Presidential Advisors bear a critical responsibility to engage government agencies and private sector stakeholders to drive the rapid implementation of national development programmes. It is surprising therefore, that some consider such engagement as inappropriate and interference. How can advisors effectively serve the President without direct interaction with the entities responsible for executing his vision? How can they provide informed counsel without a clear understanding of operational realities on the ground?



The role of Presidential Advisors is not ceremonial. It is dynamic and action-oriented. It demands active oversight, continuous engagement, and a commitment to translating presidential directives into tangible outcomes. To restrict this engagement is to undermine the advisory function and impede Zambia’s development.



Zambians voted overwhelmingly for transformative change, entrusting President Hakainde Hichilema to deliver progress with urgency. Yet, entrenched bureaucracy, administrative lethargy, and a culture of resistance among some officials threaten this mandate. In certain institutions, we encounter defeatist attitudes that stifle reform:



“I’ve been here for 20 years; this won’t work.”
“They found us here, and they’ll leave us here.”
“These are the rules, and they cannot change.”



Such mindsets are not just obstacles, they are threats to national progress. They perpetuate inefficiency, foster corruption, and entrench systems that prioritise personal gain over public good. Rigid, opaque processes create fertile ground for corrupt practices, while resistance to change often masks vested interests that sabotage the collective good.



President Hichilema is championing a bold reform agenda to dismantle these barriers. His administration has slashed bureaucratic delays, making Zambia more attractive to investors. Previously, securing investment licenses for job-creating projects could take over two years, but now these processes are completed in under three months. In critical cases, the President has directed agencies to work tirelessly, including nights and weekends, to ensure projects align with legal requirements and move forward swiftly.



Yet, progress is not universal. When development falters, the public rightly holds the President accountable, while bureaucrats who obstruct reform often evade scrutiny. Resistance frequently stems from entrenched interests. For example, the President inherited a system that resisted establishing a local fertilizer manufacturing plant, favouring costly imports that enriched a few while inflating agricultural costs. Defying opposition, he prioritised the plant’s completion. Today, Zambia meets domestic fertilizer needs and exports to the region—a testament to decisive leadership.



Similarly, in the energy sector, the President is pushing for local power generation to address the electricity deficit. Yet, some officials advocate for continued reliance on expensive imports, delaying licenses for renewable energy projects. In such instances, Presidential Advisors must step in. Not to ‘meddle’, but to ensure accountability, remove bottlenecks, and align actions with the President’s democratically mandated vision for a self-sufficient Zambia. Thanks to these efforts, alternative energy projects are now taking root right across the country.



Bureaucracy and rigidity are not synonymous with order or protocol. They are enemies of progress. Unchecked, they breed corruption, stifle innovation, and delay the benefits of development that Zambians deserve. Presidential Advisors are not passive observers; they are enablers of transformative change. Through relentless engagement, they ensure speed, transparency, and delivery. Development delayed is development denied, and Zambia cannot afford to wait.

Former President Edgar Lungu will on 28th May, 2025 head back to Zambia after undergoing a series of health treatments.



Lungu has been out of Zambia for months now seeking health services in better health facilities outside Zambia.

The former leader of Zambia has been living at a private residence in South Africa.



As he returns to Zambia, top on his agenda is to remove Hakainde Hichilema from office by any means necessary.

Lungu’s political fate will only be decided when he comes back to the political stage this month.

According to his inner circles, Lungu has recovered and his voice has improved for more political jabs targeted at Hichilema.



The former leader of Zambia will make his first public appearance at KK Airport when he will be landing as Zambians have not seen him in a while.



Political barrage from Lungu is expected immediately journalists will be at the airport to cover his arrival.


His business associates have pledged financial support to Lungu as they believe that only him will give them more business deals.- KOSWE

Six students from Nakonde, sponsored under the Constituency Development Fund (CDF) bursary and skills development program, are stranded in Lusaka after being evicted from their boarding house.

The students, who are studying at HandsWorth Institute, reported for school in February of this year.



The CDF funding package covers accommodation for students, when a school does not have its own boarding facilities, it typically rents houses for its students.


In this case, HandsWorth Institute rented a boarding house for the students, a flat with two rooms each comprising five banker beds, accommodating five students per room.

The students were evicted in the morning on Wednesday, and as of 18 hours on the same day, they were still outside with nowhere to go.



They are enrolled in various programs, including food production, heavy machinery operation, and driving.

According to an acceptance form made available to Chete FM News, the courses range from a total of K9,050 for one-month courses, K10,50 for two-week courses, and K11,500 for three-month courses, inclusive of tuition fees, protective clothing fees, and accommodation and food fees.



Kelvin Sichalwe, a 27-year-old student from Ntindi, doing a driving program, has told Chete FM News that his course was supposed to end in March.

However, he is still in Lusaka because the school has not cleared and given him his license due to issues with fee clearance.


Other students, such as Peter Simukoko, aged 31, from Chozi, and Allan Vwambanji Sinyinza, have shared similar challenges.

Some students, like Simon Silweya, who returned two weeks ago, used their own money to get certificates for operating heavy machinery.


When contacted, Nakonde Town Council Assistant Public Relations Officer Florence Sichula has acknowledged the delayed payments, stating that the first payment was made on April 24, and a second payment was made on Monday this week.

She has admitted that there was a delay in the funds but indicated that the council has a relationship with schools where services are given to students even without complete payment.



This year, the council has received over K5 million for CDF programs.

The council has acknowledged receiving reports of some students facing challenges but stated that they had not received any complaints from HandsWorth Institute specifically.



It says it will engage the school to address the issues raised.

Chete FM News has also contacted HandsWorth Institute, and at the time of the initial contact, the school indicated they were engaged and would attend to our queries after 18 hours.



However, when followed up at the appointed time, calls went unanswered despite several attempts.

There are 6 students who are still in Lusaka out of the 28 enrolled.



The rest started coming back as earlier as last month without completing their courses.

The stranded students are begging to do any work to raise money to travel back home

Member of the Government Ministerial Media Committee, Chipoka Mulenga, has strongly condemned former President Edgar Lungu’s recent remarks on corruption and the alleged theft of medical supplies, labeling them as politically motivated and misleading.



Mr. Mulenga, who also serves as Minister of Commerce, Trade and Industry, described Mr. Lungu’s comments as unworthy of a former Head of State, alleging that he is attempting to undermine the current government’s progress by fueling public distrust.



He clarified that the United States’ decision to suspend K1.4 billion in health sector support was not due to the theft of drugs, as insinuated by Mr. Lungu, but rather related to procurement processes, which the current administration is actively reforming.



Mr. Mulenga suggested that the former President is echoing social media propaganda aimed at discrediting President Hichilema’s government, warning that such unfounded statements threaten to politicize a critical sector meant to serve the public.



He argued that Mr. Lungu’s criticism is not only baseless but hypocritical, given that similar challenges persisted during his tenure, which he failed to address, unlike President Hichilema’s administration, which is making tangible progress.



Highlighting the significant strides made under UPND, Mr. Mulenga noted that the number of health facilities has increased by nearly 70 percent, reflecting the current leadership’s commitment to health sector improvements.



He called on Zambians to reject politically charged narratives and focus on factual progress, pointing out that Mr. Lungu’s statements reflect frustration over the UPND’s achievements rather than genuine concern for public welfare.

The Zambia Airports Corporation Limited has defended the dismissal of its former manager Paul Kasonde who sued the corporation, seeking damages for unfair dismissal following an incident where former President Edgar Lungu was cleared at the Kenneth Kaunda International Airport without full security screening.



In its defence filed on 7 May 2025 before the Lusaka High Court, the corporation submits that Mr. Kaonde’s appointment as manager of aviation security was renewed in February 2024 for a further 3-year term but ended with his summary dismissal on 10 February 2025 after a disciplinary process.



According to the corporation, Mr. Kasonde was charged with failing to report a serious security breach that occurred on 19 January 2025, when both the former president and former first lady passed through the archway metal detector without undergoing comprehensive screening.


Following his dismissal, Mr. Kasonde appealed, but the appeal committee upheld the original ruling, finding that established reporting protocols had been breached.



The Zambia Airports Corporation maintains that the disciplinary proceedings conformed to its grievance procedure and disciplinary code, 2022, and that there was sufficient material evidence to justify dismissal.



The Corporation has since appealed to the Lusaka High Court to dismiss Mr. Kasonde’s claim for K5.5 million in contract value and damages, arguing that no further relief is owed.

ABSA Bank Zambia is investigating a case in which at least one of its clients has allegedly lost about K2.8 million through a fraudulent online banking transaction and an illegal Airtel SIM card replacement.



Police spokesperson Rae Hamoonga said he could not comment on the matter because he did not have full details.



According to sources within the bank, a fraudulent online banking transaction was reported on Thursday last week, in which the victim Bruce Choongo lost about K2.8 million through various transfers. “It seems someone went into his account and swept the money that was there.

Road Transport and Safety Agency (RTSA) has launched an investigation following the circulation of a video on social media showing one of its enforcement patrol vehicles in pursuit of a passenger-loaded minibus.


The video went viral on various social media platforms and sparked widespread concern.


In a statement issued today RTSA expressed deep concern over the footage and confirmed that formal investigations into the incident have been instituted.



“RTSA does not condone the chasing of any motorist, including passenger buses. Our  enforcement officers are not permitted to engage in such pursuits under any circumstances,”read the statement in part.

The Presidential Delivery Unit has halted the Commissioning of a 1 by 3 Classroom block at Muchinshi Secondary School, constructed under the Constituency Development Fund CDF due to poor quality works in some areas.



Muchinshi Secondary School was scheduled for Commissioning on Friday this week by Chingola Constituency Member of Parliament Chipoka Mulenga.



But the team led by Copperbelt Province Deputy Permanent Secretary Daniel Kamenga said the works done are not impressive and that the Contractor should work on errors made.



Speaking when he inspected various CDF-funded projects in Chingola Constituency, Mr Kamenga expressed disappointment that some of the CDF projects in Chingola Constituency were not of good quality.



He stated that it is disappointing to note that some Contractors had no project plans on site, which is compromising the quality of work.



Mr Kamenga expressed concern that the increased CDF allocation was not being utilized effectively and questioned why council engineers were not inspecting projects to monitor progress.

He was however impressed that the projects were delivered on time and procured at the right Price.



Mr Kamenga has since directed that contractors redo the work and urged Chingola Municipal Council to ensure that projects meet the required standards before being commissioned.



Meanwhile Chingola District Commissioner Raphael Chimupi said his Office has taken note of concerns raised by the Presidential Delivery Unit and will work on areas of need.



Among the projects Inspected was the Chiwempala Maternity Annex, Kasompe Admission Block, Chiwempala Police water reticulation and Muchinshi Secondary School 1 by 3 Classroom block.

The Non-governmental Gender Organisations’ Coordinating Council (NGOCC) notes the US Ambassador’s announcement of the suspension of approximately K1.4 billion in medical aid to Zambia, citing extensive theft of medicines and the Zambian government’s failure to effectively combat this situation.



NGOCC asserts that this development should not shock Zambians, given the persistent reports of theft within the Ministry of Health, and we express our profound worry over the government’s inadequate response to this serious misconduct.



We emphasize that while Zambia must strive for greater self-reliance and urgently needs to strengthen its internal resource generation, what is equally important is that the government must address the known systemic weaknesses to prevent the ongoing thefts of essential medicines.



The potential ramifications of this aid withdrawal are deeply concerning, particularly for vulnerable Zambians. Data from the Zambia Population-Based HIV Impact Assessment reveals a higher annual HIV prevalence among women (11.0%) compared to men (8.0%) for adults aged 15 and above.

Therefore, the suspension of US medical aid will foreseeably diminish the supply of vital HIV and TB drugs to vulnerable populations, with women facing a disproportionate impact as they represent the majority of both those living in poverty and those benefiting from health sector aid.



Women will not only experience disruptions in their own essential treatment but will also be further burdened by increased caregiving responsibilities. Therefore, NGOCC urgently demands that the Zambian government take ownership of this significant theft, demonstrate a tangible commitment to eradicating both past and present corruption, and, crucially, immediately inform the nation how they will bridge this critical funding gap to prevent devastating drug shortages and the potential loss of life.

Chieftainess Waitwika Condemns Theft of DC’s Official Vehicle, Calls for Serious Investigations



Chieftainess Waitwika of the Namwanga people of Nakonde has expressed deep sadness and disappointment over the theft of the District Commissioner’s official vehicle in Nakonde.



In an interview with Chete FM news from her palace, her royal highness has described the incident as a lack of patriotism and love for Zambia.



The traditional leader states that the vehicle has been instrumental in serving the district, particularly in the monitoring government programs.

She has called for serious investigations into the matter, stressing that the theft is not only a loss to the District Commissioner but also to the community.



Chieftainess Waitwika has further condemned the rising incidents of theft and other forms of lawlessness in the district, stating that they are denting the district’s image and may negatively impact development.



She has urged residents of Nakonde to take responsibility and show love for one another, emphasizing the need for collective effort in maintaining peace and security in the community.



The vehicle, a white Toyota Land Cruiser, was suspectedly stolen from the Nakonde Town Council premises between Saturday last week and Monday this week.



The vehicle was discovered missing on Tuesday morning, May 13.

The police have been informed, and investigations are ongoing.

The opposition Forum for Democracy and Development (FDD) has backed calls by the Road Transport and Safety Agency (RTSA) Board Chairperson Allen Mate to redesign roads in the country to improve safety.



Engineer Mate made the call during the commemoration of the “8th UN Global Road Safety Week”.



FDD information and publicity secretary Caesar Liteta says this concern calls for urgent remedial measures, as between 2021 and 2024, 2199 lives were lost through accidents.



Mr. Liteta says the money being collected from toll plazas is enough to maintain redesign and improve our roads for the benefit of our road users.



He challenges the UPND government to avail the public with the terms of the Private Public Partnership Agreement, as regards to maintenance, redesigning and improved safety of roads.



He alleges that Road Development Agency (RDA) has been stripped off, of its financial muscle and cannot alone, maintain and improve on roads.

The Ministry of Water Development and Mulonga Water Supply and are investigating a suspected case of water pollution in the Kafue River.



This follows signs of unusual turbidity in the raw water supply in Chililabombwe.

As a precautionary measure aimed at safeguarding public health, Mulonga Water has temporarily shut down operations at the Kafue Raw Water Pump Station to allow for a comprehensive investigation.



NZOVU says immediate sampling and laboratory testing were undertaken, although initial results remain inconclusive.



He said in the interim, residents are being supplied with water sourced from underground dewatering operations.



“We are treating this matter with the utmost seriousness. Our investigation will be thorough, and any individuals or entities found responsible for polluting the river will be held accountable under Zambia’s environmental and public health laws,” said Nzovu, without disclosing the polluter.

raise boring technology at No.3 Shaft – Konkola Mine in Chililabombwe for the first time in 15 years, marking a major milestone in the company’s journey towards safer, more efficient, and future-ready underground mining.



Raise boring is a mechanical excavation technique used to create precise vertical or inclined shafts between underground levels, without the need for blasting. It is widely
regarded for its safety, speed, and efficiency.



This strategic investment, executed in partnership with TUMI Raise Boring, a globally recognized specialist in the technique, supports KCM’s production ramp-up plan to deliver 300,000 tonnes of copper per annum (300KTpa) by 2030.



It is also a direct reflection of the company’s vision to provide a safe and productive work environment for everyone and further demonstrates KCM’s commitment to
transforming its operations through innovation and leadership in mine safety and efficiency.

In April 2025, TUMI commenced the drilling of the first pilot hole at Konkola Mine No. 3 Shaft, while reaming of the drain hole began this month.



These drain holes are critical to dewatering previously inaccessible areas, improving underground safety, and unlocking additional mining potential, key enablers in stabilizing mine conditions and
increasing productive capacity.



The raise boring success is not only a technical achievement but a signal of new momentum in KCM’s underground operations, re-establishing a critical capability that will enhance sustainability in its mining activities.



Chief Operating Officer, Malcolm Mewett emphasized that the milestone sets the foundation for a series of raise boring projects aimed at unlocking deeper ore bodies, establishing robust underground access and is a key part of KCM’s broader transformation agenda to modernize its mining operations, reduce environmental impact, and drive long-term growth.


“Raise boring in any mine is critical. The reason we use raise boring is for escape routes in case of emergencies, ore material movement and importantly – ventilation for our ople. FOR KCM all of those operations will be useful for us as we grow this mine into the future,” said Chief Operating Officer, Malcolm Mewett.

Zambia has pledged an additional Military Police Company, Two Platoons Mixed Engagement Teams, One Medium Utility Helicopter Unit and One Air Ambulance for peacekeeping missions under the United Nations.



The pledge was made at the just ended 2025 United Nations Peacekeeping Ministerial
Conference held in Berlin, Germany.

Ministry of Defence Permanent Secretary Mr. Maambo Haamaundu, who led the Zambian delegation, made the pledge on behalf of Zambia during the pledging session at the Ministerial Conference.



The Zambian delegation included Zambia Army Commander Lt Gen Geoffrey Zyeele, Zambia Army Secretary Brig Gen Dr David Sanene and Military Advisor at the Zambian Mission to the United Nations in New York, Brig Gen Oliver Musonda.



Addressing the Ministerial Conference yesterday on behalf of Minister of Defence Mr. Ambrose Lufuma, Mr. Haamaundu said United Nations member countries must strategically invest in UN Police, fully implement the women peace and security agenda, and responsibly leverage new technologies like artificial intelligence and unmanned aerial vehicles to enhance operational effectiveness and transparency.



The Permanent Secretary added that addressing the escalating climate crisis and its impact on conflict dynamics is also a pressing priority.


“Greener and safer peacekeeping is a fundamental necessity. Equally vital is our ability to communicate strategically, counter misinformation, and foster trust with the communities we serve,” said Mr. Haamaundu.


He said peacekeeping cannot succeed in isolation and he reaffirmed the value of robust cooperation with regional organizations, as emphasized in the United Nations Security Council Resolution Number 2719.



“Excellencies, colleagues, our task is to collaboratively build a peacekeeping architecture fit for
both the present and the future. Let us rise to this occasion with unity and determination,” said Mr. Haamaundu.


Zambia is a major troop contributing country under the United Nations, with a Zambia Army battalion deployed in the Central Africa Republic serving under the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).



The two-day United Nations Peacekeeping Ministerial Conference is a high-level forum aimed at discussing the future of peacekeeping and for Member States to express and demonstrate their support.

BuyZed Campaign Founder, Evans Ngoma says this timely payment is a testament to the government’s commitment to buying local and building Zambia.

Mr. Ngoma says by paying local suppliers, the Ministry of Agriculture is not only supporting the local economy but also promoting the growth and development of Zambian businesses.



He also hopes the Ministry of Agriculture through the Food Reserve Agency (FRA) will give farmers a befitting buy price for a 50 kilogram bag of maize.



He says this will not only incentivize farmers to continue producing maize but also ensure that they are fairly compensated for their hard work.

United Party for National Development (UPND) Media Director, Mark Simuwe has described the ongoing road infrastructure projects on the Copperbelt as a symbol of development-driven leadership under the current administration.



Mr Simuwe says that investment in critical road infrastructure shows government’s commitment to equitable development and prudent economic management.



Speaking at a media briefing in Lusaka, Mr Simuwe pointed out the Ndola-Lusaka dual carriageway as one of the flagship projects by the government that will contribute to economic growth of the country.



He added the newly tarred roads and improved drainage systems in areas like Itawa of Mufulira, Chingola, Kitwe, and Masangano, which are now easing the movement of people, goods and services.



Mr Simuwe also highlighted the ongoing construction of a concrete road from Kitwe West to the Ghana area in Ndola, and the modernisation of the Sub-Masala border post.


“These are evidence of a government building infrastructure that will serve future generations.



“Some of the roads we are building will last over 60 years,” Mr Simuwe stated.

Government has directed the Zambia National Service (ZNS) to boost the Institution’s income-generating ventures to assist in bridging the financing gap surrounding the procurement of capital machinery for Land Development Branch and construction equipment for Builders Brigade.



Defence Minister Honourable Ambrose Lwiji Lufuma has acknowledged the potential of ZNS to engage in commercial projects, urging Service Command to heighten the Institution’s commercial footprint to generate adequate resources that can support the replacement of aging equipment and procurement of additional ones.



Speaking during the inspection tour of road works undertaken by ZNS Land Development Branch at ZNS Kafue Training School recently, the Hon Minister underscored the need for the effective equipping of the Service, indicating that Government may fund procurement of machinery and equipment for Defence Wings, but was quick to stress the need for the Services to invest in initiatives that are self-sustaining.



“Government might provide money for equipment, but that may not be able to do so indefinitely. This is why it is important for the Service to be equipped so it can sustain itself and continue delivering development works,” Hon Lufuma said.


The Minister, however, paid glowing tribute to the ZNS leadership for aligning Service operations with Government’s vision of creating a Defence Force that is not only combat-ready but also development driven and resource conscious.



Earlier, the ZNS Commander, Lieutenant General Engineer Maliti Solochi II, highlighted the need for additional equipment to help enhance the Service’s capacity to undertake mega infrastructure development projects across the country.

The ZNS Commander indicated that while ZNS has well trained and task-ready personnel, inadequate machinery and equipment remain a key limitation in meeting rising demand for construction works.



“What we lack is equipment. The personnel is readily available and in cases where we do not have enough, we are able to outsource and employ as dictated by need,” Lt Gen Solochi stated.

He asserted that when ZNS uses its own equipment on government-assigned projects, the overall cost of execution is reduced significantly while at the same time reinforcing the reputation and engineering capability of the Defence Force.



“Using our own equipment sets a tone of ZNS engineering standards that we can handle anything government tasks us to do. However, the machinery we have now is old and only suitable for small scale works. For major road construction works, speed is critical to avoid inconveniencing road users and that requires a good number of functional, modern machines,” the Commander explained.



Lt Gen Solochi also emphasized the critical need for the adequate capitalization of ZNS, noting that the action would not only enhance the Service’s operational capacity but also enable it to explore the forging of highly strategic partnerships with Local Authorities aimed at assisting government to effectively rehabilitate feeder and upgrading township roads across the country.



“The bituminous roads we have worked on so far were completed using aging equipment. We can imagine the kind of progress we could make if modern machinery was available. We would undoubtedly be able to complete projects faster and at a lower cost,” he observed.



In addition to the completed works at the Kafue Training School, which include refurbished hostels, modern ablution blocks, washing troughs and paved roads, the ZNS Commander also announced that plans are underway to upgrade to bituminous standard the gravel road running from Kafue Road to the Training School, to be funded by the Road Development Agency (RDA).

You see not everyone who is well shops for a hospital and I didn’t know one day I would be in a position to seek after God as though it was a matter of life and death!
See, my brother Matthew Ngosa Matthew Ngosa had just come back from India after being diagnosed with Cancer which he later scammed and died on 1st August 2024!


I will never forget how enthusiastic and charged my brother was after a lady who was healed of a similar but worse situation had shared the contact to Kakand Ministries.


Matthew beamed with hope and that was the same time I was introduced to Jerry Uchechukwu Eze in hope for my brothers recovery.


I mean which healing channel didn’t we watch or connect with?
We wished for healing and yes! We flew to Uganda and the Prophet Kakande prayed for Matthew. He also prayed for me.
I would also like to mention that my going was not something that was cleared by my church but they let me to accompany my brother who is so dear to me.


I prayed and we prayed. We saw miracles of people walking and rising from bad situations that made Matthew’s situation even trivial, our faith was strengthened.
The prophet declared that three months we were all coming back with testimonies and, trust me my brother believed that prophesy. He took it personal and I am here to give my personal account and I can say with all honesty that I saw nothing unusual or anything that made me feel uncomfortable but just a little handling of people by the overwhelmed ushers – nothing at all!


Came August 1st – but before then, I spoke with Matthew and he reminded me. Do you remember what the prophet said? I said, Yes! August we shall go back and testify. He reminded me today is 1st August – Mwaice and he sounded more stronger and happy but it was past midnight and wondered.


13 hours Matthew passed!
In all this we give God thanks and praise. Only a desparate person goes that far for help. And in my submission I ask that we show mercy to those seeking help.
There comes a point that not even monies can save a life  and if monies could we could have saved our brothers life-  half a million was already spent within three months after his illness but we still lost him.

POLICE PRESS STATEMENT:  AGGRAVATED ROBBERY

May 14, 2025 – Livingstone

On May 13, 2025, at 23:20 hours, Livingstone Central Police Station received a report of aggravated robbery from Detective Inspector Hansingo George, 48, of New Mukuzong’ombe Police Camp in Livingstone, the Criminal Investigations Officer at Linda Police Station.



He reported that Sergeant Musopa Trevor, 48, Officer in Charge at Simoonga Police Post, was attacked by unknown persons and robbed of his Infinix smartphone, valued at K2,500


The victim sustained multiple deep cuts on his head and face from sharp instruments and other unidentified objects used in the crime. The attack occurred around 22:00 hours, approximately 50 meters west of Mulamba Bridge in Livingstone.


Brief facts of the matter are that earlier that evening, at around 17:30 hours, the victim left home to visit a relative in Libuyu. On his way back, he took a footpath near Maramba SDA Church, where he encountered a gang hiding in the shadows. They attacked him and left him unconscious at the scene. He regained consciousness around 23:00 hours and, despite his injuries, he managed to reach home, where his daughter sought help from their neighbor, Detective Inspector Hansingo George.



The matter was reported to Livingstone Central Police Station, and the victim was taken to Livingstone University Teaching Hospital, where he was admitted. He underwent emergency surgery in the afternoon today. Medical personnel have described his condition as moderate and continue to monitor his recovery.


Police inspected the crime scene and found signs of struggle, dried blood stains, and two broken pan bricks on the ground which are suspected to have been used in the attack.


A docket for aggravated robbery has been opened, and investigations are ongoing. No arrests have been made yet. However, the police remain committed to ensuring the perpetrators are brought to book and face the full force of the law.

A 29-year-old man from Ndola district has been shot and robbed of K120,000 by unknown criminals in an occurrence that happened last night around 21:00.



The victim identified as Alfred Chilufya, a cash collector for a named company, was attacked while at the twenty four seven (24/7) MTN booth at Front Page Kabwata area within Ndola’s central business district.



According to Copperbelt Province Police Commissioner Pathias Siandenge, Chilufya had collected K120,000 cash from Baluba area along Kitwe road and arrived at the booth around 21:30, where he met a workmate.



After counting the money at the counter, Chilufya sat on a motorbike, ready to leave, when three armed criminals with a pistol attacked him. Mr. Siandenge disclosed that Chilufya was shot in the left leg, and the bullet protruded from the side, causing him to fall off the motorbike.



The criminals kicked and stepped on his head, leading to bleeding from his ears, but Chilufya resisted surrendering the bag with the money, prompting them to shoot him in the right leg and grab the bag.



Mr. Siandenge adds that, a mob near the crime scene attempted to rescue the victim, but the criminals fired a shot in the air, neutralizing the attempt, as they sped off in a white unregistered Toyota Mark X.



The Copperbelt Police Chief disclosed that, the victim was rushed to Ndola Teaching Hospital for treatment, where police later visited him and found him in pain with gunshot wounds on both legs,



Three empty cartridges were found at the crime scene, and a motorbike was retrieved and taken to Ndola Central Police Station for safe custody, with no arrests or recoveries made so far, while the victim’s condition is described as slightly stable.

Man who stole child’s piggy bank receives 25-year sentence 

The Rankin County Sheriff’s Department received a 911 call about a possible burglary at a residence on Clara Foote Road on October 13, 2023.

Surveillance footage showed Dennis Anthony Walker rifling through the residence and taking a child’s piggy bank.

When the homeowner got home, she let a police officer use her security camera, according to the DarkHorse Press.

The camera caught photos of the burglar wandering through the victim’s home, sporting red flip-flops. Deputies checked the driver’s license of the person in the security video, and it was evident that Walker was the one who broke into the victim’s home.

Walker ran from the residence into a wooded area, prompting deputies to explore the area.

His car was found in the woods next to the house he had broken into after he had first escaped.

An arrest warrant was issued for Walker and he was later captured in Simpson County with the assistance of Simpson County deputies. Walker confessed to breaking into the victim’s home while being questioned.

The Mendenhall resident has finally been sentenced for the 2023 house burglary.

On Tuesday, Madison and Rankin Counties District Attorney Bubba Bramlett announced that Walker, 45, had been sentenced to 25 years in the Mississippi Department of Corrections for burglarizing a residence in Rankin County, according to WLBT.

Walker was previously convicted of home invasion in nearby counties.

As Elon Musk champions aggressive cost-cutting within the U.S. government through the Department of Government Efficiency (DOGE), Bill Gates is raising red flags about the human cost of that mission.

The billionaire philanthropist warned that dismantling the U.S. Agency for International Development (USAID) could result in millions of preventable deaths globally.

This follows moves by the Trump administration to wind down USAID’s operations and halt its foreign aid efforts, a shift Musk celebrated by boasting he had fed the agency to the “woodchipper.” Since then, many NGOs have reported terminated contracts or inconsistent funding, though a few have seen limited reinstatements amid outcry from humanitarian groups.

“When Elon went into government, if his thing really was about efficiency or using AI, you know, of course we need to make the government more efficient. If that’s what it had been, then it’s a praiseworthy thing to put his time and expertise (into),” Gates told CNN’s Fareed Zakaria in a recent interview. “The fact that it turned into slashing these people, I didn’t expect that and some of that should be put back in place.”

Gates warned that global health efforts are entering a critical phase, as the U.S. and European nations reduce funding for essential health initiatives.

The Microsoft cofounder made the comments just one day after announcing that the Gates Foundation would spend down its endowment—giving away $200 billion, including nearly all of his personal wealth—over the next two decades before shutting down the organization. The decision, he said, reflects urgent concerns over stagnating and reversing gains in global health.

“I think if you show up and say, in two months, you can cut $2 trillion out of a $7 trillion budget, you’re not going to succeed,” Gates said. “So you go for the softest things and things that are overseas, that you can mischaracterize… people that he hasn’t spent any time with.”

Gates also called out Musk for spreading misinformation, specifically a fabricated claim that the U.S. was spending $50 billion on condoms for Gaza, an assertion Musk later admitted was false. Why brain-dead, pregnant woman is being kept alive against family’s wishes

An Atlanta hospital is keeping a brain-dead woman alive because she is pregnant, according to her family.

Adriana Smith, a 30-year-old registered nurse at Emory University Hospital, experienced severe headaches when she was almost nine weeks pregnant in early February, so she went to Northside Hospital for treatment, her mother, April Newkirk, told 11Alive.

At Northside, she was given medication and released without any tests or CT scan being done on her, her mother said.

“If they had done that or kept her overnight, they would have caught it. It could have been prevented,” Newkirk added.

The morning after her release from Northside, her boyfriend found her gasping for air in her sleep and she was immediately taken to Emory Decatur before being transferred to Emory University Hospital. After a CT scan, doctors found multiple blood clots in Smith’s brain.

“They asked me if I would agree to a procedure to relieve the pressure, and I said yes,” Newkirk said. “Then they called me back and said they couldn’t do it.”

At this point, she had been declared brain dead. Her family, together with her young son, has been by her side ever since. “She’s been breathing through machines for more than 90 days,” Newkirk said. “It’s torture for me. I see my daughter breathing, but she’s not there. And her son—I bring him to see her.”

This Tuesday, Smith was moved to Emory Midtown for better obstetric care. There, doctors plan to keep her alive until her pregnancy is 32 weeks old and the baby can survive outside the womb. Smith is currently 21 weeks pregnant, her family said.

Smith is being kept alive under Georgia’s heartbeat law which bans abortion once cardiac activity is detected, usually around six weeks into pregnancy. According to 11Alive, the law includes “limited exceptions for rape, incest, or if the mother’s life is in danger. But in Adriana’s case, the law created a legal gray area.”

The platform reports that because Smith is brain dead and no longer at risk herself, her doctors are expected to maintain life support based on the law.

Smith’s family is troubled that everything happening now is without their consent. “I think every woman should have the right to make their own decision,” Newkirk said. “And if not, then their partner or their parents.”

To make matters worse for them, the family has learned that the baby has fluid on the brain and doctors can’t tell how much fluid.

“She’s pregnant with my grandson. But he may be blind, may not be able to walk, may not survive once he’s born,” Newkirk said.

“This decision should’ve been left to us. Now we’re left wondering what kind of life he’ll have—and we’re going to be the ones raising him,” she said.

While Smith’s body is being kept alive, her family has also had to deal with rising hospital bills. “They’re hoping to get the baby to at least 32 weeks. But every day that goes by, it’s more cost, more trauma, more questions,” Newkirk said.

Tory Lanez’s Alleged Attacker Has Been Identified, an inmate already serving a life sentence

On Monday, Tory Lanez was stabbed 14 times in prison and now, it appears as though the attacker has been officially revealed.
Tory Lanez dominated the headlines on Monday after he was stabbed in prison in California. Overall, there were very few details when the news first broke, and no one really knew what to make of it.

Subsequently, his Instagram account posted that he has been stabbed a total of 14 times. Per the report, the stabbing took place in his back, torso, head, and face. Moreover, he had two collapsed lungs and was eventually able to recover.

Following the news, people like Wack 100 took to social media with supposed inside sources on who allegedly did this. Wack claimed that the Mexican gangs were the ones who are responsible. At the time of claiming this, there was no confirmation that it was true.

Now, TMZ is reporting that the man responsible is allegedly Santino Casio. In fact, Casio is currently facing life in prison and has a history of assault inmates while locked up. For instance, he had six years added to his sentence for assault.

For now, it remains unknown what the motive was behind the stabbing. Some have provided theories as to what went down but not can be confirmed at this time.

Tory is currently in prison for the shooting of Megan Thee Stallion which occurred back in June of 2020. He is eligible for parole in 2029. However, there is no telling if and when he will be able to get out by then.

With his current situation, it would not be surprising if he had to change prisons for his safety. However, that will only be confirmed once he is out of the hospital and healthy enough to go back.

Zelensky had previously said he would attend the talks and meet Putin in person if the Russian president agreed, and said he would do everything he could to ensure the face-to-face meeting took place.



US President Donald Trump will also not be attending, according to media reports, despite previously hinting he would if Putin were there.

Zelensky will be in the Turkish capital Ankara on Thursday to meet President Recep Tayyip Erdogan.



He said he would attend direct talks in Istanbul with Russia, but only if Putin also attended.

“I am waiting to see who will come from Russia, and then I will decide which steps Ukraine should take. So far, the signals from them in the media are unconvincing,” he said in his nightly video address on Wednesday.



Putin and Zelensky have not met in person since December 2019. Russia and Ukraine last held direct negotiations in March 2022 in Istanbul, shortly after Moscow launched its full-scale invasion of its neighbour.

Fighting has raged in Ukraine since then. Russian forces have slowly expanded the amount of territory they control over the past year, mostly in the east of Ukraine.



On Sunday Putin called for direct talks between Russia and Ukraine in Turkey’s largest city “without pre-conditions”. Zelensky then announced he would go in person and expected the Russian president to travel as well.

Putin’s suggestion of direct talks in Istanbul followed Western powers’ call for a 30-day ceasefire, after European leaders met in Kyiv on Saturday.


After Trump called for Ukraine to accept the offer on Sunday, Zelensky said he would travel there himself.

“There is no point in prolonging the killings. And I will be waiting for Putin in Türkiye on Thursday. Personally,” Zelensky wrote in a social media post.



Earlier on Wednesday, Trump had floated the possibility of joining the meeting himself if Putin did.

The US president, who is currently in Qatar, told reporters he did not know if his Russian counterpart would attend “if I’m not there”.



“I know he would like me to be there, and that’s a possibility. If we could end the war, I’d be thinking about that,” Trump said.

Ukrainian President, Volodymyr Zelensky has declared that he will only participate in the proposed peace talks in Turkey this week if Russian President Vladimir Putin is present. Zelensky made the statement ahead of a possible meeting aimed at ending the ongoing conflict between Ukraine and Russia.

Zelensky confirmed he would travel to Turkey following encouragement from U.S. President Donald Trump, who has urged direct negotiations. Putin, despite having proposed the meeting, has yet to confirm his attendance.

“Everything in Russia depends on Putin,” Zelensky said. “So I said that on Thursday I will go to Turkey, and I’m ready to meet with Putin. The only way to end the war is through direct talks with him.”

The talks, scheduled to take place in Istanbul, come in response to a ceasefire-or-sanctions ultimatum issued by Ukraine’s European allies. The proposed 30-day ceasefire, backed by the United States and European leaders, is seen as a key test of Moscow’s willingness to engage in genuine negotiations.

U.S. Secretary of State Marco Rubio is expected to attend, and Trump has stated he is open to flying to Turkey if he believes his presence would be helpful. The Kremlin has remained non-committal, with spokesperson Dmitry Peskov saying only that Putin’s decision would be announced “in due course.”

Russian Deputy Foreign Minister Sergei Ryabkov confirmed that preparations are underway for the talks, telling state media that Moscow hopes to negotiate directly with Kyiv in Istanbul.

The international community has increased pressure on Russia to accept the ceasefire. French President Emmanuel Macron warned that failure to comply could lead to additional sanctions, including restrictions on financial services, “in the coming days” in coordination with the U.S.

However, scepticism remains. The Institute for the Study of War (ISW) reported that Russian officials appear to be laying the groundwork for Putin to avoid the meeting, with key aides dismissing the potential talks as “pure spectacle.” Two European diplomatic sources told CNN they expect little from the summit and doubt Putin will appear.

Zelensky added that he had invited Trump to attend, believing that the U.S. president’s presence could pressure Putin into showing up. “It would give additional impulse for Putin to fly in,” he said.

Senior U.S. officials, including envoy to Ukraine Keith Kellogg and foreign affairs adviser Steve Witkoff, are expected to be present at the Istanbul summit regardless of Trump’s decision. Their role will be to observe the Turkish-hosted negotiations between the Ukrainian and Russian delegations.

Meanwhile, the front lines in eastern Ukraine remain largely static. Russian forces continue launching frequent drone and missile strikes, though no major territorial gains have been made in recent months. The ISW noted that Russia has deployed a ceremonial unit of the Federal Security Service (FSB) to the front, likely as a psychological tactic to suggest impending advances.

Speaking on Tuesday, May 13, Zelensky reiterated that if Russia refuses to accept the ceasefire proposal by Thursday, he expects “strong” new sanctions from both the U.S. and Europe.

The ex-girlfriend of rapper Sean ‘Diddy’ Combs took part in his days-long s£x parties because she feared he would blackmail her if she refused, jurors heard yesterday.

Cassie Ventura, 38, faced the hip-hop mogul in court as she revealed intimate details of their relationship on the second day of his trial.

She said Combs, 55, forced her to participate in the parties, known as ‘Freak Offs’, where she would have s£x with male escorts while he watched.

They became her ‘job’ and she carried on taking part because she feared Combs would release videos he had filmed of the parties, the court heard.

The R&B singer said Combs, who signed her to his Bad Boy Records label, controlled every aspect of her life during their decade-long relationship and kept her in check through violence, and left guns lying around to ‘scare’ her.

Ms Ventura described how he would ‘stomp me in the head if I was down’ and beat her so badly that the whites of her eyes would turn red.

Prosecutors claim that Combs, who won three Grammys during a music career spanning four decades, ran a ‘criminal enterprise’ built around coercing women into sex and threatening them if they went public.

His lawyers claim that all the sex acts were consensual and that his appetites were ‘kinky’ but did not amount to s£x trafficking.

Ms Ventura gave evidence to the trial in New York despite being eight-and-a-half months pregnant with her third child. Her husband, Alex Fine, 32, is a personal trainer who was hired by Combs to work with her.

Combs’s lawyers sought to have Ms Ventura seated in the witness box before the jury came in on the grounds that her being so heavily pregnant might influence them.

But the judge disagreed, and she was allowed to walk into court wearing a brown, tight-fitting bodysuit which showed off her baby bump.

Her testimony came a day after prosecutors showed jurors a video of him beating her in a hotel in 2016.

Ms Ventura detailed the arguments she had with Combs, who she began dating in 2006 when she was 19 and he was 17 years older.

She said: ‘He would bash me on my head, knock me over, drag me, kick me, stomp me in the head if I was down.’ Prosecutor Emily Anne Johnson asked how frequently this happened. ‘Too frequently,’ she replied.

Ms. Ventura said she remembered ‘my stomach falling to my butt’ when Combs suggested the idea of ‘Freak Offs’. She told the court: ‘Within the first year of our relationship Sean proposed to me this idea, this s£xual encounter that he called voyeurism where he’d watch me in sexual activity with a third party, specifically another man.’

She added: ‘Pretty quickly I knew that it wasn’t something I wanted to be doing. Especially as regularly as it became but I was in love and wanted to make him happy. It got to a point I didn’t feel I had much of a choice.’

Ms Ventura said she did not want to make Combs ‘angry’ because he ‘controlled a lot of my life’ and she feared he would put the explicit videos of her online. She told jurors: ‘Over time it turned into the fact there were blackmail materials to make me feel if I didn’t do it, it would be hung over my head or these things would become public.’

Ms. Ventura said that before she met Combs, she thought he was a ‘larger-than-life’ figure in the music industry, while she was ‘completely sexually inexperienced’. She repeatedly called herself ‘naive’ and said: ‘I was insanely jealous but also super young, didn’t get it at all, I didn’t get that he was him.

‘As he would say, I’m Puff Daddy and Puff Daddy has many women, he likes the company of women. I had to learn that over time. He made me feel like we were in a monogamous relationship.

Ms Ventura wept as she spoke about her first ‘Freak Off’ party and how she did not want to engage in any of them. ‘I just felt it was all I was good for,’ she said.

‘I felt pretty horrible about myself. I felt disgusted. I was humiliated, I didn’t have those words to put together at the time, how horrible I felt. I couldn’t talk to anybody about it so.’

Ms Ventura said the only part of the ‘Freak Offs’ she enjoyed was the ‘time’ she spent with Combs during them.

She told the court: ‘Plainly the Freak Offs became a job where there was no space to do anything else but to recover and try to feel normal again. Staying up for days on end, taking drugs and other substances, drinking. Having s£x with a stranger for days.’

Asked how long the ‘Freak Offs’ lasted, Ms Ventura replied: ‘They ranged anywhere from 36, 48 to 72 hours. The longest one ever was four days. Maybe even more on and off with breaks.’ She said about 10 large bottles of baby oil were used at each party.

Ms Ventura also claimed that Combs would leave guns lying around his homes to scare her.

‘The guns came out here and there – I always felt it was a little bit of a scare tactic,’ she said.

Earlier, Judge Arun Subramanian indicated he could make the ‘Freak Off’ videos and photos public despite pleas from Ms Ventura to keep them sealed.

Combs denies racketeering conspiracy, two charges of sex trafficking, and two charges of transportation to engage in prostitution. He faces life in jail if convicted.

Singer, Cassie Ventura, testified in Sean “Diddy” Combs’ sex-trafficking trial that he once handed her a loaded gun while she was high.

Taking the witness stand on Tuesday in Manhattan federal court, Ventura, who is pregnant with her and her husband Alex Fine’s third child, was asked about the presence of guns throughout her decade-long relationship with the music executive.

Ventura, 38, testified that she “only ever saw handguns” when she dated Combs, 55, from 2007 to 2018, adding that he had them at his residences in Los Angeles, New York City, Miami and Alpine, NJ.

She went on to claim that she saw them outside the rapper’s safes “a few times.”

When prosecutors asked whether she ever handled any of Combs’ firearms, she replied, “I was handed one. We were going to a club [gig] in downtown LA.

“I just remember we took mushrooms, and I was, like, really high. I was handed the gun just to hold in my bag, but I was freaking out the whole time [that] it was going to go off.”

Ventura, who noted that she did not know how to operate a pistol at that point, claimed the gun stayed in her bag for an hour to an hour and a half while they were at the nightclub. She recalled feeling “terrified.”

Ventura claimed she eventually gave the firearm back to his security staff, telling prosecutors, “I have no idea why I had a loaded gun.”

Asked whether she remembered handling other pistols belonging to the music mogul, Ventura responded, “The guns were taken out here and there. I always felt like it was a little bit of a scare tactic. I didn’t know for what purpose.”

While on the stand, the “Me & U” singer, a key witness in the case recounted details of the alleged abuse she experienced at the hands of her ex-boyfriend, claiming, “He would bash me on my head, knock me over, drag me, kick me, stomp me on the head if i was down. … [I would] make the wrong face, and the next thing I knew, I was getting hit in the face.”

Ventura claimed the “violent” physical assaults became so severe that she would “get knots” on her forehead.

Regarding Combs’ alleged drug-fueled “Freak-Offs,” Ventura claimed, “It basically entails the hiring of an escort and setting up this experience so that I could perform for Sean.”

Ventura, who was “sexually inexperienced” when she met Combs, testified that the longest “Freak-Off” lasted four days — “maybe even more, on and off with the breaks” — and they became a “job” for her.

Ventura shocked the world when she sued him for rape and abuse in November 2023.

The Bad Boy Records founder quickly settled, but a video surfaced six months later showing him beating his then-girlfriend in the hallway of an LA hotel in 2016.

According to Combs’ indictment, federal agents discovered more than 1,000 bottles of lubricant, various narcotics and three AR-15s when they raided his LA and Miami homes in March 2024.

He was arrested six months later and charged with sex trafficking, racketeering conspiracy and transportation to engage in prostitution.

If convicted, he could spend the rest of his life in prison.

Lusaka… Wednesday May 14, 2025 — Civic leaders and activists have raised serious concerns over the recently tabled Non-Governmental Organisations (NGO) Bill #6 of 2025, describing it as a direct threat to Zambia’s democratic values and civil liberties.



Mr. Thompson Luzendi, a member of the Socialist Party and a prominent activist, issued a strong statement urging citizens and stakeholders to reject the proposed legislation, which he contended undermines the fundamental rights enshrined in the Constitution.



He stated that the bill, introduced by the UPND-led government, contradicts its pre-election promises to safeguard civic space and support the work of civil society organisations (CSOs).



According to Luzendi, the bill seeks to criminalise dissent and place NGOs under tight state control, thereby stifling independent voices and democratic participation.

He warned that the bill grants excessive authority to the Registrar of NGOs, allowing them to deny registration or cancel operating licenses on vague grounds such as being “inimical to public interest.”



This, he said, opens the door to political persecution and arbitrary shutdowns of organisations critical of the government.

The activist expressed alarm that operating an NGO without formal registration could result in heavy penalties, including fines of up to 200,000 penalty units or imprisonment for two years.



He described the measure as a way to criminalise civic activism and discourage grassroots movements from operating.

Mr. Luzendi further noted that the bill demands intrusive disclosure of NGOs’ funding, assets, and governance structures, arguing that such provisions pave the way for state interference rather than accountability.



He said the Registrar would have unchecked power to demand information at any time, with harsh consequences for non-compliance.

He also condemned the proposed requirement for all NGOs to join the Zambia Congress of NGOs, warning that the council could be manipulated by the state to control and weaken independent civil society.



He stated that such a provision would transform self-regulation into state-led coercion.

Additionally, Luzendi criticised the bill’s vague language, which he claimed gives the government the power to label advocacy work as “undesirable” or reject organisation names on grounds of blasphemy or indecency.



These measures, he warned, would be used to silence human rights defenders and anti-corruption watchdogs.

Comparing the bill to restrictive laws found in authoritarian regimes, Luzendi argued that it is far more oppressive than the 2009 NGO Act it seeks to repeal.



He accused the government of betraying its commitment to democracy and attempting to create a climate of fear.

Calling for widespread resistance, Luzendi appealed to citizens, civil society, journalists, lawyers, students, and other stakeholders to demand the withdrawal of the bill.



He urged Parliament to reject what he termed a “draconian” law and challenged the government to uphold its democratic promises.



In closing, he called for meaningful dialogue between the government and civil society, warning that Zambia’s democracy could suffer irreparable harm if the bill is passed without broad consultation.



“The time to act is now,” he said. “Reject the NGO Bill.”

INTERNATIONAL Relations Expert and former ambassador to Germany, Anthony Mukwita, has downplayed fears of a diplomatic standoff between Zambia and the United States, describing the current tension as a minor issue in an otherwise strong bilateral relationship.



Mr. Mukwita’s remarks follow a joint press briefing held on Monday by Home Affairs Minister Jack Mwiimbu, Foreign Affairs Minister Mulambo Haimbe, and Health Minister Elijah Muchima, during which the ministers’ cautioned diplomats accredited to Zambia against interfering in the country’s internal affairs.



In an interview with Phoenix News, Mr. Mukwita has emphasized that Zambia and the U.S. continue to enjoy a long-standing and productive partnership, describing the recent diplomatic exchange as “just a scratch” on an otherwise solid relationship.


He says the fact that both sides are still communicating, even through the media, is a sign of a healthy diplomatic relationship and is confident that both countries would maintain open dialogue and continue working together on key areas of mutual interest.



He has however acknowledged that the joint briefing by the three ministers appeared to be a response to recent comments made by U.S. Ambassador to Zambia, Michael Gonzalez, which may have placed pressure on government to react publicly.

The Zambia Police Service has confirmed the arrest of a 27-year-old Lusaka man, Jeremiah Nkunika, in connection with a false and malicious social media post published on the Facebook page Icilenkalipa mu Zambia.



In a statement issued by Police Public Relations Officer Rae Hamoonga, the suspect, a resident of an unmarked house on Chovu Chovu Road in Ng’ombe Compound, was apprehended on April 15, 2025, and is currently detained at Kabwata Police Station.



He has been officially charged with Prohibition of Harassment and Humiliation, contrary to Section 22 of the Cyber Security and Cyber Crimes Act No. 4 of 2025, and is awaiting a court appearance.



Police refute media misreporting. The Police also took the opportunity to dismiss media reports suggesting that the suspect was arrested merely for posting “crying emojis” in a WhatsApp group. The report in question appeared in the Daily Nation Newspaper, Volume 11, Issue 4385, dated May 14, 2025.



“The Zambia Police Service wishes to clarify that this is inaccurate and not a reflection of the true nature of the offence committed,” Hamoonga stated.

In a call for responsible journalism. Police have since urged media houses to verify information with relevant authorities before publishing potentially misleading content.



“Irresponsible reporting has the potential to mislead citizens and erode public trust, and those found wanting should not claim victimization when held accountable under the law,” Hamoonga warned.



In commitment to lawful digital use. The Zambia Police reaffirmed their commitment to ensuring responsible use of digital platforms, stating that acts of cyber defamation, harassment, and misinformation will be prosecuted in line with the Cyber Security and Cyber Crimes Act.

LUSAKA – In a dramatic turn during court proceedings yesterday, former Commissioner-General of the Zambia Revenue Authority (ZRA), Dr. Kingsley Chanda, vehemently denied allegations of procedural impropriety in the disposal of obsolete ZRA vehicles during his tenure.
Appearing before Your Worship Sylvia Munyinya, Dr. Chanda described the charges against him as “baseless” and rooted in a draft policy that was never approved by the ZRA Board nor officially in force at the material time.


“Your Worship, there is no way I could have breached a policy that did not exist,” declared Dr. Chanda. “What you have here in your court is not the official ZRA Asset Disposal Policy. It’s a draft that was developed by a small technical committee that was tasked to revise the official policy”


Unapproved Policy at the Heart of Case
At the center of the allegations is a draft Asset Disposal Policy labeled “P1” by the prosecution. Dr. Chanda clarified that the document was an internal working draft under review, with no record of Board approval or endorsement.



He added that the correct and binding policy in effect between 2017 and 2020 was not referenced in the charges or presented in court—an omission he said amounted to a “significant misdirection in both law and fact.” “Your Worship, I was arrested by heavily armed Police Officers, Detained without being told why, charged and now being prosecuted on the basis of a policy that did not exist.”



Delegated Responsibilities and Chain of Command
Dr. Chanda outlined that the disposal of assets was managed by the Asset Disposal Committee, chaired by Managers in the Division that was being managed by Mr. Dingani Banda—currently the Commissioner-General. He emphasized that he neither sat on this committee nor had any role in the advertisement or allocation of vehicles.
“Advertising obsolete vehicles was never my responsibility, not then and not now,” he stated.



Refuting Witness Allegations
Dr. Chanda addressed allegations by a state witness, Nalishebo Musipili, who claimed that she was asked to buy a vehicle for him via a phone call from one of his assistants. He dismissed the claim as “false and malicious,” asserting that visitor logs and call records—which the prosecution failed to present—would have easily disproved the accusation.
Similarly, he dismissed the assertion that ZRA vehicles were sold to officials of the Patriotic Front (PF), stating unequivocally that “no vehicle was ever sold to PF” and that all vehicles were legally sold to ZRA employees with official receipts.



Board Oversight and Legal Framework
Citing multiple sections of the ZRA Act, his employment contract, and the organization’s delegation framework, Dr. Chanda emphasized that any action he took—including the approval of a few vehicles for disposal—was within his authority and always subject to Board ratification. He informed the court that he made many decisions for the efficient and effective administration of ZRA that were subject Board ratification and Board notification. “Your Worship, none of the many decisions and approvals I made subject to Board ratification and notification was ever questioned or rejected by the Board” He emphahsised that he was not the first Commissioner General to do this and there was nothing irregular.


Your Worship “Once a decision by the Commissioner-General is ratified by the Board, it ceases to be his decision. It becomes the Board’s decision,” he stressed.
He further elaborated that ZRA’s operations are annually audited by reputable firms and the Auditor General, and no reports had flagged the disposal process during his tenure.



Resale and Political Branding of Vehicles
On the issue of vehicles later appearing with PF branding, Dr. Chanda said ZRA has no jurisdiction over what buyers do with legally purchased vehicles.
