We have seen this truth played out on the global stage. In Canada, the opposition leader Mr. Pierre Poilievre failed to capture the national imagination because his campaign was anchored more on criticism than constructive solutions. Negativity doesn’t win hearts. Progress does.



Zambia can and must write a new chapter—one inspired by the successes of our African brothers and sisters.

Look at Kenya. Through bold government support and a forward-looking mindset, Kenya has transformed itself into Africa’s “Silicon Savannah,” attracting over $700 million in tech startup funding in 2025 alone. With over 300 active startups in Nairobi and companies like M-KOPA empowering the poor through innovation, Kenya is showing how technology and youth can drive economic growth.



Now turn to Morocco. By investing heavily in solar energy, they now power over 2 million homes and export electricity to Europe. They’ve created tens of thousands of jobs and cut down on costly fuel imports. That’s leadership with a long-term view.


If Kenya can harness youth and tech to grow, and Morocco can turn sunlight into jobs and profit—Zambia too can rise.



We have the land. We have the youth. We have the potential. But we need a new mindset—a mindset of building, not breaking; of innovation, not imitation. Under my leadership, Zambia will champion renewable energy, empower tech entrepreneurs, and create jobs by unleashing the talent of our youth.



Zambia doesn’t need more noise. Zambia needs new ideas. Let’s choose the path of progress. Let’s choose leadership that builds. Let’s choose a Zambia that wins—with Kalaba.

Governance expert Brebner Changala says Vice-President Mutale Nalumango’s remarks that changing governments or political leaders will not end poverty in Zambia, reflects failure by the UPND administration to effectively govern.



Last week, during a conference on poverty reduction and climate resilience, Vice-President Nalumango said that changing governments or political leaders was not the solution to ending poverty in Zambia. She emphasised the need for a shift in national policies and mindsets.



And in an interview with Daily Revelation on Friday, Changala said the Vice-President’s remarks reflected a failure by the UPND government to effectively govern. He in Vice-President Nalumango’s remarks, the UPND was acknowledging growing public appetite for change ahead of the 2026 general elections.

Former First Lady Appears in Court for theft of Motor vehicles

Former First Lady, Esther Lungu has appeared for mention in the Lusaka Magistrate Court, in a matter where she and 4 others are charged with theft of motor vehicles.


Mrs Lungu appeared before Lusaka Resident Magistrate, Mwandu Sakala.

Trial has since been adjourned to June 24, 2025, on grounds that the Presiding Magistrate, Mbuyanwa Sinvula is indisposed.



In this matter, the former First Lady and 4 police officers are charged with 4 counts of theft of motor vehicles, which allegedly belong to Elizabeth Phiri, a relative of Mrs Lungu.



Mrs Lungu is also individually accused of grabbing a certificate of title for Mrs PHIRI’s house in Lusaka’s Libala area.



Further Mr .Lungu is charged with possession of 400,000 dollars, which is deemed to be proceeds of crime.

UPND Alliance Chairperson Charles Milupi has urged Brian Mundubile to start promoting himself instead of someone who was rejected by Zambians.


And Milupi says President Hakainde Hichilema’s statement that leadership is not easy is not an admission of failure. On Saturday, Mundubile, who is Mporokoso PF MP, said President Hichilema was looking at former president Edgar Lungu as a hero and mentor after confessing that leadership was hard.


He added that Lungu was not vengeful and would quickly help President Hichilema if he apologised and asked for assistance so that he could do something that would add to his legacy. But commenting on that in an interview, Sunday, Milupi said Mundubile was among those who paid K200, 000 to lead.

PRESIDENT Hakainde Hichilema says he is preoccupied with advancing harmony among citizens, including the Church, as opposed to fomenting division.



“When you elected me into the Presidency, one of the things I was asked to address was that I should make sure that I recognise genuine church mother bodies, not others.


“My answer was very clear that I am not elected, as a child of God, to advance division. I am elected to advance unity,” he said at Times of Refreshing Ministry International Church in Choma yesterday.



The President, who was among congregants, said he will not segregate which church to worship from because they all belong to God.



The head of State pledged to continue working with religious organisations to promote God’s work.


He urged church members and Zambians at large to support each other in advancing positive endeavours.

Lusaka… Monday May 19, 2025 — President Hakainde Hichilema’s ongoing working visit to Southern Province has sparked a wave of criticism from opposition figures, with Socialist Party leader Dr. Fred M’membe questioning the purpose and timing of the trip amid rising economic hardships in the country.



According to Southern Province Minister Credo Nanjuwa, President Hichilema commenced a week-long visit across the province and is expected to officiate at key functions, engage with communities, and attend a major political rally dubbed the “Mother of All Rallies” in Choma on May 23, 2025.



Mr. Nanjuwa told the media that the President would make stops in Choma, Namwala, and Kalomo, where he would interact with residents and assess ongoing developmental projects.



However, in a statement, Dr. M’membe condemned the President for using such visits as a platform for what he described as political posturing and empty rhetoric.

He alleged that the President’s travels were more about self-promotion than tangible action, especially at a time when many citizens were grappling with high living costs and other pressing socio-economic challenges.



Dr. M’membe stated that instead of addressing real issues such as load shedding, rising electricity tariffs, food and fuel prices, and unemployment, the President had chosen to move from place to place delivering “exaggerated claims of accomplishments” and “unfulfilled promises.”



He questioned the sincerity of the so-called community interactions, suggesting that engaging with hungry and frustrated citizens under current conditions was more insulting than helpful.



The opposition leader further criticized the planned Choma rally, stating that people were being transported from across the province to participate in what he contended would be a “staged” gathering meant to project false support.



Dr. M’membe challenged the government to show results on the ground rather than relying on crowd numbers and media headlines.



He accused President Hichilema of prioritizing appearances over governance, asking when the Head of State found time to sit down and address the country’s economic and social issues.



He also warned that Zambians were growing tired of “manipulation and lies,” and hinted that the electorate would express their discontent at the next election.

The President’s tour is scheduled to conclude on May 24, 2025.

President Hichilema’s Economic Diplomacy Secures Land for Zambian Dry Port at Walvis Bay



The United Party for National Development (UPND) wishes to announce a landmark achievement in President Hakainde Hichilema’s ongoing efforts to strengthen Zambia’s trade infrastructure and regional economic integration.



Through his focused and effective economic diplomacy, President Hichilema has secured a donation of land from the Namibian government at the Walvis Bay Port for the construction of a Zambian dry port.



UPND Media Director Mark Simuuwe, who confirmed the strategic development, hailed the milestone as a direct result of President Hichilema’s commitment to creating new gateways for Zambia’s access to international markets.


“This initiative is a clear testament to President Hichilema’s forward-thinking approach to regional cooperation,” said Mr. Simuuwe. “His continued engagement with regional heads of state has paved the way for Zambia to gain critical access to the Walvis Bay Port, significantly reducing our dependence on costlier storage and transit facilities in other countries.”

AIPAC CALLS FOR A COMMISSION OF INQUIRY INTO ZESCO LOAD SHEDDING CRISIS

Lusaka, Zambia – As Acton Institute for Policy Analysis Centre AIPAC, we would like to urge President Hakainde Hichilema to establish a commission of inquiry to investigate the current state of affairs at ZESCO.



This inquiry is long overdue, particularly in light of the emergency tariffs implemented to reduce load shedding, which have failed to achieve their intended purpose.

Despite increased financial burdens on consumers, the power supply situation remains precarious. ZESCO’s inability to provide a stable and reliable power supply has severe consequences for the economy, businesses, and households.



The extension of emergency tariffs until this 31st July 2025 by ERB without consulting relevant stakeholders raises concerns about transparency, accountability, and the ERB Board’s commitment to serving the public interest.



The expired mandate of the ZESCO Board and the recent extension of the Board Chairperson’s tenure, despite no full Board being in place, blur the lines of accountability and raise questions about corporate governance.



ZESCO is a strategic national asset, and we hold the Board and Managing Director accountable for its stewardship and therefore we would like to put it on record that many Zambians have lost confidence in the current Zesco Board.



In light of these developments, we urge the government to declare load shedding a national disaster. The impact on the local economy, businesses, and households cannot be overstated.

Many have lost jobs, businesses have shut down, and the economy has suffered significantly.



It is imperative that the UPND administration addresses load shedding with urgency.

ZESCO’s priorities must be realigned to prioritize local power supply over exports. The current situation, where Zambians face prolonged power outages while power is exported, is unacceptable.


We appreciate the govt commitment in addressing the energy crisis, but we wish to advise the that solar systems should be considered as a backup plan because it’s not reliable also depending on the climate change patterns!



Therefore we would like to ask the govt to inform the nation how far with Nuclear project in Chongwe as it is a viable back up plan unlike solar, our people are broke can’t manage to install the whole full set required for a solar system!



We call on President Hichilema to take decisive action to address the crisis at ZESCO and ensure it serves Zambian interests.

The time for excuses is over; the time for action is now.

Zambia is set to host the 13th Ministerial Meeting of the African Union Committee of Ten Heads of State and Government (C-10) on the Reform of the United Nations Security Council.



The meeting will take place from 3rd to 5th June, 2025, at the Mulungushi International Conference Centre. 

Foreign Ministers from the ten C-10 member states, including Sierra Leone, Kenya, Uganda, the Republic of Congo, Senegal, Namibia, Equatorial Guinea, the State of Libya, the Democratic Republic of Algeria and Zambia, are expected to participate. 



President Hakainde Hichilema is scheduled to officially open the meeting on 4th June, 2025.

Minister of Foreign Affairs and International Cooperation, Mulambo Haimbe, stated that the meeting would assess progress on the Common African Position regarding the reform of the United Nations Security Council, based on previous deliberations by the C-10. 



He explained that, in line with the Committee’s mandate, C-10 Foreign Ministers meet annually to strengthen Africa’s collective advocacy for a more equitable and representative Security Council. 



Ahead of the Ministerial Meeting, a session of the Permanent Representatives of C-10 Member States to the African Union and the United Nations will be held on 3rd June, 2025.

A string of revelations in the Lusaka Magistrates Court has cast fresh scrutiny on the financial dealings of former Foreign Affairs Minister JOE MALANJI, with testimony indicating that his official earnings between 2018 and 2021 fall far short of the extravagant transactions under investigation.



According to Ministry of Finance Senior Accountant MWILA MOONGA, Mr. Malanji earned a cumulative K2.367 million in salary and allowances during his tenure as Foreign Affairs Minister an amount nowhere near the over $10 million reportedly used to settle a loan and another $2 million paid for helicopter imports, both considered proceeds of crime by the State.



During cross-examination, Mr. Moonga laid out the income trail, corroborated by Ministry of Foreign Affairs Director of Finance OBRIEN KATIE, who added that Mr. Malanji earned K678,926 between September 2019 and May 2021 alone.



In a separate testimony, Workers’ Compensation Fund Control Board Director of Legal Services FUNNY NYIRENDA told the court that in 2011, Mr. Malanji’s company, Gibson and Gibson Limited, paid K2 billion (unrebased) for Property No. 1326 in Kitwe’s Buchi area, a figure that again raised questions over the origins of such funds.


Mr. Malanji is jointly charged with former Secretary to the Treasury FREDSON YAMBA, who is accused of willfully flouting the law by authorizing the transfer of over K108 million to the Zambia Mission in Turkey for a controversial real estate purchase.



As the case unfolds, it paints a telling contrast between public service earnings and unexplained financial dealings, reminding citizens why transparency and accountability must never be optional, and why Zambia’s renewed anti-corruption momentum under the current administration is striking a nerve with those accustomed to impunity.



The legal proceedings not only underscore the depth of fiscal irregularities from the past but also serve as a warning that the days of unquestioned privilege and unchecked plunder are over.

KITWE MAN KILLED BY UNCLE IN MINDOLO AFTER ARGUMENT OVER FOOD

A 28-year-old man has been murdered by his uncle following a quarrel over food in Kitwe’s Mindolo area.



Copperbelt Police Commissioner Pathias Siandenge has confirmed the incident and identified the victim as Previn Kapambwe.

Mr Siandenge says the incident happened around 19:00hrs on Sunday after the deceased had been drinking beer with his two uncles, Michael and Lewis Mwansa, at a tavern.



He says the three later returned home, where an argument over food broke out between the deceased and Lewis Mwansa when Micheal left to answer the call of nature.



Mr Siandenge when he returned, he found his nephew unconscious and bleeding from a head injury and was rushed to Kitwe Teaching Hospital where he was pronounced dead upon arrival.



He says the suspect who initially fled the scene has since been apprehended and is currently in police custody.

The National Land Titling Programme has revised its target for issuing land ownership titles, from four million over a seven-year period, to one million titles.

The downward adjustment follows lower-than-expected numbers of eligible properties, particularly from Lusaka and the Copperbelt, which were originally projected to contribute over two million properties for titling between 2020 and 2027.

Project Coordinator Emmanuel Tembo has disclosed that since 2020, the programme has issued 125,000 certificates of title out of 226,000 offer letters given, covering properties in three provinces, a notable achievement compared to Zambia’s historic total of just over 240,000 titles issued since independence.

Mr. Tembo notes that most of the titles under the programme have been granted to properties in informal and previously unplanned settlements, starting in Lusaka in 2020, the Copperbelt in 2022, and recently in Solwezi, while efforts are now underway to extend the initiative to southern province.

Despite the revised target with only two years until it’s 7 years mandate elapses, Mr. Tembo tells Phoenix News that the programme is now focusing on a more realistic target while remaining committed to its goal of improving land tenure for Zambians across the country.

IN what will go down as one of the most dramatic finales in Zambian National League history, Prison Leopards FC pulled off a miraculous last-day leap jumping from 6th to 4th place to secure a 2025/26 Zambian Super League spot.


Coming into Week 34, the odds were stacked against the Central Province side. With 53 points and sitting outside the top four, Prison Leopards needed more than just a win they needed goals, results elsewhere to go their way, and most importantly, belief.



And they delivered.

Facing Kafue Eagles, who themselves were desperate to survive the drop, Prison Leopards showed no signs of pressure. They came out blazing with Emmanuel Chabula opening the scoring inside five minutes. A composed penalty by Landu Mlete and goals from Wilmore Haatembo and a second from Chabula sealed a clinical 4-2 win.



But winning wasn’t enough they needed help from other grounds.

Trident, who were ahead of them, could only manage a 0-0 draw with Aguila Stars, staying on 55 points. Meanwhile, River Plate were held to a 2-2 draw by Chipata United, which capped their tally at 54 points.



And just like that, Prison Leopards jumped the queue.

With 56 points, they climbed to 4th place, snatching the final promotion spot from right under Trident’s nose. A team that was outside the top four heading into the final day had completed the unthinkable.



Congratulations to the Leopards. From 6th to the Super League, they truly earned their stripes.

THE Zambia Association of Musicians has implored old and up-coming musicians in the country to register with the Association.



ZAM President, Brian Bwembya says the Association’s mandate requires that only registered and paid-up members can be hired for shows in Zambia.

Byembya, commonly known as  ‘B-Flow’ advised musicians to register so that they do not miss out on opportunities.



ZANIS reports that Mr Byemba said ZAM also looks at aspects of annual membership fee, eligibility, professionalism, commitment of quality music, resource management and transparency among artists.


“Musicians are required to register with the Association. There are good benefits if only members register with us because one day, you will need a voice from the Association for support,” he said.

STATE OBJECTS MUSHOTA’S BAIL APPLICATION

THE state has objected to incarcerated former Ministry of Infrastructure, Housing and Urban Development Permanent Secretary Charles Mushota’s bail application pending appeal against his conviction for failure to adhere to procurement procedures.



Anti-Corruption Commission Senior Legal Officer Virginia Tembo has submitted that Mr. Mushota has not demonstrated any exceptional circumstances to be granted a bail pending appeal.



This is according to the Affidavit in Opposition to Mr. Mushota’s Bail Application, pending appeal filed in the Lusaka Magistrates Court.



However, Mr. Mushota has contended that he is entitled to bail pending appeal as the lower court erred in the interpretation of Section 41 subsection two of the Public Procurement Act of 2008 in arriving at his conviction for willful failure to follow procedure.



This was in the procurement of the Ministry of Infrastructure’s building valued at five million dollars between November 1,2016 and May 31,2017.



Lusaka Principal Resident Magistrate Silvia Munyinya has however set May 23, 2025 as the date for hearing Mr. Mushota’s bail application.

A man was accused of defiling a young girl. After investigations, he was arrested by police and charged with defilement. He was later prosecuted in the Magistrate Court in Kabwe where he was found guilty. However, since the offence attracted high sentence beyond the power of the Magistrate, he was referred to the High Court for sentencing as per criminal procedure. The High Court at Kabwe sentenced him to 40 years imprisonment!



Unhappy with the outcome, he appealed to the Court of Appeal against his conviction. His lawyer, in his appeal, raised a fundamental legal argument. He said the charge sheet did not mention the age of the girl and therefore the offence was not established.



On the other hand, the prosecution team argued that the non mention of the age of the girl was an omission that was not fatal and that the man understood the offence he was facing. And that he even defended himself.



A panel of three Court of Appeal Judges handled the appeal and agreed with the convict that the non mention of the age of the girl was crucial and rendered the all charges invalid.



“In this case, although the charge did allege that the appellant had unlawful carnal knowledge, it did not allege that the girl the appellant knew, was a child or below age of 16 years,” the Judges observed.



“The charge was bad for not disclosing the age of the victim, a material ingredient of a charge of defilement. In fact, it disclosed no offense,” the Court added.



The Judges said the charges could not be amended on appeal to correct any errors after the convict had been tried and convicted on non disclosed offense.



“In the circumstances, we find that the conviction is not satisfactory. We allow the appeal, set aside the conviction and the quash the sentence,” the Judges ruled and set free the man.

Lecture Notes;

1. This is the correct position taken by the Court of Appeal. The charge sheet must mention the age of the girl as a material fact of the offence. The offence must be very clear because if the girl was not below 16 years, then there was no offence of defilement.



2. This case underscores the importance of paying attention to detail when drafting legal documents. Any omissions of vital information can led to acquittal of the accused or indeed losing the case.

Labour Commissioner, GIVENS MUNTENGWA had directed Eden Investments to pay gratuity to the over 30 workers, who were laid off by the company.

Mr MUNTENGWA says it is against the labour law for any company to deny workers gratuity at the end of their contracts.



He has warned that failure by the company to pay the workers their gratuity will prompt government to take action.



And when contacted for a comment, Eden Investments Supervisor, EMELINE MWANZA has  told ZNBC news that the respective workers will be paid their gratuity by the end of this month.



On Saturday, over 30 former Eden Investments employees stormed ZNBC studios in protest against unpaid gratuity after they were dismissed.

The Inspector General of Police, Graphel Musamba, has commended the launch of the Southern African Centre for the Constructive Resolution of Disputes (SACCORD) and Geneva Centre for Democratic Control of Armed Forces (DCAF) three-year project, dubbed “Strengthening the Accountability of the Zambia Police and Ensuring Effective Security During Elections and Beyond.”



The launch took place on May 19, 2025, at Mulungushi Conference Centre.

The initiative aims to bolster the integrity and accountability of the Zambia Police Service, particularly in the lead-up to elections and beyond. It underscores the importance of effective security measures in maintaining peace and order.



In his keynote address, Mr. Musamba highlighted the pivotal role of the police in safeguarding democracy and public safety.

“The accountability of the Zambia Police Service is not just a duty; it is a cornerstone of the democratic process in our nation. As a Service, we are fully aware of the growing expectations of the public we serve. Our people desire a Police Service that is professional, accountable, and firmly rooted in the principles of democratic governance and human rights. As such, we shall work to restore and strengthen public trust in our institution beyond the electoral cycle,” he stated.



The Police Chief acknowledged the magnitude of the task but expressed optimism that the project would succeed. He assured stakeholders including civil society, cooperating partners, and the Zambian people that the Police Service stands ready to engage collaboratively in all areas requiring reform.

“The partnership between Zambia and Sweden reflects our shared values of transparency and accountability. This project is a decisive step toward not only ensuring security during elections but also fostering an environment where all citizens can participate freely and fairly in the democratic process,” he remarked.



Meanwhile, Dr. Sophie Frediani, the representative of DCAF – Geneva Centre for Security Sector Governance, expressed her enthusiasm for the project.



She explained how it would empower the Zambia Police Service through training, capacity building, and the establishment of effective oversight mechanisms. Her insights highlighted the project’s potential impact and the importance of collaboration.



Meanwhile, the SACCORD Chairperson Dr. Jolly Kamwanga expressed heartfelt gratitude for the support from all stakeholders and highlighted the importance of ensuring an effective and smooth journey towards a more transparent, accountable and citizen-centric law enforcement system.

MINISTER of Foreign Affairs and International Cooperation Mulambo Haimbe says Zambia is not in a diplomatic fight with the United States but is simply seeking respect for international protocol in handling sensitive matters.



Speaking when he featured on ZNBC’s Sunday Interview last evening, Haimbe said the government is treating the issue of missing medical drugs with the seriousness it deserves, but insisted that proper diplomatic channels must be followed when engaging with Zambia.



This follows the U.S. government’s decision to suspend over K1 billion in health funding, citing drug pilferage as the main reason, a matter announced publicly by the U.S. Ambassador to Zambia Michael Gonzales.



But Haimbe said while Zambia appreciates its relationship with the United States, the manner in which the information was communicated was not in line with diplomatic norms.



“There are international laws that govern how countries relate, and the Vienna Convention of 1961 is very clear on that,” Haimbe said.



“I have not gagged anyone. I have only reminded them that diplomacy has its order, and even our own ambassadors abroad follow it.”



He said government remains committed to strengthening its bilateral ties with the US and other nations and dismissed assertions that Zambia is leaning more towards China following the aid cut.



He further warned some local politicians against issuing inflammatory statements that could damage Zambia’s relations with its cooperating partners…

United Party for National Development (UPND) Kabwe Central Parliamentary Candidate Don Mwenda has confirmed that he has been officially notified to appear before the Kabwe Magistrate Court tomorrow at 08:00 hours, describing the matter as politically motivated.

Mwenda stated on his Facebook page that, as a law-abiding citizen, he will be present for the court proceedings.

He dismissed attempts to intimidate him, asserting that such efforts would be futile.

He emphasised that People Power will continue to speak out for the people, maintaining that silencing voices will only lead to the emergence of new ones.

Mwenda reaffirmed his commitment to justice and fairness for Kabwe Central, declaring that he and his supporters remain strong, united, and unwavering in their pursuit.

Why hasn’t ERB awarded power trading licenses in an open and transparent manner?  Why is ZESCO paying Ndola Energy Company millions of dollars even when production has ceased or halted?
SHOCK REVELATION
A World Bank Group delegation recently visited Zambia to promote energy security in the region


In their briefing to President Hakainde Hichilema, they informed him about the progress being with linking the Southern Africa Power Pool (SAPP) and East Africa Power Pool and the need to complete the decade old interconnector project between Zambia and Tanzania.


President Hichilema is quoted to have told them that there was no need to worry about the project between Zambia and Tanzania as the interconnector was being pursued and will be done by the private sector.


He stated that the private sector was mobilizing to accelerate the construction and completion of the project.
This shocked the delegation.
Later on in their review meeting, they wondered what was happening to the electricity sector in Zambia.
This is because the construction of the interconnector between Zambia and Tanzania has been pioneered and promoted by the European Union and the World Bank Group and cost it at EUR1Billion project (EUR 500million to each country).


TANZANIA SEGMENT
By December 2020 a lead partner Agence Francais de Development (AFD), International Development Association (IDA) under World Bank Group, and the European Union had mobilized EUR500 million for the project and extensive background work and feasibility studies had been done.


The project would construct a 620km of 400kv double circuit transmission line from Iringa in the southern highlands of Tanzania to the border in Nakonde-Mbala and Sumbawanga. It included industrial substation at Tunduma and the construction of a 4km transmission line to the Nakonde border.


The construction of the Tunduma substation, including the installation of a power distributor.
This will complete the segment to connect the SAPP and East Africa Power Pool and complete the regional corridor by connecting Zambia and Tanzania. Another project involved Ethiopia-Kenya and Tanzania interconnectors.


ZAMBIA’S SEGMENT
On the Zambian section, the cooperating partners were coordinating with ZESCO for the Zambia Transmission Interconnector (ZTK). This involved the construction of the 905km single circuit bidirectional 330kv transmission interconnector from Kabwe-Pensulo (Serenje) (298km), Pensulo-Mpika (200km), Mpika-Kasama 330kv (200km) and Kasama-Nakonde (212) km.


The plans also involved two new 330kv circuits and a 14km double circuit 400kv line.
So far Zambia has completed the Kabwe-Pensulo-Mpika-Kasama leg. The leg remains is the Kasama-Nakonde line with the substation and other facilities at Nakonde


The Electricity sector is a thriving industry and the newly established component of electricity trade or power trade was an exciting feature.
Have private and commercial interest taken over the sector?



POWER TRADING IN ZAMBIA
The current model for electricity trade involves long-term bilateral Power Purchase Agreements (PPAs) and Bulk Supplier Agreements (BSA) where entire output of the plant is sold to is the power utility ZESCO, granting 20–25-year contracts.


Further, regional trading driven by the Southern African Power Pool that has both a day. Intra-day and forward market where power utilities trade power. This market’s trade is dominated by regional power utilities governed by long-term bilateral agreements but recently Independent Power Producers and licensed traders are being allowed onto the platform which constitutes about a quarter of the trade.


Each country’s electricity market is managed and regulated individually and is not yet properly integrated and interconnection between national grids is limited.


But recently, Zambia recently adopted an Open Access regime for the electricity market. The open access market enables independent power producers (IPPs) and large power consumers to engage in electricity regional and domestic trading by having access to power transmission and distribution infrastructure currently owned by ZESCO irrespective of the ownership or operation.


This regime is anchored in the Electricity Act of 2019 and the recently promulgated Electricity Open Access Regulations of 2024. Eligibility and participation should obtain license from the Energy Regulation Board (ERB). The trading license is being issued for producers, consumers and traders and must also apply to transmission or distribution network distributor. Currently the system operator is ZESCO which isa notified by ERB when approvals are done for the access to the network to be granted.


The regulations provide a 3tier open access contracts of 3months to five years.
POWER TRADERS IN ZAMBIA
ZESCO is the primary off-taker and bulk retailer of electricity in Zambia. The sector has over the years seen the participation of private enterprises as Independent Power Producers (IPP) or suppliers. These are; Copperbelt Energy, Maamba Collieries Ltd, Lunsemfwa Hydro Power Company, and Ndola Energy.


Following the promulgation and implementation of the Electricity (Open Access) Regulations of 2024 has seen a flurry of power traders enter the market.
The regulations were touted that they were designed to foster competition, promote diversification and energy mix, encourage private investment and potentially reduce reliance on a single utility for electricity. The Regulations are aimed at allowing Independent Power Producers to generate and sell directly to consumers.


The purpose of the regulations is anchored in the Electricity Act of 2019 and the goals is to attract investment, increase efficiency, and improve the reliability and stability of electricity supply/
But the start seems a false start!
The Energy Regulation Board has issued power trading license and ZESCO has signed Power Supply Agreements with: Kanona Power Company, GreenCo, EnPower (Enterprise Power Zambia Ltd), Africa Energy Trading Corporation and Petrodex Trading LLC.


1. Enterprise Power DCR (ENDRC) is a trading company with a focus to supply power to the Democratic Republic of Congo (DRC). EPDRC has an import and distribution license from the DRC’s Ministry of Energy and its subsidiary in Zambia has a standard Electricity Trading License NO SL/EE/TRN/2024/002 issued on 2nd April 2024 by the Energy Regulation Board. EPDRC also has a Power Supply Agreement (PSA) with ZESCO, in 2023, EPDRC and a major DRC mining company signed a power purchase agreement for 50 MW, and, together with Société Nationale electricity (SNEL) a tripartite agreement for the wheeling of electricity on the SNEL grid. EPDRC has been supplying power to DRC mining companies since August 2023. The company is also pursuing the Kalumbila-Kolwezi 330kV Interconnection Project (KKIP) where it is developing and involves the design, financing, construction and operation of a high-voltage line linking the Republic of Zambia and the Democratic Republic of Congo.


Nikolai Germann is the Director and Board Member and Emmanuel Chilombo Kalenga is the Managing Director.
2. KANONA POWER COMPANY- a newly established power trading company with future ambition to invest in generation, transmission and distribution. It is currently importing power from Electricidade de Mozambique (EDM) and using ZESCO and a signed Power Purchas e Agreements. Kanona is also negotiating to import power from Tanzania Electric Supply Company (TANESCO). Kanona was incorporated in January 2023. The import deal with Mozambique and selling the power to ZESCO has raised controversy as ZESCO doesn’t need a middle entity to import power from any of the regional utilities! The Board Chairperson is Padmore Jesse Muleya and director Monica Musonda.


3. Africa Energy Trading Group Corporation- has been delivering bulk supply of electricity to copper mines in Zambia and the DRC. It has registered office in Kabulonga. The company is led by Dr. Mundia Kabinga and Muzala Shinka.
4. GreenCo Power  Services- power trader and intermediary, Ana Hadjuka is the founder and CEO and has a management team comprising Chikoma Kazunga AS HEAD OF BUSINESS and Johannes Baake as group CFO.


5. Petrodex LLC has extensive expertise in the energy, oil and Gas, chemicals and mineral products. Petrodex has a signed a Power Supply Agreement with ZESCO to supply 120 megawatts power to the DRC.Out of this only 30 megawatts is available for Petrodex and the rest is future trade. The firm is run by Jorge Markovich as Managing Director
6. Ndola Energy Company- The plant has halted production of power as Indeni Oil Refinery its primary source of heavy fuels lay closed since 2019. At the height of the power cut crisis in June 2024, Ndola Energy restarted its 105-mw thermal power plant. The Zambian government guaranteed to secure the heavy fuels required for thermal plant. Government implemented a special cost pass-through tariff mechanism approved by ERB. This model eliminated need for government subsidies by having a specified consumer (ZESCO) cover the fuel expenses. Complications have since arisen over the supply of heavy for the production of electricity and is now costing ZESCO million because of contractual obligations.



CONCLUSION
In the manner the Open Access Policy is being implemented, has robbed ZESCO crucial traditional revenue and resources in export earnings, high cost of purchase of power from power traders (middlemen.). This is likely to plunge ZESCO in a death spiral where the utility will be unable to maintain the infrastructure and service quality.


Further the use of aging national grid by so many players at cheap wheeling charges and fees without capital and extensive reinvestment to the infrastructure may threaten national supply of electricity.
By forcing ZESCO to open access of its transmission, distribution and retail infrastructure to private traders without making technical detailed assessment and accompanying capital investment to the infrastructure threatens the grid. This is because transmission lines, transformers, substation remain unchanged under open access but pressure and wheeling traffic of electricity has increased many folds overnight. This threatens grid stability and safety.


Further, this has been done in the most opaque and non-=transparent way that the process has hampered fair, open access and pricing for all consumers.
The immediate declining revenues for ZESCO which is currently grappling with debt and requires to undertake massive projects such as regional interconnectors, threatens energy security for the country.
It was expected that the private sector would inject capital in the energy sector by embarking on generation, transmission and distribution but have entered the market on speculation and reliance on ZESCO for both its infrastructure or to underwrite the investments debts independent players through purchase or supply agreements


The financial burden placed on ZESCO has been witnessed when the utility company sought emergency tariff to meet the cost of power imports, yet power traders added a higher cost structure to this burden borne by long-suffering consumers and ZESCO.
Instead of the Open Access Policy attract investments especially in the renewable space, we have seen the sub-sector attract speculative and opportunistic players in the industry. As traders riding on the infrastructure of ZESCO and bleeding ZESCO to death.
