling, this marginal decline offers little comfort.

“This progress must be interpreted cautiously in light of rising food prices and energy insecurity,” Mwenye warned, noting the risk of economic stagnation if urgent interventions are not made.

She added that Zambia’s agricultural sector is also under siege due to persistent droughts, worsened by the 2023/2024 El Niño pattern.

Maize production the nation’s staple crop has been devastated, forcing the country to consider food imports. ZICA called for increased support to small-scale farmers and investment in weather forecasting and early warning systems. “We must protect our farmers from exploitation and ensure food sovereignty,” Mwenye said.

Moreover, the sudden withdrawal of USAID funding has left critical sectors exposed. Although the full impact remains to be seen, ZICA warned of long-term effects on public health, education, and governance. The Institute urged government to create a sustainability plan to safeguard progress made under US support.

“We must diversify aid sources and integrate key programs into the national budget,” Mwenye said.

With global trade tensions rising particularly between the U.S., China, and South Africa Zambia is also vulnerable to spillover effects that could disrupt exports and drive commodity price volatility. ZICA called for a proactive national strategy to mitigate these external shocks. “A comprehensive risk impact assessment must be undertaken immediately,” Mwenye stated.

PUBLIC MUST TEST THE CYBER SECURITY LAW ON JITO, J.J LUNGU OVER THE 90 PERCENT CAMPAIGN PROMISES DELIVERY CLAIM- KBN TV EDITORIAL

PUBLIC MUST TEST THE CYBER SECURITY LAW ON JITO, J.J LUNGU OVER THE 90 PERCENT CAMPAIGN PROMISES DELIVERY CLAIM

A KBN TV EDITORIAL

We have noticed public outrage about claims by two Presidential Advisors, Jito Kayumba and Joseph Lungu, claiming that the UPND Administration has achieved more than 90 percent of the 2021 campaign promises.

The public outrage seems to suggest that citizens are not in agreement with the research findings published by the two State House officials as the economic malaise, high cost of living and the general daily struggles fly in the face of such a record breaking milestone.

As a Lusaka based journalist, Mcpheson Mutale wrote on his social media page and we quote, “In approximately 270 days, what was done in the privacy of the main bedroom becomes a living being that can be seen by all. Why should politicians ask us to start researching their achievements in documents? Why can’t we just (feel it) and see it in plain sight?” * emphasis is ours.

This quote above raises a fundamental question. Could it be true the UPND Administration has achieved over 90 percent of their promises so far or is this information just about managing public perception over what doesn’t exist?
Now, one of the key characteristics of the Cyber Crimes Law of 2025, is to try and halt spreading of information deemed to be false with the intention of misleading the public.

According to the new law, anyone who publishes false or misleading information, is liable for imprisonment of upto 2 years. Given that the publication of the information in question by the two State House officials happened few days after the Act became operational on the 15th of April, 2025, makes the case plausible for interrogation under the new law.

Interestingly, the information published stems from an internal assessment of the UPND’s own performance. Others would argue that the UPND baked their own cake and ate it. It is therefore our considered view that the performance claims would have hit differently if the findings were published by an independent body like the Economic Association of Zambia or any reputable University to give the claim authentic validation.

Since members of the public don’t seem to be in agreement with the over 90 percent achievement claim, we are wondering whether the intention of publishing such information was merely to manage public perception and paint a picture that the UPND had performed wonders. If indeed this administration has performed magic as per their claim, they must be commended for alleviating poverty, reducing the high cost of living and lifting the standards of citizens from poverty.

By the same token, if the claims prove to be untrue, then the two Presidential Advisors could be liable under the Cyber crimes law for spreading false information with malice aforethought to mislead the public into believing a lie.

In our quest to hold those in power accountable, we call on private researchers, lawyers, economists and policy analysts, to team up and independently conduct a research that will verify and validate the 90 percent plus claim that they have published for public consumption.

While the Law Association of Zambia has resolved to petition the High Court to review the Constitutionality of some of the clauses contained in the widely condemned Cyber Crimes laws, we call for an independent team to test the efficacy of this law to ensure that Government is not feeding the public with propaganda, but the truth.

Far from a notion that has been created that the new law only targets private citizens, the media and those in opposition, this law is also for Government officials as well, to ensure they don’t publish falsehoods intended to mislead the public for political gain.

Our understanding is that if a politician promises certain things and posts them or publishes such misleading or false information which they completely fail to accomplish or completely U turn on their promises, they should be made to answer for such a misdemeanor under the Cyber crimes laws.

It is now incumbent upon citizens, legal bodies and advocacy groups to take keen interest and start compiling what is perceived to be misleading promises for possibe litigation and prosecution.
For those who have been asking why this law did not include a clause to punish  lying politicians, be rest assured that this Cyber law actually captures lying politicians and it does so very very well.

There is no more room for lying politicians. This law has directly criminalized lying by politicians.
When you read it critically, drafters of this law aimed to criminalize every opinion that is different from the Government’s position, they didn’t see where it captures serving Government officials to be answerable for information they give out that might not be accurate to the public.

The big question which the Government should answer is: Who is going to be deciding what statements are misleading and what is not misleading?
Are we going to create a unit under the Zambia Police specifically dedicated to researching and analysing misleading and non misleading statements by the  Government and the private sector?

Lastly and most importantly, it’s a fact that Presidents lie while in office but they have immunity. The question is, will citizens look away and allow them to continue lying simply because they have immunity? With this law in place, citizens can document lies by any President and propose to remove immunity from a former Head of State for every lie they told while in office in order to prosecute them.

We urge that if this law was not well thought out, it could come back to bite the UPND as a classic case of scoring your own goal. This has happened before to the PF who first enacted similar laws that have come back to haunt them while out of power.

TONSE ALLIANCE UNCOVERS CALANDESTINE PLOT BY FRED MMEMBE TO HIJACK THE ALLIANCE OF POLITICAL PARTIES

TONSE ALLIANCE UNCOVERS CALANDESTINE PLOT BY FRED MMEMBE TO HIJACK THE ALLIANCE OF POLITICAL PARTIES , SAYS SEAN TEMBO

According to Sean Tembo, Fred Mmembe is taking advantage of Edgar Lungu’s illness to takeover the political parties.

He writes

Liberty House – Lusaka, 23rd April 2025

1. The TONSE ALLIANCE is alarmed at the audio that is currently circulating on social media, in which senior official of the Socialist Party, namely the Chairperson for International Relations, who is also daughter to SP President, Ms. Akende M’membe, and the SP National Youth Chairman, Mr. Kelvin Kaunda, and other unknown persons, are allegedly plotting to hijack the Alliance by removing the Chairman, His Excellency Dr Edgar Chagwa Lungu, who is currently undergoing medical examinations in Johannesburg, and installing themselves. The audio recording further ridicules and mocks the TONSE ALLIANCE Chairman and his medical stay in Johannesburg, South Africa.

2. In order to get to the bottom of this grave matter, and in accordance with Article 23(i) of the TONSE ALLIANCE Constitution, the TONSE ALLIANCE has, with immediate effect, constituted an Ad hoc Disciplinary Committee to investigate this matter and recommend appropriate action to the TONSE ALLIANCE Council of Leaders.

3. The TONSE ALLIANCE has since written to the Socialist Party President, Dr Fred M’membe, for him to explain the alleged plot being fermented by his party, together with other unknown persons, against the TONSE ALLIANCE and it’s Chairman, Dr Edgar Chagwa Lungu. The TONSE ALLIANCE has also requested the Socialist Party President to show cause, why his party’s application to join the TONSE ALLIANCE, which was received a few days ago, should still be favourably considered.

4. As part of it’s investigative and disciplinary mandate, the TONSE ALLIANCE Ad hoc Disciplinary Committee has also written to two senior members of the Alliance, being the Secretary General of the Patriotic Front Party, who is also the Chairman of the Committee of TONSE ALLIANCE Secretary Generals, Hon. Raphael Nakachinda, as well as the Acting President of the Patriotic Front Party, who is also an ordinary member of the TONSE ALLIANCE Council of Leaders, to explain to the TONSE ALLIANCE, the agenda of the meetings that the two have been having with the Socialist Party senior leadership and other unknown persons, in the past few weeks.

5. The basis of the TONSE ALLIANCE Ad hoc Disciplinary Committee writing to Hon. Raphael Nakachinda and Hon. Given Lubinda, is that the said meetings which the two have been having with Socialist Party officials, were done without the knowledge or blessings of the TONSE ALLIANCE, and only came to light when some pictures were leaked out. Therefore, the said meetings can appropriately be referred to as clandestine. In this regard, the TONSE ALLIANCE Ad hoc Disciplinary Committee has given both Hon. Raphael Nakachinda and Hon. Given Lubinda, a period of 7 calendar days to exculpate themselves, failure to which the Committee will recommend to the TONSE ALLIANCE Council of Leaders, appropriate disciplinary action, in accordance with Article 23 (ii) of the TONSE ALLIANCE Constitution.

6. As TONSE ALLIANCE, we wish to take this opportunity to assure our supporters and well-wishers, and through them, the wider nation, that we are a disciplined political movement, and that any amount of indiscipline or betrayal by any of our members, shall be nipped in the bud without hesitation. We are confident of forming Government next year, and we are ready and willing to work with those who can compliment us on our journey, but we shall face head-on, anyone who might seek to derail us. We have both the capacity and capability to safeguard our interests at all times.

UPND MEDIA TEAM OFFICIAL , AMOS CHANDA, CLARIFIES HIS ASSOCIATION WITH UPND

UPND MEDIA TEAM OFFICIAL , AMOS CHANDA, CLARIFIES HIS ASSOCIATION WITH UPND

…AS HE DISMISSES ASSERTIONS THAT HE IS IN TO SHIELD HIS COURT CASES.

Tuesday, 22 April, 2025

Former Special Assistant to President Edgar Lungu, and now United Party for National Development (UPND) member, Amos CHANDA, has dismissed assertions that he has decided to offer consultancy services to the UPND because of his Court cases.

Mr. CHANDA has stated that the Drug Enforcement Commission deals solely with cases bordering on narcotics and money laundering, which his cases do not alien to.

Speaking on RADIO PHOENIX’s Tuesday edition of ‘LET THE PEOPLE TALK PROGRAM, Mr. CHANDA says that he has been charged with stealing Court documents and using insulting language. He has wondered how the Law enforcement agencies specialized in dealing with narcotics and money laundering could spend three years on a misfiled Court record.

“How have these specialized agencies, one specially constituted to deal with narcotics and money laundering spend three years on a misfiled court record?” Mr. CHANDA asked.

“How is it that there is this Spirited attempt by a specialized government agency spending close to a million dollars to prosecute a misfiled Court record?” He asked.

Mr. CHANDA has stated that his insulting case has a search warrant dated August, 2016, and was served in August 2021 by the Anti-corruption Commission, adding that there were three people charged  in that case, and that he has not been rearrested where accused three was arrested, which case started in 2019.

“So there is absolutely no truth in relating my freedom of association through any circumstances that I’m facing. I could be facing a legal suit in the Civil case about debt, about libel; how is that related to deciding that I’m a consultant for a Media team?” Mr. CHANDA wonders.

Mr. CHANDA emphasizes that the freedom to associate and dissociate is not predicated on anything in one’s past, present or the future—it’s just a decision.

He says if he and the UPND Media team have a likemind and a common ground where they converge, he has the right and decision as a free citizen to work with the team.

He said that freedom to associate is supreme, and superior to the ACC Act or the penal code. Mr. CHANDA says the freedom to assemble and associate with people of like-mind is also superior and is contained in the Bill of Rights.

He says that it cannot be premised on the fact that he waits for years to associate with others before his cases are disposed of.

“It cannot be premised on the fact that I should wait 10 years before those cases finish”, Mr. CHANDA says.

Mr. CHANDA said that this is the right time for him to associate, adding that he has been on sabbatical from 2019, and the circumstances under which this association has come about leaves him to wonder because he doesn’t know which Patriotic Front party to associate himself with because the PF he knew is unrecognizable.

“Hypothetically, would you recommend that you would be happier to find me with Robert Chabinga’s PF, or Miles Sampa’s PF, oh, there’s another PF under President Lungu—in short, which PF must I stick to at the moment?” Mr. CHANDA wonders.

Mr. CHANDA questions how a turn of  events around the Patriotic Front shouldn’t be a legitimate reason to dissociate because he couldn’t put a finger on which PF to associate himself with. He says that individuals make decisions based on many factors, one of which is that the PF he knew is unrecognizable.

“It doesn’t matter if the decision I make takes me to Citizens First, it takes me to Socialist Party,  it takes me to Heritage Party, it doesn’t matter! There’s free entry and free exit within the realm of freedom of association and assembly is precisely the constitutional rights available to citizens, is that they decide as they please, as long as that is not unlawful”, Mr. CHANDA says.

Mr. CHANDA, has said members within UPND who are opposed to his association with the party have a democratic right to do so arising from the feelings that he made strong statements against the UPND when in opposition; assuming that the plus one vote on the fifty percent threshold one vote is Amos CHANDA, would those people still disapprove of his association with them? He says he fully understands their dissatisfaction and resentment.

Mr. CHANDA has since reacted to the concerns on the proposed constitutional amendments by opponents of government that there is no Law within which amendments can be made prior to the elections. He says that a democratic mandate of an elected government is from day one to the last day. He has wondered how one would prescribe that one year before election, the government has lost its legitimacy, describing the situation as chaotic even at two and half years.

“If the tensions are up that we are one year before election, and therefore Laws must not be passed within that period, then let’s have a Law that states that. There’s a government between day one, and the last day of the Democratic five-year mandate, and therefore I don’t see a very much logic that, on the basis that 2026 is elections, then no Laws must be passed,  constitutional amendment, no?” Mr. CHANDA says.

CHABINGA CONGRATULATES AMOS CHANDA FOR JOINING UPND.

He writes…… .
“Hon. Robert Chabinga Commends Amos Chanda for His Bold Decision to Join UPND Media Team”

Lusaka, Zambia – We are thrilled to commend Mr. Amos Chanda, former State House Press Aide to President Edgar Lungu, for his recent interview on Radio Phoenix’s “Let the People Talk” program. Mr. Chanda’s bold decision to join the UPND media team is a testament to his patriotism and commitment to serving the people of Zambia.

Mr Chanda has demonstrated that he is not a person who can be manipulated by some people who feels are bigger than Zambia.

Mr. Chanda’s voice resonates with many Zambians who are eager for real change and progress. His articulation of key issues affecting our nation is a breath of fresh air, and we applaud him for speaking truth to power. As a patriotic citizen, Mr. Chanda is not afraid to challenge the status quo and advocate for good governance, transparency, and accountability.

We encourage Mr. Chanda to continue being a vibrant and eloquent press aide, using his skills to amplify the voices of Zambians and hold those in power accountable. His eloquence and ability to articulate complex issues in a clear and concise manner make him an asset to the UPND media team.

To those who are uncomfortable with Mr. Chanda’s newfound voice, we say that his patriotism and dedication to Zambia’s progress are an inspiration to many. Those who are not comfortable with his views are likely those who are not patriots themselves, but rather individuals who are more interested in maintaining the status quo for their own gain.

We urge all Zambians to join Mr. Chanda in his quest for a better Zambia. Let us work together to build a country that is truly people-centered and prosperous for all. We commend Mr. Chanda for his courage and conviction, and we look forward to seeing the positive impact he will have as part of the UPND media team.

Munir Zulu should be used as an example to the youths – Court warns

Munir Zulu should be used as an example to the youths – Court warns

CHIEF Resident Magistrate Davies Chibwili has warned that young people should desist from posting unverified information on social media platforms or they risks being jailed like former Lumezi member of Parliament Munir Zulu.

In rendering ruling on Zulu’s bail pending appeal, Chibwili said the convict did not show remorse throughout his trial and he accepted committing the offence from the onset that he uttered the words of defamation but at the parliament grounds where he was immune.

Chibwili said Zulu did not give any specific and compelling circumstances to compel the court to grant him bail pending appeal.

In this case, Zulu was charged with three counts of libel, the charges which he denied.

Zulu defamed Finance Minister, Dr Situmbeko Musokotwane, Infrastructure and Urban Development Minister, Charles Milupi and Road Development Agency (RDA) board chairman Mulchand Kuntawala

Chibwili on April 7, 2025 convicted and sentenced Zulu to 12 months imprisonment with hard labour after he found him guilty of defaming the three.

Zulu said the two cabinet ministers corruptly received money amounting to US$250,000 through a bank transfer from unknown company.

He also stated that, Kuntawala corruptly sent money amounting to US$150,000 to Milupi two days before the appointment as a board chairman for Road Development Agency (RDA).

Zulu uttered the words when he held a press conference at parliament premises in the media center.

But in his defence, Zulu said he committed the offence at the parliament building and had immunities and privileges as a member of Parliament.

He argued that he was immune and shouldn’t be arrested

“At this point, the court is dealing with a convict and the reasons or grounds of appeal must convince me, because granting bail pending appeal is at the discretion of the court.”

“In my view, throughout the trial, Zulu never denied making the statement, the evidence was overwhelming that he uttered the words. He did not deny uttering the words but he said he uttered them in the premises of the National Assembly,” Chibwili said as he denied Zulu bail.

Chibwili further said to deter would-be offenders, and to send a warning to young people out there, he needed to punish Zulu, which is the right thing to do.

He said publishing false information is a serious offence, and young people should resist in doing so or they risk being sent to prison.

Chibwili said youths have become careless in their conducts, and the sentence of Zulu will send a warning to would-be offenders.

OFFICIAL STATEMENT ON CIRCULATING AUDIO TARGETING DR. FRED M’MEMBE AND THE SOCIALIST PARTY

OFFICIAL STATEMENT ON CIRCULATING AUDIO TARGETING DR. FRED M’MEMBE AND THE SOCIALIST PARTY

The Socialist Party wishes to categorically dismiss the circulating audio on social media alleging that Dr. Fred M’membe is plotting to hijack the TONSE Alliance. This is nothing more than a cheap, desperate propaganda stunt aimed at weakening the growing unity among opposition forces in Zambia.

Let it be known that the Party has completely distanced itself from the said audio and has launched internal processes to investigate its authenticity and origin. We take such attempts to sow division very seriously and will not allow malicious actors to derail the critical momentum being built across the country.

It is increasingly evident that ever since Dr. Fred M’membe and the Socialist Party openly declared their willingness to work with fellow opposition parties, church leaders, and civil society organisations, the ruling UPND has grown visibly uncomfortable. In response, they have resorted to manufacturing narratives and pushing baseless conspiracy theories—none of which will succeed.

Zambians are not blind. They can see through these ploys. The truth is simple: the Socialist Party remains fully committed to unity, solidarity, and cooperation with all progressive forces. We are focused on removing a regime that has repeatedly failed to deliver on its promises and continues to act in the interest of the few at the expense of the many.

The wind of change is blowing, and no amount of propaganda will stop the Zambian people from reclaiming their dignity, democracy, and future.

TONSE ALLIANCE Gives PF’s Lubinda, Nakacinda  7 days to exculpate themselves over “Dark-corner” meetings they have been having with Socialist Party Officials

Tonse Alliance Investigates Alleged Plot by Socialist Party Officials to Unseat Edgar Lungu

By Sun FM News

The opposition Tonse Alliance has opened disciplinary proceedings over a leaked audio allegedly involving senior Socialist Party officials conspiring to remove alliance chairperson Edgar Lungu during his medical stay in South Africa.

The recording, now circulating widely on social media, reportedly captures Socialist Party International Relations Chairperson Akende M’membe and Youth Chairperson Kelvin Kaunda discussing plans to take over the alliance leadership. The audio also contains disparaging remarks about Lungu’s health and leadership.

In response, alliance spokesperson Sean Tembo has said in a statement that has Article 23(i) of its constitution, has been invoked, to form an ad hoc disciplinary committee.

The committee is tasked with investigating the matter and advising the Council of Leaders on appropriate action.

Mr Tembo says a formal letter has been sent to Socialist Party president Fred M’membe, asking him to clarify the alleged plot and justify why his party’s recent application to join the alliance should still be considered.

The committee has also written to PF Secretary General Raphael Nakachinda and Acting PF President Given Lubinda over secret meetings held with Socialist Party officials in recent weeks.

The alliance says the meetings were unauthorized and only came to light through leaked photos.

Both officials have been given seven days to exculpate themselves or face disciplinary action under Article 23(ii).

Mr Tembo added that Tonse Alliance remains a disciplined political movement committed to safeguarding its leadership and cohesion. It warns that any acts of betrayal will be dealt with firmly as the alliance prepares to contest the 2026 elections.

ECZ backs electronic voter registration in Electoral Reform Report

ECZ backs electronic voter registration in Electoral Reform Report

THE Electoral Commission of Zambia (ECZ) has called for the introduction of biometric voter registration as part of electoral reforms unveiled in a landmark report handed over to the Ministry of Justice this morning.

Speaking at the official handover ceremony in Lusaka, ECZ chairperson Mwangala Zaloumis said the recommendation is aimed at modernising the voter registration process and not to introduce electronic voting.

“This is about registration of voters using biometric systems, not electronic voting,” Zaloumis clarified.

“The goal is to improve efficiency, accessibility, and the accuracy of the voter roll, ensuring voters spend less time at polling stations.”

The biometric proposal is one of several wide-ranging recommendations compiled by the Electoral Reform Technical Committee (ERTC) which was established in July 2024.

It’s the first time the ECZ formally constituted a committee to review the electoral system.

Zaloumis described the moment as a defining chapter in Zambia’s democratic journey.

“This is not merely ceremonial. It is a significant step in our commitment to deepening democracy and upholding constitutional values,” she said.

She highlighted ERTC’s work was guided by four key objectives: to enhance the credibility of elections through legal reform, identify gaps requiring constitutional amendments, harmonise existing electoral laws, and propose policy and procedural changes.

The committee was composed of experts drawn from government ministries, civil society, academia, the church, and law enforcement agencies.

Zaloumis said to ensure broad participation, the ERTC conducted public hearings in all ten provincial capitals in October 2024.

She revealed that submissions came from a cross-section of society, including traditional leaders, political parties, churches, and ordinary citizens.

Among the most pressing issues raised was the delimitation of constituencies.

Submitters argued that overly large constituencies hinder development and effective representation.

The committee recommended amending Article 68 of the Constitution to increase the number of constituencies to reflect population growth and improve service delivery.

Furthermore, the report proposed a revision to the nomination period for general elections, extending the timeframe for challenging nominations from seven to 14 days and recommending the introduction of a pre-nomination period.

These changes, Zaloumis said aimed to curb unnecessary resignations and delays, while promoting greater participation by marginalised groups, including women, youth, and persons with disabilities.

Another critical proposal in the report addressed the cancellation of elections due to candidate resignation or death after nomination.

Stakeholders recommended that the ECZ avoid holding fresh elections in such cases, a move that could prevent costly and disruptive reruns.

Zaloumis commended the ERTC for its diligence and inclusivity.

“This report reflects the voices of the people. It represents a collective aspiration to strengthen Zambia’s electoral systems,” she said.

“It must evolve with democratic norms, public expectations, and emerging challenges. As a Commission, we remain committed to this journey.”

The Ministry of Justice is now expected to begin its review of the report, setting the stage for policy direction and legislative consideration.

Accepting the report, Minister of Justice Princess Kasune assured the nation that this milestone marked the beginning of further national consultations.

“The report today will not only be the end of it in itself,” she said.

“But we are continuing with a lot of consultations from different stakeholders, so that when we come up with the draft, it will be a representation of hopefully as many Zambians, if not all Zambians.”

Kasune praised the public discourse surrounding electoral and constitutional reforms, calling the national conversations very healthy for Zambia’s democracy.

When Laws Become Weapons: The Dangerous Trend of Targeted Legislation in Zambia- Thandiwe Ketis Ngoma

When Laws Become Weapons: The Dangerous Trend of Targeted Legislation in Zambia

By Thandiwe Ketis Ngoma

There is no greater threat to democracy than when the law ceases to be a shield for the people and becomes a sword in the hands of the powerful. When legislation is crafted not to ensure justice but to punish individuals or groups, justice becomes selective—and selective justice is no justice at all.

Zambia has seen this before. And today, it is happening again.

From President Frederick Chiluba’s manipulation of the Constitution in the 1990s to President Hakainde Hichilema’s tightening grip on digital freedoms and economic control, a disturbing pattern emerges: the law is being used not to protect citizens, but to protect those in power.

Chiluba’s Legacy: How Power Twisted the Constitution

In 1996, President Frederick Chiluba amended Zambia’s Constitution—not to strengthen democracy, but to eliminate a political opponent. That opponent was Dr. Kenneth Kaunda, Zambia’s founding father. By introducing a clause that required presidential candidates to have both parents born in Zambia, Chiluba surgically disqualified Kaunda, whose parents were Malawian.
This was not leadership. It was political sabotage, dressed in legal language.

Even more disturbing was the introduction of a law making motor vehicle theft a non-bailable offense. Promoted as a tough-on-crime measure, its true purpose was far more sinister: to target businessman Archie Malie, who was rumored to have had an affair with Chiluba’s then-wife, Vera Tembo. Whether the allegations were true or not, the message was unmistakable—laws could be weaponized for personal revenge.

This marked the beginning of a dangerous precedent: using state power to settle scores.

Hichilema’s Turn: The Promise Betrayed

President Hakainde Hichilema rose to power promising reform, transparency, and civil liberties. He labeled the Cyber Security and Cyber Crimes Bill “draconian” and vowed to repeal it.

But once in office, not only did he abandon that promise—he made the law even harsher.

Under the expanded law:

Citizens can be surveilled without court oversight

Vague terms like “cyberbullying” and “false information” are criminalized

Dissenting voices, especially online, are intimidated or silenced

Life sentences can be imposed for loosely defined digital offenses

This is not about digital safety. It is about consolidating power. It is about silencing dissent. It is about shrinking the space for criticism and free thought.

And it doesn’t stop there.

Livestock Law or Livestock Shield?

Another controversial move is the proposal to make livestock theft a non-bailable offense. On the surface, this appears to protect rural farmers. But critics point to a what seems to be a glaring conflict of interest because President Hichilema is one of Zambia’s largest cattle ranchers.

This would then  not be impartial policy. It is legislation that could directly safeguard the President’s private business interests.

The Cost of Targeted Legislation

From Chiluba to Hichilema, the lesson is clear: when laws are tailored to serve individuals rather than institutions, the entire nation pays the price. The damage is deep and far-reaching:

1. Erosion of Trust Citizens lose faith in a justice system that enforces laws selectively, based on power rather than principle.

2. Suppression of Freedoms Vague, punitive laws chill free speech, criminalize protest, and punish dissent.

3. Private Gain Over Public Good When leaders legislate to protect their own interests or settle personal vendettas, the people are betrayed.

4. The March Toward Authoritarianism Every abuse of legal power sets the stage for the next. Each unchecked overreach nudges democracy closer to collapse.

Retrogression Masquerading as Reform

President Hichilema promised a “New Dawn,” but what Zambians are witnessing is the recycling of old abuses, clothed in the language of modern governance.

The enhancement of the Cyber Security and Cyber Crimes Act is not a step forward. It is a regression. It does not secure the nation—it silences it. It does not promote accountability—it prevents it. It is not democratic—it is authoritarian.

Conclusion: Laws Must Serve the People, Not the Powerful

When the law becomes a political weapon, democracy begins to die—not in a blaze of violence, but quietly, legally, in full public view.

Zambians must remain vigilant. We must insist that laws are fair, transparent, and just. Laws must be written for everyone, enforced impartially, and free from personal or political motives.

Because once the law is used to target, it stops being law. It becomes oppression in disguise.

And when leaders become lawmakers for themselves, no one is safe.

Not your neighbor. Not your family. Not you.

Let this be our warning—and our rallying cry.

LUBINDA ACCUSED OF PLOTTING TO OUST LUNGU

LUBINDA ACCUSED OF PLOTTING TO OUST LUNGU

The opposition Tonse Alliance has accused PF faction Acting President Given Lubinda and others, including PF Secretary General Raphael Nakacinda, of trying to oust alliance Chairman Edgar Lungu.

Mr.Lungu, the former Republican President, is seeking re-election, even though the Constitutional Court has barred him from running again after serving two terms.

Tonse Alliance spokesperson Sean Tembo has given Mr. Lubinda seven days to explain his alleged involvement in a secret meeting with senior Socialist Party members.

Mr.Tembo claims there is an audio recording of Socialist Party members planning to destabilize the alliance and replace Lungu.

The recording also reportedly mocks Mr. Lungu’s ongoing medical stay in Johannesburg, South Africa.

Mr. Lubinda has not yet responded.

TONSE ALLIANCE STATEMENT ON THE CIRCULATING AUDIO IN WHICH SOCIALIST PARTY SENIOR OFFICIALS ARE ALLEGEDLY PLOTTING AGAINST THE ALLIANCE

Amos Chanda says KCM saga prompted his resignation

Amos Chanda says KCM saga prompted his resignation

FORMER State House press aide Amos Chanda has disclosed that a disagreement over the liquidation of Konkola Copper Mines (KCM) prompted his resignation from the presidency,

Chanda, who served as Special Assistant for Press and Public Relations under former President Edgar Lungu, made the revelations during a live interview on Radio Phoenix’s Let the People Talk programme this morning.

He said the decision to liquidate KCM reflected a broader ideological divide within State House, one that made it untenable for him to continue in his role.

Chanda said his resignation wasn’t a matter of personality clashes or ambition, but a principled stand against the path chosen to resolve the KCM crisis.

“Yes, I again put it on record that the people that we sold the mine to, who I consistently referred to as the country’s family seal, violated the social contract with the Zambian people,” Chanda said.

“They polluted the environment. They did not pay salaries. I agreed with all those protestations by the trade unions.”

Despite his agreement on the failures of the KCM owners, Chanda said he fundamentally disagreed with the decision to liquidate the mining giant.

The liquidation, according to Chanda, wasn’t just a technical move but it symbolised a deep policy rift inside State House, one that led him to a painful yet deliberate decision.

“Because the purpose of liquidation is to go in and liquidate, get the assets, sell them out and pay the creditors.”

Chanda, who is now UPND Media consultant, dismissed the notion that as a press aide he should not have been involved in policy matters like KCM, insisting his role was much more substantial than merely handling media.

“I met every CEO of KCM more than any other person. And I did not meet them because I met them as a person. I was assigned to. I was a contact person on various matters because it was a controversial subject,” he explained.

BINWELL MPUNDU FIRES BACK AT GEORGE MTONGA: “POLITICS IS NOT FOR COWARDS, SONNY”

BINWELL MPUNDU FIRES BACK AT GEORGE MTONGA: “POLITICS IS NOT FOR COWARDS, SONNY”

Dear George,

As someone who recognized what I thought was a principled decision on your part to walk away from a toxic relationship, I now take back that recognition — just to suit your ego.

You’ve made it clear that you are not our equal. And I agree — because I, too, cannot have a coward for an equal. Your decision was not driven by courage, George. It was impulsive. And now, clearly, you’re regretting it due to the backlash you’re getting from your former comrades. Koswe’s attacks on you are just the beginning. Your recent posts reek of panic and damage control.

Let’s be real, George — you may be more educated, more traveled, more exposed. But you’ll never be half the man I am. You may be book smart, but ine I’m street smart. I made the bold decision to walk away from PF and stood alone against seven competitors — including your UPND — with no money, no big machinery, and still beat all of them combined. Their votes put together couldn’t match mine.

That’s the difference, George. Some of us make real, manly decisions — and we don’t look back. We don’t tremble when the heat comes.

If you’re seriously considering standing for an elective position in Zambia, my advice: don’t do it, son. Politics is not for cowards or sissies. It’s brutal. It’s messy. And you, my brother, will not survive it.

Stand by your decision like a man, George. These soft stunts to win back praise singers — they don’t suit you. If you’re not man enough to own your stand, you’ll soon crawl back to those same people you’re trying to impress — tail between your legs like a wet little puppy.

I wish you the best of luck. But I sincerely apologize for ever thinking you were a real dude.

Sonny, stay where you belong — kumayadi. Kunokuno ku ghetto, it’s rough.

TONSE ALLIANCE IN TURMOIL

TONSE ALLIANCE IN TURMOIL: FOX NEWSPAPER’S PREDICTIONS COMING TO FRUITION?

The FOX Newspaper

Lusaka, April 23, 2025

In a development that echoes our earlier analysis, the Tonse Alliance is now grappling with internal discord, validating concerns about the coalition’s ideological coherence and leadership stability.

AUDIO LEAK EXPOSES INTERNAL STRIFE

A recently surfaced audio recording has unveiled a clandestine conversation allegedly among senior Socialist Party (SP) officials, including Ms. Akende M’membe, daughter of SP President Dr. Fred M’membe, and National Youth Chairman Mr. Kelvin Kaunda. The discussion reveals plans to usurp the current alliance leadership by removing Chairman Dr. Edgar Chagwa Lungu, who is presently undergoing medical examinations in Johannesburg. The conversation also includes derogatory remarks about Dr. Lungu’s health condition.

TONSE ALLIANCE RESPONDS WITH DISCIPLINARY ACTION

In response to the leak, the Tonse Alliance through its spokesperson Sean Tembo, has swiftly established an Ad hoc Disciplinary Committee, as per Article 23(i) of its constitution, to investigate the matter and recommend appropriate actions. The alliance has formally requested Dr. Fred M’membe to address the alleged coup plot and justify why the SP’s recent application to join the alliance should not be reconsidered.

Additionally, the committee has summoned PF Secretary General Hon. Raphael Nakachinda and Acting PF President Hon. Given Lubinda to explain unauthorized meetings with SP officials, which have been deemed clandestine due to the absence of alliance approval.

FOX NEWSPAPER’S ANALYSIS VINDICATED

This unfolding situation aligns with our previous editorial titled “The Red Joins the Green – What’s Brewing in Zambia’s Opposition Kitchen?” published on April 17, 2025. We highlighted potential pitfalls of the SP’s integration into the Tonse Alliance, emphasizing:
• Ideological Incompatibility: The merger of SP’s socialist principles with PF’s capitalist history raised questions about the alliance’s ideological consistency.
• Leadership Tensions: The potential for power struggles between Dr. Lungu and Dr. M’membe was a foreseeable risk, now materializing.
• Supporter Alienation: SP’s core supporters might perceive the alliance as a betrayal of socialist ideals, leading to internal dissent.
• UPND’s Strategic Advantage: The ruling party could exploit these fractures to question the opposition’s unity and reliability.

IMPLICATIONS FOR THE 2026 ELECTIONS

The Tonse Alliance’s internal conflicts may undermine its objective to present a unified front against the UPND in the upcoming 2026 general elections. The alliance’s credibility and cohesion are now under scrutiny, potentially affecting voter confidence.

CONCLUSION

The recent events within the Tonse Alliance underscore the complexities of political coalitions formed on expedient grounds rather than shared principles. As the alliance navigates this crisis, its ability to maintain unity and present a coherent alternative to the electorate remains uncertain.

ECONOMIST SAYS ZAMBIA MUST PRIORITIZE DOMESTIC ECONOMIC GROWTH AMID GLOBAL TRADE TENSIONS

ECONOMIST SAYS ZAMBIA MUST PRIORITIZE DOMESTIC ECONOMIC GROWTH AMID GLOBAL TRADE TENSIONS

By Chamuka Shalubala

Economist Dr. Lubinda Haabazoka says the ongoing trade war between the United States and China should serve as a wake-up call for Zambia to prioritize domesticating its Gross Domestic Product -GDP.

Speaking to Phoenix News, Dr. Haabazoka has emphasized the importance of local production, noting that Zambia must focus on producing the majority of goods consumed within the country to avoid being affected by external trade disruptions.

He has explained that for Zambia to remain self-sustainable and competitive, its economy must not be overly reliant on foreign markets and investments.

Dr. Haabazoka has also encouraged citizens to take an active interest in entrepreneurship, stressing that revenue generated from local businesses should stay within the country to support economic growth.

He adds that Zambia should reduce its dependency on imports, warning that overreliance on foreign goods makes the country vulnerable to the negative effects of international trade conflicts.

REMARKS  ECZ CHAIRPERSON ON THE OCCASION OF THE HANDOVER OF THE REPORT OF THE ELECTORAL REFORM TECHNICAL COMMITTEE (ERTC)

REMARKS BY MRS MWANGALA ZALOUMIS, SC, CHAIRPERSON OF THE  ELECTORAL COMMISSION OF ZAMBIA (ECZ), ON THE OCCASION OF THE HANDOVER OF THE REPORT OF THE ELECTORAL REFORM TECHNICAL COMMITTEE (ERTC) AT MULUNGUSHI INTERNATIONAL CONFERENCE CENTRE, LUSAKA ON  22ND APRIL 2025

The Honourable Minister of Justice,
Commissioners, Electoral Commission of Zambia
Permanent Secretaries,
Chief Electoral Officer and Staff of the Electoral Commission of Zambia,
Distinguished Guests,
Media
Ladies and Gentlemen,

Good morning.

On behalf of the Electoral Commission of Zambia and indeed on my own behalf, we are delighted to be here today. This is a very significant day where the Electoral Commission of Zambia is officially handing over the report of the Electoral Reform Technical Committee (ERTC) to the Ministry of Justice.

Today’s occasion is not merely ceremonial – it is a defining moment in Zambia’s continued journey to deepen democracy and uphold the constitutional values upon which our nation stands.

Ladies and Gentlemen,
Allow me to begin by reiterating our sincere gratitude to the Chairperson and members of the Electoral Reform Technical Committee.
As you may recall, The Electoral Reform Technical Committee was established in July 2024, pursuant to Section 7 of the Electoral Commission of Zambia Act No. 25 of 2016.

The objective of the Electoral Reforms was to review the legislative, administrative and policy framework for elections, and identify areas that will require legal amendments and those that may require policy or procedural changes.

The Committee was tasked with four core objectives:
1. To undertake comprehensive law reform governing the electoral process to enhance the credibility of elections;
2. To identify gaps in the legal framework requiring Constitutional and statutory amendments;
3. To harmonise the legislative framework governing the electoral process; and
4. To propose policy, administrative and procedural amendments for consideration by the Commission.

Membership of the Committee is drawn from the Electoral Commission of Zambia, Zambia Law Development Commission, Ministry of Justice,  Ministry of Information and Media, Office of the Vice President (Gender Division), Human Rights Commission, Zambia Police Service, Zambia Agency for Persons with Disability,  University of Zambia, Copperbelt University Dag Hammarskjold Institute of Peace and Conflict Studies, Law Association of Zambia, Civil Society Organisations, the Church, Faith-based Organisations, Zambia Centre for Inter-Party Dialogue and Eminent citizens with experience in elections, governance, conflict management and law reform.
In line with Section 4(3) of The Electoral Commission of Zambia Act No. 25 of 2016, the ERTC conducted countrywide consultations among various stakeholders to ensure that the process was inclusive. Stakeholders made oral and written submissions. The Committee conducted public sittings in provincial headquarters in October 2024. The public sittings were held in the Provincial Headquarters of all the ten provinces namely

– Chinsali in Muchinga Province
– Chipata in Eastern Province,
– Choma in Southern Province,
– Kabwe in Central Province,
– Kasama in Northern Province,
– Lusaka in Lusaka Province
– Mongu in Western province,
– Mansa in Luapula Province
– Ndola in Copperbelt Province, and
– Solwezi in North-Western Province
The purpose of these sittings was to facilitate broad stakeholder consultation and participation, providing an opportunity for individuals, institutions, traditional leaders, political parties, churches, and other interest groups to contribute to the electoral reform process.

Distinguished Guests,
From the above, it is evident that the Committee was appointed with a clear and ambitious mandate: to undertake a comprehensive review of the legal, policy, and administrative frameworks governing our electoral process.
That task has now culminated in the comprehensive report we are handing over today.

This report represents the product of wide-ranging consultations and thoughtful deliberations. It reflects the voices and perspectives of many – from ordinary citizens who participated in public sittings, to electoral stakeholders, experts, and institutions who made submissions and shared insights. The diversity of views and the inclusivity of the process underscore the legitimacy of this document and the value it holds for our democratic future.
Ladies and Gentlemen,
Here are a few highlights of some of the submissions received and recommendations:
1. Constitutional Matters
The issues covered under the Constitutional matters included, Mixed Member Proportional Representation Electoral System; Delimitation of Constituencies; Cancellation of Election on Resignations and Appointment of Cabinet Ministers. These key issues have been selected to illustrate the extent of the submissions received, but specifically the following:

Delimitation of Constituencies
Submitters proposed that large constituencies be delimited to enhance development, improve political representation, enhance the efficiency of service delivery, and ensure quality of the vote. They further recommended that the number of constituencies, as provided under Article 68 of the Constitution be increased to implement delimitation.
The ERTC recommends Article 68 of the Constitution be amended to increase the number of constituencies in line with delimitation.

Cancellation of Elections
Submitters proposed that in the event a candidate dies or resigns after nominations, the ECZ should not call for fresh nominations but should instead proceed with the election. They argued that calling for fresh nominations in such cases leads to unnecessary delays and imposes significant costs on the State.
The ERTC recommends that Article 52(6) be amended to specifically address issues related to Parliamentary and Local Government elections by clearly outlining the procedures for different scenarios. In cases where a candidate resigns after nominations, the election should proceed as scheduled. Similarly, if a candidate is disqualified by the court after the close of nominations due to malpractice or a criminal offence, including corruption, the election should also proceed. However, in the event that a candidate dies in a parliamentary or local government election after nominations but before the election date, the ECZ should cancel the election, call for fresh nominations from eligible candidates, and ensure that the new election is held within 30 days of the fresh nominations.

Ladies and Gentlemen,
In addition, the received submissions related to the Electoral Process Act and Code of Conduct included, Nomination Period for General Elections, and Objection to the Provisional Register of Voters. These key issues are being highlighted to illustrate the extent of the submissions received, the analysis conducted, and the recommendations made by the ERTC as follows:

Nomination Period for General Elections
Submitters highlighted the need to amend the law to protect against unnecessary resignations aimed at causing delays in elections, that the period for challenging nominations should be extended from seven to fourteen days, and that the nomination fees should be reduced to facilitate the participation of candidates from marginalised groups.
The ERTC recommends that Part IV of the Electoral Process Act be amended to introduce a pre-nomination period of 14 days. Further, it should be amended to place the responsibility on candidates to have their documents verified and authenticated their  before submitting them to the ECZ.

Electronic voter registration
Submitters proposed that the Electoral Process Act be amended to include provisions for electronic voter registration. This amendment is aimed at modernising the voter registration process, enhancing efficiency, improving accessibility, and ensuring greater accuracy in the identification of the voters and in the management of the voters’ roll.
The ERTC recommends an amendment to the Electoral Process Act to provide a section on use of technology in the electoral process which will provide for the use of biometric voter registration and identification systems. It is important to note that this is not electronic voting.

Ladies and Gentlemen,
The Committee has produced recommendations that will no doubt will set the national discourse which will contribute to the decision-making on how best to strengthen Zambia’s electoral process and systems.
As a Commission, we have reviewed the report and wish to commend the ERTC for its diligence, impartiality, and commitment to this critical national assignment. The recommendations contained herein are far-reaching and provide a strong basis for reform – from legal amendments to institutional capacity enhancement, policy and improved procedures.

Distinguished Guests,
The handover of this report to the Ministry of Justice marks the beginning of a new phase, that of Government review, policy consideration, and ultimately, legislative action where required.
We are confident that government will provide the necessary guidance and facilitate further processes for the consideration and implementation of these recommendations in line with established Government procedures.
As we hand over this report, we are reminded that electoral reform is not a destination but a journey. It is a continuous process that must adapt to emerging challenges and opportunities, public expectations, and evolving democratic norms. The Commission remains committed to playing its part in this journey and will continue to engage with all stakeholders to ensure that the reforms reflect the aspirations of the Zambian people.

In closing, allow me to express our gratitude to the Democracy Strengthening in Zambia Project managed by the United Nations Development Programme for the support towards the work of the ERTC. This collaborative approach reflects the importance of partnerships in advancing democratic governance and institutional strengthening.

Once again I wish to thank the Chairperson and members of the Electoral Reform Technical Committee, stakeholders, and the general public for their contributions. Your voices have shaped this report, and your input will continue to shape the future of our democracy.

Honourable Minister, it is now my honour to officially hand over the Report of the Electoral Reform Technical Committee to the government for further consideration.
I thank you.

Emmanuel Munaile a former Football Association of Zambia (FAZ) Vice President, has thrown his hat into the ring for the association’s presidency, backed by a career spanning playing, coaching, administration, and policymaking.

The 1986 Zambia national team debutant, who later helped rebuild the squad after the tragic 1993 plane crash, is pitching himself as a transformative leader with “lived experience at every level of the game.”

Munaile’s playing career saw him star for Zambia’s Mighty Mufulira Wanderers and Zanaco, as well as South Africa’s Manning Rangers and Dynamos. His national team journey began in a 1986 clash against Zaire (DR Congo) and culminated in his inclusion in the emotional post-crash rebuild.

A Germany- and Hungary-trained coach, he managed Zanaco, City of Lusaka, and Rumlex. Administratively, he chaired Mungwi Hotspur, served as Zambia Football Coaches Association (ZAFCA) treasurer, FAZ committee member and Vice President,

The ex-MP and former banker holds a MA in Economic Policy Management, BA in Economics, and a computer studies Diploma. He now sponsors third-tier side Springs of Hope, cementing his grassroots ties.

Munaile’s bid hinges on uniting his trauma-forged resilience, technical savvy, and policy expertise to overhaul Zambian football. “I’ve worn every jersey—player, coach, administrator, banker, lawmaker. Now I want to lead FAZ with that DNA, what else remains if not the FAZ Presidency ” he asserts.

NEVERS CALLS ON THE CHURCH TO INITIATE POLITICAL DIALOGUE

NEVERS CALLS ON THE CHURCH TO INITIATE POLITICAL DIALOGUE

MOVEMENT for Multiparty Democracy (MMD) president Nevers Mumba says dialogue among politicians should start now ahead of the 2026 general election, and should be initiated by the Church.

Recently, Chief Government Spokesperson Cornelius Mweetwa urged the Church to intercede for tolerance among politicians ahead of next year’s general election.

In an interview, Dr Mumba said all contentious issues should be addressed early, including working together to ensure Electoral Commission of Zambia (ECZ) inspires confidence ahead of the polls.

He said that both politicians and citizens are waiting for the Church to provide leadership in this matter.

“Every contentious area, we must look at it together, the issue of the rule of law, how are we going to manage that between the election and issues of the public order act.

How is it going to be executed in terms of it being fair?

War veteran Blessed Geza pushes Zimbabwe govt into panic mode

Geza pushes govt into panic mode
The government has warned outspoken war veteran Blessed Geza that his days are numbered after he called for a two-day national shutdown to force President Emmerson Mnangagwa to step down. The controversial call has sparked panic within government circles.

Geza, known for his vocal criticism of Mnangagwa’s administration, posted a video on YouTube on Saturday night urging Zimbabweans to stay at home on Tuesday and Wednesday, in a bid to apply pressure on the President to resign. The war veteran accuses Mnangagwa of presiding over a corrupt government and mishandling the country’s affairs, including a recent proposal by loyalists to extend Mnangagwa’s term from 2028 to 2030, despite the President’s public stance that he does not intend to stay in office beyond his current term.

In response, Information Minister Jenfan Muswere dismissed Geza’s call as futile, labelling him a “comedian” and a “madman.” Muswere urged the public to ignore the shutdown call, describing it as an effort by “cyber terrorists” to disrupt the country. He also warned Geza and others like him, claiming their “days are numbered.”

“We are not moved by these cyber terrorists. Their days are numbered. We should work for our families and not be misled by an individual,” Muswere told NewsDay.

Geza’s call for a national shutdown is not his first attempt at disrupting the government’s plans. In March, he had called for protests against Mnangagwa, which ultimately led to a national shutdown. That shutdown caused significant concern within government ranks, particularly among those who were pushing for the President’s term extension. Geza’s movement forced proponents of the 2030 agenda to temporarily halt their plans.

Blessed Geza believes that staying at home is a peaceful and effective way to push for Mnangagwa’s resignation without provoking violence from the authorities. His stance has garnered some support from opposition groups, including the Citizens Coalition for Change (CCC), which expressed solidarity with Geza’s fight against corruption and attempts to alter the Constitution.

CCC spokesperson Promise Mkwananzi stated, “Our position as the opposition party in the country is that we support every progressive effort by any citizen or individual who are fighting against corruption and even manoeuvres to alter the Constitution.”

The Zimbabwe Congress of Trade Unions (ZCTU) also acknowledged Geza’s call but stated they would consult their members before taking a stance on the planned shutdown. ZCTU secretary-general Kudakwashe Munengiwa said workers were dissatisfied with the current economic conditions, which had worsened since 2017.

“Workers’ wages have gone down since 2017; workers are not happy about the current economic status,” Munengiwa said, although he refrained from fully endorsing Geza’s call.

The Zimbabwe Nurses Association, however, declined to comment on the matter, stating they would not engage in politics.

On the other hand, Zanu-PF officials dismissed Geza’s efforts, with the party’s director of information, Farai Marapira, saying the ruling party would not waste time responding to a “cartoon character” like Geza. He further emphasized that Zanu-PF is a large and established party, unaffected by such calls.

“We don’t need to respond to such characters. The people of Zimbabwe have shown they have no time for them,” Marapira said.

Geza’s call has sparked tensions across the country, with police increasing their presence ahead of the planned shutdown. The government has already pressed charges against Geza for incitement, following his previous call for the President to step down.

As the situation unfolds, Zimbabweans and political analysts alike are closely monitoring the outcome of this latest standoff between the government and Geza.

FAILURE TO PAY BACK CDF LOANS BY BENEFICIARIES IRKS KABWE MP

FAILURE TO PAY BACK CDF LOANS BY BENEFICIARIES IRKS KABWE MP

‎KABWE Central Constituency Member of Parliament, Chrizoster Phiri, has expressed disappointment with failure by most beneficiaries of the Constituency Development Fund loans to pay back the monies owed to government.

‎Mrs Phiri says the failure to pay back the loans compromises chances of other people to access the money which is supposed to be a revolving fund.

She said in Kabwe, that the funds were intended to improve people’s lives by enabling them to invest in profitable businesses and also contribute to the country’s development.

‎Mrs Phiri regretted that some individuals who applied for loans are still on the waiting list due to limited funds.

‎She has since cautioned the beneficiaries not to take advantage of the government by not paying back the money, saying it is a huge cost to the government.‎

”Some politicians and government workers have been arrested for misusing government funds, and CDF loan beneficiaries are no exception,” she warned.

LOCUSTS INVADE KALABO DISTRICT – FARMERS URGED TO BE VIGILANT

LOCUSTS INVADE KALABO DISTRICT – FARMERS URGED TO BE VIGILANT

Kalabo District | Tuesday, 22nd April 2025

A locust invasion has been confirmed in Liuwa Constituency, raising alarm among farmers in Kalabo District. According to Kalabo District Agricultural Coordinator, Mr. Milimo Mudenda, the pests have been spotted in Mishulundu Agricultural Camp under Sishekano Block. The locusts are currently in a solitary phase, but pose a serious threat to crops if not controlled swiftly.

Mr. Mudenda highlighted that rice and maize fields are at high risk, potentially endangering the district’s food security if the outbreak escalates.

In response to the situation, the Department of Agriculture has delivered 20 litres of Metarhizium, a bio-pesticide effective against locusts, to Mishulundu. The supply, which can be mixed with up to 5,000 litres of water, will be distributed to affected farmers.

A team of agricultural experts and camp officers is already on the ground, monitoring the situation and supporting local farmers with chemical distribution and guidance.

Mr. Mudenda has urged all farmers in Kalabo and surrounding districts to immediately report any sightings of locusts to their nearest extension officer or district agriculture office.

Farmers, stay alert – early reporting and quick action can help prevent crop losses.

Additionally, two hundred and one (201) accidents were recorded as damage-only incidents.

In comparison with the 2024 Easter Holiday, a total number of 338 road traffic accidents were recorded as compared to 326 in this year’s Easter Holiday. The figures show a decrease of twelve (12) road traffic accidents.

In 2024, twenty-four (24) fatal road traffic accidents were recorded in which thirty-two (32) persons were killed, compared to twenty-one (21) fatal road traffic accidents where twenty-three (23) persons were killed in this year’s Easter Holiday. The records show a decrease in both fatal road traffic accidents and persons killed by three (03) and nine (09) respectively.

Serious road traffic accidents increased from twenty-six (26) in 2024, where fifty-nine (59) persons were seriously injured, to forty-three (43) this year with eighty-one (81) persons seriously injured. This indicates an increase in serious road traffic accidents by seventeen (17) and in persons seriously injured by twenty-two (22).

The records show an increase in road traffic offences by five hundred and sixteen (516) and an increase in admission of guilt fines collected by K167,560.00.

Most road traffic accidents during the 2025 Easter Holiday were attributed to human error, such as excessive speed, misjudging clearance distance, negligent reversing, cutting-in, and failure to keep to the nearside, among others. Most accidents occurred on Fridays and Saturdays, coinciding with higher traffic volumes on these days.

The reduction in overall road traffic accidents in 2025 is attributed to continued enforcement and road safety sensitisation measures undertaken during the holiday period. The Zambia Police Service remains committed to reducing road traffic accidents and saving lives on our roads.

Jack Jacob Mwiimbu, SC. writes

Earlier today, we commissioned the first-ever Police Station in Bweengwa Constituency since its establishment in 1973.

George Clooney says he and wife Amal Clooney have never had a fight in their 10-year marriage

George Clooney says he and wife Amal Clooney have never had a fight in their 10-year marriage.

In 2022, the “Wolfs” star, 63, told Gayle King that communication with his human rights lawyer wife, 47, is “the easiest thing by far” in their relationship and that, up until that point, they had “never had an argument.”

Clooney has now revealed that it is still the same.

“I remember we were here with you once before, and I remember we said we’d never had an argument,” Clooney told King, 70, Monday, April 21, on “CBS Mornings.”

“We still haven’t,” he added. “We’re trying to find something to fight about!”

He continued, “I feel so extraordinarily lucky to have met this incredible woman. And I feel as if I hit the jackpot. There isn’t a day that goes by where I don’t think I’m the luckiest man in the world. So it’s great.”

Clooney was joined by Amal when he told King about their copacetic communications style in 2022.

“It’s maddening to some of our friends,” Amal admitted at the time. “I have a cousin, actually, every time we see him he’s like, his first question is, ‘So have you had an argument yet?’ before he says ‘hello.’”

When asked by King whether they had “seriously” never argued, Clooney said, “Would you like us to now? Would that make you feel better?”

Amal credited good luck for their harmonious marriage.

“It’s 99 percent luck just to meet the right person,” she said. “And I think the one thing we would take is to not be cynical, just to be open, and I was surprised that you were not cynical or guarded at all and things just moved very quickly.”

Clooney and Amal (née Alamuddin) got married in September 2014 in Venice, Italy. In 2017, they welcomed twins Ella and Alexander.

“Our kids are 7, about to be 8, which is a pretty great age,” Clooney told King of his and Amal’s kids. “They’re really curious and funny. Every parent thinks their kids are great. Our kids are funny and make us laugh.”

Trump administration considering implementing incentives to get women to have more babies

The Trump administration is reportedly considering implementing incentives to get women to have more babies to tackle the declining birth rates in the U.S.

Officials in President Donald Trump’s administration have been quietly meeting with activists and birth advocates in order to come up with ideas including payments and motherhood awards to bolster the birth rates, according to The New York Times.

Per the outlet, one proposal reportedly being considered is to give a $5,000 cash “baby bonus” to American mothers after they have given birth.

Another proposal would allegedly bestow a “National Medal of Motherhood” to moms in the U.S. who have six or more children, a reward program that’s been utilized before by notable authoritarian world leaders.

White House Press Secretary Karoline Leavitt said in a statement to the Times that Trump “is proudly implementing policies to uplift American families.”

“The President wants America to be a country where all children can safely grow up and achieve the American dream,” she said.

“As a mother myself, I am proud to work for a president who is taking significant action to leave a better country for the next generation.”

Beyoncé’s mother Tina Knowles reveals secret reconciliation with ex-husband Mathew Knowles

In her newly released memoir Matriarch, Tina Knowles—mother to global superstars Beyoncé and Solange opened up about a surprising chapter in her personal life: a brief reconciliation with her ex-husband Mathew Knowles after filing for divorce in 2009.

The couple initially split following Mathew’s affair, which resulted in the birth of a child with another woman.

Despite this, Tina admitted in the memoir that she found herself drawn back to him after he sought counseling and made repeated efforts to win her back.

“He’d changed after new counseling,” she wrote. “I didn’t believe him at first, but he was persistent, proved he’d gotten help, and as he courted me, I found myself falling in love again. The magnetic pull between us… was stronger than ever.”

Tina revealed she initially filed for divorce because she felt she had “no choice” in the wake of the betrayal.

Still, in 2010, they rekindled their relationship in secret, even sneaking around to avoid upsetting their daughters.

The truth came out on Mother’s Day when Beyoncé and Solange made a surprise visit to Tina’s Galveston, Texas, home.

Tina recalled Beyoncé reacting quietly, while Solange was more emotional.

“Beyoncé was more understanding than Solange, who I know was just being protective of me,” Tina shared. “They each loved their dad in different ways.”

Despite the temporary reunion, Tina ultimately chose to move forward on her own, finalizing her divorce from Mathew in 2011. She later married actor Richard Lawson in 2015, a marriage that ended in divorce in 2024.

Reflecting on her journey, she wrote, “I clearly knew my relationship with Mathew was unhealthy, and it was the fear of going it alone that kept me stuck.”

Harvard University filed a lawsuit against the Trump over funding cuts

Harvard University filed a lawsuit against the Trump administration on Monday, April 21, escalating the battle between the prestigious institution and the former president.

The University is challenging the administration’s attempts to withhold federal funding and impose political oversight on its operations, particularly related to its admissions policies, hiring practices, and political stance.

The lawsuit, filed in a Massachusetts federal court, claims that the Trump administration’s actions violate both the First Amendment and federal laws. It describes the government’s efforts as “arbitrary and capricious” and argues that they represent an unlawful use of federal funding to influence academic decision-making at Harvard and other targeted universities. The lawsuit seeks to have the funding freeze and other imposed conditions on federal grants declared unlawful and to recover legal costs.

The Trump administration has been engaged in a broader campaign against several elite universities, accusing them of tolerating anti-Semitism on campus.

This includes claims about protests against Israel’s war in Gaza, which the administration linked to anti-Semitic rhetoric. Harvard responded by disciplining students involved in those protests, including placing 23 students on probation and denying degrees to 12 others.

Trump has publicly criticized Harvard, stating on his social media platform that the university is a “joke” that “teaches Hate and Stupidity” and should no longer receive federal funds. He has also frozen $2.2 billion in federal funding to the institution in retaliation for its refusal to accept government oversight.

Harvard, in its lawsuit, affirmed its commitment to combating anti-Semitism and other forms of discrimination, stating that it is actively implementing reforms to address these issues. The lawsuit argues, however, that the administration’s blanket freeze on funding affects research unrelated to anti-Semitism, including medical, scientific, and technological studies.

The Trump administration’s move comes amid ongoing tensions with academia over claims that universities are too left-leaning and favor minority groups in their programs. Harvard’s stance, particularly its refusal to accept government intervention in its academic independence, places it at the center of a larger debate about the role of politics in education and the autonomy of higher learning institutions.

Justin Bieber’s creative director takes break from the singer over beef with Pastor

A longtime associate of Justin Bieber has reportedly stepped away from the pop star, citing concerns tied to Bieber’s pastor, Judah Smith.

According to sources with direct knowledge who spoke to TMZ, Ryan Good, Bieber’s former road manager and creative director of the singer’s fashion label Drew House, has not been in contact with Bieber for over a year.

The estrangement appears linked to Good’s departure from Churchome, a Beverly Hills-based church where Smith serves as pastor and which Bieber continues to attend. Sources say Good left the church after becoming uncomfortable with what he perceived as cult-like practices. His growing unease, coupled with Bieber’s deepening bond with Smith, reportedly played a central role in the breakdown of their friendship.

The situation grew more complicated when Bieber added Smith to the board of Drew House, despite known tensions between Smith and Good. Sources described the decision as “weird,” questioning the appropriateness of a pastor serving in a business role at a fashion brand. Bieber and Smith have shared a close relationship over the years, including public appearances such as traveling together to Las Vegas for Super Bowl LVIII.

Despite their falling out, sources say Good remains concerned about Bieber, especially in light of recent public behavior. Videos of the singer partying at Coachella and a confrontation with paparazzi outside a coffee shop near the festival grounds have sparked concern among fans and insiders alike.

Sources close to Smith told TMZ he harbors no ill will toward Good and wishes him well, noting that their lack of communication over the past year was initiated by Good. Attempts to reach Bieber’s team for comment have so far gone unanswered.
